I pay tribute to my hon. Friend for her work, unpaid, at the research institute. It will be good to hear from her about what she sees from inside the sector. She raises, I think, the most important point in any debate about science, research and development and life sciences in particular in this country: we have world-class institutions and companies and they are made so by the world-class scientists and academics that work within them. We should cherish that, we should grow it and we should have more
At Porton Down in my constituency, there is a hub of life science businesses. I have listened carefully to what the right hon. Gentleman has said, and I recognise the difficult dilemmas that all Governments have in where to focus investment. However, the Minister must surely recognise that the additional cost of employing people, with the additional rights and burdens that that puts on employers—particularly small employers—plus 11 weeks of speculation about further tax increases will not make any sector feel more comfortable about where to invest in this country.
The right hon. Gentleman was a Treasury Minister, so he understands some of the issues involved here. I would merely point him to the report MSD released to its shareholders for the first quarter, in which it said that it had to divest from $3 billion a year in operating costs—that is a huge part of its operating agenda. It is a geopolitical issue as well as a commercial decision.

Commons ChamberMy hon. Friend makes an extremely important point about accountability. That is not lost on me as the Secretary of State, and it is something that I have impressed upon the BBC’s leadership. When there is one editorial failure, it is something that must be gripped; where there are several, it becomes a problem of leadership. I very much take his point about that. He raised a point about the strength of feeling that people have about this issue, given that this was a music festival, and it was at a music festival on 7 October that so many young people lost their lives, with others kidnapped, never to return to their families, and some are still being held hostage. At that moment, it would have been the perfect place to express support, love and solidarity with those who are still suffering. I know there were those at the festival who were doing precisely that, but they were hindered by some of the appalling scenes that we have seen. That is why we are determined to grip this and ensure that music festivals are a safe and inclusive space for everybody. The Government are reaching out to other music festivals, and to Glastonbury, to see what more can be done to express solidarity with those who are still suffering as a consequence of the appalling events of 7 October, and to see what we can do to support those efforts.
I thank the Secretary of State for her statement—I agree with practically everything she has said. When I heard these reports, I thought of the Mayor of Wilton, Councillor Alexandra Boyd, who is Jewish, and about what it would have felt like for her to have watched that with her family. We in this place all understand the fine editorial judgments that BBC staff have to make, but this is of a completely different order. When people are losing faith in the great institutions of this country, I urge the Secretary of State in her follow-up conversations to ensure that the BBC identifies accountability to individuals. My hon. Friend the Member for Gosport (Dame Caroline Dinenage) set out clearly the guidance that exists. Somebody did not follow that guidance, and I think the country expects people to be held individually to account for why they failed to do their job properly.
People do expect people to be held to account for the way they do their job, be that on the frontline or at senior levels. That is a point I have made to the BBC, and it will have heard what the right hon. Gentleman and my hon. Friend the Member for Bury St Edmunds and Stowmarket (Peter Prinsley) said about accountability. It is a point that I will continue to press.

Commons ChamberI thank my hon. Friend for his important and timely question. The ongoing de facto annexation of parts of the west bank and threats to annex parts of Gaza are incredibly disturbing. In February, the Heads of Churches in Jerusalem issued a joint statement against the threat of mass displacement, and I agree with them that there can be no justification for uprooting people who are already suffering beyond all measure. My hon. Friend is absolutely right to outline that international law must be upheld at all times, and there are significant concerns about what is taking place in Israel at the moment.
The dean of Salisbury cathedral visited me recently to tell me about a visit he had made to the Nassar family farm—the Tent of Nations—just south of Bethlehem, near the Palestinian village of Nahallin. He expressed grave concerns about the situation the family finds itself in. What conversations has the hon. Lady had with the Foreign Secretary about the steps the Government are taking to defend the rights of Palestinians in the west bank, and can she confirm that the Government will raise the abuses of their rights with the Israeli Government?
I thank the right hon. Gentleman for his question on this important issue. I continue to engage with the Foreign Secretary’s team and office on this issue, and I will write to the Government yet again, to ensure that they are defending and protecting the rights of all Palestinians. I think we can all agree that we need to see an end to the violence and the killing of innocent people.

That is absolutely the case. My hon. Friend highlights the history of his club in Brighton. In the �80s and �90s when the future was unclear, it was down to the owners. Too much, unfortunately, is down to, as he mentioned, the lottery of ownership. Brighton and Hove is now a well-managed club. I think we can have many such positive stories across the country, including a positive story, and a positive outcome, for Reading, but the question about football governance and sustainability affects all of us in this room today.
