I had the pleasure of visiting the Dogs Trust facility in my constituency last year, where I saw the excellent work it does and heard about its campaign against puppy smuggling. The Minister has yet to explain the timetable for this separate single-issue Bill, even though he has been asked a number of times, including by those on his own Benches. It is important to note that there is concern not only among Dogs Trust supporters; in the last few minutes, the Conservative Animal Welfare Foundation has said that it, too, is deeply disappointed by this statement and that it represents a huge “missed opportunity”. These are not party political games; the same message is coming from Conservatives, the Opposition and animal lovers across the country. Can the Minister give us a firm timetable for dealing with the cruel practice of puppy smuggling?

I am glad the hon. Gentleman recognises that we continue to be committed to delivering on puppy smuggling, but the measures in the kept animals Bill will now be divided into smaller, bite-sized chunks so that we can get through them and deliver them more quickly. Instead of being bogged down in endless amendments and political games, we can now get on and deliver on all these commitments, and expedite the process of making sure we get them on the statute book.

Both my hon. Friend and the WWF are right that we need to see bolder action on forests and the oceans. It is a shocking indictment of this Bill that there is barely a mention of the oceans, which is a really important part of our environment.

Ministers must act in a quicker and more decisive way on the environment than we have seen to date. I hoped that the delay in the Bill would have given Ministers that time to be bolder, but I am afraid that they have not used their time as wisely as I would have liked. I welcome the steps forward that the Minister has announced, but they are not enough. The pace and urgency seem to be absent. Our rivers are polluted. There is not a single river in England safe to swim in. More species face extinction at home and abroad; more bees are dying from bee-killing pesticides, the use of which is legitimised by this Government; more plastics are entering our oceans; and dangerous particulates are entering the lungs of some of our most vulnerable. Where is the vision? Where is the landmark boldness that we were promised? Where is the rock-the-boat carbon cutting innovation? Where is the determination to push harder and harder to clean our air, protect our species, plant more trees and get us back on a course for nature recovery? Where is the World Health Organisation’s air quality targets in the Bill? Where is the boldness on ocean protection? We need that bold action not only to cut carbon, but to step up and protect our natural environment as well. If we have this approach that we can either solve a carbon crisis or an ecological crisis, we will solve neither. We need to solve both of them together, or neither of them at all.

I absolutely agree with my hon. Friend, and I support the amendments, which are also in my name. Many constituents have written to me about these issues. Does he agree that there is a stark contrast here with the approach shown by the Welsh Labour Government? Let us take their tree-planting programme as an example. Since 2008, the Plant! scheme has planted a tree for every child born or adopted in Wales and also in Uganda, supporting forestation globally. The Welsh Government have also introduced a new moratorium on incineration, which affects my constituency and that of the shadow Minister, my hon. Friend the Member for Newport West (Ruth Jones), when it comes to that crucial issue of air quality

I thank my hon. Friend for that. What the Welsh Labour Government have shown is that we can be bold and decisive and that we can take people with us on that journey. The “people first” approach in Wales is something that could be replicated in an English approach, but sadly, England has fallen further and further behind other nations in the United Kingdom. That is why I want the Minister to do more to preserve our precious habitats and biodiversity. If a car is speeding off a cliff, it is not enough simply to slow it down; we have to bring it to a stop and turn things around, and that is why Labour has tabled several amendments to try to inject some of the boldness that we need into the Bill. Let me turn to those amendments now.

The hon. Lady has made some strong points. There of course is a cats competition ongoing at the moment, which Mr Speaker’s own cat is in, as is my cat, Charlotte, who is a rescue cat. On a serious note, she suffered significant abuse in the first few months of her life. I rescued her. She was extremely timid and extremely difficult and I have worked with her over the last few years to get her to a much better place. I really want to commend all the cats organisations, including Wood Green, Cats Protection, Battersea Dogs and Cats Home, which is running the cat of the year competition, and many others.

That this House has considered local clean air targets.

It is a pleasure to see you in the Chair, Mr Walker. I am grateful to have the opportunity to talk about air quality. The issue involves a lot of different aspects, as I think we will hear from a number of contributors, but I want to focus my remarks mostly on traffic emissions. I wanted the debate to coincide with the recently launched consultation on Greater Manchester’s plans for a clean air zone. I am pleased that it has generated interest, and I look forward to hearing about developments in places such as Leeds, York, Cardiff, Stoke and, of course, Strangford. Accordingly, I will try to keep my opening remarks relatively short.

As we continue to live through a pandemic caused by a respiratory virus, there is clearly an urgent need to clear up the air we breathe, especially for those who live in the most polluted areas, such as the cities represented here today. I want to focus mainly on what is happening in Greater Manchester and on the local authorities’ planned actions. Also—stop me if you have heard this one before—I want to speak about the additional support needed from the Government to enable Greater Manchester to meet targets that will make a difference to the health of local people. That seems to be this week’s theme.

Before the pandemic, we already knew that air pollution posed a serious threat to the UK’s health and wellbeing. Every year, 11,000 people die from heart and circulatory diseases caused by air pollution. A report by the Royal College of Physicians found that nearly 40,000 early deaths can be attributed to air pollution in the UK every year. Increasingly, we are learning about the many other issues that air pollution can cause or make worse. This is a cradle-to-grave issue, with new research this month from the University of Manchester suggesting that air pollution can have an adverse effect on children’s ability to learn and that cutting air pollution by 20% could improve their working memory by 6%--the equivalent of four extra weeks’ learning time per year. That is to say nothing of the wider effect on growing lungs, brains and other organs. Scientists have also found links between growing up in an area with high pollution and the increased risk of developing a serious mental health issue.

There is substantial evidence to show that higher exposure to dirty air increases rates of neurodegenerative diseases such as Alzheimer’s, Parkinson’s and motor neurone disease. Last week, more evidence was provided on the link between air pollution and Alzheimer’s. Even if we take covid out of the equation, the combined impact that air pollution is having on our national health service and on people’s life outcomes is extremely worrying. The British Lung Foundation has said that air pollution is the main environmental threat to public health in the UK. Analysis has shown that almost 60% of people in England now live in areas where levels of toxic pollution exceeded legal limits last year. As such, despite the country’s many competing focuses at the moment, this is an issue that has to be prioritised and tackled urgently.

Much like coronavirus, air quality highlights and exacerbates existing inequalities in our society. It disproportionately hits people in some of our most deprived areas—often those living in crowded accommodation in areas near busy roads with high traffic congestion. It is worrying, but not surprising given what we already know, that there is growing evidence showing a link between covid deaths and poor air quality. A recent Harvard study found that an increase in fine particulate matter of just 1 microgram per cubic metre is associated with an 8% rise in covid-19 deaths.

