Gentleman will allow me to make a little progress, I will speak about how one centrepiece of the Bill and of our approach is the safety not just of the automated vehicle and its occupants but of other road users, particularly vulnerable road users. I will come on to that point; if the hon. Gentleman does not feel that I have covered it, he should feel free to intervene again.
We are on the cusp of a transport revolution, and Britain is very much at the wheel of that decision. British companies are developing the self-driving technology; British lawyers are developing the robust new legal frameworks that are being used; and British parliamentarians in this House and the other place can now agree regulation widely seen as among the most comprehensive in the world. The goal is clear: we want to make this country the natural home for the self-driving vehicle industry, and this Bill is the next stop on that journey.
It will not surprise my right hon. Friend that I am speaking up for Milton Keynes on this subject. This is a huge global opportunity for Britain, worth £350 billion, and Milton Keynes is often the testbed of this technology. It is a beautiful, vibrant city that is going places—except perhaps in the eyes of the producers of last night’s “EastEnders”—so does he agree that when we get this technology, we will be able to roll it out because we have tested it in places such as Milton Keynes?
I thank my hon. Friend for speaking powerfully for his constituency. He is right: those developing this technology will want to roll it out carefully and thoughtfully, and they will want to do that in specific places in the United Kingdom. He has just made a powerful bid for Milton Keynes to be at the centre of that.
Gearing Britain up for a self-driving future has been the work of years. In 2015, our world-leading code of practice enabled self-driving vehicle trials in the UK. We passed the Automated and Electric Vehicles Act 2018, which codified insurance in this area for the first time and recognised the importance of that, as the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) said earlier. In that same year, we kicked off a Law Commissions review on a legal and safety framework for self-driving vehicles—

Commons ChamberYes, I can give the hon. Gentleman that assurance. It is indeed £543 million of extra funding for the South Yorkshire mayoral combined authority. We have already had conversations with the South Yorkshire Mayor about the funding and his plans. I and my team will continue to do so, and our officials will work with his to make sure we can deliver those plans.
With the global AI summit coming up next week in Milton Keynes, it seems topical to ask: what steps is the Department taking towards the regulation of autonomous pavement delivery robots?
Of course, I have visited the technology that my hon. Friend is describing and seen it in action. We must balance the safety of patients and vulnerable road users with the potential benefits of this new technology, but I am very pleased to confirm that the Department will be funding research to advance our understanding of the impacts of this technology. The results will be published once the research has concluded.

That this House has considered the societal impacts of autonomous last-mile delivery.
It is a pleasure to serve under your chairmanship, Mr Twigg. Many of my colleagues from across the House have heard me speak at length on the thriving tech sector in Milton Keynes, and I am grateful for the opportunity to do so once again. This time, I will be highlighting the wonderful role that Starship robots play in our city and the fantastic technology of automated last-mile delivery. I will cover some of the benefits that those cute little robots bring for the environment, accessibility, convenience and productivity, but I will start with the social side, particularly acceptance.
If we roll forward 20, 30 or 40 years, autonomous delivery robots will be all over. They will be in our homes, in our streets, online and so on—robots everywhere, in all aspects of our lives. Looking at how integration works, and at the Milton Keynes use case for robots, will give us real lessons for the future. I have talked extensively to my friends at Starship—the humans, not the robots—and it is clear that the process of social acceptance is at the heart of their success. What is social acceptance, and why is it important when it comes to integrating delivery robots in a complex urban environment?
Milton Keynes has an historical association with welcoming technological innovation, and with the technology sector. In fact, that was built into our city’s DNA in the 1960s. People have started families and built their lives here in MK because they have wanted to become part of a new way of urban and suburban living.
Like Milton Keynes, Havant constituency is already home to several last-mile delivery facilities that sustain hundreds of local jobs. I hope that we will become a centre for autonomous delivery as the UK develops its leadership role in the fourth industrial revolution. Does my hon. Friend agree that, to maximise social impact and utility, the companies involved should work with local councils and communities to ensure that the technologies work for everybody?
I am grateful for the intervention. I absolutely agree. Culture works at every level. There is the culture of acceptance from people, and institutional culture. Integrated working by companies, councils and the wider community is fundamental to the success of any technological integration. We need to build a culture in which people, businesses and institutions look at innovation with excitement, pride and genuine curiosity. That kind of culture is not necessarily unique to Milton Keynes—I am sure it exists in other places—but cultivating it, so that we can build a process of innovation, is fundamental.
I commend the hon. Gentleman for bringing forward this debate. I sought his opinion beforehand on what I am about to say. Does he agree that while autonomous delivery vehicles may provide a solution to carrying goods from local stores and restaurants and meeting the ongoing demand for last-mile delivery services, the need to secure local jobs for local people without complete reliance on technology is also vital? We should embrace new technologies, as they can help the environment, but we must also be able to function without a high-speed internet connection. In other words, people must see the benefits, and I am not sure that everyone will.
I am grateful to the hon. Member for his intervention, and for the tip-off about the crux of it. For me, innovation breeds productivity, but it does not necessarily come at the expense of jobs. In fact, increased productivity leads to further jobs, such as servicing the robots, and additional work for the companies that produce the groceries that are delivered. On his second point about internet connection, I absolutely agree. The whole thing relies on secure access to data and connectivity, which relates to both cyber-security and getting a good signal. That is not necessarily a problem in Milton Keynes, though we all have our notspots, but as we roll the technology out further around the country, it must be a real consideration.
I see Milton Keynes as the blueprint for how we roll out such advances. It should be a case study in how to implement new technologies in cities. As we do this kind of thing at a Government level, in a top-down way, we need to look at the places where innovation is already happening and successful. That will help us to navigate our way through the introduction of legislation. We can design perfect laws in this place, but if they do not work on the ground, we will find ourselves coming unstuck.
