It is an honour to serve under your chairmanship, Mr Evans. It is also a great honour to follow the hon. Member for Liverpool, West Derby (Stephen Twigg)—the two years I spent on the Select Committee under his chairmanship were among of the most enjoyable of my time in Parliament. He has been a great Chair of the Committee and it is the House’s loss that he is standing down. However, I am sure that he will make a huge contribution to the area in question in his future career, wherever that will be.
I declare an interest as a board member of the Liverpool School of Tropical Medicine. I want to talk about neglected tropical diseases, an area in which the school does great work, which is why I am declaring that interest. I am also chair of the all-party parliamentary group on malaria and neglected tropical diseases.
I want to pay tribute to the hon. Member for Wirral South (Alison McGovern). I seem to remember that in the 2010 to 2015 Parliament, when we produced the first report on DFID and disability, she was one of the main instigators of work in that area, along with my hon. Friend the Member for Mid Derbyshire (Mrs Latham) and myself.
There are three areas that I want to address: neglected tropical diseases, jobs in the private sector, and nutrition. All of those have a strong relationship with disability and DFID’s work on it. Neglected tropical diseases are those that, as the name suggests, have been neglected, but I am glad to say that they are much less neglected than they used to be, because of the strong work done by many around the world—not least DFID and the United States, and increasingly now other countries, such as Germany.
It was a great honour when I recently chaired a meeting of the all-party group where we helped to publicise DFID’s new programme on accelerating the sustainable control and elimination of neglected tropical diseases. ASCEND covers five of the worst diseases: trachoma, lymphatic filariasis, onchocerciasis, schistosomiasis and visceral leishmaniasis. There are two programmes within ASCEND—one covering east and central Africa and one covering west Africa. The programme aims to accelerate sustainable control and elimination of neglected tropical diseases and is spending £200 million over the period between this September and March 2022.
The work that I have seen on tackling neglected tropical diseases, particularly in Africa but also elsewhere, is not only essential but incredibly cost-effective. DFID did an evaluation of work on NTDs and said that it paid back something like £30 or more for every £1 spent. Why is that relevant to disability? It is simple: those diseases, even if people are treated for them, lead to disability, or in some cases they cause disability that can then almost be cured by the treatments.
A few weeks ago I had the honour of visiting, with the hon. Member for Stockton South (Dr Williams), a clinic in Rombo in east Kilimanjaro, where we saw surgery being performed on people’s eyelids, through the Commonwealth Fund and with the help of Sightsavers and DFID. The people had a condition that almost removed their eyesight, but after a few days they could see much better. It was wonderful, because often those were people in their 60s, 70s or 80s—there was even one woman in her 90s—and they were suddenly given a new lease of life and could perform tasks that they could not perform before, because of that simple but hugely beneficial operation.
Another great thing about that experience was that I saw the ophthalmic surgeon not only performing the operation but teaching two highly skilled nurses how to do it; it was training as well as an operation. What gave me great joy was the fact that at the end I shook the surgeon’s hand and he asked my name. When I gave it he said, “Are you related to Dr Lefroy?” I said, “Yes, she’s my wife.” He said, “She trained me at the medical school in Kilimanjaro, the best part of 20 years ago.” It was lovely to see the link between the work that Janet did all those years ago, training a young man who is now an experienced eye surgeon and who also trains experienced eye nurses. That gave me great joy, but probably not as much as seeing those men and women undergoing a quite difficult operation with great fortitude and stoicism, having their eyes bandaged, and then moving out, knowing that in two or three days’ time their lives would be made a lot better by being able to see. They would be able to perform jobs and tasks, and engage in activities that they would not otherwise have been able to do.
I remember a second visit, a few years ago, just south of Dar es Salaam in Tanzania, where we saw a programme, also with DFID funding, working together with the Tanzanian Government. The point I would make is that those programmes are working together with the Government in health facilities supported by the Government, whether they are faith-based or Government-owned. They are integrated into the Government system. They are supported by other organisations such as Sightsavers, which is excellent, as the hon. Member for Liverpool, West Derby has said, but they are integrated into the work that is already going on.
The programme I saw was tackling lymphatic filariasis, otherwise known as elephantiasis. It is a very disabling disease and, as the name suggests, it causes the swelling of limbs. People were being taught how to look after and treat their condition so that they would be able to work again. The other element of the programme was to take away some of the stigma. As the hon. Member for Liverpool, West Derby has said, stigma is a big issue in connection with disability, and there is great stigma attached to lymphatic filariasis.
