Commons ChamberIndeed. I would point the House to the recent sale of the Hullavington site, which I was delighted was bought by Sir James Dyson. While it may not be going directly to housing, it will become the Dyson global research and development hub, which will bring much-needed economic development to the area.
My priorities remain operations against Daesh and implementing our strategic defence review.
Last Thursday, Her Majesty the Queen unveiled a monument to the service and sacrifice of our armed forces in Iraq and Afghanistan. For too long, those troops faced false allegations made by Mr Phil Shiner, and my Department supplied evidence that finally saw him struck off last month. I am therefore now pleased to confirm that the Iraq Historic Allegations Team will close by the summer.
Does Sweden’s announcing that it plans on reintroducing conscription signal an awareness in countries such as Sweden that there is an increasing problem from Russia and elsewhere, and should that be translated into an argument for spending 2% of GDP on defence?
Well, yes. Europe faces a wide range of threats, including those from Russian aggression and international terrorism. European nations need the capabilities to respond and the funding to provide those capabilities. I reminded a meeting of EU Foreign and Defence Ministers last week of the importance of all of us who are members of NATO meeting that NATO spending target.

15. What steps his Department is taking to assist Iraqi forces in countering ISIL.
The UK contributes significantly to the coalition against ISIL by providing sophisticated aircraft such as Tornado, Reaper, Rivet Joint and Sentinel from across the middle east and Cyprus to support Iraqi ground forces. We lead the coalition’s counter-improvised explosive device training programme and have trained more than 1,400 Iraqis in counter-IED and other infantry skills. Yesterday, as my right hon. Friend the Member for Clwyd West (Mr Jones) will have heard, we offered to expand that counter-IED and other training to additional coalition training sites.
The partners in the coalition and Prime Minister al-Abadi recognise that the Iraqi security forces need support to help them take the fight to ISIL on the ground. That is why we are contributing not simply to air support but to the building partner capacity programme, which aims to boost the capabilities and confidence of the Iraqi security forces.
It is certainly correct that the Iraqi forces need strengthening. What further measures does the Secretary of State have in mind to do exactly that, as it is the long-term guarantee of security?
As my right hon. Friend the Prime Minister announced at the weekend, we have offered a further 125 troops to join the coalition troops training the Iraqi security forces, including more than 60 counter-IED trainers. Those additional troops will be the first UK personnel deployed to training sites outside Irbil or Baghdad and, subject to the needs of the coalition, will take our presence in Iraq to more than 275 troops. As well as further counter-IED trainers, we are offering specialist training in areas such as medical skills, equipment maintenance, manoeuvre support and information operations.

Commons ChamberIt is a great pleasure to speak in this debate and to follow my hon. Friend the Member for Reigate (Crispin Blunt), although I disagree with his conclusions about Trident. We need a deterrent of that type. I hope we will never need to use it, but having it will probably ensure that we do not need to use it. That is the key point about the deterrence of Trident. I am firmly of the view that the Government are right in the course of action they have adopted.
I agree with other hon. Members that 2% of GDP should not just be a target, but should eventually be exceeded. The Chairman of the Defence Committee is right to link 2% to growth. Of course, when there is growth, that 2% becomes bigger. The key point to bear in mind is that if we do not get our economy right, we will not have growth. Defence will therefore suffer if our economy plunges again. The actions that we are taking through—dare I say it—the long-term economic plan and in reducing the deficit are part of our security, because they enable us to afford the things that we want and need in terms of defence.
The second important argument for spending 2%, as most people have noted, is that we must provide leadership to our fellow NATO members. Pledging 2% and encouraging others to meet the 2% target is part of our defence strategy and should remain so. We are right to spend 2% for those two reasons and probably a whole lot more.