The hon. Lady is making a passionate speech and has done a great job of bringing us all to this Chamber. I lived through Reading�s trials through my stepson who is a season ticket holder� obviously, my first love is for the Whites in Salisbury. Does she not recognise the fundamental challenges of disturbing a market that contains one of our greatest national assets, which is the premier league? I feel quite torn and anxious about the scope creep of any regulatory intervention, although I accept that the core of what she says has a lot of merit.
I always appreciate my fellow Treasury Committee member�s comments on the correct regulation of markets, but I would argue that football clubs are not simply a commodity and football competition is not simply a market. If we were to accept that view and for the sake of argument say, �Let�s treat the competitions as a market�, I would argue that we have severe market failure when over 50 clubs have gone into administration in the last four decades. The externalities of that market failure are borne too much by the fans sitting in the room with us today.

Commons ChamberI commend my hon. Friend and all those who have engaged as volunteers to try to take over the theatre and run it in an effective way. I look forward to the first production; after all, “The play’s the thing”— I saw “Hamlet” last week, and “Richard II” twice. The most important thing is that we try to ensure that young people have an opportunity to act and have a creative education in their school, and that there are local theatres and other venues where they are able to see really high-quality live entertainment, such as in the theatre he is talking about. I am very happy to ensure that officials meet his volunteers.
On Monday, I met the director of Salisbury playhouse. She warmly welcomed the £85 million creative foundations fund, which she thought would be highly applicable to Salisbury playhouse, one of the few producing theatres in the south-west. She also told me about the 5,600 local children who were given subsidised tickets up to Christmas, and about her commitment to go out and raise funds from local investors in the arts. Will the Minister ensure that the value of the £85 million is maximised by combining it with visionary leaders like Rosa Corbishley at Salisbury playhouse, who will go out and get more money for the arts in our community?
The right hon. Gentleman used to be in the Treasury, so he is very good at making financial bids and I think he has just made a bid on behalf of Salisbury’s theatre. We warmly commend the work it is doing. As I have said, it is brilliant if we can get lots of kids coming into theatres. I want every single child, as part of their education, to be able to see live theatre and live music, because that is a part of what stirs their creative opportunities in life. Yes, we are looking at whether there are other ways of bringing in not only commercial money but philanthropic money to try to match-fund the funding that can come from government.
The right hon. Member is a true champion of cathedrals, and particularly the one in his constituency. It was a pleasure to meet him to explore issues that he has raised. Research by the Association of English Cathedrals has shown that cathedrals’ 9.5 million visitors contributed around £235 million in additional expenditure to cathedrals and local businesses. I understand that Salisbury cathedral, in the right hon. Gentleman’s constituency, featured in nearly nine in 10 visits by tourists to Salisbury.
I thank the hon. Lady for her reply. I want to make her aware of a cross-party group that has been set up in Parliament, supported by the hon. Member for St Albans (Daisy Cooper), the hon. Member for Chester North and Neston (Samantha Dixon), and others who represent cathedral cities. We want to help the Second Church Estates Commissioner by providing greater evidence of the economic contribution of cathedrals. The first world war centenary cathedral repairs fund helped many cathedrals, including Salisbury. I hope that she will consider making representations for the creation of something similar to support our cathedrals in future.
Nobody can deny that working cross-party is one of the best ways to get things done, so I am happy to support the right hon. Member and others in their endeavours. I am also happy to meet the group.

Commons ChamberI very much welcome the work that my hon. Friend is doing to champion his community, and offer him the Government’s support for it. I am working with the Secretary of State for Housing, Communities and Local Government ahead of the publication of our forthcoming devolution plans to ensure that we give communities the tools to bring our proud heritage sites back into use, and to repurpose them for future generations.
I urge the Secretary of State and the ministerial team to take account of the listed place of worship grant scheme, which is particularly valuable to many churches up and down the country, and to not allow the Treasury to trim it back. It may expire at the end of March next year.
The right hon. Gentleman knows very well that spending review issues are a matter for the Treasury—let us see what comes out of that review. I have had lots of representations, and he makes a good point.
