Commons ChamberThe Secretary of State is a most cerebral fellow, and also unfailingly courteous, but there is a bit of pressure on time, so if he can zip through it, with that rapier-like brain of his, that would be greatly appreciated by the House.
Does my right hon. Friend agree that if we are to develop a nuclear industry with the skills and the supply chain necessary to deliver baseload electricity that is reliable and cost-effective, it really is essential to avoid the kind of long gaps in procurement—for example, between Sizewell B and Hinkley C—that we saw under Labour? Will he intensify his work to find a financing model that is equally attractive to our long-term funds as it could be to overseas investors?

Commons ChamberI do not think the Chair is the arbiter of normality. Sometimes the Member on his or her feet gives way, and other times not. The right hon. Gentleman is experienced enough in this House to know that. He has registered his mild irritation, but the right hon. Member for Haltemprice and Howden (Mr Davis) has adhered to the rules today, as on previous occasions.
Thank you, Mr Speaker. That attempt at an intervention came one sentence from the end of my speech, to which I shall simply add that it seems to me that some points of order are as bogus as the facts to which the right hon. Member for North Durham claims to aspire.
Throughout the past 50 years, Governments of all parties have made enormous claims for their intentions on social mobility, but in delivery they have fallen short on nearly all those claims. This shall be a Government who deliver on social mobility and on the real value of a capitalist economy. On that basis, I commend the Budget to the House.
The hon. Gentleman says nothing about productivity levels in Scotland, which continually outstrip those of the UK.
The Institute of Directors and the SNP made a demand for a small and medium-sized enterprises support line to help them deal with Brexit. The Chancellor also failed to deliver that. Meanwhile, in Scotland, the Scottish Government help business with a £96 million investment to deliver the most attractive business rates package throughout the nations of the UK. Already, more than 100,000 businesses in Scotland pay no rates at all through the small business bonus scheme. Significantly, the Scottish Government are setting aside resources of £340 million to provide capitalisation for the Scottish national investment bank.
I wanted to talk about much more, but I shall cut a lot out to aid the process today. Before I finish, however, I want to cover the fair treatment of workers. Westminster has failed to end wage discrimination and give young people the real living wage. Young people are used to being short-changed by this Tory Government, as are those whose rights are infringed by the gig economy and unpaid work trials. In the SNP, we believe that a fair day’s work should result in a fair day’s pay.
Contrast the Chancellor’s failure with the success of the Scottish Government’s real living wage accreditation scheme, which ensures that more than 1,000 employers now pay the real living wage and that, as a result, nearly 82% of workers in Scotland are earning it—the highest level in the nations of the UK. Imagine what more we could do if we had the power in Scotland to do so. In the meantime, the UK Government must stop ducking their responsibilities on pay. These measures are not only about doing the right and fair thing; they aid the economy by increasing productivity and boosting revenue through tax takes to spend on services. If the Government will not live up to their responsibilities for fair pay, fair conditions and young people, we should have the power in Scotland to do so ourselves.
I shall end on two things. First, in city deals around Scotland, the UK Government have fallen nearly £400 million short of the Scottish Government’s investment—so much for the 50:50 partnership. The Chancellor came up £50 million short on the Tay region deal and failed to confirm 100% coverage of Scotland, as promised by the Chief Secretary to the Treasury—good at making promises, bad at keeping them. But of course that is nothing new. We saw that in the highlands with the Inverness and Highland city region deal, where the UK Government put in only about 20% of the funding—their £53 million dwarfed by the Scottish Government’s £135 million.
Healthy economies need healthy communities. This week’s Budget had one massive failure. That was the failure to deal effectively with the problem that is universal credit. It should have been halted, fixed and properly funded. Instead, like everything else, it only got lip service. After five and a half years, since the pilot to full roll-out in the highlands, we have seen the misery that people have had to endure. Despite all the begging, cajoling, demanding and asking of Government to listen, they failed to do so. They have made promises to people that they were unwilling to keep. It is about time that the Government took responsibility and sorted that out.
I call Sir Michael Fallon, who is not subject to a formal time limit, but I know that his natural courtesy will make it quite inconceivable that he would wish to address the House for longer than seven minutes.

