The autumn statement saw us provide further investment for R and D. Indeed, the national productivity fund has been set up to make sure that we can fund infrastructure, including R and D, more broadly. However, it is not just through physical infrastructure that our country will be successful—we need to invest in our people and in human capital as well. Through this Budget we are investing in human capital in skills, education and training to create a strong economy that works for everyone.

If I can make a bit more progress, I will give way.

This Government are rightly focused on apprenticeships because of the huge difference that they can make to individuals, boosting a person’s lifetime earnings by 11% on average. Eighty-three per cent. of apprentices tell us that they believe it is improving their career prospects. This is already making a big difference to individuals. Last year 900,000 people were enrolled in an apprenticeship, which means that more than 3 million people have started an apprenticeship since 2010. They include apprentices such as Adam Sharp, last year’s advanced apprentice of the year, who moved 150 miles to take up a mechanical design apprenticeship in Sellafield and dreams of becoming that nuclear power plant’s chief mechanical engineer; and Becky King, who went to train at the National Physical Laboratory in London straight after college in order to develop her passion for science.

Last week I kicked off National Apprenticeships Week with Barclays in the City. I met young people on apprenticeships at Barclays who were inspiring because they were finding out just how well they could do. Apprenticeships are bringing out the underlying talent of our young people. It is cathartic for them to be able to discover their potential.

The qualification will be stronger on a number of fronts. First, it will have the commitment of, and its design will be led by, employers. Secondly, it will have more hours, so the student will simply have had a more comprehensive programme of education in achieving the T-level. Thirdly, its quality will be much higher, with more time spent in the classroom and, critically, more time spent on a quality work placement with an employer. Once the person finishes the T-level, they will come out of it ready to work and to begin their career with a high-quality qualification that employers truly value. That I why we feel this is such a significant step forward.

Building such a world-class technical education system will not just generate the skills and productivity that are the foundations of a strong economy; it will also spread opportunity and increase social mobility, helping to break the link between a person’s background and where they get to in life. It will be no surprise to the House that many young people from disadvantaged backgrounds are more likely to be on technical courses than their peers, yet such an education has not been at the level that they deserve or that our economy deserves. A report by the Boston Consulting Group and the Sutton Trust suggests that greater social mobility could boost our economy by a staggering £140 billion every year. Different young people have different talents, and if we can successfully put technical education on a par with academic routes, it will not just be good for those young people, but it will be exactly what our economy needs.

Improving the quality of technical education will boost the life chances and future earnings of those young people. This is not about designing a second chance system for the disadvantaged. I do not want technical education to be seen as a back-up to the academic path; I want parity of esteem. I want technical education to take its rightful place alongside the academic track as a totally credible path to a professional career, but we are not there yet.

Labour Members very much welcome any attempt to raise the status of technical and vocational education and the esteem in which it is held, something we began during our time in government. Does the Secretary of State agree that it is often a mix or blend of the technical and the academic—in engineering, digital opportunities, the creative industries or even health and social care—that will be important in the global world of the future, and will she assure the House that people will not be separated at the age of 16?

The key to success is strengthening the technical education routes, as I have said. Having longevity in the strategy, as was done in Lord Sainsbury’s work, is absolutely critical in giving us an architecture around which we can now build a strategy and, as we saw in the Budget, in which we can now invest. As the hon. Lady says, it is important to ensure that the whole education system fits together. That is why it is so important, as we create more national colleges and institutes of technology, that we talk with further education colleges—they will be at the centre of all this—and also with universities. Universities of course already offer degrees in areas such as engineering, but they can clearly offer more applied learning and more technical education routes for many young people. As she says, we have to make sure that that fits together.

Indeed, we want to increase the quality and availability of higher-level technical education, so that technically gifted students can continue their studies beyond the age of 19. One of our challenges is that not only are the lower rungs of the technical education ladder not as high quality as on the academic route, but there are not really the higher rungs for young people to aim for and to climb successfully. The Government’s new national colleges and institutes of technology will make sure that there are world-class institutions at which to study higher level technical qualifications.

From September 2019, we will introduce maintenance loans for students studying level 4 or higher qualifications at these institutions. This will mean that for them, just as for university students, our best technical minds will not be limited by financial circumstances or place. This approach is just as much about parity between places as it is about parity between people. Nearly three quarters of young people in Barnsley follow a technical path, while less than one quarter do so in Kensington and Chelsea. By levelling up technical education—putting it on a par with academic routes, with reform, investment and focus—we can steadily erase regional inequalities and make sure that the door of opportunity for young people in all parts of the country, whatever education route they choose that fits them, is firmly kept open.

Building opportunity and a strong economy is about having good school places as well as skills. Good schools are the foundation of economic success and social mobility. This Government are resolute in our pursuit of more good school places in every part of the country, especially where they are most needed, to power higher educational attainment. That is why almost 1.8 million more children are in good or outstanding schools compared with 2010. That means, critically, that 1.8 million more young people are getting a better start in attempting to reach their potential. However, 1 million pupils are still in schools judged by Ofsted to be inadequate or to require improvement, so there is more work to do.

Alongside the £5 million a year of investment in skills, the Budget delivers £320 million of investment to fund over 70,000 places in up to 110 new free schools, on top of the 500 free schools we have committed to deliver by 2020. That includes funding for specialist maths schools, building on the successes of the outstanding Exeter Mathematics School, which I had the privilege of being able to visit recently, and King’s College London Mathematics School, which the Prime Minister has visited. Every child in every part of the country needs access to a fantastic school place, so we have to plan ahead and leave no stone unturned in pursuit of those places.

Thank you very much, Mr Speaker, for the opportunity to make my maiden speech during an important debate on education and skills. Both are vital to the future success of my constituency, albeit a greater challenge following the sustained underfunding of Stoke schools.

It is a privilege to have been elected as the Labour and Co-operative Member of Parliament for Stoke-on-Trent Central in an election that was not planned and following a campaign that, all too often, did not do justice to the wonderful city that I now represent. Many of my colleagues on these Benches—and, I would wager, on the Government Benches—who came to Stoke-on-Trent during the by- election would struggle to reconcile the vibrant, welcoming and proud city they visited with the portrait painted by the national media. All too often, cameras lingered over disused bottle kilns, while our resurgence in hi-tech ceramics went unmentioned. Journalists posed by abandoned shop fronts, just yards away from the city’s thriving cultural quarter, and rarely did our world-class university feature in reports. Commentators talked down my city in order to play up their narrative. They dismissed a capital of culture as little more than the capital of Brexit, pigeonholing my constituents into a box that does not reflect their true character.

While that narrative suited those seeking to win the election on a platform of hatred, division and nationalism dressed up as patriotism, it did a grave disservice to my city, whose motto is “United strength is stronger.” My city demonstrated that nationalism of any sort has no place in our politics. My challenge, for however long I am blessed to represent Stoke-on-Trent in this place, is to champion everything that is great and good about our city; to recognise our problems, but to highlight our many achievements; and to shout loud and often about why the Potteries, above all else, is the best place in the UK, if not the world.

In the Potteries, we are innovators and educators, artists and entrepreneurs. We pioneered the first industrial revolution—something that has been discussed quite a lot this afternoon—and we have the potential to lead the next. We are the home of Reginald Mitchell, Josiah Wedgwood, Clarice Cliff and, more recently, Robbie Williams. But, most importantly, we are home to the Staffordshire oatcake—a delicacy seldom found outside of the ST postcode but which, once savoured, is never forgotten.

I echo what has already been said about the fantastic maiden speech of my new hon. Friend the Member for Stoke-on-Trent Central (Gareth Snell). I went with him to visit a maintained nursery school in Stoke, and I know how committed he is to education and skills in the area. That brings me to the main thrust of my own speech.

After nearly seven years, the cumulative effect of Government policy on education and skills is now being felt by pupils, parents and teachers, and has given rise to a number of serious issues, each of which should demand the full attention of Ministers. School budgets are falling for the first time in 20 years. There is a teacher shortage crisis. There has been a huge rise in pupil numbers, requiring about 400,000 new school places. We are seeing the biggest changes in GCSEs and the curriculum for a generation, of which many people are unaware. Primary assessment is in absolute chaos: the pass rate in last year’s standard assessment tests fell from more than 80% to an appalling 53%. We have seen the introduction of more free childcare with insufficient funding, and serious failings in capacity and oversight in the schools system. Many of the Government’s previous “pet projects” have failed and closed. All that has come on top of what the Secretary of State described today as the biggest revolution for a decade in technical education.

Any one of those issues should command the undivided attention of Ministers, but they want to impose two huge further changes on the schools system: a new funding formula which seems to have left all sides unhappy, and the reintroduction of grammar schools without a shred of evidence, which has shone a light on the woeful record of existing grammar schools in supporting children from poorer backgrounds. The Budget had nothing to say about social mobility, closing the productivity gap, or creating the high-wage, high-skills economy that we need. Perhaps the Government would have done better to spend more of their time sorting out the last set of experiments that they said would create “more choice”. What has happened to them? Let us take a look.

Since 2010, when the Government introduced their previous gimmicks—university technical colleges, studio schools and free schools—there have been huge problems and a massive waste of resources. More than 1 in 10 UTCs has closed, and many more are now on the brink. While there are a few excellent UTCs, even the right hon. Member for Surrey Heath (Michael Gove)—who had introduced them—admitted that the experiment had failed, saying:

“the evidence has accumulated and the verdict is clear”.

Three in 10 studio schools have closed or are due to close, as Schools Week analysis has found, and many more are on the brink of closure. Only one has reached the 300-pupil mark that was set. The future is therefore looking bleak for those experimental institutions, yet the Government are hellbent on creating more. One in five free schools are in places where they are not needed. With the starving of capital funds to existing schools, and the failure to meet the places crisis by continuing to throw good money after bad, this Budget does nothing to deal with the real issues facing our schools.

Even though we are awaiting the outcome of the Government’s consultation, we heard this week that the Government are hellbent on going ahead with their grammar schools programme, which they are now calling “selective free schools.” I note that the Secretary of State is so ashamed of that policy that she did not even mention it in her speech today. I reiterate that there are very few Conservative Members in the Chamber to defend that policy.

Yes. We can infer that. The evidence is clear on selective education. Those systems do not boost social mobility. In fact, in many cases they widen the gap. As we all know in the House, the big challenge facing our education system is the long tail of under- achievement. It is not about how we can better support the already high-achieving. The only argument advanced by Conservative Members is that the tiny number of children on free school meals who get into grammar schools, who by definition are already high-achieving, do better than all the other children on free school meals. What a joke of an argument that is to base the entire policy on. There is a huge amount of evidence going the other way.

