Commons ChamberAbsolutely. The right hon. and learned Lady is also very much to be celebrated. It is a shame that she is not here so that I can thank her personally.
May I make a bit of progress? I really want to talk about the lasting change that starts with education. Girls are now outperforming boys at school and outnumbering boys at university. We really need to ensure that success in school translates into career success. To do that, we need to free women and girls from the pressure to conform to restricted choices in aspirations. There are no longer such things as boys’ jobs and girls’ jobs; there are just jobs. That is why the Government are working so hard to broaden girls’ career choices by encouraging more of them to consider careers in science, technology, engineering and maths. Those are the skills that our economy needs and those are the career choices that will narrow the gender pay gap, which, I am proud to say, is now narrower than it has ever been, and it is the Prime Minister’s ambition to eliminate it altogether within a generation.
I will make a little bit more progress. We have published regulations that will increase transparency around the gender pay gap, and we expect employers to start publishing the required information from next April. We have been working closely with business on these regulations at every stage, and we will provide a package of support to help employers calculate, understand and address their gender pay gap areas.
It is also vital that we continue to gain positions of leadership and influence in business. I am delighted that Lord Davies’s target of 25% of women on the boards of FTSE 100 companies has been met and exceeded. Across the whole FTSE 350, the proportion of women is more than double what it was in 2011. Backed by the Government, this business-led approach is working. The work is not over. We need to promote the business-led 33% target for FTSE 350 boards. I am delighted that Sir Philip Hampton and Dame Helen Alexander will be bringing their wealth of business experience to a new review into the executive pipeline.
Many of the initiatives I have mentioned have been led by the Government Equalities Office. I am immensely proud to be a GEO Minister alongside my colleague the Secretary of State for Education, and to continue the work that has been done by making sure that in everything we do we make the UK a better place for women to live and work.
I am also proud of how the Government lead the way internationally on promoting women’s rights. I was honoured to lead the UK delegation to the convention on the status of women in New York earlier this year, which involved delegates from across the world. It was striking how many common issues were raised that affect women globally. Economic empowerment, the violence against women and girls mentioned by the hon. Member for Wirral South, and political representation are all issues for women across the world.
The progress we have made on these issues has not simply been given to us. It has been fought for every single step of the way and there is still such a long way to go to achieve the genuine equality we all want to see. The hon. Member for Wirral South spoke powerfully about the speech made by the hon. Member for Birmingham, Yardley (Jess Phillips) earlier in the year. Two women a week still die at the hands of an ex-husband or partner, and although we have made so much progress in increasing the number of convictions and prosecutions for domestic violence, every single one of those women is a woman too many.
I speak as the 380th woman elected to Parliament; we all have our number. We heard about American politics, and, as we heard from Madeleine Albright, there is a special place in hell for women who do not support other women. In this wonderful debate, the hon. Member for Wirral South (Alison McGovern) made a point about the safety of women in the context of refuge, of homes and of having a voice. Will my hon. Friend, as women’s Minister, ensure that we as a Government will take that very seriously?
Absolutely. Protecting those who are vulnerable or under threat is fundamentally one of the most important things we can do as a Government, but it is not just about women. As the hon. Member for Oldham West and Royton (Jim McMahon) said earlier, men are powerful agents for change in gender equality. It was a man who presented the petition to Parliament 150 years ago and men can still be part of the solution.

With your permission, Mr Speaker, I should like to associate myself with the remarks made earlier by the hon. Member for Liverpool, Wavertree (Luciana Berger). Today we had the decision by the jury sitting in the inquest into the tragic death of 96 people at Hillsborough. It has been a terrible tragedy, and it has taken a long time for those families to arrive at justice. Today is a significant day and I simply want to place on record my thanks to the coroner and his team and to the jury for their work.
Victims of domestic violence need a modern family court system that provides special, well considered safety measures for people who are directly facing the perpetrators of those horrific crimes. Can the Minister assure me that the Department is doing everything possible to ensure that we have a modern family court system that protects vulnerable individuals at those times?
Yes, the Government are absolutely committed to supporting all vulnerable and intimidated witnesses, especially those who have been subjected to domestic abuse, to help them to give the best possible evidence so that offenders can be brought to justice. That is why we have put measures in place including, as I said earlier, the ability to give evidence while screened from the accused in the courtroom, by live video link from a separate room within the court building or from a location away from the court building altogether. Our changes to the courts will only help this.

Public Bill CommitteesWe have a diversity of authorities in the country. When a fire and rescue authority is part of a council, the council provides the scrutiny of the fire and rescue function. There is an in-built scrutiny of the fire and rescue services by the local authorities. The Bill requires a PCC to provide police and crime panels with relevant information regarding their role as the fire and rescue authority. Police and crime panels are currently comprised of members understandably concerned primarily with matters of policing, so the new role will present a considerable extension of the role of the police and crime panel.