Recently I was pleased to be able to organise, with my hon. Friend the Member for Milton Keynes South (Iain Stewart), a competition with Starship on Christmas designs for the delivery robots. We had hundreds of entries. It really brought home how enthusiastic and happy people are to be involved with the robots in Milton Keynes. I am fortunate enough to live in Milton Keynes and understand and be part of the culture. I know other Members have also seen the joy of these little robots roaming around the streets, and they will soon be hitting constituencies across the country. It adds to the character of communities and always makes me smile.
Robots can navigate themselves around objects and people using their cameras, and they carry food or parcels securely and safely. Travelling at around 4 mph, which is basically walking speed, they are inherently safe. It is necessary to highlight that point, because as we scale up the technology and roll it out around the country, it is vital that we bring local communities along with us, and give them the confidence they deserve. Without local support, we would not be able to move forward.
Further, there are economic, social and environmental impacts from autonomous delivery. That is clear to see. From a road efficiency perspective, more of these robots help to reduce traffic and congestion, particularly with Milton Keynes being a fast-growing city. These robots help to reduce costs for businesses and therefore for their customers. That will help businesses invest in jobs, growth and productivity. Simple solutions can make cities work better, and this is certainly one such solution.
Robots can also help us to achieve environmental goals. I am passionate about reducing carbon emissions, and Milton Keynes has always been rightly unapologetic in driving towards being a green city. We have taken huge steps towards achieving that, particularly in making Milton Keynes electric car friendly. I thank the Minister, while he is in his place, for the additional £1.6 million awarded to Milton Keynes City Council for better electric car charging infrastructure.
The robots and their autonomous last-mile delivery systems can help us to reduce road traffic. Less fuel is used, so there are fewer carbon emissions, and the robots are 32 times more energy efficient than normal 3-tonne delivery trucks. The technology can help us to make significant strides towards the goal set out in the Government’s net zero strategy if we can deploy the robots across the country.
However, despite the range of benefits I have outlined, I fear the UK may be in danger of lagging behind on effective legislative frameworks to foster the growth of this kind of transport technology. There is no legislation to support companies such as Starship Technologies in the change they are trying to bring about. Legislation from 1835—nearly 200 years ago—is acting as a barrier to new tech innovation and investment. I hope that the Minister shares my desire to see this legislation updated, so that it is fit for the 21st century.
The country that springs to mind is Finland. The Finnish Government have introduced a proper legislative framework for autonomous delivery systems. Starship Technologies has signed a national partnership with the largest retailer in Finland, S Group, which is part of their growth strategy. Ultimately, that has been made possible because Finland introduced vehicle certification and regulations to govern robots. Its most recent piece of legislation covered robots. It has acted and got in front, and we must ensure that we keep step. Companies want to innovate and be part of the UK’s innovation culture. I want to keep them here.
I should admit that I was the leader of Trafford Council who signed off the current trial, although the trial is not taking place in my constituency now. The hon. Gentleman is making an excellent point about the importance of innovation. He is right that companies want to innovate, but local authorities do, too. I must say that it is rare to hear a Conservative Member praise a Labour-run council as fully as he has praised Milton Keynes City Council. Pete Marland and others in Milton Keynes will be delighted to hear such glowing praise for their forward thinking and their work. Does the hon. Gentleman agree that asking the Minister to unlock artificial intelligence’s potential in such a way that local authorities can embrace it will speed up roll-out considerably, and will allow all local authorities to get onboard with this technology, so that people across the country, and not only residents of boroughs such as mine, can enjoy it?
I am grateful to the hon. Gentleman for that cheeky intervention. Of course, he will know as well as everybody else that Milton Keynes has not always had a Labour-led council. To answer the point he is making, yes, co-operation is key, but, quite simply, time is of the essence. We must continue to drive investment in policies that create real incentives to start and scale tech businesses, particularly in with the connected and automated mobility sector.
Clarity, consistency and certainty are what the sector needs. That is why we need to ensure we remain at the forefront of technological innovation. I know my colleagues from across the political spectrum, including in Milton Keynes, will agree that tech innovation has always been the hallmark of this great country. We must continue that great legacy, and ensure we give the tech industry the confidence it needs to invest in the UK and not in our rivals.
It is a delight to serve under your chairmanship, Mr Twigg. I am absolutely delighted to reply to my hon. Friend the Member for Milton Keynes North (Ben Everitt); I thank him for securing this debate on the social impact of autonomous last-mile delivery. How right he is to raise it as an important issue and I am grateful to all Members who have spoken in the debate.
Only last week, I spoke to the Transport Committee about self-driving vehicles. The sector is potentially very large, and last-mile autonomous delivery will be just one part of it, and part of what we think of as the connected and automated mobility sector, which, if fully realised, could, it is estimated, have a potential market value of some £42 billion by 2035 and create 38,000 new skilled jobs.
To support the sector, the Government’s Centre for Connected and Autonomous Vehicles has helped to secure £600 million in funding since 2015. In sharp contrast to the dismal description given by the Opposition Front-Bench spokesperson a few moments ago, this is a thoroughly thriving, technology-driven sector, in which the UK is a European and in many respects a global leader—but we need to continue to make it so. The point raised about legislation is absolutely right. As colleagues will recall from my testimony in front of the Transport Committee, I was as strong on that point there as I am today.
