Indeed I do. On embedding that work, it is good news that my hon. Friend’s International Freedom of Religion or Belief Bill had a successful Second Reading in this House on 26 January, and that it goes to Committee in April. I am glad that the Bill is strongly supported by the Foreign Secretary, and that the Bishop of Winchester has offered to take it forward in the other place; of course, he was the person who wrote the original report. However, my hon. Friend’s challenge is fair. As our Government step up on this global challenge, the Church of England and the Anglican communion need to as well. I will pass her remarks back to Lambeth Palace.

That completes the questions, but I would like to answer Sir Charles. The security of all Members really matters. It is taken very seriously in this House. Work is ongoing, and I am having serious conversations about what we do going forward. I am grateful to my right hon. Friend for bringing this issue before the House. He is right: a century ago, a quarter of Jerusalem was Christian; now, just 1% of the population is, and in the Armenian quarter of the old city, the Christian presence has come under intensified threat from intimidation and aggressive property acquisition by settlers. The Church of England is very concerned that the rule of law should prevail in Israel and the status quo be maintained. It is unconscionable that Christians should be driven from the holy land.

The payments by parishes to dioceses, often known as common fund or parish share, are voluntary payments towards the cost of ministry in those parishes and in the wider Church. It is a matter for dioceses how they work with their parishes to encourage them to contribute, but I would certainly very strongly encourage every church to make a fair contribution to the costs of their ministry and, where they can, to help others in poorer areas.

I reinforce what the right hon. Member for Exeter (Mr Bradshaw) said about the general welcome in the House for the movement towards equality and fairness. We have had it on ordination; we now have it on same-sex relationships up to a point. Through my hon. Friend, I ask those who are disappointed with this movement forward to think of the pain that they have caused by resisting the change for so many people, whether by sex or orientation, over the past decades.

I speak as a supporter of WATCH, the Women and the Church group. The Church Commissioners should understand that either the Church of England gets rid of what ought to have been temporary exemptions from the Equality Act 2010 or Parliament will do that for it. Does my hon. Friend understand that other MPs who are interested in full equality for women would like to meet the Church Commissioners before we consider what other action we might take?

I am very pleased to be able to tell my right hon. Friend that the new co-director of music at St Mary’s church in Fordingbridge, Hazel Ricketts, is running a singing club, working with 53 children in local schools every week. Her expertise in church music will enable that work to expand next term to include all four local schools, both primary and secondary. I am sure that my right hon. Friend will want to go to enjoy this wonderful singing for himself.

I am afraid that, as it says in the Bible, I make a joyful noise—it is never melodious, but it is always joyful and always noisy. I am very keen to encourage school choirs and church choirs to sing together. We have a tradition of that in my constituency. What can the hon. Gentleman do to ensure that Strangford can be a part of the project he is talking about?

Thank you very much, Mr Speaker. I agree with the sentiments expressed so far. We are very well served by BBC Three Counties Radio. If I could pick out one example, Roberto Perrone’s drivetime programme is in danger of being axed, as are many other good programmes. Will the Minister use the Department’s power to have another word with the BBC? Much as I am a big fan of the BBC, I do not think it has got this one right.

I can reassure my hon. Friend that the Church is doing a great deal in that area. We are supporting the Big Help Out to promote volunteering, along with many charities and businesses, as well as the Big Lunch to break down barriers and combat loneliness. We also have Sing for the King and Ring for the King to promote choral singing and bell ringing, linked to the coronation. [Interruption.]

It is certainly my hope that churches across the country will be involved in the best possible marriage preparation, but also marriage support, because all of us get into bad habits, including the hon. Gentleman and me, and need little pointers and reminders from time to time.

Can I put it to my hon. Friend that the Church of England Children’s Society 50 years ago supported the social entrepreneur Bob Holman in establishing family centres? Can we praise the Church and all its parishes for the way they help to support the confidence and competence of parents, who often go through difficult situations?

I am grateful to the hon. Gentleman for his interest in this matter, which needs as much attention as we can give it. The Government are actively implementing the Bishop of Truro’s recommendation that the Church of England checks regularly with the Government that all those implementations are being put into place. He is right to mention that. It is ongoing work, incredibly serious, and we need to keep focusing on it.

Further to that point of order, Mr Speaker. I hear exactly what the right hon. Gentleman says. I should also point out that the Church of England has not yet made a formal, full statement on the matter. That will happen on Friday; I myself am only being fully briefed on it tomorrow. I am available to this House next Thursday and at any time at your discretion, Mr Speaker.

