My hon. Friend, who has campaigned on this issue for many years, speaks for the whole House. I will of course be signing the book. I am informed by the Leader of the House that there will be a debate in the House on or around Holocaust Memorial Day in the usual way. We must all continue to fight the cancer of antisemitism, in all its forms, on every occasion, and this Government will always do that.

T6. The Minister will know that when the north prospers the nation prospers, and a recent independent study showed that the One Yorkshire devolution project could bring £30 billion to our region’s economy, so will he finally allow us to bring power home by letting One Yorkshire devolution go ahead?

I am sure that, like me, the hon. Lady is delighted that one of the first policy commitments of our new Prime Minister before the general election was to say that we should have devolution—mayoral at that—across the whole of the north of England, and I am delighted to report that we are not only proceeding well with negotiations in West Yorkshire but having good discussions with South Yorkshire—[Interruption.] The rest of Yorkshire is in discussions with us as well. [Interruption.] As I do not think the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle) knows, given that he represents Brighton—though he is chuntering from a sedentary position about One Yorkshire—proposals have been submitted to the Government, but the area did not meet the requirement to having a coherent economic geography. I am pleased, however, that we are able to forge ahead with all forms of devolution in Yorkshire. What happens in Brighton we will have to wait and see.

I have had discussions with not just the Home Office but the Department of Health and Social Care, and we have pursued the issue with our local government delivery board, which brings together councils from across the country to ensure that such issues are well planned. We keep this issue under careful review, but I believe that councils will rise to the challenge and ensure that the services on which their communities rely will not be disrupted.

Hull is proud of its maritime history, and our relationship with the sea has shaped not only our culture and our economy, but even our character. What support and encouragement can the Minister give Hull City Council in its bid to become an official maritime city?

As someone who was born and bred in the city of Liverpool, I know that the connection between coastal communities and the sea is very strong. What support and encouragement can I give? Well, having visited Hull on many occasions and having had the privilege of experiencing some of the events that took place during its city of culture year, I can say that it seems extremely well placed. I am sure that the hon. Lady, and her colleagues in the constituencies surrounding hers, will let no opportunity pass to bang the drum for Hull, its place in our nation’s story as a maritime city, and its role in driving the future economy of our northern powerhouse.

I am absolutely delighted that the hon. Gentleman has brought up that question, because, frankly, the answer is yes. We want councils to get on with building, which is why we have taken the cap off the housing revenue accounts. We expect at least 10,000 new council houses to be built, so I suggest that Luton gets on with it.

For any type of housing—council housing or private housing—to be built, we need to look at changing the rules around land banking. The Minister is aware that, in a Westminster Hall debate last week, I raised the problems that we have with a particular developer in Hull who is storing up different areas of land and preventing them from being developed. Will the Minister please meet me to discuss this problem in more detail and look at what legislative tweaks can be made to prevent this from happening?

It is a pleasure to serve under your chairmanship, Mr Hollobone. I want to focus my remarks on land banking. Hull is a growing, successful city that is attracting significant investment and undergoing positive change. The council has already granted numerous housing, commercial, industrial and educational permissions, the majority of which have been implemented.

In my hon. Friend’s constituency, Goodwin Community Housing is a great example of brownfield sites being used to build modern, modular, low-carbon housing. Does she agree that we need to see that model of housing develop if we are to meet our housing targets using brownfield sites?

I completely agree, and I look forward to going to see those properties on Friday.

We have a problem with landlords not implementing their permissions in full, and with one landowner in particular. The problem is not just that sites are not being developed, but that landlords are failing to manage their responsibilities for them. There are patches of land across the city—I will talk about the details in a moment—that are being left to go to ruin, and landlords are not taking full responsibly for health and safety.

The Lord Line building is a site of personal significance to the people of Hull, as it is one of the last buildings relating to Hull’s fishing heritage. It is the site of the dock where the fishing boats used to come in and out of when we were the capital city of the UK for the fishing trade, but it has been left to go to ruin. Youths go in there for reasons that I do not want to elaborate on here. We can see from the discarded needles, the bricks thrown from the top of the building, and the fire engines that attend the site regularly that it is not being properly safeguarded or protected. There will end up being a tragedy there, because people keep going to that building and it is not being looked after.

The owner of that land also owned the former Rank Hovis Clarence Mill on St Peter Street. They pledged to clear the building and promised a Radisson Blu hotel in its place. The demolition and clearing work still had not started by 2015, and in 2017 the permission expired and was not renewed. They bought the Heaven & Hell nightclub in March 2011. They said that they were going to put a £15 million development called Manor Cube on the site, and stated that the building work on the hotel would be completed by July 2013, but by that time no work had been completed.

The Lord Line building has been left to go to rack and ruin, causing great upset in the fishing community in Hull. The company—Manor Properties—seems to have a habit of promising pie-in-the-sky, wonderful, big dreams to the people of Hull, while letting the areas go to ruin.

There are a few points where I feel the Minister can tighten up the existing legislation to prevent this from happening again. We could have enhanced compulsory purchase orders where a site is allocated and consent is not implemented in full. Those powers could enable the local authority to acquire the site at 50% of its market value, provided that it commences development within 12 months of acquisition and at least 50% of the development is completed within three years. I know that the council would develop that land, but it does not have the power to purchase it. If a section 15 notice has to be served due to a lack of maintenance and dereliction on a site, allowing it to be acquired at 40% of its market value could also help the development.

