Further to the point of order made by my right hon. Friend the Member for Hayes and Harlington (John McDonnell), in the absence of any statement or urgent question being granted on the visit that the Foreign Secretary is hopefully making to Egypt on the fate of British prisoner Alaa Abd el-Fattah, and given the very serious condition of his mother—an academic from Sussex who is on a hunger strike and only taking water, and who a number of Members met today—can you advise, Madam Deputy Speaker, on what other ways we can impress upon the Foreign Secretary the urgency of this issue? Every single day matters in what could be a life or death situation for his mother.

Mr Speaker, merry Christmas to you and all your staff. I put on the record my sympathy with everyone affected by water outages in Southampton; I discussed the matter with the chief executive officer yesterday.

We will have a public consultation in the new year on the formula that allocates flood defence funding, to ensure that the challenges facing businesses in rural and coastal communities are adequately taken into account. Protecting communities from flooding is a top priority, and later today I will have a winter flood preparedness meeting. I thank everyone who will be on duty over the Christmas period.

The Government recognise the awful impact that flooding has had on the farming community. We are releasing £60 million via the farming recovery fund to support farmers impacted by last year’s severe weather—£10 million more than was planned by the previous Government—and £55.7 million has been paid out to over 12,700 farm businesses.

While the far right and shamefully even some MPs in this House are busy denying climate change and trying to turn it into the latest culture war, people in our communities are paying the price. More and more severe floods are devastating people’s lives, as we have seen again in recent weeks, and I am afraid it will only get worse. Does the Minister agree that it is an absolute disgrace that the last Government left our flood defences in the worst state on record, and that fixing that has to be a national priority and a key part of preparing for climate change?

My hon. Friend is absolutely right. The previous Government left flood defences in a state of disrepair—the worst state on record—leaving 60,000 homes exposed. That is why this Government will invest £2.4 billion into defences over the next two years.

Thank you for calling me, Mr Pritchard. It is always a pleasure to serve under your chairmanship.

I congratulate the hon. Member for Westmorland and Lonsdale (Tim Farron) on securing this important debate. There is no doubt about it: his constituency is blessed with some of the most stunning natural beauty in the world, never mind the country, from the fells and woodlands to the Lake district, a UNESCO world heritage site. The illegal sewage dumping at Windermere by United Utilities does not just shame our nation; it should be considered an ecological crime, and those responsible must be held accountable and face the full force of the law.

Although the Lake district is world renowned, I am equally proud to represent a hidden gem: the Durham heritage coast—or, to be precise, the east Durham heritage coast. Our magnificent magnesian limestone cliffs offer spectacular views of the North sea and in the summer the coastal grasslands are alive with rare wildflowers, creating a habitat for the Durham brown argus butterfly and other wildlife. That coastline, once scarred by industrial waste from coal, has been reclaimed by nature, yet now it faces a new threat: sewage.

Sewage overflows, far from being a rare event, have become routine in the water industry. In 2023, Northumbrian Water discharged raw sewage for over 280,000 hours in 46,492 incidents, including into the bathing waters off Seaham and Crimdon in my constituency. The environmental disaster is compounded by the economic abuse by water companies. Since privatisation in 1989, companies such as Northumbrian Water have neglected infrastructure while accumulating staggering debts to pay out dividends.

My hon. Friend mentions his local water company. People in Leeds and Yorkshire feel ripped off, and it is no wonder, as Yorkshire Water has just announced its intention to increase prices by 35% by 2030. Does he agree that that is a compelling reason why the water companies should be brought into public ownership, so that they can put public service, the public good and environmental good ahead of the accumulation of profits for shareholders?

I thank my hon. Friend for that intervention. Indeed, Northumbrian Water is not alone. Across the industry, financial mismanagement has gone hand in hand with environmental failure. Northumbrian Water alone has built up £3.5 billion in debt while paying out £4.1 billion in dividends to shareholders. That means that 19% of consumers’ bills in my region go towards servicing debt.

I welcome the Government’s Water (Special Measures) Bill. Its provisions to block bonus payments for executives, require annual pollution reduction plans, and improve transparency on sewage discharges are crucial. The tougher penalties, including the threat of imprisonment for those impeding investigations, are a necessary step. But while we are moving in the right direction, I fear that will not be enough to address the scale of the problem. Yes, the Bill strengthens regulation, and it is certainly more robust than anything proposed by the Opposition now or when they were in government, but will it solve the underlying issues? I suspect that the answer to that one is no.