There are tremendous benefits to be had, and not merely economic ones; it is good to focus on the social benefits, which hon. Members have touched on. They potentially include connecting our rural communities, reducing isolation, providing better access to education and making it easier for people to see friends and family. Of course, autonomous last-mile delivery can help to deliver goods and services to people’s doors. All are attractive benefits of the realisation of the potential in the sector. If I may, I will touch on some of the benefits and then on some of the potential drawbacks that the Government are wrestling with.
The first of these benefits is safety. Almost 90% of all recorded road accidents involve human error as a contributory factor. The most recent provisional figures, for the year ending June 2022, show that on average almost five people died on our roads every day. We must bring that number down. Self-driving vehicles have the potential to reduce driver error and thereby improve road safety, which has plateaued over the last few years.
Members will be aware that the Government recently consulted on establishing a safety ambition for self-driving vehicles to be equivalent to the driving of a competent and careful driver. In real terms, the effect of that would be that the self-driving vehicle would not drive stressed, aggressively or in a way that reflects fatigue on the part of the driver. It would not seek to take illegal shortcuts. It would not be inebriated at the wheel.
Perhaps the Minister would like to come up to Milton Keynes and see for himself how non-stressed our delivery robots are.
I thank my hon. Friend for his kind invitation. I would be delighted to come up to Milton Keynes to see the fabulous autonomous last-mile delivery vehicles in operation. They represent a very interesting technology, and we are very interested in that. I am pleased to say that my predecessor was able to visit last year, and I will certainly aim to do so.
Let me touch on a couple of other aspects that are useful to reflect on. One is the importance of using vehicles that are appropriately sized and designed for a specific task, thereby reducing the effects of collision from vehicles that are potentially overly large for what is required. These small autonomous vehicles are an example of that. It is right to focus on the safety case, but it is also right to look at the issue of emissions and net zero, where there is significant potential for autonomous last-mile delivery vehicles to make an impact. That could be through being modern vehicles that have zero tailpipe emissions by 2030, in line with the Government’s policy. It could come through the use of more efficient and better optimised routes between the starting point and the destination, as well as more efficient automated driving styles. It could come through the right sizing of vehicles, as I have touched on. The development of custom-made vehicles can help increase vehicle utilisation, and that should reduce the impact on carbon emissions overall because it creates greater productivity and use from an existing trip. Finally, we have the positive impact that comes from improving the access people have to receiving goods at their home or business. That, too, is an important further advantage of this technology.
However, we should also focus—the Government are under an obligation to do so—on some of the potential limitations. One has already been touched on, which is that there should be a proper measure of social consent with the introduction of this technology. It should be done in as careful a way as possible, but also in a way that is affordable, equitable, accessible and safe. All those are metrics that could lose public support if they were breached. It is therefore important to adhere to and respect each of those important values. When we think about the safety of vehicles, we know that that will play a key role in acceptability because, as we have discussed, the public likes nothing less than the introduction of, or way of using, a technology that has potentially prejudicial safety effects. Of course, that means not just the vehicles, but any changes to infrastructure that may be required to make them work effectively.
If we look more widely, there are concerns about cyber security with all autonomous vehicles, and small ones are no exception. The Department for Transport works closely with the National Cyber Security Centre to address that. We, as a nation, chair the United Nations Economic Commission for Europe, and that has developed two new international regulations that focus on cyber security and software updates. Finally, the Department is engaged with the question of cyber skills and works, as part of the national cyber strategy, with other Departments to ensure we have a proper cadre of cyber professionals in and alongside Government, as well as in the private sector. This technology has tremendous implications for cyber security. It is important to mention that it will potentially positively or negatively affect employment. Of course, there can be a threat to existing jobs from any new technology, but it has been projected that as many as 38,000 jobs could come from implementing this technology. That is a mixed blessing.
In terms of remote driving, this is a slightly different technology. It is distinct from self-driving and automation, but it is a technology that potentially sits alongside self-driving technologies. Again, that needs to be conducted with road safety as a key consideration. We therefore need to factor in both sides—the gains and the potential drawbacks—and proceed in a careful, consistent and carefully thought-through way, and that is what the Department is doing. Let me reassure Members that the need for legislation is well understood, but it is also important to ensure that it is a legislative framework set up to accommodate all these concerns as well as to maximise the potential benefit.
I could not end this speech without referring to the brilliant idea from the Chair of the Transport Committee, my hon. Friend the Member for Milton Keynes South (Iain Stewart), that there should be a further national competition, which I hope the Transport Committee will organise, for suitable tunes to be played. I think we can go one step further. I would like to suggest that the Rolling Stones be nominated as the band for the autonomous local transport sector because they brilliantly, in their work, cover both the strengths and the drawbacks of this technology. If successful, the technology is one that could make us happy. It can use these marvellous vehicles as a beast of burden. It allows them to operate at any time and therefore they can be midnight ramblers. Tragically, of course, you can’t always get what you want. Sometimes you are waiting on a friend. Indeed, it may be that you can’t hear these little machines knocking. Above all, we want to avoid being turned by them into a street fighting man, let alone suffering a 19th nervous breakdown. With that, let me take my seat. Thank you, Mr Twigg.
I am very grateful to all the colleagues who have contributed in such good humour to this debate. It is, though, on a very serious subject that could be game changing for our economy. The shadow Minister, the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss), mentioned, when talking about STEM, making science tangible with robots. I think that that is a very good point. My hon. Friend the Member for Milton Keynes South (Iain Stewart) mentioned lining up with wider freight and logistics work, which is particularly relevant for us in Milton Keynes.
