The Prime Minister talks grandly about self-determination, so why is she so determined not to allow the Scottish people to exercise that very right when the details of the deal are known but before we are taken out of the EU?

Commons ChamberI am sure all of us across the House send our deepest sympathies to the family of George Low, and our very best wishes to Ben Barker for a full recovery from the terrible injuries that he suffered as a result of what was, as my hon. Friend said, a violent and completely unprovoked attack. The case was raised most recently with the relevant Government by the Foreign Secretary during his visit to Cyprus on 30 November, and he set out clearly our desire to see those guilty of this attack brought to justice. The Foreign and Commonwealth Office will continue to offer help and support to both families. We will continue to raise this issue, and I am sure the Foreign and Commonwealth Office will keep my hon. Friend informed of any developments.
We will need to address such issues as we look at the arrangements that will be in place following our exit from the EU. I am sure everybody recognises the significance of the Arbroath smokie and other products from around the United Kingdom. At the end of his question the hon. Gentleman said “should we leave the EU”. I can tell him that we will be leaving the EU.

I absolutely agree that it is in the best interests of Scotland to remain in the EU, and it is also in the best interests of Scotland to remain in the UK, because it has been clearly set out that what is best for the future of Scotland’s energy sector is a UK-wide common market.
While we obviously want the UK to remain part of the EU, I am seriously beginning to wonder whether the Secretary of State’s mission is to antagonise as many Scots as possible before the referendum. Will he at least agree that should Scotland be dragged out of the EU against its will, that would be a major constitutional change?
The hon. Gentleman may be interested to know that tomorrow night I shall share a platform with the former deputy leader of the SNP, Jim Sillars. I shall make the positive case for Scotland’s remaining in the EU, and I understand that he will make the case for Scotland’s leaving the EU.

On behalf of the Secretary of State for Work and Pensions, I meet the Secretary of State for Scotland on a regular basis to discuss the devolution of welfare programmes to the Scottish Government; at a meeting just yesterday we discussed the ever-improving labour market in Scotland. I also have regular meetings with my counterparts from the Scottish Government and we have a joint ministerial working group. I will be speaking tomorrow to the Scottish Ministers with responsibility for fair work, and for children and young people.
As a result of the changes from disability living allowance to the personal independence payment, thousands of Scots are losing their rights to Motability vehicles. That is particularly devastating in rural areas, where accessible public transport may be limited. Will the Minister end this iniquitous policy?
As I have said, there will be new powers under the devolution deal, which will also include top-up payments; this is still very much based on welfare payments as well. It will be down to the Scottish Government in particular to get on and start making some of these decisions. They have got the powers coming to them so they will have to start deciding how they want to use them.
My hon. Friend is absolutely right. It was a ridiculous decision. This is a man with an outstanding allegation of rape against him. He barricaded himself in the Ecuadorian embassy, yet claims that he was arbitrarily detained. The only person who detained him was himself. What he should do is come out of the embassy and face the arrest warrant against him. He is being asked to stand trial in Sweden—a country with a fair reputation for justice. He should bring to an end this whole sorry saga.
Q8. Women’s aid groups, including my own in Angus, have raised the serious concern that changes in housing benefit may force the closure of many refuges. Will the Prime Minister undertake to specifically exclude refuges from the changes and to protect this vital service for vulnerable women and children?
As I said in my answers to the Leader of the Opposition, we want to support the supported housing projects that work in many of our constituencies. We have all seen how important they are. The changes to housing benefit that we are talking about will not come into place until 2018, so there is plenty of time to make sure that we support supported housing projects.

