Well, the hon. Gentleman said that there should one scheme. There cannot be one system for British nationals, Afghan nationals who have worked with us and Afghan nationals who have not worked with us. He says that Members are being told to send things in three different directions. That has not been the case. If he listens back to the speech that I just made, he will hear me saying that the FCDO has triaged and will triage correspondence from Members and make sure that it is sent to the appropriate Government Department so that British nationals are dealt with by the Foreign Office, where they should be dealt with; ARAP cases are dealt with by the Ministry of Defence, where they should be dealt with; and special cases are dealt with by the Home Office, where they should be dealt with.
We will ensure that correspondence that we have received before the end of this month is assessed and that Members will be told where their correspondence has been triaged to. If that correspondence has been sent to the FCDO, they will receive a status within seven days.
As everybody knows, the last few months have been an especially harrowing time for many of our staff, and the teams in constituency offices all over our islands have been frankly outstanding and impressive. It is also true that many of those working in the Foreign Office crisis centre have been quite exceptional. I pay huge tribute as well to our right hon. Friends the Defence Secretary and the Home Secretary, whose efforts have been second to none.
The point about unity of command is one that I know my right hon. Friend the Minister understands exceptionally well; it avoids confusion, risk and danger. That is particularly important in this situation because, as the hon. Member for Rhondda (Chris Bryant) was saying, the risk to these people is growing by the day. The biometric data that was left behind by the United States is increasingly being used against these people, to track them and find them. People are taking risks in going to the border, from which they then have to turn back when they find out that borders are closed or their papers are no good. Giving information early is therefore not just a kindness or a courtesy; it is lifesaving. Will the Minister commit to trying to bring these things more closely together, to achieving a comprehensive approach between the three Departments, and to giving answers quickly to those who stood by us in our hour of need?
My hon. Friend makes an incredibly important point about the speed with which these decisions are made, but we should remember that in all cases, and particularly in immigration cases dealt with by the Home Office, there is a degree of complexity that does not make speed easy. We should also remember that in many cases, because Afghans have had to flee their homes, cities and villages, they have incomplete, or in some cases are completely devoid of, documentation, which adds a degree of complexity.
We made an expansive and generous offer to support those Afghans who were at particularly high risk of reprisals from the Taliban. That created a significant increase in the number of cases brought to our attention. We absolutely will work through them at pace, but we have to be realistic about the complexity of some of these cases. My hon. Friend is absolutely right that speed is of the essence; we recognise that. We also recognise that Members who have contacted us in genuine fear for the people they have either worked with or speak on behalf of also want some reassurance, which is why we are absolutely dedicated to making sure that we pass on in a timely manner the information we are able to pass on.

Commons ChamberMr Speaker, thank you very much for calling me. The line from Kent is pretty terrible, I am afraid, but that is a complaint for the Department for Digital, Culture, Media and Sport.
Today, on Eid al-Adha, will the Foreign Secretary join me in welcoming the number of Muslim communities in the UK who have come from abroad to make their lives here, but will he also reach out to Muslim communities around the world and ask them to stand with the people of Xinjiang, who this year will not be celebrating—as, indeed, they have not been celebrating for many years—under the rule of the Chinese Communist party and the authoritarian dictatorship that it has caused?
I thank my hon. Friend, and he is absolutely right. We celebrate the role of all communities and all religions in this country: they make Britain what it is. He is absolutely right to say—I regularly raise it with my colleagues and opposite numbers overseas—that particularly in Muslim-majority countries it seems there is not quite as much concern as in the UK and other western, non-Muslim-majority countries about human rights abuses. This is an actor-agnostic issue; it is merely about treatment—persecution—based on religion, creed or ethnicity. We call on all countries to uphold those basic values, but particularly those most directly affected with the victims in Xinjiang.

That this House believes that the 2022 Winter Olympic games should not be hosted in a country whose Government is credibly accused of mass atrocity crimes; and calls on the UK Government to decline invitations for its representatives to attend the 2022 Beijing Olympic Games unless the Government of the People’s Republic of China ends the atrocities taking place in the Xinjiang region and lifts the sanctions imposed on UK Parliamentarians, citizens and entities.
I presume the time limit does not apply to me, Madam Deputy Speaker. I must first declare an interest, as one of the sanctioned—I wear my badge of honour today—although any financial interest that I would have to declare would no doubt have been frozen by the Chinese Government. I thank the Backbench Business Committee for giving us time for this very important subject.
As a spotty school student back in 1980, I proposed a motion at a local school debating competition that the UK Government should not boycott the Moscow summer Olympics, following the invasion of Afghanistan over the previous Christmas, and that politics should be kept out of sport. As it turned out, Mrs Thatcher, the Prime Minister at the time, recommended a boycott, but it was left up to the individual sporting bodies whether they sent athletes from their sports to the games. Those who competed did so under the Olympic flag, and the few gold medals that we won were collected to the strains of the choral cantata that is the Olympic anthem. My overriding memory of those Olympic games was the image of Daley Thompson emotionally collecting his decathlon gold medal and belting out “God Save the Queen” to the tune of the rather dreary Olympic hymn. Sixty-five countries carried out a full boycott of the 1980 Olympics, including such strange bedfellows as the US and Iran, Israel and Saudi Arabia, and China. China condemned the Russians, sent no athletes and subsequently did not appear on the medal table, so China really does not have a leg to stand on when it finds itself on the end of the same treatment that it meted out to its neighbour back in 1980.
