I thank the hon. Member for St Austell and Newquay (Steve Double) for introducing both petitions, although I find it odd that we seem to be debating two opposing petitions. I am not here to support the ban on grouse shooting. I am a lousy shot but I support shooting. More important, as the hon. Member for Newbury (Richard Benyon) has said, we should be “obsessed” with biodiversity.
I want to see us supporting the management of grouse moors much better. I will talk a little about a place in Northern Ireland that I think is the best example of what we should all be supporting, which is Glenwherry. When I was elected to Stormont, I promised in my maiden speech that I would stand up for country values. However, that means listening to both sides, and today we have to pull together in partnership and find the right way forward.
I was brought up by a mother who would not let me look at any wildlife—bird or animal—without knowing how it lived and how we lived with it. I was also brought up in the valleys of Antrim, which are beautiful whether snow-covered or windswept, although it is not necessarily the case that “wetter is better”. Northern Ireland certainly gets its fair share of rain. It is a stunning part of the world, with great green, flowing valleys.
To the north is Glenwherry. There we have a partnership between the Department of Agriculture, Environment and Rural Affairs—what was called the Department of Agriculture and Rural Development; Northern Ireland’s agriculture Department—the College of Agriculture, Food and Rural Enterprise, the RSPB and the Northern Ireland Environment Agency, all working together on a mixture of private and public land, paid for by the shooting fraternity and the Antrim Estates Company. They manage the hill farms and the bog land. Interestingly enough, the reason I went there was not about grouse. I went to see how they were looking at pollinators and bees. They look at the total management—the bog land, partridge restoration, bees and pollinators and what we are talking about today, grouse conservation.
The Irish Grouse Conservation Trust was set up 10 years ago to save the Irish grouse and to stop them from disappearing. That was done through the organisation at Glenwherry, where there were four pairs of grouse 10 years ago. There are now more than 250. The site holds some 65% of Ireland’s grouse population, and it is learning how all types of farming can operate next to it, whether that is burning, cleaning, clearing or unblocking the old drains that were put in when people were trying to reclaim land. They are looking at everything so that they can manage the ecosystem and preserve all of the wildlife that is there.
Does the hon. Gentleman agree that we need to take account of climate change obligations? The Committee on Climate Change estimates that 350,000 tonnes of carbon dioxide is emitted from upland peat each year, with the majority due to burning on grouse moors.
I certainly take that point on board, but I go back to what I said at the beginning: we all need to listen to one another and find the right way of doing this. In Ireland, we have much more peat than many other areas, but we have to find the right way forward.
The RSPB has been instrumental in this, as has the Irish Grouse Conservation Trust. My feeling today is that we should not all fall out with one another. Let us work together as a team to find the right way of doing this. Burning is well regulated. We have had awful fires on some of the moors in Northern Ireland in the past few years that have had absolutely nothing to do with those looking after the land. We have to find a proper way of protecting it. I believe the proper way of protecting it is those who own the land and shoot on it carrying on as they are at the moment. The same can be said when it comes to looking after birds of prey. It is better if we all work together, pull together and learn from one another.

It is a pleasure to serve under your chairpersonship, Mrs Main. I thank my hon. Friend the Member for Caithness, Sutherland and Easter Ross (Dr Monaghan) for securing the debate and for setting out a detailed position. It is a well-attended debate, which shows the significance of the issue to us all—to farmers and animal welfare advocates alike. The issue is significant to the public and forms a huge part of my mail bag, as I would imagine it does for many other MPs.
Some 150,000 people signed the petition and more than 70% of the population oppose the cull of badgers. We have heard that the subject divides rural communities. I also suggest that it has divided the House, although not officially. It is a devolved issue, so I will speak a bit about what we are doing in Scotland, and try to outline the main issues that various hon. Members have spoken about. The issue should not divide us because we must learn from good practice and from what works across the UK. We obviously have differing strategies in place currently and, therefore, we need to review the evidence and examine it closely.
In Scotland, the risk of bovine TB has historically been very low, and there is no evidence whatever of a wildlife reservoir of bovine TB. The Scottish Government have recognised a need for confidence on the issue and have introduced a stringent package of measures including tissue sampling at farm visits, an epidemiological risk assessment, tracing cattle, contiguous herd assessments, and two consecutive tests with negative results to retain bovine TB-free status. In October 2009, Scotland was added to the long list of European Commission member states and regions that are declared free of bovine TB. The Commission attributed that to the success of Scotland’s livestock industry working in conjunction with the Government.
I will attempt to summarise the issues that have been raised very briefly, as I am aware that I only have three minutes or so remaining. Some of the main issues appear to involve the crisis in farming. Farmers have already been significantly affected by pricing and they may be feeling the impact of Brexit. There are export issues and issues in being price competitive with comparators. Those problems are fundamental to the stress experienced by farmers.
The other issue is whether culling is effective. The independent scientific group has apparently stated that the culling is ineffective and the previous 10-year randomised trial, which was undertaken by the Labour Government of the time, also indicated that it was not effective. We must base what we do upon evidence. Some evidence indicates that cattle-to-cattle transmission is the main issue and that, in some instances, badgers may even contract TB from cattle. It is important to look at alternatives.
The experts have even cited a huge disappointment about the lack of an evidence-based policy, which is extremely concerning. It must be cost-effective but the UK Government’s route does not appear to be. Policing costs alone have been cited as £2 million, with culling at £20 million a month. The estimated cost by 2038 is £2 billion. However, there are difficulties because there is a shortage of vaccines, and that must be looked at within the scientific community. We must also look at the humanity of culling, as we have heard grave concerns about the relaxation of regulations and free shooting.
We are in a time of austerity. Our most vulnerable are suffering. The disabled are suffering. The bottom line is that any policy enacted by this Government must be evidence based. These are extortionate pilot studies. Culling has been described by professionals in the field as a wilful abandoning of science, and we are beginning to ignore independent outcome trials. We are going down the wrong route, and it is an expensive route that we can little afford.
I suggest a review of the policy, the research and the pilot evidence, which is, indeed, urgent. Policy must be evidence based. We cannot give farmers false hope by going in the wrong direction. We cannot base policy on desperation, anecdotes and experience. In all my time as a scientist practitioner in the NHS, belief has never equated to evidence. We are looking for evidence-based practice to ensure that we give the general public a cost-effective solution that works for all.

Commons ChamberYes, I can assure my hon. Friend that the Government are acting to do just that. In fact, customers on expensive standard tariffs could save £325 by switching to the cheapest fixed deal, which is why we continue to encourage customers to switch through our big energy saving network initiative.
