Seven is my favourite number, Madam Deputy Speaker. It is a pleasure to follow the hon. Member for North West Norfolk (James Wild).

It is a fact that when we speak in the Budget debate, which is the bread and butter of our work, we may not get the hearing we want. We have to live with the sad fact that the song “Murder on the Dancefloor” will be streamed more than our speeches, or maybe just my speeches. I refer hon. Members to a line from that song:

“better not steal the moves”.

However, it seems the Chancellor did, because he abolished non-dom status—a move that had been trailed for some time by the Opposition. I suppose imitation is the sincerest form of flattery.

I say to the residents of Walsall that, yes, we can work within the fiscal envelope, but our choices will be different. What did the Chancellor actually do to solve the problems of the country? Nothing. He said nothing about hedge fund managers having made £53 billion in profits for investors. Why is that not harnessed for society? The water companies pour effluent into our rivers. They broke the law, and awarded themselves £10 million in bonuses and £14 million in incentive payments, but they want to charge us £156 extra to plug a financial gap. What would we do? We would end self-monitoring and force companies to monitor every single outlet, so that they cannot cover up illegal sewage dumping.

The Chancellor mentioned a new tax on vaping—we have seen vape shops proliferate on the high street—and the freezing of alcohol duty, which helps pubs, but he said nothing about the high street. Those working on the high street worked during the pandemic and beyond, and they still face abuse in work, but there is nothing for them. They are on low pay or in insecure work. He could have given them the real living wage, based on the cost of living. There was nothing for the high street that would help retailers compete with online businesses.

What about local government? Schools are struggling with dilapidated, toxic buildings or a lack of staff. The staff are paid less than they would be for working for an online company, so when they leave school, they go and work for that company. Special educational needs pupils are being failed. Councils still have to bid for money. Walsall Council cannot even respond to fly-tipping, manage trees or invest in a rat-catcher. That is a public health issue and affects people’s lives. People need to know the connection: the Government cut the grants to local authorities, and the council is forced to raise council tax just to stand still. There may be a cut in national insurance, but people will have to pay for it through increased council tax.

As a lawyer and a member of the Law Society, I know that the legal system is shaky. It is the quiet and calm place where disputes are settled. It is there to keep communities safe and it is worth £60 billion. There is a dearth of duty solicitors. Legal firms are small and medium-sized enterprises, and they are struggling to attract staff. Will the Minister work with the Law Society and support firms to increase civil legal aid so that they can give people the right advice to prevent their becoming homeless, as well as giving opportunities for legal apprentices to make their way in careers in the law?

What about the NHS? The Government are only funding additional roles. NHS Facts and Stats states that England does not have a shortage of GPs, but rather a practice funding shortage, with a 20% reduction in pounds per patient since 2016. What would Labour do? The shadow Secretary of State for Health and Social Care has said that we would deal with waste: the £1.7 billion spent on hospital beds because patients cannot be discharged; the £3.5 is paid to recruitment agencies because the Government have failed to train enough staff; the £626 million spent by the Department of Health and Social Care on management consultants. Further, £1 billion could be saved through bulk buying equipment. We have not even started on the personal protective equipment fiasco! We would work in partnership with businesses in the private sector, just as we announced yesterday for the national wealth fund, so that for every £1 the public sector spends, £1 is raised in the private sector from the green finance initiative.

From the international situation, our constituents are numb to just getting by with the cost of living. We say to them: “We believe in you. We will give you the skills and your rights at work. We will do what is needed for public services and support you with a safety net as needed. We believe in you and support you to live safe, happy, productive and secure lives.”

I thank my right hon. Friend for her question. She will know that 70% of trading businesses only pay the lower corporation tax rate of 19%. That covers the vast majority of small businesses. I used to run my own business; I ran it for 14 years before I came into Parliament. I could not agree with her more: small businesses are the backbone of the British economy, which is why we are tackling the scourge of low payments and we rolled over the 75% discount on retail, hospitality and leisure business rates in the autumn statement.

Will the Chancellor confirm how much higher the tax burden is forecast to be at the end, compared with at the start, of this Parliament?

What I can confirm is that, as a result of the measures I took in the autumn statement, it will be lower at the end of the scorecard period than it would otherwise have been, and a lot lower than it would be under any Labour Government.

