At the same time as making an amusing point, the hon. Gentleman makes a very important point. The powers for compulsory purchase will help to unlock sites, including sites that the hon. Gentleman mentions which need fundamental change. The funding schemes we have put in place—the shared prosperity fund and so on—will help put financial firepower behind those regeneration schemes, too.

One way to regenerate high streets is to repurpose old retail units as co-working spaces, and increasing the number of remote jobs available means people do not have to leave the place they love for the job they want. Would the Minister, and indeed any Member across the House, like to come to my Work Hull: Work Happy event on 23 June at 11 am to find out more about the benefits of remote working for productivity and opportunity?

It sounds extremely interesting, and I would be very interested in coming along. The hon. Lady is completely correct that remote working is potentially a really powerful driver for levelling up, and some of the measures in the Levelling-up and Regeneration Bill, such as repurposing shops through the high street rental auction scheme, can potentially be really transformative for our high streets.

If we are going to take seriously the issue of preventing fires, given the devastating consequences that can result from them in high-rise blocks, we will have to make sure there is a level playing field, and that we equally address the problems concerning social housing and leaseholder-owned property as those concerning private rental.

I rise to speak in favour of new clause 18. This amendment seeks to tackle the Government’s currently laissez-faire approach to flood protection, which are known as property flood resilience measures, by introducing minimum national flood protection standards in new builds.

The reasoning behind this amendment is the inevitable change to our climate and the fact that we are going to see more flooding in this country, and it feels as though our legislation is not keeping up with the reality we all face. As the shadow spokesman, my hon. Friend the Member for Greenwich and Woolwich (Matthew Pennycook), said, the Secretary of State did acknowledge in his response to me on the statement that “more could be done”. Therefore, I really do hope that the Government go away, have a look at the amendment I am putting forward, and consider how we can increase flood protections as part of building safety.

Currently, local authority planning departments can choose what property flood resilience measures they introduce as part of their pre-commencement conditions. In reality, that means that adjacent local authorities have different requirements for property flood resilience, flood mitigation and water management measures, even if they are rated in the same flood zone. In Hull, we have very strict flood resilience measures, as the House can imagine—we are an area that floods—but if the surrounding local authorities are not as strict on flood mitigation, we end up with the flood water from those areas, which creates more of a problem for an area such as Hull. That is why we are talking about having the same level right across the country. Even if a part of the country does not flood at all, the new clause seeks to ensure that they still need to take flooding seriously because if they do not, it will lead to problems upstream for somebody else—excuse the pun.

The new clause would also address the lack of clarity about effective PFR measures by looking at a proper accreditation scheme, which would include installers. In the same way that we have gas safety certificates and other safety measures, as well as energy efficiency ratings that are set and established and which everybody understands, the new clause would do the same thing on flooding so that people know they get a certain standard of flood protection in their property and in new builds.

In 2021, Flood Re proposed that lower premiums should be offered on policies where property flood resilience measures have been installed, but the insurance industry says that the lack of standards and proven efficacy makes it very difficult to assess premiums. If the new clause introduced standardisation and a certain standard was set, people could say to insurance companies, “This property has reached a certain standard, so there should be some reflection of that in the premium you’re offering.” This proposal is about looking at a certification scheme.

To further help insurers and the public, the new clause would create a requirement that all the relevant available data held by bodies such as the Environment Agency and local authorities on flood mitigation measures should be made publicly available. This is about trying to make premiums cheaper for people. Insurers purchase flood mapping data to aid them in setting premiums, and the better information they have, the more accurate their insurance premiums will be. At the moment, as I am sure the Minister knows, householders in some parts of the country cannot get any flood insurance if their property has been built after 2009. This proposal attempts to address that issue as well.

Climate change is causing heavier and more frequent flooding, and we currently have 6.3 million homes in the UK at risk of flooding, without any property flood resilience measures. That should be a cause for extreme concern, yet the Government are failing to address it and, in fact, flooding is not mentioned anywhere in the Bill. It is irresponsible and reckless to allow new builds to continue to be built in this country without really strong property flood resilience measures, because we need our homes to be fit for the future. Without positive action from the Government, tens of thousands more homes will be built without the protection they need. This is another housing scandal in the making, so I urge the Minister to go away and look at improving provisions on flooding as part of this Bill.

I will absolutely look at that specific case. I do not want to say any more at this point, but my hon. Friend raises a very important point. One of the things with housing associations and other registered social landlords is that we need to make sure that the balance of responsibility is appropriate.

