As I think colleagues across the House would recognise, I have always been open to meeting MPs from all parties, and I am happy to give an undertaking to the right hon. Gentleman to meet MPs to discuss these issues. On the Liverpool city region, the point I was making in response to the previous question is that the request for £700 million that has come in will equate to an additional funding commitment of £23 billion. There is a responsibility on all of us, not just on Government, to have a view of the wider value for money of schemes, because £23 billion, in addition to the other packages, is a very significant amount.
Some of those worst affected by local lockdown measures will be our young people, who are left isolated or worse still, trapped in unhealthy home environments, and there will be long-term implications for local services that stem from that. Youth groups and organisations that can offer support need help, and the youth investment fund is vital to their sustainability. Will my right hon. Friend use his influence to end the delay to that funding and get that help to the young people who need it?
My hon. Friend is right that the youth investment fund is a very important allocation—£500 million was allocated in September 2019 under the fund. However, he speaks to a more fundamental point, which is that many of those most affected by covid’s economic consequences are the young, who tend to concentrate in areas such as hospitality that are most impacted. That is why the Chancellor has set out measures such as the £2 billion for the kickstart scheme, the tripling of traineeships, the £2,000 for apprentices and the doubling of work coaches. We recognise that it is not just the number of young people whose jobs go, but the length of time that they are out of the labour market that is absolutely crucial. Both of those are key areas of focus and I look forward to working with him in our response on them.

Commons ChamberI have said before that this is a matter of social justice. It is precisely because the people who work in the sectors most affected are disproportionately younger, from BAME communities and women, and on lower pay and often are part time, that we have taken bold and decisive action to help those sectors. Ultimately, we are trying to help those 2 million employed people. The hon. Member is right. It is because of the equalities impact that the moment demands such action.
I thank my right hon. Friend for the generous support he has laid out today. It is particularly welcome for hospitality businesses, which have already been texting me their support for the packages. He will know that our country has regional inequalities, and many disadvantaged communities in the east midlands will be among the hardest hit by covid-19, while historically we have been underfunded compared with other regions. Will he help us to rebuild and have a strong local voice in this recovery by backing an east midlands authority as an effective voice for our area, to get all pistons firing on the midlands engine and rebalance things with our effective West Midlands Mayor, Andy Street, and make sure that the work he is delivering in government can be delivered effectively in the east midlands?
I am loth to get involved in an east midlands-west midlands spat, but I very much encourage my hon. Friend in his efforts. He makes an important point about the importance of local leadership. It will be local leaders—town councils, parish councils, local authorities and local enterprise partnerships—who drive forward our recovery one area at a time.

The Government have made £47 billion in cuts to our public services, they are giving away £110 billion, and to ramp up the profits of these corporations, they have sold out our public services to them: £9 billion-worth of contracts in health and social care were handed over to private companies this year. Outsourcing under this Government has been exposed this week for the racket it is. A report by the think tank Reform showed that outsourcing contracts wasted £14.3 billion of taxpayers’ money in the last three years. Nothing in this Queen’s Speech even acknowledges these rip-offs, let alone promises action to reverse them.
I found nothing either in the Queen’s Speech that addresses the scandal of the industrial scale of tax avoidance and money laundering that is staining the reputation of our country. Today, Transparency International published its report “At Your Service”, which shows how
“UK service providers have been involved in some of the most egregious cases of corruption in our time.”
From the looks of this Queen’s Speech, the Government will continue to do nothing about it. The registration of overseas entities Bill, which will create a register of controlling owners of overseas legal entities that own UK land, is nowhere to be seen in the Queen’s Speech, three and a half years after the Government first committed to it.
We are at the tail end of what has been nearly a lost decade for our country—a near decade of the grotesque mismanagement of our economy by successive Conservative Chancellors; I am on my third in three years. The New Economics Foundation has shown that austerity has suppressed growth by almost £100 billion—that is more than £3,600 per household. After nine years of stuttering growth, GDP even went backwards in the last quarter. Public debt was meant to peak at 70% of GDP in 2013-14, only for it to rise to 86% of GDP in 2018-19. For all their stale claims of reducing the deficit, the reality is that the Conservatives have simply shifted that burden on to the shoulders of headteachers, councillors, NHS managers and police chiefs. These are the people who have had to make the tough decisions, not Ministers, and who have had to face up to the undermining of their services by these cuts.
Part of the testament to the Government’s failed fiscal strategy has been the litany of fiscal rules, invented, published, broadcast widely and then quietly and embarrassingly dropped. Within weeks, we hear that a new fiscal rule—probably largely stolen from us—will be announced in the Budget. I should say that we may have a new fiscal rule because we cannot be sure: only yesterday, despite the Chancellor announcing the Budget and its date, other Government sources were briefing that it was off. We have a Chancellor whose staff are sacked and escorted by armed guard out of their office, without his being told, and now Cummings is possibly cancelling his Budget. I give a word of advice to the Chancellor and his colleagues: get a grip on Cummings before he does any more damage to our country.
