Commons ChamberAs I am sure that the hon. Lady knows, one does not need any training or qualification to be a Member of Parliament—or, indeed, a Labour Government Minister. Mind you, looking at the record of those who have occupied that position, I am prompted to ask a variety of questions. I should point out, of course, that many of the highest performing schools in this country—in fact, some of the highest performing schools in the world—are the fee-paying independent schools, which have earned this country so much foreign currency and have ensured that we continue to have beacons of educational excellence in the fee-paying and state sectors alike. Such schools draw in and welcome a wide variety of highly trained individuals, some of whom do not have qualified teacher status. It is important that we continue to innovate and to learn from the fee-paying independent sector. We must also continue, as we are doing, to invest in high-quality training for all teachers. That is why we are reforming initial teacher training, investing in Teach First, and setting up a new generation of training schools for teachers to develop the best practice from higher education institutions and elsewhere.
I had to come in after the last interesting intervention. Is it not the case that more young people than ever are now taught by unqualified staff, precisely because of the changes rightly brought about by the previous Government, including giving higher-level teaching assistants far more ability in the classroom and bringing instructors into schools to fill gaps caused by staffing problems? The issue of unqualified staff coming into our schools is not new.
My hon. Friend, as a former teacher, always adds to our debates with his experience and authority. He is right that some of the work force changes made by the previous Government mean that a number of children are taught by cover supervisors or teaching assistants. We all want to ensure that everyone who is teaching and who is in the classroom is trained to the highest possible level.
I am grateful to my hon. Friend for mentioning Hereford sixth-form college, which I have had the opportunity to visit; indeed, I enjoyed dining there with him and others. We are committed to ensuring that we increase funding for 16 to 19-year-olds who are studying in sixth-form colleges such as Hereford sixth-form college. We will also specifically increase the proportion of funding going to the most disadvantaged, who I know are a particular care for my hon. Friend.
Let me take the Secretary of State back to the curriculum. I welcome the changes that he has announced. Important as it is for our young people to understand how to do quadratic equations and all the rest, it is also incredibly important that they should learn functional skills through the curriculum. I would therefore like to make a plea for financial education for young people, which could play a particularly important role in the mathematics curriculum, in functional maths. Although we obviously want our young people to learn all the important skills in the various subject areas, they must also learn something functional that they can put to use later in life.
My hon. Friend makes an impeccable point. One of the problems with the mathematics curriculum is that it lacks many of the skills—and much of the knowledge—that are being taught in other countries, equipping the young people there with the ability to take advantage of the opportunities of the 21st century. The point that he makes could not be better made.
It is also the case that, as well as our curriculum not being fit for the 21st century, many of our schools are not fit for the 21st century either. It is a sad reflection of the last Government that there are still so many schools that are below acceptable standards. The Bill will therefore give the Department for Education the power to intervene where there is failure. I hope that all hon. Members will agree that where children are trapped in an underperforming school, there should be the opportunity to ensure that the leadership and the investment are in place so that those children have the same opportunities in life as those who were fortunate enough to be born in areas where the schools are stronger.
My hon. Friend makes a very important point. I was struck yesterday by the comments of my right hon. Friend the Member for Birkenhead (Mr Field), who feels that his report, which was commissioned by the Prime Minister, will be undermined if cuts on such a scale proceed, because the delivery system for early intervention will simply no longer be in place in constituencies throughout the country. Let us remember that this Prime Minister accused the former Prime Minister of trying to scare people about Sure Start. This Prime Minister said that he would build on Sure Start, but that is yet another broken promise.
Let me turn to how the Bill takes power from the profession. The Education Secretary says that he wants to put teachers in the driving seat, but again we see a widening gap between rhetoric and reality. There has been a 10% drop in applications for teacher training this year, which does not say much for his powers of recruitment. The drop has been blamed on his decision not to allow the Training and Development Agency for Schools to run its usual advertising and marketing campaigns to attract people to the profession. With the Bill’s abolition of the TDA, teacher training places cut by 14% and most bursaries scrapped, surely we can expect to see teacher shortages in a few years’ time.
The Bill restricts teachers’ freedoms, undermines the status of their profession, reduces their entitlement to ongoing professional development and fails to protect the rights of support staff. Ongoing development is a hugely important issue for many teachers. The TDA provided a vehicle for identifying the training needs of the profession, and its abolition raises concerns about the future of teacher training and professional development.
The think-tank million+ says that
“the TDA avoided teacher training being the subject of political interference”,
and that
“given the current ministerial view”,
there is a
“real danger that teaching as a profession is being downgraded.”
Those are its words; that is what million+ says.
Thank you, Madam Deputy Speaker, for inviting me to speak in this important debate. I shall speak as briefly as possible so that others can contribute, but, if time allows, I shall touch on the subjects of early-years provision, academies and apprenticeships.
Why is early-years provision so important at this time? In my view it is a critical element in the Bill, because evidence increasingly suggests that it will become more crucial than ever in determining outcomes. A couple of weeks ago, in a debate initiated by Government Members—in the context of reports presented by the right hon. Member for Birkenhead (Mr Field) and the hon. Member for Nottingham North (Mr Allen)—the House benefited from speeches that demonstrated a wealth of experience in relation to early-years provision and early intervention in particular.
I believe that in providing 15 hours a week for disadvantaged children, the Government are taking a stand and making an active contribution. As a child protection lawyer, I encountered many cases whose outcomes jeopardised children and put them at risk. The situation was very delicate in such cases, and a central issue was what would happen to the children during those early years. Problems arose in relation to young children’s attachments to carers and other adults, which, in my view, were likely to determine their long-term educational and socio-economic prospects. I applaud that aspect of the Bill, and was reassured to hear from the right hon. Member for Leigh (Andy Burnham) that the Opposition supported it.
The provisions for academies, which amend provisions in the Academies Act 2010, offer some schools an exciting and positive future. They may not be appropriate for every school in Erewash, but we are fortunate in that three of our schools are seeking academy status and in each I see strong leadership, committed governors, and members of a school unit working to achieve better outcomes for children not just in their own schools, but in all the schools in their community.
My hon. Friend has made an important point in saying that such provision is not appropriate in all circumstances. Does she agree that when a school has made a decision either to become an academy or not to do so, we should support that decision and support the school’s governors? On the front page of a local paper in my constituency, a Labour councillor in Goole was quoted as saying that a school that had decided to become an academy would not take children from council estates.
I agree with my hon. Friend—of course we should support a school that makes that important decision, if it is right for the school. As I have said, I have seen great leadership from head teachers throughout my constituency who, having made their decision, have worked to gain the support of the whole school unit: parents, governors and the local community.
At Long Eaton school, which has perhaps travelled furthest towards achieving academy status, I have seen leadership and encouragement on the part of the head teacher and staff. I have been concerned by the distribution by trade unions of leaflets containing scare stories and negative comments about what the school has been trying to achieve, but I believe that their efforts have been unsuccessful. Now the scare stories have started again in regard to Bennerley school in Ilkeston, and I support the actions of the head teacher, the staff, the pupils and the school community in standing firm. If their decision is right for them, they should not be bullied by unions or anyone else.
I want to mention a third school, Kirk Hallam community technology and sports college. It is also in Ilkeston, in a more socially and economically deprived part of my constituency. For decades, it did not receive the investment and attention it deserved—and it has to be said that Derbyshire county council was Labour-controlled for 28 years. I am now asking, very clearly and vocally, for a level of support and investment in Erewash from the county council and the local council that it did not have in the past.
My constituency has a proud history of manufacturing, furniture making, engineering and high-tech companies, many of which have taken on apprenticeships over the years. Apprenticeships is a topic that comes up at every meeting of the Erewash Partnership, the local business partnership in which I play a role. There is a real thirst for apprenticeships, and enthusiasm for what the Government are doing to back them. I was interested to learn that 190 different types of apprenticeship can be taken, which is more than I thought. Giving young people this opportunity and variety for their future is extremely important.