My hon. Friend will know that the Church does not receive any regular financial support from the state, and church buildings often rely on fundraising by local volunteers. The Government’s listed places of worship grant scheme is extremely helpful for all our faith communities with listed buildings across the UK, reimbursing the cost of VAT spent on repairs to those listed churches. This year, more than 5,000 Church of England buildings received support through the scheme. That is transformational for local communities, and enables work on the vital fabrics of those spaces. It is important that that funding scheme continues. The Church has written to the Treasury, along with others, and I hope that my hon. Friends in the Treasury will consider extending the scheme in the upcoming Budget later this month.
I welcome the hon. Lady to her new role, and I associate myself with her tribute to her predecessor. In recent times, the late noble Lord Cormack in the other place convened a meeting of MPs from cathedral cities and their deans, and there are plans to resurrect that meeting. Will the hon. Lady meet me to discuss how we can support her with plans to lobby the Treasury for capital grants for our great English cathedrals, including Salisbury, to maintain their presence in our country?

Commons ChamberOver the past four and a half hours we have had contributions from well over 75 right hon. and hon. Members from across the United Kingdom—from Blackpool to Buckingham, and from Stockton North and South to Somerset. There may be many geographical differences between us and differences of opinion, but I think all of us, no matter our political allegiance or the location of our constituencies, are united in our desire to safeguard businesses from the impact of covid-19. On this International Women’s Day, I take this opportunity to pay particular tribute to those businesses’ female employees, whose work helps to drive this country’s economic success.
Indeed, the desire to safeguard businesses has been this Government’s guiding mission since the first days of the pandemic. That is why, over the past year, we have rolled out a series of extraordinary, unprecedented interventions, including the furlough and self-employment income support schemes, billions of pounds of grants and loans, as well as VAT cuts and rate holidays for eligible firms. Those steps have worked. According to official statistics, insolvencies last year were ranked 25% below 2019 levels. However, while the pandemic continues, it is only morally right that we do all we can to support the hardest-hit firms. That is why in last week’s Budget the Chancellor built on our existing help for businesses as part of a total covid support package worth £352 billion this year and next.
Let me remind hon. and right hon. Members of the headline measures: extending the furlough scheme to the end of September, with firms required to make only a small contribution to wages as the economy reopens; more help for the self-employed with a fourth income support grant worth 80% of three months’ average trading profits and capped at £7,500; and a fifth grant, with its value determined by a turnover test, to target support at those who need it most. In addition, more than 600,000 extra people, many of whom became self-employed in 2019-20, will now be able to claim for the scheme. The CBI praised those steps and said it was right that businesses start to contribute a little more as revenues recover, while the Federation of Small Businesses declared that the Government’s interventions were the building blocks of a pro-business Budget.
We are also providing targeted support to the sectors that have found themselves at the sharp end of the pandemic. As my right hon. Friend the Culture Secretary outlined this afternoon when he opened this debate, that includes hundreds of millions of pounds to support our arts, culture and sporting institutions as they reopen and an extension of our hugely successful film and TV production restart scheme.
We are giving eligible properties in the retail, hospitality and leisure sectors a £6 billion tax cut by continuing the 100% business rates holiday for three months. We are extending the 5% reduced VAT rate for eligible hospitality and tourism businesses until the end of September. I listened carefully to the representations from my hon. Friends the Members for Hastings and Rye (Sally-Ann Hart) and for North West Norfolk (James Wild). We will continue to think carefully about what is required to support all aspects of our economy.
As we start to emerge from the pandemic, our new restart grants will help get shops bustling, hairdressers snipping and fitness centres buzzing again. I can confirm to my right hon. Friend and neighbour the Member for Romsey and Southampton North (Caroline Nokes) that personal care businesses will be included in stage 2, which will open from 12 April.
As many hon. Members have mentioned, the Government continue to take their world-leading environmental commitment seriously. They remain dedicated to meeting climate change and wider environmental targets, including improving the UK’s air quality.
The billions of pounds that we spend on such interventions are necessary and affordable in the short term but, as the Chancellor also said last week, we cannot allow debt to rise indefinitely, so let me touch on the role of businesses in rebuilding our nation’s finances, as mentioned by my hon. Friend the Member for Mid Norfolk (George Freeman). We are providing over £100 billion of support to firms throughout the pandemic, and it is only right that we ask businesses to help as they return to profit and the economy rebounds. That is why, in 2023, we are increasing the corporation tax rate to 25%. Even at that level, I say to the right hon. Member for Wolverhampton South East (Mr McFadden), the UK will still have the lowest corporation tax rate in the G7. Before that increase kicks in, we are making the tax treatment of losses more generous by allowing businesses to carry back losses of up to £2 million for three years, and we are reviewing the 8% surcharge levied on bank profits to ensure that the sector remains globally competitive.
