Commons ChamberI very warmly welcome my right hon. Friend’s contribution, and I join her in thanking her constituents at head office in Maidenhead for all the work that they do—often, as she rightly says, in incredibly difficult and sometimes conflict-live locations around the world.
I am sure that Members will join me in thanking my right hon. Friend the Member for Ludlow (Philip Dunne) and the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) for their work as serving commissioners. I take my role as chair of the commissioners, and the Ministry of Defence’s long running relationship with the commission, extremely seriously. The Government provide nearly 80% of the commission’s budget—around £55 million each year—and the other member Governments of Australia, Canada, India, New Zealand and South Africa together provide the remaining 20%, in direct correlation to the numbers of each nationality commemorated.
An important part of the commission’s work is to continue the search to identify all those who gave their life but have yet to be commemorated, and to tell the stories behind the names carved on headstones and memorials.
On the point about updating graves, over the Easter recess, I met people from the Spitfire AA810 project, which aims to improve our understanding of the work undertaken by pilots in the photographic reconnaissance unit. One of the project’s major tasks is learning who was part of the unit, as there is no complete listing of those who served in Royal Air Force photo reconnaissance during world war two. It has identified around 420 British casualties among those who served, as well as pilots from across the Commonwealth. Does the Minister agree that we should ensure that war graves and other memorials—perhaps one to those Spitfire pilots—are updated and expanded as we find out more?
The hon. Lady is absolutely right. A feature of the fog of war, but also of record-keeping at the time and in the many years that have passed since, is that it is sometimes difficult to piece things back together. We in this House all appreciate the efforts of the commission and the importance of ensuring that we recognise every single name whenever new information comes to light.
The commission is playing a central role in the Government’s D-day 80 commemorations, including by bringing the generations together through its Legacy of Liberation torch relay. That torch was passed on by the Prime Minister earlier today at Horse Guards. I was there, and was delighted to host that relay, which will end with young people passing the flame to veterans at the commission’s Bayeux cemetery on D-day.
The commission’s war cemetery sites include one in Gaza, an active war location. This point has been discussed before, and I am pleased to be able to share with the House some news that has emerged, despite the very dire humanitarian situation on the ground. I was recently asked to help with the safe passage of Commonwealth War Graves Commission staff out of Gaza, and I am heartened to confirm that just last week, five of the commission’s six staff who wanted to leave made it safely to Egypt, along with their immediate families, where they will join the commission’s in-country staff until it is safe for them to return.
Like any large organisation in inflationary times, the commission faces and has faced significant budgetary challenges, as well as costs associated with its ageing sites, many of which were not built with any kind of longevity in mind. It has also had to adapt its sites to the impact of changing weather and climates. In recent years, the Ministry of Defence has worked closely with the commission to develop a new strategy to help tackle those challenges sufficiently, which includes working to make sure that the commission remains both relevant and affordable in the years ahead. As a consequence of that work, the commission put forward a bid to its member Governments for a temporary uplift in funding over three years. I am pleased to tell the House that I approved that bid earlier this year, in order to ensure that the commission can overcome the challenges it faces and continue to preserve its sites, which are such a tangible and important touchstone for our nation’s history, and such an important part of the story of our national life. I was pleased to be able to provide an uplift of £2.6 million a year over the next three years, and I am also pleased to report that the sum was matched in the normal proportions by our partner Governments.
Without the extraordinary work of the Commonwealth War Graves Commission, memories of all the sacrifices made—all the work, effort, blood and toil, without which the freedoms that we have today would not exist—might start to fade. This morning, I met a 99-year-old gentleman who fought in the second world war. Although he was still quite sharp, his frailty reminded me of how easily those memories could slip from the public’s consciousness. Stories of the service and sacrifice of many from all parts of the United Kingdom and all over the Commonwealth will later simply not be able to be told first hand in the way that he told me this morning about his experience during the war. Vital lessons about the fragility of freedom and democracy and the need to cherish and nurture them, to stand up for them, and for allies to sometimes come together and fight and die for them, might also fade.
History has so much to teach us, but only if we can access it. Stories of service and sacrifice—such as that of 20-year-old James Leaning, the private from my home county of Hertfordshire, whom I described at the beginning of my comments—have so many lessons for future generations, but only if we preserve and cherish them, and pass them on. That is why we must always support the Commonwealth War Graves Commission and the extraordinary work that it does.