The Bill emphasises prioritising funding for young people who have already secured an apprenticeship. That is important, as it will allow us to move forward both with the commitment to have more apprenticeships—which is, of course, the right thing to do—and with making sure the practical steps are in place so that that can be achieved.
I will vote with enthusiasm for the Bill. This is a positive day for young people in this country. I think that taking this step will enable us to go forward, and I hope we get as much cross-party support as possible in order to bring all these positive ideas to fruition.
This has been an interesting debate, with the Bill having been described variously as minor tinkering building on Blairite successes and as creating a wasteland in education across England and Wales—and that is just from Labour Members. We have heard some very diverse opinions from them. Although there was some good in what the hon. Member for Wigan (Lisa Nandy) said, she fails to understand the reality of what classroom teachers face in our schools today.
An awful lot of myth has been put about in respect of many of the Bill’s proposals. I am broadly supportive of the Bill, although it contains bits that I do not particularly agree with and so I will get those out of the way first. Since I have been in this place, I have learned that legislation is like a box of chocolates: you do not like everything in it. I am not a particular fan of the forced raising of the participation age to 18, but I am probably out of sync with many people, on both sides of the debate, about that. I also have some concerns about the changes to student loan interest and I have some issues to raise about the English baccalaureate, which I shall discuss in a moment. Those are my minor concerns with the Bill, but in general I am a huge supporter of it and of the ministerial team in this Department, who have the best interests of this country’s young people at heart.
I wish to deal with some of the points made by Opposition Members about bringing unqualified people into the classroom, as if that were something new. I intervened on the Secretary of State on this matter. The practice is not new, although there are more unqualified staff teaching young people in our country today than at any time since the war and possibly ever. Studies have been done by the unions to prove that. Some of that teaching has been very good and in some circumstances schools have had to go down that route, because standards have slipped in some of our schools and they have been unable to recruit qualified staff. There is nothing wrong with bringing in people from different backgrounds. My personal view is that once they are teaching in the classroom, they should at least follow a route to a formal qualification. We should make that process as easy as possible, because it is desirable. When I did my postgraduate certificate of education, I learned important things in the classroom that people cannot necessarily obtain outside the classroom. We should not be worried about bringing in people from different backgrounds.
The hon. Members for Wigan and for Sheffield, Heeley (Meg Munn) have mentioned discipline. In specific circumstances, the power to search pupils there and then is important. One may have concerns about the wording of the provision, but sometimes situations arise in schools where classroom teachers need to act immediately—I can think of a number of situations in which it would be important to conduct a search there and then for the safety of other people in school. The power is important, but it is a permissive power, because Ministers would prefer teachers not to have to search young people.
On notice for detentions, there are times in teachers’ careers when they need to act there and then, because it is important to deal with an issue at the end of the school day. I taught at an incredibly difficult school, and I remember a huge problem on the local estate when a large number of our young people got involved in physical fights with another school—the situation also involved some parents, which was not helpful. We needed to deal with that situation there and then, and writing to say that we wanted to see a child in 24 hours’ time was not helpful. We had to deal with the situation there and then, but we were hamstrung by the rules.
The hon. Member for Wigan has raised the issue of discipline. I did not want to write home to some pupils’ parents to tell them that their child had a detention; I wanted to deal with the situation myself, because I knew that if I made contact with some of those young people’s homes, their lives would be made much more difficult. I would prefer to deal with such issues in the way in which I see fit rather than necessarily by engaging with parents. There is a protection issue for young people.
I do not have a great deal of time left, so I will not discuss exclusions, but I will comment on the curriculum and standards. I welcome the review of Ofsted, but the issue always comes down to interpretation. It is virtually impossible for a school to put itself through an Ofsted inspection in an honest way. The school has to step up to a mark that is not necessarily sustainable throughout the whole school year and jump through hoops that are impossible in any other circumstances. Classroom teachers are asked to do things that it is not possible to do all the time. I welcome the changes, but I hope that Ofsted’s interpretation will change.
The English baccalaureate is not simply a case of requiring schools to do certain subjects. However, it is probably drawn a little too narrowly, particularly where schools are required to do modern foreign languages. It might be very good to get young people to do modern foreign languages—I make these remarks as a history teacher, who will benefit from the change—but in a selfless act I appeal for the baccalaureate to be drawn a little more widely, because we will end up with its being used as a measure. In schools such as the one where I used to teach, engaging children and young people in modern foreign languages who may not receive support at home is incredibly difficult, and those schools will be judged against that standard, no matter how much we try to make it a secondary standard.
I am sorry that I do not have time to continue in further detail. I say to Ministers that the Bill is good and that I will support it, but please will they think again about the English baccalaureate?

I pay tribute to the hon. Member for Makerfield (Yvonne Fovargue), who made her arguments in a consensual, sensible and detailed way, avoiding unnecessary party politicking. I congratulate her on securing this incredibly important debate. It is sad that a debate about debt has become a little too polarised at certain points, and that silly comments have been bandied back and forth. That does not help the people struggling with debts whom we should be here to protect. As important and emotive as the subject might be, reasonableness is key to making progress at all times.
On whether personal debt levels are rising, I must confess that I am not aware whether they are at the moment—I have seen suggestions in both directions—but we do know that personal debt levels have risen substantially over the past 10 years. I am not making a political point; I think that it is due to how society has changed. Debt is much more a part of our lives these days, which perhaps demonstrates why it is so important to have appropriate measures in place to protect people who cannot manage their debt. Managing debt is undoubtedly a reality of life now, and we as elected politicians must ensure that there are processes, procedures and services in place to protect people with debt.
I will comment specifically on the role of the financial inclusion fund in my constituency. I see that my friend the hon. Member for Scunthorpe (Nic Dakin) plans to speak, so I will leave it to him to deal in more detail with Scunthorpe citizens advice bureau, which serves a large part of my constituency. However, I will discuss East Yorkshire CAB, which provides services across Hull and the East Riding, including through a centre in Goole.
East Yorkshire CAB helped 13,600 clients in 2009-10, and it tells me that more than half of those cases involved debt management issues. During that period, it assisted with about £14.5 million in debt, which gives the scale of the problem that we face in this country. As other Members have said, CAB advises face to face, which is key. I note the comments of the hon. Member for Newcastle upon Tyne North (Catherine McKinnell). Like my hon. Friend the Member for North Swindon (Justin Tomlinson), she and her staff have been trained in debt management. That is certainly something that I plan to do with my staff. People come to us with a range of complex issues, and the more we can skill up our staff, the better.
I have been going to a lot of law centres and citizens advice bureaux recently while considering legal aid cuts. The Mary Ward Legal Centre, which manages a big contract in London, is losing 57 debt advisers due to FIF cuts. Does the hon. Gentleman believe that it is realistic to think that training my three staff members and two caseworkers can replace the 500 expert staff across the country who are being cut? It is insulting people’s intelligence to say so.
That is an absurd comment. It is not in the slightest what I was suggesting. I simply said that those of us in positions of responsibility should do whatever we can to help in the circumstances.
Hon. Members should listen to what I have to say before jumping up and down. All that I am saying is that training our staff to assist people who come to us with a complex range of issues is important, and that part of that training might involve directing people to the most appropriate services.
Well, if the hon. Gentleman does not want to do that for his constituents, that is his choice. I certainly intend to do it for mine.
Of course all Members of Parliament ensure that our staff can provide advice to constituents, but surely the best way to help the most vulnerable people who rely on those services is to ensure that those services are not cut. Government Members have come here to go on about how serious the problems are and how valuable the services are that CAB provide, so why are they queuing up to walk through the Lobby to support a Budget that will remove that assistance?
That proves again that Labour Members cannot understand what they did to this country. The reality of the situation is that whoever might have been in Government now—
No, let me finish. If the hon. Gentleman is going to make a point, he should at least have the courtesy to listen to the response. He was part of a Government that ran up massive debts that the coalition Government must repay. Tough decisions have been made, but even when we are not necessarily happy with some of those decisions, our job as coalition Members is to come here and make it clear what we think our constituents deserve. In saying what I have, that is exactly what I have tried to do. I am trying to support exactly the point that Opposition Members have been making, which is that we need face-to-face debt advice.
