Commons ChamberI thank my right hon. Friend for his question. He will know that, while I am a strong supporter of international students, I am absolutely clear that I want a level playing field for all domestic students as well. I met vice-chancellors only yesterday afternoon, as soon I had seen the report in The Sunday Times, and I have asked the Department for Education to carry out an urgent investigation into bad practice by agents where it occurs, as I was very disturbed by what I saw. We want absolute fairness of entry for domestic students as much as for international students.
I listened to the Minister’s response to the hon. and learned Member for Edinburgh South West (Joanna Cherry), but in December I was also assured by the Minister that he was committed to the target of 600,000 international students. However, recent research from IDP has found 45% of its August and September applicants to study in the UK would consider changing their study destination if post-study work visa lengths are shortened. What is his assessment of the impact that any changes to the postgraduate work visa could have on the international education strategy and the sustainability of the sector?

Commons ChamberAs I said to the hon. Lady, we have something like 689,000 international students and our target is 600,000 a year. We are working very closely with Sir Steve Smith. We want to diversify to a whole range of different countries to advertise ourselves to international students but, as I say, the trends are good. The hundreds of thousands of international students who are here benefit our economy and provide an important source of income for universities.
It is great to see you, Mr Speaker.
As well as contributing to Britain’s world-leading research, the financial contribution of international students is vital to UK universities, particularly at a time of rising cost pressures and real-terms fee value erosion. Any sudden changes in the number of international students coming to the UK obviously puts the higher education sector at risk. The Minister speaks of his pride, but I would like to stress the point and ensure that he puts this on record. Can he absolutely give his assurance to the House that the Government remain robust in their ambition to continue to attract 600,000 international students a year, as laid out in the international education strategy?

Commons ChamberIt is precisely because of the figures the hon. Lady sets out that we are helping students, with £276 million to try to ensure we help the most disadvantaged students. Her own university—she mentioned Nottingham University—gives a £1,000 bursary to disadvantaged students. We are also giving up to £90 billion of extra help to disadvantaged families, we have frozen tuition fees and we look at loan repayments if family incomes fall below 15%, so we are doing everything possible to support the most disadvantaged to get higher education.
As we have heard, this is a very serious issue. Recent research from the National Union of Students shows that almost one in five full-time students work more than 20 hours per week alongside their studies—they are working even more than in previous years—and 40% of students say that work is having a negative impact on their studies. Students are clearly struggling with the Conservatives’ cost of living crisis. How does the Minister expect students to balance their studies and employment to pay their bills? Does he acknowledge that this is now forcing many students out of higher education?
I thank my hon. Friend—he is my hon. Friend—for his question. We are absolutely committed to making sure that women take up higher technical qualifications, and we are doing everything we can to support them with careers advice to ensure that more take up STEM subjects in particular.
Increasing the take-up of higher technical qualifications is desperately needed, with low take-up leading to persistent skills gaps and holding back economic growth. Colleges, which we were proud to celebrate during Love Our Colleges Week, tell us of issues affecting take-up, including a lack of quality careers advice, challenges with stable staffing and late course approvals. With the UK seeing only 10% of adults whose highest qualification is between level 3 and level 6—the sixth lowest rate in the G7—should not the Government address their cuts to careers advice, as Labour will, so that young people do not miss out because they hear about opportunities far too late?
I congratulate the hon. Lady on her new position, but I genuinely do not know what planet she has been living on these past few years. We introduced higher technical qualifications and are transforming qualifications across the country. We introduced T-levels and spent £90 million to transform careers advice. Ninety per cent of schools are in a careers hub, and we have the National Careers Service. We are doing a lot of work to support careers, and we are spending something like £3 million to ensure that apprenticeships and skills are taught in schools up and down the country—more than 2,000 schools and 680,000 pupils. We are doing huge amounts on careers, and we are the people who transformed skills in our country.
I was really sorry to hear about the difficult experiences of my hon. Friend’s constituent; I was disturbed to hear what has gone on. I know that my hon. Friend has raised the matter in correspondence with the Department, which the Under-Secretary of State, my hon. Friend the Member for Wantage (David Johnston), recently addressed. I hope that her constituent is now safely settling in at her new college, but the Schools Minister and I will absolutely look at this again.
Sadly, there are a number of Hamas’s useful idiots—a fifth column—across some of our universities. The Secretary of State has said that she will not stand for it; the Home Secretary will not stand for it. We have written to universities. This is absolutely unacceptable; we expect our universities to be safe places for all Jewish students.

