Commons ChamberIt is a bit rich for the right hon. Gentleman to talk about policy, given that his own side has very little policy to show at all on a range of issues. He asks a fair question about building the homes that our country needs, which is why it is right to highlight to the House the 222,000 additional dwellings in the past year. That is profoundly about not only building the homes our country needs, but about ensuring that we are looking at viability and getting these issues of land value capture addressed—
Order. It is impossible to describe the extent of my gratitude to the Secretary of State, who is among the most courteous Members of the House, but I say very gently to colleagues that we have a lot of questions to get through. We therefore need short questions and short answers so that we can reach people lower down the Order Paper, because I am more bothered about the Back Benches than I am about the Front Benches.
The Secretary of State tells us to wait till next year, but he may not be in government next year. In truth, this is a Government who delay and duck the big decisions on housing because they are too dysfunctional and too divided, just as they are on Brexit. His own Members know that their policy is failing and want action taken on land costs, so will he change the law so that the Government can work with councils to compulsorily purchase land without paying for landowner speculation, then use the savings to cut the costs for first-time buyers and renters? Even if the Secretary of State cannot get the backing of the House for his Brexit deal, he would get it for a radical plan to make the land market work for the benefit of the many, and not the few.
Before the hon. Gentleman puts his question, I appreciate that the Minister is probably operating on earlier intelligence, but Question 17 has gone, and therefore the grouping is merely with Question 20—a point that I am sure other Members instantly knew and of which I am merely reminding them.
As the Minister knows, small urban areas have limited space to generate increased new homes bonus. If my hon. Friend could announce that Gloucester and Cheltenham were to be pilot projects for retaining all business rates revenue, that would be a welcome Christmas present, but in the absence of that, what advice would he give to good urban councils that are keen to maintain their services and regenerate their city or borough centres?
What assessment has my hon. Friend made of local authorities assisting rough sleepers into a home of their own following the Homelessness Reduction Act 2017 coming into law?
Order. I am trying to help the hon. Gentleman, in an excessively noisy House. Project! Speak up, man.

Of course it is excellent—excellent for you and, no doubt, excellent for the House, excellent for Norfolk and excellent for the nation—but in the meantime, you should exercise just a degree of patience, and entertain the possibility that someone might express a view, legitimately, that differs from your own.
Will the Secretary of State tell us whether the Nolan principles apply to this post? Does he consider the views that Sir Roger has expressed to be appropriate for the post of chair of the commission? The primary focus of the Building Better, Building Beautiful Commission is to seek to address
“how new settlements can be developed with greater community consent”.
We support that aim, which is why we have launched our own planning commission, but communities are more than just bricks and mortar and planning processes. They are about people—people from diverse backgrounds —and good planning should foster good community cohesion.
When was the Secretary of State made aware of Sir Roger’s comment that homosexuality is “not normal”, and his comparison of homosexuality to incest? When was he aware that Sir Roger had complained that gay men have an obsession with the young? Will he now apologise to the LGBTQ+ community for appointing a man who holds those views?
When was the Secretary of State made aware of Sir Roger’s links to far-right organisations, and his propagation of their antisemitic conspiracy theories? Was he aware that his new chair spoke out against the disbanding of Vlaams Blok by Belgian courts after it was found to have incited racial discrimination, dismissing it as a conspiracy by the “liberal establishment”? Is that acceptable, in the Secretary of State’s view?
When was the Secretary of State made aware that Sir Roger heaped praise on Hungary’s Viktor Orbán at the height of his truly hateful, state-orchestrated, antisemitic campaign against George Soros, and that he stated in a lecture in Hungary that Jewish intelligentsia
“form part of the…Soros empire”?
We also know from reports in the Huffington Post today that Sir Roger Scruton spoke favourably of the National Front, calling it an “egalitarian” movement. Is this acceptable in the Secretary of State’s eyes?
Given this, is the Secretary of State still prepared to speak alongside Sir Roger at an event on Wednesday? If we are going to have a society that welcomes free speech, we should also hold those people to account for what they use this privilege to say. We should consider the views of the people who are left silent by the propagation of hateful rhetoric and views that should have no place in the 21st century, let alone be rewarded by a senior Government appointment.