What we spend the money on is also important. I have been struck in the course of the debate by the number of people who have said, “We did not think that was going to happen,” or, “That came as a surprise to us.” Our defence expenditure therefore has to have flexibility built in. We have to bear it in mind that we might have very different enemies from those we have had in the past in terms of capacity, style and objectives. That certainly applies to Russia, which has various different strategies and ways of challenging and testing us, as has been said. Islamic State presents a completely different challenge that requires a response that is quite out of the ordinary in terms of defence activity. In spending the 2% of GDP, we must bear in mind the importance of flexibility.
That point was well made, in a slightly different way, by my hon. Friend the Member for Broadland (Mr Simpson), who linked defence, international development and the activities of the Foreign Office. That is a big sum of money in total. It is wise and strategically sensible to think about the whole security budget, because each part of that budget relates to a meaningful way of protecting Britain’s interests. With reference to the Foreign Office, it is important that we know what is going on. We therefore need our diplomatic representatives and everybody else connected with our embassies, and we must ensure that our embassies are properly equipped and staffed. Again, the Chairman of the Defence Committee made that point very well when he talked about the Baltic states.
The key question is: what are our strategic interests? I do not think that we have yet settled what they are. As we have already noted, things happen and they are surprising. We need to find a strategic plan that defines where we want to be, the kind of responses we should have and the objectives we want. That can only be done in conjunction with our allies. I am thinking not just about the United States of America, which is, of course, a natural ally, but about our allies in Europe. The threats we are discussing are to Europe as much as to us and we therefore have a responsibility and a duty to engage with our European partners to ensure that their strategy is not dissimilar to ours. Arguments in front of an enemy between allies that are supposed to be dealing with that enemy always end up in confusion and a lack of capacity.
We need to define our geographical area as well as our capacity. By this, I mean that we must think about the middle east, northern Africa and beyond. I have learned over the past few years the value of simply being around and paying attention. That is certainly the case with the Falklands and Antarctica. Britain’s presence there guarantees a powerful role is an important geopolitical area. That is a maxim we should apply elsewhere, but to do so we must understand our strategic objectives. That is why I think it is critical that any review in the not-too-distant future bears in mind that situation.
This is a basic point, but we must always think about the politics when we think about engagement with armed forces—not about the politics here, but about the politics of where we are. We have learned that often in the past. We were very clear about what we wanted to achieve in the Falklands. There was no political dispute; we had to retake the Falklands, period. We had a clear objective with a clear political outcome and it worked. We have been less successful when we have been less clear and sure about our strategic objectives. The obvious example is Iraq. We should not have gone in in the first place and when we got there we started making even more mistakes in the implementation of the strategy for the responsibilities we took once we had removed Saddam Hussein. The difficulty that Iraq and the region still face is that we were not sure enough about what we were doing, we lacked strategic certainty and we therefore left a problem that was either bigger or still big enough, and that has had ramifications ever since.
In short, yes to 2%; yes to a full commitment to NATO; yes to a recognition that we must have a defence force that is flexible, modern and bristling with high-technology and that there is fluid enough military thinking to be able to respond to the challenges that emerge on an irregular and often surprising basis; and yes to defining, understanding and seeing through our political objectives.
But the hon. Gentleman needs to be honest about the time scale. I thought he was going to refer, as one Member did from a sedentary position, to the mythical £38 billion black hole, which was designed to disguise the Government’s 8% cut. The Defence Committee’s report of November 2011 says:
“We note that the MoD now state the genuine size of the gap is substantially in excess of £38 billion. However, we also note the”
former
“Secretary of State’s assertion that the ‘for the first time in a generation, the MoD will have brought its plans and budget broadly into balance, allowing it to plan with confidence for the delivery of the future equipment programme’. Without proper detailed figures neither statement can be verified.”
I have challenged numerous Ministers on that. It is one of those things that was thought up in central office during the election and then kept getting repeated.
