The arguments put forward against HS2 are very similar to those put forward by the stagecoach owners against the original investment in the railway system. That is relevant to this debate because one of our problems is that, although the stagecoach owners did not win the argument 200 years ago, over the years equivalent arguments have stopped investment in infrastructure in this country. We have the lowest motorway density in what used to be called western Europe. We are still relying on the railway system that the Victorians built for us, and because it is inadequate we have more cars on congested motorways, creating pollution and potentially many collisions.
My constituents and most of northern England have supported HS2 because of the economic benefits that it brings. In fact, I do not believe it is ambitious enough. In place of HS2 trains being put on the current railway lines to go to Glasgow and Edinburgh, Scottish and northern MPs should be demanding that HS2 goes directly to Scotland and be joined, as my hon. Friend the Member for Coventry North West (Taiwo Owatemi) said, by HS1. That was part of the original plan. We have not been ambitious enough in our investment in infrastructure in the past and currently.
Before I finish, I want to deal with two or three of the arguments that have been put forward. The most absurd is the covid argument. This project will last 100 years—or perhaps 200 years, like the current railway system. Hopefully, covid will be over much more quickly than that—over the next six to 12 months—and we will get back to a normal economy and transport system.
It is often counterposed that the Liverpool-Hull railway, or HS3—it has been called many things—should be given priority over HS2. Both are required. One will feed into the other. If passengers are dispersed off HS2, they will need to go on to a line with capacity between Liverpool and Hull, and vice versa; we need to feed into that position.
Does my hon. Friend also agree that this is about freight? We can only expect freight movements to increase, and we want them to get off the roads and on to the railway. That will be possible only if we create the extra capacity that HS2 will give us.
My hon. Friend is right, of course, and she has expertise as a previous Chair of the Transport Committee. HS2 frees up capacity, not only for passengers but for freight. That will take pollution off our motorways in all sorts of ways.
I am opposed to this petition. It will not have any impact. It allows MPs to voice their constituents’ concern, but an expanded HS2 is important for the future of this country.

Commons ChamberYes, I absolutely recognise the concerns. As I mentioned a moment ago, there is a problem with congestion on rail services around Manchester, which needs to be resolved. I am working with all the local partners in order to do that. I have set up a special meeting of the Northern Transport Acceleration Council after the elections, in order to work with the Manchester recovery taskforce and resolve exactly that issue.
Given that we have £2 billion of funding for walking and cycling—the biggest sum ever invested in active travel, as far as we can work out—the idea that there is a lack of investment is, of course, entirely untrue. The hon. Lady will have noticed that last year the coronavirus occupied almost everything we were doing, but it did not prevent us issuing a new cycling strategy, published by the Prime Minister and backed by me. We will be saying a lot more about that, and I welcome the hon. Lady’s enthusiasm.

I completely agree with my hon. Friend. It is not just about speed, but about capacity to be able to achieve our aims.
There is no doubt that levelling up cannot be done in part. As I have said, it must be done in full. That includes levelling up communities, businesses and housing, and linking them with viable and efficient transport, thereby fostering true regeneration in regional communities such as the east midlands.
HS2 is so much more than a railway. It is important that we communicate its wider benefits. It is essential that the importance of the whole of the eastern leg of phase 2b is brought to the fore. Moreover, I want to press the case that Toton must remain as the HS2 east midlands hub in the Government’s integrated rail plan.
I congratulate the hon. Gentleman on securing this important debate. He may not have been an MP at the time, but back in 2012 the options for phase 2 of the high-speed rail network ran to 347 pages and, after rigorous analysis, concluded that Toton was the right place for the station. That was not just because it had the potential to offer great interchange across our region, which local councils and other partners have now spent eight years developing, but because it provided the opportunity for regeneration—for housing and jobs. Does he agree that Toton beat other alternatives, including East Midlands Parkway, for those precise reasons?
The hon. Lady is absolutely right. She is supportive of Toton, as are colleagues across the House, including my hon. Friend the Member for South Derbyshire (Mrs Wheeler) and others. Toton is really important to the story of regeneration. At Toton, there are plans for a high-tech innovation campus with 6,000 jobs, as well as garden villages and 4,500 homes. The site of Ratcliffe-on-Soar power station in a neighbouring constituency will be redeveloped into a national centre of excellence for green energy generation. The Government have supported the creation of a development corporation to oversee this huge regeneration project. It will change the lives of a generation of young people in and around my constituency.
Regarding potential alternatives for an east midlands hub, as HS2 Ltd’s March 2012 report describes,
“the intuitive interchange option for serving the East Midlands was potentially incorporating an HS2 station with the existing East Midlands Parkway station.”
Its viability was compared
“directly with the proposed East Midlands Hub station at Toton”—
the hon. Member for Nottingham South (Lilian Greenwood) will recall that from her time in Parliament, as she mentioned. Here, an initial appraisal conducted by HS2 Ltd noted engineering and sustainability issues with East Midlands Parkway, concluding that development around the HS2 station would not be supported.

