What I can confirm is that people on universal credit will see an inflation uplift that will be worth about £600 to the average family; people on benefits will receive £900 of support; pensioners will receive £300; and disabled people will receive £150. There will also be £500 off the average fuel bill. We are thinking about those people front and centre.

I congratulate the Chancellor on making capital transport projects a central pillar of the future growth strategy. Will he be reprioritising any of the schemes that are in development? He correctly mentioned East West Rail, which would be an excellent choice. As the new Chair of the Transport Committee, it would be useful to have some clarity on which projects he is prioritising. On his other transport announcement about the extension of vehicle excise duty to electric vehicles, will the revenue from that be hypothecated for the roads budget, as is VED on existing vehicles?

My hon. Friend has campaigned hard for East West Rail and I am happy to confirm that, as a result of the difficult decisions that we have taken today in the round, it will proceed. It will make an enormous difference to our country, because of the connectivity that it will provide between two of the greatest universities in the world. It is a very important step forward for the country. With regard to the extension of VED to electric cars, which we are doing at the point at which half of all cars sales in the UK will be of electric cars, it asks people who have electric cars for £165 a year. Given that we have spent £2.5 billion on electric car charging points, I do not think that that is an unreasonable request.

Oxford, Cambridge and, of course, Milton Keynes are part of a globally significant area with world-leading technology, life sciences and space sectors. However, their growth potential is constrained by poor connectivity, a lack of lab space and high housing costs. The Government are committed to working with local authorities and other stakeholders to unlock growth. The first section of East West Rail is in construction and will bring benefits to my hon. Friend’s constituency in 2025.

I congratulate my hon. Friend on his appointment. A few weeks ago, the hon. Member for Cambridge (Daniel Zeichner) and I hosted an event for the East West main line partnership to launch its report, “Building Better Connections”, which sets out the wider economic benefits of the arc as a whole and the rail line in particular. I urge my hon. Friend to read that report and assure me that any investment decisions will be based on the wider economic benefit, not just on a narrow cost-benefit analysis.

I am grateful to my hon. Friend for his fine words and welcome. We will consider that report with interest, and I was glad to hear about the event that he hosted with the hon. Member for Cambridge (Daniel Zeichner). I pay tribute to my hon. Friend as a long-standing champion not just of the East West Rail connection, but of the wider growth opportunity that links in with that. This is such an important area not only for international competitiveness, but for the UK economy. As he knows, the first section of East West Rail is already in construction and we will set out the next steps on the later stages shortly. I reassure him that we recognise the significant economic growth that the project could unlock by increasing connectivity and supporting the region’s high productivity sectors.

May I start by wishing you, Madam Deputy Speaker, and colleagues across the House, a very happy St Andrew’s Day. Perhaps after this heated and charged debate, we might all enjoy a little of Scotland’s national drink to toast what unites us and what divides us.

I will endeavour to reply to as many Members as possible in the few minutes that I have. I apologise if I am not able to pick up on everyone’s comments. As it is St Andrew’s Day, it is probably appropriate for me to start by referring to the hon. Member for North East Fife (Wendy Chamberlain) who is, sadly, not in her place at the minute, but her seat contains St Andrew’s. She made a couple of important points, but this debate is a wasted opportunity today. If the real concern for the separatists on the SNP Benches was to take forward the debate on standards in public life, we could have had a debate on the Committee’s report and some of the related issues on that, but, no, they chose not to do so. The hon. Lady also suggested that the centralising power of the Scottish Government could properly be examined—issues that really matter to people in Scotland. But no, we did not discuss that.

It is disappointing but not entirely surprising that we have spent our time today responding to the desire of SNP Members once again to engage in the divisive, splitting-up policies that appeal to their fan base in the wake of their recent conference. Perhaps, as my hon. Friend the Member for Burnley (Antony Higginbotham) pointed out, it is to give them fresh social media clips to post on Twitter and elsewhere. It was pointed out to me during the debate that SNP command and control was tweeting about this debate using an old photograph of the Chamber, so unless SNP Members have had a complete costume change during the debate, perhaps this is the fresh material that they need.

Of course, I did not expect SNP Members to arrive here with a long list of the ways in which membership of the Union benefits Scotland, or the many ways in which this Government are investing in the future of Scotland as we navigate our way through the pandemic. They want to talk of the Prime Minister’s conduct. I am happy to talk of the Prime Minister’s conduct in securing for Scotland the roll-out of the covid-19 vaccine, saving lives and stopping the spread of the virus. Today, the conduct of the Prime Minister has been to set out how we are going to ramp up the booster programme to give us the best possible defence against the current variant.

The hon. Lady must forgive me; I have to respond to a lot of her colleagues.

