Commons ChamberI thank the hon. Gentleman and I am very aware of the enormous contribution that the whole of Northern Ireland makes to our creative industries. I confess that my favourite TV show in the world is “Derry Girls”, so if he can arrange for the Derry Girls to be present, I would be delighted to visit.
Small music venues such as the Frog & Fiddle in Cheltenham are part of the lifeblood of the creative industries, but the Music Venue Trust has warned that after years of economic pressures and the recent Budget, more than 350 venues are on the brink of closure. How are the Government supporting small music venues, and what steps will they take if the voluntary levy on arena and stadium tickets is not agreed by the large venues whose participation is vital?
We believe that the horseracing betting levy is vital for the financial sustainability of the sport and its thousands of fans. I can update him that the Minister for Gambling recently met representatives from horseracing and betting to encourage a voluntary deal that fairly reflects the relationship between racing and betting. We expect an update from the British Horseracing Authority and the Betting and Gaming Council on progress by the end of the year.
Let’s hope that the shadow Minister will not fall at the first hurdle.

The horseracing industry has been left in the dark by this Government, following the Chancellor’s disastrous Budget. The Office for Budget Responsibility warned that the national insurance rise would cost, on average, £800 per employee. With 20,000 employed across the country, the Government’s jobs tax could cost the horseracing industry £16 million and the gambling sector up to £100 million, even before the new levies. Will the Secretary of State tell the House whether her Department has made any assessment of the impact of the increase in national insurance contributions on the industry? How many jobs will be lost? How many training yards and courses will close? How many of the 500 independent bookies will shut?
You can see how eager we are, Mr Speaker. We are champing at the bit to support the creative industries. As my hon. Friend the Member for South Norfolk (Ben Goldsborough) will know, we have announced a series of measures over the last few months to support these industries, including tax credits for independent film and special effects. We are broadening the curriculum to ensure that there is a pathway enabling young people to work in the creative industries, and we have held an international investment summit, to which the industries were central. We will be announcing more in due course.