In contrast, Toton is ideal and already functions as the centre point of a local transport strategy to connect over 20 villages, towns and cities across the region. On this point, I am excited to report that there are plans for tram extensions in Nottingham and Derby, new rail links—including reopening the Maid Marian line to Mansfield—more buses and better connections by road. This access to Toton strategy has the backing of the whole region, and would deliver the benefits of investment sooner. Therefore, it is critical that these plans and the wider Midlands Engine Rail programme are given the investment they deserve in the Government’s integrated rail plan, ensuring that we make the most of HS2 and connect as many people to it as possible.
To suggest that the station in the east midlands should move away from Toton would reflect a fundamental misunderstanding of what the Toton proposition has become. Toton will be a super-connected artery intended to pump new blood into a levelled up economy, a vision of the future and a blueprint for new ways of living and working.
Let us think for a moment. There are young people in communities such as the one I represent and in towns in the midlands and the north who are in school today. They are growing up with hand washing, wearing face masks, working in bubbles and learning online. For them, the investment that comes from HS2 is not about a railway. It is about hope, aspiration and a positive future: a future where their playing field has been levelled up, and where their potential can be untapped and harnessed. We all know covid has not affected everyone or every economy equally. The areas that were already left behind can now barely be seen in the rear-view mirror.
Economic recovery is not an option. Economy renewal is the key. HS2 runs through the centre of those left-behind towns and cities in the midlands and the north. There are compelling and comprehensive plans in place to harness the investment for the benefit of communities and businesses across the region. To give one example, two years ago, the Secretary of State for Housing, Communities and Local Government invited the Midlands Engine to bring forward this new form of development corporation to generate transformational economic, social and environmental change. That work, almost ready for submission, would result in 84,000 new jobs and £4.8 billion productivity for our economy.
The plans are not just for an extension of the old economy. The plans are for jobs for the next generation, and that is now. As the sun sets on industries such as coal-fired power stations, investment in infrastructure will bring forward sunrise industries: next-generation zero-carbon technologies developed by industry and universities, designed and built on the site of the former coal-fired power station at Ratcliffe-on-Soar; an innovation campus focusing on health, MedTech and biodiversity, alongside next-generation forms of living in a zero-carbon community, around the HS2 station at Toton; and next-generation forms of making and moving in the UK’s only inland air-based freeport around East Midlands Airport, which is already the UK’s largest dedicated freight airport. It is important to stress that these plans are not just compelling; they are credible. The Secretary of State for Housing, Communities and Local Government said so in the planning reform White Paper.
Set those benefits from HS2 in the east midlands alongside benefits across the whole stretch of the eastern leg up through Leeds to Newcastle. The impact will be breathtaking: over 150,000 new jobs and more than £60 billion added to the national economy. The benefits extend beyond jobs: 2.5 million lorries will be taken off the road, reducing carbon emissions by 76%, and 1.2 million cars every day will be replaced by rail, reducing carbon emissions further still.

Commons ChamberThe hon. Gentleman speaks so much sense. We are at one on Heathrow—actually, I think all three of us who have spoken so far are—and he is right. In theory, these people are not allowed to express an opinion, so the leadership say, “Yeah, fine,” but the people who have to implement these things—the ambulance personnel, police people and fire officers—all think that they have made a difficult job ever more difficult at a time when every second counts. The hon. Gentleman is absolutely right.
I am sure my hon. Friend is reflecting the views of some of her constituents, but does she share my concern that while we worry about sending car drivers around the long way, pedestrians have to walk a long way down the road to find a safe place to cross every single day and no one ever notices, because it is so normal for pedestrians’ needs to be put behind those of the motorist?

Commons ChamberI thank the hon. Gentleman, as ever, for his contribution. He is absolutely right. Perhaps this is where I should put in my asks with the new Minister, who I absolutely welcome to the Dispatch Box. Yesterday was his first day in front of the Transport Committee and today is his first day at the Dispatch Box. It has been a busy week for him already, with more to come.
Before I take any further interventions I will make a little more progress.
The airports have already lost £2 billion just in the first few months, and they expect to lose another £4 billion as well. I would like to put on record my thanks to this Government for the £330 billion injection into businesses to keep them going. That has meant that 9 million people have been able to stay in employment through the furlough scheme. But of course I am going to stand here and ask for more, as is always the annoying case for Ministers with Back Benchers.
I will take some more interventions in a moment.
I would like the Government to look at the aviation sector specifically. I say this because the Government—and I do understand this—have brought in quarantine to keep us healthy and safe in travelling to these countries. That is the right thing to do—a nuance-based approach to ensure that where it is safe to travel we can do so on air bridges and not quarantine for 14 days. None the less, that intervention does have an impact on aviation, and that justifies more Government support. In addition, testing is happening in other parts of the world. The Government have not yet brought testing forward. I very much hope that during the quarantine period we can allow people to take a test and then come off quarantine. That may well be later in the process, but I would like to see that measure.
Those interventions from Government, which the aviation sector would say intervene on its ability to keep going, justify a sector-specific deal. I would like an extension of the furlough scheme for aviation. I would like a complete cut of air passenger duty for a period, which EasyJet says would allow 60% of national flights to continue. I would like a business rate cessation to be brought forward as the Scottish Government have done. I would like to see those measures from the Government in return for our continued approach on quarantine and testing.