Commons ChamberMy right hon. Friend is always seeking advice on how he can cut his energy bills. I am delighted to see that, particularly as it is Green GB Week. There are lots of opportunities on the website to see what more he could do. The price comparison websites are getting better. One of the challenges is that they do not always show consumers who are in receipt of a warm home discount whether they might lose that. That point was raised by the hon. Member for Leeds West (Rachel Reeves), who chairs the BEIS Committee, and we are working with it. We want that decision to be as transparent as possible. As somebody who has switched twice, both times using a price comparison website, I can tell my right hon. Friend that it is actually a much simpler process than it used to be.
I was rather hoping that the right hon. Gentleman would be minded to consult the meerkat.
The Minister will be aware that wholesale prices of gas and electricity have risen significantly in the past year. What protections will she be ensuring for people on lower incomes, from poorer families, or who are older citizens and may be worried about the winter, particularly those who may still be using prepayment, pay-as-you-go meters?
The industrial strategy is something on which we have good collaboration with the Scottish Government. It is right that we should work together for the long term. If we want to make sure that Scottish businesses can thrive, there needs to be a competitive environment. One thing that I know is very much on the minds of Scottish businesses is that Scotland is the highest taxed part of the United Kingdom, which is a substantial drain on confidence. I hope the hon. Gentleman will take that back to his colleagues and discuss it with them.
The hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) has Question 21, which is on the matter of businesses, and he does come from Scotland. It therefore would be pertinent for him to come in at this point if he wishes.
Order. It is very good to see the hon. Member for Motherwell and Wishaw back in the House. As she knows, I once fought her constituency, but unfortunately for me it fought back. I call Mrs Marion Fellows.

Some of our most important small businesses are local post offices. In 2017-18, post office profits rose to £35 million, while postmaster pay was cut by £17 million. Communities and the Post Office are facing a crisis as more and more postmasters resign, as they are undervalued and underpaid while executives receive a pay rise. What are the UK Government going to do to support sub-postmasters and make their businesses financially viable?
Order. Let me gently remind the House that topical questions, and the answers to them, are supposed to be substantially briefer.
Preliminary talks are under way in Taunton Deane on the establishment of a digital geospatial centre, to maximise the expertise of the UK Hydrographic Office, which makes the world’s shipping maps. Is not this exactly the kind of unique high-tech enterprise that will open up job opportunities, and exactly the kind of worldwide collaboration that we ought to be including in the industrial strategy?
Thank you, Mr Speaker. I have been desperately trying to catch your eye. We have had a number of comments on post office relocations and closures. Will the Minister make it absolutely clear that relocating a post office to WHSmith does not save the services within it? Many have been massively downgraded at the point to which they have been relocated.
Thank you, Mr Speaker. May I bring to the Secretary of State’s attention the power that he has to mutualise Post Office Ltd to allow sub-postmasters and sub-postmistresses, and their customers, to have a share in their own Post Office? Will he look at this, because it would bring greater sustainability to the post office network?
That is something I am more than happy to look at in my new role, but it is something that you could have done yourself—[Interruption.] Sorry, Mr Speaker! It is something that the right hon. Gentleman could have done when he was a Post Office Minister.
Well, anyway, the House is consumed by a state of jollity, and that is always much to be encouraged. Finally, I call Mary Robinson.
As increasing numbers of high street banks are closing, post offices offer a potential solution for communities suddenly left without a branch facility. However, sub-postmasters are not yet able to carry out the full range of transactions that customers expect. What can the Minister do to help our post offices, which are vital to the survival of our high streets, to perform the banking functions that have been recommended?

