“Freedom is a fragile thing…it must be fought for and defended constantly by each generation”.
Ronald Reagan said those words in 1967. More than 50 years later, our generation is facing our own battle for freedom: the freedom to express our opinions and debate controversial ideas without fear or favour. Ironically, this is happening in our universities, which traditionally have been the very institutions that have challenged prevailing wisdom, from the effects of smoking to the theory of evolution and our understanding of climate change. That is why I am delighted to be here today to discuss the Higher Education (Freedom of Speech) Bill.
First, I thank my predecessors for all their work in taking the Bill through the House last year, and my ministerial colleagues for their efforts in the other place. This is a contentious subject matter, and I know they have spent many hours thoughtfully considering the points that have been raised on all sides throughout the Bill’s passage. I am pleased that, after discussions, noble peers have now agreed that there is an issue to address, as the noble Lord Collins of Highbury acknowledged on Report. I am grateful to peers for their careful consideration of the Bill.
Today, I ask my hon. Friends and hon. Members to consider the amendments made in the other place. I will address each set of amendments individually, beginning with the statutory tort, which provides a means by which individuals can seek redress through the courts if they believe that certain duties in the Bill have been breached. This measure will be critical to stimulating the cultural transformation that we need. I am grateful to Baroness Barran and Earl Howe for leading debate about the tort in the other place. In the end, the other place voted in favour of amendment 10 to remove the clause containing the tort from the Bill.
I assure the House that we heard very clearly the strength of feeling about the tort. Those feelings have rightly set the context for careful deliberation about the Government’s position now. I have spoken at length to leaders and academics in the higher education sector. I stand firm in my belief that the tort is an essential part of the Bill, and I disagree with its removal.
The problem with the tort clause is that it also applies to student unions and student associations, which were always free to invite people that they wish to invite along. Conservative clubs only invited Conservative MPs. They did not have free speech in the club per se; they were Conservative-minded and they did not necessarily invite Labour-minded people. But within the student union and the university as a whole, students were free to have clubs and societies that might be Labour clubs, Marxist clubs, further right clubs or whatever mix they wanted. That is enshrined in the Education Act 1994 and the judgment of Baldry v. Feintuck. The danger is that the tort affects those clubs and will have a chilling effect on student unions, which might say that it is easier for those clubs not to exist, and they will therefore fall out of regulation—
Order. If the hon. Gentleman wishes to make a speech, he should put his name in. That was not an intervention.
Respectively, I disagree with the hon. Gentleman. I do not think that would be the case. The Government are committed to strengthening the protection for lawful freedom of speech on campus, as set out in our manifesto. If providers fail in their duty to take steps to secure freedom of speech within the law, individuals who have suffered as a result should be able to secure real remedies, including by means of civil proceedings. For all those reasons, our position is that the tort should be reinstated in its original form for further consideration in the other place.
Amendment 3 was tabled in the other place by the noble Lord, Lord Collins of Highbury, and received support from all sides. It will prohibit higher education providers and their constituent colleges from entering into non-disclosure agreements with staff members, students and visiting speakers in relation to complaints of sexual misconduct, abuse or harassment or other forms of bullying or harassment. I believe that Members on both sides of the House will welcome the inclusion of this provision in the Bill. It can never be right to force a victim of sexual misconduct, bullying or harassment to remain silent, denying them the right to talk about what has happened to them even with their family or close friends. This does not come down to politics, in my view; it is about doing what is right.

Commons ChamberI am grateful to the Chair of the Education Committee for raising this issue. The Minister for Higher and Further Education is already on the case and is contacting those universities. Putin and his cronies are a malign influence on anyone in this country buying their false narrative. I repeat: it is a false and dangerous narrative and we will crack down on it hard.
As a result of Putin’s war in Ukraine, the United Kingdom can expect an influx of a large number of young students. In the long term, they will need proper education, of course, but in the short term, could my right hon. Friend see whether he can build in some flexibility and normality so that these young people can get into schools and make friends as soon as possible?
I am grateful to my right hon. Friend. I know that he and his family are passionate about wanting to support Ukrainians who are so vulnerable. We are making plans to make sure, as we did with the Afghan resettlement, that every child gets into the appropriate early years, primary, secondary or further or higher education, but I will certainly look at this. I think what he is getting at is that if there is a gap they may be wanting to feel welcome at their schools. I am already getting anecdotal stories about many schools where there is excitement about some of the Ukrainian children who are coming in.

That this House has considered e-petition 586700, relating to funding and affordability of childcare.
The petition is about the need for an independent review of childcare funding so that we can really think through what we want our childcare and early education sector to be, and what we hope it can do for the families who need it and for us as a society. So many economic and social benefits flow from the sector that it is difficult to summarise in the time we have, but I think most of us would agree on three key reasons why it is so important to support high quality early education.
First, we know from international evidence that so many important life outcomes—from health to wealth and wellbeing—have their origins in the early years. Quality early education can benefit children’s academic and social development, and evidence shows that those benefits are often stronger for children from disadvantaged families, as it starts them off on a more equal footing with their peers when they go to school.
Secondly, access to childcare is crucial for working parents. Closures during the pandemic have served as a real reminder of just how important it is. The pre-school years are a particularly significant time for new mothers: regrettably, decisions around their childcare in that short period can have a huge impact on their lifetime earnings and, consequently, on the gender pay gap.