The hon. Member for Paisley and Renfrewshire North (Gavin Newlands) mentioned the juxtaposition, on his recent trip to Quainton, of rural north Bucks versus Milton Keynes. I can assure him that my constituency is both rural and urban. Perhaps the use case for last-mile delivery—or last few miles, if people are in a rural area—is pretty similar. It is all about scale. It underlines the need for regulation in this area, to allow the sector to grow and resolve these problems. The hon. Gentleman also made points about the dark use of this technology by nefarious groups and state actors. Again, that underlines the need for regulation and I am sure that the relevant people will have heard his request for a robot finger in the lifts in Glasgow.
We talked about how important this technology is, and I am grateful to the Minister. He can clearly see that there is a huge opportunity, and it is good to see that the Department is taking a balanced view, but we can take a global leadership role in this respect. I want to emphasise how necessary it is that any future Bill for micromobility and these autonomous robots is considered and addressed to the same degree as self-driving vehicles. It is essentially the same subject. Indeed, the Minister referred to the social contract, and the same is very true for self-driving vehicles.
Innovation is a pedal we cannot take our foot from. The moment we take our foot off the gas is the moment we fall behind. Integrating autonomous last-mile delivery systems into our cities and towns should form part of a tranche of transport solutions with which we can level up transport and connectivity. With this step, we can make a modern city a far more efficient and cost-effective place to live and thrive.

I am always delighted to meet my hon. Friend. He will be aware that under our bus service improvement plans we are ensuring that local authorities and transport providers work more closely together. We provided more than £2 billion during the pandemic, as he says. I would be delighted to meet him and his constituents on this matter.

Commons ChamberI join colleagues in congratulating my hon. Friend the Member for Ynys Môn (Virginia Crosbie) on securing this debate and the Backbench Business Committee on scheduling it.
Like so many colleagues here today, I am speaking on behalf of thousands of constituents who rely on their rail services, particularly the west coast main line, but are being thoroughly let down and deserve a far better service. As one of the major cities, and indeed the newest city, along the west coast main line, Milton Keynes is served by both Avanti West Coast and London Northwestern Railway. However, even if my constituents are lucky enough even to have a train turn up at all, the trains are often delayed, unreliable and overcrowded. I spend many a journey between Milton Keynes and London sat on the floor in between the carriages. It is a pretty miserable experience, apart from a few weeks ago when I was sitting in what is probably my usual spot on the floor just outside the toilet and I was joined by a bunch of lasses from Milton Keynes who were going to a Halloween party. We managed to strike up some conversation and they were good enough to share their cider. I had a nice journey down and arrived in London with a temporary tattoo, which is gone now. But we should not rely on generosity and community spirit to take the misery out of these journeys.
Many constituents have got in touch to share their poor experience, especially with Avanti West Coast. As Milton Keynes is one of the major community cities into London, my constituents need a punctual and reliable service to get into work, but often they just do not get one. The train service in Milton Keynes is often so bad that my constituents are resorting to driving to London stations such as Cockfosters, which is a 46-mile journey, and then taking the tube into London, rather than taking the train from Milton Keynes. In an extreme case, a constituent has shared that, due to the cancellation of two of the regular morning commuter services, they now pay more than £800 a month for a first-class ticket, just to guarantee that they will get a seat. Without paying for first class, they would face one of those overcrowded journeys that I end up on—and almost more often than not they are still paying for the privilege of being late.
Given Milton Keynes’s important and strategic location in the region, connected by rail to other major cities such as Birmingham and Manchester and well placed within that Oxford and Cambridge arc, any disruption in the rail service causes serious problems to my constituents’ everyday lives: not just difficulties in getting to work, but disruption and delays in visiting friends and family and getting to important appointments. In another case, a constituent has shared that they find the service offered by Avanti “abysmal”, with only one train an hour running from Birmingham and Manchester, down from three an hour. They have resorted to using the coach.
The problem is more than a lack of timing and reliable trains; there is also a lack of accessibility. Another constituent has been in touch, a wheelchair user who shared that, shockingly, the rail service is completely inaccessible to him on his own and often there are no staff available to help. In 2022, it is unacceptable that wheelchair users are left abandoned with no support to use the rail service.
The situation simply cannot continue. Not only does it impact my constituents, but it poses a risk to the growth and the economy of Milton Keynes as a whole. Year on year, Milton Keynes has consistently been ranked as one of the United Kingdom’s fastest-growing economies. In fact, a recent study named Milton Keynes as the fourth fastest-growing economy by the end of 2022, increasing year on year by 3.3% and adding £500 million to the local economy.
However, one of the major factors in that growth is our location and our transport connections. That is why huge local employers such as Santander move their headquarters there. But why would Santander continue to invest in our city, and why would talented people continue to choose to work, live and set up their businesses here when they cannot rely on the train arriving on time or with the capacity to take them on their journey?
Does the hon. Gentleman agree that the Department for Transport should conduct economic analysis of the damage that Avanti has caused to each constituency it serves? I tabled a written parliamentary question on that earlier this year, but the response from the Government was not helpful.
Far be it from me to direct my hon. Friend the Minister, but it does seem that the hon. Gentleman has an excellent point. What I assume he is getting at is that the growth of not just Milton Keynes’s economy, but economies around the country is being put at risk by these poor services. Potentially, there may be data out there that we can draw on, though I would not want to draw the Department’s resources too far from the clear focus on improving services, so I will leave that with the Minister to take forward.
The problem is that, while we recognise the importance of maintaining a good service on the line, we need to take things forward. We need to improve. I welcome the fact that the Government are putting pressure on Avanti to improve its services. We have heard in this debate about the short-term extension of the contract until April 2023—I note that there is no particular enthusiasm for anything more than a short-term extension at this point. That extension is not rewarding failure; it is a clear and urgent message to Avanti that it must improve its service and its performance or face losing the franchise.
