Commons ChamberIt is an absolute pleasure to follow the hon. and gallant Member for Plymouth, Moor View (Johnny Mercer). He made such a powerful contribution—it is always right to make those points. The entire House should congratulate him on his speech and remember the people who went to war on our behalf.
I was here on the day the House voted to go to war, and the Chilcot report offers a bit of closure for some of us. There is a real sense of vindication for people such as me who resolutely opposed the conflict all the way through. I remember that day. It was a horrible, brutal, ugly day. It was a day that should be indelibly imprinted on this House’s collective consciousness. I had a look at the proceedings of that day to refresh my memory of the atmosphere and culture. It sounds a bit masochistic to watch YouTube recordings of Tony Blair and others making their speeches, but it was important to get a sense of what that day was like because it was such a long time ago. We had to listen to Tony Blair lay out that exaggerated, fabricated case and listen to those flights of fancy. Of course, we now know, because of the Chilcot report, that it was mainly nonsense and invention.
I was the Chief Whip of what was a small group of SNP MPs in 2003, and I remember observing the Government Whips rounding up the recalcitrant, the doubters and those who were trying to make up their minds. Let us never forget that that Labour Government imposed a harsh three-line Whip on their Members that day. Really good women and men were dragooned into the Aye Lobby to support that fabricated case and their flawed Prime Minister. The House passed the motion by 412 to 149. I was among the 149 and it is the proudest vote of my 15 years in this House.
It was a vote that more or less defined and characterised the previous Labour Government—just as the vote to leave Europe will characterise this Conservative Government. There are parallels if we look underneath what happened. Both were a reckless gamble. There was no planning for what transpired when it comes to Brexit and there was no planning, as we have learned from Chilcot, by the Labour Government and the rest of our allies for what transpired once they embarked upon that campaign. It is curious when big events characterise particular Governments and the previous Labour Government will forever be characterised by Iraq.
However, the war was all about one man. My apologies to the hon. Member for Plymouth, Moor View, but it is about Tony Blair. There is no escaping the personal association of the former Prime Minister with what transpired in Iraq. It will follow him to the grave and will be on his headstone. Such is his association with the Iraq conflict that he might as well have it tattooed on his forehead. It was about that man and about how he approached the war.
I have listened carefully to many of the speeches from honourable colleagues who were Members of this House on that day in 2003. I think we can group them into three categories, and I will try to help the House by defining what those are. I am in the first category, which is those who voted against the war, took a consistent line and did not accept for a minute the nonsensical case presented to us. Today, we feel in a pretty good place. I am looking around at some of my honourable colleagues who were in the House that day, particularly the Liberal Democrats. I pay tribute to the Liberal Democrats, who had our place back in 2003, for the way they led the case against the war. [Interruption.] I also pay tribute to the Labour Members—[Interruption.] The hon. Member for Eltham (Clive Efford) can take it easy, as I acknowledge the Labour Members who opposed their Whip. As he said, it was the biggest rebellion during that Government. I pay tribute to those Members, too, because they saw through this and were prepared to reject the fabricated, nonsensical case from the Prime Minister. They did the right thing, and I congratulate them, too.
On a brief point of information, I should say that historically this was British political history’s biggest rebellion within a governing party. Some 122 Back-Bench colleagues in the Labour party voted on the motion that the case was not proven; only 119 voted with the Government—under immense pressure from the Whips and others, as the hon. Gentleman pointed out.
I am grateful to the hon. Gentleman for reminding us of that, and he is right. This is why it is important to set out the context of what that day was like. It was a horrible, ugly, dreadful day, and we can never get around some of the things that went on.
Let me get on to the Conservatives, as the second category is mainly comprised of them. I have listened to several Conservative Members. I cannot recall which one made this case earlier, but there is a sense among Conservative Members that they were misled. They range from those who are angry and upset about the way they were duped by the former Prime Minister, to those like the right hon. Member for Witney (Mr Cameron), who resigned as Prime Minister yesterday, who are a bit more morose and philosophical about it. They say, “A Prime Minister was giving us information. We had to go along with it because it was a Prime Minister and of course he will know all this.” What the Conservative party failed to do—it absolutely failed to do this on that day—was hold that Labour Government to account; it did not question and it was not inquisitive. It did not look at the case presented to it and say, “Hold on a minute, this is a lot of nonsense.” It should have known—the rest of the country knew this was wrong.
Some 100,000 people marched through Glasgow—I was at the front of that procession with my right hon. Friend the Member for Gordon (Alex Salmond)—and 1 million people in London marched against that war. More than that, there was an atmosphere in the nation among the public, who just knew profoundly that something was wrong with this case. They knew instinctively that what they were hearing night after night from Tony Blair and all his cronies was uncomfortable—there was something wrong. The Conservatives should have picked that up. Had they done their job, we would not have been presented with this utter failure and disaster.
Let me now deal with those in the third and last category, and I have listened to some of them today. They seem almost still to be making the case for war, as if that was somehow justified and right. They point to all sorts of things, saying, “The world’s a better place without Saddam.” Well, of course it is, but what a price we have paid. What world do these people live on? We have seen half a million people dead; a region destabilised; a generation radicalised; foreign policy discredited like never before—and it is unlikely that we will ever restore that faith in foreign policy again; and distrust in politics. That was a key point when the public fell out of trust with what we did in this House. And what about the place where Saddam was removed? Of course, we all welcome that, but no one, least of all the Iraqis who have to live with the consequences, would start to suggest that Iraq is a better place now than in 2002.
The hon. Gentleman just said that this decision led to the public losing faith in this House, but many of the accusations that were made against the Government are not found in the Chilcot report. Those led to people coming to that conclusion about this House. Does he not accept that that day was difficult for all of us? Even those who voted against were not certain that we were making the right decision. We cannot be so exact about our judgment call on that day. Surely he can accept that those who voted in favour did so believing that they were doing the right thing. At least he could be graceful about that.
I am grateful to the hon. Gentleman for that, as it brings me on to my next point, which is that we should look at the case for the war. I believe he was in the House in 2003—
The hon. Gentleman, like me, will therefore have been recalled to Parliament in September 2002. We would march to the Members’ Lobby and take out what has become known as “the dodgy dossier”. Did he, for a minute, believe the fabricated nonsense it contained? The case for war was appalling. As we find out from Chilcot now, most of it came from the post-doctoral thesis of a student called Ibrahim al-Marashi. I have just read a report from him, and he is now saying that his evidence and his post-doctoral work were doctored by the Government at the time. That was the case for war—the hon. Gentleman had to make a judgement on it, as did I—and it was nonsensical. It was fabricated and it was a flight of fancy, but it was what we were asked to go to war on. It was a disgrace. This was like a comedy sketch for a case to go to war on; it was more sexed up than some teenage starlet embarking on their first video. That is what I would say about the dodgy dossier. It was an appalling document and this House should never have been taken in for a minute with the rubbish included in it.
I listened to Tony Blair last week and I was appalled at what I heard in his response: the lack of contrition; the half-hearted apology, which will probably do nothing other than incense the victims; the flights of fancy still there, almost with an attempt to rewrite several sections of the Chilcot report; and the failure to acknowledge the enormity of what was unleashed. What happened was appalling, and so several things now have to happen.
My view is that we are not at the end of the process, despite having had 1 million-odd words; there is still a journey to go in this sorry saga in which this House has been involved. We are not at the conclusion in terms of what happened in Iraq. That is mainly because of a point that my right hon. Friend the Member for Gordon and my hon. and learned Friend the Member for Edinburgh South West (Joanna Cherry) have raised: Chilcot was not able to judge on the legality of this conflict. We still have that extra mile to go to see whether this was an illegal war. Until we get that verdict, big issues will remain outstanding on the assessment of the conflict. There are further journeys to go on, which may disappoint hon. Members who have waited years and years for the Chilcot report.
The second thing that must happen is that those who are responsible for the biggest foreign policy disaster ever—this is bigger than Suez—must be held to account for the decisions they made, for the things they did in the course of the conflict and for how it was pursued. I overwhelmingly support the case that the chief architect—the designer—of the Iraq war, Mr Tony Blair, should be brought in front of this House to face the charges that have been suggested. I hope that the House gets that opportunity to discuss this, because the public expect us to do it. They do not want us, after all this time, to let it go. The only people who have lost their jobs in the course of the conflict are two BBC journalists. Is that not an appalling way to leave things? That has to be addressed and I believe that there is a real public desire to move to the next stage now, which is holding people to account. I hope we do that.
I hated every minute of the debate about the Iraq war—the build-up to it and the post-conflict resolution. It was dreadful; it was this House at its worst. We must never get there again. If there is one thing we can take from this, it is to learn lessons and never to do this again. We must hold the people responsible to account. We must apologise for that conflict and start to try to move on from all of this. Let us vow that we will never do something like the Iraq war ever again in this Parliament.
We have taken a lot of measures to involve the reserves more closely with the regulars now. After Iraq, we have been learning more rapidly the lessons from each deployment, particularly those from Afghanistan, to ensure that in future we do not have to wait for the kind of report that Sir John Chilcot has produced, and we are able to learn the lessons as we go and as units return, so that they can be applied to the next units taking up those roles.
Strategic defence reviews take the balance of investment decisions, including where our main equipment priorities lie. Routinely, decisions on how that money will then be invested rest with the service chiefs, giving them the freedom, and the responsibility, to make decisions on how best to apply their resources, and obliging them to be very clear about where they are carrying risk in respect of potential equipment failures or shortfall. Where changing circumstances or unexpected threats lead to shortfalls, we should be ready and able, quickly and effectively, to make good any shortcomings.
The Chilcot report recognises that the MOD and the Treasury, between them, worked hard to develop and refine the urgent operational requirements process. As the former Prime Minister told this House, that process did deliver results and new, improved equipment into theatre quickly in the Afghanistan campaign, responding immediately to the needs of our armed forces there. One of Chilcot’s most troubling observations is the lack back then of a clear focus of responsibility for identifying capability gaps during enduring operations. The new post of Deputy Chief of the Defence Staff for Military Capability that has since been established fulfils that role.
As well as properly equipping and resourcing our people, the Government have a duty to ensure the welfare of our armed forces and their families, and then to ensure that they suffer no disadvantage when they return to civilian life. By putting the armed forces covenant into law and committing resources to it, we are making sure that all those who put their lives on the line for this country get the help and support they need.
But however much we have done, and however much things have changed and improved since the Iraq campaign, the question for this House is to judge whether or not we have done enough. My answer is: no, of course we have not yet done enough. It is evident that the Chilcot report contains many harsh lessons still for us to learn. Given its length and forensic detail, it will take us some more time to analyse and to do it full justice. What is clear to me is that we now need to take a long, hard look at our decision-making processes and our culture to satisfy ourselves that misjudgments similar to those made at the time could not recur.
The Secretary of State is right that we must take account of all those things, but surely the public expect somebody to be held accountable for what was the biggest foreign policy disaster, probably, since the war. What is he going to do about that? The public demand to know that somebody will be held responsible for what happened.
The Chilcot report itself holds to account those who were involved and took the key decisions, and it makes its judgments on them. It is for them, not for me, to respond to those judgments and to account for the actions and the way in which they took their decisions at that time.
On the decision-making culture, the detail of the committees and the machinery of government which we discussed a few moments ago is not the stuff of headlines and speeches, but Chilcot shows us that some of these internal procedures of government are important. He sets out in pretty stark terms what happens when those structures—and the opportunities that they provide for the proper flow of information and challenge—are missing or are bypassed.
In defence, we have transformed in recent years our approach to risk. We have a clear focus of responsibility in each key area. We have designated risk duty holders and it is their responsibility to come to me if they believe that the levels of risk in their areas are becoming excessive. I expect military chiefs and commanders now to show the same degree of rigour and transparency with respect to operational planning.
