T2. The House may be aware that Plymouth Argyle were also promoted yesterday.I am the chairman of the all-party group on south-west rail. Last November, the peninsula rail taskforce published a report on the future of rail in the south-west. One key recommendation was for a resilient railway line through Dawlish. Will my right hon. Friend confirm that there is enough money in the kitty to deliver that?

Improved rail resilience in the south-west is a priority, which is why we committed £5 million in Budget 2016 and £10 million in autumn statement 2016 to support that work. The Government will continue to work with Network Rail to develop options for future investment in the south-west in Network Rail’s control period 6.

I am grateful for the opportunity to invite the House to pay its respects to those who fought at the battle of Jutland on 31 May and 1 June 100 years ago. At 10.30 pm on 30 May 1916, Admiral Jellicoe led 16 Dreadnought battle ships out of Scapa Flow after the Admiralty had intercepted a message suggesting that the German fleet was mobilising. He was to meet a squadron of eight Dreadnoughts coming from Cromarty to form the grand fleet. Admiral Beatty’s battle cruiser fleet comprising 52 ships left Rosyth a little later. In total, 151 ships of the Royal Navy were to rendezvous 90 miles west of Jutland.

At 1 am on 31 May, Admiral Hipper’s battle cruisers left Wilhelmshaven. The German main battle fleet of 16 Dreadnought class ships led by Admiral Scheer left Jade at 2.30 am and were joined by six pre-Dreadnought ships from the Elbe river at 4 am, giving a total of 99 ships in the German high seas fleet. Neither side knew that the other’s entire force was at sea. On 31 May at 3.48 pm, five of Admiral Hipper’s ships opened fire on the battlecruisers of Admiral Beatty. Within 36 minutes, the British fleet had lost two battlecruisers, HMS Indefatigable and HMS Queen Mary, with the loss of 2,264 men and boys, and just 21 survivors.

Is my hon. Friend aware that my grandfather served on HMS Valiant as a gunnery officer during the battle of Jutland? I shall be reading out his letters during a presentation in Devonport in Plymouth on Monday. The adrenalin that went through his body at the time meant that he did not need to eat anything for 36 hours after playing his part in the battle. He enjoyed only a glass of sloe gin and a ham sandwich during the course of it.

The normal ration is rum, of course. I ask my hon. Friend to send those letters to the Royal Naval Museum in Portsmouth; I am sure that it would be very grateful to him. HMS Valiant, on which his grandfather served, also had a distinguished career in world war two, when it served in the Mediterranean and the far east.

Within 12 hours, the Royal Navy had lost 14 ships and more than 6,000 men while the German navy lost 11 ships and 2,500 men. The total was 10% of the number of ships at battle. The conditions in which the battle was fought were foggy and damp with a freezing North sea that claimed the lives of many of those who managed to abandon their shattered ships. Those lives are remembered at the manning ports of Portsmouth, Plymouth and Chatham, where the memorials designed by Sir Robert Lorimer bear plaques carrying all their names.

The biggest ships fired shells weighing nearly a tonne over a distance of 12 miles. Conditions aboard ships on both sides would have been uncomfortable and cramped at the best of times.

At first glance, nonconformity and its influence on democracy are a series of extraordinary coincidences based in the beautiful setting of rural Bassetlaw, and they are all linked by geography, message and history. The modern history of our great ally and special partner, the United States of America, comes from a tiny group of men and women who, in the autumn of 1620, arrived on board the Mayflower at Cape Cod in Massachusetts. They were a group of religious and political nonconformists who risked their lives, and at times lost their liberty, in order to establish the basis and values of the society they wanted. It was a society that, through the Mayflower compact—which was the basis of that first settlement on the east coast of America—created both the foundations for the constitution of the United States and the model for parliamentary democracy.

The leaders of these pioneers were neighbours. We start in Scrooby, whose manor house under the Archbishop of York was lived in by Cardinal Wolsey in 1530 after his fall from grace, and was visited by King Henry VIII when it was a hunting lodge. Scrooby is 17 miles and 30 minutes from Epworth, 3 miles from Austerfield, 7 miles from Babworth, 14 miles from Sturton le Steeple, 9 miles from Worksop, and only 45 minutes from Lincoln cathedral and 60 minutes from York Minster.

As the hon. Gentleman knows, the Mayflower left, ultimately, from Plymouth in order to go and found the American colonies. We are in the process of setting up an all-party parliamentary group and I very much hope that he will join me as its co-chair, and we can try to get some other people to join us, too.

I thank the hon. Gentleman. Should hon. Members, following the usual rules, deign that to be appropriate, I would be honoured to join him. The Bassetlaw-Plymouth amalgam cross-party group would be a powerful way to spread the message of the values and principles of the Mayflower Pilgrims.

The key 16th-century village of Scrooby was, as it is now, on the Great North Road. This tiny village was called

“a pleasing land of drowsyhead…broad meadowlands…hummocky plots of stiff soil”

and

“a raised area served by the River Idle.”

