I congratulate my hon. Friend the Member for Sittingbourne and Sheppey (Gordon Henderson) on securing the debate, which he promised would be wide-ranging, as it has certainly proved. I want to make passing reference to some of his points about the waste of public money in various previous defence procurement contracts, which is particularly galling given how hard we are now sweating our military assets, working people and equipment to deliver incredible value for money. It is galling, too, because, representing a military constituency, I receive letters from wives in military families saying, for example, that their husband is about to be deployed for a second eight-month term with only a 10-week break, and will be away for a second consecutive Christmas. That puts incredible pressure on families, so it seems very wrong to throw money away thoughtlessly on ill-devised and badly thought-out procurement contracts.

I want, however, to talk about another matter, and that is the vagaries of a defence procurement process which puts obstacles in the way of good, efficiently run British companies—particularly small or medium-sized enterprises—winning contracts, creating jobs and earning the money to help the country grow out of its economic hardship. I know that the Government have always recognised the strategic and economic importance of the defence sector. I have six significant defence companies based in my constituency, so I have become increasingly aware in the past 18 months of the challenges that the industry faces. In the light of the forthcoming White Paper on defence and security equipment, support and technology, I urge the Ministry of Defence to deal with three areas of concern to the companies in my constituency: support for SMEs, greater long-term planning and a strategy for successful outsourcing to industry.

I have spoken before in the Chamber about the great importance of SMEs in all sectors. They are truly the lifeblood of the defence industry. In my constituency, SMEs such as Vector Aerospace represent vital links in the supply chain that allow our headline companies to succeed, and to be world beaters. Britain boasts more SMEs in its defence industry than France, Germany, Spain and Italy combined, and we must recognise and nurture those unique assets.

I welcomed the acknowledgement in the December 2010 Green Paper that SMEs are a vital source of innovation and flexibility. I now urge the Government to address the enduring challenges that SMEs face, as unreliable or slow acquisition processes continue to place unmanageable burdens on their cash flows. Requirements such as the framework agreement for technical support listing have also been highlighted by small contractors in my constituency as prohibitive to SMEs supplying the Ministry of Defence.

The forthcoming White Paper must deliver comprehensive support, through the procurement processes and supply chain management, for our SMEs, so that they can continue to be the pride of the British defence industry. Across all tiers, our defence companies provide jobs for more than 300,000 people and add £12 billion to the UK economy, but, despite the importance of that, the Government are right to prioritise the needs of our armed forces and the taxpayer above industry. We must always be clear that we are not in the business of artificial job creation through public sector procurement. However, the companies whose representatives I have spoken to in my constituency and beyond are not demanding protectionism. They want, for the taxpayer and for industry, an environment that delivers the best value for Government and appropriate support for British companies.

In the hon. Lady’s dealings with local companies, which undoubtedly have very high skill levels, has there been any discussion or consideration of contracts outside defence, and in other areas, using those transferable skills?

Many do that, and many work in the defence of other countries outside the UK, but Vector Aerospace does repairs and servicing for many of the helicopters—Chinook, Sea King and Lynx—and the mainstay of its work is for the British military.

The White Paper must tackle two procurement challenges that have frequently hampered both industry and cost-cutting efforts. First, we must ensure that through-life capability management is fully considered in the procurement process. In many respects, the MOD is right to prioritise buying off-the-shelf products at the best value, but with acquisition representing only 15% to 20% of the lifetime cost of a programme, there can be significant cost implications to excessively short-term thinking. That has been all too apparent in the case of the Carson rotor blades purchased under an urgent operational requirement for helicopters in Afghanistan, which lacked a repair contract and so had to be ordered as new each time one broke. That is absurd and highly expensive, and we must seek to avoid that in future through greater scope in the procurement process for long-term thinking.

Secondly, the White Paper must ensure that the limited resources of the MOD are put to the best use through successful partnerships with industry. Representatives from Vector Aerospace, which I have already mentioned, have noted that the outsourcing of functions carried out by service personnel or civil servants can deliver significant savings to the taxpayer while continuing to support British industry. They have had incredible results by sending their own personnel to Afghanistan to service and repair Chinook helicopters. Their performance has always been described as exceptional.

We need to ensure that long-term thinking is built into our procurement process. I look with great anticipation to the publication of the forthcoming White Paper, and urge the Government to ensure that it sustains the strategic and economic importance of our defence industry through delivering a supportive and considered procurement environment.

