I pay tribute to my hon. Friend for his work in seeking to raise standards in Northamptonshire schools. In October, together with hon. Friends representing Northamptonshire constituencies, we met the director of children’s services at Northamptonshire County Council to discuss academic standards in Northamptonshire schools. That included discussions about standards in phonics, which I would say is the single most important issue; key stage 2 SATs in reading and maths; GCSE results; and the EBacc. I have taken a close interest in the schools in my hon. Friend’s county, and we are meeting again in April to assess progress.

Unfortunately, the Minister is absolutely right. Sir Christopher Hatton school in my constituency is outstanding, but we have two inadequate schools—Rushden and the Wrenn—and the Minister will shortly meet me and the chief executive of the Hatton Academies Trust. Does he agree that local academy trusts also have an important role to play in solving the problem with Northamptonshire’s education?

Yes, I do agree with my hon. Friend. Collaboration between schools, particularly in local multi-academy trusts, is one of the most effective ways of ensuring that we spread best practice and that schools in a multi-academy trust help one another to raise aspirations and the standard of academic education our children receive.

I make two points. In spite of the need to reduce the deficit over time, which the Government have set about doing, we have protected the core schools budget in real terms. In addition, I recognise that there is a need to reduce the year-on-year reductions schools faced, so those will be no more than 1.5%. Indeed, the overall reduction for any per-pupil amount will be no more than 3%. I hope the right hon. Gentleman will welcome that.

Following on from that point, there is a similar fair funding formula in the health service, but Wellingborough is always at the bottom. It never catches up because we are not prepared to reduce the money that the best funded get. I am slightly worried that my right hon. Friend’s answer suggests that that sort of thing will creep into the school system. Are we actually ever going to move to the formula—are schools actually going to get the cash that the formula says they will?

In the transition year, some schools that are so far behind as to be eligible will get 3%; those schools that are even further behind under the fair formula will get a further 2.5% the following year, when the formula operates in full and properly. My hon. Friend is right to flag up the issue. It is important that the schools that have been underfunded see those gains coming through. That is what we are proposing.

As I hope I made clear in my first answer, I do not believe that human rights protections in this country are dependent on EU law. We will certainly look, in the course of the great repeal Bill and other measures that this House will have to consider, at how we transfer those obligations currently under EU law into domestic law where the House believes that it is appropriate to do so. I maintain the view that we will continue to protect human rights in this country. Moreover, we will continue to be leading advocates for human rights around the world.

Is it still the Government’s policy to introduce a separate Bill of Rights to enshrine things in British law?

We remain of the view that human rights law requires reform. I think that my hon. Friend and I are in full agreement that, although we have no quarrel with the content of the European convention on human rights, it is the way in which that document is applied that gives us difficulty. The Government are certainly committed to seeking to do something about that. He will have noticed that we have a few other things on our plate at the moment; I think we will have to resolve those before we can resolve the matter to which he refers.

In relation to September sittings, I think the Deputy Leader of the House did not quite get the point my right hon. Friend the Member for New Forest West (Sir Desmond Swayne) was making: if we are to have a renovation of this House that lasts a number of years, clearly not meeting in September means there are many months when work can be carried out uninterrupted. In that case, would it not be a good idea to move September sittings around the country, starting of course with Wellingborough, because the Deputy Leader of the House, who is the Member for Northampton North, would not have far to travel then? And perhaps we should take this a little further: maybe the idea should be to take them abroad, so those overseas can see how British democracy works, and may we start with Brussels?

If the promoters and sponsors of any of those Bills command widespread support across the House, they should ensure that their supporters turn up on the day and vote, whether on procedural motions or on the substance.

While the Leader of the House is right on that point, there are reforms to private Members’ Bills that are important, and we need the House to look at them. We need the Government to bring forward a package of proposals, which we could then amend and vote on in the House. We need to have a debate and a vote on this. Could he please arrange that?

As my hon. Friend knows, the Procedure Committee has, indeed, proposed such a package. The Government will want to consider the Committee’s recommendations carefully, including its recommendation that the decision on this be placed before the House. We will, as I said earlier, respond to the Committee in detail in due course.

I am not entirely sure what Northamptonshire has done to deserve getting the last questions.

I congratulate the hon. Member for Ashton-under-Lyne (Angela Rayner) on securing this urgent question, but I think she is under a misapprehension. I know that under Labour announcements were made in the press, but this Government make announcements here. At the meeting last night, there were no new announcements of policy, and I would be the first to object if the Government started to do that. Will the Secretary of State confirm that once the policy has been decided upon, she will come to the House and report on it?

Absolutely. The hon. Lady makes an important point. I know that the Secretary of State for Environment, Food and Rural Affairs has been taking this matter very seriously. One thing we have done recently is to move some of the UKTI resources into my right hon. Friend’s Department so that there is better co-ordination.

I recently talked to a senior Indian businessman and asked him how we could increase trade with India. He said that the one thing we could do was to leave the EU because of the restrictions. Will the Secretary of State, either as Secretary of State or personally, endorse his comment?

I spoke to a lot of Indian businessmen and women and many Indian students last week. There is certainly one area in respect of which we could certainly increase our exports to India, and that is education.

The Prime Minister is focused on a successful negotiation. The Government are clear that Britain’s best future lies within a reformed European Union if the necessary changes can be agreed. He set out the United Kingdom’s position in his recent letter to the President of the European Council, Mr Tusk.

24. Does the Minister agree that as the United Kingdom sends £350 million each and every week to Brussels, just a small amount of that spent on teachers and schools would be of great advantage? Is not that one of the reasons for coming out of the EU?

The one thing that businesses agree on is the need for reform. They are united in that, whichever business group one speaks to. If we can get those reforms, which I am confident about—and the Prime Minister has talked more about them this morning—we will see an even bigger boost to jobs and opportunities in Britain.

Will the Secretary of State remind the House of the trade deficit that we have with the EU, and of the fact that the unreformed EU is clearly not working for British business?

My hon. Friend is right to remind us of the current deficit. That is why one of the reforms that we want is a deeper and broader single market which includes digital and professional services, which Britain is very good at, alongside manufacturing, so that we can do more trade.

Yet again, all that we hear is the continual rumbling, if not outpouring, of negativity from the Labour party. The hon. Lady will know that the Government are spending more on disability benefits than her own party did in government, and also that all tax changes are subjected to the normal impact assessment.

T10. Hopefully, I will be positive and helpful. I went to both a comprehensive and a grammar school, and it seemed to me that there was much to be said for grammar schools. Would the Secretary of State like to encourage their expansion?

The Government believe very firmly in the expansion of all good and outstanding schools, regardless of what type of schools they are, because we want all children to have an excellent education regardless of birth or background.

I respect the hon. Gentleman, but given the utter shambles of his party’s EU policy I am surprised that he wants to ask that question. It is clear that free trade is hugely important to the prosperity of our nation, and that means working with our EU partners on more free trade agreements. That is at the heart of our renegotiation, because we want more free trade with an EU that is outward looking, not just inward looking.

First, may I congratulate the new Leader of the Opposition on his shift in policy in making Labour more Eurosceptic?

Is it not the truth that the European Union holds us back on free trade? Does our current account deficit of some £50 billion not prove that we would be better off out of the EU, with more free trade, more jobs and more business?

The previous Secretary of State gave his approval for Rushden Lakes, a major retail and leisure facility in my constituency. The development is now well under way, and it will create thousands of jobs. Will the Secretary of State find time in his calendar next year to show his support for the development and for the success of Conservative economic policy?
