After a widely supported and successful campaign against a relief road in Harrogate, the transport authority is now looking at a package of sustainable measures to take transport forward in the area. What support will the Government provide to North Yorkshire County Council and other such councils developing sustainable transport packages?

Commons ChamberThe roll-out of the midland main line electrification is obviously a key project, and I will keep the House posted on its progress. I can inform my hon. Friend that the station will get many new benefits from the East Midlands franchise. They will include station wi-fi, LED lighting and help points. There will be improved lay-out and a bus interchange, a multimodal customer information system, drinking water fountains, customer lounges, refurbished toilets, new cafés, customer waiting areas, a third-party west side station entrance development, 60 new secure cycle spaces, six electric vehicle charging points, ANPR car park technology, 200 additional car park spaces and air quality monitors. Basically, it is all happening at Kettering station.
Indeed, and no one knows how to excite and inspire better than the Minister. We will now hear from North Ayrshire and Arran, apparently in relation to matters Kettering. The mind boggles, but we are about to be enlightened.

Commons ChamberMy hon. Friend makes, as ever, a wise point on behalf of the constituents he serves so well. The point about this franchise, and indeed all our franchises, is that they bring benefits for the travelling public. This franchise will do just that. It will be delivering more trains from Kettering, it will be delivering more seats from Corby, and the Government as a whole through their electrification of a significant part of the midland main line will be delivering the electrification that he specified. So his constituents will be receiving a better service in both quantity and quality as a result of this franchise award.
I trust the hon. Member for Kettering (Mr Hollobone) will go about his business with an additional glint in his eye and spring in his step, buoyed by knowledge of the approbation he has received from the Minister on the Treasury Bench describing him as “wise”; I have a feeling it will be framed and appear in an important and public part of the hon. Gentleman’s home.
There will be concern in Chesterfield that the East Midlands rail service currently provided by Stagecoach will no longer be in place. In terms of what the Minister is able to tell us about the process, how many fully compliant bids were there? In terms of the process going forward, what benefits will constituents in Chesterfield see when we move to Abellio trains?
I am sure that expectations are high; they always are higher at the start of a franchise. We have been talking about the customer benefits that will flow from the £600 million that Abellio is investing in trains and stations along the franchise. I understand the right hon. Lady’s point about how benefits can sometimes be delayed, and there has, on occasion, been a sense of jam tomorrow in the delivery of timely upgrades for our railways, but this is a positive announcement and it should be welcomed as such. I recognise that change can cause challenges for people who are used to dealing with a particular operator. That is inevitable whenever we have a change of franchise operator—[Interruption.] May I just make one more point, Mr Speaker?
Blurt it out I will. In terms of PRM compliance—compliance with regulations covering passengers with reduced mobility—I am extremely keen that all our train operating companies should have trains that are PRM compliant by the end of the year. That is the expectation that we have of them.

I do sometimes fall asleep on the trains at the end of the week if I am heading north again. I was not planning such a visit, but I am always happy to visit and I would be happy to take up the invitation that you have just suggested my hon. Friend makes, Mr Speaker. I never think of punctuality as purely an inter-city question; everybody who uses our rail network should be able to expect to be on time every time. That is why the measure of punctuality is being changed to include “on time every time”, including all the stations on a route, not just the final destination. That data is being collected for the first time now and is very encouraging. Let me confirm to my hon. Friend that I agree entirely with his basic point, which is that passengers deserve an on-time service every time, and it is part of my planning.

Commons ChamberI can see, Mr Speaker, why you referred to my hon. Friend as a parliamentary celebrity; that was properly ingenious. I will of course do all I can to help with the Suggitts Lane level crossing issue, and I much enjoyed my recent visit to his constituency and thank him for arranging the roundtable with local businesses.
The operation of the rail network north of the border is a matter for the Scottish Government, so I am not as sighted on the matter that the hon. Lady raises. If I start to become very excited about the issue, I may be treading into devolved territory, which may be inappropriate. However, I am aware of lines up and down the country on which performance has not been good enough, which is why we are investing at a record level to improve that performance.
Surplus excitement is undesirable. The Minister has an exciting enough life as it is, gadding about the country on a variety of different train services, and we are indebted to him.
May I press the rail Minister again in relation to the Pencoed level crossing in my constituency? I have been asking for almost three years now for Transport Ministers to engage in getting the level crossing closed. The Labour-led local authority and the Welsh Labour Government have put forward funding for a transport plan. Wales Office officials are attending these meetings to close the level crossing. Will the Minister commit to sending officials to the next meeting to work towards closing one of the most dangerous crossings in Wales?