When trying to compare tariffs, most of them remain incomprehensible, which particularly affects my most vulnerable constituents, including the elderly, the disabled and those with mental health issues. What measures will the Minister take specifically to support the most vulnerable?
The hon. Lady is exactly right that this is a very important area. I reiterate that over the past three years the big energy saving network has reached about 350,000 vulnerable consumers, helping them to reduce their bills by switching. Last year we ran a successful national TV and press advertising campaign, Power to Switch, and more than £38 million was saved by 130,000 households switching energy supplier. We continue to support good organisations such as Citizens Advice, which often hosts such initiatives and works face to face with vulnerable consumers to help them with the process of switching. I urge people who are struggling with fuel bills to give it a try; it really is not too difficult.

It is a pleasure to serve under your chairmanship, Sir Roger, and it is a privilege to bring this debate to the Chamber to highlight the extreme plight of those dogs around the UK that are subject to the cruel and callous animal abuse of dog fighting. They have no voice of their own, and we must give them a voice; I am heartened that so many hon. Members are present to contribute to the debate and to do just that—to give them their voice. I am proud that so many of my constituents and those of other Members have been in contact to emphasise the importance of the debate and the impact on animal welfare and our legislative process.
I am delighted that the hon. Lady chose this topic for debate. Is she aware that she has widespread support throughout the House and that some of us have tabled early-day motion 64, which calls for a national dog-fighting strategy to stamp out this awful crime?
I thank the right hon. Gentleman for his intervention. I am delighted that I have so much support in all areas of the House, from all parties. I have signed the early-day motion and fully support it.
To pick up on the point made in the previous intervention and the comments of the many constituents who have contacted me, the frequency of the occurrences of dog fighting in the country is the real problem and shows the urgent need for action, along the lines suggested.
I very much agree with the hon. Gentleman and his valuable contribution. There is a need for urgency. I am hopeful that we can make progress on that urgency today.
I congratulate the hon. Lady on securing the debate. Is it worth putting on the record from the start the excellent work of charities and rescue centres? We are a nation of dog lovers. The vast majority of dog owners, including those like myself who have rescue dogs, think that dog fighting is an extreme element that we must deal with.
The hon. Gentleman makes his point extremely well. I will come on to echo his words.
Events in recent weeks might have divided some communities and, indeed, the direction of the different countries in the United Kingdom, but what brings us together is our deep convictions about animal welfare. We are dog lovers and want to see the eradication of cruelties such as dog fighting.
I congratulate the hon. Lady on securing this important debate. Does she agree that we need to consider the wider context of sentencing for animal cruelty in this country? In the UK, we have a lax regime, because it is based on the fact that we think of animals, frankly, as chattels or property. That attitude has to change. Does she agree?
I do, and I echo the hon. Gentleman’s sentiments. Dogs are man’s best friend, not property. I will be calling for tougher sentencing throughout the UK.
I congratulate the hon. Lady on securing the debate. No doubt she will comment on the fact that within the UK there is variability in the sentencing regimes. In fact, Northern Ireland has increased the sentence capacity to between two and five years, compared with six months in our own nation.
I thank the right hon. Lady for her intervention. That is something of which Northern Ireland should be extremely proud. I hope to see similar progress in the rest of the UK.
I pay tribute to the many organisations involved in the field, including the League Against Cruel Sports, the Royal Society for the Prevention of Cruelty to Animals, the Scottish Society for Prevention of Cruelty to Animals, People for the Ethical Treatment of Animals, the Dogs Trust, Middlesex University, the Battersea Dogs and Cats Home, and Marc the vet, to name but a few. Without their vital work, we would have little awareness of the existence of the hidden, heinous crime of dog fighting. They also work tirelessly for the protection and rehabilitation of dogs. I thank them for their work and for the recent reports bringing dog fighting to the mind of the public, including, crucially, our first national report on the state of dog fighting in the UK, from Project Bloodline, which was launched last year by the League Against Cruel Sports.
I also thank two of my constituents, Lisa Glasham and Paul Meecham, who are present today. They know the importance of the issue and of the debate. Lisa is never seen without her dog, although I understand she could not bring him in today.
Peter Egan, a vice-president of the League Against Cruel Sports, said:
“Dog fighting is a crime committed against our best friends, by humanity’s worst enemies, the criminals making money from indescribable cruelty. Where are we as a society if we allow our dogs to be abused in this way?”
I have had hundreds of emails from concerned constituents, and I am sure the hon. Lady has support in Wales. It is the absolute brutality that gets to me: cats are used as bait; dogs are trained to be absolute fighters; and it is so graphic. I have a little Staffie who is absolutely gorgeous, and timid and everything. The thought of him having his teeth ground down to become an object for brutality breaks my heart. The hon. Lady has my wholehearted support.
I thank the hon. Lady. Putting together my speech for the debate has been a traumatic process, and I am sure that constituency emails and her own experience have heralded the same feelings of disbelief and complete concern for the animals that are abused in such a manner.
Bill Oddie has said:
“Dogs are perhaps the most beloved and valued animal on earth. Humans look after them, and they look after humans. They represent companionship, affection and loyalty. I can think of few evils so perverted—and cruel—as dog fighting. This is humanity at its worst.”
Yesterday, I had the privilege to meet a United States military veteran with his assistance dog. Does my hon. Friend agree that it defies belief that, when dogs can be so positive and do so much good, people treat them in this cruel way?
I very much agree with my hon. Friend’s comments. We have to remember that we have hearing dogs, dogs that work for the blind, dogs that help us in the police force and the fire brigade and dogs that help us in all aspects of our lives. That is why it is quite so unbelievable that some people treat dogs in such a way.
May I point out that we have dogs that have saved the lives of our soldiers on many occasions, such as in Northern Ireland, Iraq or Afghanistan, and will continue to do so? God bless them.

This week marks the 100th anniversary of the battle of the Somme, so given the role of military dogs then and now, today it is apt and appropriate to do everything we can to defend them.
I thank the hon. Lady for her intervention and for paying tribute to those dogs who have worked for this country in such an admirable way.
What are the facts as we know them? Research, including that from the influential Project Bloodline, indicates that a dog fight occurs somewhere in the UK every day. Dogs involved in fighting are pitted against each other, with the aim of inflicting as much pain and damage as possible. For dogs that fall into the hands of dog fighters, life is full of pain, suffering and violence. Dogs are left with horrific injuries, and rather than taking them to a vet and risk being caught, dog fighters perform crude surgeries without anaesthetic, adding to suffering. Most dogs used for fighting ultimately are killed in the fight, dying as a result of their injuries or just killed and discarded.