I am grateful for the constructive engagement that the hon. Gentleman has had with the Department ever since the evacuation from Kabul. Our meeting the other day was most instructive, and much of what he said caused us to reflect in the way that we have done. He should take much credit for that.
We are working at pace—the hon. Gentleman has my assurance that we will continue to do so, but we have been doing so all along. This is an incredibly difficult process that is consuming ever larger amounts of horsepower within the Department, and rightly so, because we owe these people a debt. However, as has come up previously at Defence questions, we must be careful not to set the expectation among our partner forces that everywhere that the UK armed forces operate, now and in the future, there will be an immigration angle to such partnering. I accept that there is reputational damage to the MOD and that has an effect on my reputation, too—that is right; that is ministerial accountability—but I push back gently against the idea that it will have an impact on the willingness of partner forces to work with us. I do not think it is helpful if partner forces think the reward for working with us is a visa: that does not work at all.
I appreciate the Minister’s comments and his commitments today, but it is more than two years since the chaos of the collapse of the operation in Afghanistan and this surely has come much too late. There are still many people—not just the Triples, but interpreters and people who worked alongside the forces—trapped in countries that are hostile and threatening them with transportation back to Afghanistan. Can he commit today to ensuring, with some urgency, that all cases are looked at quickly and speedily, and that we get as many people to safety as possible?
The cases are being looked at urgently. In the wider ARAP cohort that the hon. Member described, that process has been much easier. Some time ago, I directed the excellent officials who work on this, instead of working through the pile of applications, to go to the employment records we hold for interpreters and other locally employed civilians, and to focus on finding them in the pile of applications rather than going through all the applications that may be spurious or less credible. We will do so as quickly as we can, but it takes time, and even once eligibility decisions have been taken, if people are undocumented, and many of the ARAP cohort are, it is incredibly challenging to get them out of Afghanistan and into a safe country, and that limits our rate of flow enormously.
On those in other third countries, we do all that we can through the excellent staff in our embassies and high commissions to facilitate their movement out of those countries. However, there are some countries with whom we have quite challenging diplomatic relationships, particularly at the moment, and that makes it particularly difficult. That does not mean that we do not keep trying, and I am very grateful to our ambassadors and high commissioners for their efforts, but, fundamentally, we cannot tell sovereign countries what to do.

It is right that we record here today the anniversary of 9/11, a terrible act that changed our world. Let me also say that the UK is standing with the Kingdom of Morocco; we are engaged on the ground already and stand by to help in any way that we can.
Defence recognises the need to evolve so that we continue to attract and retain the very best. To that end, the MOD commissioned the Haythornthwaite review into armed forces incentivisation, which was published in June. I will respond formally on behalf of the Department in the coming months, but it is supportive of the recommendations. On retirement ages, I have committed to work with officials and the single services to review rigid cut-offs and to consider establishing an assessment framework to be used on a case-by-case basis.
May I associate myself with the earlier remarks of the Minister, whom I thank for his answer? As he is aware, I have already taken an interest and written in about this issue. I have a constituent who came to me recently having spent a good number of years in the armed forces. He is very proud of what he has given to keep our country safe but is concerned that the armed forces, particularly the Army, are losing institutional memory. He feels that the cut-off age of 55 for reservists is too young, certainly for more administrative roles. Will the MOD take that into account in the review and consider allowing reservists to stay longer in those roles?
I am really happy to declare my interest at this point, as I am in my 63rd year and I remain a reservist. I am sympathetic to the points that the hon. Lady makes and we will certainly factor them into our review.

