I thank the hon. Member for Stoke-on-Trent Central (Jo Gideon) for leading today’s debate. It is estimated that total food waste in the UK amounted to 10.7 million tonnes in 2021. Most food waste comes from households, equating to some 60%, followed by farms, at 15%, manufacturing, at 13%, and retail, at 2%. It is clear that we need to do more as a collective to tackle our food waste statistics, so it is good to be here to discuss the issue. It is not just something that the Minister gives us the solutions for; it is something that we, as elected representatives, and communities must work together on.

I was shocked to read that the edible parts of household waste amounted to £17 billion. That is the equivalent of £250 per person per year, or £1,000 for a family of four. In Northern Ireland in 2021, Minister Lyons called for a crackdown on food waste. It was estimated that Northern Ireland accounted for 25% of the content of our non-recycling bins.

I want to give a couple of examples to illustrate what has been done in my community. At the end of the day, major shopkeepers, including Asda and Tesco, give perishable goods to community groups, which in turn give them to needy families and elderly people. What they do is incredible. I never knew this until I went to see the local warehouse just before Christmas, but Jude Bailey, the lady in charge of it, also does great work by collecting chicken and ready-made meals. The companies keep that food for 24 hours, but after that time they give it to the warehouse group, which freezes it and in turn makes meals. I was really impressed by what it does. Its volunteers make a free meal for the community every day so that the food is not wasted. That is similar to what the hon. Member for Glasgow North East (Anne McLaughlin) described. People are incredibly kind. Jude and her team of committed Christians show their faith through helping others.

We waste not only food but a large amount energy, and there are carbon emissions associated with growing and transporting food. In Northern Ireland, we have successfully diverted 1 million tonnes of biodegradable waste from landfill since 2015, but there is still an excessive amount of waste to be addressed. We are all guilty of throwing out too much food and not making use of what we have in our kitchens, but we do not realise the full extent of the environmental damage that that can cause.

This will be a trip down memory lane for you, Ms Vaz. In the ’60s, when I was a child, nothing was lost in our house—and I mean nothing. We owned a shop, and the family home got what we did not sell. That was not because the food was bad—I am a pensioner now, so it did not affect me in any way. I have held on to my health for many years, so that indicates that the food was okay. When the cheese went a bit blue, we cut off the blue bit and ate the rest, and it did not do us any harm. In this day and age, that probably would not happen, but we did it. Everything was used, and the collie dog got whatever we did not eat. My goodness me: as children in the ’60s with a very capable family, we were examples of using everything in the house.

The hon. Gentleman is making a very good point that I did not make in my speech. He brought this figure to my mind: although we all think that waste in this country comes from supermarkets and restaurants, 70% is from households. Does he agree that we need to start in our own households, exactly as he is describing, if we want to solve the problem of food waste?

Absolutely, and that is the point that I am trying to make. I said to the Minister before the sitting that I do not expect him to give us all the answers. We have the answers individually and in our communities.

I am thankful that I have a very frugal wife who is careful with our grocery and shopping lists, but I understand the pressure on young families, who are busier now than I could ever imagine. Both parents work, and when they come home they carry out homework and take the kids to football or to Boys’ Brigade or Girls’ Brigade. When do they make meals? They have to rinse out containers for the recycling bin. They may envisage making dinner six times that week and buying groceries, but when the timings are changed for football or the school choir, or the kids need to be dropped off, it is hard for them to do that.

We have rightly moved away from girls-only home economics classes. I am impressed when I go to schools and see equal numbers of young boys in the same class, doing the same work and learning how to cook. Before I was married, it was bacon butties—toast and bacon under the grill. I will not say how often I used the grill and how often it was cleaned. I think I survived well as a single man, but when I got married, life changed. I thank the Lord it did.

It is clear from the figures that have been cited today that we need to take action. I am a great believer in education not simply changing our generation but equipping future generations with the tools to do better than we are currently doing, and I will finish with this comment. Households on low budgets need help to know how best to use their food, but households with higher budgets need the same lessons, because this is not a tale of income; it is a tale of mindset, as the hon. Member for Washington and Sunderland West (Mrs Hodgson) said. We all must change our mindsets to be better stewards of our resources, food, money and, of course, time.

I beg to move,

That this House has considered UK food security.

It is an honour to see you in the Chair, Mrs Cummins, and to open this important debate. The most widely accepted definition of food security is when all people at all times have physical, social and economic access to sufficient, safe and nutritious food, which meets their dietary needs and food preferences for an active and healthy life. That definition is built on four pillars: supply, access, supply stability and nutritional value. Food resilience is a critical aspect of ensuring food security and sustainability in the UK, and it needs to be incorporated into our agrifood systems.