Serious points have been made in today’s debate about Britain’s place in the world, including by my hon. Friend the Member for Birmingham, Edgbaston and the Chair of the Committee. We need to ask the question that we asked in 1998: what is our role in the world and is there a wider debate to be had with the British public? I think there is, but this Government are not conducting the latest defence review in a constructive way. In 1998, as the hon. Member for New Forest East has said, we had a broad, inclusive debate. Even in 2010 we produced a Government Green Paper setting out the issues, but as soon as the coalition got in the Treasury-led review was completed in record time. This time the process needs to be thought out.
Things do not bode well, however, because the Ministry of Defence will not even tell my hon. Friend the Member for Gedling (Vernon Coaker) what questions it will ask in the review, while the Prime Minister’s view is that all we need is a light tweak. We live in a very changeable world—we have had a very good debate today about Russia and the threats we now face from Islamic terrorism—and the idea that all we need is a light tweak is a huge mistake.
Will the shadow Minister tell the House whether or not the Labour Opposition agree with the 2% target?
I have made that clear. I will not promise things I cannot deliver, which the hon. Gentleman’s party did at the last election. He will have to stand up in front of his electorate in Stroud in May and say that he disagrees with the Prime Minister and will not sign up to the austerity Budget outlined by the Chancellor in the autumn statement. He needs to be honest with his constituents by saying that, because that is what will happen to the defence budget. He can make all his points about our position, but we have been very clear that we will meet the 2015-16 targets.
The hon. Member for Broadland (Mr Simpson)—I will call my fellow war graves commissioner my hon. Friend—made this point about those in the Ministry of Defence. I think he said that they were rolling the logs along the path, and they have in certain ways. What is needed, and this is part of our zero-based budget review, is to look in detail at exactly how our defence budget is spent. There is an argument for efficiencies that can be made, and they will be made.
The defence review must involve the largest possible number of people; otherwise it cannot be done. If the Treasury is just let loose, as it was in 2010, it will have the same result. I will say something that is perhaps out of character, but when he was Defence Secretary the right hon. Member for North Somerset (Dr Fox) did at least try to keep the Treasury dogs from the door, although he unfortunately failed.

Commons ChamberThe hon. Gentleman is a doughty champion and I pay credit to him for his work in helping BAE Systems to conclude its contract with the Indian Government. My right hon. Friend the Secretary of State is due to visit India between now and Christmas. We are in active discussions in support of the US efforts—the contract is being placed through BAE Systems Inc.—to secure the order.
T10. What steps is the Secretary of State taking to ensure that Iraqi forces can conduct a ground war against ISIL?
I can tell my hon. Friend that 2nd Battalion the Yorkshire Regiment is already training the Kurdish peshmerga in how safely to maintain, operate and use British-gifted heavy machine guns. We have run one course and a second course is under way. We are working on additional courses in specialist skills. We will, of course, authorise further commitments to train Iraqi or Kurdish troops, if it is consistent with the strategy to defeat ISIL on the ground and consistent with the support of our coalition allies.

Commons ChamberIt is a pleasure to follow the hon. Member for Hartlepool (Mr Wright), who reminded us in his excellent speech that the losses of the first world war occurred not just in Gallipoli or in the trenches, but at home as well. The raid on the Hartlepools was a terrible story that is well remembered now and had a huge impact on people at the time. In Folkestone in 1917, more than 60 people were killed in a single air raid. German planes that were looking for London dropped their bombs on the way back to the continent, killing innocent women and children—including children who were only a few months old—in the process. That was a tragic and terrible incident, and we should remember that there were important losses at home, as well as those on the western front. One important thing we will find during this centenary period is that we have forgotten lots of things about the war. I am talking about stories of individual heroism and of the way communities worked together, which were not part of the big narrative and are not found in the history books, but which are very important local, community stories. During these centenary years we will have the chance to tell them again.
