Commons ChamberThank you, Madam Deputy Speaker. It is always a pleasure to serve under your guidance. I also wish to thank the Backbench Business Committee for granting this debate on the spending of the Foreign, Commonwealth and Development Office on the strategy for international development.
A year ago, I stood in this Chamber to open an estimates day debate on the FCDO’s main estimate. At that point, the Department had recently changed the format of its spending plans, which made scrutiny incredibly difficult. I wish to take this opportunity to thank FCDO officials who have worked with House of Commons staff over the past year to restore and improve the quality of information available in the estimate, allowing my Committee and Members to fulfil their crucial role in holding the Government to account for how they spend their aid.
Much has changed since I made that speech last year, but one in 10 people around the world are still living in extreme poverty. That simply cannot be right. Today, I wish to reflect on the enormous potential that lies within the poorest communities in the world and on how the UK Government’s aid spending should seek to develop that potential, transforming lives and creating a fairer, more inclusive world for all.
In the past few weeks, we have finally seen the Government release their new international development strategy. Combined with this main estimate, the approach signals a new era in how the UK spends its development funding, but I am simply not convinced that this approach will help the very poorest people in the world. It is clear that the Government’s priorities are increasingly about trade, security and creating British jobs, but the legally mandated objective of UK aid spending is to reduce poverty. That must remain front and centre.
The Government’s plans described a more hard-nosed, investment-driven approach to UK official development assistance. Capital investment expenditure—spending that is used, for example, on infrastructure projects—has increased by 49% compared with the last financial year, but relative day-to-day spending, from which traditional aid programmes would typically be funded, has increased by only 8.5%.
Investment partnerships are becoming a more dominant feature of UK aid. British International Investment will receive a further £200 million in capital from the FCDO, and the amount of funding channelled through BII is set to increase dramatically over the next two years. Economic and investment-led development certainly has a place in any coherent development strategy, but it tends to benefit those who are engaged, or are able to engage, with the formal labour market. I am not convinced that this approach will help the poorest and most marginalised groups around the world. I am just not convinced that it will help them to achieve their potential or create long-lasting development in their communities.
Putting all of the UK’s development eggs in the economic basket will mean that swathes of people are left behind: disabled people, minorities, and women and girls. How does the FCDO’s approach help them to reach their potential and enrich their communities? I have no doubt that UK investments can fund and support some truly transformative projects. However, we need to get the basics right first, otherwise how will those projects succeed?
Investing in new roads does not help a girl who cannot access clean water. A new telecoms network is not much use to a boy who cannot get vital vaccines. We need basic support in place first, before those investments can succeed. Get the foundations right, and then development will flourish. Under DFID, it was clear how UK aid was working towards the attainment of the UN sustainable development goals—the map to lifting people out of poverty and keeping them out of it—but this strategy barely refers to the SDGs.
It is hard to know whether we are on the right path to development without the map that the SDGs provide. With the integration of development and wider foreign policy objectives, helping the poor increasingly seems to be seen as a by-product of British foreign policy, rather than an end in itself. In fact, this Government strategy has no qualms about UK aid being “overtly geopolitical”. The strategy seeks to actively draw lower income countries away from the influence of authoritarian regimes, and to promote freedom and democracy around the world.
However, what about the communities living in countries that are not a pressing priority for achieving a foreign policy aim, or whose Governments do not share UK objectives? Are we leaving those communities behind? What happens to their potential? In my Committee’s work, we have heard that different types of development problems require different approaches. Sometimes spending through bilateral programmes is effective, and sometimes putting funds through multilaterals—such as Gavi, the Vaccine Alliance, or the World Food Programme—is more effective. We need to use the right tools for the job.
The UK is stepping back from its commitment to multilateral co-operation and placing more emphasis on bilateral spending. The Foreign Secretary told my Committee that, in 2022-23, £3.7 billion of UK aid funding will be spent through multilaterals. By 2024-25, it will be £2.4 billion—a 35% reduction in just two years. The UK’s contribution to major multilateral institutions means that we generate goodwill and we also have a huge influence over the way global institutions spend tens of billions of dollars each year.
Our multilateral investments are also a lever in investments from elsewhere, meaning that they have a multiplier effect, but the UK will be reducing its contribution to the World Bank by an astonishing 54%. If the UK is looking to increase its influence on the global stage, it seems counter-intuitive to step away from that leadership role.
I am grateful to the Chair of the Select Committee, who is making a brilliant speech. Does she agree that it is in Britain’s interests to use multilateral institutions, rather than to simply donate bilaterally, because that multiplies the impact that we can have?
My right hon. Friend is absolutely correct. At a time of such international uncertainty, a policy of giving away influence and friendships that have taken decades, if not centuries, to build up seems a very strange way to further the interests of this country, let alone the poorest in the world.
My hon. Friend is making a very good speech, and I strongly agree with her point about multilateralism. May I take her back to a debate she initiated in Westminster Hall on the plight of the Palestinians and the role of the United Nations Relief and Works Agency—a crucial part of the multilateral system that does so much to support Palestinians in the worst conditions in Gaza, the west bank and elsewhere in the middle east? I am sure my hon. Friend agrees that it would be good to hear from the Minister how the UNRWA pledging conference went—the Minister was good enough to reference the conference in her response to the debate last week—as well as what Britain’s contribution was and why no Minister from the UK attended.
I second everything my hon. Friend has said. We have a number of significant pledges that are coming up or being processed—I am thinking, for example, of the Global Fund to Fight AIDS, Tuberculosis and Malaria. It would be so short-sighted to step away from investments that we have been making for so long, when we are at a real crisis point on many issues, whether that is solving the problem of malaria or HIV or just maintaining what we have already built up. So I completely support what my hon. Friend has said.
The Government are blunting a key tool in the development toolbox by not continuing their support of multilaterals. Let us remember that they have chosen to cap the aid budget at 0.5% of gross national income. We face an unprecedented set of crises around the world—the war in Ukraine, hunger in the horn of Africa and the devastating impacts of climate change—so we must spend every penny of the budget in the most effective way possible. Sadly, I am not convinced that the direction we are taking with this spending allows us to do that.
There is enormous potential in the poorest communities around the world, and UK aid can empower people to help themselves, creating long-term, sustainable economies, but we need to help lift people out of poverty first and make those transformations permanent.
The hon. Lady has said more eloquently than me precisely why this is such an important aspect of British policy and also why it is strongly approved of by the Daily Mail and the right, which is because it helps achieve the aim of mitigating and addressing flows of migration and refugees. That brings me to my next point, of which again the Chair of the Select Committee may not approve. I am not opposed to sending people who have been processed here, and who are not eligible for asylum here, to Rwanda, if it is prepared to take them, which it is. I know Rwanda very well. I was there recently for the Commonwealth Heads of Government meeting, participating in an investment conference. It is a wonderful place, and I have no objection in principle to us sending people there, once they have been processed here, if Rwandans are prepared to take them.
However, there are two problems with the current policy. One is that it will not work, and the second is that it is extraordinarily expensive. In this business, there is no alternative but to put in the work, to do the hard yards and to recognise that we have to process far more quickly and effectively people who are coming to our shores, many of whom are fleeing persecution in great jeopardy. We need to hear their cases and process them.
Secondly, we need to open up lawful, legal and safe routes. At the moment, those legal and safe routes do not exist. They exist for Ukrainians, and they did exist for Afghanis—and some time ago for Syrians—but for others they do not. Some 87% of the people who come to our shores come from just four countries, and we should remember that 75% of them end up being found eligible to stay in the country. We need these proper legal routes, we need to process in the right way and we need to restore the relationship with France.
The relationship with France, as anyone who has engaged with the French Government in any way in recent weeks and months will know, is appalling and needs to be restored. There are huge reservoirs of knowledge in this country about France and of good will with senior French politicians. Politicians on both sides of the channel know each other well, and the relationship has never been worse than it is today. It urgently needs to be restored if we are to address the issues that exist in the channel. They are issues of life and death and of order, and we cannot address them properly if we are at loggerheads with a country 22 miles away across the channel.
The final thing that we have to do if we are to resolve these issues is renegotiate the 1951 Geneva convention on refugees, which was set up largely by British effort. It was British officials who helped corral all the different parties to accept this international convention, but it was made at a time when travel was not as easy as today. The situation has completely changed. If we are to resolve this problem, which will get worse because of climate change migration, we need to understand that the rich world has to play its part if it expects the poor world to comply. That is a real job of work.
On 25 July, just under a year ago, I had this precise conversation with the Prime Minister, who described the analysis as excellent, but nothing has been done in the past year to give some extra strength and a boost to the international system to do something about it. That is my objection to the Rwanda plan. It is not that I am seduced by the relevant lobby; my objection is one of severe practicality and cost, and the plan just will not work.
Having broken our promise on the budget and having effectively abolished the Department, we are now left with a big budget being spent in ways that are determined by the Foreign Office. I remind the House that it was a law of Whitehall that while the Foreign Office did prose, the Department for International Development did money. Whenever Tony Blair and David Cameron went to an international conference where money was being discussed, they always took a senior DFID official, because DFID, as even the Treasury would admit, was extremely good at money and running money.
Frankly, the idea of these brilliant diplomats who prosecute British diplomacy so well being responsible for and running multimillion-pound development programmes should give the taxpayer the heebie-jeebies. What will happen is this: the Daily Mail will discover examples of Foreign Office misspending of the ODA budget, and it will rightly pick up on them. It will say, “If Britain cannot honour its pledge to the taxpayer of value for money, and if it spends money badly in this way, why do we have this budget at all? Why don’t we spend all the money on our schools and hospitals here?” The argument will be made for abolishing the budget altogether, and if it is made on the back of misspending, it will be heard by our constituents.
The Independent Commission for Aid Impact is the watchdog that reports on international development—rightly, to the Select Committee and not to Ministers who can sweep inconvenient truths under the carpet. It draws its power from the legislature and is an important new part of the Government’s architecture. Officials hate it because, of course, it can look at what they are doing and expose them. It is the taxpayer’s friend, it reports to Parliament, and Ministers have the benefit of its work, attention and rigour. It is a vital tool of making policy, so I urge the Minister, who understands such things, to become its strong supporter.