Perhaps that is why, when the Secretary of State addressed the usually mild-mannered and pragmatic Association of School and College Leaders at the weekend, she got booed, which has never happened at that conference before. It may also be why the Sutton Trust, the Government’s own Social Mobility Commission, the Education Policy Institute, the former chief inspector of schools, all the secondary heads in Surrey and many, many others and many Conservative Members have come out against those proposals.

There are plenty of things that the Government should be doing, and we have mentioned a few of them. Perhaps they should get to those core issues, rather than creating yet more uncertainty and instability in the system. They should get on with doing something about the major funding challenge. This is not about fair funding—it is about funding levels being maintained at the levels they are now. The belts are being tightened even more for some schools, but all schools are losing out from those funding measures.

The Government should do something about teacher shortages. For five years in a row, they have missed their retention and recruitment challenges. They should do something about the school places crisis and work with local authorities, rather than plonking free schools where they are not needed. And get a grip on what is happening with the new GCSEs and curriculum. There is absolute chaos there.

If the Government really want to do something about social mobility, they could do a lot worse than look at investing properly in quality provision in the early years, rather than trying to deliver child care on the cheap. There is plenty of evidence to support it, and I am happy to discuss that with Ministers if they want to have a real agenda for social mobility.

I noticed that the Secretary of State did not mention grammar schools in her answers to the previous questions about social mobility. Is that perhaps because in seven out of 10 grammar schools, all the free-school-meals children could fit in one classroom? Sir William Borlase’s grammar school, which I understand is set to be the first to open a new school, has just three children on free school meals. Does she think that reflects true social mobility? Are those numbers acceptable, and if not, what is she doing about it?

We have been clear that we want to see existing grammars take more free-school-meals and disadvantaged children. The right way to go about getting no progress is to have no consultation and no policy development in this area, which is apparently the Labour party’s position.

We have had representations from some low-funded authorities about whether their schools need a de minimis level of funding in circumstances in which few of their pupils bring with them additional needs funding. We are looking at that and all the other concerns that right hon. and hon. Members have raised during the consultation process, which is why it is an extended one of 14 weeks.

T6. Following investigations by the Manchester Evening News, two very serious allegations of financial mismanagement have come to light in two multi-academy trusts that operate in my constituency. One is £4.5 million in debt. In the other, lots of money has gone missing. The Minister for School Standards said earlier that the EFA does a good job of holding multi-academy trusts to account, but what more can be done to make sure that that money is recouped and those people are held to account?

It is important that we have strong governance for multi-academy trusts, as the hon. Lady points out. I would also say that we need equally strong governance for local authority-maintained schools.

The hon. Gentleman is absolutely right. It is interesting that there is a fair degree of consensus on that across the House. The evidence is there: if the Prime Minister really wants to improve social mobility, she will stop fixating on grammar schools and start investing in maintained nursery schools. Even if I believed that there was a test that could measure the innate ability of 11-year-olds—I certainly do not—as opposed to them being tutored for that test, 11 is too late for many children. They need intervention earlier on.

For example, the Ofsted report on Sandy Lane Nursery and Forest School in my constituency is clear that most children come to the school with skills well below the level expected of their age group. However, by the time they go on to reception, the vast majority are achieving at the right level for their age. Furthermore—one of the teachers has tracked children’s progress through primary school—they maintain those gains in future years.

The fact that the school achieves that, while at the same time catering for children with disabilities and other special needs, and while—unusually for Warrington, which is largely white, British and monoglot—they have children speaking eight different languages, is amazing. On a recent visit there, I saw that all the children learn to sign; they all learn Makaton, because there are children there with communication difficulties and the staff want them all to be included.

Like most nursery schools, my local nursery also caters for children with special needs and disabilities. Some 49% of maintained nurseries are attended by children with the most severe degree of disabilities, 69% are attended by children with moderate disabilities and 72% are attended by children with mild disabilities. They get more referrals from councils than other providers, because they have the expertise. If nurseries close, the Minister has to tell us where those children will go. We already know that 42% of parents of children with disabilities find difficulty in accessing the early years provision that they are entitled to.

Maintained nurseries actually do more than simply cater for children with disabilities and special needs—they also provide advice to other providers. For example, a teacher at my local nursery co-ordinates provision for nought to five-year-olds with disabilities and special needs throughout the borough. Again, that is common: 46% of our maintained nurseries provide disability and special needs support to the local authority; 43% provide it to other maintained settings; and 47% provide it to private and voluntary sector settings as well. That outreach work, not only to families but to others in the sector, is a vital part of maintained nursery schools’ work.

Since the coalition Government took what I think was the retrograde step of not requiring children’s centres to employ a trained teacher, that expertise is largely in maintained nurseries. Some 71% of maintained nurseries support their local children’s centre and 60% of them support private and voluntary settings. In fact, in my area, the maintained nursery, the children’s centre and the private nursery were all built on the same site, precisely to facilitate that exchange of expertise. Because there is a real need to raise standards across the early years sector, we ought to cherish and facilitate that sharing of expertise.

My hon. Friend is making a truly outstanding speech in support of maintained nursery schools. We heard reassurances from the Minister at the recent meeting of the all-party group on nursery schools and nursery classes, but my hon. Friend will be aware that those assurances are insufficient given the imminence of the threat to our maintained nursery schools. Of the more than 400 nursery schools, 67 think they will close by the summer. We need urgent action, not just warm words for the future.

I could not agree more with my hon. Friend. The lack of urgency from the Government worries all of us who support the continuance of our maintained nurseries.

Maintained nurseries do a lot more than I have already described. They have regular contact with families. Because they are trusted by families, they can refer those in difficulty to other services, such as domestic violence services or English as a second language services for those who do not speak English. That is vital in ensuring that a child’s life chances are not damaged early on.

What a pleasure it is to serve under your chairmanship, Ms Dorries. I congratulate the hon. Member for Warrington North (Helen Jones) on securing this important debate and on her speech; she made some very important and relevant points, many of which I have a considerable amount of sympathy for. As a Government Member, rather than an Opposition Member—I understand how the system works—I do not agree with some of her points. I would like to pick up one point immediately. I thought that her comments on my hon. Friend the Minister were a little unfair. My hon. Friend is totally committed to this area and is doing a tremendous amount of work, as I experienced at the all-party group meeting last week, to find a satisfactory solution to the situation.

The basic point of the hon. Lady’s speech was the importance of maintained nurseries in our constituencies. I could not disagree with that at all; she is absolutely right. They play a critical role, and some other nursery and primary schools do not have the same focus. In my constituency of Chelmsford we have two excellent maintained nurseries: Tanglewood and Woodcroft. I was fortunate to be invited to Tanglewood a few weeks ago to see for myself the fantastic work done there. The Minister will be as familiar as the hon. Lady with the commitment and dedication of staff and what they seek to achieve. As the hon. Lady rightly said, more often than not they are dealing with some very challenging and deprived families in difficult circumstances. It is a joy to see the commitment of staff and the help they give to children who would not otherwise have such a start in life.

Maybe I am naive, but I was told in no uncertain terms that there are children at that nursery who have no concept of what play is. I imagine most hon. Members in this Chamber take it for granted that every child knows how to play and that it comes naturally, but for some it does not, because their parents were not taught how to play or have no concept of it. We get a full appreciation of the challenges those children face when starting from that base. These schools are so crucial because of the help and the start in life they can offer children who would not otherwise benefit.

The other thing I was particularly impressed by on my visit—this certainly did not happen at my school—was the number of members of staff who were parents of children who had been at the school. They were so impressed by what was going on that they wanted to become involved. Rather than just looking on from the outside, they wanted to actually play a part. They started their training and are now working there with the next generation of children, providing help with the benefit of the experience and knowledge they have as parents of children who attended the school. It is so important that we ensure that tradition continues.

I suspect that all of us, in our different ways, have had contact with my hon. Friend the Minister on these issues. We live in difficult times, and we have to be careful that we get value for money and do not waste taxpayers’ money. It is not an enviable job, but it has to be done regardless of who is in government. I have been impressed by my hon. Friend’s commitment. It is quite clear that she accepts and understands the role of these schools and wants to find a meaningful solution that will hopefully continue to provide a solution beyond 2020, so that these schools can continue to flourish and survive.

I thank the right hon. Gentleman for his generosity in giving way. He is making a heart-warming speech about the emotional impact that nursery schools can have. May I reiterate the point he makes? The Minister came to our all-party group meeting last week, and I want to put on the record that her responses and the speech she gave at that meeting were very well received by the hundreds of nursery schools we had there. This debate is a good follow-on to that meeting.

I am extremely grateful to the hon. Lady and particularly pleased that I gave way to her. All too often, partisan issues blur a debate, but for her to be so fair in her assessment of that meeting and her dealings with the Minister is a refreshing reflection of her chairmanship of that all-party group.

Basically, we are all together in trying to find a positive solution. My hon. Friend the Minister has secured funding up until 2020, which I believe is an important step forward as a short-term measure to try to allay the fear of some of these schools that they may face closure, the deadline for which is, more often than not, July 2017. What my hon. Friend has done should ensure that that does not happen. I am also confident that as she continues the consultations and assessments, a longer term solution will be found, so that we do not have to keep coming back to this issue or see the closure of schools that provide such a vital service in all our constituencies, whether they suffer from severe deprivation across the board or, like my own, are more fortunate. Constituencies such as mine do not have deprivation across the board but still have areas where there is a vital role to play and job to be done by these schools, to help give every child the best possible start in life.

These schools fill a gap in the provision of nursery care and education for a targeted group who so badly need help and who disproportionately benefit. As the hon. Member for Warrington North said in her compelling remarks at the beginning, giving a child the best start in their early years is a far better investment than any amount of money thrown at an issue. They then get experience, confidence building and everything associated with that to be able to move forward in life. It encourages and enhances their learning development, social skills and interactive skills, which are so crucial.

I am more confident that the Minister is committed to ensuring that we come up with relevant solutions. It is quite clear—from not only the all-party group meeting, but the way in which she has made herself available to all hon. Members who want to feed in their concerns and viewpoints—that she is prepared to listen and work to find a solution that is beneficial to all. I am pleased that we have this opportunity to share yet again with the Minister our different experiences in the variety of constituencies represented in the Chamber today. I believe that this will be of invaluable help to her as she continues her work to find a resolution to the concerns and worries bedevilling many people quite genuinely.

The Minister says that all institutions are treated the same, but free schools, in particular, were outwith the area reviews of provision that we have just seen undertaken in many parts of the country. Is he aware of Connell Sixth Form College in my constituency, which was opened by a grammar school and has recently received a “requires improvement” Ofsted rating? That sixth-form college is operating below the numbers required to sustain it, and it was outwith the area review. Does he think that is a good use of public funds in the context of this debate?