She will be pleased to know that high-quality apprenticeship standards in agriculture and a level 2 fisher apprenticeship are available. We are promoting apprenticeships, including in agriculture, in our schools, and through the apprenticeship support and knowledge programme, and the Careers & Enterprise Company.

Commons ChamberWe are upskilling the workforce all the time—that is behind the Government’s approach. We are investing in resources, as I mentioned, and £3.8 billion extra is being spent on skills during this Parliament. We are investing in recruitment, FE resources and bursaries for FE college tutors in key subjects, such as STEM. Everything that the Government are doing—investing in quality qualifications and resources, and working with business—is to ensure that our country has the skills that we need.
I am surprised by the hon. Gentleman’s question; he is a thoughtful shadow spokesman. As I have already highlighted, we have a proud record on skills in this country. We have had more than 5 million apprenticeship starts since 2010 and we are developing high-level, prestigious vocational qualifications in the T-levels and higher technical qualifications. We are offering free level 3 courses to thousands of people, as well as the bootcamps that I mentioned earlier. Whichever way we look, the Government are giving young people and adults a skills ladder of opportunity, at the top of which is job security and prosperity. That is possibly why—
Employers have developed 660 high-quality apprenticeships, including 150 in the engineering and manufacturing sector. Where employers identify the need for new and emerging skills, including in green jobs, they can work with the Institute for Apprenticeships and Technical Education, which stands ready to work with employers to introduce new apprenticeships. I would encourage JCL Glass to speak to the institute about this.
I had a very moving meeting with Callum. The story of the loss of his friend is absolutely tragic. There are serious mental health problems among some students across higher education and universities, and there have been some tragic episodes. We are investing £15 million to support students’ mental health and are strongly supporting the students’ mental health charter. I have asked Edward Peck, the vice-chancellor of Nottingham Trent, to work on these issues.
Order. I say again to Ministers that Question Time should be short and punchy; it is not an opportunity for Ministers to roll on and read out pages of articles. Question Time is for Members to ask questions, so please help me to help them do so.

Gentleman describes FE as a Cinderella service, but I remind him that Cinderella became a member of the royal family and it is this Government who are banishing the two ugly sisters of under-resourcing and snobbery about further education and skills. As I said in answer to my hon. Friend the Member for Waveney (Peter Aldous), we are investing £3.8 billion extra in skills in this Parliament and £1.6 billion extra for FE, increasing the number of hours of learning for students. I am proud of the Government’s approach to further education and skills.
The Minister was a huge champion for the FE sector when he was Chair of the Education Committee, so it is depressing to hear him now speaking up for the Government. Their funding settlements for FE colleges are the worst in post-war history—and that is not just my view but that of the independent Institute for Fiscal Studies, whose analysis exposes that per-student funding fell 14% in real terms between 2010 and 2019. Is not the reality that, after 13 years of this Government, only the election of a Labour Government will allow our colleges to play the role that we truly need from them?
Of course I recognise that some students are facing hardship with the cost of living challenges, like many people up and down the country. The £276 million is a lot of money that universities can draw on. As I mentioned, there has been an increase of £15 million. Students in private accommodation can get a £400 rebate on their energy bills. We have frozen tuition fees for the past few years; by 2024-25, they will have been frozen for seven years. We have increased maximum loans and grants by 2.8% and if students’ incomes fall below a certain level, they can reapply to get their loans looked at. I really welcome the fact that Newcastle University has increased the package of support available to students to more than £1.7 million—
As we hear, the cost of living crisis is serious for everyone, but students in particular are facing real hardship. Independent economists estimate that many students will be up to £1,500 worse off this year. Given the Government’s current focus on maths, can the Minister explain how his Government calculated an increase of just 2.8% in the maintenance loan, following 2.3% this year, when the rolling average inflation rate is running at 9.3%?