Commons ChamberWith permission, Mr Speaker, I will now make a statement on our new national youth strategy.
The challenges facing young people today are profound: they lived through a pandemic during which they were denied the chance to test boundaries and gain confidence; they are at the sharp end of a revolution in social media; the pressures on young girls are significant; the effects of antisocial behaviour and violence are stark; and while talent is everywhere, opportunity is not. Despite that, this generation is as ambitious for themselves, their families and their communities as any other before them, and they deserve a Government with a plan to match.
When I became Secretary of State, I was shocked to find that there was no single strategy in place for young people. I am absolutely determined to put that right. This is personal for me: one of my first jobs was at the youth homelessness charity, Centrepoint. I learned everything I know about politics from those brilliant young people, who understood the challenges they faced better than any Government could. That is why today we are kicking off one of the biggest national conversations the Government have ever held with young people—led by, and for, young people.
As we embark on an ambitious plan to devolve power to local leaders and communities, we are determined to champion that change not just at national level, but in every part of government. We will take this conversation to our towns, villages and cities in every region on their terms, not ours, to allow young people to challenge us every step of the way. They will be in the driving seat. We will make sure young people are empowered at local, regional and national level, so that funding flows to the things that matter to them. In the coming months, these conversations will feed into a report, “Today’s Youth, Tomorrow’s Nation”, detailing young people’s priorities to inform our new approach. Next year, we will present to this House a co-produced national youth strategy that is fit for the decade ahead and ensures every young person can live the richer, larger life they deserve.
We disagree on many things in this House, but I believe every single one of us shares a common desire to see this generation thrive. They deserve politicians who respect what they have to contribute. That is what this Government are going to do, and that begins today.
In line with this new approach, I have to tell the House that we are going to wind down the National Citizen Service programme from the end of the financial year, and the National Citizen Service Trust when parliamentary time allows. Since its launch in 2011, the NCS has provided over 1 million young people with opportunities. The NCS met the needs of the moment and rightly put active citizenship at the heart of the Government’s programme for young people. It has played a hugely important role in supporting young people to build their confidence and bridge social divides. I would like to thank each and every staff member past and present, the NCS board, and the previous and current CEOs and chairs. I also thank every young person who has contributed to the success of the NCS.
In 2011, when the National Citizen Service was established, Facebook and X had only 700 million users. Now, they have over 3 billion. TikTok had not even been dreamt of. In 2011, an estimated one in eight 10 to 15-year-olds had a probable mental health problem. Now, it is one in five. The world has changed and we need a youth strategy that reflects that. This is not a decision we take lightly. I have spoken to the chair and chief executive. I am so grateful to them for their commitment to work closely together to protect young people and staff, to share learnings and expertise, and to ensure there is an orderly transition from the end of the NCS programme to what comes next. I am delighted to announce that the current NCS chair, Harris Bokhari, will be an adviser on the national youth strategy. His experience will be invaluable as we step into a new way of working together with the country’s young people. As part of this, I would also like to thank the NCS youth advisory board. I hope it will play a major role in our strategy. It is committed, as we are, to building a country of connected, confident and caring young citizens.
We will work closely with the whole youth sector to transform our work so that it better supports youth workers. Local authorities’ youth funding fell by 73% under the previous Government and we know that this presents a significant challenge. Despite the disastrous economic situation we inherited, I am determined that we will rise to this moment. For so many young people, it is councils and combined authorities who hold the key to unlocking their potential. To facilitate them, I will be launching a local youth transformation pilot in the next financial year to support local authorities to build back lost capability and provide tools, guidance and funding to improve their youth offers and empower young people in every community. I have also decided to increase the total funding for other Department for Culture, Media and Sport youth programmes to ensure that young people can continue to access opportunities, no matter where they are from.
We recognise the urgent need for young people to have welcoming places that they have a stake in. That is why, in the next financial year, my Department will allocate over £85 million of capital funding to places where it is most needed. That includes launching the new better youth spaces fund, with at least £26 million for youth clubs to buy new equipment and do renovations. We will also complete the youth investment fund projects that are under way. True to our commitment to putting young people back in charge of their own destinies, we will ensure that they guide our decisions when we choose the spaces to support.
We know that buildings are worth nothing without the army of trusted adults dedicated to helping young people to thrive. As we develop the youth strategy, I will continue to ensure we are recruiting and training the youth workers who are a lifeline for young people. From the initial youth guarantee areas, which will help young people into employment or training, to the first young futures hubs and local prevention partnerships, this Government are committed to breaking down barriers to opportunity. We are also expanding the creative careers programme to widen access to creative employers across the country, and we have committed to continued investment in multi-sport facilities.
In addition to that funding, I am announcing that youth, financial inclusion, social investment and community wealth funds will each receive a significant portion of the next £350 million of dormant assets funding. I am pleased to tell the House that, of that, £100 million will be dedicated to youth outcomes between 2024 and 2028. There will be more detail to come when we publish our dormant assets strategy.
Throughout history, the programmes that have made the greatest difference have been the ones that met the challenges of the moment and were built to last: the Children Act 1989, delivered by a Conservative Government, enshrined it in law that the best interests of the child take priority above all else; and the last Labour Government’s Every Child Matters programme put children’s views and needs at the heart of a Government that changed lives everywhere. I look forward to working constructively with Members across the political divide to get this right. Together, we will grip these challenges to give young people chances and choices, put them at the heart of government and unlock the potential of a generation. I commend this statement to the House.
I welcome my hon. Friend’s commitment to young people, which was known about before her election. I have deliberately placed an emphasis on what happens at local and regional level. As this Government seek to embark on the biggest devolution of power out of Westminster and Whitehall in a generation, we must ensure that young people are empowered to play their full part, not just with national Government but with local and regional government as well. We announced funding for the local youth transformation fund to help local authorities learn from the best practice in this area. I am also very committed—as is the Under-Secretary of State for Culture, Media and Sport, my hon. Friend the Member for Barnsley South (Stephanie Peacock)—to ensuring that we are in towns, villages and cities across the UK, listening to the experience of young people who face very different challenges in their lives depending on where they are from, but who have also found extremely innovative solutions. I look forward to working with my hon. Friend the Member for Croydon East (Natasha Irons) and other colleagues to make good that commitment.
I welcome today’s announcement. A national youth strategy can finally bring the joined-up thinking that is needed to deliver the outcomes that our young people deserve. On the point about putting rocket boosters behind young people, those kinds of high-octane opportunities were not available at the youth clubs that I attended, but it sounds like an innovative form of youth work.
I have seen the results that can be achieved by youth work when an effective approach is taken. One success story is that of Cheltenham Festivals, which supports tens of thousands of young people in the arts and culture every year. I know that the Secretary of State learned more when Cheltenham Festivals recently visited Downing Street and she got to meet Supertato—one of her heroes. What role is there for organisations such as Cheltenham Festivals as part of the strategy? Does the Secretary of State agree that in order to deliver long-term, joined-up strategic thinking, now is the time for a Cabinet Minister for children and young people, as called for by the Liberal Democrats? Will whatever follows the NCS continue to report to her Department or another—perhaps the Ministry of Housing, Communities and Local Government, if local councils are to have a broader role?
The scale of the mental health crisis among young people in this country gives us pause for thought every day. Will the Secretary of State take this opportunity to commit that this Government will deliver a dedicated mental health professional in every primary and secondary school? The physical health of our children and young people is also in urgent need of support as we seek to fight childhood obesity. Will the Secretary of State’s announcement on dormant assets funding bring any benefits in the area of sports and physical activity?
I look forward to visiting an adventure playground with my hon. Friend sometime soon. I could not agree with him more, and he is absolutely right to flag this issue to me. We are keen to make the interface between young people, youth organisations and the Government as painless as possible, particularly to ensure that we support local grassroots organisations that are achieving absolute magic with young people. We are working with the devolved Administrations, the Local Government Association, mayors, councils and others to get it right, but I would be very pleased to discuss this issue with my hon. Friend at a time that is mutually convenient, to make sure that we do.
I thank the Secretary of State for her statement. She is right to focus on this issue, and there are a lot of positives here. If I have any concerns, they are around the speed of the closure of the National Citizen Service and not knowing what will replace it. That could lead to gaps in provision, but also to some of the skilled and dedicated youth workers on whom we rely leaving the workforce. She spoke about an orderly transition, and she is absolutely right do so. I have a few of questions for her. What are the estimated costs of winding down the NCS? Would it be possible for it to continue without public funding if it were able to get access to private finance? How long does she estimate that it will take before money for either existing or new youth projects becomes available, and when does she think they could be up and running?

