The number of Members wanting to speak shows how important it is to have a debate on Africa. I hope that a general discussion on Africa will become at least an annual event, because it is a way of drawing attention to a number of subjects. I will be brief, because we do not want to take time out of the next debate.

In any debate on Africa, we should have some thought for our role in Africa in the past, with the colonisation, slavery and brutality, as well as the incredible wealth made by British companies and families from colonial Africa right through to independence in the 1950s, 1960s and 1970s. In such debates, I always remember the prescient remarks of the former Member for Tottenham, the late Bernie Grant when he spoke about the African reparations movement and the need for justice in Africa. He was talking not just about money, but about justice in attitude towards Africa, as well as in trade and aid arrangements.

Owing to lack of time, I will restrict my remarks not to the whole continent, but to one area—the African great lakes region. I am a vice-chair of the all-party group on the African great lakes region. I have a considerable diaspora community from the Democratic Republic of the Congo in my constituency, as well as numbers of refugees from other conflicts in the region. The Minister will not be surprised that I raise such matters, but I hope that he will help me in his answers, or at least correspond with me afterwards. Next year, the year after and the year after that, there will be very important elections in the Democratic Republic of the Congo, Rwanda and Burundi, which I will consider in order.

We discussed the Democratic Republic of the Congo at some length in a recent Westminster Hall debate. Suffice it to say that its history is one of the most appalling brutality and exploitation, first by forces under King Leopold’s control in the 19th century, later by Belgian colonialists and then, following independence and the death of Patrice Lumumba, by a series of brutal military Governments. That has left the country with very limited infrastructure, while the majority of the population is extremely poor and life expectancy is very low. State organisations have very limited reach in any part of the country.

The death rate as a result of the internal conflict in the DRC and the fighting in the east is of almost first world war proportions. The number of people who have died in conflict in the DRC in the past 20 years runs into the many hundreds of thousands. The motive force behind much of that conflict is a combination of local determination and the huge mining interests in the DRC, as well as the other huge natural resources in the country, such as the forests.

One piece of good news—very little good news has come out of the Congo over the past few years—is the protection of the Virunga national park through the ending of oil exploration projects there. I hope that that is a permanent feature and that there is continued protection of that park. Other Members have referred to the protection of natural resources in respect of ecology and the ecosystem. Such protections are best enforced through local participation and support, rather than through quasi-military control.

As a result of the conflict in the DRC, the UN set up MONUSCO, which is the largest UN peacekeeping operation in the world. Its mandate is due to end fairly soon. I would be grateful if the Minister could outline in his response, or perhaps in correspondence, what the British Government’s attitude is towards that. What does he think of the performance of MONUSCO over the years?

I have been an election observer in the DRC and have made separate visits to the DRC, mainly on behalf of constituents. We have to look at the performance of the DRC Government, the use of EU and British aid in the DRC, and the human rights that exist there. The abominable treatment of women, particularly in the eastern DRC, where rape is a routine weapon of war, is appalling by any standard anywhere in the world. It is uniquely bad in the eastern DRC.

Although I recognise that there is now much greater world attention on all these issues, there is a big question mark over the transparency of the mining operations, what happens to the huge amounts of money that are made out of those operations and the very limited amount of tax income that the DRC Government get as a result. There is no reason why the DRC should be such a poor country. There are legitimate and important questions to ask.

Much European Union aid has gone to the DRC. One of the monitoring reports states that the EU

“needs to be more demanding of the Congolese authorities when monitoring compliance with the conditions agreed and the commitments made.”

It asks for the strengthened

“use of conditionality and policy dialogue”,

and for “time-bound” and “clear” conditions to be placed on aid, particularly EU aid, in future.

Anyone who meets any member of the DRC Government or anybody from the opposition groups will find that the conversation turns rapidly to relations with Rwanda and the strong allegations about Rwandan forces, and indeed forces from Uganda and other countries, operating in the eastern DRC. There are legitimate questions to put to the Rwandan Government about the behaviour of their forces and agents in the eastern DRC. Although an agreement was reached recently on a peace and reconciliation process, that has to be monitored carefully. Only a week ago, on 11 and 12 June, there was fighting between Rwandan and Congolese forces in which there was an exchange of fire.

I recently had the opportunity to visit Rwanda with the Commonwealth Parliamentary Association. My hon. Friend might go on to talk about the challenges for Rwanda in having a nation with the problems of the DRC on its doorstep, such as all the refugees coming into Rwanda. It is a difficult situation to manage and stability in the region is an issue.

I thank my hon. Friend for that intervention. She is right that it is an extremely difficult situation to manage.

The genocide that happened to the people of Rwanda is one of the most abominable pages in the history of the planet. One can only have a sense of sympathy and horror at what happened to the lives of so many people during that genocide. One would support peace and reconciliation efforts and the development efforts in Rwanda. I accept that it is a well-run country in comparison to many others in Africa.

However, I have serious concerns about the treatment of opposition figures and the freedom of expression in Rwanda. In particular, I am concerned about the pursuit of opposition members by President Kagame and, of course, the death of Patrick Karegeya in South Africa on new year’s day this year. We have legitimate questions to ask of the Rwandan Government.

I will quote the International Development Committee:

“On our visit we met with human rights NGOs, lawyers and journalists in Kigali. They explained how difficult it was to have a mature discussion about human rights with the Government. A recent ‘genocide ideology law’ had made it difficult for journalists or human rights groups to express any concerns. Tensions were building up under the surface because people were unable to speak openly. The press reported that the Government of Rwanda was attempting to assassinate Rwandans in exile in the UK and that the Metropolitan Police were investigating this.”

Very serious concerns are being expressed about Rwanda. Given that Britain provided £45 million in aid last year, which is more than half the budget of the Rwandan Government, there are legitimate questions to be put.

Lastly, I have some questions about Burundi, which I hope the Minister will help me with when he responds. I visited Burundi as part of an Inter-Parliamentary Union delegation some years ago. Although it has had far less publicity than Rwanda and the DRC, the genocide that happened there and the poverty of its people are very serious issues that have to be addressed. They can be addressed partly through aid, but there are also issues with human rights and the freedom of expression. There are concerns about the freedom of expression of journalists and opposition figures in Burundi.

There are also concerns about the conduct of the upcoming election. The report made by Mary Robinson, the special envoy of the Secretary-General of the UN to the great lakes region of Africa, noted that she was

“very concerned about the constraints on political space and civil liberties which hinder the efforts of the opposition, civil society, and the media, in the lead up to elections in 2015. Burundi has made commendable progress in overcoming a history of conflict, but that progress risks being lost if action is taken to undermine the electoral process and prevent the full participation of all stakeholders.”

The African great lakes region has enormous resources and enormous potential. It has a dreadful history that includes how it was treated by its colonial masters and the genocide that happened after independence. I hope that we can put appropriate supportive pressure on it to bring about a more democratic, pluralistic society that has much greater respect for the human rights of the people of the region. The waste of human resources in war and conflict is appalling. The loss of life and the treatment of women are appalling. We should at least be able to make our views on those matters known in an appropriate way to the Governments of those three countries.