However, that is far from the sum of business’s contribution to our economic renewal. Companies small and large have another important role: driving growth and spreading opportunity around the country. I strongly support the points made by my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) on the role of changing regulations in growing growth and competition opportunities.
In our Budget plans, we are building an investment-led recovery and we have set out how to support the firms that are going to do it. First, we are increasing opportunities for young people while ensuring that firms benefit from a steady pipeline of talent, with £126 million to fund up to 43,000 high-quality traineeships. In addition, employers who hire a new apprentice will receive a £3,000 payment. We are also rolling out a new unsponsored points-based visa, so that high-growth firms in science, research and tech can attract the best global talent.
Secondly, we are helping firms turbocharge their growth by providing greater access to capital through a range of new schemes, as acknowledged by my hon. Friend the Member for Wimbledon (Stephen Hammond). They include giving the pension industry more flexibility to release investment into innovative ventures and helping firms scale up through a new £375 million “future fund: breakthrough” programme. The FCA will also consult on the IPO listings regime following Lord Hill’s excellent review, and I know that my hon. Friend the Member for Bromley and Chislehurst (Sir Robert Neill) will watch that with great interest.
Thirdly, we are closing the UK’s productivity gap. Our super deduction—the biggest two-year business tax cut in modern British history—will mean our business investment tax regime leads the world. As the Culture Secretary outlined earlier, our £520 million Help to Grow scheme will offer small businesses MBA-style management training, as well as help to embrace digital technology. I welcome the remarks of the hon. Member for Sunderland Central (Julie Elliott), who gave some begrudging support for Help to Grow and digital investment, and the remarks of my hon. Friend the Member for Rugby (Mark Pawsey), whose enthusiasm demonstrates his understanding of the sector.
I end my remarks by saying that UK businesses and the men and women at their helm are the backbone of our economy. We are committed to doing whatever it takes to support them through this crisis and to unleash their potential to drive our national recovery and renewal. This extraordinary Budget in extraordinary times sets out how we will achieve that and, in so doing, secure a stronger economy and a better future for the people of this country as we emerge from this pandemic.

Commons ChamberLibraries play an important role in giving everyone opportunities to improve their life chances and achieve their full potential. That is why the Government have established the libraries taskforce and funds under Libraries Deliver to assist in that goal.
The Minister will know from his time as a parliamentary candidate in Plymouth how important libraries are to social mobility in the city. The Conservative council in Plymouth has this year closed six of our libraries—two in the constituency I represent and four in the constituency in which the Minister stood. Will he spread some festive cheer and tell library users in Plymouth that there will be no more library closures in the new year?
What I can say is that Plymouth City Council received £56,000 for cultural learning activities last summer, which saw 5,000 young people visit, and 3,000 were given healthy lunches, involving a collaboration with the Theatre Royal, Music Makers and the National Marine Aquarium, which represents the sort of grown-up thinking about the way libraries act in our constituencies across the country.
Northamptonshire County Council is proposing to cut 28 of its 36 libraries. Will the Minister send in the Government’s libraries taskforce to see whether a county-wide libraries trust might be set up to save these vital public services?
My hon. Friend makes a reasonable point. I will be visiting a number of libraries in the new year, following the seven I have already visited, with the new chair of the libraries taskforce, and I will be happy to engage with my hon. Friend and his local authority to see whether there are alternative ways forward.
Ebenezer Scrooge, and indeed Charles Dickens, would recognise exactly the mood in this country at the moment, with libraries closing and children being unable to go there to do their homework or access computers. What kind of Britain is this, when we think of Dickens and Scrooge at this time of year, with this Government?
I think that is an unfortunate characterisation of the hard work of thousands of librarians up and down the country and thousands of volunteers. Libraries are working hard to deliver a range of social outcomes, promoting literacy and digital skills, providing support for jobseekers, and career and business decisions are helped by library services. It is unfortunate that the hon. Gentleman takes such a downbeat view at this time of year.
Mr Speaker, I am sorry that my tie has not caught your eye as well as the tie of my hon. Friend the Member for Kettering (Mr Hollobone), did but I will try harder in 2018.