Apart from Budget making, one of the vitally important responsibilities of the Chancellor is to ensure that the Government and this House have the fullest information before them when considering legislation or issues impacting our economy. It is therefore extraordinary, and I think a dereliction of the Chancellor’s duties, that he—unlike his predecessors—has refused to publish a detailed economic impact assessment of the Government’s Brexit proposals. Studies of similar proposals have indicated a hit to the growth of our economy of between 3.4% and 8.1%. Even the lower range of that hit will have a severe impact on our people’s jobs and living standards, and on the economy overall. Surely it is only reasonable for Members to have a degree of information and analysis from the Chancellor’s Department before they make this momentous decision.
In their most recent manifestos, both the main parties committed themselves to respecting the outcome of the referendum. We do and we will, but, as we made clear on Tuesday, the House will not be bounced into an unrealistic and unfeasible timetable for considering and scrutinising such a critically important piece of legislation. That is why the Leader of the Opposition and Labour’s Chief Whip met the Prime Minister yesterday to offer a genuine compromise and to agree on a proper timetable that will allow, in the normal manner, proper scrutiny of the Bill and the opportunity to promote, debate and determine amendments. The Opposition have set out their views on the parts of the Bill that it wishes to amend, but of course we accept that it will be the House that decides. As always, we must accept the will of the House, even if, on many occasions, we disagree with it. It is a pity that the Prime Minister does not adopt that attitude.
There is an opportunity here for us to demonstrate to our people that Parliament can and does work. If we can demonstrate civility and a rational process in the House, we may be able to help to overcome some of the division and, indeed, bitterness that have set in within our own society.
Tragically for so many at the lower levels, all those tax cuts have been cancelled out by cuts in benefits and the introduction of universal credit. Some of the most vulnerable, particularly disabled people, have been forced to the wall as a result of the brutal implementation of the work capability assessment and the scrapping of the independent living fund. There is a litany of attacks on ordinary working people that Labour Members should consider a disgrace.
Even my nine-year-old daughter could do that impact assessment; she would not even need a calculator. It would crash the economy, like every Labour Government do.
My hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) has somewhat stolen my thunder. There is a lot of talk about economic impact assessments, but what about rising income tax, rising corporation tax, death duties, taxes on flights and holidays, and voting against nearly £10,000 of tax cuts in this place under this Government? That is the shadow Chancellor’s Policy. What is my right hon. Friend the Chancellor’s economic impact assessment of what that would do to the pockets of my constituents?
I will come on to just that, and I thank my hon. Friend for reminding us; we know the impact of that would be again to crash our economy.

Commons ChamberI am grateful for the opportunity to speak briefly, and I thank the Government for committing time to this important debate. There are one or two competing political priorities on the agenda today, but this remains a hugely important issue.
I hope the House will indulge me for a second as I seek to take my moment in history by perhaps being the first to congratulate my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), our new Prime Minister, on his appointment to the role and his barnstorming speech outside No. 10 earlier. From that speech, I took a number of positives that relate to this debate. He spoke about his commitment to education and to policing and supporting our forgotten towns, which is important to me as the Member of Parliament for the town of Mansfield. All those things flirt around the edge of this discussion about our offer for younger people and the support we give them through things like youth work, so I hope that this, too, will form a key priority for him in government.

As vice-chair of the all-party group on youth affairs, I have looked at the role and sufficiency of youth services closely over the last year, alongside colleagues from across the House and the brilliant National Youth Agency. Access to quality youth work and services for young people is fundamental, particularly in areas of significant deprivation such as Mansfield and Warsop. The reduction in services in recent years is well documented.
The APPG on youth affairs led a year-long inquiry to understand the role that youth work plays and the impact of recent changes. We had a brilliant time visiting some fantastic services in different parts of the country. I enjoyed spending some quality time with the hon. Member for Brighton, Kemptown (Lloyd Russell-Moyle). Although we do not always find total consensus on every issue, not least the things that I just mentioned, this is probably one on which we broadly agree. We might articulate it in slightly different ways; we will find out a bit later.
It was plain to see that the quality and the existence of these services is variable at best. The fabulous multimillion-pound Myplace centres that we visited in Mansfield or the brilliant YMCA facilities that we visited in Lincolnshire contrast with tumbledown scout huts and even minibus-based youth centres in many cases. Even in my own county of Nottinghamshire, the service is hugely varied.
My takeaway, informally, has been that the accessibility and locality of these services is far more important than fancy buildings. If young people cannot reach them, they are wasted. The Garage, which the hon. Member for Brighton, Kemptown visited, is connected with the Garibaldi School in my constituency. Although it is literally a scout hut on the side of the road and has needed significant refurbishment recently, the fact that it is next to the school and is local, so that people can get there, makes it almost a more positive contributor to the area, which is a particularly deprived part of my constituency, than the big, fancy Myplace centre in the middle of town.
I urge the Government to consider the possibility of linking up school facilities with youth work organisations and qualified youth workers. They need to be separate from schools, but basing those services there or nearby makes them as accessible as possible. The Shed and Vibrant Warsop are brilliant examples of how those services can be brought closer to home and into the local community. Warsop, which is a small town on the edge of Mansfield, did not have any youth services whatsoever until the voluntary sector stepped in and brought those services to the local estate, which made them much more accessible. It is a really positive scheme.