My view on sporting boycotts and keeping politics out of sport has not changed, which is why this motion does not call for a full sporting boycott, which victimises most the elite athletes who dedicate so much to compete every four years, however niche the UK’s medal prospects might be at the winter Olympics compared with the summer version. But the simple reality is that in this day and age sport is inextricably linked with, and often tainted by, politics whether we like it or not, and that taint sometimes can be no greater than when the event is hosted under the Olympic banner.
Most countries will bid for the honour of hosting the Olympics so that they can showcase their nation to the world as an impressive player on the world stage—a land of progress and plenty, where everything is just rosy and all the criticisms that we hear about them are baseless propaganda. I am sure we were guilty of some of that when London hosted the 2012 Olympics, especially in the visually and financially extravagant opening and closing ceremonies, which reminded the world why the United Kingdom is the top nation. The difference was that our people were free to criticise that extravaganza if they disapproved. Our press was free to caricature or lampoon it, as some did, especially Paul McCartney’s singing, and we in this place were free to tackle Ministers about whether it was money well spent and whether we actually wanted it.
In the same way, hon. and right hon. Members in this House are free to speak out against abuses at home or abroad, human rights or otherwise, as freely happened, including with the recent reports by the Business, Energy and Industrial Strategy Committee and the Foreign Affairs Committee on the Uyghur situation. In the same way, the House has spoken out about the grotesque oppression, torture and murder of more than a million peace-loving Tibetans at the hands of the Chinese Communist party since the occupation of 1959. In the same way, too, we have called out the industrial-scale human rights abuses against the Uyghur people—the slave labour camps in Xinjiang, the forced sterilisation of Uyghur woman—all leading to a motion unanimously passed in this House on 22 April, thanks to the good services of my hon. Friend the Member for Wealden (Ms Ghani), which called out those inhuman acts for what they are, namely, genocide, committed by the hand of the Chinese Communist Government, who in just 200 days’ time will be welcoming the world to the temporary mirage that is a free Beijing, as the goose-stepping battalions of the People’s Liberation Army take ownership of the Olympic rings and run the Olympic flag up their flagpole.
Any dissent, any protest and any adverse publicity will be cancelled, crushed and disappeared, just as the Chinese Government tried to suppress the free speech that is the hallmark of parliamentary democracy and to bully five Members of this House, including me, and two noble Lords, by responding to our exposé of their abuses by sanctioning us in the misguided belief that we would shut up and go away. Now we are apparently to be subject to China’s new counter-foreign sanctions law, too.
Of course, the opposite was true; we have been louder than ever. The crimes of the Chinese Government have been under more scrutiny in this place and beyond, as China’s counterproductive miscalculation of what democracy counts for in the west has instead acted as a recruiting sergeant for decent people across the globe determined to call the Chinese Government out as the murderous bully they are.
We should be in no doubt about the real agenda behind China’s enthusiasm to host the Olympics for the second time. The Chinese propaganda machine is being ratcheted up for this historic event, which will make the Chinese capital the first city to host both a summer and winter Olympic games. The spokesman for the Chinese Foreign Ministry, Wang Wenbin, has been boasting that
“the majority of countries and people in the world recognise the fact that China’s human rights conditions are constantly improving and China has achieved notable progress in its human rights cause”—
a claim that would embarrass even the Iraqi spokesman Comical Ali, of Gulf war notoriety.
We know what the Chinese Government will use the Winter Olympics for, as they showed quite clearly at the summer Olympics in Beijing in 2008. They proudly boasted that with 105 Heads of State and Government there, it was the largest gathering of world leaders for a sporting event in world history—until 2012, that is. The People’s Liberation Army Navy Band performed the nationalistic “Welcome March” and goose-stepped across the arena. Some 56 Chinese children, representing supposedly the 56 ethnic groups of ethnic China in their respective costumes, danced across the arena to the strains of “Ode to the Motherland”, lip-synced by a nine-year-old to the pre-recorded voice of another girl who had been told that she was not pretty enough to appear on the stage. To add insult to injury, it later turned out that all 56 of those children claiming to be representatives of China’s diversity were, in fact, all Han Chinese.
The spectacular $100 million opening ceremony lasted four hours and nine minutes as the 91,000 audience enjoyed a panoply of everything Chinese. They saw everything the Chinese Communist party wanted them and the rest of the world to see. Indeed, that was made easier by the notorious use of weather modification technology to prevent clouds and rain—just one of the more extreme examples of the Chinese Communist party manipulating the environment.
It was feted as a spectacular and unforgettable ceremony. It was
“the spectacular to end all spectaculars and probably can never be bettered”,
in the mesmerised words of one Tony Blair, but it was all a sham. The awarding of the 2008 Olympics to Beijing was accompanied by the International Olympic Committee promising that the games would act as a catalyst for human rights reform in China. One widely acknowledged genocide in Xinjiang later; thousands of Tibetans arrested, imprisoned, displaced, tortured and killed later; the snuffing out of free speech, the free press and political freedom and the trashing of the Sino-British joint declaration and imposition of the national security law later—that went well, didn’t it?
To help win the 2008 Olympics, China promised to allow space for Chinese citizens to protest during the games. Spaces were indeed allocated, but those who applied for permission to protest were in fact arrested, making a mockery of the undertakings to the IOC, and no doubt the same will happen again next February, as China remains the world’s largest jailer of journalists.