We could have been debating the important issue of how we respond sensibly to this new variant. Of course, I would not expect the SNP to highlight the way in which this Government have supported thousands of businesses in Scotland, with more than £4 billion of loans through the bounce back loan scheme and the coronavirus business interruption loan scheme. It took 13 minutes only for the reality to be revealed—that this is actually all about separation and the SNP’s desire to achieve it. That is what this is all about, not the real issues that are of importance to the people of Scotland.

Let me turn to the contribution of the shadow Minister, the hon. Member for Oxford East (Anneliese Dodds). I do feel some sympathy for her, given the massed ranks of two colleagues with her—two and half perhaps; I am not quite sure where Labour is with that. The hon. Lady said something quite surprising. She said that Labour Members are not here today because it is an SNP debate, as if that exempts them from talking about these issues. Has Labour given up in Scotland? Does it fall solely to the Conservative party to be the defender of the Union? I really think that her colleagues should take a little bit more interest in this matter.

My right hon. Friend the Member for West Suffolk (Matt Hancock) made a hugely important contribution, spelling out the reality amid all the false accusations about the procurement of vital equipment during the early stages of the pandemic. We were in a race against time to get that equipment, and he rightly spelt out what happened. This nonsense about crony contracts is just not fit for purpose. He also made the important point that our vaccine programme was UK-funded, using universities across the UK; that is the reality of the Union.

The right hon. Member for Dundee East (Stewart Hosie), for whom I have a lot of affection—we have worked collaboratively on issues affecting his constituency or nearby—made a number of accusations that I really cannot allow to lie. First, he said that we were engaged in various acts of voter suppression regarding voter ID. I have to reveal to him that we already have voter ID in one part of the United Kingdom—Northern Ireland—and there is no evidence that it suppresses voter turnout. He also cited the boundary review, as if it was unnecessary. I looked up the electorate in his constituency, which is approximately 66,000. I have nearly 100,000 electors, and is it not a basic point of fairness that we each represent approximately the same number of voters? His final point was to reference a Supreme Court judgment. He seems to have forgotten that the Supreme Court recently ruled against the Scottish Government when they tried to exceed the powers of the devolution settlement—and this is a party that talks about respecting devolution. I have to say it was off the mark.

I am not going to be able to respond to many more contributions, but I do have to respond to the very important point made by my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie). At the moment his constituents are without power, heating and basic services. He wants to know how this Government and the Scottish Government can work together to help those people in his constituency. That is what we should be debating today, not partisan red meat to throw at the fanbase to cover up internal divisions over the next steps to independence.

This Prime Minister is passionate about the United Kingdom. He is setting out some of the long-term solutions to the challenges we face, like on social care—an issue that has been ducked by Government for too long. That is the conduct of this Prime Minister. It is a Prime Minister I am proud to serve in this Government, and I urge colleagues to reject the motion before us tonight.

I am grateful for the opportunity to wind up this important debate. It has been passionate, robust and, on the whole, good-natured. We have had over 40 contributions over the past six hours or so. I will do my best to respond to all the points that Members have made, but if I forget or do not have time to respond to every individual point, I hope Members will accept my apologies.

Let me start with the hon. Member for Perth and North Perthshire (Pete Wishart). I do not want to sully his reputation, but I have long admired his passion and humour and the theatrics with which he puts forward his cause. However, on the substance—this will not surprise him, and I do not want to disappoint him—I profoundly disagree.

Let me let me start by debunking this manufactured grievance that the UK internal market proposals, which will be published tomorrow, somehow amount to a power grab or to disrespect for the devolution settlement. That is absolutely not the case. Many Opposition Members have confected another row, before the document is even published and before they have seen it. That says it all.

We have already had some overtures.

I am grateful to the Minister for giving way. I have to say to him that I have received a press release from his Government. Why are the Government briefing on a White Paper, when Parliament has not been informed of this? It is a matter of record between the two Governments that a body will be established that will have oversight over the Bills and Acts that come in front of the Scottish Parliament. That utterly disrespects the referendum in Scotland in 1997, and the Minister needs to think about not just the SNP and the Scottish Government, but the people of Scotland, who voted for devolution.

Perhaps I could provide clarity for the Minister, because he has been assiduous at the Dispatch Box all afternoon—for six hours. I have also received a copy of the embargoed UK Government press release. I received it from “Newsnight” because the right hon. Gentleman and I are both appearing on it to discuss this issue. This is not the Government issuing things early; this is “Newsnight” trying to help those going on it. If the right hon. Gentleman is so confident in his argument, I would have thought that he would have been willing to have a debate with me, rather than wanting to go on 10 minutes before.