In April, the all-party group set out clear recommendations on what needs to be done. The report is detailed, and I encourage colleagues who have not had a chance to read it to get hold of a copy. It found that too many young people do not have the family support or the social networks they need to adequately support them into adulthood. Youth services can provide an important safety net for young people at risk of going down the wrong path. For too many, they are the only secure place that offers them safety and continuity.
In the UK, we are lucky to have a proud history of charities and organisations working with young people—from uniformed groups, such as scouts and girl guides, to social enterprises and local charities. I have been pleased to see Government support particularly for uniformed services and the extra funding for those services, as well as the many positive elements that my hon. Friend the Minister mentioned in the National Citizen Service.
I have met so many brilliant volunteers and youth workers in Mansfield who make a hugely positive impact on young people. I know the importance of youth workers in particular, and the importance of such intervention was absolutely clear from the inquiry. It was brought home to me recently in a panel discussion with young people, organised by the British Youth Council. We talked about the proactive and preventive approach to youth services, which is so much more effective and cost-effective than the kind of crisis management we so often find ourselves doing.
Whether it is the trusted adult who steers a young person away from gangs and violence or who provides a safe space in the community for activities that forge friendships and skills for young people to get on in life, youth workers transform lives. Providing vital early intervention services keeps people out of trouble, frankly. We have so many discussions about some of the major societal challenges we face, such as knife crime, but youth services, particularly with trusted youth workers who forge connections with young people, can have a huge impact on those issues.
In many areas, such as Mansfield, we need to do more to support youth services and ensure that especially the most vulnerable young people have access to youth workers and services. Those services can help people feel supported and less isolated. They can improve mental health, tackle loneliness and, as I have said, steer children away from gangs and crime. It is a prevention service, and as we heard today in Prime Minister’s questions, prevention is better than cure. It is better for individuals, families and communities, and for the public purse as well.
The loss of youth services can lead to significant costs—social and economic—in later years if young people do not receive support early enough. Through my own role on the Education Committee, I know the statistics on how many young people who do not get access to those services or to early intervention end up excluded or in the criminal justice system. It is very clear across all these sectors that prevention is the key. Youth services can play a key role in filling the gap in a more effective and cost-efficient way than needing expensive crisis services later on.
A key recommendation from the all-party group report was that we need clear statutory guidance that defines a minimum and protected level of youth service. I am pleased that the Government have initiated a review of that statutory guidance, with the National Youth Agency joining forces with the Local Government Association to lead on the Government consultation. I know it is due to report later in the year, and it should inform our local choices and local youth partnerships to strengthen those services. That review of what is a sufficient youth offer is very welcome and much needed. I am grateful to the Minister for securing the overdue review and renewal of youth work qualifications, which we have discussed, led by the NYA. I appreciate her update in her opening remarks on the progress on the funding for that, which I inquired about during PMQs a few weeks ago. I understood, as of a few days ago, that it was still awaiting the final sign-off. I do not know whether she can confirm that it is entirely done and sorted.
The Minister is nodding, which is brilliant news. I know that the NYA will be relieved to hear that.
There needs to be a consistent understanding of the level of service, and suitable data should be available to answer the question of whether there is sufficient youth work in any particular area. For example, we do not know the sector’s balance between private, public and voluntary sectors. It is important to explore the changes that have happened over the last decade and examine exactly what we have in place now before we decide whether that is good enough. The reinstatement of the NYA audit, which determined levels of local authority provision, would help us to start to understand the picture at a national level. The last of these reported back in 2008, and things have clearly changed in our provision and youth work since then.
We have witnessed a reduction from 75% to just 25% of the youth workforce holding qualifications in youth work, and we have seen a nearly two-thirds drop in the number of new youth work graduate and postgraduate students since the peak. We are now in a position where there are not enough professionals in the sector, and we need to tackle this issue. With preventive services, as with anything we are trying to reinvigorate—for instance, the recruitment of teachers or doctors—the time involved in training people and putting in place qualifications to get people into the sector can be too long. We need to be looking now at how we support those qualifications, to ensure that if the Government do go ahead with plans for something, such as having youth workers more closely related to schools and tying those things together, we have youth workers trained and ready to deliver that. Pushing for those qualifications, and for the funding needed for their renewal, is absolutely vital.
I do not want to bang on for much longer—
My hon. Friend is not banging on at all; he is making an important speech, and I congratulate him on the report. On the question of qualifications and the recruitment of youth workers, I completely agree that we need well qualified youth workers, because we have lost many of them. Would he support a scheme along the lines of Teach First, Step Up to Social Work or Frontline, for example, whereby good graduates would be given fast-track training in youth work and then deployed in more challenging areas where they could do some really good work, whether on gang violence, the troubled families programme or similar issues? We need to recruit really good people and then make sure that they have the right skills to do what is quite a challenging job.