I thank my hon. Friend for that point. As she and I know, Gatwick is the jewel in our crown in the south-east. Many of our constituents rely on it for good, well-paid jobs, but it is looking at staff reductions of 25%, which worries me greatly.
I will, of course, take an intervention from my hon. Friend—the hon. Lady who is a previous Chair of the Transport Committee.
I hope that we are also hon. Friends. The hon. Gentleman is speaking about the intervention and support required from the Government. A few moments ago we heard about the report from Climate Assembly UK that was launched today, which includes bold recommendations about the future of aviation and our route to net zero 2050. Does he agree that taxpayer support for the sector should be conditional on action to both protect workers and to cut emissions, as we transition to a more sustainable future for the aviation sector?
I thank my predecessor for all the amazing work she did on the Transport Committee, as well as today with the climate change report. She is absolutely right. When the Government bring out their sector renewal programme for aviation—I hope we will hear more from the Minister on that—I hope we will see incentives for greening aviation. That must be the future.

Commons ChamberIt is absolutely true that there are huge numbers of delays and cancellations on our railway on a daily basis. That completely disrupts people going to work and kids going to school, and it also affects students and people just socialising. Different plans are being mooted. The Williams review will have a fuller plan, on which I will be able to communicate with my hon. Friend.
People who live and work in Nottingham need Ministers to do something about fares, sooner rather than later. Highways England’s partial closure of the A52 Clifton bridge is making their car journeys unbearable, and we urgently need more people to use trains, trams and buses to get into the city. Will the Minister or one of his colleagues meet me and other hon. Members representing constituencies in and around Nottingham, to discuss how the Department and Highways England can support Nottingham City Council and its efforts to get our city moving during this serious disruption?
Again, the hon. Lady raises valid points on behalf of her constituents. I or perhaps another appropriate member of the ministerial team will be delighted to do that.

Commons ChamberI agree with my right hon. Friend on the importance of stopping those pinch points, where traffic just idles, pumps out all this CO2 and creates pollution. That clearly is not sensible, so we have a big programme in place; we are putting £28 billion into our roads. We will shortly be announcing more developments on our road investment strategy, RIS2, and getting rid of more of those pinch points. It is also important to get the traffic that runs on those roads to be greener and to get greener quicker, with electric and other forms of lower carbon and zero carbon production. I will talk a little more about that shortly, but I am clear that simply saying that we will not build any roads anywhere will increase pollution and the toxins in our atmosphere, not reduce them.
The targets have to be tough, and they have to be challenging. That will help to focus the minds not just of the consumer and business but of Government, and that is absolutely right. Targets also have to be viable and practical. That goes to the point made by my right hon. Friend the Member for Wokingham (John Redwood). It will not be easy to meet these goals if we simply try to do it by destroying industry along the way. That point is easily forgotten, but if we do forget it, we will not get the miracle that we have had of a 42% reduction in the amount of CO2 at the same time as a 73% increase in the size of the economy.
Does the Secretary of State agree that actually the best way to tackle congestion is to get people off the roads and on to bicycles, walking, and indeed using public transport? I want to come back to his point about electrification of the railways. It is good to hear that he is now committed to, and an advocate for, electrification. We are getting electrification of the midland main line to Kettering and Corby. The only way to decarbonise an intensively used railway like that is to electrify it. Is he willing to look at electrifying it all the way through to Sheffield and Nottingham?
I can absolutely reassure the hon. Lady that under this Government we are seeing, and will be seeing, a lot more electrification. I do take slight issue with the idea that the only way to get to a decarbonised railway is to electrify it. There are other possibilities, including, in particular, hydrogen, which we are starting to experiment with on the railways right now—an excellent plan going forward. On her point about roads, bicycles and other forms of transport need roads, so we still have to have them built in this country. I simply do not believe that there is a way round that.

I will let that point hang in mid-air because, like the points made by my hon. Friend the Member for Cheltenham (Alex Chalk) and the hon. Member for Ceredigion (Ben Lake), it is spot on. Those things are all part of the mix.
On electric vehicles and the infrastructure network, there is quite a spread in the concentration of publicly available charging points in local areas. That is partly because some areas have more on-street parking than others. Some have more off-street parking, and we would expect more private charging points there. The conventional wisdom would suggest that we should look at the places that have a low concentration and try to get them up. Actually, I think there is an argument the other way: places that already have quite a high concentration of charging points benefit from network effects, and we could concentrate on building up the number of electric vehicle users there. They are in very different types of places. London has a significant concentration, but so does Milton Keynes, Dundee, Oxford, West Berkshire and South Lakeland. A wide variety of places have relatively high concentrations of charging points relative to the population.
On regulation, I hope that the Minister will be able to say more about the required availability of charging points in new-build homes. I also hope that he will say something about electricity tariffs and ensuring that all domestic consumers can benefit from lower-cost electricity overnight, when the market rate is cheaper, in order to charge vehicles. I think this is outside the remit of the Department for Transport, but if fleet buyers create an extra surge of demand for electricity in one particular area, who bears the cost for upgrading the kit?
