We are seeing some success enabling and encouraging Israel to allow more trucks in. As I said, it is limited progress but it is progress. Clearly, a lot more needs to be done. We are working with our partners to make sure we can do that.
Testimony from an Israeli intelligence officer reveals that IDF soldiers were authorised to kill 20 uninvolved civilians for a single Hamas operative. Israel is frequently in breach of the principle of proportionality and, frankly, UK diplomacy is not working. What will it take for the Government to admit finally that Israel is breaching international humanitarian law and to cease arms sales?
We have talked about this a number of times in this urgent question in our responses. [Interruption.] And I am just about to answer that particular question; thanks for the encouragement. We have grave concerns about the humanitarian access, but that is not sufficient to undermine our judgment that Israel is committed to complying with IHL in general.

That this House has considered international support for Armenian refugees from Nagorno-Karabakh.
It is a pleasure to serve under your chairmanship, Ms Elliott. The southern Caucasus is a melting pot of cultures, religions and ethnicities. Over the centuries, these different groups have at times co-existed peacefully and at other times experienced turmoil and bloodshed. In recent memory, we saw the Armenian genocide of 1915 to 1923, when an estimated 1.5 million people were killed by forces from the Ottoman empire. As the Soviet Union began to collapse in the late 1980s, the region of Nagorno-Karabakh, an Armenian enclave within Azerbaijan, officially voted to become part of Armenia. Azerbaijan sought to suppress the separatist movement, while Armenia backed it. This led to clashes and eventually a full-scale war. Tens of thousands died and up to 1 million were displaced, amid reports of ethnic cleansing and massacres committed on both sides.
The most recent hostilities between Armenia and Azerbaijan show that conflict is never far away. Although they have recently negotiated a peace agreement, tensions remain high, and if there is a peace it is certainly fragile. Just last year, a number of us gathered in Westminster Hall to raise concerns about the blockade of the Lachin corridor, the main supply route from Armenia to Nagorno-Karabakh. At the time, several hon. Members highlighted the potential for starvation and humanitarian catastrophe. The supposed Russian peacekeepers were at best observers and at worst actively supporting the ongoing persecution of the local Armenian population.
Sadly, the outcome we most feared was realised last September when, after a nine-month blockade, the Azeri military expelled the Armenian population. This forced displacement of a people has taken place when the eyes of the world are turned elsewhere. As Armenia is a small country with a population of 3 million, the arrival of more than 100,000 refugees from Nagorno-Karabakh, as well as a further 40,000 refugees from the war in 2020, has had a significant impact on it.
I was a member of the Inter-Parliamentary Union delegation that visited Armenia last month. We met a group of refugees from Nagorno-Karabakh, who described the events of the blockade and their eventual expulsion in harrowing detail. They described the so-called Russian peacekeepers travelling to Armenia—a privilege not afforded to the local population—and buying goods and supplies only to resell them to the starving people at massively inflated prices. They described the difficulty of acquiring medical supplies, fuel and even water. They described the violent end of the blockade, when the people were shelled out of their homes. We heard how the shelling started at 12.30 pm, when children were at school and separated from their parents. They described the chaos of people trying to locate their loved ones, and of people abandoning their home with just the clothes on their back.
The lucky ones had some fuel in their vehicles; the others just walked. The 40 km journey to Armenia took three days because of Azeri forces’ continued bombardment and because of obstructive bureaucracy by the Azeris at the border. The lack of water on the journey meant that many, especially the elderly, did not make it.
Many of the refugees are now staying with family members in border towns and in and around Jermuk, but every Armenian town has been impacted by the influx of refugees. The refugees are, of course, critical of Azerbaijan, but they are also critical of the Russian peacekeepers’ failure to protect them.
A number of officials we met believe that the Russian forces had been directed by Moscow to foster instability, not peace. This seems to be substantiated by Kremlin rhetoric. Putin’s spokesman Dmitry Peskov has insisted that Russia does not bear blame; he said that there was “no direct reason” for the exodus, merely that people were willing to leave. As an aside, non-intervention by Russian peacekeepers sets a dangerous precedent that international humanitarian law can be breached without repercussions, and opens up the risk of future Azerbaijani incursions into Armenia, for example to secure a path to its exclave of Nakhchivan.
When we met the mayor of Jermuk near the border, he described the triaging that had taken place and the intensive support, both practical and psychological, needed for these broken people. The United Nations High Commissioner for Refugees confirmed that, noting that the 100,000 refugees required critical support.
