Yes, I was not aware of your position on the Bill, Madam Deputy Speaker. I have not finished my speech yet, so the hon. Member for Wolverhampton South West (Stuart Anderson) will just have to wait for me to complete my argument.
As welcome as this measure is, the Labour party is clear that it does not go far enough. As my hon. Friend the Member for Rhondda said, we need to consider the workers on the frontline of the pandemic who should also be given that level of protection. First, it does not cover the whole of the NHS family, so we are calling for protections to be extended to social care workers as well. Throughout the pandemic, the range of frontline service workers who put themselves at risk to serve our community has been clear.
This is a significant and large Bill, and it warrants serious scrutiny. It therefore deserves better attention, I submit, than some of the hyperbole that has regrettably been thrown at it in the course of the earlier speeches of this debate. It is reasonable to examine a Bill carefully as it goes through Committee. I have scarcely ever known a Bill that is not improved by careful examination from the time when it is brought in. To vote against the Bill tomorrow does not seem to me to be a mark of a responsible Opposition, and it is regrettable that Labour and the Scottish National party have gone down that route, particularly when they can see that there is much to agree with. Many organisations in the criminal justice sphere including NACRO, the Centre for Justice organisation, the Magistrates Association and others have welcomed measures in the Bill.
We need a sense of proportion about these matters. For example, the reforms to public order legislation certainly need careful consideration, but changes to the law around public nuisance were recommended by the Law Commission as long ago as 2015. This measure puts that law on a statutory basis, as the Law Commission recommended, but uses, perfectly understandably, terms and phrases from the old common law arrangements, which are well understood and well defined by case law in the courts. The idea, therefore, that the Law Commission is somehow part of some authoritarian plot seems to me to be risible, and better arguments can be made than that.
Being near the M25, my constituency has unfortunately had repeated unauthorised incursions into both publicly owned and privately owned playing fields, sports grounds and others. Proportionality and fairness also mean that there should be swifter and better recompense than the current situation permits for those communities that see much-valued community assets put out of use by unauthorised encampments.
On the sentencing elements of the Bill, sentencing is always a difficult matter, both in individual cases and in terms of policy. It requires a careful balance. Overall, the Justice Secretary and his team who worked on this part of the Bill have got it right. It is right that we strengthen provision to protect the public from the most serious criminals, but it is also right that we give greater attention to the need to rehabilitate. Basically, many of those who end up in the criminal justice system and, indeed, in prison have chaotic lifestyles, sometimes mental health issues, educational issues, social problems and, frequently, weakness and stupidity. Getting those people out of a never-ending cycle of reoffending, as the White Paper says, on which this part of the Bill is based, is not just in their interests, but, overwhelmingly, in the interests of the public, too. I welcome the provisions to give a more agile and sophisticated suite of alternatives to custody. It is important that alternatives to custody are credible to the public, because sentencing has to be credible, but also that they do not waste time in comparatively short prison sentences where little rehabilitative work can be done, and which are hugely expensive. They have their place in just limited instances. Those changes, therefore, are very welcome.
Changes to the provisions regarding spent convictions are very important for rehabilitation. The Justice Committee has called for that in previous reports. Recognising a distinct approach to sentencing of younger offenders is, again, something that our Committee has repeatedly called for, and I welcome that, too. Equally, raising the threshold for remanding children into custody is very welcome and I would have thought overwhelmingly supported.
There is much to support in this Bill, including the provision for charities to set up secure schools, a much better improvement on our current provision. I very much hope that this Bill will get its Second Reading and that we can then examine the provisions in detail. The final thing that we have to be honest about is that justice does not come cheap. If we are to make these important and radical changes to sentencing policy, we must invest in them. If we are to have alternatives to custody, we must invest properly in those alternatives. They will bring both a social and an economic benefit in the long run, but we have to be honest and spell that out at the beginning.

It is a privilege to be called so early in this extremely important debate. As always, it is a pleasure to follow the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), the Chair of the Home Affairs Committee, although I am a little puzzled, because most of the amendments to the Bill to make it better that she talked about would not be possible if, thanks to the power of her rhetoric, she persuaded the House to vote against Second Reading, since there would be no Committee stage in which to do that. I suspect that, even though she will go through the No Lobby, she actually hopes that the Bill will go into Committee.
I congratulate the Home Secretary and the Lord Chancellor on this outstandingly good Bill designed to make us all safer in so many different ways, but I want to focus on one small aspect of the Bill: the sentencing of minors in clauses 101 to 105. The Home Secretary knows well the case of my constituent Ellie Gould, and she kindly saw the Gould parents on one occasion. Ellie Gould was brutally murdered in her own home by 17-year-old Thomas Griffiths in May 2019. It was the most horrible murder of the worst kind, with a knife found at the scene of the crime.
Griffiths’ 12 and a half-year sentence was shorter than it should have been for three reasons: first, because he pled guilty, and I am glad that he did; secondly, because he was a junior at the time of the offence, albeit he was 18 at the time he was convicted; and thirdly, because, rather than taking a knife with him to the murder, he picked one up in the kitchen. He none the less stabbed Ellie multiple times using that knife and then sought to pretend that Ellie had done it to herself. It was very much a premeditated crime—there is no question about it—but because he did not bring a knife to the scene, he only got 12 and a half years, rather than the significantly longer sentence he would have got otherwise.
I pay tribute to Ellie’s parents, Matt and Carole Gould, and a group of her school friends, who have been tireless in fighting to change the law in respect of a brutal crime of this kind. I thank the Lord Chancellor and the Home Secretary for having listened carefully to them. Under clause 101, a 17-year-old who turns 18 during the course of the trial, as happened in this case, will now face a similar penalty to the one they would face if they had been 18 at the time of the crime. Until now, a 17-year-old was treated much the same as a 10-year-old, and of course, they are very different people. A sliding scale will now be introduced, so that a 17-year-old will be pretty much treated as an adult. That would have increased Thomas Griffiths’ sentence to 14 years. We also welcome the ending of the automatic review halfway through the sentence, which, apart from anything else, causes huge stress and trauma to the victim’s family.
However, the Bill does not address the third anomaly, which is that had Griffiths brought the knife to the scene rather than pick it up in the kitchen, his sentence would have more than doubled—he would have got up to 27 years, rather than 12 and a half. Surely a frenzied attack of this kind, whether it is done with the knife that someone brings with them or a knife that they find in the kitchen, deserves the fullest possible sentence in the law.
There is an argument that women who are victims of domestic abuse may carry out a murder in self-defence using a knife at home. Surely the criminal law could find a way of saying that murder in self-defence under those conditions is quite different from a brutal murder such as that of Ellie Gould. The Lord Chancellor has said that he will consider this matter further, probably outside the context of the Bill. None the less, I hope that such a differentiation will be made possible in the near future, because this is a very important matter, and it touches on the tragic case of Sarah Everard.
