Commons ChamberI do not have the costs immediately to hand. However, the point about Operation Brock is that it is designed to replace Operation Stack and provide a solution well into the early 2020s in the case of disruption at the channel ports, which I do not want to see. To do the work on the M20 and the work that has happened on the M26, the cost is in the low tens of millions of pounds, but I will be able to give the hon. Gentleman an exact number. It is really important that we do not see a repeat of the disruption of 2015 in Kent.
Knutsford commuters have been repeatedly promised an upgrade to the Knutsford to Manchester line to two trains an hour. However, after excuses and procrastination, that is now not happening at the time it was meant to happen. It is unacceptable to have such an unreliable and irregular service for such a busy part of the country. Will the Secretary of State intervene, speak to Northern, speak to Network Rail, and get this promise fulfilled?
I entirely agree with my right hon. Friend that we want to see reliable services offering high capacity. She speaks well on behalf of her constituency. I will of course look into the matter and get back to her.

Commons ChamberI am very conscious of the sinking of the Solstice off the hon. Gentleman’s constituency. I have met him, too, and I know how much he cares about this issue. I care about it, too, so yes of course I will do that. Furthermore, let me be absolutely clear to him, the hon. Member for Na h-Eileanan an Iar and the whole House. In respect of looking at these matters with assiduity, we will leave no stone unturned. If there can be improvements, there will be improvements.
I certainly can. I was pleased to meet both my right hon. Friend and the mid-Cheshire rail line promotion group in her constituency back in August. Since then, we have been liaising with Transport for the North. She will be aware that one of its key strategic corridors is the Wales and the west stretch in the north-west. It is looking at how the mid-Cheshire rail line scheme fits into its strategic proposals, and I hope to hear more in due course.

Commons ChamberI am really sorry the hon. Lady has taken that approach. Let me be absolutely clear: this airline did not fail because of Brexit; this airline failed because it had a business model that was not capable of dealing with a price war in the Mediterranean. That is the reality of the situation and that is what its chief executive said. The hon. Lady talks about Brexit causing a lack of investment, but in the past few weeks we have seen a big expansion. Jet2 has set up a new base at Stansted and there has been a huge investment in the UK by Norwegian, which is becoming a real player in the low-cost marketplace. The market is changing and sadly Monarch, a business that has been around for 50 years, was not able to adapt to those changes. I am afraid she is just doing a disservice to the economy of the United Kingdom when she claims that this was a consequence of Brexit. She talks about employees. The biggest favour we can do for the employees of Monarch is to work to ensure they get another job quickly, and that is what we are seeking to do.
Following on from the many letters I have received from constituents, will the Secretary of State join me in thanking and congratulating the staff of the CAA, the Department for Transport and my local airport, Manchester airport, on the work they have done on the biggest evacuation in peacetime?
I am very happy to do that. I pay tribute to the staff of Manchester airport—I met the first plane back at Manchester airport—who rowed in behind the challenge. They were notified only late on the previous day, but by Monday morning staff were out greeting passengers, telling them what had happened and sorting out all the issues arising from the administration. I owe a big debt of gratitude to the staff of Manchester airport, Gatwick airport, Birmingham airport, Luton airport and Leeds Bradford airport, all of whom rose to the occasion, and to all the other people and organisations involved in the exercise.