The hon. Gentleman must have come across the same sort of cases that I have as an MP, in which people have been given bad advice. My worry about training someone for one day, or even one week, is that it will not provide the level of skills required to advise people in the best possible way. Bad advice is worse than no advice at all.
I think we are getting bogged down by this. Training our staff and ourselves so that we can guide people in the correct direction for debt advice is probably more important now than ever, and that is the exact point that I was trying to make.
We seem to be getting bogged down, but I will give way one more time before making some progress.
I thank my hon. Friend for giving way. In the spirit of trying to work together and helping Opposition Members, we need to be clear that this strengthens the argument for citizens advice bureaux. Help on the telephone and online cannot help provide training to other people who assist the most vulnerable. That supports the argument.
I thank my hon. Friend for that intervention. Perhaps Opposition Members will now reflect upon what some of us on this side of the Chamber are trying to do.
I shall move away from the help and assistance that I am trying to ensure that my staff are able to give people who contact me, and on to some of my concerns. The move away from a face-to-face debt advice service to a telephone or internet-based service has already been commented upon. I have bitter personal experience of debts. A few years ago, I tried to access assistance on some debts and, as much as I do not like to air my washing in public, it was incredibly difficult to access the correct advice on where to go with particular problems. I accrued debts through funding my postgraduate studies, as is the case with many people—in no way am I alone in that. [Interruption.] It was postgraduate education, which has had fees for a considerable number of years and is not affected by any current changes. It was incredibly difficult to access advice on where to go. As the hon. Member for Newcastle upon Tyne North has said, it is not always easy to interact properly with someone in a telephone conversation, and it is difficult to talk about one’s personal financial situation. Talking with somebody over the telephone is no substitute whatsoever for talking with someone face to face.
In support of the point made by the hon. Member for Makerfield, when searching for debt advice, particularly online, it is unclear who provides it at a profit to themselves and who does not. If a company calls itself a national debt or advice helpline, the natural assumption is to conclude that it is a charity, when in fact, as others have commented, it is out to make profits from people’s debts.
I will give way, because I know that the hon. Lady will make a reasonable and sensible point.
I am grateful to the hon. Gentleman for giving way. Would he support a scheme similar to that in Scotland in which debt management advice is more carefully regulated and caps are used to regulate provision?
We had an interesting debate about debt in the main Chamber last week. I was sorry that we could not get to the point where everybody was in agreement, even though I think that everyone was—the procedures and processes of this strange place meant that we ended up with a Division that we should not have had. We should certainly be looking at the way in which we manage people who want to put us into debt.
The issue has three parts. First, we need to deal with the companies that make money out of debt. They will always exist and, as I have said, that is part of life. Secondly, we need to deal with the sort of debt advice available to people who get themselves in trouble. Thirdly, we have to look at the provision for ensuring that people do not get into such a position in the first place. That is why the all-party parliamentary group on financial education for young people, which is chaired by my hon. Friend the Member for North Swindon, is so important. Only yesterday, I was at Goole high school and spoke to its deputy head about the delivery of financial education in schools and how he thinks we could roll it out nationally. That is certainly something in which I plan to play a big role in the all-party group, which he was so key in establishing.
In conclusion, it is not hypocrisy for us to say that people involved in citizens advice bureaux—
I must say that, sometimes, the debate in this place is worse than when I taught year 1 last year—the children gave more sensible responses. I have tried to make an important point on behalf of my constituents and have ended up being heckled in a childish way on an issue that is so important to people outside this place.
The reason that I have taken part in this debate is to say that the work that my local debt advisers have been doing through the financial inclusion fund is incredibly important. I know that the Minister shares my huge concern about the issue, so how exactly will the system that we propose to implement work, and what is his response to the comments made by Members on both sides of the Chamber about the face-to-face element? We need to know more.
As I said at the beginning—I will end where I began—this is such an important issue. Managing debt is a part of life now and, unfortunately, people get themselves into debt simply by making bad choices, which we have all made in our lives. We have to make sure that the support available to them is appropriate. I end with that plea. I am less concerned about the mechanism and more concerned about what is actually delivered to my constituents. In my view, that requires some sort of face-to-face interaction, whoever that interaction is with.

Commons ChamberI am happy to pass on those comments. Obviously, more detail will come out in the proposals. As a priority, we must equip the students going through this part of the educational process with the skills, qualifications and educational know-how that they need to go out and compete in the big wide world. These will be decisions for heads and principals to make at the sharp end.
I accept that tutorial provision for all is important, and that is why we have protected that, as far as possible, but at a time when we need to ensure that our funding of 16-to-19 learners is as effective as can be, we have to focus funding on those who need additional support. That is why—the hon. Member for Scunthorpe mentioned this—we have recycled the savings into areas of a higher priority where we know that more needs to be done.
Our second priority is to increase support for the most disadvantaged and less able young people; I alluded to this earlier. Only about a quarter of young people on free school meals in year 11 get the equivalent of two A-levels by the age of 19—half the level of those who are not on free school meals. I am aware of the hon. Gentleman’s excellent track record while he was principal of John Leggott sixth form college. Perhaps I could now politely turn down, while very much thanking him for it, his invitation to the spring concert at John Leggott college at Easter. If I can possibly go the following year, I will endeavour to do so, if it is still going by then. I am sure it will be all the better without me.
To be serious, I am aware of the hon. Gentleman’s excellent track record while he was principal of that sixth-form college in raising the aspirations and attainment of disadvantaged learners. I am sure he will agree that that is a key priority for the available funding. If he is looking for takers for concert tickets, I am sure that the hon. Member for Ealing North (Stephen Pound)—one of the old rockers in the House—will endeavour to go along and bring great gaiety of the proceedings, as he always does to proceedings in this House.
We are replacing what we see as the inefficient EMA programme with a new discretionary learner support fund to focus resources on those in real financial hardship and to ensure that no learner is prevented from staying in education as a result of their financial situation. That is also why we are increasing the amount of 16-to-19 funding for those learners from 2011-12. Funds will be increased by more than a third to £770 million. We will not dictate to schools and colleges how they should use that funding. They know best how to attract and provide for disadvantaged 16 to 19-year-old learners. However, I would expect some of the funding to be spent on the activities previously funded under enrichment, but targeted specifically at the learners. That relates to the point made by my hon. Friend the Member for East Hampshire (Damian Hinds).
The Minister is right to comment on the record of my neighbour, the hon. Member for Scunthorpe (Nic Dakin) at John Leggott sixth form college. On the issue of EMA funding, will protections be put in place to ensure that when colleges are near to each other and are in competition, the discretionary learner fund is not used as a way of recruiting students to a particular college, and that it is genuinely used for the students and young people who need it?
That is a very good point, and it will certainly be taken into consideration. I will pass those comments on to the Minister of State. We have to add such practical considerations to the mix as the proposals are rolled out.
For future years, we have said that we will consult on a review of the funding formula with a view to operating a young person’s premium to support attainment by the most disadvantaged students. The coalition Government’s determination to close the attainment gap between those from the wealthiest and poorest backgrounds lies at the heart of the radical reforms we are introducing to ensure that young people reach adulthood with the knowledge and aptitudes needed to lead rewarding and successful lives.

I apologise in advance if I have to leave the debate early, Mr Dobbin. I have been appointed—joy of joys—to a Delegated Legislation Committee that begins at 10.30 am, so I mean no discourtesy if I have to leave the Chamber before that time.
I congratulate my hon. Friend the Member for South Swindon (Mr Buckland) on securing this debate. I know that he has a huge interest in school governance, and I agree with much of what he has said. I want to make a couple of observations based on my own time as a school governor. I have been a governor at the same school for the past 10 years, and before that I served on the governing bodies of two secondary schools. I serve as a local education authority governor in a school that I attended as a child and that is in the area where I was a councillor. Consequently, I felt that my role as a LEA governor was to be a link between the community and the school.
