Commons ChamberThe point I would make is that to cope with instability, a country needs a long-term plan to get its deficit under control, and to live within its means. That is absolutely vital, and that is why the work that we have been doing for the last four and a half years, and will continue to do in the future, is so important.
In the past, I have fortunately been granted an Adjournment debate on G20 membership, in which I questioned the validity of Argentina’s membership of the organisation under the Kirchner regime. Did the Argentine representation at the Brisbane conference make any approaches to other members of the G20, or to the International Monetary Fund or the World Bank, for funding?
In terms of Argentine representation, Mrs Kirchner, the President, was not there because she is recovering from an operation. Argentina was represented by its Finance Minister. The only real discussion that Argentina proposed at the G20 was on the issue of vulture funds, the fact that decisions in US courts have triggered a technical default in Argentina, and its problems with these funds. That was the issue under discussion.

Commons ChamberMy hon. Friend is doing a very good job in finding a silver lining for this cloud, namely the fact that our economy is growing. As I said in my statement, that was going to involve our having to make some sort of additional payment, but the scale is completely unacceptable. As for the lessons that can be learnt from the success of what we are doing here in Britain, I think that there are examples that can be followed in the rest of Europe.
The constituents to whom I spoke over the weekend, on the doorstep and in community meetings, were certainly not amused by the irony of a surcharge of £1.7 billion from the European Union having to be paid because our economy is so successful, and they were very much behind my right hon. Friend in wanting to say no to the payment. Does the Prime Minister agree that we should take no lessons from the Labour party, who gave away £7 billion in terms of our rebate in return for absolutely no reform of the European Union?
My hon. Friend is entirely right. Not only was that money given away in terms of the rebate, but we saw EU budgets go up and up year after year because of a failure to control spending. That is the lesson that we must learn. We have to be very tough on these things in Europe, which Labour consistently failed to be.

Commons ChamberAlthough the hon. Gentleman clearly spent a lot of time on the Bill, he seems to have ignored one crucial point, which is that TPIMs include exclusion zones; I think it is the relocation powers he is referring to.
I commend the Prime Minister on his statement. Will he give a little more information on when airlines will be required to introduce more stringent checks on suspects and foreign terrorists to block them from entering ports such as Gatwick and others around the UK?
I can quite understand, given my hon. Friend’s constituency interest, why he asks this question. At the moment, we have good security co-operation, but on a non-statutory basis, with countries flying into the UK. These measures will put it on a statutory basis that if they do not have proper passenger checks, share information in a timely way or have proper security checks, we can legally prevent a plane from taking off from or landing in the UK. These are the sorts of arrangements that the Americans already have in place. It is time for us to have them too.

Commons ChamberAs I have said on many occasions today, when it comes to condemning illegal settlements and to the importance of a two-state solution and when it comes to calling out on such issues on past occasions, I have always done so. I would do so again, and I have been very clear today.
With regard to flight MH17 being shot down, my right hon. Friend is absolutely right to work with the Australian Prime Minister, Tony Abbott, to seek a UN resolution this evening. In the event that Russia vetoes the resolution to allow unfettered access to the crash and crime site, what further international actions will the UK seek to take not just with Europe, but with the wider international community?
My hon. Friend makes a very important point, which is that the resolution will go to a vote at, I think, 8 pm UK time. We have drafted it in such a way as to try to prevent the Russians from having any sort of excuse about obfuscation or lack of clarity. We are not being particularly precious about who exactly leads the investigation. We are happy for it to be done by international experts with the backing of ICAO—the International Civil Aviation Organisation—which is an international body, so there is no excuse for a Russian veto. The whole world will be watching very closely, and if there is one, obviously there will be very bad consequences.

Commons ChamberIf the hon. Gentleman reads the small print, he will see that that is part of the announcement. I do not agree with his assessment. He should talk to the leader of Leeds council, who has said:
“This deal spells the beginning of a fundamental shift in the relationship between Whitehall and the regions. It marks the first steps of a new era which will allow the north”—
he is from Leeds—
“to truly control its own destiny.”
Such endorsements show that this is a pretty significant set of changes.
I was delighted to welcome my hon. Friend the Exchequer Secretary to Gatwick this morning, where the Coast to Capital LEP bid of £202 million was announced. Will my right hon. Friend assure me that future growth deals will continue to benefit the county areas, as well as our great cities?
They certainly will. It is very important that our cities should prosper and succeed, but we have huge strengths in our counties and districts, which is why I am particularly pleased that we could extend city deals to all parts of England through what we have agreed in the programme today.

