That this House has considered transport infrastructure in Redditch.
It is a great pleasure to serve under your chairmanship, Mr Hollobone, and to raise this issue. As the MP for Redditch, I have one simple aim: to work with my colleagues in local government—in town hall and Worcester city hall—to unlock Redditch. I want to unlock the full potential of our great town. Naturally, that aim is multifaceted. I welcome the recent cut in business rates and investment in housing stock, and I am actively promoting the regeneration of our town centre, but a critical part of our strategy to truly unlock our town is improved transport infrastructure.
These are exciting times for Redditch. Growth is good and the future is bright. Our manufacturing businesses, such as Mettis Aerospace, are second to none, but new commercial enterprises are developing all the time, too. Now is the time to invest in our town’s future, boost productivity, drive prosperity, create new jobs, increase people’s earning power and ensure that our town remains a great place to live, work and raise a family.
With respect to transport, my vision is of a cleaner, greener Redditch with upgraded rail infrastructure, improved bus services and better pedestrian facilities. A considerable amount of work is already taking place, thanks to the local enterprise partnership, Worcestershire County Council and Redditch Borough Council. Due to their hard work and the strategy they have put in place, plans are already under way. The local Conservative council has secured investment for the upgrade of Redditch station, with possible plans including a second platform, additional parking and a better link into the Kingfisher centre. That is a really positive development for our town’s future. Currently, as people arrive at the station, they do not get the optimal impression of the kind of place Redditch aspires to be. We want to make that first impression on people. Momentum must be maintained, and I urge the county council to continue to pursue its strategy apace. I raise that regularly in my meetings with county councillors.
I am pleased that the rail strategy recognises the need for better connections with Birmingham in the longer term. Does the Minister agree that towns such as Redditch rely on regular, fast commuter connections into the city, because many of our residents work in Birmingham or travel there for shopping and leisure, and that we should continue to look at how to provide those connections? Surely, connectivity across all our metropolitan regions is vital to boosting our economic growth. We have already seen investment in HS2, which will provide connectivity between London and Birmingham, but secondary links with urban centres outside the main city centres are vital to jobs and investment too.
Does my hon. Friend agree that bus services are key to a multi-modal approach? At the moment, the attitude of county councils around the country is to try to take away subsidy for bus services, which has left the vulnerable unable to get about. What does she want to do in that respect for Redditch?
I thank my hon. Friend for making that good point. I will come on to bus services, but I certainly agree with him. We all know that local authorities’ budgets are under pressure, which means that they find it difficult to maintain services that are loss-making but are vital to constituents in remote rural areas. That is especially true for elderly and vulnerable people, who rely on those services to take part in day-to-day activities, with all the benefits for an independent life that they bring. I thank him for making that point, and I am glad he agrees with me. I will come on to bus services directly, so his intervention was timely.
I receive a lot of correspondence from constituents about bus services in Redditch. I hold a bus tour to Parliament—to this very room—once a fortnight. A number of constituents come to see me, and we do a question and answer session. We always start with Brexit, but we go straight from that to buses. My constituents are really interested in bus services, and they are desperate for a better service.
The service in Redditch is run by Diamond Bus. I thank it for its constructive approach to criticism—it takes the time to look into the issues we raise—but, as my hon. Friend said, local bus services should be a higher priority for support from central Government. That would enable local authorities to commission improved services, especially in rural areas, that they cannot deliver with the funding that is available at the moment.
I therefore call on the Government to recognise our local authorities’ challenges and support them. Many bus routes do not make a profit, but they are an absolute lifeline. My constituency covers not only the town of Redditch, which is an urban area, but the rural ward of Wychavon. For elderly residents who cannot drive, the lack of bus services hinders their capacity to live an independent life, which is what we all want for our elderly constituents.
In the west midlands generally, the West Midlands Combined Authority has invested more than £100 million in upgrading its bus fleet, which now includes brand-new buses with some of the cleanest engines on the market. Unfortunately, areas such as Redditch do not have the critical mass of such a large transport authority, so we do not benefit from the same level of investment. Andy Street, the West Midlands Combined Authority Mayor, has called for buses across the entire metro area to meet the latest Euro 6 emissions standard. Will the Minister please outline the Department’s thinking on supporting cleaner vehicles for smaller areas such as Redditch?
We are all aware that air quality is a critical issue, and that dangerous small particles emitted by vehicles penetrate deep into people’s lungs and cause harm in the long term. I welcome the Government’s commitment to reducing emissions to net zero, but they should focus too, hand in hand with that, on the quality of the air we breathe. We know that polluted air can cause long-term health conditions, and our citizens—especially our children—should be protected from that. Of course, public transport must play its part in achieving that objective.
As well as addressing issues with public transport and longer commutes, we should focus on improving shorter journeys, so I wholeheartedly welcome the Government’s ambition to make cycling and walking the natural choices for shorter journeys by 2040. Of course, a lot of work has to take place to make those realistic options for people. Redditch is perfectly placed to take advantage of that—we have beautiful green spaces around every corner, plus a network of easily accessed routes—but much more can be done to encourage more residents to leave their cars behind and take to two wheels or two legs.
The benefits are immense. We know that investment in walking and cycling can improve people’s access to green space, tackle loneliness and reduce health inequalities. The Government are rightly prioritising cycling and walking, and have allocated £476 million for cycling and walking infrastructure from the local growth fund for local enterprise partnerships. An important component of that is the requirement for local government to invest around 15% of local transport infrastructure funding in cycling and walking infrastructure. That kind of investment can really help to integrate communities, improve people’s access to green space, tackle loneliness, improve social housing and reduce health inequalities.
I pay tribute to the Church Hill Big Local group, which has launched a programme of weekly local walks. People from across the area join the group for a walk around the neighbourhood, often visiting hidden beauty spots, enjoying an hour outside in a green environment and making new friends. It is simple, free and open to all. It is growing in popularity and building a genuine, strong sense of community in the area, which is welcome. We know that if people are not accustomed to taking walks and do not know the area well enough, they may lack the confidence to go out. Going out with a group or with family, turning off the TV and leaving the screens behind—even for only an hour—has huge benefits for mental and physical health, which we all need in our busy lives these days.