Finally, helping with the cost of childcare and early education is one of the best ways for the Government to ensure that families with young children—particularly those on low incomes—are not financially crippled by high costs. As the petitioners point out, childcare in the UK is expensive. Statistics from the OECD show that, however we look at it, we are close to the top of the list of developed countries for childcare costs.
I think that most of us would agree on what we want our early years sector to deliver and on those broad criteria, but some may place different emphasis on them. Analysing whether we are meeting those objectives, and how we can improve on them, is a huge task that touches on many complex areas, such as funding, training, accountability and outcomes. I do not think this House has the expertise or the time to cover those in depth, which is why we need an independent review.
During the debate, I want to look specifically at funding, which is the focus of the petition. In that key area, there is strong evidence that we are letting down children, parents and providers, and I will make the case to support the petitioners’ call for an independent review. Determining the right level of funding for the early years is of course the subject of long-running disputes between the Government and sector representatives, but it goes to the heart of what early years really means to us as a country.
Childcare is as necessary for parents to get to work as the roads and the rail network, so why do we not approach and fund it as the vital infrastructure investment that it clearly is? I am sure the Minister will point out that spending on free entitlements—the 15 and 30-hour entitlements for three and four-year-olds, and disadvantaged two-year-olds—has more than doubled to around £3.4 billion since 2010, but it is important to look at what has driven that increase. Most of it has come from successive expansions of eligibility, which are of course hugely welcome. However, what providers are concerned about is a discrepancy between the cost per hour of delivering the free entitlements and the funding per hour that they receive.
The Institute for Fiscal Studies’ latest annual report on education spending shows that funding per hour of childcare is now only about 13% higher in real terms than in 2004, despite an increase of about 150% in total spending. In recent years, funding per hour has declined from its 2017-18 peak, showing that even the modest increase introduced alongside the 30-hour entitlement in 2017 has not been maintained.
Even more importantly, we know that it is not enough just to provide for the costs of delivering childcare. The Department for Education’s publication in June of a much-delayed freedom of information response to the Early Years Alliance showed that the Government were aware of the consequences of introducing the 30 hours policy with an insufficient level of investment. Ministers knew that the investment would meet only around two thirds of costs—meaning higher costs for parents—and force early years staff to look after the maximum legal ratio of children, with significant impacts on quality. With a lack of proper investment in the free entitlement, providers are forced to cover their costs by charging more for the non-funded hours. That means spiralling costs for parents and carers, whose fees have risen three times faster than earnings since 2008—and that is just the average. For the parents of two-year-olds in some parts of the country, childcare costs have risen seven times faster than their wages.
As a working mother both before and since becoming an MP, I have my own experiences of the heart-wrenching stress and pressure of getting the right childcare and support, and of the enormous costs. Our childcare costs are now the highest of almost any developed country. In a Petitions Committee survey earlier this year, 77% of parents agreed or strongly agreed that cost had prevented them from getting the kind of childcare they really needed. One respondent said:
“I do not have the option to have family or friends look after my child when I return to work and I can’t afford to not be in work, but childcare costs more than my mortgage for full time hours.”
Another commented:
“My wages will just about cover our childcare costs, therefore I am basically working only to ‘hold my place’ until my baby is old enough not to need childcare i.e., once she starts school.”
That has a huge impact on the gender pay gap. Clearly, it is still by and large women who take on most of the responsibility for childcare. Research by Pregnant Then Screwed found that 62% of women who returned to work worked fewer hours, changed jobs or stopped working because of childcare costs. Sadly, we know that the resulting loss of wages has a long-term impact on far too many women.
Properly funded childcare also means ensuring that providers have the money to pay and train their staff appropriately. I want to thank early years staff and management for their efforts over the last 18 months. Most staff have worked through the entire pandemic, and many settings have kept their doors open the entire time, looking after the children of key workers and others and keeping our country moving through this international crisis. Early years staff and management deserve our thanks and appreciation, and our commitment to tackle the serious issues raised by the petitioners.
According to research by Nursery World, one in 10 childcare workers relies on foodbanks, and 45% claim some form of benefit. One in eight earns less than £5 an hour, meaning that staff turnover is high, which can impact on the quality of care, the quality of education and the stability provided for children. We also know that in the past decade, there has been a long-term decrease in the number of people who want to work in the early years sector. One nursery manager told me just how difficult it is to retain staff, particularly in a setting with a disadvantaged intake and a high incidence of special educational needs.
Employees feel that they are sacrificing any semblance of work-life balance for minimum wage, leading to higher absence rates and higher staff turnover. That means that a child’s key worker might change to someone both they and their parents are unfamiliar with multiple times in a year, affecting the quality of education that they receive. It also means that settings are regularly thrown into chaos because they cannot recruit fast enough to fill the gaps. I was told that, at least once a month, staffing issues mean that nurseries hope that not every parent will bring their child to nursery, because if every child attended there would be no way to maintain the required legal ratios. It is shocking that this is what some settings face, and it shows how badly off track we have got.
It cannot be right that while staff are poorly paid and parents pay high costs, the sector’s biggest customer, the Government, get away with paying what they know is insufficient funding. Deciding on the right level of funding and the best way to provide it is, of course, not an easy task, and I think that speaks to the need for a comprehensive, independent expert review to consider the matter in detail. Our answer to the crucial funding question speaks to what we want our early years sector to be.