May I turn the Foreign Secretary’s attention to the situation facing the Democratic Republic of the Congo and its neighbouring countries? There have undeniably been huge changes and improvements in the DRC and I commend him for his work on violence against women and rape as a weapon of war, but is he not concerned that last week there was an exchange of fire between Rwandan forces and the DRC, and that Rwanda still appears to have some military ambitions in that region? Will he put pressure on it to desist?

The hon. Gentleman raises an important point, and I can give him an assurance that we are heavily engaged from a diplomatic perspective in trying to support the international community in finding a resolution to the challenges that the eastern DRC has faced for far too long. To that end I met both the Rwandan Foreign Minister and Senator Feingold, the US special representative for the region, to encourage everybody to work together, both to find a lasting solution to remove the militia groups that operate in the eastern DRC, including the ADF and the FDLR, but also to find long-term solutions to the big problem.

Inclusive politics and a more inclusive political leadership in Iraq would not involve the abuse of power by the Prime Minister of the day, and it would have to include some degree of people not only working together in government but genuinely sharing power. Otherwise, it would not work. It would be built into a broader political unity in Iraq that Sunnis and Kurds would be well consulted and have leadership positions in the political process, but it would be up to them to determine the details of that.

Does the Foreign Secretary accept that the invasion of Iraq in 2003 and the subsequent destruction of all the structures of civil society there have led to this implosion? Does he also accept that the current crisis is being exacerbated by the arms in the region? He has confirmed that there will be no military intervention by Britain or the USA, but what discussions has he had with Saudi Arabia about its influence, its arms supplies and its friendships within the region, and about its actual aims?

We have had many discussions with states throughout the region, particularly in relation to Syria. We have said that any support, including the non-lethal support from the United Kingdom, should be given to moderate groupings and not to extremists. Indeed, these events underline the importance of that, and it is something that we will always restate to Saudi Arabia and to other states in the region. They are committed to not supporting extremist groups, because those groups ultimately present a threat to them as well as to Iraq and to many people in Syria. On the earlier part of the hon. Gentleman’s question, I think we will have to wait for the report from the inquiry into Iraq. People can argue the case either way in regard to the consequences of the 2003 invasion, but it is worth pointing out that if Iraq had developed a more inclusive politics over recent years and if the Assad regime had not opted to wage war against its own people, the scenario would now be very different, notwithstanding the 2003 invasion.

We have always made it clear—and I make it clear again now, as I did in my statement—that we have always seen Ukraine as having strong relations with east and west and that it has never been our objective to pull Ukraine in a direction that means it loses its important economic and political relations with Russia. I think that that message is very clear and we are clearly supporting, in the work of the OSCE, decentralisation in Ukraine in a way that is acceptable to the whole of its population, including its regions. I therefore think the problem has lain in the perception of Russia—an inaccurate perception—rather than in the actions of western countries.

Will the Foreign Secretary say something about NATO’s longer term intentions? Since 1990 we have had constant expansion of NATO and that in turn has encouraged an equal and opposite reaction within Russia. Does he not think it is time to stop the expansion of NATO and to try to bring about a peaceful central European region?

NATO is not an alliance designed for offensive purposes. NATO is designed for the defence of the countries concerned and there are free sovereign nations who aspire to join NATO. What is more, their aspiration to join NATO is one of the positive influences on them to adopt strong democratic systems and free and open societies. So the expansion of NATO has been a very healthy development for many countries in the world. I think it would be wrong to bring down the shutters and say, “This is not available to any more countries at any stage.” Becoming a member of NATO is a demanding process, but I think it would be wrong to confine NATO to those countries that are already a member of it.

I am pleased that we are having this debate on the political and human rights situation in the African great lakes region. First, I want to say a big thank you to the all-party group on the African great lakes region, not just for its preparatory work for today’s debate, but for its work over a lot of years to draw attention to the situation facing people throughout the African great lakes. At one point it was the largest all-party group in the House. I do not know whether it still is, but it has always had a substantial membership.

My constituency includes a considerable diaspora community, mainly from the Democratic Republic of Congo, but there are also people who have sought asylum here from Rwanda, Burundi and Uganda. I hear harrowing stories from them of the life they have left behind. Obviously I welcome them into my community, as well as the contribution they make to our society and the work they do in this country. The numbers of people seeking asylum is an issue and is testament to the problems that they are trying to escape from back at home.

I will discuss the Democratic Republic of Congo, Rwanda, Burundi and Uganda; there is also obviously a relationship with the neighbouring countries of Kenya, Angola and Tanzania. We have to set this debate in its historical context, and to do that we have to think for a moment of the tragic history of the whole region, from the arrival of the first Europeans to the tragedy of the slave trade and all that went with that, and then the colonial occupation of the region, particularly by the Congo Free State in the case of the DRC, but also by Belgium, Britain and France. We must also consider the incredible wealth in minerals, rubber, timber and other natural resources that has been dragged out of the region and made an awful lot of people and an awful lot of companies all over the world very rich indeed.

Levels of brutality in the colonial world are almost unsurpassed by what happened in what is now the DRC. We should recall that the European powers sat around a table in Berlin in 1884 and calmly carved up the whole region with straight lines on the map to represent areas of European influence and control. King Leopold was given Congo personally. It was not even given to the Belgian state—that did not happen until some time later, in 1908. The huge personal wealth he gained and his obsession with dragging it out of that place is the stuff of legend. I urge everyone to read Adam Hochschild’s “King Leopold’s Ghost”, a salutary book that explains exactly the brutality associated with that time. Some heroic people stood up against it. One was E.D. Morel, a shipping clerk in Liverpool, who worked with others who were opposed to what was going on in the Congo and helped to expose it. Later, he became a Member of this House and I think he was the first Labour Foreign Minister, in the 1920s.

After the first world war, which we are commemorating this year, the victorious powers at Versailles changed a few names as German colonies became French or Belgian ones; nevertheless colonies they still were, and they were still administered. The independence movement in Africa took off in 1945 with the Pan African Congress held in Manchester. Independence was achieved first in Ghana and then in many other countries.

In the case of the Congo, independence came rapidly in 1960-61, when the Belgians basically threw in the towel, gave up and left very quickly. Patrice Lumumba became its first Prime Minister. He lasted only a very short time but is still a legendary figure, as he attempted to unite the country and make the change from colonial rule. The battle for control of the rest of the Congo after his death killed many people and resulted once again in a scramble for mineral wealth and the abuse of power and of human rights there. Tragically, that has gone on ever since, with extraordinary levels of human rights abuses and of death. I will come back to that in a moment.

As for neighbouring countries, Rwanda, as we debated last week in the House, went through the horrors of the genocide as the Tutsi and Hutu groups set about each other. Anyone who has visited the memorials in Kigali will realise the sheer scale and horror of that genocide. I have been to Rwanda a number of times, and have visited all the other countries in the region. Talking to schoolchildren in Rwanda about what they have been through, one realises that horror, and wonders what more could have been done to prevent it and can still be done to defend and protect human rights and democracy, which are the best defence against the excesses of those who seek to abuse human rights.