Our organisation and culture must not prevent our people from challenging and questioning institutional assumptions, even if those assumptions are made by their superiors. That was a point eloquently made yesterday by my right hon. and learned Friend the Member for Beaconsfield (Mr Grieve), and it was made again by the hon. Member for South Antrim (Danny Kinahan) today.
That view is fully shared by the current Chiefs of Staff—each of whom served in different roles during the Iraq campaign, including the outgoing and the incoming Chief of the Defence Staff—and it is shared by the permanent secretary. We are committed to leading defence through a period of rigorous reflection, analysis and improvement, and I am determined to make that improvement happen. I need, and the House would want me, to be absolutely sure that when our servicemen and women are deployed in future—and, inevitably, that is when, not if—nobody will be able to point to Sir John’s report and justifiably accuse us of repeating the same mistakes. I want to give the House an assurance that Sir John’s report will not be the last word.
In conclusion, our strategic defence and security review reminds us that we are living in an ever more dangerous world. Despite the report and the Iraq campaign, we must still be ready to act, as we have shown in our participation in the international coalition campaign against Daesh in Iraq and Syria today. We must remain as committed as ever to protecting our people and standing up to any kind of terrorism or aggression that seeks to destroy our very way of life. Sir John and his team, I repeat, have done us all a great service. Their work will enable us to learn the vital lessons from those operations in Iraq and ensure that we are not condemned to make the same mistakes in future.

Commons ChamberI will give way again later, but I must make some progress.
My second point is about the practical effect of the deterrent. Our nuclear deterrent works. It deters aggression every single day. There have been many conflicts in the last six decades, and not one of them has involved a direct conflict between nuclear states. Not one country under the protection of an extended nuclear umbrella has been invaded. Our nuclear deterrent is operationally independent—the hon. Member for Argyll and Bute (Brendan O’Hara) is quite wrong about that—and its command and control system as well as its decision-making apparatus are ours, and ours alone. It offers, of course, a second centre of decision making within NATO that will complicate an adversary’s plans. It is worth reminding ourselves that NATO is a nuclear alliance. One of the absurdities, if I may say so, of the Scottish National party’s position is that while opposing Trident it would—if voters had not rejected its separatism last year—have sought NATO membership and would then have benefited from its nuclear umbrella.
The third reason we must renew our nuclear submarines is that there is no alternative at the moment. How do we know that? We commissioned the Trident alternatives review in 2013. Having looked at all the alternatives—non-submarine alternatives, other submarine alternatives, non-continuous deterrent—it demonstrated that no alternative system is as capable or cost-effective as the Trident-based deterrent. If we accept that there is a threat—perhaps the SNP does not—that needs to be deterred, and if we accept that our enemies work nights and weekends, we must also accept that there can be no half-measures. A four-boat continuous at-sea posture is the minimum way to offer the security we need.
Will the Secretary of State therefore explain to me and my colleagues how Trident addresses the real current threat that we are experiencing—the threat from radical jihadism? Would those enemies not be jumping for joy if the UK ever even thought about threatening IS with nuclear weapons?
Indeed I will. [Laughter.] Once again, SNP Members are laughing. They think that this is a highly hilarious debate, but the fact is that it is not highly hilarious for the people whose lives depend on it, and it is not highly hilarious for the people who rely on the NATO umbrella and the nuclear deterrent for their security.
We feel that it is not appropriate to vote on this motion at a time when we are still conducting our review. We think that the motion is a cheap piece of political point-scoring—
And on the subject of cheap political point-scoring, I give way to the hon. Gentleman.
We know that the Labour party is currently in a total and utter shambles and mess over Trident, but if the outcome of the review that is being undertaken by the former Mayor of London is a recommendation that the Labour party support its leader on the issue of unilateral disarmament, will the rest of the party back him?
I shall talk in more detail shortly about the way in which the review is being put together. However, in the case of an issue of this kind, on which there are plainly differences of opinion, it is nonsense to suggest that the involvement of different people with different opinions is a shambles. The position is absolutely clear: the Labour party is discussing this decision, and we will listen to a variety of views before reaching a conclusion.

Commons ChamberI certainly recognise the importance of Devonport and all our naval bases in sustaining our naval operations, including the submarine fleet.
In the context of 17,000 nuclear weapons globally, we cannot gamble with our country’s national security. We have to plan for a major direct nuclear threat to this country, or to our NATO allies, that might emerge over the 50 years during which the next generation of submarines will be in service. We already know that there are substantial nuclear arsenals and that the number of nuclear states has increased. Russia is modernising its nuclear forces, actively commissioning a new Dolgoruky class of eight SSBN vessels, preparing to deploy a variety of land-based ICBM classes, and planning to reintroduce rail-based intercontinental missiles. North Korea has carried out three nuclear tests, threatened a fourth, and carried out ballistic missile tests in defiance of the international community. Iran’s nuclear programme remains a real concern: we see a worrying lack of progress from Iran with the international agency on the military dimensions of its nuclear programme.
The Secretary of State is right to discuss some of the new, emerging external threats, but the major external threat faced by this country is from IS—from jihadists. Would they not be encouraged if we threatened them with nuclear weapons?
There are of course current threats to this country from ISIL and the jihadists, as, indeed, there are from Russia’s behaviour over the past year or so, but we must also plan for future threats to this country, including nuclear threats. Some may well argue, like the hon. Gentleman, that in the face of terrorism and the other immediate threats that we have seen over the past year, a nuclear deterrent is somehow less relevant. That is an argument, but we have never suggested that those other threats should or can be countered by the nuclear deterrent. We are clear that the nuclear deterrent is the only assured way to deter nuclear threats.
Others have suggested that we should move away from continuous patrols and have a part-time deterrent, as if our enemies did not work the full week, but there is simply no alternative to a continuous at-sea deterrent that can provide the same level of protection and the ability to deter an aggressor. We know that because successive Governments have looked at the different options for delivering a deterrent capability. Most recently, the Trident alternatives review in 2013 demonstrated that no alternative system is as capable or cost-effective as a Trident-based deterrent. It also found:
“None of these alternative systems and postures offers the same degree of resilience as the current posture of Continuous at Sea Deterrence, nor could they guarantee a prompt response in all circumstances.”
All the previous studies have also shown that four submarines are required to maintain the continuous posture.
May I say at the outset that I have never been a member of CND, and am never likely to be a member? I have always supported NATO, and I did so at a time when there was great controversy about NATO and its role in the cold war. I have always believed that NATO is the most successful mutual defence pact in history. It kept the peace in Europe for 50 years until the end of the cold war, and it gave rise to the American nuclear umbrella, which I support, because I have no ethical objection to nuclear weapons. Of course, I would prefer a world without them.
We have not had the pleasure and privilege of a Labour spokesperson contributing to the debate, and we all very much look forward to that. Will the hon. Gentleman tell me whether the Labour party will oppose the motion, or is it going to abstain? What is his Whip telling him to do?
I have not had the pleasure of being asked to be a Labour spokesperson, so I cannot answer that question. What I can tell the hon. Gentleman is that I will go into the same Lobby as him, and I shall explain why.
I have no ethical objections to nuclear capability or to nuclear weapons. As I said, NATO is the most successful mutual defence pact the world has ever seen. It has never attacked anyone, unlike the Warsaw pact, and it kept the peace in Europe for 50 years. I am one of the people who regret the change in strategy that resulted in NATO becoming the world’s policeman. That was dangerous, and it has put enormous strains on NATO, but it is still an effective mutual defence pact. I shall argue that that is how we get our security, rather than with the mythical idea that we have an independent nuclear deterrent. There are two myths.
The decision to procure the existing Trident nuclear system was taken in 1980. My starting point is that the world has changed a very great deal since then. Back then, we were at the height of the cold war. We had a known nuclear adversary that had the capability to strike us and had stated its willingness, if provoked, to do so. We, in turn, felt that it was absolutely essential that we had the ability to respond at a moment’s notice. Thus it was that we concluded that we needed an inter-continental ballistic missile capable of being launched at a moment’s notice, and that because we did not know when our adversary would attack, we would sustain a patrol 24 hours a day, seven days a week, 365 days a year. There was logic in that position.
But, as I say, the world has changed. The cold war is over. The iron curtain has come down. The Soviet Union, which was our known adversary, no longer exists. In 1994, Britain and Russia de-targeted each other and changed their policy to say that we were not nuclear adversaries of each other. Yet nothing changed: since that time, we have continued with 24/7 patrolling. I join the Secretary of State in saluting those who have been involved in sustaining that for all that time. The Royal Navy and all those at the Faslane base and in the supply and support chains have mounted a gargantuan effort to keep continuous at-sea deterrence going, and they deserve great praise for that. It has been at considerable human cost and very substantial financial cost, but it is very much harder to discern quite what practical utility it is fulfilling in 2015 when we do not have a known nuclear adversary.
I am loth to interrupt the hon. Gentleman because he is making a very good case, but does not he agree that Trident is a weapons system designed for the Brezhnevs of the world, not the bin Ladens and the current threat?
Before the hon. Gentleman moves on from multilateralism may I say that, to me, Trident renewal is unilateral nuclear rearmament that is adding to the stockpile of nuclear weapons. The vote will be on Trident renewal. Will Labour Members oppose the motion, or are they happy to spend £100 billion and vote with the Tories in favour of an extra £30 billion of austerity?
To try to be fair to the hon. Gentleman, this is about replacement and maintenance of our deterrent. He does not believe in us having a nuclear deterrent. Labour’s position is the policy I have espoused, which is that we must look at replacing our deterrent. He disagrees and that is fine; that is his point of view and he will articulate it in his own remarks, but Labour does not agree with it.
The hon. Gentleman tempts me to respond. We will vote for the policy we believe in. That is the policy I am laying out before the House, and we will vote accordingly.
Multilateral disarmament works only if all parties feel more secure. Were the UK to abandon its nuclear deterrent on its own, and not in conjunction with other nuclear states, then neither the British people nor our NATO allies would feel safer.
It is a pleasure to follow the hon. Member for Harwich and North Essex (Mr Jenkin). I listened very carefully to his words, as I did with all the other Conservative hawks. Indeed, we have heard a few Labour hawks, too. I say to him that there is at least an intellectual consistency running through the heart of the debate. We heard it during the period of high Thatcherism when there was a real and substantial threat and we knew what we were up against with the Soviet Union. We are hearing it again now, but we do not know from where the threat is coming or from what we are trying to protect ourselves. I have no idea at whom these weapons will be targeted. Even if we had a nirvana of world peace, we would still have the Tory hawks arguing for their nuclear weapons. They would be telling us why they were an absolute necessity and why the deterrent would have to be a feature of every community in our country.
I want to get back to what motivates us. I know what motivates the hawks on the Tory Benches. They like their nuclear weapons—of course they do—and they think they are an important feature of this country. But we all come to this matter with a set of principles—a value system—that helps to inform the important decisions that we have to take as public representatives and legislators. That is our political and moral compass, and it helps us to determine our approach to public life and the important decisions that we take in this House.
Nothing is more important to me than my fundamental belief, desire and drive to rid my country of nuclear weapons and to end the absurdity, nonsense and madness of nuclear deterrence. For me, it is an unshakeable imperative and a moral, non-negotiable responsibility. I could never countenance agreeing to have nuclear weapons as an ongoing feature of my nation.
I am appalled that my beautiful country is defiled by the presence of these evil weapons of mass destruction, 40 miles from our largest city. My lovely Scotland—
Yes, I know what the hon. Gentleman is going to say, so let us get it over with.
The hon. Gentleman said that he had a principled position to rid Scotland of nuclear weapons, but he is prepared to join NATO, which is a nuclear alliance. Would he, as an SNP member in an independent Scotland, join the nuclear planning group and allow nuclear-armed submarines to visit Scotland?