There is such an opportunity to join up the initiatives with the new focus on social prescribing by GPs. Simple steps, such as walking and cycling, have a positive impact on mental and physical health. There is an opportunity to harness technology. We can have more apps on phones to direct local residents to their quickest cycling and walking routes. There is an opportunity to work with Ordnance Survey, especially in a new town such as Redditch, where mapping has not always caught up with house building programmes. Technology can play a part in opening up opportunities for local residents who have newly moved to the area to access green space and all the benefits that that brings.
I want to touch on the future of driving. The Government are committed to ending the sale of conventional petrol and diesel cars and vans by 2040, but there is a lot of work to do to ensure that we have the infrastructure and technology to enable people to harness cleaner, greener vehicles that are better for the environment and cheaper. Recently, we have had discussions with the local borough councils about how they will ensure that we have enough charging points for electric vehicles in a town such as Redditch. How do we develop the batteries to ensure that the cars are fit for purpose and can genuinely replace a petrol or diesel car? Colleagues may be interested to know—I learned this just this week on one of my bus tours—that people with pacemakers cannot recharge electric cars. I was not aware of that, and clearly we need to look at that if we want people to use electric cars. Those fitted with a pacemaker cannot approach a charging point, so we need to change something to help people take advantage of the technology. There clearly are enormous opportunities that will bring enormous benefits to my constituency of Redditch and to others up and down the country.
We all need transport to live our daily lives, and at the same time we need to look to the future and make long-term plans. We have the comprehensive spending review coming up. Sometimes transport is seen as a poor relation. Everyone thinks that other priorities such as policing, schools, education and hospitals are top of the list, and I cannot disagree with that, but we need to think about these more mundane—pedestrian, perhaps—projects that are so important day to day and make a real difference to people’s quality of life. I very much thank the Minister for coming to respond to my debate, and I look forward to his remarks.
It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate my hon. Friend the Member for Redditch (Rachel Maclean) on securing this debate on transport infrastructure in Redditch. She is a doughty campaigner and constituency representative for Redditch, and I commend her work in that regard. She is absolutely right that transport infrastructure is seminal and of considerable importance, not only because it helps people to get from point A to point B, but because it helps our economy and our health and wellbeing, and it helps our entire society to function.
Redditch sits right at the heart of a dynamic region that is key to the UK economy. The midlands is home to more than 10 million people, more than 815,000 businesses, 21 universities and two international airports. Its economy is worth £237 billion to the UK as a whole, and it generates more than 13% of the UK’s gross value added. Her area and region are of extreme importance.
There is a lot going on in the midlands. There are the 2022 Commonwealth games. Coventry is our 2021 city of culture, which I had something to do with as Culture Minister. To capitalise on the region’s strengths, the Government have established the midlands engine partnership, with the goal of creating a midlands engine that powers the UK economy and truly competes on a world stage. We want to make the midlands an even better place to live, work, study and do business, improving opportunities and quality of life for the people of the region.
My hon. Friend’s region sits at the heart of our transport network. Investment is not just critical for regional success, but is key to our national success. That is why, among other things, we are building High Speed 2, which will be the new backbone of the national rail network, improving capacity, connectivity and growth. The midlands will be the first region to benefit from that new railway.
That covers rail, but we are also investing £1.8 billion in the region’s roads, motorways and trunk roads. We are investing £1.7 billion from the local growth fund, which includes investments in transport schemes across the midlands region. Our £1.8 billion investment in strategic roads includes a major investment on the M42, which my hon. Friend knows provides Redditch with vital connectivity to the wider motorway network. That investment will create a smart motorway at the interchange of the M42 and M40, helping to ease congestion and smooth traffic flows. Work is expected to begin on that important scheme as soon as next March.
My hon. Friend will not need me to tell her that local transport and local issues more generally are often at the front of people’s minds. The local highway network is one of the most valuable national assets and an essential component of our economy. To that end, the Government are investing more than £6 billion in local highway authorities outside London between 2015 and 2021. The £6.6 billion of funding includes nearly £300 million for a pothole action fund, which is being allocated to local highway authorities between 2016 and 2021 to help repair potholes or stop them forming in the first place. Funding from the pothole action fund is enough to repair, or stop from forming, more than 5.9 million potholes on average. That funding is not ring-fenced; its use is entirely at the discretion of highway authorities, based on their local needs and priorities. Between 2015-16 and 2019-20, Worcestershire will receive more than £85 million to help maintain its local road network alone. That includes more than £12 million for small-scale transport improvements.
With the creation of the major road network—comprising around 5,000 miles of our most important A roads—the most important local authority roads are now in scope for new funding from the national roads fund for upgrades and improvements. Regional prioritisation of improvements to such roads is the responsibility of some sub-national transport bodies. Roads that serve Redditch—the A448, A441, A435 and A4023—are part of the major road network and could be eligible for that funding. I encourage my hon. Friend and her local authority to look into that, because that funding, subject to regional prioritisation, could apply to those roads.
As my hon. Friend will know, Redditch forms the southern terminus of the cross-city line, which provides a regular train service from Redditch to Birmingham New Street and on to Lichfield Trent Valley. I am sure she has used the service more than once. Local rail users are now benefiting from the £100 million Redditch branch enhancement, which was completed in late 2014. That has allowed for a more frequent train service, rising from two trains each hour to three trains each hour in each direction. Passenger numbers at Redditch have since grown from just below 900,000 in 2014—889,366, to be precise—to nearly a million in 2018.
Rail services to Redditch are now operated by West Midlands Trains, which started running the franchise in December 2017. As part of the franchise agreement, it has committed to deliver £700 million of investment in new and refurbished trains, which matters a great deal to commuters and rail passengers. That includes 400 brand-new carriages, of which 100 will be for the cross-city line, which serves Redditch. Those carriages will offer metro-style services, with increased space to carry more passengers, and wider doors for quicker access.
The existing class 323 trains on the cross-city line are currently undergoing a major overhaul to improve the experience for passengers. Customers will benefit from accessibility improvements, upgraded passenger information screens, new seat covers and a deep clean of the interior. Thanks to Government investment, those improvements will make travelling on routes relevant to my hon. Friend’s constituency more enjoyable and easier for those requiring accessible facilities. The improvements will bring the inside of the units up to modern standards, after 25 years of operating on the route.