I associate myself with my hon. Friend’s comments about the work that governors and governing bodies do in general. Very often, governing bodies are full of dedicated individuals who have the best interests of the school and their wider community at heart. As we change the education system in this country, however, the time has come to question whether we are necessarily doing things correctly. I have a couple of observations about some of the flaws in how governing bodies work at the moment.
My hon. Friend has discussed schools accessing the wider community, members of which might have particular skills in finance, law and such like. However, that is not a scenario for all school catchment areas, particularly if the school is in a deprived area, where some of those skills might not be available—it is sometimes a challenge to attract people to be governors in such schools.
One way of tackling that problem, which my hon. Friend has touched on, is to set up a federation of schools, whether it involves a better performing school pooling and federating with a poorer performing school, or whether it involves a cluster of schools pooling and federating, such as a secondary school and its feeder primary schools. I say that because if there is a gentle criticism to be made of governing bodies—I make it very gently, because nobody here wants to attack or insult the work of people who are giving their time for free—it is that sometimes the governing body sees its role as being to support the head teacher in the decisions that they make. Often, governing bodies lack the robust challenge and scrutiny role that they are actually there to fulfil, and I have seen that myself as a governor. Frankly, that sometimes happens because governing bodies are full of educationists. I say that as a former teacher who still serves as a school governor, but I have sat on governing bodies where the people who have fulfilled the parental governors’ roles might well be parents of children at the school, but very often they also work in the LEA or are teachers themselves. The question whether we get the wide representation on governing bodies that we desire is sometimes open to debate.
When I was a councillor in Hull, one thing that my local authority looked at was using the children’s trust model as a way of changing the governance arrangements within the city. The idea was to bring together the primary schools and possibly one or two secondary schools through the children’s trust, to try to get some of the more strategic thinking that has to be done within schools fed through that process. I supported that model, and I hope that we can build on it. Indeed, it is a model that becomes more important as we move towards the academy structure and increasing numbers of free schools.
The situation has changed in schools. At one time, head teachers saw themselves as looking after their particular parish, as it were—it was almost as if their responsibilities stopped outside the school gates and, perhaps quite reasonably, they focused on what went on within their own schools. However, that has changed, and secondary schools are much better at engaging with their feeder primary schools, and primary schools are much better at working with one another. There are initiatives that have helped that process along the way. One of those is school sports partnerships, which have brought together schools that would previously not have communicated with each other. Perhaps it is time to consider whether the current structure works and whether we should put a greater emphasis on schools’ governing bodies to get their schools either to federate or to work more collaboratively with other schools in their area, so that we can introduce strategic thinking into the system and, perhaps, a more robust way of challenging of things.
I am making only a mild criticism of governing bodies, because, as I have already said, people who serve as governors tend to be incredibly hard-working, and I would not wish to besmirch them in any way. Nevertheless, we must accept that they do not necessarily always challenge things robustly. It can be hard to challenge things. If a motivated parent becomes a parent governor, their reason for doing so is often that they want to support the school, and it is a natural conclusion that supporting the school involves supporting the head teacher in the decisions that they take.
Another criticism concerns the links between the LEA and governing bodies. LEA governors often work in the LEA or as teachers themselves, and they sometimes serve as community governors or parent governors. However, governing bodies can sometimes become a little too LEA-centric. I have sat at many governing body meetings where we considered a paper from the LEA that included a recommendation. In such cases, people around the table often conclude that, because the recommendation has come from the LEA, they should, of course, approve it. Their reasoning is, “Why would the LEA suggest it if it was anything other than in the interests of the school?” That process is sometimes reinforced by clerking services being brought in from the LEA, which further builds the link between the governing body and the LEA. In one sense, that link is important, but there needs to be a clear separation of power.
My hon. Friend the Member for South Swindon has touched very eloquently—much better than I could have done—on the roles that particular governors play. Those roles have changed in my time as a governor, and more governors seem to engage with the school. When I was a local councillor and a school governor at the same time, I always saw my role as providing a community link, but other governors were determined to get involved in the school and spend some time in it. For example, if they were the foundation link governor, they spent some time with the foundation stage teachers, or if they were the literacy governor they spent some time talking to the literacy co-ordinator. That situation has improved, but it is still open to debate whether it has improved scrutiny.
My hon. Friend is giving a good overview of the different assets provided by particular governors. Does he see an ongoing role for a pastoral support programme, and would that help us to go forward? It used to be in the programme, but it is not currently included.
That is absolutely vital. When we had a debate on disadvantaged children, I pointed out that in some ways pastoral care has been sidelined in recent years. Pastoral care is more important than ever, particularly where behaviour is concerned, and we all agree that we want to reduce the amount of exclusion.
I am straying a little from the topic, but I point out to the Minister that one of the biggest sadnesses of the changes in recent years is that classroom teachers, particularly in secondary schools, have often had their pastoral roles taken away and handed to other people in the school—albeit those people are often very capable—including learning mentors and teaching assistants. I have always believed that classroom teachers are not just educators but part-time social workers, occasionally parents and sometimes, depending on the class, just childminders. We have a multiplicity of roles as classroom teachers, and we have been losing our role in pastoral care. Hopefully, the Minister has heard my pleas on that issue.
I have identified some of the problems that I see at the moment, which I am good at, but I am not quite so good at identifying the solutions, which is why I do not hold ministerial office—that is a job for Ministers. The time has come, however, to question whether school governance arrangements work as they should, and if I had a solution, it would be, as I have said, to encourage federation.
My hon. Friend has made an exceptionally thoughtful contribution based on his experience in the teaching environment. Does he see federating schools as adding to governors’ time commitments, or will that approach reduce them because the work load is spread out?
That is a difficult question. In some respects, federating would lessen the burden, because some people who join governing bodies want to take on that strategic role regarding the direction of the school but do not necessarily want to be engaged in the nitty-gritty. I have sat on governing bodies where it has been about who can outdo the others and who has been in the school the most, but that does not mean that that person has necessarily been the most effective governor. There is a role for both kinds of governor, which might be achieved through federation. You can have governors who give their expertise to the strategic direction of education in a particular area, and you can have others who play the community role or a much more involved role in a particular school. That is something that we need to look at.
I will not speak for much longer, because I know that other hon. Members wish to contribute. I associate myself with many of the thoughtful comments made by my hon. Friend the Member for South Swindon, who has a great deal of experience in this area. I am sorry that I will not be here to listen to the Minister, but I will, of course, read his speech in Hansard tomorrow.

Commons ChamberI, too, begin my speech by thanking my hon. Friend the Member for East Hampshire (Damian Hinds) for securing the debate. For many of us, a motivation in coming to this place and standing for public service was the wish to discuss such issues as improving the life chances for disadvantaged children. I certainly speak for myself in that regard.
It is perhaps important that I declare an interest. For the last 10 years, I have been working as a family lawyer, specialising in child protection. I want to mention the prospects and difficulties faced by those children, in particular, in my speech. I also want to thank my hon. Friend for his impeccable timing. We have the benefit of the very important contribution made by the right hon. Member for Birkenhead (Mr Field) and the written paper that he has prepared. Just yesterday, we had the report from the hon. Member for Nottingham North (Mr Allen) on early intervention. There is also the background, since the formation of the coalition Government, of the report that Professor Eileen Munro has been asked to prepare on the challenges faced by social workers and those working in child protection at this difficult time.
My work experience leads me to observe that the current evidence and reports into early-years development are the key to improving life chances for disadvantaged children. I shall expand on that by giving some insight into the care proceedings that some children have to go through and the impact of that on the families involved. First, however, I want to mention the work of my hon. Friend the Member for Crewe and Nantwich (Mr Timpson), who has shown leadership and expertise in raising the issue of outcomes for looked-after children. His all-party group on looked-after children and care leavers is now looking into outcomes for looked- after children, particularly the concerns about the disproportionately lower educational and other outcomes for such children. I am confident that the work undertaken in that regard will feature in and add to the broader debate we are having about outcomes for disadvantaged children.