It is not just an issue for the DRC and Rwanda. In Uganda there has been horrific abuse of human rights on many occasions, particularly during Idi Amin’s reign. That abuse unfortunately still continues there, particularly in respect of gay people—I will come back to that matter in a moment. In Burundi, there is a similar story of the tragic loss of so much life.

I will speak on the DRC first, then move on to the other countries quickly to give colleagues time to speak. In the DRC the situation is really quite appalling. The UN Office for the Coordination of Humanitarian Affairs confirms that

“conflict in the DRC has resulted in a total of 2.9 million internally displaced people currently living in camps or with host families in the DRC, as well as extensive suffering through human rights abuses committed by armed groups, the DRC armed forces…and police. Over 60% of the total figure came from just two regions of eastern DRC: North and South Kivu. The persistence of a complex mosaic of violent conflicts has caused widespread death and displacement”.

It goes on to describe the numbers of refugees and the problems that they face.

I have visited refugee camps in Goma, and it is a frightening and depressing experience. On one occasion, along with the hon. Member for Falkirk (Eric Joyce), I met a group of hundreds of women, all of whom had suffered rape and violence, and were all victims of that war. Nevertheless, they were trying to build on the strength of women together to oppose the use of rape as a weapon of war. I visited camps where mainly women and children were living, often in quite limited conditions. Now, I do not blame the UN, which was doing its best to provide food and shelter. Nevertheless, the situation was odd. This was a skilled group of people, all of whom were quite capable of growing enough food to feed themselves and their families in what is the most fertile place in the world, but who were being fed on rice and maize imported from the USA and were not allowed to grow any food in the camp because the UN did not want them to take up permanent residence there. That is one of many issues we have to face.

Behind that issue, of course, is the one with which I started—the mineral wealth that has come out of the Congo. There is clear evidence that mineral companies make a great deal of money out of the DRC’s minerals. Some of those, such as coltan and diamonds, find their way through Rwanda, and make a lot of people very rich. There is no wealth among the poorest people living on top of the world’s greatest mineral resources in one of the world’s most prolific forests. There is something deeply tragic and appalling about such poverty alongside such potential wealth. It is as though the tragedy of the 19th century has gone on for evermore.

My hon. Friend may be coming to this point, but does what he said about the mining industry not illustrate the absolute importance of transparency in the extractive industries, something that needs direct action by western Governments, including our own?

My hon. Friend makes a good point, and I absolutely agree. The DRC has signed up to the extractive industries agreement, but it is clear to me that the effectiveness of that agreement is strictly limited and we need something much tougher. Indeed, we must ask questions of those mineral companies based in this country and Switzerland who import a lot of this stuff and are clearly making a lot of money out of that poverty.

Does my hon. Friend note that the Catholic episcopal conference in Congo said that one of the best things that the international community could do is host a proper international conference on the extractive industries, asserting land and labour rights and addressing the false pretensions of those paramilitary groups who present themselves as somehow protecting those rights?

I am pleased that my hon. Friend raised that because I had an interesting meeting last night with a group of representatives, including Bishop Ambongo, Bishop Murekezi, Bishop Kambanda, Denise Malueki, Father Santedi and Consolate Baranyizigiye from Burundi. They represent the Church in the region and made a number of good demands, or hoped-for results, one of which is to bring together the Churches throughout the region. The second was, in the long term, to look for peace in the region with greater involvement of the international community in the UN in both respecting international accords and conventions and working to create a climate of confidence and co-operation at all levels in the Administration. They are on a visit to this country and will address a meeting upstairs in the House later today. They are very welcome, as are their efforts, and I thank my hon. Friend for his intervention

I want to draw attention to two other issues in respect of the Congo. The first is the need to understand the relationship with Rwanda, which is a relatively powerful and efficient country compared with the lack of governance in much of the DRC. Yet there is clear evidence of vast resources flowing into the conflict in the eastern DRC and an imbalance between the relative power and structure of the Congolese army compared with those of the rebels and the high level of suspicion of Rwandan involvement, which is hotly denied by the Rwandan Government but is an issue that we must address in relation to Rwanda because that conflict has cost the lives of hundreds of thousands of people through the consequences of that war.

There is also a renewed threat from and thirst for minerals in the region. The World Wide Fund for Nature sent an interesting briefing to us describing the problems facing the Virunga national park, which was the first national park to be established in Africa in 1925. It has extraordinary landscapes, high levels of biodiversity and is a world heritage site. It is also home to the internationally important Ramsar wetlands and to the only two populations in the world of critically endangered mountain gorillas as well as many other animals. All that is under threat as people eye up the possibility of exploiting oil and other resources in that national park. The chimera of short-term wealth from mineral and oil is attractive, but the reality is that sustainability of the forest and the planet depends not on destroying national parks, but protecting them. In the long run, there will be more wealth and better resources for people living in national parks of world importance than if they are allowed to be destroyed quickly for short-term mineral wealth. I hope the Minister will indicate Government support for that.

A question for the Home Office—the Minister is from the Foreign Office, but he may be able to help with this—is that I am deeply concerned about the safety of anyone who is returned to the DRC as an unsuccessful asylum applicant in this country. There is chaos at the airport in Kinshasa and elsewhere, and a considerable threat to the families of those who have sought asylum or returned having failed to gain it. There is a serious lack of co-ordinated governance and transparent democracy in the Congo. I have been there as an election observer, and the election I observed with my hon. Friend the Member for York Central (Hugh Bayley) and others was relatively well run compared with later elections in the DRC. There are big issues about democracy, human rights and minerals in the DRC.

I spoke about the legacy of genocide in Rwanda and the horrors that go with that. One can fully appreciate people’s anger and the need for every young person in Rwanda to understand what happens when a society completely breaks down and hundreds of thousands of people are killed with the most appalling brutality, and the feeling of immediacy. However, it is right to draw attention to the excesses of the Rwandan Government and their treatment of political dissent, the number of opponents of the President who have disappeared and the number of journalists who have been arrested or prevented from reporting what is going on in that country. There can be no justification for the abuse of human rights because of the horrors of Rwandan history. Surely the lessons of history are that the best protection against evil and excess such as happened in Nazi Germany or towards mainly the Tutsi people in Rwanda is a strong democratic society where there is freedom of expression and rights of representation.

Likewise, across the border in Burundi, there are serious problems with the new law on journalists and the way in which they are allowed to report and express what is going on. We must again raise those matters. I was part of an Inter-Parliamentary Union delegation to Burundi some years ago when a number of the issues were discussed and raised.

The world is well aware of the laws that have been perpetrated in Uganda to make homosexuality a crime and the threat to those who have been caught allegedly committing acts of criminal activity—homosexual relations—who may face the death penalty as a result. Should we really have normal relations with the Ugandan Government while that is going on? Should we not be making much stronger representations and looking at the levels of human rights abuse that continue to take place in Uganda? The whole history of Uganda from Idi Amin onwards is one of terrible tragedy, with not just the anti-gay law but the behaviour of the Lord’s Resistance Army and excesses by the armed forces in trying to deal with that. Having met former child soldiers who were recruited into various militia forces in Uganda and other countries in the region, one must have some humanity and understanding.