I thank my hon. Friend for that intervention, and I recognise his commitment to children and young people, particularly as a former Minister—I know that any time I take part in such a debate, he is there contributing to it, which is very welcome. I totally agree with him. Securing and renewing qualifications is vital. Any way that we can find interested, aspirational and talented young people who are capable of engaging in this sector, whether they are talented graduates or people volunteering in youth work right now, who we can perhaps fast-track through the system to ensure that we have the right skills and qualifications in place, is very welcome.
I want to highlight UK Active’s proposals for opening school facilities during the summer holidays to ensure that there is provision for young people. We see spikes in so many social issues over the summer, when children are not engaged in statutory education. A huge proportion of our sports facilities, for example, are locked away behind school gates in the evenings, at weekends and during the summer holidays, which is unbelievable when we consider some of the incredible facilities available. I know that the Minister has engaged in that proposal before. I urge the Government to continue to work with UK Active to open up youth provision in the summer holidays.
I want to mention a local social enterprise called Life Skills Education, which runs a programme called DARE. There are no local colleagues in the Chamber right now, but at some stage in the past 25 years they will probably all have gone through a DARE programme. When I did it at school, it was about drug and alcohol education. My dad used to come into school on his police motorbike and we all used to go into the playground to talk about the police and what they did—it was all very exciting. That early intervention and education in schools has been revived in recent years in Nottinghamshire. Life Skills Education, which is based in my constituency, has just had a load of funding from the police and crime commissioner so that it can expand into every school in Nottinghamshire, getting in there with early intervention to deal with things such as knife crime, hate crime and the massively expanded curriculum now offered in Nottinghamshire’s schools. I just wanted to highlight that programme and encourage the Minister, if she gets the opportunity, to support it.
With the youth work census, which looks in detail at what services exist and how they are structured, identifies gaps and creates statutory guidance and a clearer definition of what a sufficient level of youth work actually looks like, we can ensure that youth workers and youth services can meet the needs of young people across the country.
I thank the Minister for her personal interest in and support for youth work in the APPG’s inquiry. I welcome the investment she spoke about for supporting those qualifications and interventions, and the youth charter. I urge the Government currently taking shape around us this afternoon to ensure that they do all they can to support youth work, by implementing the youth work census and ensuring that we fund local services properly.

Commons ChamberI am grateful for the opportunity to raise this issue, and I thank my colleagues who have stayed for the debate. I also thank City Year UK and the National Youth Agency for their important work, and for their help with research.
I am pleased to have secured the debate, because social action and volunteering form a significant part of our national identity. We have all seen the value of volunteers in our own constituencies. In Mansfield, Mansfield Woodhouse and Warsop, our community benefits from dedicated volunteers who give their time to help a wide range of local charities and important causes.
I have met so many wonderful volunteers since I was elected that there are far too many for me to list individually, so I hope that I will be forgiven if I miss out some people, as I inevitably will. Let me, however, pay tribute to all those involved in supporting Framework, MIND, Mansfield Wildlife Rescue, The Beacon Project, Hetty’s, NIDAS—Nottinghamshire Independent Domestic Abuse Services—John Eastwood Hospice, the Shed youth club in Warsop, and Mansfield Woodhouse Community Development Group. There are many more third sector and voluntary organisations in which people are giving their time and money to support amazing work.
Volunteering is often life-changing for those who participate in it. It can be incredibly fulfilling, and can bring about real change in communities. As a younger man, I was involved in scouting for more than 10 years. Through schemes such as the Duke of Edinburgh’s Award programme, I became involved in all sorts of voluntary work in communities, which helped my own personal development. Social action and volunteering can be a great way for young people to learn new skills, build up valuable experience for their careers, and boost their confidence and communication skills. As MPs, we all know that volunteering in politics is just about the only way to get involved and to end up where we are today, in this place.
The debate centres on full-time volunteering, or social action. Working on a full-time social action project has a huge impact, and allows volunteers to immerse themselves in a new challenge. I want to focus specifically on the benefits for younger people, aged between 18 and 25, who volunteer to tackle our country’s biggest challenges. It is hugely worth while, and has two benefits: the projects themselves make a difference, and the participants gain useful skills and experiences.
I congratulate the hon. Gentleman on securing the debate. I have seen social action projects in my constituency at first hand, at Baguley Hall Primary School. Alongside the staff team, City Year UK does vital work in helping to increase attendance, improve behaviour and outcomes, and support pupils. Does the hon. Gentleman agree with me, and with the Holliday report, that the Government should be doing more to support social action, and to recognise and encourage full-time volunteers?
I thank the hon. Gentleman for that intervention and it is great to be able to recognise another group doing good work volunteering with social action. I agree that we can do more and I hope to touch on some of the opportunities as I progress.
The groups the hon. Gentleman has mentioned are to be commended. I have come across young people who help those with dementia—there is an interesting project in Coventry—and people who are blind. I am sure the hon. Gentleman will agree that we can do more to reinstate youth clubs, which played a vital role in the past. Does he agree that the Government should have another look at that, because that might offer a way forward in addressing knife crime for example?
I thank the hon. Gentleman for those examples and agree that youth work is important; I am very involved in that through the National Youth Agency, which I will touch on later.