For many, this ethnic cleansing of a people has echoes of the Armenian genocide of 1915 to 1923. It is notable that while 34 countries, including the USA, Canada and France, have recognised the historic genocide, the UK has failed to do so. Several hon. Members have raised that point, including the hon. Member for East Worthing and Shoreham (Tim Loughton). In denying formal acknowledgement of the historic atrocity, the UK Government continue to delegitimise the collective pain endured by the Armenian community. A Foreign Office memo from 1999 is revealing as to the motivations behind the UK’s position. It reads:
“Given the importance of our relationship (political, strategic, commercial) with Turkey…recognising the genocide would provide no practical benefit to the UK”.
I would appreciate a response from the Minister on whether the failure to recognise the historic genocide is simply an attempt to appease a trading partner.
Let me return to the situation on the ground in Armenia. In October 2023, UNHCR launched a $97 million emergency refugee response plan to provide urgent humanitarian aid and protection to the refugees and to those hosting them in Armenia. That support runs out at the end of this month, but not one refugee has been able to return home. Although there has been international support, for which the Armenian Government are grateful, far more is required. The US has committed $28 million since 2020, the EU has provided €17.5 million since September, and France committed €27.5 million in 2023. The UK, to date, has committed £1 million.
The hon. Member is making an excellent speech outlining the scale of the crisis for Armenians who have left Nagorno-Karabakh and are now refugees. Does she agree that £1 million is woefully insufficient to support the Armenian Government in helping those refugees, and that we need to hugely scale up our support?
I think it is important that we are not critical of the support that has been given, and £1 million is a good starting place, but I agree with the hon. Member. I ask the Minister what further financial and humanitarian support the UK will provide for the Armenian Government to support the refugees and their hosts in Armenia. Aside from providing aid, the UK Government have a moral responsibility to show leadership in the region. They must undertake all diplomatic efforts to foster dialogue between Armenia and Azerbaijan and help to create the conditions for a true sustainable peace that will allow displaced Armenians to return home.
In October 2023, the UK Government argued:
“It is vital that international humanitarian organisations have independent access…We therefore welcome Azerbaijan’s decision last week to allow UN agencies into Nagorno-Karabakh, to complement ongoing efforts by the ICRC”—
the International Committee of the Red Cross. However, given that the Armenian population had been ethnically cleansed a month earlier, that seems rather futile.
In January 2024, the UK Government stated:
“We welcomed the two countries’ historic joint statement of 7 December, in which important confidence-building measures were announced, aimed at reaching an historic agreement and securing lasting peace for the region.”
However, there is little confidence that that peace agreement will be sustained.
The hon. Member mentions a lack of confidence that the progress towards peace will be sustained. I have a couple of questions. First, does she welcome the bilateral agreements and discussions between the leaders and Foreign Ministers of Azerbaijan and Armenia towards that end? Secondly, can she explain why, or from whom, the lack of confidence is coming?
First, any agreement that is reached has to be welcomed. Any steps forward have to be welcomed. As for who is concerned, the people we spoke to in the border towns who see Azeri incursions—who see the troops coming over the border—are the ones who are telling us that they do not have confidence in the agreement. That is because they are not seeing it being played out in real time in front of them.
Given the events of the past six months, I was concerned to read that in November 2023 Foreign Office officials were encouraging British business leaders to capitalise on lucrative commercial opportunities in Nagorno-Karabakh to support President Aliyev’s rebuilding agenda. That is quite simply an abdication of the UK Government’s moral and ethical responsibilities. It is also hypocritical. How can the UK Government condemn Azerbaijan’s “unacceptable use of force” in Nagorno-Karabakh in September and then, six weeks later, encourage British commercial involvement in the region? Can the Minister provide clarity on the reasons for encouraging British businesses to exploit the tragic situation?
Despite limited attention from international media, the situation on the ground in Armenia remains critical. Urgent assistance is required for the refugees and for those supporting them. When we asked the refugees about their hope for the future, they responded that they simply wished to return home. The International Court of Justice has issued an order requiring Azerbaijan to
“ensure that persons who have left…and who wish to return to Nagorno-Karabakh are able to do so in a safe, unimpeded and expeditious manner…free from the use of force or intimidation.”
Although the Azeri Government state that return is safe, the refugees were clear that this is impossible. They were starved, they were bombed and they were killed, so their hope to return cannot be realised, certainly not at the present time. My final question to the Minister is this: what representations has he made to the Azeri Government on the treatment of the refugees and on their safe passage back to their homes in Nagorno-Karabakh?
I congratulate the hon. Member for Glasgow North West (Carol Monaghan) on securing yet another debate on Armenia and Armenians. We have spoken a lot in this Chamber and in the main Chamber. We have had my private Member’s Bill—the Recognition of Armenian Genocide Bill—and others, and we had a debate on the Lachin corridor blockade at the start of the recent problem. I declare an interest as chair of the all-party group for Armenia and as part of a delegation that went to Armenia last Easter at the invitation of the Armenian Government. There is strong interest in the subject, not only among colleagues here today but in the overflowing Public Gallery, for which extra furniture has had to be provided. That does not happen often.