Thank you, Mr Davies. The Government think that the aim of reducing regional inequality is already implicit in the bank’s current objective. As my right hon. Friend the Member for Elmet and Rothwell reminded me, the bank was constituted in Leeds, rightly outside of the overheated south-east. A number of its early investments have already seen their capital deployed to some of the most left-behind parts of the United Kingdom. Our belief is that the objective of supporting regional and local growth provides a clear direction for the bank without being overly prescriptive, which I am sure nobody would want. The strategic steer by the Chancellor in March makes clear that the bank must focus on geographical inequality, with reference to the levelling-up White Paper, which the House will debate tomorrow. That is the right place to set out the Government’s strategic approach to levelling up, but that is best done on a portfolio basis rather than investment by investment, which is what the amendment implies.

Turning to the second part of the amendment, the bank’s framework document already includes, under its regional and local economy growth objective, achieving higher levels of productivity and providing opportunities for new jobs—something the hon. Member for Erith and Thamesmead talked about as an important output. We think it is more appropriate to have this requirement in the framework document rather than in legislation to minimise the legal risk across investments. I am sure that we can all agree that no one wants to create more work for lawyers.

The point is that this is public money. The bank has to be accountable for it. Lawyers are the guardians of justice. It is not about making more money for lawyers. It is about interpreting legislation that is put through very quickly and not thought through. That is the basis of it.

The hon. Lady makes a very fair point on the valiant role of lawyers in keeping us all to account. The alternative, of course, is legislation that is clear and allows the appropriate degree of discretion. The Government contend that that is what this is.

The amendments by the hon. Member for Erith and Thamesmead would include in the bank’s objectives the improvement of pay and living standards. Economic growth in the long run is closely linked to supporting productivity, income and employment and living standards. It is implicit in the bank’s objectives. Including the amendments would make the objectives too wide-ranging for an infrastructure bank, as it could focus on anything relating to pay or standards, for example training programmes or household appliances, which do not come under economic infrastructure. For these reasons, we consider it preferable to keep the statutory objectives as they are—a balance between clarity and flexibility—while instead providing further recommendations as to the bank’s targets and areas of focus via more flexible mechanisms such as the strategic steer, which can be updated from time to time.

As I have laid out, the Government’s position is that the steer to the bank, which is flexible and can be updated from time to time, rather than requiring primary legislation—it may be something the Labour party wishes to take advantage of in future—is a more agile and flexible way of guiding the bank as it seeks to achieve its objectives.

I thank the hon. Lady and I reiterate that, in general, our differences are to do not with outcome, but with process and how prescriptive one should be when putting things into legislation. Philosophically, the Conservative party does not think it is always right to be over-prescriptive; the objective is to provide a flexible and agile tool that can be responsive and deliver the outcomes that we seek. Passing laws in itself does not change the outcome.

That is the whole reason we are here as legislators. I gently remind the Minister that it is important to put things in the Bill; otherwise, there is confusion and there are too many grey areas. The Minister does not want lawyers to get involved, but it is important to have clarity. That is the purpose of legislation. Does he agree?

The hon. Member for Erith and Thamesmead asked me to clarify. Of course we do not put everything in legislation; that is just not the way that we work. As we have committed to doing on the strategic steer, we bring things to Parliament to provide the opportunity to debate and discuss them. How this will work will be laid down in the Bill itself. As I have explained, the strategic steer can be issued from time to time—once per Parliament. Its legal status is that the body itself must have regard to it and then respond by setting its own strategic plans.

The right hon. Lady is right about the potential here; I think I heard her use the word “cronies”. That is the concern—that with so many places the board will end up being stuffed full of people who have their own interests to play and that good governance will, as a consequence, be a victim of that large board membership.

As the Minister outlined, clause 7 concerns the appointment and tenure of directors to the board of the bank. We note that it requires at least five but no more than 14 directors; that the board’s chair, chief executive officer and non-executive directors be appointed by the Chancellor of the Exchequer; that the tenure of non-executive directors not exceed four years; and that a person may not be appointed as non-executive director more than twice.

The clause also requires that a person ceases to be a non-executive director as soon as they cease to be a director by virtue of any provision of the Companies Act 2006, or are otherwise prohibited by law; they become bankrupt or their estate is sequestrated; a registered medical professional treating them provides the written opinion that that person is incapable of serving as a director due to physical or mental incapacity for more than three months; or the person has resigned from the position in accordance with the notification procedures of the bank. We recognise that the number of directors is broadly consistent with comparable boards, such as the Bank of England board. We also understand that the intention behind that is to provide flexibility and a wide spread of expertise.

One of the difficulties is that the Bank of England does not have a spread across the regions. Does my hon. Friend not agree that we should have regional expertise as well, which is the whole point of levelling up all parts of the country?

My right hon. Friend is right: it is critical that the bank considers regional inequalities in its mission, and we are very concerned that the Government opposed earlier amendments on having a commitment to tackle regional inequalities in the Bill. The fact that there is no reassurance that the board will have that in mind either causes further concern about what the bank’s mission will ultimately be.