Earlier this week, the MOJ announced its plans to take forward the agreed plans on shared services, which were first put forward under the Labour Government in 2004 but did not begin to be implemented until 2012. There are major efficiency savings to be made. I am sure that SSCL—Shared Services Connected Ltd—the shared service company the MOJ proposes to use, will look carefully at all the facilities and will want to concentrate activity at the most effective and efficient ones, and I see absolutely no reason why Newport’s should not be among those.
I am grateful to my right hon. Friend for his answer and for the significant amounts of taxpayer money that the Cabinet Office is saving. What role can greater digitisation play in obtaining further efficiencies?
Moving public services online has a major part to play, both in making services more convenient and designed around the needs of the user rather than the convenience of the Government, and in making major savings. Typically, the cost of an online transaction is about one fiftieth of the cost of the transaction being done face to face, but for those people who are not online there will always be an assisted digital option.

Since taking office, I have been active in ensuring that the public are better informed of the law of contempt and, in particular, the dangers of online commentary. I have done that in a variety of ways including education, delivering speeches, attending symposia on contempt, and review by asking the Law Commission to look at the law of contempt and legislation. New criminal offences of juror misconduct and amendments to the law of contempt are being introduced in the Criminal Justice and Courts Bill. Finally, where necessary, I institute contempt proceedings against contemnors.
In recent years, the use of social media such as Twitter and Facebook to express opinion has increased significantly. What advice can my right hon. and learned Friend give those who are taking part in court proceedings to ensure that, in using those methods of communication, they are not in contempt?
The change that we have introduced is that we tweet and post online the advisories that we issue. Whereas in the past those were sent confidentially to the media, they are now accessible in a similar, if not identical, form to individuals who may take an interest in the trial process. We hope that individuals will thereby be warned about the dangers of inappropriate comment and that, as a result, fewer proceedings against those who abuse the system will be necessary.

Commons ChamberThe hon. Gentleman raises a good point. I have asked for a complete review of all the engagement between Britain and Russia in terms of trade promotion events, diplomatic events and summit-style events, including the sort of thing the hon. Gentleman has mentioned, to make sure that we are not engaging in a business-as-usual relationship. It is very important that the Russians understand that.
As mainland Europe seeks to minimise its dependence on energy from Russia, will my right hon. Friend assure the House that there will not be any unintended consequences, such as a loss of British sovereignty over energy policy?
I do not believe that would be the case. I made sure that somewhere in the EU Council conclusions it says very clearly that the energy mix that a country pursues is a matter for the country concerned. Obviously, we did not spend as much time on energy and climate change policy as we might have expected to, but I am very clear that, while it is one thing to have an EU goal for another renewable target, that should not be translated into national goals. These are important matters of domestic sovereignty and it is in our national interest to work with other European countries to make the whole of the European continent less reliant on Russian gas and have a more flexible energy market.

So far, we have closed an astonishing 1,789 Government websites. We are in the process of moving the remaining 200 on to gov.uk by July 2014. In that process, we are not just saving £42 million but providing, at long last, a single source of consistent, clear information on Government policies.
That is a very important service, for reasons that the House understands, and it is a priority for us. We have built a prototype, which will be tested with users over the coming months, and our hope is that a version of this important service will be available from October this year.
Will my hon. Friend tell us what best practice local authorities can take from this central Government initiative?
I thank my hon. Friend for that important question. There is a huge opportunity to harness best practice across local government, and that is why we have partnered with the Local Government Association and other sector partners to establish a local digital alliance. We are collaborating with and supporting local government to design and deliver local public services online. That will allow them to offer value for money and to maximise the opportunities presented by digital tools.

Commons ChamberIt is important that the UN is at the centre of this, not least because it makes it even more difficult for the Russians to slide away from their responsibilities—they often appeal to the UN and cite the UN charter when making their arguments. Therefore, the UN should be part of the contact group that would include the EU, the United States and European countries such as the UK. In that way, the UN can play a major role in helping to pursue a path of talks and diplomacy, which is the right way to de-escalate the conflict.
Obviously, the EU Council meeting was dominated by events in Crimea, but on a related matter can the Prime Minister update the House on the association agreements with Georgia and Moldova?
We want to see these association agreements proceed. As I said in answer to an earlier question, the EU has different instruments for having friendly relations with neighbours and other nearby countries. It is right to pursue those and to offer such agreements, so on all those cases we should see progress. As was the case with Ukraine, we should not sign these agreements without thinking carefully about the steps that we expect the countries to take at the same time.