We had an alarming and sobering briefing yesterday from the former human rights ombudsman for Armenia, Dr Tatoyan. He gave us an update on the latest threat facing Armenia, as well as the chronology of what has happened in Nagorno-Karabakh over the past year.
I agree with everything that the hon. Member for Glasgow North West and my right hon. Friend the Member for Maldon (Sir John Whittingdale) have said, so I will not repeat it, but will highlight the origins of the issue. The recent conflict goes back to 27 September 2020 when Azerbaijan, emboldened by strong military support from Turkey and with equipment provided by Israel, among others, launched an unprovoked and large-scale military invasion of Nagorno-Karabakh.
Over 44 consecutive days, Azerbaijan relentlessly assaulted Nagorno-Karabakh, resulting in the tragic loss of over 400 Armenian lives. Civilian infrastructure, including churches, schools and hospitals, became deliberate targets of Azerbaijan. There was a particular concern, as the hon. Member for Glasgow North West mentioned, about some of the Christian relics and monuments, because Armenia was, of course, the first Christian country. We do not have to go far in Armenia or Nagorno-Karabakh to see the history behind that.
The conflict ended in a ceasefire agreement on 9 November 2020 between Armenia, Azerbaijan and Russia, but the trilateral statement was heavily skewed against Armenia. Let us fast-forward to the end of 2022 and the blockade of the Lachin corridor, with bogus eco-protesters supposedly blockading that vital corridor between Nagorno-Karabakh and Armenia. Azerbaijan completely ignored all orders under international law and the International Court of Justice to clear the corridor. Instead, Azerbaijani soldiers replaced the protesters.
On 19 September last year Azerbaijan launched a full-scale offensive, piling into Nagorno-Karabakh, mercilessly reoccupying territory and driving Armenians out of the homes that they had been in for generations. They blockaded escape routes out of the territory, as we heard yesterday, and took a number of military and political prisoners—specific individuals.
Despite the Azerbaijani Government’s having assured an amnesty, they took into captivity former Nagorno-Karabakh Presidents Arkady Ghukasyan, Bako Sahakyan and Arayik Harutyunyan. They remain in captivity. Other political prisoners of war include Ruben Vardanyan, Davit Ishkhanyan, Davit Babayan, Davit Manukyan and Levon Mnatsakanyan—Hansard will be relieved to know that I have provided details of those individuals.
What was the result of all that? Frankly, it was full-scale ethnic cleansing. The population of Nagorno-Karabakh used to be 160,000 before the 2020 war. Women, the elderly and sick people were evacuated during the initial bombings, and many never went back after the ceasefire in November 2020. The very sick and some students left Nagorno-Karabakh during the blockade. It is estimated most recently that after the attacks in September 2023, 105,000 Armenians left Nagorno-Karabakh, in a state of chaos, on blocked roads that took hours and days to negotiate.
It has been calculated that Nagorno-Karabakh is almost completely empty of its original population, with just 50 people remaining. Armenian sources report that those people who remained due to age or physical and mental conditions are even unable to use their mobile phones. That huge surge of people into Armenia has had an impact on the population of Armenia, which is not a large country of 2.8 million population. Just over 100,000 represents 3% of that country’s population suddenly appearing on its doorstep.
It is also a country that lacks funds and a long-term plan, so it has been a really difficult set of circumstances to cope with. The Armenian Government have generously given one-off payments of $250 to the refugees, followed by a $185 monthly stipend. The average wage in Armenia is $668 a month. A quarter of the Nagorno-Karabakhans were already living below the official poverty line.
The hon. Member for Glasgow North West mentioned that there had been pledges of support from the EU, but there has been a big delay in the disbursement of those funds and funds from other countries. The UK has so far pledged only £1 million, which is a good start but does not reflect the scale of a humanitarian crisis that has gone so under the radar because the world’s attention, as we know, is on what is going in Ukraine and in Israel and Gaza. Those new arrivals from Nagorno-Karabakh include 30,000 children and 18,000 aged over 65. There are many men with limbs missing from war injuries and landmine explosions from the conflict. This is a population in above-average need of help and support.
What has Azerbaijan done? Azerbaijan is trying completely to remodel, rename and reculturalise—if there is such a word—the entire territory. In October last year, Azerbaijan renamed one of the streets in the city of Stepanakert after Enver Pasha, one of the architects of the Armenian genocide. What more hostile, provocative act could there be? In March, just a few days ago, footage was aired on Azerbaijan television of various buildings and monuments in the capital Stepanakert, including its historic parliament building, being demolished for no good reason.