Commons ChamberI have great admiration for the Open University and will of course look at those recommendations carefully. However, I reiterate that we are doing everything possible to help students with financial hardship. I mentioned the £261 million student premium and the help with energy bills meaning that students who are tenants of landlords will get up to £400. The student loan has been frozen for the past few years. Students facing hardship can apply for special hardship funds and can also have their living costs support reassessed. The hon. Member will know that, as has been highlighted, interest rates over the next couple of years will increase only in line with the retail price index.
I welcome the new Secretary of State and the rest of her team to the Front Bench. On 19 October, in a written parliamentary question, I asked the previous universities Minister, the hon. Member for Morley and Outwood (Andrea Jenkyns), whether she had conducted an equalities analysis of the impact of rising prices on students. In short, the Government had not, so do they have any idea of how the cost of living is affecting students from disadvantaged and diverse backgrounds?

Commons ChamberOne key reason for underachievement—of all pupils, including pupils from different ethnic minorities—is the absence of children from school. At the start of term this September, there was just 93.5% attendance in all schools, which means that children lost up to an estimated 17.6 million hours of learning. At the start of school term, we would expect to see higher rates of attendance, of about 98%. I know that the Department has appointed 13 attendance advisers, but we have 1.7 million absent children and 100,000-plus so-called “ghost children”. What is my right hon. Friend doing to get those children back into school, so that the 1.7 million persistently absent children are safely returned to the classroom?

I hope my right hon. Friend will see this book I have here, “The Children’s Inquiry” by Liz Cole and Molly Kingsley, about the damage to children during lockdown. The number of ghost children is still rising: it has risen by 100,000 to 1.7 million absent children. I know my right hon. Friend set up the Attendance Alliance Group, but the fact is that we need to get those children back to school, and the numbers are rising. What will he do to ensure those children get back to school in September?

Commons ChamberI strongly welcome the report, which is visionary in its scope. I thank Josh MacAlister for briefing me on its findings a few days ago. It is very much a “family, community and upwards” report, rather than a “top down from the Government” review, and that is important. I hope that the Government are bold on the funding issues raised—costs of, I think, more than £2.4 billion—and the proposal of a windfall tax on private companies to raise money for more vulnerable children.
As colleagues will know, the Education Committee is finalising our inquiry on the educational outcomes of children in care. We know that just 7% of children in care achieve a good pass grade in GCSE maths and English, and Josh MacAlister’s report says:
“In too many places the contribution and voice of education is missing”.
What are the Government doing to ensure that these vulnerable children are being placed in good or outstanding schools, and that they are receiving the right, targeted catch-up tuition and mentoring support to help them to catch up on lost learning and, ultimately, to get the good jobs that they rightly deserve when they come out of care?

It is important that we have tolerance and moderate language, but in fairness we need freedom of the press. I have taken the hits sometimes as well, as you yourself have. What I would say is that there is a level, and we all judge that level. You have judged this to go beyond it, and I accept that that is why you have put the matter on the record. I think, for that purpose, we will leave it there.
On a point of order, Mr Speaker. You will be aware of the incident with my hon. Friend the Member for Harrow East (Bob Blackman), when he was driving through—
Order. May I just say that I am well aware of it? I have had a discussion and I am having a meeting later, but I will certainly not raise on the Floor of the House the issue of security at the moment. I would sooner have that meeting first; if we are not satisfied then, I will come back by all means, but there is some information that I do not want to come—[Interruption.] I would sooner leave the security issue, because it was a worry and it is a problem. I would sooner not air it here until I have met the three Members concerned—there is more than one.
A general point, but I do not want to open up the security issue.
If it is possible, Mr Speaker, will you look at having a police officer outside the gate, not just inside it, as people drive in?
Once again, I do not want to be brought into a security issue. I think it is better that we leave it there, but please come and see me privately and we can certainly have a discussion.