The postmaster—an important position in such a strategic transport route—was John Brewster, and the real story of the pilgrims begins in 1587, when his son, William Brewster, returned to the place of his birth and childhood. It was at the manor house that William Brewster created the religious separatist church, the Pilgrims, and held its first sessions. Who were the neighbours in attendance? Along with William Brewster, there was John Robinson, of Sturton le Steeple. The separatist church named after him in Gainsborough was opened in 1896 by the US ambassador, the honourable T.F. Bayard. That was the last time, but I am sure it will not be the only time, that an American ambassador visited the origins of the modern United States.

I begin by congratulating the hon. Member for Bassetlaw (John Mann) on securing the Adjournment debate this evening. I commend him for raising the topic in the House and for his excellent and powerful speech, which we listened to with great interest. He highlighted the strong and friendly links that this country has with the United States, and our historical contribution to that great nation. Personally, I love history and I believe that highlighting the pioneers of our past is very important. The hon. Gentleman has therefore done a great service this evening not only to history and to his constituency, but to the Americans by letting them know that they should visit Bassetlaw as part of the celebrations commemorating the Pilgrim Fathers and the Mayflower.

My hon. Friend makes a powerful case. I know that he has been a champion of his constituency and of the celebration of the 400th anniversary of the Mayflower. It is good to see my hon. Friend the Member for Stone (Sir William Cash) and also my hon. Friend the Member for Newark (Robert Jenrick), who tells me that there is a civil war centre funded by the Heritage Lottery Fund and an exhibition in his constituency, so we are getting to grips with this important historical occasion.

We want to encourage as many Americans as possible to learn at first hand about the journey of their forefathers, which underpins our special relationship. In doing so, we want them to discover more of our beautiful country, and to visit, look up their roots and enjoy our heritage.

The Mayflower with the Pilgrim Fathers on it left Plymouth on 6 September 1620 with just 102 passengers and crew on board. It arrived 56 days later on 11 November in Cape Cod on the US east coast. The Mayflower sailing is celebrated by many in the US as the beginning of their national legacy, and in the UK as the beginning of one of the most enduring alliances the world has ever known. The Mayflower sailed from Plymouth, but, as the hon. Member for Bassetlaw pointed out, three of the four signatories to the Mayflower compact came from Bassetlaw and south Yorkshire. They must be remembered too for their contribution.

I am grateful to the Chancellor for the support he is giving.

Other support might be available as well. To date, the Heritage Lottery Fund has not given any Mayflower-specific grants, although I understand that it is in discussions with other organisations across the UK, including in Bassetlaw, regarding possible bids.

I congratulate Plymouth on the proactive approach it has taken to deepen the cultural, educational and tourism links with large US target audiences, because all those aspects are vitally important. I congratulate Bassetlaw and other areas of England on getting together with Plymouth and other areas to discuss how they can all get involved in this historic event and make the most of this opportunity to encourage tourists to discover their areas. I understand that Bassetlaw Council, as a member of the Mayflower 400 organisation, is currently in discussions with the Heritage Lottery Fund about a bid for funding to support a planned series of events for the 400th anniversary celebrations. The result of that bid has yet to be decided, but I wish Mayflower 400 every success in its efforts.

That is exactly the type of collaboration, spreading the economic and cultural benefits of tourism right across the country, that this Government are seeking to encourage through our five-point plan for tourism. On that point, I welcome the fact that the hon. Member for Strangford (Jim Shannon) is in his place this evening. We all want to see as many visitors as possible coming to the UK and getting out and about across our fantastic country to see our heritage, because it is not just in London but across the country. The hon. Member for Bassetlaw made some powerful points about the people, the times they lived in, the effect they had on this country and their contribution to the creation of the United States of America.

Friend also recognise that it is really important that we have good transport links down to the south-west so that people can not only fly into the place, but take a train or a decent road down to Plymouth so that we can maximise the benefit for the city and for south-east Cornwall?

I note what my hon. Friend has said and will come to that point in a moment if I have time.

International tourism has grown spectacularly in recent decades. Obviously the Pilgrim Fathers took a long time to get across the Atlantic, but today that journey is very quick. International tourism is so important, and we are determined to capitalise on these opportunities to benefit the whole country.

The Prime Minister published the five-point plan last summer, within the first 100 days of this Government. One of our most important priorities has been to see greater collaboration between destinations in England. We have seen that this evening, with Plymouth and Bassetlaw working together on exciting opportunities and initiatives, and we also want our national tourism bodies, VisitEngland and VisitBritain, to work more closely together to promote holidays in England. That is why we have announced changes in the governance of VisitEngland and VisitBritain, and why we have announced a new £40 million Discover England Fund to incentivise destinations to work together. Having participated in a couple of regional roadshows for the Discover England Fund, I can say that it has been fantastic to see the creativity and energy of destinations when we all come together. I think that in this debate we have seen that creativity and the determination to celebrate this anniversary effectively.