The UK may score well on supply, with the Government food strategy observing that we produce about 75% of what we consume, but that number hides a range of self-sufficiency levels and some of the future problems that we will encounter. For example, the UK produces only 53% of the vegetables and 16% of the fruits that we consume. That makes our fruit and veg supply vulnerable to outside factors, as seen when a shortage of tomatoes hit the UK last February. When we consider that we import most of our fruit and veg from southern Europe, a region that will be heavily impacted by climate change, it is essential that we focus on putting in place the necessary measures now.

Food security is paramount to our national security. It is crucial that we take a holistic view of our food supply chain.

I commend the hon. Lady for securing the debate. Coincidentally, back home in Northern Ireland, Ulster University has just revealed that one in 10 UK adults live in households classified as marginally food insecure—10% are reported as living in households with moderate or severe food insecurity. She is right to bring this matter to Westminster Hall. Does she agree that more could be done in our schools, to extend free school dinners universally, to ease off on parents and, more so, to ensure all children have access to one healthy and nutritious meal each day?

The hon. Gentleman is quite right. I will come on to that later in my speech.

We must ensure sustainability in our food production, which encompasses the nutritional quality of food, its accessibility and the stability of supply. When we talk about the sustainability of food production, we must first look inwards at food being produced at home. British farming is facing a crisis. I hear daily from members of my own family, neighbours and friends about the challenges that they are facing, and their concerns and anxieties regarding their business.

For that reason, I feel honoured to work alongside organisations such as the Farm Safety Foundation, which campaigns to raise awareness of the mental health crisis facing farmers and farm workers. The immense pressure that the industry has faced over recent years is taking its toll financially, physically and mentally. Many farms across the country are on the precipice, with 110,000 farms having closed their farm gates since 1990. Many farmers do not know whether they will survive the next 12 months.

My hon. Friend has been a real constituency champion in highlighting some of the flooding issues that have occurred in North Warwickshire and Bedworth. Of the Environment Agency investment over six years, £24 million is going specifically into protecting 800 properties, and I know we will have further discussions on the work that he is doing locally to tackle flooding.

I thank the Secretary of State for his response. As he will know, the Northern Ireland Assembly is back up and running. We have a Minister in place to deal with flooding, but money must be spent wisely and effectively. What discussions has the Secretary of State had with the Northern Ireland Assembly Minister at this early stage to ensure that lessons learned here on the mainland can be used back home, where over the past year flooding has become an exceptional problem that worries many people?

The Attorney General visited the CPS East Midlands office in Leicester just last month, and she tells me that she was impressed to hear about the work that prosecutors have been undertaking to tackle recent and historical instances of child sexual abuse in particular, securing lengthy sentences for the perpetrators. That is an excellent example of the importance of joint working between prosecutors and the police, which I have referred to.

I congratulate the hon. Gentleman on his ingenuity in managing to squeeze that in. That was an excellent bit of Order Paper operation. I am happy to meet him to talk about what we are doing in his area to smooth the experience of victims of crime who have to go through the criminal justice system. They have suffered trauma already; the system should not add to that.

I am grateful for the opportunity to bring this debate to the House. The subject might be considered fairly niche, but it is incredibly important to many people in my constituency and across Cornwall. It was suggested my opening line should be, “Never mind the pollacks—here’s the Adjournment debate,” but of course I could not possibly say that.

I begin by thanking the Minister. I am grateful to him for responding to the debate. He has been willing to engage and meet with colleagues who have sought to raise concerns about the issue over many weeks. I thank him for his engagement—I hope it will not end now—as he has been working with us to find a solution to the challenge. He is aware that the decision to have zero total allowable catch for pollack, which was made in December and took effect from 1 January, is damaging the livelihoods of many fishermen in Cornwall.

It is estimated that upwards of 40 boats that either operate out of or land their catch in Mevagissey, Newquay and Fowey, in my constituency, rely on pollack catch for a significant amount of their income. As has been reported by the media, the Hunkin family have said that they stand to lose around £200,000 this year alone from the decision to have zero quota for pollack, which represents about two thirds of their total revenue.

In fact, the issue affects fisheries across Cornwall. In the constituency of my hon. Friend the Member for North Cornwall (Scott Mann), boats would operate from Padstow and Port Isaac, and in the constituency of my hon. Friend the Member for South East Cornwall (Mrs Murray), boats would operate from Looe, Polperro, and, in the far west, Newlyn. The decision is having a serious impact. Although pollack is caught from many ports around the UK, the decision has had a disproportionate impact on the inshore fishing fleet that operates out of Cornwall.

