I thank my hon. Friend for his intervention. I chaired a joint event last night between the APPG on human trafficking and modern slavery and the APPG on agriculture and food for development. One point made powerfully was that while we want the Government and the supermarkets to act—I will come to that in a moment—we must also look at procurement. The Government could be incredibly powerful if their procurement policies made it clear that they would not source from companies that could not give absolute assurance that there was not slavery in their supply chain.

I mentioned the Thai fishing sector. The Foreign Office should be doing more to support human rights defenders such as Andy Hall, whom I have been in contact with for many years. He has exposed some of the worst practices in food producing there, starting with the pineapple sector, and I think he is now writing about the chicken sector. He has been threatened, harassed and pursued through the courts as a result, and I do not think the Foreign Office is doing enough to support him.

The examples that I have given are clearly abhorrent and illegal, but it is also unacceptable that small-scale farmers and workers producing Indian tea and Kenyan green beans—common items in our supermarkets—are earning less than half of what is needed to ensure a basic but decent standard of living. When women working on grape farms in South Africa were surveyed, 90% reported not having enough to eat in the previous month. These are things that we take for granted; a grape is, to an extent, a luxury item, yet the women producing them cannot feed themselves or their families. If buyers were prepared to pay just three cents more per melon to a producer in Honduras and less than two cents on a banana in Guatemala, that would give those workers a living wage.

A big part of the problem is the supermarket model itself. It provides us with unparalleled choice. We can buy products from all over the world, all year round, at low prices and at our convenience. Retailers are increasingly operating in challenging circumstances, under threat from the discounters and online competition, and this is leading to over-consolidation. Tesco and Carrefour have teamed up to buy products. The planned merger between Sainsbury’s and Asda would see them control more than 30% of the UK groceries retail market. They have promised that, if the merger goes ahead, they will cut shelf prices on key items by 10%, which will cause yet more downward pressure on prices for suppliers. Supermarkets now keep an increasing amount of the money their customers spend—as much as 50% in some cases.

I congratulate my hon. Friend on her leadership on this issue. On the Asda-Sainsbury’s merger, is she concerned that Sainsbury’s is withdrawing its Fairtrade brands in its supermarkets?

I was not actually aware of that point, so I thank my hon. Friend for bringing it to my attention. I am very concerned to hear that that is the case.

As I was saying, supermarkets now keep as much as 50% of the money their customers spend, while the share that reaches workers and food producers has fallen, sometimes to less than 5%. Oxfam’s research has found a direct correlation between drops in the prices paid by the supermarkets to suppliers and the risk of increasing human rights violations in supply chains. This is basically propelling a race to the bottom on wages and rights. Slavery and labour exploitation typically happen towards the bottom of supply chains, where things can get very murky and there is a lot less transparency. It is not just the cost savings that are not passed down; there is also a greater risk in that we are much more likely to see pesticide poisonings and other health and safety violations.

For example, the import price for pineapples from Costa Rica to Germany, primarily for supplying Aldi and Lidl, fell by about 45% between 2002 and 2014, despite increasing production costs. Oxfam has documented conditions on two pineapple farms in Costa Rica, which included poverty wages, subcontractors demanding monthly commissions, penalties or dismissal for workers who wanted to organise, and pesticides being sprayed while workers were in the fields.

There are other unfair practices that contravene the groceries supply code of practice’s principle of fair dealing. Fairtrade’s research into the banana sector found that banana farmers bear the cost if the retailers’ forecasts are wrong. In the worst instance, banana farmers reported receiving late changes to orders in 40 out of the 52 weeks in the year. Feedback Global has revealed the unrealistic specifications buyers use to reject produce from vegetable producers in Kenya, where on average 30% of production is discarded at farm level and another 20% prior to export—that is 50% of their produce—largely on cosmetic grounds. There is virtually no domestic market for these crops and alternative buyers cannot be found at short notice.

What can we do about this? For a start, we as consumers can do more. We can buy Fairtrade, which is the only initiative that requires a minimum price for producers and has a mandatory trader standard. We can use our consumer power to demand more of our supermarkets, using the Oxfam “Behind the barcodes” scorecard to track their progress. As the chief executive officer of Divine Chocolate has said:

“We live in times where, on the one hand, the turnover of the world’s biggest supermarket group is higher than the Gross National Income of Norway or Nigeria, and, on the other, where most of the world is dependent on smallholder producers for at least 80% of its food. Supermarkets have a responsibility to those producers, and we have more power than we think to call them to account.”