My hon. Friend makes an excellent point. When the publication is made available tomorrow, and this House has its proper opportunity to scrutinise it, Members will see that these proposals are all about helping businesses across the United Kingdom. An internal market is not a novel concept. Any country that has a powerful system of federal arrangements or devolution has an internal market structure. These proposals are about making sure that Scottish businesses can continue to trade throughout the rest of the United Kingdom, unfettered, without additional restrictions, barriers or costs, and that they can sell their goods or acquire their supply chain products. That is what this is about. We will see that these are just tired old claims of a power grab. Nothing can be further from the truth. In fact, the truth is that many more powers will be coming not just to the Scottish Parliament, but to all the devolved Administrations of the United Kingdom.

The right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), the leader of Plaid Cymru, said in her contribution that there should be more devolution. I am happy to say that Brexit means that there will be more devolution. Let me give some of the policy areas where that will happen: agriculture, fisheries, chemical regulation, food safety, procurement, waste management, carbon capture, aviation—I could go on and on. There is a long list of powers currently residing with unelected bureaucrats in Brussels that will go down either to this House or, more importantly, to the devolved Administrations, where they will be subject to democratic decision making.

Of course, these will complement the strong existing powers that Holyrood and the other devolved Parliaments have. The hon. Member for Kilmarnock and Loudoun (Alan Brown), among others, moaned that the Scottish Parliament did not get any more powers after the 2014 referendum. Did he not see the Scotland Act 2016, which devolves significantly more taxation and welfare powers to the Scottish Parliament? That is the reality, and all we get from the SNP is manufactured grievances that are straight out of the separatist playbook.

No, we have heard enough from the hon. Gentleman over the course of the afternoon. I am going to reply to some of the points that have been made in the debate.

We have heard the great passion about both referendums in 2014 and 2016. Brexit and Scottish separation aroused great passions, but we have to respect the results of both referendums, and it is deeply patronising to say that people did not know what they were voting for in either case. The SNP says that the people of Scotland did not know about Brexit. I invite it to look at page 217 of its prospectus for independence, where the prospect of Brexit was raised. Is the SNP saying that the Scottish people were too stupid to read it and understand it? We should respect the result of the 2014 referendum, and we should respect the result of the 2016 referendum.

Many of my hon. Friends made this point, but I particularly highlight the contributions from my hon. Friends the Members for Hyndburn (Sara Britcliffe) and for West Bromwich West (Shaun Bailey), who are absolutely right that they are now representing what their constituents voted for, unlike their predecessors. It is disappointing that there are so few Members from the official Opposition here. What is their Brexit policy now? Are they going to respect the result? Are they going to join us in the Lobby to make sure that we do not extend the transition period at the end of tonight, or is their absence today indicative of the fact that they still secretly want to stop Brexit, but dare not admit it?

Let me turn to the issue of extending the transition. As many hon. Members have said—especially the hon. Member for Edinburgh West (Christine Jardine)—the Brexit debate is over. If the SNP truly believed that, we would not be having this debate today. We do not need, as my hon. Friend the Member for Heywood and Middleton (Chris Clarkson) said, a “neverendum”. Business does not need the psychodrama of the last couple of years to endure. Those who say that we will not get a trade deal with the EU are probably the very same people who said that we would not get a Brexit deal concluded at all. We did, and we will.

Let us imagine if this motion today achieved its aims. What would be the consequences? Cost—what would we have to pay to the EU to support its covid recovery programmes as well as all its other expenditure, and as well as our own? Has the SNP quantified that, and if not, what financial support for business and public services would it be willing to see forgone in order that that bill would be footed? What new laws and regulations over which neither this House nor Holyrood had any say would businesses and organisations have to abide by? What would be the cost for the fishing communities of Scotland of being forced to remain part of the wasteful and disastrous common fisheries policy? As my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) rightly said, the European Union will not be thinking of the United Kingdom’s interests when shaping its future policies.

Would extending the deadline make it any more likely that we will reach a conclusion of these matters? I very much doubt it. Having a deadline concentrates minds. If we extend the transition period by a year, I would put serious money on our being back in this Chamber for another debate about extending it for another period. Negotiations are ongoing with renewed vigour, and I do not agree with the prophets of doom who say that we cannot reach a satisfactory conclusion. After all, we are not asking for something new. There is already a trade agreement between the EU and Canada, which we simply want to replicate.

I reject the characterisation of the UK outside the EU as some insular, narrow-minded, protectionist little island—far from it. We want to be an open, welcoming, tolerant, ambitious and free-trading country with global horizons. My hon. Friend the Member for East Surrey (Claire Coutinho) was on the money when she referred to our generous offer to the people of Hong Kong to find a home here in the face of Chinese oppression. That is what this country is about.

