I am grateful to my right hon. Friend for his kind remarks. The truth of the matter is that Iran does not recognise dual nationals—that is the difference. The case to which he referred concerns an Australian-British national. Nazanin is a British-Iranian national. As far as Tehran is concerned—we can argue the point, but it will not do us much good—Nazanin is an Iranian national, which is why it will not allow us to have access. I regret that very much, and we push back on that all the time, but, very sadly, that is the position adopted by the Iranians.
What more can the UK Government do to support Nazanin, Richard and their family, and to right this wrong?
I share the hon. Gentleman’s frustration in this regard; I really, really do. But it is a sad fact that the tools in our toolbox are limited. What we can do is continue to make it clear to our interlocutors that this is not acceptable, right or proper, and that if Iran wants to restore its reputation, the early release of Nazanin and other dual nationals will go a very long way. It is the right thing to do, and I urge Iran to get on and do it.

It is a pleasure to serve under your chairmanship, Mr Robertson. I, too, congratulate my right hon. Friend the Member for North East Bedfordshire (Alistair Burt) on securing this important debate. I recognise that he was a great champion of these causes during his time as a Minister, and he has continued that valuable work from the Back Benches.
A key part of progress towards worldwide universal health coverage is tackling the world’s major health challenges. Only once those are under control can developing nations achieve sustainable healthcare systems and move towards universal health coverage. I am pleased that the United Kingdom is a world leader in supporting the Global Fund to tackle AIDS-related illnesses, tuberculosis and malaria, which kill around 2.5 million people a year.
I congratulate the right hon. Member for North East Bedfordshire (Alistair Burt) on securing this debate and opening it so well.
Does the hon. Gentleman agree that TB is a perfect example of the need for universal health coverage, and that if we invest well in TB programmes with universal health care in mind, it will make a real difference to developing countries across the world?
I absolutely agree, which is why the UK’s role in tackling TB is so important.
As a country, we will pledge up to £1.4 billion to the latest round of the Global Fund, which will help to provide life-saving antiretroviral therapy for more than 3.3 million people living with HIV, support treatment for 2.3 million people living with tuberculosis, and distribute 92 million mosquito nets to protect children and families from malaria. The UK is the second largest donor to health aid, having contributed $5 billion over the past 30 years. I believe that is something that we as a nation should celebrate.
This global effort, which is being led by the United Kingdom, is changing the world. Child survival rates are one of the greatest success stories, with child mortality levels more than halving since 1990. However, there is still a huge distance to go. Although access to healthcare is improving globally in both developed and developing nations, progress is slow and the gap between countries with the best and worst access to healthcare shows little sign of closing. We need to address that, which is why I support calls from Save the Children for the UK to champion a universal health coverage approach at the UN’s high-level meeting on universal health coverage in September—something my right hon. Friend the Member for North East Bedfordshire has already raised.
This is not about dictating to other nations how they should manage public finances. It is about explaining the benefits of investment in healthcare—not only in improving the health of local populations, but in facilitating improvements in education, poverty and long-term economic development. The UK should champion the principle of healthcare being free at the point of use, and support Governments to increase health spending to 5% of GDP and integrate nutrition and immunisation into national healthcare plans.
Access to universal health coverage needs to be as broad a principle as possible. In some areas, a little investment can make a huge difference to people’s lives. Cerebral Palsy Africa is a charity based in Duns in Berwickshire in my constituency, and it provides support to enable children to attend school in Ghana and other African countries. It was set up by physiotherapist Archie Hinchcliffe, after she saw what rehabilitation could do for young cerebral palsy sufferers—the condition was simply not seen as a priority in many African nations. That is despite early intervention making a huge difference to the lives of sufferers. DFID’s small charities challenge fund recently awarded the charity £50,000, which is being used to train special needs teachers and specialist physiotherapists in Africa. We should all welcome that, and it demonstrates how funding from the United Kingdom Government can have a real impact on UK-based charities working in other parts of the world.

We do not at this stage see any evidence of third-party intervention of that sort. The first premise is that it is a leak from within, but we do not rule out any options, and that is what the investigation is there to study closely.