The Home Office currently provides funding to cover the cost of operating police and crime panels under the new burdens principle. However, the Home Office is yet to confirm to panels whether the funding will be available from 2016-17. In addition, the Home Office funding currently amounts to only £53,000 per panel annually. The Home Office calculated the amount to be paid to panels on the basis that they would need to hold only four meetings a year to provide the PCC with the light-touch scrutiny that it was thought was needed. Panels have struggled to ensure that they provide appropriate scrutiny of the PCC and fulfil their statutory duty in just four meetings a year, and they will struggle even more if they are expected to scrutinise the PCC’s role as a fire and rescue authority as well.
How, then, do the Government expect police and crime panels to deal with that extra burden of responsibility? Will independent experts, with knowledge of fire and rescue services, be co-opted on to panels? Will the co-opted policing experts be expected to scrutinise the PCC’s job as the fire and rescue authority? If so, what training is in place to ensure that they develop the required expertise? I am concerned that this model of governance will not provide the level of scrutiny required. We will therefore have police and crime panels, which are already creaking under financial constraints, further lumbered with the requirement to scrutinise police and crime commissioners in their role as fire and rescue authorities—a subject outside their expertise. Is it any wonder that the fire and rescue service is concerned about becoming a Cinderella service?
In our amendments we are proposing to create a separate fire and emergency committee, to be set up with powers to properly scrutinise police and crime commissioners over their role as fire and rescue authorities. Given what the Government are proposing in London, it is clear that they should support my amendment, because it is all consistent. In the provisions for London, the Bill sets out a fire and emergency committee to scrutinise the fire commissioner, who is appointed by the Mayor. Why should the rest of the country expect less scrutiny? Our amendment would create analogous committees wherever a PCC takes over a fire and rescue service. That will ensure that the governors of all fire and rescue services get the necessary level of scrutiny. What is good enough for London is good enough for the rest of the country.
What would that look like, and what powers would they hold? We propose that when the Secretary of State makes an order for a PCC to take over the fire and rescue authority, she must make provisions to establish a local fire and emergency committee within three months of the order. The committee would be comprised of a balance of members from the local authorities in the relevant policing area. It will also be able to co-opt independent fire experts on to the committee. They would be responsible for keeping under review the exercise of functions of the PCC, submitting proposals to the PCC and reviewing any draft documentation produced by the PCC. In short, they would provide scrutiny of, and advice to, PCCs in relation to the performance of their fire responsibilities, and they would be a proper scrutiny body rooted in local democracy.
This amendment would also enable a local fire and emergency committee to require a PCC and chief fire officer to attend local fire and emergency committee proceedings and to produce to the committee documents under the PCC’s control or possession. They would have powers as well as responsibilities. The Government will note that the proposals for the role of the fire and emergency committee is concurrent with its role in London. If the Government support it in the capital, they really should support this amendment.
The amendment would create a separate fire and emergency committee to rigorously scrutinise the PCC on its fire responsibilities. It would remove budgetary pressures from the police and crime panels and ensure that experts in the field of fire are given a scrutiny role. Furthermore, it would bring scrutiny of PCCs outside London in line with that in the capital. If the Minister believes that a fire and emergency committee is required in London, I urge him to support this amendment.
New clause 13 would require the Home Secretary to establish a national inspection regime for the fire and rescue service. I tabled it to put on the record my concern about the absence in the Bill of any form of independent inspection of the quality of fire and rescue services. Police forces are subject to review by Her Majesty’s inspectorate of constabulary, which has a remit to ask the questions that citizens would ask, publish the answers in an accessible form and interpret the evidence. That allows the public to compare performance, and enables the public and their elected representatives to push for improvements.
Some people will no doubt resent or even resist the remit of HMIC. I can hear them now saying, “Who inspects the inspectors? Who are they to lord it over us on the frontline who know what’s what?”. In the same way, some people in the education sector resent the existence of Ofsted—not something I want to examine in detail here, I am sure the Committee will be pleased to know. My point is that some form of independent inspection is part of the process through which the public, as well as decision makers, can be assured about the quality of the public services on which they rely. It is also a route that identifies questions that need to be asked, issues that need to be flagged, concerns that need to be aired and challenges that need to be posed.
The last Labour Government brought to an end the former fire and rescue inspection regime. We replaced it with a role for the Audit Commission in providing a view on the economy, efficiency and effectiveness of fire services. Of course, the coalition Government, in their bonfire of the quangos, abolished the Audit Commission. It is an excellent development that, following the abolition of the Audit Commission and the national performance framework, the Local Government Association developed the operational assessment and fire peer programme as the focus of sector-led improvement, providing a boost to local accountability.
It is great news that, since its launch in 2012, all 46 fire and rescue services have undertaken the review. I am sure the Minister has heard, as I have, from front-line fire chiefs and operators that the peer review has helped them to develop their services and challenged them on areas where they could make their performance better. It has helped to plug the gap that was left behind, although some of us might think it is a bit too soft, because the peer review stuff does not have any teeth if people do not choose to improve the services that they are providing.