Commons ChamberMy father, like my right hon. Friend the Secretary of State’s, was an immigrant who came here with very little. He worked hard to send me to private school, but I spent much of my childhood having operations and not being in school. I know very well what it is like to be a child with special educational needs and to have a disability, and I care about this issue very deeply.
I welcome the fact that the Secretary of State is getting a grip on this issue, but it is wrong that it has taken almost three years for this Green Paper to come to fruition. It is wrong that for so long parents have had to wade through a treacle of unkind bureaucracy and that, as the Secretary of State has acknowledged, they have been subject to this awful postcode-lottery provision, whereby they wait for months on end to get the EHCP that they should have. There are not enough trained staff—an issue that I recognise the White Paper looks at.
Our Education Committee report made two key recommendations: that there should be a neutral advocate for parents to help them to wade through the bureaucracy—an idea that I urge the Secretary of State to look at again, so that everyone has a fair chance—and that the powers of the social care ombudsman should be extended beyond the school gates, to make sure that children are properly looked after.
The test for us all will be whether parents soon come to our constituency surgeries—I wish it did not have to take more months of consultation—and we no longer hear the awful stories of the struggles they face, and they no longer have to appeal to their MP to try to navigate their way through the system. I urge my right hon. Friend the Secretary of State to get this done as soon as possible and to sort it out once and for all, because it is a major social injustice in our education system that children with special educational needs do not have a level playing field.

Commons ChamberI welcome the White Paper. I think that we are seeing the beginnings of a long-term plan for education, especially given tomorrow’s publication of the special needs review and the publication of the care review. The Government have begun to provide a washing line for all the clothes pegs of different educational initiatives. The parent pledge and the catch-up plan are also important.
The White Paper refers to a knowledge-rich curriculum. I am thoroughly in favour of that, but what about a skills-rich curriculum to sit alongside it? I see that the skills Minister, my hon. Friend the Member for Brentwood and Ongar (Alex Burghart), is paying close attention. Such a curriculum would prioritise skills including oracy and financial, technical and vocational education, reverse the huge decline in design and technology skills, and prepare students better for the world of work.
What does the White Paper do for children from care backgrounds, exclusion backgrounds and special needs backgrounds who underperform in GCSEs to such an extent in comparison with their peers? We know the grim statistics. How will this White Paper help them? How will the curriculum better prepare pupils for the world of work? Perhaps one of the most important priorities is the 124,000 Oliver Twist ghost children, who are possibly on our streets. What is he doing about those children who have not returned since schools reopened last year?

Has my right hon. Friend seen the investigation by Theo Usherwood on LBC exposing pro-Putinist propaganda at some of our leading universities? At Leeds, Professor Ray Bush, still publicly listed on its website despite retiring, suggested that the US had chemical installations in Ukraine. That is, as we know, a lie that is being spread by the Kremlin. At Edinburgh, Professor Tim Hayward retweeted a Russian representative to the UN describing the attack on Mariupol’s hospital as “fake news”. At Leicester, Tom McCormack talks about “ludicrous disinformation” on both sides and boasts about appearing on Russia Today. Will my right hon. Friend contact these universities directly to stop them acting as useful idiots for President Putin’s atrocities in Ukraine?

On a point of order, Mr Speaker. The Russians describe the Ukrainians as neo-Nazis, yet yesterday we learned that the Babyn Yar holocaust memorial was bombed by Russia. Clearly this has caused significant upset among the Jewish community of Ukraine and around the world. Will you consider sending commiserations and messages of sympathy to the Jewish community of Ukraine on behalf of Parliament?
I will be more than happy to do so; we of course have our solidarity book as well, and I ask all Members to make sure they sign it, along with staff of the House and anyone who comes on to the estate.

Commons ChamberThe Centre for Social Justice report published yesterday showed that more than 100,000 “ghost children” are still not returning to school for the most part, almost 800 schools are missing entirely a class-worth of pupils, and more than 13,000 children in year 11—a critical exam year—are severely absent from school. Will the Department get the proper data to find out where those children are and what is happening to them? Will it do as the CSJ has recommended and use the forecast underspend from the national tutoring programme to appoint 2,000 attendance officers to work with families to get those children back into school and learning again?