Full-time volunteers help in a wide range of projects for charities such as City Year UK, Volunteering Matters, The Scout Association and the Wildlife Trusts. These include schemes to support disadvantaged children to get better grades at school, projects helping homeless people and all sorts of environmental projects as well as those we have heard about from colleagues. There is a huge range of options to suit different interests and each project ensures that the volunteer learns and develops skills.
However, despite a proud heritage of volunteering and community action in the UK, we are behind some other countries in terms of realising the full benefits of this. I want to touch on some examples of where this works well before looking at specific issues, including the impact on employability and barriers in our current legislation.
Countries such as Germany, France and the USA have recognised the value of youth full-time social action by creating national programmes for young adults which attract upwards of 100,000 participants per year. France set up a Service Civique programme in 2010; just eight years later it was attracting 140,000 participants and it seeks to expand even more this year.
These initiatives can attract such significant numbers of young people because of the quality of the offer. The programmes come with a guarantee of excellence, and volunteers can choose a full-time project in line with their interests and undertake work on the project for up to a year. In return they receive financial support so they can stay involved and incentives to complete the programmes. These rewards mean that even young people from disadvantaged backgrounds can participate.
In America the AmeriCorps programme YouthBuild has had notable success in engaging volunteers from low-income backgrounds. In 2014 a report indicated that 93% of volunteers who entered the programme did not have a high school credential. As I have often said before, university education is not the right path for all young people and I have concerns that we are pushing too many young people down an academic route. I would like to see full-time social action as a possible path into work for young people and would like to see it recognised by the Government as an opportunity to bridge the gap between formal education and employment.
These initiatives provide value for money for the Governments that invest in them. Evidence from the USA’s AmeriCorps programme shows that it returns $4 for $1 invested.
Evidence also shows that these projects improve youth employment and allow young people to explore different career paths while gaining experience and skills. Our Government have recognised the value of that on-the-job learning. Apprenticeships are a brilliant way to gain valuable experience, but volunteering is another path which offers young people the chance to learn skills and try different things.
Social action projects build resilience, improve communication skills, can be really creative and involve teamwork. These are the crucial skills that employers are looking for and which are required even in entry-level jobs. Particularly for those who have struggled with the academic side of school and left education with few qualifications, having work experience in a real-world setting can be genuinely life-changing.
City Year UK is a full-time social action charity that recruits 18 to 25-year-olds. Its programmes are proven to improve work-readiness and the employability of volunteers. Its latest report shows that 90% of alumni were in employment, education or training within three months of finishing the programme.
Under this Government youth unemployment has dropped substantially, including locally in my constituency of Mansfield. There are over 439,000 fewer young people out of work than in 2010, which is great as it means more young people have secured a job, but there is still more to do and I believe that social action is a good way to support those young people who are struggling to find work.
Having a recognisable Government-backed programme in place, rather than the current piecemeal approach, would ensure that businesses understand the experience and skills that young people had gained from their social action project, and it would become a recognisable achievement. While it is good that the Department for Work and Pensions recognises that volunteering can help people develop vital skills for work, I believe we could offer more support for people on full-time social action projects on a fixed term. Currently, full-time volunteers in England are categorised as not in education, employment or training—known as NEETs. In other words, they are seen as part of a problem that needs to be fixed. I believe it is time that the Government changed this status and did more to recognise the benefits of social action programmes. This is where simple changes could have a big effect. Even if we cannot offer financial support, we could remove barriers to participation that currently exist within our welfare system.
Unemployed people claiming jobseeker’s allowance or universal credit are required to spend a certain number of hours per week searching for work. While outside these hours claimants can spend time volunteering, the system could be more flexible for those engaged in worthwhile community projects. Ultimately the volunteering they do can contribute much more than the cost of benefits in many cases.
Universal credit claimants can have their required weekly work-search time, which is usually 35 hours, reduced by half to accommodate voluntary work, but it is still difficult to fit a full-time social action project around 18 hours of jobseeking. That will not be right for everyone: a lot of people want to get straight in to work, and some need to be pushed to put the time and effort into finding work. There is an opportunity to support others, particularly young people, through programmes like this and to deliver positive long-term outcomes for communities and individuals. Simply adding another category to say that they are volunteering and doing something productive and positive rather than being NEET would be a good step forward.
Under current guidelines, the charities that young people volunteer for are also unable to offer training beyond the essentials required for their social action project. That means that any extra training around employability or additional support for the young volunteers is not allowed, which hinders the effectiveness of those programmes. We could easily relax some of those rules at no cost, to help charities to support their volunteers and remove some of the barriers to establishing full-time social action programmes with a clear element of the programme that focuses on employability.
In December 2016, the Government launched the full-time social action review, which was chaired by former chief executive of National Grid, Steve Holliday. Mr Holliday published his findings in January 2018, and they acknowledged that youth full-time social action plays an important role in meeting many governmental priorities including social mobility, inclusion, careers education and skills development. The review called on the Government to better support, encourage and recognise full-time volunteers. It made several recommendations on how to achieve this, but I am keen to focus on what I believe is the most significant of the recommendations, which is to introduce a full-time social action pilot scheme for young people. The creation of a Government-backed pilot would be a huge step forward, and such a scheme might ultimately grow to emulate initiatives such as those in Germany, France and the USA. A Government -backed scheme would help to provide a new pool of easily identifiable, work-ready young people with real-world experience and a renewed sense of civic duty.