There will be huge trading opportunities for businesses in Scotland and across the UK as a result of the trade deals we strike. The hon. Member for Edinburgh North and Leith (Deidre Brock), who characterised me as “cannon fodder”, mentioned the wine trade in her constituency. I used to live in her constituency, and I was very pleased that the headquarters of the Scotch Malt Whisky Society was based there—it was my local. I want to see Scotch whisky exports go much further than they currently are, and the trade deals that we strike will enable that. That is the sort of ambition we should have.

While there are huge opportunities, threats remain. The right hon. Member for Ross, Skye and Lochaber spent much of his speech detailing what he saw as the potential disruptions to trade between Scotland and the EU, but what about the disruptions to trade between Scotland and the rest of the United Kingdom if he and his colleagues had their way? They have set their face against the internal market proposals without even seeing them. They walked away from the engagement discussions that this Government were having with the Scottish Government. As I have said, these proposals will guarantee the rights of Scottish firms to trade and source their products across the UK. The last thing Scottish business needs as we rebuild post covid are the barriers, costs, division and confusion that another independence referendum and separation would entail.

Of course, covid has posed huge challenges for us all. I just find it astonishing that some Opposition Members seek to trivialise and moan about the support that the United Kingdom Government have given. The hon. Member for North Ayrshire and Arran (Patricia Gibson) said that Scotland got less than 1% of the package announced by my right hon. Friend the Chancellor last week. Did she not see that Scottish businesses and people will benefit from the job retention bonus, the kick-start programme and many other schemes? Did she not factor that in? I am afraid that I do not accept this whining, moaning trivialisation of the support that this United Kingdom gives. If ever we needed an example to show that this United Kingdom is greater than the sum of its parts, this response to covid proves it. Of course there are challenges, to all parts of the Scottish economy. My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) told me some concerning things about the impact on Scottish tourism as a result of the measures and announcements of the Scottish First Minister.If we ever needed an example to show that this United Kingdom is greater than the sum of its parts, this response to covid proves it. Of course there are challenges, to all parts of the Scottish economy. My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) told me some concerning things about the impact on Scottish tourism as a result of the measures and announcements of the Scottish First Minister.

It is a pleasure to serve under your chairmanship, Sir Christopher. I, too, congratulate my hon. Friend the Member for South Suffolk (James Cartlidge) on securing this important debate. I concur with everything he said—in the interests of brevity, I will not repeat his comments. I will use my contribution to give the example of Milton Keynes, our surrounding authorities and indeed the whole Oxford-Milton Keynes-Cambridge arc, to show why there is an urgent need for much greater flexibility in the five-year supply requirements.

Milton Keynes has over 20,000 housing permissions granted, yet our build-out rate is such that we have recently been judged by the inspector as not having a five-year supply. As my hon. Friend the Member for South Suffolk and others have suggested, that is the open door for speculative developments, both small and—ironically—large ones. It defies common sense that, if there is an inability to build out existing large developments, developers will have the resources, skills and raw materials to develop new large sites. It just defies logic.

In addition, and as my hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke) mentioned, there are neighbouring authorities to consider. Aylesbury Vale District Council, which is next door to Milton Keynes, is planning substantial new developments right on our boundary, which will be technically part of its authority but for all intents and purposes part of the urban footprint of Milton Keynes, using all our infrastructure and services without those being enhanced to take account of the additional population.

Within the whole Oxford-Cambridge corridor, for which I am the Government’s champion, there is a complete misalignment of timescales and objectives. The National Infrastructure Commission has an ambition for 1 million new homes—the Government are yet to publish their formal response to that. This is an area of the country where there is a need for new homes, and in many parts of it there is an appetite for them, but not for homes that are just scattered around the place randomly. They must be properly planned, they must be sympathetic to the existing urban and rural environment, and they must have proper infrastructure and public services.

Yet all the timescales are misaligned. Councils have to make short-term decisions on their housing allocations without knowledge of, for example, where the new Oxford-Cambridge expressway is going to be routed. That does not make sense. So there is an urgent need to realign these timescales, and to pause the current local plan and five-year supply timetables, so as to give a space in which to properly sequence all these decisions.

That is not to say that we do not need houses now; we absolutely do. Many areas in the Oxford-Cambridge corridor have an overheated property market, which is not just pricing people out of living there but is actually inhibiting economic growth, because employers cannot recruit the people they need, because the people they need cannot find a place to live that is affordable or suitably connected.

We have to find a way of accelerating the build-out rate of existing developments. As has been mentioned, my right hon. Friend the Member for West Dorset (Sir Oliver Letwin) will bring forward a range of solutions to the problem, and I urge the Government to implement urgently what he proposes. That would give us the space, if the Government are willing to give some leeway on the targets, to align properly all these decisions that have to be made. People have an appetite for development, but only if the houses are of good quality. We need to look not only at overall numbers, but at the types of housing that we build—social housing, houses for the elderly, and traditional, family-sized homes. Much more careful thought and planning needs to go into these long-term developments.