My final point is that we are elected Members of Parliament and proud of that. Many concerns have been expressed by the IPU’s human rights committee about the treatment of Members of Parliament and other elected members who have become—how shall I put it?—unpopular with their Governments. The matter of Leonard Hitimana from Rwanda was brought to the IPU’s human rights committee. He disappeared in 2003 and it is believed that he was abducted by state forces.

There are a number of other cases, such as that of Hussein Radjabu in Burundi, who, likewise, apparently remains in jail as an elected parliamentarian. I do not believe that parliamentarians should be above the law or allowed to act with impunity, but it is important to recognise that one should not be arrested or imprisoned because of one’s political views—only for any criminal acts that may have taken place.

As we search for long-term peace in the region, we have to take up the issues of human rights and of conflict minerals and the profits that have been made from them. We should also become a force that tries to protect the environment, human rights and the populations of the area, rather than allowing the mineral companies of the world to do what the colonialists did in the 19th century, which was to destroy the pristine and beautiful environment for the short-term wealth that minerals can bring. It is a pleasure to serve under your chairmanship this morning, Mr Howarth. I particularly congratulate the hon. Member for Islington North (Jeremy Corbyn) on securing this important debate and on the knowledgeable and detailed way in which he set out many of the challenges across the great lakes region. I know that he has a particular passion and interest in the important area of human rights, and that came over strongly in his contribution.

The hon. Gentleman neatly set out the challenges of the region. He highlighted the extensive suffering, both historic and, sadly, more recent, in the DRC and elsewhere in the region; the appalling atrocities, particularly those that relate to rape being used as a weapon of conflict; the significant challenges around the illicit use of extractives; the important issue of Virunga national park; and the challenge of the failed asylum seekers. He also mentioned Rwanda, Burundi and Uganda. He packed a tremendous amount into his contribution.

If I may, I will try to respond specifically to the points that all Members made. It has been an excellent debate and all the contributions have been significant, powerful and articulate. That demonstrates the great knowledge that exists across the House in these important areas and our ongoing interest, as parliamentarians in the UK, in doing everything we can to improve the lives of those who live in the great lakes region.

It might be an obvious point to make, but we are talking about vast geographical areas, which create part of the challenge. The DRC alone is approximately the size of western Europe. That is why it is important that we continue with our development assistance to help lift people in the great lakes region out of poverty, and that we support the work of improving political and human rights situations on the ground.

The hon. Member for Islington North rightly raised the issue of conflict minerals. The OECD’s “Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas” includes specific guidance on gold, tin, tungsten and tantalum, all of which are used in consumer electronics. We encourage and expect UK businesses to respect all laws and the voluntary principles. The United Kingdom is chair of the voluntary principles on security and human rights, which are designed to guide companies in maintaining the safety and security of their operations in a framework that encourages respect for human rights. I am the Minister responsible and I am encouraging our team, as part of our chairmanship, to persuade more companies and more countries, both in the region and internationally, to participate in the voluntary principles.

It is important that the DRC should be committed to improving openness and the accountable management of resources. We encourage the DRC to pursue its EITI accreditation and believe that that is important. I met with President Kabila and Prime Minister Matata in February this year. During my visit to Kinshasa, I reiterated our view that it is important that the DRC retains its candidature status. That will ensure that the DRC and its people get full benefit from the mineral wealth of the country and maintain investor confidence. That idea is a main driver behind our Prime Minister’s G8 agenda of tax, trade and transparency, which could play an important role in ensuring a fair balance between the return on capital invested and people in the DRC benefiting significantly from the minerals in their country.

The hon. Members for Islington North, for Strangford (Jim Shannon) and for Bassetlaw (John Mann) raised the issue of Virunga national park. I want all Members to understand that the UK continues to oppose oil exploration in Virunga national park. Many of the points that the hon. Gentlemen made were absolutely right. We urge the companies to act appropriately and the DRC Government to respect the international conventions to which it is already a signatory. We are committed to supporting UK companies in the great lakes. Investment needs to be responsible and sustainable. I reassure the hon. Gentlemen that I have lobbied in the DRC, making clear the UK Government’s position verbally and in writing.

The hon. Members for Islington North and for Middlesbrough South and East Cleveland (Tom Blenkinsop) rightly mentioned the issue of failed asylum seekers returning to the DRC. We need to acknowledge that the UK has a proud history of helping those who need to escape persecution to access the UK. Each application, however, is judged on its individual merits, and any decision to refuse asylum is made on the basis that it is safe for someone to return to their country of origin. All Members will be aware that the courts have ruled that failed asylum seekers who are returned to the DRC are not at risk of treatment contrary to article 3 of the European convention on human rights. I would be grateful if the hon. Member for Middlesbrough South and East Cleveland sent me the report to which he referred.

The hon. Gentleman also mentioned the importance of elections in the DRC. When I met President Kabila in February, I encouraged him to draw up a clear electoral timetable to cover the period from now until 2016. We continue to work closely with the DRC Government, the UN and international partners as those plans develop. Progress needs to be made on the outstanding recommendations of the EU election observation report to which the hon. Gentleman referred. We encourage the Congolese Government to implement those recommendations. To respond to the shadow Minister’s point, I should say that in November last year I met with the head of the Congolese electoral commission and encouraged the full implementation of the reforms. We offered our support on that.

I assure the hon. Gentleman that those conversations not only will take place, but have started already. When I was last in Goma, I met Martin Kobler and we discussed the security situation, the broader political situation and the role that Church groups and others can play in building security and stability.

There are several points that I want to make quickly in the time I have left. The first is on the donor co-ordination of development spending. DFID leads donor co-ordination in the DRC and is working closely with the Government, MONUSCO and other donors to ensure that our development assistance can best help the people in the region out of poverty. We have significant accountability mechanisms in place. The UK is one of the largest donors to the DRC. DFID supports inclusive institutions, the empowering of citizens and the holding of service providers to account. Support to the DRC is based on DFID’s partnership principles, of which hon. Members will be aware.

A number of Members touched on the appalling levels of sexual violence. Tackling that is a significant priority of the Foreign and Commonwealth Office with the preventing sexual violence initiative. We are holding a conference in June. I am delighted that the Democratic Republic of the Congo is a signatory to that initiative and wants to be a key participant in the conference. I went to Goma with the Archbishop of Canterbury, where I visited some of the victims of these appalling events. I reiterate my thanks to faith groups and recognise the significant contribution they make and continue to make in tackling sexual violence and in building capacity and rehabilitation for those who have suffered sexual violence.

Our role is not just bilateral but multilateral, through important organisations such as the UN Human Rights Council. The hon. Member for Strangford rightly raised the persecution of Christians, and we share his concerns about the rising tide of violence against Christians in middle east Africa and the north of Africa. On Tanzania, there is an impressive record of peace and stability, although we are concerned about the violence that led to the death of the priest in Zanzibar, which he mentioned. Alongside our EU partners, we have urged that the highest levels of the authorities investigate that.