We cannot ignore the fact that the public are already paying the price for this industry’s failure. We pay through higher bills, polluted waters and an industry debt that now exceeds £60 billion. When the sector finally collapses under the weight of its own excesses, it will be the taxpayer who is left to pick up the pieces. I support the public ownership proposals. I think the costs are vastly exaggerated in the context of the scale of the challenge and the liability.

We must take steps now to fix the debt, pollution and infrastructure crises in the water industry, so we need to go further than is being proposed. Blocking executive bonuses is not enough. Without determined measures, the consequences will be higher bills for consumers, more money lost to debt repayment, and an industry that continues to prioritise profit over public good.

My hon. Friend is absolutely right. When we left the European Union, we recognised the need to have suitable scrutiny, which is what is in place. Clearly the OEP has not come to a conclusion about breaking the law. That is why it has asked for more information. That is its right and entitlement. That is what we legislated to allow it to do, and we will continue to comply with that. Meanwhile, it will not distract us from getting on with our plan for water and holding water companies to account.

Water companies have dumped sewage more than 1 million times over the past three years. Now we find out that instead of standing up to the water companies, the Government seem to have been complicit in letting them break the law. Beyond the Government’s own failures, has this sewage crisis not been driven by under-investment, while £72 billion was handed out to shareholders since privatisation? Is it not time to put an end to this racket and restore water as a proper public service?

I understand that the hon. Member comes from the very left wing of the Labour party, and that that will continue to be his mantra. I understand, however, that it is not the position of his party to nationalise water, because it recognises that about £190 billion-worth of investment has gone into water infrastructure since privatisation.

Clearly the scale of what needs to be done in the next few years is considerably greater than we have seen before. At the same time, back in 2006 we had one of the biggest dividends going, and the gearing of Thames Water was changed. Frankly, the Labour Government then did not do anything about it. That is key to one of the situations that we face at the moment, but meanwhile we will continue to get on. I am confident that with the Thames tideway tunnel opening next year we will have good sewage channelling and will be able to deal with that in London. The work continues, including things such as nature-based management practices, in order to help in Yorkshire as well. I know that his water company is looking into that too.

There is a clear compensation scheme, as my hon. Friend will know, and that will be being looked at by his water company. I urge him to press for that. If he wants my involvement in ensuring that that is properly understood and followed, I am happy to do that.

The same greedy water companies that are dumping sewage into our rivers and increasing people’s bills, ripping the public off, have handed out more than £50 billion to shareholders since privatisation. That is the reality. Is it not time that we had our water back in public ownership, rather than empty words from the Minister?

We are living in the most important moment of human history, when our actions will determine whether we prevent climate catastrophe. If we fail to rise to the challenge, billions of lives will be devastated, unimaginable numbers of lives will be lost and the existence of much of life on Earth will be put in real danger. When the IPCC warns of code red for humanity and NASA scientists warn of climate emergency, we must act like we are in an emergency—because we are.

Words are cheap; action is how our generation will be judged. That means doing everything possible to avoid the 1.5° tipping point, at which point all sorts of devastating climate domino effects kick in. With current warming of 1.2°, we already have devastating fires in Greece, deadly floods in New York and much worse elsewhere. It will get worse no matter what we do, but every fraction of every degree makes a huge difference. For example, the climate impacts of 1.5° and 2° of warming are worlds apart. That change is the difference between life and death for low-lying coastal countries such as Bangladesh. At 2°, 420 million more people will face extreme heat waves and 200 million more people will be exposed to increased water scarcity. All that is frightening, but what is even more frightening is that we are on track for not even 2° but nearer to 3° of warming. The consequences do not bear thinking about.

A thin layer of green wash will not achieve 1.5°. If we rely on the same broken economic model that brought us to the brink of disaster, we will not achieve 1.5°. We must treat this as what it is: the biggest battle that we have ever faced. We need to get on a war footing, which means that every decision and budget decision must be focused on this emergency. Every part of our vast capacity—human talent, machinery and financial—must focus on this emergency. It means ending all new fossil fuel production and shifting fossil fuel subsidies into renewables. It means technology-sharing and delivering the $100 billion per year financing commitment to those countries most likely to be hit by, but least responsible for, this catastrophe. What we do not need is what our Government are doing: plans for more oil and coal fields and ambitious targets backed up with inadequate plans and woeful levels of funding.

But there is hope: we have the policies needed to prevent catastrophe, summed up in a green new deal. We have the alternative technology; currently, we do not have the political will. Climate catastrophe does not have to be our destiny: it is a matter of choice.