That intervention was predictable. The hon. Gentleman is like a stuck record. I have been to Denmark—I actually sold 250,000 records in Denmark with my previous group—and for him to tell the Danes that they are a nuclear power would be a gross—
No, I will not give way. I have heard that so many times: Denmark, Norway, Spain. Canada, for goodness’ sake, got rid of American nuclear weapons and is still in NATO. The hon. Gentleman does not understand and I am not prepared to take an intervention from him. He is a stuck record, spinning round and round all day, and I think the whole House is sick of it.
My peaceful Scotland is host to the largest silo of weapons of mass destruction in western Europe. Lorries carrying all sorts of parts to service and keep this genocidal arsenal roll happily along the roads of Scotland almost unnoticed and untroubled with their death-maintaining cargo. Weapons of mass destruction such as Trident sit uneasily and angularly with everything I know about the fantastic values of my country. It is a country of social solidarity, trying to promote the common weal and strong community values, yet my country hosts the biggest arsenal of genocidal weapons in western Europe.
Is not the situation actually worse than that? A previous speaker talked about other nuclear installations around the country, but is it not the case that convoys are bringing these nuclear weapons through the city of Glasgow to get to Faslane?
I heard, and I am sure my hon. Friend is aware of these reports, that these cargoes were being shipped through the city centre of Glasgow only last week. That is what we have to put up with in Scotland: these death convoys on our roads.
I am so pleased that nuclear weapons and Trident became a defining iconic feature of the independence referendum. The progressive voices of Scotland got together and ensured that this debate was promoted and taken around the halls of Scotland. I am so proud that I was on the right side of the debate. I would never side with people who believe in nuclear weapons and who continue to support the case for them.
We are not even asking the House to scrap nuclear weapons, or even to reduce their number. We are simply asking the House not to agree to £100 billion of new nuclear weapons. We use the terms multilateralist and unilateralist, but by committing ourselves to Trident renewal we are indulging in a unilateral nuclear rearmament. We are adding to the stock of nuclear weapons worldwide, and that does nothing for the ambition mentioned by those on the Labour Front Bench of ridding the world of nuclear weapons and it does nothing for achieving any multilateral aim.
We are asking the House not to agree to pursue £100 billion of spending on weapons of mass destruction that can never be used. This will be the second time in two weeks that those on the Labour Front Bench and their colleagues will walk through the Lobby with the Tories. Last week, they committed themselves to £30 billion of further austerity, agreeing with the Conservatives. Today, they will march through the Lobby with the Tories to support them on the subject of £100 billion of spending on nuclear weapons. Last week, Labour said that it was all a gimmick. They have not described our debate today as a gimmick, although I have seen some reports of that, but they are still prepared to support the Conservatives on both issues. People are rightly asking what on earth Labour is for.
We need to hear exactly what people believe will be the biggest spending issue of the next Parliament. Already, £250 million is being spent each year on what is called the assessment phase—the lead-in phase to Trident renewal. Some £1.4 million a day is being spent on preparing for this weapon of mass destruction and an estimated £1.24 billion has been spent on the project so far. That just happens to be the same amount as the Chancellor has pledged to find in new money for the NHS.
We do not know how much this project will cost. We say that it will be £100 billion, but that figure was challenged by the Conservatives. The Secretary of State refused to say how much it would cost, and when he was challenged on the figure, we got nothing from him. We do not know the Government’s estimate of the cost of all this. They talk about the maingate decision in 2016. I suggest to Ministers that they should slam that main gate closed and leave it padlocked. This country does not want Trident renewal.
How can we justify spending so much money on obscene weapons of mass destruction when food banks are a feature of every community in every constituency in Scotland? The Westminster establishment parties have rarely been held in such contempt. The Westminster elite who run those parties can barely get more than 30% support in the polls. The Westminster establishment parties are so out of kilter with what the public want and the everyday experience of people in every community it is no wonder that they are held in such low esteem and that the House is held in contempt.
The motion is signed by members of the SNP, the Green party and Plaid Cymru, which suggests that we are beginning to do something different. It is an absolute challenge to the old failure of the Westminster—Tory/Labour, Labour/Tory, austerity-voting, Trident-supporting —establishment. We offer the people of Britain the opportunity of a different way of doing things: a progressive alliance that is not prepared to accept that we just go along with £30 billion of further austerity spending and the renewal of Trident weapons.
I am pleased about that, because it means that people in England, for example, do not have to vote for a Europhobic, immigrant-loathing, quasi-racist UK Independence party. They and my hon. Friend the Member for Brighton, Pavilion (Caroline Lucas) have something substantial to support and vote for. We have already seen the results, with a Green surge. No wonder that the Labour and Tory parties want Nigel Farage, another establishment public school banker, to take part in the election debates. It does not surprise me that they will do everything that they can to keep my hon. Friend and the SNP out of those debates, although the Prime Minister has stood up, rather late, for the inclusion of the Green party.
Let us see what these weapons do, and challenge and test the assumptions of my friends, the Conservative defence hawks who enjoy nuclear weapons so much. There were unashamed in saying that Trident and weapons of mass destruction were necessary as a virility symbol, allowing us to be part of the P5—as if the British people cared the least bit about any of that. The British people care about spending on the NHS and education. They are concerned about food banks. Being able to sit with other nuclear powers to play with their toys? I do not think that that is what the British people want, and we are beginning to see that in opinion polls here.
We are told that deterrence works because of all sorts of external threats. We have heard some really dodgy stuff about the prospect of using nuclear weapons against Ukraine, and including that in any discussion or debate.
If France, Britain and America do not dominate the P5, who does? There is always talk about other powers joining the P5. If India, or perhaps less savoury countries, joined the P5, that would not be good for British security and the democratic world. We are there for a purpose, which is to serve the democratic world, and we do it very well.
That is the difference between the hon. Gentleman and me. He believes that that is important, but I could not care less about that sort of thing. I believe that it is increasingly the case that the British people could not care less about that. We are struggling—there is real need and deprivation—with Tory obscenities like the bedroom tax. Does he honestly believe that people in the constituency of the hon. Member for Paisley and Renfrewshire North (Jim Sheridan) care whether they can sit around the table with the big boys and their weapons of mass destruction? No, I do not believe that that is the case, and the British people have begun to wake up to that.
The Government say that nuclear weapons defend us against threats. The biggest threat we face is from IS and jihadists, who would be almost delighted if we threatened them with weapons of mass destruction. They would celebrate and punch the air, because Britain would be turning it on—they would appreciate and enjoy it. This is a weapons system designed to deal with the Brezhnevs of this world, not the bin Ladens. It is a cold war response to a cold war situation, and it is ill equipped to deal with the very serious external threats that we face. North Korea is a cartoon caricature of a totalitarian state. Are we seriously suggesting that we contain these nonsensical states with nuclear weapons?
I do not even know whether we are an ally of Iran this week or an enemy, such is the state of continuing flux with all the former enemies who are now new friends. We cannot keep pace with identifying who these external threats are, but the only thing we must consistently have is nuclear weapons to threaten them. If there was ever a logic to nuclear weapons—it would be a perverted logic if so—it was the idea of mutually assured destruction during the cold war: “We could kill all you guys because you could kill all our guys.” It is utter madness to think that that is an applicable argument in this modern age with this new variety of threats.
We are going to spend £100 billion on these weapons of mass destruction that we will never use just so that the hon. Member for Harwich and North Essex (Mr Jenkin) and his friends in the Conservative Government can sit at the top table. This is on top of the £30 billion of extra austerity promised to us by both the Conservative party and the Labour party. People are increasingly talking about a new alliance with the 30 per centers, as we could call them—the Conservative and Labour parties, which cannot get above that figure. That is a realistic prospect, because this will be the second time in a week that they have voted together on such issues. There is a new way of doing things in this country and a new alliance is beginning.
The hon. Gentleman is expressing the view that nuclear disarmament is very popular. When was the last time that a Government in this country were elected on the basis of nuclear disarmament?
Let me tell the hon. Gentleman about the front page of a national newspaper in Scotland today showing that 60% of the Scottish people are now opposed to nuclear weapons. That is people in the constituency of the hon. Member for Paisley and Renfrewshire North, in my constituency, and in the constituency of the hon. Member for West Dunbartonshire (Gemma Doyle). This is now a popular movement that is beginning to gain traction.
Let me clarify this for the record. I have seen the figures that the hon. Gentleman mentions, and he excluded the “don’t knows” in that poll. In fact, fewer than half, not 60%, of people hold the position that he describes.
The hon. Lady and I have been through lots of opinion polls in the past year. If she is so confident about her position, she should go out on the hustings and explain why Scottish Labour is a nuclear party that is prepared to spend £100 billion on Trident renewal. That is what she will have to do, and I wish her all the best in trying to get re-elected on that basis, because there is now an alternative.
There is a new way of doing things. The Westminster establishment and the Westminster elite that run this place are beginning to experience real electoral difficulties. People across the country are recognising that the old ways of doing things are not good enough. Cold war weapons for an austerity future: that is what both parties are promising, and that is what will be rejected at the next election.
Every study that we have looked at so far has said four, so that is where we stand, and I hope that the hon. Gentleman does too.
Finally, I turn to the position advocated by my hon. Friend the Member for North Devon (Sir Nick Harvey), whom we found dancing on the head of a pin in talking about a bizarre new Lib Dem policy aspiration. Far from a minimum nuclear deterrent capability delivered with a two-boat option for dual use, he has developed a new policy on the hoof—not a part-time deterrent but a kit-part deterrent. Apart from the fact that neither of those options was even considered by the alternatives review, this has demonstrated that the Liberal Democrat party is—
claimed to move the closure (Standing Order No. 36).

Commons ChamberMore than 800 jobs have been lost across Scotland today as a result of the Secretary of State’s announcement. He is absolutely right to say that we cannot play politics with this and we have to put aside the constitutional issues. One way in which he could do that, if he is sincere and honest about it, is to say today that he will respect the decision of the people of Scotland next year, and that regardless of which way they decide, he will honour all existing work and contracts.
What the hon. Gentleman has not heard is that the contract for the Type 26 cannot be placed until the design is mature, and that will not be until the end of 2014. The Scottish National party is nothing if not glass half empty; what I have actually announced today is that thousands of jobs have been saved, but he chooses to present it as hundreds of jobs have been lost.

It is a pleasure to speak under your chairmanship, Mr Bone. I congratulate the Chairman of the Scottish Affairs Committee, the hon. Member for Glasgow South West (Mr Davidson), on opening the debate and outlining clearly the choices that will face the Scottish people in next year’s referendum. I agree with almost everything that he said—I think, though, that Helensburgh does have a good claim to be the capital of an independent Scotland. Apart from that, I fully agree with what he said about the future of Scotland and the choice that the Scottish people face in the referendum in October 2014.
In the referendum, the people of Scotland will have two choices. One is to maintain the Union; the other is to separate from the United Kingdom and form an independent Scottish state. For one path—keeping the Union—we have a very clear idea of what will be based at Faslane and Coulport. We know that the Royal Navy will stay there. We know that all the Astute class submarines will move to Faslane, which will become the base for all Britain’s submarines. We know that the number of jobs there will increase to more than 8,000.
For the alternative path—separation—we have very little idea of what will happen. I hope that the SNP Members present, the hon. Members for Angus (Mr Weir) and for Perth and North Perthshire (Pete Wishart), will give a clear explanation of what would happen should the SNP win the referendum and what the Scottish armed forces would be made up of.
The debate is entitled on the Order Paper “Terminating Trident—Days or Decades?” First, I want to touch on what I think would happen to Trident should the SNP win the referendum. The Scottish Government have been adamant that they would not lease to the UK or any other Government a base for submarines that were nuclear-powered or that carried nuclear missiles. I believe them. I think that that is something in which they are sincere, and that we have to take it as a starting point that Trident would go in days rather than decades.