I pay tribute to the right hon. Gentleman for the formation of the ICAI, which absolutely does its job of scrutinising where the money goes. Does he share my concern that, at the moment, its future budget has not been signed off and it looks like its funding will be reduced, which means that its ability to scrutinise will be reduced as well?
Of course, all the officials in the Foreign Office will want to reduce ICAI expenditure—first because they will have perfectly respectable arguments for where else the money could be spent, and secondly because they know that the way to emasculate it is to cut its expenditure. That will mean that it cannot investigate without fear and favour on behalf of the taxpayer who, as I say, is the main beneficiary. I agree with the hon. Lady and very much hope that her voice will be heard.
I will end on the subject of China, which seems to bring the whole argument together. In 2009, the Conservative Opposition decided that all development money for China would end. We did that because China has roared out of poverty; if we look at what China and India have done for poverty alleviation, we see that the results are sensationally good. China has done so much to tackle poverty and its GDP is bigger than ours, so there was clearly no case for expecting the British taxpayer to pay any money at all for development in China. I was sent by David Cameron to inform Madam Fu, the Chinese ambassador, of the decision that if we were elected and had the privilege of forming a Government, there would be no more ODA spend to China. She gave me a tremendous ticking off, but the Chinese accepted it.
When we went into government in 2010, the first thing I did when I had the privilege and honour of going into my new DFID office was to say, “No more ODA money for China. That was our commitment at the election to our constituents, and unless it’s legally due now, there’s to be no more ODA spend in China.” Basically, since that day, DFID—when it was DFID—has not spent money in China. There were long-tail projects that it could not end, but apart from that, it did not spend any more.
Significant money continues to be spent in China, however, by the Foreign Office, and it is not really development money. Providing that money is, the Foreign Office thinks, the best way to suck up to the Chinese Government, but it is not spent sensibly. Between 2009 and 2011, in the incoming years of the Conservative Government, the expenditure was reduced from £49 million to £15 million. Between 2014 and 2019, however, that ODA expenditure—taxpayers’ money—on the development budget in China rose from £23 million to £68 million. That was the highest figure, but I understand that it was £64 million in 2020. What on earth are the Government doing spending ODA money in China? We promised the electorate that we would not do it. DFID did not do it. It is not a development priority, there is no case for it and it should be stopped.
The second thing I ask of the Minister—the first was her trenchant support for the ICAI—is to commit to the House that there will be full transparency on ODA money that is spent in China. How much is it, and on what is it being spent? There is a suggestion that some of this money has been spent on prison reform in China. If that is the case, then for reasons that everyone will understand, it is an absolute disgrace. I hope the Minister will reassure us that, if that was happening, it is not happening any more and it will not happen again.
There has been further disingenuity, I would say, about spending in China, with the former Foreign Secretary announcing he was reducing it by 95%. That prompts the question of what it was doing being spent in the first place, but I suspect that figure is 95% of what the Foreign Office was spending and does not include what was being spent by the Department for Business, Energy and Industrial Strategy. I end on this point: I am pretty sure that the money spent by BEIS has been tied aid. As the House will know, it is absolutely not allowed to spend money on tied aid—we are subject to numerous conventions we have signed not to do so—and I think it may even be against the law.
My point is that, because we no longer have the rigour and expertise of a separate Government Department that ensures this money is well spent, delivers results and gives value for money both to our partners on the ground and to the British taxpayer—we have lost that—we now have the very unrigorous and uncertain system of controls that previously led to the Pergau dam issue. We do not have the controls we had in the past, and the reputation of Foreign Office Ministers, the Foreign Office and the Government are very much at risk as a result.
I thank the hon. Member very much for his intervention. I have seen this in the Ukraine crisis with a charity I know that operates in Moldova. The smaller charities are often very nimble and can use their knowledge straightaway on the ground. However, this needs to be “and”, not “or”. They cannot do it all; they have to do it in partnership with the multilaterals. Taking from one and not feeding into the other is the wrong approach.
In my view, the international development strategy emphasises short-term quick wins and overlooks the deeper causes of poverty and vulnerability. I will pick one specific example about women and girls, who are purportedly a priority in this strategy. The strategy claims that the Government
“intend to restore funding for this vital work.”
I ask the Minister to clarify what exactly she and the Government mean by “restore”, and to what level. This is not just about funding for schools. If we do not fund period poverty plans, sexual health plans and water plans, we find that women and girls are the first ones to start making up the gap.
There should not just be a snappy headline with the three Es of education, empowerment and ending violence against women and girls. Those are pointless unless they are followed up behind by things that are actually going to make a difference. I pay tribute again to the hon. Member for Rotherham and her Committee, because her use of privilege to make public the equalities report showed that the Government knew that their cuts were going to affect women, girls and minorities the most—and yet they have the brass neck to suggest in this strategy that it is their priority. This is the typical doublespeak we have come to rely on from this Government. To see what the Government are actually doing, look at what they say they are doing best. By and large, people will probably find that it is the thing the Government are doing worst.
The hon. Member is making an incredibly powerful speech. She has worked so hard in this area, and I commend her for it. Does she agree that the development strategy is not a strategy? We do not know what the strategy is. This is a collection of buzzwords with a few statistics put in, but where is the underpinning vision, which is meant to be the SDGs and reducing and removing poverty? It just does not exist.
The hon. Member is absolutely right: it is the strategy that is completely missing from the Government.
This is not just about the money. We are debating the estimates and the money, so that is the right thing to focus on, but what determines whether money is being spent effectively is knowing what we want to achieve with that money. I will tell hon. Members what the Liberal Democrat vision is: the eradication of poverty, human rights for all, and a bolstering, not a deterioration, of the international rules-based order. Under our plans, the 0.7% target would be restored and a completely different approach to foreign policy delivered. I am sorry to say that the Government seem to be doing the exact opposite.
Thank you, Mr Speaker, for calling me to speak in this important debate. It is an absolute pleasure to follow the hon. Member for Tiverton and Honiton (Richard Foord). I spent many childhood summers in Cullompton, so I know what a beautiful constituency he represents. I can see already that he will be a strong advocate for his constituents, local schools—he spotted a lobbying opportunity in his maiden speech—and farmers. He displayed an internationalist outlook, which I certainly welcome, as I am sure we all do. I am delighted that he chose to speak in this debate for his maiden speech; I think that shows real acuity. What a day, here in Parliament, on which to give his maiden speech! I look forward to following him in many speeches to come.
I campaigned, along with hundreds of thousands of people across the country, for the move to 0.7%. Many are in this Chamber now, but they are also in towns, villages and cities across the country. That decision had cross-party support and was one we could all be proud of—proud to be British, and proud to achieve 0.7% of GDP on development spending. The fact that it was cut is deeply disappointing to me, to Opposition Members and to people across the country, including many of my constituents who write to me. It is very disappointing that the 0.7% target has not been reinstated in these estimates. Achieving 0.7% was the right thing to do. It was the wrong thing to do—it is a false economy—to cut it to 0.5%. That diminishes our position in the world and has damaged many successful poverty-reducing, conflict-cutting and climate change-tackling programmes. There is a £4.6 billion black hole and 1,000 programmes have been or will be cut. It would be welcome if the Minister could confirm whether that is correct.
I want to focus not only on how much and which programmes have been cut, but on how the remaining money is spent. I am concerned about the merger of the Foreign and Commonwealth Office and the Department for International Development, and the fact that so much money in this strategy will be under the remit of ambassadors. I have spoken to many ambassadors and they have not had the training to spend development funds. They have been trained to be excellent diplomats and we are really proud of them. They do a great job for us around the world, but development expertise is very, very different. Will the Minister confirm that the training programme for ambassadors has changed as a result, right from selection through to achieving their positions? It needs to change dramatically if the money is to be spent in a way that achieves our aims.
Then we come to our aims. What are the aims of the international strategy? I have serious concerns that they are not clear, that they break our promises to achieve the sustainable development goals and that they are not to cut poverty.
Anyone who has followed any of my speeches will not be surprised by the two areas on which I will focus today, but I have not plucked them out of thin air. I have worked in development around the world for 25 years. I have worked for Christian Aid, Oxfam, CAFOD—the Catholic Agency for Overseas Development—and Water Aid. I did a round of the development agencies, which meant that I had the privilege of visiting many countries and seeing programmes that are funded by the British public around the world. Two key areas that can achieve poverty eradication are: tackling conflict, focusing especially on genocide prevention; and tackling climate change, focusing especially on water sanitation and hygiene.
Commitments have been made across the House and we have said many times in debates that we want to prevent genocide. We have stood here and said, “Never again,” and I am sure we all agree that this crime of crimes must be prevented. That has been highlighted this week by the international ministerial conference on freedom of religion or belief, which is being hosted by our Government and is happening now in London.
Religious persecution and the targeting of people because of their ethnicity go hand in hand, but to achieve the aim of “Never again” in relation to genocide, we need genocide prevention strategies across all the countries in which we work to predict when early steps towards genocide are being taken, to prevent genocide through peace building and to fund social and economic actions and targeted intervention to prevent it. There is a list of continuing genocides around the world and of areas where there are moves towards genocide. Our projects and programmes can make all the difference. They will not be glamorous or hit the headlines, but they will save lives in their millions.
The Foreign Secretary’s promise to restore the humanitarian and women and girls’ development budgets has been broken because of the aid cuts. Compared with the spend in 2020, the cuts include the Ethiopian budget by 90% and the Syrian budget by 64%. Yemen, one of the poorest countries in the world, has had a cut of 40% and Sudan has had a 74% cut. There is an unprecedented famine in the horn of Africa, yet the cuts to humanitarian budgets continue regardless.
Last year, the British Government made famine prevention their flagship humanitarian agenda when they held the G7 presidency, and the UK played a lead role in convening discussions on famine prevention in the UN Security Council. That is—or should be—a key feature of the international development strategy, but there is a perception that the UK risks being somewhat missing in action on humanitarian aid because of the cuts. For example, in 2017, when 16 million people in the horn of Africa were facing severe hunger, the UK provided £861 million as part of the global response. That helped to avert widespread famine. The work that was done then has helped to reduce the number of people who are facing famine, even now, in the next period of crisis. Despite that, however, 23 million people in 2022 are facing famine as a result of drought, conflict and covid, but the UK has provided—bear in mind that the figure was £861 million in 2017—£72 million to support people in Ethiopia, Kenya, Somalia and South Sudan. This is the worst famine in that area in 40 years, yet we have dramatically cut our support. That is not what the British people want from the aid budget.