There are more than 4,000 Armenian historical and cultural monuments across Nagorno-Karabakh, among them churches, khachkars, burial grounds, historical cemeteries and bridges. There is a real concern about the future of the culture of Armenians left behind in Nagorno-Karabakh that could not be taken out of the country.
When we were in Jermuk, we saw two khachkars—the posts with crosses—that had been removed from Nagorno-Karabakh. They were in pieces. We were told that there were many thousands that people could not take with them. The ones that we saw were more a thousand years old, and there will be many others left behind. It is real cultural destruction.
It is completely gratuitous, unnecessary cultural destruction. It is all about trying to erase the name, the culture, the history and the heritage of a people who have lived in that territory for many, many generations. After the 2020 invasion of Nagorno-Karabakh, the Government of Azerbaijan blatantly issued a set of postage stamps picturing a man in a hazmat suit, effectively cleaning out Armenians from the territory of Nagorno-Karabakh. That is ethnic cleansing, in any shape or form that one might describe it.
We have a number of asks for the Minister today. Notwithstanding our long-standing and important economic links with Azerbaijan, we have humanitarian responsibilities and a long-standing relationship with Armenia, Armenians, and the Armenian diaspora across the world and in the United Kingdom. Will the Government investigate whether ethnic cleansing under the UN definitions has taken place? If so, what are the implications of that? Will the Government press for investigation in respect of both political and military prisoners who are still being held by the Azeris?
What will the Government do to put pressure on the Azerbaijanis to withdraw from the 4,400-square-kilometre territory within sovereign Armenian boundaries that they are still occupying—some 30 or so villages? As we have heard, there is great alarm that they may make further military encroachments deeper into clear, sovereign Armenian territory in the very near future.
There need to be consequences for these abuses of international law. There need to be sanctions. I think the UK has a role to play in any peacekeeping force that could go back in to make Nagorno-Karabakh and the borders of Armenia safe, because this is a very fragile situation. We have a duty of care here. One of the duties of this House is to make the world aware of this ethnic cleansing and this huge humanitarian crisis—it may have been going on beneath the world’s radar while its attention is turned elsewhere, but that makes it no less serious a humanitarian crisis—that is going on as we speak.
I pay tribute to the Government and people of Armenia, who have ensured that the refugees from Nagorno-Karabakh have been given the food, shelter and support they require. I thank all those who joined us this afternoon in the Public Gallery, including His Excellency the Ambassador. Finally, I thank all Members who have participated in this really important debate. It is important that we shine a light on the troubled area of Nagorno-Karabakh and ensure that the people of Nagorno-Karabakh who are currently in Armenia are not forgotten.

Gentleman puts before the House underlines the importance of the initiatives that Britain has taken, and the work that is being done both regionally and internationally at the United Nations, to try to secure a sustainable ceasefire through a pause so that we can get the hostages out and also get necessary support and humanitarian aid in. I hope that he will share with me a common view that, on driving forward those initiatives, the five-point plan that has been set out so clearly by the Prime Minister and the Foreign Secretary is the right way to address the very serious difficulties to which he alludes.
We have heard many times about Israel’s right to defend itself. In fact, the Minister started his statement by reiterating Israel’s right to defend itself. On Sunday evening in Gaza City, the Israel Defence Forces fired on Palestinians who were waiting for food aid trucks to arrive. Ten were killed. Does the Minister believe that that was a legitimate act of self-defence?

Commons ChamberThe recent ICJ ruling means that the UK, as a signatory to the genocide convention, is legally obliged to take measures in the face of Israel’s failure to prevent acts that may be found to amount to genocide. I have been contacted about this issue by many constituents, asking for me to support a ceasefire, but I want to read out the email from one constituent. She contacted me, and I spoke to her yesterday by phone. Her email says:
“I am writing to you again as a Jewish constituent urging you to join your fellow MPs in calling for an immediate ceasefire in Gaza. I, like many in my community, have been utterly shaken by these months of violence. As I write over 28,000 Palestinians have been killed—12,000 of them children—and over 1.9 million displaced. Jews in the UK have been in a collective state of shock and distress since the atrocities committed by Hamas on October 7th. Many in my community lost family and friends in the attack. Yet this only strengthens my resolve to end the utterly heartbreaking violence Israel is unleashing against Palestinian civilians in Gaza. This is not a war. I pray for the safety of both Palestinians in Gaza and the hostages in captivity, but only a ceasefire can provide the relief they desperately need. Lives, livelihoods and families are being destroyed; the very fabric of Palestinian society in Gaza is being upended. Such a policy of revenge and collective punishment achieves safety for nobody. The UK government is responsible for ensuring international law is adhered to—yet every moment it fails to advance a ceasefire, it is complicit in the perpetration of war crimes and the killing of civilians. The ongoing escalation of violence in Rafah risks further mass atrocities. This cannot go on. As a Jewish constituent I thank you, the First Minister, and the SNP for your actions so far in working towards a ceasefire, the return of the surviving hostages, and a lasting peace. I urge you, my MP, and my government to demand an immediate ceasefire, the safe return of hostages, and the urgent provision of substantial life-saving aid to Palestinians in Gaza.”