Sadly, cladding is not one of the only risks to building safety: flooding is another huge risk. While the Secretary of State is open to looking at amendments to building safety in general, will he also look at strengthening the standards for all new public and private buildings in terms of flood resilience? The Secretary of State promised me a meeting with the relevant Minister to discuss my flooding Bill and, as he is a man of his word, I am sure that date will arrive soon in my email inbox.

The hon. Lady makes two very important points. We have already changed regulation with regard to flooding, but more could be done. I will ensure that either I or the relevant Minister sees her before the end of February, if that is okay.

My hon. Friend is absolutely right. It is rare that we have legislation that combines greater democratic control with the potential for the beautification —for want of a better word—of our urban and suburban environment, and also unlocks the potential for the value of individuals’ homes to be enhanced by additional development. It is a triple whammy of good news; we just need to make sure that it meshes with everything else that we want to do that is beneficial. I am really grateful to my hon. Friend and all the supporters of his legislation for helping the Government out so much.

Residents in Hull and Hessle are often fearful that the design of new homes and new housing developments will lead to increased flooding. Anybody who has been a victim of flooding knows how utterly devastating it is for everybody concerned, so will the Secretary of State meet me to discuss my ten-minute rule Bill, the Flooding (Prevention and Insurance) Bill, which is designed to improve and strengthen flood mitigation and flood protection measures for all new builds?

I know how prone so many communities in the East Riding are to flooding. It is vital that we balance the need for new housing with making sure that there is appropriate mitigation, so I will ensure that I or another relevant Minister meet the hon. Lady to discuss her Bill and how we can take forward those provisions that mesh with our own ambitions.

We certainly want communities to have much greater involvement in planning, and I will certainly look at the proposals that my hon. Friend put forward.

Our proposals will deliver a simpler, faster, more transparent process, giving communities and builders, especially small builders, certainty over what development is permitted through clear land allocations in local plans. They will ensure that developers contribute a fair share to funding affordable housing and infrastructure through a new, more predictable, more transparent and faster infrastructure levy that will ensure that communities get the affordable homes—and the schools, clinics and roundabouts to support those homes—when they need them. And they will further empower local people to set standards for beauty and design through local design codes, putting beauty at the heart of the planning system for the first time. The proposals will bring a slow and cumbersome paper-based system into the digital age, with interactive maps at our fingertips and involving far more local people than at present.

One of the concerns in my constituency is flooding, and as the Minister knows, the Flood Re insurance programme is suitable only for homes that were built before 2009. Given that all these new homes are being proposed, what reassurance can he give people that they will still be able to have affordable flood insurance to go with them?

The hon. Lady is quite right, and we will look at the flooding issue as we further develop our proposals and bring them to Parliament. I recognise that this is a challenge; it is a challenge in my own constituency too.

One poll showed that 69% of people had no knowledge of or connection with local plan making. That is simply not good enough, and we believe that there is an appetite for change. Let me briefly come to some of the comments made by the hon. Member for Croydon North. We all know that he is trying to make a name for himself—quite some name—and we also know that he has one or two little hobby-horses. But like so many hobby-horses, they can turn into an obsession. He started out quite normally with an interest in planning and its rules, but quickly—all too quickly—it went downhill. He conceives himself as some sort of latter-day witchfinder general, a chief of the inquisition constantly in search of some heresy under every stone, and finding plots and conspiracy under every brick. I fear that his latest, albeit short, outpouring shows that the fantasy has gone a little too far. In just a few minutes, he has gone from acting like Tomás de Torquemada to being like David Icke. How long will it be before he runs off and jumps into his turquoise tracksuit and starts telling everybody that the world is run by lizards and that he is the godhead?

In the wording of the Opposition’s proposals, are they now saying that they oppose local development orders, which allow certain types of development to go ahead without a specific planning application, even though they introduced that legislation themselves in 2004? Are they also opposed to neighbourhood development orders, which also allow certain developments without specific planning applications? It sounds as if they are. In fact, it sounds as if they do not really know what they are talking about and that they do not have any firm, sound policies at all, which his predecessor, the hon. Member for Bristol West (Thangam Debbonaire), admitted in a private briefing.

I make this offer to the hon. Gentleman: come in to the Ministry of Housing, Communities and Local Government, talk to our officials and let them explain how the current planning system rules for Ministers work. In that way, he can see for himself how carefully it is controlled. He may not take any notice—in fact, I suspect he probably will not—but at least he will have had the chance to listen, to ask some questions and possibly to learn.