I am and always have been a great believer in local accountability. As a councillor for 18 years before being elected to this House, I experienced at first hand the discipline and accountability of an election, and the role of the ballot box in enabling our communities to have a say in the quality and effectiveness of the services that are delivered to them. It is a very powerful tool. However, excellent as the peer review programme and the accountability of the ballot box are, when it comes to a function as vital to public safety and community well-being as the fire and rescue service, I do not think they are good enough.
I am thinking back to the point about accountability and scrutiny in the fire service. As a councillor for nearly six years—I did not do quite as many years as the hon. Lady—it was the one area that I felt I had very little connection with, despite being an elected member. As a Member of Parliament, I have connected with the fire service in Hampshire and seen great work where it has looked at its peers and worked very well with the police. As a local councillor, I felt that the fire service was the one area that the electorate were excluded from in respect of how it worked with the community through elected bodies. I understand where you are coming from on this, but I like the idea of the PCC having a direct link with the community.

Steve White: The police service and, indeed, my members—the 124,000 people who I represent—recognise and value the expertise that the fire service brings, and we work incredibly well together at the scenes of many, many incidents and operations; of that there is absolutely no doubt. Provided that that separation of professional responsibility remains, I do not necessarily think that there is an issue. We have sympathy with some of the issues in relation to the fire service. I am sure that they have similar concerns for issues that we have. I am sure we would continue to work very closely together, so I do not necessarily see it as a massive issue. Of course, when we had the police service escorting green goddesses—I experienced this through disputes years ago—it was because of strike action, but even so, I think the fire service recognised the limits and capabilities of the police service. We just have to be pragmatic, deal with it and be professional in dealing with it.
In relation to collaboration, let us be brutally frank: collaboration between police forces and other agencies is not working as efficiently as it should. It is absolutely true that that is the case. Sometimes it is cultural. Sometimes it is managerial. Sometimes it is about egos. Sometimes it is political. There needs to be a locus to ensure that collaboration within the police service and across other agencies happens as effectively and efficiently as possible. Indeed, there have been many instances where my members have been working within collaborative organisations and have seen the frustrations—why are there three different annual leave policies for three forces that are collaborating on specialist operations? They have to go to three different resource units to take time off. Our members can see that it is not working as well as it should.
I am not saying that people have refused to collaborate; I am just saying that from a cultural perspective, there is still quite a lot that needs to happen. There is an opportunity for a central locus to say, “No. You need to collaborate under this framework and get on with it.”
Ben Priestley: The issue of industrial action is maybe not as important as some might initially think. Forty per cent. of the police workforce can join a trade union. It is a reasonably unionised workforce. Over half the workforce is in a trade union, and there has not been a history or a tradition of industrial action. That, I think, is testimony to the good quality of employment relations and the negotiating machinery that we have. Whichever service we are thinking about, it is the quality of the industrial relations that determines whether there are industrial disputes or not. As the saying goes, it takes two to tango, and very often industrial disputes are an indication of a failure of the system, rather than any in-built problem with the fact that certain workers have a right to strike.
In relation to the broader concept within the Bill of a single employer, once we begin to unpack that, there is an awful lot in it that will have to be dealt with and that will involve police services, and potentially fire and rescue services, in a huge amount of work—for what end? It brings together four or five different negotiating bodies under one or maybe two or more employers. The Bill is unclear whether the police and crime commissioner will be the single employer, whether he or she can delegate to the chief constable and whether the chief constable can then delegate to another individual within his or her force. That part of the Bill hopefully can be examined properly in Committee, and we certainly would like to put evidence up at that stage to help the MPs on the Committee to understand some of the complexities around the single employer model.
In relation to the duty to collaborate, I think the Government supported the establishment of the emergency services collaboration working group, which reported last year. I am sure the Committee will want to have a look at its report, which said that in about 90% or 95% of cases, collaboration was already happening. It is difficult for us to say exactly what the quality of that collaboration was, but most of the respondents to that survey said they were entirely happy with the level of collaboration. The group showed and said in its report that the jury was out on whether collaboration was actually going to save money. The Government make some fairly steep claims in relation to what collaboration will or will not do in respect of saving money and efficiencies. There is no actual evidence at this stage that collaboration will save money. The Committee might want to gain further insight into that as part of its deliberations.
Chief Superintendent Thomas: I will add an observation and a couple of quick points. In my mind, ultimately the question is whether this is good for the public and whether it delivers a service to the public. There are definitely opportunities within this for efficiencies, in terms of coterminosity around estate, procurement and fleet requirements and HR functions, for instance. There are definitely opportunities for efficiencies there. There are already examples of that taking place in parts of the country, in force areas, with fire services.
I refer you to the HMIC report of July 2014 on meeting austerity. To reinforce my point about some of the challenges of this, that report referred particularly to the difficulties around collaboration. In preparation for this Committee hearing, I read Ken Knight’s review. That almost mirrored the language used, with there being exactly the same challenges within the fire service. We are overlaying another area of complexity on top of the challenges that Steve has just articulated, in terms of how we are trying to collaborate among ourselves. Ultimately, the terms “patchy” and “fragmented” are used in both reports. That demonstrates some significant challenges in terms of how we would actually make this happen.