My hon. Friend makes a powerful point and she knows at first hand the importance of our contribution to the international and aid sector, particularly on famine prevention. My Committee has just published its report on food security, and there is so much more that the Government could do to take a strategic leadership view. However, the countries that my hon. Friend mentioned, where famine is running wild, seem to be completely off the Government’s radar and hidden. One can only assume that unless we raise the profile of those countries, this will just keep going.
I thank my hon. Friend for raising that issue. This debate has been really important in enabling us to talk about the issues, because these cuts seem to be happening quietly and in secret. If British people knew about the cuts to famine prevention and the other things going on, they would not be happy. These are not our values; these are not British values.
The House will hear no argument from me against championing women and girls, which is in the development strategy, but the budgets for women and girls are being cut and are not being prioritised. The Government are not putting their money where their mouth is. CARE International estimates that £1.9 billion was cut from women and girls projects in 2021. I would welcome any assurance from the Minister that that is not correct and that the budgets for women and girls are being protected. I would like to hear that in her response.
The international development strategy should have poverty reduction as a target, but it does not. Instead, it talks about people being “more prosperous”. It could be said that that is just semantics—putting a positive spin on poverty by talking about prosperity instead. However, I am very concerned, as other hon. Members clearly are, that it shows a move away from poverty reduction, tackling inequality, support for the most marginalised and inclusive growth, with a focus instead on macroeconomic prosperity and the hope that it will trickle down. We know that that will not work and that it risks fuelling inequality and instability. It is a move away from achieving the sustainable development goals on the interconnected issues of poverty, inequality, climate change, inclusive societies, access to health and education, and water and sanitation.
Water and sanitation is all but missing from the international development strategy. WASH—water, sanitation and hygiene—is the foundation on which any development strategy should be based. There is a lot of talk in the strategy about trade, but trade cannot increase if farmers cannot water their livestock or crops. Farmers just cannot achieve very much with no water: they face ill health and poor hygiene, or have to fetch water instead of farming and being a trading actor. It is truly frightening that the Government have cut funding for WASH by two thirds between 2018 and 2021.
Water Aid is one of the most popular and well-supported aid agencies in this country. I am not just saying that because I used to work for it; I chose to work for it because I know the importance of water and sanitation. Its popularity demonstrates how obvious it is to British people and to anyone who has travelled to any of the countries we are talking about that without clean water, sanitation and hygiene, we just cannot get the other benefits to progress for girls, for trade, for autonomy and for villages and towns. WASH is a no-regrets solution: it is really good value for money, and it fast-forwards progress in gender equality, global health, climate change and so many other areas.
Let us take gender equality as an example. The focus of the development strategy is quite rightly on women and girls, but without access to WASH, millions of women and girls will miss out on school or the chance to work and will be at greater risk of poor health, violence and abuse. Every day, approximately 800 million women and girls are on their period, yet one third do not have access to clean water, female-friendly and decent toilets, hygiene facilities and sanitary materials to manage menstruation with dignity. I have met many, many girls who miss a week of school a month, and many teachers who despair. They want to do their best, but they cannot.
Women are responsible for about 60% of household water collection needs globally. Achieving universal basic water services would free up more than 77 million working days for women each year between 2021 and 2040. The gains could be huge, so I ask the Minister: what proportion of the reinstated ODA budget for women and girls will go to programmes addressing period poverty and shame? Given its importance to the education, economic empowerment and safety of women and girls globally, will the Minister restore the UK’s ODA funding for WASH?
Global health and WASH are inseparable too. The World Health Organisation estimates that one newborn baby dies every minute from infections related to a lack of clean water and hygiene. This is such a basic problem, so heartbreaking and so easily solved. More than half the healthcare centres in the world’s 46 least developed countries lack clean water or decent toilets, which is causing preventable deaths and accelerating the spread of antimicrobial resistance as health workers are forced to use antibiotics in lieu of good hygiene. If any of our local hospitals had no running water, they would close—they would not be open—but that is the situation of half the healthcare facilities in the world’s poorest countries. The Lancet estimates that 1.27 million people died of drug-resistant infections in 2019 alone, a number that will just continue to increase as antimicrobial resistance develops, and that will affect us in this country as well: we are interconnected.
The FCDO’s own analysis in December 2021 rightly recognised the importance of WASH in maternal and child health, pandemic preparedness, and building climate-resilient health systems. However, the FCDO is not putting its money where its mouth is. The financing gap preventing universal access to WASH in healthcare facilities is just $601 million annually to 2030. That is small change for all the G7 nations, working together, and the UK should be leading the way in advocating its provision. I therefore want to hear from the Minister what the Government are doing to increase access to WASH in healthcare facilities in the world’s least developed countries, and whether she agrees that it must be better financed.
I also have a little shopping list of aid programmes which I know are changing, but about which I should like some further information. These are just examples of the problems that will come as a result of the disintegration—the Government seem to be disintegrating around us as we speak, but there is also this disintegration —of what used to be the DFID budget.
The right hon. Member for Sutton Coldfield (Mr Mitchell) raised an important issue: why are we still funding China to such a great extent, and what are those funds for? As for Sudan, has the peace programme been entirely cut? We built up that programme over many years, and we have been funding it for so long; are there any plans to reinstate it?
In Lebanon, the UK Government had been funding a very successful landmine programme to clear cluster munitions for many years. The Lebanese Government were given a five-year extension allowing them to clear their munitions by 2026, they said they were on track for 2025—and then what happened? We cut the programme. They were so close to achieving landmine eradication. They had come so far, and we had worked so well with them, and the Lebanese military, to achieve that. Farmers could have their land back, they could grow and they could trade, but they cannot achieve any of those goals in the international development strategy without that programme, so why did we cut it?
The next item on my little shopping list is the BBC World Service, the jewel in our crown. We have built up, over so many years, a trusted service. I saw its impact in Kenya, where I was living, during the post-election violence. It was the only source of information then. It is so well trusted across the world. It is a source of huge soft power for us, and I hope to hear from the Minister that it will not be subject to any of the cuts.
The final item is climate finance. On 20 June, the Secretary of State for Business, Energy and Industrial Strategy said that the BEIS was surrendering climate finance underspend to the Ukraine aid budget. Climate finance underspend is climate finance which has been budgeted for, for which there are plans, which has not been spent yet, but which will be spent on very important climate projects. I do not begrudge any aid going to Ukraine, but I do want to know where the money is coming from. If we are just robbing Peter to pay Paul, what is the point of this strategy? It is not very strategic at all.
A development strategy that does not prioritise poverty reduction, conflict and genocide prevention, and WASH is not one that the British people would want to support. It breaks our promises to the world’s most vulnerable people, and it further weakens our standing on the world stage.
I will make some more progress, because I want to answer many other questions.
Major global challenges are threatening the progress made over previous years. We had seen progress, especially in the last decade, but that has reversed in the last two years, which is partly to do with covid and partly to do with climate change. In that context, it is really important that our international development strategy provides a clear framework to enable people and countries to take control of the future.
Yes, a priority of the strategy is to deliver reliable investments through British investment partnerships, building on the UK’s financial expertise and the strength of the City of London. That is a way in which we can help, using Government—taxpayers’— money to bring more money into developing countries. That must be done in a way that also delivers on green priorities and supports countries to grow their economies sustainably. A key aspect of that is helping countries with the lowest incomes to build their trade capacity and infrastructure. That is not about putting all of our funding in the trade basket; it is about looking at ways in which we can harness investment to make a real difference for countries.
For example, I was in Sierra Leone earlier this year—I have visited 14 African countries since I took on this role, and Sierra Leone is one of those that most needs international development assistance—and one project that I saw was a solar microgrid. We have 95 of them going up across the country, and they are helping more than 300,000 people to get access to electricity. That means that kids can do their school work in the evening, that a sole trader can run her business and get herself an income and livelihood and, most importantly, that local services can get access to electricity. In the same town, I visited the women’s health clinic that we helped set up, where we have worked on training for those delivering babies and on bringing in oxygen services, blood bank services and electricity. That has reduced maternal deaths from one in 25—one in 25 women having a baby was dying—to one in 250. Putting infrastructure investment into that microgrid enabled the oxygen services and blood to be kept in the fridge. That helped to save lives and meant that lights were on when women were delivering their babies at night. As all of us who are mothers know, many women choose to have their babies at night—I have gone slightly off my speech.
Another priority is to empower women and girls. We want to tackle the social, economic and political structural barriers that hold them back, and unlock their potential. Indeed, restoring the funding for women and girls has been a key priority for the Foreign Secretary. I cannot put back the money that was not restored last year, so, in answer to the hon. Member for Putney (Fleur Anderson), the funding is being restored going forward, and it does include areas such as sexual and reproductive health and rights. I believe that that is absolutely central to women’s and girls’ fundamental right to have control over their lives and bodies.
Can the Minister confirm whether that will also include safe abortions?
Yes, the Chair of the International Development Committee is right. There are countries where part of our support is access to safe abortions. That is a vital part of the UK’s support.
The whole of the women and girls strategy is centred around three different areas, which we call the three E’s: education, empowerment and ending violence. As the hon. Member for Birmingham, Edgbaston (Preet Kaur Gill) said, they all need to work together to support women. That will be set out in the forthcoming women and girls strategy.
Why do we not mention boys’ education and always mention girls? It is because girls often face extra barriers to get into school. When we can remove the barriers for the girls, we help the boys as well.
Our third priority is to step up our humanitarian work to prevent the worst forms of human suffering. We are prioritising £3 billion for that over the next three years. We are also leading globally in driving a more effective international response to crises. I mentioned earlier what we have done on leveraging other donors to come and help us in the horn of Africa. We continue to support humanitarian multilateral aid agencies through core contributions to them. That funding enables the humanitarian system to undertake essential work in providing humanitarian assistance to those most in need.
Another vital priority is to take forward our work on climate change, nature and global health, putting the commitments of our G7 and COP26 presidencies, and our global leadership in science and technology, at the core of our offer. On climate, we are delivering more than £1 billion of activities this year as part of our flagship five-year, £11.6 billion international climate finance target. Another event I went to earlier this year was the annual general meeting of the African Development Bank, where the UK signed the landmark guarantee with the bank that will enable it to unlock $2 billion of funding. No other country is stepping up in this way. That funding will be able to go directly into parts of Africa to help to build climate resilience and is the sort of innovative way we are using our financial powers to get support to the poorest parts of the world.