Although there was a time during lockdown when we were breathing air that was cleaner than it had been for many years—if there can be said to be any silver lining to the disaster we are living through, that may be it, as it has given us a view of the world without air pollution—unfortunately that has not lasted. In fact, with the reluctance of people to get back on to public transport, there is a concern that traffic could rise to a higher level than pre-pandemic because of private car use. Major changes to people’s transport usage led to an initial steep drop in air pollution, but the relaxation of restrictions since June has led to increasing vehicle flows, with traffic volumes now less than 15% lower than typical pre-covid levels, and rising. As I say, they are likely to top pre-covid levels.

Having painted a fairly bleak picture of the problem, I want to talk about some of the solutions and some of the action that is happening locally, on the ground, to clean up our air. Following legal challenges by ClientEarth in the High Court, the Government directed 61 local authorities to bring nitrogen dioxide levels on local roads within legal limits as soon as possible. I thank ClientEarth for bringing that action and for its continuing work in pushing for the most ambitious progress possible on air quality improvement. ClientEarth has acted as a kind of conscience for the public and the Government in this field and has done a lot of excellent work that should be commended.

To focus on the local picture in my area, air pollution contributes to the equivalent of around 1,200 early deaths in Greater Manchester every year. Greater Manchester has historically suffered high emission levels and has a high number of non-compliant vehicles. The Government directed the combined authority in Greater Manchester to introduce a category C clean air zone across the region to bring nitrogen dioxide levels on local roads within legal limits as soon as possible and by 2024 at the latest. That is of course a welcome move, and we know that clean air zones are the best way to reduce nitrogen dioxide.

Greater Manchester is now consulting on key elements of the clean air plan proposal, which includes daily clean air zone charges for the most harmful vehicles but also takes into account discounts and exemptions and, importantly, proposes a funding package to support local businesses to upgrade to cleaner vehicles. I encourage stakeholders, businesses and individuals to engage with the consultation, which runs until 3 December, and I ask Greater Manchester residents take part, share their views and help to shape the future plans for our area. In parallel, the 10 Greater Manchester authorities are also running a consultation on Greater Manchester licensing standards, asking for views on proposed vehicle standards for hackney carriages and private hire vehicles, which will have a bearing on improving air quality, as it includes low emissions targets.

Greater Manchester’s clean air zone is expected to launch in 2022 and will be a designated area that certain high-polluting vehicles will pay a charge to drive into and within, aiming to clean up air quality by incentivising drivers to upgrade to a cleaner vehicle. All roads in Greater Manchester will be included in the clean air zone, with the exception of those managed by Highways England. ClientEarth has some criticisms of the Greater Manchester plan, including that it does not move quickly enough and particularly that it does not include private cars. Those are fair criticisms, and I hope that Greater Manchester, in looking at the future, will reflect on them and perhaps take them on board. We obviously need to move to a situation where we drive all high-polluting vehicles off the road, but the plans are an important start and cover the most polluting vehicles, such as vans, heavy goods vehicles and older taxis.

My hon. Friend makes some incredibly strong points. He knows I am a strong supporter of air quality measures and of reducing carbon emissions and the types of nitrogen oxide emissions he refers to. However, does he agree that adequate support needs to be given to private hire drivers and taxi drivers, who are often on low incomes, to help them make that transition? Most drivers I speak to want to make the transition as soon as possible, but they need support to do that, because they are often on very low incomes.

My hon. Friend anticipates some of the comments I am about to make, and I am grateful to him for making that point—it is really important, as the current crisis has shown. Many of those drivers are self-employed, and whenever I talk to a taxi driver in Manchester, they tell me that the trade is on its knees and that they really need support to get through this crisis, but also longer-term support for changing their vehicle.

More broadly, it is Greater Manchester’s ambition to secure more walking and cycling, which could be a positive legacy of lockdown—we have seen a lot more people walking and cycling. That could mitigate the bounce back to more reliance on car travel and encourage people to improve air quality for the long term. The combined authorities’ “Transport Strategy 2040” is focused on changing travel behaviour towards greener travel, aiming to reduce car use from 61% of trips in 2017 to no more than 50% of trips in 2040, although those will of course be largely in zero-emission vehicles.

There is an important point here. I gave up my car about two years ago and I now mostly walk, cycle, use a bus or take the Metrolink in Manchester. I can do that because I live in a part of Manchester that has good transport links. We have the Metrolink and we have a very busy bus route 100 yards from my house. When I am in London, I cycle to Parliament along a well-designed and segregated cycle route. If we want to change behaviour, we have to invest in public transport and infrastructure, from cycle lanes to zero-emission vehicle charging. The money is there. ClientEarth has suggested that the £27 billion that is currently allocated to the road investment strategy could be repurposed. That is something that the Government could usefully look at.

As well as investment in infrastructure and transport, the clean air zone proposals also need to be resourced. Greater Manchester’s proposals include Government assistance to help businesses and individuals upgrade to cleaner, compliant vehicles. Greater Manchester has requested funding from the Government totalling around £150 million to cover clean commercial, taxi and bus funds, and a hardship fund. The hardship fund is particularly important, as we have mentioned. It is designed to support those most vulnerable to the financial impacts of the clean air zone. The Government initially awarded £41 million, for which we are grateful, but there is a lot more to do. The leaders are currently in discussions to, I hope, secure the rest of the money. Can the Minister address that issue later?

The clean air plan was developed before the pandemic. The current consultation will take into account the impact of covid and any changes required as a result of the crisis. Local leaders in Greater Manchester are acutely aware of the fact that businesses, such as the taxi and private hire vehicle sector, have been severely impacted by covid. Government policies to stem the spread of the virus mean that they continue to be impacted. The consultation is considering extra support so that those businesses are not doubly penalised.

It is crucial that the final funding package from the Government recognises the changed economic circumstances we are operating in. It may be that more money is required to offset the financial impacts to individuals and businesses that have already been hard hit by covid. We might need more money even than was initially requested. I ask the Minister to ensure that the Government take that into account and stand ready to provide in full what is needed for the plan.

There is more I could say in terms of urging the Government to intervene to better support these efforts, but I need to wind up. Local authorities are responsible for the local road network and their own fleets, but responsibility for the strategic road network lies with Highways England, which has not been directed to reduce NO2 in the network in the same timescale or using the same processes. I encourage the Government to look at that anomaly. Greater Manchester has consistently called on the Government to issue a clear instruction to Highways England with regard to air pollution from the strategic road networks that it operates, so that our efforts in the region are not undermined. I encourage the Minister and the Government to act on that.