The hon. Lady is being generous with her time. She mentioned Project Bloodline, which is an excellent initiative by the League Against Cruel Sports. I see signs in my constituency on trees, where dogs have been hung from trees to strengthen their jaws, but dog fighting is done very much under cover and it is difficult to track down. Will she join me in congratulating the league’s initiative under Project Bloodline to offer a £1,000 reward to people in Luton under a pilot where people can come forward with any information they have about illegal dog fighting in their area?
That sounds like an excellent pilot, and I would like to see it expanded throughout the country if it is successful.
During training, dogs are usually kept penned or chained. They are raised in isolation, yet we know they are man’s best friend. They are starved and taunted to trigger extreme survival instincts and to encourage aggression. They may be forced to tread water in pools, to run on a treadmill, while another terrified animal is dangled in front of them as bait, or to hang, as described, from their jaws, while dangling from a chain or tree baited with meat. They are slammed against walls to toughen them up. Many may be injected with steroids. Some dog fighters sharpen their dogs’ teeth, cut off their ears to prevent latching during fights or even add roach poison to their food, so that their fur tastes bad to other dogs.
I congratulate the hon. Lady on securing this important debate. What she has just outlined shows a massive scale of premeditation, planning, thought and—I hesitate to use this word—investment. Does she not agree that the people who put in that effort to cause such suffering to animals must have sentences that properly reflect the activities they have engaged in, not just in fighting dogs but in the planning for that?
I wholeheartedly agree. We know from research on psychology that individuals who engage in animal cruelty show traits of psychopathy and are then very much more likely to engage in cruelty against humans.
Dog fighting results in torn flesh, blood loss, disembowelment and death. Many dogs are found dead, dumped in the countryside. Dogs that win are forced to fight again. They are sold on to breed puppies for profit. Female dogs are strapped down on rape stands, while males impregnate them. There is new evidence of casual dog fighting, with offenders fighting their dogs in public places and then capturing that on mobile telephones.
Many of the dogs that do not fight, or lose fights, are used, as described, as bait animals. Undercover reporters from animal welfare charities have met dog breeders who offer pit bull puppies and dogs of the bully kutta breed for protection and fighting. The story of Cupcake, brought to our awareness by the League Against Cruel Sports, highlights the issue of bait animals. Cupcake’s life was basically torture: her teeth were ground down to prevent her from protecting herself and she was used as bait for other dogs. Kay, who is now looking after Cupcake, has said:
“Man up—if you have a lust for fighting go out and fight yourself… To victimise and torture a vulnerable creature…to create a status or an image…is…despicable”.
Battersea Dogs and Cats Home regularly takes in dogs bearing the physical or mental scars of dog fighting: traumatised animals with tell-tale bite marks and filed down teeth. Many have had their jaws wired shut. They are cast out, although, as we have described, many are never found or they are killed and discarded. We need to establish a simple message: people involved in dog fighting are cruel and callous, and they must be convicted. We ask ourselves: why does dog fighting happen? Who on earth would want to engage in this violent pursuit for pleasure or profit?
The RSPCA has identified a typology of dog fighting that helps to categorise those involved. There is traditional organised dog fighting, which involves working-class males and is an underground activity, where a large amount of money is gambled on dogs. Pit bull terriers are almost exclusively used for that type of fight. Individuals involved do not just happen upon it—they may well be involved in other forms of organised crime. They have a life of violence and torturing, and killing animals is an adjunct to criminal lives.
There is a cultural typology whereby individuals from differing cultures that do not prohibit dog fighting bring those activities to the UK despite their being banned. Those individuals require education. Chain street is described as a new trend for dog fighting, which is seen in inner cities, where young men in gangs or on the fringes fight dogs to settle scores or to try to assert their standing in their communities.
The League Against Cruel Sports identifies different levels of dog fighting. Level 1 is impromptu street fights, part of street culture. Level 2 is hobbyist—I cannot imagine dog fighting as a hobby—operating on a localised fighting circuit. Level 3 is professional sophisticated dog rings, with trained dogs from particular bloodlines, taking place in a pit, with high-stakes gambling, which is highly secretive and invitation-only.
Research by Middlesex University in November 2015 indicated that dog fighting has historically thrived on its ability to convince our society that it does not exist. There is a severe lack of information and data on dog fighting. Further research is therefore required. There are varied measures of recording such offences, which limits data analysis. The largest element of known and recorded dog-fighting activity relates to the possession or custody of fighting dogs, but data do not distinguish between possession and involvement in dog fighting.
There is also inconsistency in procedures between agencies when it comes to tackling the issue. Dog fighting may not even be identified if it is easier to address the issue under animal welfare legislation, so there is under-reporting and under-recording. There is a lack of recording between dog fighting and other offences. Such recording is very much needed now that we know it is recognised as a gateway crime.
Inadequacy in reporting, recording and prosecution is important, because it impacts negatively on the resources provided for dog-fighting enforcement. It also impacts negatively in appropriate convictions and the severity of sentences.
The hon. Lady is making an excellent speech, and I congratulate her on securing the debate. The point she makes about dog fighting being a gateway crime is vital. Is it not the case that in the United States dog fighting is recognised as a grade A felony, and the FBI prioritises tackling it because of the impact that it has on detecting and preventing other offences?
I cannot emphasise that point enough: it is a gateway crime carried out by organised people who are involved in crime. They are callous towards animals, which research indicates leads them to a propensity to be callous towards humans. That must be tackled as a serious issue.
I think we are all astounded that we hear these points being made in 2016. This underground behaviour is being allowed and sustained through a combination of organised work and dog breeding, and people are making money off pets that should be looked after. That is abhorrent behaviour.
I pay tribute to Blue Cross, which rehomes animals in West End in my constituency, and I thank the hon. Lady for bringing this issue to the table. I have constituents who have been able to give dogs from the area a better life. We must not let dogs have the awful life that those dogs used to have.
I, too, pay tribute to Blue Cross. It is extremely important that we rehabilitate as many such dogs as possible, although, given their traumatic early lives, that is often not possible and they meet a sad end.
Dog fighting has been an offence since the 1800s. The current provision can be found in the Animal Welfare Act 2006 and the Animal Health and Welfare (Scotland) Act 2006. There are penalties of up to 51 weeks’ imprisonment and a fine in England and Wales, and up to 12 months’ imprisonment and a fine of up to £20,000 in Scotland. The Control of Dogs (Scotland) Act 2010 was designed to highlight the responsibilities of dog owners by putting in place a regime to identify out-of-control dogs at an early juncture, and by providing measures to change the behaviour of dogs—and their owners—before they become dangerous. We need specific legislation on the issue, because we must focus on everything we can do across the UK and consider whether we are doing enough.
