I could not agree more. That is a laudable target, but we should always try to go a little further. In my view, the target is there to be exceeded, and I am sure that the Minister will do everything she can to achieve that.

Let me dig a bit deeper and draw some gender and regional comparisons. Between April and June 2017, about 2 million women and 1.5 million men with disabilities were in work. That means that the employment rate among people with disabilities is about 50% for men and 48.6% for women. It is worth noting that more working-age women than working-age men have disabilities, which explains the discrepancy between the totals and the percentages of men and women with disabilities who are in work. However, the gap between the employment rates among women with and without disabilities is smaller than the equivalent gap for men. Although there is some reasonable news, it is tempered by the fact that the disability employment gap is still 27 percentage points for women and 35 percentage points for men.

It is also worth looking at the regional breakdown across the UK. Annual population survey data show that between July 2016 and June 2017 employment among disabled people was highest in the south-west of England, at 58.5%, and lowest in Northern Ireland, at just 36.7%. Scotland ranks third lowest in the UK, ahead of only Northern Ireland and the north-east, with a rate of 43.4% compared with the UK average of 49.7%. It is worth noting that those regional discrepancies by and large reflect the overall employment rates of the nations and regions of the United Kingdom.

The data highlight the issue at hand. I secured the debate so that we could continue to raise awareness in the Government and in the public and private sectors of the contributions and under-appreciated talent of disabled people in the UK and, in so doing, help to bridge the disability employment gap.

I congratulate my hon. Friend on securing this important debate. Does he agree that the fact that Disability Confident is a UK-wide scheme is excellent because it allows companies across our country to take part? Small companies such as Jaycees, a computer shop in Forres just two doors down from my constituency office, groups such as ENABLE Elgin, which does great work across Moray, and even globally renowned firms such as Maclean’s Highland Bakery, Walkers Shortbread and Baxters Food Group are all signed up to the scheme.

I also congratulate the hon. Member for Easington (Grahame Morris) on securing today’s debate, and I was happy to add my signature to the application to ensure that it got through the Backbench Business Committee.

May I take this opportunity to pay tribute to local Moray WASPI campaigners? Several other Scottish Members have intervened today to say that their campaigners are watching at home or in a union building in Glasgow. I am delighted that I have a local WASPI campaigner and others from Moray in the Gallery today. One of them is Jennifer Matheson, who is fresh from abseiling off a building in Lossiemouth recently to raise funds for Outfit Moray, when she was resplendent in her WASPI colours to show her continued support for the campaign. May I also put on record my support and admiration for Sheila Forbes, who leads the Moray WASPI campaign?

I have previously spoken in debates on this issue in this Chamber, but today I want to focus on local case studies to ensure that the effects the women in Moray face as a result of these changes are recorded in the Official Report, because the testimony of these women is extremely important.

One lady continues to look after three generations, as well as holding down a full-time job. However, because of the stress caused by her concerns over her pension age, she is now off sick. Another lady, who is close by in the Chamber at the moment, says:

“I am now 64, so four…years without my pension.”

She has worked since she was 16, and she has 43 years of national insurance contributions. To echo some of the comments made by other hon. Members today, this constituent has two schoolmates born in the same year as she was, 1953—one was born in February, and one in July—and they already have their pensions. So birthdays only nine months apart can mean two years’ difference in terms of state pension pay-outs.

Another constituent resigned when she was 61 from an extremely stressful job, and she felt she could live off her savings until she got to her pension age at 62, only to find out that it had changed to 66. She then had the double whammy of trying to claim her occupational pension and being advised that, if she took it, she would lose 5% each year before she reached state retirement age of 66.

In the short time available, I want to finish with another story from Moray. This lady is a carer for her husband, who took a dense stroke five years ago. They were going to use some of the state pension money to buy specialist equipment that was not available on the NHS. That story is harrowing, but the key point for me was that she never, ever received a letter informing her that she would not be getting a pension at 60.

My hon. Friend hits the nail on the head. There are lots of women who find themselves taking on caring responsibilities because their partners have life-changing health conditions. It is really important that the Minister takes this into account when looking at the pension implications for these women.

I am grateful for that intervention. We have heard that message from both sides of the Chamber, and I am very hopeful that the Minister will take it on board.

