I have spoken to the principals of Sheffield College and Longley Park sixth-form college in my constituency and they are extremely concerned about the proposals.

Four of the five most popular courses at Longley Park sixth-form college are applied generals. Such qualifications can help young people to gain entry to university or, indeed, enable them to access employment or further training. Longley Park is a sixth-form college at the heart of a council-housing estate in a deprived area that ensures that 1,200 young people a year enter adulthood with a level 3 qualification.

It seems that the Bill attempts to solve a problem that many local colleges have already addressed. For example, Sheffield College has 2,500 employer partners. Having successfully built these relationships over many years, the college offers a varied choice of qualifications and employment opportunities to students and prospective students of all ages across the city. That is why it is of great concern that under the Bill the Secretary of State will choose the employer representative bodies. There is very little detail on how the Secretary of State will make such decisions. If the Government are serious about levelling up, the Bill must ensure that local leaders get a say in how local ERBs are formed and who serves on them.

Over the past 15 or so years, the number of adults in further education has fallen by half. Over that same period, funding has been cut by two thirds. Boosting the number of adult learners is key to driving down poverty and fulfilling the levelling-up agenda. The lifetime learning guarantee is welcome, but I agree with the Association of Colleges, which wants to see the scheme broadened to include a wider range of courses and the ability to undertake a second level 3 qualification, so that people can retrain and reskill. There are also concerns that the guarantee has no statutory footing. I urge the Government to demonstrate their commitment to the guarantee and to give it a wider scope on a statutory footing in the Bill.

Ultimately, the post-16 education sector is ready to deliver a boost in skills and to play its part in levelling up. However, the sector cannot do that without the significant investment it has been calling for over the past decade. I hope that the Bill progresses through this House in a collaborative way and that the Government will listen sincerely to Opposition Members who want to help to improve it and to make sure that our education system works for the needs of learners, the economy and local communities.

In conclusion, for the Bill to be successful, the Government must ensure that colleges receive the funding that they need and the recognition that they are experts in their field and are already committed to the skills agenda. The big question is whether the Government share their ambition. I urge the Minister to confirm that they do and to do so with actions, not words.

My hon. Friend’s intervention brings me to my second point, which is about the need to take a truly place-based approach to these reforms, if they are to succeed. We cannot necessarily legislate, top-down, and expect the reforms somehow to be successful. We have to involve local communities, because they know what will work in their local ecosystems. Many points have been made today about the role of employers. I would also say that universities are missing from the local skills improvement plans. The former Secretary of State, my right hon. Friend the Member for South Staffordshire (Gavin Williamson), made a point about the involvement of universities; they should be written into the Bill as part of the local skills improvement partnerships.

I know that we have had a review of the form and function of local enterprise partnerships. It may be that the levelling up White Paper brings further light on their role. There is enormous variability in the actual skills base of local enterprise partnerships to understand what is needed when it comes to delivering local skills. If we are going to level up, we want to ensure that we level up the capacity and capability of local actors to deliver on the ground, so ensuring that we get the correct place-based approach is important. I do not mind which actors locally are involved in the partnerships. I just think that it should be up to local communities to help forge the approach.

Let us look at what is happening in the Health and Care Bill, for which I have sat on the Bill Committee. We have seen that local approach with integrated care boards and integrated care partnerships. The Government are trusting them to come up with their own membership; it is not prescriptive. We have to try to demonstrate the same level of trust in education at a local level as we are doing with health through that Bill.

The right hon. Member is talking about the Health and Care Bill and trusting that this will all be okay; it is as if fingers have to be crossed and things are devolved down to a local level. Given the very high number of Members of Parliament with financial interests in private health, this is a dangerous road to go down. Will he revisit the view that he has just expressed? That Bill is a privatising Bill that is going to make it harder for people to get healthcare. It will open up the whole thing to the private sector in a way that we really need to object to.

Since 2010, Conservative-led Governments have cut adult education budgets by half, damaging the life chances of people right across the country. They have pursued an ill-conceived austerity agenda and our society is the poorer for it.

Being able to read and write is essential to full engagement in society. Illiteracy blights lives. It prevents people from getting decent employment, is the source of immense disadvantage in navigating the various social structures on which we all rely at some points in our lives, whether that be housing, health and care services, education or social security, and it leaves people vulnerable to exploitation.

These profound disadvantages are experienced by the more than 7 million adults in England who, according to National Literacy Trust estimates, have very poor literacy skills. That is 16.4% of the adult population. Tackling the crisis in adult literacy therefore must be a priority for Government.

The Government made an announcement in the autumn Budget about funding for a new UK-wide numeracy programme to improve basic maths skills, but I ask the Minister where the money is to address the crisis in adult literacy. As the Workers’ Educational Association has pointed out, little in the Bill directly supports learners who want to study below level 3. Without targeted support for community learning below level 3, there will be limited pathways for the most disadvantaged learners—those furthest from the workforce—to progress into further education and/or work.

It is also important that the Government consider the barriers potential learners face. When I was an adult education tutor I met many people who wanted to improve their situation and career prospects but who were unable to get the education they needed as they were constrained by social security rules. The amendment tabled by the Bishop of Durham in the other place requiring the Secretary of State to review universal credit conditionality to ensure that adult learners who are unemployed and on universal credit remain entitled to universal credit if they enrol on an approved course is incredibly important. Nobody should be barred from education because of their employment status.