I congratulate the hon. Lady on securing the debate. She outlined the different penalties. Does she agree that it would send out a strong signal, at a time when there are political divisions across the United Kingdom, if we could show the wider community that there is unity of purpose by increasing penalties in every nation of the United Kingdom for such heinous and unacceptable criminal activity?
I thank the hon. Gentleman, and I would like collaboration and agreement across the UK on the issue. I also want to highlight the fact that the Northern Ireland Assembly has recently increased maximum prison sentences from two to five years, and maximum fines from £5,000 to £20,000. That means that it will have the most stringent legislation in the UK on animal cruelty offences.
My hon. Friend is being extremely generous with her time; I apologise that I cannot stay to the very end of the debate. The League Against Cruel Sports has called for consistency in sentencing across Europe as well as in the UK. Does my hon. Friend agree that irrespective of the referendum result, dog fighting is an issue on which Governments should co-operate to ensure consistency across borders?
Yes, I agree with my hon. Friend. Also, given that dog fighting is a gateway to serious organised crime, collaboration across the EU is required.
Further to that point, my Assembly colleagues in Northern Ireland are trying to secure the implementation of a register of those who are found guilty of this heinous crime. They should be forced to sign it—not that that would be a massive deterrent, but it would add to what has already been agreed.
I thank the hon. Gentleman; that is one thing that I am calling for. I congratulate the Northern Ireland Assembly on taking the matter forward.
Analysis of court reports by Middlesex University suggests that there were fewer than 40 convictions for dog fighting between 2008 and 2014. Given that we know that a dog fight happens every day, there is clearly something not quite right about our ability to detect and prosecute. Mike Flynn, of the SSPCA, has told me that the last conviction in Scotland was three years ago. Once again we need to ensure that we can tackle the issue appropriately and take things forward consensually with best-practice evidence from the many organisations that contribute.
Project Bloodline asserts that it must be accepted that dog fighting remains a major criminal issue in the UK, both in itself and as a gateway crime. Vital work undertaken in the area must be resourced and collaborative. It is recommended that a taskforce be set up to ensure that there will be action to tackle dog fighting through a national dog-fighting plan. That plan would be pinned on three key areas: prevention, understanding and prosecution.
Community working groups can assist with the education of people and communities that are vulnerable to dog fighting. The public require increased awareness and education about the signs to look for, to aid in prevention and detection. There is a need for increased awareness about reporting through, for example, the League Against Cruel Sports’ animal crimewatch line, which should be further publicised.
Details of individuals who have been banned from keeping dogs should be held by statutory agencies on a national register. Those people should not be allowed to keep animals, and their activities should be monitored. Local environmental auditing of hotspots should be undertaken by a multi-agency taskforce, to identify and remove environmental factors that enable people to engage in dog fighting. We must ensure that, where possible, dogs used for fighting, whose lives have been utterly miserable and full of pain and suffering, and bait animals such as Cupcake, survive and are rehabilitated. Dog licensing should be considered. Reports on dog fighting as a gateway crime indicate that it must be treated seriously and that there should be intelligence crossover between agencies and across countries.
The League Against Cruel Sports and the RSPCA have called for changes to how dog fighting is tackled, including increases in penalties, which we have discussed. The RSPCA welcomed a statement made in 2015 by the Department for Environment, Food and Rural Affairs that the Government recognise the seriousness of fighting offences and are looking at legislative opportunities to increase maximum penalties. We need a review of the Dangerous Dogs Act 1991, and I request an inquiry by the Government. I will also write to the Scottish Government on that matter.
The League Against Cruel Sports recommends that dog fighting should be recorded as a specific offence. We need to improve data quality and assess the scale of the problem and the resources that we require. It does not consider that the existing offence of animal fighting should be changed entirely, but it does believe that some modification should be considered. The penalties should be brought in line with those in other EU countries, to achieve consistency—if there is now something on which we can achieve consistency across the EU. Penalties are two years in France and three years in Germany and the Czech Republic. The recommendation is two years, which would be consistent with Law Commission reports on other animal offences.
Politicians need to continue to raise awareness of dog fighting, assert our view that it is unacceptable in the UK, and promote the steps that are required to address such a heinous crime.
I congratulate the hon. Lady on bringing forward this important matter for debate. There are Members present who have spoken in the House on the matter many times, and some who have introduced Bills.
We all advocate increasing sentences, but another aspect of the matter is education, not only of those who engage in the practice in question, but of people who serve in courts administering and levying fines or dealing with imprisonment. The question is what levels of sentencing will stop people. We all know from research—our own or that of the League Against Cruel Sports, the RSPCA or other bodies—that such practices happen predominantly in certain areas throughout Britain. They go on time and again, and we all know where they are. The police try hard but are under-resourced, as are the animal welfare organisations in those areas. We need to get the Government to understand that more investment is needed in the police, local authorities and animal welfare organisations in those areas to eradicate something so pernicious.
I thank the hon. Gentleman, and I agree that we do not need a one-pronged approach. We need to address the issues that have been raised, and we should recognise that if those involved are also involved in organised crime and are making large amounts of money from dog fighting, a small fine and a slap on the wrist will not be a deterrent. We need a deterrent in this case.
Dog fighting awareness day is on 8 April, which also happens to be my birthday. I had not been aware of that coincidence before I researched the debate. The day was established by the American Society for the Prevention of Cruelty to Animals. As I mentioned, it has been traumatic for me, as an animal lover, to research and speak about the issue. I am sure that dog lovers and ordinary people across the country who have listened to the debate will have been sickened. Dog fighting is a cruel, barbaric, abhorrent and violent crime with no place in the UK. It is one of the most extreme forms of animal cruelty. I am pleased and heartened by the number of Members who have come to the debate, and I urge that we work together to eradicate dog fighting once and for all.
On a point of order, Sir Roger. You are in the Chair and are therefore properly impartial, but is it not appropriate that we place on record the work you have done and continue to do on animal welfare matters? We know that if you were not up there, you would be down here.
I thank everyone who took part in the debate, and I thank the agencies here today. I also thank the Minister for his comments. However, I think action is needed. If it is so easy to bring prosecutions, why are they not happening? We do not want the issue to be lost within other issues. There must be a timeline and a clear deterrent. Like many other Members in this House, I will not rest until dogs are protected.

It is a pleasure to serve under your chairpersonship, Ms Ryan. I thank the hon. Member for Ceredigion (Mr Williams) for bringing this extremely important debate to the Chamber.
