Sex education is compulsory in schools, but we are reviewing the personal, social, health and economic education curriculum and how the subject is taught to improve the teaching of PSHE. That is what will cover the issue that he raises.
4. If he will consider relocating his Department to Wellingborough.
As yet, my Department has no plans to relocate to Wellingborough, but we are anxious to make economies, so I am intrigued to hear more.
The Department for Education employs more than 1,500 people in London and occupies five buildings worth more than £33 million. If the Secretary of State relocated most of the work to Wellingborough, he would work in a friendly and pleasant town, save a small fortune in accommodation costs, yet would be only 50 minutes away from London. Why not take it up?
Of the free schools that are planning to open this September, more than half have agreed sites, 21 are in negotiations about sites and four, including one in the hon. Lady’s constituency, do not yet have sites. That is significantly better progress than at this time last year, yet we went on to see every single free school that was advertising that it would open opening in time.
T8. Earlier, I just failed to seduce the Secretary of State to come to Wellingborough, but may I tempt him a little more? He would escape from the Westminster bubble and would be in the heart of England, surrounded by Conservative councils and best of all—or nearly best of all—there would be no Liberals; but the real bonus would be that daily he would get the advice of Mrs Bone. Surely there could not be a better opportunity.

Commons ChamberAs the hon. Lady might know, last summer we announced that we would trial a new offer of parenting classes for all parents in three specific areas. That will be an interesting exercise, and we shall see what happens and whether we can encourage more people to come forward and take part in parenting support. Of course, children’s centres offer this kind of targeted, highly intensive work for families in many situations, and schools can use the pupil premium to pay for that, should they choose to do so
The House will know that the hon. Member for Nottingham North (Mr Allen) and the Secretary of State for Work and Pensions have done an enormous amount of work raising awareness of the importance of early intervention. We should thank them for that. Does the Minister agree that all Ministers and Government Members should totally support the Government’s welfare reforms?

Commons ChamberThe Leader of the House explained the problems of doing so in this Session and was equally clear that we would welcome a private Member’s Bill in the next Session. This Government have worked harder on this issue than the last one did, and we have made more progress. I would hope for emerging consensus in the House because this Government are making real efforts.
The Minister seems to be trying to face two ways at once. It is quite clear that time could have been made. We have a general debate later today and the time for it could quite easily have been devoted to private Members’ Bills. I doubt whether today’s business will run the full course. Come on, let’s put this Bill back on and let Parliament decide.
Let me be absolutely clear that this arrangement is set out very clearly in the Student Loans Company annual accounts. If Labour Members had cared to study the report, they would have seen on page 42 a completely transparent account of the arrangements for Mr Ed Lester’s reimbursement. It is set out very clearly there. The payments are to the recruitment consultancy company that found him, and he was appointed on an interim basis to tackle a disaster in the SLC that we inherited from the Labour Government. We of course recognise the importance of ensuring that proper arrangements are in place and will continue to monitor the situation, but I can inform the House that we have agreed that, for the remainder of the chief executive’s contract, the SLC will account for PAYE and national insurance at source.
T3. Last Sunday I attended Indian republic day at the Wellingborough Hindu Association, yet the same week we learn that a £20 billion fighter contract has been lost to, of all people, the French. We now know that the lead bidder was not the British Prime Minister or the British Government, but the Germans. What on earth do they know about cricket and curries? Why was the British Government not leading on that? How did the Secretary of State allow such a cock-up?
As was explained earlier, the Prime Minister, the Trade and Investment Minister, I and others have made strong representations to the Indian Government on the merits of BAE Systems for this contract. The hon. Gentleman will know that the contract was narrowed down to two companies on the basis of quality. The Indian Government appear to have made a narrow decision based on price, but this is by no means the end of the process. BAE Systems will have plenty of opportunities to restate its case on quality and life-time costs and we shall reinforce it.

Commons ChamberThe hon. Lady is right to flag up the importance of permanence. As far as I and the Government are concerned, there is no hierarchy of care here. It is what is the most appropriate form of care for that individual child. For most, it is foster care. We need more good quality foster care placements. For others, it is a residential children’s home. We need more good quality placements. But for others—a small number—adoption is the best form of permanence, as are special guardianship orders. I believe there are more children in care at present for whom adoption has not been considered and for whom it would be the most appropriate course of action, which is why we are spending so much time on making sure that we have an adoption system that is fit for purpose in the best interests of those children.
8. What steps his Department is taking to raise awareness in schools of domestic and international human trafficking.
Tackling human trafficking is a key priority for the Government. Last October the Department for Education and the Home Office issued updated practical guidance on safeguarding children who may have been trafficked. This will help practitioners, including school staff, identify children who may have been trafficked and find support and advice. Schools may also cover human trafficking within personal, social, health and economic education if they judge that topic to be relevant to their circumstances.
I congratulate the Government on what they have done so far, but there are a number of non-governmental organisations and charities that would like to go into schools to make pupils aware of human trafficking, the evil of modern-day slavery, and particularly internal trafficking within the United Kingdom. Would the Minister welcome such moves?
My hon. Friend has a noble record on this subject, as co-chairman of the all-party group alongside the hon. Members for Slough (Fiona Mactaggart) and for Liverpool, Riverside (Mrs Ellman), and the former Member, Mr Anthony Steen. My hon. Friend’s suggestion is most welcome. He is right. I wrote in 1998 that there is no doubt that human trafficking is today’s slave trade and that we will not rest until it is dealt with. I will write to charities as my hon. Friend suggests and invite them to do precisely what he proposes.