I want to praise the work that DFID, its partners and others in the sector are doing, and to encourage the United Kingdom to continue the work. The programme is worth about £60 million to £70 million a year, and it has a huge impact. If one considers that the number of people affected by NTDs around the world is in the order of 1.4 billion—these programmes are helping hundreds of millions to cope with disabilities, and are treating and preventing disabilities—one can see how important that work is.
The second area that I would like to tackle is jobs and livelihoods. The report is very good on that, and section 113 and those following it talk about the private sector. Again, I have personal experience of this, as my father was disabled. His disability came in his mid-30s, and he found it very difficult to get work. I pay great tribute to the Church of England, because he was a vicar and it supported him. Understandably, in the 1960s he found it very difficult to find places that would accept somebody who was disabled. Nevertheless, he was supported right the way through by the congregations he served in London, which in those days was quite unusual.
From that experience, I have always wanted the United Kingdom to take a lead in disability support within the workplace, particularly within the private sector. I was very encouraged by the example given in the report of the hotel chain ITC Welcom Group, which has produced a disability handbook for industry. It argues that employees with disabilities
“tend to have better attendance records, stay with employers longer and have fewer accidents at work”.
It highlights other important benefits, such as improving the company image and boosting staff morale. That applies in the United Kingdom and across the world. I welcome DFID’s work, together with that of its private equity arm, CDC, in putting that at the forefront of their work.
Nutrition does not feature highly in the report, but I fully understand that not everything can be covered. Just last week I was talking to the head of the World Food Programme for Burundi, where 56% of the population are malnourished. It is one of the poorest countries in the world, but sadly, because of the serious problems with governance there, it has been neglected by the international community. I know that the hon. Member for Liverpool, West Derby shares that view. I encourage DFID to strengthen its support in Burundi.
The point is that if we do not support babies and children in the first 1,000 days—this is shown by work that DFID has done on nutrition, the work that Melinda Gates has done on the issue, and the work of my hon. Friend the Member for Worthing West (Sir Peter Bottomley) and others in this country—the problems last for the rest of their lives. If babies, children and young people do not have access to adequate nutrition, they will be much more susceptible to acquiring disabilities, either at a young age or later. Will the Minister address the issue of Burundi, where I believe there is a hidden nutrition crisis—indeed, more than a crisis? I know he is aware of that, but what can we do about it? How is DFID’s work on nutrition, which is of the highest order, feeding into its work on disability?
I am most grateful for this opportunity to speak. I am very grateful for the work that DFID is doing in these areas. I encourage the Minister and the whole Department to make further progress on their work with disability, but I thank them for what they have done over the past five years, moving from the framework to the strategy, and for taking a leading role in this most important of areas.

There are various ways to do this. I do not expect to succeed in merging the Department for International Development and the Department for International Trade back into the FCO. It is an option that we should explore, and we should look honestly at whether it is the best, but if it is not—I suspect the Minister will argue that—I would very much like to explore ways to increase joint working, because it works at a strategy level.
I take issue with what my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) said about the National Security Council, because I am not sure it works as well as it could when it comes to setting strategy. We need a national strategy council because the National Security Council’s role is still too reactive. It is moving towards integration and looking at strategy, which I will come to if I do not run out of time—I want to make sure the Minister has time to respond.
There are many different ways of doing this, but at a departmental level, the integration to achieve greater effect and greater power sometimes breaks down. Arguably, it can also break down at an ambassadorial level; I will develop that argument in a second. I thank my right hon. Friend the Member for Sutton Coldfield and my hon. Friend the Member for Wyre Forest (Mark Garnier) for their interventions and their important contributions to the debate, which I take in good faith.
Does my hon. Friend agree that one of the problems that we face in integration and influence is that our senior leaders travel far too little in places of importance, such as the whole of the African continent? In the time in which President Macron has visited the African continent more than 10 times, our Prime Minister has been able to visit only once. It was the first time a Prime Minister has visited Kenya—one of our strongest allies—since the days of Margaret Thatcher.
My hon. Friend makes a very good point, and I would love to see Ministers do that more—I hope the Minister will not then blame me for jetlag if he ever has it. That is an absolutely sensible point. I will crack on, because I do not want to run out of time.