The dairy sector is vital to the farming and food sectors and the wider rural economy across the UK, including Scotland. It is also an integral part of local communities. My constituency is made up of many rural areas, and farming and dairy industries have been key contributors to our local economy and job markets for many decades. One of the key issues for my constituency at present is the recent announcement by Müller Dairies that it is proposing to close its site in East Kilbride. That is part of a larger plan to consolidate elsewhere. The plans may also affect two of its dairies in the Aberdeen area.
The East Kilbride dairy has been owned by Müller only since 2012, but it has been a local institution for many years. It was previously owned by Robert Wiseman Dairies, which was founded in 1947, and it traces its roots back to Robert Wiseman senior, who started out in East Kilbride with a milk round, delivered from a horse and cart. Wiseman Dairies grew to be one of the major suppliers of milk and dairy products across the UK, until it was bought by Müller a few years ago. The dairy currently employs 131 staff, and the loss of those jobs would be a huge blow to the staff and the wider community. It is considered to be a vital local industry, and is ingrained in the identity of East Kilbride.
At present, a statutory consultation process about the proposals is going on. I am due to meet with representatives of Müller to discuss the proposals, and I will be following developments closely with the parent company, the Scottish Government, and the local East Kilbride taskforce. Scottish Enterprise and Scottish Development International will also be meeting with Müller to explore potential options for supporting all the company’s sites in Scotland, and their employees. At a personal level, however, this is an extremely unsettling time for those affected—people in my constituency have been left experiencing a period of uncertainty as they wait to find out the future of their jobs. We must do all we can to offer support and protection for jobs in that vital local industry.
The Scottish Government believe it is important to encourage local production, sourcing and consumption, as that helps to support local businesses and ensure that quality products are available. I reiterate what has been said about the importance of the dairy sector, particularly for my constituency and at this vital time. I ask the Government to do all they can to protect the industry, our economy and our local dairy farmers.

I am delighted to serve under your chairmanship, Sir Roger. It is a privilege to have secured this debate. This is an issue I feel very strongly about, having had rescue dogs in my family since childhood, and it is one on which there is overwhelming support from the public across the UK.
I would like initially to thank the organisations, many of which are represented here today, that work tirelessly on animal welfare and have supported this debate. They include the Royal Society for the Prevention of Cruelty to Animals, the Scottish Society for the Prevention of Cruelty to Animals, the Dogs Trust, Marc the Vet, the Blue Cross, Pup Aid and the Battersea Dogs and Cats Home, to name but a few. There are three important strands to this debate that I will cover: the breeding, trafficking and sale of young dogs. I know that other Members are keen to contribute, and I will therefore aim to be concise.
In terms of what is most visible to the public—the sale of young dogs—there is a real issue with puppies being sold in pet shops on our high streets. That is a long-standing issue, which was debated in this House only last year. The sale of dogs in pet shops gives the impression that they are mere commodities and does not afford them their status as man’s best friend.
I congratulate the hon. Lady on securing the debate. Can she inform the Chamber of the position relating to Scotland’s powers on the breeding and sale of dogs? Have the Scottish National party Government looked at this issue and are they going to act?
I am pleased to inform the hon. Lady that the Scottish Government are currently looking at this issue. I will touch on that later in my speech.
The sale of dogs in pet shops badges them as commodities and does not give a clear message to the public that a dog is for life. Pet shop puppies are often removed from their mothers too early, separated after just four weeks. Many have been reared in puppy farms, which many notable recent reports have exposed as unacceptable in terms of their animal welfare conditions. Puppy farms do not foster good care, socialisation or attachment with mothers, and we know that those issues contribute to poor temperament in dogs and an increased likelihood of illness and disease. That is not good for puppies, and it is not good for the public.
The high street is not, in my view, the place to buy a puppy. Selling puppies on the high street fosters puppy farming and puppy trafficking. It also leads to impulse purchases, where the household may not be best suited to the dog, nor the dog to the household. That is a very poor start. I am not alone in my view: polling indicates that 90% of the public do not wish to buy a puppy that has been reared on a puppy farm. People are often doing so unknowingly when they buy on the high street.
Numerous recent reports on puppy farming indicate an overwhelming lack of care and concern for basic animal welfare. Mothers who are used excessively as breeding machines for profit purposes are then discarded or even killed when no longer of any use. They are kept for their whole lives in cramped, unhygienic and often horrendous conditions that make us weep.
Puppy farming and trafficking is, however, big business. Recent studies indicate that, in the European Union, trade in cats and dogs is worth £1.3 billion annually. In 2015, 93,424 dogs were imported into the UK from the EU. The RSPCA indicates that in the past year, 30,000 dogs were imported to the UK from illegal farms in Romania, Hungary, Poland and Lithuania, and 40,000 came from Ireland.
I congratulate the hon. Lady on securing this debate. This is an animal welfare issue, but it is also linked to serious and organised crime. Does she agree that if we are to tackle it, we should do so from a welfare point of view, but also from a crime point of view?
The hon. Gentleman makes an excellent point. I feel extremely strongly about this. Having looked at the literature, it is clear to me that this is organised, professional and big business, and we must make concerted efforts to address it.
The RSPCA petition to scrap the puppy trade was signed by 50,000 UK citizens, with 82% of people surveyed indicating that they wanted the puppy trade scrapped. The petition highlighted the fact that a licence is needed to sell scrap metal, but not to sell man’s best friend. Concerns have also been raised by ferry companies and port authorities in Stranraer in Scotland and beyond that puppies brought in from the EU under puppy passport schemes often have no microchip, health certificates or rabies vaccines. That goes beyond animal welfare; it is organised and surely poses a public health risk.
Legislation must be fit for modern day society, where many transactions, including the sale of dogs, take place via the internet. The Pet Advisory Action Group indicates that, in conjunction with the authorities, it has had to remove 130,000 inappropriate adverts regarding animal sales. We must reform our system so that it is fit for purpose and so that welfare requirements are universal in our modern society.
We know that to develop into a healthy, well balanced dog, puppies must be reared in natural environments. It is recommended, including by the Department for Environment, Food and Rural Affairs, that puppies remain with their mothers for a minimum of eight weeks after birth. That must be properly enacted and monitored to protect dogs, ensure puppy development, attachment and socialisation, and reduce the incidence of aggression, illness and premature death. All responsible breeders should abide by the best standards and take pride in doing so. The “Where’s Mum?” campaign, supported by the public, highlights those issues and argues that puppies should only be purchased from a breeder when the mum is present and standards are adhered to.