On covid, I remind the Select Committee Chair that we were at the forefront of the international response to covid-19. We pledged up to £1.2 billion to address the impacts of the pandemic.
I want to begin by thanking all the aid workers around the world, who work in some incredibly dangerous and challenging situations. They do it quietly; they do it because they care about people and want to make a difference.
I also thank all hon. Members who have spoken in the debate. I hope that the Minister has listened to the words of former DFID Ministers, former Treasury Ministers and former aid workers with a wealth of experience. This is all about meeting our international obligations to the most vulnerable and the poorest in the world, not in a political way but in a cross-party way, because we care about this. Why do we care? Because in the past two years, another 100 million people have been forced into extreme poverty—by covid, by climate change, by conflict. The majority have been women and girls. All the issues could have been addressed if we had worked internationally with our partners and used our money wisely.
When we talk about the commitment to 0.7%, it is not about the number. It is about the strategy to alleviate poverty around the world and develop low and middle-income countries around the world so that everybody can have a healthy, prosperous, educated future with Governments who are stable and respect human rights. We can achieve that by working together and by working with our partners on the ground.
I urge the Minister to listen to everything that has been said today; to make sure that the taxpayers’ money that the Government have been gifted to look after is spent as wisely as possible so that we can meet our goals and international commitments; and to work with our international partners so that, hopefully, everybody can have a safe future.

Thank you for chairing this session, Ms McVey; it is always a pleasure to serve under your guidance.
At the end of last year, I met the commissioner-general of the United Nations Relief and Works Agency, Philippe Lazzarini, who was in London for his first official UK visit. UNRWA is the UN agency that helps millions of Palestinian refugees in Gaza, the west bank, Jordan, Syria and Lebanon, providing them with humanitarian and developmental services. I have seen at first hand its work helping Palestinian refugees in the Occupied Palestinian Territories. I am hugely grateful for what it does, and I do not doubt that it is a good example of Foreign, Commonwealth and Development Office money being well spent.
My hon. Friend is making an extremely good point. Although I have not had the privilege of meeting the commissioner-general of UNRWA recently, I know that it does hugely important work in helping to reduce poverty and to prevent, as much as it can, hunger and joblessness in the Palestinian territories. Does she agree that UNRWA’s finances should be a continuing source of worry? It often struggles to get the funding it needs, so would it not be good to hear the Minister say that she and the Foreign Secretary will lead an international process to try to ensure that UNRWA has the resources it needs?
I very much welcome my hon. Friend’s intervention, which pre-empts what I am about to say. I completely agree that a stable funding base is needed, and let us hope that he has also predicted what the Minister will say, because he is absolutely right: this requires ministerial leadership. I know the Minister well, and I know that if she is able to give that, then she will, so let us keep that hope for the next 20 minutes.
There is no doubt that the plight of Palestinian refugees is both tragic and a recurring obstacle in the search for a two-state solution. Established in 1949, UNRWA has an important role to play in providing much needed education, healthcare and social services for the Palestinian people. Its original mandate—to provide humanitarian and development goals, pending a just and lasting solution—clearly still remains unfulfilled. In order to meet its goals and support two states for two people, which is the UK’s and the international community’s long-standing position, UNRWA must receive the funds it needs.
UNRWA is unique, in that it effectively offers state-like services in the Occupied Palestinian Territories, Jordan, Lebanon and Syria, but relies on voluntary contributions, including donations by the UK, to educate hundreds of thousands of children, support the poorest, and take care of the sick and injured. Throughout 2021, despite the challenges presented by covid, UNRWA managed to maintain quality primary healthcare services for 1.9 million Palestinian refugees, which included over 7 million in-person and telemedicine consultations, as well as further care at UNRWA-contracted hospitals. UNRWA provides essential healthcare, particularly for the 87,000 pregnant women relying on antenatal care, which is critical for the safe delivery of newborn babies and the health of their mothers. UNRWA delivers its services at the maximum of its available budget, but because of understaffing, doctors can spend only three minutes with each patient, and after two years of covid, health services are severely strained.
In 2021, UNRWA provided education for over half a million children, nearly 400,000 people benefitted from social safety net assistance, including cash and food, and 8,000 young people accessed technical and vocational education and training. On his visit to the UK, Mr Lazzarini explained to me how he believes his organisation is providing hope in a region beleaguered by conflict. What he told me about the work of UNRWA was sometimes harrowing, but he also shared many inspiring examples, such as Loay Elbasyouni, who attended UNRWA schools and was part of the master team that developed the Mars rover, Perseverance.
Following years of cuts to its funding, the financial crisis faced by UNRWA means not only that it runs the risk of not being able to pay salaries, but that its installations, car fleet and computers are in such a state of disarray that its delivery of services is put at risk and the integrity of its staffing threatened. That is despite reforms promoted by Governments, including the UK Government, in exchange for financial support that has made UNRWA more efficient.
Since 2018, the UK’s support for UNRWA has decreased by nearly 60% from approximately £70.3 million to £28.6 million. In the last year alone, UK-funded support for UNRWA’s core budget has been cut in half, from approximately £42.5 million in 2020 to £20.8 million in 2021, while the UK’s funding for UNRWA’s emergency humanitarian work in Syria was cut from £7 million in 2020 to zero in 2021. The UK has yet to make any contribution to UNRWA for 2022.
The hon. Member is talking about education and bringing hope to the region. She will be aware that in its education work and the schools it runs in the west bank and Gaza, UNRWA uses the official Palestinian Authority curriculum. Does she share my concerns that the European Union review found that textbooks on that curriculum contain a number of examples of extensive antisemitism and incitement to violence? Does she agree that the Government are right to take a position of zero tolerance on antisemitism?
I agree with the hon. Gentleman on some of that, and I will go into a little detail. Of course we should have zero tolerance of antisemitism. We should have zero tolerance of any form of hate crime. I have no reason to doubt the criticism contained in the Georg Eckert Institute review of the Palestinian Authority textbooks, and I believe action has been taken as a result of the report.
To quote the then Minister, the right hon. Member for Braintree (James Cleverly) said in response to a written question last January:
“UNRWA has a robust review system of each host country’s textbooks to ensure education in its schools reflects the values and principles of the UN.”
I am sure that the hon. Member for High Peak (Robert Largan) reads the House of Commons Library’s updates on international news. Today it published that the EU has resumed funding UNRWA in full, based on its research on the textbooks he mentioned. I understand the hon. Gentleman’s concerns, but the evidence points to that issue having now been resolved. Of course, no agency is perfect, and I will come on to that.
I congratulate the hon. Lady on her tenacity and all she does speaking for those who are oppressed and disadvantaged. Does she agree that the role of the UN as an impartial agency is vital and that all steps must be taken to ensure its neutrality from top to toe? Does she agree that its staff should be careful about the expression of their personal opinions, which can be detrimental to those who need help but feel excluded by UN workers because of a perceived bias?
My friend, the hon. Gentleman has wise words. I am proud to be the MP for Rotherham and to be the Chair of the Select Committee on International Development. We have done a lot of inquiries on the subject of UN practice—on sexual exploitation by its staff, on misuse of funds and on racism in the sector. In such a vast organisation, of course there will be some rotten apples, but when those failings are highlighted it is inexcusable that they are not rooted out and safety measures put in so that such issues never happen again. As the hon. Member rightly says, one rotten apple taints the whole barrel. The UN does amazing work, but it is a big organisation and some people feel emboldened to make ridiculous personal comments that damage everybody.
The British Council, which recently signed a co-operation agreement with UNRWA, has granted the British Council’s international school awards to 80 UNRWA schools during the past two years, with many others having gained this recognition previously. The World Bank has confirmed that UNRWA students are on average one year ahead of their peers in public schools in the region. MOPAN—the Multilateral Organisation Performance Assessment Network—of which the UK is a member, recognises that UNRWA is a “competent, resilient and resolute” organisation.
UNRWA was created more than 70 years ago by the United Nations General Assembly. The UK voted in favour of its formation and has since approved the renewal of UNRWA’s mandate every three years. In establishing UNRWA, the UN General Assembly recognised that continued assistance for the relief of the Palestinian refugees was necessary
“to further conditions of peace and stability”.
UNRWA has carried out multitudes of positive work in the middle east in the absence of a political solution between the Israelis and the Palestinians. It has already educated more than 2 million children, and today creates significant livelihood opportunities through its construction projects throughout the middle east. UNRWA’s provision of human development services and humanitarian relief provides an anchor of stability in a troubled region.
Of the nearly 6 million Palestinian refugees living in the middle east, more than 2.6 million live in poverty. As the number of refugees falling into poverty continues to rise, UNRWA faces increased demands on its services. Refugees are increasingly reliant on UNRWA for the education of their children, their health and their livelihood.
As the hon. Lady highlights, we on the International Development Committee have investigated these issues. She has rightly highlighted key problems in Palestine, but, more generally, some of the cuts to the aid budget, particularly to health and education, were arbitrary and have had a real impact on people’s lives. Can we urge the Minister to look again at some of those decisions?
I fully support my fellow Committee member and thank him for repeatedly raising his concerns about this issue. The forthcoming budget that goes alongside the development strategy is due in the next month, and it very much seems that global health will be the biggest casualty. The concerns that he raises are right. There does not seem to be a joined-up strategy on the impact of the cuts. If the Minister could outline that, it would help us all to understand the Government’s logic.
The impact of UNRWA breaking down because of donors such as the UK continuing to significantly decrease or stop its funding is unimaginable. Have the Government considered the consequences for millions of people in the middle east if the cuts cause significant reductions in UNRWA’s services? UNRWA has the expertise; it has proven effectiveness and can provide its services much cheaper than any other UN agency. Let me be frank: if people are left with no healthcare, no education and no job, what does the Minister think will happen to them?
The world already has a formidable tool to provide support to people in the form of UNRWA. Why would we want to weaken our own investment in it to the point of hundreds of thousands of people feeling they have no future? More needs to be done to work with the organisation. Of course, as we have outlined, UNRWA is not perfect—nothing is—but the Government’s cuts are threatening its capability to deliver support to a vulnerable population in the middle east. We need to maintain trusted relations with the people of Israel, Palestine, Jordan, and Lebanon. Palestinian refugees are a key constituency for peace in the region in terms of their number, socio-political relevance, and the refugees’ personal stake in the search for a lasting solution.