Most important of all on the issue of consumer acceptance is the fact that the product has to be in the consideration set. Whatever other cars consumers look at buying or hiring, they should at least think about an electric vehicle. Therefore, just getting people behind the wheel of one of these cars to try them out is a great opportunity. I wonder about the potential of a mass test-drive campaign across the country.
We should also think, perhaps less ambitiously, about the role of the dealer. We have concentrated an awful lot on manufacturers and consumers, but we have not thought much about the car salespeople.
I am not sure how many colleagues intend to speak, but I have taken quite a few interventions and did not plan to go on quite so long. I will take my cue from Ms Nokes, but am very happy to give way.
The right hon. Gentleman spoke about the importance of ensuring that people think about purchasing an ultra-low emissions vehicle when they buy a car. Many people buy second-hand cars, a lot of which are ex-fleet. Does he agree that if the Government want more fleet purchases, they should consider their own fleet buying? Ensuring that fleet managers buy ultra-low emissions vehicles will, in turn, feed the second-hand market. The Government have an important role to play as a large fleet operator.
The hon. Lady tees me up with precision and grace. I was just coming on to the role of Government and the wider public sector. The Government car service has bought a lot of electric vehicles. Something of premium significance is what I would call totemic fleets. Seeing police officers driving electric vehicles has quite an effect on people’s perceptions of the performance of those cars.
Most of all, we need debate, conversation and analysis centred not on the machine and the technology, but on people and the different segments of the population whom we need to persuade to take up electric cars. We need to think about who the first target is and, although fleet buyers are an obvious and important segment, beyond that, should the target be drivers who have the highest mileage per year, or drivers who change their car most often? Evidence from consumer surveys suggests that it is much easier to persuade someone to get an electric vehicle as the second car in a two-car household than as the first car—we need to think about that. The requirements of commuting and the school run, for example, are very different.
I have spoken for longer than I anticipated, but I will briefly mention something slightly off-topic that could reduce the overall number of journeys. In the last few years, there has been a big growth in home shopping, with vans driving around delivering parcels, some of which are very small, to people’s homes. I welcome the e-cargobike initiative, which seeks a modal shift to electric bikes for the last mile of deliveries, but I wonder whether we could be more ambitious. Amazon lockers are fine for Amazon, but they are a proprietary facility. Our massive network of post office retail outlets has potential as a hub and spoke system for home shopping purchases to be dropped off and collected, which also bring much-needed business and footfall to post offices. That was slightly off-topic, so I will return to the broader point.
This country has an important and special role to play in decarbonisation. As well as domestic action, we have a role through international development and climate finance. We showed great leadership in Paris for COP 21, and we have in COP 26 another great opportunity to convene and make global progress.
So much can be done locally. Many councils are doing innovative things, including my own in East Hampshire, with walking and cycling initiatives, plans to plant a tree for every resident and local housing development, particularly in the town of Bordon. Like colleagues in the Chamber, I have local groups in my area that show remarkable leadership, starting with children. I am always impressed that schoolchildren are showing thought leadership on climate change. We have great local groups, such as the Alton climate action network and, soon, the Petersfield climate action network.
The greening campaign began in my constituency back in 2008, and was all about helping individual families and households to know what simple and practical things they could do to help tackle climate change. The campaign eventually spread to 100 towns and villages far and wide. Colleagues may disagree, but in terms of civic society action on climate change, East Hampshire is perhaps the most active area in the country. Members of Parliament can play a really important role to make those things happen.
We should recognise success in decarbonisation in the UK, while acknowledging that we need to step up our efforts. We must never underestimate the scale of what we need to do—I doubt that anybody here in Westminster Hall is likely to do so—but we should not suggest that nothing has been achieved, because if we do that, people begin to feel disheartened and we will lose public confidence and engagement.
Thank you, Ms Nokes. It is great to see you in the Chair for the first time; I look forward to many more such occasions. I congratulate the right hon. Member for East Hampshire (Damian Hinds) on securing this debate on a vital topic. Clearly his sabbatical from the current regime has been time well spent in bringing forward such topics. I am delighted that we are having this debate because it tackles the most pressing issue we face as a society. Few discussions in this place are as fundamental or urgent as climate change.
In kicking off proceedings, the right hon. Member spoke of his Government’s excellent record. I have to say I disagree with most of that, as I will explain in my speech. He spoke at length about electric vehicles, range anxiety and so on. He also spoke about changing behaviours, and he is right, but there is a need for the Government to provide just as big—if not bigger—a carrot as a stick, not just financially but in providing proper public transport alternatives outside London. That topic came up in the Chamber last week, and there is definitely a need for substantial investment.
Last week, I spoke about the disparity in infrastructure spending across England. The hon. Member for West Ham (Ms Brown) spoke of the disparity in London—the east-west divide—which I was not aware of. Perhaps I will look into that more after the debate.
A new Member, the hon. Member for North West Durham (Mr Holden), rather uniquely, in my experience, began by admitting that he was an adviser in the Department for Transport, and potentially to blame for current policy. That was not how he put it, but it is how I heard it. He made several good points, including his last one, on vehicle excise duty on motorhomes, which I think most of us would is agree is egregious.