I have spoken to Avanti recently. It is positive that it is getting the point because, importantly, it has apologised and accepted that its service is not good enough. I understand that changes are on the way, with nearly 100 additional drivers added to the service between April and December this year, so we could see slight but welcome improvements to the service. However, this is very early days and my constituents and I are incredibly wary. I urge the Government to continue to actively monitor the service on that line and, more importantly, to hold the company to account, so that if we do not see drastic improvements to the reliability, punctuality and frequency of the service, that contract is removed. If we do not make those changes, Milton Keynes and other stops along the west coast main line risk being left behind. With so many opportunities for growth and success coming to the new city of Milton Keynes, it would be a real tragedy if all those benefits were put at risk due to a failing train operator.

That this House has considered the potential merits of driverless cars.
It is a pleasure to serve under your chairmanship, Dr Huq, and to have had the privilege of introducing this important debate on the future of driverless cars. In Milton Keynes, we are familiar with the sight of robots roaming our city as they bring food deliveries to almost 200,000 residents, and I know that my hon. Friend the Minister is aware of the e-scooter trials. We are a tech-focused city; we are at the heart of the technical evolution of our country; we are a centre of innovation. We have the UK’s largest self-driving car project, Autodrive, and local manufacturers—Ford, Jaguar Land Rover and Tata—are supporting that. Last year, we also had the HumanDrive project, culminating in the longest autonomous journey in Britain—230 miles, from Milton Keynes to Sunderland.
Now, at Stadium MK, we will be hosting a Government-funded trial to potentially introduce driverless taxis and a self-driving bus. I know that it might come as a surprise to many people watching this debate that we could have self-driving cars on our roads later this year, but this is just part of the exciting work that is under way, and has been for years and years, to develop connected and autonomous road vehicles, or CAV, as I will call them for the rest of this speech. That is in addition to automated lane-keeping systems to keep the cars literally on the straight and narrow.
To date, £400 million has been jointly invested with industry for those technologies developed by UK companies, companies right here in Britain, and more than 80 groundbreaking, Government-funded projects have taken place, including the ones in Milton Keynes that I have mentioned. We get a bit of stick for using the phrase “world leading”, but I will not apologise for it in this instance, because I know that my colleagues at the Department for Transport have established the world-leading, £200-million CAM Testbed UK ecosystem, to test the technology safely and to test the regulatory environment. The landmark consultations in these areas have been published; that work has been led by the Law Commission. In addition, the foundations of the world’s first comprehensive safety and security assurance process are being laid.
Being a keen follower of my hon. Friend, I have seen many of his tweets and followed many of his speeches—we all know too well the fears of judgment day. Seeing the robots on the streets of Milton Keynes actually being fed by children, how do we know that the robots will not bite back and will actually be safe for everyone involved?
I am very grateful to my good and hon. Friend for that intervention. Fears of the robot apocalypse may be a little overblown when it comes to issues of artificial intelligence, driverless cars, automated connected communications and mobility solutions, but there is always the problem that technology goes wrong. We recently saw a case in the United States where a driverless car in driverless mode effectively went rogue. That is why it is so important to test properly, to put a safety regime around the technology and to regulate, and why we have been consulting and working with the industry for years and years.
Safety and security are incredibly important. Over the last seven years, industry leaders, experts and manufacturers have learned an incredible amount about the benefits of self-driving cars and the part they can play in delivering our priorities to boost the economy, to reduce congestion, accidents and carbon emissions, and—the buzz words— to build back better. They will play an important part in our future as a country.
CAV technology has the potential to remove the cause of over 85% of road traffic accidents that are down to driver error. Let us break that down—that is 47,000 serious accidents that happen when we nip to the shops, we go to work or we go out on the school run. If we break that down further, that has the potential to save 3,900 lives over the next decade. I know colleagues here can sympathise with feeling tired, stressed out and distracted at the wheel, especially when there are kids in the back singing and arguing.
My hon. Friend is being very kind in giving way, but I will correct him because in AXA’s figures 90% of road traffic accidents were caused by driver error. When we also factor in figures regarding drug and alcohol impairment, as well as the impact on pedestrians, this could be a huge innovation and be world leading in terms of not only keeping our roads safe but keeping Britain safe.
I am grateful to be corrected on that. I am pleased that the figure has gone up rather than down. My hon. Friend’s point is well made: robots do not get distracted or have a bad day and get grumpy.
As well as reducing accidents, the technology can reduce congestion and create cleaner and more efficient roads across Britain. These vehicles will be able to communicate with traffic lights, to keep traffic flowing. They will reduce the number of idle cars and significantly improve air quality in our towns and cities. As the technology develops and more CAVs are on our roads, we could reduce the average delay by 40%. So, fewer accidents and fewer delays—what’s not to like?
A report, which I am sure we all saw as it was emailed to us this morning by campaign groups, by the Society of Motor Manufacturers and Traders showed that 50% of those polled who had personal mobility issues feel that their mobility is restricted and 48% said that CAVs could reduce the stress of driving. They can help people with disabilities become more mobile; vitally improve access to employment and healthcare; give 1 million people in the UK better access to higher education; and, potentially, unlock £8 billion of value to our economy. Creating swifter and safer journeys could boost productivity in some regions by up to 14%.
In addition, given the work now happening in Milton Keynes, I have seen first hand how this can generate skilled jobs, technical and professional positions. That is, of course, not just in Milton Keynes. Connected and autonomous technology could create around 320,000 new jobs in the UK by 2030, worth £42 billion by 2035. I am interested to hear more from the Minister about the Government’s plans to build on our proud history of British car manufacturing and how that is going to propel us forward.
I have focused on roads, but this technology has the power not just to revolutionise roads but can be used in sectors from agriculture to nuclear power facilities. The technology can support and transform different labour sectors as the UK captures the global CAV, research and development, and manufacturing markets.
