In May 2010, youth unemployment in Crawley stood at 7.4%; it stands now at 3.8%. On 27 September, I am holding a jobs fair in Crawley. Does the Prime Minister think that such events could be put on by all right hon. and hon. Members to help us further to turn the corner?

I congratulate businesses in Crawley and my hon. Friend on helping to encourage this private sector-led recovery, which is seeing more people into work. We are also seeing the number of young people not in education, employment or training at its lowest for a decade. As I said, there is absolutely no complacency, when more work needs to be done to make sure that this recovery delivers for people who work hard and do the right thing.

T3. I congratulate my right hon. Friend on the £10 billion- worth of efficiency savings that his Department has made on behalf of the taxpayer in the past year. What ambition does he have for the coming year?

We hope that those savings will rise to £15 billion in the current year, and potentially to £20 billion the following year, with a further £5 billion, at least, after that. If only the Leader of the Opposition had started to do this when he held my job, perhaps we would not have inherited quite the size of public sector deficit that we did, but I am afraid that he was showing weak leadership even then.

The commitment President Karzai has given me on this issue is that he remains committed to the Afghan constitution and he believes that any discussions with the Taliban should take place on the basis of a commitment to that constitution.

At last week’s EU Council meeting, the greater mobility of young people was discussed as a way of tackling youth unemployment across the EU. Can I have assurances from my right hon. Friend that that will not lead to greater benefit tourism in this country?

I can give my hon. Friend that assurance. This Government are engaging with others in Europe to try to cut down on benefit tourism and to look at what we can do to make changes to the habitual residence test so that people can come to work but cannot come to claim benefits. It is also worth making the point that as new members join the EU, such as Croatia, this Government will put in place the transitional controls that should have been put in place when members joined under the previous Government.

The hon. Lady is absolutely right to say that the actions that were taken were not representative of Islam or Britain’s Muslim communities, the Muslim religion, or anything to do with Islam, which is a religion of peace. She is also right to say how important it is that we take action to stop marches and whatever when they are going to inflame tensions and passions in the way that she says.

Tomorrow, Defence Secretaries from across NATO member countries meet in Brussels. Whether it be Syria or any other international security issue, may I seek reassurances from my right hon. Friend that NATO remains the cornerstone of our international defence, not the European Union?

My hon. Friend is absolutely right. NATO is the cornerstone of the UK’s defence and should remain as such. It has been very important to try to stop the EU in its endless efforts to try to duplicate NATO’s military structures. That is not at all helpful or sensible.

My hon. Friend is absolutely right. There is strong support for the different agenda items that we want to pursue—whether that is constraining properly the European budget, completing the single market or making sure that we are having the impact that we want in terms of terrorism—and we should build those alliances and work accordingly.

I congratulate my right hon. Friend on the great job that he has done, not only for the British taxpayer but for the European taxpayer. One of the problems with the European Union is that it is often far too inward looking. Can he say what progress was made at the European Council on free trade agreements in a global sense?

The conclusions agreed at the Council are that we will open discussions with Japan on its free trade agreement, we are enthusiastic about the potential for an EU-US trade deal, and that we are close to completion on the Canada free trade agreement. The paper submitted to the Council was one of the most pro-trade, pro-reform papers I have seen, and that is thoroughly to the good.

Yes, I am sure he will do that. These things do not exist in isolation, but I hope we can do such investigations in a more frank way, because we do not want to fall into the culture of complacency or, as Francis says, into seeing the responsibility for quality as lying somewhere else.

With increasing local clinician influence and with the increasing influence of local councillors and local patients over the commissioning of health services, what is my right hon. Friend’s assessment of how we can increase that culture of care in our local NHS settings?

There is everything that Francis says in his report about the importance of quality and a culture change. Under the new dispensation in the NHS and with GPs having a more leading role, I hope they will be very inquiring about the standards of care that their patients get when they go to hospital. In the past there was too much division between primary and secondary care. I hope that we are bringing them closer together.