This leak is both reprehensible and deeply unpatriotic. Once the investigation is concluded, will its outcomes be reported to the House, along with the lessons to be learned?
I imagine that the results, whatever the outcomes, would definitely be made public—in what form, I am not in a position to say, but I am sure that if someone is found, the world will soon find out about it.

It is a pleasure to serve under your chairmanship, Dame Cheryl, and to follow the hon. Member for North West Norfolk (Sir Henry Bellingham), who chairs the all-party group for Sudan and South Sudan so well. He has demonstrated his great knowledge of that part of the world and his staunch commitment to continuing to shine a light on what is going on in Sudan. We must make it clear, through our voice in this place, that we support the Minister and the shadow Minister in their work to bring about improvements through the leadership that the United Kingdom has always been able to provide in the world. Sudan needs the United Kingdom’s leadership at this time, in this matter.
I congratulate my hon. Friend the Member for Stroud (Dr Drew); his great knowledge of that part of the world shone through his remarks. He cares deeply, and his concerns about what is happening in Sudan, how the situation affects the diaspora living here, and the threats it is creating for neighbouring countries, are important.
I am afraid I do not have the knowledge or expertise of the hon. Members who have already spoken and said so much. The hon. Member for North West Norfolk was right when he said that when these disturbances began in December, around bread and grain shortages, and gathered pace to become a more general expression of dissatisfaction as to the need for this regime to come to an end and to move on to a new chapter, there was a sense of optimism in the world, and among friends of Sudan who saw what was going on. Sadly, on 3 June, when peaceful protesters were killed in Khartoum and the images broadcast across the world, that initial hope was dashed.
We have continued to receive reports of the military killing unarmed people in hospitals and elsewhere, and shocking reports of other dreadful things taking place. It was right for the African Union to cut off all activities with Sudan following the extreme bloodshed, demonstrating its clear position. It is good that the pressure from the United Kingdom, the United States and others, and the clear voice of the EU have led some Gulf states to soften their behaviours since their initial reaction.
It is a very difficult situation at the moment. As both my colleagues have said, everyone who knows Sudan well remains hopeful about what is going on with civic society, and about what is going on with younger people, but there is a need to provide the opportunity for that hope to thrive. As has been said, it is important that it is made very clear that the people responsible for what is happening at the moment will be held to account by the international community, and that the temporary Transitional Military Council should be exactly that—transitional—as my hon. Friend the Member for Stroud said. There should be a clear path to proper democracy and order in government, in which the people of Sudan can have confidence.
It is a troubled region. Darfur is synonymous with awful historical events and we do not want that awfulness to return. Leadership from all of us, working together, is needed to support the UK Government to provide leadership through the troika, the United Nations and the EU. The United Kingdom has a pivotal position. I look forward to what the Minister and the shadow Minister have to say about how we move forward, building on the strong, unified messages that have already been coming across the political landscape in the UK. I hope those messages are being well heard in Sudan, and that we can take the necessary steps forward to help that troubled country to a better future—the future it deserves.

This is an interesting debate, but I disagree with my hon. Friend. The drugs are not in the pipeline, because the return on investment for these companies is insufficient in the first place. I do not think that they are sitting on drugs that are available for wealthier people, which, if pressed, they could simply roll out to poorer people. There is an insufficient quantum of investment in research and development. I will come on to that point. I do not think that the need can be met by the private sector alone.
I believe that there are three key reasons why we need to take more action against this disease: humanitarian reasons, economic reasons and reasons of global public health. The humanitarian reason is that so many people are dying needlessly from this disease and falling sick. The figures speak for themselves.
