I understand and respect those people who object. If some new piece of infrastructure is going to have an impact on their lives, there will be a fear of what might come. As we saw with HS1, there was a fear of what might come, but once it had been built, people said that it represented a vast overall improvement to this country’s rail network.

Does the Secretary of State agree that those of us who object to HS2 are not flat earthers? We know that our rail infrastructure must be renewed and that there are real problems with capacity and much else, but this proposal is deeply flawed, and has never been scrutinised properly or planned properly. That is what we worry about, because so many of the independent inquiries find on the negative, not on the positive, about this HS2.

In the last Parliament, the hon. Gentleman was an absolute supporter of the Government of the day. Today, we hear him attack the scheme so violently, but he did not do that when he was sitting on the Government Benches behind that Government when they proposed it in the first instance. I am happy to accept the support he gave it in the first instance.

That is a very important point. The impact on western Coventry and Birmingham international airport cannot be overstated. When I was 18, the journey time from Coventry to London was two hours, and the £9 billion upgrade has got that down considerably to an hour. To reduce it still further would be a phenomenal achievement in one’s own lifetime.

My hon. Friend and I have been parliamentary neighbours and friends for a long time, so I say in a very positive spirit that I started off, as the Secretary of State has said, supporting HS2 because I thought it would bring power, wealth, activity and jobs to the northern regions, but I have changed my mind because the research increasingly shows that it will suck more power into and give more strength to London and the south-east. Does my hon. Friend share my concerns? The Institute of Economic Affairs raised such questions this morning.

I missed that last bit about this morning, but the report we have had and the Treasury analysis show that the benefits will accrue to Yorkshire and west Yorkshire, including my city and my hon. Friend’s town of Huddersfield. One of the key points of the Higgins report is that full investment in east-west rail links across the Pennines is one of the great prizes that HS2 can bring to our area.

As the Secretary of State reminded the House when I intervened on him earlier, I started off passionately in favour of HS2. In this House it can come back to haunt us if we change our minds, but my 10 years as Chair of a Select Committee made me learn that policies based on evidence are a lot better than those dreamed up in a hurry.

I converted initially to HS2 because I was seeking to answer the question of what we do about the north-south divide. As we can all see, since the great industrial revolution that took place in Huddersfield, Leeds, Manchester and so many other great industrial Victorian towns, the whole economy has changed. Only 9.5% or 10% of people now work in manufacturing, while 30% work in public services and 60% work in the private sector. The world has changed dramatically, but that is not reflected in the health and wealth of our cities and the way they operate. I believe that this House—either side; any party—has not come to terms with the real challenge of how to reintroduce the prosperity, jobs and good life to those regional towns that we represent in this place.

It is not a wicked conspiracy that London and the south have grown in power, influence, wealth and jobs, but it is heartbreaking for people in the north of England, and other regions such as the west of England, who see nearly all their bright sons and daughters having to leave the cities in which they were educated and brought up. Very often, they have to leave home and go a long way away to London, or other places, to seek employment. That is a fact of life. We must tackle the north-south divide, but HS2 should never have been just about that. All the research that I have looked at over the months we have been discussing HS2 suggests that it will not deliver what we want. It is even worse than that: any rational consideration of the proposals shows that it will not deliver a rail network fit for the 21st century. That is the crime we are committing tonight if we vote for Second Reading of the Bill. It is the wrong kind of rail modernisation. Those of us, like my hon. Friend the Member for North East Derbyshire (Natascha Engel) and the right hon. Member for Uxbridge and South Ruislip (Sir John Randall), are not nimbys or luddites. We want a rail network that will be modern, efficient, effective and affordable deep into the 21st century. We are frightened that, because of incompetence in the Department for Transport under both this Government and the previous Government, we have been getting it very wrong.

The book “Fire and Steam” by Christian Wolmar gets to the heart of so many of the problems we have with rail. The fact of the matter is that this is a small island. We are not China or Turkey, and we do not have the vast expanse of France. We do not actually need a very superfast rail system. We need a fast rail system, but we do not necessarily need very high speed trains that have to go absolutely in straight lines.