I cannot give the right hon. Gentleman that assurance today. The Government make an ongoing assessment of risk based on the intelligence that comes through and is properly analysed by the joint terrorism analysis centre, and companies as large as BP also spend a serious amount of time thinking about security and risk. The right hon. Gentleman asks a good question, and I will certainly look into that for him.

I commend my right hon. Friend for his statement. This terrorist attack is likely to have been domestically planned in Algeria, but given the proximity to the Libyan border, what evidence is there of the wider involvement of factions in other states?

[The Prime Minister]

I do not think we can be certain about where this was planned. We know that there are real connections between Islamist extremist militants in Algeria and those in Libya. We also know that there are very real connections between those in Algeria and those in Mali. The fact is that these are all part of terrorist networks and, as I have said, they use whatever available ungoverned space there is in order to plan, build and thrive. If we look across the region, we can see that we need to back the French and the west African countries that want to improve the security situation in Mali. We also need to work with the new Libyan Government to reduce the quantity of ungoverned spaces there, and to ensure that there is proper security in that country and that weapons are properly accounted for. Obviously, we need to thicken our contacts and work well with the Algerians to help them in their long-running battle against terror. If we can do all those things, and probably more besides, we will have helped to make that part of the world safer and more secure, which would be good for that part of the world itself and good for us, too.

In the last quarter the British economy grew by 1%, the fastest growth of any major country in the European Union. Clearly, though, right across Europe there are immense growth challenges. The eurozone is back in recession. What we see with the British economy, despite all the difficulties, is that there are over 1 million extra people in private sector jobs compared with when we came into office.

A few weeks ago I held a conference with my local small and medium-sized enterprises, along with UK Trade & Investment, focusing on increasing exports. Will my right hon. Friend say a little more on how he has been able to protect small and medium-sized enterprises from unnecessary and burdensome European regulation?

What we have managed to do is get the European Commission not only to instruct—it is quite fond of doing this—other European countries to look at deregulation, but to look at its own rules and regulations. I think that it is quite striking that the communiqué, the Council conclusions, actually uses the word “scrap” in relation to some European regulations, particularly those that are no longer of use. The Europe Minister, who is sitting next to me, is gesticulating because he knows that getting the bureaucrats in Brussels to use a word like “scrap” is an achievement.

Before I answer, I am sure that the whole House will wish to join me in expressing our sympathies to the victims of the appalling flooding that we have seen across our country in recent days, and in giving support and praise to our emergency services—the police, fire and ambulance services—and to the Environment Agency, local councils, voluntary bodies and good neighbours, who have all done extraordinary things to help those in distress.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House I shall have further such meetings later today.

The whole House will of course endorse the words of the Prime Minister in paying tribute to our fantastic emergency services in responding to the terrible floods, and those who have been victims of them.

Tomorrow sees the publication of the Leveson report. Does my right hon. Friend agree that those who should be uppermost in our minds are the victims, unfairly, of previous media intrusion? Does he also agree that the status quo needs updating?

My hon. Friend is absolutely right in what he says. The status quo, I would argue, does not just need updating; the status quo is unacceptable and needs to change. This Government set up Leveson because of unacceptable practices in parts of the media and because of a failed regulatory system. I am looking forward to reading the report carefully, and I am sure that all Members will want to consider it carefully. I think we should try to work across party lines on this issue. It is right to meet other party leaders about this issue, and I will do so. What matters most, I believe, is that we end up with an independent regulatory system that can deliver and in which the public will have confidence.

I am afraid we did not get the apology that we were waiting for. We will have to be very patient.

I am afraid that the hon. Gentleman is wrong on a key detail. The Conservative representatives at the Council did vote for the report to which he refers.

I very much congratulate my right hon. Friend on his work on expanding trade with non-EU countries, but does he share my concern about the EU’s procrastination on completing free trade agreements with countries such as Canada and Singapore?

Good progress is being made on Canada and Singapore, and I believe that as the conclusions of the Council say, the negotiations will be completed “in the coming months”. The bigger challenges will be getting properly started on Japan and the US, which, as two of the world’s biggest economies, have the greatest potential of all.