However, as the Chairman of the Select Committee outlined, there are great practical difficulties. What would the United Kingdom do when faced with an eviction notice from an independent Scottish Government? The Committee, in our evidence-gathering sessions, took evidence from a wide variety of experts about whether it was possible to relocate Trident and the submarines elsewhere in England or Wales, and that just does not seem to be within the realms of practical possibility. My hon. Friend the Member for North Devon (Sir Nick Harvey), when he was the Minister for the Armed Forces, gave evidence to the Committee and described the cost as “gargantuan”. Other experts gave very large numbers. Therefore, there would be a cost problem.
The other problem would be location. Whereas it may be possible to replicate the facilities at Faslane elsewhere, replicating the facilities at Coulport elsewhere would be extremely difficult. The hill is very large. There are many such hills in Argyll, but finding such a large hill in the rest of the United Kingdom that was next to the sea and relatively close to where there was an industrial work force would be very difficult. I believe that only one place has been mentioned. The Welsh Government at one point put forward Milford Haven as an alternative, but I think that that met with objections from other people in Wales and I certainly have not heard that idea being floated recently. There would also be the problem of what to do with the petrochemical complex there.
The conclusion, I think, is clear. I simply do not believe that if the Scottish Government won the referendum and evicted the Royal Navy from Faslane, the United Kingdom Government would relocate elsewhere, because as well as the problems of location and the political problems, there would be the problem of cost. “Gargantuan” was how my hon. Friend the Member for North Devon described it, and the United Kingdom would lose 10% of its tax revenue when Scotland became a separate state.
I therefore think that the only choice open to the United Kingdom Government would be decommissioning. I think that the decommissioning would probably start fairly quickly after the referendum if the SNP won it. The timetable that the SNP has laid out is as follows: 18 months of negotiations, followed by Scotland becoming a separate state on 1 April 2016. During that time, of course, the devolved Government at Holyrood would have a mandate from the referendum to commence negotiations. I believe that they are sincere in their opposition to nuclear weapons and that there would be no point in the United Kingdom Government hanging about; I think that the decommissioning would probably start straight away. [Interruption.] From a sedentary position, the hon. Member for Perth and North Perthshire says that they would have no choice.
I am now confused by the hon. Gentleman. Rather than chuntering away from a sedentary position, perhaps he could get up and explain just what the position of the Scottish Government would be if they won the referendum. No, he has chosen not to do so. I look forward to his speech.
The Select Committee report said that, should the SNP win the referendum, it would probably take about two years for Trident to be gone from Faslane. There would be two years’ worth of work there—probably not as much work as there is at the moment—in the decommissioning process, but what would happen next? That is a big question on which we still await details from the SNP, but let us consider what other countries that are in a similar position to that of an independent Scottish state do with their defence.
Let us take one of the countries in what used to be termed by the SNP the arc of prosperity—Ireland. The Irish navy consists of eight patrol boats. However, eight patrol boats are not going to keep anything like the current Faslane work force in a job. It is also extremely unlikely that those eight patrol boats would all be based at Faslane, because what assets would an independent Scottish navy seek to defend? The key assets would clearly be the oil rigs and fishing grounds in the North sea, but as the Chairman of the Select Committee pointed out, that is entirely the opposite side of the country to Faslane.
I can imagine an incident on an oil rig, for which a patrol boat based at Faslane would have to sail down the Clyde, round the Mull of Kintyre, up the west coast of Scotland, through the Minch, round Cape Wrath, through the Pentland firth and eventually arrive at the incident. Clearly an independent Scotland would base at least half of its patrol boats at an east coast port—Rosyth, Aberdeen or Lerwick, for example. Even if Scotland’s navy were slightly bigger than Ireland’s and we had 10 or 15 patrol boats, probably only about six of them would be based at Faslane. That would keep only a handful of people in jobs.
We often hear references to the Norwegian and Danish navies from the SNP. They are certainly bigger than the Irish navy, but I have to point out that Scandinavian taxation is a lot higher than taxation in Britain or Ireland. People in Scandinavian countries pay about 10p to 15p in the pound more in taxation than people in Britain or Ireland do. I have never heard the SNP say that we would all be paying 10p or 15p more in the pound in taxes in an independent Scotland, which we would have to do to have a navy the size of a Scandinavian navy, but even if we matched the size of the biggest of the Scandinavian navies, there would still be far fewer jobs at Faslane and Coulport than there are at the moment.
I advise my hon. Friend not to put the chemicals that are contained in the nuclear fuses in the back of his Vectra. In fact, I would not put them in the back of anything that was not a nuclear bomb store. The fuses might not set off a nuclear weapon, but they might blow his Vectra back to the future.
Eight months for removing the warheads is correct. They are kept separate and can be detached and taken somewhere else. As for it taking up to 25 years to relocate the facilities, all the analyses now available publicly in the “Nowhere to Go” document by the Campaign for Nuclear Disarmament show that there is nowhere for the weapons to be relocated. There was nowhere all those years ago that was thought to be isolated and secure enough to install the nuclear weapons. Now, given the population changes in the conurbations around those areas, it is unlikely that anywhere would allow those weapons to be installed. The question of relocating them, therefore, could not be resolved unless there was some sort of dictatorship of Government on the people in the UK. Certainly, the idea of putting them in Wales or Northern Ireland would cause a massive uprising.
Should we even be thinking about moving the weapons somewhere else? It is a fantasy to think that in the event of a nuclear conflagration, Scotland would be safer having them somewhere else that was not Faslane or Coulport. Do we really think that an enemy of the UK would not want to bomb the establishments based in my constituency in Grangemouth, where the North sea oil and gas comes in, just because we put the weapons somewhere else? What are we going to do? Are we going to paint CND signs on the tops of all the buildings in Scotland? Let me own up to something. When I was leader of a council, we actually did put CND signs on our vans. Somebody pointed out that we should have put them on the roof because they could not be seen on the side of the vans, but we were young and foolish then. I have learned now that it is a nonsense to say that we are not part of the UK because we do not have the bomb any more and that if there were a conflagration we would be safe. I thought that the SNP Government and Alex Salmond, who is just about my age, had also grown up.
Of course it is right to say that if there were a nuclear strike, it is unlikely that Scotland would be spared the consequences, but should one not reflect the values of one’s community or one’s nation and say, “We refuse to hold these weapons. We refuse to threaten other peoples with these weapons.” Should we not be doing what we can to reflect the views of the Scottish people in this matter?
The hon. Gentleman is actually a little bit late. Having campaigned with the Labour movement over many years, my understanding is that more than 70% of the people of Scotland are already against these weapons. Therefore, changing the mood of the people in Scotland by removing the weapons is not the point. I want to see the mood changed throughout the United Kingdom so that we can persuade a Government in the future—a Labour Government, I hope—that we should be moving in the direction of taking the weapons out of the whole land mass of the UK; that is my aim. If my SNP colleagues, who support the idea of ridding the world of these nuclear weapons, want to go off and hide in a corner then they can do so, but they should not pretend that it is sensible Government policy. I am working up to my next point, “Don’t dump the people.”
I would not necessarily drift into unparliamentary language, such as “hypocrisy”; I think that is ill-judged and unfortunately a negative force in politics. I worry about the principles of the SNP. The issue is not independence, but the tenets on which the SNP bases its independence argument, of being separate and somehow thinking that it can be detached from other people’s concerns.
I am a socialist; I still want to see a world socialist organisation that tears down capitalism. If we have not learned the lesson from what the gamblers in the banks did—it was not gamblers in the Government, but gamblers in the banks—to our nations, not just here but throughout the world, then we have learned nothing. Of course, this Government have learned nothing from all that, as we can see from the policies that they are involved in at the moment.
The figure given by my hon. Friend the Member for Glasgow South West (Mr Davidson), the Chairman of the Scottish Affairs Committee, was that 6,700 jobs—possibly up to 8,200 jobs—rely on Trident at the moment. There is also the question about all the other jobs that are attached to it, such as shipbuilding and the industries and supply sources that feed into it. I do not want to see those people made redundant; I want to see these people being reskilled, redeployed and creating useful things for our nation.
That is the one thing missing from the SNP’s arguments—the SNP has not done that work. It has not worked out how to deal with this question. The idea is that we just empty the warheads out of Trident and put all the soldiers in who are going to come back and volunteer, before they are quickly made redundant because £2.5 billion of budget will not keep many soldiers in a job and Scotland certainly will not have a navy, or many helicopters or planes to fly. It is a joke, it is unfair and it is an insult to the Scottish people to say, by assertion, “We can do this and it will all work.”
Instead we can look at the people who have been arguing closely alongside me—or me alongside them, I should say, because I respect them and their contribution is much greater than mine. For example, there are the people from the Bradford Disarmament Research Centre, including Dr Nick Ritchie, who has been doing tremendous work. The centre produced a report on Trident in 2008, “Trident: What is it For?”, which argues and shows that Trident is not for anything in the modern world, quite frankly; Trident is a nonsense. The centre talks sensibly, as the SNP should be doing to challenge the assertions that are made and the questions that are asked by the Scottish Affairs Committee. The centre produced another report in 2009, “Stepping down the Nuclear Ladder: Options for Trident on a Path to Zero”, which worked out how we can go—step by step—away from these weapons and what we can do with them. In 2010, the centre produced the report, “Continuity/Change: Rethinking Options for Trident Replacement”. These reports are fundamental sources of information about how we can move away from a world, and a UK, that has nuclear weapons in its armoury, and use the money for something much more useful.
However, what do we have from the Government? What we have from the Government is the fact that they are going to step up the main-gate costs in 2016. Those costs are going to be enormous and we will be landed with another generation of weapons, like for like, that is not justifiable, that was never justifiable according to the 2008 report I referred to, that is not sustainable and that should not be moved along with.
As we know, a commission is sitting and considering the question of the future of Trident. I had the pleasure of going along to one of the discussions around the review, “Trident Alternatives Review and the Future of Barrow”. Why do I mention Barrow? It is because that review is the kind of work that the SNP Government should have been doing if they really meant to remove Trident and if they were not just about government by assertion or politics by gesture. That is the kind of work that should have been done, but I see none of that work being done by the SNP. That review argued very strongly that if we want to have a situation where Barrow, which builds these submarines, will be without that work, we must invest £100 million per year in that community to reskill people and look to the future. If that process continued, there would then be a new set of people with a new set of skills, who would build an economy in that area.
The SNP has done none of that work. What are we going to have? Heathers and bagpipes up the Kyle of Lochalsh? Is that what the future is going to be about? Is it going to be about emptying out the area and letting the people drift away, and hoping that the people who remain there will somehow attract tourists who will give them handouts? The work has not been done.
I will tell you an interesting fact, Mr Rosindell, as you have taken the Chair. When I looked into my wife’s ancestors, I discovered that her third great-grandfather was the ferry manager from Ardentinny to Faslane. In his day, there was an agricultural community on both sides of the water, and that route became a route for people to go down into the central belt of Scotland; sadly, that emptied out most of that area. The idea that we could not have people living there with high skills, in a very attractive area, who could work in the conurbations of Scotland and commute, or in fact who could create whole new industries in that area, is a nonsense.
Let us consider a parallel. When I first came into the House, I went down to visit Baglan Bay. Baglan Bay was a BP refinery and chemical site, because we thought that the oil would come from the other side of the world and to the west coast of the nation. BP realised that would not make sense, because of North sea oil, so it shut down Baglan Bay, slowly but surely. However, there are more jobs in that area today than there were when BP had its refinery and when there was a chemical industry there, because the Wales Office, which was then responsible, planned for the change, trained people for it and put the infrastructure in for it. None of that type of work has been done by the SNP Government, because they live by assertion; they do not live by standard logic and proof.
I have listened very carefully to the hon. Gentleman’s remarks. Like me, he is passionately against nuclear weapons; he believes that we need to rid the world of this scourge—this immoral curse that we have on our land. We say that we will get rid of them after we secure independence. He wants rid of them too, so what is his plan for jobs once he secures his ambition to ensure that Trident is cleared from Faslane? What would he do for jobs?