Nothing can bring Ellie Gould back. Nothing can assuage the grief of her parents. Incidentally, nothing can assuage the grief of Thomas Griffiths’ parents, who are also my constituents; they have lost their son in a very real way too. But strengthening the sentencing regime, as the Bill does, will at least mean some lasting legacy. It is, indeed, Ellie’s law.
After the next speaker, the time limit will be reduced to three minutes.
There is much in the Bill that I agree with, and much of that was set out by the Home Secretary in her opening remarks. I particularly agree with increasing the sentences for assaults on emergency workers to two years, which is an amendment I tabled back when the Assaults on Emergency Workers (Offences) Act 2018 was first debated in 2018. It is always good when the Government come round to my way of thinking, so I hope as a result they will look favourably on my amendments when I table them, and we can save some time.
In the time I have, I will go through some of the things I would like to see in the Bill. As was mentioned earlier, I would like to see a specific offence for assaulting shop workers and other frontline workers. I used to work in retail, but it has been absolutely terrible to see the fact that during the pandemic, when shop workers have been going the extra mile to help us all, the number of assaults on them has doubled. We really need to do something about that, and I hope the Government will look favourably upon that proposal.
I am pleased to see some of the provisions for ending automatic early release for prisoners. I certainly support that, but I would like the Bill to go further. I would like to see the end of all automatic early release for prisoners, particularly those still considered to be a danger to the public. I would particularly like to see an end to all automatic release for those people in prison who assault our prison officers. Again, prison officers face a terrible burden in prison, with far too many assaults. If we were to say to prisoners that anybody convicted of assaulting a prison officer would lose their right to automatic release, that may well help those hard-pressed prison officers.
I would like to see the retirement age for magistrates and judges increased to 75. The Justice Secretary has said that he intends to do that, so this Bill seems a very good vehicle for that. I would like to see a sentencing escalator, whereby if people are convicted of the same offence more than once, they have to get a harsher punishment the second time than they had the first time, and a harsher punishment yet again if they commit the same offence a third time. The Government clearly accept the principle of that, because they have done exactly that with the covid fines. I hope they will allow a sentencing escalator for other criminal offences as well.
I would like to see magistrates’ sentencing power increased to 12 months, rather than six months. That needs to be done. I would like to see the word “insulting” removed from section 4 and section 4A of the Public Order Act 1986 so that someone cannot be guilty of something if they simply insult people. There are many amendments I would like to see to this Bill that time does not allow me to mention this evening. I could do with a whole day on Report all to myself.
I do not think that is entirely likely to occur.
I start by offering my deepest condolences to the friends and family of Sarah Everard. May her soul rest in peace.
Parts of Clapham Common fall within my constituency, and having lived in Brixton all my life, I have walked the same streets that Sarah did. My first job was at the Sainsbury’s supermarket on Clapham High Street and my sixth-form college, St Francis Xavier Catholic Sixth Form College, is located at the southern tip of Clapham Common at Clapham South. I have felt afraid, and I do not want my daughter growing up and making the same adjustments that I did—that all women do. In the past few days, I have been contacted by hundreds of women and men—young and old, grandmothers, mothers, sisters, fathers, brothers—who live in Clapham and across my constituency of Vauxhall. Now they no longer feel safe.
Our streets and our public spaces should not be places of fear for women. We need to listen to women’s voices and we must believe what they are telling us. That includes making sure we listen to all women, including the voices of black women and trans women. Far too often, we do not hear the names of black women and minority ethnic women in the news or on social media, but sadly, many of them have been failed by the police and the criminal justice system. So I say the names of Blessing Olusegun, Joy Morgan, Bibaa Henry, Nicole Smallman and many others who have died on our streets. Only then can we start to heal the mistrust and put in place long overdue protections to protect all women. We must and we will reclaim the streets.
The Bill is wide-ranging and it contains a number of important measures that I welcome. I pay tribute to my hon. Friends for their tireless campaigning on dangerous driving, protecting our emergency service workers, reforming the Disclosure and Barring Service scheme, and widening the law to prevent adults from abusing their positions of trust and engaging in sexual relationships with young people under 18. These measures will make us feel safer.
However, the Bill is also a missed opportunity for much-needed reforms. It does not do nearly enough to address the urgent issue of racial disproportionality in our criminal justice system. As co-chair of the all-party parliamentary group on knife crime and violence reduction, I am disappointed that the Government have missed an opportunity to focus on prevention by ensuring that the organisations that need the long-term funding to tackle serious violence and build trust with communities that feel they are sometimes viewed as the perpetrators when they are actually victims, are not included. That includes the many girls and young women caught up in violence associated with gang violence.
I want to focus the rest of my remarks on some of the other measures proposed in the Bill. Those who seek to control the expression of the right to protest—
Order. I am afraid the hon. Lady has significantly exceeded her time limit. She will have another opportunity at the next stage of the Bill.
This is a Trojan horse Bill, and the Home Secretary is Sinon at the gates of Troy saying, “I’m the only one left! Please let me in with this fantastic Bill that’s going to do all the things that you Opposition Back Benchers have been asking me to do.” Well, we see that hidden in the Bill, there are some nasty and pernicious laws. Many of the good things in the Bill could be achieved by either amending or bringing forward separate Bills, such as the Death by Dangerous Driving (Sentencing) Bill, promoted by the right hon. Member for Maidenhead (Mrs May).
Instead, the Government have put forward a Bill that is so big, so expansive and so diverse that it covers two Departments, so that they can squeeze the good things in as well as those that deny the rights of people. If we allowed this to stand, every Government would do it, would they not? They would put pernicious rules into what, in public speaking, we call a “something sandwich”, where you put the bad in the middle and sandwich it with the good. That is what the Bill is. I will come on to what the particularly bad things are, but there are also great missed opportunities. I sat on the upskirting Bill Committee. We pushed amendments, and the Government accepted that they would explore bringing forward misogyny as a hate crime. Where is that in this Bill? That could have been included, and it is so disappointing that it is not. There are clearly missed opportunities.
Part 3 of the Bill is particularly problematic, and notably the use of the phrase “serious unease”. To tell the truth, I find myself feeling serious unease when certain Government Members speak and I disagree with them, but in a democracy, I can feel unease, disagree and even think that they are saying things that are offensive, but they are not criminalised. During the Brexit debates, in the main, the protests outside this place by UKIP and Brexit party supporters and by the remainers were eccentric and annoying to many of us at the time, but to me, it summarised the beauty of British democracy when those peaceful protesters, sometimes of opposing forces, were ringing bells and shouting into horns. Now there is the idea that the police could say, “You’ve gone a decibel over—you’re a criminal.” Many of the people on protests will not even know that the police have laid orders down, because it will not be widely known, so we will be criminalising people without them even knowing it.