The hon. Member for Bath (Wera Hobhouse) spoke of the Government arrangement to bring the ban on petrol and diesel cars forward, albeit without a proper plan to build the infrastructure of charging points. I think I will be able, later in my speech, to develop the point that the Scottish Government have not fallen into that trap.
The hon. Member for Bury North (James Daly) essentially spoke about the disparity between bus services in the north and the south, and about the fact that the bus service in his constituency is extremely poor—something that many in his constituency could agree with. The hon. Member for Strangford (Jim Shannon) speaks on a vast number of issues for his constituents, and I agreed with him when he said that behaviours will be changed by encouragement, not enforcement.
I mentioned the urgency of dealing with the issue that we are debating, and that is reflected in the action being taken in Scotland right now. The Scottish Government’s aim is a 75% reduction in emissions a decade hence and, 15 years after that, a 100% drop, or net zero. Those are ambitious targets—the most ambitious in these islands, no less—but they are achievable without disruption to our economy. Indeed, they have huge economic benefits and use existing technology. Given that 31% of our total emissions come from transport, and more than four fifths of that figure is related to road transport, it is clear that the hard action needed to curb emissions and move to net zero must come through investment and policy decisions aimed at how we move goods, services and ourselves.
Before I move on to the substantive points I wish to make, I want to ask the Minister, on behalf of the large number of hauliers in my constituency, whether he will give an undertaking to bring forward the conclusion of the longer semi-trailer trial, which has now been extended to 10 years. We are eight years into the trial, and many companies, whether they are in the trial or not, need information for the purpose of investing in their future fleets of trailers. They need to know whether the trailers they buy will become obsolete just as they buy them. Some information on that would be useful for hauliers across the country.
The establishment of the UK’s first electric highway along the A9, Scotland’s spine, is the type of bold action that is required if we are to make a successful transition to a net zero economy and the decarbonisation of our transport network. By the end of the first tranche of funding, more than 2,500 charging points will be in place across Scotland. That first step is part of the investment in infrastructure that is needed to phase out the need for new petrol and diesel cars by 2032—investment covering not just public charging points but also charging points at workplaces and in domestic settings. Members will note that I said 2032. That target is still three years ahead of UK Government ambitions despite this morning’s welcome announcement.
In recent years we have had a rail electrification programme that is the largest in our nation’s history. Edinburgh to Glasgow, Paisley Canal, Stirling Dunblane Alloa, and the Shotts and Whifflet lines—in fact all the lines between our country’s two biggest cities—are now all-electric. Virtually all the west of Scotland network has ditched diesel.
Is not there something we should learn in the rest of the UK, given what has happened with rail in Scotland? Does the hon. Gentleman share my disappointment that the previous Government cut back on electrification of our rail network? The learning from Scotland is to keep doing it, because it becomes more cost-effective. There should be a rolling programme, rather than the stop-start that we have seen in other parts of the UK.
I totally agree with the hon. Lady. I was coming on to say that the amount of money that has been wasted on cancelled electrification schemes is shocking. The Government’s commitment must be called into question. We have ambitious plans in Scotland, but if the Government here were to get a move on and invest properly it would release more capital for the Scottish Government to increase their ambitious plans with regard to decarbonising transport.
It is a pleasure to serve under your chairship, Ms Nokes, and to respond to the debate. I thank Members who have contributed, and a number of excellent points have clearly been made. I particularly thank the right hon. Member for East Hampshire (Damian Hinds) for securing the debate.
I will make three key points. First of all, on the scale of this problem. Secondly, on the need for an urgent response, as discussed by a number of hon. Members. Thirdly, on the series of policy choices facing the Government now that they have a significant working majority. Before I do that, I will comment, without intruding into private grief too deeply, on the tussle that is quite clearly going on in Government at the moment. It is deeply unfortunate that a former climate Minister has quite clearly had a difference of opinion with her colleagues, which reflects rather badly on the Government’s ability to focus on this vital issue. I urge the Minister—a thoughtful and gentle chap who is very interested in key policies relating to climate change—to please have a word and see if he can sort things out.
We have focused on the technical points, but it is quite simply no exaggeration to point out that the climate crisis is the most urgent and serious problem facing the British Government and, indeed, the wider world. There is quite clearly a need for every Government, private individual, business and charity to take urgent and determined action. However, it is also clear from the debate that this is simply not happening, and that the Government, I am afraid, are failing in this vital area of policy.
I will address the series of policy choices facing Ministers now that they have been returned with a significant majority. My question to the Minister, whom I am sure is listening attentively, is: will the Government now step up to meet these challenges? Will they look at the difficult choices in front of them, or will they yet again fail the public and, more importantly, future generations? So far, I am afraid that the evidence points to continued failure. I urge the Minister to once again refer the matter to his colleagues and urge them to take serious action and to look once again at the fundamentals of these problems.
First and foremost, as the right hon. Member for East Hampshire rightly pointed out, the issue before us is one of road transport. The UK has a car-dependent economy, and we need to address that. This not only is a matter of technical detail but is fundamental, affecting planning and everyday life. I call on the Government to look not only at the subsidies and time limit for selling vehicles but at the whole planning system and the priority it gives to new road building. As I mentioned, the Government have so far taken the wrong choices on this matter. They are putting £30 billion from vehicle excise duty into a hypothecated fund, which is being allocated to new roads. Colleagues who attend Transport Question Time, as many in the Chamber today do, will note a series of Back-Bench Members pitching to the Government for new road building in their constituencies. That is not the way forward; we need to move away from car dependency.