My hon. Friend is absolutely right. Too often, we allow cynics outside to misrepresent our policy positions. I think that all democrats would say that the maximum number of British citizens should be entitled to vote and encouraged to participate in our democracy, and that, in essence, is what this Bill is about.

Clause 3 deals with internet voting. This is a controversial subject, but I think that if we are ever to go down the road of internet voting, the starting point should be people living overseas.

My hon. Friend and I have been very close friends for some while, but I am concerned that internet voting could be open to fraud. How would he seek to deal with that issue?

Fraud is rife in most electronic transactions, but despite that, a very large number of people are prepared to trust their banking arrangements to being dealt with online. Her Majesty’s Revenue and Customs is now going to make it more or less compulsory for small businesses to do their tax returns online on a quarterly basis. My hon. Friend makes a perfect reasonable point: there is always scope for fraud. That is why I would not suggest massive internet voting on a universal basis from the outset, but it would be sensible to start off with a reasonable experiment. For example, we could perhaps start with members of our armed forces who are serving overseas. We might be able to develop a secure system for dealing with them.

My right hon. Friend demonstrates that by his presence here today. I know that the subject of the Bill is being talked about in the pubs and clubs of Yorkshire, and he has brought the concerns of the people of Yorkshire to the House. On the south coast, where my hon. Friend the Member for Christchurch comes from, the subject is the talk of the town. It is an extremely serious issue. The figures that my hon. Friend has revealed to the House will shock the nation.

I am most grateful for that intervention, and that is the sort of figure that I had in mind. We are now aware that there are potentially 6 million British voters, in addition to the 44 million who are currently registered, who could take part in UK general elections but who are unable to do so because they are not registered. That is a shockingly large figure, and I am surprised that the Government are not giving the issue more priority. Surely, with our traditions of empire and of spreading good government and democracy around the world, we would at the very least want to encourage those 6 million British citizens who are living abroad to retain their franchise in this country and their ability to participate democratically in the future of what is still their nation. I think the nation would be very surprised by the fact that there are 6 million people living abroad whom most of us would like to take part in UK elections.

Clause 1 of this excellent Bill would enable those 6 million British citizens to take part only in

“United Kingdom Parliamentary elections if they were registered to vote”.

Although the provision is fantastic, I would want to take it further. It seems to me that it is important that British citizens living abroad should be able to take part in local government and mayoral elections if they want to do so. At the moment, an EU citizen living in this country quite rightly cannot take part in UK parliamentary elections, or at least they cannot do so yet—that may change if we decide to remain in the European Union—but they can take part in local government elections. It seems to me that British citizens, whether they live in this country or abroad, should be able to participate in all elections at every level of the democratic franchise. If I had the good fortune to end up on the Public Bill Committee, I would seek to amend clause 1(a) to extend the franchise to local government elections.

Does my hon. Friend not recognise that local government is about delivering local services? If people do not physically live in the place where those public services are delivered, it seems to me rather strange for them to vote in local elections.

My hon. Friend makes a fair point. However, overseas voters do not physically live in this country, but that does not mean that they are not interested in its future direction. It is true that they do not receive specific local government services where they last lived, but they would still be interested in the future direction of their former local area. Many overseas voters also have close family relatives living in the same local government area.

That leads me to another point, which is about where overseas voters should be registered. My hon. Friend the Member for Christchurch will have received, as I and I am sure most Members have received, correspondence from British pensioners living overseas about the fact that they are not entitled to the full uprating of the state pension in some countries, which is an extremely important issue. I always go back to those who contact me to ask, “Can you tell me if you were previously a resident in Kettering, because I am not sure why you’re contacting me?” For those who say that they used to live in Kettering and give me their former address, I have been very happy to take up their cause with the appropriate Minister. When overseas voters are registered, it is very important that they are registered in the last place they lived in this country. It should not be too difficult to ensure that the system works in that way.

Hon. Members have spoken about clause 3. I have concerns about internet voting. However, it is quite clear that it has never been easier to enter oneself on the electoral register on the internet, and that should be encouraged for British citizens living overseas.

I was interested in the remarks of the Labour spokesman, the hon. Member for Wansbeck (Ian Lavery). I congratulate him on his debut performance on the Front Bench. How refreshing it is to see that a man of his calibre—he is closer than most of his colleagues to the beating heart of the Labour party outside the Chamber—has made his way on to the Front Bench. It seems to me that there is hope for the Labour party when Members of his quality can represent it in that way, and I think that trend should be encouraged.

On all these electoral issues, we must make sure that as many people as possible who should be able to vote actually end up doing so. We should not try to predict which way people are going to vote on any particular issue. The important point is that British overseas voters should be able to fulfil their civic duty in retaining their right to participate in the British franchise. The Bill seeks to encourage that. My hon. Friend the Member for Christchurch is not premature in bringing forward the Bill. I hope that the Government will respond positively to his crusade for electoral justice, and I am sure we all look forward to hearing the Minister’s response.