Commons ChamberI thank the Secretary of State for her answer. A shining example of youth services and their positive impact is the Haven Centre in Osborne Street in my constituency, where a dedicated team offer diversionary activities through sports and crafts and give essential mentoring and support. Since opening, the Haven has played an important role in reducing antisocial behaviour, with reported incidents down by 35% in the town centre over the last year. Will the Secretary of State join me in commending the staff at the Haven and all the youth providers across Grimsby and Cleethorpes, and recognise the vital role that they play in providing safety for young people and giving them access to new skills and facilities that they otherwise would not have?
I would be delighted to pay tribute to youth workers up and down this country, who have done incredible work. They have been a lifeline for young people in what has been a very bleak landscape for too long. I was very pleased to work with my hon. Friend and the East Marsh United group in her constituency, and she has done incredible work to support the community over many years in order to facilitate Grimsby’s OnSide youth club, of which we have a fantastic example in Wigan. I very much look forward to working with her to develop this work.
I should tell the House that the Tote is headquartered in my constituency of Wigan, which gives me an insight into the industry, which I have had a relationship with for many years. There will be a debate on horseracing next Thursday in Westminster Hall. This industry is worth £4 billion to the UK economy, so this Government certainly take it incredibly seriously. Baroness Twycross is having discussions with representatives from across the industry, and I am sure that she would be delighted to discuss this with the hon. Member as well.
No one wants to see people caught up in problem gambling, but equally, no one wants to see businesses struggle and jobs lost. As the Secretary of State said, we want this industry to thrive, yet this week that was threatened after it was rumoured that the Treasury is planning a £3 billion tax raid. That has already seen £3 billion wiped off the value of bookies. Can the Secretary of State clarify whether she supports the industry or the Treasury? Did she raise her concerns about the rumour, and when will we see the gambling reforms brought forward with a timetable for scrutiny by this House?
I thank the right hon. Member for raising this important issue. I am deeply concerned by the number of cases that have been brought to my attention since taking office of women who have fallen foul of this practice. I have personally had discussions with the BBC leadership about that. Obviously, the charter review, which we intend to start early next year, offers us an opportunity to look at these issues in the round.