Area reviews can take schools into account, but 2,000 or more schools have sixth forms, and if we were to bring them all into the area reviews, that would make the whole system unmanageable. The free school system was introduced to challenge the status quo in terms of sixth forms and in terms of schools themselves, because in the past we have had monopoly provision of new schools. The free school movement has been phenomenal in opening up sixth forms such as King’s College London Mathematics School, where 100% of youngsters are getting A or A* grades in maths A-level, and Exeter Mathematics School. These schools are challenging the status quo in these areas and providing a very high-quality education. We need to see more of those innovative and demanding free sixth-form schools that open up for young people opportunities that they would not otherwise have had.

My hon. and learned Friend mentions the commitment we made in the March White Paper to a website offering a free route for schools to advertise teacher vacancies and, in doing so, providing teachers with easier access to information about job opportunities. We have worked closely with schools and teachers, and we are testing out different approaches to how to deliver that website most effectively, so we can make sure that it will be of maximum value to all schools.

Whenever I meet young people in my constituency, they tell me that the thing that could most affect their educational outcomes is a curriculum for life and compulsory personal, social and health education in all schools. The curriculum is inadequate, having been last updated before Facebook was even invented, and teachers go unsupported and untrained. If yesterday’s briefings to the newspapers are to be believed, the Government are considering bringing in compulsory PSHE. Is this true and, if so, when will it happen? It is urgent.

I was very clear in my first Education Committee appearance that I felt this was an area that we needed actively to look at, which is what we are doing. It is not just a question of updating the guidance; it is about the schools where it is taught—and, I would say, the quality of the teaching that happens as well.

We are busy doing that already. I felt it was quite important, in the second-stage consultation, to recognise the need to understand how a little bit of local flexibility could help us to make sure that the formula works right on the ground. That is therefore part of the consultation I have set out. We have set out our plans for the 2018-19 transition year, and we are asking how we can look at this more carefully for future years. That is precisely why it is important for colleagues from both sides of the House to take the time to engage with the documents—there is a lot of data—we are publishing today.

We would all agree with the aims of a fairer funding formula, but does the Secretary of State not recognise that she is delivering this in the context of dramatic and significant overall cuts to schools budgets? Even the so-called winners under her formula will also face school budget cuts. In a constituency such as mine, which is a loser under this formula—over 50% of children are living in poverty, which makes it the constituency with the second highest level of child poverty in the entire country—school budgets losing money will mean that one-to-one tuition will be going and catch-up classes will be going. Extra-curricular activities—the drama, the Shakespeare—and all the vital things I want kids in Moss Side and Moston to do will be going as a result of her funding crisis, aside from the announcement today.

I encourage the hon. Lady to look at the detail in relation to her constituency. The documents will be published following the statement, as is the normal practice of the House, and I encourage her to look at them. Yes, we need to work with schools to help them to deliver efficiencies, but one thing we have learned over the years from such a divergent funding formula across schools is that many schools are able to deliver excellent and outstanding results on very different cost bases. That shows we need to be able to work with them to get more value out of the system and to make the investment we are putting into schools—core school funding is being protected in real terms over this Parliament—go as far as possible.

I would also say to the hon. Lady that, yes, the National Audit Office report flags up the cost pressures on schools, but there are of course cost pressures on introducing the living wage for the lowest-paid workers in our country. Some of them work in schools, and they should benefit from the introduction of the living wage. There are additional employer contributions to teacher pension schemes, which will make sure we have sustainable pensions for teachers in the long run. I would have hoped that Labour Members welcomed such steps, but we will also work with schools to help them to achieve efficiencies.

I am seeking to ensure that every child has the best opportunities in life and a great start. I do not want the hon. Gentleman’s constituents to have to travel miles away from his constituency; I want them to have absolutely the best education possible, and selection does not provide that for every child.

My hon. Friend is making an outstanding opening speech. Does she agree that in this debate the point about choice is really a non-starter? The choice lies not with the parents, but with the school. The school gets to choose the kids; the parents do not get to choose the school. Invariably, the school chooses the children on their financial and social wellbeing rather than on anything else.

Of course, this is not about additional secondary modern schools or a return to a binary system. The reforms over the last six years have given children and parents a more diverse offer and set of choices in education than ever before. It is now time to see how grammar schools can play a stronger role in our education system in the 21st century.

The Secretary of State is citing much of the evidence from last week’s Social Mobility Commission report about the challenge our country faces. Why will she not adopt in full the recommendations of that report on how to tackle those inequalities, rather than cherry-picking the little bits that she wants to bring to the House?

The report, quite rightly, set out that we need a much longer-term programme of social reform. Alan Milburn talked about a 10-year programme. It also pointed to our focus on improving attainment in schools. The bottom line is that we will not make significant progress on social mobility until we focus on the areas of common ground, rather than the Opposition spending their entire time focusing on areas where they do not agree.

It is a pleasure to follow the right hon. Member for Loughborough (Nicky Morgan). She and I have disagreed many times in the past, but I agree with much of what she has just outlined, and I hope that her successor is listening carefully to what she had to say. We do not have long so I shall try to canter through some of the issues as best I can.

Before we get into the meat of the debate, it is important to clarify what we all mean by social mobility. Too often in this debate, we talk about plucking the lucky few from the most disadvantaged to the very top, but that is not what the policy on social mobility needs to address. It is about economic and social progress for the many, not just for the lucky few. It is about making the distance between the rungs on the ladder shorter and pulling up the bottom rung altogether.

The challenges that we face in order to achieve that are, as many have said, deep seated and manifold, but they are particularly important in the world of work of today and tomorrow. Automation and digitalisation and the hollowing out of the low-skilled and many skilled jobs will mean that, for example, by 2022 there will be 9 million low-skilled people going after 4 million jobs, with a 3 million shortfall to fill the 15 million high-skilled jobs that will be available in that economy of the future. Those are the big challenges that our country faces today. The educational landscape needs to address those challenges, not hark back to the challenges of the ’50s and ’60s and the very different economy that obtained then by comparison with today. We thus need a coherent, whole and big bold strategy for tackling social mobility and narrowing the gap in educational disadvantage. As successive Governments have sought to do that, they have found that it is about dealing with the long tail of under-achievement—not, as this Government seem hell-bent on doing, creating an even more elite education for the already elite.

I see the Secretary of State shaking her head, so let me tell her that the Government could start by adopting in full the recommendations of her own Social Mobility Commission report, published just last week. If she did, she would get widespread cross-party support. There are three key areas set out in that report. I fully agree with them, and they have already been mentioned.

The first is about quality in the early years. I am afraid that when it comes to the early years, we are yet again seeing the Government not understand the policy question that they are being asked. Yes, they are putting more money into childcare—something that I very much welcome—but there are two reasons for investing in the early years: the first is to enable parents to get back into the labour market, and the second is to narrow the educational attainment gap that already exists for many by the age of five. To narrow that gap, we must have an absolute focus on quality, which must be available for the most disadvantaged children, not just for a few. The Government could be spending their money much more wisely in this area by driving up quality across the board.

We need a clear agenda as we go forwards, but I am afraid that many things have been going backwards under this Government. We need more support for parents through the Sure Start programme. We need quality provision most of all in the most disadvantaged areas, as we see with our maintained nursery schools and many classes in primary school, which are all under threat as a result of the new funding formula. We are seeing a levelling down, not a levelling up when it comes to quality in the early years. We could use the early years pupil premium much better. I say to the Secretary of State that she should leverage the extra money she is putting in to ensure that quality is at the heart of her strategy. All we hear about are working families and childcare, but that is not what the social mobility debate is about.

We need a pool of talented teachers everywhere, as we saw in the London Challenge, which was a fantastic achievement of the last Government. We need to see it rolled out to places such as Knowsley and the 10 most disadvantaged areas across the country—but that is not what is happening. Grammar schools will exacerbate the problems of getting quality teachers in the areas that need them most.

Does the hon. Lady not notice the irony in mentioning Knowsley, where the Labour council’s own report said that the introduction of grammar schools would be transformative, especially for the working-class boys who were under-achieving?

That was not a recommendation that the council took on board. What we need is to get the quality teachers into the right areas. We know what works—we know it worked in London—and we need to see the London Challenge rolled out to the 10 worst areas where we know that most disadvantaged children are not getting the schooling they need. There is much more we can do in the post-16 area as well, as the Social Mobility Commission also said.

Let me deal finally with grammar schools. Let us quickly remind ourselves of the evidence. The OECD found that selective countries do less well than those that are non-selective. In England, the highest attainment gaps are in selective boroughs, yet the highest performing local authorities are comprehensive. In Kent, 27% of free school meal children get five A to C grades, whereas in London it is 45%. The tiny number of free school meal children who attend grammar schools is not comparable with the tens of thousands of free school meal children elsewhere. There are just 3,000 of them.

David Willetts described grammar schools as

“an arms race of private tuition for rich parents”.

The inequalities that we have described get greater and greater in this system. That is why the chief inspector of schools, the Fair Education Alliance, the Social Mobility Commission, the Education Policy Institute, the Sutton Trust, the headteachers’ unions, all the heads in Surrey, Ruth Davidson and many Conservative Members are all opposed to the reintroduction of grammar schools. If the Secretary of State wants proper cross-party agreement on driving up social mobility, she should take forward her own Government’s report every step of the way and agree with its recommendations on grammar schools. If she did, she would get a consensus in this House.

I opened my speech with exactly that comment. I think that that is common ground. However, selecting some people who are good at football or good at academic subjects does not prevent us from providing a good education for everyone else. If we want to have more Nobel prize winners in the future, we should bear in mind that they are likely to be attending the great universities in our country. Do we not want to feed those great universities with the best possible talent from our schooling system, and should not those talented people have been given an education that stretches them and takes them further along the road to great work before they reach the universities? The most successful people at university have often had an extremely good education beforehand. They are self-starters, and understand the importance of that.

We need to get the maximum number of talented pupils through at the highest possible level, so that they can achieve even greater things at the elite universities.

That brings me to my next problem with the Opposition’s arguments: they completely ignore the fee-paying schools. Some fee-paying schools in our country achieve enormous success academically. They have a double privilege, because they select bright pupils who also have rich family backgrounds. When the two are put together, the combination is explosively successful.