This kind of thing has regularly been discussed in Parliament. I have worked closely with the National Youth Agency as part of my work on the all-party parliamentary group for youth affairs and I am pleased that it supports Volunteering Matters in its call for HMRC to recognise full-time volunteering through awarding full national insurance credits. This would mean that volunteers did not lose out because they chose to volunteer and give back to their communities. I hope that the Government might also consider opportunities to support full-time social action using the Dormant Assets Youth Organisation, which has already committed to invest in programmes that help young people facing barriers to work. I would argue that a full-time social action programme would fit that remit perfectly. We also need to build on the APPG’s recommendations for investment in a youth workforce of professional youth workers and skilled volunteers to support social action projects and provide leadership and mentors for young people, especially those from disadvantaged backgrounds. The National Youth Agency’s youth covenant is also worthy of support and recognition.
I am pleased that the Government support several programmes that enable volunteering opportunities, including the #iwill Fund, which aims to create more opportunities for young people from disadvantaged backgrounds to volunteer, and the Connected Communities Innovation Fund, which aims to tackle barriers to volunteering and mobilise more people. These are important steps, but it is time to look again at the benefits of full-time volunteering.
Polling conducted by Censuswide on behalf of City Year UK in 2016 found that over 90% of those polled thought that a recognised programme of full-time voluntary civilian national service should be on offer for young people in Britain. Over half of the 16 to 25-year-olds polled said that that would definitely be an option for them, and nearly a third would consider signing up for such a programme if it were Government-backed. A programme like that has the potential to build a platform for young people from different regions and socioeconomic backgrounds to serve together side by side for a common purpose while restoring national pride and a sense of duty and service. There is also an opportunity here to work with young people who are disabled or have special educational needs, to offer mentoring and guidance, help in to work where that is possible, and other support that might currently be lacking.
The Government’s civil society strategy commits us to equip young people with
“the ability to help the country tackle its most urgent challenges”
and to ensure that they have the
“opportunities to develop the skills, networks, and resilience that can improve their life chances”
and
“fulfil their potential”.
What better way to achieve this than through a programme of full-time social action? The creation of such a programme would maximise public investment in the National Citizen Service, the Government’s short-term social action programme for 16 and 17-year-olds. The NCS has laid a solid foundation on which to build a more intensive long-term offer. Nearly 100,000 young people engage with the NCS every year. Figures for 2016 show that more than 1,400 young people in Nottinghamshire participated in the programme. I helped to assess and judge some of their community work, working with Notts County FC Football in the Community, and I have met young people in Mansfield who have benefited from the programme. I know that many of them would be interested in full-time opportunities. A national full-time social action programme could ensure that the NCS is not just a one-off intervention, and that it instead creates a lifelong habit of social action.
Interestingly, the UK Government already support full-time social action for young people, but only for those who serve abroad in the International Citizen Service. The Department for International Development has allocated £8.5 million for the International Citizen Service next year, but no money is allocated to those choosing to serve their communities through social action here in the UK. If we could replicate that support so that young people could equally help and volunteer in our public services and good causes here in the UK, that could benefit those young people and their local communities.
If the Government need any further reason to act, an independent report by Pro Bono Economics found that encouraging 10,000 young people to volunteer full-time for a year could earn the UK economy between £28 million to £119 million. A relatively modest investment in a Government-backed programme would pay off quickly, but I hope that colleagues agree that the benefits are far more than simply economic.
Offering, through independent volunteering and education, opportunities for young people to equip themselves with the skills they need to get on in life, and to be responsible for their own progress and their own decisions, is in my view an intrinsically conservative thing to do.
I encourage the Government to consider a pilot scheme, perhaps in a deprived area such as Mansfield—it might be the ideal place to do that—to see what impact full-time social action has on young people’s employability.
I hope that, in her reply, the Minister can provide an update on what the Government are doing to support full-time social action since the publication of their response to the full-time social action review for young people last July.

I congratulate the right hon. Member for Don Valley (Caroline Flint) on securing this debate, which gives me another opportunity to raise important local transport priorities with the Government.
The economic opportunities for an area such as Mansfield, the largest town in Nottinghamshire, are greatly improved by good transport links. The ability to attract new employers to create jobs so often comes from quick and easy access to major motorway and railway networks. Such major infrastructure needs to be supported by the Government, however, because often the projects are on such a scale that they are not viable for local authorities to consider alone.
The town of Mansfield has experienced challenges similar to those of all growing towns. The housing is built, but the infrastructure cannot cope, in particular our roads, which were built for a time when fewer if any cars were on the road. The A60, the main road through my constituency, is a prime example: to the south, it is congested because of a poorly planned retail park, with 1,700 new homes to be built shortly as well, while to the north it is narrow and surrounded by housing, which makes expansion incredibly difficult. I very much appreciate the Secretary of State’s multiple visits, which have built great momentum behind the plans to improve the junction and traffic flow at the retail park. I hope to secure Government support for the project this year.