We have a tendency towards reactivity. We have a National Security Council, as my right hon. Friend the Member for Sutton Coldfield articulates. We have an Africa strategy, and we are developing a China strategy, so we are integrating more, but I would argue that we need to turbocharge it, push it and institutionalise it to greater effect. One way to do that is to change the nature of the National Security Council and turn it into a national strategy council. It would have two roles: it would have the reactive role that it has at the moment, and it would institutionalise and formalise a strategy role to set up whole-Government policy towards different parts of the world. That is beginning to happen; the National Security Council has within it committees that look at different parts of the world and themes. However, for me it is not institutionalised enough. There has been a lack of political leadership, as there often is nowadays—this relates to the point that my hon. Friend the Member for Stafford (Jeremy Lefroy) made about travel—to integrate Departments so that we maximise the value of our power.
I congratulate my hon. Friend the Member for Isle of Wight (Mr Seely) on securing this timely debate. I mean “timely” in the broader sense, as we are nearly out of time in this Parliament, but I am sure that the ideas that he adumbrated will form part of the election campaign, in which parties and candidates of all stripes will be able to put forward their views on our foreign policy—views that may well be taken up by the next Government. I pay tribute to him for all that he has done to inform and challenge the Government’s foreign policy making, both as a member of the Select Committee on Foreign Affairs and through his thoughtful contributions in print, of which I have two submissions to hand. I also congratulate all colleagues who are present. As my hon. Friend the Member for West Worcestershire (Harriett Baldwin) said, not every political party is represented, but those who are here are respected across the House.
There is no doubt that we face a world of increasing uncertainty. The rules-based international system is under challenge. Trading tensions, climate change and growing populations mean greater competition. New technologies need to be properly harnessed to ensure that cyberspace cannot be hijacked for malign purposes—my hon. Friend the Member for Isle of Wight made that point cogently and eloquently. Those challenges involve threats to our interests that we need to identify and overcome, but they also offer opportunity, from the economic potential of innovating to tackle climate change to the commercial possibilities offered by the dynamic economies of Asia, or the growing populations of Africa.
My hon. Friend the Member for Stafford (Jeremy Lefroy) mentioned Africa, and I agree with him: Ministers should travel more. I draw his attention to the current rather challenging parliamentary arithmetic, which means that the most powerful person in the House of Commons is not the Prime Minister, the Chancellor of the Exchequer or the Foreign Secretary, but the Government pairing Whip, who allows us to travel. Perhaps in a new Parliament with a different arithmetic, Ministers will be able to travel much more.
Does the fact that British foreign policy suffers because Ministers are understandably tied to Parliament not point to a fundamental problem in our country? We do not have the ability to get out there, unlike our counterparts with presidential systems.

I share the hon. Gentleman’s frustration in this regard; I really, really do. But it is a sad fact that the tools in our toolbox are limited. What we can do is continue to make it clear to our interlocutors that this is not acceptable, right or proper, and that if Iran wants to restore its reputation, the early release of Nazanin and other dual nationals will go a very long way. It is the right thing to do, and I urge Iran to get on and do it.
I thank the hon. Member for Hampstead and Kilburn (Tulip Siddiq) for constantly raising this case, and pay tribute to Nazanin, Richard and the whole family for their enormous courage in this terrible ordeal. May I also thank my right hon. Friend the Minister for what he, his colleagues and his predecessors have been doing? I think he is right that there is a limit to what can be done. Nevertheless, persistence in raising this case day in, day out and week in, week out is so important to show that this House and the Foreign and Commonwealth Office will never forget it.
I absolutely agree. Look, we want to make progress with Iran on a whole range of fronts, but it is difficult to do that when high-profile things of this nature remain to be dealt with. My constant message is: let us deal with this; let us get this done; let us do the right thing; and let us bring Nazanin and other dual nationals home.

Commons ChamberI very much thank my hon. Friend for what he is saying. Does he agree that we should approach all this in a real spirit of humility, because we ourselves in this country have seen religious persecution over the centuries? However, we know what it is to put that behind us, and the advantages it brings to our society when we do not do it any more. I myself come from a Huguenot background: we fled to this country because of religious persecution elsewhere. British people have had to flee to the low countries—the Netherlands—because of persecution here. We need to approach this in a spirit of humility, as well as of upholding the name of Jesus Christ.