I do not begrudge people a great education if they come from a rich background. I did not come from a rich background myself, but I am grateful for the fact that those people can have a great education, and it is even better that they pay for it themselves as well as paying their taxes. I am not jealous. It must be a great problem to be against all kinds of elite education when we have those great schools with their double advantage. However, a grammar school gives people who are bright but did not come from a rich background an opportunity to compete better against the phenomenally successful elite schools in the public sector. As was rightly pointed out by the hon. Member for Walthamstow (Stella Creasy), some of our public schools dominate not only academically, but in the sporting world and in other worlds as well, which shows that their combination of resource and selection is very powerful. Surely we need more centres of excellence to which people can gain access without having rich parents.

I find it deeply disappointing that Opposition Front Benchers, having called a debate on this important subject, cannot confirm or deny that they wish to abolish the grammar schools that we have. I have one little tip for the Opposition. I was in opposition for all too many years, and I remember how difficult it was, but, as a shadow spokesman, I always found it helpful to work out my party’s position before challenging the Government on theirs. I needed to make sure that my party’s position on the topic for which I was responsible was sensible and also likely to be popular. I think that the Opposition have failed both tests today. It sounds as if the shadow Secretary of State wants to abolish the grammar schools, but does not have the courage to say so.

Let me issue a plea to the House. I ask Members to get behind the excellent grammar schools that we have, and to get behind the excellent comprehensives that we have. I ask them to understand that where comprehensives and grammars coexist, the comprehensives can do very well, and can achieve great things with their pupils. We do not have enough great schools, so let us not cripple those that we have. I certainly do not want to live in a world in which one has to be rich to go to an elite academy.

I am grateful to my right hon. Friend for her intervention. Actually, those numbers are rising fast. An answer to a written parliamentary question that I tabled recently provided evidence that every single ethnic minority group, including white British, performs better in partially selective areas than in comprehensive areas and better still in wholly selective areas than in partially selective areas.

If we look at A-level results, we see that eight of the top 10 local authorities are selective or partially selective. In Trafford, 35.8% achieve top A-level grades. GCSE results show that the national average for those achieving five or more GCSEs including maths at grades A* to C is 52.8%. However, seven of the 10 top-achieving authorities are selective or part-selective. I am not talking about grammar schools; I am talking about whole local education authority areas. This year in Trafford, 70.8% of pupils will get five or more A* to C grade GCSEs, with 75% getting those grades in subjects including English and maths.

It is a particular pleasure for me to speak in this debate, having attended a south London grammar school myself. I can say from personal experience that I would not be here were it not for that grammar school, so I feel an obligation to other youngsters growing up in south London who are from ordinary backgrounds such as mine to speak up when the opportunity arises.

I echo many of the things said by my hon. Friend the Member for Altrincham and Sale West (Mr Brady), in particular by highlighting the terrible unfairness in the system. The only way to be sure of an outstanding education is often to pay for it, either by going private, or by buying a much more expensive house in the catchment area of a good school. It is a disgrace that the only way to be certain of an academically elite education today is by paying for it.

I want to respond to a question that the hon. Member for Ilford North (Wes Streeting), my colleague on the Treasury Committee, posed to the Secretary of State. He asked for evidence that children from ordinary backgrounds do better in grammar schools. He asked for one piece of evidence, but I will give him two. First, in areas where at least 10% of pupils are selected, the GCSE grades of free school meal kids are seven notches better than those of equivalent children in non-selective schools. That is a seven-grade boost. Secondly, white male children—I think the previous Secretary of State mentioned them—who go to grammar schools have a 30% higher chance of going to university than those who do not.

Parents and teachers following this debate will have heard a Government Member say that the only way to guarantee an excellent education is to pay for it. The hon. Gentleman is rubbishing our excellent education system. The fact of the matter is that, yes, many parents want to select their children’s education socially, but if we flip the issue and look at the situation for free school meal children, the hon. Gentleman will find that progress in the comprehensive system massively exceeds that in the private sector.

It is clear in my area of Croydon that parents who want a particular kind of academic education have to travel out of the borough to either Bromley or Sutton because the kind of education that they want for their children is not available. That leads me on to my next point about parental choice. If parents want a particular kind of education for their children, it is not for this House to deny them that choice on ideological grounds. We should be enabling choice.

By the way, no Government Member is suggesting a return to the system under the Education Act 1944. No one is proposing the reintroduction of secondary moderns. We propose a diverse system with a whole range of schools with different specialisms. We already have many different kinds of academies and free schools, and grammar schools have a place in that diverse system along with other types of school. Parents can then exercise choice over which school works for them. It is clear that when free school meal children go to grammar schools, they do significantly better than if they do not.

What we are saying is that we want an education system, particularly at the primary and secondary level, that really stretches our young people to get through their GCSEs and to come out with GCSE qualifications that are well recognised and respected by employers. Alongside the resit policy, we want strong functional skills qualifications that can, in conjunction with a broader offer for technical education, enable young people to demonstrate their attainment in both maths and English. No young person should leave our education system without something to show for all their time spent on maths and English. It is important that they are able clearly to demonstrate their level of attainment to employers. At the same time, we need to make sure that people achieve as high a level of attainment as possible to recognise their potential in maths and English. STEM subjects, especially maths and English, have been a strong push for this Government so that we ensure that we give young people the critical building blocks that are important not just for their future careers and work but, much more broadly, so that they have a chance of being successful in life.

The Secretary of State is being generous with her time. There is still quite a lot of confusion about this point. She says that she wants to make sure that GCSEs are well understood and that they have a certain status, so will she clarify whether those who will take the new maths and English GCSEs next year will be required to resit if they get a 4 or if they get a 5? Will that apply thereafter, or is it a transitional arrangement?

Of course, a level 4 broadly equates to a C grade. We will make sure that the resit policy aligns with the new way of grading GCSEs that will come through next summer. I hope Members recognise that the most important thing is to ensure that young people come out of our education system with adequate skills, particularly in maths and English, as well as—dare I say—adequate digital skills, which are also important.

The aim of the Bill is to ensure that there is a genuine choice between high-quality academic and technical education routes. The Government want to build on what exists in the further and technical education sector and steadily create a gold standard of technical education for the first time so that students can be confident that if they commit their time and effort to a course, they will be building towards a successful career. We will unlock those opportunities only by addressing the challenges facing further education. We need to get to the root causes of poor-quality provision, including weak employer engagement, ineffective training methods, the proliferation of qualifications that are not highly valued and, of course, institutions with uncertain finances.

We do want to ensure that students complete their apprenticeships. As the hon. Gentleman will know, the Higher Education and Research Bill commits us to widening our review of how inclusive and open higher education is, taking account of not just the number of young people who embark on courses, but the number who finish them, particularly if they are from more disadvantaged and diverse backgrounds.

As part of last year’s spending review, we announced that we would provide more than half a billion pounds this year alone to help further education colleges and sixth forms to support students from disadvantaged backgrounds or those with low prior attainment. Moreover, we are already committed to future funding levels. Those assurances will give the sector the security that it requires to deliver the skills that young people need if they are to succeed in modern Britain. We are committed to doubling the 2010-11 spending on apprenticeships, in cash terms, by 2019-20, and to protecting the national base rate of £4,000 per student in 16-to-19 education for the duration of this Parliament. By 2019-20, our funding for 19-plus skills participation will be £3.4 billion, which represents a cash increase of 40% on 2015-16. The steady progress of the Government’s programme of area reviews for the further education sector means that we have taken another important step towards giving institutions the opportunity to put themselves on a secure financial footing.

I thank the Secretary of State for her generosity. I welcome the fact that further education funding streams have stabilised recently, but does she accept that the pernicious and deep cuts that the Government imposed on further education and technical education budgets during their first five years in office had a long-lasting and difficult impact on further education, and that that is why we are now so far behind our international comparators when it comes to post-16 funding?

I do not accept the picture that the hon. Lady presents. In the long term, our technical education offer for young people has not met the ambitions that all of us should have had for it. However, when we went into government in 2010, we asked Alison Wolf to look into further education. Her report said that at least 350,000 young people had been let down by courses that had

“little to no labour market value.”

She said that those courses were not valued by employers and did not prepare young people for further study. Perhaps as damagingly, she also said that students had been “deliberately steered” away from challenging qualifications—that

“funding incentives have deliberately steered institutions, and, therefore, their students, away from qualifications that might stretch (and reward) young people and towards qualifications that can be passed easily.”

I make the point about what Alison Wolf said about the further and technical education system to demonstrate why the body of work undertaken over the last six years is so important. It has at its heart the Sainsbury review that was undertaken alongside Alison Wolf’s work, and what came out of that was the skills plan. I hope that Members on both sides of the House will now swing in behind the skills plan and, indeed, the Bill, which is part of how we will develop it.

It is a pleasure to follow the hon. Member for Dover (Charlie Elphicke). It is a rare treat for us to agree on something, but I did find myself shouting, “Hear, hear” about his comments on adult education. All of us in the House would applaud that, but I urge him to look at what has happened to adult education during the past six years, because I am afraid that that ladder has been well and truly kicked away for many of the people wanting to get such skills later in life.

It is also a pleasure to follow my hon. Friend the Member for Stoke-on-Trent Central (Tristram Hunt). I entirely agree with much of what he said, especially about how we should tackle some of the deep-rooted causes of inequality and of the lack of social mobility in this country. To the issues he raised about the quality of early years education, which is so critical, and technical and vocational education, which we are discussing today, I would only add that we need enough quality teachers teaching all our children, but especially the most disadvantaged.

It is worth pondering for a moment, if you do not mind, Madam Deputy Speaker, that we should have been in the Chamber this evening to discuss a different education Bill—the education for all Bill, which was going to force all good and outstanding schools to become academies against their wishes. The Technical and Further Education Bill was only meant to be a small part of the bigger education for all Bill. I am glad we are not discussing that Bill, because it would have been a terrible mistake to force good and outstanding schools, against their wishes, to become academies, when we simply do not have the capacity, oversight and accountability in the system to tackle such a change. We all have to admit that in its place, we are left with a much-reduced education Bill. None the less, it contains some important principles, as others have said. I welcome the extra focus on post-16 vocational and technical education and the extra support the Government are giving it. As my hon. Friend the Member for Stoke-on-Trent Central said, we should all welcome the direction of travel.

I want to raise a couple of issues with the unintended consequences of the Sainsbury review and how it is being implemented, including through measures in the Bill. I worry about the idea that, at 16, someone should choose either an entirely technical education or an entirely academic education. That is more akin to the grammar school era of the 1950s and ’60s than today’s world of work and modern economy. Most of the jobs that we need today and will need in the future involve a blended mix of academic and vocational education. They require general applied qualifications, where those two streams come together. As many Members have commented, that is exactly what the best university technical colleges and further education colleges provide—highly academic and highly technical education alongside one another.