As part of its franchise, West Midlands Trains will also invest more than £60 million in station improvements, which will deliver more than 1,000 new car parking spaces and thousands more cycle parking spaces, as I announced in the last couple of days. West Midlands Trains will also deliver more than 800 new digital information screens, provide realtime journey information and free wi-fi, introduce compensation for delays of more than 15 minutes, and invest more than £70 million in new and existing depots to improve train reliability. Redditch will also benefit from earlier and later services to and from Birmingham, as well as more frequent Sunday services from 2021 onwards. The Government are investing in transport infrastructure in the Redditch area and across the country. We see that in both road and rail improvements.
Alongside rail, local bus services remain central to people’s transport choices, accounting for around 59% of all public transport journeys. My hon. Friend asked for acknowledgment that Redditch relies on regular, fast commuter connections. I, of course, acknowledge that. The Government remain committed to improving bus services. Each year, my Department provides a quarter of a billion pounds in direct revenue support for bus services in England via the bus service operators grant scheme. Of that sum, more than £43 million is paid directly to local councils outside London to support buses that would otherwise not be commercially viable, but which local authorities and services consider socially necessary. The rest goes to commercial bus operators. Worcestershire County Council—my hon. Friend’s local county council—receives more than £530,000 in that grant. Without that support, I venture to say that fares would certainly increase and marginal services would disappear.
I thank the Minister for that information. The subsidies that he describes are essential. Are there any incentives or grants in operation to enable bus operators to upgrade their fleets and exchange them for greener and cleaner vehicles?
Government funding supports the approximately £1 billion spent by local authorities on concessionary bus passes every year, and the Government have committed to protecting, at first, the very popular national bus travel concession, which is of huge benefit to around 10 million people, allowing free off-peak local travel anywhere in England. On the clean environment, the Government want the UK to be the best place in the world to build and own electric vehicles, which my hon. Friend mentioned, and have already supported the installation of more than 100,000 home charge points. So we are investing in all manner of ways to support such things.
The bus concession is something we have been investing in. It provides older and disabled people with greater freedom, independence and a lifeline to their community. Local authorities are best placed to decide how to provide support for bus services, reflecting local needs within available budgets. The deregulated bus market works well across much of the country, although in some areas the deregulated market has not always responded effectively to the changing needs of the population. However, to answer my hon. Friend’s question directly, the Government have spent nearly a quarter of a billion pounds—some £240 million—on greener buses since 2010, when we came into office. That is of course very positive.
I am pleased that Worcestershire County Council plans to launch a public consultation, with a view to developing a new passenger transport strategy that meets the needs of residents in Redditch and the wider region. The Bus Services Act 2017 contains a range of options for local authorities to improve local bus services and drive up passenger numbers. In addition to franchising, there are new and improved options to allow local transport authorities to enter into partnerships with their local bus operators, with a view to improving services for passengers.
Accessible information powers in the 2017 Act will require all operators of local bus services to provide audio and visual route and next stop announcements on board their buses across Great Britain, helping to remove barriers to bus travel, particularly for those with disabilities or accessibility needs. We are also pioneering technology such as our forthcoming bus open data digital service, to overhaul bus services across England and give passengers the information that they need to travel with confidence.
I am pleased that Swift, the west midlands travel smartcard, now has more than 3.5 million users, and has transformed how people use public transport in Redditch and the west midlands. Data from Transport Focus, the independent transport user watchdog, shows that congestion and roadworks are among the top factors that passengers think affect the length of their bus journeys. Together, local authorities and bus companies can identify the congestion hotspots that disrupt bus journeys and, through partnership commitments, do something about them.
I hope that I have assured my hon. Friend of my, and my Department’s, strong commitment to transport in Redditch, Worcestershire, the midlands and this country. I commend her for her work and advocacy on behalf of her constituency.

Commons ChamberIt is a pleasure to follow the hon. Member for Ogmore (Chris Elmore). I also warmly welcome the work the Minister has done to improve safety for all road users, especially cyclists and pedestrians, and will use my time to touch on two local issues that are very important to my constituents in Redditch.
First, I pay tribute to an impressive lady called Lucy Harrison, who is a local representative of a charity called RoadPeace. She has made considerable efforts in fundraising and raising awareness of the impact of speeding after her brother was, tragically, killed in a road accident. He was a pedestrian hit by a reckless driver travelling at double the speed limit and was killed instantly. The accident was investigated, and a post-mortem was performed on Lucy’s brother within 48 hours, but during the trial the defence counsel requested a second post-mortem, and this did not take place for three months. That was over the Christmas period, and we can only imagine the agony and distress of her and her family during this time. The burial process was severely delayed, denying Lucy and her family a chance to say goodbye to her brother until a long time after his death. The admirable charity RoadPeace is doing excellent work on this issue, and many second post-mortems take place as a result of road traffic accidents, so this is ultimately a matter of road safety.
There is widespread confusion regarding a defendant’s right to a second post-mortem. I recently met the excellent Justice Minister my hon. Friend the Member for Charnwood (Edward Argar) to discuss this matter and he assures me that new guidance is currently being drafted by the Chief Coroner. However, through the Minister’s work in improving road safety, the incidence of even first post-mortems can be avoided, so the pain and anguish of many families who have to experience loss as a result of road traffic accident can be reduced.
I believe more can be done by local councils, which leads me on to the second issue I would like to briefly raise, and in doing so I pay tribute to another constituent, Katie Houghton. She runs a mental health awareness project called Midlands Messages of Hope, which simply seeks to reduce suicide. It is a superb local initiative, but I was saddened by Worcestershire County Council’s actions in tearing down more than 150 heartfelt messages of hope attached to the Muskett’s Way footbridge in Redditch. It is a place where people have been known to take their own lives, although the suicide rate is no higher in Redditch than elsewhere. The bridge spans a busy road, the Bromsgrove highway, and those messages are intended to make those who are on the edge think again, and they work alongside Samaritans signs that are also displayed. It is claimed that similar initiatives elsewhere save lives, so I implore the council to rethink its policy. Suicides can of course cause accidents, which makes that bridge and road in my constituency dangerous, and people perceive it as dangerous.