Is it the state’s role to provide the minimum funding to cover, or just about cover, basic costs so that parents can at least return to work? That would mean maxed-out ratios, stressed-out staff, higher costs for parents, and providers that are unwilling to provide childcare as cheaply as possible being driven out of the market. Or are the benefits of a more generous childcare and early years education system worth it? That is what I would argue, as it means that we can unlock greater productivity, put a big dent in the gender pay gap, narrow the attainment gap at school and, in the long run, reduce other social problems such as poor mental health, unemployment and crime.
Unfortunately, in their written response to the petition, the Government said that there are no plans to commission a review of childcare funding, but I do not think that the Minister should be so quick to dismiss the petitioners’ concerns. We need a childcare system that helps not only to make the lives of families and their children better, but to make our economy work. With both parents and providers struggling and with early years staff undervalued and underpaid, childcare is becoming a big political issue, and it is not going away any time soon. I urge the Government to consider the petitioners’ request for an independent review so that we can get this right for everybody who would benefit from it.

It is pleasure to follow hon. Members across this House in this debate in particular, and it is a pleasure to serve under your chairmanship, Sir Roger. I congratulate the organisers of the petition calling for a review of childcare in England on securing 100,000 signatures. It would be wise of the Government to listen to the collective voice of the signatories.
It might be thought rather strange that I should speak in a debate on childcare in England. However, while childcare is devolved to the Scottish Government and the SNP have chosen in the first instance to take a different path from England, it is concerning that, as the petition points out, many families are being pushed further into poverty as a result of the high costs of childcare. That, of course, will be exacerbated by the pandemic.
According to the Early Years Alliance, the UK Government’s offer of 30 hours of free childcare per week in England is not well funded enough, as we have heard, leaving parents scrabbling around for a provider that will give them the right hours and flexibility. As we have already heard from hon. Members across this House, the benefits of good quality childcare speak for themselves, and the need to fund the facilities providing this vital care is essential. As we have heard, the issue is not just about mothers; it is about parental leave, paternity leave and shared parental leave. Ultimately, all those options prevent a motherhood penalty.
The Sutton Trust found that the UK Government’s childcare policy was compounding inequalities and harming the life chances of children. Sir Roger, there are only a few seconds left for me to say that—if the clock is correct—
Turning, finally, to the Minister, this is her opportunity. I know that she knows only too well the economic consequences and benefits of good quality childcare. Smashing the gender pay gap needs bold, innovative policies, and good quality, affordable childcare is a pretty good place to start.

The work that my right hon. Friend does in connection with exams is likely to be considered wrong by some people, but I congratulate him on coming up with what is probably the least worst option available to him. He will remember that at Education questions a couple of weeks ago I raised the issue of SATs, which is of particular concern to primary schools this year. He touched on the testing regimes for primary school children and secondary school children. Could he expand on that and indicate precisely what he expects of teaching staff and whether he believes that, for this year only, assessment might be the way forward?
My right hon. Friend is right that there is not an easy pathway, which I think the hon. Member for Stretford and Urmston (Kate Green) also recognises. Any route taken presents quite significant challenges in delivering assessments and examinations, but I believe that this is the fairest and most robust way of doing it. We have removed SATs from performance tables. That is an important measure, but SATs do present a really important way of measuring a child’s attainment and position, and they will be vital for schools in making that assessment and supporting children to catch up on lost learning. We hope that removing them from performance tables will remove a lot of the pressure that teachers sometimes feel and help with the delivery of SATs.

Gentleman is a serious Member of this House—I was delighted when he was appointed shadow Schools Minister; I congratulate him on that appointment and welcome him to the Front Bench—so I know that he knows that these issues are complex. They need to be thought through and they need to be consulted on, and that is what we are doing with pace, rigour and energy, but I recognise that, in opposition, there is always a temptation to reach for the slogan rather than the solution.
The latest published data shows that, as of 12 November, 0.2% of pupils in state-funded schools were absent due to a confirmed covid case, and between 5.8% and 6.7% were self-isolating due to contact either in or outside school. Statistics are published weekly, and the data for the week of 23 November will be published on 1 December.
First, will my right hon. Friend join me in congratulating Herne Church of England Junior School on achieving an extraordinarily high placing in The Sunday Times listings? There are schools in North Thanet with whole classes isolating, including year 1 and year 2 children. Those are the children scheduled to undergo phonic screening, and others are facing SATs. Further to the question put to the Minister of State by my hon. Friend the Member for Sittingbourne and Sheppey (Gordon Henderson), will the Secretary of State look carefully and again consider the possibility of allowing teacher assessments to take the place of SATs, for this year only?
I join my right hon. Friend in congratulating Herne Church of England Junior School on its exceptional ranking, which is obviously down to the commitment and dedication of the teaching and support staff, as well, of course, as the pupils and parents, who do so much to support the school. He raises an important point about SATs and assessment. This is a useful internal tool for schools, enabling teachers to have a good grasp and clear understanding of where those children are, especially after so much disruption this year. We will be working closely with the sector to ensure that anything we do in this field is very much to support them and the children, and to support the learning and understanding of what support those children need going forward and not add extra pressures to them.