My hon. Friend mentioned joint pathways being undertaken by the same further education institutions. She might like to know that the secondary school where I am chair of governors has a construction academy attached to the main academy. We do everything from elite sport right through to construction and vocational pathways. It is all prestige and all rooted in academic and vocational attainment, all under one roof. We can do it from the beginning right through to further education.

I thank my hon. Friend for that excellent intervention. It sounds like just the sort of institution we should explore further and support.

As I said, many of the jobs that we need today and will need in the future require both types of education. The pathways into professions such as nursing, engineering, health and social care and many more require a blend of general applied and academic education, as well as technical and vocational education. That will be especially true in post-Brexit Britain, where the supply of such workers is likely to be reduced further, particularly in nursing, social care, health and engineering. Closing down those pathways at this point in time could have serious unintended consequences.

It is a well-trodden pathway for people to go to university to study nursing, health and social care or engineering with an applied general academic qualification and some technical BTEC qualifications alongside it. That pathway is highly regarded by universities. We should be careful about closing down that pathway, because if Ministers look they will see that the vast majority of the tens of thousands of undergraduates who come into the system through that route have that blended mix of academic and vocational qualifications.

My hon. Friend is making a powerful case. We need to think about technical education not just for the jobs of tomorrow, but for the jobs of the day after tomorrow. I am considerably older than her and my hon. Friend the Member for Luton North (Kelvin Hopkins) is a little older than me. When he entered the workforce, let alone when I did decades ago, many skilled jobs existed that do not exist now, such as in printing. Typesetting basically does not exist now. The world has changed and we have to equip the coming generation with not only the skills they need now, but the flexibility to adapt to what the workforce will look like, inasmuch as we can foretell that, in the next 30 years.

My hon. Friend makes a great point, although I do not want to get into the relative ages of Members here. But I look at my own children and think of the world of work ahead of them. We perhaps have an old-fashioned view of jobs such as engineering—engineers come in all shapes and sizes now, from digital engineers, sound engineers and construction engineers to the other types of engineer that we may know about. A key issue with the productivity gap we are facing in this country is the problem we have in applying technology and technological advances in small and medium-sized companies.

I want children from Manchester Central to have exactly those types of skills; they will therefore need literacy, numeracy and other academic qualifications but also education in digital engineering and many other technical areas. The combination of the two will be the route for so many, and for all jobs in the future—I firmly believe that. I look at my own son, who I think will want to be an engineer one day; he is highly technically able—he has great skills there—but is highly academic as well. I want him to have the option to do both right through till 18.

The Minister seems to recognise the issue here, as he has recently the launched degree-level apprenticeship scheme, which I welcome. However, the tiny numbers involved in that scheme can in no way make up for the tens of thousands already going through the university vocational pathway. I hope that he is not falling foul of the same ideological dogma that his colleague the Minister for Schools and a previous Secretary of State for Education perhaps fell for in trying to cut away entirely the university professional pathway into teaching. As the Minister will know, that has in no small part caused the recruitment crisis in the teaching profession; stripping away the university pathway to teaching has meant that teacher supply is now at crisis point. I know the Minister, and so know that he is a lot more pragmatic than some of his colleagues; I urge him to watch the situation carefully, and make sure that these well-trodden routes—both academic and vocational—into professions remain very much open for our young people.

I will touch on a couple of other points that have already been raised. My hon. Friend the Member for Stoke-on-Trent Central raised resits. I concur with him entirely. We have to look again at the enforcing of required resits post 16. In many cases, less than 50% of children are passing those GCSEs the second time around. Many FE and post-16 institutions are struggling to get in the teaching skills needed to get children through GCSEs, as that is not something they are used to doing. The size and nature of the maths and English curricula make them increasingly difficult for some children to pass, and they are not necessary for the types of careers those children may want to go on to.

Like my hon. Friend, I entirely support the notion that children should do English and maths right through to the age of 18, but the Minister should clarify what will be required for resits. Will it be a level 4 or a level 5? I understand that it is a level 4 this year and next year, and will then go to level 5. We do not know what is happening; never mind parents and children, what are employers to make of that?

Finally, we should not have this debate without looking at the international comparisons for our funding levels for 16-to-19 education in this country. We compare really badly with our OECD competitors: we do well in terms of funding from five to 16, but then there is a significant dip in per-pupil funding. After that, funding goes through the roof for those who make it to higher education. We need a better and more consistent funding stream. The transformation we need in this area will be achieved only when we couple this sort of reform with funding.

I agree with my hon. Friend about that, and of course another cultural factor is the fact that we are not aware of things. As my hon. Friend the Member for Wolverhampton South West (Rob Marris) says, there is this idea that mathematics is something we do not do; we say, “Oh, I can’t do maths”. People do not boast about how they cannot read. I want to make sure that everybody can read, and we should have adult education to make sure that everyone can. There is a problem with our mathematics, and I invite Ministers and shadow Ministers to visit the wonderful sixth-form college where I am governor to find out how to do things well, because so much that goes on in our college is brilliant.

I find myself feeling how I did during my A-levels, when I was the only girl in the class doing science A-levels—it has taught me well for this place. Does my hon. Friend the Member for Luton North (Kelvin Hopkins) agree that the issue of maths teachers is now a looming crisis in this country? Someone who has a first or a 2:1 in maths is a very desirable potential employee, and therefore the teaching route is just not as attractive as it once was and we are facing a crisis in maths education.

My hon. Friend is absolutely right about that. One of the most interesting things about Britain is that we produce more accountants than almost any other country in the world. People who are numerate can become an accountant and with an accountancy qualification they can earn a lot more money than they can by being a teacher. An accountancy friend of mine said years ago, “The reason we have so many accountants in Britain is that we are so bad at maths, we need accountants to do our work for us—our tax returns and so on.” I am digressing.

I must declare that I, too, am a comprehensive-educated special adviser from a long time ago, which may be familiar to you, Madam Deputy Speaker. We will move on from that. I spent many years in business, too, and that is why I am pleased to be able to speak in this debate.

Before I get to the meat of my remarks, I want to join my hon. Friend the Member for Dover (Charlie Elphicke) and the hon. Member for Scunthorpe (Nic Dakin) in recognising the important work that FE colleges do throughout the country. In Macclesfield, we have a great principal in Rachel Kay, who is moving things forward. That is great.

There have been lots of interesting developments over the past few months. Following on from Brexit, there has been Trexit—we might want to think what is Nexit—[Hon. Members: “Oh!”] It took a while. It is not clear what will happen, except that it is clear that there are vital lessons we need to learn. One lesson I took away from the referendum campaign and from Brexit was that there was an underlying concern from many people across the country about the impact of immigration.

As I spoke to people during the referendum campaign, it was clear to me that the concern ran deeper than just that. There was a sense of insecurity and a desire for greater security about jobs, work and prospects for the future. Those concerns will not be addressed by changes to immigration policy alone. That is why the Government are right to take a more comprehensive approach, a more comprehensive response, working to enhance an industrial strategy, continuing with welfare reforms, and pressing ahead with plans to address the skills gap that has been too prevalent for far too long. That is why this Bill is so important.

Since being elected in 2010, I have often spoken in the House on the importance of social mobility. I want to see more first-time entrepreneurs, more first-time employers, more first-time exporters and, crucially for those from the most challenging backgrounds, more first-time employees. A strong focus on those four roles, the four E’s, as I call them, and on motivating people to take on those roles, especially for the first time, delivers the key to economic success.

Progress in technical and further education and in apprenticeships is vital for the life chances of those seeking first-time employment. I therefore strongly support the Bill. I support it because it seeks to open clear, defined, aspirational paths to success, and it has the potential to help create much-needed parity of esteem between academic education and technical education, as has been talked about during the debate. That is further evidence that we on the Government Benches are the real workers party and that my right hon. Friend the Minister for Apprenticeships and Skills is at the vanguard of that movement.

I challenge all the things the hon. Lady said. We are not stripping funding from nursery schools; the supplementary funding of £55 million a year is part of the record investment in childcare of £6 billion a year by 2020. That is more than any Government have ever spent.

With respect, I think the Minister is missing the point. This is not simply a question of childcare; it is a question of quality early education, and that is about narrowing the gap between the most disadvantaged and the rest. Could she go further and tell the House what maintained nursery schools, which employ teachers and other staff who want to carry on working for them, will do after this two-year period? It is no good schools knowing that they have security for two years—they need more than that.

I would say that we have made 6 billion points about how important we regard the sector to be. The hon. Lady is right that it does need to know about its future, but it does not make sense to make decisions about the future funding of maintained nursery schools before we have consulted on what that future should be. We will be consulting on that future, and we will make an announcement shortly.

Many children and young people, not just in the right hon. Lady’s area but around the country, will be extremely disappointed by that response. The idea that in 2016 any child is better off by being segregated and branded a failure at the age of 11, or that we are better off as a country with that system, is particularly backward-looking.

I thank the hon. Lady very much for that interesting intervention. She is right about two things. The first is the specific point about children’s mental health being put under pressure in certain circumstances. However, there is also the wider issue of the mental health of young people, and we need to think carefully about that, because there is evidence that the number of children being affected by mental health issues is rising, and rising too fast. That is something that the Committee, which I note the hon. Lady is not a member of, will consider in due course.

I want to finish this section of my speech, on Professor Jesson’s observation. If grammar schools are introduced as new schools, they really must make a contribution to surrounding schools and feeder schools. One way for us to achieve that—rather than simply saying that we will punish grammar schools because they are not doing something we want to do and that those punishments will include, for example, no right to expand further—is to say that such schools should be part of a multi-academy trust. If they are going to be new schools, and if we insist on having them, they should be absolutely responsible for, and indeed charged with the task of, making sure that the schools around them are really improved through direct action.

I thank the Chairman of the Select Committee for being so generous in allowing interventions. As I am not going to mention this in my speech in a moment, may I ask whether he is aware of the example of Bright Futures—just one of a number of examples—which emanated from a very good grammar school in the Trafford local authority area? It was then expanded to take on other schools, especially those with a high proportion of disadvantaged children, but it has palpably failed to turn those schools around, because it found that its expertise in dealing with highly able, highly advantaged children is not transferable to some more disadvantaged areas.

I am aware of the goings on in Trafford. The Select Committee went up there to look not at grammar schools or any other schools but at aspects of child protection. However, I did notice what was going on, and I take the hon. Lady’s point.

The Committee noted that the current selective system favours children whose parents can afford to pay for tutoring, and that observation is absolutely right. One witness told us that entrance tests presuppose that a child’s ability is fixed, and we all know, if we have children, that that just is not the case. We have to have a testing system that takes into account the fact that children develop at different paces and in different ways, and one of the many problems with the testing systems we have had in the past is that they do not do that.