There has been a good deal of discussion, in the House and beyond, about community engagement. I reassure the House that our proposals will not diminish the ability of local communities to take part in the planning process. On the contrary, they are designed to give communities more of a say, not less, with better information, easier means of taking part and, crucially, a clearer voice when it can make a real difference in the planning process.

Under our present planning system, when asked what they think of their local area, there are twice as many people who say that it has got worse as those who say it has got better. Under our present planning system, just 1% of the local population get involved in local plan making, and just 2% or 3% of local people get involved in discussions about local developments. That is very few—too few—yet with so little engagement, and often after months or years of tortuous wrangling, nine in every 10 planning applications end up being approved anyway. I do not think that those facts suggest a system that is really very engaging, still less one that is truly empowering. We can do better, and we will.

I am sorry to intervene so early and thank my right hon. Friend for taking my intervention. My point was about not just building on floodplains, but the importance of having flood insurance for all the new homes that are not currently eligible for the Flood Re insurance scheme.

I absolutely agree.

In our case, it was agreed in the SAD that the transit site would be placed on a site that was environmentally suitable, near to a settled community—everything to integrate that community—but it happened to be in the constituency of the Under-Secretary of State for Housing, Communities and Local Government, the hon. Member for Walsall North (Eddie Hughes), who used to be a councillor on Walsall Council. The portfolio holder used to work for him, but he now works for the Conservative party, registering his interest only days after the scrutiny committee meeting. Our legal advice said that there was bias, just as there was with the approval of the £1 billion Westferry Printworks in Tower Hamlets. The Secretary of State has already admitted that that was

“unlawful by reason of apparent bias.”

I have asked the Minister to investigate the earlier decision of Walsall Council’s cabinet. I ask him again: could he please do so? If he is serious about making changes, could he also mandate that every planning committee has a compulsory recorded vote for every decision that they make, as that would increase transparency and accountability?

In conclusion, we need more consultation, not less, including with all civic society and historical associations. The Town and Country Planning Association said:

“All of these reforms have a common theme of removing local voices from the process.”

Buildings and places do not exist without the people who breathe life into them, just as we have seen during the pandemic. I urge the Minister to listen to local people, give them back control and end the people’s nightmare.

It has been a pleasure to be part of this lively and informed debate, but I want to take a slightly different tack and focus on something very specific. The motion refers to delivering “necessary new homes”; I want to focus on the word “necessary”.

There is a section of our society who are always forgotten—in education, in adult social services and certainly in planning and home building—but whose numbers are growing: adults with learning disabilities and general disabilities. Where is the thought for them? Where is the thought for the number of homes and the housing needed for supported independent living? There is a huge shortage throughout the country, and people are getting desperate.

I refer particularly to constituents I have spoken to, a couple now in their 60s who have taken early retirement to care for their son, who is in his 30s. Their son has been known to social services and to the local authority since 1994, so it should not have come as a surprise to the local authority that he will need some form of accommodation as he gets older. His parents have done everything possible for him, but they are worried that as they start to age, they can no longer continuously care for him as they have done before. They have been trying since 2016 to find him some form of supported independent living, and none can be found. When I have liaised with the family to try to find them suitable accommodation, the stories they have told me of the difficulties they face are truly shocking. I will read just a little from an email that the mother sent me:

“This in itself is further evidence that housing for people like my son should not be subject to these vagaries and upheavals. I can only reiterate the need for a clear pathway for families so that these situations at the whim of the marketplace are avoided. Appropriate housing stock should be provided for vulnerable adults. For example a plot should be allocated on each of the new housing developments. Not just a care home for the elderly or a couple of flats bought up as social housing by housing associations, but properly designed units. Yes there would be a tiny reduction in the property of the big developers as the footprint of, for example, a 2 storey unit with 4 flats and a staff office would probably take up that of 1 large detached home. But I’m sure the good PR as a result would more than make up for that. Far preferable to being moved to out of county specialist provisions which can cost more than double that of an appropriate and more suitable ISL.”

I hope that as the White Paper goes forward, the needs of that section of society are at the forefront of the minds of the Minister and the Secretary of the State.

It has been an incredibly tough year for hospitality. Many businesses have faced the biggest economic decline of all the sectors in the economy, and workers have faced problems with being furloughed, reduced hours and job losses. I give credit to Hull City Council for the support that it has given to more than 5,000 local businesses, despite missing out on the Government’s high street fund, which only goes to prove that if people want help and support, it is Labour they need to turn to.