I have not even got on to some of the really pernicious measures in the Bill, such as those on Traveller communities. If we had decent move-on sites and decent support from local authorities and made sure that we worked with the community, we could resolve the problems. Surrey has no move-on sites whatsoever—no wonder there are problems in that county. Those are the things we need to deal with rather than criminalising. The idea that someone in a layby over one night could be considered a criminal—

New clause 1, in my name and those of my hon. Friends the Members for Wellingborough (Mr Bone) and for Shipley (Philip Davies), replicates, almost exactly, a new clause that was moved in Committee to try to ensure that there is a proper assessment of the Bill.
The new—temporary; perhaps permanent—prisons Minister had the courtesy to phone me yesterday to discuss the reasons why he believed the new clause was unnecessary. I was able to exchange with him an actual case in my constituency that is causing me concern, which he said he would take away and act upon. I will summarise that case, which shows how important the issue of drugs in prisons is.
The case concerns a constituent whose husband was convicted of murder and sentenced to 13 years’ imprisonment. Within a short time of his arrival in prison, never having taken drugs before, he became addicted to drugs, and he was then trying to get off those drugs. Ultimately, it resulted in him and his family being subject to payments of extortion amounting to no less than £60,000. Despite him and his parents and family reporting the matter, none of the people to whom the £60,000 was paid have been brought to justice. Fortunately, my hon. Friend the new Minister has assured me that he is going to investigate the matter and take care of other issues relating to the welfare of my constituent’s husband.
I tabled the new clause in order to raise that issue. I am not very familiar with procedures in the House, as you know, Madam Deputy Speaker, but as we need to resolve this Report stage so that the Bill can be given its Third Reading, would it be in order for me not to speak any longer about new clauses 1 or 2 but to seek the leave of the House to withdraw them both?
I take it that the hon. Gentleman does not wish to press his new clauses, for which the House will be grateful.

It seems a long time since I spoke on this Bill in Committee in June last year. I am playing a small part in the Bill’s passage through both Houses, and I stand in today for the Minister for Security, my right hon. Friend the Member for Old Bexley and Sidcup (James Brokenshire), who led on the Bill at Second Reading and on Report last year. I am sure everyone in this House wishes him a full recovery.
Lords amendments 1 and 5 were moved by the Government on Report following advice that the Home Office received from fire safety operational experts on how to commence the Fire Safety Bill. In Committee, I announced that the Home Office had established an independent task and finish group whose role was to provide a recommendation on the optimal way to commence this Bill. The group was chaired jointly by the National Fire Chiefs Council and the Fire Sector Federation, and it brought together experts from across the fire and housing sectors.
On 28 September, the task and finish group submitted its advice to the Home Office that the Bill should be commenced at once for all buildings in scope. The Government accepted this recommendation.
The group also recommended that responsible persons under the Regulatory Reform (Fire Safety) Order 2005 should use a risk-based approach to carry out or review fire risk assessments, upon commencement, using a building prioritisation tool, and that the Government should issue statutory guidance to support this approach. The Government accepted this recommendation, which will support responsible persons. The Home Office, with support from the National Fire Chiefs Council and the Fire Sector Federation, will host the model once it has been finalised.
Lords amendment 1 will allow us to take forward the provision of statutory guidance to support that approach. The amendment ensures that the risk-based guidance, which will be issued by the Secretary of State to support commencement of the Bill for all relevant buildings, will have the appropriate status to incentivise compliance. It does this by stating explicitly that a court can consider whether a responsible person has complied with their duties under the fire safety order by complying with the risk-based guidance. Equally, if a responsible person fails to provide evidence that they have complied, it may be relied upon by a court as tending to support non-compliance with their duties under the order.
The amendment also creates a provision to allow the Secretary of State to withdraw the risk-based guidance, but this can be done only after consultation with relevant stakeholders. Our rationale for inserting this provision is that we believe a point will eventually be reached where, having followed a risk-based approach to prioritisation, responsible persons will have assessed all the fire safety risks for the external walls of their buildings. At that stage, there may no longer be a need for the guidance to remain in place.
I assure Members that the Government will commence the Bill at the same time as issuing the guidance, and Lords amendment 5 ensures that will happen. This amendment gained the support of the Opposition in the other place when put to a vote on Report. I also recall the comments of the hon. Member for Croydon Central (Sarah Jones) in Committee, when she said this Bill should be commenced at once for all buildings in scope and that a risk-based approach, like the one modelled in her home town of Croydon, should be adopted.
One of the recurring themes during the passage of this Bill has been concern over the number of fire risk assessors with the skills to undertake work on external wall systems. The task and finish group considered this issue as it looked at how responsible persons will be able to update their fire risk assessments, given there is limited capacity in the fire risk assessment sector—primarily of fire engineers working on complex buildings.
The group’s recommendation for a risk-based approach to an all-at-once commencement, on which we are acting, is the most practical way to deal with what is a complex issue. Our approach sends a signal to the fire risk assessor sector—mainly fire engineers—that their expertise should be directed where it is needed most, to the highest-risk buildings.
I thank all members of the task and finish group for their work in developing advice to the Home Office. The group has provided an optimal solution for commencing the Fire Safety Bill, allowing the Government to introduce the provisions at the earliest opportunity. It is important that we continue the good work undertaken with those relevant stakeholders on the task and finish group to regularly monitor the effectiveness of the risk-based guidance and the building prioritisation tool. These provisions will allow us to take forward the recommendations from operational experts in the field of fire safety. I hope that hon. Members will support Lords amendments 1 and 5, as agreed in the other place.
Lords amendment 3 seeks to introduce a power that the Secretary of State must use to make regulations to establish and keep up to date a public register of fire risk assessments. As you have confirmed, Madam Deputy Speaker, this amendment engages financial privilege and will not be debated. The amendment invokes significant financial concerns. To provide a sense of the scale of costs, we can point to two things. First, based on the number of buildings requiring a fire risk assessment, our initial estimate is that the cost to the public purse of a public register of fire risk assessment is above £2 million per annum.
Secondly, these costs would likely be broadly commensurate with the expenditure of maintaining a database of energy performance certificates. That system was mentioned by Opposition colleagues in the other place, who stated that something similar should be introduced for fire risk assessments. The current database of energy performance certificates is housed centrally in the Ministry of Housing, Communities and Local Government. The current costs for this are around £2 million per year, but under private contractual arrangements used previously, they were approximately £4 million a year. Notwithstanding the issue of financial privilege, I sympathise with the intent behind the amendment, and we will not rule out doing this in the future. However, there is a need for detailed policy consideration prior to implementation of such a database, which makes this the wrong time to impose this measure in primary legislation.
I raise just a couple of points to underline our view that the amendment is not appropriate. The amendment would, in effect, create a legal duty on responsible persons to make publicly available the full fire risk assessment for all buildings falling within the scope of regulation owing to the fire safety order. In its current form, the amendment would potentially mean that anyone would be able to access the fire risk assessments for a wide range of premises, including schools, hospitals, care homes and Government buildings. We would have concerns over the risk that posed to security, particularly if the information was accessed by somebody with malicious intent.