The final point I want to make about this specific constituent was that she had lived at the same address for 27 years—she had not moved house, and she had not moved around the country—yet she never received a single letter from the DWP about these changes. That is the inadequacy we have to look at.

I would like to echo the comments of the hon. Member for Swansea East (Carolyn Harris)—sadly, she is not in the Chamber at the moment—and my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), who spoke about the all-party group’s study into this issue, which I fully support—I was at the launch in Westminster Hall recently. It is great to hear that there have been 90 submissions so far, but we need more because this is an opportunity for WASPI groups and WASPI women across the country to get involved and to ensure that we go through the process and have something to offer the Minister and the Government. We want to identify a solution, and it is important that the women affected by these changes are involved in that.

All 3.8 million WASPI women agree with equalisation, as we have heard across the Chamber today.

Does the hon. Gentleman share my concerns, and those of many others in this Chamber, about women who are doing physical and perhaps menial work and who are unable to continue to work for another two years? Does he agree that the Government should consider those who are physically unable to work and to cope with the extra two years and that action should be taken to help those women?

I am grateful to the hon. Gentleman for raising that point. I was able to raise only some of the testimonies that I have had from Moray WASPI women, but I would have included those who are continuing in very hard labour jobs and have worked for a very long time in these sectors, where they have also experienced gender inequality. They suffered while they were working, they thought they were coming up to retirement age, and they have had to continue extremely strenuous work into a period where they thought they would have been retired. They have been hard-working, conscientious employees for so long, and they deserve our support. I hope that the many who are here with us today, and indeed the many around the country who are watching this debate, will feel that there is support around this Chamber and across the parties.

As I said, the key issue is the lack of notification. That is indefensible on the part of any Government. These decisions were made not only by the current Conservative Government but across these green Benches. Governments have let these women down by not ensuring that they had the notification they required to make their plans for the future. As we have heard, they were faced with a cliff edge with no prior notice. That is wrong, and that is why I support the WASPI women.

I also support the very positive comments that we heard earlier about the fact that we are fighting for these ladies’ entitlement to something that they have paid into for their entire lives. They should not have to fight for it—they should be given it. They entered into a contract with the Government that said, “At the end of it, you will receive this pension at this age.” That is why I support these women in fighting for that entitlement. It is why I support the Moray WASPI women who are with us today, all the WASPI women in the Gallery, and all the WASPI women who are watching at home.

I am about to come specifically to the hon. Gentleman. He mentioned the problems faced by the pensions system, and I completely agreed with the spirit of his speech. I understand that Gordon Brown had a field day with the pensions pot and made things a hell of a lot more complicated for everybody. I accept that as reality and a historical fact. However, the fact that I agree with the hon. Gentleman about those grave concerns shows why we need to fix this problem. We always hear the argument about it being unfair to put costs on to the younger generations because they are the ones who will be footing the bill—the pay-as-you-go system that the hon. Gentleman referred to. I am from that generation, and I am looking at this problem and thinking: these women have done nothing wrong, yet the Government are still able to afford all these things that I really do not think are that important. Are the Government really not going to act because of me? Wait a second—why should I be paying national insurance, if at the last hurdle the Government can change the rules and move the goalposts? Why should my generation take anything that the Government say seriously? We must be grown up about this—I can’t believe I have to say that in here—and we need to address and fix this problem. This is above party politics, so let us be practical.

Where the hon. Member for South Suffolk (James Cartlidge) and I will disagree is when I say that this comes down to tough political choices. The Government have a deal with the DUP to maintain power, and billions of pounds are being spent on Trident. There is the refurbishment for this place, and we have heard about some ridiculous campaigns for boats and royal yachts and so on. I am sorry, but those things are not the priority right now. These women entered a contract—national insurance is a contract; it is a basic fundamental of our welfare state as it functions. We cannot undermine that, yet that is all the Government are serving to do. If this were a private company it would, rightly, be getting dragged through the courts right now, and the Government should reflect on that.