I want to touch on Burundi, which a number of Members raised as a particular concern, especially the hon. Member for Bassetlaw. We give aid to Burundi; we contribute 15% of EU funding and 30% of World Bank funding to the country. There will be significant sums of money in the next three or four-year period through the EU loan, and Burundi is targeted to get more than €400 million. We are, however, concerned about the country. That is one of the reasons why I visited. I was the first Foreign Office Minister to go to Burundi for many, many decades. I discussed some of the existing challenges with the President. We are committed to reducing poverty and supporting human rights and free, fair and credible elections while building the capacity of civil society, and there are concerns in Burundi about political tensions and the closure of political space.

In the time I have left, I want to reassure all hon. Members that the UK Government will keep the great lakes region at the forefront of our priorities, play our role bilaterally and through multilateral institutions and support the UN deployment in the eastern part of the DRC as well as the wider peace and security framework.

My hon. Friend is absolutely right in his description. I probably cannot describe all those things in one answer to a question, but in our efforts to alleviate the crisis UK aid is now providing: food for more than 210,000 people a month; water for 1.4 million people; and cooking sets and blankets for 300,000 people. So he can see the scale of the assistance that is being delivered. Tomorrow, I will attend the International Support Group for Lebanon meeting in Paris, where we will be working with other nations on providing the necessary assistance to help stabilise Lebanon, too.

I realise that relations with Russia are rather difficult at the moment, but will the Foreign Secretary renew his efforts to talk to Iran and Russia to bring about a renewal of Geneva II, a ceasefire and then some kind of political solution? The crisis in Syria cannot be ignored just because of events that are happening elsewhere.

Yes is the basic answer to the hon. Gentleman’s question. I assure him that although Ukraine occupies a great deal of attention, all our work and the pace of our work on Syria will be maintained. We are suggesting to Russia and others that there should be new work and meetings among the permanent five members of the Security Council to try again to make a diplomatic breakthrough on Syria—I cannot hold out any prospect of that at the moment—and of course we will hold discussions with Iran, so the answer to his question is yes.

My hon. and learned Friend might have noticed that I read that out as “Russia and Ukraine”, but China’s role is important. China has spoken at the UN Security Council of the importance of the sovereignty and territorial integrity of Ukraine. I hope that that is a statement and a position that China can develop over the coming days.

The incursion of any foreign troops into the Ukraine is wrong and can lead to further war and destabilisation, but does the Foreign Secretary accept that part of the problem is the ambition of NATO expansion further eastwards and more NATO or US-run bases in the region? Is it not time to bring about a long-term neutrality and de-escalation of NATO’s presence on the borders of Russia?

Russia’s action is hardly designed to produce less NATO presence in countries that border Russia—far from it. The countries in close proximity to Russia will be anxious to have a stronger NATO presence in future. Russia’s action is very counter-productive from that point of view. NATO membership has not been in prospect for Ukraine. In any case, as so many right hon. and hon. Members have said, there is no excuse for Russia’s actions in the past few days. The idea that Ukraine was about to join NATO is certainly no justification for them. That was never in prospect.

It is important to explain the investigation, and that is what I am doing today. I am sure that my hon. Friend will encourage his constituents to read the report. It is not a report just for Parliament to read; it is a report for the public to read. It is published on the Government’s website and it is easy for Members of Parliament to make copies available. People will be able to make judgments for themselves on its transparency and on how much reassurance to take from it. I hope they will be reassured that in this country we do look into such documents and respond to demands for investigations. We asked the highest ranking civil servant in the country to lead those investigations. We ensured that officials from 30 years ago were interviewed and that tens of thousands of documents were examined. There are not many countries in the world that have that level of transparency relating to events in the past, let alone in the present. We should say that those are good attributes of our country, and that they are good examples of how we face up to issues from the past.

May I take the Foreign Secretary back to the answer he gave to my hon. Friend the Member for Coventry North West (Mr Robinson)? On page 2 of his report, he rather glibly says that under a 25-year procedure a lot of Ministry of Defence files were destroyed. This issue is not new and concerns have been expressed ever since 1984. Therefore, what was going through the minds of people in the MOD when they destroyed those files? Only some of them have been discovered in parallel files kept in other Departments. Why, at no stage in 1984, did any Minister feel fit to tell the House of Commons that a British military adviser had been sent to India? I was a Member of the House at that time and no such reference was ever made, so it was unlikely that any question would have been raised.

It is hard to judge—1984 was a few years before I was a Member of this House—why questions were not asked and statements not given. I do not think that we can go back and judge that now. The hon. Gentleman said that I had said glibly in the report that the file was destroyed, but it is the Cabinet Secretary’s report, not my report. The Cabinet Secretary is reporting the fact, which is that the MOD destroyed that file in 2009. It is not for me to explain that. That happened under the previous Administration and was carried out by an official; it was not a political or ministerial decision. It raises a sufficient question such that, in the review I announced today, we have to look at such rules and how these things are carried out. That is part of what Sir Alex Allan will examine.

My hon. Friend raises an important point. Naturally when we go on such delegations, we tend to gravitate towards Cairo, which is the centre and capital of Egyptian life. I might add that as a capital, it is very significant. Twenty million Egyptians live in Cairo, which is a high proportion of the total population. However, he is absolutely right that Egyptians across the country are less interested in the power dispute and are more concerned about economic stability and the future for themselves and their families. I will talk about the consequences of the dispute between the Muslim Brotherhood and the army.

I compliment the hon. Gentleman on securing the debate. He seems reluctant to describe what happened last year in Egypt as a military coup, which, in reality, it was. Is he not concerned that that is a precedent, and that large numbers of opposition people have been arrested in the same way as many were arrested under Morsi? There is a serious denial of many people’s human rights throughout the country at present.

The hon. Gentleman makes a good point. It is undoubtedly the case that the army has been very heavy-handed in dealing with protesters and dissent. There is a new protest law under which people have been put away for three years simply for protesting and being out on the street. I am tentative about describing what happened as a coup, because the army’s view is very much that it was a popular uprising. The army would suggest that—I heard it many times in Cairo—although the events of February 2011 have been described as a revolution, what it feels was another revolution in June last year has been described as a “coup”. We have to be careful about the language we use.

Clearly, it is true that the army flexed its muscles at the end, but there was popular support, with Tamarod and people on the streets, so to describe what happened as a coup does not perhaps get the right tone. Generally, coups around the developing world are led from the top: a general and a few of his associates might seize power for themselves. The army in Egypt would very much contest whether a coup is an accurate description of what happened last summer and no doubt historians, politicians and diplomats will debate how to describe it for years to come. I am very reluctant to use the word “coup”, even though I appreciate that it has been widely used in the media.

The big question at the moment is how to deal with the Muslim Brotherhood. Clearly the army has gone down one route, which is heavy-handed—really the iron fist. Our perception was certainly that the army was willing and ready to deal with, in an uncompromising fashion, any attempts on the part of political Islamists to use violence. It was expressing the view that it had had enough of the Muslim Brotherhood and of trying to accommodate them, and that it would handle any threats from that quarter with a great deal of repression. Those were not the words that the army used, but that was very much the indication that it gave us. There is clearly a massive problem with that, potentially, because—

My right hon. Friend the Minister can speak with more authority than I can on this, but our Government have been absolutely clear about our commitment to human rights and to religious freedoms in Egypt. What the right hon. Gentleman should be aware of is that the Copts—we talked about a coup last year—were very much in favour of the military stepping in. They saw the Muslim Brotherhood as no particular friends to them. Indeed, they felt that the incidence of religious violence and of terror against their community increased dramatically in the brief period of Muslim Brotherhood rule.