The Minister should also focus public sector funding on unlocking those sites by providing additional grants and loans. The rules are set up to prevent the council from being able to compulsorily purchase the sites, but when people come into my city on the A63, they see this abandoned building on the way in. That is not the advertisement that I want for my city. People walking around the centre see patches of land that have been left or underdeveloped. The Minister could change that by just tightening up a few bits of legislation.

Removing VAT for any conversion works undertaken to properties’ heritage action zones would also help us. The Minister should change the rules about what constitutes a material start, to prevent landowners from undertaking minor works.

My hon. Friend is absolutely right. We used to have something called Total Place, which was all the public sector bodies working together towards a single strategy for a local area. What we have seen as a consequence of the austerity since 2010 is a complete breakdown of that collaborative working. It is worse than that, however, because rather than public bodies working together collaboratively, pooling resources and getting the best possible levels of services for communities, we have seen cost-shunting. For the sake of saving money on youth services, we are seeing a rise in crime that is pushing up costs for the police. Because of the cuts to police budgets, those costs are shunted on to other public bodies. That is not a common-sense approach to dealing with people’s needs and services, to building stronger communities or to spending public money wisely.

On cost-shunting, just this morning we heard from representatives of families with children with special educational needs and disabilities. They were talking about their needs not being met through the education budget, the high needs block from local government or the health needs budget, because each is trying to get the other to pay the bill. Children with special needs and disabilities are falling through the gap and remaining unsupported.

My hon. Friend is absolutely right. There are too many instances across the public sector where cost-shunting is resulting in precisely what my hon. Friend says: vulnerable people falling through gaps that should not exist. I think that in their heart of hearts, Conservative Members, who clearly deal with casework that is similar to ours, will know that that is happening in their areas too.

My hon. Friend is absolutely right. I pay tribute to Labour councillors like those in his constituency who are making incredibly difficult decisions. They are the last line of defence for many of our communities, and they are doing what they can, but with both hands tied behind their backs by a Government who simply do not understand the basic economics of the areas that we represent.

I will give way shortly, but I want to deal briefly with the issue of social care before I begin my concluding remarks.

The largest of the pressures on services remains the pressure on adult and children’s social care. According to the Local Government Association, adult social care services face a £1.5 billion funding gap next year, and £2 billion is needed for children’s services.

Given that the Cabinet are too interested in internal machinations, and given the absence of any leadership from the Prime Minister, we have yet to see the much promised social care Green Paper. In fact, this year’s April Fool revealed himself to be the Health Secretary after he missed his own new deadline of 1 April for the Green Paper—but no one was laughing, because that was the fifth missed deadline, following the summer of 2017, the end of 2017, the summer of 2018, and the autumn of 2018. Despite those delays, it seems that little progress has been made.

There is so much concern in the sector that last month 15 key organisations—including the LGA, the Society of Local Authority Chief Executives and Senior Managers, and NHS organisations and charities—were forced to write to the Government expressing their concern that Brexit was becoming a distraction from any action to deal with the real crisis that is affecting the services on which people rely.

I say gently to the hon. Gentleman that Birmingham is one of the authorities with the highest funding per capita. Equally, I am looking carefully at the representations that he and other Birmingham MPs have made to me. The ongoing strike action in Birmingham, with the non-collection of rubbish and the impact that that is having on communities, clearly has not helped. I therefore urge him to support the council in dealing with the challenges caused by the industrial strife that is being felt very firmly in Birmingham, with all the manifestations that that is creating.

Hull City Council has seen a reduction in its funding of 37.8% since 2010. That is having an impact on children with special educational needs and disabilities. Historically, no account has been taken of the number of children with SEND in an area and the amount of funding that it receives for the higher needs block. If the Government are serious about reviewing the way that local authorities are funded, surely that should be something they take into account.

I am working closely with the Secretary of State for Education as we look towards the next spending review. I will come on to the support that is being provided for adults’ and children’s social care, as well as how we are investing further on a number of other fronts. Therefore, we have recognised and reflected on a number of the pressures that we have seen. Clearly, in the further review of relative needs and resources, and as we look towards the next spending review, I will look at the data and the evidence very closely and carefully.

The hon. Gentleman talks about the workforce, but in both the NHS funding settlement and the forward plan we see a big injection into NHS England, but no extra funding for Health Education England or for public health. Preventing illness is the cheapest thing we can do yet, for decades, Governments of all colours in all places have failed to do that. Unfortunately, the long-term plan does not do it, either.

Age UK talks about 1.5 million people being left without sufficient care and support at home, and it describes the number of people needing elderly social care increasing by almost 50% since 2010, but local authority-funded patients in England are down by a quarter over that time. A third of patients depend on family support, but 2 million carers are over 65 themselves, and 400,000 of them are over 80. Look at the burden we are putting on elderly people to care for their elderly partners, often without respite or support.