The hon. Member for Bury St Edmunds (Jo Churchill) said that section 28 of the Scotland Act 2016 gives the Scottish Parliament the power to mitigate these changes. I have a problem with that argument because section 28 of that Act states that we cannot give pension assistance or assistance by “reason of old age”. We are not allowed to do that—pensions are completely reserved, and when we campaigned for the devolution of pensions we were told no.

Does the hon. Lady also agree that an SNP Government Minister stated in a letter to the UK Government about the WASPI women:

“I accept that ‘old age’ is not defined in the legislation, and that most people would not regard this age group as old”?

When she speaks about pensions, does she agree that these women are not pensioners because they have not received their state pension? There may be an opportunity to use that—an opportunity, that is all I ask.

We are discussing universal credit, and “universal” is an important word, because I think we universally agree in this Chamber that the previous system was a failure. People were stuck on the old system for far too long, and there was no incentive for them to get back into work. My hon. Friend the Member for South Cambridgeshire (Heidi Allen) said that the old system was like a game of roulette, and we can all agree on the benefits of the current universal system. My hon. Friend also said that universal credit has poverty-fighting potential, and we can all agree on that because both Opposition Members and Government Members agreed with the general principles of universal credit. It is important to remember that there is cross-party support for what we are trying to achieve with universal credit. There may be divergence of opinion in certain areas, but the system is necessary and is supported across the Chamber. People on universal credit are more likely to find and stay in work, and they are more likely to earn more money while in work, which is an important message that we cannot forget in these repeated debates in the Chamber.

Our cautious welcome for universal credit at the time was not unconditional. For us to make an assessment of how universal credit is going, we need to see the DWP’s assessments. The Government are going to make those documents available to the Work and Pensions Committee, so why can they not publish them more widely?

I am grateful to the hon. Gentleman for bringing me on to what is going to be published. The Government have agreed to exactly what is requested in this Opposition day motion, and I was pleased to hear the Secretary of State confirm at the Dispatch Box that he will ensure that everything that has been asked for will be delivered.

I listened most intently to the emotive speech of the right hon. Member for Birkenhead (Frank Field), but he went on to say that he was not particularly happy with the Government agreeing to everything in the motion and, indeed, that he will be raising the contents of the motion with Mr Speaker. I politely suggest that it may have been more useful for him to raise that concern with the Opposition Front-Bench team, because this is a Labour motion that the Government have accepted. The papers will be published, and any differences of opinion that the right hon. Gentleman now wants to raise with Mr Speaker should have been raised more promptly with his own Front-Bench team, because what they have asked for will be delivered.

But stories start somewhere, and the right hon. Gentleman could have started his story with the Opposition Front-Bench team, because he seems to be most critical of them for not asking more of the Government.

I accept the useful point made by my hon. Friend the Member for North East Derbyshire (Lee Rowley), who suggested that Labour now wants more given that the Government have accepted what was requested in the motion. However, the information is extremely dated, so we have to question its merit and benefit given that the system has developed considerably. We have had four debates in the Chamber, and the policy has been developed since the Chancellor gave his Budget and will continue to be developed as we go forward.

Speaking of the Chancellor and his Budget, I welcome the £1.5 billion to address concerns around universal credit. [Interruption.] I hear the hon. Member for Airdrie and Shotts (Neil Gray) say, “That is not enough.” I listened carefully to his speech, in which he could not accept that the Government have done anything good, saying that this Government must be bad when they talk about universal credit and that he was not happy with the proposals in the Budget. I would therefore like to know what he thinks about Citizens Advice Scotland, which welcomed the changes to universal credit in the Budget, saying:

“Taken together, these measures will make a real difference to those claimants who are currently experiencing hardship.”

That is the sort of response that we should be getting from the Opposition parties.

The changes in the Budget will have a real impact. I have already mentioned the £1.5 billion that will address some concerns, but the removal of the seven-day waiting period for new claimants will mean that no one waits six weeks to receive their first universal credit payment.

I am sorry, but we are on a time limit.

Claimants who need support can get advance payments of up to 100% of their estimated monthly entitlement, effectively removing the wait for first payments altogether and going further than anyone on either side of the House and many external commentators were asking for. The Budget changes show that this is a Government who are listening. This is a Government who accept concerns raised by Members on both sides of the House and who want to make changes to improve a system that is designed to improve many people’s lives.