Development must be sympathetic to existing settlements and the rural environment. People will not just accept endless, soulless, identical housing estates being scattered across the countryside. However, we can use our knowledge and expertise in this country to build good-quality, attractive places that people will actively welcome, which will enhance existing settlements and provide the homes for future generations. That is within our gift, but we have to get away from our current rigid and inflexible system, which does not have public consent. Indeed, it is undermining the whole process of neighbourhood planning and local accountability.

Before I ask my question, can I just point out an important error in some of the official documents? Whisky is spelled with an “e” on some of the documents, and that is a very different product from Scotch whisky. On Burns night, I thought it was appropriate to point that out.

Q I would like to get a sense from the witnesses of what the impact would be on the food and drinks sector, particularly in Scotland, if this Bill did not happen and we left the EU without the carry-over of the existing EU free trade agreements. Have you quantified the value of transferring over what we already have into our domestic legislation?

Sarah Dickson: For us, 10% of our exports go to those countries and benefit from them. I cannot give you an overall figure, but obviously, if you are not paying the tariff, you are not paying the tariff and you do not have that cost. It would make a difference to about 10% of our exports, and our exports were £4 billion in 2016.

Elspeth Macdonald: I do not have figures in front of me, but I think the document the Scottish Government published recently, “Scotland’s Place in Europe”, about business, jobs and the economy, touched on exactly those issues and put some economic analysis around some of that in terms of trade.

Gary Stephenson: All I can say is that I think about 37% of exports of food from Scotland are to non-EU countries, but we have not quantified exactly what the impact would be and how much of that is going to countries with a free trade agreement. I cannot give an exact answer, but it will have an impact.

Q My question relates to non-tariff measures, which you have all spoken about in varying ways; of course there are food standards, phytosanitary standards and so on. What level of consultation do you think is appropriate for the Government to carry out with the sectors affected, prior to any negotiation on those provisions?

Gary Stephenson: There has to be deep consultation. The people with the expertise are the ones shipping the products, so they need to be consulted in detail on those provisions, which are very specific. You mentioned phytosanitary; obviously seed potatoes are a big product for Scotland, and they are highly dependent on phytosanitary requirements.

Q To follow up quickly, perhaps addressing Michael Clancy directly, what role do you believe the devolved Governments would have in trade negotiation prior to agreements being concluded? Do you think the Bill sets out suitable frameworks within which matters of devolved competence can be represented?

Michael Clancy: Under the Scotland Act 1998, paragraph 7 of schedule 5, international agreements, including trade agreements, are not within the competence of the Scottish Parliament. In that sense there is no formal role in agreeing international agreements. That being said, one of the things we have sought to promote throughout this process, with the European Union (Withdrawal) Bill, this Bill and associated measures, is that there should be some form of whole-of-governance conversation about getting things right. As we know, this Bill will affect the competence of Scottish Ministers and allow orders to be made that may amend, for instance, Acts of the Scottish Parliament, and measures from Wales and Northern Ireland too.

There is clearly an issue about how the Sewel convention or legislative consent convention is interpreted in respect of that. Under devolution guidance note 10, any proposals in UK Parliament legislation that seek to alter the legislative competence of the Parliament or of Scottish Ministers require the consent of the Parliament. That also applies to the National Assembly for Wales and the Northern Ireland Assembly. Therefore, there is an issue. Today in the Scottish Parliament there is a debate about legislative consent in respect of the European Union (Withdrawal) Bill, and the Finance and Constitution Committee of the Scottish Parliament is currently consulting on the legislative consent memorandum on this Bill, where the Scottish Government have indicated that they would not recommend that the Parliament pass it.

It is a matter of political debate and discussion, and something that I know both the Scottish and UK Governments have in their sights in the concordat they are thinking about. That includes a framework for dealing with trade matters. There is a role, but I do not know it yet, because neither the Scottish nor the UK Government have told us what it is.

Q I would like to ask Professor Winters a question about part 3 of the Bill, which concerns trade information. Would you agree that the information that this Bill enables will help the Government to shape their export support programme? Are there any additional powers that you would like to see this part of the Bill contain?

Professor Winters: Information is very important, not least in my trade, for analysing what goes on. The case for collecting reasonable amounts of information, as long as it is cheap to do so, is very strong indeed, subject to the standard confidentiality requirements. I confess, on reading the Bill it did not strike me that there were obvious things that were missing, but I would not want to assert that I read it sufficiently carefully to say that nothing is missing. It is important that the Government have the right to collect information, and that information should be made as widely available as possible. The Government clearly need to make policy, but there needs to be public debate, too; it is not just the Government who need to discuss policy issues. I did not interpret this as being part of the Bill, but in general, information other than private or commercially confidential information really should be made available to a wide community of people to enable them to analyse policy.