I recently spoke to an elderly couple. The lady was caring for her husband who had Alzheimer’s, which was having such a devastating impact on her health that she ended up having to go into hospital, too. She was not worried about being ill and having to go into hospital; what was upsetting her was that her husband was left without anybody to care for him in an environment he did not know or understand. Surely this situation needs to change.

Absolutely. We should value family carers and the care and work they do, right across the United Kingdom, for people who need help in all our communities, yet they are so poorly valued. Carer’s allowance does not even equal jobseeker’s allowance, which is something we have tried to repair in Scotland, but obviously we do not know whether that money will simply be clawed back by the Department for Work and Pensions in other benefits. That is always the problem. We are supporting carers so poorly. Not only do they have the physical burden and the lack of time to look after themselves, but often they are in financial difficulty.

Scotland is the only one of the four nations to provide free personal care, which we have been providing since 2002. Having integrated health in 2004, we have been working since 2014 to try to integrate health and social care, which is a lot more difficult. The social care environment is different. It has multiple companies and different set-ups. It is means-tested, rather than being provided free. Social care is a real challenge, and therefore local authorities and the health structures within any local health system will require support and funding to work out how to achieve it so that they are wrapped around the patient, not bitching about whose purse the money will come out of. As we have heard today, the problem is that there simply is not enough money in the purse to start with.

In Scotland, we now allocate half of our health funding to integrated joint boards, which are made up of health and local authorities, to look at how we provide primary healthcare, mental healthcare, social care and children’s services so they are driven locally and take account of all the support that is required.

There are three main groups that require social care. First, the elderly. Many of us are heading that way ourselves, and the No. 1 important thing is to maintain people’s independence for as long as possible. That is the importance of not rationing surgery for hips, knees and eyes. If we can keep people seeing and walking, and if we can give them a bus pass so that they are out and about with their cronies down the town, they will stay independent and functional for longer.

Of course we have the frail elderly, who require to be looked after in comfort and support. By their own choice, that would be in their own home if at all possible. In Scotland, home care hours have been increased from six hours to 12 hours a week, which has allowed us to keep people with greater dependency at home. Looking at A&E attendances and emergency admissions over the past five years, we can see that Scotland’s increase—we are all facing increased demand—has been only one third of that in England. That is why we have had our best performance against the four-hour target since March 2015. It is a combination of supporting people not to arrive at the hospital door and not to be stuck at the other end, because we have driven down delayed discharges every year.

When we talk about numbers such as four-hour targets, it is important that we remember that they are a thermometer taking the temperature of the acute system. They look at how we bring people through. Everyone in hospital wants to get home. They do not want to be stuck there.

The next group is people facing end of life, and they would like, if possible, to be cared for with dignity at home. They want to be with their family but, equally, they do not want to be a burden to their family. If they need respite, they want to have access to it. Since 2015, the Convention of Scottish Local Authorities agreed that even people under 65 will be provided with free social care if they are defined as facing end of life, which means they will not be stuck in hospital facing a means test that fritters away their remaining weeks and days of life. A quarter of us will die in a care home, and we want to make sure that we would be happy with the quality of care in that care home, rather than living in squalor or being mistreated.

The third big group is the working-age disabled. For them, quality of life, mobility and, particularly, participation in society are critical. Both in England and Scotland, almost half of local authority social care spending is on people of working age. We tend automatically to think that social care means the elderly. Two thirds of the working-age disabled told a survey that they are not given any help or signposting, and a majority said they are not given enough hours to help them live independently.

Frank’s law comes in this month in Scotland, which means that those under 65 with dementia, motor neurone disease or multiple sclerosis will also be eligible for free personal care. The law is named after Frank Kopel, the footballer who unfortunately developed dementia very early.

Workforce is a challenge for all of us. Our workforce has gone up 12% in the past three years, but all care providers report difficulties in recruiting, and Brexit is only making that worse. We need to value care, and we need to let it develop as a career. People should be paid the real living wage, not the pretendy living wage, for all the hours they work, including at night. A carer coming into a patient’s house for 15 minutes to throw them out of bed, particularly a carer that patient has never seen before, is not providing quality of care. We need continuity between the patient and the carer. Caring needs a career structure to ensure that people stay in the profession and develop, grow and lead others.

It was said that the UK Government Green Paper would give us a chance to rethink funding, but we still have not seen it to enable us to debate the options. Will that be done by a rise in national insurance, or by continuing national insurance after retirement for better-off pensioners? People have mentioned the German and Japanese systems, but we need to look at the pluses and minuses of both. By 2030, the number of 85-year-olds will have doubled. We need to prepare to look after them, and to give them independence and dignity, so that they do not end their lives in complete misery and squalor.

Absolutely. The joint Committee report made the point that the quality of care is so important, and we have to think about the quality of the workforce and how much we pay them. The average social care worker gets paid 29% less than someone doing a similar job in the NHS. That figure demonstrates the challenge that we face.

What are we looking at, then? We have recently had a few welcome sticking plasters of funding from the Government; but next time, we will need a very large bandage, not just a few sticking plasters, to put this issue right. We look forward to the Green Paper, at some point on the horizon. Perhaps the Minister can tell us about the timing for that when she replies, but even now time is now too short for there to be a fundamental change in funding arrangements. We are going to need a lot more of the same.