I join in the chorus of congratulations for my hon. Friend the Member for Christchurch (Mr Chope) on introducing the Bill. I completely agree with my hon. Friend the Member for Kettering (Mr Hollobone) that it is not necessarily premature. I prefer the adjectives “forward-thinking” and “far-sighted”, if I may put it that way, because my hon. Friend the Member for Christchurch is absolutely right to observe that it was a manifesto commitment at the recent general election.

My hon. Friend is therefore heading in a direction that we would wholeheartedly endorse. I will take issue with the details of how he proposes to do it—I have concerns about the practicalities—but we are absolutely on the same page about the principle and about not dilly-dallying and shilly-shallying, or generally not according it a high priority. I want to reassure him that a great deal of work is going on at the moment. I can tell him that parliamentary draftsmen are even now beavering away at high speed on a Bill with all sorts of different possible working titles, including the overseas electors Bill and the overseas voters Bill. We are definitely not hanging around; we are moving forward with it. As he will appreciate—he will be more aware of this than most, having introduced this private Member’s Bill—many important details need to be got right if we are to enfranchise this important group. My hon. Friend the Member for Kettering is quite right to observe that this is a tremendously important extension of our franchise that will in many cases extend democratic rights to those whom people would think or expect to have the vote.

I should say up front that I was delighted to hear that the Labour party is very happy at least to consider, and has no objection to reviewing, the question of whether the rule should be set at 15 years. The hon. Member for Wansbeck (Ian Lavery) is absolutely right to observe that other countries set that time limit at different points. In fact, our country has set it at different dates in the past, so there is not necessarily a right or a wrong moment. The figure of 15 years is quite arbitrary, so I am encouraged by the fact that he is willing to participate constructively in a review.

My hon. Friend gave a good example with regard to pensions, saying that the Department for Work and Pensions will inevitably have a list of people to whom it is paying pensions. That one cogent example should therefore allow an opportunity to provide the kind of nudge he talks about. I can confirm that we have trialled a series of links on various Government website pages to do what he describes. We are currently investigating whether that can be extended more broadly across more Government services, so that any time anybody living abroad or in a domestic under-represented group comes into contact with the British state we can provide a nudge for them to get registered. We are looking at that extremely carefully, as it seems like it could be a very sensible way of proceeding. It may not be the whole answer—in some cases it may not be a very effective answer and in others it may be highly effective—but it is certainly something we want to pursue.

As my hon. Friend may know, I represent a naval garrison city with a large military presence. How can we ensure that more military personnel are registered? I have to say that I have found registration levels to be very disappointing.

Special registration arrangements for service personnel and Crown servants are already in place. Special registration systems allow them to register in a slightly different, and I hope more convenient, way than other ex-patriots living in other parts of the world.

What we have encountered, not only in relation to service personnel and Crown servants but other ex-patriots, is that for those people living abroad who are registered to vote and have also enrolled for a postal vote, which they need to do as well, the two processes are not necessarily as linked up as they might be. They may be registered to vote but not automatically registered for a postal vote, even if they thought they were. Sometimes postal vote forms have arrived too late, depending on where they are in the world and the efficiency of the postal service. What we have tried to do more recently, therefore, is change the guidelines, in conjunction with the Electoral Commission, to ensure that postal vote forms are sent out earlier, with sufficient postage on them and so on, and that the overseas postal vote forms can in future be sent out among the earliest batches in each local constituency to make sure that the chances of them arriving in time in every part of the world are maximised. All those measures will help to drive up both registration rates and voting rates.

This issue is not just about the plumbing of registration and voting. Those things are important and I am sure we can make significant improvements to them and get more people in under-represented groups to register and, with any luck, help them to vote. This is not just about plumbing, however; it is also about poetry. There are some groups who are not registered, not because it is inconvenient or because they have not got around to it, but because they view the political process with cynicism or suspicion. Again, this is where a cross-party approach to try to enthuse, convince and persuade people that the answer to their cynicism about the way politics and the democratic process works is to get involved, not to avoid the whole process. If one party tried to do that on its own, it would be far less effective than if we joined hands. Indeed, it is not just up to politicians. We need to joins hands not just across the political spectrum but with civic society groups right the way across the spectrum. We are already doing some of those things. Incidentally, the Electoral Commission is also trying to work in this fashion, too. I welcome the Labour party’s offer of a cross-party approach. I absolutely and would dearly like to pursue that with it if I can. I have already mentioned this to the hon. Member for Wansbeck’s Opposition Front-Bench colleague. The hon. Member for Ashfield is not here today, but she and I have had conversations in the past. It is absolutely the right way to go.

The Electoral Commission understands the importance of not just the plumbing but the poetry, if I may use that analogy. For example, it announced in the course of the past week a collaboration with the writers of “Hollyoaks”. I understand—I hope I am not acting as a terrible plot-spoiler here, Mr Deputy Speaker—that they intend to blend through the storyline of that soap an encouragement to register and information about why it is important to register, how to register and so on. That is something I would hope we all support.