Unless the right hon. Member for Exeter (Mr Bradshaw) can get a question, he may not be able to get in as easily, so it may be appropriate for the Second Church Estates Commissioner to come forward with a statement rather than waiting for Church Commissioners’ questions. It would be helpful to have that statement on Monday; I would encourage that, because it is a topic that the House will wish to know about. I am grateful to my right hon. Friend for raising an extremely important point. Our hon. Friend the faith envoy, who is in the Chamber, does a fantastic job. I can assure my right hon. Friend that the Church remains completely committed to the full implementation of the Truro review, especially recommendation 6, which is to make the envoy a permanent position with “appropriate resources and authority” to work across Government.

The recent independent review of progress on Truro has confirmed that there is more to be done before FORB becomes firmly embedded in the work of the Foreign, Commonwealth and Development Office. One area that was highlighted is the need for better engagement with stakeholders, among which the Church is key. Would the Second Church Estates Commissioner be willing to join me to discuss the matter at a meeting with an FCDO Minister, which has been agreed?

Many areas like mine have already had massive new housing development with no commensurate increase in general practice capacity. At one of my surgeries, which has double the recommended number of patients per GP, the bowel cancer diagnosis of a 51-year-old father of four was missed and is now terminal. Getting this right is a life and death issue, so will the Prime Minister make sure that parts of the country that have already had massive new housing growth get the commensurate increase in general practice capacity that is only right and fair?

The subject will be a major issue for discussion at the Lambeth conference, and we are working with the Foreign, Commonwealth and Development Office to make improvements in the area.

I was recently humbled to be able to attend a vigil for peace organised by the Penrith and Eden Refugee Network and local churches. Will my hon. Friend join me in thanking churches, faith groups and community groups in my constituency and across the country for all that they are doing to support the people of Ukraine and refugees through prayer groups, vigils, and donations of supplies and financial aid?

I thank my hon. Friend for raising an important point. The Church is partnering the Government in hosting many of the Ukrainian refugees for whom his constituents are quite properly caring.

Clergy deserve our thanks for all they do to promote spiritual and material wellbeing and especially for what they did during the pandemic, which massively increased demands on them. To answer my right hon. Friend’s question, many would say that the opportunity to share the good news of Jesus in teaching worship and in service to others inspires them, and what a privilege it is to be present at the most significant moments of a family’s life, whether that be baptism, marriage, comforting the dying or a funeral. If I may, I should like to pass on my particular thanks to the Rev. Chris Lawton for the exemplary way in which he took my mother-in-law’s funeral last Friday.

I am grateful for that answer. I do not always praise the Church of England, but I praise it for these initiatives. My hon. Friend will know what a beautiful city Lichfield is, as I hope you may find out soon, Mr Speaker—I will say no more on that. The cathedral is beautiful, too, and it is not only used for worship; it is also used for the wonderful Lichfield festival. May I invite my hon. Friend to come to the Lichfield festival to see and hear for himself what goes on in that beautiful cathedral?

Thank you very much, Mr Speaker. I am pleased to learn that Lichfield cathedral is the main venue for the Lichfield festival. Having seen pictures of the stunning light displays, I would very much like to visit. I pay tribute again to my hon. Friend the Member for Lichfield (Michael Fabricant) for being such a champion for his cathedral, as well as all things Lichfield. I encourage the Members of Parliament for the other 41 cathedrals to follow his example and champion their cathedrals in the way he champions his.

I am very grateful to the hon. Lady for raising this incredibly important point, and at this time of year as well, when it is even more significant for many people. She is right that Christmas can be an especially lonely time, which is why I am pleased, for example, that churches such as St Michael le Belfrey in York are running the Love Christmas campaign as part of a national project to provide 1 million bags of kindness across the country. For some people, that Christmas gift will be the only one they receive, and there have been wonderful stories of people joining local churches after that type of outreach. I would say to her that a lively worshipping, outward-looking church, which looks to speak to the issue of loneliness, at the heart of our community is one of the best antidotes to the loneliness she speaks about.

It has been nearly a year since people in churches could lift their voices in song, and this Sunday there will be joy. But for some church leaders, some concern seems to remain, despite the very well established and known physical and mental benefits associated with singing. Does my hon. Friend agree that those benefits should be very much in the hearts and minds of decision makers as they look at how to progress this summer?

Just like my hon. Friend, I am very much looking forward to being able to sing in church again—and if it stopped raining or being a heatwave, we could even worship outside. Clergy will want to do what is right in their own churches and cathedrals, recognising that we are many members within one body and are called to be responsible to and for one another.

As the hon. Lady says, in the autumn a new racial justice commission will start work under the chairmanship of Lord Boateng and with Lord Wei as a member. I am delighted to say that we have the highest number of recommendations for stipendiary ordained ministry training in a generation: almost 600, of which 10.9% are from minority ethnic backgrounds—a 2% increase on the previous year. The Church is making gradual but steady progress to make sure that its clergy look like the nation it serves, and the racial justice commission will certainly hold the Church to account on future progress.