I urge the Minister to listen carefully to my following points about the importance of other modes of transport, which were also ably made by other colleagues.
I very much welcome my hon. Friend’s approach of looking across the whole of transport, rather than focusing only on cleaner vehicles, because that will help us to tackle wider policy issues, including health and social justice. Does he agree that, when making difficult choices—there are difficult choices ahead—the Government should look with interest at the outcome of Climate Assembly UK, which was brought forward by six Select Committees, to see what the members of the public taking part have to say and what recommendations they make?
My hon. Friend makes an excellent point. I urge the Minister to familiarise himself with her work as the Chair of the Select Committee on Transport. The public are further ahead on this matter than we parliamentarians, so it is important that we address these issues. Let me make one further point about the strategic nature of our dependence on road and the policy mistakes so far. There is a stark contrast between the effective subsidy for road use and the use of carbon-powered transport—through the effective cut to petrol duty—and the lack of subsidy for rail travel and other forms of public transport.
To turn to rail, the Scottish National party spokesman, the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), made an excellent point about the need for rail electrification. In my own region of south and south-west England, there is a clear contrast with other parts of the UK. On the railway line just beyond Reading, the electrification abruptly stops at Newbury, which is a long way from the end of the line, which goes all the way to St Ives. I urge the Minister to look again at rail electrification, and to ask his colleagues, particularly the Rail Minister, to look with urgency at this matter. In the Great Western region, there has been a complete failure in the Government’s commitment to electrification. On lines into Wales, the electrification stops at Cardiff, and the whole of south Wales continues to be served by dirty diesel vehicles.
However, similarly to road issues, rail issues go way beyond the technical nature of the vehicles involved. There are also wider questions about the priority given to rail travel over road travel and the strategic choices made by the Government. I urge the Government to look at the work of the German Government, which was mentioned by a colleague earlier. The German Government recently instituted a 10% cut in rail fares across Germany which, as mentioned, is in many ways a comparable northern European country. Labour proposed a 30% cut in rail fares. Cutting fares is likely to have a significant impact on rail use and in taking people out of polluting road vehicles and on to rail, which even with diesel locomotives will reduce carbon emissions significantly. With electrification, it has enormous potential benefits.
However, there is also an issue about ownership. I welcome the Government’s recent renationalisation —as my colleague said, we wish them a happy rail renationalisation day—but would like to see them go further and look at the whole network, and to introduce a clear strategy for managing and developing that network and avoiding the current poor performance of the franchise system and the failure of the complicated ticketing system.
It is a little-known fact that buses are actually the major form of public transport in the UK. I urge the Minister to completely rethink the Government’s failed policy on buses, which is in many ways one of their worst areas of transport performance. Funding for buses has been cut by 45%. The hon. Member for Bury North (James Daly) talked about his own issues on the outskirts of Greater Manchester, which I will come to shortly, but for many colleagues in rural areas, there has been a notable impact on services. Near to my own seat in Reading, Oxfordshire County Council rather foolishly cut all bus subsidies, affecting the population of more than half a million people. There is clearly a need for a complete rethink. Hundreds of routes have been lost.
However, as with rail, there is also a need to strategically rethink the strategy for the whole system. Since the Transport Act 1985, bus patronage has declined and there has been an over-emphasis on a small number of highly profitable routes, because of the nature of the system. We need to look again at the possibility of greater franchising. The hon. Member for Bury North makes a good point about the issue of communities on the edge of networks. However, franchising was retained in London and has been shown to lead to much higher bus patronage.
We also, as a country, need to address the success of municipal bus companies. In Reading, the bus company is outstanding and has growing patronage, and the same is true of Nottingham, where my hon. Friend the Member for Nottingham South (Lilian Greenwood) represents a seat. Municipal firms have a great deal to offer. Municipal transport is widely known on the continent and is associated with many centre-right Governments, so I urge Ministers to reconsider the previous—somewhat ideological—opposition to this common-sense, practical and effective form of local accountability.
In summary on buses, I call on the Minister to look at the overall level of subsidy and to address capital investment in the sector, with a view to encouraging more electric buses, and also to look at the management of bus services, to make them more effective and more responsive to local needs. This was so wisely pointed out in the case of Greater Manchester, where I believe that the Mayor is looking at franchising with a view to improving services in the very outer boroughs, which the hon. Member for Bury North mentioned.

The right hon. Member for Hemel Hempstead (Sir Mike Penning) has this week accused Highways England of
“a shocking degree of carelessness”
in rolling out all-lane-running motorways, and the chairman of the Police Federation has described smart motorways as “inherently dangerous” and “a death trap”. I welcomed the Secretary of State’s announcement of a rapid evidence stocktake, and he promised to bring forward recommendations in a matter of weeks, but it has now been three months. What is he going to do, and when, to prevent further avoidable deaths?