The food sector can certainly do more. In the EU, just 10 supermarket groups account for over half of all food sales. Just 50 food manufacturers account for half of all global food sales. If they act, that will make a huge difference.

I could not agree more with my hon. Friend. It is sad that the council that I used to lead, which is now not run by our political party, decided not to adopt the charter because it is worried about being too political. I am not sure how we can be too unpolitical in tackling modern slavery, but unfortunately there are still some organisations and local authorities that see the issue as partisan. If only they looked at Parliament, where partisan issues have been put aside and everyone looks at this issue collectively to find ways of dealing with it across both Houses and across parties, they could learn some valuable lessons from us. My hon. Friend is right that where local authorities are going above and beyond they are making a real difference to individuals whose existence would otherwise be one of daily toil and exploitation. The more we can do to tackle that, locally or nationally, the better.

I congratulate my hon. Friend on securing the debate. Does he agree that for victims of modern-day slavery, rebuilding their lives is a challenge in itself? I pay tribute to the Co-operative Group and other businesses that are offering paid work placements for victims of modern-day slavery.

My right hon. and learned Friend makes an important point. I might say it was a northern response, but it was a solid British response. I have to pay tribute to the Members of Parliament for Greater Manchester. The hon. Member for Manchester Central has been constantly supportive of the city and of the Mayor in getting these things done, and I pay tribute to all those who have made sure that we are learning the lessons and that we have not forgotten. In this day and age, things move so quickly that the media sometimes have the memory of a goldfish and move on to the next story very quickly. Thanks to the likes of the hon. Lady, we have not forgotten.

I pay tribute to Lisa Lees and Alison Howe, two Royton mums who went to collect their 15-year-old daughters who went to the Manchester arena but did not return home. The response from the community and from our emergency services was inspiring. Although faults have been found with the fire service, I place on record that the fire service is not outside our community; the fire service is our community. How we learn from this, and how we build and go forward from it, will be the test.

Although some of the national media were very intrusive, there was also some outstanding journalism, particularly by the Manchester Evening News, which was compassionate, told the human story and brought the community together at a very difficult time.

The hon. Gentleman makes an important point. People should understand that the response by the emergency services was not just about the city of Manchester. One of the proudest things for me is that, when I walked into Manchester police headquarters at about 8.30 am, the counter-terrorism commander on duty came from the Lancashire force. It was a collective effort, whether from the local fire service or ambulances sent from all over the north-west to help. It shows the strength of the Contest strategy that the response is about pulling together.

Only last week, I went to visit the Salisbury investigation, where I found officers from the midlands and the north of England responding in both the chemical and decontamination space and in the investigation. The fire service is absolutely important; I understand the frustration of many of those brave men and women who feel that they did not have access to helping people, although I want the public to understand that it was not that people were therefore left alone. We will work together to put this right, so that it does not happen in the future, but I must say that the judgments that were made were as much about the safety of officers and crew as they were about the victims.

The best way to build belonging, tolerance and relationships is to invest in opportunities for people to come together and learn understanding. Oldham, which does that pretty well, was completely undermined by the Government snatching away the area-based grant in 2010, with no assessment made of the impact that would have on local cohesion in communities. Will the Government take seriously the need to invest at a community level in order to bring people together?

Of course we recognise the importance of bringing communities together, and there are many ways in which to do that. My constituency may enjoy being brought together in a very different way from another constituency elsewhere in the country. I am not clear about the direct impact asserted by the hon. Gentleman in relation to that project, but I will happily write to him about it.

My hon. Friend may know that this is a very important issue for the Co-operative party. Is it not the case that people who have been entrapped into slavery do not stop being victims at the point when that has been identified but find that it can take many years to recover and rebuild their lives?

I thank my hon. Friend for raising that absolutely crucial issue. Often at the end of the statutory 45-day period of reflection, there is a period of further support that people may be given, but the evidence shows that the vast majority of people who enter into that fall back into exploitation or are re-trafficked. Something needs to be done to deal with this.

The police say that they have often referred the same individual into the national referral mechanism multiple times.

First, let me congratulate the Members who brought this debate to the House. I was keen to take part, because I bring a specific perspective, having been a councillor for 13 years before arriving here and being a parliamentarian. I came in in a by-election, when Parliament was in a quite interesting place. We were obviously going through the referendum period, and I think that had a particular impact on how strongly people felt about voicing their concerns about politics.