The situation was tough before the pandemic, but it has got worse, although we have had some cultural renewal and some good news. For example, the development of Humber St, the award-winning Deep and the maritime history project are all bringing people into the city centre to spend their money, and I do hope that this desire to staycation will continue that. I am particularly delighted that we have been able to save the Polar Bear and the Welly, which are two fantastic live music venues in my constituency.

The move online has only been accelerated by the pandemic, and there are a number of actions I would really like the Government to take. It is simply not fair that five US tech firms have not paid more than £1.3 billion in lost corporation tax, while at the same time our high streets are still desperately waiting for the business rates revaluation that the Government promised such a long time ago. If we want to give businesses the chance to recover and get footfall back in the city centre and people spending money, we need to look at extending support past June, because they simply will not be immediately viable.

We need to address the cash crisis. The rates and the rent make up over 30% of hospitality’s expenses, and 53% of accommodation and food businesses have said that they have less than three months of cash reserves left, which is incredibly concerning. I hope that the Government will put aside party politics and look seriously at Labour’s plan for debt recovery, and support businesses having to pay back the coronavirus business interruption loans or the bounce back loans only when they actually start to make money and can afford to do so. Again, they should look at our plans for a high street recovery fund, and reuse the money the supermarkets have not needed, since they have made so much during the pandemic, and give it to the small businesses that need the support. Of course, I always think that more can be done to support our pubs, because we will all need a drink after this pandemic.

I would also like to ask the Minister to look at the pledges from Unite the union, but because of time, I will instead write to the Minister and outline those, but they include allowing workers to keep all their tips and action against sexual harassment at work. I want to conclude by saying to the Minister, quite simply: he needs to put money back in people’s pockets; if they do not have money, none of this counts because they will not be able to spend anything.

I have spoken many times about covid and the impact on Hull West and Hessle, which, as highlighted by Amy Norman from the Social Market Foundation, will be hit harder because of the lasting hardships of the past decade. In a nutshell, the long-term impact of austerity will slow our recovery. To be blunt, the last thing that residents in Hull West and Hessle need is an £88 increase in their council tax bill and a £20 cut in universal credit. Hull City Council has faced a decade of cuts under each Conservative Government, and these cuts have hurt services. It was in a more stable situation until the covid pandemic, when its costs escalated again. Hull does not have the ability to raise all the additional funding that it needs from local residents, but it is simply unfair and too heavy a burden for local people to bear.

We must never let this Conservative Government place all the blame for the state of the economy on the pandemic. A decade of irresponsible choices from the Conservatives has left our economy on shaky ground even before covid hit. A quarter of households in the UK went into this pandemic with less than £100 in the bank, 3.6 million people are trapped in insecure work, and the UK is one of the most unequal countries in Europe. The Government must stick to their promise to do whatever is necessary to support councils’ funding. Instead of a Conservative Government penny-pinching from struggling families while at the same time wasting taxpayers’ money on failed PPE and questionable Government contracts with those with links to the party, we need a concrete plan for post-pandemic recovery, with a focus on green energy jobs and building on the ideas and talents that we have right here. Earlier today, I heard the news that Debenhams is closing its stores. That will hit Hull’s retail sector hard. I hope that when the Minister responds, he can give an answer on what he is going to do about our high streets.

In the longer term, there are two big projects that Government could get behind to help to generate jobs and speed our recovery from covid. Investing in the Hull lagoon project would create about 14,000 jobs. Our growth in the city is challenged by flood risk, and restricted by transport connectivity and a shortage of key development land. This home-grown solution has been driven by local businesspeople and has my full support. It will be bold and transformative, and I urge the Government to take it seriously. The Government could also approve the bid of Zero Carbon Humber, which would not only help to protect the environment, but create 50,000 jobs.

Together, such projects could fulfil Hull and East Riding’s potential to be the green capital of the UK. Here, in Hull West and Hessle, there is talent, ambition and drive, but that could be snuffed out if the Government continue to pursue economic policies that harm the poorest hard-working families. I urge them to think past just the needs of what they are going to do next week and instead think about how they can use the power of Government to follow Labour’s plan to invest long-term in green energy jobs.

There is a separate director within Post Office Ltd who is looking specifically at the historic shortfall scheme to make sure that the rest of Post Office Ltd has the capacity to reset its relationship with postmasters, but we will of course look at Sir Wyn Williams’s findings. Postmasters who have had wrongful convictions have other methods of compensation, as I outlined in my original statement.