Commons ChamberMy hon. Friend has campaigned continually over many years for the reopening of Middlewich railway station, and I know that she has very strong support within the town for this. I know as well that it is a top priority now that the Middlewich bypass has been delivered. We welcome the work being undertaken by the Cheshire and Warrington local economic partnership, including the proposals to reopen the freight line through Middlewich, in Cheshire, for passenger services and to reopen Middlewich station. Findings are due at the end of this month, and I look forward to hearing the recommendations from that work.
I call Tom Tugendhat. Not here—where is the fella? I hope that he is not indisposed, as he is the Chair of a very important Committee of the House. Perhaps he is preoccupied elsewhere; I know not. What I do know is that the right hon. Member for Haltemprice and Howden (Mr Davis) is here. I call Mr David Davis.
If we believed Ministers’ promises back in 2012, passengers on the midland main line would be travelling on new electric trains this year. Instead, they are on old British Rail stock, the toilets empty straight onto the track, and they have to lean out of the window to open the door when the train arrives in the station. That is not great for anyone, and it is certainly not disabled friendly. The Government’s inclusive transport strategy, published last year, does not contain any commitment that all rolling stock on the rail network will meet the accessibility deadline of 1 January 2020—a deadline that this industry has known about for 20 years. The strategy does give that commitment for buses and coaches; why not rail?
If the hon. Lady experiences some of what she has described, I can say only that it must be a most undignified experience for the Chair of the Transport Committee of the House of Commons.
We are making sure that we are dealing with the disability issue. We want to make sure that the rail network offers smooth, easy journeys for people with disabilities. With regard to the rolling stock coming on to the midland main line, of course, we will deliver it as soon as possible.

Commons ChamberThe joint project involving the Rail Delivery Group, train operators, football bodies, supporters’ groups, British Transport police and the DFT has been set up to look into a range of issues around football-related train travel. That work includes the exploration of a flexible ticketing offer for supporters, including for when matches are rescheduled. I am happy to have a conversation with the hon. Lady. I would be interested to hear whether she will condemn the strikes throughout the north on Saturdays, which are affecting football fans’ capacity to get to their matches. Let us hear Labour say something on behalf of football fans throughout the north, and not in support of strikers.
Having heard the right hon. Member for Derbyshire Dales (Sir Patrick McLoughlin) from his seat, we can now have the considerable joy of hearing him on his feet.
My right hon. Friend makes a very valuable point with which I entirely agree. We will look at this matter across the Department.

Commons ChamberThat question is flawed, Mr Speaker. There is nothing ghastly at all about being the rail Minister, and I cannot understand where my right hon. Friend is coming from. I think the reasons for my predecessor’s departure are already documented elsewhere.
The Minister’s portfolio grows by the day. He previously served the House and the nation with distinction as the Parliamentary Under-Secretary of State for buses, so from bus to rail really is an impressive CV, it has to be said. [Laughter.] Well, it is.
My right hon. Friend the Secretary of State is already in discussions on this very issue, and we will get back to the hon. Gentleman with detailed answers.

Thank you. May I first welcome today’s announcement of an HS2 depot in Leeds, which is welcome news for the northern powerhouse? The A59 at Kex Gill is an important trans-Pennine route, and its closure is impacting on residents and businesses in my constituency. Will my right hon. Friend meet me to discuss what support the Government can provide to North Yorkshire County Council to carry out works on that site, including its potential re-routing?
I say gently to the hon. Member for Harrogate and Knaresborough (Andrew Jones) that one of his most endearing qualities is his gentleness and modesty. However, he should not be quite so modest—he is, after all, a distinguished former Parliamentary Under-Secretary of State with responsibility for buses, and that was a motivational factor in my calling him to ask a supplementary at Transport questions.