Q Have any benefits of collaboration actually been seen? I heard quite a negative picture, but were there any benefits that the panel could see?
Chief Superintendent Thomas: There have been benefits but, again, I refer back to my previous comment. To give you a slightly historic answer on this, going back to that report, HMIC recognised that collaboration in policing was patchy and fragmented, and in the way that we were approaching it at the moment it would not meet the demands of austerity. That is partly because there is a vacuum in terms of who makes that decision.
Q So you cannot point to one single benefit, just patchiness?
Chief Superintendent Thomas: There is patchiness across the country, but in terms of macro-efficiency and cost effectiveness, I would have difficulty. I could probably highlight individual examples where there has been good practice. However, one issue that HMIC also highlighted is that the service has not been good at picking up those good practices in one part of the country and then transposing them very quickly to another part of the country. Sharing that learning has not been quick enough. That is an internal issue for the service—
Q Historically, would you have expected good practice to move as quickly as that?
Chief Superintendent Thomas: There is a cultural issue within the service of not picking up learning quickly enough and then investing in that learning in another part of the country. I think that actually we still have a way to go with that.
Steve White: There have been some benefits from collaboration, but it depends on what you are saying that the outcome of a collaboration is. Over the past four years, with resources having been taken out of the police service, a lot of our ability to continue to provide a service has come from collaboration. An example is our federation conference last year. We asked the Home Secretary to visit and so there was a big security issue, and bomb dogs were needed. There are no bomb dogs in Dorset, but we had a dog which came all the way from Cornwall. That is a long distance to travel, but it meant that although there was not a dog on duty in Dorset, because of that collaboration they were able to deal with that issue. There are some question marks over that in terms of whether it might have been easier to have had a dog locally but, anyway, that is what happened.
One example of collaboration which has always worked quite effectively and has been in place for quite some time is the central motorway police group within the West Midlands. That is a collaboration between a number of forces that has always been very effective, and has been in place for a number of years. To a degree, that is a model of something where collaboration can be effective and can improve efficiency and the service to the public. It depends on whether you are talking about collaboration as a way of improving the service to the public, or just keeping the wheel on.
Road safety partnerships are clear examples of significant collaboration between services. I am surprised that that was not given as a clear example, but that is helpful.
Q I have a question specifically on the points of collaboration mentioned by Chief Superintendent Thomas, who said that the sharing of good practice had been patchy and slow across the country. Do you think that increasing collaboration will increase or reduce the speed at which good practice is shared across the country?
Q Do you think there is any merit in a statutory responsibility for emergency services to respond to and collaborate on major incidents such as flooding and terrorism?

Steve White: In my experience, we already work incredibly effectively, certainly in my own force of Avon and Somerset. The recent floods in Somerset are a prime example of where excellent work is done through collaboration. Whether or not it needs to be mandated through legislation is a matter for yourselves, I suppose. The police service is a can-do organisation; we make things work.
Q I want to touch on the opportunity, through the Bill and through secondary legislation, to change the rank structure. Is that a welcome opportunity?
Q I want to bring up the facility in the Bill for PCCs, police commissioners, to make their own decision as to whether they take on the receiving and recording of complaints. Do you have any problems with that?

That this House expresses its solidarity with International Women’s Day; notes with concern that, despite women making up 51 per cent of society as a whole, more progress needs to be made in electing women to Parliament, as well as in establishing equal pay and parity between men and women in positions of leadership; and calls for greater action against FGM and other practices that are harmful to women.
It is a great honour to open this debate. I begin by thanking the Backbench Business Committee for granting the debate and the hon. Member for Gateshead (Ian Mearns), who lobbied the Leader of the House—

Order. I apologise for interrupting the hon. Lady. For the benefit of the House, colleagues should be clear that this debate will not continue beyond 7 pm. There is, of course, an Adjournment debate to follow. What the hon. Lady meant was clear to me and it is important that it is clear to the rest of the House. There is, in effect, a provision of three hours for this debate. I hope that is helpful to colleagues. I admit that on this occasion I was tipped off by the Whip on duty who felt the need for clarification, and I think his tip-off was a shrewd one.

I thank the Leader of the House for the time allocated for this debate, which I hope will be as full as possible.
There are many areas in which inequality still exists for women. This debate will range, I hope, across complex and varied parts of our society and across the world. In the run-up to International Women’s Day, I have engaged with many colleagues across the House and in the other place, talking about the importance of this day and the issues facing women at home and abroad, and I have discussed with many gentlemen the importance of International Men’s Day. Today’s debate will perhaps boil down to this question: in the age in which we cherish equality of opportunity, why do women not actually get the same chances as men, and what is this Parliament doing to see that happen here and around this wonderful planet of ours?