I absolutely agree with what my hon. Friend says. He is a true example of somebody who is living a Christian life, and he is absolutely right when he says that the UK was the first country to establish human rights such as freedom of religion. It was we who established this, and spread it around the world—to America, and to Australia and New Zealand. It was in 1547 that the freedom to read the Bible in public was first established, and it was 1559 when we first had the freedom to interpret the Bible without Government interference. There are centuries of examples of Britain leading the way in protecting religious freedoms of all kinds, and certainly in standing up for Christianity.
The hon. Member for Strangford (Jim Shannon) has an enormous heart and often speaks from it. I admire, respect and have affection for him.
I welcome the final report of the Bishop of Truro and thank him for it. I commend the depth of research in it. I want to speak rather technically about some of the recommendations, but before that—and more briefly than I would have liked—I want to affirm what colleagues have said. It is so important to protect the right to freedom of religion or belief; when it is encroached on, that so often also involves the violation of other human rights, including the right to life, the right to be free from torture, inhuman and degrading treatment or punishment, the right to freedom of assembly or association, the right to freedom of expression and many more.
That recognition must be clearly visible in the strategy of the Foreign and Commonwealth Office. Protecting the right of freedom of religion and belief is so important because its violation is often the root cause of so many other human rights violations across the world, as we have heard today.
I praise my hon. Friend for all the work she has done, along with my hon. Friend the Member for Strangford (Jim Shannon) and others in this House.
Most countries in the world have signed the universal declaration on human rights. That is there—it is a commitment that they have made. All who have signed it, including the United Kingdom, need to be held accountable. Every year, the United Nations needs to hold to account all the nations that have signed the declaration but are not living up to it. Does my hon. Friend agree?
Absolutely. I commend the report’s recommendation that the UK engage better with international human rights mechanisms, but I do not think that the recommendation for a universal periodic review will help enough. A review conducted every three or four years is not enough to enable us to address some of the freedom of religious belief-related issues.
As my hon. Friend said, we need a solid review plan for a rolling oversight of the FCO’s obligations under the universal declaration of human rights and the international covenant on civil and political rights—international standards—so that we can monitor the situation of the affected communities, tailor the FCO’s response and oversee implementation. For that reason, I am somewhat sceptical about the suggested introduction of a diplomatic code. Actually, we have the international standards; we should be judged against those.
I commend the recommendation for the UK to champion the call for other countries each to have a special envoy position for freedom of religious belief—something that I emphasised in my communications with the independent review. I stress that we need to strengthen the mandate of our own Prime Minister’s special envoy on freedom of religious belief, to ensure that he has all the resources and powers that he needs to be effective. I am not sure that that is the case at present. I see the good work that Lord Ahmad is doing, but time and again I see how stretched he is. I wonder whether the role should be distinct from that of a Foreign Office Minister, so that action on many of the review’s recommendations can be held to account independently.

I absolutely agree, which is why the UK’s role in tackling TB is so important.
As a country, we will pledge up to £1.4 billion to the latest round of the Global Fund, which will help to provide life-saving antiretroviral therapy for more than 3.3 million people living with HIV, support treatment for 2.3 million people living with tuberculosis, and distribute 92 million mosquito nets to protect children and families from malaria. The UK is the second largest donor to health aid, having contributed $5 billion over the past 30 years. I believe that is something that we as a nation should celebrate.
This global effort, which is being led by the United Kingdom, is changing the world. Child survival rates are one of the greatest success stories, with child mortality levels more than halving since 1990. However, there is still a huge distance to go. Although access to healthcare is improving globally in both developed and developing nations, progress is slow and the gap between countries with the best and worst access to healthcare shows little sign of closing. We need to address that, which is why I support calls from Save the Children for the UK to champion a universal health coverage approach at the UN’s high-level meeting on universal health coverage in September—something my right hon. Friend the Member for North East Bedfordshire has already raised.
This is not about dictating to other nations how they should manage public finances. It is about explaining the benefits of investment in healthcare—not only in improving the health of local populations, but in facilitating improvements in education, poverty and long-term economic development. The UK should champion the principle of healthcare being free at the point of use, and support Governments to increase health spending to 5% of GDP and integrate nutrition and immunisation into national healthcare plans.