I want the Secretary of State to confirm to this House that he has confidence in Sir Roger and the views that he holds, so that we can go forwards knowing that this Secretary of State thinks that these views are acceptable for the chair of this commission.
Thank you, Mr Speaker. May I congratulate my right hon. Friend on his inspired decision to make beauty an important part of the planning process and his equally inspired decision to appoint Sir Roger Scruton? Sir Roger is a very brave defender of free speech who used to go behind the iron curtain when some people on the other side of this House might have been rather more sympathetic and fellow traveller-ish than they might like now to admit. Any philosopher must be able to discuss issues and is bound to say things in his works that are controversial, because otherwise, discussion and debate cannot be advanced. That is an inevitable consequence of appointing a philosopher.
The Clerk at the Table advises me that I am under no obligation to say anything about Sir Roger, because of course one meets all sorts of people in the course of one’s work and one’s life, but in the light of what the Secretary of State and the hon. Member for North Wiltshire (James Gray) have just said, I simply inform the House that I have of course met Roger Scruton many times over the years. I express no view about the appointment—that is not for me to do—but I did read his book “The Meaning of Conservatism” in 1982 and I have read many of his articles over the years, and I simply took the view that this issue should be aired in the Chamber. That is what is happening, and Members are very properly expressing their views on the subject.
Does the Secretary of State agree that Sir Roger Scruton is respected throughout the world, not necessarily because of all his opinions but because he is a profound and distinguished thinker? Will my right hon. Friend accept my congratulations on the fact that the Government are not allowing themselves to be bullied by the thought police rent-a-mob, and that they are going to stand by this decision?
I am sure that the right hon. Member for South Holland and The Deepings (Mr Hayes) was here earlier, and that I just failed to notice his presence.
I am extremely grateful, Mr Speaker. As has already been said, Sir Roger Scruton is an extremely distinguished academic with a long pedigree in these subjects. He has made the case—in direct contrast to that made by my right hon. Friend the Member for Wantage (Mr Vaizey)—for a gentle, generous and harmonious built environment, and it does the Secretary of State great credit that he has appointed Sir Roger as chair of this commission. As you have implied, Mr Speaker—although not said, because you would never breach the proper terms of your office—Roger Scruton will bring a lively, imaginative, well-researched report that will inform all of our thinking, and my goodness we need that after years of dull, egalitarian modernism.
If the qualification for such an appointment is that someone should not have said anything offensive or controversial to anyone during their life, how many Members of the House—with the exception of course of you, Mr Speaker—does my right hon. Friend think would qualify?
The short answer is probably very few, which is the point my hon. Friend is making. We need people who are prepared to come forward to advise Government and provide support. It is important that we continue to attract skilled, talented people to do that, and the Government will continue to champion freedom of expression and speech.

Commons ChamberAs part of a family who regard their pet cat as an intrinsic and important member of our household—[Interruption.] Well, hon. Members may well be amused by that, but it is true what my hon. Friend says: a number of people, particularly those who live alone or those who have children, rely on their pets for comfort and calm and for companionship. I would hope that all local authorities operated a humane and compassionate letting policy where this is concerned, and I would be more than happy to look at the rules around that.
I empathise very strongly with the Minister, and there should be no levity over this important matter. Our own household cat is very fundamental to our way of life and is suitably named Order.
I have no pets to declare to the House.
On behalf of my party, I offer our condolences on the passing of Sir Jeremy Heywood and our thanks for his service in public life.
It was encouraging to hear that the UK Government are to follow the example set in 2015 by the Scottish Government and introduce mandatory five-year electrical safety checks on rental homes. Will the Minister confirm a start date for those checks?
My hon. Friend is one of the most innovative thinkers in housing policy generally, certainly on the Conservative Benches—not that there is much innovation on the Labour Benches, but there we are. He points to an area where there is strong demand. Very large numbers of people who would otherwise be tenants have a strong desire to own, and we would love to see them owning on a discounted basis. Hon. Members will have seen in the Budget the announcement of funding for neighbourhood plans to enable an allocation of discounted homes for sale, particularly in rural areas, and I would be keen to explore the idea further with my hon. Friend.
I have no reason to think that the hon. Member for Thirsk and Malton (Kevin Hollinrake) is anything other than an innovative thinker on this and other matters, but it might be of interest to people to know that he is also a distinguished estate agent.