May I begin by wishing you a very happy new year, Mr Speaker?
In the light of the recent flooding in Scotland, may I pay tribute to all those in the emergency services and in local authorities, and the volunteers, who have dealt with the challenging circumstances? The thoughts of the whole House will be with those whose homes and businesses have been flooded.
The UK and Scottish Governments are discussing the fiscal framework through the Joint Exchequer Committee, and there have been five meetings between the Deputy First Minister and the Chief Secretary to the Treasury to discuss it. The next meeting is due to take place on Friday.
I thank the Secretary of State for his answer and associate myself with what he said about the flooding, which has affected my constituency and those of many of my colleagues. We appreciate the work the emergency services are doing.
The block grant will need to be adjusted to take account of the revenue-raising powers that are being devolved, but, as agreed by the Smith commission, the Scottish Government should not be financially disadvantaged by the transfer of the new powers. What is the Secretary of State’s view of what a fair indexation for the block grant adjustment would be?
My understanding is that the Deputy First Minister of Scotland, John Swinney, with whom I had a productive meeting just before Christmas, is conducting the negotiations on behalf of the Scottish Government. At our meeting, Mr Swinney assured me that his objective was exactly the same as that of the United Kingdom Government—a settlement that is fair to Scotland and fair to the whole United Kingdom.

Commons ChamberThe hon. Lady’s mind is more elaborate than mine. We have looked at this in a perfectly sensible, straightforward way. We want trade unions in the civil service—and in this context I am talking only about the civil service—to engage in a sensible, modern fashion, and we want public money to be deployed in the delivery of public services rather than the delivery of trade union officials’ salaries.
The Minister said that Departments were entitled to recover the costs of check-off from the unions, and rattled off a list of Departments that were ending check-off. Have any of those Departments made any attempt to negotiate with the unions on the costs of check-off, or does the Minister simply want to get rid of check-off altogether?
For many years, the civil service management code has obliged Departments to recover the costs of check-off from the unions, but only two have been doing so, namely the Ministry of Defence and HMRC. Check-off remains in place in a number of Departments, and the head of the civil service has very properly written to their permanent secretaries telling them that they should rectify the position.

Commons ChamberEverybody should agree that it is an absolute and utter disgrace, in a rich, developed nation of the 21st century, that so many of our fellow citizens have to resort to food banks. The largest food bank in my constituency is the Angus food bank, which is run by a group of churches, supported by the Trussell Trust. I have joined food collections, and the dedication of volunteers and the generosity of those who donate never ceases to amaze me.
It is often those who have little enough themselves who are most ready to help their fellow citizens. I recall that at a recent event, one person came up to us with a small donation, saying that he could not afford much but had been helped by the food bank when he was in need and wanted to give something back. That is far from unusual. Food banks bring out the best in ordinary people with a desire to help those who find themselves in temporary difficulties through illness, unemployment or other factors. Unfortunately, they do not seem to have that effect on Ministers.
The rise in food bank use is down to rising need, and the number of people using them is certainly going up. In Scotland alone, 51,647 people received a minimum three-day supply of food from a Trussell Trust food bank in the six months to September this year, an increase of an astonishing 124% on the same period last year. Almost one third of those helped were children. The Trussell Trust expects that over the full year, the number will rise to more than 90,000. Angus food bank helped 1,247 people in the six months to April, and it does not cover the major town of Arbroath, which is served by other food banks. Some 277 of those people were children. In the council ward where I live, 338 people were helped. Those figures are shocking.
Why do people go to food banks? The Trussell Trust says that only 5% of people who come to it cite homelessness as the main cause of their crisis. Almost half—46%—cite benefit problems, and a further 18% cite low income.
(Strangford) (DUP): The Trussell Trust food bank in Newtonards, in my constituency, was the first in Northern Ireland. It is run by the Thriving Life church and does excellent work. I am the main referral agency for it, and for the record, the main reasons for referrals are benefit delays at 30%, benefit changes at 15% and low income at 22%. Last year—
Order. Interventions need to be short. We are trying to get everybody in, and it is not going to happen at this rate.
Clearly the main issues are a direct result of the current Government’s policies. Many people turning to food banks have been “sanctioned”, to use the Government’s word, often for seemingly unfair reasons. Some 86% of food banks say that they have seen an increase in referrals for that reason. It is not just the Trussell Trust making that point; Barnardo’s also does, citing the rising cost of living, cuts in welfare support and benefit delays.
Those matters are under the Government’s control. There do not need to be delays in sorting out benefits when circumstances change or for there to be sanctions for seemingly minor reasons. From my constituency experience, there appears to be a particular problem when someone wishes to change from a dual to a single claim. They cannot get a clear answer on what information is required to prove their status. Such cases can drag on for months, which is completely and utterly unacceptable. Sorting that out would not necessarily increase costs and would certainly reduce the misery that many of those who use food banks are suffering.
The use of food banks is not just about benefits. It is also about incomes, as many Members have said. The Scottish Government are promoting the living wage among their own employers, and the new ScotRail contract will include a living wage clause. SSE has just become a living wage employer. Food banks are not an easy route for anyone, and those who will be most pleased when food banks cease to be required are the volunteers who are putting so much into running them and helping those in need.