The economic reason is that this awful loss of life and this illness are a drag on economic success in the poorest countries, hindering their development. There will also be a serious economic impact if we fail to tackle the disease. By 2030, it is estimated that if the current trajectory of TB continues, that will cost the world’s economies $1 trillion. Some 60% of that cost will be concentrated in the G20, and it will be caused by the 28 million deaths over that period. That is a terrible statistic, because that is the period over which tuberculosis is meant to be beaten according to the sustainable development goals. The United Nations set those goals four years ago, and said that the major epidemics—AIDS, malaria and TB—would be beaten in 15 years’ time. We have just 11 years to go. On the current trajectory, TB will not be beaten for well over 100 years. There will be a further 28 million deaths during that period alone, as well as huge economic costs.
The global public health reason is the susceptibility of tuberculosis to drug resistance, because of the old-fashioned drugs that are used to treat tuberculosis. People who take the drugs do not continue with their treatment and it is a very serious fact that there are well over 500,000 cases of drug-resistant TB in the world. The highest burden is actually in the European region. Only one in four people who have drug-resistant TB can access treatment.
We know that there are 3.5 million missing cases of TB every year that are simply undiagnosed, accounting for one in three sufferers. The proportion is much higher for drug-resistant TB, where 71% of people are missing. This constitutes not only a humanitarian issue, but a serious risk to global public health, because this is an airborne, highly infectious disease.
The right hon. Gentleman is making a very powerful case. He has just said that because so many cases are undetected, the risk is compounded. That is an important issue, which needs tackling urgently.
I strongly agree with the hon. Gentleman. I commend the work he does on the all-party parliamentary group on global tuberculosis, which I have the honour to co-chair with my friend, the hon. Member for Ealing, Southall (Mr Sharma). The big problem is all of these undetected cases. We need to find and then treat millions more people.
There is hope. Last September, the UN convened the first high-level meeting on tuberculosis, which passed a strong declaration that recommitted the world to meeting the sustainable development goal target to beat the disease, and that specifically set a new target of diagnosing and treating 40 million cases of TB by 2022—a very tight timetable. It is vital that efforts are stepped up immediately so we can meet that new, ambitious target. It will require a significant increase in the level of spending on TB programmes globally from nearly $7 billion to $13 billion and on tuberculosis research and development from $700 million to $2 billion a year.
Two key issues arise from those ambitious new commitments, the first of which is accountability. How are we going to hold the world’s nations to account for their commitments at the high-level meeting? I mentioned that the world has already declared TB a global health emergency and has already set the sustainable development goals. The problem is that we keep talking about the disease but not delivering a sufficient global response to beat it, so accountability is crucial.
Among the problems with the otherwise good declaration passed at the UN is that independent accountability was struck out, but it is vital, because we have to hold countries’ feet to the fire for what they have committed to do. Accountability can take multiple forms: it can be done through bilateral relationships; intergovernmental platforms at the G20, the G7 and the Commonwealth; a further review of the UN high-level meeting and the commitments made; or international institutions such as the World Health Organisation. I must say, however, that if the WHO’s existing mechanisms had been effective, we would not be in this position.
My first point to the Minister, who I welcome to her place, is that the UK has a vital role to play in ensuring that there is more effective, sharper and independent accountability for the targets set at the high-level meeting. Without that accountability, I fear that we will not meet those new targets, and if we do not, we do not have a chance of beating the disease within the set timeframe.
The second issue is that we cannot escape the fact that we will need additional resource to meet the ambitions and that must come from the countries affected, particularly middle-income countries, which must find the resources to deal with it. We have seen a huge improvement in the response in India, for example. Resource must also come through multilateral institutions, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria, through which comes 70% of all international funding for TB. The UK can be proud that it is the third-largest contributor.
This year marks the replenishment of the Global Fund. If we are to have a hope of meeting those TB targets, it is vital that it is replenished to a higher level than before. The investment case requires a pledge of $14 billion from the world’s countries, which will be combined with an increase of nearly 50% in domestic investment, so the money will also come from individual nations. That would suggest that the UK needs to commit £1.4 billion, which is an increase on the £1.2 billion it gave last time. That is the minimum that will be required to meet the Global Fund’s strategy targets and is proportionately the same as the UK previously gave, at about 13% of the budget.