We all accept that the recommendation by the International Council for the Exploration of the Seas that pollack should have a zero quota put Ministers and officials from the Department for Environment, Food and Rural Affairs in an incredibly difficult position. After that recommendation was made, it would have been very difficult for the UK not to go along with it. We all acknowledge that. However, as a result of that decision, many fishermen had their ability to make a living taken away overnight. To put that in perspective, the 570 tonnes of pollack quota that was available to vessels operating from Cornish ports represent a loss of £2.3 million to the Cornish economy.

That loss impacts not only fishermen, but supply-chain businesses that serve and support the fishing industry. The harbourmaster at Mevagissey, Andrew Trevarton, has estimated that the loss of pollack quota will result in a loss of 20% of Mevagissey harbour’s income, and there is no prospect of an easy way to replace that income. It is difficult to overstate how important having a thriving, operating fishing port at Mevagissey is to the economy of that village. It attracts about 800,000 visitors every year, largely because it is a living, operating fishing port—not a museum, but a thriving part of the fishing industry in Cornwall.

I commend the hon. Gentleman for securing the debate. I spoke to him beforehand. As he rightly says, issues with pollack fishing seem to be more prevalent in the south-west. In Northern Ireland, we do not have the same concerns. Despite that, allowing certain fish to be caught only as bycatch is impacting the livelihoods of local fishermen. Does he agree that if these issues start to arise further afield than the south-west—for example, in fishing ports in Northern Ireland—and the Minister tonight decides to assist the hon. Gentleman, the same grants and opportunities should extend to all areas of the United Kingdom of Great Britain and Northern Ireland?

The case that I am making is on a very specific issue: the impact on a specific part of our fishing industry of the removal of the pollack quota at such short notice. We all want a thriving fishing sector right across the United Kingdom. We want fishermen and businesses that support the sector to thrive and be profitable right across the UK. We need policies that enable that to happen, but what we face in Cornwall and other parts of the south-west is very specific. It relates to the short timeframe in which vessels and fishermen must adapt, because the quota went from 1,500 tonnes to zero virtually overnight.

It is a real pleasure to serve under your chairship, Mr Henderson. I congratulate the hon. Member for City of Chester (Samantha Dixon) on setting the scene so very well on a subject that should really interest us all. If it does not, then there are questions to asked—that is the reason we are all here. It is a pleasure to see the shadow Minister, the hon. Member for Cambridge (Daniel Zeichner), who has a deep love of farming. It is an especial pleasure to see the Minister, who is always here whenever debates such as this are to be answered. I know that he, like me and others in this room today, understands the importance of the subject.

I declare an interest—not because I am a beekeeper, but because my neighbours down the road, Chris and Valentine Hodges, are. A couple of years ago, I let them put some of their beehives on to my land, because I wanted to see the natural environment that I live in enhanced. It quite clearly has been. They have what is called a black bee species, which is almost extinct; they are responsible for ensuring that it comes back. This is not just on my farm, but in the constituency across the whole of the Ards peninsula, up into North Down and as far over as Strangford lough. By the way, the honey is absolutely gorgeous. Every morning before I leave my house, I have two spoonfuls on my brown toast. Fibre is very important when getting to a certain age, so the honey gives me that wee bit of flavour and taste, and I thank the Lord for it. It is really special.

I am ever mindful of the responsibility that we hold to be good stewards of our environment, which I know is an obligation that our farmers honour in every sense. All the farmers I know want to do that; I know the Minister does that, and other people here do the very same. Many farmers see themselves not as landowners but as caretakers of the land for future generations, as the hon. Member for City of Chester said clearly in her introductory speech. The responsibility for producing food that is safe is of great importance. For that reason, many old-school farmers—I am probably one of them—have encouraged their children to attend agriculture college to get a basis of generational knowledge, while working hand in hand with modern techniques, and to be taught how to get the most out of the land and diversify where necessary. Our agriculture colleges are vital to the future food security of this nation, and that should also be noted today.

The complexity of grant applications and red tape has been somewhat reduced, but it is still a matter of concern to the farming community. The need for the Ulster Farmers’ Union—the sister organisation of the National Farmers Union in England—is very clear. The two work together and provide some of the best insurance rates possible; maybe I am a wee bit biased, because all my insurance is with the Ulster Farmers’ Union. That is why I looked to see what the NFU’s view was on this issue, knowing that it has hands-on knowledge and science at its fingertips.

I can understand that there are situations in which the use of these pesticides is important. Most recently, the Government approved an application from NFU Sugar and British Sugar for the emergency use of the seed treatment on sugar beet seed in 2024. That was a vital application, and we need to look at it and recognise why that decision was made and its implications. The authorisation was granted on the condition that the product will be used only if the threshold for virus lessons is reached. Michael Sly, the chair of the NFU Sugar board, said:

“The British sugar beet crop, which safeguards more than 9,500 jobs, continues to be threatened by Virus Yellows disease.”