Greater Manchester is proposing the largest clean air zone outside London, but the funding support guaranteed so far by the Government has not matched the scale or ambition of those plans. Measures that could positively impact on carbon targets, such as an increase in electric vehicle infrastructure and facilitating sustainable journeys, are still considered separate from the clean air plan by Government. There is a strong argument for the various policy frameworks and funding settlements aimed at addressing nitrogen dioxide, PM2.5 and carbon to be better integrated and dealt with as one, rather than as separate disparate pots. I urge the Government to look at combining them and creating a generous clean air fund that all local authorities can use to fund their important air quality improvement work.

My final point, which my hon. Friend the Member for Newport West (Ruth Jones), who is speaking for the Opposition, might refer to, is that as well as complementing local clean air plans, we need meaningful, legally binding targets and real accountability when the Environment Bill comes back to the House. Can the Minister give us an indication of when that might be? I urge her to incorporate the World Health Organisation’s air quality standards into the Bill when it comes back to the House.

It is a pleasure to serve under your chairpersonship, Sir Charles. I appreciate being able to speak in this important debate, and I thank the hon. Members who secured it. On many occasions, I have spoken in this House about air quality issues, including how those issues relate to the wider challenges of climate change and the environment. Today, I will talk particularly about some very significant concerns affecting my constituency, relating to the existence already of one incinerator and the plans to build two more burners within miles of the existing plant, which was heavily criticised by local residents and, indeed, myself. It was one of the first campaigns I got involved in locally around the time of my election, eight years ago.

Those plans are deeply concerning. Waste incineration and biomass plants are often dressed up as green plants that are going to provide green energy and green solutions, when they are anything but. They are completely absurd, and sit in complete contradiction to not only our commitments under the Paris climate change targets, but WHO guidance on air quality; the UK’s own guidance on air quality; the Welsh Government’s guidance on these issues; the One Planet strategy that Cardiff Council has recently set out, which I will come to later in my remarks; and the Well-being of Future Generations (Wales) Act 2015.

The context, which has been set out ably by my hon. Friend the Member for Manchester, Withington (Jeff Smith) and a number of other hon. Members, is the current crisis and the impact of air quality on respiratory conditions. The wider impact of air quality on the health of young people and children is also of deep concern to me. Of course, my concern is about not just the plants themselves, but the trucking to them and the vehicle movement associated with them, and I will go through each of those issues in detail.

I am deeply concerned, not only because of the direct impacts but because these plants are often put forward and agreed to with lots of promises of jam tomorrow—district heating schemes, wonderful green energy and opportunities for local people—and they are often anything but. Certainly, the promises that were made regarding the Viridor incinerator in Splott in my constituency have not been fulfilled, and I am now deeply sceptical of any promises made by any of these companies about what they will do, because they seem to be simply greenwash.

I mentioned the Viridor plant that exists at the moment. I completely opposed it, alongside the Cardiff Against the Incinerator group. It burns 350,000 tonnes of waste a year, but as I understand it there have unfortunately been serious issues regarding the efficiency of the heating and burning process, which mean that the plant does not generate the levels of heat necessary to provide the so-called energy from waste that Viridor trumpeted at the very start. There are also issues with infrastructure access to the national grid, so it is not actually able—I have visited the plant myself—to provide energy to the national grid at the levels that it could do, let alone to any district heating schemes, because the appropriate infrastructure is not in place.

We currently have two other proposals under way. One is for an incinerator right on the border between my constituency and that of my hon. Friend the Member for Newport West (Ruth Jones), who will be speaking from the Front Bench today. That burner would see 200,000 tonnes of commercial waste burned a year, 24 hours a day, with 40-plus lorry movements a day in an area that is already highly congested—a residential area where there are difficulties with road access. Some 116 other vehicle movements are proposed—I think that is probably an underestimate—in an area where we have the fantastic, brand-new Eastern High School, which has been invested in, and in other residential areas with other primary schools. These vehicle movements, let alone the incinerator itself, will be right next to where our children are receiving their education. That is completely unacceptable, and the fact that the incinerator is being placed right next to a wind turbine is absurd.

Clearly, the Welsh Government have a really good track record when it comes to recycling—one of the best rates in the UK—so is there a reason why there is this demand for incineration plants? It seems contradictory.

The hon. Gentleman is absolutely right to point out Wales’s admirable record on recycling, which I was going to mention. Because we are recycling so much, the reality is that these plants often truck in waste from elsewhere and, indeed, from across the border in England. I have asked DEFRA Ministers questions about this before because there does not appear to be a UK-wide strategy for the movement of waste around the UK in a way that is both carbon-efficient and responsive to the air quality concerns in many communities.

It would be absurd if we simply became the dumping ground for waste from elsewhere across the UK, with all this stuff being shipped around and the associated air quality and emissions issues. It is also absurd that UK Trade and Investment and the Department for International Trade have been advertising internationally for investment in this incinerator plant, which is in my constituency and next to that of my hon. Friend the Member for Newport West. It is being advertised as supposedly one of the premium projects for investment in Wales. What an absolute contradiction of other things that the Government seem to be saying. There is also the absurdity of proposing to put it right next to a wind turbine, which is exactly the sort of renewable energy we should all support.

I am also opposing the most recent application. Again, notice the name: Parc Calon Gwyrdd, which translates as “green heart park”. It is absolute nonsense, though I will not use any worse words, you will be glad to hear, Sir Charles. It is on Rover Way, behind Splott, a community already blighted by the Viridor incinerator. The proposal is to burn 75,000 tonnes of virgin timber that would be shipped from Latvia, and not even shipped to Cardiff docks, but to Liverpool or Felixstowe for trucking across the country. That could not be more absurd or more contradictory of our ambitions on climate change and air quality. Friends of the Earth has rightly pointed out that burning timber in this way is worse than coal in terms of emissions and particulates. I contrast that with the approach taken by Cardiff Council, which has just announced its One Planet Cardiff strategy with a focus on replacing single-use, fossil fuel-driven journeys with low-carbon modes and low-emission travel, supporting the transition to ultra-low-emission taxis and buses, a 100% shift to zero-emissions vehicles by 2030, and putting in the infrastructure to support that active travel. It is a big contrast.

I conclude with a quote from one of the local activists whose efforts I completely support. Catherine McArthur said:

“What future is there if your postcode automatically puts you at risk by the air you breathe?”

It is absurd to lock in last century’s technologies under this greenwash. My constituency is fed up with being a dumping ground for other people’s waste and with these activities going on right next to residential areas, schools and other communities. I will continue to wholeheartedly oppose this. I would like to hear from the Minister what strategic view is being taken of these issues across the UK and how we should be working with the Welsh Government.