Road safety affects us all, both those who drive and those who do not. I am approached by constituents on a number of issues, but speeding is always at the top of the list, particularly in areas like Feckenham. People are always asking for more ways to tackle speeding. An Opposition Member mentioned speeding around schools and we all want children to be safe.
I must mention horses, because mine is a rural constituency. I support the very effective “Dead Slow” campaign to keep horses and their riders safe.
I should like to mention driving licences for dementia sufferers. I have written to the Minister about this before. I am the daughter of a dementia sufferer, and I had to go through the process of having my mother tested for driving and basically having to get her off the road because she was a danger to herself and others. That process was incredibly difficult and traumatic, especially as she lacked the awareness that she was an unsafe driver, which is itself the result of the disease of dementia. Please will the Minister look again at this policy area? Unfortunately, dementia is increasing, and I am sure that more and more of us will be touched by this sad state of affairs.
I am pleased that more investment has been made by the Minister, and I hope that this will help us to maintain our safe roads. We must keep the focus on that issue. We must decrease the amount of accidents that happen on our roads, reduce risks and protect vulnerable people, and we must always work to prevent the pain and grief that are caused by an unsafe road environment.

Commons ChamberThe London North Eastern Railway started operations on 24 June. We are in the process of establishing the east coast partnership board, and we will ensure independent representation on that board. We are in consultation with stakeholders across the length and breadth of the line to ensure that their views are taken into account in the management of that new operation.
In Redditch there are only two electric vehicle charging points, but nearby Coventry has 25. Redditchians are just as keen as Coventrians to take advantage of electric cars. What are the Government doing to help them?
My hon. Friend is right to focus on charging points. We have a large charging point network, and we are rapidly expanding it. As she knows, we have just announced a local charging infrastructure fund of £400 million. A lot of work is being done with local authorities, and I encourage her to work with us to develop further charging points in her area.

Commons ChamberWe are working our way through the recommendations of the Gibb report, and we are working our way through the automation of ticketing, which I think is a prerequisite of the broader fares reform that is necessary. The hon. Gentleman will be aware that the keyGo card has just launched across the Govia Thameslink Railway network, and that smart ticketing is progressing. That will provide the opportunity for fares reform in a way that has not been there previously.
During the recent appalling weather, Worcestershire County Council has been sharing information about where the nearest grit bin can be found, and getting the gritters out on the road. Will the Secretary of State join me in praising them for helping residents to prepare for the recent appalling conditions?
I absolutely praise them, and I am delighted that we have ample stocks on hand to deal with the current inconveniences. I put my hat squarely back on my head to deal with that on a personal level. Not least of the joys of this particular scheme and approach is that they open the way to Herefordshire, a place that I know the House will wish to visit on regular occasions.

Commons ChamberI do not think that that is the case, but there is nobody better than the Secretary of State to answer those points. The tremendous investment at Reading station has improved the whole network to the south-west. The investment at that station alone was in the region of £800 million or £900 million. Extra flyovers were put in to improve capacity down to the south-west.
The improvement in overall capacity is brilliant for the people we represent in towns such as Redditch that are outside the major conurbations. The improved capacity will create an opportunity for more services from Redditch to Birmingham for commuting and jobs.
My hon. Friend is right that HS2 will free up a lot of capacity that is currently used not for local services, but for services from London to Birmingham and on to Manchester. That is one of the answers provided by HS2.
Twenty-seven, yes. Do not knock that, though. We are talking about ancient trees and woodlands, which cannot be repeated. We cannot dig them up and then replant them because—hey!—they are not ancient anymore. The definition of an ancient woodland is that it has to be 400 years old with a soil structure that can only be generated when it is 400 years old. As the Secretary of State said, all large infrastructure projects will cause damage, and of course I accept that. But if we had gone with the original Arup route, which Lord Adonis thought would be far too slow—it would only run at high speed, not ultra-high speed—we would not have had so much damage.
I am very pleased to see my hon. Friend the Member for Poole (Sir Robert Syms) in the Chamber. He ought to be a right hon. Member because he chaired the High Speed Rail (London - West Midlands) Bill Select Committee for phase 1. I praise all the Members who served on that Committee, because at least I can offer my constituents the hope that, if the Committee that will be set up if this Bill goes through Parliament is half as good as his Committee, there will be improvements. If people petition and petition well, there will be changes to the route.
Finally, I re-emphasise the point I made earlier in a question to the Secretary of State. It is important that we do not lose sight of the west coast main line and continued passenger services. I believe that 44 railway stations on the west coast main line will not be directly affected or served by HS2. We still need our Virgin trains and our slower trains including the excellent service that is now being provided by London Northwestern Railway, which succeeded London Midland, which, incidentally, started off badly but improved a lot during its franchise period.
There will come a time when the Pendolinos will become unusable because they have reached their age limit. It is hugely important that the Department for Transport begins to start thinking about a replacement for that high-speed service, because Lichfield commuters do not just commute into Birmingham, Stafford and places like that—they are commuting down to London daily. One very senior guy at the BBC said to me, “Michael, I don’t have to send my kids to a private school”—this is the BBC for you, but we know about their salaries—“because the schools are so good in Lichfield, and I can afford to live in a large house with lots of land around me, which of course I could never do in London.” That is thanks to the Pendolino service.
With regard to broadcasters and where they could be located for their jobs, does my hon. Friend not think that HS2 is a great argument for Channel 4 to be relocated to the west midlands, because the Channel 4 executives could commute from London, or wherever they like to live? They could be based in Lichfield and make their programmes there.
They could be based in Lichfield, yes, or in Birmingham. I hope that Channel 4 will indeed move out of London. I know that this is completely out of order, Madam Deputy Speaker, but I am now putting in our bid for the west midlands on that.
I have explained why I cannot support this Bill. I will not press my amendment to a vote, but if, as I expect, there is going to be a Division on the substantive motion, I am afraid that I will have to vote against the Government on this occasion.
It is an honour to follow the right hon. Member for Chesham and Amersham (Dame Cheryl Gillan). I too welcome the Minister to her post and wish her very well.