I am pleased to see the Minister, my hon. Friend and constituency neighbour, in his place.
As I understand it from our discussions with the chief medical officer at the Education Committee yesterday and from the Government, the key purpose of the vaccination programme is to keep our children in school. However, I have been sent a letter by parents about the Teddington School in Middlesex, run by Bourne Education Trust, that shows that all students will be sent home on Friday 24 September, after a day of vaccinations today. Therefore, despite Government guidance, there are examples of schools doing this, or of whole year groups being grounded at home or even closed down completely. Will my hon. Friend make sure that schools follow Government guidance to the letter and do not send children home? He should ring the headteachers himself to make sure that we keep our children learning. Will he also ensure that the catch-up fund reaches the poorest and most disadvantaged students, because we know that 44% of students receiving the pupil premium are being missed, and that there are huge regional disparities as well?

Even before the pandemic, persistent absence—pupils missing 10% or more of their education—was alarmingly high, at 13.1%. As pupils have returned, the overall rate has remained stubbornly high at 13%, or at around 916,000 pupils. For secondary pupils, it has actually risen from 15% to 16.3%. What are the Department’s plans to bring persistent absence down?

No one could fail to be appalled by the disgraceful scenes of antisemitic abuse directed at members of the Jewish community in the past week. In Chigwell, Rabbi Rafi Goodwin was hospitalised after being attacked outside his synagogue. In London, activists drove through Golders Green and Finchley, both areas with large Jewish populations, apparently shouting antisemitic abuse through a megaphone. These are intimidatory, racist and extremely serious crimes. The police have since made four arrests for racially aggravated public order offences and have placed extra patrols in the St John’s Wood and Golders Green areas.
During Shavuot, as always, we stand with our Jewish friends and neighbours, who have sadly been subjected to a deeply disturbing upsurge in antisemitism in recent years, particularly on social media. Like all forms of racism, antisemitism has no place in our society. A lot of young British Jews are discovering for the first time that their friends do not understand antisemitism, cannot recognise it and do not care that they are spreading it. British Jews are not responsible for the actions of a Government thousands of miles away, but are made to feel as if they are. They see their friends post social media content that glorifies Hamas—an illegal terrorist organisation, whose charter calls for every Jew in the world to be killed. Today, the world celebrates International Day Against Homophobia, Transphobia and Biphobia. Under Hamas, people are murdered for being gay.
Every time the virus of antisemitism re-enters our society, it masks itself as social justice, selling itself as speaking truth to power. This Government are taking robust action to root it out. We are leading the way as the first Government to adopt the International Holocaust Remembrance Alliance definition of antisemitism and calling on others to do the same. As a result, nearly three quarters of local councils have adopted it. I have written to councils and universities that are still dragging their feet. They will shortly be named and shamed if they fail to act. All Members of Parliament, bar one, have signed up to it.
We are also doing our utmost to keep the Jewish community safe through the £65 million protective security grant to protect Jewish schools, synagogues and community buildings. We are working closely with the Community Security Trust to ensure victims can come forward and report attacks to the police.
We recognise that education is one of the most powerful tools we have for tackling antisemitism. We are proud to back the work of the Holocaust Educational Trust and the Anne Frank Trust, among others, to ensure that we challenge prejudice from an early age. With the last holocaust survivors leaving us, we are also ensuring that future generations never forget where hatred can lead through—I hope—a new world-class holocaust memorial and learning centre next to the Palace of Westminster. It is currently awaiting the outcome of a planning inquiry. Some of the opposition to it has only served to make the case for why it is needed.
Today, the Government and, I hope, the whole House send a clear message of support and reassurance to our Jewish friends and neighbours. We seek a society where the UK’s largest established religions can live safely and freely, and can prosper, as an essential part of a nation that is confident in its diversity but ultimately strong in its unity.
I am very disappointed. I said at the beginning that the Secretary of State had three minutes, and he went on to take four minutes. Unfortunately, I do not make the rules of the House, but I have to stick to them. We now go to Robert Halfon, who is participating virtually, with two minutes.
In a 2018 House of Commons debate on antisemitism, I said the air had grown tighter for Jews:
“you feel very hot, you undo a button on your shirt and your mouth goes dry.”—[Official Report, 17 April 2018; Vol. 639, c. 262.]
Sadly, after yesterday’s horrific incidents, highlighted by my right hon. Friend the Secretary of State—particularly the rabbi being beaten up in Chigwell in Essex—I fear that the air has become even tighter. I thank my right hon. Friend the Member for Epping Forest (Dame Eleanor Laing) for her strong support against antisemitism.
Since 2018, the Community Security Trust has recorded the highest ever number of antisemitic incidents—more than 1,800 in 2019. In Harlow just a few days ago, swastikas were graffitied on walls in a public walkway. Thankfully, they have now been removed. Why, in the 21st century, must Jewish schools and synagogues have guards outside? The growth of antisemitism has happened for a number of reasons. There are too many of what Vladimir Lenin called “useful idiots”, whether they are some Labour party activists, condemned by the Equality and Human Rights Commission, and those who use the conflict in Israel as an excuse; the BBC’s Jeremy Bowen telling Jews to read negative articles about Jews; or the NUS giving moral equivalence to antisemitism and what it calls the liberation of Palestine. I remind the House that the so-called liberation is being conducted by Iranian-funded extreme Islamist terrorist groups Hamas and Hezbollah.
What protections and support are being given specifically to Jews and to the Community Security Trust? What are the Government doing to educate pupils about antisemitism so that this evil is wiped out? Will there be severe penalties for those found guilty of antisemitic behaviours? As a proud British Jewish MP, I never imagined that I would live at a time when I and the Jewish community would question whether Britain is a safe place for Jews any more.