Does the Minister agree that all libraries can play a part in social mobility? Will he join me in thanking the volunteers of Colehill community library in my constituency for all their hard work? It is not just a traditional library; there is a jigsaw library and there are one-to-one computer sessions, and I have even held my surgery there.
My tie is very plain, Mr Speaker.
I can announce to the House that over 100 libraries closed this year. Libraries are genuine engines of social mobility. Why are the Government content with that situation, because the Minister seems to be? Does he agree with the editor of Public Library News, who recently stated:
“The example of other countries shows that the decline of the library in this country is not a natural thing: this is a man-made disaster, brought on by short-sighted but long-term cuts”?
He is right, is he not? And merry Christmas.
Merry Christmas to the hon. Gentleman, and to you, Mr Speaker. The reality is that different library services tackle the provision they deliver for their local communities in different ways. There are clearly challenges in the libraries sector. I am working hard with the libraries taskforce, and with librarians across the country, to look at ways of delivering better services, and I will continue to do that. In many communities we are seeing more volunteers enthusiastically engaging with library provisions in order to deliver better services.
Local authorities have a duty to provide a comprehensive and efficient service that meets local needs within available resources. The Government fully recognise the importance and significance of public libraries for local communities.
I thank the Minister for that response. My local authority, Labour-run Rochdale Borough Council, has endeavoured to keep all our public libraries open, recognising their importance to our communities. They are much more than just books; they are information, support and advice centres. I hold surgeries at our libraries, as does the citizens advice bureau. What action will the Minister take to support such good practice and, in the face of further cuts, how will he ensure its sustainability?
I was delighted to see that the Manchester combined authority, which includes Rochdale, received £250,000 from the libraries opportunities for everyone fund. I will continue to work with the libraries taskforce to extend benchmarks, toolkits and best practices, and to look at different models of delivering services to ensure that libraries continue to thrive, as we see in Rochdale.
My hon. Friend raises an excellent point. The cultural development and cultural protection funds are both top of my list. The cultural protection fund has done an enormous amount internationally. I would draw his attention to what has been highly successful diplomacy, including the V and A opening a new gallery in Shekou design centre in China earlier this month, which is one example of the advances we have made.
Order. Just as a general piece of advice to the House, may I say that the best way to cope with the additional time pressure in topical questions is not to blurt out the same number of words at a more frenetic pace, but to blurt out fewer words?
As the Secretary of State is aware, Dundee city has put together a transformative bid to be the European city of culture. I desperately want Dundee—its bid will have clear benefits for all of Tayside—and the other cities to have a chance to test their bids. May I urge my right hon. Friend to find an alternative way of taking forward this contest so that all the time, money and, most importantly, vision for Dundee is not put to waste?

I congratulate my hon. Friend the Member for Brecon and Radnorshire (Chris Davies) on securing this important debate on Swansea’s bid to become the UK’s city of culture 2021. As always, I acknowledge the contributions of all Members who have spoken so passionately this afternoon. The full spirit of the UK city of culture has been on show, and a great depth of knowledge has been shown about Swansea and all its cultural attributes. This has been a very worthwhile debate as we get into the final stages of this competition.
The House has already heard similar debates on the four other towns and cities shortlisted to be the next holders of the UK city of culture title—Coventry, Paisley, Stoke and Sunderland—so this debate will be the last in the present series. The hon. Member for Cardiff West (Kevin Brennan) managed, with typical skill, to include in the debate the issues of the tidal lagoon and electrification. I will not be able to respond to those points from my position in DDCMS, but I acknowledge his concerns and will take them back to my colleagues.
Before I begin the substance of my speech, I wish to say a few words about the European capital of culture programme, which has featured in the headlines in recent days. I am sure that many Members of the House were, like me, shocked and dismayed by the position taken by the European Commission two weeks ago, which is that the UK cannot host the title in 2023. That went against everything that had happened up until that point, and we had no expectation that it would occur. Five UK cities have, like Swansea, invested huge amounts of time, resource and commitment in developing their bids, only for the Commission—at a point when the bids had already been submitted—to sweep the rug from underneath them. I know that Swansea, together with the cultural sector right across Europe, has expressed its solidarity with the five UK cities of Belfast, Dundee, Leeds, Milton Keynes and Nottingham. We are in urgent discussions with the European Commission about its action, and in positive talks with the five cities themselves—I met representatives from them all last week, and I hope to update the House more substantively in the near future.