Q Do you have any concerns about the practicalities of Her Majesty’s Revenue and Customs operating the system, as envisaged by the Bill?

Professor Winters: I am not sure that I can comment on the practicalities. They certainly want a large amount of information. My general rule would be that that needs to be information that firms collect anyway in the normal course of their business, and that it should be a simple matter to transfer it to HMRC.

Q Professor Winters, given what you discuss in the UKTPO paper with the example of South Korea, do you think it is fair to say that what the Government are presenting as bilateral discussions are actually trilateral discussions?

Professor Winters: Yes. I gave the example of rules of origin and tariff-rate quotas. Those very clearly have to be negotiated with the EU, because the EU is intimately involved in them, and they have to be negotiated with the partner. We cannot just arrive in Korea and say, “Here it is. We don’t want to talk about it.” They very clearly have trilateral dimensions, which I guess need to be sequenced and taken seriously.

Remember that there is a further wrinkle: these are going to be new trade agreements and we are going to have to notify them to the WTO. Although the WTO procedure for reviewing regional trading arrangements does not require us to ask permission, the WTO secretariat will make a good deal of information available to members, and other members may wish to clarify things to discuss and even, ultimately, to dispute. It is actually somewhat broader than trilateral, but you cannot avoid a tripartite discussion on quite a lot of aspects.

Q I will kick off, then, with the British Retail Consortium. [Laughter.] I am just keeping you on your toes!

The BRC has identified, among others, the agreements involving Norway and Turkey as the most significant of our EU FTAs. Of course, the Government have already indicated that there will be an end to free movement, which rules out simply replicating the Norway model, and that we will leave the customs union, which rules out simply rolling over the Turkish model, so what elements of the agreements—not just those two, but the others—do you consider it most important to replicate on substantially the same terms?

William Bain: The key provisions are those on tariffs, because if the UK leaves the European Union, it is not part of the EU’s common external tariff system, and we could then face higher tariffs on imported goods. A great deal depends on the kind of transitional arrangements that are adopted, but the kind of additional MFN tariffs that would apply would be 12% in relation to clothing from Turkey, 13% in relation to soft fruit from Chile and Peru and 27% on imported processed canned tuna from the Seychelles. Those would, I think, lead retailers and consumers to face considerable price pressures, so the main element that we would want to see is replication of the zero-tariff or low-tariff provisions on imports.

The other key areas that are very difficult in terms of replication and, we believe, may require a degree of assistance from the European Union are in relation to rules of origin. For example, with the Canada trade agreement, there is a complex rule of origin. The same is true in relation to South Korea. I think that diagonal cumulation is involved in the rules of origin in respect of the CARIFORUM trade agreements.

These are areas where it seems that time is running out, the clock is ticking, and a solution needs to be found if British business and British consumers are not to face a large cliff edge in March 2019.

Anastassia Beliakova: Absolutely. Rules of origin are a headache for businesses, and if we consider that there is the likelihood, in the roll-over of existing trade agreements, that they may have to comply with tougher rules of origin or that some of the benefits that they currently get by counting both EU and UK origin as single origin might be lost, that is very concerning. For about one in seven of our members, the existence of a free trade agreement is the determining factor in whether they export to or import from a country. I urge the Government to give stronger assurances for those agreements, as Mr Bain has mentioned, that already provide for, or have clauses mentioning, diagonal cumulation, but also to look at all the EU trade agreements and particularly those that have the greatest economic significance for the UK, and open up those discussions to provide for that as they are rolled over into UK-third country FTAs.

Q I would like to put to the panel the same question I asked the previous panel about part 3 of the Bill, which relates to trade information and the collection of exporter information by HMRC in particular. Are you content with the content of the Bill in this part? Is there anything missing or do you foresee any practical difficulties in HMRC collating this information?

Anastassia Beliakova: Not at first glance. However, the wider picture around trade data is that trade data is imperfect. It is particularly lacking when it comes to services, of course, and when it comes to intra-EU trading data. That is where we currently have significant gaps. If, in the future, there can be a more robust collection of data and stronger assessments of UK-third country trade, that would be helpful.

Stephen Jones: I have nothing to add.

Edward Bowles: Obviously, the collection of data is largely in respect of goods that cross borders. It is very difficult to do that for services, so I would have thought that a way of more robustly measuring cross-border flows of services would be quite an important thing to look at, so that you can get a better grip on revenue as much as anything else. Largely, it is more on the goods side than it is on the services side.

Q My question is to Mr Bowles: one of your chief economists for the African region noted that African countries such as Kenya were extremely concerned about having to renegotiate trade agreements with the EU and the UK. However, she concluded—her name is Razia Khan—that this process has taken many years already. Can you tell us what your views are on how long these deals will take and what difficulties will be encountered in the negotiations, from your point of view?