The two Select Committees recommended that, at the funding review, we take the £7 billion extra that will be in the local government system from the 75% business rates retention and, instead of using it to replace public health grants and other forms of grant, we put it back into the system to deal with the problems of social care. That money can be there and we will not have to change the system. That can be done. We also proposed changes to make the council tax system fairer and less regressive. We can do those things for the next spending review and make sure that a quantum of money—around £7 billion— is available for social care. That would then relieve the pressure on other council services.

We then looked at what the longer-term system should look like. Of course, we need better integration at a local level between the NHS and social care. This is not about a national system of care that replaces what local authorities do; it is about better integration at local level. We must bear in mind that, while it is important that the health service and social care are linked together, the other great join-up that we must have is between housing and social care. The majority of people receiving social care live in their own home, and it is vital that we get those services linked as well.

Absolutely. We need integration on that level as well. The point is that these services are better joined up and delivered at a local level. It is an important role that local government has to play, and it is why local government’s hand should be strengthened in these matters.

In coming to our conclusions about long-term arrangements, the joint Select Committee inquiry looked at two very important bases. We went to Germany to see what existed there. Essentially, Germany’s model involves an extra percentage on the insurance payments that it gets from the public. There was a cross-party agreement 20 years ago, and the rates in Germany have been raised with no dissent from the public or the parties. It is a system that works and that people agree with, because they know that the money goes into social care. That is what we looked at, and it helped form the basis of our conclusion.

We had a citizens assembly—it was a great experience. We selected around 50 people from all over the country. They met for two weekends in a hotel in Birmingham, and came to unanimous views about how we should deal with social care funding. The principles were clear: we should have a system similar to that of Germany, with a social care premium, as we recommended, but very importantly—the Treasury hates this—the money must be dedicated for social care. People are willing to pay more if they know where the money is going. That was a fundamental principle that was laid down. There was also the principle of universal and high-quality care, and the point was made that a well-paid and well-trained workforce was needed to deliver it.

We also said that there had to be fairness between the generations and that the social insurance premium should be paid only by people over 40. However, we thought that it was fair to say that people of pensionable age who work should also pay. Another issue that we felt needed to be dealt with was the unfairness of people losing their homes in some cases and of all their assets going to pay for social care. The suggestion was that we could bring in a floor and cap system to make sure that people do not pay anything up to a much higher level and do not pay any more beyond the cap. We can pay for that by simply taking a percentage of inheritance tax, so that everybody pays a bit towards the system. We thought that that was fair.

We also said that, ultimately, we want to work towards a system where social care—personal care—is actually free. We did not think that we were there yet, which was why we recommended these changes to begin with, but we thought that we could get there eventually. We said that the extra money coming in had to be on top of the existing local government system.

This is a very good report. Two Select Committees unanimously agreed how we should raise the money for social care in the future. I say to Members on both Front Benches: why bother with the Green Paper? They should produce the White Paper and get on with it. The solution is there. We have given it to Ministers and shadow Ministers. This is a very good proposal. Please get on and deliver it now for the future.

It is a pleasure to follow my hon. Friend the Member for Glasgow North East (Mr Sweeney), who is a tireless and passionate campaigner for his constituency—and a member of the wonderful 2017 intake.

Areas with the greatest needs, the lowest tax base and the least other resources seem to be suffering a much greater reduction than their wealthier counterparts, and Hull is no exception. I am not the only one saying that; the National Audit Office is saying it, too. The NAO has produced powerful information showing a disproportionate impact on Hull, which is creating the need for painful decisions. The situation is compounded by reductions in the central funding on which Hull relies for 81% of its budget and which it is unable to replace through local taxation. To illustrate, a local tax increase of 1% in Hull raises only £2.90 per head, whereas a local tax increase of 1% in the City of London raises £7.08 per head. Our situation is completely different. Hull, which is reliant on central Government, receives less money than ever from central Government.

Even though statistics are important, and much of our debate focuses on statistics and the percentage loss for each local area, we are forgetting the human element. To be honest, the people at the heart of it who are being affected do not care which Government introduced a measure; they do not care whose fault it is. They do not like politicians who point fingers at each other and say, “It wasn’t us. It was you.” What these people care about is what is happening to them there and then, on the ground.

I would like to talk about a couple I met recently, and to protect their anonymity, I will refer to them as Lily and Paul. Paul came to see me at my constituency office, and he was extremely upset and quite distressed. He told me about his wife. They were quite a young couple, only in their early 50s, but his wife had developed tumours on her spine. The tumours had appeared from nowhere, and no one had any idea she was ill. It started with back ache, and she ended up in hospital, needing to have the tumours operated on.

From that moment, her husband became her carer and had to do everything for her. They went from having a fit and active life, both in work, to him looking after his wife, who was bedbound. He was practically at breaking point as he told me how they met when they were 14 years old. She was the only woman he had ever been in love with, and he still loved her, even though at that moment she was lying in bed in their house unable to leave the bedroom or get down the stairs because occupational therapists had not been round to install a handrail, and they could not get a stairlift fitted because it was the wrong kind of staircase. She had been discharged from hospital without a care plan or an adult social care package available. All she was doing was lying in their bed.