The UK city of culture programme grew out of the success of Liverpool’s tenure as European capital of culture in 2008. As Minister for the arts, I see this programme as one of our nation’s Crown jewels. The winning area must build a high-quality arts and cultural programme of national significance that reaches a wide variety of audiences and participants. As we have seen with Hull, winning the city of culture title must be a catalyst to regenerate and transform an area. Cities must demonstrate that they are ready and able to grasp the opportunity provided by the title. I was moved by the speech by the hon. Member for Islwyn (Chris Evans), who spoke about how things were when he was growing up, and the cultural gap that was perceived to exist. Providing an opportunity for transformation is exactly the purpose of this programme, and that case will be made by all the bidding cities.
This year, 11 places from across the UK set out their ambitions to become the next city of culture. Following a recommendation from the independent panel, chaired by Phil Redmond, I agreed a shortlist of five in July. It is hugely gratifying to know that those areas that regrettably did not make the shortlist—Hereford, Perth, Portsmouth, St Davids, Warrington and Wells—are all continuing with their ambitions. They see their bids as the beginning of something, not the end. I sincerely believe that that will be the case for all those that are unsuccessful this week. As has been referred to, Swansea bay was shortlisted for the UK city of culture in 2013 when it narrowly lost out to Hull, and it is clear that, while ultimately unsuccessful, the bid was an important step in the city’s cultural development.
Now, for the shortlisted towns and cities, decision day is fast approaching. We have about 51 hours to go, and as we speak my officials and the independent panel are en route to Hull, where they will receive presentations from all five areas before making their final recommendation. As the hon. Member for Swansea East (Carolyn Harris) said, Swansea will present its bid on Thursday morning, and I will announce the winner later the same day. Some might say that is an unusually quick and efficient process for Government.
I know that the Minister will be looking, as the panel will be, at the past, present and future cultural offering for Swansea and other places, but will he be looking very carefully at relative deprivation? I say that because, as he knows, the average UK gross income is £19,106 but the average in Wales is £16,341 and in Swansea, £15,604. Weekly, that is £550 for the UK and less than £500 for Swansea. Can he confirm that he will be looking at the impact on deprivation and the inclusivity of these bids?
I thank the hon. Gentleman for his intervention. The independent panel will be looking at a whole variety of factors. It will be looking at what advantages, and the extent of those advantages, the different bids are likely to accrue to their given cities, and the economic advantage will be one of the elements that they will look at very carefully.
As with the other debates, I thought it would be helpful to set out the benefits of the city of culture. Speaking of Hull, it is helpful to reflect in this debate on how much is to be gained from winning the UK city of culture title. Hull City Council estimates that the local economy has benefited from £3.3 billion in total investment since being awarded the title in 2013. Seven out of 10 Hull residents say that the UK city of culture status is having a positive effect on their lives. As I have mentioned in previous debates, Hull 2017’s volunteers have already undertaken more than 300,000 volunteer hours. City of culture status has helped to restore local pride, and who can forget Hull City’s fans singing, “You’re only here for the culture!” at a premier league match earlier this year? Ironically, I think they were playing Swansea at the time.
Although this is just an anecdote, does the Minister think it represents Hull? I remember going to a Cardiff City match against Hull where the Hull fans had a big banner saying, “Ghetto of excellence.” I think they can lose the “ghetto” bit now, after city of culture.
Will the Minister give way on that point?
Let me make a little progress and then I will come back to the hon. Gentleman. I wonder what he has to say.
Hull has seen brilliant engagement with the arts, with nine out of 10 residents attending or experiencing at least one cultural event in the first three months of the year—it might be higher now as we get to the end. That is more than double the number engaging in such activities before the city’s successful bid.
I was going to have a watching brief in this debate and hold my tongue because there have been many great speeches on why Swansea should be the city of culture. Based on the football element, the Minister will be aware that the local football side St Mirren has renamed its stadium the Paisley 2021 stadium in support of the bid. That highlights the huge support it has across Paisley, Renfrewshire and indeed Scotland.
The hon. Gentleman, as expected and quite rightly so, makes another plea on behalf of his home bidding city of Paisley. I have received so many representations and passionate requests on behalf of the bidding cities. We do not have long to wait, but I do acknowledge the quality of the bids across all five cities, and it is very sad that only one can win this week.
I pay tribute to the many national institutions, from the BBC to the Government Art Collection, that have also contributed to the success in Hull. We have seen genuine collaboration across the whole of the arts and cultural sector.