Commons ChamberWith permission, I would like to make a statement about the Government’s support for film making in the UK. Film is one of the great British success stories of the last 30 years. Ever since Gordon Brown created the film tax credit back in 2007, this amazing industry has created jobs and growth across the UK and flown the flag for British creativity across the world. Our Government have huge ambition for the film sector, and today we are introducing secondary legislation that will put rocket boosters under this growing industry and unlock the potential of our incredible independent film sector.
The UK has some special advantages that give us a natural competitive edge. Thanks to the creativity and imagination of our authors, playwrights and publishers, we have some of the best stories to tell and take to the screen, helped by some of the best story tellers in the world—the directors, scriptwriters and cinematographers —and against some of the most incredible backdrops, from the Welsh valleys to the north-east coastline, as well as acting talent that is second to none and that breathes life into those stories. Our film industry is one of our great economic and cultural success stories. It is worth £1.36 billion and employs more than 195,000 people, and it has created true icons such as James Bond, Harry Potter and my personal favourite, Paddington Bear.
Our Government have three aims for our film industry. First, we want to attract the investment for UK film makers to make the best films in the world. Secondly, we want UK audiences to see films that reflect their lives and their communities. That means telling a wide diversity of British stories that draws on the rich cultural inheritance in every region and nation. Thirdly, we want the UK to be the best place in the world to make films, because we have the right ingredients: the investment, the talent, the technical skills, the sound stages, the creative imagination, and the right fiscal and regulatory environment. That is why this Government will do everything in our power to ensure that the fiscal and regulatory environment matches the ambition of film makers and studios around the world. We want them to invest in great British film making.
However, the key to maintaining that advantage is an internationally competitive tax regime, and I think that is beyond party politics. As Members will know, tax incentives for film were first introduced by the last Labour Government in 2007, and the previous Conservative Government followed suit with the announcement of a planned UK independent film tax credit in the last spring Budget. We have heard loud and clear the industry’s concerns that any further delays to introducing this secondary legislation, even to the end of the month, may mean that investments in UK independent films are lost. So I am glad to announce that we have today laid the necessary statutory instrument, under the negative process, for the independent film tax credit to take effect. It means that eligible films with a budget of up to £23.5 million can claim enhanced audiovisual expenditure credit at a rate of 53% on their qualifying expenditure up to £15 million. That is higher than the standard 34% rate for other films. The regulations set out the eligibility criteria for film production companies, who can apply from 30 October.
This Government do not underestimate how important this tax credit is. Big blockbuster movies are an important part of the mix, but independent films are every bit as important, both for the British talent that they allow to shine and for the untold stories that they bring into the spotlight. Too often, people do not see themselves and their community reflected in the stories we tell ourselves about ourselves as a nation, and this Government are determined that will change.
Later today, the 68th London film festival will open with the world premiere of “Blitz”, written, directed and produced by one of our most successful British directors, Steve McQueen. Set in England during world war two, it is an example of exactly what film can do. It brings together top talent on screen and off, and it showcases the nation’s history through storytelling and highlights on screen our beautiful country, from London’s east end to Hull’s old town. Our independent sector has produced films such as “Pride”, “The King’s Speech” and “Bend It Like Beckham”, which show our heritage, our communities and our culture to the world and act as a springboard from the grassroots for world-class UK talent on screen and behind the scenes.
While major film production has flourished, smaller-budget independent films have not received sufficient support over the past decade. They face multiple challenges, including rising production costs, crew shortages and declining revenues, which have hampered the growth of this vital sector. While too much of our creative industries has traditionally been concentrated in just one part of our country, independent film thrives everywhere, given the chance. This uplift will not only boost creativity but create jobs, growth and investment in every nation and region. Through that, we will help the independent film sector to reach its full potential.
While the uplift has been designed to support and target British independent film makers, I am glad to say that it is also open to qualifying official co-productions, because film and television co-production is a key way in which the UK increases its cultural ties and collaboration with Europe and the rest of the world.
This Government will go further still to support this critical industry. The skills shortage that has been ignored for too long acts as a break on the ambitions of this incredible sector. That is why this Government launched Skills England to bring about the skills we need for a decade of national renewal of our communities, business and country. We will focus apprenticeships once more on young people to set them up to succeed and to help fill the 25,000 vacancies in the creative sector. The Secretary of State for Education is overhauling the apprenticeship levy to provide better career opportunities for young people, building on the success of existing high-quality apprenticeships in the creative industries, and we are working closely with Skills England to ensure that the new flexibilities announced by the Prime Minister last month offer shorter apprenticeships and an improved offer for a creative skills pathway for young people embarking on careers in this sector. Every child should have the chance to live a richer, larger life and to consider a career in the arts.
In addition, the Ministry of Housing, Communities and Local Government is keeping the Government’s mission to deliver economic growth at front of mind when making decisions about planning applications. I am pleased to announce to the House that yesterday MHCLG recovered an application for planning permission for Marlow film studios in Buckinghamshire. The merits of that application will now be reviewed by its Ministers in detail before they reach a decision.
Finally, next week the Government will host the international investment summit, where industry leaders, investors and businesses from across the world will come together to put the UK back at the global table and to kick-start a decade of economic renewal. As a critical part of that, our creative industries will be at the summit’s heart. This Government are committed to ensuring that the UK is a first-choice destination for film production. We are backing up those words with actions today. Britain is open for business, and creativity is back at its heart. I commend this statement to the House.

Commons ChamberMay I return the Minister to the serious allegations made today, following a BBC investigation, that medics in Gaza were detained, stripped and beaten while trying to perform their life-saving humanitarian duties? All of us in the House have repeatedly called on all parties to abide by international law, but the Government have so far declined to say that the provisional measures of the International Court of Justice should be implemented in full. Will he now tell us that they should be, and that the UK will support the International Criminal Court investigation, led by Andrew Cayley, to ensure not only that all allegations against all parties are investigated, but that there is accountability for those who break the law?

