I thank the hon. Lady for that very wise intervention. I had not given much thought to that. Sometimes the machines are sold on, but where is the follow-on? How does the company find out about those people? The people who have got them know about the problem from the adverts on TV, the stories in the papers and so on, but in many cases they do not know that they have something dangerous sitting in their home. The hon. Lady is right. We are trying to be positive in our questions to the Minister, but perhaps she will give some thought to that issue.

The hon. Member for Hammersmith spoke about home fires, and the hon. Member for South Leicestershire (Alberto Costa) spoke about some personal examples. There is a record of damage, and the company admits that there is a problem, so surely it should be held to account and should award compensation to people who have had massive fires in their flats and properties. Let us be honest: it is only for the grace of God that people have not been injured or died as a result of this issue.

Whirlpool has not acted in the best interests of consumers. It resisted a recall of the affected models and failed to repair and replace affected machines in a timely way. The affected consumers were told not to use their tumble driers. When someone is told not to use their tumble drier, they expect the company to come and repair it or replace it with something that works correctly.

Does the hon. Gentleman agree that regulation is an issue? A series of recent product safety issues have brought into sharp focus the need for proper regulation and enforcement. Does he agree that the Government should focus their attention on that issue, too?

I thank the hon. Lady for those comments.

Clearly, the issue for us all is safety. As I said, it is only by the grace of God that nobody has been injured or killed. It is unrealistic to expect consumers not to use their tumble dryer for months on end, so it is possible that further fire and safety incidents will occur as a result of continued usage. Whirlpool should issue a full recall of all affected models immediately. If there are 5.3 million dryers, we will get them all back. If there are 120 models, we will work on that and get it done.

Which? reported that one in five—22%—of the affected customers surveyed in April 2016 were still waiting for their machine to be repaired or replaced. Does the company have no sense of urgency or safety? Are these issues lost on it? The Minister must be able to feel our frustration and anger. Other Members who speak after me will reiterate that. We need to be on the ball to ensure action is taken.

A third of customers who had their dryer repaired or replaced said they were dissatisfied with how the manufacturer handled the situation. I’ll tell you what, if I had been waiting since 2016, I would be very dissatisfied. I would be wondering what the company was doing and whether it had got the notification of the repairs to be done in a tray in a locked room where nobody ever goes. Six in 10, or 62%—it is rising all the time—of those who were surveyed for the first time in November 2016 and had decided to wait for a repair were concerned about using their tumble dryer, so the vast majority of those who own those dryers are concerned. One quarter—26%—of affected customers were told that they would have to wait longer than six months for their tumble dryer to be repaired. If only it did take six months to have it repaired, at least we would have a date. One in five—22%—were told that the wait would be between three and six months. Where is the company’s understanding of the inherent danger that those delays compound?

I will conclude with this comment because others wish to speak. We must ensure that consumer protection legislation is in place to deal with this issue. Current legislation allows that to take place. I believe the power is with the Minister: she can do this. I respectfully ask her, in the short time she has, to ensure that action can be taken after the election. It is incumbent on us all to ensure that this does not happen again. I thank the hon. Member for Hammersmith and all those who have come to Westminster Hall to support the safety not only of my constituents but of people throughout the United Kingdom of Great Britain and Northern Ireland, who rely on legislation to force manufacturers to do the right thing. The fact is that we have to force them. I believe we must deal with this issue.

I thank my right hon. Friend for his intervention. He is absolutely right: those who served in uniform in that regiment and other regiments in Northern Ireland deserve every recognition for what they did.

Private Steven Smart’s father Samuel still lives in Newtownards, and his sister lives in Donaghadee. Private Michael Adams, 23, who was also from Newtownards, had served with the UDR for seven months, having formerly served with the Royal Engineers. I served with him—I served for 11 and a half years in the Royal Artillery, with the Territorial Army—and I well remember when we were both on guard duty at the Magilligan camp. You used to get guard duty when you had done something wrong; I am not sure whether Michael or I had done something wrong on that particular day, but we were on guard duty. We had a radio in the sangar, and we were listening to some tunes, one of which was “Stand by Me”, a ’60s song. Tonight, I suppose all of us who are in this Chamber are taking the opportunity to do the very same thing, and to stand by them.

These are men that I knew well. These are men whose faces I recall right now. These are men whom I honour and respect today. These are men whose families I see: I saw the mother of one of them just the week before last, and her grief is still evident. These are men who deserve justice. These are men who were brutally murdered by cowardly scum who were not fit to lace their boots.

I well remember that morning of 9 April 1990. It was 7.30 in the morning at the office—at that stage, I worked for my predecessor, the late Eddie McGrady—when we got a phone call from the BBC about what had happened. Our shock, our revulsion and our opposition was made quite clear on that day and on those following. Is the hon. Gentleman aware that, on a Sunday afternoon some two and a half weeks later, there was a peace demonstration from the car park in Lower Market Street in Downpatrick out to the scene of that terrible atrocity? That was done to illustrate clearly that this was not done in our name, and to illustrate our total opposition to and revulsion at all forms of violence and all forms of death and destruction via terrorism.

I thank the hon. Gentleman for very kindly giving way again. I say this ever so gently: would he and his colleagues agree that there is now a need for a resolution to the political talks process? One of the issues relates to legacy. I know that we perhaps come from different perspectives, but we all understand that many people lost their lives in very difficult and tragic circumstances. Does he agree that there now needs to be a resolution of the outstanding issues to allow the political institutions to be up and running in Northern Ireland and to provide for the people, rather than seeing a stripping and dilution of public services?

I thank the hon. Lady for her intervention. Yes, I do agree with that. It is important that we are committed to the talks process and the way forward. We just wish that all the participants, especially Sinn Féin, were of the same mind. There is a need for understanding and respect of other people’s traditions. We have committed to that as a party, and we wish very much that Sinn Féin would do the same.

At the time, I wanted to do all I could to help the families realise that their loss would never be forgotten or taken for granted. That is the reason for this debate, and everyone who has spoken today has expressed that thought very well. Steven Smart’s dad Samuel came to my office just last year and left me a large object wrapped up in newspaper. It turned out to be a blackthorn stick, which he presented to me. He had wanted to give it to me many years previously, but I had always refused and said, “No, Samuel, I am not here to receive anything. That is not the reason.” He said, “Well, Jim, I am not leaving here with it. It is for you.” I said, “Samuel, this is very important. It looks really well, with the motif of the Ulster Defence Regiment on the knuckle at the head of it.” He said, “I have two, one for me and one for you.” So Sam’s stick now has pride of place in my office.

I can only imagine the pain that has been felt for 27 years. Children have grown up without their fathers, mothers and fathers have been without their sons, wives without their husbands. I say this to them: I can only imagine how every glorification of terrorism that you have sat through has twisted the knife in your stomach. I know that this debate will be being watched in Northern Ireland.

It is a pleasure to speak in this debate, Mr Brady. I thank the right hon. Member for Orkney and Shetland (Mr Carmichael) for setting the scene so well. I have a great deal of interest in this issue. As the figures and the stats will show, in my constituency of Strangford we lag behind on accessibility. To someone of my generation, a megabyte would have meant a really large bite of some kind of food. That was certainly the perception. I never dreamed of the day when it would be a part of everyday speech. More than that, I never dreamed that it could play a real part in the ability of a business to compete and thrive. This is the case, however. We live in an age when online provision is almost considered a human right and our businesses do not have a chance without it. For that reason, in December last year I tabled a written question:

“To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the level of investment required to bring broadband access in rural communities in (a) the UK and (b) Northern Ireland up to the average level in all communities.”

The answer was simple and also stark:

“95% of UK premises are expected to be covered by superfast broadband by December 2017. The 95% figure is a UK average and individual areas, including rural parts of Northern Ireland and other areas of the UK, will have different coverage levels.”

We are one of those.

“All premises which do not have a speed of at least 10Mbps will be able to request an upgrade to at least this speed under the Universal Service Obligation.”

The Minister told us that.

“Furthermore providers and local bodies will also be able to access funding for full fibre connectivity as announced at the Autumn Statement 2016, once those proposals have been finalised in early 2017.”

That gave me lots of information, but unfortunately it did not give me the information that I needed. That is what has been done to provide support to rural communities. What co-operation is taking place with the devolved Minister in the Northern Ireland Assembly to see better connection for all of Northern Ireland, but most especially the rural communities?

I thank the hon. Member for Strangford, my constituency neighbour, for his contribution and for giving way. Does he agree that the previous voucher scheme brought much benefit to our constituents, particularly those who live in higher altitudes, and particularly businesses? Does he think that the reintroduction of a voucher scheme would provide a necessary financial incentive to people who try to conduct business in rural communities?

I thank the hon. Lady for her intervention. I agree with her point, which she made very well. Perhaps the Minister will respond to that in a positive fashion. I am going to ask for such things as well.

For us in Northern Ireland the issue is clear. I understand that the Northern Ireland project has been allocated more than £11.5 million of Government funding for phases 1 and 2 of the superfast broadband programme.

I must start by thanking the Government for keeping the promise in the referendum. The Government said that they would listen to the will of the people and, in true democratic form, they have adhered to that. People in the referendum said that they wanted article 50 to be triggered by 31 March. That is part of the exceptional circumstances under which we are operating, and that is why we are debating this matter tonight.

No, I will not give way.

With that in mind, it is clear that we wish to see the Bill make progress. I hope that we will not face more efforts to derail the process today. The train is en route and is going at a steady pace. Our duty and the duty of Government is to set the tracks in the right way—a strong and safe track—to carry us out of Europe and back to independence.

As a Northern Ireland MP, specific issues relating to our border with the Republic of Ireland, our businesses, our farming community and other communities are unique to us. I have every faith in our Prime Minister and her team and the discussions that she had with the Taoiseach in the Republic of Ireland just last week. The body language and the verbal contact were positive, and we should have every faith in what goes forward.

I just want to refer to new clauses 6 and 14. There is an argument that they do not make it clear to whom the protections apply, and that is to do with their scope. I am proud of the fact that I hail from a constituency that has a massive agri-food industry, which includes businesses that not only supply to the UK, but are globally recognised and trusted. I have manufacturers which ship to the middle east, America and Europe, and are now branching out to the far east. Mash Direct, a major employer in my constituency, employs some 40% of its workforce from eastern Europe. For Willowbrook Foods, the figure is 60%. We also have Lakeland Dairies, which covers Pritchitts Foods and Rich Sauces. All those businesses provide some 2,000 jobs in total.

Some of the workers have met and married locals, so there must be no road blocks to their ability to remain and work in this country and live their lives. The Secretary of State for Environment, Food and Rural Affairs visited Northern Ireland a couple of months ago and saw some of those factories and spoke to the people. She told me that she was very keen to ensure that the people working in the factories will have security of tenure and I fully support that.

However, I must underline my opening remarks and say that those who are living, working and integrating in our society and local economy deserve our protection. The Prime Minister is well within her rights to ensure that those who live and work here, or who are married to a British person, should have the ability to remain. None the less, there is no doubt that we must curb migration, which does not enhance life in the UK in relation to economic migrants. We must also ensure that our paramount concern is allowing businesses to continue to retain their workforce without fear and to have the ability unequivocally to offer job security to that workforce in order to keep the workers right here in the United Kingdom of Great Britain and Northern Ireland.

It is a pleasure to speak in this debate. I commend the hon. Member for South Shields (Mrs Lewell-Buck) for setting the scene so well and giving us so much detail about this issue, which we all have an interest in and wish to speak about. It is always nice to see the shadow Minister in her place. I know that the Minister will touch on the issues that we raise, because he is a man of compassion and understands them only too well.

I was speaking to my hon. Friend the Member for Upper Bann (David Simpson) before the debate started, and I cast my mind back to the situation when I was younger—that was not yesterday—and the things that our families had at that time. I was extremely blessed as a child to have parents who worked night and day to put food on the table. We may not have had the choicest cuts of meat, and we may have had lunches that were eggs in a cup and that was it, or dinners of potatoes and veg with no meat, but there was always filling food on the table. Those memories of my early days are particular to me but probably resonate with many others in the Chamber. My biggest insecurity about food was whether my two brothers would steal half a sausage from my plate. That was a fact of life—we challenged one another for what we had. We may not have had much to spare, but we had enough, and that is all anyone needs. We had a lovely upbringing, but we were by no means wealthy.

It breaks my heart to think that there are children in the UK—in my community and in the communities of everyone in the Chamber today—who are living hand to mouth. The hon. Member for South Shields set that scene very well, and it resonates directly with us all. I hate to think of mothers taking less on their plates to ensure that there is enough on their children’s plates. That should surely be the stuff of second world war TV dramas such as “Home Fires” as opposed to what is happening in the UK today, but there are indicators that it is not a thing of the past. Indeed, recent analysis by the Food and Agriculture Organisation of the United Nations, which my hon. Friend the Member for Upper Bann referred to, suggests that 8.4 million people in the UK live in food-insecure households. What does that mean? The UN said that it would eradicate food poverty and insecurity by a certain time, but it did not. Words are hollow if they do not lead to actions that ensure change. Notes from a recent meeting in this place say that to be food insecure means to be

“unable to secure enough food of sufficient quality and quantity to stay healthy and participate fully in society.”

I welcome the Environment, Food and Rural Affairs Committee’s inquiry into waste, which the hon. Member for South Down (Ms Ritchie) and my hon. Friend the Member for Upper Bann, who are members of that Committee, referred to and another member of that Committee told me about at a function last night. How do we address food waste in homes, businesses and supermarkets? In Strangford—I believe that this is happening in other constituencies too, but hon. Members will confirm whether that is the case—supermarkets have deals with community groups about food that is coming close to being out of date. For instance, Tesco and Asda in Newtownards phone community groups on a Friday or Saturday and say, “This food is going out of date. Can you make use of it?” Those groups can, and they take it directly to the people who need it.

Does the hon. Gentleman agree that labelling—sell-by dates and use-by dates—is not only confusing but an imprecise science? That needs to be reviewed as part of the wider debate about food waste reduction.

The hon. Lady is absolutely right. I hope that the Committee’s inquiry will address labelling, which we also talked about last night. We often have products that are near their sell-by dates, and my wife is very strict about them, but I am perhaps not so strict. I feel that the sell-by date may not necessarily mean that the product is not edible, and I therefore challenge myself to eat it. Whether that is right or wrong, it has not affected me in any way. It is not the reason why my hair fell out, and it is not the reason for many other things.

Yes, absolutely; my hon. Friend is right. That was a very wise decision. It was supported by all and was done for the very best reason: to help vulnerable people in society. I will focus on those people in the short time that I have.

We must surely consider that saving when looking at housing benefit and supported housing schemes over the long term. In March 2016, the Government confirmed that people living in supported and sheltered housing would be exempt from the LHA cap for a year to allow the Government to carry out a proper strategic review of how supported housing is funded. That is good news. Let us give credit where credit is due: that is a step in the right direction. I have been furnished with the results of the consultation carried out by members of the National Housing Federation, which represents housing associations. More than 200 organisations contributed their views to that consultation.

Does the hon. Gentleman agree that the best way to deal with the need for supported housing is to provide additional resources for more housing, particularly more specialised housing, for those who are in most need?

I could not agree more. That is clearly what we are all trying to achieve, and I hope the Minister will confirm that that is the Government’s target too.

The National Housing Federation says that the following three principles should underpin reforms to the funding of supported housing:

“No-one with support needs will become homeless or end up in unsuitable accommodation…The actual housing and support cost of delivering a quality service will be fully met, and will be flexible enough to meet changing levels of demand”—

things change, and we must be ready for that—and the

“taxpayer and those living in supported and sheltered housing will have evidence of the quality and value for money of the services being funded.”

That seems a solid foundation on which to build a supported housing policy, and I hope that the Minister will respond positively to that.

We must look at all those principles in the light of what the Government seek to do. The local housing allowance cap will apply to all tenants in supported and sheltered housing from April 2019. Housing costs will continue to be paid through the benefits system up to LHA level. There will be no shared accommodation rate; the one-bedroom LHA rate will apply to under-35s in supported housing. There will be local authority top-ups, and ring-fenced funds will be transferred from the Department for Work and Pensions and allocated by the Department for Communities and Local Government. The 1% rent cut will apply to supported and sheltered accommodation from April 2017.

There are still problems and many issues to be addressed. The hon. Member for Waveney (Peter Aldous) referred to people with mental health issues, and I want to focus on them, because those issues come up every day in my constituency. I do not believe that the Government’s aims allow them to follow through on the principles that are in place. Only last evening, before I got my flight to Heathrow to come to the House, I had a young man with mental health issues in my office who was finding it difficult to get housing benefit to allow him to live close to his family. I had only to talk to him to know that he was suffering from severe depression, anxiety and angst and really needed help and support to allow him to live his life somewhat independently. I speak out for him, to ensure that the Government’s proposals do not stop housing associations creating supported housing schemes, which are needed not simply for the elderly but for people of all ages and from all walks of life.

We have had 30 years of conflict in Northern Ireland. We often say that, but that does not lessen the statement. We have acute and complex issues in Northern Ireland; many people from all sides of the community and of all ages suffer from anxiety and depression and need help. It is important that supported housing schemes can be created and sustained. The Government must recognise that need and allow for it in their proposals.

Although the ring fence and the commitment not to use a shared accommodation rate for LHA for people under 35 are most welcome, we must ask how local authorities will prioritise the spending of their devolved funding. For example, will they prioritise people with social care needs over single homeless people? How will the Government ensure that local authorities get the right amount of money and that funding grows in line with need? How will we ensure that services that require relatively little additional funding, such as sheltered housing, are not caught up in complicated administration? The hon. Member for Waveney spoke about how complex that is both for us and for our constituents. How will we ensure that existing tenants are protected in the transition from one system to another? I know the Minister, and I know that her response will be positive. We want to hear positivity from her when she addresses those questions. I am aware that this issue is out to consultation, but it has surely been considered since the initial review in 2011.

I conclude with this comment. Reform is needed. The present system can be taken advantage of. We speak for the most vulnerable people—those with mental health issues, emotional issues and complex personal issues, who are in situations where they are taken advantage of, not supported—and we must ensure that they are not left alone. I implore the Government and the Minister to consider fully the responses of the bodies that deal every day with those vulnerable people, and ensure that we leave no one alone and vulnerable without the support that they need to live.

May I say what a joy it is to follow the right hon. Member for Forest of Dean (Mr Harper)? We recall his energies as the Minister for Disabled People and thank him for the good work he put in. It is good to see him here contributing to the debate in a different capacity. It was also a pleasure to hear the hon. Member for Bootle (Peter Dowd) set the scene so well. This subject is close to my heart and to his, and to the hearts of all who are participating in today’s debate.