This is quite simply the only way we can end this violence and start to fight for a future that guarantees freedom, equality and dignity for all Palestinians and Israelis.

Commons ChamberThe Government have made it clear that settler violence and the targeting and, on occasions, killing of Palestinian civilians is completely unacceptable.
On the point about settler violence, if that is what the hon. Gentleman is referring to, we believe that it is not good enough just to arrest those responsible. They need to be both prosecuted and imprisoned.
The problem is that there are key figures in the Israeli Government who are stoking this violence, with the Finance Minister publicly declaring that there are “2 million Nazis” in the west bank. What representation is the Secretary of State making to Israeli counterparts to demand a far more robust response to this violence?
I can tell the hon. Lady that the Prime Minister spoke about this directly with Prime Minister Netanyahu on 5 December and he made clear that we welcome Israel’s recent comments condemning instances of settler violence, but that Israel must take meaningful action to stop it.

Member will understand, there was no discussion about a ceasefire within the Government—I have very clearly set out the reasons—but on southern Gaza, we are exploring every possible mechanism to bring the relief of humanitarian supplies, including the extremely difficult but plausible advent of safe zones.
It is possible to condemn both the brutal rapes and murders carried out by Hamas and Israel’s indiscriminate and illegal killing of women and children, and we now have 800 scholars of genocide stating that this continued bombardment of Gaza is at grave risk of being genocide. With that in mind, at what point will the Government consider supporting a permanent ceasefire?
As I have repeatedly set out to the House, the reasons why the Government, and indeed the Opposition Front Bench, are unable to call for a ceasefire are very clear.

Commons ChamberOf course all of us want to see an end to the lives that have been lost, but we also recognise that Israel feels the need to take action to protect the lives of its citizens from the attacks emanating from Hamas and other terrorist organisations in Gaza. We have always said that, in our support for that activity, we call upon it to abide by humanitarian law, as its President has committed to doing.
We need swift confirmation of who is responsible for the devastating attack on the Al-Ahli Arab Hospital, but the immediate priority is humanitarian support for those affected. The £10 million pledged by the UK Government is genuinely welcome, but can the Foreign Secretary explain how that aid is going to get to those affected, when Israel has closed all humanitarian corridors?
The situation at the moment is that all humanitarian support going into Gaza is severely limited. There was an open, fluid border between Israel and Gaza, and tens of thousands of Palestinians from Gaza—tens of thousands of Gazans—worked in Israel daily and moved to and fro between Gaza and Israel. That crossing had to be closed, as did the Rafah crossing into Egypt, in response to the terrorist attacks that were perpetrated against Israel. We are working with the Israeli Government, the Egyptian Government and the international community to try to open up humanitarian corridors and we will continue to do so.

That this House has considered the humanitarian situation in Yemen and children’s rights.
It is a pleasure to serve under your chairmanship, Mr Pritchard. Labelled the world’s “forgotten humanitarian crisis” by the World Health Organisation, the catastrophe in Yemen is often overlooked in foreign policy discussions at both domestic and international levels. Many people, indeed, would struggle to point to Yemen on a map. But eight years of intense conflict, economic collapse and a crumbling social support system have brought about unimaginable suffering for Yemeni civilians, and children are paying the heaviest price. The gravity of this humanitarian situation and the necessity for rapid action cannot be overstated, and it is for that reason that I tabled the motion.
Since 2015, Yemen has been ravaged by intense fighting between the Houthis—a militant group assisted by Iran—and the internationally recognised Government, which is backed by the Saudi-led coalition and supported through arms sales by this UK Government. Yemen is divided: the Houthis control the north-west and a combination of Government forces and the Southern Transitional Council, which is backed by the United Arab Emirates, control the south and east. Since October last year, Oman has been facilitating peace talks, and last month’s events, which included constructive discussions between the Houthis and the Saudi delegation in Sanaa, as well as notable prisoner exchanges, are cause for cautious optimism. The focus of this debate, however, is not the military course of the war, nor the complex political negotiations, but the human aspect—Yemen’s children, whose lives have been upended and who are in desperate need of urgent and direct humanitarian assistance.
