What we are doing is a general programme of Beeching reversals around the country. I will get back to the hon. Lady as soon as I can about what is happening in Poulton, but this is the biggest investment in rail for a century or more.

An estimated 15% of global carbon emissions come from livestock production around the world—more than all transportation put together. On the former, what discussions have been had at COP26 with our international partners on reductions? On the latter, what discussions have there been about the rest of the world taking the lead from the United Kingdom in sustainable aviation technology?

On livestock emissions, my hon. Friend is right that methane is a very powerful greenhouse gas. It degrades quite fast, so it is not as bad as CO2 in some ways, but we do need to cut methane emissions and we have committed to doing it by 30%. Agriculture is a particularly difficult problem, but there are ways of doing that, without moving away from livestock farming. There are things we can do with breeding and other techniques to reduce methane emissions and we are certainly looking at that.

I absolutely will. It is horrific that so much public money has been misused by the former Labour administration in Durham County Council and that the people of that county have been so poorly served. I will of course absolutely investigate that, but I should say that if it was a choice between Durham and Consett for the relocation of Government jobs, I would choose Consett every time.

The UK spends £290 billion on public procurement each year. Now that we have left the EU transition period we want to make it simpler, quicker and cheaper for small and medium-sized enterprises and social enterprises to bid for Government contracts, as set out in our ambitious procurement Green Paper. We have already introduced a policy that will allow below-threshold contracts to be reserved for smaller UK suppliers, and we hope that our new approach to social value will secure wider public benefit, allowing us to contract with firms that deliver more apprenticeships, local growth opportunities and environmental benefits.

Many companies in Crawley and across the UK have been forced to adapt because of the covid-19 pandemic. Does my hon. Friend agree that they should have greater opportunity and access to bidding for Government contracts over outside competition?

I agree with my hon. Friend. We want a much greater variety of companies, including those in Crawley, to deliver Government contracts from every corner of our country, not just because it benefits local economies and communities but because it helps us to diversify our risk, create a more resilient supply base and deliver some of our critical priorities. We are going to be requiring contracts to be divided into smaller lots, publishing contract pipelines more transparently, and improving our guidance to small businesses that are looking to bid.

Yes, my hon. Friend is absolutely correct. In a former life he was a distinguished leader of West Sussex County Council and, as such, he knows how important it is to the delivery of public services to ensure that one has appropriate metrics, one shares data and that one uses digital innovation to improve service delivery. I look forward to working with him to improve Government delivery in just that way.

Spreading opportunity is a top priority across Government. That is why we are levelling up school standards and investing over £7.1 billion more in schools by 2022-23 than in 2019-20. We are committed to providing extra support for the education of disadvantaged children during the pandemic, including through our £350 million national tutoring programme.

We are committed to getting all pupils and students back into schools and colleges as soon as the public health picture allows. In doing so, the Government will be guided by the scientific and medical experts. When Parliament returns from recess in the week commencing 22 February, we intend to publish our plan for taking the country out of lockdown, including plans for reopening education. We hope we will be able to commence the full reopening of schools from Monday 8 March. We have committed to providing schools, parents and young people with a minimum of two weeks’ notice for that return to on-site provision.

What support for children with learning disabilities are the Government pursuing to ensure equality of opportunity?

The pandemic has been extremely challenging for many families with children and young people with special educational needs. Supporting them is a priority for this Government, and their wellbeing remains central to our response. My hon. Friend will be glad to know that we are providing £40.8 million this year for the Family Fund to help more than 80,000 low-income families who have children with disabilities or serious illnesses. That includes £13.5 million specifically in response to the coronavirus pandemic, which may include assistive technology to aid remote learning.

I can give my right hon. Friend those assurances. Departments across Whitehall will be liaising in particular with individual sectors. In addition, in the next few weeks, we will bring forward guidance on the protocol for traders, which will set out details of the extensive end-to-end support that we will offer those engaged in those new administrative processes.

We are ensuring that SMEs are awarded public procurement contracts. Last year, we spent £14.2 billion with SMEs, nearly £2 billion more than the previous year. We have gone further to help to ease the procurement process by introducing a range of measures to tackle the barriers faced by SMEs, such as simplifying pre-qualification questionnaires. We now have the opportunity to make procurement even simpler for SMEs following the end of the transition period.

An SME in my constituency has recently redeployed to the manufacture of PPE equipment in response to the covid-19 pandemic, but it is finding it very hard to secure public contracts and, indeed, is in competition with international suppliers who actually cost more. What can be done to support SMEs who have redeployed to meet the national effort as we tackle coronavirus?

We have received an extraordinary response from people offering to supply PPE and UK manufacturers wanting to make equipment from scratch, including the firm my hon. Friend mentions, and we are hugely grateful to everyone who has come forward. As a result, we have now contracted over 3 billion items of PPE through UK-based manufacturers alone. Although further personal protective equipment offers are not needed at the moment, we continue to invite other forms of support from industry.