This issue has seen some traction recently. More people now understand that to discriminate or target someone due to disability is as bad as targeting someone due to race or religion. It is not acceptable. In this debate we are focusing on hate crimes targeted specifically at those who are disabled. It is just as despicable to pick on someone because of that as it is to pick on someone because of their race or religion. Section 146 of the Criminal Justice Act 2003 applies to sentencing when the court is considering the seriousness of an offence in which the offender, either at the time of committing the offence or immediately before or after doing so, demonstrated hostility towards the victim based on the victim’s physical or mental disability, or presumed disability; or the offence was motivated by hostility towards persons who have a physical or mental disability or a particular physical or mental disability.

How much those offences rile me personally and each every one of us in this House—those who have spoken before me and those who will speak after me. Such actions are horrible, despicable and clearly unacceptable. When we read about them in the press and in the media, or when we hear about them from constituents who tell us what happens to them, our response is to feel so angry. So again, I thank the hon. Gentleman for securing the debate and for giving us all the opportunity to participate in it.

In cases such as I mentioned, the court must treat the fact that the offence was committed in any of those circumstances as an aggravating factor, and must state that in open court. The amount by which the sentence will be increased will depend on the circumstances of the case and the seriousness of the aggravation. There has been an impetus to prosecute more such crimes to send a message, very clearly, that they will not be tolerated in decent society. Can the Solicitor General tell us how many such crimes have been prosecuted in the United Kingdom?

To imagine that someone would be targeted because of their disability is beyond despicable. For that reason, I welcome the news that the CPS has prosecuted a record number of hate crimes—15,442—in the past year, which is a 4.8% rise on the previous year of 2014-15.

The hon. Gentleman, my friend from my neighbouring constituency, is making a compelling case. Does he agree that the Government could demonstrate their commitment to tackling hate crime by publishing a response to the Law Commission’s 2014 consultation paper, which considered extending existing offences? We would like to hear from the Solicitor General on that.

I thank the hon. Lady, who is a friend as well, for her intervention. She has outlined the issue clearly, and I hope that the Minister responds to her point.

The number of prosecutions for the year 2014-15 marked a 4.7% increase on 2013-14, so there has been an increase in the number of prosecutions for the past three years, which indicates that there is a commitment from the Minister’s Department and the CPS to make changes and prosecute these crimes. I will come to more figures later in my speech, but the number of crimes is enormous. The number of prosecutions is just the scrape of the scab, the tip of the iceberg or whatever other descriptive phrase we might use. The CPS’s eighth hate crime report details a

“41% increase in disability hate crime prosecutions compared to 2014/15”.

Even online hate crimes are being successfully prosecuted, and this message must be spread widely: people cannot hide their prejudice or hatred behind a keyboard and a laptop and think that it will protect them. It does not, it cannot and it never should. More than four in five prosecuted hate crimes result in a conviction, with more than 73% of those charged pleading guilty. In 2015-16, recorded sentence uplifts reached 33.8%, which shows a good use of the legislation for what it was designed to do.

I thank the Minister and his Department for what has been done, because it is positive, but I will outline something that I have said, that other Members have said and that those who speak after me today will say. In a written question some time ago, I asked the Attorney General

“what progress his Department has made on providing disability hate crime training for all prosecutors; and what improvements this training will bring to conviction rates.”

It is important to have training in place so that we have people who know how to respond. The answer was:

“Mandatory training relating to disability hate crime was delivered, across the Crown Prosecution Service, between September 2015 and January 2016. Prosecutors will deploy the knowledge gained from the training in the course of prosecutions thereby improving performance. The CPS are enhancing the support provided to prosecutors in dealing with crimes committed against disabled people. They are reviewing their policy and legal guidance on disability hate crime, which will provide assurance to the public of how the CPS intends to deal with such crimes.”

Following on from that, I ask the Minister to provide an update on whether that training has been a success or whether it needs improving. I would like him to update us on where we are and on what improvements could be made to make the training even better.

Other figures have not been so encouraging. The number of hate crime cases referred by the police to the CPS for decision in 2014 was 14,376—an increase of 2.2% on the previous year. However, in 2015-16, the number of referrals decreased by 9.6% to just under 13,000. I ask respectfully whether the Minister can give us some indication of why that happened. Is it because police resources are not focused on disability hate crime? If they are and there is a fall-down, I ask him to let us know so that changes can be made to address the issue. The optimist in us all would love to believe that the decrease in the number of referrals by the police to the CPS is due to more people recognising the boundaries of how they can treat others, but that is probably not the reason behind the drop.

The hon. Member for Bootle mentioned Northern Ireland’s Be Safe, Stay Safe campaign. Just over a year ago, back in October last year, I made the House aware in a question—I think it was to the Solicitor General—that the Police Service of Northern Ireland had launched an online campaign after 44 disability hate crimes were recorded over a six-month period. The PSNI contacted the charity Leonard Cheshire Disability, which, as the Solicitor General will know, has set up an advocacy scheme to help disabled people access the criminal justice system. Will the Solicitor General consider similar action? He responded positively to that question, in which I underlined what we are doing in Northern Ireland.

As the hon. Member for Bootle said, if something good is happening in the United Kingdom—legislation or whatever it might be—whatever the debate is, we should all learn from it. We are doing something good in Northern Ireland, as the hon. Gentleman clearly, gently and supportively said. What we are doing in Northern Ireland is a response to the general public’s request to put positive legislation in the hands of the police to make it happen and make a difference.

More must be done to ensure that disabled people are aware of the rights that are enshrined in law already and, more importantly, that they have the support they need to approach the police and to give evidence to further their case. Anecdotal evidence suggests that more than 60,000 incidents of disability hate crime are committed in England and Wales over a year, so I want to ask about prosecutions. I am thankful that the CPS has made more than 15,000 prosecutions, but if there are 60,000 incidents of disability hate crime, we are a long way from getting to where we need to be.

I know that the Minister is absolutely and totally committed to making the changes that are needed, as his demeanour and his response to the questions that he has raised will indicate. There is a chasm between 60,000 and 15,000, and I hope the Minister will respond to that point. More must be done to ensure that those two figures are more closely aligned. That is not to say that every off-the-cuff comment is worthy of prosecution, but I firmly believe that many crimes are being committed and not reported, which means that there is no help for the victims. The House must address that.

We must look at how the message can be made clearer that disability hate crimes exist and are not acceptable, that victims will be not further traumatised but helped and supported, and that justice can be served without it being at victims’ expense. Could that be done in conjunction with the Department for Education? Could part of the process involve co-operation with media channels to spread awareness? I am not one who watches the soaps on TV. I could tell hon. Members nothing about the storylines and little about who the characters are, but my wife loves those programmes and could tell hon. Members the details of every character’s life. Some of those soaps could be used for good. One example is “Coronation Street”. Although I am not an avid watcher of the programme—indeed, I do not watch it—I understand that it portrays the issue of Down’s syndrome. There are ways of using the media and the TV for good. Perhaps the Minister could look into that possibility.

We must ask our ourselves whether we have done all we can to encourage the process of making people aware of protection, how serious disability hate crime is, and how seriously it will be treated. To our shame, I do not believe that we have. I implore the Minister to do more to take the matter further and bring about real change. Yes, we have done much good and made gigantic leaps forward, but we have not finished. More can be done.

It is a pleasure to speak in this debate, Mr Streeter. May I first thank the right hon. Member for Tottenham (Mr Lammy) for presenting an excellent case? We are all here because we feel passionately about this issue. I have spoken about apprenticeships many times in this House—unsurprisingly, Mr Streeter—and when I was a Member of the Legislative Assembly in a previous life. There is a reason for that: apprenticeships are a vital part of our country’s future. It is essential that we do not leave ourselves with skills gaps and that we have knowledge, ability and opportunities at every age group and level.

I want to give a Northern Ireland perspective to the apprenticeships scheme and speak about something that is close to my heart—the Prince’s Trust. I often have pointed to the great apprenticeship schemes at Bombardier and other major employers throughout Northern Ireland. I welcome the fact that the importance of this training has been recognised in Northern Ireland. In my constituency, there is an opportunity for everyone in pharmaceuticals, food processing, light engineering and agri-food, which is a growth industry.

I congratulate the right hon. Member for Tottenham (Mr Lammy) on securing this debate. Does the hon. Gentleman agree that we need an investment of time and effort by Government and those in the hospitality industry to bring forward apprenticeships in catering to underpin that industry?

I thank the hon. Lady for that important comment. The tourism sector can, should and must grow. One way of doing that is through the apprenticeship scheme; she is absolutely right. I fully support that, as I am sure all of us here would.

Businesses and companies must step up to the bar and be prepared to take people on. That is why when the scheme was announced I openly welcomed the initiative to create provision for 3 million places—how tremendous to have help in ensuring that work schemes are available to young men and women alike. However, I was not so excited when I realised what exactly was happening with the scheme. That is why I congratulate the right hon. Member for Tottenham on bringing this issue to the Chamber for consideration. What seemed to promise more help in fact seems to have the opposite effect, with the number of apprenticeships for perhaps the most vulnerable group—16 to 18-year-olds—being cut. I know that the changes impact all ages of apprentices, but time demands that I focus on only one strand, and that is young people.

I will never forget reading the dire statistics from research by the Prince’s Trust two years ago, which laid bare a direct link between joblessness and suicidal thoughts, as well as self-harming, alcohol and drug abuse. The figures do not make good reading but they are the reality for many people.

About one in three—35%—of youngsters in Northern Ireland experienced mental health issues, compared with the UK national average of 19%, which is almost one in five. The research also revealed that long-term unemployed 16 to 25-year-olds are twice as likely as their peers to have been prescribed anti-depressants and to believe they have nothing to live for. Over one in three—34%—young people said that they always, or often feel down or depressed, compared with a national average of 32%, with the long-term unemployed significantly more likely to feel that way. Over one in four—29%—said that they feel like an outcast, compared with 24% nationally, with the report finding that the long-term unemployed are significantly more likely to feel that way. Over one in five—21%—admitted that they feel like a waste of space, against the national average of 17%, with the long-term unemployed more than twice as likely to feel that way.

Those stats tell the story of young people and how they feel about their lives in Northern Ireland. They show why Northern Ireland Members are here today and why we are pleased to be able take part in the debate.

That this House has considered persecution of religious minorities in the Middle East and its effect on the UK.

It is a pleasure to serve under your chairmanship, Mr Stringer. I thank all hon. Members who have made the effort to come to Westminster Hall on such a lovely day. I am pleased to see the shadow Minister, the hon. Member for Hornsey and Wood Green (Catherine West), in her place and look forward to her contribution. I congratulate the Minister on his elevation to his new post and very much look forward to his response to the debate. When he held other ministerial posts, we held him in high esteem. We still do, and we look forward to hearing a comprehensive response, like those he has given us previously in reply to other matters.

The persecution of religious minorities in the middle east and its effect on the UK is a massive issue. It is one that we are greatly concerned about and one that we want to debate fully. I speak as chair of the all-party group on international freedom of religion or belief, in the knowledge that this human right—a right for all—is key to stability in the middle east. I shall talk about that freedom in the middle east and the effect on the UK. I make this speech very much on behalf of my Christian brothers and sisters who live in the middle east. They have been persecuted over many years and their numbers have been greatly reduced. Other Members present will be aware of that and may wish to address it in their contributions.

While we watch, and are deeply saddened by, the recent horrific terrorist attacks that have rocked the world—in Nice, Dhaka, Medina, Baghdad and Istanbul, among other places—we must continue to bear in mind those throughout the middle east whose lives have been radically changed forever. We think especially of people in Syria and Iraq. In Syria, 1 million Christians have been displaced and dispersed all over the world. Just on Sunday past, I was talking to a gentleman from Canada who told me that Canada has taken in 30,000 Syrians, many of them Christians. Other countries around the world have also taken in Syrians. Many of those 30,000 will never return home; they will be settled in Canada and wish never to go back to their home country.

We are very aware of the situation in Iraq, which is one of those countries in which Christians are a small minority. Where do they feature in an Iraq where Christians are attacked or murdered and their churches destroyed? They are under a lot of pressure when it comes to education and employment. The Iraq displacement tracking matrix found that, between January 2014 and 22 June 2016, there were more than 3.3 million internally displaced individuals—more than 550,000 families—dispersed across 100 districts in Iraq. Such has been the impact of the persecution of Christians and religious minorities in the middle east. I shall also discuss other religious minorities, because so many people are displaced and/or under pressure.

I thank the hon. Lady for her intervention and for pre-empting a later part of my speech. When we give aid to countries around the world, we need to ensure that it goes fairly to all people in those countries. We have previously debated spending by the Department for International Development, and I want to make it clear that we support that spending and the commitment to spending 0.7% of GNI on foreign aid.

I thank the hon. Gentleman for giving way once again. This debate and this issue in particular raise article 9 of the Human Rights Act. In that regard, does he agree that the championing and protection of human rights in the UK are vital if we are to protect those same values in other countries, particularly in the middle east?

All the hon. Lady’s interventions have been applicable to the issues, and I thank her for that. It gives us a focus. I am conscious of time, Mr Stringer, so I will try to head on.

Despite the systematic persecution of religious or belief groups in Iraq—some expert bodies think that the situation with the Yazidis amounts to genocide; I think that, too, as do many others in the House—the UK’s Gateway, Children at Risk and Mandate resettlement schemes have helped only a few hundred in the past year or so. While some Iraqis may fit all the criteria under the current Syrian vulnerable persons resettlement scheme, they are not eligible for asylum in the UK because they are not Syrian nationals.

The all-party group that I chair is urgently calling for a modest expansion of the Syrian scheme to create an Iraqi vulnerable persons resettlement scheme. That would permit Iraqis who fit the current vulnerability criteria and are recommended by the United Nations High Commissioner for Refugees to be made eligible for asylum in the UK. That would be a small change and a small number, but it would be a significant move that would enable those subject to persecution to have an opportunity. In the wake of the Chilcot report, the UK cannot absolve itself from assisting Iraqis. Prioritising Iraqis alongside Syrians for resettlement in the UK is the least we can do. Daesh does not discriminate depending on whether individuals are Iraqi or Syrian, and neither should we.

Finally, the all-party group’s latest report, “Fleeing Persecution: Asylum Claims in the UK on Religious Freedom Grounds”, which I referred to a few moments ago, highlights what happens when individuals who have been persecuted for their religion or belief reach the UK and claim asylum, and the lack of understanding and misperceptions of religion and belief among decision makers working in the UK asylum system. We are trying to be constructive. We are not pointing the finger or trying to be nasty. We want to point out where constructive changes could be made to help the system and those people who have every cause to be here and can no longer live in their own country. In religious persecution cases, Home Office caseworkers have often based their decision on whether an asylum seeker is genuine on quick internet searches, as the hon. Member for Glenrothes (Peter Grant) said, on informal staff-made crib sheets and, in the case of Christians, on Bible trivia questions including, “What colour is the Bible?” It could be black, white or red. Does it matter what colour it is, for goodness’ sake? What is in the Bible is what matters. The word that it contains is the important issue. I sometimes wonder how these things happen. Such methods limit the capacity to differentiate between individuals who are genuinely part of a religious community facing persecution and those who have learnt the “correct” answers, as has already been referred to. Misinterpretation also plays a large role in the errors occurring in such cases. I urge the Home Office to recognise its genuine shortcomings and equip itself with well-trained staff and suitable translators to ensure a fair hearing of all cases.

I hope that the Minister agrees with the importance of addressing persecution in the middle east in both short and long-term strategies so that we in this House can, in conjunction with our partners abroad, secure the most stable world possible.

It is a pleasure to speak in this debate. I thank the hon. Member for Belfast South (Dr McDonnell) South for bringing this important issue for debate. Despite the somewhat negative view, we must look at Northern Ireland and where we are. There are two sides to this very honest debate between those who feel that Brexit will create problems and those who feel that it will create opportunities. I am one of those guys who thinks that we can get lots of opportunities out of this. That is the point of view from which I see it, and that is where I will come from.

As an example, tourism is one of Northern Ireland’s great success stories over the last period of time. The economy has grown on the back of tourism as well as many other things, as my hon. Friend the Member for East Antrim (Sammy Wilson) said. Tourism revenue rose to £325 million, with some 2.1 million visitors in a year. Many of those visitors come from the Republic of Ireland up, and they come through customs in the Republic of Ireland. Whatever the system of agreed custom controls may be between Northern Ireland and the Republic, is there anything to say that they will not come through that? There is nothing whatsoever. If they have made the effort to come to Ireland and to come north, they will do the same again. I do not see any reasons why that should not continue.

We have had some high-profile events, including the £77 million Titanic Belfast and the Giant’s Causeway visitor centre, and the Gran Fondo Giro d’Italia took place in my constituency and that of my hon. Friend the Member for Belfast East (Gavin Robinson). There are cruise liners to Ulster shores that come regularly down to Strangford—to Mount Stewart, to Greyabbey and down the Ards peninsula—to explore. Lots of people come to take advantage of that and I cannot see that changing; why would that change?

Another area of cross-border connectivity is Northern Ireland’s electrical grid. Let us look at some of the connections we already have. There are three cross-border interconnectors with the Republic of Ireland. The main one, between Tandragee and Louth, has a capacity of 1,200 MW. We are also connected to the national grid of the island of Great Britain by the Moyle interconnector. Those are just two examples of connections between the two nations. We also have interconnector gas pipelines with the Republic’s gas supplier, Bord Gáis, which provides gas directly.

Those are things that are working and I do not see any reason why they would not happen, because all of those involved have good economic relations. That connection has been in place since 2005 when the gas company from down south made its first connection, with others in 2006 and 2007.

There are people who use the route across to access the Republic of Ireland for jobs and those who come shopping. Is there anything to indicate that those things will not continue? People will still come across the border to work and they will still come across to shop regularly.

Sometimes we need to look at some of the things that have happened. One of my constituents witnessed a people-smuggling operation coming back from Dublin to Belfast. He contacted the Garda Síochána and the guards arrested 50 people, who were taken away in Transit vans. There is an example of what can work because two countries want to see the system working. Criminal gangs and illegal migrants may attempt to use Northern Ireland as a route into the rest of the United Kingdom, but that is an issue that can and will be addressed.

My hon. Friend the Member for East Antrim mentioned customs. Vehicle recognition makes it easier to travel between Belfast and Dublin and it is very possible that that can continue. The Secretary of State will try to get the best possible deal for Northern Ireland and I believe that we can have that.

I thank the hon. Gentleman. I agree that there needs to be investment in schools and education. That is the priority, because investment in well-developed children’s education will lead to better outcomes for training and our economy.

Northern Ireland is undoubtedly a beautiful place, and our appeal has been strengthened by our growing position as a world-leading location for films and television. In that respect, tourism is an important revenue generator. In the year from October 2014 to September 2015, it brought total expenditure of more than £700 million to our economy. That helps to support jobs and gives communities new livelihoods.