This is a flawed Bill and I will not be supporting it. I will support the reasoned amendment in the Lobby tonight. I have just come back from working for four days in my constituency with candidates for the council and European elections. One depressing point I picked up from people was, “You know, all the established parties are all the same—you don’t look different.” I come back to Westminster and it does look a bit like that, does it not? A large majority of MPs agree on HS2. I regret the fact that there will not be a very clear Government-Opposition vote tonight, because I believe we should be holding the Government to account more vigorously at this moment in time.

The simple fact is that rail usage in this country has been a tremendous success that should be celebrated across the House. There were 750 million passenger journeys when the railways were privatised; there are 1.5 billion rail journeys now. I am very pleased about that. We are investing huge amounts in the railways. Of course there will be some problems with rolling stock, but it is this Government who have confirmed the intercity express programme orders for the east coast line and the great western line, and this Government who are signing off the contracts.

Road casualties have followed a declining trend over recent decades. With unprecedented investment in roads and continued improvements in vehicle technology, there are signs that this trend will continue. The economic cost of each casualty has been calculated at £1.7 million.

The Minister knows of my long-term interest in road safety as chairman of the parliamentary advisory council for transport safety. Are we not in danger of becoming complacent? From now until 2030, it is likely that a third of a million people will be killed and seriously injured on Britain’s roads. The cost to families, to communities and to the national health service is going to be dreadful. Should we not act now to improve our performance?

The UK leads Europe in road safety. Only Malta has a better record, and our record is twice as good as that of France. However, that is no reason for complacency or for letting up in the measures that we can take further to improve road safety.

It is because the decision to prioritise the privatisation of the east coast main line has led to a delay in the refranchising process for TransPennine Express, which has put it on a short lease—a short-term life—and it cannot plan beyond 2015-16.

As my hon. Friend knows, we in the all-party group on Yorkshire and Northern Lincolnshire try to keep these debates on an all-party basis, and we have been very tolerant. I am sorry that the hon. Member for Colne Valley (Jason McCartney) shouted at her a little earlier. However, we are all in favour of the northern hub. Some of us think that High Speed 2 is a problem. Many of us would much rather get the northern hub sooner. However, there is a network across the Pennines that we must sustain and improve quickly.

I can assure my hon. Friend that we are keeping a close eye, both with Network Rail and all the other services involved, on water levels. As I said earlier in my statement, the levels are considerably higher than they have been for some time. The point that he makes about Brighton and the line from Gatwick to Brighton is an important one. We are monitoring that closely.

May I remind the Secretary of State that, in a crisis such as this where so many people are having a miserable time and we have had loss of life—thankfully, a small loss of life—it is nice to have all-party agreement? None the less, it is also the job of the official Opposition to hold the Government to account, whether it is over the 560 redundancies that the Prime Minister did not want to mention yesterday, or over the question of whether this is new money. On the substantive point of the resilience of our network, it is all very well having new rolling stock, but my constituents travel up and down from Yorkshire on the east coast line and every time, with much less weather disturbance than this, it is the overhead lines that go down. That is the resilience that we need to tackle. It is no good having new trains without changing the overhead lines.

The Treasury estimates that identifiable public expenditure on transport in 2012-13, the most recent year for which full figures are available, was £246 per head in Yorkshire and the Humber and £545 per head in London.

When it comes to statistics, I tend to trust the Institute for Public Policy Research and the House of Commons Library more than I do the Department. The last time IPPR North looked at the figures on infrastructure spending, it was approximately £2,500 per capita in London and £500 in the north-east. Infrastructure investment is desperately needed outside London. Why can the Secretary of State not make a commitment? He has his heart in the north. Why does he not do something about it?

The hon. Gentleman can use whichever statistics and figures he wishes to. I, too, have asked for other figures. In 2009-10, the spend for Yorkshire and the Humber was £283 per head and £754 per head in London. I am pleased that under this Government transport spending in the north has gone up from 38% to 45%. It is important to make the point that the Kings Cross station development and the Alexandra Palace to Finsbury Park six-tracking are allocated to London spending, but the benefits will be enjoyed by all east coast main line users. It is not always possible to put the value of spending down to certain parts of the country.