My hon. Friend is absolutely right. At the moment the ethnic balance in the ANA does not reflect the ethnic mix of the population, as it is heavily Tajik dominated. In the longer run, it will be necessary to achieve a better representation of the ethnic mix of Afghanistan in the forces, but that process will take time and inevitably will be a consequence of the reconciliation and reintegration process that will take place over the coming years.

I have spoken in the Chamber before about gaps in the air bridge that can mean that up to three days can be taken off the two-week rest and relaxation period that is obviously incredibly valuable to our personnel. Will my right hon. Friend look at this issue again as we approach transition, and see whether the period can start from when troops arrive back in the UK, rather than when they leave their front-line bases?

Given that the Batch 3 Type 22s have recently proved their value in both evacuating British nationals and vital intelligence gathering, and that no other platforms have such persistence, would it not be prudent to keep them intact during the current uncertain times in the world?

It would be very attractive to be able to maintain a great deal of capability but, sadly, we are unable to do so because of financial constraints. It would be wonderful in a perfect world for us to be able not only to retain these assets but to invest in future assets as well, but if we are to be able to make investments in the future to deal with the threats we may face, we have to disinvest from some of the capabilities of the past, albeit with regret.

I pay tribute to the fantastic contributions that we have heard in the House today. In comparison, my speech will probably sound quite parochial, as I speak as a member of a forces family: my husband is a Royal Navy officer, so perhaps I should declare an interest as I am one of the people under discussion.

We have heard comments about political point scoring and making promises that we cannot keep, and those are the two issues on which I want to focus. The armed forces is not a homogenous mass or fighting machine, but soldiers, sailors, airmen, wives, husbands, kids, mothers and fathers. We are asking people not just to lay down their own lives but to lay down the lives of those whom they love most in the world, to protect our country and its interests. We must remember, every day in this Chamber, that those are the decisions that we are making.

I fully endorse the renaming of the military covenant as an armed forces covenant. The many Navy members of my constituency—it is a military constituency—have often felt that “the military covenant” is an Army-centric term, and they like the fact that the Navy and RAF are included in the rebranding of the name.

I want to reinforce the point made by some of my hon. Friends this afternoon that it is missing the point and the sentiment behind the covenant to talk about enshrining it in law. Forces families have heard it all before—[Interruption.] Hon. Members can chunter all they like, but I can talk only from personal experience. Successive Governments have promised to take care of the armed forces and failed to deliver.

Forces families do not want special treatment. They just want a level playing field; they want the same treatment as everybody else and the same opportunities as non-service families. Sadly, forces families are no strangers to having their hopes raised and then dashed. For example, MODern Housing Solutions offered itself as a revolution in delivering maintenance and repairs for forces accommodation. Everybody in married forces was very excited about that, but it failed to deliver its promises.

When I was newly wed to a naval officer, I was told by the wife of a more senior officer that the only thing I could guarantee in my life as a Navy wife was that the day my husband told me he would be home from sea is the only day he would not be home. That sums up the situation. Such changes of plan are unavoidable of course, but the MOD must work on its communication skills. Families can often be seen as a bit of a nuisance, and they are often the last to find out when their loved ones will be home.

I would love to give way, but I will not do so as I am also thinking about other Members who wish to contribute.

An unhappy family makes an unhappy service person. We need to rebuild the trust of our armed forces, and if we make a promise we must stick to it. Making promises that are achievable and then exceeding expectations is far better than seeking to enshrine things in law.

The UK’s armed forces have been working at a sustained rate for decades. Whitehall is lined with statues commemorating the valour of servicemen and women, but what would be a far more fitting commemoration in their honour is a tangible covenant that can respond to the changing needs of our armed forces and that keeps its promises to them and makes them feel safer abroad and more valued at home.

My very next point was that a veterans badge—welcome as it is—is the most that can be aspired to. Only 10% of those eligible for the badge have taken it up. A medal that arrives at one’s home and that can be shown to one’s children, grandchildren and others is qualitatively different, and I believe that the House and the nation want something better.

To achieve that, we have to take on and defeat the enemy, by which I do not mean the actual foe out in the field, or even the traditional enemy of all our soldiers, the Treasury, but the most dangerous enemy that serving men and women can face—the gentlemen of the Ministry of Defence who always know best. I remember the wonderful song, “One staff officer jumped right over another staff officer’s back”, from “Oh! What a Lovely War”, and I fear that our major generals are making Ministers jump over each other’s backs as they find excuse after excuse not to award a national defence medal to those who have served our nation.