The evidence suggests that it would be extremely difficult to create a tutor-proof test, and we explored that in some detail in the Committee this morning. One suggestion is to bump up children on free school meals by a certain number of points to equalise things. That effectively proves that any test can be fixed to achieve any aim, so we have to be really careful about how we shape such a testing process. The Government really have to look at how a test would be shaped and calibrated to achieve the outcomes they suggest they wish to see. That test would be further complicated if the Government would, as they have suggested in the Green Paper, like different age groups to go through it. We could be talking about not just 11-year-olds, but 14-year-olds or 16-year-olds, for example, so different tests might be required for different years, and that is something that will need to be considered.

The Minister told us that the Government are

“trying to end the correlation between disadvantaged backgrounds and poor performance…we want to break that link and that is what is driving our reforms.”

We, on the other hand, emphasised that what is important, beyond more choice, is improving outcomes. We have to be very careful about this. Outcomes matter most, and we should be using them to measure the schools system, rather than simply saying, “Aha, there’s plenty of choice.” Choice is a mechanism, not an outcome, and we must not confuse the two. If we do, we lose sight of what is most important, which is equipping our young people to leave school, leave college and benefit from the opportunities that they ought to be benefiting from.

I asked the Department for Education’s chief scientific adviser about this issue. I always like asking such people questions because they can, in normal circumstances, isolate evidence, have control periods, and get down to what is really making the difference—although one can hardly do that in a school, as he acknowledged. He told us that this policy,

“like all policies, requires improvement”.

I thought that was helpful, because it does, but he also acknowledged the consultation process that we are now going through. It is absolutely right that we have a period of consultation on this proposal and on other aspects of the education system.

The Committee heard some powerful evidence from the Institute for Fiscal Studies, which was already in the news because of the forecasts connected to Brexit and the implications of falling taxable income. The institute told us something we already know—that the economy is completely different from what it was several decades ago. The sorts of young people we need are not academics and workers but we need them all to have skills. We know that because the evidence shows that we can produce only half the number of engineers we need each and every year and that one of the driving forces of migration has been a shortage of skills in our economy. We will all be aware of firms or professional bodies in our constituencies that cannot recruit the people that they need. We therefore know that the institute is right.

That is why our education system must reach into every home with excellence. This is about making sure that every school can safely take on a pupil and guarantee them a first-class education. It is not about lifting some pupils out of a system because they are of one type or have a certain advantage. It is about making sure that we provide opportunities for all children—excellence everywhere, which is, I think, the title, or at least part of the title, of a White Paper that we have considered. Let me reinforce that point by referring to the work of the OECD, which has already been cited. We know that the OECD likes autonomy, because it has told our Committee so several times, but it is not keen on selectivity. If we value the work that that independent organisation does in making international comparisons—I certainly do—then we should take some account of what it says. It is not particularly complimentary about the idea of having pupil selection, and we should remember that.

As I have said before, we need to have a large number of options for young people at secondary level. I describe that as fluidity—the fluidity for a young person to make the choices that they might want to make as they start thinking about their career options. That is why I am so keen on, for example, university technical colleges. It was terrible that during the ’60s and ’70s only 2% of any year group could get into a technical school. It is necessary to have good secondary schools in groups, so that they can help each other and give young people the opportunity to choose the direction of travel that suits them, on the basis of their aptitudes and ambitions, their knowledge of the economy and their employment opportunities. That is life fulfilment at its best.

It is really important that we link those things to what I said at the beginning about social mobility and economic productivity. Without both those objectives working effectively together and supporting each other, we will not make a success of anything in our country because we will be wasting talent and abandoning people. Instead, we must make sure that we use all our talents and do not leave people behind. That is what the education system should be about, that is why we are having this debate, and why the Minister is wise to have this consultation period. I hope that he responds to some of the points I have made.

I am very pleased to speak in this debate. It is the first opportunity I have had to speak in an education debate since I resigned from the shadow education brief. Almost a year ago, I led opposition to Government plans to open a so-called annexe of a grammar school in Kent. I cannot quite believe that in 2016 Britain we are seriously contemplating a return to selection at 11, given all the progress in education that we have made over the past 20 years.

Before I get to the meat of this debate, and why I believe that grammar schools will take backwards the agenda of opportunity for everybody that the Prime Minister says she supports, I want to mention social mobility, which the Chair of the Education Committee, the hon. Member for Stroud (Neil Carmichael), spoke about. Too often, social mobility is thought of in terms of plucking the one or two lucky ones out of disadvantage and taking them to the top—the “council house to the Cabinet table” journey. This understanding is really unhelpful when looking at the deep-seated challenges that our country’s education system faces and the complex policy solutions required to overcome them. Social mobility is, and should be, about people, starting as children, being able to make economic and social progress, unconfined by the disadvantages they begin with and achieving to their full potential.

The barriers to this in Britain today are manifold. In education, as the hon. Gentleman said, the long tail of underachievement and the educational attainment gap between the disadvantaged and their peers, which is now widening, not narrowing, under this Government, should be the focus of public policy, as it has been for the past two decades. A concerted strategy for narrowing the skills gap and the productivity gap would boost social mobility for the many. Breaking down the social barriers in accessing opportunities in work and in life is also key. None of these fundamental and deep-rooted problems is addressed by a policy that focuses entirely on the already high attainers and the already advantaged getting a more elite education. The Prime Minister says that she wants opportunity for everyone and every child to be able to get as far as their talents and hard work will take them. I agree with those aims, as would, I am sure, all of us in this House today, but her means are entirely wrong. Not only would the reintroduction of grammar schools push this agenda backwards and be “retrograde”, as the chief inspector of schools describes it, but, as my hon. Friend the Member for Leicester West (Liz Kendall) said, the policies and interventions that do work will also go backwards under this Government.

Let us now look at both these issues. First, on academic selection and the reintroduction of grammar schools, the evidence is clear, as my hon. Friend the Member for Wigan (Lisa Nandy) and others have said. Internationally, the systems in countries that make greater gains for children in the bottom half of the income distribution are comprehensive, not selective. That is why the OECD has concluded that countries with selective education systems perform less well on average than countries with more comprehensive systems. In England, the highest performing boroughs are comprehensive. London, for example, outperforms both selective areas and the national average in its bottom and top results at GCSE. By contrast, the attainment gap is worse than the national average in eight out of nine fully selective areas.

These are figures that the House of Commons of Library has produced for me today on grammar schools and fully selective areas, and the Minister will be aware of them.

In Kent and Medway, poorer children lag behind while richer children move ahead, and the losses at the bottom are much larger than the gains at the top. That pattern is a feature of selective areas in England. Let us compare fully selective Kent with comprehensive London. Just 27% of children eligible for free school meals in Kent achieve five good GCSEs, while the national figure is 33% and the figure for London is 45%. I have to ask the Government yet again: why not focus on sharing the good practice of London, rather than spreading the poorer practice of Kent?

Furthermore, disadvantaged children in selective areas do worse for the rest of their lives. The practice of coaching children to pass the 11-plus in selective areas is rife, as we have heard. That is why the proportion of disadvantaged children at grammar schools is so extremely and embarrassingly low—just 2.6% of kids on free school meals attend grammar schools. Overall, grammars admit four to five times as many children who went to independent and prep schools than children who are eligible for free school meals.

That is why Lord David Willetts, the former Conservative Minister, has described grammar schools as an

“arms race of private tuition for rich parents”.

Any parent would understand why that is the case. Of course most parents would want their children to go to a school full of clever children where their social networks would be developed, where it is easier to recruit and retain teachers and where success helps to breed further success. However, the majority of their kids will not get in. To suggest that the very existence of grammar schools does not disrupt the wider education system and outcomes for everybody else—the 80% who do not get in—is plain wrong. That is why, in today’s papers, school leaders in Conservative Surrey have said that they are vehemently opposed to grammar schools. They echo the many concerns raised by others about the impact of creaming off the brightest and the best and stigmatising the rest.

We, as policymakers, should be leading the debate. As my hon. Friend the Member for Wigan has said, we should be shouting from the rooftops about how great many more of today’s schools are. The top-performing comprehensives, which take in many thousands more poorer children than the grammar schools do, are just as good as, if not better than, the best grammars. Those comprehensive schools provide opportunity, stretch and good outcomes for all children, not just for a few. As I said at the start of my remarks, it is particularly important in today’s world that social networks and community cohesion should be available to everybody, and comprehensives offer those things.

I am really proud of the fact that I went to a local comprehensive school in Manchester. In fact, my hon. Friend the Member for Wigan attended the same school. But hon. Members should be under no illusion simply because we have made it this far. In the era when we attended that school—Parrs Wood High School—too many children were failed. We had some great teachers, but education was poorly resourced and too many children were allowed to slip through the net.

I am proud that my eldest child now attends the same school. It is a truly comprehensive school, in which 40% of kids are on free school meals, and it achieved its best ever results this year, with 72% of children gaining five A* to C grades in subjects including English and maths. Like many of the best comprehensives, it has a strong gifted and talented programme—pretty much dropped by this Government when they came in—and fluid streaming and setting in many subjects. That is what the best schools do: they stretch all kids as they develop and create a school-wide ethos of success and achievement.

Even though education was not so great in my day, it mattered hugely to my peers and to kids from all backgrounds that they could mix socially and academically, raising aspiration and attainment for everybody. The dozens of Manchester school kids whom I meet every week can see that I went to a local comprehensive school, just as they do. They can see that there is no barrier to what they can achieve. What a damning verdict it would be on our country if we went back to an era when we told four out of every five children at the age of 11 that there was a cap on their potential and that only the grammar school kids could go far.

I could give Members many examples of outstanding secondary schools across Manchester today that are delivering real progress for huge numbers of disadvantaged kids: Wright Robinson College, Trinity High School, Manchester Enterprise Academy and Whalley Range High School—the list could go on. That is why the Education Policy Institute found that the overall improvements in education over the last 20 years, including the sponsored academy programme, have had a much more significant impact on attainment among disadvantaged children than any expansion of grammar schools could possibly have.

We are all sitting here and asking the same question: why are the Government proposing to bring back grammar schools, when the evidence is so clear? One can only assume that the decision is based on ideology and not on sound policy. In pursuit of this ideology, Ministers have scrabbled together a pretty flimsy Green Paper and cherry-picked a few bits of—I am sorry for the pun—selective evidence. First, they cling to research that shows that the tiny number of children on free school meals who get into grammar schools do better than those who do not. What a deeply dubious argument. Not only is that tiny number not comparable with the huge number of children who are not at grammars, but, by definition, those few children are already high attainers at key stage 2. If we look at the top attainers at key stage 2 from all backgrounds, we see that they do just as well at the best comprehensives as they do at grammar schools.