A recent Centre for Cities report stated that the Crawley economy could be the worst affected anywhere in the United Kingdom, because of the significance of the aviation industry. Can the Prime Minister say a little more about the support that the Government will offer to what is a crucial sector not just to my local constituency but to the whole UK, as a global, island trading nation?

I thank my hon. Friend, who has raised that with me personally on several occasions. Aviation is crucial for our country and our economy. The packages already available include Bank of England schemes for firms to raise capital, business interruption loan guarantee schemes and time-to-pay flexibilities with tax bills. We will do everything we can to make sure that we keep Britain flying and get Britain flying again in the way that it needs to, and get airports flourishing in the way that they need to. But first, as I am sure he will understand, we must devote our energies as a nation to beating this virus.

Thank you, Mr Deputy Speaker, for calling me to speak in this historic debate. I have the privilege to follow the new hon. Member for Stirling (Alyn Smith), who I must say spoke very well. I have to confess that I did not agree with every word he said, but he delivered his speech admirably, which augurs well for his future in this House.
In 1997, I fought Ken Livingstone in Brent East. Just enough extra votes—16,000 teensy-weensy, little votes—and I would have beaten him, but in a hustings in Willesden Green library, 22 years ago, he taught me a lesson that I have never forgotten. He said that, as a Member of Parliament—which he was and I was not—a general election is an opportunity to commune with one’s 68,000 employers. I have 79,000 employers in Rayleigh and Wickford, but the principle is exactly the same. I place on record my gratitude to them for re-employing me to represent them—for renewing my contract of employment to speak on their behalf. We got into a terrible mess in this House because too many people forgot that they worked for their employers and not the other way round.

I, too, congratulate my right hon. Friend on his deserved re-election. He has been stalwart on behalf of his constituents and on the cause of British independence from the European Union for many long years in this House. Does he agree that the British people have given us a clear message that it is time to confirm their vote of three and a half years ago, and that it should not have taken that long?

My hon. Friend raises an important point. The Home Office is reviewing legislation related to hostile state activity following the Salisbury attacks. This is a thorough process to assess whether additional powers are required to clamp down on the activities of hostile states that threaten the UK both here and overseas. As part of this we are considering the legislation of likeminded international partners to see whether the UK would benefit from adopting something similar.

I welcome voter ID, which is commonplace in many democracies, but for those who do not have an existing form of ID, such as a driving licence, what provisions are the Government proposing?

My hon. Friend raises an important point, and it is why local authorities will provide voters who lack the required ID with an alternative ID, free of charge, to ensure that everyone eligible to vote has the opportunity to do so.

On the contrary. What this does is protect Northern Ireland by extracting Northern Ireland whole and entire from the EU customs union and allowing Northern Ireland to join the whole UK in setting our own tariffs. In so far as there may be checks at a few places in Northern Ireland, physical checks would involve only 1% of the goods coming in. If that is too much of a burden, it is open to the people of Northern Ireland, by a majority, to decide that they no longer wish to participate in those arrangements. It is being done by consent. It is a very, very ingenious scheme that gets Northern Ireland out of the customs union and allows the whole UK to do free trade together, with minimum bureaucracy.

The British people are watching this place very carefully and history is recording what we say. The clear majority message from my constituents is that they want the Brexit they voted for delivered, and this deal does that. Can I have an assurance from the Prime Minister that we will not only maintain, but enhance, our environmental and animal welfare standards?

I can indeed give that assurance, and I can tell my hon. Friend, who campaigned to leave the EU for those reasons among others, we will indeed have higher standards of protection for animal welfare, the environment and other matters.

I hope the children in her constituency that the hon. Lady describes will be able to learn from watching these proceedings that they are going to get more funding for their schools—£4,000 per pupil in primary schools, £5,000 per pupil in secondary schools—and I am sure that would be welcome news to them all.

The vast majority of people in my constituency who voted to leave welcome the Prime Minister’s determination to deliver Brexit. Beyond that we welcome extra police numbers, because we share a concern about rising crime. When will we know the numbers for the different force areas?

The provision of water and sanitation is central. It is vital for health. It is also vital in schools, for ensuring that girls remain in school, and it is vital for tackling any kind of water-borne disease. So good investment in water, which DFID prioritises, needs to be one of the three fundamental pillars of development, along with education and health.

My hon. Friend is right to highlight this, and I am pleased to say that the conflict, stability and security fund has been used to help the Turks and Caicos repair its radar, so that it is able to detect boats that may be carrying people trying to access the islands. He may be aware that early in 2018 the Royal Fleet Auxiliary vessel Mounts Bay was also deployed in order to provide a deterrent to those who wish to make that perilous crossing. We will consider other ways of using the CSSF in this region in the future.