Does the hon. Member mind if I press on? I want to make it clear that the Government are acutely aware of the economic impact that charging zones can have on local businesses and residents, and the fact that those impacts are further heightened by the coronavirus pandemic. It was touched on that the pandemic may have highlighted how air quality affects health and a lot of work is under way and ongoing with the Department of Health and the expert group that has been looking into the effects of the air quality and coronavirus on people’s health. There is no clear evidence of an exact link yet, but the work is continuing so we can have a clear picture.

There is always a preference for non-charging measures where they can be identified, and measures that can be effected before charging is put in place. In Leeds, where a charging clean air zone was to be introduced next year, data demonstrates that it is no longer needed, partly because allocated funds have been used to upgrade bus and taxi fleets relatively quickly, and that has had an enormous impact on the city’s clean air zone. It will still receive funding to make sure that it keeps to its commitments in the future and is still tackling air quality.

In Greater Manchester—on which we have been focusing today—the clean air zone, as the hon. Member for Manchester, Withington mentioned, is scheduled to be implemented in 2022. The 10 local authorities involved have been working on this enormous project—it is a huge area—to take the action that they need. Their local modelling found that nitrogen dioxide concentrations were higher and more widespread across the region than was predicted by our modelling. We have been working very closely with them and I really welcome the launch of the consultation on 8 October, which runs until 3 December. I also welcome that the hon. Member has encouraged people to take part in that consultation because we want everyone to get involved. We want it to be effective—as does he. The zone will cover the whole of the Greater Manchester region, charging non-compliant heavy goods vehicles, vans, buses, taxis and private hire vehicles from early 2022, with an exemption for vans until 2023. As the hon. Member pointed out, private cars will not be charged for entering the zone.

To touch on funding, we have already provided £77 million to Greater Manchester to implement the clean air zone, and a total of £36 million of this funding has been provided towards the implementation of the zone, while £41 million from our clean air fund has been provided to support the retrofitting of buses and to help the owners of heavy goods vehicles, coaches, minivans and private hire vehicles.

I understand that the Greater Manchester authorities are developing their funding schemes with a view to launching this as soon as possible once plans have finalised. Given the lessons we have learned from Leeds, I urge that the money is put into operation as soon as possible, as that does seem to have more of an effect.

Many hon. Members mentioned the encouragement of active travel—of cycling and walking—and how we really noticed, during the lockdown period, more and more people taking that up. In fact, I think that for four months I only ever used my bike and did not get into my car; it was an absolute joy to do my shopping and everything else in that way. I have already touched on the £2 billion package for that, and we do need to build on that paradigm shift we need in behaviour to get people out of cars and into walking and cycling, but we can only do that with the funds the Government have provided.

My hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) mentioned the transforming cities fund and how useful it could be to an area such as Stoke-on-Trent; he was very passionate about his area, as he always is. I met with colleagues from Stoke-on-Trent yesterday—we have met a number of times before and will continue to work very closely, as we are doing with all colleagues with a clean air zone—to ensure that we get the plan and project that will suit their particular area, because every area is different.

Several hon. Members—including the shadow Minister: I am very pleased to see her in her place—mentioned the issue of Highways England controlling the strategic routes. I met Highways England recently—along with the Under-Secretary of State for Transport—to raise this issue of whether it could get more involved in those roads, because so many of them cut right through, for example, areas in Manchester and other cities. There is ongoing work with Highways England on that issue.

Before I finish, I must touch on the Environment Bill—which I think was referred to as the “missing in action Bill”; it will soon be an “in action Bill”. There are not many more days to wait; we have the out-date and the in-date will become clear very soon. Aside from all of the work we are doing on the clean air strategy to help air quality, we have our landmark Environment Bill, which will introduce a duty on the Government to set a legally binding target on fine particulate matter. That demonstrates our commitment to tackling air pollution as that is the most damaging pollutant to human health. The Bill includes a duty to set a long-term target for air quality, showing our absolute commitment. As well as setting new concentration target for PM2.5, which will act as a minimum standard across the country, we propose to break new ground and develop an additional target aimed at reducing average population exposure to PM2.5 across England. The target will drive continuous improvement across all areas of the country, and I think it will be a big step forward.

I hear calls to put the World Health Organisation guidelines straight into law, as suggested by the hon. Member for Leicester East (Claudia Webbe). The point is—she has heard me say this before—that the WHO itself acknowledged that guidelines should inform the setting of the air quality standards; they are not targets ready for adoption. Additionally, evidence suggests that there is no PM2.5 level under which no health impacts could happen. The hon. Member for Leeds North West (Alex Sobel) also mentioned that. It is too simplistic to say that simply adopting those guidelines is the solution. That is why we are setting this system of getting expert advice through, once the Environment Bill has set the target, so that we can work towards achieving what we must on that.

In the Environment Bill, we are setting legal requirements for positive change for local authorities, so that they have more effective powers and a clearer framework for tackling air pollution in their areas. In short, those are responsibilities across local government structures shared with relevant public authorities, and there is a call for evidence out on that, to work out which bodies are relevant. To support these changes, we will also introduce a requirement to revise and publish a national air quality strategy and review it every five years.

I was just coming to the hon. Gentleman’s comments, in which he mentioned incinerators, as he often has before. Most of the incinerators he referred to are in Wales. This is a devolved issue in Wales and Northern Ireland. All energy-generating waste plants in England already comply with strict emission limits under the environmental permitting regulations. The UK puts itself at the forefront of reducing industrial pollution with an appropriate framework for regulation. Industry is being very innovative in this space and we are moving in that direction.

To return to the Environment Bill, it contains a measure to recall non-compliant vehicles and road mobile machinery, and to end the sale of new petrol and diesel vehicles by 2023.

I cannot end without mentioning the hon. Member for Strangford (Jim Shannon). As ever, he made an eloquent contribution. Air pollution policy is devolved in Northern Ireland, but it is always really useful to learn lessons from other places, as it was from Scotland, particularly the hydrogen model, which we are looking at. Our transformation of the energy system is neutral, but it is interesting to hear what is happening on the hydrogen buses.

Before I answer the hon. Gentleman, I would like to pay a short tribute to my predecessor, Caroline Spelman, who demonstrated humanity, helpfulness and humour, all qualities I will do my best to emulate in this role.

This is a timely question from the hon. Gentleman, in LGBT history month. The Church has worked with Stonewall to produce the “Valuing all God’s children” guidance, which proactively combats homophobic, biphobic and transphobic bullying in schools.

I thank the hon. Member for his answer and join him in his tribute to the former Member for Meriden, with whom I worked on many issues. I totally agree with the comments he made about her and wish her well for the future; I am sure she has a big role to play in the country. However, the comments that he made do not reflect the pastoral guidance that the Church issued in recent weeks, which the archbishops have apologised for and which suggested that sexual relationships outside heterosexual marriage fall

“short of God’s purpose for human beings.”