One key aspect of the business case for HS2 involved consideration of the economic benefits that it could bring. I question whether the economic blight associated with it has been appropriately considered. It appears very often that, in effect, a line has been drawn on a map and only afterwards have the problems caused by that line been adequately identified. My hon. Friend gives a very good example of how the construction impacts are not being adequately thought about at this stage.
For the reasons that I have set out, I urge HS2 and the Minister to act early in relation to Wimboldsley, where there are clearly significant issues, and to move the rolling stock depot to a more suitable site, either its original proposed site at Golborne or a new location, such as Basford sidings, south of Crewe.
I also wish to raise the decision last year to realign the route through Eddisbury 800 metres to the west, and the concerns that have been raised about taking it through an area with a greater amount of wet rockhead—unstable ground liable to subsidence as a result of salt. HS2’s decision to move the route came about because the original 2013 proposed route went through the area where the UK’s strategic gas reserves are stored. It was of course practical to move the route away from the gas reserves, but moving it 800 metres to the west has caused other problems, because it still goes through an area with geotechnical challenges that are not easy to engineer around and where there will be a significant cost to the communities and the taxpayer.
TerraConsult Ltd produced an independent geotechnical report on the proposed change of route and concluded that there would be an increase of 11% in the route length over wet rockhead. HS2’s lead ground engineer has called the ground conditions in the Cheshire salt area “spicy”, referring to the engineering challenges of building a high-speed railway line in that area, and HS2’s own consultant, Wardell Armstrong, recognises the risks of building HS2 through Eddisbury in its report on salt-related ground instability.
The Government must recognise the risks in the area and move the route away entirely. Alarmingly, before making route choice proposals, HS2 had not done any detailed ground surveys for use as a baseline to track ground movement. As far as I am aware, those surveys have still not been carried out.
The engineering challenges require significantly increased height and length of the embankments and viaducts—up to 26 metres. There will be two additional crossings of the Trent and Mersey canal, one at the location of previous subsidence at Billinge. That comes at an estimated additional cost to the taxpayer of £750 million and significantly increases the noise and visual damage for communities.
The route alternatives set out in the TerraConsult report should be looked at and given serious consideration. The decision document issued in July, following the recent consultation, does not contain any reference to the TerraConsult report or the points made in it. Was it considered in detail before a decision on the route in Eddisbury was made? If it was, why has HS2 to date failed to disclose the AECOM report, to which the Minister has referred in correspondence, despite numerous requests to do so?
In raising such serious issues, I consider the impact on Eddisbury and my constituents first and foremost, which brings me on to community engagement and the levels of communication and transparency. Progress has been made with the appointment of a new director of community engagement last December, and the publication of a residents’ charter, but information on the route has been difficult to obtain and public meetings have often left local residents unsatisfied.
When my office has requested information from HS2, there has often been a lengthy delay in responding. Previously, I have had to resort to freedom of information requests. When information is provided, it often lacks the necessary detail and does not fully answer the request. For a significant government project with huge ramifications for the public, all that must improve so that genuine local concerns can be fed into the process adequately.
I congratulate my hon. Friend and neighbour on securing this important debate. I endorse all the points that she is making, in particular those about safety, security, suitability and cost. My constituency, too, is full of brine fields and wells where salt has dissolved and been pumped out, which creates craters underground. Ros Todhunter, a geologist who lives in Lostock Green in my constituency, has also discussed land movement. Railway engineers talk about permitted movement of 5 mm, but we could be looking at 0.5 metres. As my hon. Friend has said, there should be discussions with people who know the land well—their families have farmed this land for hundreds of years and they know about problems under the earth that, I am afraid, the Government have so far not looked into.
I am grateful for my right hon. Friend’s intervention, because I have met Ros Todhunter and am aware that Ministers and HS2 have had high-level technical reports from her explaining some of the real difficulties in my right hon. Friend’s constituency and mine. A deep worry is that HS2 does not seem to be disclosing the appropriate level of technical reports to experts who are meant to be giving expert opinion highlighting proper concerns which are right to express at this stage in advance of a serious engineering project. One such expert is one of the most eminent professors in the field of salt subsidence, who wrote to the Secretary of State more than 18 months ago to emphasise that ground-level surveys ought to be started now, so that HS2 can identify subsidence and problem areas.
I say to the Minister that it would be extremely beneficial for MPs across the House who are affected by HS2 to be regularly updated by the engineering team on the detailed design of the route, to ensure that there is an appropriate level of scrutiny and to allow valuable input in the process. Reports regarding route decisions and sift documents ought to be shared with Members as a matter of course, not kept from us. There simply has to be better engagement, and with an acute awareness and understanding of local issues.
Many constituents have raised legitimate concerns about the compensation schemes for properties that lose value due to their close proximity to the route. Those schemes are failing to recognise the true extent of the blight caused by HS2, and more needs to be done for residents. A number of tenants have particular problems and, as it stands, do not stand to be compensated at all—particularly tenants with agricultural holding tenancies and a tenant in a property owned by a charitable trust, who has a secure tenancy and may not be able to secure another similar to the one that he has now.
There appears to be an increasing trend in phase 2b of need-to-sell applications being turned down. The latest figures show that, out of 139 applications received, just 25 have been accepted, with 49 rejected and 52 pending. Those living beyond 120 metres from the line have no alternative but to rely on the restrictive need-to-sell scheme. I am seeing an increasing number of cases in which constituents are unable to sell their homes due to HS2 but are not fulfilling the highly subjective and restrictive compelling-reason-to-sell criteria. They are then trapped and unable to move, which is extremely unfair. That really needs to be looked at again, with further consideration given to a want-to-sell scheme for those who are blighted and cannot sell. More also needs to be done for tenants who are affected.
On a more general note, I raise the issue of the destruction of woodland in phase 2b. The Woodland Trust estimates that phase 2b alone will destroy or damage at least 18 ancient woods. HS2 must be seen in the context of being a project for the future, but the current mapping along the whole route sees 98 irreplaceable ancient woodlands affected. I urge the Department for Transport to do all it can to diminish the impact on rural areas and to promote a green agenda.
I urge the Minister to reconsider the route of phase 2b through Eddisbury. It would be much more sensible to craft constructive solutions to the issues I have outlined. The new proposed location for the western leg rolling stock depot is extremely unsuitable and will cause long-lasting damage to the local area. The 2016 route realignment through Cheshire raises serious environmental, noise and safety risks and cost implications, as highlighted in an independent geotechnical engineering report, and should be looked at again.
Finally, I hope that if we shine a spotlight on examples of poor engagement and a lack of transparency thus far by HS2, the Department for Transport will look at ways of improving collaboration with communities and local MPs who know and understand their areas. Then, not only will local aspects be fully taken into account, but public trust in the project will improve.