I thank the right hon. Gentleman, who raises some good points. This Government are absolutely committed to getting rid of plastic waste, as our resources and waste strategy shows, and as measures in the Environment Bill will demonstrate by bringing forward the deposit return scheme and extended producer responsibility. We need to get all businesses to think about what happens to the plastic products they make at the beginning and where they end up, with a view to greatly reduced quantities going to landfill. He raises a good point about PPE. Many companies are rethinking all this, and lots are now starting to have reusable face coverings and to make their own. There is a very useful guide to that on the Government website.

We have mobilised an unprecedented package of support for our most vulnerable people, including over 3 million food boxes and priority supermarket delivery slots. An additional £63 million has been confirmed by the Government to be distributed to English local authorities to help those who are struggling to afford food and other essentials. The Government are also providing £16 million to food support through charities, including FareShare and WRAP.

The current pressure on food banks is absolutely immense, and we know that income is at the heart of food poverty, so will the Government take the urgent social security measures needed now to get people the financial support they need, so they can get food on their plates and on their children’s plates, by ending the five-week wait for universal credit and abolishing that punitive two-child limit?

The Government have introduced a package of support of over £6.5 billion to help families on benefits to cope with the financial impact of covid.

I would like to use this opportunity, if I may, to pay tribute to the taskforce, which I have led for the last few months, on feeding the vulnerable. We have worked very closely with colleagues across Government—in the Department for Work and Pensions, the Department for Education and other Departments—as well as, of course, with an excellent team from the supermarkets and volunteers. I am pleased to say that, in so far as we have been able, we have ensured that everybody who needs it has access to food.

For the reasons I have outlined, I agree with the hon. Gentleman. It is a false economy not to make these investments in flood defences because of the damage that has been done to businesses and prosperity in cities such as Leeds. The president of Leeds chamber of commerce, Gerald Jennings, has this week also described the failure to invest in flood defences as a false economy, and I agree with him, as do many other hon. Members in the Chamber this evening.

It gives me no pleasure to say this, but what will my hon. Friend’s constituents think when they reflect on the fact that my right hon. Friend the Member for Leeds Central (Hilary Benn), my hon. Friend the Member for Leeds North East (Fabian Hamilton) and my predecessor, George Mudie, spoke in this place in 2011 of the flooding that could happen in Leeds if their dire warnings were not heeded? I am afraid that those warnings were not heeded.

My hon. Friend is right to say that we gave those warnings in 2011. Many people have been affected by the floods—whether it is their houses or their businesses that have been flooded, or whether they have lost their jobs—and they are all asking how many warnings have to be given and how many times Leeds has to flood before we get the flood defences we need. That is why I am asking the Minister to listen carefully to what we are saying and to make the investments that our city desperately needs.

More than 2,000 homes and up to 400 businesses in Leeds were hit by the floods, but what a fantastic, heroic job the emergency services, public sector workers and local volunteers did in Leeds, as they did around the country. Locally, we still await estimates of the financial cost of the flooding, but we know that in human terms it has hit people and businesses hard. We need to ensure that Leeds residents and businesses are properly protected, and we need an urgent review to put in place changes that prevent it from happening again.

Five years ago, the Environment Agency estimated that 3,000 properties in Leeds were at risk and that a major flood of the River Aire could cause £500 million of damage in Leeds city centre alone. Five years ago, given the estimates of the scale of the potential cost of flooding in Leeds, it proposed a £180 million flood defence plan, designed to deliver protection against a one-in-200-year flood event—the Government rejected it. Why? It was because of spending cuts. My Leeds East predecessor, George Mudie, raised concerns about the risk of flooding at that time—half a decade ago—as did Councillor Richard Lewis, Leeds City Council’s executive member for development, who condemned the Government as “short-sighted”.

We are now halfway through the construction of the smaller Leeds flood alleviation scheme, which is designed to deliver flood protection against a one-in-75-year event. That itself will now undoubtedly need repair work, and the Government review, working with Leeds City Council, must consider the following: whether the scheme, if it had been completed, would have been sufficient to prevent flooding in the city centre; whether it would have helped in any way in Kirkstall; whether it will be sufficient to protect against future floods; and whether that one-in-75-year figure is still appropriate and, if not, what further funding is needed for improved defences.

I welcome the fact that my hon. Friend the Member for Leeds West (Rachel Reeves) is seeking a meeting for Leeds MPs and council representatives with the Minister, and I hope we can have that soon. My right hon. Friend the Leader of the Opposition asked the Prime Minister three times today whether he would commit to funding fully plans to give the whole of Leeds the protection that we need, and three times the Prime Minister failed to give a clear answer. People in Leeds and people across the country deserve better.