I am very happy to answer that question, because I have just given the example of the work that has been done on Barrow. People who are looking at the future of the UK without nuclear weapons are looking at what it takes. It is not a matter of location; it is a matter of industrial, manufacturing and education policy. Whether or not we had stopped making gas lanterns in Faslane and we were going to make some new things for the nation, we would have to plan and train, put people in the skill set, and give them the infrastructure. Whether something is made redundant by technology or by the movement of history, such as the movement of agricultural workers to the conurbations, it is a cycle. A nation must plan ahead for the people and for its needs in the future.
That is what is missing. A very legitimate question was asked by the Scottish Affairs Committee, “What do you do in this situation?” The Committee is asking the SNP Government to answer that question, and it is getting nothing; it is getting silence. I do not think that this argument about Trident adds to the arguments for independence, but it would be nice to think that the Government of Scotland at this moment were planning to do something and would put forward a plan that the people could look at, but they are not doing that. Instead, they are saying, “Jump off the cliff. It’s all right, you’ll find the water’s warm when you land.”

I welcome this debate, because everybody knows that Trident will be a huge, iconic issue in the 2014 independence referendum. It will probably shape a number of people’s impressions about independence, and it could have a major influence on how people choose to vote. We can be absolutely and abundantly clear—every Member in the Chamber understands this—that if there is a yes vote in the independence referendum, Scotland will be clear of the scourge of the immoral weapon of mass destruction that is the Trident system. The Scottish people and the Scottish nation will no longer host the UK’s arsenal of these appalling weapons; our nation, our society and our community will no longer host Trident weapons.
Trident will be removed as quickly and safely as possible—that is what we have said. If colleagues here want to agonise over what “quickly and safely” means, we will leave that up to them. We will co-operate, sit down, discuss, negotiate and be as helpful as possible, but our intention is to get rid of Trident weapons as quickly and safely as possible.
We would sit down with the Government today to start discussing how that will be achieved, but they have famously refused pre-negotiation. We have no intention of having pre-negotiations with the Government; we understand why they, quite rightly, would not want to pre-negotiate any aspect of independence, which would seem like they were conceding the result, but they should, for goodness’ sake, sit round a table and at least discuss the issue. Surely, we should try to work together in the spirit of the Edinburgh agreement and to find the best outcome, whether there is a yes vote or a no. It is surely in the Government’s interests to sit down with the Scottish Government to work out what would happen to their weapons system if the Scottish people decided to vote yes and wanted rid of the whole thing.
The UK Government asserted only quite recently that they would not conduct those negotiations. Did the Scottish Government request talks before that?
We have consistently told the Government—not just on Trident, but on a number of other issues—that we need to discuss round the table what will happen in the event of a yes vote for Scottish independence.
The hon. Gentleman wants the UK Government to sit down with him, but the work force at Faslane and Coulport want the SNP to sit down with them and to tell them what jobs there will be after independence. When the debate finishes, will he sit down with representatives of the work force at Faslane and tell them the SNP’s plans for it?
They will be negotiating not with me but with someone further up the pay scale. Today, I have heard some of the evidence presented in the Scottish Affairs Committee, and it would be an absolute pleasure and joy to sit down with the trade union representatives for Faslane to describe and explain our ambitions for Faslane. We have clear and ambitious projects for a conventional base at Faslane. We will try to reassure the work force and to make sure they understand what we are trying to achieve, instead of being told some of the myths we have heard today.
I am disappointed the SNP defence spokesperson is not here. I think this is the second debate on Trident he has been absent from. When I challenged him on this issue, he said we could not have negotiations until after Scotland had taken its decision. What exactly is the SNP’s policy?
We want to do what was set out in the Edinburgh agreement, with both Governments planning for the outcome so that we achieve the best possible result for a yes or no vote. We will enter the negotiations with the best possible intent, and we will hope for the best possible outcome. All we are trying to do now is encourage the UK Government to approach the discussions on the same basis. So far, they have refused to do so.
It is nice to have the hon. Lady here, but where, for goodness’ sake, is the shadow Defence Secretary? He gave a rambling interview the other morning. When he was challenged about Labour policy on nuclear weapons, he said:
“We’re not a unilateralist party. I mean, that happened in the ’80s, that was a flirtation with surrealism. We’re not a unilateralist party and we’re not going to become a unilateralist party.”
He added:
“We’re in favour of the UK retaining a nuclear capability”.
The Labour party is totally committed to remaining a nuclear party; it will renew Trident, and it will probably replace it like for like—that is what we have with the Labour party.
I have no idea what the report is intended to achieve. The rather silly Scottish Affairs Committee set out to blow a hole in the yes campaign’s ambitions for Trident, but all it has done is to suggest how easy those ambitions are to achieve—thank you, Scottish Affairs Committee. To be clear, the Committee is one of those strange, dysfunctional Committees; it is a really bizarre concoction just now. It is composed exclusively of Unionists, and it produces reports for Unionist consumption.
The hon. Gentleman is being very generous with his time. I am a proud member of the Scottish Affairs Committee. There is an SNP member, but, unfortunately, she has not taken her seat for quite some time. Why is she still missing in action? If he is concerned that the Committee is made up only of members of Unionist parties, he might like to take her seat.
I think the hon. Lady knows exactly why we are not taking our place on the Committee. We will not take up that place as long as the hon. Member for Glasgow South West (Mr Davidson) remains in the Chair. Given the way our female member of the Committee was treated, we will not take up that place. The place is available, and we will come back to it, but not as long as the hon. Gentleman is in the Chair.
No, I am not discussing this any further with the hon. Gentleman, if he does not mind.
The Scottish Affairs Committee is the most bitterly partisan parliamentary Committee anywhere in the UK. Outside Unionist circles, it has lost any credibility it had. I was a member of the Committee, as was my hon. Friend the Member for Angus (Mr Weir). We served under distinguished Chairs—in my case, Mohammad Sarwar. The Committee produced reasonable reports, which were accepted across the political spectrum—but no more. A Committee that cannot even bring itself to say the word that will go on the independence ballot does not deserve the time, effort or credibility it thinks it should have.
What did the report actually say? This is really good. The Committee found out how easy it would be to get rid of nuclear weapons in an independent Scotland. The Chairman even went as far as to suggest that Scotland could be disarmed in a matter of days. The missiles and submarines could be discharged in a matter of two years. That is music to the ears of all of us who have campaigned so long and so hard for our nation to be free of nuclear weapons. The Scottish Affairs Committee did a fantastic job by telling us how easy it would be, although given its partisan approach, I have no idea why it decided to do so. I do not know whether any of its members are still to speak, but if they do, they must tell us why they produced a report suggesting that it would be so easy to get rid of Trident from Scotland.
The Committee also tried to suggest what the rest of the United Kingdom might want to do, and presented a few options—perhaps even a few sensible ones. Were the UK Government grateful or happy at that? Not a bit of it. The response totally ignored all the suggestions and proposals. The Government refused to look at anything. They were not even prepared to consider the suggestions of the Scottish Affairs Committee. What a waste of time. The UK Government must get over their self-defeating, almost petulant and childish, behaviour. They should sit at the table with the Scottish Government for talks about what they would do to get rid of Trident when we vote yes in next year’s independence referendum.
We now know that only a yes vote in the referendum will get rid of Trident. The Tories, of course, are committed to Trident. They want to spend £100 billion renewing it. The Liberals—I am, as usual, not so sure about them. They are conducting some sort of review. The hon. Member for North Devon (Sir Nick Harvey) did some fantastic work on it, and it is now in the hands of the Chief Secretary to the Treasury. We have no idea, as usual, what the Liberals intend to do. I think theirs is a unilateralist party.
No, it is not. I think they are against nuclear weapons: it is just that they quite like Trident. That is the Liberals, anyway: we will leave that aside.
The hon. Gentleman has been speaking for 11 minutes. Will he stop the comedy routine and get back to the substance of the debate? Many people in Scotland are waiting to hear what plans the SNP has for when Trident is moved out—in a matter of days after independence, as now seems to be the intention. When will he get to that detail?
As usual, it is only from the Scottish National party that opposition to what is proposed will be heard. The hon. Gentleman suggests that I should stick to my script, although no one else who has taken part in the debate has been anywhere close to doing that, which is slightly ridiculous.
The Labour party would replace Trident, like for like.
I have been speaking for 11 minutes, as the hon. Member for Edinburgh West (Mike Crockart) said, and want to allow others to speak.
We now know that the Labour party will continue to be committed to Trident, so the only way to get rid of nuclear weapons from Scotland, and clear us of that scourge—that immoral weapon of mass destruction—is to vote yes in the independence referendum.
I have given way to the hon. Gentleman twice already.
A yes vote would get rid of a weapon of mass destruction, and we are not allowed to keep it anyway. If we were to become a new nation after independence, as the no campaigners claim we would, we would not be able to keep nuclear weapons under the non-proliferation treaty. New nations are not allowed to host nuclear weapons, so it would be illegal under international law for us to have them. We would have to get rid of them and it would be up to the UK how to deal with that.
Scotland wants rid of nuclear weapons. As my hon. Friend the Member for Angus put it, even Scotland’s Westminster MPs want rid of Trident. Not long ago, in 2007, 33 voted against Trident and 22 voted for it. They are in good company, because the majority of people in Scotland want rid of it, as do the Churches and the trade unions. Every part of civic society supports the notion that we must get rid of that weapon of mass destruction. That is why I say that Trident will be an iconic issue in the referendum—because so many people in Scotland oppose it.
I cannot give way, because more hon. Members want to speak.
Trident is a system for the Brezhnevs of the world, not the bin Ladens. It is for another age, and people understand that. Yet the Government will spend up to £100 billion on renewing it. Can we believe that? In a triple-dip recession—a time of austerity, the bedroom tax and hard living for most of our constituents—they are prepared to spend £100 billion on the renewal of Trident. That is an appalling decision for any Government. Scotland’s share of the upkeep alone is £163 million, and there is so much more that we could do with that, as my hon. Friend the Member for Angus said. Faslane will have a fantastic future as a conventional naval base. As an independent country we will be able to respond to our own defence needs.
I cannot give way. I am just finishing. We have our own defence needs and strategic requirements and the Scottish people have a fantastic opportunity to rid themselves of an evil weapon. If they want Trident out, they should vote yes to Scottish independence. The case is already overwhelming and compelling. The ability to rid Scotland of such an evil weapon of mass destruction helps that case.
It is a pleasure to serve under your chairmanship today, Mr Rosindell. I am grateful to have the opportunity to contribute to this important debate and to follow my hon. Friend the Member for Airdrie and Shotts (Pamela Nash), who made an important contribution, bringing the perspective of the vital international context to our discussions. As she said, the defence and security of any nation or state is the key responsibility of a Government.
Debates on the future of the nuclear deterrent have been and will continue to be an important aspect of the referendum discussions that are already well under way throughout Scotland, and indeed the rest of the UK. The significance of the issue has been demonstrated by the decision of the Scottish Affairs Committee to focus one of its inquiries fully on the subject. Furthermore, we have Members from throughout the rest of the UK attending the debate today, which shows how important it is. The report, which I read with interest, raises a number of key points about the deterrent and points out possible outcomes and situations that might arise. The facts about the available options for the future of the deterrent, were Scotland to leave the UK, leave no one feeling particularly satisfied with any of the potential outcomes.
The UK’s nuclear deterrent has been the cornerstone of our national security for more than half a century, and although the cold war divisions have gone, they have been replaced by new threats. We support retention of the minimum, credible, independent nuclear deterrent. The last Parliament voted to proceed with the initial stages of renewal, and we support that decision, although I am aware that some hon. Members here today voted in a different way in Parliament.