I am delighted to be in the Chamber listening to this extremely important speech from my hon. Friend. Does he recall that we had our own contribution to the silencing of debate, sadly, at the time of the Olympics in London? Some of the so-called guards of the Olympic flame turned out to be operatives from the Ministry of State Security, and dealt with citizens and individuals in this country rather more brutally than we would ever tolerate of our own police.
My hon. Friend is absolutely right. Furthermore, I remember mentioning in this House the fate of Tibetans who had been protesting in the Mall and were arrested and stuck behind crowds and, in some cases, had their homes raided by the police, and were arrested before they could go and protest. That is not the way we do things in this country, yet for some reason we kowtowed to the Chinese authorities at that stage. That must never be repeated, and we must not resile from calling out those sort of tactics, which the Chinese will use in their own country and wherever they can gain influence.
It is a great privilege to speak in this debate. It echoes some of the comments that the Foreign Affairs Committee, which I am privileged to chair—one fellow member of the Committee, the hon. Member for Blackley and Broughton (Graham Stringer), is here with us today—was able to put into the report that we published only a few days ago, “Never Again: The UK’s Responsibility to Act on Atrocities in Xinjiang and Beyond”.
In that report, we looked at the Olympics, as my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) said, because of course they ask some very specific questions of us. It is not just that they are a global event and therefore an opportunity for PR, for awareness, for broadcast, for propaganda even. The Olympics are much more than that. They were, of course, reinvented in the 19th century, but their origins go back to the idea of competition as an avoidance of war. Their origins go, indeed, to the origins of our own civilisations, emerging as they did from the great Greek city states.
The Olympics set, in a constructive and organised fashion, a set of rules—a set of structures—that allowed people to compete equally and fairly among one other. That is a huge achievement. It is a quite remarkable achievement when we think how early it happened. It took a long time before we saw that same peaceful competition in trade, ideas, innovation and technology in our world. In fact, that really only emerged after the last war—in the last 80 years—and it has only really come to fruition since the fall of the cold war and the end of the Soviet occupation of so much of the world. It is quite a remarkable achievement that in 30 years we have been competing on the basis of rules, not force.
So this event really does matter, because this event reinforces that point that the rules matter, fairness matters, equal opportunity matters, access matters, voice matters—and the truth matters. Sadly, my hon. Friend the Member for East Worthing and Shoreham has already cited so many areas where the truth points in a direction that Beijing wishes it did not.
That is a great shame. It is a great shame not just for the people of China, who are of course the first prisoners of the Chinese Communist party, and for the people of the region, who of course suffer from the numerous abuses and indignities that the Chinese state has been imposing upon them; it is actually a shame for the entire world. It is a shame for us in this country, despite the freedoms we enjoy and the luxuries we are blessed with, because we lose out.
We lose out on the ability to share equally and fairly with a people that has given the world so much: 5,000 years of amazing civilisation emerging from that extraordinary plateau around the Yangtze valley and from the emergence of ideas, people, culture and economics. What wealth came from those people, what ideas have the people of China given humanity, and what richness have we enjoyed from their imaginations, minds and freedoms. So we all lose when they lose. We all suffer when their ideals are stolen, we all suffer when their innovation is silenced and their culture is curtailed, and we all suffer when their voices are locked away, and that is what we are seeing today.
There are few ways in which the UK can respond directly. It would be wrong politically, militarily, economically, socially and culturally to threaten force. It would be wrong to seek to punish individuals whose crime is simply to be citizens of a dictatorial state—they are already punished enough—and that makes it very difficult to know how to respond. However, one way we can respond is by standing up and making it clear that we do not accept the legitimacy of the regime, and that we do not accept its right to so change the truth and so violate the reality of the world in which we live that it can use the ultimate evidence—the ultimate moment of propaganda—of the global success of rules, fairness and integrity, and twist, contort and divert it to its own nefarious ends.
So I think we should attend the games, but only as athletes, and at the moments when the games have a propaganda element—at the beginning or at the end—we only need a single athlete to hold a single flag to make clear the point that the team stand together against this tyranny. In seeing that single individual, it will be clear to the world that Britain’s voice is there and present at the games, but not participating in the propaganda gains that go with them.
These are going to be difficult decisions for the Government, because they have to factor in many different areas. Sometimes people say that gesture politics is no politics. I would say no. I would say that this is a gesture that does make a difference. It is a gesture that defends the rules that keep us all safe, defends the cultures that keep us all free and defends our own ability to co-operate fairly and to avoid conflict. The rules matter: they make us richer, they make us safer, they protect Britain, they protect our friends and, if they are allowed to, they will once again protect the people of China.
It is a pleasure to take part in this debate; I thank my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) for securing it. I draw the House’s attention to my entry in the Register of Members’ Financial Interests.
I had a discussion last year with the UK Olympic committee. I had been making a bit of a fuss about why we were holding the Olympics, so they asked to come and see me. They asked what my position was. I said, “Look, as far as I am concerned, it is up to individual athletes what they choose to do. I would like them to understand where they are going and what they will be involved in. I expect the Government to take a position, and I expect they will take the view that attending, giving the games diplomatic credibility and having UK officials, Ministers and so on at the games is no longer feasible given the nature of the Chinese Communist party regime.” That was before a lot of the stuff that we now know came out. The committee’s reaction was, “We could live with that. We can understand that. That’s fair. We won’t complain about that. We understand why you would do that and leave it to individual athletes.”