The point I was trying to make earlier was that that is not the case. Of the children who leave primary school having achieved level 5 in the key stage 2 SATS, 78% of those who attend grammar schools go on to get the EBacc, but only 52% of those who go to a non-selective school achieve the EBacc. So those children do not achieve as highly in non-selective schools as they do in selective schools.

If the Minister is basing an entire, huge change in education public policy on the narrow measure of modern foreign languages at GCSE, good luck to him. As he knows, we cannot compare a tiny number of pupils—I think it is 3,000—who are on free school meals in grammar schools with the tens of thousands of high achieving children on free school meals in other schools. Schools in which three or four children out of 700 are on free school meals face a completely different challenge from that faced by schools such as most of those in my constituency, where 70% or 80% of kids are on free school meals. The challenge for the latter schools in educating children on free school meals is significantly greater. The Minister is not comparing like with like, and he knows it.

Those who are not high achievers at 11—the vast majority of children, who do not get that level 5—do better in comprehensive systems than in selective ones. The Government also argue that by changing the nature of selection and somehow making getting into grammar schools tutor-proof will solve the problems. We have already heard how difficult that is, but I beg to differ in any case. If the Government are pushing forward with this policy on that basis, why not enforce a requirement on today’s grammar schools to take a larger number of children on free school meals? They should do that first and prove their point, if they are so confident of their argument, and then they should come back to the House in two or three years’ time and show us that it is possible to narrow the gap in selective areas.

The Prime Minister’s final straw in justifying the policy was that

“it is wrong that we have a system in this country where a law prevents the opening or expansion of good schools.”—[Official Report, 19 October 2016; Vol. 615, c. 806.]

She seems to see no irony whatsoever in the fact that her Government has banned the opening of good schools by anybody other than a free school sponsor, which has led to the school place crisis and a system that is in utter chaos.

I almost find it depressing that we again have to rehearse these arguments when the overwhelming evidence is clear. The evidence base for policies and interventions that work and that tackle the educational attainment gap has also become much clearer. Let us recap what they are: quality in early years, as my hon. Friend the Member for Leicester West said; a deep pool of excellent teachers; and adequate resources targeted at closing the gap and providing opportunity for all. I will look at what is happening in each of those areas under this Government.

For early years, yes, more resources have gone in, as the importance of affordable childcare becomes a political imperative and an economic necessity. I welcome the focus on enabling more parents to work, but the critical issue of quality early education in narrowing the gap has taken a backward step. We know that by the age of five, the developmental gap between disadvantaged children and their peers is already very clear—it is equivalent to at least 15 months—yet what is happening today is the opposite of what is needed to close the gap. Remarkably, in many parts of the country, after years of focus by the previous Labour Government and many councils, we have some of the highest-quality early years provision in some of the most deprived communities—the silver bullet of education—through many maintained nursery schools and free places in school nurseries. Yet in an attempt to deliver its pledge of 30 hours free childcare for working parents—by definition, they are more likely to be better off—the Government are prohibiting councils from investing in quality or subsidising places for non-working parents. I could go into many more reasons why the quality of early years provision is going backwards.

As hon. Members have mentioned, there is a growing teacher supply crisis in this country today. Unless urgent action is taken to address this acute problem, any other education policy is meaningless and will fail. We all know that the kids who pay the highest price when teacher supply falls, and therefore quality falls, are those who are least advantaged and least able to help themselves at home.

Finally, on resources, there have been welcome increases in education budgets during the past 20 years. Schools have been able to use additional targeted interventions, such as the pupil premium, to level the playing field in everything from one-to-one tuition and support to paying for uniforms, music lessons and school trips for kids who would not otherwise be able to afford them. However, I know from talking to heads in my area that with the biggest cuts to school budgets in a generation—about 8% during this Parliament—it is exactly such support that is going first.

Any Government who purport to have an interest in educational equality and social mobility must look seriously and quickly at these pressing issues, before we even get to those involving technical education and skills, and access to jobs. Such an agenda would keep any Minister busy, so why, after six months of unnecessary distraction with the forced academisation agenda, which has now been dropped, are Ministers creating yet another unnecessary upheaval in school structures? This time, support for their proposals is even more narrow, the evidence base even more flimsy and the outcomes even more divisive. It is time for the Government to drop these damaging proposals and get back to the task of investing in early years education, addressing the teacher supply crisis and stopping the harmful cuts to school budgets.

I will be very honest with the hon. Gentleman: I do not know. I just feel that a system that says to parents, “Don’t bother putting your child forward because they have no chance of succeeding,” is not a very good system either. What that headteacher told me gives the lie to what he suggests. She said that parents felt under pressure to put their child forward for the assessment even when they knew that they were unlikely to succeed. The disappointment is being compounded by a great deal of wasted effort and pain. He is right about the complexities around who applies and what happens when they do, but there is something very troubling about a graph that shows that only children from the richest parts of the borough have a high chance of entry into grammar schools. I suspect that their having supportive parents, and lots of assets in their home to support their learning through educational toys, reading, educational trips and leisure activities and so on, is the reason why they have a higher chance of getting into grammar schools. I do not negate what he says, but I strongly suspect that it is those wider social factors and family resources that dispose children from the richer parts of the boroughs to have a higher chance of entering grammar schools.

My hon. Friend is making an excellent speech about her experiences in Trafford, but further to the intervention from the hon. Member for Salisbury (John Glen), is she aware that the more selective an area—the higher the concentration of grammar schools—the wider the attainment gap? Conservative Members like to argue that if only there were more grammar schools, more poorer children would attend them, but that does not stack up against the evidence.

Headteachers in my borough believe that if there were more grammar schools, by definition there would be more secondary modern-equivalent schools, too, and that for every grammar school we create, we will have to create four secondary moderns, unless the ratios of children in grammar and non-grammar schools are to change.

The Minister indicated that there would be a range of different schools available to students, such as technical schools or schools with different specialisms, and I welcome that, but we have had the latter for many years, under the academy system introduced by Labour. I already have specialist sports, science and art academies in my constituency. We do not have to overlay that with academic selection to ensure a different emphasis in the education that children receive, and we must not use division to exacerbate the attainment gap.

I want to speak about a group of children who really lose out in Trafford: children with special educational needs and disabilities, who have not been mentioned much this afternoon. In a written answer to my right hon. Friend the Member for Leeds Central (Hilary Benn) on 2 November, the Minister appeared to say that the Government were not tracking the number of SEND children in grammar schools. I am surprised if that is the case. If I misunderstood the thrust of his answer, I would very much welcome his correcting me. I am certainly disturbed if we are not following the engagement of those children and their experience in the selective system.

I can tell the Minister and the House that the numbers of children with special educational needs and disabilities in grammar schools in Trafford are shockingly low. Based on the May 2016 school census figures, we had a grammar school population in my borough of 7,539 children, 224 of whom were receiving SEN support, and just 20 had education, health and care plans or statements in place—just 20 out of more than 7,500 kids. I have seen some figures subsequently that suggest that the numbers could be even lower now.

In practice, therefore, the selective system is clearly not working and not serving SEND children in our borough. The system is not working for them. It does not work for them in a number of different ways. First, for the children and their families, the entrance exam process is very stressful—compounded, I must say, in Trafford by the fact that each grammar school sets its own entrance exam. There is not a common 11-plus across the borough—each school has its own tests—so children sit, and quite often fail, not just one, but two, three or four tests. On top of that, they will have received intensive tutoring in advance of taking those tests, where their parents can afford it, that starts for many children from the age of nine or even younger, putting incredible stress on those families and children in preparation for those tests.

I congratulate my hon. Friend the Member for Wigan (Lisa Nandy) on securing the debate, which is very timely, and on her impassioned speech.

Labour is obviously committed to an education system for everyone, not just a select few, and we will oppose this regressive policy of grammar school expansion every step of the way. The Prime Minister spoke about delivering for everyone, but what matters is what she does, and her actions reveal the Government’s true colours: working in the interests of the few while everyone else is left behind; in one breath talking of creating a “great meritocracy”, and in the next announcing a return to grammar schools.

However, it is not just Opposition Members who oppose the policy. Grammar schools will not improve the lives of the many. As the hon. Member for Southport (John Pugh) has just pointed out, it is not desirable to fail children at the age of 11. Even the former Prime Minister, David Cameron, said that rejecting the stale old grammars debate was a “key test” of whether the Conservative party was fit for government. He described the debate as “backward looking”, “completely delusional”, and “an electoral albatross”. He rightly pointed out that parents wanted us to do something about the standards in many of the 3,000 secondary schools, rather than tying ourselves in knots over the return of grammar schools.

The chief inspector of schools, Michael Wilshaw, has said:

“The notion that the poor stand to benefit from the return of grammar schools strikes me as quite palpable tosh and nonsense—and is very clearly refuted by the London experience.”

A number of Members have alluded to that experience today. The implementation of the London challenge fund revolutionised education in the capital, but, as we heard from my hon. Friend the Member for Wigan, other schemes, such as Greater Manchester’s, were cut in 2010 as a result of austerity measures.

The Conservative Chair of the Education Select Committee, the hon. Member for Stroud (Neil Carmichael), who spoke so well today, told Radio 4’s “The Westminster Hour” recently:

“We have serious issues about social mobility, in particular white working-class young people”

—that, too, was mentioned by the hon. Member for Southport—

“and I don’t think that having more grammar schools is going to help them.”

Lord Willetts, the former Universities Minister, who is now the chair of the think-tank the Resolution Foundation, said that he had not changed his views since the Conservatives were in opposition and that the evidence suggested that they had failed to help disadvantaged children.

Fewer than 3% of children on free school meals attend grammar schools. My hon. Friend the Member for Manchester Central (Lucy Powell) spoke eloquently about social mobility in that context. Only today, as we have heard, every headteacher in Surrey signed a letter to the Prime Minister and the Secretary of State opposing the expansion of grammar schools. The Government, however, are simply not listening, even though there is no evidence to support the policy.

I mentioned austerity a little earlier. According to the National Union of Teachers and the Association of Teachers and Lecturers, England’s schools are experiencing the largest real-terms funding cuts for more than a generation. As was pointed out by my hon. Friend the Member for Wigan, schools face unprecedented pressures, and, as we heard from the hon. Member for Stroud, the Government have yet to announce when they will consult on the fair funding formula. In real terms, schools will lose a huge amount of money, rising to £2.5 billion a year by 2020, and 92% of schools will have their funding cut. The average cut for primary schools will be £96,500, and the average cut for secondary schools will be £290,000. The average loss per primary school pupil will be £401, and the average loss per secondary school pupil will be £365. The Institute for Fiscal Studies has shown that school budgets will have fallen by 8% over the course of this Parliament. The budget was protected only in cash terms, rather than in real terms, so the schools budget is at the mercy of rising pressures, pupil numbers and the impact of inflation on true value.