We eagerly await the outcome of the Lib Dem alternatives review. I confirm that the comments attributed to my right hon. Friend the Member for East Renfrewshire (Mr Murphy), the shadow Secretary of State, and to me in this debate are not the case. I stated clearly that we had not committed to like-for-like renewal of Trident, which is why we are awaiting the outcome of the alternatives review. Our position has been clear throughout. If the hon. Member for Perth and North Perthshire (Pete Wishart) does not believe me, CND and Labour CND have tweeted that I said that here today. If he will not take my word, perhaps he will take their word. I do not often rely on them for comments.
Will the hon. Lady clarify Labour’s position on the nuclear deterrent? What is its trend of thinking? Will a Labour Government renew Trident or not ?
I am happy to repeat that as often as the hon. Gentleman wants, but I suspect that colleagues would like me to move on. I have said again and again that we are awaiting the outcome of the alternatives review and, as I have just said, we are committed to retaining a minimum, independent, credible, alternative deterrent. Before deciding how that will be provided, we await the review, as do all other parties in Parliament, and we will then see what it says. I have told the hon. Gentleman this about four times, and I hope that he now understands the position.
I am a little concerned about progress on the review. I understand that the Royal Navy has not been asked for its opinion, and it should be. I believe that the Chief Secretary to the Treasury, who represents Inverness, Nairn, Badenoch and Strathspey and who is leading the review, does not even have a pass for the Ministry of Defence building, so I am not sure what work is ongoing, but everyone is eagerly awaiting it.
We absolutely support a policy of multilateral disarmament, and like everyone who has spoken here today, I want a world free of nuclear weapons. The last Labour Government made progress in reducing the number of warheads from 300 to 160 just before the 2010 election.
The Committee outlined a number of alternative possibilities for the deterrent’s future, and it is clear that if the people of Scotland vote to break off from the rest of the UK, a separate Scotland will have to decide, in negotiation with the UK Government, the future of the nuclear deterrent, whoever the Government of a newly separate Scotland are. I do not presume, as the hon. Member for Perth and North Perthshire did, that that will be an SNP Government. The nationalists have, as with all other issues, made a series of assertions without any basis, so it falls to us to consider the reality.
The Committee considered that if the Government of a newly separate Scotland decided that they no longer wanted to house the nuclear deterrent or, conversely, if the Government of the remaining UK decided they did not want to base the capability in a foreign country, one option might be for the deterrent to be decommissioned and taken out of service. However, that does not seem likely because the UK Government are committed to retaining a nuclear deterrent.
The Committee also looked at the options for the short-term relocation of Trident, and specifically how the UK’s allies might be involved in providing a temporary base. One option would be to work with the USA at its submarine base in Georgia, but, as the Committee noted, questions would probably arise about the perceived independence of the capability. For most people, independence is a key desire behind having a nuclear deterrent, and the same argument might be applied to the Committee’s consideration of stationing the deterrent in France. Although it is closer and the geography would make things easier, there might be problem with finding sufficient space to house it.
A more likely outcome is that the UK Government would seek to relocate the capability elsewhere in the UK. Hon. Members will be aware from the Committee’s report that relocation of the deterrent is not a simple process. Apart from identification of an alternative site and the issues of physical relocation, the exercise would be extremely expensive. Some sources have suggested that it could cost £20 billion to £25 billion. The previous Minister for the Armed Forces made it clear that the cost would dwarf the £3.5 billion cost of recent upgrade work at Faslane.
I have visited the naval base on the Clyde. Any other hon. Members who have done so will know that it is akin to a small town with a range of facilities and accommodation, as well as the necessary equipment and infrastructure to provide a centre for our submarines.
Estimates that the deterrent will remain in Scotland for anything up to 20 years while a new base is developed raise serious questions, which need to be addressed and which cast significant doubt on the nationalists’ view that voting for separation equals unilateral disarmament. I am far from convinced that even unilateralists would see that as a victory, and comments during the debate today back that up. I believe in multilateral disarmament, and there would not be a victory for anyone in simply moving the nuclear capability deterrent 165 miles south. Surely our interests are best served by working internationally with our allies, partners and other countries towards multilateral disarmament.
The UK is committed to retaining a deterrent, so the most likely outcome is relocation to elsewhere in the UK. That would mean removal of Faslane and with it thousands of jobs on the base and in our wider industry, the future of which is far from certain under these plans. The report states:
“Several witnesses in our inquiry commented on the vacuum of discussion on how separation would affect defence in Scotland”.
More than one major defence employer in Scotland has recently expressed similar concerns to me that there is so little detail about the nationalists’ plans for separation and defence in a separate Scotland that it is extremely difficult seriously to engage in any way with the question of what separation would mean for defence and the defence industry in Scotland. That is a fair comment.
Most sensible people would say that if the case has not been made and information is not there, the answer must be no. The nationalists are certainly failing to put any meat on the bones of their randomised top-line numbers. I can give them some numbers: 6,500 jobs at the naval base, about half and half military and civilian, and a conservative estimate of 4,500 jobs supported throughout the wider economy with £270 million pumped into the Scottish economy every year. That is what the nationalists want to scrap. The shop stewards are right to demand answers. They deserve to have the information to give to their members so that we can have a proper discussion.
The nationalists want to assure us that when they have told the Royal Navy to take all its submarines, nuclear-armed and nuclear-powered, out of Scottish waters, nothing will change at Faslane and Coulport. I have even heard a west of Scotland MSP claim that more people will be employed at Faslane after separation. I hope that they are beginning to realise how ridiculous their claims are, because they are insulting my constituents. The nationalists should make no mistake. Without the Vanguard subs, there will be no Faslane and no jobs, but a seriously wounded local economy.
When the Navy has gone, the civilian jobs will go, because they support the Navy. An employer to whom I spoke recently acknowledged that removal of Faslane would mean starting with a blank sheet of paper. It would not mean, as the SNP want to say, that jobs will be protected.
The SNP says that it would have a joint service headquarters as well as basing the Scottish navy at Faslane, but they will not give us any detail. I watched the hon. Member for Perth and North Perthshire nodding vigorously as Members challenged him, asking him very politely to provide information in his speech, but he gave not one jot of detail. There was nothing at all. Even the retired Lieutenant-Colonel Stuart Crawford, whom I would describe—I hope I am not misrepresenting him—as an independent military expert who is sympathetic to the idea of independence, stated that the maximum number of jobs that he could see Faslane supporting would be around 1,000 to 1,500. That is his opinion, not mine.
Other commentators have asked, as did my constituency neighbour,the hon. Member for Argyll and Bute (Mr Reid), that if the primary job of the Scottish navy was to protect the oil platforms, what sense would it make to base the naval capability on the west coast of Scotland? Do not get me wrong—I will always argue for that, no matter what situation we are in, but we have to look at the facts here. It is worth noting that the job of protecting the oil platforms is currently done by non-militarised agencies, so I am not sure how those people would feel about their jobs being shunted, so that Salmond’s navy could come in to take over.
Today is a very significant day in the referendum campaign because public scrutiny is being given to a leaked Scottish Government Cabinet document, which the Minister has referred to. It reveals the truth about the nationalists’ spending plans in a separate Scotland. It is worth looking at exactly what it says. On defence, the Scottish Finance Secretary, John Swinney, wrote:
“Historically defence spending in Scotland has been lower than Scotland’s population share of the UK defence budget.”
In saying that, he demonstrates that he, like his colleagues, does not understand that spending on overseas operations cannot be attributed to various parts of the regions and nations of the UK. He continues:
“I have made clear to the Defence Workstream that a much lower budget must be assumed.”
I hope that the bluster will now stop. There will be less money, not more, spent in a separate Scotland on defence.
I am just checking how long I have been speaking for—I could go on, but I will draw my comments to a close, so that the Minister has enough time to sum up. All I would say in conclusion is that I do not see how anybody can be particularly happy or satisfied with the outcome of the possibilities for the deterrent—[Interruption.] I have already told the hon. Member for Perth and North Perthshire what our position is, so he can pipe down, quite honestly. I do not see how anyone can be satisfied with the outcomes for what would happen to the deterrent in a separate Scotland. It is highly unlikely that the situation would lead to unilateral disarmament, and it is highly likely that thousands of jobs on the west coast of Scotland would be lost. That is what the nationalists are arguing for today.
The Minister says that he is interested in multilateral disarmament, but why are the UK Government perhaps the only Government in the world who are investing in unilateral nuclear rearmament, with Trident renewal?
The hon. Gentleman, if I might say so, reveals a certain ignorance, as the point is that weaponry has to be kept up to date. It is rather like saying, “Could we not use a one-rupee jezail when fighting in Afghanistan?” I am afraid that those were the days of Kipling, and while the Afghans may have been very accurate, we prefer to use modern weaponry.
The UK has an excellent record in fulfilling its disarmament obligations—as the hon. Member for West Dunbartonshire (Gemma Doyle) said, in relation to the previous Government—under the nuclear non-proliferation treaty, as demonstrated by the latest round of stockpile reductions that we announced in the strategic defence and security review. We probably have the smallest nuclear force of the recognised nuclear weapon states and, uniquely, the UK relies on a single platform, a single weapon system and single warhead design for the delivery of its nuclear deterrent.
However, we continue to work to create a safer and more stable world in which the UK and others can relinquish their nuclear weapons, but we are not there yet. Therefore, nuclear arsenals remain, as does the danger of further proliferation, especially in regions of instability and tension, so we believe that a nuclear deterrent is likely to remain an important element of our national security. Given the uncertainties of the international environment, it would be folly to pursue a policy of unilateral nuclear disarmament. As President Obama said in Prague in 2009, the threat of nuclear war has gone down, but the threat of nuclear attack has gone up.
The UK’s nuclear weapon capability is designed to deter and thereby prevent blackmail and acts of aggression against our vital interests that cannot be countered by other means. It also supports collective security, through NATO, for the Euro-Atlantic area. The UK Government have thus committed to maintain the strategic nuclear deterrent and to continue with the programme to renew it as debated and approved by a significant majority in Parliament in March 2007.
The Government’s policy is that the Vanguard class submarines will be replaced at the end of their lives, in the late 2020s and early 2030s, by a successor submarine, again carrying the Trident missile, subject to main gate investment approval due in 2016. The Government are committed to continuous at-sea deterrence. In times of tensions or crisis, such a posture neither escalates nor de-escalates matters and maximises political freedom of manoeuvre. A submarine-launched ballistic missile system offers invulnerability, range and endurance. All promote the credibility of that deterrent and provide the ultimate safeguard for our national security. I pay tribute to the crews of our submarines and their families, and all the men and women, both military and civilian—including at Faslane—engaged in Operation Relentless, our country’s most enduring current operation, which has been in place for nearly 45 years. I thank them—Scots, English, Irish and Welsh—for their unwavering dedication.
The UK Government’s position on the referendum on Scottish separation is clear: Scotland benefits from being part of the UK and the UK benefits from having Scotland within it. Scotland has played an indispensable role in the development and history of the multi-nation UK. As a result, the UK has developed and flourished, and its constitution, laws and institutions underpin one of the most successful partnerships of nations in history.
If the result of the referendum on Scottish separation were to lead to the current situation being challenged, other options would have to be considered. It would be an enormous challenge to reproduce the facilities that we have at Faslane elsewhere, as we have heard, and any alternative solution would come at huge cost. It is impossible to estimate how much that would be, as it would depend on many factors, including time scales and the precise scope of the facilities that might be required, but it would cost billions of pounds and take many years.
Let me now make this point about Her Majesty’s Naval Base Clyde. The hon. Member for West Dunbartonshire (Gemma Doyle) represents—[Interruption]. A constituency not far away; the hon. Member for Argyll and Bute (Mr Reid) does indeed represent Clyde itself, and Helensburgh, where I went last year. Her Majesty’s Naval Base Clyde underwent a significant investment programme to prepare it for the introduction of the Vanguard-class submarines and the Trident missile system. That programme cost in the region of £3.5 billion at today’s prices, and that built on decades of investment in the base infrastructure and associated housing.