My constituent Tracy Major was falsely accused of stealing £24,000 from Anlaby Park post office. She was innocent. She has had her reputation destroyed, she has suffered unimaginable stress, and she is also looking at losing more than £150,000. She has received only £20,000 in compensation. How will the Government and the Post Office ensure she has the justice she deserves?

If the hon. Lady’s constituent was in the group litigation, the compensation was settled in a full and final settlement that was agreed with the Post Office. The Post Office has said it will not contest the wrongful convictions. We will see what happens in the courts, but anybody who has been wrongfully convicted who was not part of that group litigation will have other methods of returning to compensation.

It is a pleasure to follow the hon. Member for Cities of London and Westminster (Nickie Aiken), who made a very thoughtful speech. There is lot of agreement on the Opposition Benches with her comments about supporting the outreach workers who are working with the homeless community and with her calls for the reform of council tax. I look forward to hearing more contributions from her in the very near future.

I did not feel the same joy and gladness on hearing the Secretary of State’s initial comments. It appears that, with the picture he paints of the promised extra money, not only are we expected to be grateful for what he is offering but we are expected to ignore the past 10 years of cuts, which is difficult when we see the evidence of it in every part of our community.

One fact I would like the Minister to address in his summing up is that there are now 848 looked-after children in Hull—the number has nearly doubled since 2010. I am sure he is aware, as I am, of the outcomes for children in care and how much lower they are than for children who are not in care. I am sure, therefore, that he will feel as disgusted and outraged as I do that early intervention and support were not available for those children, and I hope he comes to the same conclusion as me that the early intervention and support were not absent because Hull City Council and the social workers did not care but because they did not have the finances needed to fund them.

We have been placed in a situation in which services are left to reach crisis point before there is involvement. All the money is spent at the crisis end, with very little spent at the beginning to develop the early intervention that families and young children desperately need.

It is the same with adult social care. We wait until things get to the most expensive point, when vulnerable adults are left going to A&E services that cost society a lot more than providing the services and support from the beginning. That is because of the Government’s decision to pull money away from our local government.

We do not always acknowledge how local government has been at the front of the cuts under both this and the previous Government. Local government has had to face the brunt. It has had to face the complaints from people who are angry about the roads not being repaired in the way they want, about bins not being collected in the way they want and about problems with recycling. Local government sits there and takes the blame for problems that are not of its making; problems that have come from this building and this Government’s decision to pull away its funding.

The Government want us to be grateful, and they want us to thank them for offering us a little more money. Maybe that would be easier if they showed a little remorse for what they have done for the past 10 years and if they acknowledged that they made a mistake, that they cut too hard and too fast and that the outcome has been those 848 children who are now in crisis and being looked after because some of them did not get the support they needed earlier in life.

I hope the Secretary of State is sincere in wanting to develop a truly fair funding formula and is sincere about working with Opposition Members, because I fear that, if the Government continue down the path they already seem to be taking, we will see more cuts to areas with the greatest need as the Tory shires seem to get more.

I would like the Minister to answer questions on how this will be weighted. Indeed, I raised this with him at a recent all-party parliamentary group meeting, so it should not come as a surprise that I wish to raise it with him again. How will the need for adult social care be weighted in the fair funding formula? How will the need for children’s services be weighted? Will it take into account the number of adults who can self-finance? In Hull, only 11% of adults can finance their own adult social care. That is one of the lowest levels in the country. Is that going to be taken into consideration when the Government develop this fair funding model? We have to look at more than just what business rates are coming into the area; we need to look at the need as well. When working out the new funding formula, is any assessment going to be made of how dire some of the services have become because of the past 10 years of cuts? How are the Government going to work with the different council leaders up and down the country in developing this fairer funding formula? How are the Government going to work with other Members of Parliament, if they actually want to get this right and move forward together?

On that point of getting this right and moving forward together, the other thing I wish to spend a couple of moments talking about is devolution. The Secretary of State knows, because, again, I raised this with him personally, that I am concerned about what is going to happen to Hull City Council on the issue of devolution. He spoke about the fact that South Yorkshire has signed its deal off, and that the Leeds city deal is under development, but I ask him again: what is going to happen to Hull? He talked about the need for a strong economic and geographical area. If he is looking for a strong economic area, he would be looking at Hull City Council, East Riding of Yorkshire Council, North East Lincolnshire Council and North Lincolnshire Council as part of a Humber devolution deal, because it is one. If the Government want to make this into a political decision, different boundaries would be drawn. I want to know from the Government what the priorities are, because it appeared that the previous northern powerhouse Minister accepted the argument for that strong economic area and that that was his deciding factor when making decisions. What is the Government’s deciding factor? Is it the wishes of local leaders in the area or is it the needs of the economy in the area? What is going to take priority when those devolution deals are signed off?