Many hon. Members might be aware that if a child’s future and life ever become the subject of a court case, they are likely to have suffered a range of abuses and harms, including physical, sexual and emotional harm and neglect. Sadly, there is often a mixture of all or some of those elements. I have read many statements and reports that will stay with me for many years, such as accounts of children who have been so neglected and so deprived of basic nutrition, food and drink that when they arrive in foster care, they automatically go up to the bathroom to try to get water from the toilet bowl. They might smear faeces due to psychological concerns. I remember a case years ago of a child whose feet had been forced into shoes so small for such a long time that if anyone, including a doctor, tried to relieve the child’s pain or go near their feet to treat them, the child would be very distressed and traumatised. Those examples give a tiny insight into the many tragic cases and reports that I have come across over the years.
I should like to highlight the particular challenges faced by social workers, particularly front-line workers. We already have some indications from the Munro review. I shall not dwell on that for long, but I support Professor Munro’s preliminary observations. This issue is not about targets or paperwork; we are talking about professionals who are trying their best. They need as much support as possible and a structure that will enable them to be out helping children and exercising their judgment about those children’s future prospects rather than filling in reports and filing paperwork.
Let me deal briefly also with the difficulties that local authorities have in placing children into foster care. The situation around the country is variable but there can be shortages in foster care placements. That feeds into the concerns raised in the report of the right hon. Member for Birkenhead. The early years are crucial, and disruption and continual placement moves can have a serious impact on children’s, particularly young children’s, development and ability to form attachments and important relationships with adults.
The court process is bewildering and challenging for anyone, even before one has factored in the addictions that the parents and young people involved might be troubled with. They might have limited cognitive functioning or learning difficulties or they might lack a support network. I remember the case of a young mother who had struggled in a relationship of domestic violence; when she was asked if there was anyone she could stay with or who could help, her answer was simply, “No.” I think of many of my friends and family with young children who are not in poverty and have a good support network, but they struggle with young babies, so one can only imagine how difficult it is for young mothers in a very different scenario.
Safeguarding children is ultimately the concern of the courts, and that has to come before anything else, but court proceedings can be lengthy. There are always difficulties in securing court dates, experts, advocates and judges. For a child who goes into foster care at one, proceedings might still be under way when the child approaches their second birthday. Even I can work out that nearly 50% of that young child’s life has been spent in a court process. Again, that brings me back to the contribution of the right hon. Member for Birkenhead, and the concerns about the impact of that process on young children.
Drug and alcohol abuse feature more frequently than any of us would wish and there are difficulties with mental health provision. I look forward to a response from the Minister this afternoon as to how we can more clearly join up facilities and support for parents and for the children who need mental health support.
The mental health issue is incredibly important. Does my hon. Friend agree that one problem in the education system at the moment is that many school teachers are not properly trained to recognise mental health problems in pupils? It is often too easy to dismiss such problems as bad or difficult behaviour. We must include such training in the teacher training process.
My hon. Friend makes a good point. Again, this is about working across departments and professions. There has already been a good move towards that, but any further support for school teachers and health visitors, working together with social services, will always improve the outcomes for young children.
I welcome the reports on early intervention and the early years, and the progress that has been made as a result of the Munro review, and I urge the Government to consider the national parenting campaign in more detail. I also welcome some of the steps taken by the coalition Government, such as the pupil premium.
My constituency is lucky to have an excellent Home-Start in Ilkeston, and we have great Sure Start centres. They work incredibly hard and I urge local authorities and those in Government, while there is a real momentum, to implement early intervention, and look at how we can all work together in the longer term to improve the outcomes for such disadvantaged children.
I join other hon. Members in congratulating my hon. Friend the Member for East Hampshire (Damian Hinds) on securing this debate, and I hope that they will pay attention to what he says later, because he has more ideas on how to progress this matter, which is key to many of us across the House. I shall try to keep to his principle of seeing this as a cross-party effort. As an ex-teacher, I have learned lessons today from legal experts and about early intervention.
I want to talk about an aspect of disadvantage that has not been mentioned yet. I am glad to see the hon. Member for Hackney North and Stoke Newington (Ms Abbott) in her place, because she has fought for this for a number of years. We talk about poverty, but there is also disadvantage in regard to race and culture. Year in, year out, she has gone on about the underperformance of black boys in particular, but, after all this time, there is still underperformance among children of Pakistani, Bengali and Kurdish origin. I do not know how many reports on that subject have come through the system.
As I said, I am an ex-history teacher, and it might seem that I am giving the House a history lesson, although I hope that things can be learned from history. My speech might bring back reminiscences of an old history teacher. I want to say something about my experience. I do not think there is anyone here who cannot think back to either a teacher or a school that made a difference to them. I support the Secretary of State when he said that
“our schools should be engines of social mobility”.
After 27 years in teaching, I passionately believe that to be the case. I went to a grammar school, and before Members raise their eyes to the ceiling, let me assure them that I am not going to give them a lecture about bringing back grammar schools across the country. My constituency does, however, have the advantage of having the very successful Lancaster royal grammar school for boys and Lancaster girls’ grammar school, which I shall say more about later.
I have 27 years’ experience of teaching in comprehensives, 25 of them in social priority schools. The lessons that I have learned apply to Governments of all persuasions, because they are all tempted to take certain actions. Comprehensives were supposed to be the vehicle for raising social mobility. When I started teaching in them, I was told that they would be the grammar schools for everyone. Then, certain schemes were introduced, including mixed-ability classes and special needs. Then we had special needs teaching in the classroom, and special needs teaching outside it. Then came integrated studies, environmental studies and humanities.
Often, more than 50% of the children whom professionals in those schools were dealing with were entitled to free school meals. Often, for more than 50% of them English was a second language. That is still the case in some of those schools today, although that has not yet been mentioned. Those factors existed alongside all the other problems that hon. Members have pointed out. Every few years, a Government scheme would be introduced in which the teacher was taken out of the classroom and trained to do something new. Any teacher dealing with circumstances of disadvantage will say that the key thing is how much stability, security and aspiration can be given to those children. Why is it that the most way-out education experiments are always done for the lowest achievers and the most disadvantaged?
It is precisely this issue of having initiative after initiative after initiative that we must end. One particularly damaging example from recent years, given the important role teachers can play in young people’s lives, was hiving off the pastoral role of teachers to other people working in schools. That left teachers simply to deliver the curriculum, never to nurture the children. This provides another example of the constant “initiativitis” from which we must move.
My hon. Friend makes an important point. It is always the schools undergoing initiatives that need the greatest stability. That is why I welcome the Secretary of State’s reform of the national curriculum, which will put real history and geography back into it. When those schools attained the achievement and stability they wanted and lifted their pupils A to C grades, they faced another problem. When the students left the school or entered university, the subjects they had studied were not counted as equal to other subjects learned in the more advantaged schools. This happened for the best of intentions, but it amounted to underselling. In my experience, however, with security, good teaching and, particularly, a good head teacher, there is nothing those children cannot achieve. They can match anybody and should be given the right to do so. That means having the right to learn the same subjects that are taught in the best schools. That would provide a level playing field and support could be continued through the system.
I want to give Ministers a case study from Lancaster. In 2003, with the best intentions, the previous Government set up an excellent cluster in Lancashire that linked the primary schools—Bowerham, Dallas Road, Willow Lane, Ridge and Moorside—with the following secondary schools: the Central Lancaster High school, Lancaster Royal Boys’ grammar, Lancaster Girls’ grammar and nine other schools in Morecambe. Teachers had to apply to participate in the initiative, which was conducted under a programme called “Excellence in Cities”, combined with another called the behaviour improvement programme. Civil servants draw up these initiatives, but teachers have to deal with the applications. What this achieved for those schools was, I think, roughly £1 million extra a year, which went to providing learning mentors.
The scheme was abolished in 2008—after just five years. After a few years, the Government no longer even measured the success of the scheme, but it can be measured. Performance at key stage 2 consistently went up year on year above the county average, while exclusions went down far below the county average—and there were some tough primary schools in this cohort. Attendance was also above the county average. Despite the achievements, it was stopped. We were told that the money was being moved to the school development grant. The poor heads were told that they had to reapply to go through the new system, which they did successfully. If we move to the present, we find that the school development grant has been amalgamated into the general schools grant. A successful system, therefore, which stopped being measured—except by the schools—has been moved, moved and moved again by all Governments.