Paul brought his daughter round to look after his wife so that he could come and tell me about the problems they were facing. Unsurprisingly, he said that she was suffering problems with her mental health. I said, “Well, of course; I would suffer problems with my mental health if I was unable to leave my bed and was left there in constant pain.” She was left in pain from the operation on the tumours on her spine, and the drugs were making her drowsy and incoherent.

To make matters worse, the Department for Work and Pensions informed them that she needed to attend a healthcare assessment—a woman who was bedbound, having had operations on her spine. He was dealing with this on a day-to-day basis, while seeing the woman he had loved from the age of 14 and still deeply loved in such pain and such a desperate situation. Eventually the DWP relented, and someone came to do an assessment of her. Paul said that his wife could not answer the questions properly because the amount of opiates she was on to deal with her pain meant that she would not fully understand all the questions, but he was told by the person doing the assessment that, as her husband, he should not be answering for her and should allow her to answer the questions herself, even though she barely understood what was being said.

He came into my constituency office just yesterday to tell me that his wife has not been declared sick enough to qualify for the mobility component of the benefit. He has been left unable to work, and his wife, who he is desperately in love with, is unable to get the support she needs and is being turned down for enhanced benefits. Goodness me! How sick does someone have to be to get enhanced benefits if they are on drugs that make them incoherent and are laid in their bed, unable to move? I asked Paul, “What about you? Are you getting any respite or care?” He said, “I can’t, because what happens to her if I become ill? What happens to her if I’m not there? She doesn’t fully understand because she’s on pain medication.”

This is what people are facing. When we hear from those on the Front Benches, let us not point fingers at each other and say, “Your Government did this,” and, “Your Government did that.” Let us look at what is happening to people like this right now. Let us look at the fact that life expectancy is dropping in my constituency. Tell me then that this Government’s reforms have been successful and that it is not time to change. Do not give me a quote about the amount of money. Tell me about the people whose lives are being changed because they are not getting the support they need. Until I see a real difference on the ground, all the rest of it is just spin. Please, Minister, come to the Dispatch Box and tell me you have listened and that people like Paul and Lily will get the support they need and not be left to suffer any longer.

I urge everybody here to have as the backdrop to every single decision we make the emergent climate change emergency that our country and our world face. In the short time available, I will make a plea to the Minister to look specifically at modular homes, which offer an environmental and energy-efficient solution. The Labour Front-Bench team has committed to build 1 million affordable homes, and we should make sure that we build them in a way that does not harm our environment any more than it has already been harmed.

Because of its affordability and its green footprint, I think the future should be modular. In my constituency, I have had the pleasure of watching modular social housing coming up just outside my office. They are some of the most energy-efficient homes in the country. Not only are they providing people with a beautiful place to live, but they are helping them save money.

As I am sure the Minister is aware, Hull is the caravan building capital of the country. We have fantastic skills in my constituency, with an industrial base and knowledge that have developed over generations. I urge the Minister to look seriously at the businesses in Hull and to give them a secure funding stream and stability, so that these modular building companies have the capacity to develop and invest. These are uncertain times and there is uncertainty for business investment, but having a promise from the Government that they see modular homes as the way forward and are willing to invest in innovation would give those businesses the security they need.

Finally, the Minister or anyone else is always welcome to come and see the beautiful modular social homes in my constituency, because I really think we need to look at them again if we are serious about protecting our planet.

As the Minister is aware, the Select Committee is doing an inquiry into children with special needs and disabilities. One of the things that comes back from all the evidence is the fact that support is often based on the resources available and not on the child’s needs. Will the Minister ensure that funding for the high needs block is based on need and not on historical data?

One of the problems the Minister might encounter in improving the high streets could be described as a roadblock, because it is a roadblock: the problem is that our roads are just so poor. I was disappointed that Hull missed out on the transforming cities fund to improve a road that is notorious for being an absolute roadblock: Calvert Lane. Will the Minister therefore look favourably on Hull when it bids for this money again—or alternatively just give us the cash now?

This is an ambitious fund that is designed to transform towns, just like the towns fund that we have announced today. I am sure that the hon. I am grateful to the hon. Gentleman for his intervention. I know that he is fighting very hard on behalf of his residents who are living in these circumstances, and he makes a point with which I agree. That is at the heart of our problem with the Government’s response. The Government can say what they like in support of leaseholders, but if they do not act, they are not actually helping them and, unfortunately, a moral obligation is not enforceable in court. We need a legal means of redress for people who have been damaged.

My hon. Friend is making a very powerful and moving speech. I am sure that his constituents are incredibly grateful to him for his tireless campaigning to support them. We are talking about residents, but I wish to draw the House’s attention to a different issue—schools. Hundreds of schools across the country are also covered in combustible material, and the Government have not included them in the building safety programme. [Interruption.] Well, that is the latest report. The Minister suggests that there are not hundreds, so I would be very happy to send him the report that I have read that gives that evidence. When he responds to the debate, will he also talk about how he can ensure that our children are safe when they attend school?

I am very grateful to my hon. Friend for her intervention. I, too, look forward to hearing a response from the Minister. I have tried to find out whether a newly rebuilt school in my own constituency has flammable cladding, but it seems impossible to do so. If I, as the local Member of Parliament with the access that I have to the relevant authorities, cannot find out, I pity those poor parents who are trying to find out whether their children will be safe after they have taken them to school each morning. I look forward to hearing the Minister’s response on that point.