The journey of a puppy should also be tracked from birth by registration and microchipping. Disreputable breeders ignore guidelines but often go unpunished, which only reinforces their behaviour. Guidelines indicate that dogs should breed no more than six times in their lifetime, and the Kennel Club’s recommendation is no more than four times. The Kennel Club reports that one in five pups bought in pet shops needs veterinary care or dies before they are five months old. They become sick due to the sickness of our system.
We are aware that animal welfare legislation is a devolved issue but close collaboration is needed to ensure that we get this right across the board and across the nations of the UK. In Scotland and England, further consultations are under way. The Welsh Assembly introduced additional animal welfare legislation in 2014. I ask that all Governments across the UK view these issues with the gravity they deserve. Actions, not merely words, are required.
I request today that the Minister consider the following. We need a public awareness campaign, co-ordinated across the UK, outlining how to recognise best practice in dog breeding and providing the public with guidelines on how and where to buy puppies reputably. We are looking for leadership on this issue directly from Government, and I would advocate that concerned citizens contact their MP or Member of the devolved Assemblies and ask them to champion that.
We need stipulations that those selling a puppy must have licences with adequate welfare conditions attached, and we must reduce the threshold for a breeding licence from four litters to two, as recommended. The construction and monitoring of a national database of puppy sellers is required to ensure the enforcement and checking of welfare conditions. The microchipping and recording of all puppies for sale is needed to ensure welfare and consumer confidence. Internet advertisers must also display the licence number of the puppy seller so that the puppy journey can be checked.
On welfare, the minimum age of selling a puppy at eight weeks should be not just recommended, but clarified and made mandatory. The principles of the assured breeders scheme must be enacted. Guidance under the Animal Welfare Act 2006 needs to be updated to prohibit the sale of puppies from pet shops or retail premises, and training and increased resource for local authorities should be provided to ensure that regulations are randomly monitored and enforced. Reporting on the monitoring and conviction rates of rogue puppy dealers and traffickers is needed. The public require action.
We must tackle the sale and trafficking of illegally imported puppies. Key agencies require regular shared intelligence across the EU and a published strategy that is monitored, enforced and reviewed. Visual checks must be routine for dogs entering the UK. That is required not just on welfare grounds, but on public health grounds, as outlined.
I have listened very carefully to what the hon. Lady has said. I am glad to hear of a consultation by the Scottish Government, but I do not see, in anything she has said a clear commitment from them to do all the things that she is demanding of the UK Government—the Government relating to England. Is she saying that the Scottish Government will do all the things that she is outlining today?
I am saying that these are the issues that I wish to be taken forward across the UK, so that there are commensurate animal welfare policies right across all the devolved Governments and in the UK Parliament. I would not seek to pre-empt the outcome of any consultations, but this is certainly an issue that I feel strongly about. It is an issue I have brought to the House and I hope that the Governments will take it on adequately, given what I believe to be the gravity of the situation.
In conclusion, there is cross-party support on this issue. More importantly, there is widespread public support. Fundamentally, we are here to represent our constituents, not to enable big businesses trading in puppy maltreatment. The public demand and deserve action—meaningful action—on the welfare of young dogs bred for sale. We claim to be a nation of animal lovers; it is time that we walked the walk, because at this moment—today and tomorrow—puppies are being maltreated in this country by rogue breeders, traffickers and traders. We must put a stop to it.
I said that I would try to indicate the order in which I will call Members to speak, so I shall do so now. In a moment I will call Sir David Amess and then, in the following order, Angela Smith, Jim Shannon, Drew Hendry, Jim Fitzpatrick, Margaret Ferrier, Liz Saville Roberts and Danny Kinahan. Constructive dialogue and policy formation is required to ensure best practice across and between devolved Administrations. I particularly thank the Minister for his detailed response, and for his reassurances regarding both the progress that has been made in some areas and the action that will be required as a result of the consultation.
No one wants to return to the debate in a year’s time to reiterate the same grave concerns. I am sorry that there was regression in 1999, because I feel that this is an area in which we always need to show progress. I am heartened, however, as it is clear that the issue is not a party political one but one of animal welfare, dear to the public and dear to all.

Commons ChamberI am delighted to speak in this debate as the Scottish National party spokesperson on climate justice.
The flooding caused by Storm Desmond, which affected large areas of north-west England, southern Scotland, north Wales and Northern Ireland, has had devastating effects. At a time when most of us are looking forward to Christmas and trying to be organised for the forthcoming festivities, those most severely affected by the flooding are likely to be facing a more bleaker festive period away from their homes for the imminent future, with a significant clean-up process ahead of them. Our thoughts are first with those affected and we express our gratitude to all the emergency services involved alongside communities and local councils.
This is not an isolated event, however, and over recent years there have been a number of extreme floods in the UK, both during winter and summer months. Some people have experienced floods on multiple occasions. Extreme floods have a substantial human, emotional and financial toll on the individuals and communities affected, both in the immediate aftermath and over the long term. Flooding leads to homes and businesses having to be evacuated, loss of power, and to public amenities and transport links being closed. Most tragically of all, it has resulted in a number of fatalities.
In Scotland, the Scottish Government are very aware of the impact of climate change, both domestically and globally. They have introduced pioneering policies which aim to alleviate the effects of climate change both in Scotland and in developing countries across the world. In this regard, the Scottish Government have been investing in a number of initiatives to reduce carbon emissions and Scotland is well on its way to meeting its world-leading target of a 42% reduction in emissions by 2020. We have also made significant progress on building renewable energy resources, which, as well as providing a sustainable energy supply, promotes jobs and growth.
Does my hon. Friend recognise the contribution the Scottish Government have made, with the announcement of the £12 million climate justice fund to be extended over the next four years? Does she agree with my hon. Friend the Member for Aberdeen South (Callum McCaig) on the importance of climate justice funding, including the $100 billion a year in addition to existing aid flows?
My hon. Friend’s intervention is timely, as I was just moving on to those very points.
The Scottish Government are aware of the importance of supporting developing countries around the world, and have been encouraging investment in their climate justice fund. In the past five years, the climate justice fund has already invested £6 million in 11 projects in four sub-Saharan African countries. In Malawi, for example, about 30,000 people now have access to safe, clean drinking water and over 100 communities have been trained in natural resource rights and management. The Scottish Government have also announced they will double their climate justice fund by pledging a further £12 million for developing countries to help lessen the impacts of climate change. This is important because it is recognised that richer countries have polluted more and for longer, and that we therefore have a responsibility to ensure developing countries can adapt adequately to climate change.