It is really disappointing that the Government intend to press ahead with plans to defund the majority of BTEC qualifications in spite of the high value placed on BTECs by students, employers and universities. Around 230,000 students achieved their level 3 BTEC qualification this year. It is notable that the Department for Education’s own impact assessment concluded that pupils from disadvantaged backgrounds will lose out the most from the move to scrap most BTEC funding. At a time when we have deep inequality in the country, more than 14 million living in poverty and a serious depletion of opportunities for adult education as a direct result of Conservative Government austerity, that cannot be right. Adult education has the power to transform lives and to embed in communities a culture of learning that we shouldall be able to enjoy. It is important that the Government ensure that opportunities are available to people regardless of where they live and their employment status, and that financial barriers are removed.

This Budget was a big disappointment for the millions of people who are worried about the cost-of-living crisis. It failed to provide sufficient funding for public services that have been devastated by over a decade of Conservative austerity, and it failed to address the climate emergency.

The Office for Budget Responsibility warned that the cost-of-living crisis could rise at its fastest rate for 30 years, yet the Chancellor failed to raise the minimum wage to at least £10 an hour, which the Labour party committed to do by 2020 back in 2017. He could have kept the £20 uplift to universal credit in place, helping 6 million households across the country, but he chose not to. Instead, he gave a £4 billion tax cut to banks and a £12 billion tax cut to online giants. Numerous charities and civil society organisations, including the Joseph Rowntree Foundation, the Child Poverty Action Group and Action for Children, campaigned for the £20 uplift to remain in place. Labour won two votes in the House earlier this year calling on the Government to cancel the cut. Shamefully, on both occasions, the Government whipped their MPs to abstain.

The Government will point to changes to the work allowances and the taper rate, but the Disability Benefits Consortium pointed out that

“nothing is done at all to help disabled people who are not in work”—

and this is

“particularly concerning, given that employment rates are much lower for disabled people than for the general population, while for many, their disability or health condition mean that paid work is not a realistic prospect.”

Let us not forget, too, that 6 million households have been hit by the Conservatives’ cut to universal credit, but less than a third of that figure—just 1.9 million households—will benefit from the changes to work allowances and the taper rate.

The Government are failing schools, too. The National Education Union has described the additional money for education recovery—just £1.8 billion of new funding —as “completely inadequate”, while the Government’s former education recovery commissioner, Sir Kevan Collins, called it “incredibly disappointing”. He said:

“The short-term saving offered by a limited recovery programme will be dwarfed by the long-term cost of successive cohorts leaving education with lower skills, an effect that will be most apparent in our poorest communities.”

The Chancellor announced that, coupled with spending increases announced in 2019, the extra money for school funding would

“restore per-pupil funding to 2010 levels in real terms”—[Official Report, 27 October 2021; Vol. 702, c. 278.]

However, as the National Association of Head Teachers rightly pointed out, this merely

“represents a failure to invest in children’s futures for over a decade.”

When it comes to local authorities and the provision of essential services, it is a similar story. Conservative austerity has taken its toll on Wirral. Between 2010-11 and 2019-20, it cut central Government funding for Wirral Council by 85%. According to the Local Government Association, the funding for local authorities announced in the Budget will not help councils to meet all the extra cost and demand pressures they face just to provide services at today’s levels. The LGA has also expressed disappointment that there is no additional funding

“to address existing pressures on adult social care services”

and that public health funding has not been increased. The LGA is among those to have pointed out:

“The potential rise in local government core spending power over the next three years will also be dependent on councils increasing council tax by 3% per annum”—

so local people will again feel the effects of central Government cuts, the burden of which the Government are passing on to councils.

The crisis in adult numeracy and literacy skills must be addressed as a matter of urgency. Although the Chancellor partially acknowledged that with the announcement of a new UK-wide numeracy programme to improve basic maths skills, the funding fell well short of what is needed. On its Twitter account, the Treasury posted that it would

“help up to 500,000 adults improve their numeracy”,

which falls far short of meeting the needs of the 17 million adults in the UK who the Government’s own figures suggest have the numeracy level expected of primary school children. And where were the funds to address the adult literacy crisis? The National Literacy Trust estimates that more than 7 million adults—16.4% of the adult population—have very poor literacy skills. Where is the Chancellor’s ambition to help them?

With COP26 under way at a critical moment for our planet, the Chancellor announced, astonishingly, that he would cut taxes on domestic flights—an irresponsible act that particularly insults young people and those who are most affected by climate change around the world. The OBR has estimated that it will result in 410,000 more passenger journeys a year at the very time when our Government should be showing leadership on the international stage. The Chancellor also failed to increase international aid to 0.7% of gross national income, once again letting down the world’s poorest people.

Although there was extra money for the NHS, what the Chancellor failed to mention was that if the Government’s Health and Care Bill becomes law, from next April the structure of the NHS will fundamentally change. Instead of a national health service run as a public service in England, there will be approximately 42 local health and care systems, each based on a business model, with major opportunities for big business to take over the delivery of services instead of the NHS. If that is allowed to happen, we will increasingly see large amounts of public money that should be spent on public care going into the pockets of shareholders, as my hon. Friend the Member for Norwich South (Clive Lewis) expressed so eloquently. We will also see increasing numbers of health service staff no longer able to work for the NHS and thus ineligible for “Agenda for Change” rates of pay.