Commons ChamberI am very sympathetic to my hon. Friend. We owe so much to our families and he highlights that very well in his report. Of course we meet service families all the time and I am more than happy to meet him at any time to update him on what we intend to do as a result of his report and indeed the veterans strategy, published earlier this year, which covered many service families and members of the service community.
With regard to the report, we learned in the pursuit of a recent constituency case that the Ministry of Defence was not able to decide whether to deduct earnings from service personnel in child maintenance cases, which is leaving some service families in a difficult situation. Can the Minister advise me on how the Ministry of Defence is ensuring that families get the support they are entitled to?
I did of course outline some of the ways in which we have been supporting families in my earlier remarks. I would urge anybody in the service community who is concerned about their situation and who wants help to contact their welfare officer through the Veterans Agency. The veterans gateway is an extremely good place to start.

Commons ChamberMy hon. Friend is right. The cyber-campaigns against the west and against freedom and democracy are not contained only to bot factories in St Petersburg; they are deliberately being deployed around the world through, in many cases attempts of deniable cyber-warfare. We know that is coming, and we must ensure that we strengthen our own defences—political, military, economic and cyber—against that. At this very moment there are probably enormous numbers of posts on social media feeds across Britain that are seeking to spread misinformation. We must be alive to the reasons why they are there, to why Russia is investing in that capability, to what effect they are seeking to create in our society, and we must counter that. That is a job not only for ourselves, but we must also support our allies in doing so.
We need a long-term joined-up strategy. We know that despite Putin’s strategic miscalculation, Russian aggression will continue. The Government have had Labour’s full backing to provide military support to Ukrainian troops, and they will continue to have that. We welcome the new Prime Minister’s confirmation that this year’s military funding for Ukraine will, as a minimum, be matched over the next year. However, we now need to set out a clear strategy for what military, economic and diplomatic support for Ukraine will be. In summer the Government said that they would set out a roadmap for that, and I would be grateful if, when he responds to the debate, the Minister said when he expects that to be published.
Does the hon. Gentleman agree that one important aspect of that is that a great many other eastern European countries and former Soviet states along the Russian border have been carefully watching what happens in Ukraine with some trepidation? It is as important to have a long-term strategy for Ukraine as it is to reassure those countries of NATO’s commitment to their future.
I agree with the hon. Lady. Our commitment to our allies in eastern Europe must be concrete and long-term, and we must also consider the tactics and strategies used by Russia in Ukraine to update how we plan to defend and deter any aggression. We have seen with the development of pinpoint accuracy artillery fire and loitering munitions that some of the tactics we once thought we would deploy may need to be updated to ensure that we can deter any threat and, if a threat moves to actual military conflict, that we can win in those circumstances. I am grateful for the hon. Lady’s intervention.
The strategy that I hope the Minister will outline should set up long-term, politically broad support for Ukraine in the future, because only a long-term strategy will reassure the Ukrainians, and also the British people, that we will stand unwaveringly with their country. It will also send a clear, unmistakable message to the Kremlin that Britain will continue to stand with Ukraine and our NATO allies for as long as it takes to see off Russian aggression, not just in Ukraine, but in the Baltic states, in Bosnia and Kosovo, in the Mediterranean and the middle east, in the north Atlantic and the high north, and on social media as well.
That means that we need to look at the Prime Minister’s announcement in updating the integrated review. The Prime Minister’s commitment to match the funding for military assistance to Ukraine next year is welcome, but we are yet to see the action plan that will give us the detail. We need to see that in the context of the UK’s wider defence arrangements. A few weeks ago, the Leader of the Opposition and the shadow Defence Secretary visited the British Army’s outstanding training program for Ukrainian forces, meeting the brave Ukrainian troops who are by now on the frontline, fighting in the Donbas, having been armed with British skill on that training program. This is a vital training program for the Ukrainians, which should be expanded and extended throughout next year and beyond, if the Ukrainians need it, and should also include cold weather training.
This week the Prime Minister also confirmed that the Government will update the integrated review of foreign and defence policy in response to the ongoing situation in Ukraine. I welcome this U-turn, which is good news. While Labour has been arguing for months for the need to update our defence plans, 20 of our NATO allies have already rebooted their defence plans and their spending since the invasion of Ukraine started in February. The decision that has now been taken should have been based on national security, not the Conservative leadership contest, but it is a welcome U-turn. Labour is ready to contribute and happy to support the Government in making sure that the next integrated review corrects the mistakes of the current one. However, if we want to pursue the persistent global engagement that was so present in the last integrated review, we must not cut 10,000 troops from our Army, and should look again at scrapping Hercules military transport planes, the plans to cut 10% of the reserves and our failure to have a war-fighting division able to be contributed to NATO until 2030.
An updated integrated review must also make British industry and our peacetime defence procurement systems a major priority. We cannot support Ukraine in the long term or ensure our own UK security when, on day 211 of this conflict, the MOD has still not proved capable of signing the contract to produce replacement stocks for the highly valued NLAW—next generation light anti-tank weapon—missiles that the Ukrainians are using to defend against the Russians. I would be grateful if, in summing up, the Minister set out when the Government expect that contract to be signed and when those missiles will be delivered, because depleting our stockpile is not a good strategic answer.