Well done to my hon. Friend for securing the debate. Peter Symonds College in Winchester is the largest in England. It has grown significantly in recent years. Student numbers grew by 19% between 2011 and 2018, yet in the same period the college’s overall funding grew by just 3%—the relevant factors are the rising cost base, changes to pension contributions, national insurance and the part-funded pay rise—meaning that, without a long-overdue increase in the base rate, it will have to make some very difficult and significant changes. Does my hon. Friend agree that the comprehensive spending review is looking increasingly like a seminal moment for this sector?
Order. Before the hon. Member for Gloucester (Richard Graham) answers, may I put a marker down? An enormous number of Members wish to take part in the debate. I am going to insist that interventions be brief.
The short answer to my hon. Friend the Member for Winchester (Steve Brine) is yes.
Today, I want to set out briefly what the problem is—as you say, Sir Roger, many Members wish to speak—what the case for further education colleges is in more detail, what outcomes we would like to see from more funding going into the sector, what skills and productivity we should be looking for, and some of the key statistics, both locally and nationally, that are on our minds.
Let me start by outlining the problem. It is simply that education for 16 to 18-year-olds has, broadly speaking, not been funded as well as that for other age groups. The Institute for Fiscal Studies has done research that shows that. The chart we used in our letter shows clearly that, of the four main categories of education—primary, secondary, further and higher—further education is the only one on which spending has fallen in real terms recently. It is therefore the most deserving of the four categories, but let it also be said—

My hon. Friend is making her case very passionately. She is number 380, so I beat her by one—I am the 379th woman elected to Parliament, which is something I am very proud of. Does she agree that we want to encourage women from all walks of life? We talk very much about how things fit in for young women with children or babies, but I am particularly aware that women who have had a career and brought up their children have an awful lot of expertise to offer as they get older. I do not know if I have a lot of expertise, but I put myself in that category: my youngest was 16 when I came here and has just left school. I feel that many women do not use all the knowledge and experience they have gained through their career; indeed, some of them start to wind down when they hit their 50s. Does my hon. Friend think there might be a way to encourage those women in particular to get involved?
Order. I gently suggest that interventions should be interventions, not speeches.
Coming from a woman returner who freely admitted last night that she never reveals her age—I totally agree. It is my experience that has brought me here. I do not quite know where I fit in when it comes to maturity, but it does not matter; it is the mix that matters and the fact that we are all welcome here. Indeed, confidence in returning to work at any level, in any job, is so key for females.
We need to talk about the measures that the Women and Equalities Committee came up with, which address how the Government and political parties must and can increase female representation. I am sure that we all look forward to hearing the Minister’s comments later, but the paper that we have seen outlines the opportunities that the Government and political parties have—and, frankly, should be taking—to increase the number of women being put forward for election. That is the starting point; indeed, they are more likely to be elected if they are on the ballot. What is the old adage? “If you’re not on the ballot, you can’t win”—but just be careful: if you are on the ballot, you do not know who you are going to get. Funny, that. I look forward to hearing Members’ thoughts on that issue during the debate.
All of us, whether male or female Members of Parliament, have our individual stories about how we came to be here. For us, it was a little luck, or indeed a lot of luck; for others, it is a matter of “Try, try, try and try again”. Being an MP, of course, is a job like no other, in terms of the challenge in pursuing the goal of reaching Parliament. At the same time, it is really important for political parties, MPs, the Government and for us all as individuals to look at why so few women MPs overall have been elected. What can we do to improve the situation overall?
In 1918, the first woman, Constance Markievicz of Sinn Féin, was elected to this place, and we look forward to celebrating the centenary of that event in 2018. The following year, Nancy Astor was the first woman to take her seat in the House of Commons Chamber. Since then, 487 women in total have been elected to Parliament. That is something to celebrate, but it is also worth remembering that we have only just exceeded the number of men who were elected to the Commons in just one election in 2015.
I was elected in 2015, as one of the 191 women elected in that year. That was hailed at the time as a momentous step forward for the representation of women in our Parliament, given that there was a jump of almost a third compared with the number of women MPs in 2010. In June, we witnessed a further leap forward, with that number increasing to 208—sadly, on our side we lost some of our fantastic female colleagues, which was a disappointment to us all.
Our progress must be welcomed, and I am grateful to all of those who have put so much effort into supporting women in politics, certainly in our party. Some of our male colleagues have been active in movements such as Women2Win—I see some of them here in the Chamber today—as well as the Conservative Women’s Organisation, which offers a kind of soft landing within the party. I applaud the female and male Conservative MPs who are mentoring and supporting our future Conservative MPs and councillors. Their work is absolutely making a difference; we see that in the numbers.
In the light of that progress, I remain mindful—it is easy to lose sight of this—that although women make up half the population, they make up less than a third of the MPs in this place. We must not rest on our laurels, because there is so much more to be done. As MPs, we need to challenge and change the public perception of our role as MPs to make it more attractive for women to join us.
Coming from a family with no political links and no political passion, there was a time when the thought of becoming an MP would have seemed somewhat out of reach or rather unsuitable, but after two years in this place, I have realised that my assumptions of what makes an appropriate parliamentarian have changed. Actually, women are very much suited to decision-making processes. We urgently need to reach out into our communities and tear down the perceived barriers to this and other jobs. Where women can rise to the top, we need to ensure that our would-be colleagues feel that that is achievable for them.