Friend has a moment to go on to the fantastic Green GB Week website, he will find 10 things that he and local businesses in his constituency can do, ranging from test driving electric vehicles to upgrading heating controls and understanding where his pension is invested. If he wants to signal the importance of this transition, he should make sure that his investments are in a pension plan that is not investing in unsustainable businesses. There are many things he can do and I would love to hear back from him about which ones he does.
I trust that the right hon. Gentleman will be accessing the said website within a matter of minutes, if not indeed seconds.
Many of my constituents, as well as thousands of people across the country, have been subject to mis-selling under the Government’s green deal scheme, which was launched in 2013. Many are still paying the price and are thousands of pounds in debt. What will the Government do to compensate them and address the long-standing toxic legacy of the green deal scheme?
May I gently invite the Minister to come share a meal with me at some point? I say that because I wish to encourage her, after promising to consider using an electric vehicle, to go one further and consider a meat-free day every week. Alternatives to meat are available; there is a very tasty meat-free “chicken” stir-fry in my fridge right now. This is not something we have to do every day. She is very welcome to come and try out what going meat-free would involve. The serious point is that going meat-free or reducing the amount of meat we eat one day a week makes a huge contribution to reducing our emissions.
I would enjoy the hon. Lady’s company. As I said this morning, I am not trying to sell cookery books. We are here to set out some sober and serious policies. She makes an important point and I know that many people have made it. I am also very mindful of the farming community. If people are eating meat, they should look for locally sourced meat that is raised to the highest ethical welfare standards. We should all have a healthy diet, because it reduces the burden overall. Perhaps she can bring me in a takeaway version of one her specialties at some point.

I thank the Minister for her statement. She is a great champion of growing our economy while also protecting our environment. Last week, I was proud to go to Downing Street with the hon. Member for Wakefield (Mary Creagh) to present a letter from 130 colleagues from across the House setting out our shared commitment to supporting the Government in the event that they decided to pursue net zero. Does the Minister recognise the strength of feeling across the Chamber that we must do everything in our power to limit the rise in global warming to 1.5° C and that net zero is the key to this?
I think that that is an incredibly important challenge. How amazing it is that the economic opportunity created so many years ago by the removal of all the various minerals there can now give us the potential to decarbonise our heat and to generate more jobs in my hon. Friend’s beautiful constituency.

Just before I call the shadow Secretary of State to ask the urgent question, I should like to point out to the House that this is not the occasion for a general debate on the merits or demerits of student loan arrangements. This will be narrowly focused—with laser-like precision, I am sure—on the sale of the student loan book, and inquiries that pertain thereto will be orderly. We must not have what I would call a Second Reading-style debate. In any case, I do not intend to run this for longer than half an hour, and possibly for a shorter period than that.
The RAB charge was at about 35%, but as a result of raising the repayment threshold from £21,000 to £25,000, which in essence makes the loan system more generous, it now stands at 45%. The hon. Gentleman is right to ask about the ONS reclassification of the student loan book, but that is an exercise the ONS is going through and we have yet to hear what its recommendations are. When we find out what those recommendations are, both the Department and the post-18 review will look at them and take the appropriate action.
It is very good of the Minister for Security and Economic Crime to drop in on us; he is just in time for the next urgent question and we are greatly obliged to him, but I note that the shadow Minister is not yet present, which is mildly disappointing. It was disappointing that the Minister left it as late as he did, but there is obviously not always very good communication between Whips Offices and ministerial offices. We should now proceed with the urgent question, because the hon. Member for Rhondda (Chris Bryant) is present, although if people wish to raise points of order, I might be tolerant of them. There appears to be no great appetite for points of order at this time—
On a point of order, Mr Speaker. As a new Member of the House, although I have managed to get on to the Front Bench, I was wondering whether you could guide me on what happens under these circumstances. Am I able to assist Mr Speaker in his dilemma?
Well, I thought it would be useful if the Opposition spokesman were here, but there is no formal requirement for that person to be present, because the question is of course to the Minister, so as long as a Minister is present, that suffices. What happens otherwise is one or other of two things: either a very helpful Member—perhaps even a shadow Secretary of State—pops up at the Dispatch Box to raise a very worthy point of order, which I take my time in responding to, or alternatively it is necessary for there to be a temporary suspension of the sitting. That would be if a Minister were not present, but the Minister is present—
Only just. He should not be too proud of the fact that he is present, because he is only just on time, but at least he is here. The hon. Member for Ashton-under-Lyne (Angela Rayner) has helped our proceedings, for which we are grateful, and we can now proceed. The shadow Minister, the hon. Member for Manchester, Gorton (Afzal Khan), will no doubt get here as soon as he can and take up his place on the Opposition Front Bench.