In April 1963, the Civil Lord of the Admiralty, Ian Orr-Ewing, whom I remember and who died only about 15 years ago, informed the House that the operating base for the planned fleet of Resolution-class Polaris ballistic missile submarines needed to be near deep water, to offer easy navigational access and to be a short distance by sea from the associated armament depot. He informed the House that it had been decided that Faslane was the area that was operationally most suitable for the basing of the submarine fleet. My hon. Friend the Member for North Devon (Sir Nick Harvey) pointed out that it is a perfect site. In this varied United Kingdom, we do not have a better site.
That decision was reviewed in the early 1980s, alongside the decision to introduce the Vanguard-class submarines. It was concluded that the Clyde continued to offer the best location. Nothing has happened since to alter that conclusion. Indeed, the Clyde has been chosen as the submarine centre of specialisation, and all our submarines will be based there by the end of this decade, which brings the additional benefits to the region that have been mentioned.
We have mentioned employment at Her Majesty’s Naval Base Clyde, but I now return to that, because it is the largest employment site in Scotland. The base is a major source of employment for highly skilled workers and a significant contributor to the local economy. The rise in the number of jobs during the next decade accompanies the move to base all royal naval submarines on the Clyde to achieve economies of scale and the greater effectiveness of collocation. That symbiosis of a submarine centre of specialisation and associated contractor and base support is a matter of pride, I would have thought, for the UK, for Faslane and for Scotland.
As the collocation benefits would be required in any alternative location, there would be no question but that the entirety of the submarine enterprise on the Clyde would be relocated if the nuclear deterrent force had to move. It is for those who demand the withdrawal of the Vanguard-class submarines from Faslane to explain how the quality and quantity of employment in the region would be matched if the enterprise had to be relocated.
As the UK Government have no plans to disarm unilaterally, there would inevitably be significant time and cost implications if an independent Scottish Government demanded the withdrawal of the UK deterrent. For reasons that I have already described, the UK Government will not pre-negotiate the departure of Scotland from the UK. Therefore, scenarios mentioned in the Scottish Affairs Committee report under which the UK may negotiate a basing agreement for the deterrent with an independent Scottish Government will not be discussed before to the outcome of the referendum and, God willing, will never need to be discussed.
As was said by the hon. Member for Airdrie and Shotts (Pamela Nash), who has just left the Chamber, NATO is a nuclear alliance, and it will remain a nuclear alliance while nuclear weapons remain in existence. NATO’s “Strategic Concept” of 2010 and the “Deterrence and Defence Posture Review” adopted at the NATO summit in Chicago only in May last year make that unambiguously clear. Those documents also make this clear:
“The supreme guarantee of the security of the Allies is provided by the strategic nuclear forces of the Alliance, particularly those of the United States; the independent strategic nuclear forces of the United Kingdom and France, which have a deterrent role of their own, contribute to the overall deterrence and security of the Allies.”
The contribution made by the UK’s nuclear forces is much valued by our NATO allies, and membership of NATO comes with responsibilities. One cannot join NATO and pretend that it is not a nuclear alliance, for it is, and one cannot join NATO and reject the concept of nuclear burden sharing within the alliance.
It is clear to me that a separate Scotland would face difficult choices about its defence arrangements. That would include decisions on the role of its armed forces, what threats it intended to counter and what foreign policy it intended to support—quite a bit of work required there, then—its international relationships, including membership of NATO; the resources allocated to defence, which we have just heard about from Mr Swinney; and the future of the defence industry in Scotland.
It is indeed the case that people in Scotland need to know how the Scottish Government propose to provide for the protection and security of Scotland if it separates, God forbid, from the UK. It is the UK Government’s view that whatever choice is made, a separate Scotland would lose significant benefits in this area that are currently delivered by Scotland being part of the United Kingdom. One of those benefits is the security provided by the armed forces of the United Kingdom, including the strategic nuclear deterrent.
Our nuclear deterrent has contributed to both our security and that of our NATO allies since the 1950s, and the continuous at-sea deterrence posture has been the central feature of our deterrence since the late 1960s. As the Trident system has been our sole nuclear weapons system since 1998, our nuclear deterrence posture is now based exclusively on CASD. Although I personally am committed and we as a Government are committed to multilateral disarmament, the circumstances that would justify the relinquishing of our submarine-based deterrent do not prevail and are unlikely to do so in the foreseeable future. For that reason, I reiterate that we have no plans to move the deterrent from Her Majesty’s Naval Base Clyde, which has a bright future not only as the base for all our submarines, but as the UK’s submarine centre of specialisation.

Commons ChamberI have three minutes to put the case for a peaceful, non-nuclear Scotland liberated from the menace of Trident.
When we secure the levers of power and we have the responsibility for defence, we will not have Trident in Scotland. That is not just the view of the Scottish National party but the desired will of the Scottish people. Opinion poll after opinion poll has found that the Scottish people do not want this menace. The Churches do not want it, the Scottish Trades Union Conference does not want it, and the overwhelming majority of Members of the Scottish Parliament do not want it, as they said when tested in a vote in 2007. Scotland is not going to have it—with independence we will shove it out of our country and it will not be in our waters.
Trident is emerging as an iconic issue in the Scottish independence referendum; in fact, it is probably one of the main issues. Is it not therefore sad and depressing that not one Labour Back Bencher has spoken in this debate? It took an hour to find one to come and inhabit those Benches. Is that not an absolute and utter disgrace?
I cannot give way; the Whips told me not to.
This is not just about retaining these abhorrent weapons, as the UK is the only country in the world that is indulging in unilateral nuclear rearmament. The hon. Member for North Devon (Sir Nick Harvey) rightly pointed out that Trident will cost, over its lifetime, £100 billion—an almost incomprehensible figure. It is a weapon designed for another age. It is designed to take on not the Bin Ladens of this world but the Brezhnevs. Yes, there are new threats in the world, as we are now seeing in Algeria and in Mali, but nothing would delight those insurgents more than our threatening them with nuclear weapons. While Trident is perhaps the least equipped weapon possible to deal with the challenges of the modern world, we are in the middle of a triple-dip recession. We are told that we have to ensure years and years of Tory austerity and that household incomes are going down month by month, yet we have to spend billions and billions of pounds on a weapon that we hope will never be used, and that is a moral abomination.
We will get rid of these weapons. An independent Scotland will make decisions that reflect Scotland’s interests and values. We will use our share of the cost of Trident to create jobs that meet the defence, economic and public service priorities of an independent Scotland. Our percentage share of the cost of running Trident is £163 million per year. Let us imagine what we could do with that money in rebuilding our public services and creating the conventional defence force that Scotland needs. [Interruption.] Here we go—every time we get to our feet we are heckled by Scottish Labour Members, and this is another example. They just cannot keep quiet—it is so typical. [Interruption.] They are still at it. I do not know if the cameras can pick it up, but it is always the same in these debates.
The Scottish people have a great opportunity to rid themselves of this evil weapon: if they want Trident out, they can vote yes for Scottish independence. The case for Scottish independence is compelling, and being able to rid Scotland of these evil weapons of mass destruction just helps that case.

Commons ChamberOne example is that we would have taken some strategic decisions on basing around the world. I must say that, in the spirit of co-operation, I gave one of the papers to my good friend the hon. Member for Aldershot (Mr Howarth) to assist him in the process. Some efficiency savings could have been made, including some through restructuring the Army and other things. The other point to make is that some of these things also needed investment, and I had been given clearance by the Treasury in some areas to invest to make longer-term savings. They were not just in-year savings to try to satisfy the Treasury and the deficit reduction programme on which this Government are embarking.
Can we leave black holes to one side for the minute and concentrate on the Black Watch? On Saturday, the colours of the Black Watch were lowered for the last time, marking its passing as a regiment. It was the Labour party that amalgamated the Scottish regiments and they are fighting for their survival now as a battalion with cap badges, insignia and the heritage and culture that has been maintained. The Labour party moots a threat to the battalions and our regiments, so will it support us in ensuring that their survival continues and that the fantastic heritage and culture will be continued in the Royal Regiment?
I understand people’s emotional attachment to the regiments, and I understand the proud traditions and how they are held. However, I must say that I always find the Scottish National party talking about this issue difficult. If we had an independent Scotland, not only would many of these regiments doubtless have their cap badges removed, but they would be abolished altogether. The SNP’s so-called campaign on this issue is a little hollow, to say the least. The SNP needs to explain exactly what the new Scottish armed forces would be if Scotland were to be independent. Would the Navy be something like fishery protection vessels? Would the Army be downgraded to some type of border force to patrol the border between Scotland and Northumberland? [Interruption.] The hon. Gentleman comments from a sedentary position, but the SNP claims to be supporting these regiments and the onus is on him to say exactly what the SNP is going to do if there is to be independence in Scotland, not only on regiments, but what the shape and format of the defence forces of an independent Scotland would take. I am sure that they would be a lot smaller and a lot more ineffective than what we have now. I doubt whether they would be larger, and I am not sure what their role would be and whether they would be in or out of a NATO command structure.
I can give the hon. Gentleman the assurance I have just given the House: the decisions to be taken will be objective decisions against the four criteria that I have just set out. No one should give in to the temptation to believe what they read in the newspapers.
Scotland is suffering badly from what is happening in defence spending. Only four of the 148 major Regular Army units are based in our territory. That represents 2.7% of the entire British Army, yet we have 8.4% of the population. Why is Scotland doing so badly when it comes to defence cuts and defence spending?
I do not accept either the analysis or the figures offered by the hon. Gentleman. Scotland does well out of defence, and defence does well out of Scotland. We plan our defences for the defence of the United Kingdom as a whole in the most coherent way we can, and Scotland will do a great deal better out of being part of the UK’s defences than it will ever do if it goes on its own and plans its own defence force.

As my hon. Friend knows better than most people, Derby has an extraordinary concentration of highly skilled engineering jobs and it is that that has sustained the city so well. Of course, Rolls-Royce has a range of world-beating capabilities, and the investment we are making today will ensure the future of just one of those capabilities.
Can the Secretary of State ever foresee a situation post-2016 in which a Conservative or Conservative-led Government would not proceed with the renewal of Trident?
As the Prime Minister has made clear, the Conservative party’s position is that we support not the renewal of Trident, but the replacement of the Vanguard submarines so that the Trident missile can continue to form the basis of our continuous at-sea nuclear deterrent. That is our preferred policy.

Commons ChamberScotland also has a disproportionate underspend. The Scottish Government and the Scottish National party are, of course, very much in favour of continuing defence procurement co-operation, regardless of the constitutional situation. We believe that it is good for jobs, for manufacturers and for the taxpayers of both Scotland and England. With so many defence sector jobs in England dependent on Scottish taxpayers’ contributions towards procurement, why do not the UK Government simply concede that it would make perfect sense to continue with procurement co-operation if the Scottish people decide that they want defence decisions to be made in Scotland itself?
Defence procurement co-operation of the sort the hon. Gentleman describes would completely contravene EU competition rules. We are allowed to procure non-warlike stores only on an open and competitive basis, so the defence industry in Scotland would have to compete with South Korea, or whichever other country it might be, for future defence contracts.

It feels a bit strange to be standing here once again to address the prospects for the Scottish regiments, which we now have to refer to as the Scottish-recruited units. I remember standing in this self-same spot in the first of two debates that I managed to secure to put the case for Scotland’s historic regiments, when the previous Labour Government introduced their amalgamation plans. I remember some of the fantastic speeches and really passionate contributions from Members on both sides of the House, who recognised the incredible community links and associations that our local then regiments had with all our communities and constituencies.
The regiments brought heritage, culture and traditions to our constituencies and communities. More than anything, people recognised the admiration and respect that we all felt towards our regiments for the almost unimaginable task that they did on our behalf and the pride and respect that we had for them for fulfilling their function and making this the best Army set-up anywhere in the world.