You rather took the wind from my sails there, Mr Speaker.
The Minister refers to housing associations, and it will not have escaped his notice that the chief executives of housing associations earn on average comfortably more than the Prime Minister, with the upper decile trousering salaries in the eye-watering range of £250,000 to £400,000. Is the Minister entirely comfortable with that?
I am very sorry that the charities are telling the local Member that, because overall we are putting in place a £1.2 billion fund for homelessness. I would certainly be very happy to write to the hon. Gentleman. His area is part of the greater west midlands project, and the greater west midlands Mayor, Andy Street, has many millions of pounds to help with homelessness—going to Coventry as well as the other parts of the greater west midlands.
My hon. Friend is a political toxophilite of the highest order and has fired his arrows into a subject that is the cause of constant discussion between us and the Treasury. He knows that we all acknowledge the effect that stamp duty can have on the market; that is why he may have seen changes in the Budget to stamp duty on shared ownership, which we hope will benefit first-time buyers. However, I will keep him apprised of conversations as we have them.
I hope that the hon. Gentleman will have the tribute framed. It would be very disappointing if he did not.
What assessment has the Minister made of the number of people who have used Help to Buy who are now in negative equity because of leasehold reform? They cannot sell the properties and the price has fallen, so the taxpayer and the individual are hit.
Order. I can scarcely hear the hon. Gentleman. I want to hear his question. I do not know what all this baa-ing is about—something may have been said that has escaped my attention—but that does not remotely concern me at this moment. What does concern me at this moment is that the hon. Gentleman must be heard and he will be heard, however long it takes.
Thank you, Mr Speaker. Last week, Southern Landlords Association filed for judicial review on selective licensing in Brighton. The Government’s response was to revoke the licence to regulate the private sector. This is not the first judicial review to derail selective licensing. Irrespective of the particular issue I am working on with the Minister, is it now not time to review the way selective licensing works and to stop judicial reviews, particularly vexatious ones like those from Southern Landlords Association, derailing the ability of councils to regulate the private sector and rogue landlords?
The hon. Gentleman might like to secure an Adjournment debate on the subject.
What a very good idea, Mr Speaker. I will not talk about the judicial review in detailed terms—obviously, it is ongoing—but I have been proud to sign off selective licensing in other parts of the country where the council has done a good job. I ask the hon. Gentleman and his colleagues in Brighton to urge the local council to review its paperwork. If it comes back with detailed arrangements that I can sign off, I certainly will.

Commons ChamberI inform the House that I have selected the amendment in the name of the Leader of the Opposition. As I intimated earlier, approximately 77 Members want to speak and I know that the Front Benchers will do their best to tailor their contributions to take account of the extent of interest in the House.
Order. If colleagues wish to help each other, it is not obligatory for them to speak for the full three minutes. I know that they all believe in equality.
The Chancellor had the opportunity to strengthen the economy, invest in jobs and guide us towards a brighter future. What did we get? A wasted opportunity, a timid response and an overwhelming feeling of, “Really? Is that all?” This is a broken-promise Budget that prolongs austerity.
We have seen wages continuing to stagnate for most workers and falling for the lowest-paid workers. Let us not forget those long years of the public sector pay freeze, when nurses, police officers, firefighters, teachers and the rest of our public service heroes were treated so contemptuously by Ministers. For all the Chancellor’s boasting about the number of jobs in the economy, the reality is that there is an explosion in low-paid jobs, insecure jobs, part-time jobs and jobs with zero-hours contracts. That is what people in Slough tell me every week.
Behind the economic figures lies the human cost. The price of austerity is not paid by Ministers; it is paid by the poorest and most vulnerable members of our society. Look at the growth of food banks, which provide emergency food aid to people in desperate need. In my constituency, volunteers provide food for people in Wexham, Cippenham, Langley and central Slough. They are supported by the generosity of people across the constituency, including through supermarkets, schools and faith-based institutions. I applaud that spirit of altruism and humanity, but why should anybody in modern Britain need emergency food aid?
In Slough we have a Labour council, which has managed its budgets well. It seeks to provide excellent services and to protect those most in need. Our Labour councillors in Slough do an excellent job, and they are dedicated public servants, but they are not magicians. They cannot magic up money from the magic money tree when the Chancellor and the Government have made it vanish.