Does he recognise the great deal of concern within the Anglican communion that this potentially pre-empts the Living in Love and Faith discussions, which are ongoing, and sends a message of non-inclusivity at the start of LGBT history month, which is greatly regrettable?

I beg to move,

That this House has considered the incineration of industrial and commercial waste.

It is a pleasure to serve under your chairmanship, Mr Hosie, and to see many Members from different parties, and indeed from across the UK, at this important debate. I know that the issue that we are debating is of great concern to Members across the House, and I hope we will hear some of their points during the course of the next hour.

Looking out towards the east of Cardiff today, one can see the waters of the Severn estuary stretching into the distance and, not far from our brand new Eastern High School, a large wind turbine—visible evidence of the green transition that we all want to see to renewable energy and renewable sources for the future. Now, imagine planted right next to that a huge industrial burner, complete with a chimney of pretty much the same size as the wind turbine pumping out yet more carbon emissions, and a trail of heavy goods vehicles delivering waste while providing their own blast to local air quality with diesel fumes, PM10s, particulates and so on. What a contrast and, fundamentally, what a contradiction. Worse still, it comes as part of a chain of proposed incinerators running from Swansea to Barry, to Splott in my constituency—where we already have an incinerator that I opposed—right through to Monmouthshire and across the water to Avonmouth, and in many other clusters across the UK.

I want to set out my total opposition to the proposals for the so-called energy recovery facility—it is, in fact, a huge industrial-scale burner—for the Rumney and St Mellons area in the east of Cardiff. The proponent, Môr Hafren Bio Power—businesses always choose these greenwashed names to cover up what they are up to—is essentially an arm of CoGen, a well-known company that is involved in these activities and based in Stoke-on-Trent. Interestingly, the main director, Ian Charles Brooking, has a series of other commercial interests, from rubber crumb companies to food products, as well as multiple variations of the Bio Power brand that are planning lots of speculative burner applications across the UK. An allegation has been made to me that CoGen and other companies will probably end up burning their own industrial and commercial waste—how convenient. I have been pleased to join thousands of local residents across the area in making our opposition known over the past six months, and we have been supported by colleagues on our local council and from across the parties.

There are many reasons why this facility is completely inappropriate, and I shall touch on them before I go into the wider issues. The first is about emissions and traffic. Much is made of the treatment of emissions through burner chimneys, but, given the climate crisis we face, the carbon emissions from such facilities make a crucial difference. I have already mentioned the emissions from traffic, and we are talking about potentially hundreds of vehicles going to and from the facility to deliver waste.

I congratulate my hon. Friend on securing the debate. I represent a neighbouring constituency. According to a recent Birmingham University study, air quality in Cardiff is the fourth worst in the UK. It is even worse than in London. Does he agree that allowing the incinerator to be built not only risks moving our city further up the league of shame, but undermines the hard work that has gone into Cardiff Council’s wide-ranging transport and clean air green paper, which is currently out for public consultation?

My hon. Friend and neighbour makes a crucial point. The proposed facility would represent a contradiction to the excellent and forward-thinking paper on air quality in Cardiff that the council put so much work into, and to which I hope residents will contribute. The facility would sit in opposition to that direction of travel.

There are many other issues, including the financial viability of this prospect; whether waste can be burned there commercially or whether things will be shipped in, which I will return to; the proximity to schools and residential locations, including a Travellers’ site; the traffic and the HGV movements, because despite being next to the south Wales main line, they will not be using rail; the visual impact of the clustering of existing incinerators in the area; the failures in the consultation process; and even a GDPR breach that the company has been involved in.

The hon. Member is making a very good point. Does he agree that when we talk about building incinerators, we are talking not just about the incinerators themselves, but about their effect on traffic and all their other potential unintended consequences, which make them so unwieldy and inappropriate for places such as Cardiff?

I am reluctant to make this point to my hon. Friend, because I am a good friend of his. Is he aware that many of us who have specialised in this area over the years think that energy from waste is absolutely part of the answer to climate change, when it comes to the waste that towns and cities create and do not want to take responsibility for? Is he aware that modern energy from waste can be excellent in scooping up that stuff, bringing us energy and stopping us exporting waste all over the developing world?

My hon. Friend and I take slightly different approaches to this issue. In the waste hierarchy pyramid, which will be familiar to many people, incineration of waste is only just above landfill; indeed, there is some controversy about that. The key thing is that we need to reduce the waste that we create in the first place, so that we do not have to burn it, put it into landfill or export it, as he suggests.

Ultimately, the decision on this particular project is a devolved matter, and I hope that Welsh Ministers, the Planning Inspectorate for Wales and Natural Resources Wales will listen to the growing cross-community and cross-party opposition to the proposal. However, the implications of a wider policy on the incineration of waste and, most critically, on whether we continue on the path of wasteful waste production and climate-changing linear economy or revolutionise the way we live our lives, are a matter for the whole of the UK and globally. I hope Wales will uphold its own responsibilities to future generations, but this is part of a wider context. I do not want Wales to become a dumping ground for waste from other parts of the UK or further afield. I am sorry to say that sometimes it feels, particularly in my area, as though that is an issue. We saw what happened with the mud from the Hinkley nuclear sites, and we have seen other incinerators being built in the area. When we look at the history of Wales, we can think back to the dark days of Tryweryn, for example. We do not want that sort of relationship between Wales and the rest of the UK.

My main concern is that we do not know about the end destination of our household waste. Stuff gets incinerated or recycled, but it may actually go further afield or get dumped at sea. Does he agree that an onus or a legal obligation on councils to disclose the end destination of household waste would be a way forward?

I absolutely agree with the hon. Lady’s point. Indeed, a lack of data on that is an issue I will come on to very shortly.

It is clear that this is a topic we need to talk more about, given the climate emergency that we face. In 2016, the commercial industrial sectors produced 41.1 million tonnes of waste, which is some 18% of all waste produced in the UK, but there is no clear published breakdown of how waste from those sectors is treated. The average UK incinerator produces approximately 230,000 tonnes of CO2 per year. To provide a comparison, 200,000 tonnes of CO2 is equivalent to 6.1 million cars driving from Cardiff to London per year. That is quite an extraordinary comparison. In Wales alone, there are already 10 sites for proposed incinerators, nine of which are in south Wales, where two are already located.

I support much of what the hon. Member has said, and I have sympathy for the communities living near incinerators. Barry in my constituency has been battling this issue; it was one of the first things I challenged nine years ago on being first elected to represent the Vale of Glamorgan constituency. Does he recognise that the Welsh Government took a conscious decision, back when my hon. Friend the Member for Monmouth (David T. C. Davies) and I were Assembly Members, to prioritise incineration as a means of dealing with waste, and that has led to the string of incinerators along the estuary that he talks about?