I think it is time I joined in. Whatever we do, we are not going around the soaps. We are talking about overseas registration, not plots about registration in the UK.

I would gently and respectfully demur from the right hon. Gentleman’s starting point. We have been undertaking some informal discussions between parties, which we are planning to make much more formal in the future, and I think that means that there will be plenty of opportunities for cross-party views to be gathered. There is absolutely no intention to subvert the will of Parliament. In fact, as you know, Mr Speaker, whatever proposals are made will have to be subject to debate and passage through the House when they eventually materialise.

Thank you, Mr Deputy Speaker, for calling me to speak. It is a pleasure to serve under you for the first time in this Parliament.

This Budget debate is on local growth. It is a real delight to be able to continue to speak up for my Plymouth, Sutton and Devonport constituency as its MP after a hard-fought campaign. I am also delighted that my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer) won the neighbouring seat and that he will join me in speaking up for Plymouth in this House. He, my hon. Friend the Member for South West Devon (Mr Streeter) and I will be a formidable force, speaking up for our great city.

Plymouth has a global reputation for marine science engineering research. Yesterday, I was delighted to be able to go to St Andrew’s church to commemorate sea Sunday, which is an incredibly important part of our heritage.

Plymouth is a significant home for the Royal Navy. It includes Devonport dockyard, which is the base for the refitting and refuelling of the UK’s nuclear submarine fleet, and the deep maintenance of our surface ships. It is also home to 3 Commando Brigade at Stonehouse; Royal Marines Tamar, which hosts the amphibious capability and the Royal Marines; HMS Drake, which base ports seven Type-23s; HMS Ocean; HMS Bulwark, which I was on last Thursday to welcome the crew back from their activities in the Mediterranean and dealing with Ebola; HMS Albion; and HMS Protector, which is the Antarctic survey ship. In addition, 29 Commando Regiment Royal Artillery is based at the Royal Citadel, in which both my hon. and gallant Friends the Members for Plymouth, Moor View and for Filton and Bradley Stoke (Jack Lopresti) served before going out to Afghanistan to support our country.

Although the Royal Navy’s presence is the cornerstone for Plymouth’s global reputation, we are also delighted to host the national aquarium, Plymouth Marine Laboratory, the Marine Biological Association and, of course, Plymouth University, as well as Princess Yachts, all of which are key economic drivers and deliver not only growth but employment.

Before the election, the Government released land in the dockyard as part of the city deal, to create a maritime industrial production campus that will create at least 1,800 new jobs. I pay special tribute to my right hon. Friend the Secretary of State, who has worked so hard to make sure that we deliver that city deal. That has been a major assurance. In the March Budget, the Chancellor announced that this land would be given enterprise zone status subject to an acceptable business case being made. I hope my right hon. Friend the Secretary of State will tell us what progress is being made and that he has received the information required to press on with this project, which will deliver the city deal much quicker than might otherwise be the case.

As my right hon. Friend knows, Plymouth is a low-wage, low-skills economy. Some 38% of the people who work in the city are employed in the public sector. I understand that those public sector employees receive a 13% premium over their private sector equivalents. In the run-up to the 2010 election, Plymouth was considered to be one of the most vulnerable places and it was thought that the reductions in public expenditure would result in significant increases in unemployment. I thank my right hon. Friend the Secretary of State for Work and Pensions for ensuring that that situation was handled in a sensitive manner, which has resulted in a 42% reduction in the claimant count over the last five years.

I remain fully committed to making sure that we rebalance the Plymouth economy and that we never again find ourselves facing such a threat. Key to that is ensuring that we have more apprenticeships. We need more apprenticeships on top of the 5,000 that the coalition Government created, and the largest urban conurbation west of Bristol also requires better transport links to and from the rest of the country. The situation in February 2014—whereby storms led to us losing our railway line at Dawlish and being cut off—must never be allowed to happen again.

I therefore very much welcome the Government’s commitment to invest £7 billion in the south-west’s transport infrastructure, including in the dualling of the A303 and the A358. Unfortunately, the Labour party said in the course of the general election that it would not dual the A358. I found that disappointing and it demonstrated what that party is about. Progress is being made on improving our railway network. I would be most grateful if my right hon. Friend the Secretary of State for Transport made a statement to the House in the near future on the progress that is being made to ensure that our economy can flourish. It is only through investment in skills, training and transport infrastructure that we can deliver our promises and continue to rebalance our economy.

Finally, I remind SNP Members that the Conservatives now have more than 50 Members of Parliament in the south-west. They might like to note that we are on the Chancellor’s side, whereas they are interested in opposing his policies. That is why we need a Conservative Government who continue to deliver for the south-west and to deliver growth.

I have no doubt that it will.

Before the election, the Government set out a six-point plan for the south-west. They said that we needed to increase the long-term growth rate; sustain job creation and create 150,000 more jobs by 2020; transform connectivity, by which they meant transport and broadband; support the region’s key industries, defence and high technology; boost science and promote skills; and support tourism. That was a great agenda, but let us see how it has been delivered on.