Currently, there are more than 2 million malnourished children in Yemen—as many children as live in London. Of those, 540,000 are under the age of five and are suffering from such severe hunger that, according to the WHO, they face a direct risk of death. Because of the country’s crumbling infrastructure, millions of Yemeni children lack access to basic healthcare, clean water and sanitation. Indeed, nearly half the health facilities across the country are either completely out of service or only partially functioning.
Children’s education has also been severely disrupted. Some 2,500 schools have been damaged, and according to UNICEF around 2.5 million children are not at school. It is no surprise to many Members here that girls are particularly impacted. When girls cannot access education, they become much more vulnerable to child marriage.
I commend the hon. Lady for securing this debate; it concerns a great subject, and there are lots of things to sort out. Last year, a human rights watchdog, SAM for Rights and Liberties, recorded over 30,000 violations of children’s rights in Yemen, including killing, forced recruitment, kidnapping, arbitrary detention, and lack of access to education and healthcare. Does she agree that the situation has only deteriorated in the last 12 months, and that we now need a massive movement from the international community to help those children in Yemen?
The hon. Gentleman highlights the very nub of the debate. It is not just that the money is not going in; one of the big issues is that non-governmental organisations on the ground are struggling to be in Yemen. We need proper international dialogue to get aid in and reverse some of the aspects that he has highlighted.
Liverpool, Riverside has a long-established Yemeni community, and Habibti has been funding a children’s hospital in Sanaa for many years. Given that Britain has earned eight times more from arms sales to the Saudi-led coalition than it has spent on aid to help civilians—particularly children—caught up in the conflict, does the hon. Member agree that the UK’s role in this war is a dark stain on our foreign policy?
I thank the hon. Member for that intervention. I will come on to the arms trade with Saudi Arabia and Britain’s role in that, but we cannot just be seen as a benevolent overseer here. The UK actually has its fingers in the pie in Yemen, and it is certainly not helping to broker peace while it is still arming the Saudi-led coalition.
Coming back to the subject of girl brides, according to Girls Not Brides, many girls in Yemen have been married off as a source of income during the conflict as families are driven deeper into poverty and desperation. There have also been reports of girls being trafficked through so-called tourist marriages with wealthy men from the Arab Gulf region for the purpose of sexual exploitation. These people are desperate, and it is unfortunately the most vulnerable who will suffer. Currently, 9% of Yemeni girls are married by the age of 15, and nearly a third are married by their 18th birthday.
However, the war does not just affect girls; it casts its lethal shadow over the entire nation. Landmines and unexploded ordnance have killed and continue to kill hundreds of children, and instability has resulted in the internal displacement of 3.2 million people. According to UNICEF, one child in Yemen dies from preventable causes every 10 minutes; during the course of this debate, another six children in Yemen will have died needlessly.
The situation on the ground is devastating. Children’s rights to life, food, security and basic healthcare are under threat. Against this backdrop, the UK Government stand by their decision to cut official development assistance funding from 0.7% of GNI to 0.5%—in doing so, slashing aid to the most vulnerable. In 2020, the UK pledged £214 million in aid to Yemen; this year, that figure is only £88 million. In 2020, when the ODA cut was initially enacted, many colleagues across the House—a number of them are here in the Chamber—deemed it inhumane and hoped the policy would be short-lived. It certainly seems inconsistent with this Government’s eagerness to project a global Britain that defends universal human rights, supports conflict resolution and tackles extreme deprivation. Three years on, this unethical aid cut remains, and global Britain seems no more than empty rhetoric. I am aware that, alongside the US and Germany, the UK is one of the major contributors of aid to Yemen—I will say that—but we are providing far less than we did previously. The longer the shortfall is maintained, the slower and more limited our humanitarian reach in Yemen will be. According to the former UN emergency relief co-ordinator, Sir Mark Lowcock, “there is no question” but that the decision to cut ODA has increased civilian loss of life in the country.
The UK’s desire to be a force for good must be underwritten by concrete action, and it demands that we do more. If inadequate humanitarian funding is one moral failing, the Government’s decision to arm the Saudi-led coalition is another. Air strikes by the coalition have hit hundreds of civilian targets. The Saudi air campaign alone has killed around 9,000 civilians, including hundreds of children, which has elicited strong condemnation from the UN Secretary-General, António Guterres.
Is the hon. Lady aware that United Nations resolution 2216 actually demanded the withdrawal of the Houthis and gave recognition to the coalition under President Hadi to restore the legitimate Government to Yemen? It was actually a UN resolution in the first place that brought in Saudi and the Gulf states.