The right hon. Gentleman makes his point. He will know that one of the strongest opponents of the Barry incinerator is the Assembly Member for the Vale of Glamorgan, Jane Hutt, who sits in the Welsh Government. She was with me at the protests outside the Senedd, making her views clear alongside many of my other friends. It is good that concern is being raised across the political spectrum. In fact, the Chair of the Climate Change, Environment and Rural Affairs Committee in the Senedd, Mike Hedges, has made it clear that he thinks there should be a moratorium on incineration.

I am going to make some progress, because I am conscious of time. Lots of people want to make speeches—[Interruption.] I will let my hon. Friend intervene before the end of my speech, but I want to make some progress.

The lack of data is crucial. I have been asking a series of parliamentary questions over the past few months about this issue, and there appears to be a lack of data and no strategic approach for locating incineration facilities, in relation to travel times, emissions from travel and so on. For example, there is apparently no clear information available on how much waste travels between England, Wales and Scotland, on how much waste we are exporting and importing, or on the emissions caused by transporting waste by road to incineration locations, including the differences between, for example, transferring things by rail and other means. If we do not take that holistic picture of carbon and other emissions into account, how can we make strategic decisions?

The proposed incinerator in my constituency would lead to as much as 200,000 tonnes of commercial waste being burned each year, and it would operate 24 hours a day in a predominantly residential area. Where would the waste come from? How far would it travel? What is the impact of clustering incineration facilities? I hope the Minister will be able to explain why that information is not recorded at a UK level and made available so that decisions can be taken, whether by the UK Government or by devolved Administrations and councils.

I am also concerned—I hope the Minister can answer some questions on this—about why the UK Government have been promoting, in their UK Trade and Investment “GREAT Britain” strategy, overseas investment into CoGen and the facility in my constituency? In a glossy brochure on the energy investment portfolio, the former Secretary of State, the right hon. Member for North Somerset (Dr Fox), asked for investment in the proposed incinerator in my constituency. Again, that seems to be at odds with what the UK Government are saying overall about carbon emissions. We are hosting the Conference of Parties this year. Given their position, why is that going on? Why are they actively promoting this facility, which has not even received planning permission yet?

My hon. Friend knows that I was a councillor in Wales many years ago, so I know a bit about Wales. I have to ask him the acid test question: what is the answer to all the waste that is generated in south Wales? Most of the local authorities have low performance in recycling; the national average is certainly not good. Will the waste be exported to my constituency, or to Indonesia or some other country? What will he do to take responsibility for that waste, which he has a moral duty to deal with in some modern way?

Actually, Wales has extremely strong targets and good performance on recycling. This is industrial and commercial waste, and it is not clear that all of it will be coming from Welsh sources. That is an issue that I have been raising. It looks like it will be shipped in from elsewhere. Unless we can be clear about where that waste is travelling from, how can we take strategic decisions about how it should be dealt with? I certainly feel that three incinerators located within five miles of each other in my area of Cardiff and the Vale of Glamorgan seems like overkill. Why are they not being shared out fairly across the country?

I thank my hon. Friend and constituency neighbour for securing this debate. He is making some powerful points, especially about Wales leading England in recycling. Does he agree that it is crucial that the views of the local people who will be affected by the incinerator are taken into account? After all, it is their lives, communities and homes that will be affected, and we must take account of that.

I absolutely agree. I thank my hon. Friend for her support of the campaigners. The issue obviously affects her constituency, in locations such as Marshfield, Peterstone and elsewhere. I am glad that she will be supporting the campaign and meeting the campaigners and others.

I want to touch on a few more issues before concluding, but I am conscious that others want to speak, and of course we want to hear from the Minister. One of the big arguments that is often made for these plants is, “Well, they’re going to generate combined heat and power and they are going to give all this energy back to the grid.” However, the reality is that, although there are 40 energy-from-waste plants in England, only eight currently operate in combined heat and power mode. In fact, the official CHP list includes the Viridor plant in Splott in my constituency, but, although the plant might be enabled for combined heat and power, it is not currently providing that. Viridor told me that the plant cannot export as much energy to the national grid as it is capable of doing, because of infrastructure issues relating to the feeders—I do not understand the technology behind it—and the technology that would allow it to export to the grid. It is not even being used in that way.

I hate the sort of “jam tomorrow” promises that developers often make—they say, “This facility will contribute to district heating, cheaper bills and provide energy into the grid,” when the ability to do so is not there, and the benefits may not be realised for many years. Such contracts often lock in councils and Administrations for 20 to 25 years. I hope that in 20 to 25 years, we will have made a dramatic transition to a more circular economy and will not be producing the type of waste that needs to be burned or sent to landfill, and yet we are locking ourselves into a model for dealing with waste that is not the worst, but is one of the worst.

Incinerators such as the one planned in my constituency emit more carbon dioxide per megawatt-hour than any other fossil fuel source, including coal. As well as the emissions from the traffic coming to and from the site, and potentially other emissions coming out of it—there is a lot of controversy about that—there is also the issue of what happens to the ash. Incineration is not a complete replacement for landfill, because the ash has to go to landfill, potentially in a soluble form. There is much concern about the risk to water courses, lakes and water supplies. Incineration is not some sort of magic panacea that solves all our waste problems. As I said, we need to address the production of waste in the first place. The idea that incinerators such as this are some sort of magic solution is very far from the truth.

What are the alternative ways forward? As I said, I think we need to be looking much more at creating a circular economy and reducing waste in the first place. We need to understand that there is a difference here: we have a landfill tax, but we do not have one on incineration. Where are the incentives to recycle more and produce less waste in the first place? I am aware that the Treasury considered that in 2018 and said that it would be willing to consider an incinerator tax once more infrastructure had been put in place. Will the Minister update us on where the Government are on their thinking on that, particularly given the example that we will need to set this year as we approach the crucial COP conference? What are the Government doing to reduce the amount of waste that needs to be incinerated or go to landfill?

There is a whole bunch of challenging issues here. There is a very clear case against the proposal for my constituency, but it sits within the wider issue of the responsibility for waste and how we deal with it. Obviously, there is a lot that we can do on an individual, personal level. I urge those at the top of businesses that are sending vast amounts of commercial and industrial waste to incinerators to reconsider their business practices.

There is also the uncertainty around Brexit. Some of our waste usually travels via Europe, so perhaps the Minister can update us on how the import and export of waste will be managed after 31 January. I know that one of the cases being made for the incinerator in my patch is that it is thought that trade with the Netherlands is somehow part of the solution. How will that be affected, and will it add further uncertainty?