Without UNRWA, we risk destabilising the region further and emboldening those who do not share our belief that the best way to bring peace and stability to the region is through a political resolution to the conflict. The millions of people who access UNRWA’s services would be forced to turn elsewhere to survive. If we are to remain committed to our vision of two states, surely we should provide support to UNRWA, which has proved itself a reliable partner by which the international community can address the refugee constituency. Although it is non-political, UNRWA’s presence and role have been recognised as having significant implications for regional security and stability.
The Prime Minister has consistently highlighted that girls’ education is his top priority for UK aid. UNRWA directly supports that objective by operating one of the largest school systems in the middle east and providing primary education to over a half a million students, 50% of whom are girls. Gender parity in school enrolment was obtained in the early 1960s at UNRWA schools—long before any other country in the region. UNRWA is providing government-like services such as elementary and preparatory education, and, through that commitment to sustainable development goal 4, is playing its role as a major contributor to the 2030 SDG agenda.
It is clear that UNRWA is essential for the stability of that volatile and fragile region, so will the Minister explain the substantial cuts in UK funding to UNRWA, despite Ministers telling the House for years how excellent UNRWA’s services are? Why are the Government slashing funding to this essential and efficient organisation? Will the Government carry out an analysis of the impact of the funding cuts on UNRWA? Is there any plan to reinstate our financial support to previous levels, and what discussions has the Minister had with other potential donors to encourage them to back UNRWA? If the UK cannot or will not sufficiently support UNRWA, we have to ask: do we not have a responsibility towards these people? Is not stability in the middle east what we are aiming for, and why are we not doing all we can to achieve it?
As I said, the international development strategy talks clearly about our key priorities. One priority is women and girls, within which is girls’ education, which is key to driving development and change. There is also access to women’s healthcare, which is a key part of the women and girls strategy. I spend a lot of my time travelling around different countries and looking at some of the amazing work we have done to support access to women’s healthcare and humanitarian aid.
The humanitarian situation in Gaza is dire. Alongside our support of UNRWA and our bilateral programmes, the UK provided £2 million to UNICEF in 2021 to help feed and clothe vulnerable people and ensure that children can continue their education, keeping the hope of a better life alive.
We continue to stress to the Israeli authorities that restrictions on movement, access and trade for the people of Gaza are damaging the lives of ordinary Palestinians. As I will say again and again, we urge all parties to drive for a durable solution for Gaza and take the necessary practical steps to ensure Gaza’s reconstruction and economic recovery. We welcome the continued engagement between the Israeli Government and the Palestinian Authority on economic matters, but urge more rapid progress.
Improving the economic situation in the Occupied Palestinian Territories remains a priority for the UK, so in addition to our support for the United Nations Relief and Works Agency, the UK Government have funded a number of development programmes in the occupied territories that work to preserve the prospect of a negotiated two-state solution, as the hon. Member for Rotherham pointed out, and to improve the lives of Palestinians throughout the west bank, Gaza and East Jerusalem. A key part of this work is building the capacity of the Palestinian Authority to provide essential services, and the basis for a future Palestinian state.
We continue to work with the Palestinian Authority to reform its security sector, and strengthen its financial management, including revenue collection and enhancing transparency and accountability. Through our programmes, we are improving electricity and water infrastructure across the west bank and Gaza, and helping to improve conditions for trade and exports; there is a wide variety of issues.
My hon. Friend the Member for High Peak (Robert Largan) mentioned the issue of educational textbooks. We urge the Palestinian Authority to remove problematic content from its textbooks. We have robust conversations with the highest levels of the Palestinian leadership, challenging them on the need to prepare their population for peace, including by promoting a positive portrayal of others. We have zero tolerance for all forms of incitement to violence or antisemitism. It is worth pointing out that the UK does not fund textbooks in the OPTs.
The situation on the ground demonstrates the need to accelerate progress towards peace, which is one of the reasons that the conference has been called next week. We remain committed to the two-state solution as the best way to bring peace and stability to the region. We support a negotiated settlement, leading to a safe and secure Israel living alongside a viable and sovereign Palestinian state, based on the 1967 borders with agreed land swaps, Jerusalem as the shared capital of both sides, and a just, fair, agreed and realistic settlement for refugees.
We firmly believe in a just and lasting resolution that ends the occupation and delivers peace for both Israelis and Palestinians. It is long overdue. We will continue to press both parties on the need to refrain from taking actions that make peace more difficult to attain. We call on all parties to abide by international humanitarian law and to promote peace, stability and security.
We are deeply concerned about the fragile security situation in the west bank and Jerusalem, and look to all parties to take urgent steps to de-escalate tensions.
I am grateful for all the Minister is saying. I know she is going as far as she can today. I hope that whoever goes to the pledging conference will take their chequebook with them because, to be honest, money counts. I hear what she is saying about stability and the robust conversations she is having with all sides. Will the Government go as far as they have gone with regard to the Russian invasion and start imposing sanctions, if they see international law being broken?
The hon. Lady raises a number of questions. On going with our chequebook, it is important to say that we remain key supporters of UNRWA. I cannot say any more at this time. We have limited amounts of money. We set out in the international development strategy how we want to prioritise. That will mean difficult decisions—we cannot do everything—but it is vital that we continue to try to prioritise as best as we can, and that we continue to support the UK economy in its recovery so that we get back to 0.7%.
We believe that honest and open discussions, rather than imposing sanctions or supporting anti-Israeli boycotts, best support our efforts to get progress on peace and on getting a negotiated solution. We were totally appalled by the recent terror attacks in Israel. We condemn them in the strongest possible terms, and reaffirm that our thoughts are with the victims and their families. We will engage with Israeli and Palestinian leaders to support co-operation on building stability and economic development. I look forward to any news coming out of New York next Thursday.

I welcome the Government’s commitment to the Murad code for survivors, but the Foreign Secretary knows that my commitment is to prevention. Women and girls in conflict zones are subjected to particular sexual violence. Rape continues, without apparent consequence, in Ukraine, Ethiopia, Afghanistan and Myanmar—I could go on. What plans does the Foreign Secretary have to make tackling sexual violence a part of a broader cross-Government atrocity prevention programme?
The hon. Lady is right that we are seeing appalling cases not just in Ukraine but in countries such as Ethiopia. Later this year, in November, the UK will host an international conference on preventing sexual violence in conflict. We are working with counterparts such as the Canadians on the idea of a new convention that puts sexual violence on the same level in war as the use of chemical weapons. We are also working across Government with our domestic programme to prevent sexual violence. We are restoring our budget for women and girls, one of the key parts of which is for work on preventing sexual violence. We will shortly release our new international development budget for 2022-23.

Commons ChamberThe UK remains vigilant to cyber-threats and we are ready to defend against them, working closely with our allies to deter, mitigate and attribute malicious cyber-activity. We are being very active in calling out the terrible cyber-activity by the Russian Government, and of course we will consider all levers of power to protect the UK’s security.
A year ago, the former Foreign Secretary commissioned an equalities impact assessment of the Government’s aid cuts. We have been trying for almost that length of time to get the document into the public domain. Today is International Women’s Day. Will the Foreign Secretary publish the report by 4 pm today?
The hon. Lady knows that, in the Budget we are doing this year, we are restoring the aid budget for women and girls back to its previous levels and we are also restoring the humanitarian aid budget. However, it is a matter of policy that we do not publicly release equality impact assessments because they have a chilling effect and people cannot be honest internally. That is why we do not release them, but of course I am very happy to discuss the issue with her further.
I thank my hon. Friend for continuing to shine a light on the terrible situation in Ethiopia. It is the world’s most severe humanitarian crisis. From north to south, 30 million people require life-saving aid, 5 million people have been displaced because of conflict and tens of millions of people are affected by the drought. Again, I urge all parties in the north of the country to lay down their arms and facilitate humanitarian access. Since December, one truck has got through, but 100 a day are needed. There is a high-scale risk of loss of life. We must continue to stand with the people of Ethiopia and, as my hon. Friend says, especially the women and girls on International Women’s Day.
On a point of order, Mr Speaker. Following the Foreign Secretary’s answer to me about the FCDO’s equalities impact assessment conducted in March 2021, I seek your advice on any other way to encourage her to fulfil her duty to the House, as is stated in the ministerial code, to be
“held to account, for…policies, decisions and actions”,
to be
“as open as possible with Parliament”
and to refuse to provide information
“only when disclosure would not be in the public interest”.
The Foreign Secretary said that the Government’s practice is not to formally publish equalities assessments and has added her view that that would have a “chilling effect” on the advice prepared by officials. However, that is confusing as a range of equalities impact assessments have been published in the past, such as for the Coronavirus Bill, and no one will be surprised that the former Department for International Development commissioned independent reviews of its assessment work and that the Independent Commission for Aid Impact also examined such issues. It is fundamentally deplorable that the Foreign Secretary has used the assessment to celebrate her Department but will not put the information into the public domain.
It is very important that scrutiny Committees have access to relevant papers and records to do the job that the House has delegated to them. The International Development Committee is best placed to assess what information is needed for its inquiries, and I trust that Members on the Government Front Bench have heard the hon. Member’s concerns and will respond to the Committee’s request in a timely manner and provide the papers.

As the world becomes more dangerous and more uncertain, we need to tackle the root causes of security threats to the UK, namely poverty and instability overseas. I therefore find it very concerning that spending allocations for the conflict, stability and security fund show huge reductions to aid programmes around the world for this financial year: a 63% drop in funding in the middle east and north Africa, for example, and a 53% reduction in the western Balkans. Does the Minister agree that the Government’s cuts throughout overseas development are compromising UK security and global stability? What will the Government do to address that?
We have spoken at length in this House about the economic impact that the country and indeed the world have felt from covid, which has forced us temporarily to reduce our expenditure on official development assistance. We have had confirmation that we will return to 0.7%. With respect to the historical reductions in key areas such as humanitarian aid and women and girls, we will ensure that that money is returned to the budgets, as the Foreign Secretary has made clear. The process for future budget allocations has not concluded; until it has, any talk about figures can only be speculative on the hon. Lady’s part.