There are many conflicting issues that we have to deal with. On one side is the protection of minority rights; on the other is the democratic will as expressed by the majority. Often in these cases in the Arab world, those two things are in conflict. One justification for military involvement was on precisely this issue. The army would say—it did say to us—that the Muslim Brotherhood did not look after the human rights of all Egyptians; it was sectional, and it looked merely to its own. In that context, the army has taken on itself the role of guardian of minority rights.

Egypt’s parlous economic situation is the context in which that military strongman, for want of a better term, may well emerge. The budget deficit has risen to $34.8 billion, which is 14% of GDP. To put that in context, our deficit was 12% of GDP in 2010, which was the highest proportion it had been in our peacetime history. Public debt in Egypt is running at about 90% of GDP. Clearly, there has been a massive economic crisis and the country is under a lot of pressure. There are also problems with terrorism and the rule of law. When we first arrived in Egypt in 2010, we managed to drive through the Sinai peninsula on our way to Gaza, but the presence of armed militias and armed forces in the Sinai peninsula, and the battles that rage there, make such a trip impossible today. The country suffers under massive economic pressure and the spectre of renewed terrorism.

The hon. Gentleman is being most generous in giving way. Does he concede that the new Government have displayed a disappointing attitude by not opening up the Rafah crossing, which has created further problems and tensions in Gaza? I recognise what he says about the journey across the Sinai; that is a fair point.

In the Sinai peninsula, which has generally been, for the past 40 years, under Egyptian control, the situation is one of relative anarchy. In that context, it would be asking a lot to expect any Egyptian Government to open the border. I cannot see such a development taking place, given where we are today. The army has a real job on its hands in trying to introduce some element of rule of law in the Sinai peninsula.

I conclude by making one or two remarks about our response. We went to our embassy in Cairo, where we received generous hospitality, and we encountered some hard-working and committed diplomats. The feeling that we received from people to whom we spoke in Egypt, at all levels, was that the west had failed Egypt and that we, as one of Egypt’s longest-standing partners, had not fully grasped the nature of the situation. That might be a misrepresentation, but I can only report what I was told. There was a perception that we had been slightly wrong-footed by events. In a fast-changing environment it is easy to back the wrong horse and then find that the winning horse is suspicious of people who have not fully supported it.

For decades to come, we will have to question the operation of the multi-party system. Over the past four years, secular parties have not emerged. The two power blocs of the army and the Muslim Brotherhood are the dominant forces in Egypt, and they may well be for some time to come. The Al-Nour party, which won a quarter of the parliamentary seats, is a Salafist party inspired by political Islam. It is difficult to see how a multi-party secular democracy can emerge in a country in which the army and political Islam, particularly the Muslim Brotherhood, play such dominant roles.

In Westminster and across western capitals, we will have to come to terms with that. We will have to reassess the somewhat naive idea that Egypt might become a multi-party system like Australia, for example. If anyone thought in 2011 that that might happen, it was a rather naive assumption. We simply have to describe what we see on the ground and how popular will is expressed. Secular parties have not developed as many of us anticipated, and it is an open question whether we should try to encourage their growth or simply focus our attention on the humanitarian and economic situation in Egypt.

I am grateful for the care and attention with which Members of the House have listened to my remarks, and I look forward to listening to and participating in the subsequent debate.

I pay tribute to both previous speakers and, despite the friendly sedentary intervention of my friend, the hon. Member for Islington North (Jeremy Corbyn), I intend to follow in their footsteps. I congratulate in particular my hon. Friend the Member for Spelthorne (Kwasi Kwarteng) on introducing such an important subject. I am pleased that people have not gone automatically into a mode of suggesting that all the good is on one side and all the evil on the other. In Egypt, we are confronted with a choice of which is the lesser evil. I agree with the hon. Member for Inverclyde (Mr McKenzie) that the correct course to follow is not to rush to endorse what has happened in Egypt. We should ensure that we maintain pressure on whatever Administration or regime emerges to follow a path back to constitutional democracy at the earliest opportunity.

It sometimes bothers me that people think that when a dramatic development occurs, it is automatically to be interpreted in the context of what we have experienced in recent European history. I felt the very coinage of the term “Arab spring” to be inappropriate. I did not feel that the spate of revolutions that took place in one middle eastern country after another should be compared to the attempt by central and eastern European countries, which had been well set on the path to constitutional democracy before they were hijacked by the Soviet empire, to go back to the democratic path. There was no direct comparison between those European countries asserting their right to return to democracy and what was happening in at least some of the middle eastern countries.

In 1941, Churchill was famously teased by one of his left-wing opponents when he spoke up for Russia after it was invaded by the Nazis. After all, Churchill was the architect of British intervention in the Russian civil war, and he famously wanted to “strangle Bolshevism at birth”. He had the right answer to his critic: he said that if Hitler invaded hell, he would at least have a good word to say for the devil in the House of Commons. In other words, he recognised that it was a choice between evils.

It is often thought that when a totalitarian regime emerges, based on a totalitarian ideology, it does so in a coup, with no popular support at all. That is not necessarily the case; in fact, I would say that it is not usually the case. There was certainly popular support for the Nazis, as well as for the communists in many cases where they succeeded in coming to power. The paradox in trying to deal with such situations was that there was a degree of democratic legitimacy to the initial taking over of the country, but once that had happened, the regimes proceeded to dismantle the very framework of democracy—however great or limited it was at the time—that had enabled them to come to power on the basis of some form of popular support. Such popular support was often allied to a specific type of devious perversion of political language when the regime was consolidating its grip on power.

The question that must be faced by democracies looking on as such situations develop is what we do when a group of people come to power, initially with a greater or lesser degree of democratic legitimacy, and proceed to subvert the system so that they will never again have to submit themselves to democratic elections. I suggest that what was happening in Egypt was a movement in that sort of direction. The country was faced with the choice of whether it wished to see Islamism take control, as it has done following what I prefer to call the Arab uprisings, to the disappointment of many of us who were hoping to see constitutional democracies emerge in other middle eastern countries. The issue is what we do about that. Do we simply rush to condemn the fact that Islamists have been ejected from power in Egypt, or do we recognise the real difficulty of the choice that Egyptians have had to make between one extreme situation and another?

I thank the hon. Member for Spelthorne (Kwasi Kwarteng) for securing this debate and for the remarks he made in introducing it.

The situation in Egypt is dangerous and sad. The abuse regarding the right of protest and the abuse of human rights has been continual in Egypt for a long time. My hon. Friend the Member for Inverclyde (Mr McKenzie) correctly pointed out that the military are back in control of government, as indeed they have been in control or supportive of government for most of the period since the second world war, if not longer. The army is the big factor in Egypt. We also have to recognise that all of Egypt’s constitutions, including the latest constitution that has just been voted through by yet another referendum, which is the third in three years, gives a unique and special place to the army in society and gives it a degree of independence—way beyond any sense of parliamentary control—that nobody in this country or in Europe would accept. Indeed, the Egyptian army has its own economy and source of income. Egyptian society is essentially a process of debate with the power of the armed forces, as opposed to anyone else, and we have to recognise that as one of the big factors.