That terrible disease can do all sorts of damage to the countryside and to bees in particular. He continued:

“In recent years the disease has caused crop losses of up to 80%.”

We cannot ignore that; those are the facts, figures and statistics. He went on to say:

“I am relieved that this has been recognised by Defra”—

particularly the Minister who is here in Westminster Hall today—

“in granting the derogation which will be invaluable if we see a return of severe pest pressure.

An independent, scientific threshold is used to forecast the severity of pest pressure on the British sugar beet crop and any seed treatment will only be used if this threshold is met.”

So there are conditions; this is not a wild abandonment of the process, which is very much controlled. DEFRA and British Sugar have it well under control. Mr Sly added:

“the industry will again deliver a comprehensive stewardship programme to ensure safe and responsible use of the treatment if the threshold is met.

Led by the British Beet Research Organisation, the homegrown sugar industry is working hard to find viable, long-term solutions to this disease.”

This process is about the long-term vision and how we find a cure or something that ensures that this disease does no more damage.

I am the first person to say that we need to look at insecticides and make them safer. However, I represent a constituency that produces a large amount of sugar beet, and this derogation is for a limited period and for a non-flowering plant in its first year, so pollinators will not be at risk from it. The fact that we are spraying the seeds of this plant actually mitigates a huge amount of risk. I think the public do not fully appreciate that absolutely key point.

I thank the hon. Gentleman for that very salient and helpful intervention, which put the facts on the record. He explains why and how these things have been done, the controls that are necessary and why these things are necessary, and I am sure nobody here will have any concerns about the way they have been done, how long they will last or their importance. As I said, Mr Sly concluded by saying that the homegrown sugar industry is working hard to find a viable long-term solution to the disease, but it is imperative that we recognise the necessity for that.

To conclude, that application shows the level of thought that must go into having an application approved by British Sugar. The use of these harsh chemicals is not the first solution; it is a final solution. For that reason, I believe that they should remain available, but they should always—always—be closely monitored. We owe a duty to our environment, but also to our food security. The balance between them is so delicate, but it can be struck; I believe in my heart that if there is a will, there is a way. I look to the Minister, as I always do, to ensure that we in this House are doing the best we can to put the garden back in the shape that it should be in.

It is quite interesting that the subject of my Adjournment debate is dirty water; it might be appropriate. I thank Mr Speaker for the opportunity to have this debate.

I want to start by correcting the parliamentary record. In a previous Opposition day debate on water quality, on Tuesday 5 December, I said:

“athletes fell ill from swimming in waters contaminated with E. coli”

and

“we know the source of the problem.”—[Official Report, 5 December 2023; Vol. 742, c. 288.]

Subsequently, in a letter dated 11 January 2024, Heidi Mottram CBE, the chief executive of Northumbrian Water, said my statement was factually incorrect. I am advised by Heidi Mottram CBE:

“The UK Health Security Agency (UKHSA) investigated the causes of illness in participants of the World Triathlon Championships Series in Sunderland, reporting in August 2023 with their preliminary findings. They found that 19 of the 31 of those affected had evidence of Norovirus infection, while the remaining samples either tested negative or were found to be positive for other infections, including sapovirus, astrovirus, and rotavirus. No evidence of E. coli O157/STEC was found, which can cause severe gastrointestinal illness. Four samples of other E. coli were found, but it was not possible to link its presence with participation in the triathlon, and these strains can be carried naturally in the gut. The UKHSA report, concludes that ‘the predominance of Norovirus makes it the most likely explanation of illness in participants.’”

I am happy to share those comments from the Northumbrian Water chief executive in the interests of fairness.

However, the Environment Agency’s sampling at Roker beach on Wednesday 26 July—three days prior to the event—showed 3,900 E. coli colonies per 100 ml, which is almost 40 times higher than a typical reading.

I commend the hon. Gentleman for bringing this debate forward. He is right about the water pollution in east Durham; he is also right to underline the medical circumstances. I, too, represent a constituency with an enormous coastline that is highly reliant on the fishing and tourism sectors. Water pollution is a vital issue because it has an impact on our environment, as well as a direct impact on livelihoods. Does he agree that it is imperative to have Government support to deal with small pockets of pollution before they turn into large-scale environmental crises and medical problems, like those he referred to? To make that happen, it takes funding and a Government initiative.

I thank the hon. Gentleman for that intervention. My personal belief is that the privatised water companies have more than sufficient resources to address the issues if they prioritise infrastructure repair work and do the job that we, as customers, pay them to do.