Linked to the security issue is the level of information that could and should be made available if a system of recording fire risk assessments is created. For example, a fire risk assessment can often be technical and is very different from an energy performance certificate. It may, for example, prove more effective and transparent to publish a summary of a fire risk assessment, rather than the full document. However, the Government agree with the principle of residents being able to access vital fire safety information for the building in which they live, and we propose introducing legislative provision to allow them to do so in our fire safety consultation. It is important to take a proportionate and appropriate approach to sharing information with residents. However, I hope that hon. Members will understand my concerns and the reason why the Government will resist the amendment.
Lords amendment 2 would place in primary legislation several specific requirements on the owner or manager of a building that contained two or more domestic premises. I recognise that many in this House and the other place wish to see legislative change on this as soon as possible. The Government share that objective, which is why we committed to implementing and legislating for the Grenfell inquiry’s recommendations in our manifesto. The Fire Safety Bill is the first step towards this. It was always intended to be a short, technical piece of legislation designed to clarify that structure, external walls and flat entrance doors should be included within the fire safety order. We need to deliver on that as soon as possible, to ensure that fire risk assessments are updated to take account of the risks in those areas. We intend to implement the areas specified in Lords amendment 2 through regulations, and as such the amendment is unnecessary.
It is not helpful, I have to say, for the House to keep returning to this issue. It risks causing confusion, as we saw through misleading media coverage of Commons Report stage. It also raises doubts in relation to the Government’s commitment to implementation, when all along we have been crystal clear about our intentions. I reassure the Grenfell community, who I know were distressed by the publicity at Committee stage, and those in the House and the wider public that the Government remain absolutely steadfast in our commitment to implement the inquiry’s recommendations.
I am sure everyone across the House accepts the importance of consulting when proposing significant changes to legislation. The importance of that was underlined by the Grenfell inquiry chair, who said that it was important that his recommendations
“command the support of those who have experience of the matters to which they relate.”
Furthermore, the National Fire Chiefs Council’s published response to our fire safety consultation states:
“NFCC supports the Government’s approach to publicly consulting on how to implement the Grenfell Tower Inquiry Phase 1 recommendations. This consultation provides an opportunity to gather wider views on how to practically deliver the recommendations in a way that brings the maximum benefits to public safety.”
I am grateful to the hon. Lady for concluding bang on time. As the House knows, this debate is limited to three hours, and one of those hours has now passed. I did say at the beginning of the debate that there would be a time limit of four minutes on Back-Bench speeches. I make no criticism of the Minister or the shadow Minister—if I were going to criticise, I would have stopped them long before now—and I appreciate that both hon. Members have taken a lot of interventions and dealt with a great many different matters, so it was necessary to spend the first hour in this way. But that does mean that, although there will be a limit of four minutes for the hon. Members for Stevenage (Stephen McPartland) and for Sheffield South East (Mr Betts), after that, the limit will be reduced to three minutes.
It is a pleasure to be able to speak in this debate. I would also like to send my best wishes to my right hon. Friend the Member for Old Bexley and Sidcup (James Brokenshire).
It is a great pleasure to see the Minister in his place and responding to this debate. I listened to him very carefully and I detect a hint that there could be a compromise, for which I and my hon. Friend the Member for Southampton, Itchen (Royston Smith) have been calling for many months now. We are very keen to work with the Government. We are very keen for the Government to table an amendment in lieu, to accept our amendment today or, if the Minister feels so inclined, even to move our amendment to a vote to test the will of the House, but I imagine that, sadly, we will not have the opportunity to vote on what is called the McPartland-Smith amendment today.
I would like to pick the Minister up on the point he made about this Bill not being the correct place for the amendment. I believe it is, which I will come on to in a moment. I would also like to put on record that I, my hon. Friend the Member for Southampton, Itchen, those who have supported our amendment and the leaseholders themselves are all very clear that we have never asked the Government to pay for the full costs of remediation, or the taxpayer to bail people out. We just want the taxpayer to provide a safety net for leaseholders to ensure the fire safety works are actually undertaken; it has been nearly four years.
We want to be in a position whereby the Government provide the cash flow up front, and then they can levy those who have been responsible within the industry to recoup those funds over the next 10 years. That is our plan and objective. We would love to work with the Minister and the Government to get this resolved in the Lords. I say to the Minister today that their lordships have already agreed to re-table the amendment if it is not accepted. It will be tabled in the Lords on Friday. I am sure we will be back to discuss this later on—in a few months. So I hope that we can work in the in-between time to come to some solution together.
I am very proud to be the Chairman of the Regulatory Reform Committee. The Fire Safety Bill does amend the Regulatory Reform (Fire Safety) Order 2005. The reason why the Bill is so important is that it creates a financial obligation on leaseholders to pay freeholders for the costs of remedying any fire safety defects on external walls and doors, such as cladding, but not limited to cladding, so it can include fire safety breaks and a whole variety of other issues. I assume that this is an unintended consequence. The Government do not want leaseholders to pay—that is very clear from what the Minister said earlier—but they are not sure how they can resolve the problem and get the works fixed without leaseholders actually paying.
From my point of view, we are very keen to ensure that leaseholders are not responsible. In terms of dealing with that order, we have to amend the Fire Safety Bill, because we cannot wait for the Building Safety Bill. The Fire Safety Bill creates this legal obligation. It creates the position whereby a fire authority, which is a competent authority, can order a freeholder to do the works. They have 21 days to agree to do the works and provide a timescale, or that is a criminal offence. Once they have had this direction from a competent authority, the leaseholders are then required to refund the freeholder for the works that are done. Up and down the country we already have thousands of leaseholders who are on the verge of bankruptcy—some have already gone bankrupt—just waiting and, before they actually get to the costs of remediation, paying £15,000 a week for waking watch in blocks of flats and excessive insurance premiums. The costs are huge.
I urge the Government to accept our amendment, to let us vote on it, or to work with us to ensure that we resolve this issue in the Lords and that leaseholders do not have to pay.

Commons ChamberMadam Deputy Speaker, it is not often that Adjournment debates result in a positive action, but I am pleased that we are able to work together to see where we can get to. As I say, these decisions are made by a committee that looks at particular incidents and individuals, but we will work with my right hon. Friend and others to put the evidence together and to help him make the case for the award that he seeks for this remarkable individual, who exhibited the best of British policing and for whom there is long and strong memory into the future.
Indeed, it is not often that we have such a moving and positive Adjournment debate. I, too, thank the right hon. Member for Beckenham (Bob Stewart), as well as congratulating him on his elevation to the Privy Council.

Commons ChamberThis has been an interesting and stimulating debate, with some great contributions from both sides of the House. Before I start, I want to thank all hon. Members for the tributes they have paid to our brave police officers across the country.
This has been possibly the most challenging period for UK policing since the second world war. We have been asking police officers to do jobs that we never thought they would have to do in our lifetime, and they have done it with skill, aplomb and courage. The fact that many of them have fallen victim to the virus—indeed, a number have lost their life—is a cause of great sorrow, but I know they will take comfort from the support that hon. Members on both sides of the House have unequivocally given to them this afternoon.