We probably ought to be a bit careful not to present Parliament as a house of innocents who are somehow misunderstood by the public and who therefore get unfair criticism. Part of our democracy is that people can make contact and hold us to account, and sometimes that is robust. I would also say that I have heard the same things in this building that I have heard outside.

However, there is a line, and I cannot understand why it seems to be blurred in the eyes of organisations such as Facebook and Twitter. If people are inciting violence and racial hatred, or if they are being overtly sexist and calling for women to be raped, I cannot understand how anybody reviewing their posts would believe that they met the standard of fair and open speech. We need to be careful not to say that politics is the way it is and that it is uncomfortable at times, and not to allow that somehow to blur into something that is firmly over the line and that ought to be taken on by the organisations that are making a lot of money from these activities.

When they were established, Facebook and Twitter were meant to be, yes, social media but also publishing platforms. They were meant to be a way for everyday people to publish their views and thoughts, to interact and to share their ideas. It is fair to say that more often than not Facebook and Twitter are not publishing platforms—they are mind dumps where people just put stuff, and I am not entirely sure that they always think twice about what they put. Although I have experienced abuse, and perhaps I am slightly thin-skinned about some of it, it is in no way comparable to the level, in volume and tone, experienced by female Members of this place, and particularly BAME Members. There is a noticeable increase in the volume and tone of the vitriol that comes with that. We need to be honest about this, because if we are not honest about the problem, we cannot hope to find a solution.

When I was a local councillor, I had some interesting experiences that I want to relay, because they put into perspective how the public stray over the line, and how, as a politician, it can be difficult to navigate that situation and to know what is the best thing to do. Are we being too thin-skinned and there is a degree of challenge that we ought to accept, or should we be robust in defending our position all the time, because that is the way to clamp down on it? I do not think there is a book that tells us how to do this; if there is, I would like to see it. It is about judgment. I am very risk-averse with regard to challenging constituents in return. I am not comfortable with doing that. If a constituent is making threats of violence, I would expect the publishing platform to take action against that. If a constituent is setting up fake profiles in my name purporting to be me, I expect Twitter or Facebook to take action, not to ignore it and turn a blind eye.

Even worse in terms of trying to navigate the situation is the fact that when we send an email or press a button to report a racist or sexist tweet, or a tweet that is threatening violence, quite often we do not even get a response. We get absolutely no feedback unless we are the named victim. If somebody is saying, “Let’s rape all Labour women MPs”, who is the victim there? I report it because I have seen it, but I have no idea what action has been taken about it by Twitter in order to make a judgment on that.

Quite often in public life, we become the place where people lay their grievances. It is not fair. We have not done anything personally to deserve it, but we are in positions of power and authority, and people want to lay responsibility at the door of power and authority. As council leader I had a number of issues—in particular, a website that was designed to do nothing more than attack and try to damage people’s characters and reputations. It was very difficult to know what to do about some of that.

On the police response—I am being honest about this; I am a defender of the police force—I think that it goes deeper than resources and that there is a cultural problem. There is a view that says, “”Well, that’s politics, isn’t it?” and people do not quite understand that there is a line of acceptable behaviour that crosses private and public life. Abuse is no more acceptable just because someone is a politician. At times, the police think it is something over there that is not for them to get involved in. I have seen candidates being followed and intimidated. I personally could not go to my local shopping precinct with my children on a Saturday without being harassed and abused by a political opponent. The police advice at that time was “Find somewhere else to shop.” There is a deeper cultural problem with regard to some of these issues.

Because we publish our addresses as local authority members, we have been the victims of direct action at our house. We had somebody who was clinically diagnosed as mentally ill waiting outside my son’s school and waiting outside the house—somebody who had made threats to take my children. I think people sometimes do not understand that behind the politician—the face, and the person on the ballot paper—is a network of family and friends, and that we have a personal relationship with our family and friends and a duty of care to them. Because I am fearful about the impact on them, I am always very protective of my family and careful of what I say about some of the things I see and hear. I should say that on the most serious occasion, the police and the council were very good.

To put my personal experience into perspective, the most shocking thing that I have come across was the experience of an Asian woman councillor in Oldham. She dared to be in her 30s and not married, and her political opponents used that against her in an election campaign. She was campaigned against by the opposition but also, I have to say, by some registered members of the Labour party, even though she was a Labour candidate. The police, the authorities and political parties have a responsibility to set the bar high and to make sure that complaints are dealt with quickly in a way that is fair on the victims and fair on those who have been complained about. Allowing complaints to drag out for years on end is to nobody’s benefit.