The roads were just not built for a town of this size, but there are economic opportunities from road investment, including in the A617, which is known as the Mansfield Ashfield regeneration route, or the MAR. It has grown steadily to accommodate new housing, and it could expand further to support new jobs and to provide an increasingly necessary route for heavy traffic to get around Mansfield, rather than to plough through the middle of it.
Rail infrastructure, too, can have a big impact. Increasingly, people see Mansfield as a commuter town, from which to travel to Nottingham or Sheffield, but we do not have a national rail link, only the Robin Hood line to Nottingham. I want to improve on that. We have one of the best value-for-money rail expansion projects in the country. We are opening an existing line, extending the Robin Hood from Shirebrook through to Warsop, Edwinstowe and Ollerton, linking historically deprived communities to jobs at the former collieries at Welbeck and Thoresby pits, and tying in our tourism offer in Sherwood forest with access from our towns to make the most of the social and economic opportunities of such tourism. In the future, only a short hop will be needed to link Mansfield directly to the HS2 hub at Chesterfield. HS2 could be a game-changer for towns such as ours, but it will only work if communities can access it effectively and efficiently, and local lines will be pivotal.
There are major opportunities to utilise transport improvements to support ever-growing towns, whether in boosting infrastructure or improving the scope to attract new jobs and businesses. I hope that the Government’s priorities in the industrial strategy will genuinely seek to boost towns, which are often more deprived, more isolated and more in need of support. The east midlands in particular sits at the bottom of the list of the Government’s regional investment. Transport could play a big role in changing that. I will continue to raise with the Department for Transport those relatively cheap projects that can make all the difference to our community.

I had written a 300-page speech to bang on about sports, so I have had to cut it down significantly. Nobody has mentioned my favourite sport of hockey, so I will take the opportunity to do so. In 20 years as a player—I used to be all right, but my knees cannot take it anymore—as a coach and now as a chairman of a hockey club, I have seen the changes that have taken place in the sport. England Hockey has worked to make the sport more inclusive and accessible, with initiatives such as “Back to Hockey” for older players, Quicksticks and walking hockey. In recent years, there has been a massive growth in participation. Hockey is not unique, but it is a rare example of a sport played equally by both men and women, and with equal coverage.
There has been a huge growth in the number of under-16 players, particularly girls. That is no doubt due to the massive success in the 2016 Rio Olympics, where the GB ladies won the gold medal. Since then, participation has gone through the roof. In my mind, that gold medal and England’s netball success in last year’s Commonwealth games are huge sporting highlights. It was a great privilege to see how that affected people—watching sport live and free to air on TV had an impact across the piece. I talked to people about hockey who would never normally have taken an interest. I have had the great privilege of playing alongside some of the ladies at junior level at Belper hockey club, including Hollie Webb who scored the winning penalty in the final. They are an incredibly inspirational bunch of people.
I would like to raise with the Minister the big challenge of playing surfaces. There has been a massive expansion in the number of 3G pitches—the Football Foundation’s investment in Mansfield is very welcome—but hockey cannot be played on a 3G pitch. A lot of local authorities do not seem to recognise that. My own club is looking at bids and planning permission for three 3G pitches in the community where our hockey pitch is gone—it is dead, it is old. We need a new pitch, but there is no support for that. We will be forced out of the town by the lack of facilities. The sport could end up being increasingly centralised. Big clubs have the money to drag players and resources out of small clubs that cannot afford to maintain facilities. I just wanted to flag that with the Minister.
I want to raise a couple of points in the second half of my remarks. Mansfield is a massive football town. I could not not mention the Stags, Mansfield Town football club. I have my tickets for Notts County away next week. Mansfield Town have never lost when I have been there, so I am very hopeful—I am a lucky charm. Since John and Carolyn Radford took over at Mansfield Town, they have been an amazing influence on both the club and the town with the success they have had on the pitch and the positive atmosphere they have brought to the club. We are second in League Two at the moment. If we manage to get promoted, increased attendances could have a huge economic benefit for the town centre. The Radfords have brought forward hotel plans to try to maximise that benefit. That could be incredibly positive, so I wish Mansfield Town the best of luck in the remaining games.
I want to raise a couple of points about football and the English Football League. The arguments are well-rehearsed so I will not go into great detail, but safe standing has been mentioned. It seems strange to me that we can have existing terraces in football stadiums, but new ones cannot be brought in. Scotland has allowed clubs to introduce safe standing. Celtic trialled it and did so successfully. I would love to be able to see that in EFL clubs across England. It would provide the opportunity to bring in more revenue, which is so important for the clubs. We should definitely look into that, and I welcome the Government’s willingness to review it.
The other thing is alcohol served during games. The opportunity for smaller clubs, and the Chancellor, to bring in that additional revenue could be really positive. In rugby, we see—even when games are in the stadiums that are shared with football teams—that the money spent in the club is more than double the amount spent for football. Some of that is based on being able to purchase alcohol in the stadium. I do not see how it is that much safer to tank up before a game and down a pint at half-time than it is to be able to drink sensibly throughout a game.