Commons ChamberMy right hon. Friend is absolutely right to raise the issue of aid workers, who have put so much into rebuilding Afghanistan. I will never forget meeting Linda Norgrove’s brave parents, who were desperately sad at the loss of their child. She put a great deal into Afghanistan and came very close to being rescued and brought home. I commend my right hon. Friend for all the work that he did on such consular cases as a Foreign Office Minister.
The Prime Minister said in his statement that he would check the statistics and the methodology, and “crawl through this in exhaustive detail”. However, it is clear that the Treasury knew about the matter way back in May. Will he confirm that the Government let the rules relating to the own resources package, which covers this area, go through the European Council on 26 May “without discussion”, to quote the official press release? Why did he not go into these matters at that time? Were the Government asleep at the wheel? Did they hope that no one would notice?
The hon. Gentleman is simply wrong. It was not until the meeting in Brussels on Friday night that the scale of the payment was clear. Until we know what every country is required to pay, we cannot know what we are meant to pay. Those are the facts, even if they might be inconvenient for the story that he wants to put across.

Commons ChamberAll these conversations were taking place this week at the UN General Assembly, and one of the most important things that can happen is Muslim Governments, Islamic countries across the world, coming out and condemning ISIL, and explaining that this is not a bunch of people acting on behalf of a religion, but a bunch of psychopaths who have perverted a religion, and that it is not being done in their name.
Let me address briefly what I believe a successful outcome would look like, and then I will take some more interventions. We would want to see a stable Iraq and over time a stable Syria too. We want to see ISIL degraded and then destroyed as a serious terrorist force. But let me be frank: we should not expect this to happen quickly. The hallmarks of this campaign will be patience and persistence, not shock and awe. We are not deploying British combat troops, but we are providing air power in support of local forces on the ground. No British or western troops will occupy Iraq. Many other elements will be needed for a long-term success, many of which I have set out clearly at the Dispatch Box today.
I am listening closely to what the Prime Minister is saying. He has talked about the international coalition, but the peshmerga fighters from the Kurds have taken a lot of the brunt of fighting ISIL in the first instance. Can he assure us that all the parties within Iraq also support this intervention, in particular the Kurdish political leadership?
What I can be clear about, having spoken to them, is that both the Kurdish leaders in Iraq and the Iraqi Prime Minister have been frank that they want our help. They have both said very clearly, “We do not want British combat troops on the ground, but we do need the arms and the ability to defeat this murderous, terrorist organisation.” We are helping in exactly the way they would like us to help.

Commons ChamberMy hon. Friend is quite right. What is needed at the end of this is to get the peace process going again. This has been a massive setback for it, not least because it was preceded by talks of Palestinian unity between Fatah and Hamas. Hamas launching these rocket attacks has not helped either that cause or the cause of a two-state solution.
I should like to associate myself and my colleagues with the Prime Minister’s condolences to those affected by the terrible tragedy of flight MH17, and with what he said about the need for early access to the site. On Gaza, when he is speaking to our European partners, will he press for a joint approach to allow the medical evacuation of seriously injured Palestinians, given the terrible situation there?
I thank the hon. Gentleman for his expressions of condolence. On getting people out of Gaza, we have helped a number of British citizens to get out, but I will look carefully at what he suggests about medical evacuations.