I know other hon. Members want to speak, so I will make one final point. As my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter), who is no longer here, said, new drugs will be essential. New drugs for tuberculosis have become available only relatively recently; there have been no new drugs for more than 40 years. Most people do not know that we do not have an effective adult vaccine for tuberculosis, and no epidemic in human history has ever been beaten without one. We have to be able to meet the new targets for an increase in research and development, which includes providing public funding.
Again, the UK has a vital role to play because of the strength of our pharmaceutical sector and what we already do on research and development. We need a specific plan to implement a research strategy; we need to establish a baseline for countries to ensure that they are funding their fair share of research and development; and we need to establish a mechanism to co-ordinate that spend. Otherwise, again, countries will talk about the research and development gap, but never do anything to close it.
We should not need to be here. This is not a disease that we should have to talk about any longer—frankly, it is a moral disgrace that we still are. It is a needless loss of life. Many problems confront modern Governments, some of which are nearly intractable. This is not one of them. This disease can be beaten. We have known how to do that for more than half a century and, with new tools, we could do it better. In the words of the Stop TB Partnership’s campaign for World TB Day last Sunday, “It’s time” to beat this disease.
I start by congratulating the right hon. Member for Arundel and South Downs (Nick Herbert) on spelling out how important this issue is. I also pay tribute to everybody worldwide who is working in one way or another to fight TB, whether it is on research or on the frontline of dealing with TB and finding people, supporting them and curing them of this terrible disease.
I was fortunate enough to visit Cambodia with RESULTS UK some years ago and saw the fantastic work going on, with partners from across the world working with the Cambodian health authorities to try to reach people suffering from this disease, to tackle it and root it out, but it is a forever challenge.
When I mention TB to people in everyday parlance, they believe that it is a disease of the past—a disease of the 19th century—and are surprised when I point out the fact that it is the biggest killer in the world today. We should be ashamed that that is the case because, as the right hon. Gentleman said, with the proper will, effort, focus, determination and drive, this disease could be sorted. The resources are there to tackle it. It is a matter of purpose, intention and marshalling our forces. That is partly what this debate today is trying to do.
One third of the world’s population is infected with the tuberculosis bacterium, which is a shocking figure. Annually, more than 10 million people become ill with TB, resulting in 1.6 million deaths. As my hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick) has just pointed out, the UK has a higher incidence of TB than we would wish. We have a higher incidence than the USA or other western European countries, with hotspots in places such as London, Leicester, Luton, Birmingham, Manchester and Coventry.
Indeed, when I was principal of a sixth-form college in Scunthorpe, there was an outbreak in the town, which first focused my mind and made me understand the process of ridding a small community of the disease. It is difficult and requires a lot of work. That brought home to me how much it needs sorting, because TB is an airborne disease and adults with pulmonary TB are the main transmitters, which makes it particularly problematic to root out.
We need a safe and affordable vaccine urgently and we need the significant investment in research worldwide to deliver it. As the right hon. Member for Arundel and South Downs pointed out, that can be done with the proper effort. There are loads of reasons to explain why that is not currently happening but, as has been said, a specific research strategy needs to be put in place and funded.
The Minister is an excellent Minister, and I know she will be very much on board and well-researched already. She has an opportunity to contribute to the global leadership in this process. We are six months from the next UN high-level meeting on TB and the time for replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria is fast approaching. The last UN high-level meeting on TB had lots of positives, but there were also areas where we could have asked for a bit more regarding the accountability that we would like so that people own the process and take it forward.
As the right hon. Gentleman pointed out, if the UK can commit to the £1.4 billion that is needed from us over the next three years to up our global game, that would be the UK playing the role that it has always played—one of global leadership, in a way that partners can stand alongside—and I am sure the Minister would want to be part of that. By making those strides, we will begin to make the strides that are necessary to get rid of this terrible disease, one that we should not still have and that is curable—one that is get-riddable. We need to do that and we need to do it now.

I was in Sri Lanka at the beginning of the month, and like the Foreign Secretary, I am deeply concerned by the fast-developing political situation there. As I say, not only do we want to stand up for the constitution, but my right hon. Friend is right to say that we need to continue to urge Sri Lanka to implement fully the commitments it has willingly made to the UN Human Rights Council.