Edward Bowles: The great thing about having economists is that they are independent of those of us who do jobs outside of research. Razia is an expert in her own right and would be the best placed person to speak to those issues.

In fact, they are not really trade agreements; they are economic partnership agreements that the EU has with most African, sub-Saharan and, indeed, subcontinent markets. It is certainly true that they have undergone a high degree of revision under the current Commission’s administration. I am not aware, frankly, of any overwhelming dissatisfaction. I attended a recent meeting only two months ago between quite a lot of these markets and Cecilia Malmström, so things do seem to be moving in a good direction. The question is what the UK’s approach would be to that and how much it might be minded to depart, if at all, from the approach. The starting point must be simply to mirror the current arrangements, as was said on Second Reading and in the Government’s response to the consultation on the Trade Bill.

I want to highlight four aspects of the Queen’s Speech that are particularly welcome. It is a pleasure to follow the right hon. Member for Don Valley (Caroline Flint); with my first point, I want to strike a consensual note and agree with her. We need to continue investment in the nation’s infrastructure. I was particularly pleased that the Queen’s Speech included a recommitment to legislate for the full network of HS2. To stop the project after part 1 would be a false economy. If we cannot move our people and goods around quickly, efficiently and safely, both within these isles and in order to connect with our key markets overseas, we will lose out to our competitors, who are investing heavily in infrastructure.

I agree that it is about not just investment in London and north-south investment, but east-west investment. My passion for east-west communications lies a little further south than the right hon. Lady’s. I want to see the early completion of the east-west rail line that will connect my constituency to Oxford and Cambridge and will form an important part of the nation’s rail infrastructure. That infrastructure will rebalance the economic growth around the country that we all want to see, and I welcome the Government’s commitment to that in the Queen’s Speech.

Related to that is my second point, which is about the welcome commitment to a modern industrial strategy. We had the White Paper before the general election and we must ensure that the UK is a world leader in fast-emerging new technologies. Of particular interest to me is the intelligent mobility market. The Transport Systems Catapult in my constituency forecasts that that market will be worth £90 billion by 2025, and we must ensure that we get a large slice of it if we are to maintain our competitive edge in the world.

That policy and many others like it link to a lot of other areas. We need to invest heavily in our skills agenda because we are not producing enough young people with the necessary skills. As my right hon. Friend the Member for Meriden (Dame Caroline Spelman) said, that is the welcome second pillar of the industrial strategy.

The world of work is going to change. Many jobs that are currently done by people will be carried out by machines in the not-too-distant future. We urgently need to reskill our workforce to ensure that we can take advantage of new technologies and give people the jobs of the future. If we do not, we will face serious social challenges.

If we retrofit new technology on old systems, we create a double problem for the future. How will the Government deal with that? Will they retrofit to the past, or will they look to places such as Estonia or Japan, which were building new and efficient systems nearly 50 years ago while we were living in the dark ages?

I invite the hon. Gentleman to look at the innovation in my constituency, including the development of smart city technology, in which we are world leaders. I invite him to stop off in Milton Keynes when he next travels north so that we can show him what we are doing.

Developing the intelligent mobility network touches on other areas of Government policy, so I urge Ministers to take a holistic view. It links with cyber-security, data protection and an effective trade policy. Our need to develop and export intelligent mobility technology is just one example of why we require a global independent trade policy, and that is the third part of the Queen’s Speech that I applaud.

Brexit is only one aspect of the work of the Department for International Trade, and I praise what my right hon. Friend Secretary of State for International Trade is doing to ensure that we seek out and develop our trade markets right around the world. Our country has underperformed in this sphere for decades. The world does not owe us a living. If we do not get out there and sell our goods and services, we will lose out—we will not generate the wealth the country needs. That will not just come to us; we have to be out there. The measures in the Queen’s Speech to improve our trade performance are incredibly welcome.

For my final point, I return to the fact that the world does not owe us a living. We must create wealth to generate the resources to fund the public services that we all want. I thank the Opposition for their general election manifesto because it reminded me why I am a Conservative. They believe in taxing entrepreneurship, innovation and success; we believe in letting people create the wealth that the country needs. It is not austerity; it is living within our means. It sounds so seductive to make generous spending pledges right around the country and to suggest that only a tiny number at the top will pay, but that does not work. Lady Thatcher has been mentioned once or twice in this debate, and she never said truer words than, “The problem with socialism is that you eventually run out of other people’s money to spend.”