I applaud the hard work that UK Ministers, Scottish Ministers and Governments across the world put into the COP 21 agreement in Paris. I was honoured to play a small role by attending the legislators summit hosted by GLOBE International. I also had the pleasure of visiting the London Natural History Museum during recess. It got me thinking about global climate change and how it hit the dinosaurs of the past and led to their extinction. Climate change is not new, but it is once again reaching crisis point. We must learn the lessons of the past, not be the dinosaurs of the present, and protect this world for future generations.

It is an absolute delight to serve under your chairmanship, Mr Owen. I congratulate the hon. Member for North Thanet (Sir Roger Gale) on securing the debate. I also congratulate the hon. Member for North West Norfolk (Mr Bellingham) on his detailed and thorough speech.
It appears that exotic pets have been a feature in the UK since as early as the 13th century, with records from the time reportedly documenting that reptiles were kept in the Tower of London menagerie. However, over recent years the popularity of exotic pets has grown, and the range of species kept as pets has significantly increased. Animal charities have reported that the variety of exotic pets available outnumbers that of more traditional domesticated species, such as cats and dogs. Approximately 1,000 species of mammals, birds, invertebrates, reptiles and amphibians, and hundreds of fish species, are involved in the pet trade. The RSPCA has also highlighted the fact that trends in purchases of exotic pets are often associated with current crazes. For example, the increased demand for terrapins arose out of the popularity of the “Teenage Mutant Ninja Turtles”.
Many animal charities and professional bodies, such as the British Veterinary Association, have highlighted a number of concerns regarding the ownership of, and trade in, exotic pets. That has led to calls at EU level for new approaches. In Scotland, the Cabinet Secretary for Rural Affairs, Food and Environment, Richard Lochhead, has committed to a review of the trade in, and importation of, exotic animals for the pet trade in Scotland.
A key concern about the exotic pet trade relates to the animals’ welfare. These animals can be difficult to look after, and they can live for a long time and need extra, specialist care. Although many exotic pet owners are very experienced, knowledgeable and skilled in providing appropriate habitats and attending to their pets’ needs, animal charities highlight the fact that the increased availability of these animals on the internet and in pet shops means it is now easy for inexperienced people with little knowledge of an animal’s specific needs to purchase one as a pet.
In fact, the “One Click Away” investigation by Blue Cross and the Born Free Foundation found that, when these animals are purchased on the internet, the seller often provides little or no welfare information at the point of sale. It is also reported that high-quality care information can be hard to find. That impacts on the animals’ welfare and can lead to serious health concerns or even death. The specialist care required by these animals also means that vets often do not have the skills to deal with them when they become ill.
The easy availability of exotic pets to inexperienced owners can result in animals being given up or abandoned when they become difficult to look after, and there have been several such cases in Scotland. In one case, bearded dragons were discovered in supermarket toilets; in another case, a snake found its way into a legal office in Clydebank. Animal charities such as the Blue Cross and the RSPCA report that they are receiving an increased number of exotic pets into their care. However, that creates issues, as those organisations do not have adequate facilities to deal with exotic animals’ specialist needs at the scale that is now required.
Concerns have been raised about the lack of responsible sourcing in relation to these animals, and issues have been highlighted regarding the trade in reptiles and amphibians from the wild. The British Veterinary Association and the British Veterinary Zoological Society have reported that sourcing these animals from the wild can lead to a decline in their population; negative impacts on the ecosystem; stress for the animals as a result of being captured; poor acclimatisation; and high numbers of animal deaths due to the processes used during transportation.
Once in the UK, exotic animals also pose a potential threat to native species, habitats and the public if they escape or are deliberately released by their owners. It is reported that a number of exotic reptiles and amphibians have become established in other countries as invasive species, which has had significant impacts on native species and ecosystems. In addition, trade in wild-caught amphibians has spread diseases around the world, with devastating effects on amphibian populations. It is also highlighted that exotic pets can carry diseases that can be passed to humans.
Among the wide variety of exotic species for sale online, the “One Click Away” study found a number of potentially dangerous or venomous animals. When I worked in community mental health services, I went to the houses of a number of patients who were deemed to lack capacity and who required daily support, and I found that they had purchased snakes, lizards or various other animals, without any apparent knowledge or understanding of the specialist care those animals required or the capacity to provide it. Our team therefore had to rehome many exotic animals when patients were detained back into hospital. I am speaking from personal experience in urging the Minister to consider legislating on licensing.
Many owners of exotic pets are experienced, knowledgeable and skilled, as I have said, providing their pets with appropriate habitats and attending to their needs. There are groups of exotic pet enthusiasts and owners, such as the Reptile and Exotic Pet Trade Association and the Ornamental Aquatic Trade Association, which are concerned about the impact that reviews of the legislation could have on their hobby. They appear to be opposed to the introduction of bans. For those owners, the welfare of exotic animals is a paramount consideration. I accept that they are skilled in keeping exotic animals as pets.
It has been argued by members of the reptile industry that policies on the pet trade should be based on clear, robust science, and not on speculation, assumptions or prejudices; they have queried the reliability and quality of some research and views quoted by animal welfare groups and professional bodies. However, they have also quoted contradictory research such as undergraduate dissertations where there is not clarity as to the outcome, and where the views appear to be slanted or one-sided. Much more research—quantitative as well as qualitative—is needed, and the area in question would be a good starting point.
The legislation on the trade and importation of exotic animals as pets is currently being reviewed by the Scottish Government. It has been suggested that the UK Government’s recent announcement that they will review all animal licensing provides a good opportunity to consider issues relating to exotic pets in the UK, and I urge the Minister to take that forward. In doing so, it may be useful to consult relevant animal welfare groups, professional bodies and owner groups to ensure that all issues are fully considered. It is important that the legislative framework should be fit for purpose and capable of providing the best protection to the animals that are being bred, traded, imported and kept in the UK.
I have some concerns about public safety, particularly in relation to venomous snakes or other dangerous exotic pets that may be left, or lost down toilets. There are potential public safety issues, so it is essential that the existing Act be implemented. However, new legislation should also deal directly with the online sale of exotic pets, pet advertising and business registration and licensing. The Pet Animals Act 1951 should be reviewed. It was not configured to reflect increased interest in keeping exotic pets domestically. Extension or amendment of the Dangerous Wild Animals Act 1976 should also be considered. Owners of exotic pets should meet licensing criteria, which could be species-specific; work should be done on that.
I urge colleagues in the Scottish Government to ensure that their review is undertaken, and that stipulated guidelines will be enforced as a result. We want animal welfare provision across the UK. I would not like a situation in which legislation was implemented in one part of the UK but not in another, so that people who might not have animals’ best interests at heart would take them across the border.