I pay tribute to the hon. Gentleman’s work as vice-chair of the all-party parliamentary group for Sudan and South Sudan. This is a serious situation. We continue to advocate the freeing up of political space and the freeing of political prisoners, as some of the cost-free things that the Government of South Sudan could do to show willing in terms of the peace process declared on 12 September.

I beg to move,
That this House has considered the conflict in South Sudan.
It is a pleasure to speak in this debate under your chairmanship, Sir Graham. I thank my colleagues from the all-party parliamentary group for Sudan and South Sudan, as well as Will Archer, who provides the secretariat, for their hard work to raise issues of peace, social justice and human rights in both countries. I would like to use my time in this short debate to set the scene of the horrific conflict in South Sudan and urge our Government to stay the course of peace in the world’s newest state.
In the world of international crises, competition to be the worst humanitarian catastrophe is tough, to say the least. According to the UN, today we have the worst refugee crisis in the world since Rwanda in Syria, the worst humanitarian crisis in 50 years in Yemen and the worst man-made disaster in the world in Myanmar. There is the return of Ebola in the Democratic Republic of Congo, the renewed bloodshed led by child soldiers in Central African Republic, and the growing African slave trade in Libya. Yet sadly, in the grimmest competition of all, South Sudan is up there with the worst.
Will the hon. Gentleman join me in welcoming the announcement in the last few hours that the President of South Sudan and the rebel leader have agreed to meet for talks to try to restore the 2015 peace negotiations?
That is good news, indeed. We all need to work together to help peace to prevail. Sadly, in the history of South Sudan, we have been here before. That is not a reason for us not to make better progress this time. I know the Minister is focused on this issue, because I have heard her speak on it many times. She will want to ensure that the British Government do everything they can to encourage a positive process.
Born in 2011 after decades of conflict with Sudan, South Sudan became the world’s newest country and a beacon of hope for post-conflict societies. The eyes of the world watched as a brand-new state was formed with the help of millions of dollars from the international community. Barack Obama said proudly at the time,
“Today is a reminder that after the darkness of war, the light of a new dawn is possible.”
Sadly, the jubilant scenes of July 2011 quickly faded into violence. In December 2013, conflict erupted between warring factions of the Sudan People’s Liberation Movement party, quickly escalating into a national crisis, which divided communities along ethnic fault lines. The regional Intergovernmental Authority on Development—IGAD—brokered a peace deal in 2015, to which the hon. Member for Henley (John Howell) alluded, but by July 2016 conflict had kick-started again and the last two years has seen escalating violence and tensions across the country.
My hon. Friend knows I have a passionate interest in the country. One sad aspect of this is that while some said that once the south got freedom, peace would ensue, what happened was, of course, anything but that. Those who did not help by outside intervention ought to hold their heads in shame. It is about time the world community focused back on this bedevilled nation.
My hon. Friend has had a strong, passionate commitment over many years to the situation in South Sudan, speaks with great perception and is to be listened to.
Humanitarian statistics rarely tell the whole story of a conflict, but the latest figures coming out of South Sudan are truly staggering. Some 1.8 million people are internally displaced, with a further 2.4 million seeking refuge in neighbouring countries. That is over a third of the country’s population forced to flee their homes, with 85% of those fleeing being women and children. South Sudanese refugees can be found in Uganda, Kenya, Sudan and Ethiopia. It is testament to the horrors of the conflict in South Sudan that refugees are also seeking safety in countries ravaged by their own civil wars, such as the DRC and Central African Republic. At various points in the conflict, the Bidi Bidi camp in Uganda was receiving more than 1,000 refugees every single day. Now covering an area bigger than Birmingham, it is the largest refugee camp in the world.
We all remember the famine that spread through east Africa last year and the remarkable response from local NGOs, aid agencies and ordinary people in the UK who gave money to the fundraising appeal. This year the UN predicts that famine will return and food insecurity will be greater than last year, with starvation being used as a weapon of war.