The negative impact of incinerators cannot be ignored. Burning waste into our atmosphere is simply not the solution to coping with waste. Skyfill does not replace landfill. My message to CoGen and Môr Hafren Bio Power is this: we do not want you in south Cardiff. I hope that the Welsh Government and others will listen to the many people from across the spectrum who oppose the project.

I am going to make some progress. I am aware of the shortage of time.

We will discuss the details of the Bill in Committee, but I want to touch on a few aspects of it now: the principle of non-regression, targets, and the independence and powers of the Office for Environmental Protection. I also want to mention, briefly, some of our concerns about biodiversity net gain, water, nature recovery strategies and recycling.

The Financial Times has reported that an official paper proposed to deviate from green standards set by the European Union, and that the UK was open to significant divergence despite the Prime Minister’s promise that standards would not fall. Can the Secretary of State shed any more light on the content of that official paper? The Government have missed four chances to guarantee equal environmental standards after Brexit. Will the Secretary of State now commit herself to an amendment to legally ensure non-regression on environmental standards? According to Greener UK, the environmental principles constitute

“a significant and unacceptable weakening of the legal effect of the principles.”

May I ask the Secretary of State how that can be justified?

We know that the Government have missed a number of environmental targets, and that the number of serious pollution incidents recorded in 2018-19 rose to the highest level since 2014-15. A leaked document from last year showed that the Government had actually abandoned agreed targets for conserving England’s sites of special scientific interest, and we know that air quality targets have also been consistently flouted.

My hon. Friend is making some important points. Along with many other residents, I am currently opposing the building of an incinerator in Rumney, Trowbridge and St Mellons, in my constituency. My constituents are worried not only about the air quality implications of what comes out of the incinerator but about traffic particulates from heavy goods vehicles which, potentially, will be bringing waste to the site from all over the UK. Does my hon. Friend agree that that needs to be looked at?

Climate change is damaging the lives of people in the UK and abroad. We see the impact through the two recent cyclones that have struck Mozambique. A country that usually expects only one major storm every 10 years has had two in two months, with the latest, Cyclone Kenneth, the strongest cyclone ever to hit Africa.

In the UK, climate change is seen as directly responsible for the projected rise in heat-related deaths and flooding, with the poorest and most vulnerable people most likely to bear the brunt. It is a tragedy that those least responsible for climate change suffer the most. We need to act to prevent a global climate disaster, yet the Government are not doing enough.

On emissions, the Government like to talk smugly about what a good job they have done, but the Committee on Climate Change warned last year that the UK will not meet the emission reduction targets laid out in the UK’s clean growth strategy for the fourth and fifth five-year carbon budgets. On biodiversity, too, the Government are falling short, with only five of the 19 targets in the strategic plan for biodiversity set to be achieved.

The Government’s commitment to fighting climate change is enshrined in the sustainable development goals, yet according to UK Stakeholders for Sustainable Development we are underperforming on 72% of the targets that are relevant to the UK, and many of those are also relevant to climate change. Take target 11.6, on reducing the adverse per capita environmental impact of cities, including air pollution: UK100 found that 17.9 million NHS patients in England are registered at a GP practice in an area that exceeds the World Health Organisation annual limit for PM2.5 air pollution.

The national Government clearly do not care enough about climate change, but thankfully some of our local elected officials do: Bristol and Liverpool have pledged support for the sustainable development goals; Birmingham approved a motion on the sustainable development goals in November last year; and 59 councils, more than a third of them Labour-run, have declared a climate emergency. Although those are great initiatives, local government needs more support from central Government. Local authorities need resources to invest in better, greener infrastructure, to encourage and support more people to cycle and walk safely and to promote renewables.

My hon. Friend is making an excellent speech. She has referred to what cities and authorities throughout the UK are doing; will she join me in congratulating the Welsh Government on declaring a climate emergency, and cities such as mine, Cardiff, which is doing so much work on sustainable transport, led by Councillor Huw Thomas?

I am delighted to congratulate the Welsh Government on that.

The Government have blocked onshore wind, Britain’s cheapest form of energy. According to SERA, the reintroduction of onshore wind would cut another £1.6 billion off the collective electricity bill, but rather than act, the Government have chosen to block onshore wind. Sir David Attenborough has said that climate change is humanity’s

“greatest threat in thousands of years”,

yet the Government keep signing up to things that they fail to deliver. I call on Members on all Benches to back Labour’s motion and take the necessary action to address this threat nationally and internationally, to protect the planet and the climate for all future generations.

I agree: we need to see that change everywhere, but there is a broken system at present, and that must change.

We have seen this not only in the Arctic: in the Antarctic too there is that changing climate and environment. It is having an equally horrifying effect. Almost 90% of the glaciers have retreated since the 1960s when my father spent two years there with the British Antarctic Survey, but I am hopeful that the McMorrin glacier, which was named after him, will still be there when my children are older. The natural world and his time in Antarctica shaped him, and I remember the stories he told me about that vast and beautiful landscape when I was growing up. They have instilled in me his passion and determination to help to change things.

When I was an adviser in the Welsh Government, I saw the impact that waste pollution was having on wildlife and natural resources, and the effect that it was having on climate change. I was lucky then to be part of a Government who acted quickly and helped to ensure that Wales was the first country to introduce the 5p charge on single-use plastic bags, which has resulted in a 71% reduction in their use since 2011. Unfortunately, it took the UK Government four years to follow suit in England. I have watched the statistics on waste get worse and worse, and this is even more worrying when studies have shown that the UK Government figures have been known to drastically underestimate how much plastic packaging waste Britain generates. A study by the specialist organisation Eunomia estimates that just 31% of plastic waste in the UK is currently recycled.

I completely agree with what my hon. Friend is saying and I commend the Welsh Government for the excellent steps that they have taken on this issue. Does she agree that it is shocking that some of the plastic we think we are sending to be recycled often ends up in landfill sites thousands of miles away in developing countries on the other side of the world, where it causes pollution by leaching into the surrounding ecosystems?

I thank my hon. Friend for making that excellent point. That is absolutely what we are seeing, and we have to stop it by fundamentally reforming the system.

We have seen growing public awareness of the problems with waste, especially since the broadcast of David Attenborough’s “Blue Planet II”. Three quarters of a billion people worldwide watched that harrowing footage of albatross parents feeding their chicks plastic, mother dolphins potentially exposing their new-born calves to pollutants through contaminated milk, and the whale with a bucket caught in its mouth. Those images were hard-hitting, but necessary to bring about change.

I beg to move,

That this House has considered e-petition 165672 relating to badger culling.