I came to this subject because a block in my constituency, Citiscape, has the same sort of cladding—aluminium composite material cladding—that was on Grenfell Tower. The cost of removing and replacing the cladding was £2 million. The managing agents wrote to leaseholders in the block, who received estimates of up to £30,000 each for the work to be carried out. Of course the vast majority could not afford that—not many people have £30,000 lying around in the bank, particularly not those who have just bought their first flat and are stretched on their mortgage—but they were told that unless everybody paid up, the work would not happen. In effect, nothing would be done to keep the people in the block safe. We approached the freeholder, but the freeholder is not legally liable to carry out the work and there was no way to compel the freeholder to do it. The builders also are not legally liable to carry out the work. They can rely on the fact that there are concerns about lack of clarity in the building regulations and guidance, and they had been following the guidance that they believed meant that the cladding was safe. It turned out at Grenfell that ACM cladding is absolutely not safe.

When the case came to the housing tribunal, it ruled that the leaseholders were liable. We hear welcome words from Ministers at the Dispatch Box saying that leaseholders should not be made to pay, but in fact the housing tribunal—the legal body responsible for adjudicating on the matter—said the leaseholders were indeed responsible and would have to pay. In the case of Citiscape and others where not all the leaseholders can pay, the work will not be done. People are stuck living in blocks with Grenfell-style flammable cladding strapped on the outside; they are living with their families, their children and their parents in absolute terror.

I agree with my hon. Friend. It is critical that that happens so that we can understand what went wrong in the process. If we do not understand it, we cannot stop it from ever happening again.

The Minister mentioned the partial ban on flammable cladding that the Government have announced, which is welcome. Industry bodies have said on the record that they welcome it, but have also said that it is not enough and that we need to go further. The Government have proposed a ban on ACM cladding on new buildings that are over 18 metres high—that is roughly six storeys—but have excluded hotels and office blocks. I simply do not understand why. What evidence is there that a hotel or an office block is any safer than a block of flats? Surely if someone is in a hotel where they have never stayed, they are less likely to know the fire safety escape routes than if they are living in a block of flats, where they may have lived for some considerable time.

Many people at work have disabilities and are immobile. Why do we assume that somebody on the 18th floor of a tall office block will be able to get out, but that somebody living on the 18th floor of a residential block needs protection from flammable cladding? It makes absolutely no sense to me whatsoever, and I would like the Minister to explain to the House today what evidence there is that hotels and office blocks of more than six storeys or 18 metres are any safer than blocks of flats of the same height.

As my hon. Friend the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) said, after the new partial ban, the Government will still permit the use of flammable cladding on schools, care homes and hospitals under six storeys high, which of course most of them are. I wonder whether the Minister would feel comfortable telling a group of parents that he is allowing flammable cladding to go up on the building where they take their children every morning for an education. I certainly would not.

One justification for not having sprinklers in schools is that it is easy to vacate a building. Having been a teacher for 11 years, I know that it would need only a couple of young children to go a-wander, as they can sometimes do, to create a risky situation. If I can dare to use this opportunity to put another point to the Minister, I would ask him not only to look at banning combustible materials, but to look again at putting sprinklers into schools.

I look forward to the Minister’s response, but I agree completely agree with my hon. Friend.

I will draw to a close soon and I look forward to the Minister’s response to hon. Members, but we need to recognise the scale of Government failure to put things right in any acceptable way, given that it has been 10 years since Lakanal House and 19 months since Grenfell Tower. The best way to meet the Lakanal House coroner’s demand for clarity is to implement a complete ban on the use of flammable cladding on all buildings where people live or work. It is crystal clear; it is understandable to the building industry and everybody else; and it could be implemented if the Government had the will. In addition, we cannot look only at new builds. We need to look at all buildings where flammable cladding exists and continues to pose an unacceptable danger to people’s safety and even to their lives. We need an action plan from the Government, for which they take responsibility, to strip flammable cladding from every single building where it exists. Many European countries have such a ban. Scotland is introducing a ban. We need that ban here, too.

There is one fire a month on average in buildings with flammable cladding. It is only a matter of time before one of those fires is not put out. The Government simply cannot risk the horror of another Grenfell. This is a time for action, not for words.

Returning to the central point, what we all want is the Government to take a comprehensive view of these matters in respect of both existing and new buildings. My understanding is that only a selective number of existing buildings are covered, based on height, use and the type of material used. I ask the Minister to confirm how far their scrutiny goes at the moment, and explain why he thinks it should not go further. The Government did make announcements on new buildings back in October; they talked about high-rise residential buildings, including schools, hospitals, student accommodation and care homes. That excludes certain types of building—such as office buildings, as has been said—and we cannot see why that is the case.

The announcements fail to recognise that most schools are not particularly high. I do not understand why the Government do not include all schools in this list, or else they are pretty much ruling out every school in the country.