I can tell my hon. Friend that the A30-A303 corridor is one of the six strategic routes into which we are trying to get some investment. It is a very important route, and, as we have seen from the vulnerability of the rail line, it is one on which we need to concentrate. I am aware that there are some environmental issues in the Stonehenge area and the Blackdown hills, so we need to be sensitive in the way that we deliver the improvements.

T4. I know that the Secretary of State gets on well with the Secretary of State for Communities and Local Government, who is encouraging muscular localism and local referendums. The Commission has a policy of continuous improvement, which helps to drive both efficiency and effectiveness. The fundamental principle adopted by the Commission has been that any cost reductions should not adversely affect the ability of the House and its Members to carry out their parliamentary functions. The House is on track to reduce its budget by 17% in real terms between 2010-11 and 2014-15, and this discipline has been a spur to innovation and moving to new and better ways of doing things. In many ways, the House is now more rather than less effective.

May I profoundly disagree with the 17% cut? We are sent here to serve our constituents. This cut in budgets means that we are less and less able to do our job properly at every level. We know that, and the staff, whose morale is at rock bottom, know it too. It is about time the House of Commons Commission got the message that something is rotten in the state and that we have to do something about it soon.

May I say in all humility to the hon. Gentleman that the facts simply do not bear out his assertions? For example, sickness absence, which in most businesses is an extremely good measure of the morale of the work force, is at its lowest since we began recording in 2008-09. May I also say that the Finance and Services Committee at its meeting this week received the quarterly out-turn for the third quarter, and a number of the major Departments that operate Member services have budget left to spend and are likely not to use their budgets in-year? That is a result of effective delivery of services and there is no absence of money for parliamentary scrutiny.

The one thing that HS2 is not short of is reports from various committees, either of this House or across the wider spectrum. The simple fact is that the report my right hon. Friend refers to is one direct to Ministers, and it is not usual to publish such reports. That report is two years old and it gave an amber/red—I think that is in the public domain—but the latest report has given an amber, which shows that even the Major Projects Authority recognises that we have made major strides forward.

Mr Speaker, happy Christmas. Unfortunately, the Secretary of State seems to be in a “Bah, humbug!” sort of mood today. May I encourage him not only to lighten up a bit, but to lighten up all of us who want investment in housing, hospitals, health and schools by scrapping this expensive extravagance and joining the Secretary of State for Business, Innovation and Skills, who this morning has said that London is “draining the life” out of the regions of this country and that HS2 will speed up that process?

I do not know about needing to lighten up—I think the hon. Gentleman should look in a mirror. The simple point is that we are not short at all of investment in the railways. In the next five years—its next control period—Network Rail will invest £38 billion in the current railway system. It is vital that we get connectivity between our major cities. I have to say that some of the biggest supporters of HS2 are the northern leaders. If they thought it was going to do damage to their areas, they would not be overwhelmingly supporting it in the way that they are.

9. I regret to say to the hon. Gentleman that I have lost all confidence in the House of Commons Commission. I thought the Commission’s job was to allow and facilitate Members in this House to do their job properly and serve their constituents efficiently. We do not expect the House of Commons Commission to be incompetent bean counters. I find every day that my job of serving my constituents in this place gets harder and harder due to the incompetence of the House of Commons Commission. I would like them all to resign and for commissioners to be elected by this House, so they can facilitate our doing a job for the people we represent.

May I wish the hon. Gentleman a very merry Christmas and a happy and prosperous new year? I can speak only for myself, but I am a doctor of business administration, a fellow of the Institute of Hospitality, a fellow of the Tourism Society and have been a fellow of the Institute of Directors. I therefore regard myself as having some qualifications that I can bring to the task in hand. My fellow commissioners have a wide range of experience across many disciplines. I have to say, observing the management of this House, that a tough challenge is being met with professionalism and resolve by the team. The Commission does, in my humble judgment, an outstanding job in overseeing it.