Commons ChamberThe first thing to say is that we have taken a lot of care to try to put mitigation measures in place, and the movement of the depot from Crofton is a case in point. I have looked to try to change the configuration of the route around Barnburgh, and I have been up there myself to look at the locations. I am sure that the right hon. Lady will make further representations to the Committee that considers the Bill. If she looks at the challenges facing the rail network in the north, she will see that it is not about the lines that have lots of stations; it is about the fact that the links between our major cities are caught up by slow trains. A fast train from Leeds to Manchester across the Pennines is not possible because of all the stations in between, and councils and representatives in the north have been calling for better, faster links between our northern cities, and this project will do that job between Sheffield and Leeds. One reason why I am attracted to the link between Sheffield city centre and Leeds city centre is to provide fast connections between the two.
Good choice, Mr Speaker.
I appreciate that the Secretary of State is seeking to be decisive, but my constituents in Tatton are deeply concerned by what they hear in the media. Will he ensure that my constituents, and I as their representative in Parliament, will be fully involved in the decisions that will hugely affect them, and that he and High Speed 2 will not ride roughshod over their legitimate concerns?
This is my first opportunity to welcome my right hon. Friend back to the House. I am delighted to see her, and she will know that, of all the constituencies in the country apart from my own, I know hers well. I used to live there, and I understand the impact on local communities. I give her an assurance that we will do everything we can to be sensitive to the concerns and needs of those communities. As I said earlier, such a project cannot be delivered without it impacting on some people. I know the route through her constituency very precisely, and I can assure her that I will continue to work with her to make sure we minimise the impacts to the maximum degree we can.