Last week, The Sunday Times reported that a record 600,000 children were absent from class due to covid-related reasons. We know that around the country sending pupils home has, sadly, become more commonplace. It is right that exams in some form or another take place next year, but will my right hon. Friend set out the measures he is taking to ensure there is an absolute level playing field for those left behind during the coronavirus outbreak, as well as those who are sent home to self-isolate, so they have as fair a chance as possible in their exams as every other pupil?

I am sure the hon. Gentleman does not want to draw me into a political decision and discussion, but, first, I thank him for notice of the point of order. The 90-minute limit for debate to which he refers is governed by Standing Order No. 16. However, it would be within the Government’s gift to vary the time limit by a separate business of the House motion. That would be a matter for them, not for me, but I do have sympathy, given how many constituencies were affected. I recognise that if we did have more time, it would allow Members to give their views and opinions to help the Government to be more informed. I hope that that will have been taken on board.
On a point of order, Mr Speaker, yesterday the Government announced the scrapping of the Unionlearn fund of £11 million a year, which helps 250,000 learners across the United Kingdom. A study by Unionlearn and the Department for Education in 2018-19 showed that every £1 invested in the fund resulted in an economic return of £12.30. I strongly welcome today’s remarkable announcement on skills, which we should all celebrate, and I thank my right hon. Friend, and the Universities Minister, for the work that they are doing on universities. There are 3,000 students, roughly, in lockdown at the moment. All I ask of my right hon. Friend is that if that number grows dramatically—to 10,000, 15,000, or 20,000—he review the current policy, which he set out today.
May I also ask my right hon. Friend specifically about a long-term issue that has been exposed by the coronavirus? Of state school pupils, 45% go on to higher education; of pupils on free school meals, it is 26%; and of white working-class boys on free school meals, it is just 13%. What are my right hon Friend, and the Universities Minister, doing to reverse that and to ensure that more white working-class boys and girls go to university?

Many thousands of private candidates, including mature students and those undertaking resits, have been left without a grade under this year’s exam arrangements and unable to progress to the next stage of their education or employment. Will the Minister ensure that UCAS predicted grades are confirmed for all external candidates, provide them—just to confirm—with the option to sit autumn exams free of charge, ensure that the highest grade of the UCAS result and autumn resit will be awarded, and urge universities to honour their offers for a September 2021 start date? Will he allow those external candidates who have received a centre-assessed grade to appeal their results?