Commons ChamberWe have had a very comprehensive debate, as is fitting for a Finance Bill. I thank all Members who have contributed.
Some Members mentioned the public sector pay cap. They might not have noticed that it was lifted on 12 September in a statement made by the Chief Secretary to the Treasury. That was confirmed in the Budget on 22 November. Lots of Labour Members commented on the bank levy, failing to recognise that our changes will be raising taxation from the banking sector, and failing to remember that Labour voted against introducing the bank levy in 2011 and against introducing the bank surcharge in 2015.
Many Members have spoken at some length about transport schemes. They will be delighted to know that, excluding in the exceptional years following the financial crisis, public investment as a proportion of GDP will have reached its highest level in decades during this spending period. This includes a 50% increase in transport investment that is funding the biggest road programme in a generation. That will be welcomed by those who are interested in the A19, such as the hon. Member for Easington (Grahame Morris) and my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake). We are also seeing the biggest rail transformation in modern times, which will please many Members.
We heard some comments about tax evasion. It might be worth reminding the House that this Government have taken more action to clamp down on tax evasion than any other Government. The 100 measures we have introduced since 2010 have raised more than £160 billion. The Government’s pledge is that we will continue to act in that way. If Members want the clamping down on tax evasion to continue, they should support the Bill, because it includes measures to take that forward.
One key area that my constituents have raised with me is housing. They have highlighted the fact that in my constituency, the ratio of the average house price to the average salary has reached 14:1. Across England and Wales, the ratio has reached 8:1, which means that it has doubled in just two decades. I had a meeting this morning with the new Conservative Mayor of Cambridgeshire and Peterborough, who highlighted that in his area the ratio is more than 20:1.
The autumn Budget set out our plan to deliver the pledge we have made to the next generation, namely that the dream of home ownership will become a reality in this country once again. A comprehensive set of reforms will not just boost housing supply, but help those who are looking to buy now with the up-front costs that can often get in the way. The stamp duty measure in the Bill will make sure that the tax system does not act as a barrier to first-time buyers who are seeking to get on to the housing ladder.
Let me finish by saying that the Bill is central to the Government’s vision for a brighter future for Britain. It will help to deliver that vision by helping more people to purchase their own home, promoting further economic growth, and delivering a fair, balanced and sustainable tax system. Those are significant steps towards making us fit for the future. We are building on our progress and past successes. The economy is 15.8% bigger than it was in 2010. Unemployment is at its lowest level since 1975 and income inequality is at its lowest level since 1986. We have cut the deficit by more than two thirds and, based on our plans, the OBR expects debt to fall from next year. People have talked about unemployment, which has fallen significantly. Employment has increased by more than 3 million since 2010. Opposition Front Benchers often talk about employment in London, and perhaps they should be aware that employment in London has grown by nearly 900,000 during this period. This Bill builds on successes, and I commend it to the House. [Interruption.] I have run out of time, I am afraid. [Interruption.]

Commons ChamberWe discussed this issue when I was a Transport Minister. All the topography and construction implications as the route is finalised will be taken into consideration as part of the business case.
We all remember when the hon. Gentleman was a Transport Minister and he enjoyed telling us how he travelled to work by bus; I remember thinking that the fellow passengers on the bus must have been absolutely exhilarated to know that they were accompanied at the time by the Under-Secretary of State for buses.

Commons ChamberI thought my hon. Friend was going to say that the sun may be shining more brightly post-Brexit. We are very keen to see the progress of solar as well as all other renewables. We will have to see what happens with pricing, but the key thing is that we will be supporting solar, as it is a key part of our power mix for the future.
There was I thinking that the hon. Member for North East Somerset (Mr Rees-Mogg) was taking an interest in energy saving because he has six children. Apparently not.
Have not the Government actually cut support for solar because, together with new storage technologies, it threatens to become so successful that it would kill off any case for horrendously expensive nuclear?

Commons ChamberMy right hon. Friend the Minister of State may well be trapped in the congestion around Newark on the A1 on his way back home to Lincolnshire. As you will have seen, Mr Speaker, according to the Office for National Statistics my constituents are the happiest of any in the country, but they are kept awake at night by the spate of terrible accidents on the A1 between Grantham and Retford. In the Minister of State’s absence, will the Secretary of State commission a full review of safety along the A1, particularly at Newark and through this dangerous stretch between Grantham and Retford?
I can tell the House that the right hon. Member for South Holland and The Deepings (Mr Hayes) wrote to me to explain that he would be absent today, and I detected in his letter a very considerable sense of regret that he would be outside this country rather than in this Chamber. Personally, I have found it difficult, but we have done our best to manage without him today, and we look forward to the right hon. Gentleman’s return at a subsequent session.
My right hon. Friend is actually in China, rather than delayed around Newark. I am happy to look into the issues raised by my hon. Friend.
I always enjoy the hon. Gentleman’s questions, but this is not a dawdle through Derbyshire. What we are looking at here is a consultation on how we get the routes through South Yorkshire. It is fair to say that there is no consensus on this matter, and I have met him and colleagues from South Yorkshire. We will be responding to that consultation later this year. The point is how we maximise the opportunities for South Yorkshire and the east midlands from HS2. These opportunities will be significant. He should get behind the project and work with us to mitigate the impact, but recognise also the positive economic impact that HS2 will have on our country.
I am extremely grateful to the Minister, but we are running late. I want to hear two more questions.