Sadly, it takes a huge amount of courage these days for women to stand to be MPs, because we are often scrutinised through a different lens from our male colleagues. Interest in our personal lives, how we raise our children and how we look—what we wear, what our shoes look like and so on—is still interesting to people. We have not quite gone beyond that. Over the pond, a presidential candidate and former Secretary of State—we know who we are talking about—was branded a “nasty woman” during the presidential election. When a boy or a man asserts himself and considers himself a leader, that is okay, but we are still in the realm of women being seen as bossy when they want to be leaders. That issue was bravely addressed by the shadow Home Secretary when she spoke out about the sexist and racist abuse she received through social media. Sadly, we know that she is not an isolated example. As was revealed back in January this year, almost two thirds of respondents to a BBC survey on the mistreatment of female MPs said that they had received sexist comments from fellow workers and fellow MPs.
I chose to cut my hair and have a political haircut to look more like a politician. I got here and decided to throw that book out the window. I have certainly looked at parliamentary procedures and processes and how we actually do things, and I know, having spoken to former trailblazing women MPs, that there was a certain look and style that we were supposed to conform to in order to fit in. I am delighted that we all know that we do not have to do that anymore. When we put ourselves out there to stand up for our communities, we feel incredibly vulnerable about how we look and what we do. New MPs enter a whole new world where inflection and inference is under a level of public scrutiny that cannot be believed. Every single word we utter—I have already been speaking for some time—will never go away. Hansard has a lot to answer for. We have to be ready for that scrutiny, whether we are male or female.
Not only is there pressure for women to be here, but we need to be extraordinarily effective, both at home and at work. We all have to be superwomen now. It is not only that we as MPs have to look perfect and be perfect; there is a danger in all society that those participating and putting themselves in the public eye have to do everything brilliantly. I have heard that from some of our new female MPs. They have the pressure of not mucking up, not drawing attention to themselves once they get here—it is really difficult—and matching our experienced male colleagues. It is about justifying our female presence here and messing up the status quo in Westminster. All parliamentarians have the responsibility to demonstrate that the Westminster bubble is broader, more welcoming and better than it is perceived to be. It is more inclusive and the outdated notions are on their way out, and we have a part to play in that.
Dare I point out the obvious? We have a female Prime Minister. We also have a female Home Secretary. The Leader of the House is female. The Secretaries of State for Education, for Digital, Culture, Media and Sport and for International Development are all of the so-called fairer sex, but frankly they are just powerful women. In my party, we acknowledge that diversity in the Opposition and other parties is extremely strong. We should not be navel-gazing about whether we are getting things right; public perception of what it is to be a woman making a decision must be tackled, whether it is here or in any top job. Through that, we can ensure that hidden female talent, whether it is political or in any other role, is found, supported, mentored and encouraged, so that we all feel that we can stand for election.
I am really proud of the women in Parliament all-party parliamentary group and in particular the mentoring scheme we are developing with Lloyds Banking Group. That scheme gives insights into getting those top jobs to young women across the country. That includes not only the realities of being an MP, but the opportunities that exist in the workplace, and I am delighted to be bringing the scheme forward. There are so many all-party parliamentary groups focused on female, family, health and community issues, and I am proud of all the work that has been done by men and women on those groups.
The women and enterprise all-party group, led by my hon. Friend the Member for North Warwickshire (Craig Tracey), is to be applauded, as is the work on baby loss done by my hon. Friend the Member for Colchester (Will Quince) alongside my hon. Friend the Member for Eddisbury (Antoinette Sandbach). We are working on a cross-party basis—male and female—championing heart-breaking and difficult causes. Having more women here in Parliament gives us the opportunity as parliamentarians to champion and tackle those difficult and often unspoken challenges. It was shocking and poignant to hear that, until International Men’s Day last year, this House had simply not discussed or understood male suicide. We should be out in our communities highlighting and explaining that work to our constituents. I applaud the fact I have been given the opportunity to have this debate.
There should be a focus on specifically promoting this job to women who have never considered standing for election, as we heard from my hon. Friend the Member for North Warwickshire. As the Women and Equalities Committee report made clear, we cannot take it for granted that the number of women MPs will just carry on increasing. We are meant to push to be world leaders in women’s representation, so we need to be working closer to home. If we do not agree on targets, why are we so afraid of setting goals?
I started my journey into politics as a non-political local parish councillor, co-opted in after complaining about the local play facilities. Then I was elected on to a town and district council. Now I have the honour of serving the constituency of Eastleigh as its first female MP; some of the previous male incumbents had some complications, so my constituents turned to a woman.
Given my personal experience, I am so delighted to be here as an advocate for local government and an access point to politics and to Parliament, but efforts must be made to develop the pipeline of female councillors so that they can learn the challenges of local government and be able to enter a political career at a less intimidating point. Councils are less political and are community-led—surely a more attractive place for someone to be, if they find they have time on their hands. Women must be welcomed into parties. They must be given the opportunity to stand for winnable seats and have a realistic route to political success. I welcome the fact that in 2017, my party actively looked to field women as candidates in 50% of the retirement seats, which were winnable.
If we cannot set targets or goals, how on earth can we get people to fill out the application forms? I spent four years toying with the opportunity to become a candidate to be a Member of Parliament. The timing was not right for my career; I felt I needed time to gather my experiences and personal confidence before taking the plunge. Carers and women returners will know that—this resonates beyond politics—as men and women we must support our loved ones on their next employment step. We all have a lot to give.