My main focus as the MP for Folkestone and Hythe—I also declare my interest as chairman of Step Short, the first world war centenary charity in Folkestone—has been to mark the role that Folkestone played in the war effort as the main port of embarkation from these islands to the western front. There were more than 10 million movements of service personnel through Folkestone port during the war; those were people from all around the world, as well as from all corners of these islands. During this centenary we should remember that more than 1 million men from the Indian subcontinent, as well as people from China and south America, fought in the allied war effort and cause during the war. As part of Folkestone’s commemorations, we are certainly remembering those people, too.
We should also remember that we not only sent people out to fight, but gave comfort to people seeking refuge. Folkestone received tens of thousands of refugees from Belgium in the first weeks of the war; these people were fleeing for their lives, fleeing persecution and fleeing the advance of the enemy troops through their country— through their homeland. They came to this country and we gave them a home. These people went all across the UK, but tens of thousands of them stayed in Folkestone during the war. A great painting, painted in 1915, commemorating the arrival of the Belgian refugees sits in the town hall in Folkestone, and they are a very important part of our community’s story about the work people did during the war.
The main community effort we have supported to mark the centenary has been the building of a memorial arch that will stand over the route that those millions of soldiers marched to the ships waiting in the harbour to take them on their journey to France. The walk down the Slope road, as it was known then—after the war it was renamed the Road of Remembrance—to the harbour was for many the final journey leaving this country. Wilfred Owen spent his last night in England at the Grand hotel in Folkestone, billeted there before making that journey. So we wanted to do something that marked that route and that journey, and we are building a memorial arch over the route they took. As I mentioned earlier, this debate is particularly timely because that arch is being assembled today and will be in place by the end of the evening. On 4 August, His Royal Highness Prince Harry will be coming to Folkestone to dedicate the arch as part of the centenary commemorations and that centenary day itself.
I remember going on a battlefield tour when I was at school, 25 years ago, with my history teacher Mr Fitzgerald, who is still head of history at St Mary’s Roman Catholic high school in Herefordshire. He has been running exactly the same battlefield tour for 25 years, taking schoolboys and schoolgirls to Tyne Cot and Vimy ridge to see things for themselves and walk in the footsteps of the soldiers. That trip had a profound impact on me; one has to stand on the site and experience it. Our school always went in the autumn. Typically for that part of Europe, it is often blowy, cold and wet. Visitors get the tiniest insight into and glimpse of what it might have been like to have been standing there during the war. We could never truly know what it was like; we cannot imagine, in our lives today, what it must have been like to fight in that war. There is something sacred about these places, which is why it is right that the Government are supporting schools and encouraging them to take such trips, in order to get more schools to go to the battlefields to see them for themselves.
That is why we in Folkestone also wanted to dedicate a space that was relevant to the war and the experience of the soldiers—the place they marched down. They marched down the Road of Remembrance, they could see the ships in the harbour waiting to take them; they could see France, where they were going; and, in the distance, they were probably able to hear the guns at the front, which were only 100 miles away. They were not looking with wonder across the channel at the boats crossing; they were looking across a frontier to a very hostile place they were journeying to.
Throughout this debate we have heard stories of people who won great awards for their gallantry—Victoria Crosses and other military medals. Many of them were not servicemen before the war. They were not professional, trained soldiers. They gave up their lives at home, their families and their livelihoods, and they sacrificed themselves. They demonstrated incredible bravery, fighting for themselves, their communities and their families to defend their homeland. They demonstrated the incredible depths of resilience and bravery that probably everyone has. When we consider this first world war centenary period, we must ask ourselves whether we could make those sacrifices today. Could we do as people did 100 years ago? Are we too cynical? I think the answer is absolutely not. What the first world war demonstrated was the incredible resilience of people and the sacrifices that they were prepared to make in a good cause. The same is true of the 9/11 attacks in New York. Did those firemen wake up that morning thinking that they would have to run into a collapsing building while people were running out of it? They did their job out of duty and at the moment in time they were called to do it. People did the same in the first world war, and that is one of the things that we remember.