There is indeed scope, but there is also interplay with other expected reviews to which the UK Investment Bank will be subject. While I oppose, fairly, all the amendments put forward, I undertake to come back on these points at subsequent stages.

I understand that the Minister considers that hon. Members are being well meaning but, if I may say so—I do not know if this is parliamentary language, Mr Bone—that is a tad patronising. We are talking about transparency and ensuring that the bank, which is using public money, is going in the right direction. It should not be too difficult for the bank to come back and have a review in a much shorter time than seven years. Given that we have had three Prime Ministers in a year, we might see many Ministers in those seven years. This Minister may give us his undertaking, but he might not be in place throughout that period.

I am not sure quite how to react to the right hon. Lady’s predictions about my expected tenure, but I dare say she is probably right in many respects. Let us try to get through the remainder of the afternoon before making any amendments. I certainly did not intend to patronise any colleagues.

We have to get this right. The most important thing is that the bank is equipped to deliver the outcomes that we seek by deploying its capital in pursuit of its statutory objectives. I do not want us to trip over a particular interval when, inevitably, a number of reviews will be ongoing. Whether the right hon. Lady likes it or not, the undertaking that I am going to give is to come back on this. The Government have already moved in respect of clause 9(5)—from 10 years to seven. I hear from Members on both sides of the Committee that there is concern that seven years is still too long, and I undertake to come back on that.

I can assure my hon. Friend that the Government are on the side of small businesses and fiscal responsibly, and the introduction of the small profits rate will help the businesses that he talks about.

When the Government cut the red tape and open the box, they will find 2,400 pieces of retained EU law, so what are they going to do to help small businesses navigate all the legislation that is going to drop on them at the end of next year?

I welcome the hon. Lady’s conversion to the cause of easing the red tape that is buried within EU law. It is this Government’s objective to use our new-found freedoms to create regulations that are appropriate for the businesses of this country and that will help us to grow and deliver the prosperity we need for public services.

Very few Members can look back on a track record of commitment to R&D as significant as that of my hon. Friend, both as a Minister and as a Back Bencher. I am happy to confirm to him that we will abide by the spending review 2021 decisions, and that that includes funding for core Innovate UK programmes, for association to Horizon Europe and for the Advanced Research and Invention Agency.

The Minister needs to be much more specific about the Horizon Europe programme. Is he aware that the Nobel laureate Sir Andre Geim has said that top academics are leaving the country in despair because the Government are not negotiating on Horizon Europe? When will the Government do something—now?

My right hon. Friend is absolutely right, and he knows about this from his time as Secretary of State for Work and Pensions. There is no doubt in my mind that the work we are doing, through the spending review, to provide more than £1.1 billion of measures to support disability employment and the effective management of health in the workplace will be important. The Government’s Way to Work programme is yielding fantastic results, and is a sign of our intention in this space.

Some £11.8 billion was lost to fraud during the pandemic, according to a plethora of organisations such as the National Investigation Service and the Insolvency Service. I know the Chancellor is keeping tabs on public money, but will he publish a real-time dashboard on the recovery of public money?

We provide regular updates on the amount of money lost to fraud because all Members on both sides of the House want action to pursue perpetrators. We have shown our intention in this space with a series of targeted interventions against fraud, the most recent of which is putting in place the new Public Sector Fraud Authority, which goes live in July.

It is a pleasure to follow the hon. Member for Newton Abbot (Anneusb Marie Morris). It is sad that our Gracious Sovereign missed announcing the Government’s programme, but we look forward to seeing her again in the future.

The cost of living is one of the biggest crises engulfing our nations and regions. That is what people have said to us in the recent local elections; from Cumbria to Westminster, they are facing a cost of living crisis. In April, benefits and pensions rose by 3.1%, yet the rate of inflation was 6.2% and is to rise tomorrow. The Government’s independent fiscal watchdog, the Office for Budget Responsibility, says that living standards are set to fall by the largest amount in a single year since records began in the 1950s, and the Resolution Foundation says that the income of an average household will be cut by £1,200 this year. That is the background of life for our constituents, but the Gracious Speech contained nothing to help them.

Some are okay. The oil and gas companies have said they have

“more cash than we know what to do with”.

That is why a windfall tax is the best way to ease people out of this crisis. As my right hon. Friend the Member for Doncaster North (Edward Miliband) eloquently set out, the proposal has been costed; it is not borrowing. It will raise £2 billion, and will give £600 to each household that is most in need and extend the warm home discount. Even businesses are suffering from the increase in energy prices, but it seems that the Government prefer windfall donations or windfall fast-track contracts for their friends to a windfall tax. A Minister says, “Work harder, people”, yet people have to face more insecurity at work because there were no measures to remove the pernicious fire and rehire policy, which must end.