As a co-chair of the all-party group for the visitor economy, I am anxious, as are many members of the group, for the Government to bring forward proposals to reduce VAT on tourism on a UK basis. That fiscal incentive would have a deep and generous impact on the Northern Ireland economy. We need only look at the south of Ireland, where VAT on tourism has been levied at 9% over the last number of years. As a consequence of that measure, about 9,000 jobs were created in the two years after it was introduced. We are part of the UK, which is one of only two of the 27 countries in the European Union that do not have a lower rate of VAT on tourism, so that immediately places us at a disadvantage.

The hon. Member for Upper Bann also raised the issue of Brexit. Obviously, I take a very different view from him and his colleagues in the Democratic Unionist party. I and my colleagues in the Social Democratic and Labour party believe that we should remain in the European Union and I give a little warning based on evidence direct from Danske Bank. This week, it said in the quarterly sectoral review for 2016 that the economic growth forecast for Northern Ireland had been revised down to 1.6% from 1.8%. Angela McGowan of Danske Bank was reported in the business press yesterday as having indicated that that was due to the threat of Brexit, austerity and slower global growth, which takes us back the global commodity markets. She said:

“The message remains that Northern Ireland’s economy continues to expand, but the pace of growth is slowing. While the continued reduction in the public sector jobs will weigh down overall growth in the short to medium term, by far the biggest risk to growth this year is Brexit which has lowered investment and growth in the first half of this year…but there is no reason the private side of the economy should not bounce back”

after the referendum, which I hope will produce a remain vote.

Those on the leave side have not produced any evidence on which to base their arguments, and they do not know what the far side of a leave vote would look like. However, I know that there will be a severe impact on our local economy. I firmly believe that there is a future for the Northern Ireland economy and for our young people, but that depends on several factors. One is staying in the European Union, otherwise we will close easy access to the 500 million potential tourists in the EU and block off one of our biggest areas of growth.

I once again congratulate the hon. Member for Upper Bann on securing this important debate. I hope that the Northern Ireland Executive will get down to work and ensure that new areas of growth can be tapped into and that new areas for visitors can be created. That can happen only in a context in which we are totally open for business and totally open to new markets. That means remaining in the European Union.

I am sorry, but I cannot take any interventions because time is limited.

The health problems that thousands face as a result of this tragedy have been exacerbated by the distress and uncertainty around the support arrangements. Irrespective of how bad things have been, I would urge the Minister, having listened to the reasoned demands of Members of all parties, to state clearly that there will be a full and final settlement, that there will be proper transitional arrangements hereafter, and that people so affected will have the right and direct access to the medication required to help them live with their medical conditions, while the families affected by these problems will also be helped. The tragedy of this scandal must be ended and a curtain must be drawn on it.

I congratulate the hon. Gentleman on obtaining this debate. He made an important point about the unsung heroes, the carers. Does he agree that often the people who provide the care in the home rely on outside visits, but those are short-term visits, which are not really the answer to support the carer or the person suffering from Alzheimer’s disease or dementia? More work on policy development and resources needs to be invested in by Government in the vital area of caring.

I thank the hon. Lady for a valuable intervention.

Carers UK estimates that, of the 6.5 million carers in the UK, 670,000 people care for friends or relatives with dementia. It is estimated that the NHS saves some £11.6 billion each year because of those unsung heroes; their contribution as volunteer carers is very valuable. Carers may end up providing more than 100 hours of care per week, and all too often the outside world is completely oblivious to their efforts—even those who know the carers might be oblivious, because they do not know what is happening. Anyone who has lived with someone with dementia or Alzheimer’s, or knows a person who does, knows the problems. People with dementia can often unknowingly become agitated, even violent, and night-time wandering and shouting can have a serious impact on carers’ sleep patterns, let alone sufferers’.

I beg to move,

That this House has considered the effect of the UK leaving the EU on Northern Ireland.

I am glad to serve under your chairmanship today, Mr Crausby, and pleased to see the Minister in his place. I am grateful to have this opportunity to highlight in brief the effect that the UK’s leaving the EU would have on Northern Ireland. I believe that all of Britain and Northern Ireland benefit from being part of the EU, but there are special circumstances in Northern Ireland that require thorough consideration before the vote in June. To put it simply, Northern Ireland uniquely benefits from our membership of the EU, and would be uniquely hurt by leaving.

The most obvious issue, for which there is no parallel in Britain, is the land border that we share with the south of Ireland. Anyone who lives in a border county will know for themselves that talk of a hard border in Ireland is not an abstract, scary story, but a living memory. I was reminded of that last week when I attended the launch of the Irish4Europe campaign in London. It is a campaign group set up to encourage Irish people living in Britain to engage with the referendum. During the questions and answers, someone told us about growing up in Quigley’s Point in Donegal, and an attempt to smuggle 4 lb of Northern Irish butter into Donegal. It was foiled by the honesty of his grandmother, who when asked by the guard whether there was anything to declare lifted her coat off the back seat and revealed the 4 lb of butter. We laughed but the story is less funny in the light of an official report from the Cabinet Office that says:

“Northern Ireland would be confronted with difficult issues about the relationship with Ireland. Outside the EU’s Customs Union, it would be necessary to impose customs checks on the movement of goods across the border.”

To be clear, that warning comes not from me or my party but directly from the Cabinet Office. The same report says:

“Questions would also need to be answered about the Common Travel Area which covers the movement of people.”

I thank the hon. Lady for giving way. She will understand that I come from a different point of view. The Stormont Public Accounts Committee recently concluded that Brexit would have little effect or impact on the Northern Ireland economy. Secondly, the hon. Lady will know that the fishing industry in Portavogie, Ardglass and Kilkeel is clear that it wants a viable fishing industry free from EU red tape, the quota system, days at sea and EU legislation. They want to be able to fish the seas round their area—

Needless to say, I do not accept that proposition—for a simple reason. I understand and appreciate people in the fishing industry because I represent fishermen from two of those ports, but I also understand that it would be possible to argue better for reform of the common fisheries policy by continued membership of the EU. There are people in the fishing industry, and senior people particularly, who have told me that fishermen have asked public representatives to be particularly cautious. Many of the regulations about discards and the landing ban originated in London, in Whitehall, and not in Brussels. People must be careful about that point.

I beg to move,

That this House has considered broadband speeds in Northern Ireland.

I welcome this opportunity to raise an issue that is incredibly pertinent to the constituents of all Members representing constituencies in Northern Ireland. I am pleased that the Minister for Culture and the Digital Economy is present to hear our views. I have received correspondence from a number of individuals, families and companies who are frustrated by the slow progress on this issue and its economic impact. I have also been in touch with business owners and individuals from my constituency who have detailed the impact that “not spots” and poor internet connectivity have had on them, on their children’s education and on driving economic growth and productivity.

I thank the hon. Lady for highlighting the issue of broadband and superfast broadband in Northern Ireland. It is obvious to me as an elected representative, and to all elected representatives in Northern Ireland, that better superfast broadband is essential for creating jobs and employment and for helping the economy to grow even further. Does she feel that the Minister needs to endorse that and to support our Minister in Northern Ireland?

I thank the hon. Gentleman for his intervention. Of course, I agree that faster broadband is critical to driving economic growth and fuelling productivity. I am anxious to hear the Minister’s response and how he is working with the Northern Ireland Executive and with BT and the other providers, because there is no doubt that the majority of people now expect reliable and accessible broadband as a matter of course, yet in rural constituencies such as mine and many others in Northern Ireland there are businesses, families and farmers who are denied the necessary internet access and speeds that are the norm in urban areas, which may be due to topographical reasons. The lack of adequate broadband in other rural communities across Northern Ireland and Britain has created a digital divide that will only be exacerbated without meaningful action from the Government.

I thank my hon. Friend for his helpful intervention and for his good visit to South Down on 5 December. He is right: businesses that are not near the cabinet and premises that are not served need much better levels of technology. It is our local economy and local services that lose out.

Another issue is that structural separation will take time, so there is a need to move quickly to open up BT Openreach and provide better access for competitors, including to the network infrastructure. For example, other countries in Europe have managed to do that through physical infrastructure access under the existing regulatory regime. Spain and Portugal are leading examples of that. There is also a need to investigate the research into the whole rural broadband scheme, which has not been terribly effective. Alternative technologies need to be investigated. I met the Internet Services Providers Association this morning. It has a broad umbrella membership, and people and companies within it are doing that work. We need to look at alternative technologies that are capable of delivering the superfast speeds that are already universally available elsewhere. Subsidising take-up would be a more efficient solution for remaining rural areas.

The Government should focus any intervention on stimulating demand by subsidising the up-front costs of satellite broadband take-up. I would like to see the re-introduction of the broadband voucher scheme, which businesses found useful. I thought it would have happened in the autumn statement, so perhaps the Minister can reflect on that issue. In a recent written answer, he stated that

“this Government is working closely with Ofcom to implement the broadband Universal Service Obligation by 2020, as recently announced by the Prime Minister.”

There is doubt and apprehension that that might not happen, because there is not that collaboration between the technologies. There is monopoly control by BT, and separation and structural reform needs to take place.

No, I will conclude, because I think it is fair that the Minister has time to respond to the issues.

I hope that we do see that universal service obligation by 2020. To quote the Minister’s written answer:

“This will give people a legal right to request a broadband connection no matter where they live.”

It will enhance business and economic opportunities and drive the economic growth and job creation that we aspire to for all our citizens, as well as ensuring the social and economic development of all our peoples. I look forward to the consultation that the Minister will announce later this year, and I hope he can give us some information about that today.

There are two issues. In 2015, 77% of Northern Ireland premises had access to superfast broadband at speeds greater than 30 megabits, compared with the UK average of 83%. Suffice to say that my colleagues representing Northern Ireland constituencies are looking for a substantial improvement on that. Another interesting fact is that superfast coverage in Northern Ireland remained static from 2014 to 2015, while UK-wide it increased by 8%.

It is important that all the issues to do with technologies and increasing superfast broadband speeds are addressed. We need assurances that cable and fibre cable will be provided to premises and not solely to cabinets, because some find themselves at quite a distance, and speed reduces with distance from the cabinet. The bottom line is that we want to see our local economy and productivity grow. We want to see an enhancement of job creation. We do not want to see anyone left at a significant disadvantage. No, but it will be 1690 again some time. In my constituency, Excel in Newtownards has increased its business online and has sales across the world. It could do even more and employ more people if superfast broadband was available. The incentive to getting it in is that it would create more jobs and more lift within the economy. That can happen in Northern Ireland if the right things are done.

I thank the hon. Gentleman for his intervention, which relates to the points I have been making throughout this debate. We need superfast broadband, higher speeds and better connection. Working with all those in the industry and allowing that structural reform to take place will enhance our local industrial base and the availability of educational opportunities to many of our students. It will also ensure that our rural populations, particularly those in mountainous regions, will not feel disadvantaged in any way. I look forward to the Minister’s response. I will feel free to intervene on him.

My constituency neighbour will know, as I do, that agricultural produce is critical to our local economy. In that vein, does he agree with me, and with the conclusion of the Ulster Farmers Union, that the Groceries Code Adjudicator should have more power to tackle unfair trading practices, particularly in the dairy sector but also in the red meat and vegetable sectors? That would have an impact on his constituency.

As always, I am pleased to have accepted an intervention. I note the hon. Lady’s wise words, which outline clearly the issues for my constituency and her constituency, in referring to the unfair trading practices.

We have to value the benefits of supermarkets, as I said earlier. The Competition Commission views the country’s supermarkets as delivering

“a good deal for consumers”.

However, the commission did warn about the impact on suppliers if current practices were to continue—that continuing to produce a quality product at a cheaper than cheap price is unsustainable. It said that

“the transfer of excessive risk and unexpected costs by grocery retailers to their suppliers through various supply chain practices if unchecked will have an adverse effect on investment and innovation in the supply chain, and ultimately on consumers.”

In the background information sent to us by the National Farmers Union, there are three examples. Just last week on the TV—I think it was early on Tuesday morning last week—there was a clear illustration of this. A farmer, who I think was from Norfolk, was producing parsnips for Morrisons and had been doing so for years, but he was not getting his price and the company was continuously squeezing him. The problem for him was that it had got to a stage where it was unsustainable. Last week a TV programme carried the story. Morrisons had not replied over a six-week period. Ultimately, he was saying, “I cannot continue after years of the product being purchased at low profit.” This had an impact on him, as he had young sons. He needed to ensure that everything for him was beneficial and cost-effective, but it was not. Whether it is Morrisons, the Co-op or Tesco, those issues need to be addressed. Action must be taken. Relevant powers need to be given to the new ombudsman or eventually to a body that takes responsibility for this issue.

The Competition Commission’s proposed ombudsman would enforce compliance with the groceries supply code of practice. Perhaps the Minister will tell us what extra powers the ombudsman will have to bring supermarkets into line and ensure that they do what they should do. We have to strike the right balance between addressing the abuses of purchasing power by monopolies and allowing legitimate businesses to operate with as little Government interference as possible. That is appropriate, given the serious detrimental impact to suppliers. As I have already outlined, the grocery retailers will be prohibited from making retrospective adjustments to terms and conditions of supply, which are issues that have a direct impact on them.

It is my understanding that the Groceries Code Adjudicator would not have to have, or seek to have, any role beyond what is necessary to monitor and enforce the code of practice. However, with the right approach, and with the teeth that Government can give it, we can, as the hon. Member for South Down and others have said, make the change, make farmers more profitable and help them, as they produce a quality product that in many cases leads the world. They need that profit and that money to continue to be producers.

We have hit on an issue that resonates across the whole House. Let us put on the record the fact that there is a goodly representation of other parties today, and those hon. Members are here because they have an interest in the matter. I am pleased to see the Minister in his place. He tells me that I never miss one of his debates, and I do not know whether this is his debate or mine, but we are both here for the same purpose. I am pleased to see the shadow Minister, the hon. Member for Denton and Reddish (Andrew Gwynne), in his place as well.

Survival rates are improving, and that development is great for everyone.

I congratulate the hon. Gentleman on securing this debate about cancer, which impacts on almost every family throughout Northern Ireland and Britain. Before we proceed to talk about cancer drugs, does he agree that it is most important that we have proper diagnosis and proper testing? As well as widening access to cancer drugs, does he agree that access to testing such as Oncotype testing for breast cancer, and BRCA1 and BRCA2 testing for ovarian cancer, is important, because they will suggest the right type of cancer drugs to prescribe—and, indeed, indicate whether cancer drugs are required at all? We need the diagnosis and testing, and then we need the right type of drugs.

I absolutely agree. The hon. Lady mentioned ovarian cancer. Most of us from Northern Ireland will know of Una McCrudden, who passed away earlier this year. She was an energetic person who spoke out on behalf of those with ovarian cancer. She survived six years after she was first diagnosed, and all her latter years were put into that campaign. I know that the hon. Lady knew her as well as the rest of us did.

Great work has been done on ovarian cancer. Only last week, I heard of one of my constituents who had been diagnosed with ovarian cancer and undergone surgery. The operation was successful, and we thank God for that, but many others do not survive. Survival rates are improving, and given that one in two people diagnosed with cancer in the UK survives, we are on the right track. The fact remains, however, that we could and must do so much better.

With innovation in cancer treatments making great strides, it is imperative that we, as representatives of the people the length and breadth of this nation of the United Kingdom of Great Britain and Northern Ireland, campaign to increase the availability of cancer drugs to our constituents. The Minister and I have discussed this many times. Queen’s University in Belfast is one of the leading advocates for innovation in the search for new cancer drugs, and it leads the way in cancer treatment, as it does in many other spheres of life. Today the Chinese President is visiting Parliament, and we have all sorts of other contacts with China, so it is particularly appropriate to highlight the fact that Queen’s University works in partnership with organisations and universities in China to move that work forward.

Cancer knows no creed, colour, race, religion or class. It is an enemy that we have all come together to fight. With that in mind, I hope that we can all come together to give our constituents up and down this nation access to the very best treatment for that common enemy. We are united in our desire to see greater availability of cancer drugs in every postcode area across the United Kingdom.

I could not have said it better. That is exactly the issue for many in the House and for those outside who have to deal directly with these issues.

Moves such as the removal of the drugs prevent thousands of cancer sufferers across England and Wales from being able to access the quality treatment they deserve. Thousands of people are disadvantaged, thousands of families are losing out and thousands of normal people are in despair. Today, we need to give them hope, an advantage and life itself.

The Government have said that the manufacturers of drugs recommended for removal from the Cancer Drugs Fund will have an opportunity to reduce their costs. Negotiations are under way. I am keen to hear the Minister’s response on that. I would like confirmation that patients already receiving a drug that will be removed from the Cancer Drugs Fund will continue to be treated with that drug. Clinicians certainly indicate that they consider it appropriate to continue treatment. The patient needs to be assured that the system is such that those who are on the drugs will continue to be. I had written down the point about pancreatic cancer. The hon. and learned Member for North East Hertfordshire (Sir Oliver Heald) is absolutely right. I thank him for his intervention.

We are living in times when we are all being asked to tighten our belts but when it comes to issues like this, we simply cannot put a price on doing what is right. Given the consequences for patients, it is imperative that we act sooner rather than later. A long-term and sustainable system for cancer drugs is essential and, while we build that, we have to keep doing what we can to improve the lives of those suffering right now. That starts today with this debate. The debate has been happening outside the Chamber and today is an opportunity to highlight to issue in the Chamber.

I am particularly looking forward to hearing the Scottish National party spokesperson today because I was talking to the hon. Member for Central Ayrshire (Dr Whitford) last night at a different debate. She was unable to attend today. The Scottish National party, Scotland and its Parliament have led the way in how cancer drugs can be allocated. There are lessons to be learned from Scotland so the SNP’s comments will be particularly pertinent.

We have an opportunity to do what is right. Today we have an opportunity to make a difference and to affect normal, everyday people’s lives in a positive way. We need to seize that opportunity. Let us use this House for what it was designed for—to help the people we represent. Cancer can strike anyone. It is indiscriminate and that is why we should be doing our best to get what is best for our constituents.

With the working group on the Cancer Drugs Fund currently suspended, it is important to remember that each minute we fail to make progress on the issue we are failing a British citizen suffering from cancer. I need not remind the Chamber of the ultimate consequences of patients being denied access to life-extending treatments. The longer we delay consultation on the new system, the more lives we are failing. Having said that, it is important that we consider the outcome and results rather than just the intention of the actions we take. The Cancer Drugs Fund did great work when it started and the intention of the fund was most honourable. However, we all know of the budgetary constraints that made the Cancer Drugs Fund sustainable, which is why we need to have an open and rational discussion about how to progress.