Commons ChamberOrder. I am not knowledgeable about these important matters, but if my memory serves me, the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) is concerned principally with the vertical, rather than the horizontal.
Indeed I am, Mr Speaker. I welcome the announcement that the spaceport will be in my constituency. [Hon. Members: “Hear, hear!”] I am gratified that so many Members have come into the Chamber to hear me ask this question. [Laughter.] On behalf of my constituents, I thank the UK Government for making this decision. Jobs do not exactly grow on trees in my constituency, and this will be, to coin a phrase, a boost to the local economy. It means that quality jobs will take off.
I have three questions. First, will Orbex and Lockheed Martin be encouraged to start employing local people, and perhaps apprentices, as soon as possible? Secondly, there is great potential for putting satellites into orbit on behalf of other countries that do not have such facilities. The UK could make a lot of money out of that. Will the Minister assure me that Her Majesty’s Government will flex every sinew to get this business? Finally, Viscount Thurso chairs VisitScotland, and there is enormous on-land tourism potential involved in this project. Will Her Majesty’s Government please work closely with VisitScotland to ensure that visitors come to my constituency to see the first rocket taking off?

Commons ChamberJust focusing on the substance of the hon. Gentleman’s question—[Interruption.] The reason behind UK Research and Innovation, which brings together all the research agencies in the UK, is that, for the first time, we have a strategic brain to direct UK research so that we can allow innovation and ingenuity to flourish in our universities. That is the best way to create returns that benefit the economy but also the best minds in our country.
I am sure that the hon. Member for Huddersfield (Mr Sheerman) did not bellow from a sedentary position like that when, as I referenced recently, he served with great distinction as a local councillor in the 1970s.
I have one of the foremost medical research centres on the border of my constituency at Queen’s University Belfast. Will the Minister outline what grants are available to enhance facilities in these world-class research centres?
Some 53% of our exports rely on Europe. What are you doing to protect that market for us?
I hope the hon. Gentleman has read the Chequers agreement and the White Paper. I will be very happy to forward him a copy. It explains how the views and interests of the motor industry are central to how the sector works throughout all countries in the European Union, including us. We will continue in a friction-free way that is very much to the advantage of the automotive industry.
We are very clear about the fact that, as has been recognised by businesses up and down the country, the proposal provides for zero frictions at the border. That is very important for advanced manufacturing, which is itself very important in the city that the hon. Lady represents.
I always encourage people who are unsuccessful in substantive questions to put a topical if they so wish. It is sometimes difficult to attract their attention if they are busily studying their electronic devices, but if the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) wishes to participate, now is his opportunity.
Such forbearance. We will hear from the hon. Gentleman subsequently. He has had his chance, but he does not want to have a go on this occasion—it is a self-denying ordinance. [Interruption.] We know about Mr Sheerman, who is always ready to have a go.
May I urge the Secretary of State to visit West Yorkshire to talk to our highly successful textile entrepreneurs? They are not quite gold-plated, but they are not daft and they want to know about frictionless trade. They need to be persuaded, because they do not believe that it is possible after Brexit.