Commons ChamberThe Minister will know that there is rising anger in the region about the desperate situation in Gaza, which makes a ceasefire much harder to achieve. More people are now dying of hunger and thirst than from bombs and bullets. He said yesterday that the UK is pausing funding to UNRWA, not cutting it, but given its critical role, will he reassure us that nothing will disrupt the supply of aid—not just into Gaza, but through Gaza—now and in the months ahead? He is right that these are serious allegations and we should be robust about how UK aid money is spent, but it would be unconscionable if we allowed anything to stand in the way of UK aid reaching those children right now. Will he promise that the UK will move heaven and earth to get that aid to them?

Commons ChamberMay I take this opportunity to thank the Minister of State for Development and Africa for the constructive cross-party way that we have been able to work together since I was appointed to this post in such grim times? He will know that every minute counts right now in Gaza. Incubators have been switched off and children are drinking dirty water. Fresh water and power are the most pressing issues, but despite our shared hopes of progress this week, fuel was not permitted in the convoys that entered Gaza, while several hospitals have been hit and many given multiple warnings to evacuate. Can he share with the House what the Government are doing to help broker an agreement that will protect hospitals and get fuel into Gaza so that international law is upheld, hospitals can power up and water and power can flow?

Their own flagship Levelling-up and Regeneration Bill, which is currently making its way through the House of Lords, has measures in it to block new homes from being built, and yet the Minister stands here berating councils for getting in the way. All of this is happening because Conservative Back Benchers have more control of housing policy than their Government. So when the local Conservative MP in Cambridge says that his latest scheme “will not happen”, he is probably right, is he not?

Commons ChamberIt takes some brass neck from a Government whose Prime Minister has two fixed penalty notices to accuse us of “moral relativism” when it comes to antisocial behaviour. In fairness to the Secretary of State, he has had a busy weekend: another week, another promise and another press release—he is at least consistent with that. But I have here a document that reveals that, even on his flagship levelling-up policy, he has been able to get only 8% of his funds out of the door. He is good at getting press releases out the door—why not our money?

“nobody will get in the way of making sure we get money to those who are vulnerable and who deserve it”.
Was he referring to the Chancellor or the Chief Secretary to the Treasury?
Seriously, the Secretary of State no longer has the power to sign off on a park bench. There are now reports of significant underspends in his Department that are about to be clawed back by the Treasury. Can he guarantee to the towns crying out for investment in town centres, high streets and affordable housing that the full allocation of the towns fund, the future high streets fund and the affordable homes programme will be spent? If he cannot, will he tell us who is to blame—him, or the Chancellor?
Just before the Secretary of State replies, I remind him that we should not use the name of the Member but their constituency, and also that he is certainly a right hon. Member.

(Urgent Question): Thank you, Mr Speaker, for granting this urgent question. I have lost count of the number of times that we have had to drag Ministers from this shambolic—[Interruption.] To ask the Secretary of State for Levelling Up, Housing and Communities what is his assessment of the capital projects and spending decisions in his Department.
Thank you, Mr Speaker, I am glad we know what question we are being asked. Levelling up is one of the defining missions of this Government. Whether it is moving 22,000 civil servants outside of London by 2030 and backing overlooked town centres and high streets, or devolving power and money away from Whitehall and Westminster, this Government are delivering for the people of this country. There has been significant focus on the mechanics of government in recent days. Even if the question asked today was not that clear at the outset, it is absolutely the case that processes change and may apply at times in different ways.
We are working within a new delegation approach with the Treasury, which involves Treasury sign-off on capital spend. We will always work closely with the Treasury. We value its focus on value for money; it values and shares our mission to level up the country as a whole, and we will continue to do that. We are making good on our promise to spread opportunity across the country, with £9.6 billion of levelling-up funds announced since 2019, on top of the £7.5 billion commitment to the nine city-based mayoral combined authorities in England. That includes £3.2 billion of funding via the towns and high street funds, £3.8 billion from the levelling-up fund, £2.6 billion from the UK shared prosperity fund and £16.7 million from the community ownership fund.
There has been no change to the budgets of the Department for Levelling Up, Housing and Communities, whether capital or revenue; no change to our policy objectives; no dilution of our ambition; and there are no implications for the Government’s policy agenda. Four years ago, this Government promised the British people a stronger, fairer and more united country. It was a promise embodied in levelling up, and it is a promise we are going to keep.

Commons ChamberI welcome the update on the football scores; it foreshadows what we intend to do to the Government side at the next general election. The truth is, before they crashed the economy, they were already struggling. Twelve months; 12 directors not in post; 12 missions going backwards. Only a third of the levelling-up funds has been allocated, and after wasting our time with the short-lived investment zones, the second round is months behind schedule. According to a circular, a local planning department performing at this level would have been put into special measures by now, by the Secretary of State. Can we bring some sense to this madness, end the “Hunger Games”-style competition, and allow all our communities—not just his favourites—to decide how their own money is spent?