Incidentally, one of the recommendations in the Women and Equalities Committee report called on the Government to take action by supporting all-women shortlists. I must say I am not massively in favour of such shortlists, even though I ended up on one myself. I must admit that the last man standing stepped down due to life-changing issues, so I was called in. On reflection, I am not totally certain that I would have wished to have been the token female candidate, added to the list for diversity’s sake. After all that dithering on my application form, I was finally there to be counted.

I thank my hon. Friend the Member for Eastleigh (Mims Davies) for securing such an important debate today. As a 28 year-old female Scottish Conservative elected to this House, I bucked many trends on 8 June. I am one of the youngest MPs, I am a Scottish Conservative MP and, of course, I am female. As the other speakers have mentioned, there has been considerable progress made to encourage females into parliamentary careers. The recent election statistics are incredibly encouraging and show the highest number of female MPs to date, at 208.
The Conservative party has an incredibly proud record on promoting women in Government. The first woman to sit in the House of Commons, Nancy Astor, was a Conservative. We were the first party in the western world to elect a female leader and Prime Minister. We have now had two female Prime Ministers and are continuing to work hard to attract female candidates in local and national elections and to participate in our party through the Women2Win movement. Back home in Scotland we have a female leader who we hope by 2021 will be the second female First Minister of Scotland.
I absolutely agree that more could be done to encourage females into a parliamentary career. Our 32% ratio of women in the House of Commons puts us at 46th in the world rankings. Of course, having fewer females in the House has an effect on our Committees, our Cabinet and other roles. Perhaps I am in a minority, but I strongly believe that I have never been disadvantaged or advantaged in life because of gender. What I have achieved in whatever area has been down to my strong will, determination and merit. In order to deliver a promising future for women in politics, we must seek to break the barriers as opposed to seeking to reach targeted quotas. Success has to be based on merit. What are those barriers and how do we break them?
Women often take on a greater support role within the home, even in days of increasing equality and less of his and hers tasks. They regularly take on the majority of tasks in the home, acting as a support for partners and their children. Careers in politics seem to have a stigma of male dominance and a public perception of an aggressive environment. The demands of the role of a Member of Parliament split the week into two locations—in my case, six hours apart. With a constantly changing diary there is little certainty and routine, which is what families and young children need.
For me, this is one of the largest obstacles in the way of a female parliamentary career: the difficulty of integrating family life into Parliament with long hours, late-night sittings and often working seven days a week with little down time. Those aspects of the role of a parliamentarian make it impossible to spend as much time at home as one might wish to. Perhaps it is therefore the responsibility of us as females in politics to reach out to the public, further promote what the role involves and remove the uncertainty and fear that surrounds it. It is demanding and it is not easy to juggle life, but it is hugely rewarding. Not one of us would deny that. We must explore in more depth further family-friendly measures, including some of those mentioned today. Studies show that the early years of a child’s life are of the utmost importance in their development. The roles of a Member and a parent are not mutually exclusive.

It is a pleasure to serve under your chairmanship, Sir Roger. I welcome my hon. Friends from across Merseyside to the debate—I include the hon. Member for Southport (John Pugh), who is an hon. Friend on this occasion—as we all speak up for education in Merseyside. We have an opportunity today to do a number of things. The first is to celebrate the many excellent things that are happening in education across the Liverpool city region. The second is to identify some of the challenges, and the third is to seek answers from the Minister on a number of key issues.
I would like to start by thanking and paying tribute to the hard-working people across the education service in Merseyside, including the teachers, the support staff, the governors who give their time voluntarily and, above all, the children and young people. I want to address some issues that relate to my own constituency and then speak a little about challenges facing the city of Liverpool, before finishing with some observations about opportunities for the city region.
Let me start with the early years, which are so vital. We know that people’s life chances are shaped when they are very young. We know the impact of poverty and family background. One of the greatest achievements of the previous Labour Government was Sure Start and the creation of children’s centres, which play a crucial role in my constituency. Liverpool has faced massive cuts in its funding from central Government. The city council’s cuts from central Government are as high as 58%, yet the council has sought to protect children’s centres. At the moment, the council is seeking funding from the clinical commissioning group to enable children’s centres in Liverpool to continue, which I very much hope is successful.
I want in particular to talk about nursery schools. I have two nursery schools in my constituency: Ellergreen and East Prescot Road. Both were judged outstanding by Ofsted, yet both are in fear of their funding being under threat. I know that the Government have promised an additional £55 million nationally for nursery schools over the next two years, but I seek assurances from the Minister today that the long-term funding that is so vital for our nursery schools will be provided, so that their excellent work in providing quality early years education is protected.
I have some great primary schools in my constituency. We know that school readiness in Liverpool is significantly below the national average. Communication, language and literacy levels are well below the national average. That is why the schools rightly place a great emphasis on literacy and numeracy. I contacted the Liverpool Primary Headteachers Association ahead of today’s debate, to ask its members for some thoughts. They expressed a number of fears that they wanted me to share with the Minister. They fear that the new assessment framework in primary schools might increase the likelihood that teachers are teaching to the test. Their fear is that we are not sufficiently recognising the great progress made in our primary schools, as well as rightly looking at the outcomes. They have a significant concern—of course, this is not only in my constituency—about recruitment of school leaders in the primary sector. In particular, they mentioned recruitment and retention of newly qualified teachers and subject specialists in our primary schools.