Commons ChamberI am absolutely delighted that the hon. Lady has mentioned this important initiative in the House and that the National Trailer and Towing Association has established the scheme. People can go to one of their participating service centres and get a visual inspection or report on their trailers. This should make a difference in helping trailer owners to identify any defects and have them rectified. Not only do I welcome the initiative, but I welcome the fact that the association and other organisations are working closely with Government to improve the safety of towed vehicles.
13. Whether he plans to expand the rail network in Cheshire.
We are investing more than £1 billion in the great north rail project to transform rail travel for passengers across the north of England. In addition, we are supporting local enterprise partnerships and Transport for the North in progressing their priorities for investment in new stations and upgraded infrastructure.
I am grateful to the Minister for his reply, and I want to impress on him the urgency of getting the mid-Cheshire rail link and the Manchester airport western link. Our population is expanding, businesses are increasing in size and the local plans will mean tens of thousands of new homes in the area. This cannot be catered for on the local roads and High Speed 2 will not be an answer. Will the Minister commit to support these schemes and come to meet me and the Mid Cheshire Rail Users Association?
First, let me welcome my right hon. Friend back to her place in this House. It is good to see her here again. As a regular commuter to school on the mid-Cheshire rail line, from Cuddington to Hale, I am all too aware of the attractions of reopening the line to Middlewich. I am more than happy to meet her and local campaigners, and it is really important that all local transport authorities and local enterprise partnerships are supportive of such projects. I am sure that in her early days as the Member for Tatton she will work with those groups to make this a reality.
As I said earlier, we are focused on delivering service improvements right now. The electrification process is continuing—there is no secret about the fact that this project has not gone as well as expected—but the key thing for the hon. Lady’s constituents is that, from this autumn, there will be brand-new trains, more capacity, a better service and six trains an hour from Bristol to London. This is really good news for her constituents.
T9. A number of my constituents are deeply concerned about the impact of High Speed 2—particularly residents in Ashley, who came to see me in a surgery last week. I am sure that you, Mr Speaker, will be pleased that I am not going to go through every point they raised with me, but could the Minister meet me to go through every concern they had?
At the same time as we meet to discuss the mid-Cheshire line, I will be more than happy also to discuss some of the issues with the HS2 phase 2b route, which goes through my right hon. Friend’s constituency.

Commons ChamberThe labour market is still difficult. We understand that. That is why we are providing support specifically for women. I draw the hon. Gentleman’s attention to the fact that there are 61,000 more women in work today than in May 2010. I would have hoped that, unlike the Leader of the Opposition, who failed to do so yesterday, the hon. Gentleman welcomed the overall fall in unemployment that took place yesterday.
At the end of last year, the Minister announced the creation of the women’s business council. Will she assure the House that the council will advise the Government on how they can maximise the contribution of women to the UK?
I have indeed set up the women’s business council. I have announced that its chair will be Ruby McGregor-Smith, the chief executive of Mitie, with whom I have had very constructive discussions. She wants to bring forward a programme for delivery that will improve the pipeline for women in the business environment and increase their contribution to the economy.

Commons ChamberI ask the hon. Lady to give me a chance to get up to Scotland and meet the Scottish Government. I will be happy to meet her and other MPs representing Scottish constituencies to discuss the opportunities for the broader high-speed network. As she demonstrates so clearly, in countries that get on with high-speed rail, once one bit of the line is done there is pressure to do more of it. That is because it is incredibly successful and people can really see the benefits.
Having worked closely with the north west business leadership team, I would like to welcome High Speed 2 on its behalf, given the arguments that have been made over many years about unlocking the potential of businesses in the north, assisting the rebalancing of the economy, and proper connectivity between the north and south. This is a national scheme in two phases but will the Secretary of State clarify the benefit to the north of England from phase 1?
The principal benefit will be not just the high-speed link between London and Birmingham but the fact that it could connect to the west coast main line, which means that people will benefit from shorter journey times that persist as they continue their journey further north. That is really good news for people in that area.