I should have said this at the beginning, but I will do so now: I thank the hon. Member for Scunthorpe (Nic Dakin), who attended the Backbench Business Committee on my behalf on a Monday about two months ago. I was unable to be over here on that Monday but he did it for me so I thank him publicly for that opportunity.

I welcome the fact that the Cancer Drugs Fund will become operational once again from April 2016, as I welcome any provision of care for cancer sufferers, but it is imperative that we develop a long-term solution that commits us to those who depend on cancer drugs for the extension of their life and for their families. Very often—I see this in my constituency office and I know that other Members do—we see the impact on the families. There are enormous financial, emotional and physical pressures.

Is the hon. Gentleman aware that the UK National Screening Committee, which advises the devolved Administrations and the NHS in England on clinical trials, started a process of clinical trials last year? At the debate that I had in this Chamber on 4 November last year, I was told by another Minister in the Department of Health that that evidence base would be assessed for future treatment and diagnostic purposes. Does the hon. The Minister’s staff are taking notes, and hopefully he will be able to respond positively.

During the transition to the new system, cancer sufferers who were not registered with the Cancer Drugs Fund prior to suspension are not able to access the benefits of the CDF, which is deeply concerning. The second round of delisting will see a further 16 drugs delisted. As the CDF is suspended, patients who did manage to get registered are losing out on drugs that could potentially have been listed and may have been vital to their treatment, which is of concern to everyone in this House.

This is clearly an emotive issue that goes to the heart of everyone here and our constituents across the United Kingdom of Great Britain and Northern Ireland, which is why so many people are in this Chamber today. I thank each and every Member for their interventions and contributions. I look forward to the contributions to come.

Action is urgently needed, but we also need a sensible, rational and robust exchange on how to deliver this positive initiative in a sustainable manner that allows us to have a positive, long-term impact on those who are suffering. I look forward to the contributions of the shadow Minister, the hon. Member for Denton and Reddish, and particularly the Minister, for whom I have the greatest respect. I look forward to his reply with all the positive answers that we want so much.

To set the context for this debate, it is my duty and responsibility to acknowledge the very good work of the all-party group on haemophilia and contaminated blood. One of the joint chairs of the group, my hon. Friend the Member for Kingston upon Hull North (Diana Johnson), is here today for this debate. The all-party group published its report on contaminated blood products in January and clearly outlined the requirements of Government in respect of this very vexatious issue.

I secured this debate to highlight the cause of the victims of contaminated blood and blood products, in particular my constituent, Brian Carberry, a haemophiliac from Downpatrick in South Down. Along with all the other victims, he has waited too long for truth and an acknowledgement that the Government, through the Department of Health, imported such contaminated blood products from the USA in the 1970s and 1980s. The victims have waited a long time for proper compensation and access to drugs that are currently being assessed by the National Institute for Health and Care Excellence, and they need those drugs before stage 2 of the illness, which causes liver dysfunction, sets in.

I hope the Minister can today provide a detailed outline of how she will address this issue once and for all. Two thousand people touched by this tragedy have already died, and that number is rising, as people die waiting for the Government to make a final determination. I urge the Minister today to bring this prolonged delay to an abrupt close with a programme of action, including a commencement date for the consultation, which was announced back on 17 July, and the moneys to help those who have endured endless pain, suffering and anxiety for so many years.

In the ’70s and ’80s, around 7,500 people were infected with hepatitis C or HIV as a result of treatment with blood products provided by the NHS. Many of those people were being treated for haemophilia. Those viruses did not just transform their own lives; their families’ lives were also turned upside down, and some of them, including my constituent, can no longer work.

The several thousand people treated with contaminated blood and blood products by the NHS have been denied the real financial security, and the health and social care that they need. The support currently in place is only partial and does not offer the full and final settlement that those affected and their families need to live with dignity, and it falls far below the equivalent compensation in the Republic of Ireland. The development in support, financial and otherwise, over the years has been haphazard and has been delivered much too slowly. Contaminated blood victims already face substantial financial demands because of the nature of their infections and the inadequacy of their financial compensation.

One lady suffering from the infusion of contaminated blood products told me last week that some sufferers are denied even the basic stage 1 payments, even though they have a weakened and compromised immune system, and suffer chronic fatigue, fibromyalgia, depression and unexplained rashes, with a potential link to breast cancer for women. This lady also had an ileostomy, as her bowel burst, and she had a stillborn child, with all the attendant trauma attached to such an incident. Unlike other contaminated blood patients, she has been denied stage 1 Skipton fund payments. Needless to say, she did not receive the Caxton payments either.

Between 1970 and 1991, almost 33,000 people were infected with hepatitis C; between 1978 and 1985, 1,500 haemophiliacs were infected with HIV, and some of them were co-infected with hepatitis C as well. The issue of compensation is a big one, and I congratulate the hon. Lady on bringing it forward for consideration—the number of people here in Westminster Hall today is an indication of its importance. Does she agree that, regardless of the stage of a person’s illness, compensation should be given to them?

I thank the hon. Gentleman for his very helpful intervention. That is the case that I am trying to make—that there needs to be a full and final end to this issue, with a good story for the people affected, not only through compensation, but with proper access to the right drugs that will help them and ease their journey.

In the Commons on 25 March, the Prime Minister pledged to help “these people more” after the publication of the Penrose report, promising that “it will be done” if he was re-elected. He was re-elected, but that inquiry, which scrutinised events between 1974 and 1991, has been branded as failing to get to the truth by Professor John Cash, who is a former president of the Royal College of Physicians of London and a former director of the transfusion service.

It is a pleasure to speak on this matter. I congratulate the right hon. Member for Orkney and Shetland (Mr Carmichael) on bringing it forward.

It is my belief that we are elected to this place to do the best for our constituents. The best may not always translate as the most popular, but these are the choices that must be made by Members of this House. I cannot say that no good has come from the Human Rights Act—this would be an untruth—but I can, and as an MP I should, question whether it is the best form of rights protection. My conclusion may not please everyone in the House, but it is something that my party and I have deeply considered. We do not believe that it is the best way of protecting rights.

The Democratic Unionist party has long been critical of the Human Rights Act and the way in which it has been interpreted by the European Court of Human Rights. The Act has been abused by criminals and terrorists, who have used spurious challenges to avoid deportation. It has failed to protect the rights of innocent victims adequately. We want laws that assist victims to secure justice rather than enabling perpetrators to avoid it. We support, as a minimum, the reform of the Human Rights Act, to remove the “right to family life” defence against deportation upon conviction for a serious criminal offence.

Does the hon. Gentleman agree that his party is part of the institutions? His party leader is the First Minister in Northern Ireland and he is part of those institutions, as is his party. That is deeply enshrined with the Human Rights Act and the Good Friday agreement. Both are co-related; one cannot exist without the other, and central to all of that is human rights.

Obviously I would not agree with that. We certainly do not adhere to or support the Belfast agreement. We have no affinity with it whatsoever—I will speak about that later, if I can.

Whereas the Human Rights Act in principle was a good thing, once lawyers became involved it changed. A researcher in my office has a BA in law and I understand that she and I agree about this. I sometimes feel when I hear of European judgements that the status of our own judiciary is perpetually challenged by cases in courts where some of those presiding have questionable experience and make questionable rulings. How often do we hear of a European ruling and ask, “How can this be?”? Many is the time I ask this, and others do as well. The ruling on the Abu Qatada case has been mentioned, and it has been revealed that seven out of the 11 top judges at the Court have little or no judicial experience. Our British judges have to go through all the years of professional experience before they get to that position, yet some of the other judges making those decisions do not have the necessary experience or qualifications. How can we accept judicial rulings by those who are not in a position to do their job? That is one of my major reasons for opposing the enforcement of the Human Rights Act over our own law and rulings.

I thank my hon. Friend and colleague for that comment, and the precedent has been set in Belfast in the past three weeks. I am pleased that we have set the precedent for the rest of the United Kingdom, as we often do in Northern Ireland. That legislative change has been made by local councils and I am pleased to see it.

The loss of that young man to legal highs should not be repeated. My hon. Friend the Member for Upper Bann (David Simpson) mentioned previous legislation. In a previous job, as a Member of the Legislative Assembly, I spoke about one substance that was an issue at that time, mephedrone. We changed the legislation in Stormont, but an ingredient was changed, the name was changed and all that good work was set aside. That is why we need this legislative change and why we need it urgently.

We had a rally in Newtownards organised by a teenager and his friends in response to the death of Adam Owens. It was attended by every age group, every social class and every religion, with people all there to express their concern and the need to see change on legal highs. We should bring this matter to the Chamber as soon as possible. As I said to the family, we cannot ease their heartache but we can work together to try to ensure that something worth while comes from the shock—that is, the end of legal highs. If we achieve that in this House, we achieve it not only for Strangford but for every constituency across the whole of the United Kingdom of Great Britain and Northern Ireland. That is why, although I welcome the Government’s promise to address the issue, I must ask for the timeline for the fulfilment of the promise. Perhaps the Minister can give us some information about what will happen.

As a Northern Ireland Member, I am well known for continually pressing for more funding UK-wide that is ring-fenced for the NHS and I am delighted to hear that the Government are responding to those calls and making more funding available for the NHS. Can the Minister give us some idea when the ring-fenced funding in the block grant will be made available to the devolved Assembly and whether there will be any restrictions on the use of the money?

There are many issues in the NHS that we must address. We need to address the long waiting lists that mean that people wait almost a year for simple hernia operations. Justice cannot be done to a pay rise for nurses within the current budget allocated to the Health Department, yet those men and women dedicate much of themselves to a job that most people in this room would find unbearable. It has been impossible for them to be recognised within the current budget. In addition, money should be set aside to make more cancer drugs available in all postcodes, instead of being subject to the postcode lottery that often operates.

Does he agree that a lot of these cancer drugs are trialled in specialised labs in the oncology department in Belfast, and that it is particularly sad that they are not available in Northern Ireland because of the lack of a cancer drugs fund?

I thank the hon. Lady for her intervention. Clearly, that is the issue for us in Northern Ireland. We want the cancer drugs to be made available throughout the United Kingdom.

Great progress has been made in cancer drugs. In fact, 60% of skin cancer cases can now be addressed with medication and chemotherapy. Those are fantastic steps forward. The other issues are all there—for example, GPs’ surgeries and diabetes. I declare an interest as a type 2 diabetic.

There are mental health issues that we need to address, not only for everyone in society but throughout the United Kingdom and for our soldiers too. I understand that there is not a bottomless pot of money, but we must do the best with what we have. It is also important to understand that your health is your wealth, that we must invest in the health of this nation, and that it is essential that such investment is UK wide.

In closing, I am thankful that the Government pledged to prioritise health, to ban legal highs and to take action on all the other issues that have been raised, but we need to have the pledges implemented urgently. They must not be left until next year or the year after. There is good news in the Gracious Speech, but I ask for details, and for implementation to take place as soon as possible, so that every benefit can come to everyone in the United Kingdom of Great Britain and Northern Ireland.

I thank my hon. Friend for that. Clearly we are aware of the need for the coastal communities fund, which was set up in 2012 and has been extended to 2016. It aims to help seaside towns to achieve their economic potential, offer job opportunities and support local areas. I am delighted that many communities in my constituency will benefit directly from the fund. I am pleased that Portavogie harbour recently got funding of almost £1.5 million, which has enabled us to do more.

I represent a constituency that neighbours that of the hon. Gentleman. Does he agree that positive consideration needs to be given to a reduction in VAT on tourism for all the UK to ensure better economic growth in coastal communities?

I have supported a reduction in VAT for tourism since the beginning. The hon. Lady and I have worked on that with other Members. We passionately support that proposal, and we hope it is taken up.

The funding that went to Portavogie harbour enabled funding for local sports clubs, such as fishing and yachting clubs. It allowed for the repair of coastal promenades for tourist use. Since 2012, the Ards peninsula has been included in the Mourne coastal route, a scenic driving route that stretches across various parts of Northern Ireland, including my constituency and that of the hon. Lady. The area has become popular with cyclists, and there is a variety of cycling and walking routes. Those things have happened because of Government funding through community funds, but also because of the enterprise of those involved locally.

The peninsula has received some great news about the potential opening of two whiskey distilleries, which will be of much interest to many people. The growth of SMEs with Government support has enabled that to happen. We all know about Bushmills whiskey, but shortly people will know about two new famous brands on the market: the Echlinville distillery at Kircubbin and the new micro-distillery at Portaferry, both on the Ards peninsula. They will provide construction jobs initially, and long-term jobs—in the factory on the assembly line and the production line, in guided tours and in the restaurant and the coffee shop. There will even be a tasting room. There is a rumour that there is a long waiting list for the tasting room. I suspect that many people will want to know when that job becomes available, because they will want to be first in the queue. That is a long-term investment, further consolidating and boosting tourism up and down the Ards peninsula. Those things are happening because of the private enterprise of SMEs, with Government support.

In conclusion, it is all good news, but as Christian Guy, director of the Centre for Social Justice, said:

“Investment in our seaside towns is welcome, but this should be only the start. We need to boost skills, attract businesses, provide decent housing”—

there is much more to coastal communities than the beach and the shore—

“and encourage family stability. This would breathe new life into these towns—not just for visitors, but the people that live there.”

It is necessary to kick-start the process. Everything else falls into place once that has happened, because the process helps the local economy, local people and local business.

I thank the hon. Gentleman his intervention. I agree that it is all about early diagnosis. Women who are diagnosed in the early stages of ovarian cancer have a 90% chance of surviving the next five years, but if the cancer is found at a later stage the five-year survival rate is reduced to 22%—quite a startling statistic. Clearly, early diagnosis and treatment is vital.

I thank the hon. Lady for bringing this important issue to the House’s consideration. Some 39% of women carry the harmful BRCA1 gene and up to 70% carry the BRCA2 gene. Does the hon. Lady think that those with a family history of the disease should be tested earlier to ensure they have regular check-ups and screenings? Does she also think that those outside that 39% should have checks?

I thank the hon. Gentleman for his intervention. I agree that early diagnosis of ovarian cancer is the key for women.

UK survival rates for ovarian cancer are among the lowest in western Europe, with one woman dying every two hours from the disease. Sadly, according to the Department of Health in Northern Ireland, survival rates for the cancer have not improved significantly since the early 1990s. Dr Miriam McCarthy of the Public Health Agency in Northern Ireland pointed out at a recent hearing in Stormont that the northern European and Scandinavian countries have five-year survival rates above 40%, so we could clearly do more to combat the cancer.

Anybody who has personal or familial experience of this dreadful illness knows the devastating impact it has. In Northern Ireland, a lady called Una Crudden courageously documented her fight with the disease and inspired many others to do the same. I know of a young lady, a teacher in my constituency called Oonagh Carson, who died last year shortly after diagnosis, which took her a long time to get.

It has taken SDLP Members two years to come to that position, but it is always good when they eventually arrive at it. We will wait to see what happens in the next week or two when the talks proceed. There is now even less of a deterrent for criminals when it comes to those areas not covered by the NCA in Northern Ireland.

We are very happy to drag the SDLP along screaming to the process, if that is the way it has to be, and make it feel part of it. If the hon. Member for Beckenham (Bob Stewart) feels that things have moved forward that is great news, but we have to see the evidence. Accountability is here. We do not think there is any need for delay.

I am pleased to have the opportunity to speak on this subject. We debated the organ donation register only a few weeks ago, but it is appropriate to highlight the issue in national transplant week. I believe that everyone present is committed to ensuring that organ donation increases throughout the United Kingdom.

I pay special tribute to the hon. Member for Stretford and Urmston (Kate Green), because although I am introducing the debate, I must confess that she asked me to do so. We asked the Backbench Business Committee for an opportunity for this debate, and that opportunity has come this morning. I thank the hon. Lady for giving us all the opportunity to participate, and I hope that the debate will be useful to all involved. I also thank the Backbench Business Committee for giving us the opportunity to speak on this subject in national transplant week. I am passionate about organ donation not just because of the cold facts, but because I witnessed first hand how urgent and important organ transplantation is when my nephew Peter required a kidney transplant.

I was delighted to hear that the latest figures from the British Medical Association show that the number of people who have registered to be an organ donor in Northern Ireland has reached an all-time high of just over 582,000. I checked that figure last night and again this morning because I wanted to make sure that it was right, and it is correct: 582,000 people are registered. That is fantastic news. That all-time high has no doubt been aided by the marvellous work of our Health Minister in Northern Ireland, Edwin Poots, who since 2012 has been dedicated to increasing awareness of organ donation and achieving the desired figures.

That said, much more needs to be done. The UK has one of the lowest rates of organ donor registration in Europe, with 96% of the population supporting the principle of organ donation yet only 30% actually being registered. More than anything else, those low numbers are because the UK population is unaware of and often misinformed about organ donation, how to register, the process involved and how vital transplants are. Many campaigns are under way. I do not often read The Sun, but it is running a campaign on transplants. It pursues many issues, and today it is trying to encourage more people to sign up to the organ transplant list.

Currently, 7,000 people are waiting for an organ transplant, and three people die each week while waiting for organs. That is three people too many: three families left heartbroken by the loss of a loved one who could have been treated if more people were on the list to donate. Just one person can save up to nine lives, so the Government must encourage as many people as possible to sign the register. I know that the Minister is committed and that her response will be positive. With this debate, we want to encourage our nations, collectively, to get involved and sign up.

A third of families refuse to give consent for their loved one’s organs to be donated because they are unaware of their loved one’s wishes. That is just one reason why the Government must consider legislating on the introduction of a “soft” presumed consent system, wherein the families of the deceased can object to donation if the deceased dies without expressly electing whether or not to donate their organs. I strongly believe that people should be on the list as an organ donor unless they opt out. That is very much the soft option. Such a system would undoubtedly increase the number of organs available for transplantation and reduce the number of people dying while on waiting lists.

In 2013, the Public Health Agency in Northern Ireland carried out a survey in an attempt to gauge public opinion about organ donation and came up with some interesting figures. It found that 56% were in favour of presumed consent, just 18% were against it, 8% wanted more information and 18% did not know. A further 62% said that they would not opt out if a soft system was introduced. I believe that there is movement among the people of the United Kingdom of Great Britain and Northern Ireland towards the soft option, which we should consider.

The NHS “Taking Organ Transplantation to 2020” strategy seeks to increase donor rates by 80%, but it does not include or discuss the option of a soft opt-out system. Perhaps the Minister could share her thoughts on that in her response. The lack of mention of a soft opt-out is unfortunate, as the strategy refers positively to the evidence from countries such as Belgium, Croatia and Norway showing

“an increase in donation rates following a move to an opt-out system together with investment in infrastructure and raising public awareness of organ donation.”