It is a pleasure to serve under your chairship, as always, Ms Ghani. I thank the Petitions Committee for selecting the topic and my constituency neighbour, the hon. Member for Don Valley (Nick Fletcher), for leading the debate.
It is truly heartbreaking to hear about Mark, who lost his life at just 18. I give my thanks and condolences to his family and friends. I also thank Leeanne for setting the petition up, so that others have a chance to speak and hopefully not go through the horror that she went through. It is deeply upsetting, and it makes me angry that, had basic safety equipment been available, his life may have been saved. What makes it even worse for me is that Mark’s story is not an isolated incident.
According to the National Water Safety Forum, 242 accidental deaths took place in water in 2020. The debate provides a valuable opportunity to reflect on all of those tragedies and what more might have been done to prevent them. In May 2021, my constituent, Sam Haycock, tragically drowned in a local reservoir. Sam was just 16 years old. He was a talented judo competitor, who competed at a European level, and he really had a promising future ahead of him. Throwlines were available at the reservoir, and Sam’s friends tried desperately to save his life, but with the throwlines having been padlocked to prevent vandalism, his friends were unable to access them in time. Procedures should not hamper access to protective life-saving equipment, given that the difference between life and death is a matter of seconds, but unfortunately they do.
I want to paint you a picture. Just try to imagine that your friend is drowning and you are panicking. First, you have to locate the throwline. Then you have to call the emergency services to get an access code. Then you have to give them the access code. You have to remember the reference number that they give back to you, memorise the code and enter it—all the while, you can hear your friend crying for help. It is clear that this is about not just providing the equipment, but ensuring that it is easily locatable and accessible.
We must also confront the real reason why the throwline that might have saved Sam’s life was behind a padlock. Mindless vandals who damage or steal life-saving equipment are placing lives at risk, and we must ensure that the law acts as a sufficient deterrent. Since Sam’s death, his parents, Simon and Gaynor, have been campaigning for Sam’s law, which would do just that.
I worked with colleagues in the other place to table an amendment to the Police, Crime, Sentencing and Courts Bill that would create a specific offence of destroying or damaging life-saving equipment, including lifebelts, lifejackets and defibrillators. The amendment was debated in Committee and on Report but, regrettably, was not pushed to a vote. Speaking for the Government on Report, Lord Wolfson argued that the amendment was not needed because endangering a life through intentional or reckless damage to property is already an offence under the Criminal Damage Act 1971. That may be the case, but it is clearly not enough, and more needs to be done to prevent this sort of vandalism.
Several examples show clearly that existing legislation is failing to provide sufficient protection for life-saving equipment. After life-saving equipment was damaged at Salford Quays just days after being installed, Salford City Council was forced to resort to a public spaces protection order to deter vandalism. In Uckfield in Sussex, a defibrillator was rendered useless by vandals. Each act of vandalism on life-saving equipment could ultimately lead to a death, and the law needs to reflect that. Lord Wolfson acknowledged that
“if the law is not enough of a deterrent, we must focus on those responsible for water safety, health and safety, and law enforcement to come together to find out what is not working and identify workable solutions that might include sign-posting more clearly on the equipment the consequences of damaging that equipment.”—[Official Report, House of Lords, 12 January 2022; Vol. 817, c. 1123-1124.]
That is a welcome commitment—but with lives at stake, it must have real urgency. I urge the Minister to bring forward a strategy that will ensure easy access to life-saving equipment, strengthen public information about water safety, and ensure that punishments for damaging or destroying that equipment recognise the devastating consequences to which that can lead.
If we are to save lives, we need to take action now. We need provisions that require local authorities, private landowners or whoever is responsible for a body of water not just to provide and signpost lifebelts and throwlines, but to ensure that they are properly maintained. There must be more education for all about the dangers of open water swimming, particularly in schools. Sadly, many of those who die in open water are children, who must be taught about water safety from the earliest age. We can prevent other families from suffering as Mark Allen and Sam Haycock’s families have, but it will take urgent and consistent action from the Government to ensure that our legal framework, infrastructure and education are up to the task.
It is a pleasure to serve under your chairmanship, Ms Ghani. I thank my hon. Friend the Member for Don Valley (Nick Fletcher) for securing today’s important debate. I offer my condolences, and those of the whole Government, to Leeanne Bartley, who is with us today. There is nothing more horrific than losing a child. It is something that we all pray that we never see. I pay tribute to her for her tireless campaigning since her son’s tragic death in 2018. It is impossible not to be moved by this tragedy. It is heartbreaking to hear that Mark Allen drowned after jumping into a freezing reservoir on a hot day and that there were no throwlines in sight, and to hear similar stories of Sam, Lucas and so many of our young constituents.
It is also heartbreaking to learn that a similar tragedy apparently also took place the same year at another reservoir not a mile away. Dwayne Thompson, I am told, drowned aged just 20 after encountering similar freezing temperatures at Audenshaw reservoir, so there is clearly a problem that needs looking at. Leeanne Bartley, Amanda and Stephen Thompson, and Kirsty Furze have all shown tremendous courage, channelling their grief and using a platform that no parent should ever wish to have to press for change. The fact that Mrs Bartley’s petition garnered more than 100,000 signatures and is being debated in the House is testament to her efforts not being in vain. United Utilities, which owns both reservoirs, has installed new throwlines at both sites, as has been discussed, and these throwlines may one day be the difference between life and death for somebody else.
However, I acknowledge the point made by my hon. Friend the Member for Don Valley and others that these things seem to occur only after the tragedy. I was struck by his point that it is not just about having the equipment, because what screams safe to us may scream unsafe to safety professionals. The company is now running hard-hitting campaigns targeted at teenagers, using TV, print and online media, to warn about the dangers of swimming in reservoirs and highlight the risks, as well as collaborating with the fire service.
I will answer a few of the questions raised in the debate, and then talk about what we are doing to protect people and ensure they are able to enjoy the waterways safely.
Many Members asked what the Government are doing on this issue, and I assure them that we are committed to protecting people in the weeks and months ahead. It was interesting to me that this issue does not sit within one Department. I am responding from a local government perspective but, as others have mentioned, the Department for Education is involved, as is the Cabinet Office, in terms of convening. The Department for Environment, Food and Rural Affairs has a role for some waterways, and even the Department for Work and Pensions is involved, because it runs the Health and Safety Executive. When many Departments are looking at something, it is often not that straightforward to get a co-ordinated response, which is why we tend to answer questions specifically on the particular issues afforded in our remit.
The Cabinet Office is currently reviewing coastal water safety. We will explore with all our partners across central and local government what more can be done to raise awareness of water safety, and to increase the provision of throwlines and other vital lifesaving equipment near open bodies of water.
Members asked what landowners can do. Providing them with information is clearly required, and that means ensuring that businesses, landowners and councils are conducting up-to-date and thorough risk assessments. The Local Government Association’s water safety toolkit is an invaluable resource for councils in those cases where the local authority has a role. I am committed to working more closely with the LGA on ensuring that that is being properly publicised and used by local authorities across the country. People need to know about water safety, and we need to do more to publicise that.
Many Members asked about mandatory legislation. That is not where we would start. It may or may not be the answer, but we need to look at the various issues first.
The hon. Member for Rotherham (Sarah Champion) raised an important point about throwlines being present but not usable, and a lot of work needs to be done to discover the right way to resolve those issues.
My hon. Friend the Member for Dover (Natalie Elphicke) raised issues about compulsory lifejackets and better education. That does not fall within the remit of my Department, but I know that officials will have taken that point away.
We also heard from my hon. Friend the Member for Vale of Clwyd (Dr Davies) and from the hon. Member for Aberdeen North (Kirsty Blackman). Despite my Department covering only England, we need to ensure we have whole country coverage and work together with the devolved Administrations to provide a comprehensive view. I look forward to working with colleagues from across the House on this issue.
There are 40,000 lakes in this country and no matter where anyone is in the UK, they are no further than 70 miles from the coast. Between 2019 and 2020, searches for “wild swimming” increased by 94%. The pandemic has increased the number of people wild swimming. We do not want to discourage people from wild swimming as full-water immersion boosts the immune system, reduces inflammation and has many other health benefits, but we need to ensure people understand the risks involved, especially as more people carry out the activity.
In the past few years we have enjoyed very hot weather, but our waterways remain cold. They remain northern European, even if the weather is becoming Mediterranean. That is one reason why we must ensure people know the risks of wild swimming are just as real as the benefits.
The tragic deaths of Mark, Dwayne and other young people we have mentioned should have been unique accidents, but they were not. As my right hon. Friend the Member for Clwyd West (Mr Jones) stated, in 2020 alone there were 254 accidental drownings and 631 water-related fatalities in the UK. Combined with the surge in interest in wild swimming, this tragic loss of life highlights and reinforces the responsibility of landowners, whether they are local or not, to properly assess the safety requirements of bodies of water on their land. The Government’s No. 1 priority is to keep people safe, and we expect landowners to act in the same way.
First, I thank the Minister because she was clearly listening intently to my speech and to the whole debate. One thing that contributed to the death of Sam was that the equipment was overgrown—most of the places where we put throwlines are in areas of dense vegetation. I have a two-part question, thinking about how local authorities assess, and ensure the maintenance of, life-saving equipment for dangerous situations. We have identified that open bodies of water are dangerous, so could the Government say that there have to be so many throwlines for however many metres of waterfront, but also ensure that local authorities go in and make sure regular checks are being done? In the case I mentioned, that meant vegetation being cut down; in others, it may be that the equipment deteriorates in bright sunlight. Doing those things would ensure that, if the equipment is needed, people can access it and it is fit for purpose.
That is a really good point. It is exactly the kind of thing that I would expect the Local Government Association’s water safety toolkit to contain. If it does not, it is probably worth us mentioning it to the LGA when we next meet. I will ask officials to take that point away.
I was going to talk about the 30 different navigation authorities that manage regulated inland waterways, but I will mention just two: the Environment Agency and the Canal & River Trust, which some Members might have heard of. The Canal & River Trust is a charity that owns about 2,000 miles of inland waterway, and the Environment Agency is an arm’s length body of DEFRA that manages 630 miles of waterway. Both bodies are responsible for ensuring that waters are safe, and they have to undertake public safety assessments to work out where public rescue equipment such as throwlines should be on the waterways, so some work is done on that. Those bodies know waterways back to front and know the best places to install throwlines—the busiest locations, particularly where there have been previous safety incidents, or places of high risk, such as waterside parks. Those organisations run proactive public safety campaigns to raise awareness of the risks.