Commons ChamberThe temperature of this debate is running high. In a densely populated country such as England, it will never be easy to come to a decision about transport infrastructure going right the way through the country. That said, just because a decision is hard and opposition is loud does not mean we should shy away from hearing the points made and coming to that decision.
I have listened to a lot of what has been said about the differences between the north and the south, with Members saying that High Speed 2 will not help—but it will. I come to this debate as an MP from the north-west and, in particular, as an MP from Merseyside. This, to us, is infrastructure we need. We are not going to develop because of this infrastructure, but without it our growth will be stymied. As Government Members, we have all voted for a redistribution of wealth—a change from dependence on the public sector to the private sector. We in the north-west need this infrastructure to allow our private sector to grow so that we stop being overly reliant on the public sector. To all intents and purposes, High Speed 2 was meant to aid the decentralisation of that economic power base.
Let me turn to the figures. Yes, the cost of High Speed 2 at £30 billion is a huge amount of money. However, the fare revenue will bring down that cost to £17 billion. Private sector investment is expected to cover a lot of the cost on key parts of the network such as station developments. In response to a recent question of mine, the Secretary of State said that High Speed 2 in its entirety will bring in £44 billion. The latest review from KPMG puts tax receipts alone at between £6 billion and £10 billion per year. That means that High Speed 2 will easily pay for itself. We have not heard about any of that today.
The previous three speakers said that one of the disadvantages of the project is that it has come out of a political agreement among the three parties. I think that that is a massive advantage. It is because we do not have political agreement that we have the lowest motorway density in western Europe, a lack of airport capacity where we need it, and in the north-west a railway system running on timetables worse than in Gladstonian times. The country will benefit from this project because the three parties agree with it. Does the hon. Lady agree?
I agree entirely with the hon. Gentleman. We need cross-party support and we also need cross-country support.
I appreciate that infrastructure is not an end in itself, but it is a means to an end. It opens up areas to opportunity and it is for those areas to seize upon that opportunity and capitalise on it. In considering the High Speed 2 development, we must look at the northern hub and connectivity across the north. We must look at the Y shape of the line and link in not just Manchester and Leeds, but Liverpool.
I fully support high-speed rail, as does my hon. Friend. However, in the context of connectivity, does she accept that the forgotten English region is the south-west? Although one can support this project, it must be accepted that any available funds elsewhere need to be funnelled in that direction and to the west of England to ensure that we have the connectivity that she is describing.
I do not disagree at all. I believe that we need greater connectivity across the board. Equally, this project is not starting until 2017 and will go on for two decades. I would like that to be brought forward, not just for the north-west but for the south.
I want to look at where Merseyside needs to develop and what development we are stopping. Official figures for 2009 recorded that 48 million UK day visitors went to Liverpool. It was the sixth most popular destination in the UK. The number of visitors is projected to grow to 55 million by 2013. With overcapacity on the trains, that will not happen. This is not just about speed; it is fundamentally about capacity.
There is also the Liverpool super-port freight development, which is being led by the private investors, Peel. It is set to develop a £300 million in-river berth, which will increase port capacity from 700,000 containers a year to 3 million, creating more than 4,000 new jobs. We need connectivity, warehouse storage and logistics. We want to grow all of those things. This is about rebalancing the economy. Of course there will be jobs in building the infrastructure, but there will also be key jobs in freight and movement. Liverpool should be positioning itself as the port of the north. I have always said that without our ports—whether the cruise terminal or the freight port—we are only a 180° city or half a city. We need to open up links to our waterways to ensure that we are a 360° city.
I just make the tiny point that HS2 will not carry freight, because freight would make the trains too heavy to stop from high speeds. I just wanted to check that my hon. Friend was aware of that.
No, there will be increased freight capacity, and that is key. There has been a 56% increase in the amount of freight over the past eight years. We have to accommodate that and develop the capacity that we have.
In conclusion, High Speed 2 is vital, as are the northern hub, the connection with Liverpool, our ports and opening up the UK as a whole. There is a financial argument, which people have made. I have given the latest statistics from KPMG. High Speed 2 is about uniting the country, and about spreading wealth and opportunity to areas that desperately need them. My only concern is that it should happen sooner rather than later.

Does the hon. Lady agree that high-speed connectivity is vital? At a time when we are talking about rebalancing the economy, particularly for the Merseyside area, this is not just about speed. We want to develop our port and make it the port of the north. We need freight and people connectivity, so high-speed rail is vital.
I totally agree with the hon. Lady. If hon. Members will excuse me, I must try to make a little progress because otherwise they will not be able to make their speeches in the time available.
It is not just Wales that stands to benefit. Ninety business leaders in Yorkshire recently wrote to the Secretary of State for Transport to tell him that the project is vital. The Sheffield city region local enterprise partnership said that 91% of 200 firms surveyed agreed that the benefits of HS2 to the city would be huge. The Northern Way alliance of regional development agencies from the north of England said that it valued the wider economic benefits of north-south high-speed rail at £10 billion, and described the high-speed link as
“an opportunity to create a new economic geography”.
The Scottish Minister for Housing and Transport said:
“the case for high-speed rail…is compelling, robust and clear”.
Manchester council says that high-speed rail will enable local business to compete and will boost tourism, and Stoke-on-Trent council says that it will open up national and international markets. Liverpool supports it and Birmingham supports it. The message from across the UK is loud and clear. We cannot let a small group of people railroad this debate. People welcome major investment in infrastructure to bring about new jobs and new business.