When will the Minister get his act together on buses? Most people in this country travel on buses. Buses are really important to our country, but the bus industry feels neglected by this Government—and why cannot I have a new innovative bus scheme in Huddersfield and Kirklees?

Despite what we heard in the last general election campaign, the Conservatives have kept the concessionary travel scheme for pensioners, along with all the other benefits for pensioners. Some 40% of money going into buses outside London is Government support and we believe we are discharging our responsibilities in that regard.

I want to reinforce something the right hon. Lady said about connectivity. A lot of people think that those of us who oppose HS2 are against connectivity and high-speed transportation. We are not. We want the right connectivity that will help all the towns and cities in this country to grow, but we do not want more of our country’s lifeblood being sucked down into London and the south.

The Secretary of State has commented following my intervention. I have talked to people in the big cities, and many of them have not read the six critical evaluations of the impact of HS2, and they certainly have not looked at the impact of high-speed rail on the provincial cities in France. It is sucking the lifeblood out of them and into the metropolitan area around Paris. We have also not been told on what grounds the local people here, who have not been given a referendum—

Lord Berkeley was pointing out issues of practical difficulty, but they can be worked on. Indeed, the purpose of this debate and subsequent debates is to identify where the problems are and to do something about them. No plans are finalised. We are talking about principles and strategies. It is essential to look at critical detail and to make changes where they are necessary. Debates such as this one are an integral part of that important process.

I have great admiration for my hon. Friend as Chair of the Select Committee, but she knows the Department for Transport better than most people, and we have had from it a catalogue of confusion and chaos over the west coast franchise and now over the planning for HS2, as it has changed the priorities, rules and bases of all the assumptions. Is she confident that this HS2 project has been thoroughly prepared and that the grounds for it are absolutely perfect?

It is essential to apply the necessary commercial expertise to this scheme—whether it be directly in the Department for Transport or in HS2 itself. I am encouraged by the new appointment of Sir David Higgins to lead this process. I think that will give people increased confidence, which is indeed necessary.

It is for Ministers to say why the business case has been reviewed so many times, but when the Transport Select Committee looked at the issue two years ago, it approved a high-speed line, but pointed to a number of critical areas where it was felt more work should be done, which included looking again at the business case. One reason for that was the valuation put on the time people spent travelling, when it was alleged they could not work. We thought that that was not a correct valuation and that it should be looked at again. We raised issues of environmental concern and said they should be looked at again, as we did with issues relating to economic impact, particularly the need to have economic development strategies as well as the essential rail travel links.

The Select Committee called for a review of the case, looking at those specific factors and stressing the importance of relevant and up-to-date information. We thought it would be absolutely wrong to use information that was not up to date and that ignored the concerns we had raised. The report supported the project in principle, but raised real concerns, which we said must be addressed before any final decision could be taken. Not all of those concerns have yet been addressed, but some of them have been, as we have discussed today.

On that very point, my hon. Friend’s very good report was two years ago and since then many people have used it to do the very thing she asked to be done. The subsequent reports built on her report, however, show a very different picture. Is that not the problem?

I do not know to which reports my hon. Friend refers, but there have been no comprehensive reports looking at the whole scheme. Some have looked at some aspects of it, but not at the up-to-date information, which was published only this week. I am not aware of any reports that have looked at that. I am sure that the Transport Committee will look again at the information, as we have it.

That is an example of the kind of development that should be supported.

What concerns me is not that the principle of high-speed rail is not recognised—indeed, it is clear from what has been said by Members today that the importance of connectivity, in general and in relation to specific areas, is very well understood—but the possibility that it is not being pursued strongly enough at the national level to guarantee its consistent application throughout the country.

I referred earlier to initiatives taken in the west midlands and to statements made by the Core Cities Group, and I know that a great deal of work is being done in Manchester, but I am not sure that that is happening everywhere in the country, and I think it important for someone to take the lead. Of course work must be done in the regions. Elected Members and local businesses know their areas and are aware of the opportunities and the potential, but someone should be ensuring that the same is happening nationally, so that we do not miss out on the vital and perhaps unique opportunity to develop our network for the benefit of localities, regions, and indeed the country as a whole.