The Government have a good record so far, and the measures in the Budget show a degree of promise. On growth, as my hon. Friend mentions, there is the prospect of devolution in Cornwall, and I am absolutely convinced that Devon and Somerset will be looking at exactly the same thing. We have a number of key enterprise zones—Plymouth has been a great success story, and my local enterprise partnership, the Heart of the South West LEP, had an incredible settlement under the local growth fund. We get £103 million in 2014, one of the top 10 awards, and £65 million in 2015, the top award. That is great news.

On job creation, the south Devon link road will produce 7,960 jobs, and the growth deal will deliver 13,000. The city deal in Plymouth will deliver 9,000 jobs, which is great. Unemployment has fallen. In the south-west in 2010 it stood at 83,769; in 2015 it is 38,410. There is the same good story for youth unemployment. In 2010 it was 22,525 in the south-west, and in 2015 it is 8,250. That is a great result.

On connectivity, rail is dear to my heart and the railway line at Dawlish has been preserved, and will be preserved for the future—good on the Government! They have also promised £4 billion on electrification and more frequent trains at 140 mph. There is a new stations fund of £20 million, which is definitely good news and—best of all—we look forward to a dedicated south-west rail franchise. Great!

On the roads, the story has also been good, and as has been mentioned, £7.2 billion has been spent on a number of projects such as the A30, A303, M5—the list goes on. We now have the road fund that was created from the excise duty changes. That will enable Devon, which has more roads than Denmark, to move forward and get some of those potholes filled. Pinch point funding has been increased by £3.5 million for local congestion. Newton Abbot welcomes that, and would love a chunk of it.

On broadband, yes there have been challenges but we got £32 million in phase 1 and £22.75 million in phase 2. Some of the highest settlements in the country were for Devon and Somerset—bring it on! Broadband Delivery UK is considering providing an extra £25 million, and in the Budget we were promised an extra £10 million for ultrafast broadband. Does that not sound great for those of us who live in those areas and are rather cut off? Mobile 4G connectivity is also promised, which is fantastic compared with the Labour promise of 2 megabits per second. We are doing very well. I will not say that there have been no problems, but the Government have taken some good steps forward and we will keep pushing them.

On industry, defence is key for Plymouth—as my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) said—and with a 2% promise of GDP spend we are moving in the right direction. On high tech, we have Hinkley Point C nuclear power station, and South Yard in Plymouth has been redeveloped to improve marine businesses and advanced manufacturing. On science and skills, £23 million has been put aside for new digital economy centres, and Bath will be one of them. GCHQ has already recruited 150,000 new cyber-specialists, and 200,000 more are promised. We also have science parks: Exeter, Plymouth, Bridgwater—fantastic! Better still, there will be a network of national colleges to look at the skills gap, and I am pleased that some of that will be in the south-west. For tourism, the jewel in our crown, there will be an additional £90 million for the coastal communities fund, and we in the south-west will benefit from £10 million of that. I have already benefited in Teignmouth with my Carlton theatre—good on the Government!

In general, the Government have done a first-class job, but more could be done and I am sure that they will be listening to my request, alongside those of the other 50 south-west MPs. We have a challenge with underfunding. The Education Secretary recognised that and last year gave us an extra £16 million, but health and social care is a challenge. The south-west is a wonderful place to live. Lots of people come and retire there, and many are rather elderly and the costs are significant. I urge the Minister and his colleagues in the Departments for Education and of Health to consider reviewing the formula so that we get a fair share and can properly support individuals who live in our beautiful south-west.

This is a great Budget and I commend it to the House. It is excellent for local growth in the south-west.

I can confirm to my hon. Friend that the Humber, the East Riding and northern Lincolnshire are a central part of the northern powerhouse. When we originally set out the vision of the northern powerhouse last year, we talked about the belt stretching all the way from Merseyside across to the Humber. I know about his passionate commitment to improving the flood defences in the Humber. He achieved marked success last year, but has an even more ambitious project in mind. As he knows, because of his work and that of my hon. Friend the Member for Cleethorpes (Martin Vickers), the Environment Agency is undertaking a study of that proposal.

The civil service used to have a phrase for things like this. It was a brave decision of the right hon. Gentleman to defend his Government’s record on infrastructure. Many projects that were started under the previous Government have still not been completed. Would it not be better if we rose above party political picking out of which infrastructure project should proceed and tried to have a more mature debate about how we plan infrastructure in this country?

The Chancellor knows that Sir John Armitt’s report on infrastructure was widely received across the business community and that all sorts of parties wanted to find an independent approach to infrastructure planning. I still believe that that would be a better, more grown up way to plan for infrastructure.

Why did the Labour party announce in its manifesto that it would put on hold the dualling of the A359, which is very important to delivering good transport links to the west country and my constituency?

Of course individual choices have to be made, but it would be better if they were made on the basis of need and evidence, not simply on whether the hon. Gentleman has the ear of a particular Minister at a particular point in time. That is the old way to plan infrastructure, and he knows in his heart that we should reform it.