My hon. Friend is making an excellent speech on the issues facing schools today. On the budget, is he aware of the impact of the issue raised by my hon. Friend the Member for Wigan (Lisa Nandy) about fewer children now being in receipt of free school meals and therefore the pupil premium? As a result, the budgetary pressures are greatest on schools in the most deprived areas, and the families themselves are often no better off despite not requiring free school meals and the pupil premium.

That is an excellent point. Schools in poorer areas are certainly feeling the budgetary pressures. Traditionally, we had a system of subsidiarity in education funding, but this Government are trying to pull that away. On top of the figures I have just given, schools are now worried about being further punished in the fair funding formula that the Government have yet to consult on.

The freedom to practise faith and to educate children in a faith—or not—of our choosing is one of the cornerstones of the free and diverse democratic society we enjoy. The right hon. Member for Meriden (Dame Caroline Spelman) made a strong defence of faith and faith schools in our system. The grammar school row has been a distraction from the lifting of the 50% cap rule on faith schools. This policy was brought in by the former Secretary of State, the right hon. Member for Surrey Heath (Michael Gove). One of his first acts as Education Secretary was to require all new schools of a religious character to be open to admitting 50% of pupils from outside their faith. The measure was aimed primarily at Muslim schools, but paradoxically it had almost no impact on them. The right hon. Lady alluded to this point when she talked about the situation in Blackburn. This measure did, however, prevent the expansion of other faith schools, which has led to real shortages and a lack of choice in many parts of the country. The policy has been an abject failure. Governments must consider more sensible approaches to integration, such as establishing effective twinning arrangements with schools of different faiths, considering setting up mixed-faith academy trusts, and considering that a member of a different faith or none can sit on a governing body.

I congratulate the hon. Member for Wigan (Lisa Nandy) and my hon. Friend the Member for Stroud (Neil Carmichael) on securing this welcome and important debate on a crucial issue facing our country.

The Government are determined to deliver the good school places this country needs. Since 2010, more than 1.4 million more pupils are in good or outstanding schools, and we have created over half a million new school places in that period, in direct contradiction to the last Labour Government, who cut 200,000 primary school places at a time when the birth rate was increasing.

Yet too often, parents do not have the choice of a good school place for their child. In 65 local authorities, fewer than half of children have access to a good or outstanding secondary school within three miles of their home. For these pupils, the chance of getting the best education depends not on talent or hard work, but on where they live and how much money their parents have.

The focus of the Government under this Administration and the previous one has been on driving up standards in schools, so that every child receives the education they need to reach their potential. Thanks to the hard work of hundreds of thousands of teachers and the reforms we have introduced over the past six years, our school system has improved dramatically.

The Government have reformed the primary curriculum, so that it is on a par with the best in the world. Evidence-based teaching practice such as “maths mastery” and “systematic synthetic phonics” is revolutionising the way primary pupils are being taught maths and how to read. This year, as a result of our reforms, 147,000 more year 1 pupils are on-track to becoming fluent readers than in 2012.

The Minister is highly amusing. On a more serious point, I am sure I will disagree with much in his speech, but I have to take issue with him if he is coming to this House to talk about this year’s SATs results. Is he pleased that after the chaos and confusion he has caused in this year’s SATs, at key stage 2 we saw a drop in the proportion of those meeting national expectations from over 80% to just 53%? Is he happy with that appalling drop in results?

The standards are significantly higher, and schools are raising their game and adapting to the new significantly higher standards. Some 66% of primary school pupils reach the expected standard in the reading tests and 70% reach the expected standard in maths. The hon. Lady is right that the combined reading, writing and maths result came to 53% but that is for the first year of the significantly more demanding SATs, based on a significantly more demanding national curriculum that puts our school system on a par with the best education systems in the world. That is the way to prepare young people for life in modern Britain and life in a globalised competitive world.

Many parents and teachers listening will be aghast at that. I give the Minister one more opportunity to apologise to teachers and parents for the fact that the Government did not embed those changes properly and did not give enough time to teachers and that the poor kids who have just left year 6 have now been branded as not reaching the national expectation. There is no difference from the children or the teaching of the year before, but because of the difference he personally has made, those results have dropped by 30%. Will he apologise for that?

But the children are better educated as a consequence of a national curriculum that is more demanding and that requires children to become fluent readers and to understand grammar, punctuation and spelling, and to do long division and long multiplication instead of chunking and the grid method. Children will leave primary school better educated—more fluent readers and more fluent in arithmetic—as a consequence of our reforms.

These reforms do take time to embed, however. We published that new curriculum in 2013, and it became law in September 2014, but of course it will take some schools longer than others to adapt to it. But one thing I am sure of is that teachers up and down this country are conscientious; they are working hard and are responding very well to a brilliant, more demanding new curriculum.

In secondary education, we have ended grade inflation and empowered teachers and headteachers to deal with poor behaviour. We have also removed GCSE equivalents and prioritised the teaching of core academic subjects, so that more children are taught the knowledge they need to flourish. But we need to do more. There are still more than 1 million children in schools that are not good enough, and that is why we are consulting on a range of measures to look at more ways to increase the number of good school places. We want to tap into the knowledge and expertise of this country’s world-leading universities and independent schools. We want to remove the restrictive regulations that are preventing more children from going to a high-quality faith school. We also want to end the ban on opening new grammar schools.

Faith schools make up around a third of all mainstream schools in England. As the Second Church Estates Commissioner, my right hon. Friend the Member for Meriden (Dame Caroline Spelman) said, the Church has 4,700 schools. Faith schools are more likely than non-faith schools to be rated as good or outstanding, with 89% of primary faith schools reaching those standards. The current rule, designed to promote inclusion by limiting the proportion of pupils that oversubscribed new faith free schools can admit on the basis of faith, has not worked to combat segregation. Worse, this burdensome regulation has become a barrier to some faith groups opening new schools. Most markedly, it is preventing the establishment of new Catholic schools. The absurdity of the current rule is exposed when we consider that Catholic schools are more ethnically diverse than other faith schools, more likely to be located in deprived communities and more likely to be rated good or outstanding by Ofsted. There is growing demand for them in this country. If this restrictive regulation is removed, the Catholic Church hopes to open up to 45 new schools by 2020, and the Church of England has said that it hopes to open up to 100 new schools in a similar timeframe.

With this greater freedom will come strict rules to ensure that every new faith school operates in a way that supports British values. We will also explore ways to use the school system to promote greater integration within our society, such as requiring new faith schools to establish twinning arrangements with other schools not of their faith. The Government are also consulting on lifting the ban on more grammar school places being created. Ofsted rates 99% of grammar school places as good or better, and 82% are rated outstanding. In a school system where over a million pupils are not getting the education they need and deserve, it cannot be right to prevent more good and outstanding selective school places from being created.

On that point, will the Minister look at the ban imposed by his Government on good and outstanding local authority schools opening new schools? Will he also ensure that maintained nursery schools— 98% of which are also good or outstanding—can open new schools? That, too, has been banned by his Government.

We want a diverse education system. At the moment, 40% of secondary schools and nearly 80% of primary schools are still run by local authorities. We want to open that up to create a more diverse system of education with more providers coming in. That includes providers such as the West London Free School, which the Opposition have severely criticised. It is providing very high-quality education. There are other examples of such a diverse system bringing in new providers, establishing parent groups and enabling teachers to establish their own schools. This is raising academic standards right across the system. We are proposing to scrap the ban on new grammar schools and to allow them to open where parents want them, with strict conditions to ensure that they improve standards for pupils across the school system.

The Minister is using the flimsiest of evidence of how already high-attaining children have managed to break through all the barriers to get themselves to a grammar school in the first place—only 3,000 children in the entire country are on free school meals at a grammar school—to expand the policy. It is the most dubious use of evidence I have ever seen. He has not answered a single point raised by any Opposition Member about the wealth of evidence about selective systems as a whole and the widening attainment gap that they create. Bright Futures is a selective academy trust in Manchester that has palpably failed to transfer any good practice to Cedar Mount Academy, the other school that it was given in Manchester. When will the Government do something about that?

On that last point, I will write to the hon. Lady. There is nothing flimsy about the evidence that says that progress made in grammar schools is plus 0.33, which is way above the zero figure nationally. We want a higher proportion of pupils from disadvantaged backgrounds and from low-income families to be going into grammar schools and selective education—that is our objective. That was never the objective of, or what was delivered by, the last Labour Government. We intend to address that issue; we acknowledge it and are taking action to deal with it. As well as the Oxford and Cambridge evidence, the other evidence I have cited compares level 5 pupils at grammar schools and at comprehensive schools; I am talking about all pupils, not just pupils from disadvantaged backgrounds, and those in the grammar schools are significantly outperforming those others. [Interruption.]

It is a pity to interrupt the diatribe made by the hon. Member for Manchester Central (Lucy Powell) from a sedentary position, but may I just conclude by saying that this policy is not about returning to the binary system of the 1950s and 1960s, where the alternative to the grammar school was a secondary modern where pupils often did not even sit exams or take qualifications? Our reforms to the education system over the past six years have meant that 85% of schools are now good or outstanding, but we want 100% of schools to be that. We want areas of the country with poor academic results—for example, Blackpool, where just 9.2% of pupils achieve the English baccalaureate; Knowsley, where the figure is 10.4%, Middlesbrough, where it is 10.4%, Isle of Wight, where it is 13.3% and Hartlepool, where it is 13.7%—to be matching areas such as Southwark, whose figure is 35.6%, York, whose figure is 35%, and selective areas such as Sutton, where 45.8% achieve this. We want all those areas to achieve even higher levels of EBacc attainment, but the lowest-performing areas are our concern. Establishing new selective schools and new high-performing faith schools will help drive up academic standards in those areas. It cannot be right that in 65 local districts fewer than half of the secondary school age pupils are within 3 miles of a good secondary school. It cannot be right that there are still 1.25 million pupils in schools that are simply not good enough.

The motion asks this House to note the Government’s proposals to expand the role of grammar and faith schools, as set out in our consultation document “Schools that work for everyone” and

“calls on the Government to conduct a full assessment of the evidence”.

That is what we have done; that is what we continue to do; and that is what we will do as we consider all the responses to the consultation document when that consultation closes on 12 December. Hon. Members should be under no misapprehension: this Government are determined to ensure that every child has the quality of education that helps them fulfil their potential. That is the drive behind all our reforms over the past six years, and it is the objective behind the proposals to end the ban on new grammar schools and the restrictions on new good school places in our faith schools.