I am sure that the hon. Gentleman will be more than familiar with this, but in previous debates we heard about correlation and causation: one is a kind of coincidence, and the other is a direct link between one event and another. The samples I referred to, which were 39 times above the average level, were not in the body of the water that was used for the swim. That is absolutely correct. I am therefore sure that it is only a coincidence that high levels of E. coli were detected in a body of water near the swim event. There are no such things as tidal movements, are there? I do not know if they have them in Northern Ireland. There are no such things as prevailing winds, which would move a large body of E. coli into the swim area. I refer to the comments of the Australian triathlete Jake Birtwhistle. They are slightly unparliamentary, but he said:

“Have been feeling pretty rubbish since the race, but I guess that’s what you get when you swim in” —

“the swim should have been cancelled.”

I hope Mr Birtwhistle is reassured by the comments of Northumbrian Water that the high levels of E. coli detected in the waters near to where the swim event took place had nothing to do with the sickness he experienced on the day of the racing.

I am disappointed that, in her letter to me, Heidi Mottram CBE failed to address any of the other issues that were raised in the debate on Tuesday 5 December. They included the issues of debt and dividends, investment, and how to regulate water companies to implement some level of corporate responsibility. The Guardian, which studied financial documents of all the privatised water companies from 1990 to 2023, said that Northumbrian Water is far from the worst-performing water company, which I think makes the following statistics really rather worrying. The Guardian found that 19% of Northumbrian Water’s consumer bill is spent servicing debt. The debt owed by Northumbrian Water is £3.5 billion. Over the same period, it paid £3.7 billion in shareholder dividends. Does the Minister think it is acceptable to use debt to pay shareholder dividends? As a consumer I am outraged, as I am sure are a large number of my constituents.

If this were any other product or service, I could choose to change suppliers. Even in the rail industry—heaven knows, I have been a critic of poor service—I at least have the opportunity to highlight to Ministers failing train operating companies and to advocate that they should be stripped of their contracts for failing to deliver for the travelling public. But water is unique. I can think of no other essential public service that has been privatised where there is no consumer choice or accountability. Water is a private monopoly and a natural monopoly that is essential for life. It is vital national infrastructure. The Government are entitled to impose a strict level of oversight and scrutiny.

It will come as no surprise to the Minister, I am sure, that I personally believe that water should be publicly owned, run in the national interest and deliver public policy goals. However, I accept that neither the Conservatives nor my own Labour Front Benchers have an appetite for a publicly owned water industry, so I want to propose an alternative. First, end the use of debt to pay for dividends. Secondly, prohibit the payment of dividends until debt goals are met. Any profit in the system must go towards water sewerage infrastructure and lowering debt.

Water companies are major polluters. Although Northumbrian Water is adamant about the Sunderland triathlon, there is no doubt that it is routinely polluting rivers and seas. In my constituency, the Safer Seas and Rivers Service app shows that there are three sewage overflows in my constituency, from which there were 184 sewage discharge alerts in 2023—almost one every third day. Northumbrian Water is not limiting these sewage overflows to rare and extreme weather conditions; it a matter of routine disposal of waste. My third proposal is that there should be no dividend payments until clean water targets are met. We need all available resources going towards improvement, upgrades and new infrastructure.

The promise of privatisation is always about improved standards, lower bills and more consumer choice, but experience suggests that the reverse happens: we get lower standards, higher bills and no choice. Therefore, the Government should put an expectation, or indeed a requirement, on private monopolies to deliver for the taxpayer. I am not telling the Government to block profits and shareholder dividends forever—quite the reverse. Private water companies that deliver public policy goals and lower consumer bills, and that make real profits rather than artificial profits funded through debt, could reasonably argue that they deserve to be rewarded, but I have no trust or confidence in the private sector to deliver essential public services in the public interest.

The list of disasters is there for all to see, and it is far longer than just water. It includes probation, prisons, NHS dentistry, bus services, rail, social care, Royal Mail, the Post Office Horizon scandal and energy. Everything seems to be broken, and there are no-risk rewards for the private sector. Failure does not affect companies, with services and contracts handed back, even when they fail to deliver, having already extracted their profit. The Government take a hard line against the poorest in society, with stringent rules, benefit sanction regimes and limits on social security. However, when it comes to billions of pounds of public contracts, they allow the taxpayer to be exploited and systematically milked. Frankly, it is not acceptable.

If the law does not allow the Government to hold failing companies accountable, we must legislate and change the law. I believe that we need a corporate responsibility Bill—a Bill with teeth—to ensure that the Treasury is the guardian of public money, not a cash point for corporate greed and irresponsibility. Our water companies are the epitome of corporate greed and irresponsibility. As an industry, they have extracted immense profits while ramping up debt and failing to invest in order to end the dumping of raw sewage into our rivers and seas. Where is the risk? It lies not with these irresponsible companies, but with the taxpayer. When a company collapses under the weight of its debt after decades of underinvestment, who has to step in? The taxpayer, who is forced to clean up the mess of corporate irresponsibility and get these services up and running to an acceptable standard, only for a Conservative Government to sell them off again.