On Friday, I met a significant number of dustmen and women in my constituency who sadly have had to take industrial action, their having been bullied and harassed by the senior management of Veolia in ways that are pretty disgusting. Can you advise me, Mr Speaker, on how I can raise this matter in Parliament and lobby Ministers in the Department for Communities and Local Government?
I think the right hon. Gentleman will recognise that it is not for me to decide, but pursuance of an Adjournment debate might be a good way, and I am sure those on the Front Bench are making notes. No doubt, too, the Employment Minister will wish to have a discussion with him.

On a point of order, Mr Speaker. I know that Big Ben is in the news at the moment, but may I ask you to make sure that when Big Ben opens up to the public, members of the public and constituents will not be charged for climbing up to the top to see Big Ben?
The House will look into that when we get to the appropriate date. I wish I could give the right hon. Gentleman the exact date, but I am sure we will have a discussion before it.

Commons ChamberOn a point of order, Mr Deputy Speaker. On the “Daily Politics” programme today, the shadow Education Secretary said that I had made the case for not paying disabled people the minimum wage. I have campaigned strongly for increases in the minimum wage, very much along the lines set out by my hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke) a moment ago, so I find that assertion quite incredible. While I have been sitting here, I have seen a text from the shadow Education Secretary acknowledging that it was not me who said that, but the problem is that millions of people will have seen what he said on television. I am a passionate supporter of the minimum wage, especially for disabled people. Mr Deputy Speaker, will you ask the shadow Education Secretary to come to the Chamber to correct what he said, and to apologise for it? Otherwise, the people who watched that programme, including my constituents, will believe that I hold those abhorrent views.
That is not a point of order for the Chair, as the hon. Gentleman will be well aware. However, his comments are on record for everyone to read, and everyone in the Chamber has heard them. He has also told everyone that he has received an apology. He has certainly ensured that his position as a supporter of the minimum wage for disabled people has been maintained.

Commons ChamberOn a point of order, Mr Deputy Speaker. The hon. Gentleman has said that his Government tried to help motorists, but he inadvertently forgot to mention that they raised fuel duty 12 times.
I assure the hon. Gentleman that that is not a point of order. He has made that point on many occasions and I did not need reminding.
On a point of order, Mr Deputy Speaker. May I clarify for my right hon. Friend the Leader of the House my question during business questions? The organisation that I spoke about, the trust that owned the hall, did have charitable status, which the Charity Commission revoked on the ground that the organisation had no public benefit and, therefore, no right to be classed as a charity. I urge my right hon. Friend to look again at the issue. I am happy to write to him with the details, because I do think that it is an unfair case of bias against that organisation.
We cannot carry on the debate, but I am sure that Government Front Benchers have heard that point, and that correspondence can be sent accordingly.

Member for Caithness, Sutherland and Easter Ross (John Thurso), for listening to Members and agreeing to drop the Big Ben charges.
I think the hon. Gentleman made the first point in the debate, and the second point is not a point of order.

I should like to add my comments to those of my hon. Friend the Member for Westmorland and Lonsdale (Tim Farron). I want particularly to draw attention to the fact that young people in my constituency, which is very rural, are limited in their choice of education because there are no bus services to speak of, and they are sorely tested in trying to get to their schools and colleges if they choose to use a school outside their area. This was highlighted even more by the fact that they brought transport—
Order. This is far too long an intervention. We want to get through a lot of Members who wish to speak. Some people are trying to intervene who wanted to catch my eye early on, and I will put them further down the list if that carries on. I want to get as many people in as possible.
I understand and agree with the sentiments expressed by my hon. Friend the Member for Wells (Tessa Munt). I am grateful to her for supporting the motion and for backing me at the Backbench Business Committee.