The other big factor, of course, is the events over the past three years since the Arab spring. Everyone who recognised what was happening across north Africa and the middle east always thought that Egypt would be the last place to have mass protests, but eventually there were huge protests in Tahrir square that resulted in the removal and trial of Mubarak, who is still in custody. The protests did not end the power of the army, which during that period was clever in presenting itself as some kind of democratic force on the side of popular opinion. A constitution was produced, which was followed by the election of President Morsi.

Initially, the rest of the world was keen to do business with Morsi. He was due to come to Britain, and somewhere I have an invitation to meet him. He was arrested and imprisoned on a Monday, and our meeting was due on the Thursday. I then got the most peculiar e-mail that I have ever received, saying, “It appears that President Morsi will not be able to attend the meeting.” The e-mail did not give any reason why he was not able to attend the meeting. I believe that you were also due to be at that discussion, Mr Havard. Morsi has been in prison ever since.

I am not a spokesperson for the Muslim Brotherhood—I have many criticisms of many organisations, including the brotherhood—but one has to recognise that it has been an important factor in Egyptian society since its foundation in 1928. The brotherhood has large support, and its leadership and membership have suffered a lot of imprisonment since its foundation. The brotherhood has often been banned—by the British, by various Egyptian Governments, by Nasser, by Mubarak and by many others—so when the brotherhood finally won election it was an important turning point in Egyptian history.

Those who protested against the brotherhood presidency and Government—there were huge protests within a year—rather bizarrely turned to the army for their salvation. I have asked various friends on the left of Egyptian politics where that narrative came from. When people are making democratic protests against a Government and its authoritarian measures—indeed, there were plenty of authoritarian measures under Morsi—where in the democratic alternatives does one turn to the army for salvation? That is the conundrum. The Government that Sisi now leads, and of which he will no doubt become President in a short time, have been as oppressive of the opposition, albeit a different opposition, as the Morsi Government were. Large numbers of people have been killed or imprisoned, and the behaviour of Sisi’s Government towards human rights in Egypt is not good. Although one can understand the degree of opposition to Mubarak, to Morsi and now to the current Government, one should be careful of endorsing a military regime and the oppression of human rights that it is now undertaking.

Is that not the crux of the issue? The commitment to pluralism and peaceful change of Government, recognising that Governments come and go, is crucial. Is not one of the problems that, as the hon. Member for New Forest East (Dr Lewis) mentioned, it appears that the Muslim Brotherhood failed on that level of commitment?

My right hon. Friend makes a fair point. Under the Morsi presidency and the then new membership of the Egyptian Parliament there was no development of plurality in politics or of a wide range of secular and non-secular political parties. There were a lot of attacks, particularly on religious minorities, which is totally unacceptable.

I have been to Egypt twice, both times en route back and forth from Gaza. I spent some time in Cairo this time last year, and I spent a lot of time talking to people in Tahrir square and meeting various others. I was struck by the level of antipathy towards the Muslim Brotherhood among people who had voted for it in the election a very short time previously. They voted for the brotherhood on the basis that it was not a continuation of the military governance of Egypt, but they rapidly became disappointed in what the brotherhood was doing. The situation is complicated, and of course there is a degree of polarisation, but there is also a massive abuse of the human rights of religious minorities and others, about which we should be concerned.

This is my last point. Will the Minister undertake to make representations on the position of religious and ethnic minorities in Egypt? Will he specifically make representations on the position of journalists who have been attempting to report what is going on in Egypt? I tabled an early-day motion on the arrest of al-Jazeera journalists on 29 December 2013. Those journalists include: the bureau chief Mohamed Fadel Fahmy, who is a Canadian national; Peter Greste, an Australian national who formerly worked for the BBC; Baher Mohamed; and an Egyptian cameraman, Mohamed Fawzy. One of them has been released, but the others remain in prison. As far as I am aware, they have not been tried, and I believe they are being held incommunicado in prison. Jim Boumelha, the president of the International Federation of Journalists, has presented a statement:

“We join international condemnation of the journalists’ arrest and demand that they are released with immediate effect. These are working journalists who have committed no crime and were simply doing their jobs. By continuing to detain these journalists the Egyptian government is undermining the right to press freedom and freedom of expression in the country and calling into question its attitude towards basic human rights.”

A number of journalists have lost their lives in 2013: Mick Deane, a 61-year-old Sky News cameraman; Habiba Ahmed Abd Elaziz, a 26-year-old journalist with Gulf News and the UAE-based Xpress newspaper; Ahmed Abdel Gawad, a reporter for Al Akhbar newspaper; and Mosab Al-Shami, a photographer for the Rassd news website. Those journalists lost their lives because they were trying to report the conflict.

Many people, including all of us in this Chamber, would argue about the way in which particular journalists allegedly report things. I have carefully watched how a number of international channels report what is going on in Cairo, including Russia Today, France 24, CNN, al-Jazeera, the BBC and Sky News, and one recognises that all of those journalists are doing their best to report the facts of what is going on. I guess those facts are unacceptable either to the army or other authorities in Egypt, hence the al-Jazeera team has been arrested—al-Jazeera continues to try to report in Egypt. The National Union of Journalists has produced a briefing on behalf of the International Federation of Journalists, and I would be grateful if the Minister would undertake to make urgent representations to the Egyptian Government for the release of those journalists. Will he also undertake that the British embassy will engage as rapidly and strongly as possible with the Egyptian Government on those questions and the questions of minorities and religious freedoms?

Today’s debate has given us an opportunity to try to understand something of the reality of life in Egypt, recognising that it is the largest country, with the youngest population and lowest level of natural resources per capita, in the region. It has some gas, oil and other natural resources, but their value is nowhere near that of what is held by other countries. Young people in Egypt have a thirst for jobs, homes and some success in life. One should not underestimate the level of economic demand behind much of the protest. If those economic demands are not met, the new Government in Egypt will also feel the wrath of the people, who feel they have been short-changed by poverty and corruption for a long time.

I turn to the criteria for designating countries of concern, which perhaps in part will answer the question asked by the hon. Member for Penrith and The Border (Rory Stewart). I am pleased that the FCO has provided the criteria it uses to make its designations in the 2012 human rights report. I remain baffled, however, that Bahrain, given the continuing serious violations that were committed during the period that the report covers, was not added as a country of concern. I reiterate the recommendation of the Foreign Affairs Committee:

“If there is no significant progress by the start of 2014, the Government should designate Bahrain as a ‘country of concern’”.

Let us hope that the meeting held last week between Bahrain’s Crown Prince and the main opposition leaders signals the willingness of the Bahraini Government and the opposition to engage in meaningful negotiations, leading to meaningful political reform, greater political openness, fairer representation and the end of discrimination. If it does not, I suggest that it is time to get much tougher with Bahrain.