Another important reason for remembering the first world war is the message that emerged, which was that we were all in it together. It was a war fought not just by armies but by societies and nations. We relied on everyone’s efforts. There was mass conscription into the armed forces. We had a field army of more than a million people, all of whom were trained and fit. They had a diet and an education that enabled them to take part in the war effort. The people who could not fight in the war worked in the munitions factories and in the fields. Everyone was part of the war effort. The ability to put an army in the field and to win such a war required the participation of the entire population. It also required people of genius, inspiration and ingenuity to design new weapons, new techniques and new technologies that would make winning that war possible. To fight and win such a conflict required the resources of the entire population, and the entire country had to be strong.
My hon. Friend is making an impressive speech. Will he join me in saluting the work of the charity Never Such Innocence, which is marking the massive contribution made by the Dominions, as they then were, towards the great war? It is ably led by Edward Wild and Lady Lucy French, whose great-great grandfather was Field Marshall Sir John French.
I am grateful to my hon. Friend for his intervention. I was about to mention Never Such Innocence. The charity, which has been working closely with Australia house, has done a fantastic project of work this year, and I hope that it continues. I know that, like me, the hon. Member for Barnsley Central (Dan Jarvis) is also a supporter of the charity. I am grateful that the charity made a contribution to the Step Short project in Folkestone, and that it provided support to military charities such as Combat Stress.
It is interesting to note that Combat Stress marks its own centenary in 2019. It was formed to deal with the unique challenges, injuries and needs of people coming back from the war. It was only after the first world war that we really understood the nature of stress—mental stress from the battlefield—and the fact that it required special treatment. Combat Stress is a very relevant and important charity in its own right, and it is significant that it should be linked to the good work of Never Such Innocence.
I also want to underline the role of the Commonwealth in the war effort, especially that of the Anzac troops. Anzac day is marked now in increasingly growing numbers in this country as well as around the world and is of huge significance and importance to the history of the Commonwealth as well as to Australia and New Zealand.
I want to come back to the point about how there was this sense during the war of us all being in it together. The lesson of the war was that we need a strong society, and that to function properly there should be rewards and benefits for the whole of society coming out of that war. We also learned that the ability of a nation to fight wars in the future would depend on the strength not just of the armed forces, but of the whole country, and that our duties and responsibilities lie beyond our shores. We should fight not just wars of defence but wars to uphold the values of democracy and freedom that we have in our country. We went to war not just to defend ourselves but to liberate other people from oppression. There can be no nobler cause than that.
The first world war changed the whole of this country; it changed society. Anyone who had lived in the 20 years before the war would not have seen a huge amount of change before 1914. If they had come back to this country 20 years after the war had ended, they would have noticed that society had changed for ever. That is why these centenaries are so important. It is to remember that period of change.
Finally, I thank the Minister and the Government for the support they have given to the Step Short project. I also thank the Ministry of Defence, which is providing parading soldiers and the band of the Brigade of Gurkhas for the commemorations in Folkestone on 4 August. Soldiers will march through the memorial arch in the steps of the soldiers who went to war. It is right that the armed forces should be involved in the commemoration of the war. We are in no way seeking to make this a military occasion or to glorify war; we just want to remember that it is the servicemen who made the sacrifice and got on the ships to go and fight, and they did so in the service of their country and in the service of others. It is right that they should be involved in the commemorations that day.
I am also grateful for the support of Shepway district council and Kent county council, who provided financial support for the project. More than half of the money that has been raised by Step Short has been given as private donations. Private organisations have raised money. It is right that local authorities should support heritage projects in their areas, but also that we should seek broader support. It is right to recognise that the greater part of the support that we have received has come from other sources.
I thank the property company Lend Lease, which has provided its services for free to build the memorial arch in Folkestone. They have given a dedicated team to project manage it. That is an enormous contribution on its part. The company exemplifies the point made by my hon. Friend the Member for Stroud (Neil Carmichael) that this is a Commonwealth effort. Lend Lease is based in Australia, but it is giving its resources to support the project in Folkestone. It has also led on the work to restore the Imperial War museum.