Women have the chance to run or lead a business, to contribute properly to their community, to influence the world around them, to be paid the same, to be treated the same, to speak in this cherished Chamber and to be heard. Women do not want to be under threat or in danger just from walking home alone, or because of the dangerous or threatening nature of our personal relationships, or because of our religion or perceived position in our community or society.
On this day we have the opportunity to talk about and celebrate the achievements of women across the world, but also on this day we must highlight all the inequalities that still exist. I have two daughters and I want to see them grow up in a society where their gender has no relevance to their opportunities and what they can achieve. Today is my second daughter’s birthday. [Hon. Members: “Happy birthday!”] She is six, and International Women’s Day has real meaning in my house. I hope she is a truly international woman in the making.
There are invisible barriers to my daughters’ futures and to those of other girls. Today I hope we will go some way to confronting them. Equality is about choice. It makes me very proud to know that here, in the mother of Parliaments, we can act as a beacon of equality for women across the world. Today sixth-form girls from across the country are joining us. They have taken part in a series of events throughout the day and I know that some are watching us now from the Public Gallery.
As the chair of the all-party women in Parliament group, it fell to me and my team to make sure that we mark this day appropriately. We open Parliament today to students from across the UK. I want to thank my team and all those supporting me, including other MPs, for their help in making this important event happen, because almost 70 girls, from Aberavon to Ayrshire, and from Eastleigh to Ealing, have come here to be part of this day, to take this opportunity to contribute and to hear our democracy in action. I want to welcome two local students, in particular, from Barton Peveril Sixth-Form College and Eastleigh College.
Yet it was only in this parliamentary Session that we finally got a Women and Equalities Select Committee, which looks at the key issues that this Parliament is involved in. I am very proud to serve on the Committee, under the brilliant chairmanship of my right hon. Friend the Member for Basingstoke (Mrs Miller)—her son also has a birthday today, so many happy returns to him.
It is very easy today to think that the challenges of equality are in the past, but it took until 1995 for us to have the first woman chief constable, until 2009 for us to have the first woman poet laureate, and until 2011 for us to have the first woman commander of a Royal Navy warship. Of course, this country has been led by only one mighty female Prime Minister, and this House has been led by only one female Speaker. Rapid progress for women is absolutely not a subject for historical study; it is an urgent, continuing and pressing need now.
In our panel debate earlier today we listened to students discussing whether successful women are still seen as pushy, bossy or tokens, and indeed whether we do not actually get the opportunities we want because it is just about confidence. Thinking about successful women, it is worth noting that one in seven chefs hired in Michelin-starred restaurants in London are women— I wonder what Mary Berry has to say about that.
Are stay-at-home mums currently given the opportunity to make the choices that are right for them, or are they still being judged? I chose to stay at home and be with my children when they were very little, but I wonder whether I would still feel that that was a safe decision to make. Are we still judging our women? Are we really offering them answers to all these questions and allowing them to be part of the community in any way they choose? In order to get true parity, that is what we need to strive for.
All too often it is these set-piece debates in the Chamber that draw the focus of political commentators, so we perhaps see women in only one way. The press will focus on the high politics of our nation, rather than the huge contribution that many people make every day. We need more women councillors, school governors, magistrates, mayors, MEPs, Assembly Members and police and crime commissioners. Often women step forward for those roles but move on too quickly. Why is that? Is it because women take on those roles to deal with single issues, or do they still see barriers to the top?
In business, we need more women on boards and in senior roles. Of course, this Government have taken action to get more women into science, technology, engineering and maths and to get the next generation into leadership roles, but progress remains too slow. In 2013, 33% of local councillors in England were women, compared with 28% in 1997. We need to step up the pace.
I congratulate the hon. Lady and the Backbench Business Committee on securing this really important debate. On the question of progress, when I went to study electrical engineering at Imperial College in 1984, 12% of those studying engineering were women. Today the figure is exactly the same. A quarter of a century has passed, yet we seem to have made no progress in ensuring that science, engineering and maths represent the half of the world who need them as well. Does she agree that that is absolutely unacceptable?
Exactly that issue was highlighted in our panel debate this afternoon. I absolutely agree that we need to encourage more women into this area. There are 40,000 jobs available in the construction industry, and 45,000 in the agricultural industry. We are perhaps barring women from future opportunities. It absolutely worries me that we have not changed since the 1980s.
We in this House must be reminded that women’s power is at the ballot box. Women should be registered to vote, and we should make sure that all women feel it is important for them to make their own decisions.
Everyone knows that women were given the vote at the end of the 1914-18 war, but that cloaked the fact that working-class men were also given the vote. Does the hon. Lady, like me, celebrate the fact that women, through their campaigning, also led to those men accessing the vote? That should never be forgotten.
I always think that women campaigning do make things generally better for men.
We must be reminded of the power that women have at the ballot box. It was women voting in higher numbers for the Conservatives in May last year who returned a Conservative majority Government. It will also be women who decide whether we are in or out of the EU and who is the Mayor of London. We need women to come together to vote and to be active in politics, because their effect is always extraordinary, as we have just heard.