My view is reinforced by what we know now. Since that conversation, Adrian Zenz laid bare the evidence of the abuses through the documentation he produced showing that the Uyghur atrocity is really a genocide. We eventually managed to publish that through the Inter-Parliamentary Alliance on China and other institutions. We also know much more about the forced labour camps in Tibet, where we think there are 1.5 million or even more than 2 million people. My hon. Friend deserves due credit for raising that long after anyone else cared again to raise it. The list goes on. The Chinese Government are aggressive abroad and aggressive at home. They have killed Indian soldiers as they seek to dispute the border with India, they have taken over the South China sea even though the UN has said they have no historical right over the area, and they have threatened and continue to threaten Taiwan.
My hon. Friend the Chair of the Foreign Affairs Committee was in his place for the urgent question earlier about the UK semiconductor company to be sold to a Chinese company. One thing I did not raise but we know is that China has strategically said that semiconductor production must come to China and that it must dominate globally. More importantly, it wants to use that production as a weapon against Taiwan, which is probably the biggest single producer of semiconductors. China wants to stop that cash flow to Taiwan, so one of China’s reasons for taking over the UK company is to increase its own capability and stop Taiwan. Not a single thing that the Chinese Communist party does has not been thought through to the final degree. It knows where it is going, and it does not even hide it. It was said that the Chinese Government threaten that anybody who affronts them will have their head bashed against a wall of steel. I do not think that when something like that is said, everybody laughs. Imagine if the British Government were to say that about anybody who disagreed with them. We would all be up in arms and everybody around the free world would be complaining.
I am delighted to support my right hon. Friend in his powerful speech. Does he remember the words of the Chinese ambassador to Stockholm, who said only a few months ago:
“We treat our friends with fine wine, but for our enemies we have shotguns”?
Has he ever heard another diplomat use such language?
No, I really have not. My hon. Friend is absolutely right to raise that. The funny thing about the Chinese Government is that President Xi says exactly what he is going to do and, intriguingly, he does it. Sadly, Governments such as my own to some degree and those around the western world think he does not really mean it, and they hope that, because he did not mean it, there will be a different outcome. They make stupid excuses such as to say, “Do you know what? If we give them these games, they will uphold human rights.” That is what they did in 2018, and I do not recall much of that. Then they say, “Don’t worry. If we trade more with China in a golden decade, they will liberalise their politics and head towards democracy.” That is what was done in a Government of which I as a member.
I tell hon. Members who is naive in all of this: it is all of us. It is the western democracies who set policy for what they wish would happen. They do not remember the history of the 1930s. We have forgotten what happened when we appeased another ghastly dictatorship: 60 million people died as a result of our failure, and we are bound on the same course today.
This debate today about boycotting the Olympics is not just a token; we know that China is sensitive when it gets global criticism, when people shine a torch on what goes there. We know that it reacts. Why do we know that? Because it sanctions people such as myself and many of my colleagues in this Chamber and in the European Parliament.
I applaud the Members of the European Parliament and the members of the Inter-Parliamentary Alliance on China who have been sanctioned, because they have stopped the European Union having a trade arrangement. What have we done? Our Government now talk about doing more trade arrangements, while we sit here as sanctioned individuals. I want the Government to act. It is simply not good enough for us, on the one hand, to say that we are horrified about what China does, and then, on the other, to make plans to seek more trade relationships with it and to say that we do not want to interfere with the Olympics.
Everything is political in a communist regime. Every single aspect of people’s lives is governed by a communist political regime. Our Government must recognise that they are no longer dealing with a decent organisation that would uphold freedoms; they are dealing with a dictatorial, militaristic, intolerant and oppressive regime. Every time that we give China public demonstrations such as the Olympics, we do ourselves and, worse, the Uyghurs, the Tibetans and all those oppressed people a disfavour. Let us stand up for freedom, democracy and human rights and not back these games.

Commons ChamberI will not go over the existing point about 0.7% and 0.5%, because I think the House knows my view. I share absolutely the views of the hon. Member for Rotherham (Sarah Champion) and my right hon. Friend the Member for Maidenhead (Mrs May), who have made their point—and, in fact, my point—extremely clearly.
Instead, I will focus on the integrated review and the merger of the Departments, and what it actually means according to the statements of Her Majesty’s Government compared with the actions on the ground. I would suggest that there is a slight dissonance between the talk of global Britain engaging directly with nations, and the cuts to bilateral Britain while we are reinforcing multilateral action. Now, I understand why we have taken those decisions: we have legal contracts with multilateral agencies and therefore we have legal obligations with them that are harder to break; so instead we are undermining our own policy and weakening those bilateral ties.
It seems to me—perhaps the Minister will be able to explain why I am wrong—that we are wracked over the small print while others are racking up the newsprint of their achievements, and that is a mistake. It is a mistake because, as my right hon. Friend the Member for Maidenhead made clear, we need to be demonstrating our place around the world. I support the ambitions of aligning the two Departments, and indeed of bringing the Department for International Trade and perhaps other Departments much closer together with the Foreign Office. My former colleagues in the Ministry of Defence will not like this terribly, but I support the idea of having a Foreign Secretary who is the strategic mind for the British Government overseas, including on the deployment of, for example, carriers. HMS Queen Elizabeth is in port in Cyprus today. Although the Foreign Office should have had a very clear view on her role and deployment, and was absolutely right to support the ships going through international waters—or Ukrainian waters, as they were only the other day—I would never argue that an ambassador should be the admiral of a fleet or that a political councillor should be the captain of a destroyer. The same is true, I am afraid, in respect of aid spending; there is a technical expertise here that is not the same as the strategic oversight of foreign policy, which is why I would like to see some of this coming back and being reinforced as the technical skill it really is.