Access to universal health coverage needs to be as broad a principle as possible. In some areas, a little investment can make a huge difference to people’s lives. Cerebral Palsy Africa is a charity based in Duns in Berwickshire in my constituency, and it provides support to enable children to attend school in Ghana and other African countries. It was set up by physiotherapist Archie Hinchcliffe, after she saw what rehabilitation could do for young cerebral palsy sufferers—the condition was simply not seen as a priority in many African nations. That is despite early intervention making a huge difference to the lives of sufferers. DFID’s small charities challenge fund recently awarded the charity £50,000, which is being used to train special needs teachers and specialist physiotherapists in Africa. We should all welcome that, and it demonstrates how funding from the United Kingdom Government can have a real impact on UK-based charities working in other parts of the world.
Does my hon. Friend agree that DFID’s small charities fund is an excellent innovation? In fact, we should see far more resources from DFID channelled through that to support all those great initiatives in our constituencies. They often offer the best value for money.
My hon. Friend makes an excellent point. All of these are very good examples of where UK money is invested locally but the benefits are felt all around the world. Very often, it is volunteers from the UK who ensure that funds are spent to best effect.
Although we absolutely must lead the fight against worldwide killers such as HIV and TB, supporting treatment and therapy for rarer conditions has to be part of the move towards universal healthcare coverage. Again, I congratulate my right hon. Friend the Member for North East Bedfordshire on securing this important debate and allowing hon. Members to highlight the great work that the United Kingdom is doing around the world to improve the lives of so many people.

The battle of El Alamein was the turning point in the whole north African campaign. Anybody who has studied maps of the battlefront and topography of El Alamein will realise the extraordinary importance of landmines in that operation. A Pole, Józef Kosacki, invented the mine detector, which was successfully used for the first time in 1941, in El Alamein. As I said, that battle was the turning point in the north African campaign. The allied forces and the axis powers were very finely balanced at that juncture in 1941. Imagine if we had lost and Rommel’s forces had managed to push forward beyond Egypt and take the oil fields of the middle east. The events that unfolded in the second world war may have been very different. We therefore celebrate the great contribution of Józef Kosacki, a great Pole who died in 1990 and who invented the mine detector.
The hon. Member for Coventry South (Mr Cunningham) mentioned Monte Cassino. Once the Polish and British forces had gone through El Alamein and Tobruk, retaken Benghazi and Tripoli, and gone through Tunisia, they came up through Sicily and the spine of Italy, finally reaching the Gustav line, which was part of the most strongly fortified, highly elevated defences across the spine of Italy, which were perceived to be impregnable. The most difficult part of the Gustav line was Monte Cassino itself. On 18 May 1944, at 9.45 am, a patrol of the 12th Podolski Lancers Regiment reached the ruins of Monte Cassino. They put a Polish flag there, followed shortly by a British flag.
It is easy to talk about some of those sacrifices and statistics, but today in my House of Commons office I watched the YouTube video of the battle at Monte Cassino—hand-to-hand combat, throwing grenades at each other, and being fired upon all the time. It was perceived to be one of the bloodiest and most difficult battles on the whole of the western front during the second world war. At Monte Cassino alone, the Poles lost 923 men who died, 2,931 injured and 345 reported missing. It is in the lexicon of the whole of the Polish narrative—all Poles carry Monte Cassino close to their heart.
I had better stop talking about Monte Cassino, or I will start to well up. A song called “The Red Poppies on Monte Cassino” symbolised the extraordinary amount of blood spilled by Polish soldiers to reach the top in order to liberate it. We are not allowed to speak in foreign languages in the Chamber, but in Polish the song is called “Czerwone maki na Monte Cassino”, which translates as “The Red Poppies on Monte Cassino”.
I am most grateful to my hon. Friend and neighbour for giving way and for his wonderful speech. Has he had the opportunity to visit the National Memorial Arboretum in my county of Staffordshire, which has a statue of a Polish soldier at Monte Cassino, as well as three other statues of Polish servicemen? The statue was unveiled about 10 years ago in a fitting memorial to the huge contribution made by Polish forces during the second world war.
I am grateful to my hon. Friend and near neighbour for mentioning that. These Westminster Hall debates throw up all this interesting information, including about the arboretum in his constituency. I very much encourage members of the public watching the debate on television throughout our country to take advantage of a visit to Lichfield, near his constituency, to look at the wonderful arboretum and at that memorial.
General Anders, who led the Polish forces at Monte Cassino, said:
“Twenty two days under constant fire, in terrible conditions, seven days of fierce struggle to break German defences…It was not just the Battle of Cassino, it was a battle for Poland.”
That was from his book, “Without the Last Chapter”.