Because of those Budget changes, we have also seen a reduction in the pace of the roll-out in Scotland. In my area, Moray Council will now not see the roll-out until June 2018, which will allow council staff and DWP staff to work to enact the positive changes that we saw in the Budget.

I am delighted that the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) has returned to the Chamber, as in both his interventions he addressed the impact of poor broadband on universal credit. The Secretary of State is correct that the problem of broadband is not for the Department for Work and Pensions. It is actually a problem for the Scottish Government, who are failing in the broadband roll-out. [Interruption.] SNP Members do not like it. They are shouting across the Chamber because they are failing to deliver broadband in Scotland, which is why this Conservative Government are correct to bypass the Scottish Government in the next roll-out to ensure that we can have effective broadband across Scotland, addressing the concerns so ably raised by the hon. Member for Caithness, Sutherland and Easter Ross.

This Conservative Government are introducing transformational change. This is a system that had to be corrected because of the failures of the Labour party and of a system that did not help people into work— indeed, the system kept people out of work. With such major transformational changes, there will have to be improvements along the way. I am pleased that this Conservative Government have listened and have reacted to concerns but are continuing with a system of universal credit that wants to help people back into work, rather than ensuring that people cannot get into work and stay out of work. By doing that, we not only improve the lives of individuals who get back into work but we improve life for our communities, which we should all support.

I welcome this debate—[Interruption.] Excuse me. I would have welcomed the opportunity to put far more points on the record had the leader of the SNP not taken almost 40 minutes with his opening remarks. This is the first debate in this Chamber—[Interruption.] SNP Members may want to hear what I have to say.

This is the first debate in this Chamber in which I have been able to articulate the views of WASPI women in Moray, and I would have appreciated a little more than three minutes. Our previous Westminster Hall debate was secured by the hon. Member for Easington (Grahame Morris) in early July, less than a month after I was elected to this place. I had not made a maiden speech and, again, there was a very restrictive time limit. Having previously met Moray WASPI women, I told them that I would not contribute to that debate, and they understood, yet the SNP put out a press release criticising me for it. The hon. Member for Paisley and Renfrewshire South (Mhairi Black) said:

“Douglas Ross must do the right thing for these women”,

despite these women believing that I was doing the right thing for them.

The SNP press release led to comments on social media calling me an “effing snake,” a “little twerp” and a “disgrace to humanity.” In direct response, another message said:

“I think Guy Fawkes had a good idea.”

The SNP has done a lot on this issue, but I agree with the hon. Member for East Antrim (Sammy Wilson) that, despite the wording of the motion, the words from the SNP today do not try to encourage more people to support the motion.

I support the 6,400 women in Moray who are affected by this issue. They all agree on the need to equalise the state pension age, but the biggest issue for me and for them is the lack of communication from Governments of all parties. It is because of that lack of communication that I signed the pledge before the election, and I support the pledge now.

My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) made a valid point about 53% of women relying on the state pension, compared with a far smaller proportion of men.

I offer my hon. Friend some refuelling, because the SNP would benefit from listening to his wise words. Just because we are from a different party, it does not mean that our commitment to the cause is any less. Does he agree that one suggestion that would show willing—it came up in the Budget for other generations—is for the WASPI women at least to be given back their bus passes? That would help them, and it would be a start to showing our recognition that there is a problem we need to address.

I agree with a lot of what my hon. Friend says, both now and in previous debates on this issue.

More can be done. There is a lot we can discuss and debate, and I have put myself forward to be a member of the all-party parliamentary group on state pension inequality for women. I signed a pledge before the election, and SNP Members have criticised me every day since I have been elected for not honouring that pledge.

I return to the earlier remarks by SNP Members and by the hon. Member for East Antrim. People can be convinced not by shouting them down every time but by trying to get them to go along with us.

A constituent contacted me after the last efforts by the SNP. She said, “I just wanted to say I am disappointed at the media response to your support of WASPI in Moray. I do hope your support for us continues and we don’t become victims in the backlash.” I believe WASPI women are already victims—victims of decisions in this Parliament by both sides—and, because they are already victims, I say in the calmest possible way to the SNP that, despite the actions of SNP Members in this debate, I believe the wording of their motion is sensible. If the House divides tonight, I will be joining them to support their motion.