Let us look at a few examples. Some have said to me that perhaps we are going back to a pre-1930s world, and there is certainly a hint of that. Let us look at the cuts we have seen in Lebanon, a very important historical ally, one in which we have invested heavily, through the Lebanese armed forces and through the relationship of building capability that would fight terrorism, which we all face. This is an organisation that has done more to hold the state of Lebanon together than many of its supposedly civic institutions. We have invested an awful lot and we have a huge amount of good will—having been there and met the Lebanese armed forces chief when I was serving in the armed forces, I can also say that we have also brought back a lot of raki from his personal collection, but that is a separate matter. We have built up a fantastic relationship with a very important strategic partner in the middle east. That is not just good for Lebanon, which is facing the crisis of a quarter or a third of its population being migrants—refugees forced over from the Syrian civil war—and nor is it just a good moment for the middle east, because it creates a link into various forms of support into other countries, but it is brilliant for Britain. It is fundamentally strengthening the UK and our place in the world. It gives us a toehold into one of the most vibrant financial climates in the region and an essential partner for so many of our other operations.
I thank my hon. Friend for allowing me to interrupt him, because he makes an excellent point about how our having that relationship with countries promotes Britain. But it is also about the organisations we support, be it the HALO Trust or War Child. These organisations end up being supported by the British Government and then find themselves on active duty promoting our interests—helping save people. That is also integral to delivering the global Britain message.
My hon. Friend is absolutely right. I have spoken to the Mines Advisory Group about its work in Lebanon, which has been so important, not just in promoting our interests. Sadly, it will almost certainly be needed not just in Iraq, where it has operated at some points, but in Syria.
Does my hon. Friend share my concern that £6.8 million of the spend by the Foreign Office last year was not “ODA-able”, which is a remarkable thing, as our support, in particular to Lebanese armed forces, has enabled land in Lebanon to be farmed by farmers who have not seen that land for 50-odd years?
My right hon. Friend makes an essential point: the OECD definition of what is “ODA-able” is historically anachronistic. He is right to say that we need to update it and that spending money on the armed forces who keep the peace and allow development is an essential building block of development, and therefore should be ODA-able. That is a slightly separate point to the one I am making, but I am very grateful to him for making it. As a right hon. and gallant Member, he knows well the strength that the armed forces and indeed the royal naval surgeons can bring to any theatre.
My next point is about the change to our footprint in Mali, Niger and Chad, where we have just opened embassies, which I welcome. I am glad that we are extending the Foreign Office’s footprint. Indeed, my hon. Friend the Member for Rochford and Southend East (James Duddridge) is the Minister responsible and has visited or will no doubt soon visit all three of those embassies and missions. When he does so, I hope he will take with him the best wishes of the whole House to the staff there.
Of course, in such areas of the world it is not enough to have just nice words; we also need nice actions. The actions that we need our diplomats to be able to complete are those that promote our interests and values and, indeed, the interests of the people in those areas. Those things are not terribly surprising: they are democracy, the rule of law and the education of women. I have heard the Prime Minister speak about them so often that I can rattle them off not quite in my sleep but pretty much. It is certainly true that we are doing all the right things when we have the capability; the challenge is that for Mali, Niger and Chad there is no budget line. We will therefore see our efforts branded as the work of the World Bank, the World Food Programme and many other organisations. They are fantastic organisations, but that will reduce the impact of global Britain.
I am a little concerned about the cut to our funding for research on tropical diseases—from £150 million to £17 million. As the House may know, the Foreign Affairs Committee is doing an inquiry into global health security, and we have been hearing how that investment is essential to the maintenance of future capabilities against pandemics. We are all aware of the pandemic we face today but, as the House knows, it is not enough to shut the stable door after the horse has bolted; we need to try to predict when the horse might be getting a little jittery. For example, we know the effect we have had in making sure that Ebola never broke out in the UK —although there was a limited incident when one nurse came back with it.
In Nigeria, a country of which I am particularly fond—forgive my bias, but I think it is a quite remarkably vibrant, brilliant and engaging country—we have been cutting our ODA spend again. This leaves me somewhat confused. Health makes up 34% of the current allocation and education about 11%, so a cut of 58% is very likely indeed to cut into those things.
I hope the House can see that although I welcome strategic alignment, I do not think that ambassadors are admirals or that consuls are captains. What I do think, however, is that this House and, indeed, this Prime Minister have set a strategic vision for Britain in the world that seems to have got lost in translation between the Cabinet table and the Foreign Office. I question, very slightly, whether or not a moment of deep thought, alignment and reinvestment might just bring back a bilateral and a multilateral into balance, and perhaps when we get back to 0.7% that will give us the global Britain we have all asked for.
I do not think I have ever agreed with so many consecutive speeches from the Conservative Benches. I congratulate the right hon. Member for Sutton Coldfield (Mr Mitchell) and the Chair of the International Development Committee, the hon. Member for Rotherham (Sarah Champion), on securing this debate.
It is great that we are getting to discuss the estimates on estimates day. Not so long ago, Members would have been called to order and dismissed from the Chamber for trying to do that, so this is one arrangement—possibly the only arrangement—that has been a beneficial emergence from the establishment of English votes for English laws in this House. If EVEL is to be done away with, and I hope it is, I hope that this aspect of scrutinising line by line Government expenditure through the estimates is retained. Sadly, as the hon. Member for Rotherham said, we are discussing only one line in today’s estimates documents. What was once an entire Department—the Department for International Development—with its own estimate and all the scrutiny that could accompany that has been reduced to one budget heading in HC14, the estimates document, on page 187, “Strategic priorities and other programme spending”. All the amazing, life-saving work carried out by DFID staff, partners, stakeholders and grassroots organisations around the world has been diminished not only by the savage cuts to the budget, but even by the way it is accounted for and reported in the Government’s spending paperwork.