Commons ChamberAs the Minister knows, the Operation Stack relief lorry park is vital for cross-border transport links between Kent and the continent. The owner of Westenhanger castle has been actively seeking a meeting with the Department for the past six weeks to discuss accessing the compensation package that he has agreed with Highways England, in return for which he will withdraw his application for a judicial review against the park. Will the Minister urge one of his ministerial colleagues to meet me and the owner of Westenhanger castle so that we can resolve this matter and get on with building the lorry park?
That was a very entrepreneurial question, Mr Speaker. I can certainly confirm to my hon. Friend that the roads Minister, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), will indeed meet him.
Before Christmas, a parent at Morley Primary School in my constituency was badly injured when driving in the school’s vicinity, because another car was going too fast, which is a regular occurrence. I have consistently requested that the county council change the speed limit and move the signs—only move them—but it consistently refuses to do so because, it says, nobody has been killed yet. I do not want a child, parent or anybody else to be killed. Is there any way that the Minister can change the criteria by which councils decide to change such speed limits?
Local authorities already have the powers to introduce lower speed limits where they think it is appropriate. I think that that should apply especially around schools. The decision does not have to be a reactive one—waiting until something happens—and it is inappropriate to think in such a way. I suggest that I write to the Highways Authority in Derbyshire to highlight the powers that it already has. My right hon. Friend the Minister responsible for roads will visit my hon. Friend’s constituency in a fortnight or so to discuss roads, so perhaps she could pick the matter up with him then.
I am aware of the issue and the Driver and Vehicle Standards Agency is taking action with Vauxhall to remedy the situation. I would be happy to meet the hon. Gentleman and some of the families affected.

It is a very important question, but, unfortunately, it is somewhat different from the question on the Order Paper. That may explain the Minister’s need to undertake some important research, the fruits of which I am sure we will witness in due course.
Having a disability-accessible train service is hugely important, but disabled people need to be able to get to the train station in the first place. What is the Minister doing to make sure that local authorities have a more consistent approach to making our built environment more disability-accessible, particularly in making sure that we have more consistency in shared space schemes?

Commons ChamberI am acutely aware of how important this is for people. If some people lose their licence, they may also be losing their means to continue their careers. The DVLA is working on the matter by bringing in extra personnel and so far it has been successful: the average processing time last year was 53 days, and so far this year it is 38 days and we are working to reduce that even further.
The Minister felt a compelling need to read out part B of the brief, but we are grateful and we are better informed.

Commons ChamberI thank our excellent roads Minister for clearly stating the improvements from Stonehenge to Ilminster and through to Taunton, which are very welcome, but there is a stretch from Ilminster to Honiton that actually needs a little more improvement. We have got the co-operation of the Blackdown Hills AONB partnership, and we could actually get a 60-mile road through to Honiton, and on to Exeter, to make sure we have a second arterial route to Devon and on into Cornwall. I would like an update from our excellent Minister.
The hon. Gentleman wants a detailed disquisition from the Minister, and I fear he will not be disappointed.
The first road investment strategy did include some smaller scale improvements to that section of the road to improve safety and journey quality. However, it is a very challenging area in which to make improvements: it is a protected landscape and a very beautiful area, as my hon. Friend showed me when he drove me along the routes last summer and I heard at first hand the opportunity presented by such investment. We have started the second road investment strategy process, and Highways England is developing route strategies to inform that process. I will obviously take account of my hon. Friend’s contribution in the process, and I will make sure that Highways England liaises with him locally.
I am aware of the Roadmaster velocity patcher, and the Government certainly support the use of innovative and efficient methods to maintain our local highways. We have provided a budget of more than £6 billion for highways maintenance, plus there is the pothole action fund. We have introduced incentive elements to the highways maintenance fund, which includes an element of collaboration. I should like to see local authorities working with their neighbours right across the country in exactly the way that my hon. Friend describes.

Commons ChamberMr Speaker, may I quickly associate myself with the generous tribute you paid to those great servants of the House, but point out that you seemed to omit the time and date of the lavish retirement party you are putting on for them?
May I say to the rail Ministers that they have challenged us to speak to the facts? According to the BBC, the facts are that the trans-Pennine electrification is in severe doubt because of what is happening in the south, where electrification is four years late. New trains are arriving before the rails are ready and they are parking them up in sidings.
I am not sure the hon. Gentleman will be on the party invitation list with a question that length.
The hon. Gentleman is wrong. Let me briefly remind him that under this Government there has been more electrification than in the entire 13 years of the previous Labour Government.
The taskforce informed the next control period and the control periods after that. The detail of the content of CP6 is not yet complete.