It is clear that we need to keep redoubling efforts to make as safe as possible the unregulated inland waterways and bodies of water that are not covered by charities and arm’s length bodies. The responsibility for providing water safety equipment rests with those organisations but in larger urban areas it rests with local authorities. Local authorities tend to work with the Royal Society for the Prevention of Accidents, the Royal Life Saving Society UK and the National Water Safety Forum, which have been mentioned. Those groups do a great job of warning people, through campaigns, of the dangers of getting into cold water, which can lead to panic, water inhalation and, in serious cases, cardiac arrest.
We all know that the best rules and guidance are redundant if people do not know how to swim to begin with. My hon. Friends the Members for Don Valley and for Southport (Damien Moore) and the hon. Member for Cambridge (Daniel Zeichner) were right to draw attention to the critical role of education in all this, and I will speak a bit about what people are being educated on. It goes without saying that swimming is a truly vital life skill, and that is why swimming and water safety form compulsory parts of the physical education curriculum at key stages 1 and 2. As part of the curriculum, pupils are taught to swim at least 25 metres competently and confidently using a range of strokes, and to perform safe self-rescue.
As part of our efforts to help children to catch up on learning and activity lost as a consequence of the pandemic, DFE organised for sports facilities at 101 schools to reopen their pools or extend their swimming offer in the last academic year. DFE has also been working closely with Swim England, the Royal Life Saving Society UK and Oak National Academy to support pupils in returning safely to swimming and to promote water safety education. DFE Ministers were very keen that I mention those points so that people would know what they are doing.
Although education has an important role to play, and the bodies I have mentioned continue to undertake proper risk assessments and put safety mitigations in place, there are other practical steps that each of us should keep in mind when we want to enjoy our waterways, and I will state them for the record as a reminder.
As part of her campaign, Mrs Bartley has really pressed home the importance of talking to children about cold water shock and the dangers of open water. She is absolutely right to stress that it takes a whole different set of skills to swim in open water than in a swimming pool, so what we are doing in schools is critical, but it is not all that needs to be done. The National Water Safety Forum advises swimmers to wear wetsuits and allow their bodies to acclimatise to the change in temperature, instead of jumping straight in. Another essential factor that people should consider before they go swimming in open water is the location, because the safest places to swim will always be supervised beaches with lifeguards and outdoor pools. The Royal National Lifeboat Institution also recommends that people check the weather forecast and sea conditions before a swim on the coast so that they can avoid the potential danger of getting caught in a strong comment.
My hon. Friend the Member for Hendon (Dr Offord) spoke very eloquently and with much expertise—far more than me—about these issues. Safety in the water is about not just safety equipment but understanding and being aware of the danger. United Utilities, which owns the reservoir where the tragic death of Mark Allen occurred, has now made sure that its signs make clear the risk to life. On its website, it has set out guides for parents, highlighting how a cold shock can affect even proficient swimmers. The advice of the RNLI is:
“If in doubt, don’t go out.”
I wonder whether the Minister is able to comment on something or pass it to her colleagues in Education. When I was at school, we had swimming lessons. I hated them and they worked, because I have never been near water again, so they have kept me safe. I went to a local authority school, and many local authority pools have now been shut down and many schools are now academies. Is it compulsory or recommended in education that children, particularly primary school children, still have swimming lessons? If not, is it something that the Minister could raise with her colleagues?
Yes, it is part of the key stage curriculum, but I will get DFE Ministers to write more comprehensively to the hon. Lady on this issue. I would not want to say something that is inaccurate, because it is not in my portfolio.

It is always a pleasure to serve under your chairship, Mr Bone. I congratulate the hon. Member for Tewkesbury (Mr Robertson) on securing this debate and on all the work that he does through the APPG. His commitment to the region, his passion and his understanding have been demonstrated by not only his speech but the work that he does throughout this place. I commend him for it. It is also a pleasure to speak after the hon. Member for Strangford (Jim Shannon), who has always been a champion for the most vulnerable on this planet—it is a pleasure to speak in his wake.
A peaceful resolution to the conflict seems no closer now than it did when we last met here in November, or when the International Development Committee carried out its inquiry and report in the spring of last year. The humanitarian situation is deteriorating, particularly for women and girls, as the use of sexual violence by all sides is becoming systematic. That is what I want to focus my short speech on today.
Over 2,200 cases of sexual violence were reported to authorities in just the first six months after the conflict began. The real numbers are obviously far higher. To get some sense of the scale, consider that visits to health centres following sexual assault have quadrupled since the beginning of the conflict. Half of the reported cases were gang rapes, and some health centres reported that 90% of victims were underage—remember, that is just the reported cases. The UN estimates that a third of incidents against civilians have involved sexual violence, and it will only get worse as hunger spreads, with women and girls being bartered for food—women-led households are acutely vulnerable. With the UN reporting that it will have no more cereal and cooking oil for Tigray after this week, the prospects for women and girls are looking increasingly bleak. The collapse of the healthcare system, with only a third of health centres in Tigray open and just 6% of them with obstetrics facilities, means there is no support in place for women and survivors. That means women and girls dying as a result of injuries from attacks and risky pregnancies amid the crisis of malnutrition and potential famine.
All forces must immediately condemn and explicitly prohibit the use of sexual violence by their troops and allow for the independent investigation of all reports. The UN Secretary General special taskforce must be allowed to investigate. The special rapporteur on sexual violence in conflict should be permitted to visit refugee camps to interview survivors and record abuses as per Security Council resolution 1888. The recently appointed Human Rights Council expert panel must prioritise work on sexual violence. The humanitarian blockades must end, with aid convoys urgently being allowed unfettered access, if we are to avert famine and protect women and girls from the prospect of further sexual violence.
The Foreign Secretary has long declared that ending sexual violence in war is a key priority. We all welcome the forthcoming global summit on sexual violence later this year. However, women and girls across Ethiopia need support now. UK leadership on this issue is vital if the summit is to have any credibility. I welcome that this Government have sent out one expert on preventing sexual violence, but given the scale of what is going on, one expert is not enough.
We need to see this Government shift to a focus on preventing atrocity. As the hon. Member for Strangford said, we need to be there on the ground, ensuring that the data is gathered so that, hopefully, we can see those criminals brought to justice in the international courts. More important than that, we need to be doing more on prevention. I know that hon. Members will share my frustration that all we have been able to do with the scraps of genuine information that we have is sit and watch and shout to try and prevent this awful hell on earth as it unfolds in front of us.

I thank the hon. Member for Tewkesbury (Mr Robertson) for securing a debate on this crisis and for his powerful candour about the situation as a long-standing friend of Ethiopia. I agree with him that it is disappointing that the issue has not received more attention in the House. I have raised it nearly 50 times since the start of the crisis, through questions and in debates, alongside many other Members. However, it has not received the attention it deserves, either in this country or globally, not least given the level of atrocities, suffering and chaos, and the wider implications for the region and the world. The crisis is very much human-made, just as we saw in the 1980s, and that gives it particular tragedy.
We have heard some powerful and shocking testimony today, from a range of Members, who all made powerful points. I hope that the Minister will give us far greater assurance than previously about the priority that the UK Government give to the crisis and about how we work with others in the international community, in particular given our role as a P5 member and on the UN Human Rights Council, and not least because of our particular historical development and trading relationships with Ethiopia.
I hope that the Minister will start his response by giving us an update on diplomatic efforts to secure a peaceful settlement, which is crucial. That point has been made multiple times in the debate—securing a ceasefire is key to achieving progress. We saw some steps over the Christmas period, but they appear to be limited and have not been matched by changes on the ground.
It is deeply depressing to be here again, nearly 14 months since the conflict started. The humanitarian situation has steadily but surely deteriorated, with thousands of deaths and millions suffering, in particular in Tigray but also in neighbouring regions, such as Afar, Amhara and beyond. Civilians have faced indiscriminate large-scale massacres, arbitrary arrest, false disappearances, looting and violence. They have been denied the rights to food, shelter, healthcare and education, and we have heard about despicable sexual violence and rape targeting women and girls. There is clear evidence of crimes against humanity and of war crimes.
Since we last discussed the issue, the crisis has worsened for many people across Tigray and those other regions. The UN has warned that its food distribution operations are on the verge of grinding to a halt. In recent days, too, we have seen allegations that the Ethiopian air force hit displaced civilians with air raids. It is not known how those attacks were carried out, but we know that they occurred. In just the past few weeks, it is believed that more than 100 have been killed and nearly 100 injured.
On 5 January, the United Nations High Commissioner for Refugees reported that three refugees, including children, were killed by airstrikes in the Mai Aini refugee camp. Five days later, a similar attack occurred on Mai Tsebri. I do not understand how such attacks can be taking place when humanitarian facilities and internally displaced person locations are designated and known to those involved in the conflict. An attack on an IDP camp in Dedebit resulted in the massacre of 59 and the wounding of 27 others. That camp was situated around a school and many of the victims were children. What assessment has been made of those shocking incidents?
We have also seen Abiy Ahmed’s Government revoke the rights of key humanitarian NGOs, expel seven senior UN staff and block vital aid to areas faced with famine. Evidence has emerged of senior political and military figures using very inflammatory and inciting language. The hon. Member for Tewkesbury referenced Rwanda and other past tragedies; such language has all the sinister hallmarks of encouraging ethnic violence, at worst. We know where that leads, as we saw tragically in Rwanda and Bosnia.
I note the rare rebuke issued last week by the Norwegian Nobel Committee to Prime Minister Abiy Ahmed. That is not a normal step for it to take, but it underlines the seriousness of the situation. Will the Minister tell us what concerns we have expressed directly to the Ethiopian Government in recent weeks, in particular about action against humanitarians and the language used by some figures? I encourage our Government to work with the utmost urgency towards finding a ceasefire between all the parties to the conflict, so that the humanitarian response can operate fully.
The humanitarian situation has worsened in every way: 9.4 million people are in need across the key regions, up from 8.1 million just before the House adjourned for the western Christmas, and an increase of 2.47 million on just four months ago. That is a drastic increase in a very short period, and it is now thought that 90% of Tigrayans are in need of assistance.