I also express gratitude for the overwhelming revulsion at the increase in assaults on police officers that we have seen over the past few months and the past couple of years. It is something that we are determined to tackle as a Government, and it appears to me that we will have cross-party support for that measure when it comes forward in legislation later this year.
We had a number of good and interesting speeches throughout the debate, and I will address some of the themes that have been raised by hon. Members, rather than individual speeches. First, I want to address a couple of themes pursued by the Opposition Front Benchers and, in fact, by Opposition Members throughout the debate.
First, I want to address an issue raised by the shadow Home Secretary right at the start, when he accused me and the Home Secretary of being “soft on crime”. Well, I do not think that the Home Secretary has ever been accused of being soft on anything, let alone crime. Given my own record of fighting crime in London—I am proud of the contribution that I made—I think that is an unfair accusation. The hon. Member for Croydon Central (Sarah Jones) was boasting about Labour’s performance in the crime survey, so she will of course know that, according to the crime survey, overall crime and violent crime is below the level it was in 2010. Although that number has stabilised and we have seen a different pattern—certainly from violence in recorded police crime—if she is judging us on that particular measure, as she is judging her party, she has to accept that crime remains below the 2010 figure. Nevertheless, there are some significant issues that need to be addressed and I will come to those in a moment.
There was a strong theme in Opposition speeches—I note that there was no Liberal Democrat participation, but nevertheless a small number of Labour Members have participated—that was effectively accusing the Government over the last 10 years of somehow cutting police officer numbers or cutting the resources to police as a discretionary choice. In fact, as you will know, Madam Deputy Speaker, we were dealing with the consequences of the largest crash that we have seen in this country—indeed, the largest global crash seen since the 1930s. It was a crash brought about by deregulation of the financial services industry largely propelled by, I guess, Labour party dogma in terms of financial services. We have traded this argument many times during the nearly 18 months in which I have been in this job. In fact, it was a debate that was had to a high degree during the campaign in the run-up to the 2019 election.
The British people are smart enough to realise that where the public finances are concerned, we have to cut the cloth accordingly. They recognise that post that crash, we had to do something to get the balance sheet in order, and that required restrictions in expenditure across the whole public sector. To be honest, given what we have had to do during this pandemic to support people across the country and their businesses, thank God we did. If we had not, God knows what parlous state the finances would be in now. As it is, we have been able to get through this as best we can, supporting neighbourhoods, communities and businesses across the country because we rebuilt the balance sheet and rebuilt sound public finances. I make no apology for that at all.
A number of themes were promulgated during the debate, and I will address them in turn. First, my congratulations to the team from Bedfordshire for their pincer manoeuvre. Happily for them, I have recently visited Bedfordshire police and seen for myself the burdens that crime—particularly serious and organised crime—places on that force. I also had a discussion with the chief constable earlier this week about the challenges that that force is facing at the moment. I think I am due to meet my hon. Friend the Member for South West Bedfordshire (Andrew Selous) and residents from Leighton Buzzard quite soon to talk about crime in his area; we will certainly have a look at that.
The key theme raised by a number of Members across the House was the funding formula. I am happy to reiterate the commitment that I have made from this Dispatch Box in the past, which is that we are going to review it this side of the election. I am happy to say that the scoping work has already started in the Home Office. We are hopeful of bringing forward the various steps we have to go through for the funding formula in the future. The hon. Member for Croydon Central is quite right that, as a Back Bencher, I railed against the existing funding formula, not least because of the effect that it has on Hampshire police, but at the moment it remains the most reliable—if slightly elderly—formula that we have for allocating resources, so until we manage to devise a new one, the work for which we will be doing soon, I am afraid that we have to stick with it.
A number of Members quite rightly raised the issue of vaccinations for police officers. As I have said publicly and, indeed, in meetings with the federation and others, both the Home Secretary and I have made the point to the Secretary of State for Health and Social Care and through Government that police officers face a particular exposure to the virus that we think necessitates their being prioritised once the first four groups have been dealt with. That decision is not in our hands—it sits with the independent committee that makes the decisions about who gets vaccinated—but nevertheless we, along with the federation and others, have made that point strongly.
A number of Members, not least my hon. Friends the Members for West Dorset (Chris Loder) and for North Norfolk (Duncan Baker), made representations about county lines and the violence that is being promulgated throughout the country by drugs gangs. We are making enormous strides in confronting those gangs, with 550 county lines closed down in the past 12 months, and we have doubled the money that we are putting into county lines, with a further £20 million being allocated this year and more money going into dealing with serious and organised crime and the upstream effects of drugs.
Over past four or five years, the issue of drugs has become central to crime in this country and, as a Government, we are determined to confront it. I think it is fair to say that every time I speak to the Prime Minister he has an obsession with the impact of drugs in society and wants us to work as hard as we can to roll back the effects of that horrendous industry in our neighbourhoods, towns and cities. Over the next few months, Members will see an even more assertive approach to it.
Let me turn to one or two particular specific themes that were raised. My hon. Friend the Member for Kettering (Mr Hollobone) made an excellent speech touching on several themes that were echoed by a number of other Members. Along with my hon. Friend the Member for Wakefield (Imran Ahmad Khan), he pointed out that it is not about how big a budget is; it is about what we do with it. Much of that comes down to the collaboration between the police and crime commissioner and the local chief constable. Given that we are approaching an election for police and crime commissioners, it is no surprise that we heard a number of, shall we say, political interventions and speeches, with a view towards that collaboration and helping people to put their cross in the right box.
Police and crime commissioners can have an enormous impact on performance in their area. Alongside the new National Policing Board and the performance board that sits underneath it, we are going to do our best to make sure that it is about not just the budget but the effect, the focus and a drive for change in every single police area throughout the country. I hope people will see that in future.
My hon. Friend the Member for Kettering also raised ANPR as an issue, and, in correspondence to me, a number of Members have previously referred to traffic police and the need to grip the transport network. We believe that is the key to fighting crime.
My hon. Friend the Member for Kettering—I am privileging him because he is one of the few Members who is actually present—also raised the issue of taser roll-out. He will know that last year we announced £10 million of extra taser funding to allow chiefs to roll tasers out to those who wish to use them. Using a taser is often less impactful, shall we say, and likely to cause less injury than hitting somebody with an ASP, and it provides officers with protection in a way that perhaps other defensive equipment may not. We are keen to see that those officers who want a taser can acquire one to use for their own protection. I hope that when we bring forward in legislation the police covenant, which will contain a commitment from the Government to look towards the safety and wellbeing of police officers, my hon. Friend will support that as enthusiastically as he has offered his support this afternoon.