Back in 2015, KPMG estimated that the potential overall economic benefit for Britain could be £51 billion per annum by 2030—a huge prize is there for the taking. However, as we plan the next generation of automated vehicles and deploy them on our roads, we must put safety first. The idea of self-driving vehicles is something that we are more used to seeing in sci-fi and futuristic films than on the M1 in 2021. I am sure I am not the only one present who thinks it seems contradictory that taking one’s hands off the wheel and one’s eyes off the lane could actually make our roads safer.
Later this year, we will not be seeing KITT from “Knight Rider” or Lightning McQueen swooping through our streets, but the first tentative steps will ensure that automated lane-keeping systems are used only in the single slow lane of the motorway. It will be limited to 37 mph. A vehicle must receive a quality approval and have no evidence to challenge its ability to safely self-drive. Realistically, an early form of self-driving technology is unlikely to be commercially available for our constituents before 2025, and I know my colleagues will be monitoring it at every stage.
Although I look forward to seeing the Government’s response to the recently closed consultation that proposes amendments to the highway code in order to ensure that we can work with the automated lane-keeping systems and hopefully give everybody the opportunity to have their say, we are also aware that there are a number of issues with connected and autonomous vehicles. From public perception to cyber-security and the legal and regulatory framework, which is fiendishly complicated, it all needs a serious assessment by the Department. Although it is absolutely key that we secure the UK’s place as a global science superpower, as the Minister has said, we must put road safety first.
I am extremely grateful to see that so many Members are present. Connected and autonomous technology has the potential to bring so many benefits to our constituents by boosting British businesses and transforming our journeys. As we embark on this futuristic venture, it is definitely something that has to be slow and steady to start with. We need to put safety first, but I look forward to hearing more from the Minister on what is under way to build the best regulatory framework to deliver this opportunity for the future.

While we are talking about the names of our cars, let me say that I have not named mine KITT; being a fan of “Star Wars”, I have named it the Falcon. Members have talked about the programmes they watched growing up, and I do not have as many years as my colleagues, but we all remember our first experiences of seeing driverless vehicles, whether it was KITT in “Knight Rider” or the Johnnycabs in “Total Recall”, or in the future scenes in “Demolition Man”. These are not the greatest films in the world—that would have to be “The Empire Strikes Back”—but all are examples of driverless vehicles on our screens, going back decades.
This is, however, not just about bringing the world of science fiction into the modern day through our fantastic research and development and manufacturing. Driverless vehicles are a natural advancement in society, especially when they are linked to the advances that have been made in electric vehicles and battery capacity, making this a natural evolution from the internal combustion engine.
As I said earlier to my hon. Friend the Member for Milton Keynes North (Ben Everitt), research shows that roughly 90% of road traffic accidents are caused by driver error, and that is before we factor in other human error, whether from pedestrians, drug or alcohol impairment, or even tiredness. Removing the driver from the equation can potentially lead to much safer roads for us all. Speaking as a Member who has lost family members and seen others severely impacted due to road traffic accidents, that is surely a big positive that means this technology is inevitable. Yes, there may well be problems when we are in a transition period, during which we have a mixture of driverless vehicles and vehicles still operated by drivers, but things will progress.
Linked to this is the problem of insurance: who is responsible in the event of an accident if there is no act of negligence? Is it the owner or the manufacturer? I appreciate that these conversations are all ongoing, but we need answers sooner rather than later, before we start having these vehicles on the road.
Vehicles becoming automated also potentially cuts down on the number of vehicles on the road. That should be applauded, because it leads to not only a cleaner, greener road network, but the ability to remove the scourge of congestion. As a Member with one of the most congested roads in the country in his constituency —Bury New Road in Prestwich—I think that this, too, needs exploring. Congestion drives people away from our town centres—excuse the pun—at a time when we need them back more than ever, so we need to be doing what we can to invest in not only our road network but our towns.
Is there anything specific in my hon. Friend’s constituency that he would seek to improve to make it fit for driverless cars and the transportation of the future?
Thank you, Dr Huq. Unfortunately, I came back under my own steam and not by any self-driving car. I thank the Minister for her comments, and I am very grateful for the contributions from everybody who has taken part in the debate.
I think I may have heard something like an invitation to have a ride in a driverless car in the Minister’s speech —yes please, I will bite off both of her arms.
I will talk very briefly about some of the comments that have been made. It has been an incredibly constructive debate. I am grateful to everybody, and to the Chair for allowing such a positive atmosphere.
My hon. Friend the Member for Don Valley (Nick Fletcher) made an interesting suggestion relating to using machine learning for AI fleets, in relation to driver engagement, which I think is something that we should be taking on board. My hon. Friend the Member for Bury South (Christian Wakeford), in his typically colourful way, alluded to a robot apocalypse. There is definitely some public perception around allowing AI to make decisions in relation to cars that conjures up those images. He then alluded to the battery technology that we will need to run these cars and the jobs and the boost for industry we will get as a result.
Referencing a future where we debate whether humans should be allowed to drive cars is probably the nub of this argument. The Opposition spokesperson, the hon. Member for Bristol East (Kerry McCarthy), mentioned that caution should be the watchword in this debate, but we should be cautiously optimistic and cautiously ambitious in the way we approach this.
My hon. Friend the Member for Dudley North (Marco Longhi) mentioned that the UK leads in innovation, but often falls at the final hurdle of implementation. This is an opportunity for us to do the whole lifecycle—the thinking, the regulation and the insurance, and to build these units and get them on our roads, in a safe and cautious manner.