He is the third Secretary of State I have had the pleasure of shadowing in the past 10 months and I wish him well for however long he remains in office. In an hour’s time, it looks like his investment zones will be the only thing left of this bin fire of a Budget. Can he tell us what assessment he has made of the amount of growth they will generate by the end of 2024 and will it be enough to offset the £26 billion he and his friends have just added to people’s mortgages?

Commons ChamberLook, can the Minister not see the crisis unfolding across the country? There has been the biggest fall in living standards since the 1950s. Pensioners are boarding buses just to keep warm. On every measure, the gap is widening; there is less for the regions, in terms of public spending; salaries are falling; homes are less affordable; and local economies are on the verge of collapse. Surely he recognises how absurd it is that all we have had from the Secretary of State in the past week is the promise of an al fresco dining revolution, and three full pages of legislation giving us the power to rename our Mayors. What exactly is stopping the Government scrapping business rates, bringing in a windfall tax to cut money off energy bills, uprating benefits now, rather than waiting till later, or doing any of the things that will get money back into people’s pockets and get our economy growing?

Commons ChamberIt is three months since Russian troops massed at the Ukraine border and not a single detail has been published about the community sponsorship scheme that the Secretary of State is supposedly leading. We stand alone among European countries in insisting on a visa that takes months while desperate people are being turned back at Calais. Nearly 2 million people have fled Ukraine and only 50 visas have been granted. Will he really ask desperate people to wait months for his Department to get its act together or will he pick up the phone to the Home Secretary, cut out the bureaucracy and help people now?