The choices that the Chancellor makes in the emergency Budget in July will be crucial for productivity and therefore crucial to the health of the economy and public finances. I want to know whether the Chancellor will set out a sensible approach to deficit reduction by prioritising the areas of public spending that raise productivity. Why do we not ask the OBR to report on how the options for the spending review might impact on productivity and living standards and to set out the impact of the different choices that the Chancellor could make? He will have our support if he wants it to do that work. As the OECD suggested yesterday, the uneven profile of his planned fiscal pathway poses real risks, and higher productivity would give greater scope to protect working families, while still balancing the books. So these are the choices that he must confront. Is he still planning to double the pace of cuts, regardless of the impact on productivity, or is he now planning to moderate that pathway? The Chancellor has wiggle room here, even within his own fiscal rules.

We debated similar issues early in January, when the Government laid out their proposals for the “Charter for Budget Responsibility”. I explained in that debate that the Government had promised that they would eradicate the entire structural deficit within the five years of this Parliament. It is important to understand what the Government pledged. They specifically stated that debt would begin to fall as a share of GDP in 2014-15, that the current account would be in balance in 2015-16 and that public sector net borrowing in that year would be barely £20 billion. We now know that, on their numbers, debt will not begin to fall as a share of GDP until 2016-17 at the earliest, that the current account will not be back in the black until at least the following year and that public sector net borrowing will not be £20 billion for the forthcoming year but almost four times that amount, at £75 billion. In short, the Chancellor and the Government have failed to meet a single one of the key targets that they set for themselves. The Tory policy of a fixed-term approach to deficit reduction strangled the recovery in the early years of this Parliament, and with tens of billions in cuts and tax rises still to come, the inescapable conclusion is that austerity has failed.

It is an absolute disgrace. One of the saddest things of my life is that I might go out of it—I hope a long time from now—and leave behind a generation who are worse off than I was, for the first time ever. We should hang our heads in shame if that is where we end up with the young people of this country, because it is clearly where we are going. During the past week, I have been approached by a young man who was an apprentice, and who became ill and had to come off work. He was not even allowed to get statutory sick pay. That is how disgraceful things are in this day and age.

I am interested in what the hon. Gentleman has to say, but nobody has mentioned how we are going to create wealth in order to meet some of the costs that we end up having to pay.

I am glad that I gave way: thank you very much for being my straight man, Oliver. The Tories will have us believe that prosperity will trickle down. Where is it going to trickle down from? There is no proof of that. In my part of the world, 4,000 people will benefit from the income tax hand-back, but 144,000 have seen their tax credits cut at the same time. Young people and other people in my part of the world have lost £1,160 a year, so they will not be doing very much to create the wealth of this country.

In the programme that we will put forward, we will put small businesses first by lowering their taxes. We will promote a proper industrial strategy for our biggest employers, not just the high-tech firms, and work in partnership with them and the trade unions—I know that is a dirty word for Conservative Members—to create the situation where we increase the national minimum wage to a level it should be at, unlike the Conservatives, who opposed it at every step. We will reverse the cut in the top rate of tax, because that is the right thing to do. We will close the loopholes that have been exploited by the friends and funders of the Conservatives, who take the money off them to run their election campaigns.

We will freeze gas and electricity bills, because we are sick to death of these companies saying “We can’t do any more.” Now they are saying, “Leave us alone, leave us alone.” They have bled this country dry ever since they were privatised in the 1980s. The hon. Member for Wolverhampton South West complained about what was said in the 1980s, but what was projected then is exactly what happened. Public services were decimated and the people of this country are paying the price every time they pay an electricity bill, a gas bill or a water bill.

We will devolve power to councils and people at lower levels so they can take proper decisions on the front line and at the cutting edge, where they know what is going on in their areas. We will make work pay. We will stop exploitive zero-hours contracts, because nothing in the world will ever convince me that having people on tenterhooks, not knowing whether they will work the next day, is an absolute and utter disgrace. We will increase the minimum wage to £8 an hour. That will boost the pay of more than 76,000 people in my part of the world, which they will be really delighted about.

At the end of the day, we will end this system of despair. People have said, “We had no alternative. We had to do it this way.” They did not have to do it this way; they chose to do it this way—on the back of the most vulnerable in society.

First, may I thank the Opposition very much indeed for securing this debate? This is one of the most important issues that we need to discuss between now and 7 May. I congratulate my right hon. and hon. Friends on the Treasury team on controlling public expenditure and making progress on reducing the deficit. I do that not only as a Member of Parliament but principally as a taxpayer. I do not particularly want to see my mortgages go up because we have a Labour Government.