This Budget fails to give local councils the funding that they need to deliver crucial public services after over a decade of Conservative austerity. It fails to tackle the growing cost-of-living crisis and fails to address the urgency of the climate crisis. The Chancellor talked of

“a new age of optimism”—[Official Report, 27 October 2021; Vol. 702, c. 274.]

It might be, for him, but for far too many, this Budget fails to deliver.

Again, I thank the hon. Lady for raising that point. I do take this point seriously. We have committed in this Budget to the national living wage increase, which is a major increase—6.6%, rising to £9.50 an hour. That money comes as a complement to the extra funding that the Government have committed to help with labour shortages, and I believe it will make a real difference. Obviously we can continue to monitor the situation closely with the sector.

If I may make a little progress, I want to return to the core theme of today’s debate: our public services. As the Chancellor outlined last week, this Budget increases total departmental spending over this Parliament by £150 billion. That is the largest rise this century, with spending growing by 3.8% a year in real terms. We are taking forward plans to deliver more than £600 billion of gross public sector investment over this Parliament, meaning that public sector net investment will be at its highest sustained level as a share of GDP for nearly half a century. This is funding that can and will make real change possible for communities throughout the country.

Last week, my right hon. Friend the Member for Maidenhead (Mrs May) reminded the House when talking about the NHS that increased spending is not enough on its own and that we must strive to deliver value for taxpayers. I could not agree more. The measure of a Government’s compassion is not how much they spend, but the outcomes they deliver. In making these investments, the Government are committed to ensuring that every pound is spent well and makes a difference.

To take healthcare, we are building 40 new hospitals and upgrading 70 more, as well as funding 50,000 nurses and 50 million more primary healthcare appointments. We are working closely with the NHS to roll out a stream of innovative developments that will reduce backlogs, help cut waiting times and transform healthcare for good. Some 100 community diagnostic centres, rightly praised by my hon. Friend the Member for Bishop Auckland (Dehenna Davison), will help people to obtain tests close to home. New surgical hubs will cut waits for elective operations, and we are making a record investment in R&D to support the health technologies of the future.

I have listened with interest to the Minister’s points about the national health service. If the Health and Care Bill goes through, as the Government intend that it should, instead of having a national health service, we will have 42 independent systems that will all have to meet strict financial limits. The Bill also has provision to make things wide open for the private sector to start delivering care that the NHS currently delivers. What would the Minister say to those NHS workers who may not be able to secure a job in the NHS any longer, because that role has been taken over by a private company, thus losing Agenda for Change pay and terms and conditions?

This Government remain fully committed to great care, free at the point of need, which of course is the founding principle of the health service. We remain fully committed to working to ensure that our healthcare system and our social care system are properly funded and staffed for the future. Our commitment to providing world-class public services extends to people of all ages, and that is reflected in our wider work on social care.

We have pledged an extra £4.7 billion by 2024-25 for schools, and I congratulate my right hon. Friend the Secretary of State for Education on securing a good settlement that will include nearly £2 billion of new funding over the spending review period for education recovery. That brings total education recovery spending to almost £5 billion. We are also providing £500 million to support the very youngest and their carers and to invest in family help. Last week, my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom), who has been such a brilliant advocate for this cause, described those measures as fulfilling

“a fantastic pledge for every baby.”—[Official Report, 27 October 2021; Vol. 702, c. 317.]

I could not agree more.

What steps he is taking to support universities to provide courses on (a) performing and creative arts, (b) media studies and (c) archaeology.

This Government value the arts and social sciences. High-quality provision in a range of subjects, including archaeology, is vital for our workforce and public services, and is culturally enriching for society. Universities receive a top-up from the taxpayer for all the subjects referred to, and although the Office for Students consultation has proposed changes to the amounts, it does not seek to remove the top-up entirely.

The Government’s decision to cut funding to performing and creative arts, media studies and archaeology courses by a total of £20 million will diminish our future cultural offer, reduce opportunities for students and put jobs at risk. The University and College Union is campaigning hard to save jobs at the University of Chester; I pay tribute to it for doing so. Nevertheless, the university is still planning to make redundancies in some areas, including music, media and performance. Does the Minister recognise the huge contribution that arts and culture make to the UK economy and to all our lives, and will she support the UCU campaign to save jobs at the University of Chester?

Despite the hon. Member’s claims, the strategic priorities grant accounts for approximately only 0.05% of higher education providers’ total income. The House should be under no illusion that this Government 100% support the arts, which is why we asked the OFS to invest an additional £10 million in our world-leading specialist providers, many of which specialise in arts provision, and why we have spent £2 billion through the cultural recovery programme, plus furlough and plus VAT and other reliefs—more than any other country.

I am sure that all my hon. Friend’s constituents owe her a great debt of thanks for all the campaigning she did to get the refurbishment of and investment in the new school in her constituency. She is absolutely right about the need to close the attainment gap; it is vital. However, achieving that is not about lowering standards in schools, nor saying that children should have a lower-quality academic curriculum or teaching. It is about driving those standards up and ensuring that children—whatever background they come from and whichever school they go to—get the highest quality academic support, tutoring and attainment. Tutoring is such an important part of helping all our constituents.