It is clear that other nations have made the move and seen the benefits; it is time that our nation moved in the same direction.

The 2013 survey also found that 84% of respondents in Northern Ireland supported the idea of transplantation, but only 32% were on the register. Worryingly, more than a third of respondents were not aware that the organ donor register existed, with that lack of awareness being lowest among 16 to 29-year-olds and people over the age of 65. Perhaps we need to do more to encourage people in those two age categories.

The hon. Gentleman is making a compelling argument about the need for organ transplants and has addressed the opt-out system that has only recently been introduced in Northern Ireland. Does he have any suggestions as to the possible reasons why many people do not offer to give their organs for donation?

I thank the hon. Lady for that intervention. I will come on to address that issue later in my speech, but we can do a number of things. In Northern Ireland, when people apply for a driving licence they must decide whether they want to be on the organ donation list. There is no dispute: they have to answer yes or no. If they answer yes, they are on it; if they answer no, they are not. It is as simple as that. I think that that is one reason why 582,000 people are on the donation list in Northern Ireland. Perhaps the Government here on the mainland can take that approach as well.

I want to highlight a couple of other important points about the 2013 survey. Many of the respondents were wrongly informed on the subject of organ donation—for example, one in five wrongly thought that it was possible for a brain-dead person to recover from their injuries and that only the organs of young people were good for transplants. That shows the need for better understanding of the system, and we should look at how we can educate people through campaigns in schools, TV adverts and in GP surgeries. Maybe we MPs can post on our Facebook pages or websites—not maybe; yes we can. We must encourage people to sign up to the organ donation list.

In Northern Ireland, 78% of people surveyed said that they would accept an organ if they needed one. Some 96% of families claim that if they knew their loved one’s wishes, they would agree to the donation. That shows how important it is for families and friends to discuss organ donation. It should be a subject for consideration. Perhaps a media campaign could be organised and the issue written into the storylines of some of the soaps. That might make it an essential subject matter for discussion around the dinner table.

Several charities have backed this debate, and I would like to mention a few shocking statistics that they have kindly supplied me with. I want to focus on cystic fibrosis; I know that other Members will focus on other things. The chief executive of the Cystic Fibrosis Trust, Ed Owen, said:

“We are delighted to lend our support for National Transplant Week. For many with the life-shortening condition of cystic fibrosis, a lung transplant is the only way to prolong life. Yet it is a tragedy that one in three on the transplant list will die waiting for new organs.

It is vital that more lungs are made available for transplantation. So we strongly support measures to encourage more people to donate their organs in the event of their death—and we continue to support a change in the law to a system of presumed consent to help ensure more people have that vital discussion with their loved ones about their wishes.

Alongside this, more effective action is taken to ensure that a greater number of donated organs are used for transplant with a new national lung allocation scheme and greater use of extended criteria lungs. Our report, ‘Hope for More’, published earlier this year, set out a series of recommendations”.

I want some of those recommendations to be looked at.

Last Saturday, I was judging horses. I do not know very much about horses, but I was lucky; they said to me, “Pick the one that looks the best to you,” which was dead easy. It may not have been the horse the experts thought was the right one, but it was the one that I thought was the right one. At that event, I met a constituent, a gentleman with cystic fibrosis. I remembered him as a healthy, active person, but when I met him on Saturday, he told me that his condition had worsened. I am ever conscious of him and of many other constituents affected by this issue.

In March 2014, the Cystic Fibrosis Trust published the report “Hope for More”, which contained 12 recommendations for increasing the number of successful transplants. Key among them was a call for a national lung allocation system similar to the UK urgent heart system. We have a system in place that works; why can we not extend it to lungs? Regular audits have been key to the success of the urgent heart system. Surely a similar system could be introduced in relation to lung transplants.

In Germany and America, the introduction of a lung allocation system has led to a significant increase in lung transplants and huge decreases in waiting lists. I presume that we could do the same here; there is no reason why we cannot. The current system certainly seems flawed. If a patient in the south of England needs a lung transplant, they must wait for one to become available in their area rather than receiving a lung from the midlands or the north of England. We need some kind of scoring system so that those who are most desperate for a transplant receive one first, and people are ordered from those most at risk to those least at risk.

The Cystic Fibrosis Trust has come up with more ways in which the number of organ donors and therefore transplants could be increased. Although time does not permit me to go into great detail—I am conscious that other Members want to contribute—I believe that those suggestions warrant a committee to consider and delve into the issue. I hope that the Minister will indicate in her response whether she feels that a committee would be helpful in moving the campaign and this debate further on.

Existing lung donor criteria were originally drawn up over 30 years ago. Although they were reviewed in 2001, they have changed little. The criteria place limits on donors according to age, previous health complications and a number of other clinical measures. Although it is important to ensure that only viable lungs are transplanted, those limiting rules mean that lungs from fewer than 25% of brain-dead donors are used in clinical lung transplantation. There are clinically viable lungs among the remaining 75%, and we need to maximise their use. I suggest that we look into that.

On lung resizing, data on organs exported overseas suggest that many lungs from larger donors are not used due to size mismatch. The technology exists to resize organs, and it must be made more widely available. People with cystic fibrosis have smaller than average bodies due to difficulties absorbing nutrients from food.

Extracorporeal membrane oxygenation techniques, which artificially preserve critically ill lung transplant patients and allow them extended time to receive donor lungs, have been developed to prevent death. ECMO is available at eight designated centres in the UK, but guidance is lacking on its appropriate use in lung transplants, where it has been shown to work as a bridge between respiratory failure and transplantation. It is feared that without clear guidance, ECMO will not be used appropriately in such circumstances, leading to adverse outcomes for patients.

The NHS Blood and Transplant 2020 strategy commits to providing

“guidance on levels of acceptable risk in relation to offered organs, particularly from extended criteria donors”.

It notes:

“Clinicians…will use their judgment, based on the current national and international evidence, to draw up criteria for non-acceptance”

and that

“there is variation in acceptance practices throughout the UK.”

Further, the strategy lays out actions

“to improve certainty about organ function”,

including investment in research to identify better biomarkers associated with good or poor function.

The Cystic Fibrosis Trust believes that it is the responsibility of NHSBT to publish guidance that brings together current national and international evidence to provide an up-to-date framework to support and guide clinicians’ judgment. It is a weakness of the NHSBT 2020 strategy that there is no commitment to providing clinicians with such a resource. Since the introduction of a German surgeon, André Simon, as head of transplant at Harefield, transplants have increased by 50%, while outcomes have remained every bit as good. It is ascribed to the culture difference in Germany. André Simon, having transferred that willingness to use extended criteria lungs at Harefield, has had an impact on the transplant programme there.

The 2020 strategy mentions the need for NHS hospitals and staff to be better supported to meet demands. That is welcome, but no mention is made of lung downsizing, and very little is made of extended criteria organs. Elsewhere in Europe, donor lung resizing is commonplace and outcomes are equitable with those of lungs that are not resized. Only three doctors in the UK can resize lungs, so it is a lottery as to whether they may happen to be around when needed. That is not disrespectful to anybody; it is a fact of life. Methods such as those, which involve controlled and safe innovation, are key to improving the likelihood of a lung transplant and go hand in hand with the NHSBT’s aim to

“ensure that transplant centres have the capacity and surgical expertise and other clinical skills to meet the demands for transplantation”.

Innovation has not been addressed in detail in the strategy, but it has been identified as an area on which commissioners must focus in order to make it a reality. Although the NHSBT strategy expresses a desire for a 5% increase in the number of hearts and lungs transplanted from donors after brain death, it is unclear how that will be achieved. We believe that there must be a renewed focus on understanding which lungs are suitable for transplant. There is strong evidence indicating that a new approach is increasing the rates of successful lung transplant elsewhere in the world.

Recent scientific guidance suggests that extended criteria lungs are key to progress in increasing lung transplant rates. Research published over the past 10 years by a range of international centres such as the university of Toronto, Hannover medical school, University Hospital Zurich and the Royal Brompton and Harefield Trust suggests that the use of selected extended criteria lungs may safely expand the donor pool without adverse consequences for lung transplantation. Many lungs designated as marginal by the International Society for Heart and Lung Transplantation criteria are now perceived by experts to be as clinically effective as standard criteria lungs.

Things are changing. Scientific evidence and research shows that more lungs are suitable, and we should be using them. Although the medical evidence is continually evolving, public perceptions are falling behind. We must address the issue of education and perception in the general public. We as MPs, this Government and the House can collectively ensure that that happens.

The charity Anthony Nolan seeks to help people with blood cancer or rare blood disorders who require blood stem cell or bone marrow transplants. The charity has said that despite the fact that there are more than 553,000 donors on the register, there are still not matches for every patient in need of life-saving transplants. Once again, more donors from black and minority ethnic communities are needed, as the only chances of finding a match are among those of similar ethnicity.

The average number of donors per constituency is 796, which is encouraging, but more are desperately needed. In my constituency of Strangford, we have a lot to do, with just 381 donors. I intend to use my opportunities as an MP through Facebook, my website, this debate and the local press to encourage more people to sign up and show the importance of organ donation and transplantation back home, but we must encourage Government to consider new ways of campaigning and raising awareness and new approaches, such as a soft opt-out system and a national lung allocation system.

I have had other correspondence from other bodies relating to organ transplants and blood safety. There are certain risks to organ donors, but they can be monitored in such a way as to reduce safety concerns. Maybe we need to raise the level of awareness and education, so that donors know they are in safe hands. We need to ensure that blood donors and organ transplant patients receiving blood transfusions are as well educated and informed on blood safety issues as they can be.

I am very aware that other Members want to speak and I will give them that opportunity; I also want to give the shadow Minister, the hon. Member for Liverpool, Wavertree (Luciana Berger), and the Minister the opportunity to conclude the debate. I will just give a few figures to put matters into perspective. Since 1 April, 309 people have donated organs; an additional 563 people have donated corneas; 824 people have received the gift of sight; and 804 people have received transplants. However, there are still 6,966 people waiting for the gift of a long and healthy life. Ultimately, choosing whether or not to donate organs will always remain the individual’s right, which is good and proper, but we in this place have a responsibility to ensure that the individual is well-versed in the matter and that the choice they make is an informed one. In organ transplant week, we need to focus on the legislative change that can and will put more people on the organ donor list, so that we can save even more lives. The first stage of that campaign is today in Westminster Hall, and we ask the Minister to respond appropriately.

Following convention I shall refer to the hon. Member for Rochford and Southend East (James Duddridge) and say I agree with some of what he said, but I disagree with the vast proportion of his speech because it deals with the general principles of the Chancellor’s Budget.

From the Chancellor’s speech one would think that everything was rosy with the economy, but that is not the case. Many people, including those in Northern Ireland, are experiencing a very different reality—a reality that the current Government are almost completely out of touch with. Families are faced with rising food bills, sky-rocketing energy costs and stagnant wages. This is pushing more and more people into personal debt and we could be faced with a personal credit crisis as people over-extend credit cards and use payday loan companies to cover rising bills. The Governor of the Bank of England, Mark Carney, warned just yesterday that excessive borrowing was again posing a grave danger to the economy.

The employment figures announced today do not tell the full story, with a vast proportion of these new jobs coming from self-employment, temporary positions and zero-hours contracts. Many of these jobs are unstable and reflect not a true recovery, but a permanent low-wage economy. The figures are not geographically consistent. According to the Department of Enterprise, Trade and Investment in Northern Ireland, the local employment rate of 72% is the lowest of any region, and unemployment remains stubbornly high at 7.5%, compared with the UK average of 7.2%.

This is to say nothing of the tragedy of joblessness faced by our young people. Youth unemployment stands at nearly a million in the UK and more than 20,000 in Northern Ireland. About one in four of our young people cannot find a job, which will have a devastating impact on our economy and on their own lives in the coming years. Many have emigrated and many more face emigration. PricewaterhouseCoopers has said that this will cost the Northern Ireland economy £l billion by 2016. The Chancellor said nothing new today that makes me think he grasps the scale of the problem or is seeking the necessary remedies.

The Government have made concessions on the transferable tax allowance and on child care provision, but they have omitted to make any allowance for single-earner families where one of the parents goes to work and they forgo a second salary so that they can invest in the life of their children. There is provision for those at the higher level of taxation and provision for those at the lower level of taxation in respect of child care, but for those in between there is none. Does the hon. Lady agree that there is a shortfall in the Government’s child care provision for that section of the community?

Yes, I agree. The Government need to make provision for that section of the population.

With respect to welfare, the supposed recovery is not a balanced one, as this Government continue to attack the most vulnerable and worst-off while giving handouts to those at the top. This political sleight of hand, blaming the poorest in society for the economic woes caused by the banking collapse, which has been repeated by the Chancellor in Budget after Budget, is deeply cynical and should not go unchallenged. The Government’s divisive rhetoric and continued draconian approach to welfare reform is of great concern. The current roll-out of universal credit is unravelling at an alarming rate, yet we are expected to accept even more of this misery for the worst-off in society. We have valid concerns about these measures in Northern Ireland, yet the British Government and the Department for Work and Pensions continue to try to force this issue through with threats and grandstanding.

Today, we hear of further attacks on the most vulnerable, with the introduction of a cap on welfare spending. I have great fears that this proposed cap will be used in an entirely pernicious manner, with little consideration given to need. As always with the Budget, the devil will be in the detail, and I will be fully pursuing this in subsequent weeks. In particular, concerns have been raised as to exactly what benefits will and will not be included in such a cap. I have since been informed that benefits such as disability living allowance, carer’s allowance and bereavement benefits—the very benefits that affect some of the most vulnerable in our society—will be impacted upon.

Although some elements of the Budget are to be welcomed, I have a concern in respect of one sector. The tourism sector is absolutely vital for our economy in Northern Ireland. The measure announced in relation to air passenger duty is extremely limited and will do nothing to lower the excessive rate of duty on flights within the UK and to Europe—such flights form the vast majority of those to and from Northern Ireland. We are still faced with the highest rates of APD and VAT on tourism products in the EU. Almost every EU state has some form of reduction in VAT for the tourism industry, and just last month I held a debate asking for the Treasury to consider introducing a similar scheme in the UK, which would provide an instant boost for the tourism industry and our tourism sector in Northern Ireland. It was notable during that debate that MPs from across the House supported my proposal, including many of the Chancellor’s own Back Benchers. The lack of movement on either of those issues was a glaring omission from today’s Budget.

We see Ireland as an island tourist market, but businesses in the north face a 20% rate of VAT, whereas the Irish Government have taken the sensible step of keeping their rate at 9% for tourism products. Regrettably, the only border for tourists moving between the south and the north is an economic one, brought about by the decisions of the UK Treasury. I ask the Chancellor again to take a hard look at a cut in the rate of VAT for tourism products, which would become budget-neutral after the first year, according to Professor Blake, who used the Treasury’s own economic model.

I am sorry, but I cannot give way again, as I am conscious that other Members wish to speak.

We are also seeking clarification on the aggregates credit levy scheme. I have had much correspondence with the Chancellor and Treasury Ministers on that issue, and I understand that we may be nearing a positive conclusion with the European Commission. So it would be helpful if we could get clarification on that issue, and on the whole area of the Barnett consequentials for flood defences, because I represent a coastal constituency whose coast has been undermined by the impact of climate change.

This was a political Budget from a political Chancellor, and it comes at the cost of the real economy. It will give little comfort to people who will continue to face low wages and high costs.

I support the amendments and I understand the points that have been raised by the right hon. Member for Belfast North (Mr Dodds) on their reasoning and the rationale behind them. In relation to the Northern Ireland Human Rights Commission and the civil service commissioners, the amendments are sensible. It is right that before any discussion of the future devolution of these elements, proper consideration is given to the impact on the impartiality of the civil service.

I well recall the considerable discussions in 1988 and 1989 in this House and the other place on the advances to be made on ensuring there is respect for people in workplaces and on fair employment. References were made then to the need to respect the merit principle in private sector organisations above a certain level of employee. Comments were also made about the Northern Ireland civil service and the need for impartiality, fairness and due participation across the community if we were to build a society that was reflective of and proportionate to the wider Northern Ireland. I see the amendments in that context.

It is important that any report on the Northern Ireland Human Rights Commission pays regard to the importance of its independence in conforming to internationally recognised standards and maintaining a balanced relationship with the Assembly. In that respect, I regret that the Government have not seen fit to introduce a Bill of Rights in Northern Ireland. There has been considerable discussion and indeed, some months ago, the hon. Member for Belfast East (Naomi Long) sponsored the visit of the Northern Ireland Human Rights Consortium to discuss the need for such a Bill—and the impetus within the wider community for it—that would enshrine the rights of all in legislation. Such a Bill is still urgently needed. It cannot be covered by a UK Bill of Rights. There are rights that are peculiar to Northern Ireland, which has a particular political situation that needs to be recognised. I regret the fact that the Government did not see fit to introduce a Bill of Rights that could have run concurrently with the Bill through both Houses. I ask the Minister to reflect on that issue when he sums up, to talk to his colleagues in government, and to ensure that such legislation is introduced.

I know what the Minister’s response will be. He will say that such a Bill would need the support of all parties in Northern Ireland, but I can tell him that the idea has received considerable support among the wider community in Northern Ireland, with considerable impetus behind a Good Friday agreement based on the principle of consensus and agreement. I think he would also find such support here. I hope that the Minister will reflect on the need for a Bill of Rights.

This is our last opportunity to discuss a Bill which, although short, is important to Northern Ireland. I have only one regret. During the Bill’s earlier stages, we were concerned about the lack of transparency surrounding the issue of an increase in the Assembly’s mandate from four to five years. On Second Reading I described the issue as a mystery, because it was never resolved. I would not like to think that that was part of a secret deal between two principal parties in the Northern Ireland Executive and the British Government. Yet again, I ask the Minister to clarify that issue.

Other issues relating to Haass have been raised during the Bill’s passage. My hon. Friend the Member for Foyle (Mark Durkan) raised the issue of the Historical Enquiries Team, and asked how there could be more coherence in inquiries so that patterns and trends that emerged could be dealt with. In that connection, a book called “Lethal Allies”, about the Glenanne gang, was published recently. A pattern emerged in the type of activity involved in murders of that kind. We felt that those issues could have been reflected in the Bill.

All of us who represent Northern Ireland constituencies and take our seats here want a just and lasting settlement for everyone which is based on our moving on. It is interesting to note that Richard Haass, who spent six months in Northern Ireland drawing up proposals on reconciliation, on the past, and on flags and emblems, said today in a United States congressional committee that he wanted Northern Ireland to move on. He has expressed his fear that it could slip back into the violence of its troubled past if we, as politicians, do not grasp the opportunity to deal with divisive issues. I believe that that opportunity exists now, and that we should move forward.