Absolutely; and if the Minister did not like us quoting commercial companies in this way, perhaps he will listen to the Local Government Association. It continues to strongly urge the Government to ban the use of any combustible materials, including cladding panels, insulation and other materials, on the external walls of high-rise and high-risk buildings—including all hospitals, care homes, schools both residential and non-residential, and offices—of below, as well as above, 18 metres in height. That reinforces my hon. Friend’s point. I understand that the Government are considering height again, but hopefully they will do that quite quickly and come to the conclusion that it is a somewhat arbitrary determinant, because there are other factors, such as means of escape, that can control how easily buildings can be evacuated. That is why I say this is a very partial solution.

If the Government do not like the LGA, perhaps they should listen to the Association of British Insurers. In all my experience in the time that I have been here, the Government have been the greatest friends of the insurance industry, and that has been mutual, but in the briefing for this debate the ABI says that it

“remains concerned over the limitations of the MHCLG ban, including the exclusion of buildings lower than 18m and limiting the ban to only care homes, hospitals and student accommodation. It makes no sense that someone can live in a high-rise residential building to which the ban applied but commute to work every day in an office block covered in combustible material.”

That is just common sense, but it comes from an industry body. I will wait to hear the Minister’s response on that.

There are other issues that go beyond fire safety. Some Members took the opportunity to raise them during yesterday’s urgent question, and the Minister commented yesterday that he was quite in favour of ’60s and ’70s buildings coming down per se—a radical solution, which was picked up by Inside Housing. I would give a qualified welcome to that: yes, if they are unsafe, unsuitable or not performing their function, but given the extraordinary housing shortage that this Government have presided over, perhaps the Minister should insist that we get rather more going up than coming down.

Buildings that have already been converted and are within scope should have been part of the local authority inspection regime to ensure that they are safe. All buildings obviously have to comply with fire safety regulations and the local fire and rescue service should be engaged. I am more than happy to write to the hon. Gentleman with the details on how we are dealing retrospectively with buildings that were converted under permitted development rights.

Before I close my speech, let me turn to a couple of the specific points that were raised. On self-storage, as I said to the hon. Member for Croydon North, current regulations are focused on life safety and have been for many years. Pleasingly, the number of deaths and injuries in commercial fires is very low, but that does not mean to say that we should be complacent and should not consider the issue. We have called for evidence on the review of approved document B and therefore do not rule out any changes to commercial fire regulations in those circumstances as well.

Following Grenfell, all schools, colleges and universities have been contacted to tell them to carry out building checks. All schools have to follow a range of strict fire safety regulations, which are designed to ensure that schools are as safe as possible and extremely well prepared in the event of a fire. The Department for Education has conducted an exercise to review all its buildings and has taken action where necessary. We continue to work closely with the Department.

I am certainly happy to investigate that issue but, as I say, one of the delineations that the expert panel has made in its the consideration of safety is the notion of residence and people sleeping overnight in a building. As the hon. Lady will know, all schools have to conduct regular fire drills to make sure that they are prepared. It is also worth remembering that, sadly, fires happen in all sorts of buildings, many of which do not have cladding on them. There are all manner of buildings made from materials that are potentially flammable—wood, asphalt or whatever it might be—so we need to be proportionate in respect of the risk, while bearing in mind that we want to minimise it in all circumstances, when possible. A range of measures can be taken to ensure fire safety beyond the pure construction of the building, such as evacuation procedures, fire suppression techniques—sprinklers or whatever—heat sensors or smoke sensors. A number of things can be done to ensure that buildings are safe, but I am happy to take the hon. Lady’s request away and consider it.

My hon. Friend raises an important point, which I will touch on later.

Not only was that devastatingly large amount taken across the country, but the spending cuts hit more deprived areas far harder than other areas, a point which I will come back to later. The Government often mock Members asking for more money for a particular cause, but that misses the point. These cuts are not just about money; they are about what the money allows local government to do, or not to do—it is about the services and support that local government can provide to empower communities and support individuals to fulfil their potential.

New research by Unison shows that 66% of local councillors do not think that local residents are receiving the help and support they need at the right time. Does the Minister understand that that is not because councillors and council workers are not working hard enough? Does he agree that the reductions of £16 billion to core Government funding between 2010 and 2020 have led to that situation? Will he make public all the data and analysis his Department have put together on the scale and variation of local responses to cuts, as well as on the impact of almost a decade of austerity on local government, and the inequalities it has reinforced and perpetuated?

What does the Minister say to Lord Porter, the Conservative chair of the Local Government Association? In the most recent copy of First, the magazine for local government—I have a copy that I am happy to share with the Minister—he said:

“Next year will continue to be hugely challenging for all councils, which still face an overall funding gap of £3.1 billion in 2019/20.”

That figure is not what is needed to make progress or to invest further in the future of our families and communities—that is just to stand still. Does the Minister agree with Lord Porter?

I know that universal credit is not the Minister’s brief, but I hope he will take the opportunity to discuss his understanding of the problems that universal credit is causing for citizens and therefore for local government. What analysis has the Department done of the impact on local government of rent arrears from council tenants on universal credit? Residential Landlords Association research reveals that the number of private landlords with tenants receiving universal credit and going into rent arrears rocketed from 27% in 2016 to 61% in 2018, with the average amount owed in rent arrears by the universal credit tenant rising 49% between 2017 and 2018. If there are similar findings for council tenants—there is no reason to think universal credit impacts differently on council tenants from those in private accommodation—local authorities will be put under further pressure by a failed Government initiative.