I believe that this case study provides an example of what the pupil premium can achieve. In my view, the schools can get money through the pupil premium, but it is a year away. There are now 12 months in between, during which the whole system might well collapse. There is a gap in the process of one policy following another policy, which has happened before. It provides a warning to the coalition parties. If we want seriously to achieve things, it is not good enough just to agree to great schemes. What is important is what the schemes do on the ground and their impact on the teachers. That brings me back to my point about the teachers who are trying to create stability for what we call the most disadvantaged pupils—the very children who need that stability. I hope that we can continue monitoring these aspects, which will be key to any and every Government.
I acknowledge what the previous Government did with, for instance, academies and Sure Start, but we will have a job to do in tying up the pupil premium and what is left of the education maintenance allowance with the national scholarship for students. We need to tie up that golden thread to maintain support for disadvantaged children in every sector of education, and I hope the Government will pick that up and drive with it.
The lessons that I learn from history are that not only must this issue be dealt with—and it can be dealt with through the provision of good schools and good teachers—but we should pursue it beyond the next month and the next scheme.

Commons ChamberAny Member of Parliament representing a Lewisham constituency is dealing with a huge range of difficult educational and social issues. I had the opportunity to visit Haberdashers’ Aske’s Knights Academy, which has a sixth form, in Lewisham last Friday. I had a chance to talk to the students and principals there and they would like to see several changes, broadly in line with the coalition Government’s education policy. One position that I think is shared between the right hon. Lady, me and the students to whom I spoke is the belief that any replacement for the EMA needs to be, as my hon. Friend the Member for Cambridge (Dr Huppert) pointed out, targeted on those in the most need. Of course, those people will be more heavily represented in a constituency such as the right hon. Lady’s.
I shall have something more to say on EMA if I am called to speak later, but on transport let me set out the situation in north Lincolnshire. When our Labour-run council came to power it increased the cost of the post-16 travel pass by 500%, so it was giving money with one hand through the EMA and taking it back with the other through the transport passes, which went up from £30, when the Conservatives ran the council, to £180—and they are now £195. Will the Secretary of State ensure that whatever replaces EMA will provide for people in constituencies such as mine who live in very rural areas, for whom getting to college is a great expense?
My hon. Friend makes a very good case. As he is a former teacher and he came to the House to advance social mobility, I take seriously everything he says on these issues.
The one thing that I have grown to dislike since I came to this place is the entrenchment that always appears in debates on this subject, and the previous speaker gave an example of that. Nobody comes into politics to target the weak or the poor deliberately; we may have disagreements about how we assist those who need support and in what form it is given, but nobody comes into this place with those aims and those desires. The one thing that I gave really grown to dislike about this Chamber since my election is the constant view that everybody on one side is elitist and determined to attack the poor, and everybody on the other side is virtuous and has only the best interests of their constituents at heart. I like to think that most people come here with the best of intentions for their constituents, even if we disagree about the way in which we get there. That is how I approach this debate.
I am not interested in the politics of this debate in the slightest. I know that there will be people on both sides who will try to hit each other across the head with the politics, but that is not of any interest to me. All I want from this debate are some answers on what we will replace EMA with and what support will be in place for the young people who most need it. I have read both the motion, much of which is perfectly reasonable, and the amendment, which I have no problem with because it talks about supporting young people who are most in need of this help. It is a shame that we have had to get into such a divisive debate.
My view on EMA has changed over the years. The trials started three years after I left sixth-form college, and I recall thinking when EMA was introduced that I had funded my way through sixth-form college by getting a job at McDonald’s. That was my approach to begin with, and I believe that many Members still think like that. However, I then got into the teaching profession and started to see the impact of some of the support. Over time, I started to realise that doing as I had done is not a sustainable way for many people to fund their further education from 16 to 18, and that it is not a possibility for many people—it certainly is not since the changes in employment legislation. Although those changes have advantaged part-time workers, they have in some ways made it harder for teenagers to get part-time jobs.
EMA has therefore been positive in many ways. There have been a lot of problems with it, but it has been positive and has certainly raised participation. I personally never agreed with the raising of the compulsory participation age to 18.
My hon. Friend is making some good points. Surely the key component to any post-16 education should be a focus on accessibility and choice, which he has already mentioned, but is not the best way to improve accessibility and choice through targeted funding, which is what we are talking about? If we get better targeted funding, we can get better accessibility.
My hon. Friend makes a sensible point, with which I would not disagree, but it is also about what size of pot is available to provide that targeted supply. I have no problem with targeted support—so long as the pot is big enough.
I was mentioning some of the advantages of EMA. It has certainly raised participation and it has also raised attendance. I do not believe the figure of 90%. “Dead-weight” is an unfortunate word to use. We are saying not in any way that young people are the dead-weight, but that there might be some dead-weight in the system.
I am grateful. The hon. Gentleman said that he did not accept that there has been a 90% take-up rate. In my constituency, 934 young people at Bolton sixth-form college receive EMA—75% of the college intake, which is the third largest in the country—while 1,188 people at Bolton community college are taking up EMA. For those young people and those colleges even to function, the continuation of EMA is vital.
I was questioning not the take-up rate but the study apparently showing that 90% of young people would have continued with their studies without it. From my own limited experience in the education field, I certainly do not believe that to be true. We should not get too hung up on that.
In my intervention on the Secretary of State, I mentioned that I represent some very deprived communities in Goole, which certainly need support, and some largely rural areas that also require it. It is a shame, as I said, that our local council has made it more difficult for young people in the north Lincolnshire part of my constituency by raising the cost of their travel passes by 500% in one year and again in subsequent years. As I said to the Secretary of State, I hope that whatever replaces EMA will take into account those costs.
I also try to take account of the views of local colleges on this issue. There is Goole college—a small college in my constituency—but most of the young people in my patch have to travel into Scunthorpe or go to colleges in Hull, Selby or York. All those colleges have written to me, asking for support to continue in some form and requesting more information on what will replace EMA. They advanced a powerful case for how EMA support has enhanced not only attendance and participation, but the commitment of young people to their studies.
I confess that I am not so obsessed about whether the replacement of EMA stays in the same form, as there have been some negatives, which I saw as a practitioner. I once did a period of supply teaching in a private school. That was not really me, although the kids were wonderful. One kid there was receiving EMA through certain mechanisms, but I did not think that that was right by any stretch of the imagination. A young lad came to my surgery not so long ago who complained about not getting EMA despite the fact that his friends were—
I am not giving way any more, as others want to speak.
The lad came to see me because he was not getting EMA, yet his friends who were getting it were also receiving a great deal of support from their parents. It is not a perfect system. Similarly, a lady came to see me who, despite having five jobs as a cleaner, does not receive EMA for her children. She could not understand why other people living in the same houses in the same streets who enjoy the same quality of life and drive the same kind of cars and go on the same kind of holidays are receiving it for their children. There certainly need to be some changes.
As I said at the outset, my concern is not about maintaining a national model, but about ensuring that support is in place that truly supports our young people. I would like to hear more information from Ministers about how big the pot is going to be. There is an argument not so much for a strict national model—I am certainly not in favour of that, as it puts everybody in a straitjacket—but at least for a sign that certain principles will automatically be taken into account as colleges and their administrative institutions make their decisions. That also means that the pot has to be big enough. It is no good removing EMA and not replacing it with a pot big enough to support the young people who so desperately need it. I urge Ministers, when they sum up and respond to the debate, to give us more advice on that.
Similarly, I say to Opposition Members that, like the right hon. Member for Bermondsey and Old Southwark (Simon Hughes), I hope we can work together, because we should all have the same aim of supporting the young people who most need it. I wish we could take the politics out of this issue and get some agreement. We are in a difficult situation financially—everyone knows that tough decisions have to be taken—and the Government are doing some very good things in that regard. I would like us to lose the politics a little and work together to find a system. I would vote for any system that would guarantee young people, such as those it has been my privilege to teach, the support they desperately need to stay in further education.