Hon. Members around the House will be thinking of the brilliant work of women campaigners. That includes the Women Against State Pension Inequality campaigners, who have come together and had a real impact. I watch with interest to see what results they will achieve. Those women will not stay quiet, and I salute them in their cause. It is a genuine challenge to this Parliament that we get the best outcome for those and all our women.
I am pleased the Government are taking the necessary action to bring about further equality. There are now more than 1 million more women in work than in 2010. The Government have also introduced legislation that deals with stalking, and I welcome that. We are not afraid to tackle issues that Parliament has left unaddressed for many years.
I congratulate my hon. Friend on securing this debate from the Backbench Business Committee. Does she also welcome the Government’s action on outlawing revenge pornography, which for too long has blighted the lives of many women in this country?
I absolutely concur. Just on Thursday, we had action on people posing behind aliases—the Crown Prosecution Service is carrying out a consultation on the issue—and using bullying and threatening behaviour on social media. It is absolutely right that the Government continue to lead the way in dealing with bullying, stalking and using personal relationships to affect people’s futures. We will be in a dangerous place if we do not tackle that.
The Government’s recent announcement on the gender pay gap should continue to shine a light on those companies that do not do enough to ensure parity in their workforces. We need more women on company boards, and work on that continues. There has been a huge leap forward, but we can expect to wait for 70 years for full parity at executive level, and that is not right.
On the gender pay gap, a lot of women in my constituency are in part-time work, and they are typically three times more likely than men to be paid below the living wage. These women are often not well off, and I ask the hon. Lady to join me in calling on the Government and Opposition Front Benchers to do all they can to address that pay gap, which affects the low paid so badly.
On the Women and Equalities Committee, we are shining a light on that issue. On part-time work—I will touch on this shortly in my speech, which the right hon. Lady may have been reading—it is interesting that, when it comes to men, we talk about agile working, while women appear, sadly, to be the downtrodden part-timers in some places. That needs to be corrected.
We need to put a better structure in place for our carers. I was a carer to my mother, and I am a mother myself. For many people in my shoes, there continue to be too many obstacles to being at home and a part-time worker. This country needs a true carers revolution that does not penalise women or, indeed, men who choose to stay at home with their children or to look after their loved ones. I spent time with my parents at that age, and I would never, ever change that, but I had the choice.
Does the hon. Lady agree that flexible working allows parents and carers to look after their loved ones while they continue to work, and that it is imperative that employers take that into account?
I absolutely agree that flexible working is really important for people to be able to attend doctor’s appointments and to know what is going on at home without being worried about work. Many people who work part-time open their laptops of an evening to make sure that they are up to date, because they have had to go home to care for their children or loved ones.
Part-time work is valuable. It is important and useful both to workers and to employers, yet part-timers are often seen as a stopgap. They are not taken seriously enough and are viewed as expendable employees. It is time to view part-timers as agile, capable multi-skillers who are flexible and come in and make a real difference. They look after families, homes and communities, and hold down equally important part-time roles. I challenge anyone in business who does not believe such workers to be as valuable and helpful and just as useful as their full-time members of staff. Perhaps it is time for such employers to reassess and listen harder to those vital and often more nimble workers.
I want to make it clear that it is not my intention to exclude men from this debate. Many male colleagues will want to contribute their own ideas about how men, as fathers, grandfathers and proud dads of daughters, can make a more just and equal society. International Men’s Day on 19 November highlighted some serious concerns about men’s mental health, male suicide and the modern pressures on men. This changing society will have a bigger impact if we do not bring men fully on this equality journey with us.
I am the 380th women to be elected to Parliament. Women have not played anywhere near an equal role in the history of this House, but we are getting there. I welcome the fact that we are moving towards better representation both in this Chamber and in all the issues on which we focus. However, there is much left to be done. Madeleine Albright, the former US Secretary of State, has said:
“There’s a special place in hell for women who don’t help each other”.
Many hon. Ladies and hon. Gentlemen have come to the Chamber to mark this important day. There is a unified view in this House that our work can bring true equality on International Women’s Day. I am delighted to have wide and broad support from men.
I pay tribute to my hon. Friend for securing this debate. As well as women’s representation in this Parliament, we should also consider what happens around the world. For example, Benazir Bhutto was the first female Prime Minister of Pakistan—indeed, she was the first female Prime Minister is the Islamic world—and she lost her life to an act of terror as she returned democracy to her country. We should pay tribute to women around the world. By way of declaration, I served as an adviser to Benazir Bhutto from 1999 to 2007.
My hon. Friend is absolutely right. Parliaments across the world will be looking at themselves today and rightly asking whether they are doing enough to make equality a reality. This debate on International Women’s Day is our chance to do just that.

The question remains: what, if anything, can be done to lessen the impact on those who will now have to work for longer before qualifying for their state pension, particularly those who it can be demonstrated were not notified over time, as they should have been?
Does my hon. Friend agree with me and my constituents in Eastleigh that the notice period for some of the women was simply far too short? We hope that the Minister will agree it is a great cause of regret that the largest group of women affected by the pension age increase sadly got less than eight years to plan for it.