I now come to the substance of this afternoon’s debate: Swansea’s bid to become the UK city of culture 2021. One of the enormous pleasures of my job is learning about the history and culture of towns and cities across the UK, and I try to visit as many of them as I can. I have learned that Swansea has an incredible 32 miles of stunning coastline, that Swansea Museum is Wales’s oldest public museum, and that Welsh National Opera originated in Swansea. I was clearly already familiar with the “ugly, lovely town” described by Dylan Thomas and now a thriving city, as the hon. Member for Cardiff West pointed out.
Swansea is rightly proud of its most famous son and I know that the Dylan Thomas Centre is one of the city’s great attractions, with ever-increasing participation figures. Back in 2013, the Heritage Lottery Fund awarded nearly £940,000 for a three-year project that centred on the celebration of the centenary of the birth of Dylan Thomas. A range of organisations across Wales participated in the celebrations, including the National Library of Wales, which showcased an archive of Dylan Thomas material in a major exhibition. Most importantly, the Dylan Thomas Centre has the lasting legacy of a permanent exhibition, “Love the Words”, which opened on 27 October 2014—Dylan’s 100th birthday. This interactive exhibition tells the story of the work, life and cultural context of Dylan Thomas, and includes a learning space, activities for children and a temporary exhibition area.
I acknowledge other important cultural institutions, including the National Waterfront Museum, the Glynn Vivian Art Gallery, Plantasia and the Grand Theatre. In fact, VisitBritain has included the Glynn Vivian Art Gallery’s hosting of the “Leonardo da Vinci: Ten Drawings from the Royal Collection” exhibition as a key reason why international tourists should visit Britain in 2017. There are also many independent galleries and artists’ studios, digital workspaces and live music venues. Wales’s first dedicated space built purely for use by the creative industries is located in Swansea’s Urban Village development in the city centre, and both the University of Wales Trinity Saint David and Swansea University offer a range of graduate and undergraduate courses in the creative sector, encouraging new and exciting start-ups and performing arts companies to thrive.
I am enjoying the Minister’s speech, but I just want to point out to him that we have two engines in the universities there that are producing enormous numbers of qualified people in both the arts and the sciences. One of the things we lack is the retention of those people in the city. Does he agree that city of culture status would enable them to stay in their home and build the economy, with visitors and tourism helping to fuel that fire?
Throughout this debate the hon. Gentleman has made a number of passionate interventions showing an encyclopaedic knowledge of Swansea, as anyone would expect, and he is absolutely right on this point. The effect of cultural investment in creating a stickiness and a magnet for businesses to want to continue to invest and for employees to want to stay is really important. That is a significant feature of what we have seen in Hull: more investment and people wanting to stay there. Whichever city is successful later this week, we hope that that will be replicated in four years’ time.
Swansea has its own international arts festival and an international jazz festival, which I believe is now the largest in Wales. The Heritage Lottery Fund has provided almost £25 million for projects in Swansea, including the aforementioned Dylan Thomas exhibition, a number of HLF Young Roots projects and the All Saints Church restoration. As we have heard, following its city deal, Swansea is also going through a period of major physical transformation, investing in the largest regeneration programme the city has seen since world war two. I am very heartened to know that culture, creativity and this city of culture bid are right at the heart of these plans.
From all we have heard this afternoon, it is abundantly clear that Swansea, in common with the other shortlisted areas, has the heritage, vision, infrastructure and cultural leadership to be the next city of culture. Whichever city wins, I am sure it will be a very worthy winner. and will continue the journey that began in Derry/Londonderry in 2013 and has continued so spectacularly in Hull this year.
In conclusion, I sincerely wish the city of Swansea the best of luck in presenting its bid to the panel this week. As I said, in just over 51 hours, I shall announce the winner on the recommendation of the independent panel, chaired so well by Phil Redmond.

Written StatementsI am today publishing a Heritage statement, setting out the direction and priorities for the heritage sector in the coming years.
The statement builds on the commitments we made in last year’s Culture White Paper. It links the heritage agenda to our wider agendas and strategies for industry, for regeneration and place-making, for skills, for the environment, and for an internationalist, outward-looking Britain. It applies to England only, except where it relates to international issues and UK-wide policies and programmes.
The statement is structured around four key themes: places, people, international, and sustainability and resilience. It focuses on areas where the Government can help to support and develop the heritage sector and add value to the work of heritage organisations and the many thousands of specialists, professionals and volunteers who care for and manage our heritage.