I am deeply sceptical. Water is privatised, with companies collecting their rewards and paying out dividends. However, there is no free market; there is a private monopoly. As a consumer, I am appalled that, at the first sight of rain, our local network hits peak capacity and sewage is dumped into our rivers and seas. I want to penalise water companies that fail to protect our environment. If their business is clean water, the product of our privatised water companies is defective.

The Government can continue to back corporate greed over public interest and maintain an indefensible system of privatisation that denies the public consumer choice, which is the ultimate tool of accountability. But I hope the Minister will explain to my constituents how he will deliver a zero-waste, zero-pollution policy and end the routine dumping of raw sewage on the east Durham heritage coastline.

I beg to move,

That this House has considered the matter of flooding.

It is a pleasure to serve under your chairmanship, Mr Sharma. In 2007, Tewkesbury and many other areas of the country suffered the worst floods we can remember. Some areas that had previously never flooded were overcome by water from rivers and water running off from land. Houses and business premises were flooded. Ironically, water services were lost, as the Mythe waterworks were overcome by water. Electricity supplies were lost to many, as the Walham substation was overcome.

As a result, around 1,000 households were displaced in my constituency. People, including the elderly, the terminally ill and families, had to live in caravans. They were out of their homes for up to a year. Tewkesbury hospital had to be evacuated and, sadly, there was loss of life as a result of that flooding. King Charles—Prince Charles as he then was—and the then Duchess of Cornwall visited Priors Park to see the damage and lift spirits. In making that reference, I want to wish King Charles the very best.

That was 17 years ago and, although we have not suffered flooding to the same extent in my area, we do experience flooding on a regular basis, including a few weeks ago. In my area, that may be unavoidable to an extent, as Tewkesbury sits on the confluence of two main rivers—the Severn and the Avon—and other rivers are in the area. There is no surprise when the area floods, although the inevitability of it is no comfort to those whose homes are flooded.

I thank the hon. Gentleman for introducing the debate. He is right to outline the issues. He said the last time there was a massive flood was 17 years ago. In my constituency, floods that are supposed to happen every 100 years now happen every 10. Does he agree that policy and strategy must be not only for England but for the whole of the United Kingdom, when the floods are happening everywhere?

I thank the Minister for that very long response. Peatlands in Northern Ireland are extremely important. They absorb water and moisture and improve the habitat. This question is as important in this House as it is to us in Northern Ireland. Given that the Northern Ireland Assembly will hopefully be up and running again, will the Minister have discussions with the Department of Agriculture, Environment and Rural Affairs Minister, to ensure that we can work together for the betterment of all?

Peatlands are such an important habitat, so it is important that we work together. That is why we are putting huge amounts of money into restoring peatlands in the uplands and the lowlands, and we have just increased our sustainable farming incentive payments for that. Farmers can get more than £900 a hectare to start to re-wet peat.

I am glad to have secured this debate on the pressing issue of protecting and restoring wetlands in the UK. As the Minister knows, I never duck an opportunity to talk about Slimbridge, wetlands and flamingos. I understand that I have until 7.30 tonight to talk about them—and that I probably would never be allowed to speak in the House again if I did so, but I could fill that time.

I am blessed to have Slimbridge, the headquarters of the Wildfowl and Wetlands Trust, in my constituency and to live just down the road from it. I told a Gloucestershire Live reporter this week that it seems to me complete madness that previous Stroud MPs have never used their expertise to highlight the WWT on the national stage. We are really grateful for everyone’s involvement. We now have an all-party parliamentary group for wetlands, and wetlands are a constant feature of discussions in the Department for Environment, Food and Rural Affairs—mainly because I pester everyone all the time, which is a great pleasure.

Slimbridge is a place that creates calm, allowing people to walk among the most beautiful birds and wildlife, learning about conservation successes and challenges on the way. My daughters love “welly boot land”. Years ago, I got no phone reception at Slimbridge so I used to go to hide there, and it was beautiful. World Wetlands Day, on 2 February, celebrates the creation in 1975 of an international treaty, the convention on wetlands. I thank the Minister for taking the time to visit the Slimbridge experts last week and for her advocacy on this issue. I also thank previous Ministers, some of whom are in the Chamber.

Wetlands are some of the most threatened habitats in the world, yet they are also the most vital for wildlife and people. In the UK we have so many types of wetlands, from coastal habitats such as saltmarshes, seagrass and estuaries, to inland features such as ponds, lakes, rivers, streams, bogs, fens, swamps, marshes and peatland. The Severn estuary is a true gem in my constituency, and is key for supporting internationally important numbers of dunlin, redshank, ringed plover, black-tailed godwit, shelduck, teal, pintail, and another that I will not even try to pronounce. It is incredibly important.