The Church is having ongoing discussions with the Government about when choral and communal singing in churches and cathedrals can return, and I am very aware how frustrating the current situation is for choirs across the country.

Some people relax with yoga, others with tai chi—perhaps you do, Mr Speaker—but in the good old days when I used to have a week in Westminster and then get back to Lichfield, I unwound by going to evensong in Lichfield cathedral, which is very relaxing indeed. Whatever reason people go to evensong—perhaps even religious reasons, for worship—there is a need for it to be restored. What assurance can my hon. Friend give that, come 19 July, things will truly get back to normal in Lichfield and elsewhere?

The Church Commissioners have regular discussions with the Association of English Cathedrals, and cathedrals have made huge efforts to reach out to people in their areas. Lichfield cathedral, which I know is close to my hon. Friend’s heart—I think that he lives within its shadow—will be having an illuminations show and will hold as many services as possible, including some outside if necessary.

Thank you, Mr Speaker; I am indeed very close to Lichfield cathedral, and the dean of Lichfield cathedral is the chairman of the Association of English Cathedrals. We are all delighted that we are going to have services this year and he has sent me a question, and I am going to read it, because he only lives a few doors down, and I have given my hon. Friend prior notice of the question. The dean asks, “What additional support can be given to cathedrals in the first quarter of 2021 to ensure they remain open and responsive to public need?”

The hon. Lady is absolutely right to raise this completely horrific practice. I can tell her that the Bishop of Gloucester has led discussions with Ministers about the role of faith communities, which are often the first point of call for people in need. Parishes are often willing to scale up support for people suffering from gender-based violence and domestic abuse. It is important that there is a level playing field for all providers of support and advice services, including church ones. That is what we are doing in the UK, but I take her point about the global nature of this issue and the important role that the Anglican communion has in engaging with it.

I used to enjoy a hymn sandwich before this interdict, but I have broken the habit. How is my hon. Friend going to lure us back if we are not allowed to sing? May I suggest, as a minimum, shorter services, even shorter sermons, some comfortable words from the Book of Common Prayer and an end to prating prelates?

That is a challenge indeed, Mr Speaker, but what I would say to my right hon. Friend is that I hope he has taken part in some of the uplifting online worship and services that have been available to him during the lockdown, and I would add that the warmth of the welcome, the opportunity for fellowship and the chance to grow in faith through prayer, worship and the revelation of God’s word will prove an irresistible temptation to my right hon. Friend to return.

The Church is delighted to be able to throw open its doors again, so that we can gather again for public worship and weddings in the way that we have not been able to do over the past three months. We will make sure that people are safe. I know that clergy and church wardens are taking their responsibilities very seriously to make sure that people are safe when they come, and we are really looking forward to seeing them back again in all our churches.

We are now heading to the shadows of the spires of Lichfield cathedral with one Michael Fabricant.

Thank you, Mr Speaker: from where I am sitting now Lichfield cathedral is just about 100 yards behind me.

Lichfield has a great choral tradition; we have a choral school and the services are very good. It is open for two hours a day at the moment for private prayer, but when does my hon. Friend anticipate that we will be able to go to evensong and enjoy the wonderful choir that sings there?

Each set of pension trustees has its own responsibilities, but I note that the Pensions Minister, the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Hexham (Guy Opperman), has said it is important that all pension fund trustees understand the risks and opportunities posed to their investments by climate change. I am always delighted when others follow where the Church leads.

During this national crisis, there has been a vital role for the established Church to represent the concerns and fears of the whole nation. Does my hon. Friend agree that the physical presence of a parish church, open for prayer and attended by its priests, is an important signal that we are not alone in our struggle? Health workers, care workers, bin collectors, posties and now all those who are unable to undertake their work from home have been asked to accept additional personal risk to carry out their important work for the health and wellbeing of the nation. Should our clergy not be allowed to provide the same level of service to their—[Inaudible.]

Whatever you can answer of that.

I very much agree with my hon. Friend about the physical presence of churches, but while our buildings may be closed, the Church is very much alive and has been astonishingly present in the midst of suffering and need, providing comfort, inspiration and a great deal of practical help. Those who allege that we have done nothing or vacated the field are not correct.

The priority for the Church has been to continue its vital service to those in material and spiritual need in all communities despite the restrictions imposed. Bishops and the Church are in regular contact with Ministers, and to this end the Church is represented on two Cabinet Office taskforces.

Thank you, Mr Speaker. I have many interests, including cricket, as you do I know.

The smaller charities are struggling because of fundraising difficulties in the current crisis. Will my hon. Friend look at how the Church can work with those charities? It is true that our churches have closed, but the Church has many buildings—church halls and so on—that might be made available. Fellowship and faith are so important at this time, as is our charitable work. I wonder if he can help.