Members: “You!”] Sorry: the shadow Foreign Secretary mentions the number of times the Prime Minister has spoken about Afghanistan in this House. Will she remind us how many times she has mentioned Afghanistan in this place since coming to the Front Bench?
Order. It is not my responsibility. Please try not to use “you”, because I am not the example.
I am glad the hon. Lady raises that point, Mr Speaker, because it is a sign of an increasingly desperate Government that they launch that sort of attack. Let me tell her what we have been doing in recent months. In April, my right hon. Friend the Member for Wentworth and Dearne (John Healey) told the Defence Secretary:
“Now, with the full withdrawal of NATO troops, it is hard to see a future without bloodier conflict, wider Taliban control, and greater jeopardy for those Afghanis who worked with the west and for the women now in political, judicial, academic and business roles.” —[Official Report, 20 April 2021; Vol. 692, c. 853.]
Last month, my right hon. Friend the shadow First Secretary of State said that if we simply wash our hands and walk away—[Interruption.] The Government do not want to hear it because they have been warned and warned and warned about the consequences by Members on both sides of the House, but they have ignored us and their own Back Benchers. They have abandoned the people of Afghanistan. It is a moment of shame and they should apologise.
It is dishonest to claim to be doubling aid to Afghanistan when it was previously halved. I wonder if we will find out after this debate is over that the refugee programme the Government unveiled this morning will be paid for by raiding the aid budget. The Foreign Secretary says that we cannot just hand over funds to the Taliban. He is right, but that means we have to work harder and smarter. Has he mapped the capacity across Afghanistan to deliver aid? Has he spoken to the United Nations, which intends to provide a presence on the ground? When did he talk to the UN and what has it agreed? Has he spoken to the international NGOs that have been there for years? Why has he not yet agreed a common approach with the American Government, who I spoke to last night?
Forgive me, but no one will be reassured by the Prime Minister’s remarks this morning. There was no serious plan to deal with the reality of Taliban rule or the threat to the UK. We went into Afghanistan to degrade the capability of al-Qaeda—[Interruption.] A bit of humility from the Defence Secretary might be in order, given what is unfolding before our eyes at Kabul airport. We went into Afghanistan after 67 British citizens were murdered in the 9/11 attacks, and thanks to the success of our armed forces, no terrorist attack has been launched from Afghanistan for 20 years. But now we have been chased from the country by the Taliban, giving encouragement to those who wish us harm, and our counter-terror operation appears to have collapsed.
What can the Foreign Secretary tell us that he is doing to build up the intelligence picture beyond Kabul and share intelligence with international partners? He needs to outline a strategy today for dealing with the new reality in which we find ourselves. What leverage do the Government think, in practical terms, we can exert over the brutal Taliban regime that took power through violence and displaced a democratically elected Government? The regime persecutes women, journalists, LGBT and religious minorities, to name but a few. We should be identifying any leverage we have: freezing the assets of the Afghan Government or central bank that are in UK accounts or financial institutions; developing sanctions with our partners; and making clear the consequences of Afghanistan once again becoming a safe haven for international terrorism.
We are witnessing the absence of leadership. We hold the presidency of the G7, and we are permanent members of the UN Security Council and leading members of NATO, but the Government are behaving as if they have no agency and no power. They were missing in action when it mattered, and have been dragged to the Chamber today to account for the greatest foreign policy crisis of our generation. It should be sobering for the Government that not one single speech has been uncritical of their approach. In the cold, hard light of the catastrophe unfolding in Afghanistan, their approach to the world looks so much less palatable than the global Britain gloss they have tried to coat it with: slashing aid with shameful slogans such as the “giant cash machine” in the sky, which pulled the rug out from under people who relied on us; promising to maintain the size of the armed forces in the election, and then cutting them to their smallest size for 300 years; needlessly, repeatedly, trashing the alliances that we need in the world, and our reputation; deliberately violating international law; and shutting down safe and legal routes to asylum. Who can say now that that is not a shameful decision, given what we are witnessing in Afghanistan?
The decision to withdraw troops did not need to lead to this. I have heard the Foreign Secretary say in recent days that there was no alternative but to leave like this, but that is not true. We could have used the past 18 months to plan our exit and make it clear to the Afghan people that we had no intention of walking away from them or their ongoing aspiration for democracy, but that we would withdraw with care, with planning and with redoubled efforts to be a long-term partner to the Afghan people, even without our troops on the ground. The alternative to a chaotic exit is not endless war, as the Foreign Secretary has tried to argue, but a patient, tireless, pursuit of peace and a Government who have the stamina to commit.
We should be inspired by the troops, aid workers, journalists, photographers, support staff, civilian contractors, armed forces who returned to evacuate people in recent days, diplomatic staff—most of all the ambassador, who has embodied what courage looks like—and those who have remained to help those who are trying to exit. They stand for something important. They stand for a country that feels a deep sense of responsibility to our fellow human beings and believes that when we make promises, we should keep them. They stand for a country that knows that the world beyond our shores shapes the lives of people in villages, towns and cities across this country and that we cannot ever afford to turn away. They are supported, as it turns out, by very many more people than we ever knew.
In every nation and region, people believe that we can be a force for good in the world, and through this awful crisis they have found their voice. They are women’s groups raising the alarm for their brave Afghan counterparts, journalists trying to get Afghan colleagues to safety, and local leaders across this country standing up to welcome refugees. They know it is hard and that we have to be in it for the long haul. They know that it relies on give, not just take, to build friendships and alliances that we can call on in times like this. A Government who were honest with themselves would see that, alongside the United States, we must have a broader set of alliances so that we can operate an independent foreign and security policy again. We should not lecture EU countries to show leadership over refugees, but do that ourselves. We should lead by example with generosity and decency, and step forward when it matters, not go missing when things get tough. A self-confident country is one that goes out with courage and conviction and sheds light, not just might, around the world. That is the light that we showed for two decades in Afghanistan. In short, it is everything that this Government are not.
Today the Foreign Secretary has a choice. He can read out the notes that he holds in front of him, or he could tear them up and tell us the truth. How will we help? How will we repair this? How will we rise to the scale of this challenge and show that we are a serious country again, prepared to engage in the world and to stand up for values, especially when that is hard? He has hours, not days, to make this right with so many Afghan people and to repair our reputation around the world. We have so much to be proud of as a country—can it again include our Government?

The Foreign Secretary has issued statements and introduced sanctions while clinging to the absurd prospect of boarding a plane to Beijing next year to participate in a public relations coup for the Chinese Government. He is asking the royal family and senior politicians to stand by while journalists are rounded up, pro-democracy protesters are arrested and 1 million Uyghurs are incarcerated in detention camps. In October, before he was overruled by the Chancellor and the Prime Minister, he said that there comes a point where sport and politics cannot be separated. When is that point?

Commons ChamberThe difference between the right hon. Gentleman and me is that I stood up to my former party leadership when they got it wrong on this issue. It is pathetic that he cannot do the same given the gravity of the situation that this country currently faces. He has had 18 months since the publication of a report that his own Prime Minister tried to block. We have had no action on golden visas, no powers to sanction corrupt officials. Up to half of all the money that is laundered out of Russia comes through the United Kingdom and, in three years since the Salisbury attacks, it is still not illegal to be a foreign agent in this country. Meanwhile we have seen the oligarchs and kleptocrats who have profited from the Putin regime funnelling money to the Conservative party. [Interruption.] He shakes his head, but it is £5 million since David Cameron became leader. His own Minister, the Minister for Asia, has had multiple donations from a former Russian arms dealer who described himself as “untouchable” because of his links with the Kremlin. If the Foreign Secretary wants to clear this up, he can clear it up once and for all: implement those recommendations from the Russia report; defend the security, the democracy and the integrity of this country; stop the gross negligence; and give us a date by which all 23 recommendations will be implemented in full.
Can I just tidy this up? If we are going to make allegations, they have to be made on a substantive motion; that must be done in the correct manner. Things are getting heated. Let us just calm it down.