I should like to start by thanking the hon. Lady for her sterling work as Chair of the Select Committee on Transport, which I am sure is recognised by all Members of the House. She is absolutely right about that stocktake. Two things have happened. First, the general election intervened and took up some weeks. The other thing that has happened—I say this in all sincerity—is that I have uncovered a range of issues that I am not content simply to brush over. I have therefore requested further information, and we are nearly there. In this process, I have specifically included going back to, speaking to and in one case meeting the families of those who have been affected by these issues. I agree with my right hon. Friend the Member for Hemel Hempstead that there is far too much complication in having all-lane-running dynamic motorways—smart motorways. If the hon. Lady will forgive me, this is taking a little longer, but I think we will get to a much better outcome.

I completely agree, and I compliment my hon. Friend on already raising the issue in the Chamber. The consultation was always flawed, and all the evidence mounting is just not being listened to.
A recent report in The Sunday Times revealed that the system’s own chief designer has highlighted weaknesses in the system, warning:
“The density of traffic at higher volumes means it is very difficult to detect stopped lone vehicles without an unimaginable number of false alarms.”
The Minister must not believe Highways England when it tells him that SVD is the panacea for safety improvements for all-lane running schemes. It is not; it is seriously flawed.
The risks to motorists do not end when a stranded vehicle is detected. Once detected, the system should close the lane that the stranded vehicle is in by marking it with a red X on the gantry. In 2016, non-compliance with red X signs was 7% to 8%. However, research by the RAC this year found that more than a fifth of motorists had driven in a lane closed by a red X sign in the past year. If a motorist is detected and lane closures are put in place, their chance of being hit by an oncoming vehicle remains alarmingly high. It will require a concerted education and enforcement programme to reduce non-compliance, and I urge the Minister to commit to that without delay.
My hon. Friend is making a passionate and compelling case. Those concerns were first raised by the Select Committee on Transport, chaired by Dame Louise Ellman, back in 2016. They could—and should—have been addressed much earlier. Some of those who tragically lost their lives could have been saved.
That is the sad reality. I will come to the Transport Committee’s damning quote. I thank my hon. Friend for her work, as Chair of the Committee, to hold Highways England to account.
The Department for Transport has been aware of the dangers of ALR for some time. Many risks were highlighted in the 2016 Transport Committee report that my hon. Friend mentioned; it concluded that the Committee was unable to support ALR due to fundamental safety concerns. The Department for Transport, in contrast, argued that ALR is not only safe, but safer than traditional motorways. That position is hard to comprehend, but I have tried to figure it out. It is based on the twisted logic of offsetting the safety improvements of a managed motorway environment against the hazards of removing the hard shoulder. The issue with that logic is that those factors are not exclusionary. It is perfectly possible to maintain a hard shoulder on a smart motorway, but it costs more.
By suggesting that the risks are a necessary component of the improvements, the Department unjustifiably downplays the inherent dangers. The Transport Committee’s report labelled that approach “disingenuous” and robustly warned against decreasing the risk of some hazards to justify an increase in others. Highlighting the intrinsic problems of all-lane running compared with other smart motorway schemes, the Committee was damning in its criticism of the Department. It stated:
“The All Lane Running design has been chosen on the basis of cost savings, and it is not acceptable for the Department to proceed with a less-safe design, putting people’s lives at risk, in order to cut costs.”
Motoring organisations, including the RAC and the AA, have been warning for some time that ALR presents an unacceptable risk—concerns echoed by local authorities and police forces. Yesterday, it came to light that the AA will no longer carry out roadside assistance on all-lane running motorways due to serious safety concerns. How bad does it have to get before the Minister will act? Rotherham Metropolitan Borough Council, in response to the consultation on the conversion of junctions 32 to 35a of the M1, warned starkly that,
“from an operational perspective, the emergency services suggest that the risk of collisions involving stationary vehicles...is an unacceptable one which will have serious and potentially fatal consequences.”
Jason Mercer was one of those fatal consequences. Last year, there were nine fatalities on smart motorways.
There is no evidence that ALR can ever be delivered safely. I therefore strongly believe the Government must stop the roll-out with immediate effect. Until the obvious and intrinsic risks of removing the hard shoulder are addressed, existing schemes should revert to traditional motorways from today. At a minimum, Highways England must prioritise retrofitting stationary vehicle detection to existing ALR schemes, with a clear deadline for when that work will be completed. I support the RAC’s call for existing schemes to be retrofitted with refuges no greater than one mile apart, but I would go further and ask for the originally proposed 500 to 800 metre intervals. While that work is undertaken, the hard shoulder should be reinstated. If it is not possible to install refuges, the scheme should not go ahead on that road.
Urgent action—both enforcement and education—is needed to improve compliance with red X signs on gantries. Safety of motorists must always be paramount. Before the scheme even began, the Government were inundated with warnings about the intrinsic risks of all-lane running and were urged to rethink their approach to increasing motorway capacity. It is totally unacceptable for a Government to risk lives in the name of cost savings.
I cannot change the past. I cannot bring Jason Mercer back to Claire. But it is in the Minister’s gift to stop more deaths.
I understand. I am setting the context, because I think there is quite a lot of public misunderstanding about what smart motorways are. I am short of time and I am keen to get to the end of my speech if I can.