Commons ChamberOrder. I think that we are in danger of straying into security matters. I would like us to try to keep to the motion. I know that it is broad, but we are in danger of going down an avenue that could possibly lead to security matters about who is and who is not issued with a pass. I would therefore appreciate it if we stuck to the general motion.
I will do my best, Mr Deputy Speaker. I thank the right hon. Member for Rotherham (Mr MacShane) for his remarks. As he does so often on the issue that we are considering, he hits the nail on the head. The Prime Minister’s comments at the weekend fit very much with his line of thinking.
I oppose Islamophobia in all its forms as vehemently as I oppose anti-Semitism, chauvinism or any bigotry. I was recently on an all-party group delegation to northern Iraq in the predominantly Muslim state of Kurdistan, which is a beacon for the prosperity and security that can be achieved when Christians, Muslims and Jews live harmoniously together. I am an active member of the APPG on Kurdistan and secretary of the APPG on Azerbaijan because I want to support progressive Muslim nations.
However, the problem with iEngage and its aggressive approach is that the views that it publishes and defends and the well documented history of its officers and trustees undermine any attempt to tackle anti-Muslim bigotry. Indeed, iEngage supports precisely the sort of extremist groups that fuel prejudice and anti-Muslim hatred, and grossly misrepresent Islam.
Shortly after my request for an urgent statement on iEngage, I was attacked online in what appeared to be a co-ordinated effort. That included a verbal assault from Inayat Bunglawala, who until recently was iEngage’s head of policy and research.
Order. I understand that the hon. Gentleman wants to get things on the record, but we are dealing with a motion, and I think that we are straying away from the relevant points to which we should be sticking, and getting into issues about individual groups. The motion is about the future of all-party groups, and I am not sure where the connection is. I understand that the hon. Gentleman wants to make his points, but we are in danger of straying way off where we should be.
On a point of order, Mr Deputy Speaker. I had originally planned to make a point of order about the subject this afternoon, but the Speaker’s Office asked me whether I still wanted to do that, given that I would be raising the matter tonight, and I said no. The Speaker’s Office was therefore well aware that I intended to raise the issue, and because it is about an APPG and its secretariat, I feel that it is relevant to tonight’s debate.
Comments must relate to the motion. I understand the advice that has rightly been given, but speeches must relate to the motion.
That is quite right. Hon. Members could start raising other issues, and I am therefore frightened that the debate will not be the one that we should hold, and that we will be drawn into other subjects. The hon. Gentleman has mentioned the issue that he needed to raise, but the debate must not stray from the motion.
I need to raise the issue because we are discussing APPGs under the motion.
Order. You may wish to raise the issue, but you cannot. We must stick to the motion. I am trying to be as helpful as I can, but we are being tested. Please, if you can relate the matter directly to the motion, do that, then we can continue, rather than drawing other Members into a subject that we should not be discussing tonight.
I welcome the point of clarification, which certainly clarifies matters to the House. I thank the right hon. Gentleman.
Yes. The hon. Gentleman is exactly right. There should be proper security procedures and vetting for organisations that become secretariats of all-party groups.
The right hon. Member for Bermondsey and Old Southwark (Simon Hughes) said that what I said was just my opinion. If I am not allowed to continue in that vein, I cannot answer his query and those of others on why I said what I have said. I need to give evidence to show why I am so worried that the proper procedures have not been adhered to in relation to secretariats of that particular group. I therefore hope you will allow me, Mr Deputy Speaker, to elaborate a little bit.
Order. I am not going to be tempted down that avenue. We have said that we have a debate before us, and I want to make sure that everybody is aware that we stick to it. The motions are about the new rules and the future of groups. We are talking about an issue that has happened, and I believe that that discussion ought to take place in another forum—the appropriate forum. The detail that we are getting down to is not for here, tonight. This debate is not about that.
Order. That is not a point of order. I have got to say that the debate must relate to the motion before us, but it is not at the moment. As much as advice might be given from right hon. and hon. Members, I am making the ruling. The debate must be related to the motion before us—that is the end of that. If the hon. Member for Harlow wishes to continue on the motion before us or to relate the two motions together, that is fine.
In conclusion, although I support all-party parliamentary groups, I call on members of the all-party group on Islamophobia to think seriously about their choice of secretariat and the message that that sends. I ask the Standards and Privileges Committee and the Serjeant at Arms to consider how the House might vet the secretariat of APPGs—perhaps by a special committee—before they are placed on the approved list, especially when there are security concerns.