Finally—[Hon. Members: “Hear, hear!”] I hear murmuring from the Whips. I had a challenge from a number of Members, not least my hon. Friend the Member for North East Bedfordshire (Richard Fuller), about the Government’s commitment to increasing the number of police officers by 20,000 over last year and the next two years. As I said on Monday in Home Office questions, to me that commitment is as strong as the ravens’ to the Tower, and the legend goes that should the ravens ever leave the tower, the kingdom will fall. Our commitment to the 20,000 police officers is about as rock-solid as it gets. If we fail to achieve that target—I am confident that we will—there will obviously be significant implications, not least for me, so we will be working very hard to ensure that, whatever the disposition of police officers over the next two or three years, we get to that 20,000 by the target date.
Finally, Members raised the burden that covid has placed on police forces and the financial cost to them over the last few months. I am happy to say that later this week, we will make further announcements about more money that we will be giving to police forces—we are finalising the figures at the moment—on top of the £30 million that we have given them in the interim. I hope that that means we can round off this year as one of the most generous for policing in the last decade, if not the most generous, and move into a second year that continues the trajectory of growth and performance as we drive down crime across the whole country.

Commons ChamberI hope that everyone who indicated they wish to speak this afternoon will have the opportunity to do so. I am therefore introducing an immediate time limit of four minutes on Back-Bench speeches.
I really appreciate the fact that we are having this debate, because I have spent eight years trying to get justice for survivors of child sexual exploitation and to prevent grooming gangs. I have been vilified, smeared and threatened, by the far right and the far left, who use this crime for their own political agenda. The only impact it has had on me is that I get a taste of the intimidation that survivors have to endure. So their threats just make me more determined to make sure we permanently get rid of any form of child sexual exploitation. But their actions embolden the abusers. They make it more difficult for those in child protection to do their jobs, and they deter victims from coming forward.
I fail to understand why this topic is so emotive, when there is a clear picture of gangs with a similar profile being involved in sexual abuse and exploitation. This should be investigated without fear or favour, as any other gang-related crime would be. We live in a democracy, and the law should be able to be applied in an even-handed way.
We are very fortunate in Rotherham, because the National Crime Agency’s Operation Stovewood is looking at cases of CSE by grooming gangs between 1997 and 2013, a 16-year period. It has already identified 1,569 survivors and 261 designated suspects. To date we have had 20 convictions in court, and four awaiting trial. That is in 16 years. I know survivors who are 70 years old. Think about the scale and length of time of this abuse.
Now some specific suggestions to prevent CSE by grooming gangs and to secure convictions. Each potential victim should have a named person they are comfortable with, and that person should be shared across all stakeholders. The treatment of witnesses and survivors must be constantly reviewed to make sure they are able to give evidence in a safe format and receive the support they deserve.
Mandatory relationship education for all primary schoolchildren should have been in place in September 2020, but we have still not been given an implementation date. The law desperately needs updating on positions of trust and online harms. There should be stricter sentencing. The use of pre-charge bail, particularly where there is a flight risk, must be swiftly cut back.
Serious consideration needs to be given to offender release. Sexual predators do not change their patterns of behaviour, and they return to the same communities where they carried out the abuse. Prevention must be our focus, which means health professionals should be trained to spot and support potential perpetrators.
Trading standards officers should be able to investigate premises where they believe grooming gangs operate. A multi-agency approach is key, but it has to be full and equal across all partners and that should include Government Departments. I am glad the Government are looking to make funding for support services more stable. To succeed, it has to be long-term funding.
Unregulated care homes must be banned for all children under the age of 18. We need to promote closer interaction between the police and the Crown Prosecution Service. We need to use disruption tactics as much as possible which avoid victims having to give evidence. Our adversarial court proceedings further brutalise victims and survivors, and this is unacceptable. We have to change it.
We need to establish a national set of triggers that allow local authorities to provide support for children showing signs of harm, rather than the current postcode lottery. We need to make sure that every toolkit dealing with CSE understands that children have a range of cultural and ethnic backgrounds, as currently there is an assumption that victims of CSE are non-disabled white girls, and that is not true. We need to require every local authority to take urgent steps to improve the accessibility of CSE services.
Order. The hon. Lady is well past her four-minute time limit, I am afraid. I will give her a final sentence.
Fundamentally, the Government need to work in a cross-departmental way to end this crime once and for all.
I appreciate the opportunity to speak in this important debate. In my constituency, this is very much a live issue, and it is causing considerable concern. There are ongoing investigations in my constituency on these issues and a pending trial. I will be very careful with my remarks, so as to protect that crucial work. If we ever hope to see justice, and for communities such as ours to be able to heal, that process must be able to play out in full.
I do not think it is unreasonable to ask the question of how widespread grooming activity is and how and where it links to child sexual exploitation and child sexual abuse cases. I also do not think it is unreasonable when people express a lack of faith in the system, as they have to me in conversations and surgery appointments. There are clear examples of where the system has not worked and victims have been let down time and again. There is a clear appetite for more information and for faith to be restored in the process. I firmly believe that the only way we will get there is through transparency—through making the failings of the past visible and demonstrably learning our lessons from them.
I want to concentrate the remainder of my remarks on a different aspect of this debate: those with vested interests stirring up tensions to suit their own ends. This is not to deny in any way the powerful and awful cases of CSE and CSA that exist and that must be stamped out whenever they occur. In Barrow, we have seen the sharp end of these vested interests. They take the vacuum of information that forms when investigations start or court processes begin, and they exploit people’s fears. They exploit their worst natures, and they fill the void with misinformation and conjecture that serves no one but themselves.
At the height of the first lockdown, in the middle of the pandemic in Barrow, we had the indignity of the far right turning up, stoking up tensions in our town and leading physical protests and convoys of vehicles down the A590, all the while proclaiming that they were doing it in the pursuit of justice. But of course, they were not. Instead of shining a light on injustice, they shone a light very brightly on themselves. They talked up the causes and the division that they promoted, and then they left, leaving people who are sat at home by necessity, spending too much time on Facebook, with questions. Those with books to sell and media reputations to burnish should be ashamed of themselves for exploiting the fears of communities such as mine, who have legitimate worries and concerns.
I hate to say it, but I have no doubt that there is sexual exploitation going on in some of the towns and communities that make up constituencies such as mine. It is a sad fact of modern life. While every single case is reprehensible and requires a proportionate response from the justice system, individual cases do not mean an epidemic or a cover-up, no matter what some of those I mentioned suggest. We have a burning need to restore faith in the processes that surround these investigations and to shine a light on them. The more transparent we can be, the easier that job will be, even if the conversation we must have to get there will be very difficult indeed.
I would like to end by thanking a few of my constituents. During a pandemic, in a lockdown, faced with some shocking headlines that are amplified by social media, the community has pulled together and looked after those most in need. I would especially like to thank Women’s Community Matters in Barrow for all it has done for those who need help most in our community—victims and survivors alike. We have a long way to go to win the public’s trust, and I very much hope that the new tackling child sexual abuse strategy gives us demonstrable results soon, so that that journey can begin.