Our goal must be to maximise entrepreneurship and wealth creation. We tax it at lower levels and at fair levels. I do not want to see tax avoidance—I want big corporations such as Google, Apple and Starbucks to pay their fair share—but do not choke the entrepreneurial spirit. The Opposition’s policy would result in higher taxes for everyone as the wealth creators go elsewhere. It would create a vicious downwards spiral. The only alternative would be to tax ordinary people more and to borrow more. Do not forget that we spend £46 billion a year on debt interest payments—more than on housing, transport and public safety. What right do we have to live beyond our means and pass on that burden to the next generation? When the Leader of the Opposition and Jon Snow were at Glastonbury, did they tell the young people there that the result of Labour’s policy would be that they would pay?

I will certainly look at the point the hon. Gentleman raises. I do hope he welcomes the move to an autumn Budget. Certainly, one of the considerations when we were looking at this was the way it will interact with the Scottish Government’s Budget, and I hope it will be helpful.

I warmly welcome the investment in rail and road links from Oxford to Cambridge through Milton Keynes, delivering on the infrastructure commission’s recommendations. I have been campaigning for east-west rail for many years. Will my right hon. Friend confirm that that investment will accelerate delivery of the project?

Yes, it will accelerate delivery of the project. As I said in my statement, and I cannot emphasise enough, I think this has the potential to be so much more than just a transport link. We have many world-famous universities, but we have two there that, more than any others, are world-famous, recognised research names. Linking them together over a 60-mile stretch of road and rail unleashes enormous possibilities for creating a new tech corridor, building on the huge success of the Cambridge science park.

Before addressing the main Budget issue that I want to discuss, I want to mention two announcements in the Budget which, although small, are of great significance to two institutions in my constituency: Bletchley Park and the Open University.

The award of £1 million will allow Bletchley Park to establish a major new exhibition of the Turing-Welchman bombe, which helped to break the Enigma cipher during the second world war. Let me take this opportunity to congratulate Iain Standen and his team at Bletchley on all that they have done to transform it into a world-class heritage site, and to secure its legacy for generations to come. I warmly invite any Members on either side of the House who are seeking a distraction from political storms during the Easter recess to visit Bletchley Park, and to see for themselves how this vital part of our nation’s heritage has been transformed.

I also thank the Chancellor for announcing a measure that will help another world-class institution in Milton Keynes, the Open University. The extension of the eligibility for Masters loans to include three-year part-time courses with no full-time equivalent is very welcome. The Open University had been worried that the absence of such a provision would have a detrimental effect on numbers for the 2016-17 academic year, but the Chancellor’s announcement will help to secure its future.

The main issue on which I want to focus today is not only the long-term future of Milton Keynes and the surrounding area, but the wider national benefit. Announcements are sometimes hidden in a Budget’s small print and can make unwelcome surprises, but I was delighted to discover on page 82 of the Red Book the decision to ask the National Infrastructure Commission to

“develop proposals for unlocking growth, housing and jobs in the Cambridge – Milton Keynes – Oxford corridor.”

I have long argued that we should be looking at the huge economic potential of that arc and I am delighted that the commission will now be focusing on it. I welcome the acknowledgement in the terms of reference issued by the Chancellor that the commission should work not on its own, but in collaboration with local stakeholders, including Network Rail, the local enterprise partnership, and further and higher education. A number of exciting projects to develop the arc are already under way. I am chair of the east-west rail all-party parliamentary group and the new rail line will unlock huge economic growth, tax revenues, new jobs, and connectivity within the region. The Department for Transport is also exploring options for the Oxford to Cambridge expressway.

In addition to traditional transport infrastructure, we are innovating the intelligent mobility solutions of tomorrow. We have the Transport Systems Catapult in Milton Keynes, and the Open University and others are developing the MK Smart project. Such schemes will unlock the digital and hard-infrastructure improvements of the future, and it is important that the National Infrastructure Commission takes that work into consideration.

This is about more than just transport. The MK Futures 2050 Commission, ably chaired by Sir Peter Gregson of Cranfield University, is looking at housing, education and training, energy, water supplies and the many other factors that are needed to support economic growth and to preserve the local environment and designs that have made Milton Keynes a success. We celebrate our 50th anniversary as a new town next year, and the MK Futures 2050 Commission is looking at the 50 years beyond that. I also draw the National Infrastructure Commission’s attention to the Centre for Cities report on fast-growing cities, which was published just a couple of weeks ago and contains important findings that the commission should consider.

I echo the vision set out in the terms of reference. It notes that we already have

“global centres of research expertise in Oxford and Cambridge and advanced manufacturing and logistics in Milton Keynes”

and that we should

“maximise the potential of the area as a single, knowledge-intensive cluster that competes on a global stage”.

The terms of reference also acknowledge that

“Institutions to strengthen governance across the corridor”

are necessary. I strongly echo that point and my one ask today is for a meeting with the Secretary of State for Communities and Local Government to discuss the matter. We need local devolution across the corridor. We must be able to compete with the northern powerhouse and the west midlands engine, and there are important debates to be had about that.