Recently, we saw the commemoration of the D-day landings on television. Our Prime Minister joined Mr Morawiecki, the Polish Prime Minister, on the 75th anniversary of those important landings. D-day, 1944, was the start of the liberation of the whole of the continent of Europe. Again, the Poles were there at D-day, even though only the month before they were fighting at Monte Cassino. Polish airmen took part in protecting the convoys of soldiers moving towards Normandy. Polish ships took part in Operation Neptune, the naval part of the D-day landings. And, later in the campaign, the Polish 1st Armoured Division, attached to the British and Canadian forces, landed to take part in the fighting around the Falaise pocket.

Commons ChamberIt is a great pleasure to follow the hon. Member for Tewkesbury (Mr Robertson). I congratulate him on securing this opportunity to scrutinise in the main Chamber DFID and its work. I agreed with every single word that he said. His speech demonstrated that there is strong cross-party support for this commitment.
It is opportune that we debate the Department’s estimates this year because we are in the 50th anniversary year of the Pearson commission, which was under- taken by the World Bank and which first suggested a commitment of 0.7% of gross national income for countries to follow. The United Kingdom met that target in 2013. As the hon. Gentleman rightly reminded us, we are alone among the major economies in the world in achieving that target and one of just eight countries to have done so.
The cross-party commitment is incredibly important. I agree with what the hon. Gentleman said about the importance of the 0.7% commitment and the importance of DFID as a stand-alone Department—a voice for development in the British Cabinet, but also a strong British voice in international institutions. DFID has earned, rightly, enormous praise in international institutions as a strong leader on development. I also agree with him that those of us who support the 0.7% target and DFID have an added responsibility to demonstrate value for money, to call to task when there is not value for money, and to ensure that every penny of taxpayers’ money that goes to international development is spent wisely and efficiently.
Another point that we should make, although it is not a focus for today, is that if we are to achieve the sustainable development goals—the ambitious Agenda 2030 programme to which the world is committed—aid alone will not get us there. Aid will be a fraction of the resources required to achieve those goals around the world, but especially in the poorest countries. Mobilising other forms of capital, including private sector investment, will be vital. I strongly agree with the hon. Gentleman that it is vital that we assist those countries to develop strong tax collection systems so that they can collect taxes from domestic taxpayers and international companies operating there.
The hon. Gentleman makes an extremely important point. Does he agree—this has been brought up by the International Development Committee, which he so ably chairs—that what the UK needs in addition to DFID, or perhaps inside or alongside DFID, is a development bank, which so many other major economies have but we do not?
I am delighted to take that intervention from my friend the hon. Member for Stafford (Jeremy Lefroy), whom we miss on the Committee. He is an extremely eloquent and powerful voice for international development in this House and beyond, not least through his role in the World Bank parliamentary network. I am very sympathetic to his point about having our own development bank. I have just come from an event with the Commonwealth Development Corporation, which performs some of those functions, but I know that he argues for a distinctive UK development bank, and I hope that he will have an opportunity to elaborate on that later in the debate.
I will comment briefly on five areas, all of which were covered by the hon. Member for Tewkesbury: humanitarian versus development; multilateral versus bilateral; localisation and small organisations; scrutiny; and addressing some of the issues with non-DFID official development assistance.
We know that the world is facing some huge crises. Some of them are global, such as climate change, and some are a consequence of natural disasters, but many of them are man-made—person-made—and often a consequence of conflict. We look at Syria, Yemen, the Democratic Republic of the Congo, South Sudan and the crisis affecting the Rohingya people of Burma, most of whom now live in neighbouring Bangladesh. In that context, the distinction between what is a response to a humanitarian situation and what is development is increasingly irrelevant. People are escaping conflict and living as refugees or internally displaced people for large parts of their lives. Children are spending their entire childhoods displaced. They need humanitarian assistance, but they and their communities also need development support.
That is why the International Development Committee has focused so much on the importance of investing in global education. As the Minister well knows, we have consistently called on the Government to devote a larger part of the UK’s development assistance to education. I welcome the commitment that she made recently—at the last but one DFID Question Time—to the UK increasing our commitment to Education Cannot Wait, the multilateral fund aimed at supporting children and young people in emergency situations. I encourage her to put today, or quite soon, a figure on that commitment—and for it to be a high figure—because the earlier we make a pledge on Education Cannot Wait, the more likely other donors are to follow so that we can ensure that that excellent fund can play its part to support education in emergencies.