Commons ChamberOrder. We are immensely grateful to the Minister, from whom we had a Cook’s tour of his personal experiences as a constituency representative. We are deeply indebted to the Minister, although I was wondering at one point whether his response to the shadow Minister would be longer than his original statement, but there we go. I call Mr Kevin Hollinrake, whose beaming countenance is most suitable.
I welcome the statement. It mentions the patient capital review, which aims to increase the availability of long-term finance for innovative firms, so will the Minister confirm that that will be targeted at small and medium-sized construction companies?
I will do my best—under your supervision, Mr Speaker—to make sure that my reply is comprehensive.
Skilled labour from the European Union is critical to the construction industry, which already competes with all the other industries. Mr Speaker, you will be delighted to hear that last week I visited a wonderful business: Gateville in Watford, which was started by a Romanian gentleman, Bogdan Catargiu. The company is using his skills, and those of his colleagues from this country and the European Union, to build social housing in the UK. Following Brexit, I cannot envisage a situation in which we will not allow people with the necessary skills, such as those in the construction industry, to come to this country to work, and to provide a lot of prosperity to this country—and, I hope, to themselves—as they have over the past few decades.
It is always a great pleasure to listen to the mellifluous tones of the Minister, who I know from personal experience to be an extremely agreeable fellow, but I gently point out to the House that the statement has now run for half an hour and we have heard from only five Back Benchers. Perhaps there is scope for an improvement in productivity, to be brilliantly exemplified, I feel sure, by Mr Eddie Hughes.
I am approaching my 50th birthday in October and I am concerned by the undertones suggesting that that is in any way old.
I am a member of the Chartered Institute of Building and a fan of innovative technology such as blockchain. What can these new technologies do to improve productivity in the construction sector deal?
We often hear from the hon. Gentleman about this blockchain business. I feel I ought to educate myself on the matter.
Mr Speaker, I feel you are asking me to produce a sector deal for brevity of statements by junior Ministers—I will start work immediately.
The type of skills we need are changing, as we see more modular building and so on. I am sure that the skills that my hon. Friend the Member for Walsall North (Eddie Hughes) and I are aware of now will be very different from the skills needed by generations to come. I expect that he and I will use some skills in our 80s that we did not use 30 years ago. The important part of the sector deal is to make sure that apprenticeships are appropriate for a sector in which one third of the construction workforce are now over 50. Under this fantastic sector deal, the training board and the standards will evolve as the building industry evolves.

I welcome the launch of the nuclear sector deal, which is being held this morning in Trawsfynydd power station in my constituency. I congratulate local people and trade unions, and especially Prospect rep Rory Trappe of Blaenau Ffestiniog, for working to safeguard the tradition of innovative and safe energy production in the heart of Welsh-speaking Meirionnydd. The people of Wales seek to be equipped with the means to overcome poverty. Today’s announcement is a step in the right direction that will strengthen our capacity to generate and to profit from exporting energy, offering once again the prospect of well-paid technology jobs in a region that presently suffers some of the lowest wages in the UK. I call on the Minister to do all he can to work with the Welsh Government, Cyngor Gwynedd, Grŵp Llandrillo Menai and higher education to develop Trawsfynydd to its full economic potential, and I specifically call for final site clearance of the two decommissioned reactors to enable that.
I welcome the extended question from the hon. Lady. She is absolutely right to say that small modular reactors in Wales could position Wales as a world leader. It is encouraging to see Ministers from Westminster at the launch today. They are working closely in partnership with Welsh Government officials. I believe that that is how we are going to make this a success. On the broader question, we will do everything possible to make this work for Wales.
I had not been aware of the hon. Gentleman’s distinguished career in local government, but I am now.
Nor had I been aware of the hon. Gentleman’s distinguished career, Mr Speaker—you learn something new every day in this House.
I can give the hon. Gentleman the assurance that safety is absolutely paramount in the plans that the Government have. On the tidal lagoon, the proposed programme would have cost the average household consumer up to £700 between 2031 and 2050. Each week in this House, there is a question about what we are doing to bring down the cost of energy. We are not against tidal lagoons, but we cannot support every project at any price, and that is why we made the decision that we did.