Commons ChamberI totally agree that this is an important subject. My experience of the cookhouse in Aldershot has always been very satisfactory, but we acknowledge that there is a great variation in the service, which is why we are re-letting this contract for an improved service by 2025.
I would like to associate myself with the Defence Secretary’s remarks about the Falklands war. Given his recent comment that the Army is woefully behind the rest of the public sector in enabling women to have careers, can he tell us what opportunities he is taking to drive diversity in leadership positions in the armed forces? For example, how many women are on the Army Board?
On that last question, I am happy to confirm the previous announcement that we now have General Nesmith on the Army Board, the first woman to hold that position. I think the hon. Lady would agree—I am happy to listen to her ideas—that there is a long way to go in this regard, especially in the Army but across all three services. We have set out a lot of steps, especially in reply to the report from my hon. Friend the Member for Wrexham (Sarah Atherton) on women in the armed forces, but there is still more to do, and I assure the hon. Lady that this is one of my top priorities. It is at the top of my inbox every time there is a problem, but also when there are ideas about what more we can do.

Commons ChamberThere can be no return to normality for President Putin and his inner circle. What they have done, despite international warnings from presidents and prime ministers who endlessly asked them not to do it, is build their own cage—and they are living in it. From my point of view, they need to remain in it.
We have already seen that the war in Ukraine will not be brief, and Vladimir Putin’s intentions will not be limited. With that in mind, are the Government beginning to look strategically, long-term, at the implications of the situation in Ukraine and the ambitions of Vladimir Putin?
There are two parts to that. The first is the need for some form of commission or get-together to plan Ukraine’s long-term defence, its posture and how it will equip itself, because just like any other army, it will become exhausted and worn out. Also, it is important that we—not just Britain or the EU, but the international community—do not forget that when all this is over, we have to help Ukraine to rebuild over the long term. Russia is destroying things—one need only look at the photographs—and they will not be rebuilt in a few weeks. If the international community is serious about sending a message to Putin, it should do so, but not just militarily, now; this is also about long-term development, and access to economic freedoms and prosperity. That will demonstrate the difference between Russia and Ukraine.