The hon. Member is making a very good point. Does he agree that we could learn, although perhaps only in this example, from the US Congress, the French Parliament and a few other Parliaments around the world where the Government are required to publish their accounts line by line in a way that can be compared year on year? It is a bit difficult to hold the budget to account if we are not given the details with which to do it.
Absolutely. Indeed, if we had that kind of appropriations process, we could vote to amend the budget lines. I agree again with the right hon. Member for Sutton Coldfield on that, but at least we should be thankful that it is not just listed as “a giant cash machine in the sky” in the budget. Of all the offensive, dismissive and belittling expressions used by the Prime Minister, both before and since his election to office, that description of the UK’s aid budget and everything that went with it—to dismiss so frivolously and contemptuously the leadership that it showed, the cross-party consensus that it represented, the diplomatic weight that it carried—tells us everything we need to know about the ideology behind the decision to walk away from the 0.7% target and slash spending by over £4 billion. It has nothing to do with the pressures of covid on the economy and everything to do with an ideological distrust of what aid is supposed to achieve.
But aid works. Aid saves lives. The 0.7% was not a magic number; it was agreed by developed countries in the 1970s as the result of working out how much was needed to address global poverty at the time and how much those who could afford it should contribute. It helped to shape the goals of those days that eventually became the millennium development goals and the global goals for sustainable development—goals that the UK helped to devise.

Commons ChamberI am very concerned about the situation in Nepal. The UK announced very recently an additional support package, and I will write to the hon. Gentleman to set out the full details, so that he has all of that to hand.
I welcome my right hon. Friend’s comments about the workers serving so bravely in the HALO Trust in Afghanistan. He knows as well as I do that many other people are serving the Afghan community, and indeed the international community, by seeking to assist women and girls in education, to help farmers, and to fight the corruption in various institutions—and, indeed, the drugs business that has blighted so many lives.
Can the Secretary of State, today at the Dispatch Box, redouble his commitment to the Afghan National Defence and Security Force and to supporting all those institutions that made such a difference in protecting the Afghan population, and that really are the legacy of the British Army and many other armies’ continuous operations in Afghanistan over much of the last 20 years? Will he ensure that the sacrifice of all those who fought in Afghanistan, and all those who have given so much to rebuilding it, will not go to waste in aid cuts that are so unnecessary?
My hon. Friend is right to point to the precarious situation in Afghanistan. We had long, detailed talks not just with the United States at Carbis Bay but with other allies. We had the NATO summit as well, which has been an opportunity to reinforce the need to stand by those who have stood by us in the way that my hon. Friend the Chair of the Foreign Affairs Committee described, and to ensure that we encourage a political dialogue to avoid the spectre, or the risk, of civil war and that we bank not just the security gains from all the blood, sweat and tears that have been spent in Afghanistan, but a more inclusive Government.

I thank the hon. Gentleman for his long-standing interest in this issue, through oral questions in the House and through parliamentary questions as well. We share the desire for a return to a democratic and prosperous Ethiopia. That was at the centre of the east African strategy, and we will work more closely with the United Nations in particular, and with UN organisations and local organisations, to ensure that all perpetrators are brought to account. The primary relationship with Prime Minister Abiy is with the Foreign Secretary, who met him on an east African trip and who I know retains that dialogue. I do not know specifically when the Prime Minister last spoke to Prime Minister Abiy, but I will certainly let the hon. Gentleman know.
On the aid level, I thank the hon. Gentleman for welcoming the small redirection of aid moneys. I do not recognise the numbers that he talked about, but I am more than happy to have a dialogue with him around that. Obviously, multilateral spending in addition to bilateral spending makes the situation slightly more complicated, particularly as we are diverting more money into the region. I think those are the main issues that he raised. If I have missed any, I will pick them up during other answers.
I welcome the urgent question from my hon. Friend the Member for Tewkesbury (Mr Robertson), which could not be more important given the tragic scenes we are seeing in Tigray at the moment. May I ask my hon. Friend the Minister what work he has been doing with our American friends—notably, of course, Senator Coons, who is the representative of President Biden in the region—and what co-ordination he is doing with UN agencies, including the Nobel prize-winning World Food Programme? Is extra support going to those organisations, and are they able to raise money through the open, charitable arms of the United Kingdom? So many people in this country are looking to help, and I am sure they would give very generously.
I thank my hon. Friend for his work on this issue and on the Foreign Affairs Committee. We are very engaged with our American partners. I attended a meeting last week with Samantha Power and international organisations, discussing this issue. When I was last in Ethiopia, I met the incoming ambassador, and there has been a regional envoy travelling in the area, whom I also met last week. I have had several meetings with David Beasley of the World Food Programme, which we try to work with as closely as possible, although at key points of this conflict, access to the area, rather than actually delivering the aid, was the main problem.
Ultimately, there is no solution without political dialogue. Although the issues that my hon. Friend raises are important, several other actions need to take place as a precursor before we get that food to the people who are starving. It is particularly concerning that people are destroying hoes and farming equipment so that people cannot plant. It is a narrow point; if they do not plant in the next few weeks or months, there will be no crop at the end of the cycle.