The level of Government investment in education recovery announced last week fell woefully short of the £15 billion needed according to the Government’s former education recovery commissioner Sir Kevan Collins, who has now resigned from his post. It remains so in the light of the Secretary of State’s statement today. The National Education Union has described the Government’s investment as “paltry” and has quite rightly asked:

“Where in these plans is the funding for extra-curricular activities to support children and young people to regain their confidence in their abilities and talents? Where is the funding for drama and music, sport and skills development?”

Will the Secretary of State go back to the Chancellor and urge him to invest more so that schools can run fully funded extracurricular clubs and activities to boost time for children to play and socialise after months away from their friends?

I am sure that the hon. Lady is very aware of the holiday activities and food programme that we rolled out across the country at Easter, as well as the continued expansion of our scheme into the summer. She is obviously also aware of the work that we have done on the recovery premium, which we have been putting in to support schools in additional work.

Children cannot learn when they are hungry, and children who are malnourished cannot possibly reach their potential or lead happy and fulfilling lives. Last week, we saw another appalling episode in the Government’s approach to the wellbeing of children in the delivery of food parcels. The parcels, which were nearly identical to the Government guidance on food parcel content, were an insult. It is time that the Government treated families with respect and gave parents the money that they need to feed their children. The Government’s refusal to provide free school meals over half-term is a real blow to families up and down the country.

The Government are failing families over food, and they are failing them too over access to online learning. They dithered over school closures. On 3 January, the Prime Minister said that primary schoolchildren should “absolutely” be in school in those areas where schools are open; then the very next day, he changed his mind and announced that schools across England must move to remote provision from the following day except for vulnerable children and the children of key workers. Yet again, this Government heaped pressure on families, leaving them practically no time to sort out childcare, and yet again, they created chaos for teachers and school support staff, giving them insufficient time to prepare. The Government have been warned repeatedly about the very large number of children and young people who do not have a device and access to the internet. Hundreds of thousands of pupils are still waiting to get connected. Instead of delivering the equipment that pupils need, the Government redefined those children

“who may have difficulty engaging with remote education at home (for example due to a lack of devices or quiet space to study)”

as vulnerable. As a result, there has been a massive increase in the number of children attending schools during this lockdown. A primary school teacher in my constituency wrote to me, saying,

“Overall we have 50% of children in school and my class actually has 70% of children in school…I am working to meet the needs of my class and then coming home to meet the needs of my home learners”.

The Government are causing unnecessary stress to teachers, pupils and parents. They are also putting at risk the public health programme by increasing the risk of infection in our communities. What is more, they are putting our less affluent communities at the highest increased risk of infection, fuelling existing health inequalities. Did the Government not think this through? Their disregard for the health outcomes of those who are disadvantaged, and cannot afford space or laptops for their children and the people who teach them, is shameful.

Instead of reclassifying children as vulnerable, the Government should make sure that every child has internet access at home if they need it. They must make sure that pupils who are eligible for free school meals get the support that they need all year round, and set out an ambitious strategy to tackle child poverty that addresses low pay and insecure work. They must rebuild the social security system, and finally, they must put the health and wellbeing of children at the heart of Government policy.

This year is the first of a three-year funding settlement for schools. It is the largest increase in school funding for more than a decade, with £2.6 billion more funding for schools this year. In the hon. Lady’s constituency, pupil-led funding will rise by 2.2% this year.

Last week, the Schools Minister told me, as he has just alluded to, that schools have already submitted claims for £148 million for help with the extra covid-related costs they faced between March and July. As he just said, the Government have so far paid £58 million to schools for help during that period. Why is it that the Government accept that schools needed that additional help with covid costs earlier in the year, but are now ignoring pleas from headteachers for the resources they need for covid-related costs from September onwards? When will the Government recognise the significant extra costs of supply teachers required when staff self-isolate?

The hon. Lady is right that schools have been able to claim for exceptional covid-related costs for that period of March to July. Our priority now, as schools reopen to all pupils, is to target the available extra funding on catch-up, supporting schools to help all pupils to catch-up lost teaching time when schools were closed to most pupils. The £1 billion catch-up funding includes £650 million distributed on a per pupil basis to all schools, which means that a typical 1,000-pupil secondary school will receive £80,000 in extra funding this year. That is on top of the three-year funding settlement that I mentioned earlier—the biggest funding boost for schools in a decade.

It is a pleasure to serve under your chairmanship, Mr Stringer. I congratulate my hon. Friend the Member for Gower (Tonia Antoniazzi) on securing this important debate. We have had some really important contributions from Members. My hon. Friend gave an excellent speech, grounded in the realities faced by pupils and teachers, and called on the Government to listen to their voices. She rightly said that clarity is paramount for everybody involved.

The hon. Member for Bexhill and Battle (Hew Merriman) called on the Government to consider looking at coursework marked by exam boards. My hon. Friend the Member for Slough (Mr Dhesi) spoke eloquently on the confusion and chaos that the Government have presided over this year and the heartbreaking stories of university places being withdrawn. He also set out how students from disadvantaged backgrounds were most likely to be adversely affected and how Ministers were responsible for hard-baking disadvantage into the system. My hon. Friend the Member for Barnsley East (Stephanie Peacock) spoke passionately about the injustice visited on her constituents as a result of the Government’s discriminatory actions, and my hon. Friend the Member for Hornsey and Wood Green (Catherine West) expressed her concerns about the impact that Government actions would have on students’ subject choices.