It is useful to have that background; I thank the hon. Lady for that. To be honest, I am not here to point fingers at other states—apart from the ones we are arming and involving in this conflict. There is a very complex situation in Yemen; there are lots of different factions involved, and its history is very coloured. We need to look at how we can help to resolve the situation, rather than throwing petrol on the fire.
There is overwhelming evidence of repeated breaches of international humanitarian law, but the UK Government continue to supply the coalition with weaponry. The published value of arms licensed for export to the Saudi coalition since bombardment began is £9.4 billion, but according to estimates from the Campaign Against Arms Trade, the real value is nearly triple that figure. The Government are prioritising economic advantage over children’s futures. This Government rightly condemned Moscow’s aggressive bombing of a Ukrainian maternity hospital, but where was the condemnation of Saudi Arabia when Yemen’s civilian infrastructure was targeted?
The recent calls for a ceasefire are welcome, but the necessity of ending arms sales is no less urgent. I hope that the recent progress and talks between the warring parties bring about new peace and prosperity so that lives can be pieced back together.
The hon. Lady is again expressing her compassion for the people in a very significant way. The UN has said that the agreement of a truce between the Saudi-led military coalition and the Iranian-backed Houthi rebels last April is the first and best chance to try to find peace. Does she agree that there is a real risk that the talks that the UN are putting together will break down, and that we need to do everything in our power to avoid a repeat of what has happened in Sudan over the last few years?
All of us here are optimistic about where this might go. Even if peace is brought about by the coalition and starts tomorrow—the UK is the UN penholder for Yemen, we have a role—it will take many years to rebuild all the infrastructure, get children back into school, start supporting families and ensure that these children have a better future than they do currently.
Writing in The Times just over a week ago of his harrowing visit to the malnutrition wards in Sadaa in Yemen, the Minister for international development, the right hon. Member for Sutton Coldfield (Mr Mitchell), argued that the Government “remain committed” to the human rights-based UN development goals, stating:
“It is frankly obscene, that in the 21st century and in our world of plenty, children are facing famine.”
I could not agree more. Surely the Government recognise the contradiction in their position. How can they talk about eradicating famine while continuing to enact devastating aid cuts? How can they affirm their commitment to human rights while arming a state that continues to undermine them?
What discussions has the Minister had with the Chancellor about reinstating ODA to 0.7% of GNI? What impact assessment has been made of the effect of the cut in ODA on the children of Yemen? What plans does he have to get emergency aid to NGOs working on the ground to deliver vital supplies? What discussions has he had with his counterparts in Saudi Arabia regarding its targeting of Yemeni civilians? How effective does he feel the licensing criteria for arms sales are, given the repeated breaching of international humanitarian law by Saudi Arabia?
Children in Yemen are starving; they are losing out on an education; and they are in desperate need of humanitarian assistance. Surely any profits from arms sales are rendered worthless when the cost is Yemeni children’s lives.
The Minister is comparing last year’s figures with this year’s. In my speech, I highlighted that the current figures are actually a third of what they were in 2020, so we have had a real significant cut to ODA funding. Against the backdrop of everything he has heard today, and indeed his own comments, what is he doing to push Yemen’s case for additional funding?
As I said previously, we have maintained our expenditure in a difficult fiscal situation. We are working hard to encourage other countries to get involved with vital partnerships to help provide the humanitarian support that is required in Yemen. As has been said, the real way forward is to ensure that we secure a long-term and sustainable peace. That is what will really deliver the benefits that all of us want and will tackle the terrible tragedies that young people, children and even adults are experiencing.
We take very seriously all the allegations of violations of international humanitarian law, including those involving children as referenced by the hon. Member for Glasgow North West. We have a robust decision-making process that takes those allegations into account, incorporating a wide range of information from the UN, NGOs and partner Governments. Several points were made about the importance of accountability mechanisms, and the mandate of the group of eminent experts on Yemen, which was sadly not renewed. The UK voted in favour, and spoke in support of the resolution during the voting, as the group played a crucial role in providing ongoing reporting on the actions of parties.
We continue to urge the parties involved to investigate allegations that arise, and to take action to promote and protect human rights. The UN panel of experts plays an important role in identifying those allegations. The UK is grateful to the panel for its essential role in ensuring accountability in Yemen. We strongly advocated for the renewal of that panel’s mandate in February, and were pleased to see that that resolution was passed.