My hon. Friend has obviously been looking over my shoulder at my script, because I am coming on to that point. I know of that field of wild flowers, which is truly a heaven for bees. Individually, we can all play our part to help the bees and I urge everyone, including all those who signed the petition, to do that in our green spaces and gardens. If we add all our gardens up, they come to 1 million hectares of land, which is a huge habitat.
Will the hon. Lady join me in congratulating the local trust in Calderglen, in East Kilbride, which helps my constituents, including local children, to learn about beekeeping and the importance of bees’ contribution to our environment and the ecosystem?
I will congratulate it. That is exactly the sort of work we should encourage. I think the new all-party group on bees—I hope I am not giving anything away—is going to try to set up a House of Commons apiary. How exciting would that be? That would be really good—we could all learn about beekeeping.
As I was saying, all our gardens together make up 1 million hectares of land, which would be a very valuable habitat if we all did things that helped bees and other insects. I do those kinds of things in my garden; indeed, before I came to this place, I gave talks about this subject and invited people to my garden to show them what I had done.
We do not need to use chemicals in our gardens. People should leave their borders long all winter—I do. People might think that that will look a mess, but solitary bees and other over-wintering insects can take shelter there in the winter and hibernate in all those lovely hollow stems. People should not cut their borders down until February.
People should also have lots of flowers from January to December. That is quite possible—I photographed all my flowers yesterday, and I am putting the pictures on my website. We should do that because some bees are still around. Those solitary bees have not gone to hibernate yet—they have not gone into those little stems yet. They still need some nectar, and if they wake up early, they will need some nectar. We can all do things to help.
In summary, I call on the EU and the Government, through the chief scientific adviser and DEFRA, to give all new evidence regarding the effects of neonics on bees the utmost attention.

Commons ChamberI am delighted to hear about the area in my hon. Friend’s constituency, and I think it important to continue with the theme of ensuring how we can look after the hedgehog.
I was also told that elastic bands, which postmen discard when delivering letters, are also detrimental to hedgehog survivals. There is no robust evidence on this point, but it is one of many concerns that have been raised with me about the pitfalls that hedgehogs must dodge.
Not only do we need hedgehog-friendly gardens, but I also want my hon. Friends and the Government to give local authorities advice on ensuring that hedgehogs do not get caught up in bonfires. Last week, we celebrated bonfire night and I raised my concerns about hedgehogs making nests in the bonfires before they were set alight. One of my hon. Friends suggested that this might be a Catholic plot to ensure that attention was taken away from Guy Fawkes—but I rather dismissed that.
Although it is not thought that badgers are the principal culprit in the demise of hedgehogs, they cannot be totally blame free. In a major DEFRA study, which assessed the ecological consequences of badger removal during the randomised badger culling trial lasting from 1998 to 2006, it was found that removing badgers from a habitat had a number of consequences for other species. The report said that hedgehogs rarely encountered badgers in rural sites, but were found relatively frequently in amenity areas.
Population density increased by over 100% over the course of the randomised badger culling trial in amenity sites in proactive cull areas, while declining slightly in no-cull control sites. No similar increases were detected in rural sites. The report also found that there is strong evidence that badger predation restricts hedgehog populations and that amenity areas in villages act as a spatial refuge for hedgehogs.
In 2011, a further report on the state of British hedgehogs concluded that, while badgers are a natural predator of hedgehogs, where there are good foraging opportunities for worms and beetles, badgers and hedgehogs can coexist. However, when there is no safe refuge, and badgers and hedgehogs compete for these scarce resources, hedgehogs may be in serious trouble.
A more recent study in 2014 found that in areas of preferred habitat, counts did not change where there was no badger culling. An analysis of the original badger culling experiments, published in April 2014, shows that while at some sites hedgehog numbers did increase, following a reduction in the number of badgers, it was thought that some of the sample sizes might have been too small.
I must point out that there have been widespread calls for more research into the effects of the badger, and I welcome this. As I explained earlier, badgers are not the sole cause of the decline in the hedgehog population, but I believe that there is a real danger that if more research is not put into the badger cull, hedgehog numbers will continue to decline. I hope that the Minister will take note of that.
There is a pressing need to support hedgehogs in urban areas. It is very important to focus on the barriers created by walls and impermeable garden fences and the consequent fragmentation of the hedgehog population. The House may like to know that I am pressing my fellow neighbours at the Royal Naval hospital in Plymouth to ensure that we can create a hedgehog-friendly community and increase the number of hedgehogs in this part of my inner-city constituency.
I congratulate the hon. Gentleman on securing this debate. I am just reading on the British Hedgehog Preservation Society site that Saturday 21 November is hedgehog day, so I wish to congratulate the hon. Gentleman on one of the timeliest debates on this issue.

The progressive loss of suitable feeding areas through intensive gardening or inappropriate management of amenity grasslands are also major issues about which we can take action. When new garden fences are installed there are “hedgehog-friendly” options, such as a small hole so that hedgehogs do not become trapped in gardens, and I urge people to consider those in future. More than 36,500 hedgehog champions are campaigning to create hedgehog-friendly neighbourhoods. I have now volunteered to be one, and I am the 150th hedgehog champion from Plymouth to sign up to this excellent scheme.
I am sure, Madam Deputy Speaker, that you will want to know what you can do. Like me, you can sign up to be a hedgehog champion on the “Hedgehog Street”' website, where you can report sightings of hedgehogs on the “big hedgehog map”. Although it is not a scientific survey, it is an excellent way in which to engage the public, and I challenge as many right hon. and hon. Members as possible to sign up to the cause.
I am delighted to report that Saturday 21 November is the day of the hedgehog, and that hundreds of people are expected to descend on the International Centre, in the constituency of my hon. Friend the Member for Telford (Lucy Allan). I myself will be attempting to set up an all-party parliamentary group for hedgehogs, so that we can advance the cause of those prickly characters. On the same day, the next report reviewing the four main surveys covering hedgehogs in rural and urban areas will be released. It must be remembered that hedgehog numbers are a good indicator of the state of the natural environment, which is why these creatures are so important to the United Kingdom’s ecology.
I think that there is more to be done, and I have therefore suggested to the Chairman of the Environment, Food and Rural Affairs Committee, my hon. Friend the Member for Tiverton and Honiton (Neil Parish), that it should hold an inquiry into how we can save hedgehogs.
I hope that I have set out the case for hedgehogs clearly, Madam Deputy Speaker, and that you too will become a hedgehog supporter. Now is the time to increase the public’s awareness of the plight of these plucky characters. I trust that the aforementioned Mrs T would be delighted that someone is taking up this important cause.