My hon. Friend the Member for York Central (Rachael Maskell) paid tribute to pupils who have shown extraordinary resilience this year, and she spoke of the injustice visited on BTEC students, who had to face such long delays before receiving their results. My hon. Friend the Member for Bethnal Green and Bow (Rushanara Ali) set out quite clearly that the Government’s incompetence over the summer beggars belief, and that they should learn from their mistakes. She also spoke eloquently about the disadvantage that children in her constituency face.

The petitions that we have been debating today each received almost 150,000 signatures, so it is clear that these issues are of immense public interest. The Government have presided over a summer of chaos, incompetence and confusion, and their failure to effectively manage the exams and assessments processes for summer 2020 caused enormous anxiety for many children and young people, as well as their families and teachers.

There were problems from the beginning, with the way in which the Government decided that pupils’ grades would be calculated. According to Ofqual, Ministers were repeatedly warned about this issue. At a meeting of the Education Committee in September, Julie Swan, executive director of general qualifications at Ofqual, said that the regulator provided advice to Ministers on 16 March that

“it would be challenging if not impossible”

to attempt to moderate estimated grades in a way that would be fair for all of this year’s students. She went on to say that

“Everyone, throughout the process, was aware of the risks”,

and referred to a paper of the general public sector ministerial implementation group on 1 May, which highlighted the risk of widespread dissatisfaction with the grades awarded among individual students, schools and colleges, and the risk to public confidence. She also said that Ofqual briefed No.10 on 7 August and held regular meetings throughout this period with the Minister for School Standards.

After days of confusion following the A-level results on 13 August, when nearly 40% of students’ centre-assessed grades were adjusted downwards, the Secretary of State finally listened to young people, their parents, their teachers and the Labour party, and allowed centre-assessed grades to be used.

Labour tried through an Opposition day debate and a vote on the Floor of the House to get the Government to be open and transparent about what Ministers knew, when they knew it and what they did about it when they were warned of the difficulties. Full disclosure of this information by the Government would at least have enabled students, their families and their teachers to see what went wrong and why. Although Conservative MPs voted the motion down, the Government’s chaotic handling of the exams process really dented confidence in our examination system.

There are now questions about what happens next summer and beyond. Petition 320772 called on the Government to reduce curriculum content for year 10 and 12 students who will sit exams next year. It argued that the loss of classroom-based learning cannot be effectively compensated for by the provision of remote learning activities, and that reducing the content will give students the opportunity to sit their exams equitably. In August, Labour called for A-level and GCSE exams in 2021 to be pushed back to June, to give pupils a better chance to catch up on lost teaching time. On 1 September, the Secretary of State indicated that the Government would indeed implement a delay to exams. Then there was a long period of silence from the Department.

What were the Government doing when they should have been providing much-needed clarity to teachers and students about assessment for 2021? The silence lasted for five and a half weeks, until just two days ago, on 10 October, when press reports suggested that the Secretary of State was expected to announce a three-week delay in the start of next summer’s exams, alongside a requirement for schools to hold mock exams in controlled conditions earlier in the year, with exam-style invigilating, marking and grading. According to those reports, the mock grades could then be used to assess results in regions or centres where pupils’ exam preparations had been severely disrupted by coronavirus outbreaks, or in the event of their being unable to sit exams in the summer.

The Government’s announcement today about the exams for next summer, along with those press reports, raise a number of questions. Can the Minister say why speculative reports about next year’s exams appeared in the press before an official announcement was made? Why has it taken the Government almost half of the first school term to come up with this statement? Can the Minister elaborate on reports in the press referring to tensions between the Department and Ofqual? Will he also set out the full range of options for next summer’s exams presented to the Department by Ofqual?

The Government have also announced that they will engage widely with the sector over the next six weeks to identify any risks to exams at national, local and individual student level, and to consider measures needed to address any potential disruption. That is really quite remarkable. What have the Government been doing, and why have they not been doing this already? Students and teachers really cannot wait any longer for the clarity that they need, yet today, as the leaves outside are turning golden brown, the Government are telling them that more detail will be published later in the autumn. Precisely when during this season does the Minister have in mind?

The incompetence of the Government is breathtaking. We need a Government who are able to plan effectively for next year. We do not know how much more school-based teaching time may be lost. However, we know it is likely that any such loss will be different for different schools and cohorts of pupils. A group of headteachers who wrote to me last week highlighted that very point, and said that:

“Substantial adjustments need to be made at subject level that will ensure those in areas of the country that have been most badly affected by the virus are not further disadvantaged by an assessment process that assumes that problems experienced have been spread equally”.

What plans do the Government have to address the matter? As my hon. Friend the Member for Lewisham West and Penge (Ellie Reeves) has pointed out, five education unions have come up with a proposal for awarding GCSE, AS and A-level grades in 2021. Together, the ASCL, the National Association of Head Teachers, the NASUWT, the National Education Union and the National Governance Association have set out recommendations that include commissioning an independent review of what happened this year to learn from when planning what to do next year, and publishing contingency plans as soon as possible to outline how students who are unable to sit exams in the summer, or whose education is significantly disrupted, will nevertheless receive robust, reliable grades next year. What assessment have the Government made of the unions’ recommendations?