I congratulate the hon. Gentleman on bringing this issue to Westminster Hall. I have the good fortune to have in my constituency the headquarters of The Leprosy Mission Scotland. With other partners in The Leprosy Mission International, it is doing tremendous work in South Sudan in incredibly difficult circumstances, which the hon. Gentleman is highlighting in his powerful speech. One aspect of its work is that the relief workers and aid workers are now themselves targeted for extortion and violence. What more can our Government do to protect these people and their good work, so that their influence can help in a very difficult situation?
The hon. Gentleman makes a good point, which I will pick up later in my speech. I am sure the Minister will want to come to it when she responds.
In statistical terms, more than half the population in South Sudan is facing severe hunger right now. The conflict has devastated educational infrastructure in South Sudan. Almost 1.2 million children aged between three and 18 have lost access to education because of conflict and displacement. Almost a third of schools have suffered attacks. The destruction of educational opportunities is trapping South Sudanese kids in inescapable cycles of poverty. An adolescent girl in South Sudan right now is three times more likely to die in childbirth than to complete primary school.
As ever in stories of conflict, women and children pay the highest price. A recent study from the International Rescue Committee and the Global Women’s Institute at Georgetown University revealed that more than 65% of women and girls have experienced some form of gender-based violence. That is double the global average. The UN has found
“massive use of rape as an instrument of terror”.
Amnesty International has reported sexual violence as “rampant”. Those abuses are perpetrated not solely by fighters from the army or rebel groups, but by UN peacekeepers and sadly, on some occasions, by aid workers too. For women in places such as South Sudan, there are few safe places left. It is no surprise that a report from Plan International last week revealed that one in four South Sudanese women has considered suicide.
South Sudan also holds the grim title of the most dangerous place in the world to be an aid worker, as the hon. Member for Stirling (Stephen Kerr) pointed out. While delivering life-saving assistance to 5.4 million people in South Sudan in 2017, 30 aid workers were killed. Their work is routinely obstructed by both Government and opposition. Aid workers are intimidated, supplies are looted and arbitrary fines are applied to those seeking to travel around the country.
Through those statistics, we glimpse the horrors facing South Sudanese people, but I want to tell the story of a woman who lived in Malow village in the north-west of the country, as reported by the UN Human Rights Commission earlier this year. When the army of the Government of South Sudan arrived in Malow in July 2017 it destroyed the schools, the water points, the local hospital and even the local church. It abducted local aid workers and destroyed humanitarian compounds. The village had seen women with their eyes gouged out by soldiers as they sought to protect their children and mutilated men lying in the mud. This woman watched as her husband was castrated in front of her, trying to shield her new-born child from the violence. Three Government soldiers then raped her 70-year-old mother and forced her 12-year-old son to have sex with his grandmother at gunpoint. This is a truly horrific, true tale. The soldiers later shot her mother, and the new-born child and her husband would later die from their injuries. The report makes for very grim reading as it details countless tales of brutal violence from all parties to this conflict, inflicted on innocent civilians.
The violence led the Commission on Human Rights in South Sudan to draw some stark conclusions, of which two stood out for me. The first stated:
“Rape, mutilations of sexual organs and other forms of sexual violence, targeting girls, boys, women and men, are often committed in front of children”.
The second stated that all parties to the conflict are
“deliberately targeting civilians on the basis of their ethnic identity…Those acts constitute war crimes and crimes against humanity.”
The South Sudanese people know better than anyone that the only sustainable route to preventing human rights abuses and providing security and prosperity is through peace.
I will now turn to the ongoing peace process, which the hon. Member for Henley gave us some encouragement about earlier, before asking the Minister a few questions about where we go from here. I acknowledge the commitment and skill of the Foreign and Commonwealth Office’s South Sudan unit, which is ably led by the UK special envoy Chris Trott. It faces an incredibly difficult task, but the UK is rightly at the forefront of the international effort to promote an inclusive peace in South Sudan. The Intergovernmental Authority on Development, which is made up of regional Government representatives, has convened the high-level revitalisation forum in Addis Ababa since June 2017. Last month, the last round of those peace talks achieved little, with no sign of an agreement.