We also heard some questions about the Safer oil tanker, which I know is of particular concern to my hon. Friend the Member for Meon Valley and the hon. Member for Glasgow Central. The UK is not only keeping up the pressure on the UN but leading international efforts to fully fund the salvage operation. Last week, the UK co-hosted a fundraising event with the Netherlands, which raised almost £8 million of additional funding and allows the UN emergency operation to salvage the tanker to now start. Clearly, more needs to be done, but the good news is that the work is progressing.
All of that shows that Yemen is a humanitarian priority for the UK. We have supported millions of vulnerable Yemenis with food, clean water and healthcare, and our aid spending this year will provide food for at least 100,000 Yemenis every month. Our flagship food security programme provides lifesaving cash assistance to those most in need, and builds resilience against famine.
Our Yemen women and children programme tackles the greatest causes of excess mortality and suffering among women and children, including malnutrition, disease and gender-based violence. It supports over 1 million Yemenis a year. We have also supported the UN’s programme to end child marriage in Yemen since 2016, helping to reach more than 20,000 adolescent girls and provide them with education and life skills that reduce their vulnerability to child marriage.
We have worked with the specialist NGO, War Child, to tackle the use of child soldiers and provide safe spaces and psychosocial support for recruited children in Taiz, Yemen’s third-largest city. That programme has provided support to more than 4,500 children.
We have also seen some progress since the advent of the truce, with the Houthis signing an action plan with the UN to end the use of children in conflict. The latest expert UN report suggests some signs of buy-in from the Houthis. Those are encouraging signs.
We will continue to use all our diplomatic channels to press all parties to cease the abhorrent practice of recruiting children into their armed forces and to halt grave violations against children. Children cannot—and should not—continue to be victims of brutality in this conflict.
I conclude by reiterating our calls for all parties to continue to engage meaningfully in efforts towards a negotiated political solution to the conflict. The de facto truce shows how things could improve for the people in Yemen if peace could be placed on a solid footing. Some Yemeni children are experiencing relative peace for the first time in their lives. That offers hope, and a reminder to all sides of why this opportunity must not be squandered.
I want to start by thanking all Members who have contributed today to ensure that this so-called forgotten conflict remains high up the political agenda. That is the first thing, which is very important.

Commons ChamberOf course, it is a very sensitive subject, but the policy of the UK Government is that recognition of genocide is a matter for judicial decision rather than for Governments or non-judicial bodies. When an international legal body makes a judgment that the crime constitutes a genocide, that is a deciding factor in whether we use that term.
In Nagorno-Karabakh, the humanitarian situation is deteriorating rapidly. More than a dozen non-governmental organisations, including Genocide Watch, have stated that the conditions are ripe for ethnic cleansing. That is a very concerning situation for the 120,000 Armenians who live there. What further pressure can the Government bring to bear to end the blockade of the Lachin corridor?
We take this extremely seriously. We have urged all parties to return to the negotiating table and to reopen the Lachin corridor. I have spoken directly to the Foreign Ministers of both nations about this. Of course, we are very pleased that we have provided £1 million of humanitarian assistance to the International Committee of the Red Cross following the 2020 conflict.

Commons ChamberThe security situation in Israel and the Occupied Palestinian Territories remains fragile. Last week I spoke with my Israeli and Palestinian counterparts, and urged both sides to take steps to de-escalate and avoid a cycle of violence. We welcome the United States’ Middle East Partnership for Peace Act and the proposals for increased international funding for Israeli-Palestinian peace.
As I have said in answer to other questions, we have made it clear that the language used with regard to Israel and the Occupied Palestinian Territories needs to be de-escalatory. It needs to be carefully thought through. Inflammatory language, as we have seen, is unacceptable. The behaviour of those settlers is unacceptable. That has been recognised by the Israeli authorities and we want to make sure that those people are held to account for the actions they have taken. We will always seek to reinforce the viability of a future Palestinian state as part of a sustainable two-state solution. The decision with regard to settlement goods is long standing and we do not speculate about any changes to those positions.
I welcomed the recent joint commitment by the Israeli Government and the Palestinian Authority to reduce the surge in violence, and the Israeli Government’s pledge to halt new settlement constructions, but on the very day that commitment was signed, Prime Minister Netanyahu tweeted:
“Contrary to tweets, construction and regulation in Judea and Samaria”—
the west bank—
“will continue according to the original planning and construction schedule, without any changes. There is and will not be any freeze.”
That is an indication of further violations of international law. Does the Foreign Secretary accept that whatever his diplomatic approach is at the moment, it simply is not working?
The United Kingdom has a like-minded position alongside a number of our international friends and allies. We seek to protect the viability of a sustainable two-state solution. We raised with the Israeli Government our concerns about activities that might put that future at risk. That is not something the UK does alone; it is something we do in close co-ordination with a number of our international friends and allies. That will continue to be our diplomatic stance.