I thank my hon. Friend for making that point. I know she has led a campaign in her constituency to that end. Ideally, we will hear such a statement from the Minister. I believe pension changes require 10 years’ notification and that 15 years’ notice was given for the 1995 changes, but, as she mentioned, the notice period for the 2011 changes was eight years, and even down to five years. As I was not in this place at that time, I am certainly very keen to find out more from the Minister.
Where I have issues with the motion is that although I agree very much with the concern raised, I do not ultimately see a remedy. I stood on a manifesto commitment that pledged us to deliver a budget surplus by 2020, which means that compensation for this matter would have to be paid for by another group of my constituents.
I have real concerns about another age group in my constituency—those in their 20s and 30s. They are sometimes referred to as the packhorse generation because they are saddled with debts from university, which I and many others of my age group and those older than me did not have to endure. They are not in receipt of occupational pension schemes. They are paying high rents and struggling to afford a home of their own, and they are likely to be the subject of pension changes in decades to come if life expectancy continues to increase.

Commons ChamberThe Government have a fine record on supporting women at work. Will the Minister welcome meetings I have had with the Department for Work and Pensions and other Departments about supporting carers with responsibilities beyond children? Will the Government ensure that people can stay in work by working more flexibly and continue to support local communities and local government with the work they do alongside their employment?
My hon. Friend is absolutely right. These people make an incredible contribution to our economy and need to be supported in everything they do.
Not only are more women in work than ever before, but we are taking steps to ensure that work always pays. The national living wage, beginning next April and reaching more than £9 by 2020, will disproportionately benefit women. We expect that 65% of the beneficiaries made financially better off will be women. Further increases in the personal allowance will lift 660,000 people out of income tax by 2018, and 60% of them will be women. This reform, too, will make women financially better off.
We also have more women than ever right at the top of business. These fantastic role models are inspiring others to follow in their footsteps. Thanks to the business-led, Government-backed approach and the passion of business leaders such as Lord Davies, we have doubled the number of women on FTSE 100 boards since 2011.
I am pleased to have an opportunity to speak in this important debate. The representation of women and women’s issues in this House has not been very good historically. It is appalling that I am only the 380th woman ever to be elected to this House. I am very proud to have been elected, of course, but there is clearly a lot of work to do to improve women’s representation and bring these issues to the House. I am delighted to be a member of the brand-new Women and Equalities Committee, which will strain every sinew to ensure that we have fair representation in this House and across the work we do here.
It is seven months since the general election, and I believe that this Government recognise the importance of women in the economy and that they are focused on the issues we all share, as families and members of the community, such as childcare, flexible working, better schools, opportunities for apprenticeships and a focus on science, technology, engineering and maths.
Progress on women’s issues has too often been seen as niche, or the concern of local or representative bodies. If we want real and clear change and equality of opportunity for all, women’s campaigns must not continue to be seen as niche. Progress is needed urgently on many fronts. Full equality is needed in the areas of taxation, better action on domestic violence, fairness for all carers, whether they are looking after young people or older people, and a firm understanding that the gender pay gap is wrong and must be ended, and in a much shorter timescale than the one we are seeing.

Does my hon. Friend agree that one of the things that limit pay in the care sector, particularly for women, is that in old people’s care, in homes and other places, there is no structure to allow people to move up? More thought needs to be given to having a proper career in caring, which would allow people to be paid more as they gain more qualifications.
I absolutely agree with my right hon. Friend, and I am standing beside a nurse—my hon. Friend the Member for Lewes (Maria Caulfield)—who is nodding her head. We absolutely need to value carers, from mothers to people who look after older members of our society. We need to make that a proper career structure and to value the people who look after vulnerable people day in, day out.
Over the past few months I have been contacted several times about the perverse taxation arrangements for sanitary items. Let me make something extremely clear: anyone who believes that tampons are a luxury is ignorant and wrong. I am delighted that the Government will give this revenue to women’s charities while they negotiate with the European Union to sort out these outdated rules. Women’s charities tell me that they see this Government as a great reforming force standing alongside women. They are delighted to see Conservative women taking every opportunity to tackle, get involved in and highlight matters that have long been ignored by Labour.
An example of inequality that I have found and that we, as a Government, have seen being corrected, is domestic violence. Too often, our family courts system is outdated and does not take into account the unique requirements in domestic violence cases. For instance, it is far too rare for judges to impose protection orders to stop perpetrators following victims out of court. This Government are putting £40 million into services for victims of domestic abuse. I welcome that. I hope that the Government will continue to take on the challenge of supporting women through the courts system so that perpetrators cannot continue to pursue their victims. Negatively affecting their confidence because that takes place can mean that those women continue to be trapped in a system where they cannot play their part in the community or the economy.
Does my hon. Friend and neighbour from Hampshire join me in applauding the work of the Government in starting to outlaw the violence that women experience online as well? A case in point is the new law on revenge pornography that I was delighted to be involved in putting in place. There is also a helpline associated with it to make sure that help is there for women who need it.