Today’s announcement could have been made weeks ago. The consultation with the sector that the Government now say they will carry out over the next six weeks, to consider measures needed to address any potential disruption of learning, should have happened already. The fact that the Government say that they will publish more detail in the autumn will not give students and teachers reassurance. It will make them anxious at having to wait even longer for answers from the Government.

I would like to add my support to the Bill, and I congratulate the hon. Member for Weaver Vale for bringing it forward, which is important. As a mum of two schoolchildren, I have lived the school uniform life. I am delighted that my daughter has now gone into the sixth form, where they do not have a uniform policy—I enjoy the morning fashion shows.

However, my son is still in school uniform. Yes, we need to make it cost-effective and allow families of all shapes and sizes and from all walks of life and social and economic backgrounds to be able to afford it, but this is about quality as well. My experience is that a blazer for my daughter lasted five years, and that my son’s blazer lasted one year. It is about quality; we have to ensure that, although these things are cheap, they last. It is important to ensure that school uniform providers provide quality, as well as ensuring that uniforms are sold at a reasonable price.

Many school sixth forms now insist on some type of school uniform, which might be suits, particularly for boys. Again, that is a big added cost for families. In my constituency, a group of parents from Pimlico Academy has been campaigning on this issue. I understand that the school changed its policy recently and gave parents only about two weeks’ notice. The parents are concerned that this is an added financial burden for them at this moment, particularly for many who are on furlough or who have lost their jobs.

I absolutely support the ethos of the Bill, and I welcome the fact that the Government can, hopefully, ensure that families can afford decent, high-quality school uniform for their children throughout their school years.

It is a pleasure to serve under your chairmanship, Ms Nokes. I pay tribute to the work of my hon. Friend the Member for Weaver Vale for his work on the Bill, and I congratulate him on the success he has had with it thus far. The Bill had its First reading on 5 March and passed its Second Reading on 13 March without a Division. Current guidance on school uniform for governing bodies, school leaders, school staff and local authorities was published in September 2013 and is non-statutory. Consequently, there are currently no binding rules on school uniforms in England.

The Bill would impose a statutory duty on the Secretary of State to issue guidance to the appropriate authorities of relevant schools in England on the costs aspects of school uniform policies. It would ensure that the appropriate authority of a relevant school must have regard to guidance issued by the Secretary of State when developing and implementing a school uniform policy for a school.

The Opposition support the Bill and have long talked about poverty-proofing schools. Indeed, tackling the cost of school uniforms is one of the ways we feel that that can be achieved. It is pleasing, too, that the Government support the Bill, and I am encouraged that the schools Minister has talked about how the Bill

“will positively improve the lives of families across this country.”––[Official Report, 13 March 2020; Vol. 673, c. 584.]

Research shows not only the high cost of school uniforms, but the vastly increased cost of school uniforms over the past few years. For example, research by the Department for Education in 2015 showed that the average total expenditure on school uniform for the 2014-15 school year up to the end of February 2015 was £212.88. Parents responding to a Children’s Society survey in March this year said that they spent an average of around £337 on secondary school uniform each year. Parents of primary school children say that they are now paying as much as £315 a child per year. With that in mind, families with three children could be paying around £1,000 a year just to send them to school in the right uniform.

It is deeply concerning that high uniform costs are putting additional strain on family finances. The Children’s Society says that 13% of families reported that they had cut back on food and other essentials because of the cost of uniforms. The impact is even greater for low-income families, with 23% saying that they had to cut back. That is a wholly unacceptable state of affairs.

The Children’s Society further noted that children had been bullied, felt left out or even been excluded from schools for wearing incorrect uniform.

On Second Reading, the Minister said that the Government will be producing statutory guidance on the cost aspect of school uniforms that makes it clear to both parents and schools that uniforms must be affordable and value for money. Can the Minister set out what specifically he considers to be the cost aspect of uniform policy? Will he ensure that parents are able to exercise choice when it comes to deciding where to buy uniforms for their children? Will it address the issue of transparency of single-supplier arrangements?

The non-statutory guidance states:

“Exclusive single supplier contracts should be avoided unless regular tendering competitions are run where more than one supplier can compete for the contract and where best value for parents is secured.”

How will that issue be dealt with in the new guidance?

Will the guidance address the issue of branding and school logos? The current non-statutory guidance states:

“Schools should keep compulsory branded items to a minimum and avoid specifying expensive items of uniform.”

Does the Minister believe that goes far enough?

The Minister said on Second Reading that the Government

“will be engaging…with key stakeholders to understand their views as statutory guidance on uniform costs is drafted.”—[Official Report, 13 March 2020; Vol. 673, c. 586.]

Which key stakeholders will the Government engage with and when will this engagement take place? Will draft guidance be developed and published before the Bill completes its passage through the House of Commons? What will happen if schools do not comply with the new statutory guidance once it has been published? Can the Minister assure the Committee that guidance will be specific and clear, so that those that it applies to are left in no doubt about their obligations?