In the UK, we are rightly proud of our status as the birthplace of the railways. However, our rail infrastructure —much of it from the Victorian era—requires significant investment if it is to continue to serve the people of Britain in the 21st century. In our 2017 manifesto, Labour promised to create a national transformation fund to invest some £250 billion over 10 years, and we remain firmly committed to investing in our nation’s infrastructure.
HS2 represents one of the largest infrastructure projects in Europe. The scheme will provide much needed capacity to support future demand for rail services, and it aims to deliver wider economic benefits to the regions that it serves and beyond. Although very few would argue against those goals, it is crucial that the project is conducted in the right way: by providing jobs and opportunities to our young people, minimising the disruption caused to our communities and protecting our precious environment.
Although I support the HS2 project in principle, I think it is important to focus on a number of issues. London’s economic output is more than double the rest of the UK average. For the country as a whole to prosper, the balance needs to be redressed, not to the detriment of Londoners but for the benefit of all. According to Government figures, when HS2 is fully completed, it will deliver a benefit-cost ratio of 2.3 when wider economic impacts are included. I want to make sure that those benefits are shared by as wide a group as possible, and especially the areas that are directly affected by the construction of the line. Billions of pounds of taxpayers’ money is being spent on this project; that money must benefit more than just the shareholders of a handful of large companies.
Both the Birmingham chamber of commerce in my constituency and the Greater Birmingham and Solihull local enterprise partnership support HS2, recognising the economic benefits that better connectivity will bring. I want Birmingham’s economic output to continue to grow, its people to find well paid, secure and skilled jobs, and the city’s potential to be further recognised as a result of the project. I want to see the construction of HS2 ignite greater interest in engineering among our young people, and apprenticeships to be made available to all young people in our communities, whatever their background.
I completely agree with the hon. Lady about the benefits and how they should be spread across Birmingham and the region. Does she also agree that this is a great opportunity to capture the talents of women, particularly in engineering, in this Year of Engineering?
I absolutely agree; we need to see more women coming into engineering.
However, one of my concerns is that the recent fiasco surrounding the east coast main line franchise, combined with the demonstrable success achieved after the last private sector rail bail-out by Directly Operated Railways, serves only to highlight the need for public ownership of our railways. At a time when living standards are squeezed, wage rises are not keeping pace with the cost of living, and rail passengers have just had to endure the largest fare rises in five years, it is not acceptable for private companies to table inflated offers for these vital services, extract the profits, and then simply walk without honouring their commitments.
Finally, this project should not come at the expense of our environment either. In future, when our children are using HS2, I want them to benefit from the cleaner air that the increased use of rail will bring, but I do not want the construction of the tracks that they are travelling on to have caused untold damage to the environment. Organisations such as the Wildlife Trusts have raised concerns about the loss of ancient woodland, sights of special scientific interest and nature reserves. The construction of HS2 should serve as an example of how large-scale infrastructure projects can be conducted in an environmentally friendly way—changing the environment, yes, but not destroying it. This is an opportunity to achieve a net gain for nature.
The sums of money involved are too great and the potential impact on communities too large to get this project wrong. That is why the Government need to ensure that the process is as transparent, cost-effective and environmentally friendly as possible, so that HS2 delivers for the many, not the few.
I am grateful for the opportunity to speak in this important debate, and I commit my support for the Bill’s Second Reading. I have listened with interest to the entire debate, and I want to thank all those Members who have talked about the changes that need to be made. As a former resident of Birmingham, and someone who now lives close to it, I endorse what colleagues have said about connectivity across that city. I very much hope that the issues can be addressed in the final plans. We have heard arguments about how long it takes to walk between Birmingham New Street and Birmingham Curzon Street. My hon. Friend the Member for Lichfield (Michael Fabricant) is obviously a very speedy walker; other Members walk more slowly. If that route could be joined up, it would be beneficial for everyone who passes through what is one of our nation’s great cities.
I want to touch on the question of productivity, which is a key theme in the debate and links closely with what we are trying to achieve with transport infrastructure in this country. This is the main reason why I am supporting the Bill tonight. The Government brought forward many measures in the industrial strategy to boost productivity across the country. That is really important to all of us who live outside London and the south-east. We all acknowledge that wealth, jobs and productivity are not spread evenly across our country, and one of the major things that we can do to address that is to build a decent high-speed train service that will enable our constituents, wherever they live, to travel up and down the country to access jobs and opportunities. The Government are making a fantastic commitment to this project, which underpins their mission to spread wealth and growth across the country.
Is my hon. Friend aware that this is the biggest infrastructure project in Europe?
I thank my hon. Friend for that intervention, because she reminds me of the significant amount—about £100 billion, I think—that Governments, including the previous Labour Government, have put forward. We have not built any new railways in this country since Victorian times, so it is really important that we are committing this funding now and in the future to build our railways. The project will be important to our constituents’ quest to travel not only from London to the midlands, but from the midlands up to the north. It will also help our quest to take pressure off the overheated south.
My hon. Friend makes a very good argument. Does she agree that this is not just about freeing up the lines to the south, because there will be help for lines to some of the smaller stations where services do not stop at the moment? This is not just about people who want to travel from city to city; it is also about travel between towns.
I thank my hon. Friend for her intervention. I am sure that many of her constituents, like mine, have to travel to the nearest big city or town to get to work or leisure destinations. The project will help to free up capacity on those secondary lines.
The project will make an important contribution to our global competitiveness as a nation. Thanks to the Government’s economic programme and their management of the economy, the UK is seen as a highly attractive destination for business investment. I want to see that continue. When foreign investors look at our country, they consider the transport links, because they want to invest in places from where it is easy to get around the country so that people will find their businesses attractive and want to work for them.
HS2 will benefit not only my constituents in Redditch, but the country as a whole. Although we will not benefit directly from HS2, we live only a short distance away from Birmingham, which will be a major stop on the line. Many of my constituents work, play and socialise in Birmingham, and the economic prospects of a place such as Redditch are intertwined with those of Birmingham and the larger west midlands conurbation. When the project is completed, we will see benefits for business and residents, and transport routes up and down the country will be opened up.