I thank my right hon. Friend. I am delighted that this Government are working to make sure that there is confidence and support for women in every arena where they find themselves again struggling against the odds.
There is much concern among women about state pensions for people born after 1953. I congratulate the WASPI—Women Against State Pension Inequality—women and recently supported them in the Westminster Hall debate. These women have done the right thing. They have planned for their future and discovered that perhaps their trust has not been repaid. The communication has not been fairly done. I continue to support those people in my community.
The continuing gender pay gap is unacceptable. It is not right that women are paid less than men. We must continue to point out that paying a man more than a woman is unlawful and unacceptable. In the society that we want to continue to build, someone’s gender must not hold them back from achievement. I am pleased that the pay gap is coming down for full-time employees and almost eradicated for the under-40s.
The next step will be a revolution in flexible working. Carers need flexible working as well as people looking after youngsters. I am delighted about the 30 hours of childcare, which will really take care of this. We should be supporting mothers in whatever choice they make, whether they stay at home, work 15 hours a week, or work in the community. Many of these mothers help in parent-teacher associations—they are part of our local communities—and we should be supporting them. They often become “mumpreneurs” who create new jobs locally and help the community to thrive and innovate.
I am a member of the all-party group on women in Parliament, which gives us another vehicle to raise issues of women and inequality. I am delighted to see women across the spectrum coming to meetings and taking soundings from across all industries. We need more women in public life, as councillors and in local government, so that female-focused issues are discussed at that level as well.
Parliament must focus on mentoring, supporting and helping women into work and into better-paid jobs. Full equality will mean fair play, with men on the school run and at the nativity plays, women on boards, and of course a 50:50 Parliament. Let us, women and men, work together for a stronger and better economy.

Commons ChamberWe are monitoring closely the impact of any changes—we keep this constantly under review—and we would be very concerned if there was any evidence that vulnerable children were not getting the help they needed.
14. What plans he has to reform legal aid; and if he will make a statement.
In the past five years, we have taken action to put the country’s finances back on track, while protecting legal aid for those who need it the most. Legal aid remains a vital part of our justice system, and we must ensure that it is sustainable and fair for those who need it and those who provide legal services, and fair for the taxpayer. I am pleased that the recent spending review led to no further reductions in criminal legal aid.
All victims of domestic violence must be fully supported in freeing their lives from this menace. Does the Minister agree that it is vital to maintain full access to justice for victims of domestic violence all the way through the legal system?
Yes, I do agree with my hon. Friend, and we have made sure that legal aid remains available for victims of domestic violence who need it. We have also made recent changes making it easier to obtain legal aid in cases where domestic violence is a factor, and we have made sure that once legal aid is granted, no further applications need be made for the duration of the case.

The hon. Lady’s memory of that particular occasion is probably better than mine. Some transitional arrangements were agreed and introduced, but certainly not to the degree that I am sure the WASPI campaign would like.
I want to reiterate the communication issue, which is exactly what people were annoyed and fed up with on the doorsteps and when I spoke to women in my constituency in Eastleigh. They had worried and planned and made provision for their future, but the change to their future had not been communicated to them. They had not expected to face hardship because they were women and had been subjected to poor communication. I hope the Minister will tell us what we can do for this group of women who are very much affected by the multiple hit.
My hon. Friend makes a good point. Communication is at the heart of the matter. Part of the issue is about this almost impossible question: who really did receive what? I know that part of the WASPI campaign is about the many people who have said they never received the letter at all, and that will be a hard thing for the Minister or the Department to quantify. Paul Lewis, whom we saw at the Select Committee recently, said of the letters in his paper:
“Even those which did reach the correct destination may not have been read–‘more bumph from the government’ is a common reaction to such things.”
If a communication arrives at the destination but is not read or is swiftly recycled, that is a hard thing for the Government to deal with. Whether there are more effective electronic ways of communicating now that can be recorded, I do not know, but the Minister may wish to comment on that.
I hope that the Minister will respond to the point about the situation that women born in the 1950s find themselves in. There are some really difficult situations. There is no doubt about that. I can see that there is quite a good team here today in the Public Gallery to testify to that. Indeed, a lot of my own family are directly affected. None the less, because pensions are fiendishly complicated, it would be useful if the Minister could share with us some aspects of the current pensions situation, which might in a curious way help women born in the 1950s.
For example, there is a very generous rate of deferral under the old state pension system that would be applicable to women born in the 1950s. This advantageous rate means that someone can increase their pension by more than 10% a year if they defer taking the state pension. A woman born on 6 April 1951 could defer taking her state pension until the same date as her male twin by deferring for four years and thereby add more than 40% to her state pension for the rest of her life. Given the subsidised nature of the deferral scheme, many women who defer would end up with a better state pension than their male twin for the same national insurance record. That is quite a complicated thing to explain, but perhaps the Minister will confirm whether that is correct and how it might benefit some of those affected.