Schools play a vital part in local communities, and many already provide help and support to families to signpost them to agencies where they can get financial and practical support. Will the Minister ensure that the new guidance contains the requirement for schools to regularly make information available on local grants and other schemes available to help families with the cost of uniform?

It is a pleasure to serve for the first time under your careful chairing of the Committee, Ms Nokes. I congratulate the hon. Member for Weaver Vale on introducing the Bill and on its progression to this stage. It is not a small achievement to get a private Member’s Bill to Committee, and I look forward to continuing to work with him on this important issue.

School uniforms are important. Since 2013 we have published guidance encouraging schools to have a uniform because it plays a valuable role in the ethos of the school, instilling a sense of a belonging and setting an appropriate tone for education. As my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) has said elsewhere, uniform is a leveller between pupils, ensuring that families do not face pressures to buy expensive clothing—the morning fashion show, as my hon. Friend the Member for Cities of London and Westminster so aptly put it. Uniform helps to deliver routine and structure. As the hon. Member for Weaver Vale said, it moves away from an obsession with the latest trends and fads in fashion. These are all good points about why we believe school uniform is important.

The Government are committed to making uniform affordable. The existing school uniform guidance covers a wide range of issues, one of which is cost. It makes it clear that no school uniform should be so expensive as to leave pupils or their families feeling unable to apply to or attend a school of their choice due to the cost of the uniform. I was taken by the point made by the hon. Member for Putney about the parent she met who was not applying to a school because of concerns over the cost of the uniform.

We welcome the opportunity, through the Bill, to put the cost aspects of the guidance on to a statutory footing. This is a simple Bill that is wholly supportive of school uniform and the many positive benefits that it brings to a school community. As the hon. Member for Weaver Vale said, he is “decidedly pro school uniform” and so is this Bill. It places a duty on the Secretary of State to issue statutory guidance on the cost aspects of school uniform to which the appropriate authorities of relevant schools in England must have regard when developing and implementing their school uniform policy, and it allows the Secretary of State to revise this guidance from time to time. This is absolutely the right way to establish a statutory underpinning to the guidance, which emphasises the vital importance of cost considerations while empowering schools to make decisions that work for their parents and pupils, with the flexibility for schools to respond to local issues as needed. It underlines that school-level decisions should be taken by school leaders and school governing bodies, informed by a dialogue with parents and pupils.

I know that some members of the Committee are keen to know the Government’s intentions for the statutory guidance that will be issued under the provisions of the Bill. Our non-statutory guidance is clear on three points: first, school uniform should be easily available for parents to purchase; secondly, schools should keep compulsory branded items to a minimum; and thirdly, exclusive single-supplier contracts should be avoided unless regular tendering competitions are run where more than one supplier can compete for the contract and where best value for parents can be secured. The starting point for the statutory guidance on the cost aspects of school uniform will therefore be the cost elements of the existing non-statutory guidance.

The hon. Member for Weaver Vale advocated applying a set limit to the number of branded items that a school may include in its policy. The current guidance is clear that schools should keep the number of branded items to a minimum. The Government believe that that sets a clear expectation that allows schools to take sensible decisions in their own contexts, but I do not consider setting a specific limit to be the best approach.

This has been a really important debate and at its heart is the question of public confidence in the Government’s handling of GCSEs, A-levels and NVQs this year. Clearly, feelings are running high on this issue, and I pay tribute to the students, their families and the teachers who faced months of uncertainty after the Secretary of State announced back in March that the exam regulator, Ofqual, and the exam boards would work with teachers to provide grades to students whose exams would not take place in the summer.

I regret that I will not be able to mention every single person who has spoken in today’s debate, but there have been some important contributions from all parts of the House. I begin by thanking my hon. Friend the Member for Stretford and Urmston (Kate Green), the shadow Secretary of State for Education, for opening the debate. The right hon. Member for Harlow (Robert Halfon) spoke about just how badly BTEC results were handled and made the important point that we should value vocational qualifications as much as academic ones. I was concerned to hear my hon. Friend the Member for Poplar and Limehouse (Apsana Begum) say that she has constituents contacting her now to say that those results still have not been given to some of her constituents. My hon. Friend the Member for Birmingham, Yardley (Jess Phillips) made an emotional plea that this fiasco never be repeated.

My hon. Friend the Member for Liverpool, Wavertree (Paula Barker) spoke of how students in her constituency have had no choice but to defer going to university because of the Government’s failure. My hon. Friend the Member for Luton North (Sarah Owen) spoke about the devastating impact that the fiasco has had on her constituents and spoke of hearts broken and dreams in tatters. My hon. Friend the Member for Coventry North West (Taiwo Owatemi) told of how young people’s mental health will have been impacted by this debacle. Indeed, that was illustrated by the contribution from my hon. Friend the Member for Batley and Spen (Tracy Brabin), who described one such case as a Kafkaesque nightmare.

The hon. Member for Meon Valley (Mrs Drummond) asked the interesting question of whether we need GCSEs anymore. My hon. Friend the Member for York Central (Rachael Maskell) said that she had expected to see contrition, learning and urgent action, and she spoke of the importance of a recovery curriculum. My hon. Friend the Member for Stockport (Navendu Mishra) spoke of constituents missing out on their chosen universities and colleges because of the Government’s failures, and my hon. Friend the Member for Bristol South (Karin Smyth) spoke of just how difficult it was with Government guidance coming out in fits and starts. She also called for clarity on how we use Ofsted.