I commend the hon. Lady for bringing forward this debate. I have noticed in the time she has been in this House that one of her greatest interests is the Slimbridge wetlands. Castle Espie, just outside Comber in my constituency, is part of the Wildfowl and Wetlands Trust as well. The work carried out by the trust there is essential, given that almost the entire global population of brent geese reside in and around Strangford lough during the winter months. That work takes time and money, and it needs to be better supported by Government. I fully support what the hon. Lady is trying to achieve, because I know that the benefits she gets for Stroud, we will get for Comber.

That this House has considered the regulation of heather burning on peatlands.

It is a pleasure to serve under your chairship, Mr Betts.

On 9 October last year, smoke, ash and air pollution engulfed the Sheffield, Hallam constituency and beyond. A great many people contacted me on that day and afterwards to complain about the air quality, which was four times over the legal limit for air pollution. It was a relatively still day, so the smoke took a while to dissipate, and the unique topography of my constituency meant that constituents were very much affected. Constituents contacted me to say that they had trouble breathing and that it caused coughing and eye irritation. It was particularly distressing for members of my community with respiratory conditions.

The reason for the smoke was heather burning on the moorlands to the west of Sheffield. Natural England, which is investigating the burns, tells me that

“the moorland estates located within SSSIs close to Sheffield usually have Agri-Environment Higher Level Stewardship agreements that contain burning plans.”

I will not comment on the specifics of last year’s burn, because we do not know whether it was legal, but it is entirely possible that it was legal, despite the rocketing pollution levels and the damaging effects on my community.

I started with that anecdote because the fact is that this could be perfectly lawful behaviour, which highlights some of the problems with the current regulations. Burns such as these are a regular occurrence in my constituency, often with similar, if not quite so dramatic, effects. The immediate impact on air quality is obvious, but the burning also undermines our ability to address the twin climate and nature crises facing us by damaging the precious blanket peat bog habitats that would otherwise exist.

I commend the hon. Lady for bringing this issue forward. She and I agree on the importance of this subject, although we might have slightly different opinions about what is happening. Does the hon. Lady agree—I think she does, but I want to have it on the record—that those who own or manage the moors try to manage them in an environmentally sensitive way? As such, the burning of the moors is part of what happens for the purpose of shooting on the moors, as the hon. Lady will know. Burning helps to regenerate the moors for the next season and increases bird yields. Does the hon. Lady agree that we must recognise all the different factors that are important for moors? Has there been any engagement with those who manage or own the moors to find a way to do this that does not, by its very nature, cause any inconvenience to others?

That is a good point. Yes, I have been out to various moorland owners in my constituency and beyond to see regenerative projects—for example, planting sphagnum moss plugs and other things that people are doing to try to improve the quality of the moors—but I still think that further Government intervention is needed. The immediate impact of burning is obvious, but the long-term impact should concern us all. As I was about to say, we have to make sure that we take into consideration the climate and nature crises as well as the health implications of burning, which is damaging our precious blanket bogs.

The peatlands are so important. We have 13% of the Earth’s blanket peat bogs in the UK, which is the largest proportion in the world. They are essentially our rainforests, and I am proud to represent a constituency that includes some of that landscape. Unfortunately, as I have seen at first hand, the vast proportion of our peatland is degraded. It is hard to see the difference between a degraded peatland and one in good health, because there is damage to so much of our peatland, and part of that is due to the burning.

Burning not only damages the ecosystem that supports an abundance of wildlife, but is bad for the climate. In the natural and rewetted state, peatlands have the potential to store carbon dioxide on a large scale and can be a vital asset for helping us decarbonise our country, but when they are degraded, they do the exact opposite. Nationally, the damage means that our peatlands emit the equivalent CO2 of 140,000 cars per year; the burns themselves release 260,000 tonnes of CO2 annually. The burning also makes the effects of the climate crisis worse, because when the heather is burnt, the fire kills off the spongy sphagnum moss underneath that acts as a natural barrier to rain run-off. One expert described the moss to me as a Persian carpet—it is very absorbent; you can squeeze it, and if you jump up and down on a healthy bog, someone 20 metres away will be able to feel the vibration because of the water held in the moss. It is very rare to find that in the UK now.

Losing the moss means that we often see down-valley flooding, which will become more and more likely if that environment is not protected and restored. If we want to slow the flow, a good place to start would be by maintaining the sphagnum moss and making sure that it is in good condition to do the job that it has evolved to do. Global heating means that our winters are getting wetter, and we are already beginning to see the effects in floods up and down the country. Rather than destroying natural flood defences, we need to protect them to ensure that we mitigate the worst effects of the climate emergency.