I very much welcome the urgent question; my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) is absolutely right to ask it and to focus on the Uyghur community who have been so brutally injured, tortured and, indeed, sterilised by the Chinese state.
What has my hon. Friend the Minister done to work with partners around the world, from China to Canada, the United States and indeed New Zealand, to stand together against the united front that is not just torturing and seeking to exploit the weakness of the Uyghur peoples as they seek refuge and peace, but actually seeking to undermine the freedom of the British people and other people around the world by trying to shape our universities, silence our free speech and intimidate our citizens? Is he standing up for Britain?
I thank my hon. Friend the Chairman of the Foreign Affairs Committee. The short answer is yes, we are standing up for Britain. He is right to raise the question whether we are working with international partners on the issue. It is absolutely correct to do so; it sends the clearest possible signal of the international community’s serious concern and our collective willingness to act.
Our announcement on 22 March of sanctions against the perpetrators of gross human rights violations against Uyghurs and other minorities was made alongside the United States, Canada and the European Union. I can give the Chairman of the Select Committee some other examples in which we have worked together with partners and it has delivered: the Hong Kong visa offer, work with Canada, Australia and the EU on scholarships, export controls and extradition suspension in Hong Kong, parallel sanctions announcements on Xinjiang, and forced labour measures with Canada. We will continue to work with our international partners. He will have noticed the communiqué yesterday from the G7; we are very pleased to be able to lead that charge.

May I praise the hon. Gentleman for the work he has done with the British Council— 12 years is a very long stint working for a fantastic organisation—but also prod him gently for talking about our “ambivalence” towards the British Council? I politely remind him that we will be providing £149 million in grant in aid this year and £189 million in grant in aid next year. That is an increase of 26%. We have provided the British Council with a £145 million covid loan and are providing a £100 million loan to help it to restructure. In March 2020, we provided £26 million. Madam Deputy Speaker, £609 million of British taxpayers’ money since the pandemic hit does not sound like ambivalence to me. The hon. Gentleman is right: the integrated review made it clear that we value the influence of the council—of course we do—and we will continue to support the British Council in playing its leading role in enhancing the UK’s soft power throughout its work overseas.
It was very welcome to hear the Minister’s defence of the spending going towards the British Council and the way in which the Department and the Government have supported this essential service of Britain’s presence overseas. Perhaps my hon. Friend the Minister would also like to set out not just how we defend such a fantastic institution, but how we improve it and increase its reach. The closure of these five sites will, one must only hope, be reversed soon—perhaps not in exactly the same place, but in other buildings. What plans does he, the Department and the Foreign Secretary have to make sure that the British Council fulfils the opportunity that is before it and does not simply become a backwater?
I thank the Chair of the Foreign Affairs Committee for his remarks. We will be supporting the British Council going forward. It has undoubtedly gone through a torrid time: the covid pandemic has hit the British Council’s commercial activities incredibly hard. May I also use this opportunity to pay tribute to the staff of the British Council, as well as the leadership? They have had a torrid time, as has all the FCDO network, working under such difficult circumstances during the pandemic.
To answer the Chairman’s questions, we are revising the charitable objects of the British Council to focus on arts and culture, English language and education. There will be some key performance indicators coming forward. I work very closely with the chairman and the acting chief executive of the British Council and have met them on many occasions since taking up this position. We will continue to work with them closely. I think that the future for the British Council is very bright going forward, and we intend to continue to ensure that global Britain is a world leader for soft power.

(Urgent Question): To ask the Secretary of State for Foreign, Commonwealth and Development Affairs if he will make a statement on what measures he has taken to respond to the interception of a civilian aircraft by a Belarusian fighter and the detention of a journalist.
I thank my hon. Friend for his question. Yesterday afternoon, a Ryanair flight from Athens to Vilnius was forced to land in Minsk. There were more than 100 passengers on board, including the prominent independent Belarusian journalist Roman Protasevich. The Belarusian authorities claim that this was in relation to an alleged bomb threat, but we have seen no evidence to support that claim. What we have seen is that Belarus scrambled a MiG fighter, forced the plane to divert to Minsk and then used the emergency landing as an opportunity to arrest a prominent journalist.
We understand that Mr Protasevich was detained on spurious charges, including involvement in riots, organisation of actions that violate public order and incitement of hatred and discord. The UK calls for his immediate release and the release of all other political prisoners in Belarus. We are urgently seeking full details of precisely what took place in relation to flight FR4978, but the scenario as reported is a shocking assault on civil aviation and on international law. It represents a danger to civilian flights everywhere, and it is an egregious and extraordinary departure from the international law and international practice that guides international civil aviation under the Chicago convention.
The international community as a whole has a shared interest and a joint stake in ensuring that civilian aircraft can fly safely and without harassment. That is why we are calling for the council of the International Civil Aviation Organization to convene urgently to address thoroughly and rigorously this incident. The regime in Minsk must provide a full explanation for what appears to be a serious violation of international law. Mr Lukashenko’s regime must be held to account for such reckless and dangerous behaviour.
For our part, we have summoned the Belarusian ambassador, and the Minister for European Neighbourhood and the Americas is conveying our condemnation of these acts as we speak. We are working with our international partners to explore every potential diplomatic option at ICAO, the UN Security Council, the Organisation for Security and Co-operation in Europe and the G7. Beyond the diplomatic track, we are actively considering and co-ordinating with our allies on further sanctions on those responsible for this outlandish conduct.