I congratulate my hon. Friend the Member for Carmarthen West and South Pembrokeshire (Simon Hart) on securing the debate on this hugely important matter. It is timely, as it was only about three weeks ago that I was on Goole moor, in my constituency, meeting Natural England to highlight the opportunities for our local schools on that nationally important nature reserve. Following that, I have worked with our fantastic head teacher at Goole high school to find innovative ways of using the moor and the site for educational and health purposes.
As a former school teacher, I would like to appeal to the Minister over the Ofsted framework; if something is going into the framework, can there be a one-in, one-out principle or, preferably, a one-in, two-out principle? There are huge pressures on teachers already from the inspection regime, and, due to how the profession is structured, naturally, we tend to teach towards Ofsted, rather than the young people whose education we are there to enhance. I make that small appeal to the Minister.
I congratulate my hon. Friend the Member for Carmarthen West and South Pembrokeshire on his knowledge of the teacher training process. Although trainee teachers are required to prove that they can organise and undertake a trip as part of their postgraduate certificate in education, it is normally a well structured trip to a museum, so they do not come away from the training with particular skills in organising trips outside. There are so many pressures on teachers in terms of advice, risk assessments, and so on, that it can be incredibly difficult to organise trips outside the classroom.
I thank my hon. Friend for giving way on that point. One problem is the cost of minibus insurance for teachers. If something could be done about that, it would make a considerable difference. It often costs more than £1,000, and is a particular barrier to short trips to local open spaces.
That is absolutely key, because there are huge costs, and other pressures such as extra staff. When I was training as a history teacher and doing my final teaching practice at Endeavour high school in Hull, we were studying the industrial revolution. The area I taught in had a fantastic outside resource in its buildings from the industrial revolution period. I simply wanted to take my class of year 8s outside to look at some of those buildings, but I was told that I would have to do a risk assessment and get three members of staff, because there were 30 kids in the class and the ratio has to be 1:10. By the end of the day, those kids were running home across those same streets and past those same buildings, but we did not go out and ended up sitting in the classroom looking at pictures instead. Although the teaching profession can certainly do more to enhance outside learning, we need the structures in place to support them and we need to remove some of the pressures. Following some of the sensationalised reports in the press about school trips, my former union advised us not to take them, which, again, is a reaction to all this bureaucracy.
Outdoor education has a particular role for excluded children and children with special needs. As any teacher has to, I have worked with children from across the spectrum. It was often the most challenging children who benefited most from being taken outside the formal school setting—where they were still learning. I referred to this during my maiden speech; it is expensive to deliver education outside the classroom, but, for those children, the value of doing so cannot be quantified. I have seen kids go off on particular courses outside the classroom and come back significantly changed, so that education has a particular role. As the Minister is about to undertake a review into special and additional needs, I hope that that can be taken into account.
With a change in curriculum, the Government have, rightly, outlined how we intend to move to more vocational or joint pathways. There are huge benefits and opportunities not only for visits but to get skills outside school. I was talking to Natural England on the nationally important nature reserve—I will plug it once again—about potentially putting a curriculum together, which kids could access from our local schools, on countryside management. There are not only health benefits, which my hon. Friend the Member for Carmarthen West and South Pembrokeshire rightly highlighted, but educational benefits.
Is my hon. Friend aware that the Department for Environment, Food and Rural Affairs has funded a higher-level entry scheme, which includes educational visits to farms by schools? I understand that the scheme is now closed to new entrants. May I take this opportunity to encourage the Minister to pressure DEFRA to clarify whether that scheme is indeed closed to new entrants?

Commons ChamberIf the hon. Gentleman spoke to those school sports co-ordinators, he will have found that they are pretty hurt and pretty angry. He just nodded at that, so is it not right that I reflect some of that feeling in this House this afternoon? Is it not right that I give a voice to those 3,200 people, who cannot stand here, and put across the passion that they feel about the young people with whom they are working. [Interruption.] I am coming to a positive proposal. I feel passionately about this, but I also want a way forward and it is all about whether people are prepared to listen. We cannot get everything that we want, but I am prepared to negotiate and to compromise—I hope that the same applies to those on both sides of the House.
I certainly think that school sport partnerships have done some excellent work in my area. I have spoken to school sports co-ordinators and to head teachers and it is fair to say that head teachers and deputy head teachers have a range of views on the effectiveness of the partnerships and how valuable they have been in their area. Does the right hon. Gentleman agree that if they have been doing work in the way that he has outlined, it will still be possible for those head teachers and those schools to work in partnerships to produce just the same things that have happened before?
I have heard what the hon. Gentleman said and his comment that the partnerships have done excellent work stands in stark contrast to the position of his Front-Bench team. He is just giving head teachers a prescription for more work and more bureaucracy; they will have to rush around on their own trying to find the coaches. The current system works, so why is the Education Secretary dismantling it?
The Government and the right hon. Gentleman have talked themselves into a mess—not for the first time. The spin just does not end. He says that school sport partnerships will be replaced by an Olympic-style school sport competition, but there are two problems with that statement. First, such a competition is no substitute for year-round sport in all schools for all children, and secondly, such a competition already exists; it is called the UK school games and it has been in place since 2006.
We are getting to the heart of the matter now: the right hon. Gentleman’s mishandling of his budget. There is now real confusion about whether this money for school sport has been cut or de-ring-fenced, as Ministers have been saying. He says that we should give money to schools and let them decide, but yesterday his schools Minister, the hon. Member for Bognor Regis and Littlehampton (Mr Gibb), said of the Youth Sport Trust grant:
“The money saved will not be fed through the Dedicated Schools Grant”—[Official Report, 29 November 2010; Vol. 519, c. 532W.]
So which is it? Will head teachers be able to find this money or not? Will it be in their budgets? Is it not the case that schools will be asked to pay for sport themselves, as well as for many other things that they currently get for free? Is this not a false economy, as those services can often be provided more cheaply through the economies of scale that come from providing a service across a whole area with the expert support of a national body such as the Youth Sport Trust?
All this will not take us out of the impasse, which brings me to my final point, which is a genuine suggestion about how to take things forward. As in any sporting dispute, we need an independent referee. I suggest that in this case we bring in thousands of them. Surely the best way to resolve this argument is to ask the head teachers of this country about the effectiveness of school sport partnerships. A simple question could be put to them in a survey: would they prefer a funding package to be found to maintain the SSP infrastructure or would they prefer to have each to their own and the freedom to decide? I can tell the Secretary of State today that I have received an offer from a reputable firm to do a survey for free, which I shall share with him. I urge him to take that offer forward, as long as he consults the Opposition on the questions that would be asked. I believe that he would find it helpful as it might shed new light on the misplaced suspicion that lies at the heart of his policy pronouncements. He seems to distrust any system of collective or central support for schools. He nods at that, and I am disappointed about that because there is an ideological problem here.
The drift of the right hon. Gentleman’s policy is towards a more atomised school system, where schools become walled gardens and do their own thing, competing fiercely, and where collaboration is frowned upon. That vision conflicts with the idea of providing excellence and specialist provision to all children, as it becomes more costly and complicated when schools go it alone. Sport needs central organisation, particularly competitive league and cup competitions, and there are also only so many qualified coaches. To give children access to the best, it is easier to work together across a defined area and to share resources. Far from being bureaucratic, it reduces the bureaucracy on schools. If they were left to do it all themselves, more time would be spent on it and the quality would not be as good.
Today, I can tell the hon. Member for Colchester (Bob Russell) that I have given the Secretary of State a solution that fits the White Paper that the Secretary of State published last week. Let the heads decide—it is a simple proposal.