This is not about the present Administration. More than two years ago, nearly 200 MPs signed a Commons motion calling for the establishment of a national defence medal. It was initiated by our former colleague, the right hon. and gallant Colonel Michael Mates, and supported by all Members of the House. Frankly, I wish that members of my party had dealt with the issue when in power, rather than leaving it to my colleague, the Minister, who is an occasional skiing companion of mine in the parliamentary ski race and in whom I have every confidence. The motion, however, is opposed by a committee of anonymous major generals in Whitehall who do not want to award such a medal. They are of the view that the award of a medal in recognition purely of service would somehow devalue the medal system.

We already award medals for long service and good conduct in the regular and reserve forces. In addition, medals in recognition of service have been awarded at particular times during our monarch’s reign, such as the coronation and the silver and golden jubilees. Medals are therefore awarded to people just for the coincidence of having been in uniform when the Queen was crowned or when she had served a certain number of years on the throne.

Does the right hon. Gentleman accept that although his is an extremely noble endeavour, there have been conflicts and incidents for which incredibly brave members of our armed forces have not received a medal? I am thinking in particular about the campaign to get a medal for the Arctic convoy veterans of the second world war. Those guys put up with unbelievable hardship, but they did not qualify for a medal because it was thought that they would qualify for the Atlantic star. However, they needed to have served for six months for that, and no one could manage that in the extreme conditions of keeping the supply chains open to Russia. It belittles their contribution to the war effort to say that—

The right hon. Gentleman will be aware that the private finance initiative project to deliver an integrated solution at St Athan failed—it simply was not possible to find a cost-effective solution and raise the funds necessary to build it. However, it does not follow that we have abandoned the proposition of an integrated solution. That is precisely what is being pored over at the moment by the change programme team. We hope to be in a position to draw that work to a conclusion as soon as possible.

Does the Minister accept that, in these times of financial hardship, rather than building a new facility it would make more sense to consolidate defence training in areas with spare capacity, such as HMS Sultan in my constituency? It delivers outstanding engineering training and is in the heart of a military community.

The current training takes place at a variety of locations across the three services, some of which, including HMS Sultan, are in good order and could provide training well into the future. However, I have to say that other locations are in rather less reputable states of order and will have to be replaced. The change programme is currently considering whether there are such overwhelming advantages to having everything on one site that they would overcome the case against leaving some of the better facilities, such as the one my hon. Friend mentioned. As soon as we have a conclusion, we will report to the House.

As I said in answer to an earlier question, the strength of the Afghan national army currently stands at around 144,000 and of the Afghan national police at around 116,000. Through continued investment in Afghan forces, we are confident that, by the end of 2014, they will be able to take the lead for security across their country.

Given that answer—that our aspiration is to withdraw from Afghanistan and that the SDSR is focused on supporting our troops over there—are we still wise to have effective cuts in our expeditionary fighting capabilities, particularly in the light of recent events in North Korea?

In terms of what is happening in Afghanistan, we have made it very clear not only that that is the primary aim of our activity in the Ministry of Defence, but that it would be unaffected by the SDSR, including that particular expeditionary capability. It is not just what the armed forces are doing that contributes to that security: the UK’s biggest direct police training effort is in Helmand, where we have 77 UK military personnel and nine MOD police improving the quality of the Afghan police, who are just as important as the Afghan national army for long-term security.

I welcome the hon. Gentleman to the Dispatch Box in his new role and congratulate him on his appointment. Work is in hand to start on a detailed rebasing plan. He is right to assume that moving troops back from Germany will involve an initial up-front cost, but it is important to stress that big savings will be made in the long term, because there are implicitly high costs involved in maintaining troops in Germany, and the operational rationale for their being there ceased long ago.

Following the announcement on 19 October of the decision to terminate the defence training rationalisation procurement, work has now begun on alternative options for the location or locations of future defence technical training. Changes to technical training and estate requirements arising from the strategic defence and security review will be taken into account and HMS Sultan will be considered as part of that process.

As the Minister knows, HMS Sultan already provides engineering training not just for the Navy and the Army, but for commercial organisations such as Network Rail. It recently had an excellent Ofsted report, and the good news is that it has spare capacity to do even more. Does the Minister agree, therefore, that in the spirit of good financial common sense, the Department should consider consolidating all existing military engineering training at that excellent site in my Gosport constituency?

I am happy to pay tribute to the work that goes on at HMS Sultan and congratulate everybody involved on the excellence of the training that is given. It would not be practical to bring all defence technical training together at that site but, as I stressed in my earlier answer, we are looking at location or locations, and HMS Sultan will be considered fully as part of that review.