The conversion of the hard shoulder to a running lane is a key feature of capacity management, and we avoid having to build more motorways when we can increase the capacity of existing ones. I totally accept that there are real issues, which the hon. Lady raised, not least of which are refuge placement and ensuring that we have full CCTV coverage so we are able properly and quickly to monitor vehicles that are in trouble and ensure that they are dealt with properly. The scheme has been running since 2014. To the point made by my hon. Friend the Member for Chatham and Aylesford, there is a lot of data that we ought to be able to draw on, and we are drawing on it in this review.
It is worth reflecting that the hard shoulder on a traditional motorway has never been deemed a safe place to stop. One of the problems is that, traditionally, people have seen the rescue telephones and thought of it as a safe place to stop, find facilities and make a phone call. It is not and never has been. One of the things we have struck is a misunderstanding that it is a good place to pull over. It is not. Let me repeat that the hard lane has never been that and is never that. In contrast, there have been no collisions in refuges resulting in fatalities.
In the original pilot on the M42 in 2006, refuges were set very close together, at approximately 500 metres apart. Based on operational insights, further performance data and ongoing monitoring, Highways England moved that to 1,000 metres on all other dynamic hard shoulder running schemes, and then to 2,500 metres on all-lane running schemes. That is one of the things the Secretary of State is looking at.
Highways England undertook a review of operational all-lane running schemes and found no consistent correlation between the number of live-lane stops and the spacing of emergency areas, but I take the point my hon. Friend made about drilling down into that data, and I will ensure that that is done. We and Highways England know that motorists not only need to be safe but need to feel safe and need to know what to do when they are in the dangerous situation of a breakdown or a collision. We need to ensure that everyone has that information properly.
The specification for the maximum spacing of emergency areas on new schemes has been reduced from 1.5 miles, which is about 90 seconds at 60 mph and equivalent to the spacing of lay-bys on sections of A road, to 1 mile, which is about 60 seconds at 60 mph. However, again, we need to look at the data; on particular sections, given the geography of the road area, the spacing might need to be different. Highways England will also install a number of additional emergency refuge areas in locations with the greatest spacing. We need to look at whether there are particular blackspots where we need more refuges.
All emergency areas are fitted with orange surfacing to make them more visible, and better advance signing will give motorists more information about how far away the next one is. I want to go further and ask whether we could use digital technology, which many drivers use for satellite navigation, to ensure that every driver knows when they are in one of these areas, where the refuge is and what they should do. Technology can help us ensure that we avoid the sort of tragedies we have seen.
Identifying a broken-down vehicle is key, and I know that is something my hon. Friend the Member for Chatham and Aylesford has raised. If a driver is unable to reach a place of safety, the regional traffic control centre can and should use the overhead electronic signals to close lanes, display warning messages and slow down approaching traffic, as well as to create an access lane for the emergency services. To reduce response times in setting those signals, Highways England has installed a stopped vehicle detection system on two sections of the M25 and will shortly install one on part of the M3. Again, however, if that is the prerequisite, we need to put it everywhere and ensure that it works properly. Highways England is designing it into all-lane running smart motorway schemes that are currently scheduled, and it is exploring how to provide the same benefits on all existing all-lane running smart motorways. I say that not to suggest that it is an adequate response to the points that were made, but simply to highlight the work that is going on.
The Minister will know that when Highways England appeared at the Transport Committee, it confirmed that stopped vehicle detection systems are only 90% effective. What is in place to deal with the other 10%?
That is an excellent point, and it is one of the issues the Secretary of State will be looking at in his work.
In the remaining seconds, I want to touch on reports that the AA has said it will not let its patrols stop in live lanes. That is concerning, because we need the support of all vehicle rescue operators. It is worth saying they are never expected to work in a live lane on any motorway unless the scene has been made safe by police officers. That has always been the situation. Highways England has developed guidance on safe recovery with the recovery industry, and it has put in place a whole series of measures, such as electronic signs, variable speed limits and red X signals. Regional control centres and on-road traffic officers can now support vehicles leaving an emergency area. Again, I am not suggesting that is adequate; more needs to be done to ensure that this is working properly.
Red X lane enforcement is long standing. It has been in use since the system was introduced in 2006, and Highways England, in partnership with the police, has issued more than 180,000 formal warning letters to drivers identified as having wrongly used the hard shoulder at a number of smart motorway locations. That number must come down. The aim should be to ensure that nobody drives in the wrong lane at the wrong time, rather than to issue letters to warn them. We need faster progress on that. We have brought in legislation to allow automated detection of red X offences using camera equipment and to enable the police to prosecute, but, again, that should be the last line and something we hope never to have to do. We need to ensure that those incidents do not happen. There have been major public information campaigns, which I do not have time to list in detail.
Let me conclude by saying, in the spirit of the debate, that I am keen to work with the Roads Minister, Baroness Vere, to follow up with colleagues on both sides of the House and look at whether we might set up a taskforce to ensure that their insights can be fed in, and to work with the Secretary of State to ensure that the package he announces is adequate for all of us who use the motorways and represent drivers. I want to ensure that the deaths of Jason, Dev and the others were not in vain, and that their legacy is real improvement so everyone knows these routes are safe.