This is not party political. This is not about Labour councils wasting money, or Conservative councils being frivolous. Lord Porter said:

“Councils can no longer be expected to run our local services on a shoestring.”

Does the Minister think that those Conservative councils that have gone bust or reduced services to the legal minimum have received enough funding? Will they receive enough funding through the latest funding settlement? If so, does he think that they went bust because of their own failures—and will he outline those failures?

When the Prime Minister took office, she promised that the mission of her Government would be to tackle injustices. Since 2015-16, the most deprived councils have seen a cut of 2.8%, while the least deprived have seen a small real-terms increase of 0.3%. That is not tackling an injustice—that is embedding and reinforcing one.

My hon. Friend is making a fantastic speech. In Central ward in Hull, more than 47% of children live in poverty. That is one of the highest rates of poverty in this whole country. More people in Hull claim jobseeker’s allowance than the national average. At the same time, there have been £120 million of cuts. Does my hon. Friend agree that that could never be justified by any Government that are serious about giving every child equality of opportunity?

My hon. Friend makes a really important intervention. The figures are harrowing. I hope the Minister is listening carefully and will respond to Members’ interventions at the end of the debate.

Local government is not homogenous. The service needs of their populations, ability to raise revenue locally and reliance on central grants all differ substantially. Proposed and existing policies such as business rates retention and council tax limits will mean different councils can raise significant amounts, which may not match the spending pressures those councils face.

As academics from Cambridge pointed out in October 2018, the Government’s austerity politics have led to

“a shrinking capacity of the local state to address inequality...increasing inequality between local governments themselves and...intensifying issues of territorial injustice.”

Local authorities vary in the needs of their population for services, their reliance on central grants and their ability to raise local revenue. With the Department planning to introduce 75% business rates retention for all local authorities, and access to public services for citizens increasingly reliant on the local tax base—whereby poorer areas are not as able to provide as many public services or the same quality of infrastructure as areas with healthier, more wealthy tax bases—without a strong redistributive element, the under-investment, or even lack of investment, in communities and the people who live there will see them unable to prosper.

Will the Minister ensure that no council has its funding reduced as a result of a new distribution system? What actions will he take to that end? The National Audit Office has highlighted the dangers of bringing in a business rates retention model that has not been fully tested. Will the Minister commit to making public a full and thorough evaluation of the pilot schemes before committing to any further roll-out?

I could raise any number of areas where Government cuts to local government are causing immeasurable immediate and long-term damage—from homelessness to fire safety, from crime prevention to children’s services and public health. Reductions in any of those areas are not impact-neutral, as they influence and prohibit the capacity to prevent and support. As I was cabinet member for public health at Sandwell Council, I will focus on public health, and I hope my colleagues will pick up on other areas.

Councils’ public health budgets are being cut by £531 million between 2015-16 and 2019-20. The Government are taking with one hand, while, at the same time, putting more money into the NHS. Preventing illness and catching problems early so they do not develop further down the line will save the NHS and social care money, so the short-sightedness of cutting public health funding must be due either to ignorance, or to a political choice to undermine councils’ abilities to improve the health of the public. Which is it?

Thank you very much, Mr Walker. I stand here to represent an incredibly proud city. I hope that the Minister bears that in mind, because I am asking not for the Government’s pity about the poverty faced by people in my city, but for fairness and justice, and for the Government to acknowledge that not everybody lives in the leafy shires. I am sorry, but the suggestion that one solution could be greater investment in ISAs is so breathtakingly out of touch that it shocked me.

In my city of Hull we have the lowest average weekly wage in the country, at only £376 a week. The cuts to local government are devastating my city and creating a huge problem for the children living there. The Government talk a lot about the importance of social mobility, but those are meaningless words if people are not given equality of opportunity. My point about fairness is that there is deeply entrenched regional inequality, which is shameful to the country.

In an earlier intervention I mentioned that in one of my wards—Central ward—over 47% of people live in poverty. In my constituency there is an average life expectancy difference of nearly 10 years—the number of years that someone is expected to live a healthy life is lower in Hull than in other areas of the country. That should shame the Government into action.

Another problem is that we have £1,300 less per pupil spending on schools than in the rest of the country. We cannot rely on increasing local council tax to plug that gap. Hull City Council is 81% reliant on Government funding grants, and when that money is taken away it has a greater impact in Hull than it does in other areas of the country. Some 86% of people in Hull live in a band B or band A property, so a 1% rise in council tax would bring in only £2.90 per person in Hull, compared with £7.08 in the City of London, or £6.33 in the wonderful South Hampshire. For a city such as Hull, with highly significant deprivation, a very low tax base and limited ability to generate its own income, it is essential that the Government’s future financial settlement calculations recognise and make allowances for that. I ask the Minister not for his pity, but to give Hull its fair share of money and the money it needs. I ask him to reverse the cuts.

We heard today that Marks and Spencer is leaving the city of Hull. Our high streets are being decimated, so will the Government take action quickly and do something about business rates as well? To pull the funding from Hull—and from under the feet of the people of Hull—without making proper and necessary investment was always going to be a disaster.