In 2004, the Labour Government were the villains. They pushed through their amalgamations in the face of total and overwhelming opposition. I remember the rallies, the demos—the Edinburgh demonstration in December 2004 and the rally in Dundee. People came together to oppose Labour’s amalgamation plans. There were petitions. Usually, if an MP has a petition and is out on the high street, people are reluctant to sign it, but people were queuing to sign the petition to save their local regiment.
Does the hon. Gentleman acknowledge that the issue goes back to the 1960s? One of my great-grandfathers was a pipe major in the Gordon Highlanders and one of my grandfathers went through the whole of the first world war in the Highland Light Infantry. Both those cap badges have long since disappeared. They were great regiments with great traditions, but their disappearance was not the end of civilisation as we knew it. We have seen amalgamation and changes to cap badges in the Scottish regiments for nearly 50 years.
It is with great regret that we have lost some of those fantastic regiments. There are ways to do it. Our regimental system is admired across the world, and we mess with it at our peril. We were not successful in retaining the historic Scottish regiments. They were amalgamated and the Royal Regiment of Scotland appeared. We acknowledge that with much regret.
One thing that we secured, an important concession that everyone recognises as valuable, was the idea of a golden thread that would allow the past to knit to the future and allow the former regiments some sort of identity and home within the Royal Regiment of Scotland.
When my hon. Friend speaks about the golden thread, it is not mere history or sentiment. It is essential to recruitment and retention into those geographically recruited units, such as the Black Watch, when recruits come from that area. It is vital for recruitment and retention into units such as that.
My hon. Friend is spot on. It is more than history, tradition and culture; it is about community association and links. He and I share a local regiment—the Black Watch. He and I recognise the value and importance of those community links, which are lost at our great peril.
We were not successful in preventing the amalgamation plans. We had the golden thread. Some of us were sceptical: we feared that it might be lost in the greater tapestry of the Royal Regiment of Scotland and that once it was up and running it would develop a history, tradition and momentum of its own. There was also a very great and real fear that some future Government and new Secretary of State for Defence would come along and decide that the golden thread was not worth keeping and do away with it in a new defence review. We have come close to that in the past few weeks.
We have heard all sorts of remarks from the Defence Secretary. He tried to suggest that the golden thread was not valuable or important and that things such as names, cap badges and other insignia associated with the regiments are not worth what we say they are. He said something important:
“The ancient cap badges have largely gone, they are attached in brackets to some unit names”.
With those remarks, he was attempting to say that the legacy of our former regiments was somehow a burden that needed to be addressed and conveniently disposed of in favour of mere numbers. With one stroke of a Whitehall pen, these famous names would cease to exist and be no more.
I do not think that the Defence Secretary understood or appreciated the attachment that we have to our local regiments in Scotland, but after the furore of the past few weeks, he kens noo, as we say in Perthshire. The proposition that the names, cap badges and insignia should be done away with has been received with overwhelming hostility by every sector in the defence community.
It is the same in Angus, which has a strong attachment to the Black Watch. It is about not only the current members of the regiment, but about thousands of my constituents who have family connections with the regiments that they hold very dear. Part of the thread that ties our regiments to our community is threatened.
I am grateful to my hon. Friend. I cannot remember the number of veterans we have in Scotland, but it was revealed recently—somewhere in the region of 80,000. There are certainly substantial numbers—all of them determined to protect their former ancient regiments, and quite right too. He is right: the regiments bring history, tradition and culture into the new regiment, and that must be worth maintaining.
Does the hon. Gentleman agree that it is also about national identity? In Wales, we face potentially losing the 1st The Queen’s Dragoon Guards, which recruits, almost uniformly, from Wales and the borders. A regiment’s national identity is also important in giving a coherent community and regional identity.
The hon. Lady is correct; there is national identity. The Scottish regiments are called “the Jocks”—it is an affectionate, not demeaning, term. Maintaining national identity within the regiments is important and we must hold on to it.
My local battalion—my Scottish-raised unit—is the Black Watch. The regimental headquarters are in my constituency in Perth. They are currently being developed, Ms Dorries, and I am sure that you would like to know that we will have a fantastic new museum. Come up and visit us. It is a magnificent place.
The Black Watch has just returned from its tour of duty in Afghanistan. Thankfully, this time round, there were no fatalities or casualties, and we are all grateful for that. When the Black Watch returns to Scotland, all sorts of homecoming parades are organised across the recruiting area. There were parades in Dundee, Forfar, Kirkcaldy in Fife and, of course, a huge one in Perth. The streets were thronged. Hundreds of people turned up to show their admiration and respect for the Black Watch, which had come back safely. We organised a civic reception for it in the evening; I will not tell you what happened after that, Ms Dorries, but I will just say that it was a particularly good evening.
There is a connection between the people of Tayside and Fife and the Black Watch. It is an important and cherished connection that must be maintained. The Black Watch was raised in Aberfeldy in my constituency on the banks of the Tay in 1740 to keep watch on the lawless highlands. Thankfully, it no longer has to fulfil that task—I could refer to the right hon. Member for Ross, Skye and Lochaber (Mr Kennedy)—but it had an important task in those days.
It must have been in 2005, when the Black Watch was amalgamated into the new regiment of Scotland, that there was a march through Aberfeldy. It came to the fantastic Black Watch memorial—a kilted soldier looking down on the very place that the regiment was mustered. I remember speaking to an infantryman that day who had served in the Black Watch many decades ago. He gave me the clearest understanding of what it is all about. He said that it is not about Queen and country, important though they are, but about your pals—the pals who you have shared the same town with; the pals who you might have gone to school with; and the pals who you know you can rely on when the going gets tough.
That is the greatest ever description and explanation of why the regimental system works, and it cannot be put any clearer than that. That day, back in 2005, was very poignant. I remember seeing brave serving soldiers crying because it was the end of the Black Watch as an existing regiment.
I have never been a soldier and neither has the Minister. The most dangerous thing that I have ever faced was a sea of excitable fans when I was a rock musician. Listening to the testament of former soldiers and seeing what they have been through is a very important lesson.
I do not need to tell the Minister that these suggestions and proposals have been met with the most incredible hostility and opposition. According to The Sunday Times, even the Prime Minister is opposed to them. What we need to hear from the Minister today is absolute clarification on the matter. When the hon. Member for Dundee West (Jim McGovern) raised a question in the House, all we got was total equivocation from the Prime Minister. We need a clear answer. When the Minister gets to his feet, he must say without any equivocation that regimental names will continue to exist within the Royal Regiment of Scotland and that there will be no diminishing of the golden thread. In fact, he could say, “We value the golden thread; it is important and instead of diminishing it, we will enhance and develop it.”
I thank the hon. Gentleman for giving way and congratulate him on securing this debate. I am also proud to serve under your chairmanship, Ms Dorries. Regarding the Black Watch, my mother and sister are today attending a ceremony at the Black Watch memorial at Powrie Brae, just outside Dundee. The hon. Gentleman mentions the British regimental system—and he did say “British”—but given his party’s aspirations, would a Black Watch still exist?
Without any shadow of a doubt it would continue to exist. We have a firm, clear commitment that the existing battalions will be not only maintained but developed. [Interruption.] If it is an independent Scotland, the battalions are unlikely to be British, but they will be maintained and continued.
Everything the hon. Gentleman has said in relation to the golden thread applies also in Wales. There have been suggestions that a political decision will be made not to remove the Scottish regiments for fear of influencing the devolution debate. The reverberations of that in Wales would be tremendous. Some 9% of the British Army are recruited in Wales from 3% of the population. I am talking about some 10,000 people.
I am grateful to the hon. Lady for her intervention. It is good to see that the cause of Scottish independence is securing support and could have an influence on the recruitment of units in Wales.
I hope the Minister will clarify some matters for us today, because that is the intention of this debate. It is unfortunate that the Secretary of State himself is not here today, but I appreciate and respect the fact that we have the Minister here. In even the darkest days of the amalgamation debates of 2004, Geoff Hoon always turned up. He always took the flak and got incredible respect for that. We really needed to have the Secretary of State here today to address our points unequivocally and end this damaging uncertainty.
There has been a suggestion, which has a degree of credibility, that this debate on our names and badges is a smokescreen and masks the Government’s true intention, which is to get on with the job of brutally decimating the Scottish defence footprint.
My hon. Friend mentions the defence footprint. He will be aware that Scotland contributes about £3.3 billion to the defence pot, but only gets back about £2 billion of the spend.
Those are the points that I want to make. Securing this regimental identity is important, but so too are the boots on the ground. There is this multi-billion pound spending gap between what the taxpayers in Scotland contribute to the Ministry of Defence and what is actually spent on defence in Scotland. I want the Minister to respond to some of this.
All we have left are four regiments in the British Army from the Scotland units. We have the Royal Regiment of Scotland with its five regular battalions and two territorial battalions. There are the Royal Scots Dragoon Guards, Scotland’s only remaining cavalry regiment, the Scots Guards and the 19th Regiment Royal Artillery, the Highland Gunners. We lost the 40th Regiment Royal Artillery, the Lowland Gunners, a few weeks ago. We now have only 11,000 service personnel in the Scottish infantry, which is fewer than in Ireland. The Government should be ashamed of that.
Moreover, we have seen a further 600 jobs cut in Scotland. We were grateful to the then Defence Secretary, the right hon. Member for North Somerset (Dr Fox), for conceding to the Scottish Affairs Committee that between 2000 and 2010, the total reduction in service jobs in the UK was 11.6%, and that the reduction in Scotland was a massive 27.9%. That disproportionate cut is incredible. It is equivalent to 10,500 defence jobs and a £5.6 billion underspend in Scotland.
Only four of the 148 major regular Army units are based in Scotland. There is massive under-representation not only in unit numbers but in Army capabilities. At present, there are no regular artillery units, no regular signals units, no regular logistics units, no regular engineering units, no intelligence or special forces and little or no presence of combat services.
On top of that, we have the ridiculous situation, outlined by my hon. Friend the Member for Na h-Eileanan an Iar (Mr MacNeil), in which we contribute some £3.3 billion to the defence pot and only secure £2 billion in return. There is a structural multi-billion-pound defence underspend in Scotland, disproportionate base closures and disproportionate cuts to service personnel and to Scottish regiments and battalions.
As all that is happening, we learn that the MOD has given the go-ahead to spend £350 million on designs for the next generation of Trident. Talk about skewed priorities! Spending £350 million on a weapon of mass destruction that will never be used while the regular units are being undermined, diminished and under-resourced shows us everything about the Government’s priorities.
The Scottish people will have a choice to make. They can continue to go down this particular road of underspend and of diminishing the Scottish Army footprint and resource, or they can decide that these decisions can be made in Scotland—by the Scottish people, for the Scottish people. That is the choice they will be presented with in 2014 when we have the independence referendum. I am absolutely certain and confident that when they are presented with information such as this, with the run-down of our regimental units and resources, the Scottish people will make the right choice and we will determine these issues in our own country.
Let me say that I fully recognise—as do the Government—the power of that heritage, and the strength of the identity that derives from cap badges, and to think otherwise is to completely misunderstand the piece of work that is being carried out. I will come specifically to one of the questions that the hon. Member for Perth and North Perthshire put to me. What we are looking at is the future structure of the Army. If it serves to give him any reassurance, I will say that there is no intention as part of that work on Army restructuring to remove from the battalions of the Royal Regiment of Scotland the historic names that form such an important part of their heritage.
I am very grateful to the Minister for that, because it is a very important statement. Is there anybody within the Royal Regiment of Scotland or within the British Army who is agitating to have such types of insignia—the names and the cap badges—removed? Is there anybody who is asking for that and, if so, who are they?
I am not aware of anybody agitating to that end. Removing such insignia does not form part of the restructuring work; it is not one of the things that we are considering. We have a great respect for these issues of historical heritage. In the Royal Regiment of Scotland in particular, the historic names bring with them a great tradition that is respected around the world, and not only in Scotland or the rest of the UK. I am very sympathetic to the points about heritage that the hon. Gentleman has made in this debate.