We have a fantastic set of special schools in my constituency. Two weeks ago, I met students from Sandfield Park School in my constituency to discuss the future of education in Liverpool. That was part of a superb initiative by the Liverpool Schools Parliament, which gives a real voice to children and young people in the city of Liverpool. I would like to mention Jeff Dunn, the council officer who leads that great initiative.
Whenever I visit schools and colleges, one of the issues that comes up most consistently is information, advice and guidance, and in particular what is available for those in the 14 to 19 age range. There are issues of quality, consistency and impartiality. Availability of good information, advice and guidance is crucial at both 14 and 16. It is particularly important that we address this issue for those who are not going down the A-level route. That issue has been raised with me by colleagues in further education and by the excellent university technical college and studio school in Liverpool.
There is a school in my constituency that I have mentioned before, and I mention it again today because it is an example of best practice. Cardinal Heenan Catholic High School provides superb advice and guidance from age 11. It issues year 7 students with a passport, which is updated through their years at school. It has industry days, where people from different occupations are invited to come in and talk to the boys so that they can learn about potential occupations. That is a fine example, but sadly it is still too rare. Will the Minister tell us what the Government are doing to encourage and spread best practice across the board in information, advice and guidance?
Connected to that, we still have not got the issue of high-quality technical, practical and vocational education right in this country. I see great work in the City of Liverpool College, in the Alt Valley Community Trust and its North Liverpool Community College in my constituency, but whenever I talk to leaders in further education and in technical and practical education, they talk about spending cuts in FE and uncertainty—for example, about the implementation of the apprenticeship levy.
I am keen that the most academic students have the best opportunities they can. Last year, I established the Liverpool to Oxbridge Collaborative. I am working with eight local secondary schools to ensure that the most academically able students have the information and advice they need, and that they have the opportunity to visit Oxford and Cambridge and get help with their applications and interviews. I have been struck by the enthusiasm that the students who have been identified to be part of the project have shown, by the amazing support they have had from their parents and by the commitment of the schools and teachers to it. The goal is simple: the most academic pupil at a comprehensive school in my constituency in north Liverpool should have the same chance to get into our best universities as students at the top private schools. They will get the full support if they make that choice.
Of course, education is not only about young people. Lifelong learning is critical. I am struck in my constituency and across Merseyside at the positive work that trade unions do in promoting education—for example, via Unionlearn, the Trades Union Congress learning and skills organisation. I am also proud to be a patron of the Workers Educational Association, which does fantastic work in Liverpool and across the country.
In 2012, the Mayor of Liverpool, Joe Anderson, set up an education commission. He invited my noble Friend, Estelle Morris, to chair that commission, and its report, “From Better to Best”, was published a year later. Over the last two decades, we have seen a significant improvement in the quality and results of schools across Liverpool. GCSE performance has moved from well below national average to much closer to it, reaching a peak in 2012 of 56.8% of students achieving at least five A* to C grades including English and maths. However, those results started to fall back after 2012, to 48.6% last year. I am encouraged that the provisional results suggest we have turned the corner, with Liverpool schools’ results going up to 51% this year. That is still below the national average but it is an improvement on last year.
A lot has been done since the Mayor’s commission. The Liverpool learning partnership is a very exciting innovation that recently gained charitable status. It is a membership organisation, and its members are the schools of Liverpool. Almost every single school is a member, including academies and free schools and the further education college. It is taking forward a number of programmes, such as “City of Readers”, which takes up the challenge that Estelle Morris set to make Liverpool the United Kingdom’s foremost reading city; “Liverpool Counts”, which seeks to focus on numeracy; and the new cultural education partnership. The aim is to work with schools, local authorities and School Improvement Liverpool. It is an excellent example of collaboration and I urge the Minister to study the strengths and achievements of the Liverpool learning partnership and to learn lessons for policy in other parts of the country.
Last year, the Mayor and Councillor Nick Small, the cabinet member for education, asked me to chair a strategy group to establish a Liverpool challenge. The vision is straightforward. How do we make reality of the mayor’s education commission report? How do we move from better to best? What can Liverpool schools learn from one another? What can the world of education in Liverpool do to learn from the world of work and what can we learn from other parts of the country?
When I was a Minister, I had the privilege of leading the London challenge. I recognise that Liverpool in 2016 is very different from London in 2003. There is not the extra money there was at that time and the context is of course different, but I believe we can learn from School Improvement’s experience in other parts of the country and indeed of the world. I am delighted that we have engaged the support of Sir Tim Brighouse, who worked with me on the London challenge, and the Education Development Trust, led by Steve Munby, to support schools in Liverpool to achieve that further improvement.
The goal is simple. To use the Sir Tim Brighouse’s phrase, we want to improve on previous best. There are many components, and one is to ensure we have the money to improve on previous best. There is real concern across Liverpool about the potential effect of the proposed change to the schools funding formula. I tread with care, because I realise that other parts of Merseyside might benefit from the proposed change, but I am focusing on the city of Liverpool, where estimates suggest we could lose £300 per child when the formula changes.
I know that the new Secretary of State has delayed introducing the new formula and I welcome that delay. I urge the Minister to listen to Liverpool schools’ concerns so that we do not lose out when the funding formula change happens, because it is vital to have the money we need to be able to deliver the quality education that children and young people have every right to deserve.
Finally, I want to say something about the role of Liverpool City Region Combined Authority. I am delighted that my hon. Friend the Member for Liverpool, Walton (Steve Rotheram) is here today. Devolution provides great opportunities for local communities, local people and local authorities to work together to achieve real improvement.