I was shocked to read in a report by the UN Office for the Co-ordination of Humanitarian Affairs that 283 severely malnourished children under five stopped receiving life-saving treatment in one area. OCHA warned that unless fuel enters Tigray as soon as possible, nutrition interventions will cease fully. Michael Dunford, the WFP’s regional director for eastern Africa, who has already been quoted, said:
“We’re now having to choose who goes hungry to prevent another from starving”.
What awful choices to have to make.
Malnutrition interventions are needed for an estimated 1.6 million children under five years old and pregnant and lactating women in Tigray, an estimated 1.4 million in Amhara, and an estimated 80,000 in Afar. Those are shocking figures. We are talking about women and children who are directly at risk of death if we do not intervene in the weeks ahead. Even with intervention, developmental complications as a result of malnutrition at that crucial stage of life and development risk leaving lifelong scars, as we saw in previous tragedies and conflicts in Ethiopia.
We have all heard the estimate that more than 10,000 rapes were committed earlier this year. Shockingly, the clinical management of rape is still massively lacking in Ethiopia, where only 30% of the very few clinics able to offer care to victims of such sexual violence are open. Plan International says that across the key regions there are only five one-stop centres for rape survivors to receive support. Will the Minister tell us what the preventing sexual violence in conflict initiative has reported on the situation and what actions we are taking to support women and girls who have been affected in that horrific way?
Humanitarian organisations need a massive boost in funding to deliver emergency aid. The UN estimates that it needs an additional $1.2 billion in funding for response in northern Ethiopia. The WFP has warned that, notwithstanding the access issues, it is set to run out of food and nutritious supplies across Ethiopia in February because of
“an unprecedented lack of funding.”
In debates on the situation in Ethiopia, I have repeatedly asked Ministers a question that they have yet to answer. There have been individual announcements about UK support to the region, which are of course welcome, but what I and others want to know is whether total UK Government support will go up or down this year. That is the crucial question. When the need is so great, support should be increasing, not reducing. The Government have cut the development budget—I have opposed those cuts on many occasions—but surely, when the need is so great and we see such suffering, our total support should be increasing. We cannot rob Peter to pay Paul by taking from one part of the country to give to another. This crisis affects many people in many regions, and failing to do our fair share and work with other donors to plug the gaps would be a huge dereliction of our moral duty.
It is more than just the right and moral thing to do. I cannot understand why the Government have cut funding to a key strategic region—it is the keystone for all the states around it—by 60%. This is not only about that state’s security; it about ours too. It is illogical that, at a time of such instability around the world, we are cutting support to our friends and allies and to key countries.
I absolutely agree with the Chair of the International Development Committee. The Government’s decisions are absolutely baffling, not least because of the implications for countries in the region, many of which are also fragile; there is the situation in Sudan and in South Sudan, and last night we were debating Somaliland. How would those countries cope with a large influx of people crossing their borders? We have also discussed Somalia at great length. The Government’s perverse decision has much wider implications beyond this conflict and the people of Ethiopia and Tigray.
Evidence suggests that no aid convoys have reached Tigray since mid-December, and 80% of essential medication is no longer available there. Humanitarian groups are running out of fuel, and say that they may have to cease supply of some of the key international development programme camps completely as a result of fuel shortages. The region is also running out of key medical supplies, including insulin. Diabetics are just a matter of weeks away from facing agonising death if supplies are not replenished. The Ayder Hospital in Mek’ele—the largest in the region—has enough left to hold out for no more than one week.
Will the Minister tell us what conversations have been had with the parties to the conflict to secure and maintain urgent humanitarian access? What other methods are being considered? Have airdrops and other ways of getting resources into the country been considered, for example?
As many Members rightly said, we also want the UN and independent bodies to carry out an internationally recognised investigation into the atrocities—especially those committed against civilians in Ethiopia—so that the people responsible face justice. We must use our powers under the Magnitsky sanctions regime to sanction individuals who are already known to be committing atrocities. The US, for example, has already sanctioned many high-ranking individuals in the Eritrean Government, including the Eritrean defence forces chief and four others, in connection with the crisis in Ethiopia. It has also placed arms embargoes on Ethiopia, while the UK has lagged behind our allies in applying sanctions. I call on the Government to consider urgently working to bring forward measures against those found to have been involved in atrocities, particularly given that London is a key site for individuals who may wish to leave Ethiopia and Eritrea.
I commend the BBC World Service’s investigation programme, “Africa Eye”, for the incredible work that it does. Its investigation into the massacre of unarmed men in April last year exposed just one of many atrocities. As I and a number of other Members said in the debate on the BBC the other day, I find it perverse that the Culture Secretary has been making some quite demeaning attacks on the BBC when services such as the BBC World Service, which rely on the licence fee, are exposing such atrocities to help us to bring people to justice, as they have done in the past.
Can the Minister also tell me what engagement the Government have had in urging other countries, such as Turkey and the United Arab Emirates, to stop providing drones, other weapons and military support, which are fuelling the conflict and potentially being used against civilians? What is his position on calls for a wider arms embargo?
This situation is truly horrific for the people of Ethiopia and the people of Tigray in particular, and it has much wider regional consequences. We have already heard about the historical consequences of ignoring what is happening in Ethiopia, whether in the 1980s or the pre-world war two era. It is not some far-flung land that we can ignore. We have huge historical, trading and development responsibilities and links, we have a key role as one of the key players in the international community, and we should take leadership on this issue. I hope that the Minister will be able to answer many of the questions that we have raised today.
I thank the right hon. Gentleman for his question. I honestly do not know the answer, but I assume that, if we are able to, we will be using every conversation that we have to raise those concerns. This is the first opportunity I have had to debate with the right hon. Gentleman. His presentation was salient and sensible; I very much appreciated the points he made in his speech. I know he is very committed to this issue and led a debate on it last November, which I read with great interest. I promise him I have taken all his points very seriously indeed.
As the hon. Member for Cardiff South and Penarth (Stephen Doughty) mentioned, on 8 January an airstrike near a camp for internally displaced persons in Tigray reportedly killed 56 people. It goes without saying that we believe that all sides of the conflict must respect international human rights and humanitarian law, and prioritise the protection of civilians—a point that we have made repeatedly. I am quite certain that the Minister for Africa will reinforce that point during her visit to the region in the coming days.
We also reiterate our call for Eritrea to withdraw its forces from Ethiopia immediately. They are a source of instability, a threat to Ethiopia’s territorial integrity and a barrier to achieving the lasting peace that everyone here has talked about, which we all want to see, and which I am absolutely sure the people on the ground want to see.
Right now, 7 million people in Tigray and the neighbouring regions need humanitarian assistance. At least 400,000 people are living in famine-like conditions, more than in the rest of the world combined. The risk of widespread loss of life is high, with young children, as many hon. Members have pointed out, likely to bear the brunt.
The response to the humanitarian crisis continues to be hampered by the lack of security. Shockingly, 24 humanitarian workers have been killed in Tigray since the start of the conflict, including staff working on UK-funded programmes. It is right that we take a moment to remember them and honour the sacrifice they made in support of the innocent victims of this conflict. Tragically, humanitarian access to Tigray has been at a standstill since 14 December and hospitals in the region report that they are out of medicine. I repeat the Government’s call to all sides to provide unfettered humanitarian access.
Let me be clear. There is no military solution to the situation in Ethiopia. It is a man-made crisis, caused by human actions and human decisions. The UK Government have been clear from the outset that the fighting must end. All sides must put down their weapons. A political dialogue is the only route to a lasting peace, and with it the return of stability and prosperity to Ethiopia. We have made these points repeatedly to the Ethiopian Government and the Tigray People’s Liberation Front.
The British Ambassador to Ethiopia reiterated those messages during meetings with the Ethiopian President on 12 November last year. He travelled to the capital of the Tigray region on 25 November to urge the TPLF to stop fighting and engage in peace talks. The Minister for Africa will use her visit to the region to discuss the potential path to peace with various counterparts. It is a principle of the African Union—which, let us not forget, is based in Addis Ababa—that African solutions should be found to African problems. It is absolutely right that African partners are taking the lead in ending this conflict.
In the last debate we had, in November, I was told that the African nations were not able to get access to gather data and to see exactly what was going on, to try to stabilise the area. Will the Minister be able to get back to see whether that is now happening, or whether there is more that the UK could do to facilitate that?

Between April and December 2021 we disbursed over £145 million, including £135 million of lifesaving humanitarian support inside the country and £10 million to neighbouring countries.
The Taliban takeover caused an economic meltdown in Afghanistan. Banks ran short, millions lost work or went unpaid and the currency nosedived. Perversely, markets still have food, but the problem is there is no access to cash. People are starving, babies are malnourished, women are not allowed to work to feed their families and there is no money to heat homes. My Committee is clear: the Government must urgently fund emergency organisations such as the World Food Programme. Of the £286 million pledged, so far only £81 million has been disbursed. Can the Minister also update us on what steps are being taken to unfreeze assets and ensure that financial transactions linked to humanitarian aid are excluded from international sanctions, specifically including paying local aid workers? Then, can the Minister please monitor what the Taliban does with that?

Commons ChamberWe are fully committed to supporting High Representative Schmidt. At the NATO foreign ministerial meeting in Riga today, the Foreign Secretary will focus attention on Bosnia and Herzegovina and encourage greater engagement from the alliance to play an enhanced role. She will call on allies to contribute personnel to the NATO headquarters in Sarajevo and to support work to counter disinformation and strengthen defence reform. The UK will do its part.
I am sure that all hon. Members present are deeply concerned about the situation in Bosnia and Herzegovina developing rapidly into conflict. What steps is the FCDO taking to assess the risk of atrocity in the region and take preventive action? What conversations has it had with civil societies of the Federation and Republika Srpska to encourage dialogue? How is the Foreign Secretary using her development programmes in the western Balkans, alongside diplomatic and security levers, to address the drivers of conflict?
As I said earlier, the political crisis in Bosnia and Herzegovina is serious, which is precisely why the Foreign Secretary will raise it today. We are working hard to prevent it from becoming a security crisis, but the risk of miscalculation or exploitation remains. The hon. Lady asked about UK aid. Our embassy in Sarajevo supports a range of programmes that promote stability, security and prosperity, and targets programmes in support of civil society and media freedom.