Does my hon. Friend share my passion for the National College for High Speed Rail? It will not only help to fill the skills gap for high-speed rail, but train people so that we deal with the long-term skills gap in the engineering, design, technology and construction sectors.
My hon. Friend is a great champion of engineering and I have been inspired by what she has done in her constituency. HS2 will definitely provide a boost for engineering careers. The hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) rightly said that we do not mention careers for women in engineering enough, and I want to go at least some way towards rectifying that. I hope that the National College for High Speed Rail will have a mission to bring more women into engineering so that this project provides a boost to help to address the dire lack of women in engineering and construction, particularly given that it is the Year of Engineering and also 100 years since women got the vote. There are many reasons to focus on that issue and ensure that we get things right.
We need engineers to construct the line, but we need them in the supply chain, too. Bombardier’s base is close to my constituency, and I have met the female apprentice engineers who build the underground trains that we travel on every day. That is just one example of how much more we can do to spread the word that engineering is for men and women.
My hon. Friend makes an extremely good point. We can all encourage employers to be role models and women to speak out. Businesses that value such careers should pay people decent salaries so that they do not all go off to work in the City. That is what this country needs. We need a dynamic economy that works for everyone.
I was until recently the Minister for the Year of Engineering, and I looked at the possibility of establishing an advisory group to examine exactly the issue my hon. Friend describes: how groups that are under-represented in engineering can get a foothold and, beyond that, a greater share of the opportunities. I wonder whether the current Minister will take that up and perhaps establish such a group, which would be in the spirit of what my hon. Friend suggests.
I thank my right hon. Friend for his work. He is a champion of women not only in engineering, but in all other spheres, and I hope that the Minister will take up that suggestion.
Redditch’s small businesses are hoping to take advantage of some of the contracts that are being awarded through HS2, both now and in the future. For example, Arrowvale Electronics makes world-leading equipment and hopes to benefit from the boost that an HS2 contract would provide. I know how hard it is for small businesses to tender for large-scale Government contracts, so I urge the Minister to say what she is doing to ensure that they can get a slice of the pie and benefit the diverse economy that we all want.
The hon. Lady makes the apt and correct argument that there ought to be opportunities for small and medium-sized enterprises to get government contracts. What I fail to see is the logic behind her support for both this Bill and that argument, because if there were other projects to deal with regional rail inequalities and road upgrades—other large infrastructure projects that were not HS2—such opportunities would still exist.
I thank the hon. Gentleman for his question. I confess that I am not sure that I entirely followed its logic, but I think I get the point he is trying to make. There will be opportunities for small businesses, even if not directly—I am thinking of first contractors and even the supply chain further down, because many of these contracts involve a multitude of contractors. It is important that the Government look at this area, as I am sure that the Minister will. There will be a benefit for people and businesses in my constituency, and we hope there will be a particular benefit for women. Although the HS2 college is located in Birmingham, I hope that it will see what it can do to spread its opportunities for training beyond Birmingham city centre.
I have mentioned the process of contracting already, but I wish to touch on it again briefly. I am a member of the Select Committee on Business, Energy and Industrial Strategy, and just this morning we held our joint inquiry with the Select Committee on Work and Pensions on the collapse of Carillion. We have questioned the regulators and we will shortly be questioning the Carillion directors. Clearly, there are many lessons to learn from this collapse, which has affected many businesses and people, including those with pensions. I very much hope that when the Government award contracts for HS2, they will learn those lessons quickly so that we do not see the sorts of decisions that enabled companies such as Carillion to continue operating in a way that put pensions and small businesses at risk. I very much hope that the Minister will address those concerns, which I am sure we all have.
If this project is done right, we have an opportunity to do contracting right, and to boost not only small businesses but larger businesses up and down the country, providing opportunities for people to gain new skills. I am talking about apprenticeships, and getting more women in engineering and new sectors such as the rail industry. Such sectors might not have been traditionally attractive for people to consider, so let us make careers in them something to which young people aspire, so that we are going forward with the jobs of the future.
Does my hon. Friend agree that one area that has been neglected in today’s debate is the social and wellbeing aspect that the project can bring to people? We talk often in this place about loneliness and boosting tourism around the country, and improving our connectivity in the UK is an example of how we can achieve that.
My hon. Friend makes an extremely perceptive point and I completely agree with it. My hon. Friend the Member for Isle of Wight (Mr Seely) was talking about the investment figures, and sometimes there are intangible benefits that are not always captured in an economic forecast. I hope that the Government are looking at that and looking at how we can maximise what my hon. Friend the Member for Chippenham (Michelle Donelan) describes. Loneliness is a real scourge and when people who live in London can get on a train and go to Birmingham, or vice-versa, and people can to go from Birmingham to the north, they can explore new parts of our beautiful country. We can also reduce the carbon footprint that would come from their getting on an airplane. Let us have more staycations. Let us explore our country, because we are blessed in our island nation with some of the most beautiful landscapes. Sometimes that tourism benefit is lacking from our debate. How much better it would be if we could encourage holidays at home and boost the tourism—

As my right hon. Friend the Member for Derbyshire Dales (Sir Patrick McLoughlin) said in his extremely eloquent speech, it is impossible to build a major infra- structure project in any country without it having some impact on people, but we have to make sure that it is managed sensitively, that people are treated well and that their voices and concerns are heard. I hope that the Government reassure us that that will be done properly.
Infrastructure underpins our productivity. There is a strong push in our country towards devolution, and investment in high-speed rail is critical to that. Will the Minister say how this project will link to the devolved combined authorities agenda? I am close to the West Midlands combined authority—Redditch is a constituent member—where the Mayor holds powers over transport. It is important that HS2 links to transport in the mayors’ regions so that we have an integrated solution to local transport issues. I have campaigned vigorously for better links between Birmingham and my town of Redditch, and I shall continue to do so. I hope that we see a push on that as capacity is freed up when the express trains leave the lines, thereby freeing up more scope for faster and better express services from secondary hubs into the main cities.
We in the west midlands are leading on jobs and growth. We have a booming economy. We are creating more jobs and more businesses are starting in our area than in any other part of the country. Redditch is on the edge of that, but we benefit from it and we want to harness it. We want our region to take control of our own destiny, as do, I am sure, colleagues from across the country. This high-speed rail project and other infrastructure projects will enable us to take charge of our own destiny and live our own lives and will encourage prosperity for all our constituents.