On education, the existing devolution agreements are positive. The adult skills budget is devolved, which is critical because of the number of adults across the city region with no formal qualifications, and is significantly higher at 11.5%, compared with a national figure of 8.6%, which is a national scandal, but our percentage is higher. Having the adult skills budget devolved is crucial, and we have some powers over apprenticeships and post-16 education and training, including leading on a local skills strategy. These things are important. The metro mayor, working with the combined authority, can truly drive a skills agenda that meets the needs of employers and citizens across the city region. Will the Minister do all he can to ensure that the city region has the resources it will need to do that properly?
I urge the Government to go further. I served as a Minister in the Department for Education, and it is fair to say that, whoever is in power, it tends to be rather centralist in its approach to policy. It was thus when I was there and it remains so now, particularly with the planning and commissioning of new school places around the country. Decisions are made at the centre. That is wrong and goes against the spirit of devolution, which is that decisions should be made close to where the people affected by those decisions live. Liverpool’s city region is of the right scale and size to be able to plan for future school places. Will the Minister work with the city region to explore devolution of the regional schools commissioner’s work?
Ultimately, the Liverpool challenge, which is about the city of Liverpool, could be taken up across the whole of Merseyside. It would be a more successful challenge if that were done because there are lessons to be learned from different parts of the city region.
This debate deliberately has a broad title to enable colleagues to participate and to raise a wide range of issues. I have focused on just some of those issues: funding, the pace of change and the narrowing of the curriculum. I want to finish by making an observation and then reiterating my six questions for the Minister.
The observation is that teacher morale is really important and morale in our education system now is at an all-time low. That concerns me enormously because money and resources are critical and the accountability framework has a massive impact. The curriculum matters and assessment matters, but having highly motivated and committed teachers, support staff and leaders in our system is surely the most important ingredient of a successful education system. Will the Minister reflect on that? We all have a responsibility to ensure that morale is raised across our education system.
Will the Minister safeguard funding for nursery schools nationwide? Will he encourage best practice on information, advice and guidance? Will he learn from the collaborative approach of the Liverpool learning partnership? Will he protect the Liverpool schools budget as the formula changes? Will he look at the Liverpool city region and, in particular, ensure it has the resources to deliver the local skills strategy and move to give it powers to shape the commissioning and planning of school places? Those are reasonable demands to enable a good education system across Merseyside to become a much better education system.
I welcome the opportunity to raise these issues today and look forward to hearing from my colleagues and the Minister.

I understand what my hon. Friend is saying. I happen to be president of Herne Bay air cadets, I am heavily involved with the Sea Cadets, and I am involved in the scouts and the guides movements. I am a vice-president of St John Ambulance. I also participate in Duke of Edinburgh’s award schemes. They are all very worthy organisations, but the bottom line, as my hon. Friend knows and as I know, is that the overwhelming majority of children, for whatever reason, do not take advantage of any of those schemes. We are talking about life and death, and he ought to consider that very seriously indeed.
I take my hon. Friend’s point, but I will explain why I do not think first aid is worth teaching in schools. My fear is if we start doing in school all the things that happen at the scouts, the guides and the Duke of Edinburgh’s award, there will be no point in people joining them, and these very worthy organisations—
But the hon. Lady’s Bill is not restricted to that—it will cover all sorts of other areas that may not be as she describes. My hon. Friend the Member for South East Cornwall made a serious point about a serious reservation.
I am very sorry that people seem to think they can come here with a worthy sentiment and expect it just to be nodded through because it is a worthy sentiment. That is not the purpose of this House; the purpose is to try to scrutinise legislation, and some of us take that seriously.
I have been in this House for 32 years, and I think I know my way around the Bill procedures. I think I am right in saying that if a Bill has a Second Reading, it usually then goes into Committee, where it can be studied line by line and, if necessary, amended line by line. I would like to think that given that this is a matter of life and death, my hon. Friend might allow this Bill to have a Second Reading and then allow it to be dissected, if necessary, in Committee.
It is not often that my hon. Friend makes a ludicrous argument, but I am afraid he has just done so. That would be like saying that any Bill should automatically be nodded through on its Second Reading because then we can amend it to how we would like it in Committee. That is not how this place works, as he well knows with his 32 years of service; I hope there will be another 32 years. The point of the Second Reading debate, as he helpfully identified, is to decide whether we agree with the Bill in principle. The principle of this Bill is given away by its title—the Compulsory Emergency First Aid Education (State-Funded Secondary Schools) Bill. I do not agree with the principle of compulsory emergency first aid education in schools, so why on earth would I want to allow such a Bill a Second Reading, any more than he would vote for the Second Reading of a Bill whose principle he disagrees with? That is how this place works.
If this subject is to be added to the national curriculum, as proposed in the Bill, will Ofsted be required to assess and monitor its teaching to see whether schools are fulfilling their obligations under a revised Education Act 2002? Surely it follows that Ofsted must check to ensure that students are being taught appropriately, taught to a high standard, and taught well. It will have to be trained to judge the teachers to assess the level and quality of the first aid lessons they are offering to students. That seems to be another bureaucratic nightmare that Ofsted, and the teachers in the schools it is inspecting, could well do without. Nor do we know how much support the Government are going to give to allow that to happen. That is why I believe that this is better done on a voluntary basis.