Thank you very much, Mr Speaker; I think that is the last time Chorley will be nice to Wigan in this place.
I thank the Minister for the weekly briefings that he has arranged for me and for his kind words on me taking office. It has enabled us to work together to bring many more Britons home. However, he will know that this is the sixth time that I have had to raise the lack of quarantine measures and the fact that the UK is one of the few countries with no specific policies in place for returning citizens. Thousands will be flying into the UK in the next few days from parts of the world where infection rates are rising and healthcare and testing are limited, on packed planes with no social distancing measures, and as of Wednesday many of them will be asked to go straight back to work. This really is absurd; so will he personally intervene to get a grip on this situation, not in a month, but now?

Commons ChamberI beg to move, That Sir Lindsay Hoyle do take the Chair of this House as Speaker.
I am delighted to propose someone who has been a great friend, not just to me but for many of us from all parts of the House. When I arrived in this place nearly 10 years ago as a newly elected MP, it was a daunting experience. For those of us who have not spent most of our lives in buildings like these, it can be incredibly overwhelming. As the former Member for North West Durham, Laura Pidcock, said when she arrived, this place reeks of privilege. Finding our confidence and our voice for our constituents takes practice and time, but it also takes friendship and support from other people.
It should be of comfort to all new Members of this House to know that they will find a great friend in our Speaker. With his typical Lancashire warmth, Members will always find his door open for a mug of Yorkshire tea—[Interruption]—and, of course, a Hobnob. A few years ago I was told the story of when Lindsay arrived unannounced, as he often does, in another MP’s office. He sat down and said, “Right, put the kettle on then.” “Yorkshire tea?” said the MP. “Absolutely,” said Lindsay, with enthusiasm, adding, “There are only two good things about Yorkshire: the tea and the M62 taking you back to Lancashire.” [Laughter.] If any Yorkshire MPs would like to change their minds, now is the time, but I am sure they will not, because above all else Lindsay has always been a fair and non-partisan Deputy Speaker, even to those who hail from God’s own country. He knows that to privilege some voices over others is to silence people in our communities up and down the country.
Lindsay can take his lack of partisanship a little bit too far. In 2017, he asked me to come and launch his general election campaign in what was then his marginal constituency of Chorley. It is one junction on the motorway from Wigan to Chorley. I was driving down the motorway and I started to see these enormous billboards looming up out of the distance: great big blue billboards saying, “For a strong and stable Chorley”. I started to panic and thought, “My God, they are targeting this place. Lindsay hasn’t got a hope. I have to get there, motivate his supporters and get people out.” Then, I looked closer, and on these billboards was Lindsay’s face: “Vote Lindsay Hoyle for a strong and stable Chorley”. I think the right hon. Member for Maidenhead (Mrs May) will be pleased to have inspired such mischief. That slogan may not have worked out so well for the other side, but it certainly worked out well for Lindsay, who was returned to this place and became Deputy Speaker again.
Lindsay has always made the effort to work with people and respect people from all sides of the House. Many of us on the Opposition Benches are deeply saddened by the loss from this place of our friend, the former MP for Bolsover, but it is a comfort to know that Lindsay has a cat named Dennis Skinner. The House should be reassured that he never picks sides: he also has a parrot called Boris.
There is a more serious point to make. When we chose Lindsay Hoyle to be our Speaker, someone back home said to me, “I can’t believe that he was allowed to do it.” Wigan and Chorley are right next door to each other, and they are towns where people have felt for a very long time that things are not working for them. Just let that sink in for a moment: “I can’t believe that he was allowed to do it.” What does it say about how people feel in those communities—communities that have just sent shock waves through the political system, many changing hands for the first time in 100 years? What does it say that they see Parliament as a whole as a bastion of privilege, where ordinary people like them cannot wield power?
All of us in the House, whether we have won or lost, have done this place a service by electing to be our face and our voice someone who people many miles distant from here see as one of their own. Many of us in this place have known for some time that the system is not working. I have had those conversations in the Division Lobby and behind closed doors with Members of Parliament from all political parties. We can feel the ground crumbling beneath our feet. We have seen it and we have felt it, and we must give voice to it. That is why I am relieved, proud and honoured to propose that Sir Lindsay Hoyle takes the Chair today.