Commons ChamberIt is a source of considerable pride to me that the number of students studying Latin in comprehensives is the highest ever. We are presiding over the greatest renaissance in Latin learning since Julius Caesar invaded. [Interruption.] Those who are about to answer should be saluted, as we say in Latin. The critical thing is that we have to ensure that our examinations in every subject are up there with the best in the world. It is striking that before he went to university, one of the iconic figures of the 21st century—Mark Zuckerberg, the founder of Facebook—studied Latin, Greek and classical Hebrew.
T3. I recently met parents who send their children to Sceptre school, a Christian-based independent school that has decided to apply for free school status. They said: “Overall, we will be able to enrich the choice and diversity that will, in turn, drive up standards and increase opportunities.”Is that not an example of the Conservative-led Government delivering?
I am hugely grateful to my hon. Friend for pointing out the enormous interest in our free school programme. Everyone from former advisers in Tony Blair’s No. 10 through to figures from grass-roots faith organisations has embraced that reform. I fear that the only people who are still standing against that wave of the future are the isolated and neolithic figures of the Labour Front Bench.

Gentleman is a diligent member of the Select Committee on Education, and he will have heard me say to that Committee just yesterday that I am keen to ensure that the best of what we had in the young apprenticeships scheme is carried forward in ongoing work. There were cost-effectiveness issues, as I am sure he would acknowledge, but employers, learners and parents say that there was good value in some of what the scheme did. We will take note of that and move forward on that basis.
The issue of apprenticeships is important for the whole House, and for that reason the Backbench Business Committee has at short notice scheduled a debate on apprenticeships this afternoon. Does the Minister welcome the fact that the issue will be debated this afternoon?

Commons ChamberI am sure my hon. Friend the Minister for Further Education, Skills and Lifelong Learning will be delighted to meet the new leader of the hon. Gentleman’s council, as well, at some stage in the future.
I remind the hon. Gentleman that the recommendations of the Munro report will be considered with the working group that we have already established, as we decide on the best way forward in delivering children’s services in local authorities. We will ensure that children are given the very best protection, which we know we need to improve.
If there are to be directors of children’s services, should not one of their roles be to identify and protect children who have been victims of human trafficking, which is not done at present?
I want to raise the profile of the whole issue of the trafficking of children and the sexual exploitation of children—another important issue, on which we are working closely with Barnardo’s and stakeholders—and to ensure that we have much better inter-agency working. In Professor Munro’s recommendations, local safeguarding children boards have a key role to play. That might be considered alongside what the director of children’s services does in any case.

Friend is an outstanding champion in this field, and I was pleased that we were able to support Norwich research park in that context, for which he has fought and argued for many months. Our plan is about accelerating innovation, investing in the way collaboration takes place and ensuring that we retain this country’s world-class role in life sciences and biotechnology.
10. What recent discussions he has had with the Secretary of State for Energy and Climate Change on the effects on businesses of trends in the cost of fuel.
I recently discussed the rising cost of energy with my counterpart at the Department of Energy and Climate Change to assess the cumulative burden of climate change policies and see what the Government can do to secure the competitiveness of energy-intensive industries as we decarbonise the economy.
We have an absolutely splendid coalition team in DBIS, led by a fantastic Secretary of State. In the past, energy was always the responsibility of the Business Department. Surely it should come back to that Department so that we can send out the message that we do care about business in relation to energy— and I could not think of a better set of people to look after it.
I am very flattered by the suggestion, if a little surprised, but I am already fully employed with my existing duties. In my recent conversation with my counterpart at DECC, we agreed that considerable progress had been made with Ofgem’s recent report on opening up competition and benefiting consumers, both industrial and personal.