It will be obvious to those in the Chamber that it is nearly 6 o’clock, and clapping will be taking place throughout the country and in other parts of this building. Obviously, we will not have any clapping in the Chamber. Indeed, we have already paid tribute at noon today with our one minute’s silence to Captain Sir Tom Moore, who has been such a great inspiration to the country over the last year, and in memory of the many thousands of people who have died. As it reaches 6 o’clock, we will just pause for a moment. We do not need to clap, but we do show our appreciation.

Commons ChamberBefore I call the hon. Member for Middlesbrough South and East Cleveland (Mr Clarke), it is obvious that the debate that is about to take place is a delicate matter. I am sure that the hon. Gentleman is well aware of the sub judice rule, and that anyone else who seeks to take part in this debate will bear in mind that there must be no reference to any person or case that is currently sub judice.
I would like to start by briefly placing on record my deep admiration for Captain Sir Tom Moore, after the sad news of his passing today. Like so many of his generation, he was an ordinary man who had extraordinary qualities, and our whole country is the worse for his being no longer with us. He was a remarkable figure; may he rest in peace.
Tonight I had hoped to raise a particular case concerning a constituent, but following the advice I received about the sub judice rules, I will allude to the issue in question in broad terms. I want to discuss the challenges concerning the deportation of foreign national offenders. As we know, under the terms of the UK Borders Act 2007, if someone is sentenced to 12 months or more, they are liable for automatic deportation. If they are sentenced to a term of imprisonment of four years or more, there is a very strong public interest in that deportation going ahead, other than in the most extraordinary circumstances. Clearly that is not happening in a number of cases. I can think of one instance that is very close to my own heart in which this has not been the case.
This leads to wider questions that concern the provisions of the Human Rights Act, and whether it is striking the right balance between the interests of the general public and the rights of defendants. Clearly this issue is going to become increasingly topical, because Home Office statistics show that in 2018—a typical recent year—455 appeals against deportation by foreign national offenders were successful. That was 25% of all such appeals lodged by those convicted criminals. Of the successful appeals, 172 relied on human rights grounds. Each and every week in 2018, therefore, three serious foreign national offenders were sidestepping the UK Borders Act 2007 based on human rights claims. I am afraid it stretches credulity to believe that all these claims were well founded. There must be a concern that instead, immigration lawyers are advising their clients precisely what the right buzzwords are to initiate a successful appeal against being removed from the United Kingdom. There is a pervasive sense that our own high legal standards are being deployed against us to the detriment of the public.
The provisions of the European convention on human rights should be there to protect the innocent against grave and exceptional threats.

Thank you, Madam Deputy Speaker. I welcome these measures, but they do not go far enough to deliver a comprehensive system. The Brazil and South Africa variants have been identified across several continents, and in the first wave, less than 1% of new cases came from China. The overwhelming majority came from European countries that the Government said were low risk at the time. May I ask the Home Secretary about the number of people likely still to be arriving who are not covered by quarantine hotels, who do not have to take further tests on arrival, and who will be able to go straight on to the public transport system from Heathrow or wherever they arrive? Can she confirm that that is likely still to be thousands of people each day, and does she think that that is wise?
It is important to put this into the context of travel and the measures and checks that we have put in place around compliance. I have already stated that Border Force is undertaking 100% checks at PCPs. Also, when it comes to carriers, there is now a carrier liability measure in place; they have that burden, and they will be given a fine if they do not check their travellers before they get on their planes, in particular. These are stringent measures with significant penalties and significant fines in place, and the carriers, which are also operational partners that we work with, are very clear about that. However, the hon. Lady is right about self-isolation. Self-isolation must take place, and that is why across Government—not just the Home Office but health and the isolation assurance service, along with the police—we are working collaboratively across the board to ensure that those measures are being adhered to and enforced.

Commons ChamberI thank the Minister for advance sight of her statement. We in the Labour party are really pleased to hear about the launch of the Ask for ANI scheme today, which will be a real innovation in helping victims come forward. Can the Minister tell the House what work her Department has done to ensure that in launching this brilliant scheme, when a victim comes forward there will be support beyond an initial phone call available, especially in cases where victims are not ready to inform the police?
We are now eight days into a third national lockdown, with a “Stay at home” message that we have become incredibly familiar with. It was welcome in this third lockdown that the Prime Minister clarified that individuals who wish to leave their homes to escape domestic abuse could do so. That message was not given back in March, and I welcome that being rectified and that the right thing has now been said.
We on the Opposition Benches welcome what the Minister has said today about the measures being taken to tackle domestic abuse and hidden harms. Back in April, the shadow Home Secretary, my hon. Friend the Member for Torfaen (Nick Thomas-Symonds) wrote to the Home Secretary urging her to act on this important issue. He also raised concerns from the sector, including the need to bring forward urgently a package of emergency financial support for organisations doing the vital work on the frontline which the Minister has talked about.
It was the Labour party that urged the Government to put in place £75 million of financial support for the sector. When the Government announced that they would do that, we welcomed the support, but the Home Secretary confirmed back in June, months into the crisis, that only a staggering £1.2 million had been spent. Today, the Minister’s statement tells us that 11 months into this crisis, still only a third of that funding has reached the frontline. Can she explain that? Will she tell us when the £51 million unspent will be allocated? Will she confirm that the £11 million extra that she has announced today is in excess of the £75 million already announced?
The Minister has also mentioned refuge capacity, and we thank all those who struggled very hard under very difficult circumstances to create urgently needed beds that should never have been missing. We must now ask: is that still enough? I have myself this week tried to get a refuge bed and not been able to find one. Will the Minister tell us today and in the coming weeks what contact she has had with refuges about capacity? Can she today say that she is confident that there is capacity to meet the demand? Can she tell the House what specific provisions have been made for specialised services for those victims who are black, Asian and minority ethnic, migrants, LGBTQ, male or disabled?
As the Minister has mentioned, children are often the hidden victims of domestic and sexual abuse in the home. Can she tell us what work her Department is doing to ensure that vulnerable children who are out of school are safe? What, if any, detached youth work and proactive targeting of children—at the very least, those on child protection plans—has she asked for in order to reach children living in dangerous and violent homes?
The Minister mentioned the £11 million of funding to the brilliant “See, Hear, Respond” scheme, but as she said herself, it will target 50,000 children, not the three-quarters of a million children today living in dangerous homes. Can she tell us whether any of the schemes that she has announced for children cover every child in our country, so that all child victims can benefit, not just those in some areas, where a postcode lottery determines whether we fund a child’s safety?
To continue on a theme, the Minister mentioned the support of independent child trafficking guardians—a brilliant scheme that we welcome. Can she confirm that that scheme is available to all children trafficked in our country, as was promised some years ago by this Government, or is it still, as I understand, just a pilot for some areas, leaving some trafficked children without support?
Domestic abuse and community support services are currently planning for redundancies in March—quite unbelievable in the middle of a global pandemic and a national lockdown. The sector, the Labour party, the Domestic Abuse Commissioner and the Victims’ Commissioner have all called repeatedly for sustainable funding for at least the next year. The staff being made redundant are the very people the Minister needs for Ask for ANI to have any chance of success. Can the Minister confirm whether there have been any discussions with the sector or the Treasury about multi-year funding, and an end to the dangerous year-on-year short-termism in community services for adults and children?