When my hon. Friend’s Committee was considering HS2, she will have been made aware of the likely cost, which is estimated to be at least £80 billion. Should not the people who will be affected be allowed a vote? I agree with her about the northern hub, of which I am in favour, but if my local people had a vote, would they vote for all that money to be invested in this high-speed train? I do not think so.

I do not accept the figure that my hon. Friend has given, but the people do, in fact, have a vote. They have a vote with which they can elect a Government by voting in Members of Parliament, and they have a vote with which they can elect members of local authorities—and I note that the leaders of the major local authorities in the north are speaking very loudly indeed in favour of this project.

The Department has gained a lot of experience in managing big projects from projects such as Crossrail. Following the appointment of Sir David Higgins to head HS2 from January onwards I feel very confident indeed that we can deliver this project on budget and on time. Indeed, the budget is about £50 billion. Therefore, if rolling stock were excluded and nothing else was done with the Department’s budget, this project would be the equivalent of about 10 months of the Department’s total budget. That puts it into context.

We are adding 400 miles of capacity to our busiest motorways thanks to work scheduled in this Parliament and the next, and between 2014 and 2019 Network Rail has put forward plans to spend £37.5 billion on improvements to the railways. We are clearly not putting all our eggs in the HS2 basket, therefore—far from it, in fact.

HS2 will be integrated with the nation’s airports, with direct services to Manchester and Birmingham airports and a short connection to East Midlands airport from the east midlands hub station.

What the Minister has just said is rather confusing, because the Howard Davies inquiry has not yet reported. We can get very lovey-dovey about HS2 in some regards, but there has been no love lost on the London airports question. When are we going to make up our minds about London airports, let alone the rail service to feed them?

I wish to begin by welcoming the Under-Secretary of State for Transport, the hon. Member for Scarborough and Whitby (Mr Goodwill) to his place. I know that he has a strong personal interest in transport issues. Although I am sure we will disagree on many issues, I am glad that we have been able to reach agreement on a number of today’s amendments, and I look forward to our future debates.

Amendment 17 has its origins in the Bill’s Committee stage. Members on both sides of the House contributed to its development, after my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson) moved an amendment requiring integration with other modes of transport. The Minister at the time, the right hon. Member for Chelmsford (Mr Burns), who is in his place, said that he was minded to accept it. We want people to have a real choice about how to travel, be it by rail, by car, on a bicycle or by walking. We especially want to make sure that active travel is an attractive option, because it has many huge benefits, including for health and tackling congestion. We want that to be encouraged, so we welcomed the move to have better integration. We warned, however, that any amendment should pay regard to walking, cycling and light railways, so I am pleased that those concerns have been addressed by this sensibly worded addition to the Bill—of course I would say that, because it stands partly in my name.

Light rail will play an important role in linking stations in Birmingham, the east midlands and Sheffield to the high-speed network. The importance of making conventional rail accessible to pedestrians and cyclists is now recognised across the country; we have seen increasingly that railways stations have been adapted in that respect. It is right to enshrine that objective in the legislation for HS2. It is a real achievement that both cycling and walking will now be acknowledged in the Bill on the same basis as other modes of travel. We need to acknowledge that when people make a journey they regard it as starting when they close their front door. Making that whole journey as seamless as possible—not just the train bit, but how they get to the railway station and how they progress at the end—is vital. We therefore welcome the approach that has been taken.

Amendment 17 is a good example of a Bill being improved through parliamentary scrutiny. Integration between high-speed rail and the conventional rail network will benefit communities far beyond the areas directly served, and we want to make sure that HS2 is fully accessible to everyone, irrespective of their mode of travel. I am happy to commend the amendment to the House.

Given some predictions of the level of fare that might be charged on HS2, many people think it will be exclusively for very well-off business people and that ordinary people will not be able to use it.

I thank my hon. Friend for that. He is right to say that we cannot afford the new high-speed rail line to become a “rich man’s toy”, as a former Secretary of State put it. Clearly the new network must be available to everyone, and I am sure the Minister will confirm the view that the fares will be no greater than they are on the current network.