In conclusion, we have built up a school sports system in this country that works. Thousands of people have built it up with blood, sweat and tears. They have worked hard at it because they believe passionately in what they do. The Under-Secretary of State for Education, the hon. Member for East Worthing and Shoreham (Tim Loughton) laughs at that and in doing so he denigrates their commitment. I do not often implore anyone to do anything, but I am imploring the Secretary of State today to keep the basic school sport partnership structure in place. When I think of all the positive energy that will dissipate if they are broken down, it makes me want to weep.
My own life has told me that good school sport must be a right for every single child in this country. It raises academic standards, builds strong schools with a sense of identity and togetherness and builds well-rounded children. For some young people—perhaps the less academically minded in the class—the day they go to school with their boots in their bag is the day they have a spring in their step and a bit of hope in their heart. Let us not take that away from them. I commend the motion to the House.
I am pleased to speak in this debate on an issue in which I am very interested. I had many positive experiences in school sports. Indeed, I lost many competitive games, which stood me in good stead in my political life. I was also the lead member for leisure on Swindon borough council and councillor for a new development ward. I support 100% the positive role that sport can play in encouraging a healthy and active lifestyle, and improving behaviour, team work and enjoyment. I want to focus on some constructive points, especially because I am so biased in favour of sport.
Before the debate, I took the opportunity to visit many of my local schools, and the school sport partnership organised some events to showcase exactly what it was doing, working with Swindon borough council’s leisure department. That gave me an opportunity to discuss the matter directly. From my visits in my constituency, I can draw not only many positives, but—crucially—lessons to ensure that we can secure for young people the maximum sporting opportunities.
There have been positive experiences in this process, but it has been patchy. One deputy head teacher whom I spoke to this morning said that the local school sport partnership had taught those involved what they had forgotten, but that it would not be a complete disaster if it disappeared, because they would be able to continue through other mechanisms. There is good and bad, and we should move forward and give head teachers the powers they need.
People involved in the school sport partnership I saw were understandably extremely positive, as were Swindon borough council and some of the head teachers I met—although not all of them—so my hon. Friend raises a fair point, which strengthens the case for giving head teachers more choice. I want to be positive and constructive, but I am biased, because I have seen first hand the benefits that sport can bring.
I return to what I have seen in my constituency. Clearly we have in place a greater range of activities than would typically be offered. Many Members have mentioned that point already—in particular, I noted the speech by the hon. Member for Darlington (Mrs Chapman). One sport I saw was street dancing, which is extremely popular, especially among females—probably off the back of the inspirational “Pineapple Dance Studios” television programme. The crucial message is that it goes beyond the core traditional sports. I am a great believer in competitive sports—I was sporty myself—but trends change, and we need to capture the imagination of children to get them active.
We have to sustain engagement post-event. We have to ensure that, after children enjoy a taster session of external sports clubs, they continue to engage long term. In Swindon, we are good at that, because we have a successful sports forum of 60 sports groups working with the council to promote its activities.

Commons ChamberI must say, the hon. Gentleman’s literacy was very impressive there when he read the Whips’ handout. He almost read it word for word, and he did not have any help.
The hon. Gentleman cannot deny the figures that I have just read out, which show a transformation in our secondary schools. Half of schools were not achieving the basic benchmark in 1997, but today it is fewer than one in 12. Just think how many thousands of kids have hope of a better life because of that transformation in our schools, particularly in our most deprived communities.
I will tell the right hon. Gentleman what the reality was in some of the most deprived schools, because I was teaching in some of them. Children were forced on to courses that they did not want to be on simply to shove up standards, and the gap between the best and worst-performing schools widened over Labour’s time in office. The reality is that in the area in which I used to teach, children are less likely to progress socially than those from schools elsewhere. Statistics and figures are one thing; the reality is something very different.
The reality is very different. Is the hon. Gentleman really saying that head teachers and teachers in primary schools in his constituency would say that there has been no change in primary schools in the past 10 years? Is he really saying that secondary schools have not improved? The figures tell us what has happened. Am I saying, “It’s all perfect”? No, I am not, because more needs to be done. We turned failing schools into good schools and I am very proud of what we as a Government achieved for some of the most deprived children in our country.
It is encouraging that the right hon. Gentleman told the national children and adult services conference recently that he will set new minimum standards for schools—we welcome that continuation of Labour’s successful national challenge programme— but he is about to take huge risks with all the progress that we made. One area on which we should both agree is that excellent teaching is the surest route to the highest standards.
It was with some surprise that I heard the Secretary of State confirm to the House on Monday that his free schools will be able to use public money to hire whomsoever they like to teach, with no teaching qualification requirement. When he took up the job, he said that teachers should have a good 2:1 degree. He should be consistent in this important area: investing in our teacher work force is of fundamental importance to good school standards.

I am delighted to have the opportunity to discuss Government policy on support for women in science, engineering and technology, and that it has attracted such interest across the main parties in Parliament.
Science, engineering and technology are important areas, where we need to increase research and improve productivity, in order that the UK economy can achieve sustained economic growth. It is the view of many that, to achieve these desirable goals, we have to increase the number of women working in those fields. That increase should come from both encouraging young women to enter and supporting women getting back into those fields when they have been away for some years. To do that means continuing to support the work being undertaken by a number of organisations, including the UK Resource Centre for women in science, engineering and technology, and the Institution of Engineering and Technology.
Employers increasingly worry about the under-representation of women, as it is directly affecting productivity and growth. In the private sector, in all SET occupations, there are around 417,000 female employees. Women made up only 12.3% of the work force in 2008, and the IET 2010 survey of engineering employers found that only 5% of engineers and 4% of engineering technicians are women. In the IT industry, men outnumber women by four to one.
Government strategy for women in SET was laid out in 2003, and the key mechanism for taking the strategy forward is the UKRC, which was launched in 2004. The UKRC works with British business to maximise the opportunities for professional women in the relevant areas of activity, and close the skills gap that the Department for Business, Innovation and Skills says is damaging UK competitiveness. It also collates statistics on women’s participation in SET education and employment and funds individual projects that aim to improve women’s progression and profile. The UKRC analysed its work to assess its value and effectiveness using the social return on investment methodology, as developed by the Cabinet Office and others. The social value generated by the UKRC is nearly £12 million above its grant funding. That means that for every pound invested in the UKRC, £5.27 of social value is created for organisations, women and their families.
My first question to the Minister concerns its future. I consider the UKRC an organisation that we should be supporting at this time to ensure our future economic growth. Are there any proposed cuts to its budget? Public sector cuts could also have a long-term impact on women working in a wide range of science, engineering and technology-related roles. The UKRC’s assistant director, Jane Butcher said:
“Nearly 45% of SET graduates working in the public sector are females; this is much higher than in the private sector....The UKRC is concerned that many women scientists, engineers and technologists may lose their jobs, and this will impact on the quality of public services and on the long-term profile and presence of women in SET.”
One positive sign for the future is that more girls are studying science, technology, engineering and mathematics courses, otherwise known as STEM. Girls and boys enter GCSE exams in those courses in almost equal numbers. Furthermore, the overall representation of girls in those subjects has improved in recent years, especially in physics, chemistry and biology.
The hon. Lady is right. However, girls and young women are often pressured later into a more academic route, as it is seen traditionally as female. I am keen to pursue joint pathways, where young people, particularly girls, can take both partly academic and partly vocational qualifications. Does the hon. Lady not think that if we can achieve that in our schools, we will encourage many more of our girls to go on much further in these subjects?
The hon. Gentleman makes an important point. Although we are not largely concerned today with issues in schooling and the like, it is still important in terms of what happens.
Overall, we know that number of girls taking further mathematics, technology subjects, physics and other science subjects at A-level has increased, and it has increased proportionately more than the number of boys taking those subjects. So there is an interest there. The girls perform as well and often better in their GCSE and A-level courses. In 2009, girls outperformed boys in grades A* to C attainment in six out of 12 STEM GCSE subjects. They also outperformed boys in A-grade attainment in all but two A-level STEM subjects and had a slightly better pass rate than boys in all A-level STEM subjects. That level of success is good, but where are those bright young girls going? More young women are studying STEM courses, but female graduates are not heading towards employment in those areas.