Back in December 2010, the BBC reported that Slough Borough Council would be the hardest hit of all the neighbouring—predominantly Tory—councils in Berkshire. Since then we have seen increasing pressure on budgets, particularly in social care, and an increase in child poverty. According to the charity End Child Poverty, there are more than 11,000 children in poverty in Slough—one in three local children—and that child poverty is rising.
Slough councillors tell me that, by March 2019, the number of people in temporary accommodation will be 70% higher than in April 2018. We have seen a 300% increase in people living in temporary accommodation since 2014. The good people of Slough would be forgiven for thinking that the Chancellor is all smoke—

Commons ChamberWhen we consider how many properties are rented out, for both social and private purposes, it is important that they are all as safe as possible.
Unfortunately, when I became a Parliamentary Private Secretary in the Ministry of Housing, Communities and Local Government, I had to step down from my position as chair of the board of Walsall Housing Group, a housing association with 20,000 properties in Walsall. I had been leaning very heavily on the association to get it to provide carbon monoxide detectors in its properties, and I believe it now does that for all its new build properties. I shall continue to try to influence the association to do that in its existing social rented properties.
I completely support and endorse all elements of the Bill and look forward to its becoming law.
The board is now sadly deprived of the hon. Gentleman’s expertise and commitment, but at least we have been able to enjoy his eloquence today.
My uncle, Station Officer John Griffin, was for many years a fire safety officer in Plymouth fire service and then Devon fire service, which Plymouth service became. I do not want to get into the grounds that will be covered by the inquiry, as that is not right, but there is an argument about whether the change made just over a decade ago by a previous Government—removing the fire service from being proactively involved in fire safety inspections and very much reducing the role of fire safety officers from the fire service—was the right move.
I put on my hat as a former member of the Local Government Association’s national fire services management committee and as a former member of the west midlands fire and rescue authority, and I do think we should look at rebuilding a more proactive role for the fire service in fire safety. To be fair, I will not criticise everything the previous Government did with the fire service. Some of the measures regarding home fire safety checks and moves to more proactive areas made sense. However, we may well reflect that the changes to the fire regulations and moving the fire safety inspections away from the fire service were perhaps not right. Perhaps we will move forward and review that, although there will need to be a balance in outcomes.
I very gently say to the hon. Gentleman, to whose contribution in mellifluous tones I am listening with close attention, that he has now spoken for a little longer than the Member in charge of the Bill. I know that he is not the sort of Member who would respond to any exhortation from any quarter to speak at length for any reason, because he just would not do that, but there is a lot of business to get through and I therefore express cautious optimism that he is now approaching his peroration.
As always, Mr Speaker, you can incisively see what is happening with my speeches; you have worked out that I was moving towards the end of my remarks. I know that some colleagues will be very disappointed that I am not going to try to break my record for a speech.

Commons ChamberDoes my right hon. Friend agree that the number of council houses, and indeed any other houses, being built would be greatly improved if the Government insisted on a far higher standard of design and layout? Will he therefore favour, in planning applications for council houses and all other houses, developers who insist in those plans on the highest possible standards for the design and layout of those houses?
I do agree with a lot of what my right hon. Friend highlights about the importance of design and style to ensuring that we create homes for the future that we can be proud of. This is something that we are considering carefully as we finalise the national planning policy framework. We will publish that shortly, and I hope he will see that in the final version.
As we have discussed before, the hon. Lady’s local authority actually receives more funding per household than the average local authority similar to hers. Today of all days, I was hoping that she would welcome the meeting of the Cabinet in her area, the extra £1 billion for the northern powerhouse, and the continuing success of the Great Exhibition of the North, chaired admirably by my constituent Sir Gary Verity. In her area, the sun is shining, the visitors are pouring in, and the local economy is booming. It is a good time to be in the north-east, and that is being delivered by a Conservative Government.
I hope that one of those Ministers, in the course of this away day—which I am sure is a meeting of the utmost importance—will take the time to visit Newcastle University, which is a most admirable institution. They could benefit greatly from a visit. I mean that the Ministers could benefit, as much as the university.
I welcome the Government’s commitment to a fair funding formula, and I thank the Minister for meeting me and representatives of Leicestershire County Council. Will he confirm that the review that is under way will look at the balance of funding between districts and counties? After all, it is the counties that are bearing the burden of a growing older population and the growing burdens on children’s social services.