I would also like to thank—this is a bit of an Oscar thank you speech, but I would like to get it on the record—the large number of organisations that have helped us with our centenary project in Folkestone. The National Army museum has brought an exhibition to Folkestone that tells the story from enlistment to embarkation. Parts of their collections have been brought to Folkestone and the museum has worked with local historians and history groups to put on the exhibition, which opened on Tuesday this week and will run for 10 months. It provides an excellent educational resource telling the story of going to war. I hope that the people who come to Folkestone to see the memorial arch will also take a look at that exhibition and that it will complement the exhibition that will be put on in the Sassoon room in Folkestone library shortly, which tells the story of the Folkestone community during the war in pictures.
I also urge all my Kent colleagues to look at the excellent online resource called Kent in World War One. We are asking people to share their data and information, pictures and stories. Such local projects and the online work of the Imperial War museum are merging official data—war records, service records and medal records and charts—with personal data such as diaries, letters, stories and photographs. That will create a wonderful resource, bringing those stories together.
It is fantastic not just to hear a citation for bravery and read someone’s war record but to hear a personal story. The Kent in World War One project maps that on local streets so that people can see what people who lived in the road where they live now did in the war, bringing the stories alive in the community. It is an excellent way of marking the centenary of the first world war.
I am sure that 4 August will be a day of moving, fitting and appropriate commemorations right across the United Kingdom, but in many ways it will be the start of a process. We will see more and more such commemorations on the important anniversaries that fall throughout the four and a half years up to the centenary of Armistice day in 2018. It is a programme that we should all celebrate and be proud of.

Commons ChamberI have not looked at the specification in detail, but I do not envisage that the thing will be able to take off and fly. I understand the point that my hon. Friend is making, however, and we are conscious of the gap in maritime patrol aircraft capability. It is one issue that will be addressed in SDSR 2015 and we will manage the gap in the meantime through close collaboration with our allies. We are considering all the options, including, potentially, the use of unmanned aerial vehicles in a maritime patrol role in the future.
I congratulate the Secretary of State on salvaging a sustainable shipbuilding future for this country from the wreckage left by the previous Government. Looking to the future, and bearing in mind his comments about engineering, does he agree with me that we should be encouraging young people to think about entering the defence services as engineers to develop new technologies, including in electronics and composite materials?
Absolutely. I must say to my hon. Friend and for the record that there are huge opportunities available across the defence industry and in the defence establishment for young people with engineering skills. I am glad to say that all the evidence suggests that my right hon. Friend the Secretary of State for Education’s reforms are having the effect of reawakening the interest of young people in the STEM—science, technology, engineering and maths—subjects. Increasing numbers are taking them up and that is good news for the future of British industry.

Commons Chamber1. What recent assessment he has made of the security situation in and around the Falkland Islands.
The Ministry of Defence undertakes regular assessments of potential military threats to the Falkland Islands to ensure that we retain an appropriate level of defensive capability to address any such threats. There is no current evidence of the intent, or indeed capability, to launch a credible military threat to the south Atlantic. However, we remain vigilant and committed to the protection of the Falkland islanders.
What discussions has the Minister had with our allies regarding security and safety in the region, particularly for the Falklands, but also across the Southern ocean?
Personally, I have had no such discussions with our allies in Latin America, but we are very engaged with the region—rather more so than other recent Governments. Indeed, in the past six months ministerial colleagues have made nine visits to Latin America, and there have been a similar number of inward visits from the region, and of course we continue to encourage them to support us. I was particularly pleased that Stephen Harper, the Canadian Prime Minister, last week singled out the Falkland Islands. [Interruption.] He is from north America—well spotted.