Commons ChamberThat is a very interesting question. I have driven one of the new high-tech HGVs; obviously, without a licence, so it was on a testing track, not the highway network. I was struck by how helpful the vehicle is—it includes large numbers of automated systems —but also by the amount of information that comes at the driver. I do not think we should compromise on safety, and I suspect that the current regime is just right.
One wonders whether there is any limit to the talents of the Minister.
What is the Minister doing to encourage negotiations between the DVSA and staff in relation to their dispute? There was a high turnout in the vote for industrial action. Will the Minister either refer the matter to ACAS or push the powers that be into negotiations?
I am aware that the visit by Elvis is one of Prestwick’s claims to fame, but there are several other contenders in that competition. I would, of course, be delighted to visit.

In the summer 2015 Budget, my right hon. Friend the Chancellor reaffirmed the Government’s commitment to the development of a northern powerhouse, a key part of our plan to deliver sustainable economic growth throughout the country. The new clause and amendments, on sub-national transport bodies, or STBs, will strengthen the development of the northern powerhouse and, potentially, the midlands engine and other areas of our country too. In this House and in the other place, we are transforming northern growth and rebalancing our country’s economy. That is not to the detriment of London; it will complement its economic might and build stronger links between cities, so that hardworking people and businesses can access markets and make the most of their skills and dynamism wherever they are.

The point remains that the Department for Transport is committed to ensuring that disabled people have the same access to transport services and opportunities as other members of society. That is why we are fully backing the Access for All programme and rolling out more disability access to buses. That is a measure of its success. The programme has generated a positive response. Research at stations that have benefited from the programme has found that passengers with mobility impairment have a better travelling experience as a result, and that goes up among those who have wheelchair issues.
The Minister will know that about 60% of disabled people live in a household without a car and that disabled people use buses 20% more than others. He will also know that since 2010, 70% of local authorities have cut funding for bus services. We know that more cuts are on the way, like those that were announced in my county this week. Does he understand what impact those cuts will have on disabled people? What proper assessment has he made of the potential impact on disabled people?
I entirely agree with my hon. Friend. Long stretches of roadworks frustrate drivers, especially as they near completion. I have raised that matter with Highways England and challenged it to deliver its work in sections that are shorter in length and over a shorter period of time. It has undertaken to do so by reducing the length of works to between a third and a half of their current size and by having more intensive and longer hours of working, including more night-time and weekend working.
If the Minister can get it sorted out, who knows, he might be carried aloft in the House.

Commons ChamberI note my hon. Friend’s concern, but I believe that decisions about funding to support local bus services are best made at local level. I would say, however, that the Government are continuing to make substantial funding available to bus operators and local authorities through the £250 million bus service operators grant. Additionally, I understand that FirstGroup has made significant investment in local buses in south Hampshire. All the buses in that area are fitted with free wi-fi, and most are fitted with next-stop displays and audio announcements. This is being delivered in partnership with Solent Transport and with Department for Transport funding, and therefore involves a mixture of public and private funding. I share with my hon. Friend a desire to see a strong bus sector.
Further copious detail, if required, could always be lodged in the Library of the House.
Just as the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill) came into work on his bicycle this morning, I came in on a bus. It was a clean bus, and the Government are investing heavily in clean bus technology all over the country. I am not quite sure when the hon. Member for Huddersfield (Mr Sheerman) was last on a bus, but if he looks around the country he will see an enormous range of clean buses right across the UK.

Commons ChamberWe have heard about the success of our tourism section, but the business tourism sector is sometimes overlooked. The conference market is very international and huge in scale. It plays a significant role in my constituency, with the Harrogate International Centre driving much of our local economy. I ask the Minister to focus on that, alongside all her other work to promote our tourism sector.

I have raised the issue of interest rate swaps with Ministers before and have been grateful for the action taken, but this issue is still hurting businesses in Harrogate and Knaresborough. May I ask the Secretary of State to keep this issue on his radar and to work across government to try to resolve this as quickly as possible?

Commons ChamberThe UK internet economy is forecast to grow to 12% of our GDP by 2016. North Yorkshire is well placed to capitalise on that growth through its leadership of the broadband roll-out and its Superfast North Yorkshire project. May we have a debate on the digital economy and what progress we can make on that, as it is critical to future economic growth?
My hon. Friend is right, and across the country the Government are actively pursuing access to fast broadband so that every part of the country can have the economic stimulus that it provides, the social interconnections it sometimes enables, and better delivery of public services. I hope we will have a competition, because different places across the country are proceeding at different paces—from my experience, I am sure that north Yorkshire will be among those at the forefront of such a competition.
The hon. Gentleman has asked his question. We are grateful to him and I should not have forgotten quite so quickly. I am sure that it was otherwise extremely memorable; it was entirely my fault.