I believe that there should be no more secret deals, no more on-the-run letters, and no more get-out-of jail passes, as I think they were termed by the right hon. Member for Belfast North (Mr Dodds). We must move forward on the basis of transparency, openness, fairness, equality and proportionality for all. The amendments will take us a step further towards fair representation, and a consensual approach to politics and to dealing with issues that still need to be addressed in Northern Ireland.

I want to make a couple of brief comments about the civil service commissioners and the Human Rights Commission.

Northern Ireland has had its own civil service since the 1920s, and, as others have said, it has done admirably over the years. The Northern Ireland civil service itself is and always has been a devolved matter, but in 1998 it was decided not to devolve the civil service commissioners at least for the time being. Like their Whitehall counterparts, they are responsible for ensuring that appointments to the civil service are made on merit, and on the basis of fair and open competition. I believe that the amendment will ensure that by requiring the Secretary of State to present a full report to the House, so that all will be open and transparent before any devolution takes place, and I therefore support it.

I pay tribute to my hon. Friend the Member for Aberdeen North (Mr Doran) and other hon. Members for securing the debate, through the good offices of the Backbench Business Committee. I also pay tribute to the former fisheries Minister, the hon. Member for Newbury (Richard Benyon), as well as to the new Minister and the shadow Minister, my hon. Friend the Member for Brent North (Barry Gardiner) for raising various issues. We have had nine speeches from Back Benchers this afternoon, plus two from Opposition and Government Front Benchers.

Issues have been raised by all hon. Members about general fisheries matters, and the challenges faced in their dangerous occupation by fishermen right across Britain and Northern Ireland. Hon. Members have paid tribute to fishermen who have lost their lives over the past year, as well as to the many who have lost their lives over the past decade, and they have paid tribute to the central role of coastguards in safeguarding those in fishing and in relation to other issues.

The debate has mainly centred on the common fisheries policy. We are grateful that there has been a conclusion in relation to its reform this week in Brussels, but we and the Minister will now have to concentrate on two areas. The first is the issue of discards, and there is no doubt that it presents many challenges. The second relates to regional advisory councils. Like my hon. Friend the Member for Brent North, I believe that, notwithstanding all the political difficulties, we must remain within the European Union. The EU does have a role, which will obviously come out in the debate and the consultation on the balance of competences. As the Chair of the Environment, Food and Rural Affairs Committee, the hon. Member for Thirsk and Malton (Miss McIntosh), also emphasised, there is a role for the European Union, and that should be to determine the TAC.

There is also a role for regional advisory councils in managing the quota, dealing with the allocations and ensuring that the totality of fishermen have the best quality of incomes, because that is beneficial. I represent the constituency of South Down, in which there are the two fishing ports of Ardglass and Kilkeel, and I know that both the offshore and the onshore are central to the local economies in terms of job creation and the income that will supply other retailers and be of benefit to families, which is absolutely essential.

Among other issues raised were the roll-out of existing quotas, the whole dilemma in the north-east in relation to mackerel and the debate concerning Iceland and the Faroe Islands. That point was made by the hon. Member for Banff and Buchan (Dr Whiteford). The situation has been going on for several years and requires urgent resolution. Anything that the Minister can bring to that particular debate in his various discussions would be greatly appreciated.

The subject of marine conservation zones has been raised, and we in Northern Ireland have also been confronted with that. Whether in relation to renewables in the Irish sea or anywhere around the British Isles, it is important that marine conservation zones simply help to supplement the fishing industry, and do not contravene or in any way undermine it. The one must supplement the other.

I know that the hon. Member for Strangford (Jim Shannon) wants to intervene, but I have several other points to make, and I have ensured that other hon. Members have had their say so far.

In Northern Ireland we have two particular issues, the first of which relates to nephrops. It is against a positive background, because fishing has been doing well, that we—and particularly the Minister—face next week’s Fisheries Council, which will decide about catch opportunities for 2014. It is traditional, but also frustrating, that those who make a livelihood from fishing expect bad news in respect of the TAC proposals published by the European Commission before the negotiations. What has made fishermen in the Irish sea all the more nervous this time is the failure to communicate the proposed quota for area 7 nephrops to the industry in advance of the Fisheries Council or at least at the same time as the other quota proposals. I know that the new Minister freely acknowledges that. He spoke to me about the issue the other evening.

On the basis of the scientific advice, the industry has, like officials, been able to make a good stab at the numbers. For prawns or nephrops in the Irish sea and the wider area 7, it equates to a proposed TAC reduction in 2014 of almost a quarter compared with 2013. A slightly better comparison shows that the scientific evidence demonstrates an 8% reduction from a year ago. Nevertheless, any reduction in the prawn TAC in area 7 would be unjustified. There are variations in the science year on year, but the same science confirms that the overall picture is stable, with prawns being harvested within the maximum sustainable yield principles. Surely that good news, combined with a recognition of the strides that have been taken by all fishermen in the Irish sea, provides sufficient reason to secure a roll-over of the 2013 TAC into 2014. I ask the Minister to make a special plea on behalf of those who are involved in nephrop fishing in the Irish sea. For us, nephrops are perhaps the only show in town.

The hon. Members for Banff and Buchan and for Strangford mentioned cod. There is an issue with cod in the Irish sea. By value and weight, the cod that are landed from the Irish sea equate to less than 1.5%. However, its iconic status pervades every demersal fishery. It is to be hoped that, come 2014, practical rules will apply that allow haddock and hake fisheries to be developed, while affording the necessary protection to cod. To achieve that, a roll-over of the 2013 quota for haddock in the Irish sea is needed. Against the background of a 17% increase in the stock, that is surely not too tall an order.

After 14 years of failed fisheries targets and recovery measures, Irish sea cod present a dilemma, but they should not be seen as a lost cause. It is regrettable that a huge gulf remains between the science on the stock and what the fishermen believe to be the state of the stock. Unfortunately, that is where I and my hon. Friend the Member for Brent North differ on this issue. I am deeply concerned about our local economy and local fishery. A further 20% reduction in the TAC in 2014 will do nothing to address the unknowns or the data deficiencies. The fisheries science partnership and sentinel fishery projects will grind to a standstill with such a reduction.

Fishermen are at a loss to know how they can prove the negative position with regard to that stock. In many ways, they have been a victim of their own success, thanks to the highly selective gears and the much-needed innovation in technology that was pioneered by Anglo-North Irish fish producers in Kilkeel. How can the fishermen prove that there are cod in the Irish sea when they use nets that are designed not to catch cod? More scientific technology is required. The promises to look at ways of addressing the problems, such as identifying the reason for the high level of unknown mortality in Irish sea cod, seem to have evaporated as far as the fishermen can see. However, as part of the new common fisheries policy, fishermen are further encouraged to develop new mixed fisheries and multi-annual plans. How can they do that when cod remains a choke species and so many unknowns remain in respect of that iconic fish?

I thank my hon. Friend for his useful intervention. I agree wholeheartedly that there is a need for this service, particularly in regard to cross-border working, as there is a considerable interchange of population between the north and the south. In his case, it is between Derry and Donegal; in my case, it is between Newry and Dundalk. In my area, there is a memorandum of understanding between both councils, north and south, to deal with economic issues in order to pump-prime the local economy.

The face-to-face services provided by HMRC in Newry are vital to my constituency, because of the lack of access to broadband and the need to deal on a cross-border basis with matters such as tax avoidance. Newry’s strategic location means that it is vital to have those services there.

The programme of voluntary exits for staff cannot be euphemistically explained away by the normal rhetoric of “modernisation and streamlining”. It represents the wholesale removal of vital face-to-face and personal tax services, and a distinct refashioning of the link between people and revenue collection. My hon. Friend the Member for Foyle (Mark Durkan) has just made that point as well. Time and again it has been reported that consumers and businesses prefer face-to-face transactions when dealing with tax and revenue issues. The new strategy will have severe limitations, particularly when complex matters are being discussed.

The decision will drastically alter the link between the community and a vital public service. That point has been made by my hon. Friend the Member for Foyle, as well as by the hon. Members for North Down (Lady Hermon) and for Strangford (Jim Shannon). That is already a problem, and I know that many local people and businesses already struggle to access services from HMRC. People can feel disconnected from the system, especially in Northern Ireland, and that will be further exacerbated by the changes.

It might seem more efficient for the Treasury to implement these changes, but it will almost certainly not be more efficient for those people forced to rely on telephone lines, with all the long delays involved, or for those who lack access to the internet or find it difficult to use modern technology. This could leave many people isolated from access to vital services, particularly at a time of widespread changes to the tax and benefits system.

South Down and the region supported by the Newry HMRC centre are predominantly rural areas and as such they face all the problems associated with that, including limited broadband access and people living in remote and isolated locations. Those people cannot simply be expected to adopt online and phone services, especially when complex personal tax issues are under discussion. Recent immigrants, the poor, the elderly and the disabled will all be made more vulnerable by the removal of these services. Chas Roy-Chowdhury, head of taxation at the Association of Chartered Certified Accountants, has warned that this action is being carried out too rapidly and without due consideration.

The Treasury has claimed, through statements to the media and in written answers here, that it is not closing down these centres, but the voluntary exits that are being offered surely amount to a de facto closure. These exit offers are a clear statement of intent, and the closure of the sites, which the Treasury has seemingly made inevitable, will almost certainly increase the pressure on staff to accept the terms on offer. I am deeply concerned about this tactic of offering exit packages before proper, full consultations and impact assessments have been carried out on the closures. It is deeply cynical to hang this uncertainty over the heads of the staff at the same time as offering a redundancy package.

I would therefore like the Minister to clarify the terms on which these exits are being carried out. I would also like clarification on the future of the Newry centre, which dealt with 500,000 queries and cases over the past year. Such clarification will include a time scale for the future strategy for staffing and operations in Northern Ireland. The Minister needs to address why there has been no equality impact assessment, as required under section 75 of the Northern Ireland Act 1998 and as produced for the initial proposal in 1998. Why has there been no consultation with staff, unions or, apparently, the Northern Ireland Executive? Did the First Minister and Deputy First Minister in Northern Ireland make any representations as far back as March or April, when there were some intimations that this might happen? Have they received a response to such representations?

In similar circumstances in the past, the Treasury has sought ministerial approval from the Northern Ireland Executive, as well as a full equality impact assessment and stakeholder consultation. This new approach of offering voluntary exits before this process has begun is deeply worrying, particularly given the devastating impact this closure could have on the local community and economy. There are very real equality issues relating to the closure of this centre, as it is mostly the lower paid, disabled and part-time staff and women who will be most vulnerable and will find it the hardest to get new work; a higher proportion of women will be affected. I also have to point out that the three centres being closed are all in predominantly nationalist constituencies, which could bring its own equality implications.

Before following through with these measures in Northern Ireland, I would also be grateful if the Minister could include more information on the pilot study carried out in the north of England on the introduction of the reformed service. Critical questions are outstanding on the capacity of non-face-to-face and reduced personal tax services to deal with the range of queries that these centres deal with daily. How long will people have to wait on hold to have their inquiry heard? How many cases took more than one call to resolve? How many required a subsequent face-to-face meeting? What was the experience of people and businesses using the new system, and how much will it cost them? There is a clear onus on the Treasury to provide this information before coming to any decision on removing the existing centres. Instead we get the impression of a Department that has made its decision and will find the appropriate reasons from there.

More broadly, we know that tax evasion and avoidance cost the public purse an astronomical amount every year, and that is surely only likely to rise with the closure of local compliance centres. With tax evasion and avoidance costing our economy more than £100 billion a year, HMRC should be expanding rather than cutting offices and staff. Surely the Treasury should be looking at how local tax centres can be adequately resourced and given the scope to take on some of these functions. Indeed, initially we were led to believe the Newry centre would be retained and would assume further responsibility for some cross-border issues, including compliance and tax co-operation with Irish authorities—where better to locate a cross-border taxation co-operation centre than Newry in the context of the development of north-south business links? I am disappointed that that no longer seems to be the case. I would like the Minster to explain what consideration he has given to this. Will he take a more constructive approach?

This Government never tire of telling us of their desire to rebuild and rebalance the economy in Northern Ireland. The message sent out by the decision to remove jobs from the Newry HMRC centre sharply contradicts that, as there are simply not jobs available for these people to move into. Instead, this decision will remove money from the local economy, hitting not just those families directly involved, but businesses across the whole area. I ask the Minister, who has been generous with his time on previous occasions, to hold further meetings with local politicians, the Public and Commercial Services Union and representatives in Newry to look at a constructive solution. I am sure that my hon. Friend the Member for Foyle would join us at such a meeting to discuss Derry. There is an urgent need for the Treasury to review this decision and make a full assessment of the impact of it on the local economy and community.

I am absolutely certain that a viable, economically sound centre can be retained that protects local jobs, perhaps through a centre that also considers aspects related to cross-border tax issues and wider anti tax avoidance and evasion measures. What is absolutely not acceptable is the degree of uncertainty that has been created while staff are being offered exit deals.

I thank my hon. Friend for a good intervention. I am confident that the Minister will give us some indication of that—I have no doubt that that will happen—but the regions my hon. Friend mentioned must work together with DEFRA.

As I have often said in this Chamber, agriculture in Northern Ireland is under pressure because it is being strangled by EU regulations. Young farmers go to college and learn new ways, then they come home and cannot afford to implement changes that would be beneficial, due to red tape and regulations. However, that is a debate for another day. European legislation dictates carbon emission reductions, but the support offered is sparse. For example, in some countries carbon sequestration is included, but in our current model it is not included, so our farmers would be at a disadvantage in a global market if a tax were to be imposed.

In the grassland used to graze cattle and sheep, carbon is stored in the soil, as the hon. Member for Tiverton and Honiton said, therefore less carbon dioxide is released into the atmosphere if we farm along those lines. That information could have major repercussions and calls into question our understanding of the carbon footprint of livestock. Although that might be a little bit technical and hard to understand, perhaps, for those who do not have knowledge about the land, it is a serious issue.

It is difficult effectively to evaluate the carbon footprint of raising livestock, because many different variables affect the amount of methane produced, such as the feed system it is raised on, pasture type, rearing time and genetic make-up. People may believe that a meat-free diet is the future because crops have a lower carbon footprint, however far from the truth that may be, but some issues are raised by such a way of life. When land is ploughed, carbon is released that would otherwise have stayed trapped in the carbon sink and that in turn makes it difficult to compare the benefits of growing crops. Furthermore, as the hon. Gentleman mentioned, 65% of UK farmland is suitable only for growing grass and would not be a viable option for growing crops. Some land would have to be in pasture all the time, because it cannot be used otherwise.

I thank the hon. Lady for her intervention. I am aware of that. Certainly, the Ulster Farmers Union and the farmers on the land in the Ards peninsula and mid-Down are all aware of the costs of the fertilisers and their impact on the land and the waters round about Strangford lough and the Irish sea.

If we ceased to graze cattle on these pasture lands, they could not be used to produce more food and the productivity of our land to food conversion would stop. Biodiversity would also be negatively affected. Land used for grazing livestock provides habitats for animals, which creates biodiversity. Biodiversity has a positive impact on the environment, but that is another factor that is not included when calculating carbon footprints. Many factors that need to be considered when calculating carbon footprints are not considered, and that could negatively affect our farming industry here in the United Kingdom of Great Britain and Northern Ireland.

Calculating the exact amount by which biodiversity benefits the environment is also difficult. To combat our greenhouse gases, we need more investment in research into farming practices. For example, how big a role does carbon sequestration actually play? We also need to educate our producers to better understand the various issues so that they are able to run their businesses more efficiently.

There is a lot of work to be done. The competitive farming systems team spends a third of its money on sustainable and competitive farming systems, yet most small farmers cannot think of that amount of their income leaving in that way. In Northern Ireland, we have many small farmers. The average size of a farm in Northern Ireland is between 65 and 70 acres, but there are many hobby farmers and part-time farmers. The impact on such farmers is greater, and the impact on us in Northern Ireland is greater still.

Sustainability is crucial. Raising livestock sustainably is not solely the responsibility of producers; retailers also play a pivotal and vital role, which I hope the Minister takes on board. Retailers must enable consumers to make informed decisions about the products they buy so that they can take into account animal welfare, nutritional value and environmental impact before purchasing the product. There has been much talk in the press over the past week or two about the green, amber and red system that tells consumers about a product’s fat content, nutritional value and so on. That, too, will have an impact on farmers, through the retailers.

Retailers can make deals to source meat only from farms with lower emissions, which are better for the environment and are more cost-efficient, but they must stop squeezing the farmer with lower prices while maintaining or increasing prices in their shops, thereby putting pressure on farmers while increasing their own profit margins. Let us be realistic about achievable goals, rather than squeezing the farmer every time we try to achieve specific targets. That is a different story for a different day, but it comes off the back of this debate.

The question that we need to answer is simple: how will we produce enough food to feed a worldwide population of 9 billion by 2050? The answer lies with finding more efficient ways to raise livestock that do not compromise the needs of future generations. Enforcing a vegetarian diet would be unsustainable because the fertilisers used to increase yields, particularly nitrates, pollute water supplies and lead to other consequences. We are endangering the already fragile fishing ecosystems, and the carbon footprint of cattle and sheep is too high. Those issues must be fully considered.

Although I fully understand the need to reduce the carbon footprint, it cannot be done at the expense of farming in the United Kingdom and, more specifically, Northern Ireland. In any consideration of the topic, the farmers’ views and opinions must be paramount. No system will work without their co-operation. Any enforcement of new regulations must be informed and subsidised and cannot be allowed to affect the cattle or the land. The Ulster Farmers Union recently highlighted an interesting figure:

“A recent European Joint Research Centre (JRC) study, highlighted that Brazilian beef has the largest carbon footprint of imported animal products, and with this in mind it is clear that it would be extremely difficult for the EU to achieve its CO2 emission reduction objectives.”

It is all very well to point the finger at our local farmers and to tell them what they should do, but other producers across the world are riding roughshod over the emissions objectives.

Any importation of animals with a high carbon footprint defeats the purpose of any targets set, and the local agriculture industry must be allowed to produce, sell and achieve reasonable aims. I urge great caution when considering the enforcement of a further burden on our agriculture sector. As one farmer said to me, and this is important,

“there are only so many targets we can reach before we realise that we haven’t had time to actually produce anything at all—just time spent filling in forms and working at machinery.”

Let us farm and help those who farm to do their best.

I accept the essence of the point of order. I acknowledge that the constituency is probably classified as Londonderry East, but my shorthand for it happens to be “East Derry”. I do not think that there is any particular difference of opinion. [Interruption.] May I continue?

There was the equally weak explanation that although doing so would save money, it would be unmanageable to hold two or three different elections on the same day. Wrong again! The Secretary of State’s consultation paper acknowledged that, if it was required—I quote for the purpose of accuracy and veracity—

“both the Chief Electoral Officer and Electoral Commission are confident that three polls can be delivered”.