I also want to mention Powerchair football, which we have in my constituency at West Notts College. It involves electric wheelchairs controlled, in some cases, only by a thumb. It is an incredible, life-changing thing. Ricky Stevenson, who is now chair of the international Powerchair football federation, is from Warsop in my constituency. I urge the FA and the Government to support that sport—it is a real inspiration—as much as possible. There is an awful lot more that I would like to say, and I have a vast list here—

My constituency benefited recently from half a million pounds from the Football Foundation for new training facilities at Mansfield Town, which will be a huge benefit for the constituency. The hon. Gentleman is talking about the money involved in football. Obviously, the success of the premier league drives up wages and prices in that market, but premier league clubs and players pay something in the region of £3.5 billion a year in tax to the Chancellor, and there is even more tax revenue as we filter down through the Football League. I am interested in whether the hon. Gentleman thinks there is an opportunity there to ring-fence some of that money to be reinvested back in the grassroots of the game.
That is an interesting point. Of course, we can debate ring-fenced taxes all day—there have been discussions about that in the context of the NHS, for example—but I think we can divert some of the other money, particularly agents’ fees. I go back to what my hon. Friend the Member for Sheffield South East (Mr Betts) said about that, because I believe that people in that arena, particularly agents, are getting an awful lot of money from football for very little effort.
I do not want to turn this speech into a tirade against agents, but Mino Raiola is reported to have earned—using the word “earned” in the loosest possible sense—about £20 million when Paul Pogba transferred to Manchester United. That is £20 million for advising on one transfer; that is money that is going out of the game, and we need to look at getting some of it back in. I am not saying that we need to get rid of agents’ fees altogether, but that case demonstrates that these sums are going through the game and do not benefit the players, do not benefit the clubs, and certainly do not benefit the wider game in this country. A small levy on fees could generate significant funds and would not distort the transfer market. That idea was highlighted by Gary Neville in his excellent evidence to the Select Committee on Digital, Culture, Media and Sport, when he proposed a 25% levy on agents’ fees. On that note, I will give way to a member of said Committee.
I absolutely see the point that the hon. Gentleman is making. Ultimately, we have a stake in the matter and we will very much be keeping it on the radar. We are not in the place he suggests at the moment, but I will continue to make the case I have made so far in my speech. Whatever the FA does, we have a stake in ensuring that it is absolutely right for football as a whole.
We have heard some of the headline statistics. Only one in three grass pitches is of adequate quality and one in six matches is, sadly, called off due to pitch quality. England has only half as many 3G pitches as Germany. Where there is an opportunity to see more coming into the game, it is absolutely right to take it. We should look at the active lives survey and recognise that what has been cancelled this season may impact on the opportunities our youngsters have to participate. The statistics are a harsh reminder that, despite the unrivalled success of our domestic football at the elite level—we cannot forget the premier league, which is the wealthiest and most globally popular league—there is still a way to go in ensuring that we replicate that consistent success in what we provide at the grassroots level. We must and will provide playing opportunities across our towns and cities so that current and future generations can enjoy football.
I am sorry to interrupt the Minister. I recognise that the job of Sports Minister often tends to be to drag different Departments together to manage things more effectively and to find funding. Can more be done within her brief to bring together such bodies as Sport England with governing bodies? Sport England’s remit these days is more focused on grassroots activity and the community. Are there opportunities not only to invest in football, but to work with Sport England to invest in brilliant community facilities, too?

Commons ChamberOver the course of this Parliament, long-term investment in our infrastructure will reach levels not sustained since the 1970s. In the east midlands, for example, we are investing from the national productivity investment fund to reduce congestion. We are investing £125 million this year on local road maintenance, and we announced this summer £780 million for a series of works to upgrade the east coast main line.
As my near neighbour in Nottinghamshire, the Minister will be aware of the Robin Hood line that runs through my constituency from Nottingham. Proposals to extend the line across Warsop in the north of my constituency have now appeared in various Budgets. The Transport Secretary has ensured that the new franchisee will have to consider the business case for that extension. Can the Minister confirm that the Treasury will support it financially if that business case comes forward?
My hon. Friend and my hon. Friend the Member for Sherwood (Mark Spencer) have been campaigning on this for several years, and we recognise its potential to unlock economic opportunities in Mansfield and Ollerton. Within the east midlands franchise, we have included a requirement that the operator should come to the Secretary of State for Transport within a year with a business case for extending passenger services to my hon. Friend’s communities. The Department for Transport and the Treasury will consider that business case very carefully.

I am not sure the hon. Lady has heard the last hour of our discussion. We need to maintain sustainable public finances at the same time as being fair to workers in the public sector.
In my constituency, the local NHS trust has been crippled by Labour’s disastrous PFI deal, a £350 million building project that has now cost £2 billion in interest payments that could have otherwise been used for pay rises. Does the Chief Secretary agree that this proves absolutely that sound economic planning in the health service is the best way to provide fair pay in the future?
PFI is yet another example of how the Labour party spent money it did not have and left future public service organisations, schools and hospitals with debts that they are now having to deal with. That is why we should not heed its irresponsible calls.