I first raised this issue during the 2001 general election campaign, the first of the three times that I have fought my Plymouth seat. At a meeting of the Plymouth chamber of commerce, I pointed out to then Labour MP that the then Chancellor’s Red Book clearly stipulated that the Government would be creating a structural budget deficit. My predecessor looked somewhat blankly at me and did not appear to be familiar with the Treasury’s Red Book. At the 2005 election when I talked about this again, she seemed to have become a little more familiar with the Red Book. I was told that the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown) always got his sums right and that I was just scaremongering. Well, I just have to ask one question: “Oh, really?”

I would like to pay tribute to Warwick Lightfoot, a very good friend of mine and a former special adviser at the Treasury. He has provided me with the intelligence and ammunition in the past 15 years to deal with these issues. Soon after my election in 2010, with his help, I submitted a paper on my thoughts about the strategic defence and security review. I made it quite clear that while I recognised the need to control the public expenditure envelope, I named my spending priorities as defence and long-term care for the elderly. Representing a naval garrison city, I have in the past five years consistently called on the Government to spend at least 2% of GDP on defence. This could be achieved by taking the renewal of the nuclear deterrent out of the defence budget and returning it to the Treasury.

I am grateful that the seven Type 23 frigates that the previous Labour Government had proposed to send to Portsmouth have been returned to Plymouth, and I am delighted that HMS Protector has been sent from Portsmouth to Devonport. It is good to have another ship there.

My hon. Friend is a powerful advocate for his constituents and has won some great concessions on their behalf in his time here. Does he share my concern—in a way, it is a sadness—that Labour does not seem to have learned anything in the past four or five years? It calls for more spending regardless of whether there is a budget surplus or deficit. If it continued spending as it would like, this country would be back on its knees in the blink of an eye.

My hon. Friend talks the truth about the importance of our controlling public expenditure.

Over the past five years, I have worked closely with Plymouth university’s Ian Sherriff on long-term care for the elderly and combating dementia, which is something I know my right hon. Friend the Prime Minister takes very seriously. For those in our mid-50s and facing old age, the worry is that we will get dementia, so I pay tribute to the Government for implementing the vast majority of the Dilnot report. We have much further to go, but it is a start. Unfortunately, the previous Labour Government did not do much about implementing their royal commission.

Another incredibly important issue in my constituency is the rebalancing of Plymouth’s low-waged, low-skilled economy. More than 38% of people working in the city are employed by the public sector, and when I was first elected, people believed that Plymouth would be badly hit by, and vulnerable to, the cuts to public expenditure, and there was the threat of the claimant count in the city going through the roof, but I am delighted to say that under this Government the count has fallen by 42%.

The city council has criticised me for voting to control public expenditure, claiming that the Government have not invested in the south-west, but it fails to recognise that they have given Plymouth and the peninsula a city deal that, in return for £10 million, will create 10,000 new jobs. It fails to acknowledge that releasing land in South Yard will deliver a marine industry campus and create 1,200 new jobs—this would be helped significantly by an enterprise zone in South Yard as well. It fails to acknowledge that they have given us the Mayflower 2020 commemorations, which will boost the local tourist industry, and the council has disregarded the £2.6 billion investment in our dockyard, which will safeguard 4,000 new jobs, and dismissed the dualling of the A303 after the next election.

The biggest threat to my city over the next few weeks would be the return of a Labour Government, because, unfortunately, a Labour Government would never think about Plymouth—they would be much more interested in looking after Scotland at Plymouth’s expense. Following the 1997 election, when Tony Blair won his landslide, Labour had only four seats in the whole of Devon and Cornwall, meaning they did not invest in transport or skills there. I fear that Labour would put this investment into Scotland at our expense and would not deliver on Mayflower 400.

We need a stronger Navy. We need to put pressure on the Government for more funds to fix our potholes, in addition to the £9.6 million the council has been given over the past five years, and we need to restore our maritime built heritage, particularly Devonport’s north corner pontoon and sea wall. If we want to ensure that Drake’s drum does not sound, we need the Prime Minister back in No. 10 and a Conservative Chancellor making the right decisions.

The hon. Lady neglected to say that in her constituency unemployment has fallen by 17%—[Interruption.] That seems to be a source of disappointment to the local Labour MP. It should be a source of encouragement to people living in Nottingham South that jobs are being created and that people can get them. However, we have to ensure that people have the right skills to get those jobs, which is why we are supporting apprentices in her constituency. Of course, people in Nottingham would see themselves returned to the economic instability and crisis of the past if there were another Labour Government.

I thank my right hon. Friend for his comments about postgraduates and science investment and for the billions of pounds he is proposing to invest in south-west transport infrastructure. Does he recognise that Plymouth’s priority is a sustainable railway line that delivers more three-hour train journeys between London and Plymouth and ensures that we get trains into Plymouth before 9 am in order to deliver the city deal?

My hon. Friend has been a great champion for Plymouth—I have visited some of the economic developments taking place there with him—including for better rail services, and the work on how to improve those services is under way because of his interventions. In addition, there are now major improvements on roads into the south-west. There was never any investment into the south-west when there was a Labour MP representing his constituency. This is all proof that Conservatives in the area are champions for the south-west and are delivering for the region.