I honestly do not think that Scotland has ever been talked about as much in the Chamber as in this debate, but it is worth reminding everybody that this is a UK-wide problem created by consecutive UK Governments.

I know that it is the job of the person winding up to sum up the debate, but I have been trying to figure out a way to do that without swearing. I will start with the Scottish Conservatives. My hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) eloquently said that they have a brass neck. I am happy to supply the Brasso for that brass neck—honest to God, how shiny it is! The amount of rubbish spoken in the Chamber today by those Members is appalling.

I apologise to the hon. Member for Moray (Douglas Ross) if he feels that any of my comments in a press release drew unjust criticism to him. However, my criticism is legitimate. He expresses annoyance at not being listened to, but this is the 12th time that we have had to debate this matter since I was elected. If any disrespect is being shown, it is by the Conservatives, who have refused to listen time and again.

I am grateful to the hon. Lady for giving way. She would have listened to my speech, in which I said that it was not just me who was criticising the attitude of the SNP, but WASPI women in Moray, who wrote to me to express concern about the attitude of SNP Members, who do not try to get support across the aisle, but simply use the issue to score political points. That will not achieve the right result for the WASPI women.

Right, I will go over a few points again, just to get this across. In 1995, the then Government did not write to anybody to let them know that they would have extra years added on to their pension—[Interruption.] Hold on, I’m getting there. In 2011, this Government came along and said, “Right, see that timetable? We’re going to make it a lot quicker and much more intense.” Bear in mind that no letters were sent out until 14 years after the changes were implemented. Right? Let’s go with that. Conservative Governments—and, to be fair, consecutive Labour Governments—did not pick up on this, so here we are now.

Twelve times we have debated this issue since I was elected and on every single occasion, the Government have abstained. I would like the hon. Member for Moray to tell me what he thinks I should have done that I have not done yet. Can he?

Mr Speaker, you will be aware that I received much criticism for missing last week’s debate on universal credit, so I welcome the opportunity to contribute to this week’s proceedings, six days on from the last time we discussed the matter. I note that the hon. Member for Falkirk (John Mc Nally) is not in the Chamber on this of all days.

My constituency will see the full roll-out of universal credit in April next year, so I did follow the debate very closely. I was encouraged that Members on both sides of the House agreed that the general principles of universal credit were correct. We heard that from Conservative Members and from all the Opposition parties. I also noted the final vote last Wednesday. As my right hon. Friend the Member for Forest of Dean (Mr Harper) said, that result was different from what Labour Members have described in this debate. The Leader of the Opposition tweeted earlier today that Labour had secured an emergency debate on why the Government were

“not respecting Parliament’s vote to pause & fix Universal Credit”.

That was not the vote that Parliament held last week, yet that is what the leader of the Labour party is suggesting we are speaking about just now. That is not the case.

While there are issues with universal credit—I will come to them in a moment—we must also acknowledge the benefits. Recent data shows that compared with under the old welfare system, people on universal credit are more likely to find work, to stay in work and to earn more money in work.

I am sorry, but Opposition Members were critical that I was not here to represent my constituents’ views last week, so I will use my four minutes to speak for them.

That the system has benefits is hardly surprising, given that things have been simplified. I am grateful that the Government are listening to concerns raised by Members on both sides of the House, as we saw with the decision on the cost of calling the helpline.

Our last debate under Standing Order No. 24 was about another Government decision not to vote. During that debate, the hon. Member for Perth and North Perthshire (Pete Wishart) said:

“The key thing is that nobody expects them”—

the Government—

“to change their policy or direction on certain issues just because they get beat on a Labour party Opposition day motion—that is the last thing people expect.”—[Official Report, 10 October 2017; Vol. 629, c. 228.]

While the SNP shadow Leader of the House might not expect things to change, I am encouraged that the Government are listening to concerns from Government and Opposition Members. The responses that I have received from the Secretary of State and Ministers to constituency queries have been constructive and helpful. By dealing with issues in that way, we can ensure that universal credit, which is accepted across the political spectrum with an agreement in principle, not only works for everyone, but delivers for everyone.