As the hon. Lady knows, issues of Crown immunity relate to the period before 1987. As she also knows, it is not this Department that leads on this particular issue. I cannot guarantee her that there will be a change in the position, but her comments are noted and I will make sure that they are passed on to those who are dealing with Bill.
T2. With the importance of engineering and technology in mind, what measures is the Secretary of State or the Minister taking to engage with defence industries in Gloucestershire?
As my hon. Friend knows, the Ministry of Defence places great emphasis on trying to improve access for small and medium-sized enterprises into the procurement chain. As far as Gloucester is concerned, my hon. Friend may not know that next week, at the invitation of my hon. Friend the Member for Gloucester (Richard Graham), I will attend a meeting of defence contractors for the whole of Gloucestershire.

Commons ChamberI am not aware of the individual circumstances surrounding those applications. However, I do not think we are particularly concerned about collision with turbines—I hope I am not being unduly optimistic about that. Each application is judged on its merits, and the MOD will object only if it believes that a wind turbine will interfere with the radar or flying activities.
13. What assessment he has made of China’s planned expansion of its aircraft carrier capacity.
China’s aircraft carrier capability remains at an early stage of development and the building of new indigenous vessels will take it some time. The Government closely watch developments in the Asia-Pacific region as they may affect our interests and our allies.
What discussions has the Minister had with our allies in that region and elsewhere about the possible implications for the stability of the Asia-Pacific region?
We have regular discussions with allies across the region, including major talks such as AUKMIN, where the Foreign and Defence Secretaries visited their counterparts in Australia in January and where a variety of strategic issues were discussed. I went to New Zealand and Tonga at the end of last year to promote defence co-operation. I passed on my thanks for their troop contributions to Afghanistan and presented some medals to the Tongans who defend Camp Bastion.

Commons ChamberI remind the hon. Gentleman that that was a free vote. With regard to the other issue he raised, we intend to introduce an option for members of the armed forces to record their sexual orientation on our joint personnel administration system if they so wish. I take it that that is a change he would welcome. In the meantime, we have expanded our recruit trainee survey to give personnel the option of providing their sexual orientation if they wish to do so.
13. What steps he is taking to improve defence procurement.
Reforming defence acquisition and support so that it provides the right equipment to our armed forces at the right time, while driving better value for money from the budget, is a key element of the defence transformation programme currently under way. This is one of my top priorities, which will reverse more than a decade of mismanagement by the Labour Government. Through the materiel strategy work, we have concluded that only significant reform will solve the problems that have for years beset defence procurement. We expect to make decisions on the next steps of that work soon.
Does the Minister agree that the need to ensure that the UK defence industry has encouragement and a sense of continuity is also important to the small and medium-sized businesses that supply the defence industries? What steps is he taking to ensure that they can play a major part?
In 2012, 40% of new contracts placed by the MOD were with small and medium-sized enterprises; they are at the heart of the innovation within the supply chain for defence contractors. My hon. Friend may be interested to know that next week I will be addressing an NDI conference in Manchester on the very subject of encouraging SMEs into the defence supply chain.

Commons Chamber12. What discussions he has had with his ministerial colleagues on the shift in US defence policy from the Atlantic to the Pacific.
Regular discussions on defence policy, including US defence strategy, occur with Ministers both at home and abroad. The Defence Secretary will, for example, meet Secretary Panetta later this month and looks forward to meeting his successor at the earliest opportunity.
When the Defence Secretary meets Chuck Hagel or anyone else who might have been ratified, will he discuss what measures can be used to encourage collaboration so that we can maximise the assets available at the organisation?
My hon. Friend is absolutely right. We need to make sure we make the best we can out of assets that are under increasing pressure. I note that President Obama’s guidance issued on 5 January last year, “Sustaining US Global Leadership”, set the scene for how US defence is likely to go. I am particularly pleased to see a high degree of correlation between that and our own strategic defence and security review outcomes. We are close to the Americans, and we look forward to the relationship continuing and developing in the future, as they are, as it were, our best friends.