The candidate I have just mentioned lost her seat as a result of that direct targeting. The worst part of the campaign against her were the people who came down the street outside the polling station in cars and shouted through megaphones, “It’s time to vote for a real man.” If her opponents believed that the candidate was weak and easily intimidated, they massively underestimated the person they were up against. She is one of the strongest people I know in politics. That situation still has not been resolved, and the people responsible have still not been held to account. I found that example the most shocking.

We need to look, in our politics—in this place as well as outside it—at the tone of our debates and what we say to each other, because people take their cue from that to some extent. Equally, we should be absolutely clear that there is a line that is continually crossed, and that the response from organisations such as, but not limited to, Twitter and Facebook is unacceptable on too many occasions.

Finally, I have heard a few times the comment, “People are different on social media, aren’t they? If you met them walking down the street, they would not dare to act in the way they act online.” I do not believe that for a second. I think that what we get on social media, from someone who is at their keyboard in their bedroom, is the real person. We see them without the veneer that they maintain outside because they are worried about being seen for who they are.

I am listening carefully to the hon. Gentleman. Does he not agree that a lot of these people are intrinsically cowardly and that they would not do to our faces what they think they can get away with when they are sitting in their little attic room typing out abuse in the middle of the night, knowing that we do not know who they are?

I am not sure that I would take entirely what the right hon. Gentleman says, because there is a danger, if we follow that train of thought, of assuming that the person who is committing that kind of abuse cannot be dangerous. My concern is that people who continually harass and obsess about public figures do have the capacity to take it further—we have seen that, of course, with the loss of one of our friends from this place—so I would be careful not to jump to that conclusion. But the right hon. Gentleman is right to say that, at heart, those people are cowards.

Some of my colleagues have gone through abuse at a level that I cannot comprehend. Regardless of colleagues’ political beliefs, regardless of how they have voted in this place and regardless of what they have said in the printed media, they have my absolute support and back-up. Whatever the House of Commons needs to do to tackle this, I guarantee my support for it.

I thank my right hon. Friend the Member for Leigh (Andy Burnham) for opening this debate and allowing so many interventions. We have been able to take part in a very active and constructive debate.

As much as we talk about numbers, it is important that we talk about the crux of the issue, which is how it affects the people we are here to represent and their everyday experience of the changes to the police service. I have wondered throughout the debate what the Home Secretary thinks is the measure of success, because I am struggling to understand it. We talk about police numbers, which are important for some but not for others. We talk about crime figures, and some will say they are accurate and some will say not. We talk about the number of police stations and facilities, but are they important or not? It is very difficult for me and for a lot of people in the community to fully understand what on earth is going on with policing in this country.

I can say, though, that in Greater Manchester the number of police cut is now over 2,000. The Minister knows that, because the House of Commons Library has provided that information and so it is on the public record, but he might not know that the number of police stations in Oldham borough has gone down dramatically. The police station in Royton has closed, the police station in Failsworth has closed, the Limeside police post has closed, the Chadderton police post has closed, Uppermill police station has been downgraded, and the custody cells at Oldham police station have been closed. On top of that—of course, justice is not isolated to the police—the magistrates court and the county court are closing. The Minister will not know how many police stations are closing in Oldham, because when I wrote to the Home Office to ask whether it collated information on that, it said it did not, so it does not even know how many police stations are open. That is very significant. Tomorrow, the police station in Failsworth will be sold to the highest bidder at public auction. The irony is that just down the road is Failsworth lodge, which Sir Robert Peel attended to be taught as a private school-educated youngster, and now the police station in that town is being sold.

Crime is up by 14% in Greater Manchester. Sexual offences are up by 46%, violent crime is up by 36%, shoplifting is up by 9%, vehicle crime is up by 8%, and theft is up by 5%—little wonder, with fewer police and fewer police stations, and £200 million taken from Greater Manchester police. Were it not for the police and crime commissioner, Tony Lloyd—a fantastic advocate for policing—and the hard-working and dedicated police officers, the situation would no doubt be far worse. It cannot continue, because on top of all that we have lost community centres, youth centres and youth workers. We talk about prevention, and that community infrastructure is absolutely crucial for finding out what happening on the ground to help the police service do what it does best.

No. Perhaps we should look carefully at the only force in the country that is cutting the precept—Hertfordshire, in my part of the world. Why is it cutting it? Because part of the reserves that have been built up over the years will be used.