So “administrative difficulty” does not solve the mystery.

Could it be that, while the Government’s consultation paper questioned the idea of extending the term of the Assembly, citing grounds of democratic legitimacy as well as questioning any practical need at all, the Government changed their mind as a result of the responses that they had received during the consultation exercise? Was the Secretary of State overwhelmed by consultees pressing for the extension of the life of the current Northern Ireland Assembly? No; that is not the answer either. Several political parties, including my own—the SDLP—and the Ulster Unionists, as well as the Green party, Conservatives and others, were emphatically against this anti-democratic proposal. The DUP and the Alliance were in favour of it, and Sinn Fein did not participate in the formal consultation exercise. Overall, of those consultees who responded directly on this question, 85% were against extending the Assembly term.

At this point the Secretary of State might say that a combination of the DUP, Sinn Fein and the Alliance can command a majority in the Northern Ireland Assembly, which represents broad support for the extension, but the Secretary of State has already acknowledged that she had a letter from those parties as far back as June 2012, some three months before she embarked on her consultation; she knew then that the leaders of those three parties all wanted to extend the life of the Assembly. Indeed, elsewhere in this Bill there are provisions aimed at correcting the anti-democratic nature of the Minister of Justice’s current position, which has already been referred to by the hon. Member for Belfast East (Naomi Long) and my hon. Friend the Member for Foyle. The Secretary of State already knew the views of these parties when she set the height of the bar that had to be cleared if the proposal to extend the term of the Assembly was to go anywhere.

In full knowledge of the views of the parties of the OFMDFM—the Office of the First Minister and Deputy First Minister—the Secretary of State summarised the issue in February this year by saying:

“The Government has consistently made clear that any move to extend the length of the current term could only be made if there was a clearly demonstrable public benefit, and a very large measure of agreement in Northern Ireland.”

The Secretary of State further concluded that the responses to the consultation

“tend to suggest that there does not exist, as yet, significant agreement to this proposal.”

I am sure the Secretary of State would not disagree with what she said then.

That does not help us much with the solving of our mystery, however. The Secretary of State set a clear test of a

“very large measure of agreement”

and concluded that the agreement demonstrated so far had not been “significant”. So in February of this year, in full knowledge of the various political parties’ views on extension, the Secretary of State was against it. What changed?

The Secretary of State also set the test of a “demonstrable public benefit”, but there clearly is not one. OFMDFM Ministers can argue that five years might give the Executive more time to demonstrate its worth, but in fact the opposite is the case. The Secretary of State’s paper of February of this year commented on the “opinion frequently voiced” about

“the perceived inertia of the Assembly”

and concluded that

“extending the term would only add to this.”

In addition, the CBI expressed concern in its consultation response that, at the end of a four-year programme for government, an additional year could just be a year of unproductive drift. Indeed, the proposal to extend the term takes little account of the very significant public disbenefits of moving to 2016, such as having the election so close to the 100th anniversary of the Easter rising, when certain political extremists will try to raise, and then exploit, community tensions on the nationalist side. There are also sinister elements in loyalism that will try to do the same around the important world war one centenaries. That is not a great time to have an election for a fixed five-year term in a fragile democracy.

So, with no “large measure” of agreement and no “public benefit”, what could have made the Secretary of State change her mind? Could it have been the Northern Ireland Affairs Committee? After all, the views of the Committee on Standards in Public Life were given considerable weight in the Bill’s provisions on double-jobbing. No, however, it is not the Northern Ireland Affairs Committee, because, as its Chairman, the hon. Member for Tewkesbury (Mr Robertson), said earlier, it did not support the proposal to extend the term either. Indeed, when the Secretary of State met the Committee in March this year, she stated:

“But it is quite an unusual thing to do, and we would have to be clear about the benefits it would bring, the additional achievements that could be made by the Executive in that extra year, and also have a very clear case made publicly to that effect by the Northern Ireland political establishment.”

So even as late as March this year, the Secretary of State seemed to have no appetite for extending the term of the Northern Ireland Assembly, yet by 9 May, when this Bill was published with the explanatory document, all that had changed. All the consultation responses and the Secretary of State’s own decision criteria had been cast aside in just a few short weeks. What changed the mind of the Secretary of State remains a mystery, and it is a mystery that she must unlock; indeed, the Minister must unlock it here tonight, and it will need to be explored further in Committee.

I believe the decision to extend the Assembly term is an atrocious anti-democratic, and potentially dangerous, development, and flies in the face of most of what the Secretary of State has ever said on the issue. I can find no rational explanation for the change of heart in the Command Paper that was a response to the Northern Ireland Affairs Committee report. The Government do not provide much enlightenment in unlocking the mystery, except that they wish to be consistent with Scotland and Wales in extending the terms of the existing mandates. The Government and Secretary of State have ignored a vital point, however: that the people of Wales and Scotland were aware of the change to the fixed-term mandate before casting their votes in May 2011. The position in Northern Ireland was totally different. The people of Northern Ireland were not involved in this, and they voted for a four-year mandate. The only person who could do something to overrule the Secretary of State is the Prime Minister himself. Is a prime ministerial intervention the answer to our mystery?

So I put it to the Minister, who will be responding to the debate: how often, and when, did he and the Secretary of State discuss this matter with the Prime Minister? Did the Prime Minister direct the Secretary of State to concede the Assembly’s term extension to those who lobbied him for it? And we know who lobbied him for it: the DUP, Sinn Fein and the Alliance party. If he did, what explanation did he give? Can the Secretary of State, or the Minister of State, as it will be in this instance, tell me what impact this sordid U-turn had on the credibility of the Northern Ireland Office and will have on any future NIO consultations? What faith will the people of Northern Ireland have in such consultations? The NIO and the Secretary of State must never forget that she and her equivalent in the Irish Government are the custodians of the Good Friday agreement. [Interruption.] This is no laughing matter, because when we went to vote in the Assembly elections in 2011 we voted for a four-year mandate, so the people will feel duped. Given the weight of evidence against the extension of the Assembly’s term, surely there is some way in which the Government will be prepared to reconsider this fundamentally anti-democratic measure. Obviously we look forward to discussing the issue further in Committee—or perhaps we should start lobbying the Prime Minister.

I wish to make a little more progress and then I would be happy to give way to the hon. Gentleman. Perhaps he can provide the answer to this mystery, as it is important that we find a solution to it. We need to work closely together, in partnership, and we need to ensure that we are able to sustain and maintain our democratic integrity. That is done in the best interests of the wider population of Northern Ireland: not only do the people demand it, but they deserve it, because for many years we lived and worked in that divided society, which in many ways still exists. We were living in the cauldron of violence and terrorism, and that was wrong. I am glad to say that that is largely diminished and we must now move forward into a new scenario.

I thank the hon. Gentleman for his intervention. That is absolutely correct, and the Minister needs to look into the unfettered handing-out of that information to private parking companies, because it is placing a lot of people, particularly the elderly and those who are disabled, in great distress.

I thank the hon. Lady for bringing the matter to the Chamber; it is important, as she said, to all of us across the United Kingdom, and especially to those in Northern Ireland. Does she agree that many companies seem to have no care whatever for people? In particular, they seem to have a zealousness for clamping the cars of those with blue badges, who are clearly disabled. Does she feel that perhaps the Government should take that on and train them, so that we ensure that they do not do a job that aggravates people, and pick on those who cannot necessarily defend themselves?

I thank the hon. Gentleman for his intervention, and I agree with him. He highlighted areas that I will move on to in my speech. These car parking companies are particularly zealous in their desire to overcharge people, and when they are taken on, they withdraw the charge. That makes me ask whether it was ever valid in the first place. He will be aware of some of the experiences that my constituents have had in his constituency, in the town of Newtownards.

I accept that we are talking about a legal marketplace, within which there are many reputable companies, but I would like to highlight the most pertinent examples of bad practice and the existence of less reputable companies. From the outset, it must be clarified that private operators do not have the right to levy a statutory fine. Instead, they are effectively levying a charge for loss incurred by the operator due to breach of contract. However, in practice, in the cases brought to my attention, it would appear that some companies often go to every length to give the appearance to the customer that they are being fined, and that the fine is non-contestable.

I thank my hon. Friend for his intervention. I have found instances of that in Northern Ireland, but the rating of particular properties or pieces of wasteland now used for car parking purposes in Northern Ireland is a devolved matter. In this debate, I want to concentrate on the issues that are particularly the reserve of the Minister and the Department. However, I take my hon. Friend’s point. There is a certain over-zealous attitude on the part of many of the players, but the bottom line is that the ordinary person, whether they are elderly, young with a family, or disabled, is placed at great disadvantage—particularly a financial one—some months down the line.

I would like to give some brief examples of the way in which certain companies go to every length to put a significant amount of pressure on people to settle up as quickly as possible, without querying the nature of what they may perceive as an inescapable fine. Often the correspondence, especially the initial notification letter to the customer, will be designed to look like an official statutory notice of the kind issued by a council or a local authority. For example, they will commonly refer to “parking charge notices”, otherwise known as PCNs, mimicking the “penalty charge notice” title of official council tickets, and that will often be accompanied by an official-looking logo, such as the scales of justice. Such notices are clearly designed to make the person feel that this is something they have to pay, and that its source is a body other than a private company, thus making the person—it could happen to any single one of us—deeply uncomfortable.

In addition, companies will present the possibility of the Debt Recovery Agency becoming involved as early as the first correspondence with the customer. Such a threat is clearly vastly out of proportion for what amount to relatively small civil claims. Again, the purpose of that is clearly to get the person to pay up as soon as possible and not to question the source, reasonableness or accuracy of the claim. People are made to feel under pressure and that they have no right to recourse.

Such tactics are reprehensible, especially in that many of those being pursued are elderly or vulnerable, and they have even been employed in my constituency against people with disabilities who have very specific parking requirements. Surely the Minister agrees that his Department should not facilitate things for companies that operate in that manner, and surely he will confirm that he would act on evidence that companies are harassing members of the public over dubious claims.

The hon. Lady is being very generous in giving way. Is she aware in her constituency, as I am in mine, that when the companies are pressurised on behalf of our constituents, after a period of time, on many occasions, they back down and renege on the original clamping that they did? Does she feel that that underlines the fact that the Government need to be more aware of what the companies do within the law?

I thank the hon. Gentleman for his intervention. In my experience, the companies do back down and withdraw the fines, but that is after a considerable period of time in which my constituents or other people in other areas have felt deeply under stress—

Deeply harassed by the companies. These people feel that they are criminals when they are not.

Having considered the manner in which some claims are pursued, we need also to consider the fairness and reasonableness of the claims. Again, it seems that certain companies are pressing claims that are spurious at best. Previous court guidance has said that charges must be proportionate and that an owner is entitled to seek only damages relating to actual loss. For a start, the existence of tiered levels of payment depending on how quickly fines are paid suggests that any real evaluation of loss is not being used. The charges also seem excessive against any determination of an actual loss incurred. The fact that some companies are charging up to £150, which is more than 50% higher than, in our case, the Roads Service’s fine, or a council fine, indicates that it is not actual loss that is being charged to the customer.

I thank the hon. Gentleman for his intervention. I agree that the banking regime in Northern Ireland is stringent at the moment. We have a unique situation in Northern Ireland. Some of the banking institutions are owned by the south of Ireland, but some have direct links to the Royal Bank of Scotland and Danske Bank. So there is that sort of mix as well. Suffice it to say that small and medium-sized enterprises are facing difficult economic challenges, and to have banks unwilling to lend or provide the necessary credit at this difficult time is not helping economic growth. That needs to be explored by the Treasury and, in the case of Northern Ireland, in some instances, directly with the Department of Finance in Dublin.

Does the hon. Lady think that one way of boosting the economy would be to encourage the construction industry, which, as all Members know, has had particular problems? Does she think that the banks should be more sympathetic to the construction industry in particular?

I agree that the construction industry, along with agriculture and tourism, is a vital economic lever in Northern Ireland, but, owing to the economic challenges of the recession, many people employed in the construction industry have found themselves without work and many businesses have gone to the wall. They did not meet with a sympathetic reception from the banking institutions, but they need assistance because they are necessary to pump-prime our local economy.

The Chancellor’s welfare plans will remove more than £4 billion from the welfare budget by uprating benefits by just 1% a year until 2015. With a legacy of physical and social neglect from the troubles, this will remove the necessary level of support from many of our people and a substantial sum of money from the local economy. Instead of addressing their own shortcomings, the Government are vilifying the poor and those on welfare as a smokescreen for their own appalling economic record. That will place those most needy and vulnerable in the current economic climate in an even more precarious situation and will hurt not just the unemployed, but those who rely on in-work benefits. It is nothing more than a real-terms cut for those most in need by the same Chancellor who handed out a tax cut for the wealthiest in society at the last Budget. It would seem that some of us are more “all in this together” than others.

The autumn statement might have been politically more surefooted than the Chancellor’s last Budget, but I fail to see what it will do to address the core problems facing the economy. It might reassure some Tory voters here, but I do not think that my constituents or the people of Northern Ireland will find much to cheer about. I fear that we will be having this same debate, with similarly poor economic figures, come the next Budget.

In supporting the Opposition’s motion, I should like to bring to the debate the perspective of Northern Ireland, where there are separate but basically parallel social security systems.

Our society owes an enormous debt to individuals and organisations that care for friends, family and loved ones. That does not just make our society richer, but in Northern Ireland alone unpaid carers are worth more than £4 billion to the local economy. However, although the Government pay lip service to the work that our voluntary sector does, they are undermining it at every turn through their welfare policies, including the new work capability assessment for employment and support allowance and the move to personal independence payments from the existing disability living allowance.

In Northern Ireland, it has been estimated that some £500 million will be removed from the welfare budget as a result of the Government’s policies. That is clearly a move designed to cut expenditure rather than a constructive reform of the benefit system. By taking away financial support and introducing more stringent qualifications for personal independence payments and the work capability assessment, the Government will take a degree of freedom away from many people. That will only increase the pressure on the thousands of carers who will be left to carry the slack on top of their already demanding role.

In Northern Ireland, we have more disabled people and more carers than elsewhere. Does the hon. Lady feel that the impact will be greater on people in Northern Ireland than on those in any other part of the UK?

I agree, and when I was a Minister in Northern Ireland with direct responsibility for benefits, I saw every day of my working life the high proportion of people in receipt of benefits, particularly disability living allowance. That was a result of our divided and conflicted society and a legacy of the conflict itself, because we had a high proportion of people with mental illness. The new policies do not take that on board.

The Department’s subtext is clear—a presumption that many people receiving benefits do not need them. The Government claim that they are restricting the new benefit arrangements to those who need them most, but surely benefits should be granted simply to those who need them, without qualification. That is what any notion of the big society should be based on.

One of the main problems with the work capability assessment for employment and support allowance is the reasonableness of the mobility test. The test is whether a person can mobilise

“unaided by another person with or without a walking stick, manual wheelchair or other aid if such aid can reasonably be used.”

I know of constituents who have arthritis in their back, hips, legs and feet but are physically able to use a wheelchair. The test is hypothetical; even if a person has never been assessed for such a mobility aid, and such an aid has not been considered by their medical professional, they can be considered able to mobilise, despite their having a serious medical condition that would prevent them from mobilising without a wheelchair.

The incongruous element of the test is that, in many cases, a medical professional would not recommend a manual wheelchair for a condition such as arthritis, as it is a hugely life-changing and extreme intervention on someone’s mobility. Frustratingly, without the wheelchair element of the mobility test, many people with a physical illness would meet its criteria.

I am aware from constituents’ experiences at appeal tribunals that legal professionals also struggle with the lack of clarity on “reasonableness”. Such serious problems have left many facing uncertainty, which can cause severe stress to people who already face incredibly challenging circumstances.

I congratulate the hon. Lady on the comments she makes on behalf of those who are disabled. One issue with appeal tribunals is that doctors do not appear when they should, another is that people are asked whether they are mobile enough to get out of the building if there is a fire. If they say they cannot, they have to return home. Like me, the hon. Lady believes that those simple matters should be sorted out beforehand. Does she agree that a straightening of the appeal process is needed to make the process easier for applicants?

Like me, the hon. Gentleman would agree that that is not the responsibility either of the Department for Work and Pensions in England or of the Department for Social Development in Northern Ireland; it is the responsibility of the Appeals Service in Northern Ireland. That is a separate organisation, and those questions need to be directed to it for a resolution.

The Government must acknowledge that the introduction of personal independence payments might have a different impact in Northern Ireland. Approximately 100 people per 1,000 currently receive disability living allowance, compared with 50 people per 1,000 in Britain. We simply cannot ignore the fact that Northern Ireland society is emerging, as I have said, from decades of conflict, which have left many people emotionally and physically scarred.

Northern Ireland also faces a common transition difficulty with Scotland, England and Wales. In Northern Ireland alone, some 117,000 people will have their cases reviewed on the introduction of PIPs, which will require the testing of more than 1,000 applicants a week. How will so many people be re-tested in a manner that is just, reasonable and fair? That is an enormous concern. It is especially worrying given the aforementioned fiasco of the introduction of the work capability assessments for ESA. As I have seen in my constituency, the number of successful appeals demonstrates what happens when the Government make ill-advised and poorly thought-out changes to the welfare system. I am extremely concerned that we will face exactly the same problems when PIPs are introduced.

Although it is important to pay tribute to carers this week, we must remember that they are carers for 365 days of the year. They are at the heart of our families and our society, and the Government should help them rather than introduce ill-considered and ideologically motivated welfare cuts that will do nothing more than simply increase financial stress and burdens, and many other burdens within the family and the community. I urge—even at this late hour—the Government to reconsider. The Social Democratic and Labour party firmly supports the Opposition motion.

This Budget will not deliver on growth and it will not deliver on fairness, and it does not surprise me that it has been met with such a degree of concern and resentment. It has demonstrated missed opportunities, misplaced priorities, and a distinct lack of imagination. Ultimately it may hinder, not help, the families and businesses right across Northern Ireland who are struggling at this difficult time.

Now is the time to stimulate growth in our economy, not the time to hand a £42,000 a year tax cut to millionaires through the 45p rate. Aside from that, my party has three primary concerns about the Budget—the refusal to act on fuel prices, the attack on pensioners’ incomes—

With the prices of diesel and petrol in Northern Ireland at the highest ever level and rising even higher, as they are across the United Kingdom, does the hon. Lady feel that the Chancellor and the Government have missed an opportunity, for example with the VAT increase, to help those who are under pressure because of fuel prices?

I thank the hon. Gentleman for that useful intervention. I agree with him and will come on to that.