To ensure the safety of air passengers, I have also worked with the Transport Secretary to issue a notice to all UK airlines to cease overflights of Belarusian airspace and to suspend the operating permit of the Belarusian airline BELAVIA with immediate effect. That is, of course, the only airline that flies regularly between the UK and Belarus. But in order to be sure, and as a precautionary measure, the UK Civil Aviation Authority will be instructed not to issue any further ad hoc permits to any other carriers flying between the UK and Belarus.
We continue to support civil society and media freedoms in Belarus. We provided more than £1 million in 2020, and in this financial year we are providing an additional £1.8 million. I know the whole House will join me in condemning unequivocally this reprehensible action under the Lukashenko regime. The UK will stand firm in protecting freedom of the media, upholding international law and maintaining the safety of international civil aviation.

I welcome very much my right hon. Friend’s statement. What he has described, quite correctly, as an outlandish attack is the first time we have seen air piracy in Europe for many years. This attack was a hijacking that turned into a kidnapping, and is a serious violation of the human rights not just of Roman Protasevich, who has been held by the Belarusian authorities, but of every passenger and member of the crew on that airliner. This is a direct threat not just to those who may be dissidents to regimes such as Belarus, but to all of us who are at risk of overflying such a state.
I welcome enormously my right hon. Friend’s decision to suspend travel to Belarus and stop overflights. He is absolutely right to do so, and he joins the Chairs of the Foreign Affairs Committees of Canada, the Czech Republic, Estonia, the European Union, France, Germany, Ireland, Latvia, Lithuania, Poland, Spain and the United States in calling for that. Will he go one step further and call for a suspension of the Nord Stream 2 pipeline and the Yamal energy pipeline, which flows through Belarus? That is where the money that supports that tyrannous regime comes from. Will he also join European partners and friends, and NATO allies such as the United States, in reinforcing that this was an attack not just on a civilian airliner flying between two EU capitals, but on one flying between two NATO capitals? That includes us, and it is vital to the security of the UK people that we stand strongly against it. Otherwise, everyone flying to Thailand, Australia and many other destinations will have to wonder not only what they may have done to offend a regime they are flying over but what somebody else on the aircraft—somebody they have never met before—has done. Any of these regimes could be inspired, like Lukashenko’s, to force a civilian aircraft out of the sky with threats of violence.
I thank my hon. Friend for his question and for his support for the actions that we have taken today. He is absolutely right about the threat posed to all of us as users of civil aviation and, indeed, to the international community at large, not least given that the ICAO regime is one of the most well-supported international instruments dealing with a common good that we have in the international community. He is right about the ICAO, and the UK has led the calls for an urgent meeting of the council.
I welcome my hon. Friend’s action among parliamentarians around the world. He rightly raised overflights, and he will have seen and noted the decisions that we have taken today. He also raised sanctions, and we will urgently consider further possibilities with our partners. The right thing to do is to co-ordinate to maximise our approach. He will know that we have already imposed targeted sanctions on 99 individuals and entities since the election in August 2020 and we very much led the way at that time. He also mentioned Nord Stream and other possibilities. We will consider and consult with our partners and see what further action they are willing to take.
Finally, I agree with much of my hon. Friend’s characterisation: on the face of it, the Lukashenko regime engaged in a particularly calculating and cynical ploy to force a civilian flight to land under the threat of a MiG fighter and under the hoax of a bomb alert, behaviour that is as dangerous as it is deceitful, and a flagrant violation of international law.

Commons ChamberI thank the hon. Lady for her questions. The Foreign Secretary may very well have answered this question today, but he is in Geneva speaking to the UN, so he is out of the country.
The hon. Lady makes some good points, particularly on the co-operation we saw from the Indian people and the Indian Government specifically around drugs last year. We are very thankful for the support we had in that regard. She references words, not deeds. I think what we have seen over the weekend is deeds, not words. We were the first country to deliver support to the Indian people. In fact, it is absolutely the case—this has been described by the BBC, no less—that the UK has been commended for the speed of its initial package. The BBC described it as
“the first international shipment aimed at stemming a devastating Covid-19 surge.”
I am not entirely sure how much quicker we could have been. We have been working on this late last week and over the weekend. I would like to thank staff across our networks and in the Department of Health and Social Care for all the work they have done in putting together this package. Instead of talking, we were shipping and delivering these vital pieces of equipment there, and there is more equipment and support to come. We are continuing to speak with the Indian Government on what they require, and we will respond to what their requirements are in very short order.
Yesterday, I had the great privilege of speaking to my Indian opposite number, who expressed great gratitude for the UK’s contribution to support the Indian people, and I was very pleased that he said so. However, India is not the only country with which we have a living bridge and a common feeling. We need to make sure that we are prepared to support other countries in the Commonwealth, not just for their benefit, but for ours. Can the Minister assure me that we are ready, that we have the ODA budget available and that we are prepared to act should such a pool of infection arise in any other country, particularly one with which we share such a close link?
I thank my hon. Friend, the Chairman of the Select Committee, for that question. Of course, we are speaking with our international partners on a regular basis. This is a situation where no one is safe until everybody is safe. We are working collaboratively and a good example of that is vaccines. We are one of the biggest contributors to the vaccine programme, the COVAX programme, which has been set up particularly to support countries in this regard. We will continue to do whatever we need to do to support our international partners. What we had to do, because of the pressing emergency in India, which is one of our closest allies, was react quickly and get the equipment into the planes and on to the ground, and that is exactly what we have done.