This Government have presided over a summer of chaos, incompetence and confusion. Even the Secretary of State acknowledged on 1 September that the situation with exams had caused students

“a great deal of stress and uncertainty”.—[Official Report, 1 September 2020; Vol. 679, c. 42.]

It is the failure of this Government to effectively manage the exams process this summer that has caused enormous anxiety to young people, as well as to their families and their teachers. At last week’s meeting of the Education Select Committee, Julie Swan, executive director of general qualifications at Ofqual, said that the regulator provided advice to Ministers on 16 March that it would be

“challenging, if not impossible, to attempt to moderate estimates in a way that is fair for all this year’s students. Everyone, throughout the process, was aware of the risks. A paper to the general public sector ministerial implementation group on 1 May, highlighted the risk of widespread dissatisfaction with grades awarded, from individual students, schools and colleges, and the risk to public confidence.”

She said that Ofqual had briefed No. 10 on 7 August and held regular meetings on the matter with the Schools Minister throughout the period.

The warnings were there, so why did the Government not heed them? Was it simply that they chose not to and hoped that everything would turn out all right in theend? It is time now for full transparency from the Government, and that is why we have tabled this motion today. Young people and their families deserve to know how they came to be let down so badly.

On 17 August, the shadow Secretary of State called for the Government to use centre-assessed grades for GCSEs and A-levels to put an end to the exams fiasco. Later that day, the Government did that. It is not just in the delivery of A-level, AS-levels and GSCEs that the Government failed. As the Chair of the Select Committee, the right hon. Member for Harlow, pointed out, BTECs were treated almost as an afterthought, and that comment has been made by many contributors today. Even as late as 2 September, the Government’s Minister in the Lords admitted that some BTEC students were still awaiting their results being communicated. Why are they in that situation? Will the Minister apologise to them?

Four education unions—the National Association of Head Teachers, the National Education Union, the Association of School and College Leaders and the NASUWT—have called on the Secretary of State to commit to an urgent independent inquiry into what happened this year in order to understand what went wrong and to learn the lessons for the future. Will he act on their call?

The chair of Ofqual told the Select Committee last Wednesday that Ofqual would be happy to publish all the communications and minutes it has had with the Department of Education, provided the Government are in agreement with it doing so. What discussions has the Minister had with Ofqual about materials being made public?

The Government need to set out for schools and students how they plan to deliver an assessment process in 2021 that is rigorous, fairly managed and able to deliver in the event of further disruption in the coming year. Labour has called for exams to be put back to June to allow students and teachers to make up vital lost time and to address the potential for further disruption. The NEU is calling on the Government to reduce the content in GCSE and A-level exams, and to work with teachers and school leaders to develop a national system of moderated centre assessment grades in case there is further disruption. I ask the Minister: what consideration have the Government given to those suggestions? It is vital that the Government set out as a matter of urgency how they will ensure that grades are awarded fairly next year so that teachers can teach accordingly.

So far, we have seen no coherent plan from Government. If they wish to rebuild confidence in the public in the awarding of grades, it is essential that they are open and transparent about their failings regarding the awarding of grades this year. The House needs to know what the Secretary of State knew and what the Prime Minister knew, when they knew it, and what they did about it when they were warned of the difficulties. Full disclosure is vital so that students, their families and teachers can see what went wrong. I appeal to Members on the Conservative Benches to think of those young people in their constituencies who have been left upset, angry and disadvantaged by the Government’s incompetence, and I call on all Members to support the motion today.

I join the hon. Lady in paying tribute to the headteachers, teachers and other staff up and down the country who have worked tirelessly to get their schools ready to welcome back students in a safe way from this September. Schools have been able to claim for unavoidable costs incurred between March and July caused by the pandemic that cannot be met from the school’s existing resources—up to £75,000, depending on the size of the school. Core schools funding this year has risen by an additional £2.6 billion. That is part of a three-year settlement, which is the biggest funding boost in a decade. Although of course we keep these issues under review, our priority for additional funding has been to put the maximum possible into catch-up funding—some £1 billion—to schools to enable them to help young people to catch up on their lost education.

The Minister’s response to my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah) is disappointing. It is extraordinary that back in July the Schools Minister told me that the Government did not consider it necessary for schools to make significant adaptations to their sites to enable them to welcome children back to school this autumn. That is not what headteachers are saying. They have told me that they are very concerned about the extra costs that schools are facing in relation to covid-19 for hand sanitisers, signage, barriers, cleaning and the support and teaching staff that they may need to cover covid-related absences. What steps will the Government take to ensure that all schools can be reimbursed for covid-related costs, and what would he say to those headteachers who are now openly saying that they are having to weigh up pupil safety against financial stability?

We have, as I said, announced a generous three-year settlement for schools. It is the best funding settlement in 10 years, with £14.4 billion over three years. Schools that are in financial difficulties can approach their local authority and the Education and Skills Funding Agency, which will provide support for schools that are experiencing difficulties, including the deployment of school resource management advisers. Schools and academies have £4 billion of cumulative reserves, and we expect those to be used first, but we keep this issue under review, and our regional teams are constantly monitoring whether schools are struggling to provide the hygiene and all the other measures that schools are putting in place right across the country.