That has been part of the discussion throughout the day. I have to say that I missed some of the speeches. I am sorry to hear what the hon. Gentleman had to say, but I simply do not agree with his basic premise. I have travelled the route, met local communities along the route and met local government leaders and local businesses along the route. I simply do not agree with his premise.
The issues raised by colleagues along the line of the route are of course entirely fair and legitimate, and they are right to speak up for their constituents. It is difficult delivering infrastructure—whether it is transport, digital or housing infrastructure—without causing some environmental impact. It is clearly right for the Minister to listen to the concerns raised by Members and to respond appropriately. I know that when I was part of the Transport team, we did nothing but listen and try to address those issues. I know that the Under-Secretary of State for Transport, my hon. Friend the Member for Wealden (Ms Ghani), will be in the same grain.
Despite all the sensitivities that have been raised, it is very encouraging that we have a Government who are seeking to deliver HS2 as fast as possible and have brought forward HS2 phase 2a. Views have been well articulated today. The reasons why I am so supportive of the development are that it will deliver key strategic benefits for the UK in terms of economic growth and the skills legacy. I have visited the two HS2 colleges in Doncaster and in Birmingham—only during their construction phase; not since they have progressed further —and I was incredibly impressed by what I saw. They offer great facilities for skills development for people taking apprenticeships. They will learn all the skills that we will need not just for this project, but for future high-speed rail projects.
I hope the House will forgive me for raising this issue again, but because he has visited the college and I have not done so, will he tell me what progress he saw on the initiative for getting more women into the train and engineering industry while he was there?
My hon. Friend makes a very interesting point. It was reasonably hard to see that from the project in development, but the teams I met working in the colleges were absolutely clear that they will be drawing on as much talent as possible, which will obviously mean bringing more women into engineering. We have a huge shortfall in the number of engineers in the UK. Historically, we have failed to draw on as wide a talent base as possible. The more we talk about the matter in this place, the more we follow it through within communities, and the more we offer a series of careers that can deliver high-quality jobs that solve community problems, the more women we will attract into the industry.

Commons ChamberSelf-evidently, given my announcement yesterday that we would have the east coast partnership in place in 2020, there will be new arrangements in place in 2020. As I have said to the hon. Gentleman, every franchisee makes a parent company commitment before taking out the contract and we will hold that that commitment will be met in full.
Only last month new inter-city express trains entered service on Great Western, and indeed east coast will be introducing new Azuma express trains from late 2018. We have also committed £55.7 billion on HS2 to transform the network and bring economic growth between our major cities, operating state-of-the-art trains.
I thank the Minister for his answer and I welcome the rail strategy that was announced yesterday in the House. My right hon. Friend the Secretary of State knows of my keen interest in the express services from Redditch to Birmingham, and I am grateful for the interest he has shown by meeting me. Will the rail Minister agree to meet me and the train operators in the light of the new franchise that has been announced for our services, to look again at the business case and see whether we can push this issue forward?
I am always happy to meet colleagues, and train operating companies—indeed, at the same time is even better for me. We always seek journey time improvements on networks, not least by improving roll-out times for new rolling stock. I know that my hon. Friend will welcome the fact that we have earlier and later services from Redditch into Birmingham, and an increased frequency. I am more than happy to meet her to discuss what more can be done.

Commons ChamberThat will clearly be debated again and has been considered before. The issue is that we would have to apply a levy to every single air fare sold in the UK, whether for a UK airline or otherwise. We could not simply apply a charge to a UK-based airline for which we were responsible—we would have to charge Ryanair, Air France and Emirates passengers as well. Effectively, we would be putting up air passenger duty. I am not saying that we should not do that, but if we were to we would need to use great thought and care beforehand.
My constituents in Redditch are incredibly hard working—thanks, no doubt, to the Government’s amazing record of job creation. However, they look forward to their well-deserved holidays, and price competition has contributed to their being able to take those breaks. Will the Secretary of State confirm that he sees no risks in the airline market that he ought to be considering?
That concern has been raised by the Opposition as well. The first thing to say is that our aviation sector is very strong. If people visit our airports, as I do, they will find that virtually every one will say that this has been a record year in terms of the number of passengers carried and that there have been record days in their history. Passengers are not stopping flying—more and more passengers are flying, and I am confident that that will continue.
I am also confident that we have good airlines that are growing fast: look at the success of easyJet and Jet2. Tour operators are also doing well. I am confident that the sector will grow and develop; there is demand for slots and runway space and there are acquisitions and new investments in new centres such as Jet2’s investment in Stansted. We should be confident about the sector. We can never rule out problems in the future or be certain that no airline will ever run into difficulties again. That is why we have to think through whether we need to take steps to make sure that there is proper protection for consumers. But we should be confident in our sector.

4. What measures his Department is taking to encourage cycling and walking.
The Government very much seek to make cycling and walking the natural choices for short journeys, or as part of a longer journey. In April this year we published the first-ever statutory cycling and walking investment strategy for England. The strategy details our plans for increasing cycling and walking and identifies £1.2 billion of funding, which may be invested until 2021.
I very much thank my hon. Friend for his response. My constituency has many footpaths, cut-throughs and small tracks that link our green spaces together. These are extremely pleasant for residents to make use of in their leisure time. However, they are not always visible on mapping platforms such as Google Maps. We would like to encourage their use to promote health and wellbeing in the constituency, so will the Minister tell me what discussions he has had with those technology platforms to make those paths more accessible to local residents?
I thank my hon. Friend for her question and share her delight in these informal paths, of which we have an enormous number in Herefordshire, as she might imagine. Local authorities are best placed, in the first instance, to use their knowledge and understanding of local networks, as are tourism agencies and local map providers. From my point of view, there have not yet been any discussions with the electronic mapping services, but I very much take my hon. Friend’s point and I have already made plans to meet some of them in order to take forward this agenda.

Commons ChamberThank you, Madam Deputy Speaker. It is a great pleasure to follow the hon. Member for North Ayrshire and Arran (Patricia Gibson).