The Foreign Affairs Committee Chair mentioned deportation with assurances, which is a very important point, because the FCO seems satisfied with existing arrangements and has rejected suggestions made by our Committee to strengthen the monitoring process for people returned under those arrangements, including to Ethiopia and Algeria. I urge the FCO to look at the matter again, and remind it that a DWA agreement was also concluded with Libya during the time of Colonel Gaddafi and was seen at the time as perfectly fine. I doubt, for instance, that, as the Chair said, a domestic human rights institution in Ethiopia that is widely known to be ineffective can be trusted to monitor the well-being of those returned to Ethiopia under the agreement.

Does my right hon. Friend agree that we should be much more careful about deporting people to countries that are not signatories to the convention on torture, as a way of protecting them against that and protecting our own legal position?

Yes, I absolutely agree with that observation. Indeed, I think that these arrangements are of political significance and warrant some form of parliamentary control. The non-statutory nature of the memorandums of understanding involved does not prevent parliamentary scrutiny. I would also welcome the FCO’s reporting back to Parliament annually on how effective the monitoring arrangements have been and whether any allegations of abuse have been reported to it.

Like many of my colleagues, I look forward to receiving the findings of the independent investigation being undertaken by David Anderson QC into this policy, although I wonder why it has taken so long to get that investigation off the ground.

The Foreign Affairs Committee Chair also mentioned women’s rights. I join him in commending the Foreign Secretary for taking a lead with the preventing sexual violence in conflict initiative, but I would like to know whether and how the FCO will involve more UK parliamentarians, particularly in the light of the conference to be held in London in June this year. Women’s organisations are also questioning how the preventing sexual violence initiative and the conference can galvanise support for grass-roots women’s organisations in countries of concern.

Further to the women’s rights agenda, I think that we all need to focus on how to help to support women, including women MPs and civil society more generally, in Afghanistan during and after the NATO withdrawal. Sadly, I do not believe that it is “mission accomplished”. The real gains made for women in the past decade are fragile, and women are likely to become increasingly exposed in coming years. I have seen what has happened in Iraq. I criticise the lack of ongoing support for women in Iraq who are exercising their mandates as Members of Parliament with considerable difficulties. I would like to know what precisely we are continuing to do in Iraq before we start making promises about what we will continue to do in Afghanistan.

I would like to conclude with two points. The first is my concern about growing restrictions in many countries around the world on non-violent civil society activity, including, as Amnesty highlighted recently, the proliferation of “national security” and “public order” legislation aimed at restricting the space in which civil society operates. I would like to know whether the FCO has or is planning to put in place a strategy to counter those negative developments and to provide even more support to beleaguered civil societies in a number of countries. Without a thriving and diverse civil society, democracy is very unlikely to take root.

Similarly, I would like to reiterate concerns expressed by Human Rights Watch about Governments who adopt a feigned democracy, championing elections but rejecting basic principles: that laws apply to those in power and that Governments should respect free speech and uphold the rights of unpopular minorities in their countries.

Secondly, I must take issue with what the FCO report says about promoting “our” values, because what we are doing is promoting universal values. In this connection, I must stress how unhelpful the negative domestic discourse about human rights and universal values is. The UK does not exist in a bubble; what we do and say on human rights is seen not only by those in the UK, but by the rest of the world.

How can we take Russia to task, for example, for not respecting international human rights when we seem only too willing to disparage “universal values” and the rules-based international system when they do not suit us? The “Do as we say, not as we do” approach is unlikely to be very persuasive with others and is very likely to harm us all in the longer term. Without greater respect for human rights worldwide, we are likely to have to deal with more instability, more humanitarian crises, more radicalism and a less secure environment for UK business.

I will take five minutes, Mr Chope, to allow my colleagues to speak; I think that fits the arithmetic.

I will put on record the fact that I have raised with the Leader of the House the issue about the conduct of this debate, its timing and the opportunity for it, and I will continue to do so. It is wholly inadequate that we have 90 minutes to discuss the human rights of the whole world, on the back of a serious report by the Foreign Office, the Select Committee’s response to that report and the Government’s response to the Committee’s report. It is incumbent on all of us to put pressure on the relevant channels to ensure that we get a much longer debate on the Floor of the House or a three-hour debate here—something much better than this.

I want to deal with a couple of thematic issues. I attend the United Nations Human Rights Council as often as I can. I find it interesting. It is a great improvement on the Commission on Human Rights, in that there is a more transparent election process for membership of the council, and the universal periodic review process means that every country is put under a microscope at some point. That has to be a good thing. We are now coming to the end of the period for the first reviews in the UPR process. This is beginning to be the problem area. Where a UPR has come up with significant human rights concerns about a particular country—there are many of them—and a report comes back that is inadequate or has responded insufficiently to the Human Rights Council, the question is, how assertive is the Council prepared to be in future? There are no simple answers to this and it is a matter of involving people in debate and negotiation.

I should be interested to hear the Minister’s views on the direction of travel in this regard, because the Human Rights Council provides an opportunity to embarrass the human rights abusers and an opportunity for non-governmental organisations to make their views known, as well. I should be grateful if the Minister confirmed that, in any discussions about the future structure of the Human Rights Council, which Britain is now a member of, the Government will continue to press for one of the basic principles of the United Nations organisation and agencies, which is the opportunity for civil society to be able to speak at the Human Rights Council, and at other agencies. However, I am more concerned about the Human Rights Council, because it provides an expatriate non-governmental organisation, for example, or an NGO in a country with a fairly repressive regime, the one opportunity to embarrass their Government and raise issues of torture and human rights abuse. That is a precious right. I hope that the Government are prepared to support that.

I should also like the Minister to respond, if he could, on the question about Britain’s attitude to the European convention on human rights. I support the convention and guess that every hon. Member in this Chamber does. I support the European Court of Human Rights, in the sense that it exists and is an important process and helps set a benchmark. Many hon. Members have expressed concern, particularly my hon. Friend the Member for Bristol East (Kerry McCarthy), my party’s Front-Bench spokesperson, about the treatment of Pussy Riot in Russia and the abuse of human rights there. The European Court of Human Rights process has been quite an important tool for human rights defenders in Russia and in other countries, including Ukraine, Hungary, Turkey and many other places, allowing them to raise such issues. If they think that the British Government’s sole policy is to continually denigrate and attack the European Court of Human Rights, and withdraw from the convention and that human rights process, that has two effects. First, it reduces our moral authority to say anything about anything and, secondly, it is a signal to many other countries that they, too, could follow the same path if life became embarrassing for them. The point of a convention, and of a transnational court, is that it has authority and has an effect on national policies.

There are many countries that I want to mention, but there is not time to do so. I just want to draw attention to the report’s contents concerning Iran, the points about Bahrain made by my right hon. Friend the Member for Cynon Valley (Ann Clwyd), and the interesting section on Saudi Arabia, to which attention has been drawn by hon. Members. I ask the Foreign Office and the Committee to persist with Saudi Arabia, particularly on migrant workers, and with regard to the lack of rights for migrant workers all over the Gulf region. The abuse of their human rights and their civil and political rights is a time bomb ticking away.