Commons ChamberMay I take this opportunity to wish you a very merry Christmas, Mr Speaker?
I understand that the pre-Christmas recess Adjournment debate was often a cheerful occasion. Unfortunately, the scrapping of the education maintenance allowance does not lend itself to festive cheer. In fact, it has much more of the Dickensian Christmas about it. Perhaps the House can imagine the Minister trudging back to his Department through the snow and sitting in his office, where he is visited by the ghosts of Christmases past, present and future.
In Christmas past, the jolly folk of the Department for Children, Schools and Families invested in young people. There were rosy cheeks and smiling faces as extra teachers and teaching assistants were employed to work in brand new school buildings up and down the country. What would the ghost of Christmas present reveal? If he took the Minister on a journey to Nottingham, he would see more than 4,000 learners in receipt of EMA worrying about their futures. Half of them might be aware that the Government’s cuts mean that if they want to go on to university, they can expect to end up with debts of £30,000 or £40,000 when they graduate. They might also have seen last month’s increase in the number of 16 to 24-year-olds out of work, which took the youth unemployment total to 943,000—almost 20% —and one of the highest figures since records began in 1992. The other half might be wondering how they will manage the second year of their course once the EMA is withdrawn, and how they will cope without this essential help with the cost of travelling to college and with materials, books and lunches.
The Minister might also see Malcolm Cowgill, principal of Castle college in Nottingham, writing to his local MP to say:
“I believe that the Department for Education has made the wrong decision, that disadvantaged young people in Nottingham will suffer as a result of this decision, and that Ministers’ ambitions to raise the participation age to 18 will fail. I am concerned students will continue to enrol but the extra burden of earning additional money will mean more students withdraw mid-course and do not achieve their aims.”
The hon. Lady makes a powerful argument, but would it not be better to concentrate the support on the 12% who say that they would not continue in education if they did not get the EMA, rather than spread it out among all young people?
The vast majority of those who receive EMA receive it at the highest level and are from the most disadvantaged families. They need that extra money. Whether they would stay in education or not, it is an important part of supporting them while they continue with their studies.
The Minister might also see my young constituent Kyle Simpson, a talented swimmer who is training for 22 hours a week, before and after college and competing at weekends, emailing his MP to say:
“My mum needs all the money she can get for my training fees. Education Maintenance Allowance really helped me and gave me an incentive to be at college and do my best. Now I don’t know what to do”.
The Minister might see New college in Nottingham, which has found that the EMA has increased participation, reduced the drop-out rate by 9% and seen success rates 8 % higher among those who receive it. The college concluded that without help to fund their travel, many learners would not be able to stay in further education or choose the course that was best for them. He might also hear the college’s principal Geoff Hall, who says:
“Education maintenance allowance has not only helped participation, it has also improved success. Surely this is too big a step, surely it should be phased so that we can take time to measure the impact?”
And what of Christmas future? If the Business Secretary does not bring down the Government, it could look very bleak indeed, including reduced social mobility, especially among those from ethnic minorities or one-parent families; fewer young people going on to further education or successfully completing their courses; and even higher youth unemployment, meaning another lost generation without the skills and education needed to secure the jobs of the future. Of course, it is not too late. Just as Scrooge realised the error of his ways, the Minister could still change his mind. After all, the Prime Minister has done so on school sports funding. The Minister can still decide not to decimate support for the most disadvantaged. I hope he will take the opportunity to spread a little Christmas cheer and agree to think again about this unfair, unproductive and unnecessary cut.
On that last point, the colleges are already experienced in administering the learner support fund. We are simply increasing the value of that fund, and the same college principals and head teachers will be administering it. We are talking about a significantly higher sum, however, and we will allow more discretion in the disbursement of the money, which is why we are talking to the Association of Colleges and others about how to administer it more fairly. Also, 5% of the fund will be available to cover the cost of administration.
The hon. Member for Sefton Central talked about the IFS research, as did other hon. Members. The IFS study says that the cost of the EMA scheme would have been recouped in the long run by helping to raise wage levels as a result of higher staying-on rates. I understand that argument, and I do not disagree with it. However, the IFS, in evaluations carried out with the Centre for Research in Social Policy, has previously said that EMA would increase participation by 4 percentage points, and up to 9 percentage points for young people from the poorest backgrounds. So the IFS’s own findings are consistent with the Department’s findings, and with the NFER’s conclusion that 90% of young people receiving EMA would have continued in education regardless of the payments. For those who really do need help to participate in post-16 education—
The House is well aware that we have tried to keep Ministers to 10 minutes, but we have now drifted over the 15-minute mark. I am sure that the Minister will have taken that on board, as he now comes to the end of his speech .

Commons ChamberI assure the hon. Lady that neither I nor the ministerial team has anything against Tibshelf school. I remind her that Derbyshire has been allocated £91 million of capital funding support for BSF, and to date it has been paid £25 million in conventional funding for BSF, too. If there are special circumstances regarding that school, I am sure that she will make representations to the ministerial team accordingly, and that we will respond.
When Tony Blair came to power, he said that his first three priorities were education, education, education. During the Labour Government, however, standards fell in reading, science and maths. Does the Minister agree that what counts is not the amount of money one puts in, but how it is spent?
My hon. Friend makes a very important point, which, although not just about education, is more starkly about education than anything else. Just investing money without focusing it on the quality of the outcomes does not make for a good investment, and this Government see things differently from the previous Government, who purely grandstanded on the amount of taxpayers’ money that they could throw at a problem, without taking account of the quality of the outcomes for the students leaving our schools.