It is a great privilege to make my maiden speech in this debate as the representative of Redditch. Improving consumer rights is a priority for the Government, and the Bill is needed as a response to the change in how people book their holidays, as more and more people use the flexibility of the internet to book their breaks. I know that the hard-working people in Redditch will welcome the protections when they book their well-earned summer holidays.
The Redditch constituency that I am proud to represent has a proud tradition of returning women MPs to this place. If there is one woman to whom I owe the greatest debt, it is my daughter, Ruth, who at the age of 14 said to me, “Mum, why aren’t there more women MPs? You ought to stand!” I replied, “I will try to find a few moments in between running my own business, taking your three brothers to football and scouts, washing your school uniform and supervising your homework.” Nine years later, I am honoured to have been elected by the people of Redditch.
Redditch is a new town, originally built to accommodate people from a rapidly expanding Birmingham. As another Brummie newcomer to Redditch, I am following in their footsteps. Other hon. Members have extolled the virtues of their wonderful constituencies—the natural wonders up and down the country—and I only wish I had time to visit them all. However, most people in our nation live in towns, and we must remember that people need beauty in their lives, whether they live in the countryside or in towns. I am proud that in Redditch any student of town planning would find the best example in the country of a well laid out, modern urban landscape. Developments such as Church Hill, Matchborough, Winyates, Lodge Park and Woodrow have all been designed to allow maximum amounts of green space, quiet streets and traffic-free highways.
At the heart of the town is a lovely, natural oasis: the Arrow valley lake and country park, which comprises 900 acres of green space and is packed with wildlife rarely seen in an urban setting—although unfortunately no crocodiles—and also provides a focal point for our community events. To the west the modern shopping centre and the historical centre of the town exist harmoniously. One can understand why so many people wanted to move to Redditch to live, work and bring up their families.
Along with our excellence in town planning, we are not without sites of natural beauty. The constituency includes some beautiful areas of rural Worcestershire, such as the villages of Feckenham, Inkberrow, Hanbury and the Lenches. Hanbury church, which I visited this past weekend with the local ramblers group and my dog, is said to be where the bells on “The Archers” radio show are rung. I am mindful of the diverse challenges I face in representing the issues throughout the whole constituency, including a brownfield-first policy for new developments, broadband provision and farming.
Redditch is also a great centre of enterprise and business, with a wealth of manufacturing companies, although it is particularly famous for its needles. At one point, Redditch made 90% of the world’s needles, and needle-making still occurs there today. In preparing for this speech, I read a play that Members may have seen, “This House”, in which my predecessor Hal Miller features. In one scene, he complains that, despite his envisaging his constituency as one of
“meadows and steeples and farmyards and haystacks”
upon his election he found a somewhat different reality, angrily declaring to the Whips:
“You can’t find a haystack in Redditch because of all the needles!”
Redditch has been fortunate to have had a number of formidable MPs among its previous champions. I pay tribute to my predecessor, Karen Lumley, who sadly retired due to ill health after seven years of dedicated service. She was an MP who fought on behalf of her constituents for the Alexandra hospital, for apprenticeships, for mental health, and for fairer funding in schools. People will remember her for that and with great affection for her ability to bring additional colour to the House, with her varied and unique choices of hair colour. I promise Members that the next time they see me I will still have the same hair colour as I have today—we could not say that about Karen. I would also like to acknowledge Jacqui Smith from the Opposition—the Member for Redditch before Karen—for her great service to the country as our first female Home Secretary.
One issue dominated my general election campaign: our local hospital, the Alexandra hospital, known as the Alex. I want to reassure my constituents that the Alex and its service to patients and their families is my No. 1 priority as their Member of Parliament. I raised that and the issue of the Worcestershire acute trust that runs the hospital on my very first day in the Chamber, and I will continue, again and again and again, to fight to protect and strengthen local health services.
When I reflect on the challenges facing the Alex I am reminded of why I strove to enter Parliament for some years. The Alex hospital, like all our public services, depends on a strong economy. It relies on the taxes that ordinary people pay, and we should never forget that or where those taxes come from: the wages earned by people in jobs created by their employers—the small business owners who have created 2.9 million more jobs since 2010. For the very first time in my life, my wages are paid by the taxpayer. I do not take that lightly, because I know the sacrifice needed to create that money. Before I entered Parliament I spent my career working in teams that started and grew small businesses in the digital technology sector, as a small business owner and employer. One of those businesses started small, but is now medium-sized and is Britain’s leading publisher of technology content.
Over the years, I have created many jobs for people that enabled them to fulfil their potential and build a secure future for themselves and their families. It has not been easy. I have been through the devastating failures that many entrepreneurs face, losing my home and livelihood before picking myself up and starting again. Anyone who builds a business will recognise that journey. My four children learned at an early age not to ask their mum for pocket money. They learned that we could not go on holiday, that their clothes came from charity shops, that they could not have new toys, phones or trainers, and that their mum and dad did not sleep at night because they were worrying about how to pay the wages of their staff.
Businesses are not some abstract concept. They are built by people from all walks of life up and down this great nation of ours: people who differ from one another in many ways, but who have one thing in common—the desire to work hard, take a risk and create a better life for their children than the one that they had. I want everyone in Redditch to have that opportunity. There are people who feel overlooked and left behind where deprivation and poverty exist and where communities struggle with issues of physical and mental health. I therefore welcome the commitment in the Gracious Speech to mental health, to investment in our national health service and to affordable housing. I look forward to working across the local community in Redditch to tackle mental health issues proactively and make sure that there is help on the ground where it is needed. I shall work with organisations such as the Sandycroft Centre, which offers a wide range of services to support vulnerable families as well as many other people in the town.
Our Prime Minister said in the House that not every problem in society could be solved by an Act of Parliament. I agree, because many problems are solved by the diligence, commitment and sacrifice of ordinary citizens such as the people behind the 275 new businesses that have started in Redditch since 2010. It is our job in Parliament to provide a solid economic foundation so that those people can do what they do best: building businesses; creating jobs; changing our country. I am grateful for the opportunity to make my maiden speech in this debate. I look forward greatly to supporting the Second Reading of the Bill and other important pieces of legislation in the coming months. I will never forget the privilege of speaking up in this House for the wonderful people of Redditch.