I declare an interest in this debate as the wife of a serving naval officer. It was in that capacity that I was in the arrivals lounge at RAF Brize Norton on Saturday. Today, we have addressed the technical side of the SDSR, but the human side of it was etched on the faces of the families waiting with me in that arrivals lounge and could be seen in the emotional scenes of reunion as the soldiers, sailors and airmen returned to the arms of their loving families. It was a powerful reminder to me of the responsibility and duty that we have as politicians to not only the men and women of the armed services, but their families back home.

In this time of deficit and defence reviews, it is vital that we in the Chamber are aware of a fundamentally important point. The armed forces are not just a homogenous mass of fighting machine; they are about people—soldiers, sailors, airmen, as well as their wives, children, partners and parents. We ask these people to lay their lives, or those of the people whom they love most in the world, on the line, so these people must be at the heart of any decisions we make about the armed forces. That means giving them enough manpower and the best equipment we can afford to enable them to do their jobs safely and properly, as well as respecting them enough to restore the military covenant and address the quality of life issues that can seriously affect morale.

All the UK armed forces have been operating at a sustained high tempo since the end of the cold war, which has meant that our armed forces have endured a near continuous cycle of deployed operations for well over 20 years. The effect on our servicemen and women is hard to quantify, and what is even more difficult to ascertain is the effect on those left behind. That is why rest and recuperation is such a vital part of the military covenant. It provides a useful period in which service personnel and their families can regroup and prepare for redeployment. It is essential, therefore, that the R and R clock starts when the person actually arrives back in the UK, to allow the maximum time for the unseen wounds of stress to be in some way healed, prior to returning to the front line.

Currently, R and R starts as soon as somebody leaves their front-line base, and in the case of Afghanistan, it can often take up to three days to get back. That has nothing to do with manpower. Operation Herrick manning within infantry battle groups allows for the extra personnel to cover those on R and R. The delays are actually due to the lack of capacity within the strategic air bridge between the operational theatre and the UK. If we are serious about looking after the continuing health of our forces, surely it is fairer that we adopt the American system, in which the leave period begins only when they touch down on US soil.

We also have an obligation to provide our servicemen and women with the equipment they need to do their jobs properly. There is a simple point here: fail to prepare, prepare to fail. It is clear that in years gone by, our armed forces have not been adequately equipped to deal with current and emerging threats. Equipment deficiencies have resulted in billions of pounds being spent under the urgent operational requirements process, and tales of equipment shortages during Operation Telic, in the second gulf war, were well documented and widely reported in the press. However unpalatable the cost of re-equipping our armed forces, it is a necessary process, and failure to invest in defence procurement allows the gap between current and required capability to widen more quickly.

At present, despite ever decreasing resources, we continue to play our full part on the world stage, but a review is needed of how operations are planned and how thinly we spread our resources. The Army currently operates in 80 countries worldwide, and the Royal Navy, the senior service, which has a long and distinguished history firmly rooted in my Gosport constituency, continues to operate all over the world, from anti-piracy missions of Somalia to the fight against drugs in the Caribbean, and of course supporting operations in Afghanistan. As 80% of the world’s population lives within 150 miles of the sea, aircraft carriers and the aircraft of the Fleet Air Arm have the ability to influence nations from international waters. That is the strategic effect that this nation has fought to maintain and that other nations, such as India and China, are so desperate to acquire.

Recent history shows how important those carriers are. I am talking about the Falklands conflict back in 1982, lest we forget that we could not have liberated those islands without two aircraft carriers, and had the taskforce lost one of those carriers, both military and political history would have been rewritten. The Falklands war also teaches us the importance of adaptability. If this country is to play a role in the world, we must be ready and able to react to any threat that arises, in any area of the world. In 1982, we had sufficient capacity to deal with the loss of ships we suffered, but today’s fleet has been cut to the bare bones and we are spread very thin.

In recent years, we have had a tendency to produce technically advanced warships in smaller and smaller numbers, evidenced by the new Type 45s. To paraphrase Stalin, however, quantity has a quality of its own. It does not take a genius to figure out that no matter how powerful a warship, it cannot be in two places at the same time. If we are to continue to send our brave soldiers, airmen and sailors out to meet our world commitment, it is our duty to do so only if we can ensure that they have sufficient manpower, ships, aircraft and equipment to get the job done and to bring them home safely.