What I can confirm is that the fair funding review will be a bottom-up fresh look at how we fund local government in this country. It is long overdue, as the current formula is 10 years out of date with over 120 different indicators. It is right that that formula is fair, transparent and objective, and I am sure all councils will have a fair crack at persuading me of their case.
I am very glad that the Minister is in such a good mood; he really is a very cheery, upbeat fellow who positively exudes optimism about all things and all around him. We are delighted to see him.
But it will not wash, Mr Speaker. The Tory-led Local Government Association is warning that the funding gap for councils is now due to grow to £8 billion and the Public Accounts Committee has damned the financial capability of the Ministry to sort out this mess. With Northamptonshire the first broken shire and other local authorities of all types teetering on the cliff edge, when, rather than managing down expectations about fair funding, is the Minister going to stand up for the sector and demand the resources our public services so desperately need?
With her usual perspicacity, my hon. Friend has put her finger on the button and enunciated the cocktails required for successful development, with the omission of one, which my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) mentioned —namely, design. If we can put all those things together, we will create the houses that people need.
I think the right hon. Member for Mid Sussex enjoyed the reference to cocktails.
My hon. Friend is well known for his championing of young people and their causes, particularly in his constituency, and he is right to point out that this move will benefit young people in particular. The stamp duty relief will help 95% of first-time buyers who pay it—that will be more than 1 million households over the next five years. Between the relief’s introduction and the end of March, 69,000 first-time buyers have already benefited. I would also point out that we are at an 11-year high in the number of first-time buyers, which stands at 363,000.
Well, I am keen to get through the Order Paper today. I call Nigel Huddleston.
I know that the shadow Secretary of State wanted to raise a point of order, which he has promised to do with commendable brevity.
On a point of order, Mr Speaker. We have just had over an hour of oral questions on the day before the long summer recess, yet we have had no update from the Secretary of State on a number of promises he made about when important policy announcements would be made. On 9 May, he said:
“The Government will bring forward a Rough Sleeping Strategy in July”.
It has not been published. On 11 June, he said:
“we’ll be publishing a Social Housing Green Paper by recess.”
It has not been published. On 9 July, he said that he would come forward with the finalised national planning policy framework before the summer recess. It has not been published. What assistance can you give me and the House to make sure that, when promises are made by Ministers, they are honoured, and that important policy announcements are not dribbled out over the recess when this House is not sitting and cannot scrutinise them?
I am grateful to the right hon. Gentleman for his attempted point of order. I do not wish to treat it with levity because it is a matter of the utmost importance. He seeks assistance from me and asks what I can do. I suppose I ought to begin by saying what I cannot do. I cannot delay the summer recess; the summer recess will be a fact. It is not entirely without precedent for Ministers to issue policy announcements during periods of recess. The Secretary of State is in his place and will have heard with crystal clarity what the right hon. Gentleman said. If the Secretary of State wants to give any earnest of his good intentions in this matter, he can do so, but alternatively he can remain—and apparently is remaining—glued to his seat, from which the right hon. Gentleman, Sherlock Holmes-style, must make his own deductions.

There are a number of elements to that. I recognise that services in my hon. Friend’s constituency have not been running perfectly, by any means. Some technical operational difficulties that were Network Rail’s responsibility have been at fault. There was a signal fault between Cambridge and Royston, which was a Network Rail issue, and there was a double track-circuit failure at Foxton, which was also a Network Rail issue and which has played a particular part in the difficulties that my hon. Friend’s constituents have been experiencing today.
On her point about compensation, the package has been designed to compensate the worst-affected passengers who travel every day on season tickets bought in advance. As I said, it is similar to the compensation that was offered to Southern ticket holders following the industrial action last year. Passengers who travel less frequently can claim Delay Repay compensation for the disruption that they experience, and we encourage them to do so.
The hon. Lady’s question, although comprehensive, was notably shorter than the delays about which she complained.
I have said to the Minister in the House several times that Govia runs not only GTR but Southeastern. This morning, services were again delayed because of a broken-down train. That is not infrastructure; it is the rail operating company. Why do the Government turn a blind eye to Govia? It is not fit and proper and should have its franchises taken away.