The hon. Member for Paisley and Renfrewshire North (Gavin Newlands) gave a very thoughtful and constructive contribution—I am very pleased—especially in highlighting the alphabet spaghetti of acronyms involved in this debate, and specifically the acronyms in the definition of an acronym. That was wonderful and I thank him.
We have covered all the ground that was not covered before. The debate has shown that, although there are ongoing concerns about driverless cars, connected to autonomous vehicle technology—I know we are looking at addressing those—we have a huge opportunity to do something quite special. We have already seen this in Milton Keynes, as the Minister referenced. It is an exciting field. It has the power to decongest our roads—to get people into new jobs, to get people out and about, to reduce air pollution, to boost jobs and our economy. Commons ChamberI hope you noticed that I was very good to you there, Mr Kane, by not interrupting you even though you went a bit wider than you should have.
It is a genuine pleasure to follow the shadow Minister the hon. Member for Wythenshawe and Sale East (Mike Kane). This is one of those events where we sit down and think, “This is Parliament at its best.” I served on the Bill Committee, where we rattled through our work—at interceptor pace is the best way to describe it, using an aerospace metaphor.
As the shadow Minister said, this modernisation of our aerospace is long overdue; it is what we need to do to keep our skies open. We need to find a way for co-existence between those interceptors—the Typhoons that fly through our sky and keep us safe— passenger jets and unmanned aircraft, because the sky is becoming an increasingly busy space. I talk about co-existing from a position of fairly strong expertise being the MP for Milton Keynes North, because of course we co-exist with our robots—our delivery robots that wander around delivering groceries and are part of everyday life. Drones are essentially sky robots, and we need to find a way of co-existing. This is a hybrid Parliament, and we now have hybrid skies and hybrid airspace. So if we co-exist with our sky robot friends, we need to find a way of making judgment day a matter for the regulators, not the robots.
Our aerospace is our gateway to the world. Let me deal specifically with the points raised in the Bill Committee and here tonight. This modernisation will make us more efficient. It will make our airspace more efficient, reduce noise, reduce pollution, reduce congestion, and, of course, as others have said eloquently, it will reduce the impact on the communities over which the airspace lies.
I support Government on this Bill. The UK is and will remain a global leader in aerospace, and in fact global MK and global Britain will be open for business because our skies will be open for business.
It is a pleasure to follow the hon. Member for Milton Keynes North (Ben Everitt). Sadly, my speech will not have any references to Skynet or “Terminator 2”, but I do rise virtually to speak to amendments 5 and 6 and new clause 5 in my name and on behalf of the Scottish National party.
It is fair to say that I have been rather a vocal critic of this Government’s action—or inaction—in relation to the aviation industry. For the industry that has been hardest hit by the pandemic not to merit a single mention in the Chancellor’s Budget speech is quite something. While I will continue to press the Minister and his colleagues on other issues relating to the sector, including support and equal access for UK aviation operators to EU markets, as they do to ours, I thank the Minister for responding to my calls on behalf of the sector to help fund the immediate future of the airspace modernisation strategy.

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for Waveney (Peter Aldous), who spoke passionately about coastal communities. My beautiful constituency of Milton Keynes North is not famously coastal, although we apparently have more miles of shoreline than Jersey; the definition of shoreline is stretched somewhat to include the many beautiful lakes that Milton Keynes has.
Milton Keynes may not have much coastline, but it does have a lot of people. My hon. Friend could promote the great fish we catch all around our coast. I urge him to go out and feed his constituents with our great British fish.
That is an excellent point and it is well made. The nutrition of the people of Milton Keynes is well served by the Chairman of the Environment, Food and Rural Affairs Committee.
We find ourselves in a strange situation in this Budget debate. It is almost as if the rules have changed. As I stand to speak, we are digesting the words of the Chancellor of the Exchequer, who has launched a £330 billion fiscal bazooka at the coronavirus to support our businesses, many of which are in my beautiful constituency. In that context, it feels odd to be talking about last week’s Budget. It was going to be the levelling-up Budget. It was going to be the got-Brexit-done Budget. It was going to be the Budget of infrastructure. Of course, it was the first-swing-at-corona Budget. As we look at it now, it was last week’s Budget. These are indeed strange times. However, I am sure that many Members on the Conservative Benches, and possibly some others, were struck by the optimism, hope and positive spirit of the Budget. It was enthusiastic about our future. While we deal with the sheer scale of the coronavirus outbreak, we should take some joy from the fact that this is a Government who are looking forward beyond the coronavirus and into a world where we have levelled up and we will have a more equal, more productive and more aspirant, tolerant society. It is a Budget of hope and positivity.
Does my hon. Friend recall a poster from the 2010 election campaign? It had a picture of a baby and the slogan, “He’s got his mother’s eyes, his father’s hair and Gordon Brown’s debt”. Does he think that future generations will applaud us for the action that we are taking, or curse us?
My right hon. Friend refers to the bail-out of the banks over a decade ago, which cost our economy in the region of £860 billion. It proved 10 long years before we could get over its effects, during which the British people worked incredibly hard and everybody came together, putting us in a position now where we are dealing with the next crisis. Will we be left with a burden of debt? Undoubtedly. Is it the right thing to do? Given the context, it probably is.
Last week’s Budget was excellent for families, not just in my constituency, but across the country. As set out by the Chancellor of fiscal bazooka fame, it will level up the economy, raise our regions, increase investment and encourage growth across the country. On transport, I particularly welcome not the big flashy transport projects, but the smaller, almost overlooked projects that engage our transport networks on a more local level.
Like my hon. Friend, I welcome the wide range of investments, particularly in local transport, contained in the Budget. My constituency cannot boast an extensive coastal area, any more than Milton Keynes, although the outstanding natural beauty of the Ruislip lido, London’s only beach, is one of its most prominent features. I certainly urge all those with an interest in the coastal aspects of London to take an interest in that site.