Some say that we need burning to control fuel loads on the moors, and that without it overgrown heather would cause wildfires, but the more heather is burned, the more it grows and the more we are locked into a cycle of burning. Is it not better to break that cycle by restoring the moorland monoculture back to its former health, rewetting the peat and reintroducing the more vibrant biodiversity that was there before the burns, and, in fact, before the draining of many of our peatlands?

That is why I was pleased, in 2020, when the Government announced that they would introduce stronger regulations to control the burns. In fact, the current licensing regime was introduced shortly after a similar debate to this that I was lucky enough to secure, in which the Minister told me that the old system was clearly

“not protecting every blanket bog site.”—[Official Report, 18 November 2020; Vol. 684, c. 216WH.]

However, the details of the 2021 regulations left a lot to be desired. Licensing is required only on peatland of a depth of 40 cm or more, and we do not have an agreed national map of that. The Wildlife and Countryside Link estimates that the current law therefore leaves about 60% of UK peatlands without any protection.

Three years on, it is useful to take stock of whether the new regulatory regime is working for the peatlands that it does include. Unfortunately, data from the Royal Society for the Protection of Birds suggests that it is not. We are halfway through this burning season, so we do not have the full figures for this year, but during 2022-23, 260 records of burning in the English uplands were reported to the RSPB via its dedicated app, of which 87% took place in special areas of conservation and special protected areas. The RSPB believes that 72, or 28%, of the 260 burns reported to itmay have breached the regulations by taking place on protected areas of peat over 40 cm in depth. The year before, the RSPB received 272 reports: one in three burns took place on peat likely to be deeper than 25 cm, and four out of five took place in SSSIs, special protected areas and special areas of conservation. Although the Government issued no licences for burns in 2021, 70 reported burns took place on peat likely to be deeper than 40 cm in protected sites, violating the regulations. In the last two years, without considering the current season, it is therefore likely that at least 142 burns were illegal.

In 2023, the Department for Environment, Food and Rural Affairs successfully prosecuted two estate owners and issued a warning to a third, but that is only three cases. The level of enforcement action is not anywhere near the level of potential law breaking. The figures show that the new system is clearly not working and that the law needs to go much further to stop this damaging practice, rather than continue the partial prohibition we have seen. It is high time that there is an outright ban.

I raised this issue in the Chamber with the previous Secretary of State for Environment and Rural Affairs, the right hon. Member for Suffolk Coastal (Dr Coffey). I am sorry to say that she told me not only that she was not considering a ban, but that my constituents should be happy with the air quality they have. I hope that new leadership in the Department will produce a less disappointing and dismissive response, because it is important to get this issue right. Unfortunately, the Government are not getting it right or rising to the level of ambition required.

The latest Climate Change Committee progress report on reducing UK emissions says that restoration of peatlands is already significantly off track compared with the CCC’s balanced pathway. In 2022-23, the overall amount of UK peatlands restored was a measly 12,700 hectares. Although that is an increase on the previous year, to meet next year’s target of 29,000 hectares will require more than a doubling of the current rate. Even if the Government match that target, the CCC recommends a UK-wide rate of 67,000 hectares per year by 2025.

I know the Minister will point me to the Government’s England peat action plan, but the truth is we are not meeting the targets that we need to. We see a failure of delivery of Government policy on peatlands and, even worse, a failure of ambition. That needs to change, and change urgently. It is has been a pleasure to go out on the moors in my constituency and elsewhere in the country to see projects dedicated to rewetting and restoring peatlands. Instead of burning, we need more projects such as those, and for other degraded habitats, supported by concerted Government-led strategy to reverse the decline in nature.

The Minister lives very close to where I grew up. I recently went for a walk with the family and I tried to show them some healthy sphagnum moss on the moorlands in his constituency. It was very difficult to find some in good condition, to show what I was talking about. That shows a wider issue than in my own constituency, where we do have a lot of burning. We know that the degradation of peatlands is of great importance to communities up and down the country.

Heather burning is bad for the environment, bad for the climate crisis and, as the recent burns in my constituency have graphically illustrated, bad for the health of people in Sheffield and Sheffield Hallam in particular. I hope the Minister will consider a complete ban on burns and offer a comprehensive, joined-up plan to restore these habitats. I am proud to say that I have the support of our Mayor, Oliver Coppard, and the leader of Sheffield City Council, Tom Hunt, who have both been outspoken on their wish to see a further ban.

We have been trying to contact certain landowners about this practice, to ensure we have a way to deal with the needs of peatland owners while balancing them against those of local communities. Where air pollution levels are breached, it is important that local authorities have the powers to stop that happening, to protect people’s health and the environment in the uplands, which is so important for those who live downstream.