The cessation of hostilities agreement, which was signed in December 2017, has been repeatedly violated by all sides, and the monitoring mechanism that was set up to find and punish spoilers has failed to do so. As it stands, leaders on all sides of the conflict have refused to make the compromises necessary to make peace in South Sudan, but hopefully, if they say they will make it different, they will follow through with those promises, otherwise those promises have no value to the South Sudanese people.
Faced with this truly desperate situation, I would be grateful if the Minister would respond to the following questions. First, following the breakdown of peace talks in Addis Ababa last week, what concrete steps will the UK Government take to punish the spoilers through sanctions, arms embargoes and other measures?
As well as imprisoning his own parliamentarians, President Museveni of Uganda has promised to supply the South Sudanese regime with arms, in spite of the arms embargo imposed by the EU, including us, the US and other countries. Does my hon. Friend think that the Government also need to act on Uganda?
I am sure that the Minister will have heard my hon. Friend’s intervention and will quite appropriately want to pick up on that in her response.
Specifically, how will the UK Government use the powers in the Sanctions and Anti-Money Laundering Act 2018 to increase pressure on key individuals to encourage them to participate seriously in the peace process talks?
Secondly, how will the UK Government leverage their political capital in the region, which is not insignificant, to bring about decisive change in the conflict? In particular, will the Minister outline how the UK intends to escalate its diplomacy with President Museveni, including through direct discussions with the Foreign Secretary?
Thirdly, how is the UK supporting the Church’s peace-building work in South Sudan? The South Sudan Council of Churches has been invited to lead a new peace initiative in South Sudan. How can the UK best support those efforts?
Fourthly, what support are the UK Government providing to the ceasefire and transitional security arrangements monitoring mechanism? It is vital that that body is responsive to violations to ensure that perpetrators are held to account.
Fifthly, what steps are the UK Government taking to ensure that the hybrid court is set up as soon as possible in South Sudan? Tackling the culture of impunity for South Sudanese leaders will be crucial in preventing future atrocities.
Finally, what is the UK’s view on the current plan of the Government of South Sudan to hold elections in the near future? It is impossible to imagine free and fair elections taking place in South Sudan, and the result risks conferring credibility on the Government of South Sudan while they continue to commit human rights abuses.
In closing, I pay tribute to all the activists and campaigners in South Sudan who are rising above the dreadful violence to fight for peace in their country. After decades of conflict, their resilience is truly inspirational. They risk their lives on a daily basis to speak out against the horrors that they have sadly witnessed. They have been let down by their leaders for far too long and have paid too high a price for a conflict they do not deserve to be caught in the middle of. I look forward to the Minister’s response, and to working with her to help to bring about a long overdue peace in South Sudan.

The Ahmadi community in the Scunthorpe area is very small, but its members make a strong contribution to the area, and I want to record my thanks for all the work that they do. The hon. Member for Crawley (Henry Smith) mentioned the message of “Love for all, hatred for none”. They live those words, and it is ironic that they suffer persecution in parts of the world as a result of that creed.

This humanitarian disaster shocks us all, but none are more affected than the Bangladeshi diaspora, as my hon. Friend the Member for Ipswich (Sandy Martin) pointed out. I welcome the fact that the Minister will meet Bangladesh’s Foreign Secretary soon after this statement. As well as urging Bangladesh to organise and prepare as well as possible for the cyclone and monsoon season, will he offer whatever additional support the UK can give to help with those preparations not only in terms of assistance, but as part of our leadership role as UN penholder on this matter?
I know that you have been asking for brevity in my responses, Mr Deputy Speaker, and without in any way being disrespectful to the hon. Gentleman, I can give a brief response to his question: we are very happy to do that, and we will continue to do so. I very much hope that we can continue to make huge humanitarian contributions, which will require more money from both us and the international community in the months and years ahead.

That is an extremely good point. It is indeed the case that most of our consular successes, including in Iran, are done by quiet behind-the-scenes diplomacy.