To pick up on a point that several hon. Members have made, even London, which remains a buoyant part of the United Kingdom from the perspective of economic growth, high levels of employment and high levels of productivity, seems at risk of being overlooked in one key respect. It greatly concerns me that my in-laws, who live in the Chancellor’s constituency, are set to benefit significantly from the pothole fund. My parents in south Wales will also gain because of the Barnett consequentials. Does my hon. Friend agree that it is a shame, though, that there is no plan for London to benefit from the pothole fund, as is a reasonable expectation?
Order. For future reference, we are not desperately stuck for time, and therefore I have allowed the hon. Member, who is new to this House, to make his intervention, but lest anyone be misled, it was far too long.
The intervention may have been long, but it was well put and I appreciate it. In broad terms, my hon. Friend’s point was that we must not forget the other traditionally more productive parts of our economy. Interestingly, Milton Keynes is part of the south-east and people overlook the fact that we sit as almost the gateway to the north. A journalist from The Economist telephoned me last week and told me that Milton Keynes was the most productive part of the UK. I said, “Do you mean not including London?” and he said, “No. When you look at the OECD measures, they take in the whole of London, which includes the suburbs in Greater London, and actually, Milton Keynes comes out as more productive.” I therefore welcome any intervention that draws attention to the fact that we should be investing in the productive parts of our economy as well as levelling up the slightly less productive parts.
I warmly welcome the £500 million to roll out a fast charging network for electric vehicles over the next five years, ensuring that drivers will never be more than 30 miles from a rapid charging station. During the general election I was privileged to have a visit from the Secretary of State for Transport. We visited a charging point so that he could charge his electric car—he is very on brand, is our Transport Secretary. After a photo-op, he said, “Show me some transport infrastructure that needs a bit of investment.” I took him to junction 14 of the M1, which really does need an upgrade. We stood there, watching the traffic go past, and then we went to an island in the middle to make a little video, saying how much it needed an upgrade. Then, like life imitating art, we having stood there saying that the transport infrastructure needed an upgrade, suddenly all the world’s traffic came off the M1 and zoomed up junction 14. We were marooned on that island in the middle of an M1 slip road.
Now, our Transport Secretary, being an energetic fellow, cannot be held down for long. After a few moments he set off down the slip road, running—in fact, our Transport Secretary does not run; he scampers. Fortunately, my social media adviser was there to film the entire thing. He pulled out his camera just as our right hon. Friend was sprinting down the road, merging with the traffic in order to cross it. The video is available for parties, for a small fee.
As a Member who lacks a social media adviser, and as the pioneer of the Government’s electric car policy, I am delighted that my hon. Friend has welcomed the additional charging points, for which I take the lion’s share of the credit.
The point that my hon. Friend is making about productivity is critical. The Government’s commitment to skills and to research and development, through the Budget, will allow us to tackle the prevailing macro-economic challenge facing this country and most of the west: the productivity gap.
I thank my right hon. Friend for that intervention. Of course, the productivity gap is core to levelling up.
Speaking of gaps, I have to declare an interest before moving on to the next important section of my speech: I am a councillor. The next section includes the perennial election-winning issue of potholes. The Chancellor has announced additional funding—£2.5 billion over the next five years—to fill millions of potholes across the country, which will make a huge difference for the many people who spend hours each week travelling on poorly maintained roads. That will speed up journey times, reduce vehicle damage and make our roads safer.
The Government are investing record amounts in improving and expanding our transport infrastructure—triple the average of the past 60 years. The Chancellor has announced £640 billion of capital investment in roads, railways, communications, schools, hospitals and power networks over this Parliament. I know that many of my colleagues will join me in welcoming this investment not just for the large national infrastructure projects, but for local roads, regional railways and urban transport. We will be increasing bus journeys. We will be reducing the cost of transport for young people, workers and those in retirement. We will have a modern and well-maintained road network.
I am a big fan of this Budget, as Members have probably noticed, but there is one piece that I was surprised to see in there. It is my single criticism of the Budget, so please bear with me. The small print of the supporting documents for the Budget contained an allocation of £94.6 million for a housing infrastructure bid to build 5,000 homes east of the M1 in Milton Keynes. That housing infrastructure bid is an indicative commitment to fund, subject to continuing local commitment, which is how the bidding process works for housing infrastructure fund bids. “A continuing local commitment” is news to me. Anyone who looked at my postbag and my inbox would not find a continuing local commitment; they would find quite the opposite.
That is not to say that people in my constituency are anti-growth. Far from it: Milton Keynes is a growing place. It is growing because it is a great place in which to live and work, in which to grow a family and grow a business. However, we must have the right houses in the right place at the right time. There is a balance to be struck. We need to get this right. We have a choice between growing local jobs and becoming a dormitory. If we get the right houses in the right place at the right time, we will incentivise pure economic growth—local, productive growth—but if we get it wrong and build too many houses, Milton Keynes will be cursed by the very benefit of being only 32 minutes away from London on the train. If we build too many houses too quickly we will become a dormitory for jobs elsewhere, and that is not what we need.
Does my hon. Friend agree that we need a good-quality mixture of housing, from one and two-bedroom homes to city centre living, and also the four and five-bedroom homes that the executives are seeking?
Absolutely. The point is well made, but I will not dwell on it, because, finally, I want to say this. We must also have the benefit of a university in our town, and I am proud to support a £100 million bid to make Milton Keynes a university town. The benefits will be fantastic.
With that I will sit down, having had a very good Budget, apart from that very small thing.