I will not give way, for the simple reason that many of my hon. Friends and many Opposition Members want to take part in the debate—[Interruption.] The hon. Member for Huddersfield (Mr Sheerman) speaks from a sedentary position. I think it is fair to say that we have had many interventions from him today, so perhaps there might be a chance for someone else to have a turn.

The country needs this project because of all the important arguments: the greater connectivity; the fact that it is an engine for growth; the regeneration along the line of route; and, most importantly, the fact that it will deal with the capacity issue. I think that when High Speed 2 was announced in late 2008 and into 2009, little thought was given to its name. Those who took the decisions immediately called it High Speed 2, as they already had High Speed 1. Unfortunately, it is a misnomer that has, in some ways, led us up a cul-de-sac.

Of course, faster journey times are important, but they are not the most important thing. The most important thing is capacity. As I have said before, to echo what Tony Blair said in a different context, it is about capacity, capacity, capacity. The west coast main line will be full by 2024. We need capacity on the conventional railway for those who want to travel between London, Birmingham and Manchester but do not want to go along the whole route, and we need capacity to get even more freight off our congested roads and on to the railways.

My hon. Friend makes a powerful point. He is absolutely right. I can categorically confirm, as I did to my hon. Friend the Member for South Suffolk (Mr Yeo), that it is not a case of either/or: it is both. We will continue to invest record amounts—billions of pounds—in the conventional rail network and proceed to build HS2, because it is in the national interest.

Is not the Minister aware that my experience as Chair of a Select Committee for 10 years was that the best way to have policy is to base it on evidence? The east coast is under the shadow of the plans to build HS2. Five independent reports have said not only that it is a waste of money but that it will suck power and wealth from the northern regions to London and the south.

I can only assume that the hon. Gentleman, despite his 10 years as Chair of a Select Committee, when he was presumably assiduous about detail, has not read the KPMG report that was published yesterday, which categorically shows that the exact opposite is the case and that significant benefits are coming north of London. London gets some benefit but noticeably less than the northern parts of this country. That is why local authorities in the north support the project so much.

My hon. Friend will be aware that the Procedure Committee has been considering the issue of private Members’ Bills because he gave evidence to that inquiry. The Committee will come forward with a wide range of recommendations that might address the points that he has made. I am sure that the House will have the opportunity to debate and resolve those issues in the near future.

The Minister may not be aware that I recently served on the private Members’ Bill Committee of the European Union (Referendum) Bill, which reported yesterday. If he cares so much about private Members’ Bills, does he realise what a sham that Bill is, in the sense that everybody knew it was not a genuine private Members’ Bill, but a Government Bill once removed? Is that good for Members who introduce private Member’s Bills?

The point of a lot of what I will say will be about how we can reduce that number. Some of that is about infrastructure and some is about measures such as making heavy goods vehicles safer, which I will come on to discuss in detail.

No. I want to make progress; otherwise I am afraid others will not have the chance to speak.

We have to make sure that other local and national bodies, such as local authorities and the Highways Agency, allocate proportionate funds to cycling, so that major road schemes such as the A14 in my constituency include appropriate cycle facilities along or across them. Other Departments should also get involved: there are benefits to health, education, sport and business. They should step out of their silos and get involved.

We need to make our roads and cities fit for cyclists. Planners need to give consideration to cyclists and pedestrians right at the start of all developments, whatever they are. We also need new design guidance to provide a modern standard, not merely paint on a pavement, which annoys cyclists and pedestrians alike. Local authorities can get on with the small schemes, as can the Highways Agency, which has agreed to our call for a programme to reduce the barriers its roads can cause to cycling.

I congratulate the hon. Gentleman and his colleagues on securing this debate. He will know of my long-term interest, as chairman of the parliamentary advisory council for transport safety, in safety on the roads. Is he worried that at least a third of youngsters who get on a bike do not have any Bikeability training?

Secondly, the hon. Gentleman is absolutely right about HGVs. What are we going to do about those whose steering wheels are on the other side of the vehicle, who have terrible blind spots and who cause many terrible accidents?