It is a pleasure to serve under your chairmanship, Mr Streeter. The petition reads:

“Since 2013, thousands of badgers have been killed in a Government cull attempting to control bovine TB. Against scientific advice & before a 4 year trial has completed, the government is now expanding the cull to new counties—tens of thousands of healthy badgers could be killed.

Experts in disease control and animal welfare agree that pilot badger culls have proven both ineffective and inhumane. Shooting badgers is also expensive, costing tax-payers some £5,000 per animal. Bovine TB is a serious problem but killing badgers is not the solution, and could actually make the situation worse. It is a costly distraction from an effective solution incorporating vaccination, increased cattle movement control measures and improved testing.”

I have no special expertise in this area, but I am grateful to the Petitions Committee for asking me to move the motion. However, I have one claim to authenticity, which I share with my hon. Friend the Member for Newport East (Jessica Morden): a predecessor of ours, Roy Hughes, who represented the areas we now represent, sponsored a private Member’s Bill in 1991 that was intended to control the abuse of badgers taking place at that time by protecting their setts and making activity against them illegal. We therefore have a good tradition in Newport.

I share with most people a great affection for these beautiful creatures. As the superior species, we have a responsibility towards them; as the intelligent and thinking species, we have a duty to ensure that all sentient, living creatures are protected from gratuitous violence or cruelty. I believe that the Government’s policy on badger culling is evidence-free and prejudice-rich. The present Government have a long record of appeasing farmers—everything farmers want, normally farmers get from this Government, however unreasonable the demands might be.

The case has been made powerfully in other parts of the world for the futility of culling, which appears to be a simple solution only to those who believe in shooting first and thinking later. We heard similar nonsense in the debate about hunting; some people thought that it was a reasonable method of pest control to take 100 riders and horses across the countryside to deal with one fox. Sadly, that rural attitude is not as respectful as it should be of all animal life.

My hon. Friend is making some strong points. He spoke about the evidence-free approach being taken in England. Does he agree that the approach being taken in Wales has demonstrated clear evidence that the cull was unnecessary? We have continued to see massive reductions in bovine tuberculosis, much greater than those in England—47% in Wales over eight years, compared with 16% in England. Even this year infections have continued to decrease, according to the latest information provided by the chief veterinary officer.

The badger has an honoured place in Welsh literature and history—it is known in Wales as mochyn daear, the earth pig, which is a very descriptive name for the animal—and the attitude taken to it in Wales has been very much science-based. The UK Government say that they are using every tool in the box, but they are using the rusty tools out of a medieval box, such as the crudest way to diagnose—with a skin test rather than the other scientific tests available—and culling. In Wales, however, the authorities have quite sensibly said that the effective way is to use vaccination, which we did for four years between 2011 and 2016. Sadly, there is now a world shortage of the vaccine, because it is needed against human TB, although some nations have secured their future supplies.

Wales is in a fortunate position. The chief executive of the Badger Trust rightly said:

“We are delighted to see confirmation that badger vaccination is leading to a substantial reduction in the prevalence of TB in badgers and that any temporary halt while the global stocks of BCG vaccine recover, will not lead to an increase in the spread of the disease in badgers.”

He was also disappointed to see criticism such as that from the Farmers Union of Wales, which talked about the £700 cost to vaccinate a badger even though the cost of the cull is a great deal more.

Well, the source is evident to any countryman out there. There has been a rapid decline in hedgehogs, and we know perfectly well that badgers eat hedgehogs’ young, wild birds and birds’ nests. That, however, is not the subject of the debate, and I do not want to get drawn on that red herring.

It is on facts and evidence. The hon. Gentleman is generous in giving way. Clearly TB is a terrible disease, whether it is in badgers or cattle, and everyone wants to see it reduced. Looking at the evidence of the measures taken in Wales and the much less effective methods taken in England, how can he explain the disparity between the two?

I am so glad that the hon. Gentleman mentioned Wales. In Wales, although BTB has decreased, the current vaccination programme operates in only 1% of the country and is only in its second year, so it is difficult to see how vaccinating has led to the reduction in BTB.

I suggest to the hon. Gentleman, before he asks me to give way, that other factors are involved. Having said that, I would like to comment on the costs, which were mentioned by the hon. Member for Newport West (Paul Flynn), who introduced the debate. He has read all the literature, and he is an intelligent chap of a scientific mind, so he knows perfectly well that for a vaccination programme to be successful, the badgers have to be vaccinated for five years. As he said, each year costs £662; that is well over £3,000 for every badger vaccinated. He also knows perfectly well that vaccinations have no effect on the poor, diseased badgers I described—the ones who are really suffering—that go on to spread the disease to healthy badgers. I therefore cannot see how a vaccination programme can be successful.

Will the hon. Gentleman please be patient? I will give way in a minute. He is jumping up and down like a yo-yo. The hon. Member for Newport West and anyone who knows anything about this subject will also know how difficult it is to trap a badger. As my hon. Friend the Member for South Dorset (Richard Drax) implied, badgers do not just sit there in a trap and lie dormant; they bite and try every way of getting out of the trap, so the people who do the vaccinations have to be skilled and well trained. It is not easy to get all badgers into vaccination traps. I therefore suggest to the hon. Member for Cardiff South and Penarth (Stephen Doughty)—I will give way to him once more—that vaccination is not very effective in itself. Where it is effective and has a role is in targeted areas around trial cull areas to stop perturbations spreading the disease further.

The hon. Member for Newport West, who mentioned the shortage of BCG vaccine, made a point that was in my speech: the BCG vaccine has been around for decades. It would be useful if my hon. Friend the Minister could say something about that, so that where we do want to carry out vaccination on the edges of trial cull areas, that option is available. We need to ensure that happens. I will give way to the hon. Member for Cardiff South and Penarth one more time. This is the last time I will give way, because a lot of people want to speak in the debate.

The hon. Gentleman is generous. I never suggested that vaccination alone was a solution. The chief veterinary officer for Wales has been clear, and has spoken of a combination of increased testing frequency, improved biosecurity and other cattle control measures, as well as vaccination. There is a huge disparity between the 16% reduction in England and the 47% reduction in Wales. Clearly, there is a difference in the way the approaches work.

I was coming on to the issue of biosecurity, which obviously has something to do with it, as do more accurate tests. There are a number of things that could help. In a spirit of constructive debate, which I hope is what this afternoon is about, I want to suggest to my hon. Friend the Minister methods by which we can all help to eliminate the disease, and support the 25-year elimination programme. It is important, in the trial areas, that we eliminate TB in badgers, to prevent this cruel death. Farm biosecurity has rightly been improved, and that has been extended across the country. The Minister has, in this Government and the coalition Government, taken a number of steps to improve testing and biosecurity on farms. Examples include post-movement testing and more accurate skin tests in certain areas. All those things have a role to play; I hope we all agree on that.