Mention has been made of having different levels of power going to different devolved areas, but will that not partly depend on geography? How many powers would be devolved in a very small devolution deal, with an area comprising just Hull City Council and East Riding of Yorkshire Council, compared with something as huge as the Manchester area? What conversations have been had about that? What happens if this involves a local authority with no partners? How is that going to work? If the Government are looking at a greater Lincolnshire model, they will find that it is not a strong economic geographical area. I want to know what the priorities are: keeping council leaders happy or solving the economic problems facing our country? I would like to know about that.

In conclusion, there are things on which the Government can start to work more effectively with Members from across the House. One of them is devolution, because we have one chance to get this right. If we do not get it right this time, it will take a long time to sort this out. We had this problem with Humberside, years and years ago, as that did not work. That is probably why we have ended up in the situation we are in now. We have got to get this right and to do so we need to be looking at more than just the wishes of local council leaders. We need to be looking at the economy and what works for that particular area. The same applies in respect of the fair funding formula. If the Government are serious about levelling up across different parts of the country, they should work with the Opposition parties to develop a formula that takes into account the needs of each individual area. Otherwise, those 848 children that I mentioned at the beginning of this speech are only going to increase in number.

Wishes are not enough. The right hon. Gentleman has been around long enough to know that it is important to will the means. He has also been around long enough to remember that in 1997, when I was elected, Labour took on a country where homelessness was high and rising, mass rough sleeping was widespread, and tent cities were common in parts of central London, directly as a result of deep cuts to social security and council programmes over the preceding 18 Conservative years.

I say to those on the Treasury Bench: do what we did before—do what was done under Labour, because we turned it round. We turned it round with groundbreaking legislation, new funding, greater prevention and a taskforce led from the top by the Prime Minister. That is what led to homelessness charities describing what they said was an unprecedented fall in homelessness by 2010, with rough sleeping down by around three quarters.

One way we could stop the rise in homelessness is by addressing the concerns about universal credit. Just this week, Hull City Council published a report which says that rent arrears are at a wholly unsustainable level. Three quarters of tenants on universal credit are behind with their rent, and they are at increased risk of eviction. One way that the Government could deal with the homelessness problem is to address the failings of universal credit.

My hon. Friend is absolutely right. As I said, this is a Government in denial about the root causes of high and rising homelessness, and she puts her finger on a very important root cause. It used to be the case that government in Britain was based on evidence—we had evidence-based policy making—but all the evidence about universal credit is that it leads to higher levels of debt and higher levels of rent arrears, and of course higher levels of rent arrears lead to higher levels of homelessness.

I am very happy to praise anybody who has been involved in Housing First. As I said, a few days before Christmas I visited a Housing First pilot in Walsall and was tremendously impressed by the work there. I met a lady who had been taken off the streets in Walsall. She had been sleeping rough in a park for a long time, but was spending her first Christmas for a number of years in a home of her own and would shortly be having her children over for Christmas lunch, which she had not managed to enjoy, I think, for over decade. It is a tribute to the housing associations that are willing to participate in Housing First. I want more housing associations to do so. We will clearly need to provide both the funding and the certainty of that funding, because it is a significant endeavour for a housing association. That housing association, for example, is not only giving property and a home to that lady, but promising to provide wrap-around care, an individual to visit or phone that person, every day for up to three years. That is an incredibly sophisticated and bespoke level of care, but one that is working extremely well.

The Secretary of State must have heard me say to my right hon. Friend the Member for Wentworth and Dearne (John Healey) that eviction rates for tenants on universal credit are three times higher than for tenants who are not on universal credit. What conversations is the Secretary of State having with the Department for Work and Pensions about how to stop the high eviction rate of tenants on universal credit?

I speak regularly with my colleagues at the DWP, including the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Colchester (Will Quince), who is sitting beside me. However, we do not recognise those figures. For example, the figures that I have seen most recently show that for individuals who come on to universal credit with pre-existing rent arrears we see a one-third reduction in rent arrears after four months. The statistics that I have seen are far more encouraging than those given by the hon. Lady.