The Government were too slow to act in the first and second lockdowns. I am very pleased that now, in the third lockdown, they are more alert to this issue. Labour, the shadow Home Secretary and I have been saying to the Government since April that they need to do more to protect those who cannot leave home. It is not enough to say that victims should reach out; we in this House, especially the Government, have a responsibility to ensure that when they do that there is help for them. If there is not, we risk losing them for good.
With the thought of the lockdown carrying on until March, it is imperative that the Government act, and act fast. All Members across this House need to assure their constituents that all, not just some, victims suffering from domestic abuse and other hidden harms can leave that abuse and access safety. There are people waiting and willing to help. That is the message that we need to send, and it is on all of us to ensure that that is the case.
Before I call the Minister, I must point out that the hon. Lady significantly exceeded the time allocated to her. I know this is a very serious subject, but everybody on the list recognises that, and will want to make points. I must ask for brief questions; if they are not brief, the people who are at the end of the list—everyone can see who they are—will not get to ask their questions. It is a matter of dividing the time in this House equally and fairly between Members.
Thank you for that, Madam Deputy Speaker. Accordingly, I will answer some of the hon. Lady’s issues, and then write to her on the matters that I cannot address, because I am mindful that, as you say, other colleagues would like to come in.
May I deal first with the codeword scheme? I really welcome the fact that the hon. Lady and the Opposition welcome that scheme. It has been really carefully thought through, after really careful work with domestic abuse charities, including Hestia, which has done great work with its own safe spaces scheme. We are clear that the scheme must be victim-led. In other words, when a victim is taken into the consultation room in pharmacies they will be asked by a fully trained pharmacist what they would like to do. For some it may be a 999 call. For others it may well be other forms of help, through the helplines and community services. We will look at the scheme very carefully to ensure that it is working well for victims. It is another source of information and access to help for victims, because we are so aware of how difficult it can be for victims to reach out.
The hon. Lady challenged me on the funding. We have had this conversation before, but the latest figures I have to hand on the funding that we have committed—both the charitable funding that was committed in spring last year and the Home Office’s additional £2 million fund for the helpline services and web-based services—are that a total of just under £27 million has been allocated and, indeed, paid out of Government coffers. That is across the MHCLG, the MOJ and the Home Office. We are working hard to allocate the £11 million, but that was in addition to this funding, which of course is in addition to the funding that is available in normal times.
I am really pleased that, on refuges, part of the funding that has been granted through the Chancellor’s charitable funding that was announced in the spring has allowed just under a further 1,900 spaces in safe accommodation. Clearly, we keep that under review, and want to get to a situation in which the sorts of challenges that the hon. Lady has set out do not apply. That is precisely why we are bringing in the duty on tier 1 local authorities through the Domestic Abuse Bill, and as she will know, MHCLG has already provided funding ahead of the next financial year to help tier 1 local authorities prepare for that.
There are many things that we have done for vulnerable children. In particular, we have worked with social care services and early help services to ensure that they continue to support vulnerable children and young people, along with their families. I have seen this myself, not just in the context of child sexual exploitation and abuse but, for example, in the context of gang exploitation. We have also brought thousands of social workers back on to a temporary register, the Social Work Together online tool, which we have developed in partnership with Social Work England and the Local Government Association to draw on those people’s expertise and experience where needed. We have invested not just in the “See, Hear, Respond” service that the hon. Lady supports, but in the National Society for the Prevention of Cruelty to Children’s helplines, Childline and the equivalent for adults.
Finally, ICTGs—the trafficking guardians—have been rolled out over a third of local authorities, and we have been clear that we want to roll this out further. As the hon. Lady will know, the model of use of the national referral mechanism by child victims has changed in recent years with the sad arrival of county lines gangs, so we have been changing the system to try to reflect the needs of those victims, as well as victims from overseas. All of this work is continuing through this pandemic, and I thank the hon. Lady for joining our call to ensure these messages are rolled out across our constituencies to help our victims, wherever they may live.
I hope I caught most of my hon. Friend’s question. He will know of the sterling work being done by my ministerial counterpart the Under-Secretary of State for Justice, my hon. Friend the Member for Cheltenham (Alex Chalk), to ensure that victims of domestic abuse can have access to free legal advice in the initial stages of their case. The scheme is called Finding Legal Options for Women Survivors. I would really recommend it, because it has a huge benefit for people who are in the early stages of the court process. Of course, courts remain open during these restrictions. They have remained open for domestic abuse cases, and for other vulnerabilities and priority cases. We encourage anyone who needs to access a court to please, please continue trying to do so during the current set of restrictions.
Order. The hon. Member for Bromley and Chislehurst (Sir Robert Neill) was very brief in his question, but I must beg that we go a lot faster now, otherwise not everybody will get to ask their question. It is also not fair on people who are waiting to take part in the next three items of business, so questions and answers have to be short.
We know the terrifying impact of lockdowns on those experiencing domestic abuse, and the increased pressure on support services and refuges. What discussions has the Minister had with charities and organisations running refuges for women, men and those of the LGBT+ community about capacity, and what plans are there to ensure that a rise in demand does not mean that some people are left with a choice between staying with their abuser and homelessness?
I hope the hon. Lady has seen not just the announcement of the codeword scheme today but the announcement encouraging employers to join the cause and to be better informed as to how they can help members of their workforce who may be suffering from domestic abuse. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Sutton and Cheam (Paul Scully), has written to many, many businesses today to set out how they can help. I see this as very much part of our overall efforts to ensure that people understand what domestic abuse is, the many forms it can take, and how it is everyone’s business.
We have considerably exceeded the time allocated for this statement, but I do not think it would be fair to cut off the last three people who are on the list. However, I say now—not only to people who have taken part in this statement but to all Members, if anyone is paying attention—that if we are going to make virtual proceedings work, we have to do it as if we were in the Chamber, and that means that we do it quickly. It is not a conversation; it is questions and answers. Now we really have to go quickly. I say the same for the next statement, because it is not fair for the people who will be here at 5 o’clock and simply will not get to speak.
Thank you, Madam Deputy Speaker. Due to the emergency circumstances, victims of domestic abuse sometimes have to flee, leaving behind all their possessions, including mobile phones, making it harder to stay in contact with the police and other agencies. In Stoke-on-Trent, the police have launched a fantastic initiative whereby some vulnerable residents and domestic abuse victims have been given mobile phones loaded with useful contacts based on the individual’s situation. Does the Minister agree that it is important to support measures enabling domestic abuse victims to leave their home environment while eradicating the fear of being cut off from society, especially when covid-19 is exacerbating isolation across the board?
I would be delighted to do so. I thank my hon. Friend for her work on the Bill Committee enabling us to table an amendment whereby children are included in the Bill, reflecting the impact that this abuse has on them.