This Government are wasteful, not innovative: £8.7 billion was wasted on personal protective equipment that was unusable, past its sell-by-date and overpriced; the Government are burning £45 million of PPE a month to get rid of it, and the contract for the waste companies is £35 million; and £11.8 billion was lost to fraud through covid support schemes. Just ask the Minister, Lord Agnew, who said it was

“a happy time to be a crook”.

And £71 million was wasted on the Chancellor’s eat out to help out scheme, which Warwick University said accelerated the second wave of the pandemic. We have also had a Government Minister leaving a note on the desks of civil servants telling them to come back, then a week later leaving the note to tell them that he was going to get rid of 90,000 of them. It might be a new Gracious Speech, but it is the same old Government incompetence.

I want to touch on two other points. Planning was mentioned in the Gracious Speech, and some of those proposals will need to be looked at. I welcome the fact that the Government will enhance the green belt but I am not quite sure what they want to do with the revised national planning policy framework. Street votes would pit one neighbour against another, and they must be based on planning grounds. And what do you do with a council such as Walsall Council? Despite 2,000 residents not wanting a transit site in Pleck, the council went ahead—against the wishes of those people, against the site allocation document and against the planning inspector’s agreement—and put it in one of the most dangerous places, where, by Walsall’s own assessment, the acceptable nitrogen dioxide levels are being breached. Young children will be living on that site. It is costing £500,000, yet the council says it has no money for allotments.

On the subject of tinkering with the Human Rights Act, this is about the right to a fair hearing and to be represented; all it does is enact the convention into UK law to provide an effective remedy. Lord Bingham said that every one of the convention rights was breached in the second world war. Just ask the people of Ukraine if they think there should be a Human Rights Act. The Government must remember that the margin of appreciation doctrine allows our country’s unique legal and cultural traditions to be incorporated without flouting the objectives of the convention, and they cannot fetter the ability of judges to do their job, because they hear the evidence.

I agree with the point made by my hon. Friend the Member for Garston and Halewood (Maria Eagle) about a public advocate. That would end the hurt of the people involved in Grenfell Tower, the Horizon post office system, Bloody Sunday and Hillsborough. Remember that the Hillsborough inquiry took 27 years. I also want to congratulate Jürgen Klopp and Liverpool on winning a fantastic FA Cup.

Our constituents are faced with an increase in mortgages, fuel prices, food prices and energy costs; they are all going up. The Union of Shop, Distributive and Allied Workers has found that wages are now lower in real terms than they were in 2008. Our constituents deserve better. They deserve a safety net in bad times but, most of all, they deserve opportunity and prosperity.

Absolutely. My hon. Friend makes an important point, and we should indeed measure success in outcomes, not just inputs. The Department’s delivery of levelling up ambitions will be monitored, and it will of course be held to account. I point my hon. Friend towards the levelling up White Paper, which will be published shortly.

Going after money means that the Chancellor is recovering a debt, so there is a hole in the finances. Will the Chancellor tell the House this: why did Lord Agnew resign?

Lord Agnew, obviously, has spoken for himself, and I do nothing but thank him for his service. We look forward to continue working on all the areas he has mentioned, in most of which we are already undertaking work. We are relentless in our aim to tackle those who have defrauded the taxpayer, and we will not stop until we have got as much back as we can.

I welcome the Minister to the Dispatch Box for what I think is his first outing. It was remarkable, and he has had some friends here in support of him.

I thank the Minister for moving the motion. I too want to thank the board, which was chaired by the then Clerk Assistant, now Clerk of the House, Dr John Benger, and its other members: Sir Hugh Bayley, Michelle Barnes as the independent HR consultant and Mike Page from the House of Commons Service. I also thank the outgoing lay member, Bronwen Curtis, whose appointment will end on 26 January 2020. She has been assiduous in the way she has carried out her independent functions and incisive in her contributions on the Committee.

The Speaker’s Committee for the Independent Parliamentary Standards Authority has published a helpful explanatory memorandum for Members, which is available in the Vote Office. Peter Blausten was selected following a fair and transparent competition. The board was assisted by specialist recruitment agency Veredus, and the recruitment process included an advertisement, shortlisting and interview. The interviewing panel concluded that Mr Blausten’s analytical approach and experience as a human resources director would support the role of scrutinising IPSA’s estimate and overseeing the recruitment of IPSA board members. Her Majesty’s Opposition support this motion.