The other area that concerns me is the proposal on regional rates of pay. All these measures will hurt low and middle income earners and do nothing to stimulate and grow our economy.

Rather than handing out a massive subsidy to the wealthiest in our society, the Chancellor should have focused on growing the real economy, starting with mitigation measures against record fuel prices. As the hon. Member for Strangford (Jim Shannon) stated, the problem of high fuel prices is striking in Northern Ireland where, since the turn of the year, we have had the highest diesel prices in Europe and higher overall prices than in any comparable region in the UK or the south of Ireland. Duty prices must be lowered to mitigate the rising cost of imported fuel. Ultimately, while we rely on such a volatile imported commodity, we will always face such pressures. However, short-term measures are necessary to help those who are in need now. High fuel prices are hurting our people and are hurting our economy by restricting growth.

I will now turn to the so-called “granny tax”. The elderly should not be forced to pay for the systemic problems in our economy—problems that were in part brought about by the same high-salaried workers who have benefited from the Chancellor’s tax cut. The impact of this proposal will be widespread across Northern Ireland, with almost 100,000 people affected and many new pensioners potentially losing more than £200 a year. It represents a further blow to the elderly, who have been particularly affected by inflation, which has effectively wiped out years of savings and pushed up food prices, while high fuel costs have put a severe strain on the affordability of home heating.

Finally, I will address the issue of regional pay that has been put forward for consideration. The Government are saying that people can do the same job in the public sector, but that those who live in the devolved jurisdictions or the northern reaches of England will be paid less. That is a scandal. Public sector workers in what are already the most disadvantaged regions will earn less and those same disadvantaged regions will suffer the loss of spending power that follows. Things may be different in the world of big donations, but in the area of public sector pay for workers doing the same job, whether in England, Scotland, Wales or Northern Ireland, there should be no premier league. I put the Chancellor on notice that my party will oppose, both in this place and in the Northern Ireland Assembly, regional pay proposals that would further impoverish Northern Ireland and other less well-off regions.

The Budget will not deliver the necessary growth in Northern Ireland and will leave those who are most vulnerable in the current economic conditions, namely the young, the unemployed and the elderly, even more vulnerable. Those people did not get us into this situation and the Budget provides no signal that the Chancellor will steer the economy out of it.

That puts me in second place, but first place in Northern Ireland.

Recently, my right hon. Friend the Member for Belfast North, my hon. Friend the Member for North Antrim (Ian Paisley) and I attended a Tourism Ireland event at St James’s palace. Everybody was happy to go, including the Deputy First Minister. He had no issues with the event; he was pleased to support it, as were other Members. I sometimes wonder why people make some of the points that are made when progress is going forward steadily, as it should be. My right hon. Friend and I were privileged to have our photograph taken with Christine Bleakley—I happen to be her MP. It was a smashing occasion. Barry McGuigan and Paddy Kielty were there, and there was a smashing end to the evening with Van Morrison. All the good things about both Northern Ireland and southern Ireland were made clear by Tourism Ireland.

This is an exciting time for us all. It is time to put Northern Ireland on the tourism map as the home of a rich cultural history, mingled with modern facilities and a shopping haven. We should be secure in the knowledge that once people get a taste of Ulster—in every sense of the word—and our unique hospitality and warmth, they will always come back for more. The “Lonely Planet” tour guide states that Northern Ireland is

“abuzz with life: the cities are pulsating, the economy is thriving and the people, the lifeblood that courses through the country, are in good spirits”.

That is how it is in Northern Ireland. I am sure that when the Minister replies, he will agree. Another part of the guide says that Belfast is one of the top 10 cities on the rise. Plenty of people are playing us up, encouraging us and telling the truth about Northern Ireland.

We now have the impetus of a new dawn, with little threat of violence and few fears over safety. In fact, Northern Ireland is now one of the safest places in the United Kingdom. That is how much progress we have made—that is the progress that the party that I am privileged to represent and the other parties in Northern Ireland have worked to achieve. There is a shared future for us all and we accept that idea. Some people may not be able to accept that, but we do and we are moving forward. This opportunity has to be exploited.

Our beautiful, natural and historic landscape, coupled with the vivacity that is integral to everything that originates in Northern Ireland, cannot help but draw people to our shores. Whether people come for rest and recuperation in our superior salons and five-star hotels; to tour the country on nature holidays; to reside in the quaint bed and breakfasts across Strangford and in many other parts of Northern Ireland; to tour in caravans, using the many caravan parks in Strangford and across Northern Ireland; or to go shopping in the city, followed by dinner and a show, Northern Ireland has it all. There must be a sincere and earnest push to show that to the rest of the world.

I could go on and on, but it seems that the only people who are fully aware of all that Ards, Strangford and Northern Ireland have to offer are those who are blessed to have been born there and those who have passed through. That is a loss to the people not only of my constituency, but of the Province. If Strangford was marketed to its full potential, people would know about its provision for nature lovers, with its cycling and walking routes aplenty and beautiful shores rife with birds and wildlife; for the weekend visitor who wants to shop and be pampered and to have a nice meal and a night out; for the caravanner who wants to take in the beauty of the countryside; and for those who want a base from which to tour Northern Ireland, but want to get away from the city. Belfast is a mere 20 minutes away and the seaside town of Bangor, with its carnival atmosphere around the pier, is only 10 minutes away.

I mentioned birds and wildlife, and shooting tourism—in the legal, correct sense—has great potential in Northern Ireland. The Minister of State is well aware of that, having shot game and pheasants at Rosemount and Greyabbey. It was the biggest shooting day there for many years, and I was told afterwards that much of it was down to his own gun and shooting prowess.

As I said, the shadow Secretary of State visited my constituency just a few weeks ago. Afterwards, he stated that he would be back. We encourage him to return, this time with his cheque book, so that he can buy for his family many of the nice things that are available. We look forward to that.

It would be remiss of me not to use this opportunity to talk about Strangford’s place in Northern Ireland. The breathtaking view from Scrabo tower in Newtownards to the moors on one side, Scotland and the sea on another and Belfast city behind cannot be surpassed and is rarely matched, as those who have been there, such as the Minister of State and the shadow Secretary of State, will acknowledge. In the town of Newtownards itself, there are superior hotels and a superior night life, a weekly market, cinemas, a great shopping centre complex and beauty salons aplenty, including an all-Ireland beauty salon finalist.

History and culture are rich around the Ards, with the well known Scrabo tower and Mount Stewart house and gardens. The area also has the only fully working fishing village in Strangford—I know that there are fishing villages in other areas, including Portavogie. Strangford has some of the best game fishing, with Strangford lough and the Irish sea. That potential is being realised, but we can do more. Tourism Ireland should push game angling.

In Portaferry, we have the Exploris aquarium, which attracts more than 100,000 visitors a year. It is an excellent venue and has the capacity to do much more. If someone takes the ferry from Portaferry across to Strangford village, in the neighbouring constituency—it takes eight minutes, cutting off more than an hour and a half of driving—they will be taking the route that Princess Alexandra took in 2003 as part of a themed day to recognise excellence in tourism across the UK.

For the more modern culturalist, we also provide the Battletown gallery in Newtownards, which is gaining an international reputation and shows that craft, painting and other fields are progressing well. The Eden pottery in Millisle in my constituency provides the opportunity not only to purchase superior pottery but to make it, as part of a tourism experience. We should do more of that sort of thing.

We also have antiques shops, coffee and tea shops and superior places to eat. The humble Comber potato has been recognised by Europe, and in Strangford we can give people a meal that no one else can—starting with Portavogie prawns, the Comber potato, the Ards steak and Willowbrook Foods vegetables, all to tickle the palate and give people the opportunity to have food that they cannot get anywhere else in the whole UK.

If someone takes a drive down the other side of Ards, they will come across Castle Espie wildfowl and wetlands centre near Comber. My right hon. Friend the Member for Belfast North and myself both spoke on behalf of Exploris and the Castle Espie wildfowl and wetlands centre in a debate in Westminster Hall, and we expounded the pluses of those venues and the excellent tourism potential of the area.

We can also mention the historic and archaeological sites. There are links to monastic life in the area, and St Patrick was there. Before anybody else says it, I point out that he is the patron saint of the whole of Northern Ireland and everyone of all persuasions. Last Friday night I attended an event in Ballynahinch at which the Minister for Social Development, Nelson McCausland, spoke. It was organised by the Orange district lodge, and it was about St Patrick and his history. It was smashing to have it. That is the St Patrick I look to, and everyone should look to.

I was careful to emphasise that Patrick is the epitome of unity and diversity. Patrick belongs to everybody on the island of Ireland. It is well known that, after landing in the River Slaney at the mouth of Strangford lough, he sailed up to Nendrum, which is in the hon. Gentleman’s constituency, and established a monastic settlement with his disciples. Patrick is the origin of everything and the symbol of partnership.

Thank you, Mrs Main. I thank the hon. Member for North Antrim (Ian Paisley) for his long intervention. I could not agree more—rural communities, particularly in Northern Ireland, are more deeply affected because they rely totally on car transportation. There has been insufficient investment in public means of transportation—a matter for the Northern Ireland Executive—and no doubt the Minister will take care to pass that on. We will no doubt pass that point on as individual Members of Parliament from Northern Ireland.

I will highlight specifically the problems faced by businesses and consumers in Northern Ireland, but those problems do not exist in a vacuum. We must consider the scale of the problem confronting consumers across these islands. The Automobile Association’s latest data, from industry price trackers Experian Catalist, showed that the latest average pump prices for petrol are 134p, compared with 128p a year ago, and 111p in mid-January 2010. That is within sight of the record prices witnessed last May. Indeed, the average price of diesel has just hit an all-time high at an average price of 143p. The AA reported that in Northern Ireland the price of diesel is the highest of any region in the European Union.

Does the hon. Lady share my concerns? The fuel that comes in through the ports of Belfast and Londonderry, and is then dispersed across the whole of Northern Ireland, is the same as the fuel in Great Britain, so why is it so much dearer in Northern Ireland? It is an unfair penalty towards those in the rural community.

I thank the hon. Gentleman for his intervention. I agree that it is the same fuel type, which is imported directly from the middle east and wherever it is refined before it reaches the ports of Belfast and Derry. I also agree that rural communities are more deeply affected as a result of fuel duty increases. We find little reassurance in the current global situation. Just this week, Iran suspended the sale of crude oil to the UK, and the strait of Hormuz, through which 35% of all traded oil travels, is in a state of great uncertainty. It is not my intention to turn this into a debate on Iran and the middle east, but the point remains that while we rely so heavily on imported fossil fuels we will be somewhat captive to external events. Set against that, the Treasury is not doing enough to ameliorate the consequences of these events for consumers and businesses alike.

Consumers and business are caught in a pincer between the volatile price of a critical commodity and an inflexible Treasury duty regime. With the current instability in Iran, combined with the suspension of the refinery at Coryton, we would be naive to think that there will be no more inflationary pressures on the price of petrol. While the Minister has little control over an uncertain world, I would like to know what plans she has to protect people from the worst effects of those circumstances. Put more bluntly, in the short-term the Chancellor must extend the freeze on fuel duty hikes that was announced in the autumn statement. The measures announced in the autumn statement—the deferral of the 3p increase in duty and the cancellation of the escalator—were welcome short-term measures, but they will do little to mitigate the increased long-term rise in fuel prices. According to Consumer Focus back in March 2011, the 1p reduction in fuel duty was wiped out within days by rising oil prices. There is not the feeling that the Treasury is shouldering its share of the rise in the same way that motorists and businesses are.

I am pleased to have secured this debate on an issue that severely impacts on my constituents and others across Northern Ireland. I welcome the fact that the Financial Secretary to the Treasury is here to respond to the debate.

There are considerable problems in the motor insurance market at present, especially in Northern Ireland, where drivers are subject to excessively high insurance costs that are rising rapidly year on year. The problems are not unique to Northern Ireland, but they are particularly striking in our case. We have also found in our research that consumers in Northern Ireland have less choice of insurance providers, with three times fewer companies offering car insurance.

I also welcome the introduction of the Motor Insurance Regulation Bill, promoted by my right hon. Friend the Member for Blackburn (Mr Straw). My right hon. Friend, quite rightly, shone a light on troublesome referral practices and the Bill promises to make much-needed changes to the regulation of the insurance market in England and Wales. Although referrals operate in a different manner in Northern Ireland, the purpose of my speech this evening is to cast light and call for action on many of the issues that plague the operation of the car insurance industry in Northern Ireland. These issues are not entirely commensurate with those raised by my right hon. Friend in relation to England, but must be dealt with in the same direct and purposeful manner. I call on the Minister, where possible, to ensure that that is the case and to use his good influence to press the Northern Ireland Executive to act on the issue.

In August the Consumer Council for Northern Ireland launched a campaign to highlight the cost of car insurance, which I fully support. The Minister will no doubt be aware that the Office of Fair Trading subsequently agreed to undertake an investigation into the car insurance market with a specific focus on Northern Ireland. We must robustly establish why premiums have increased by a reported 40% in the 12 months to March 2011, and why insurance costs are significantly higher in Northern Ireland than in other regions. Indeed, we need not only to assess that, but to redress it. The findings must be robust and the resulting measures must have teeth.

I congratulate the hon. Lady on introducing this debate on an issue that is very important to us all in Northern Ireland. The concern about the insurance premiums is clear, and one reason for those insurance premiums, and the difference in price between Northern Ireland and the UK mainland, is the Compensation Act 2006. Is the hon. Lady aware that in the past year the number of claims notified to the compensation recovery unit in Northern Ireland fell by 23%, whereas in England and Wales it rose by 17%? Is she also aware that last year some 30,000 claims for compensation were made, but that in the past year only 768 were made and their value in the county court is less than £5,000—far below the equivalent figure in England and Wales? Does she feel that, for those reasons alone, insurance premiums in Northern Ireland should be reduced? It is quite obvious that the drivers and vehicle users in Northern Ireland are being disadvantaged financially.

All those facts weigh heavily against any argument that the specific demographic or topographical factors in Northern Ireland justify the increasing costs of insurance, and are extremely difficult to relate to the draconian rise in the cost of insurance premiums.

It has also been suggested, by the Association of British Insurers and others, that the legal system in Northern Ireland imposes increased costs on insurers. However, when compared with what happens in England and Wales, many of the factors in Northern Ireland would be expected to act in the opposite direction. My right hon. Friend the Member for Blackburn rightly highlighted the impact of referral fees on insurance premiums in England. It must be noted that a statutory prohibition is in force against solicitors paying referral fees in Northern Ireland. Given that the payment of referral fees to claims management companies has frequently been cited as a significant contributory factor to increasing premiums in England, its absence would be expected to drive down the costs of insurance in Northern Ireland. However, that does not appear to be the case.

I am certainly not claiming that the system in operation is perfect. Indeed, although referral fees are prohibited for solicitors, other agents, such as brokers, credit hire companies and repair garages, may receive them. Although credit hire companies offer a useful service for non-blame drivers, they also raise the cost for insurers, and we must have firm regulations to remove the potential for the exploitation of accidents or those involved in collisions. The claims advice service is an important step in doing that, and should be commended. Another factor cited as a reason for increasing insurance prices in England is the practice of “no win, no fee”. Such a regime does not operate in Northern Ireland. Indeed, the fact that any claimant would have to invest their own money, or else find a solicitor willing to fund the costs, is a powerful disincentive against speculative claimants.

I shall be very quick with this intervention, Mr Deputy Speaker. Does the hon. Lady think that specific consideration needs to be given to social need and the fact that Northern Ireland is clearly, as we all know, a rural community? There are special circumstances in Northern Ireland. Does she think that those should be considered as well?

I take on board what the hon. Member for Strangford (Jim Shannon)—my neighbouring constituency—has said. Like him, I represent a rural constituency and am well aware of issues such as a lack of jobs, inaccessibility, and the economic burden on people. All those can place increasing burdens on people at a time when insurance premiums are increasing.

All that, taken together with the absence of referral fees for solicitors, suggests that Northern Ireland offers a legal system that should act to keep costs down and be at least as effective as the system in England and Wales, if not more so. I would like the Minister to note my concern that that is certainly not reflected in the cost of insurance. I accept that the cost of claims for minor injuries in Northern Ireland can be higher than in England and Wales, partially as a result of there being no recourse to the small claims court for such cases, but opening up the small claims court to such cases is not necessarily the remedy, as that will bring its own risks and problems. However, more needs to be done to ensure that spurious and over-inflated claims do not clog up the system and raise costs for honest motorists. We must increase the burden of medical evidence that is required before establishing cases of whiplash or other, similar injuries, not to penalise the vulnerable—those with genuine, medically verifiable injuries would in no way be affected—but to ensure that the police and medical authorities work together so that claims are paid only in cases involving genuine accidents and genuine injuries.

I have dealt at length with the figures and the legal issues, but behind the wealth of statistics are the everyday problems that the high cost of insurance represents. Those living on low incomes or in rural areas can simply no longer afford to keep a car on the road. Many young motorists and their parents in my constituency have told me of their struggles to secure affordable insurance. They are understandably concerned about the discrepancy in insurance prices between Northern Ireland and other regions in Britain. Through having to pay excessive insurance fees, households in Northern Ireland are being discriminated against. That unfair practice has been in place for too long, adversely affecting those, young and old, who depend on their cars for work, particularly in areas where public transport provision is limited.

The broader context is that the economy is suffering, with record numbers of young people out of work, and that is only exacerbated by restricting people’s use of motor vehicles. We need a dynamic, mobile work force, but making the cost of car insurance so expensive puts up a barrier to our economic success, especially for the young, among whom the unemployment rate is estimated at 18%—almost one in five cannot find a job—compared with an overall unemployment rate in Northern Ireland of 7.6%. Excessive insurance premiums adversely affect young people, preventing them from offering the skill of driving to potential employers. In these extremely challenging economic times, I would ask the Minister to consider any measures that would make insurance more affordable for young people, particularly when driving relates to their employment.

Insurance costs have a real impact on people, young and old, who need to be mobile for social and economic reasons. I hope that I have made clear the scale of the problem faced by our motorists. The insurance industry must stabilise its premiums so that hard-pressed motorists get a fair deal when they purchase their vehicle insurance. I seek assurances from the Minister that he recognises the problem and will act in unison with ministerial colleagues in the Northern Ireland Executive to address the problem in the light of any recommendations from the upcoming Office of Fair Trading report.

Day in, day out, my Northern Ireland colleagues and I face constituents who come to us about the rising cost of car insurance. I heard it again today when I participated in a BBC Northern Ireland debate. There were numerous calls from young people, as well as middle-aged to elderly people, all complaining about the lack of competition and the lack of insurance companies offering different insurance rates. However, the most abiding comments that I heard were about how people wanted insurance costs driven down so that they could drive their cars and access the employment market.