Commons ChamberThat was certainly a point raised with the Prime Minister earlier today. For me, action immediately, in the current crisis, given the current invasion and the killing going on in Ukraine, is more important than constitutional change in the ICC. The fact that the chief prosecutor already says that he can see evidence of war crimes and of crimes against humanity, giving him the grounds to investigate and, I hope, pursue and prosecute, means that, as a starter, that is where I want to see the concentration at present.
The fourth area is not within the Minister’s brief. As the Official Opposition, we have urged the Government to take action on this, backed the steps that they have been willing to take, but pointed out that so much more needs to be done, and this, of course, is in helping Ukrainians fleeing the war—Ukrainians who need a safe route to sanctuary. We welcome the Home Secretary’s further steps yesterday, but there are questions about how this scheme will work. There are still gaps and there are still likely to be delays, but to the extent that this really is a route for the reunion of families, it is welcome, and we want to see it in place and working as soon as possible.
However, the fact is that many of those now fleeing Ukraine are leaving behind family members. Their first preference will be to stay as close to their country as it is safe for them to do. What we have not yet heard from the Home Secretary is what the UK Government will do to help those countries that, certainly in the weeks and months ahead, most immediately are likely to bear the biggest burden and have to offer the greatest refuge to those fleeing war. On behalf of the Labour party, may I say that, to the extent that the Government are willing to step up and play that part alongside other European countries, they will, again, deservedly have Labour’s full backing.
Although I share the comments about the Government stepping up and helping those countries and those who have family in this country, does the right hon. Member agree that we have to do more to help refugees in general? When people are fleeing for their lives, often in the middle of the night, under attack, leaving everything they know, everything they own and everything they love literally with what they can put their hands on at that moment, it is unreasonable to expect them to be thinking and planning for making a visa application. We should simply waive it and make it easier for them.
The first thing that I want Ukrainians now forced to flee Ukraine to know is that if they have family in Britain, they can be reunited. This is about extended family members who need to get out of that country and seek the sanctuary that Britain has a proud record of providing for many decades. That is our first priority. The second must be to support those countries on the refugee frontline, on the borders of this country that is now beset by war caused by President Putin. That is what I want to see the Government doing and that is where I want to see their first priority.

Commons ChamberOne of the things that we have to make clear is that we want Russia to adhere to the treaty in the first place—that is incredibly important. The treaty was incredibly important at the time it was signed. We need to ensure that they maintain the treaty and stick to the values it presents to us.
The Ministry of Defence takes cyber-security extremely seriously and co-ordinates closely with the National Cyber Security Centre. I cannot comment on specific measures that the Department has taken, for national security reasons, but I can say that the Government have identified a number of cyber-actors widely known to have been conducting cyber-attacks around the world, and who are in fact from the GRU, Russia’s military intelligence service. The cyber-attacks are a further demonstration of Russia’s disregard for international institutions and norms.
As the Secretary of State says, it appears that Russia has developed sophisticated cyber-espionage and cyber-warfare capabilities that it is utilising to pursue its strategic goals. Can he assure us that the Government will provide the dedicated leadership needed to co-ordinate the multi-agency response to this threat?
The hon. Lady raises an important point about how we have to work right across Government, and also right across industry. That is why we have been committed to investing £1.9 billion in this area. It is about co-ordinating that, bringing people together and ensuring that vulnerabilities do not open up in the industrial sector, so we are working closely with the sector.

Commons ChamberWe have been pivotal to creating the ethos and template for the Afghan military academy, giving the country’s armed forces the skills, training and knowledge they need to be able to command forces in often hostile and difficult environments. Those skills, along with what we will bring in terms of command to the Kabul security force, will be vital, because people turn to us as a nation that has an understanding of Afghanistan and the ability to lead other nations.
Towards the end of his statement, the Defence Secretary described NATO as a “cornerstone” of our defence in dark and unpredictable times, and he also underlined our commitment to NATO. Will he assure us that that sentiment will be impressed upon the US President at the NATO summit this week? Will he assure us that we will stand by ready to defend our allies in NATO against any vocal attacks?
The unity of allies is the greatest strength of NATO, and I am sure that everyone will sign up to that message.