My constituents stand in strong solidarity with, and have great sympathy for, the passengers of Govia Thameslink. Will the Minister make a statement on Arriva Northern Rail’s now tedious and predictable ongoing failure to serve Cumbria, in particular? Having cancelled every single train in June, four days ago Arriva Northern cancelled 33 trains on the Furness, lakes and coastal lines on one day. Given that the chaos predates the new timetable, the company cannot blame it. Will the Minister help us out by explaining precisely how dreadful Arriva Northern needs to be before he will get his act together, remove its franchise and give us back our trains? [Interruption.]
Order. Somebody says, “Irrelevant.” Well, I exercised latitude. I think that there may be a diversionary route. The link between Cumbria and Thameslink—if it exists—is tangential, but the hon. Gentleman has deployed such intellectual dexterity as he possesses, which I am sure is very considerable, to render his question orderly, in a manner of speaking.
One link that joins these issues is the Glaister review, which is now under way. It will examine what went wrong in the run-up to the introduction of the timetable, and how it affected the hon. Gentleman’s constituency in Cumbria.
Some 2,400 trains have been cancelled at Hassocks, in my constituency, since the introduction of the new timetable. The interim timetable this week seems to have resulted in fewer cancellations, so it is an improvement, but trains are still being delayed. What it has not done is to restore the direct service from Hassocks to Clapham Junction, and Hassocks is unique among commuting stations in no longer having such a service. Will my hon. Friend undertake to look at the matter again and ask GTR to review that omission, with a view to putting it right in future timetable changes?

Commons ChamberThese are extremely important matters, but may I very gently say to colleagues—on Back Benches and Front Benches alike—that we must speed up?
I commend the hon. Lady for the work that she has done locally, as I commend the strength of her community in the face of this appalling tragedy. I cannot speak about the awarding of Backbench Business debates. If she seeks one, I am sure that it will be considered carefully. We have updated the House regularly on the response to Grenfell, and we will continue to do so.
The Secretary of State is quite right to disavow responsibility for the Backbench Business Committee. The hon. Lady could, however, usefully sidle up to and have a word with the hon. Member for Gateshead (Ian Mearns), who chairs that Committee. He is not in his place at the moment, but I dare say that he will be in due course. I am sure that she will find that a most useful conversation.
Will my right hon. Friend join me in welcoming the fact that North West Leicestershire District Council is building the first new council houses in my constituency in the past 30 years?
We are lifting the HRA borrowing cap. We are giving local authorities and housing associations longer-term certainty with their rents, and we also look forward to the publication of the social housing Green Paper, to address all these issues in the round.
I must say to the Minister that on Saturday at the Buckingham literary festival I met one of his constituents, and I told the constituent that the hon. Gentleman was a clever fellow.
I thank the hon. Lady for her question. We absolutely think that the onus should be on the landlords. That is why we introduced civil penalties of up to £30,000 on rogue landlords and, in April, we are introducing banning orders and a database of rogue landlords and agents, so that we make sure that we protect tenants in the real world from that kind of abuse.

Good public health is the best way of improving the wellbeing of the community, yet York City Council has slashed the public health budget by £1.3 million and we now have the highest level of in-service drug deaths in the country, so what is the Minister doing to protect public health, particularly given the removal of the public health grant?
These are all magnificent questions, but I hope the House will take it in the right spirit if I say that I do not think many hon. and right hon. Members have yet read the textbook on pithy questioning available on general release from the right hon. Member for New Forest West (Sir Desmond Swayne). It would be a very useful Christmas present.
The public health grant is not being ended; it is being folded into the business rates retention plan that the local government sector has welcomed and agreed for that process. Also, a new funding formula is being worked out with the Department of Health and Social Care specifically for public health, and I am sure we will welcome the hon. Lady’s contributions to that.
As the right hon. Gentleman is aware—because he, like me, attended a meeting at the Wales Office just before Christmas—the North Wales growth deal is proceeding well, but it can only go as fast as the slowest actors, so I say to him that he has power and influence over the North Wales local authorities. This Government have been clear: we would like to see concrete proposals come forward for the autumn Budget, but we cannot do this without the support of the North Wales authorities.

Thank you, Mr Speaker. Will the Secretary of State urgently give local authorities new powers and new resources to tackle the tide of plastic and other waste that is engulfing our towns, cities and countryside?