That brings me on to the broader issues around multilaterals and bilaterals that the hon. Member for Tewkesbury set out fully. First, let me strongly echo my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty): we hugely welcome the commitment that was made on the Global Fund over the weekend. It is really excellent news that the Government have made that commitment to replenishment, and have made it early, which has lessons for replenishments in other areas and again demonstrates strong leadership in this field. The last-but-one Secretary of State—I think we are on the fourth Secretary of State since I took over the Chair of the Committee four years ago—oversaw the multilateral development review. That was a very thorough piece of work by the Department looking at the relative strengths of different multilateral institutions and showing that some of those working in the health field, notably the Global Fund, came out very strongly.
Interestingly, other institutions that came out very strongly—the right hon. Member for Witham (Priti Patel) oversaw the review—were the European ones, including the European Commission. I have been encouraged by the responses that we have had from Ministers about the issues that we will face in the event of Brexit and about ensuring that the excellent programmes that are provided through European institutions, like the European development fund, do not suffer as a result of Brexit. What we should have uppermost in our minds is the needs of those who are benefiting from those programmes. I urge the Minister, and the Government more generally, in deciding whether to continue to work closely with and fund European development programmes after Brexit, to follow the best evidence as to what is good for the beneficiaries. I hope that whoever the Prime Minister is, the Government will not be guided by an ideology that says, “We can’t work with European institutions.”

Commons ChamberMay I say gently to the hon. Gentleman that the cause of the problems is that destabilising activity by Iran has continued even after the JCPOA? It has had success in restraining Iran’s nuclear ambitions, and that is why we continue to support it, but we are not going to get proper peace in the middle east unless we end those thoroughly destabilising activities.
This year, the UK is spearheading a global campaign on media freedoms, and our diplomatic missions around the world have stepped up their activity accordingly. We have announced the appointment of Special Envoy Amal Clooney, establishing a high-level panel to drive legislative reform throughout the world, and we will announce further practical steps with wide international support at next month’s UK and Canada-led conference.
I welcome my right hon. Friend’s answer, but at least 94 journalists were killed in the course of their duties last year. Will he and his ministerial colleagues undertake, on every occasion when they travel overseas or meet foreign Heads of State, to raise this issue, which is so vital if we are to get real news, not fake news?
My hon. Friend is absolutely right. As it happens, at the weekend I was in Tehran, and I made the points that he has made to my interlocutors. It is absolutely vital that journalists are able to do their work unhindered and certainly unthreatened, and the secret to peace and prosperity across our world—our troubled world—today is the ability to have the transparency that is the stock in trade of journalists.
I pay tribute to my hon. Friend’s excellence as a trade envoy between the UK and Ethiopia. Ethiopia’s trade has increased by some 80%, which must surely be one of the records among trade envoys.
We are truly appalled by those killings, and our thoughts are indeed with the people who have been affected by them. We support Ethiopia’s progress in political and economic reforms, and we do not want such events to influence that agenda.

Friend agree that the rule of law is only there if one looks at the rules themselves, at how they are made, and at punishments? In addition, they should be underpinned by the universal declaration of human rights. That is what the rule of law means.
I would agree with what my hon. Friend says. He takes these matters seriously, and has dealings with leading figures from Taiwan who are based in London. He will be aware of the constraints that we are under in the Foreign Office and the Ministry of Defence in standing up for One China. Equally, there is a terrific amount of work that goes on in relation to trade and in educational exchanges with Taiwan. Taiwan is succeeding very rapidly as a country, not least because it stands up for the rule of law in the way in which my hon. Friend describes.

The hon. Gentleman makes a valid point. He is right—we have mentioned in recent six-monthly reports that we have had a sense, as he said, that there has been an erosion of individual rights. There has not been an erosion of commercial rights. In many ways, the commercial thing continues at quite some pace.
Ultimately, it must be for the people of Hong Kong to determine the way in which they appoint both their Chief Executive and their Legislative Council. I think there will be a move towards reform in that regard. As the hon. Gentleman is well aware, there are safeguards, and within that there is an electoral system for groups. As for the election of a Chief Executive, that is largely led by Beijing. It is worth pointing out that we have worked closely with Carrie Lam. I have met her on a couple of occasions, and she is a dedicated public servant. To be candid about talk about removing her from office, one should be careful about one wishes for, because if someone else were appointed, particularly under the current rules, they could be a much more hard-line Beijing figure.
