Commons ChamberEverything that my right hon. Friend has raised will be part of the review. He has raised the important question of nuclear capability being part of the defence budget. It has traditionally not sat as part of the defence budget; that changed only post-2010. It is vital to look at all options as part of the national security and capability review, and I look forward to speaking to him and seeking his advice and thoughts on the issues that he has raised.
The Secretary of State began today by outlining the three places that he had visited in the early days of his appointment, on which I congratulate him. What reassurances can he give to the workers at Rosyth that their contracts will be secure following the departure of the Queen Elizabeth class carriers, and will he visit Rosyth?
I have already had the privilege of visiting Scotland, and I will be certain to visit Rosyth in the future. I am incredibly grateful for the amazing work that has been done on the construction of HMS Queen Elizabeth and HMS Prince of Wales, and we look forward to working with all our industrial partners to ensure that we have a robust industrial defence sector. I very much hope that we will have the support of the hon. Gentleman’s party for that and for the defence of the whole of the United Kingdom.

I thank the hon. Member for Witney (Robert Courts) for securing the debate. I am sure that everything he said will be welcomed by many RAF personnel, past and present, and their families. If any of my young constituents want a quick precis of the history of the RAF, I will point them in the direction of today’s Hansard. The background he gave us was a tour de force for where the RAF has been and comes from—it was something to behold.
The RAF has always been at the forefront of technology and we can only imagine what it must have been like in 1918 when flying was a great novelty and aircraft design was very much in its infancy. Despite huge strides in that period, the RAF was still very much seen as an ancillary service to land and sea operations during the first world war. Nevertheless, it played a vital role in securing victory. The second world war, however, brought air power to maturity. The aeroplane became a decisive weapon and the outcome of land and sea operations depended on the command of the airspace and having air superiority.
Between 1939 and 1945, the RAF was at the forefront of all operations and, as we all know from our second world war history, it prevented the invasion of Britain, and supported our armed forces in north Africa, Italy, north-west Europe and the far east. The RAF fought continuously around the coast of Britain and over the north Atlantic to protect convoys, as well as in the Mediterranean and the Indian Ocean, while carrying out countless bombing missions into the heart of the then enemy and now—for the time being—European partner, Germany.
The RAF has been on active service in, for example, the Falklands, Afghanistan and Iraq and has supported our ground troops. The level of support that we have had over the years has been second to none during all those campaigns. Through its expertise, the RAF has protected the lives of many of our troops. We can also celebrate the innumerable instances in which the RAF has provided humanitarian support in areas throughout the world under threat of famine or flood.
The RAF is moving into a new era with the American-built F-35 fighter jets and the recently ordered Boeing P-8 reconnaissance aircraft, and the technology of those aircraft is at the cutting edge of flight. The same can be said of the technology that enhances RAF firepower and capability in the air. That, too, is something to behold.
I cannot help but think, however, that the RAF has been let down badly by the Government, especially in that vital area for Scotland of maritime patrol aircraft. I am sure that I am not alone in the Chamber today thinking that the Government’s decision to scrap the Nimrod fleet, which operated out of RAF Kinloss, was a huge mistake and an error of judgment. In the intervening period since then we have seen a greater number of Russian submarine incursions off the north coast of Scotland—in fact, more than we had during the cold war.
I did not intervene on the hon. Gentleman earlier because we seemed to be having an extremely consensual debate. I will not dwell too much on the point, but will he also accept that despite the disappointment in 2010 about the Nimrod being scrapped, there were safety concerns? Those valid concerns about the Nimrod were expressed by aircrew and their families. The P-8 is a modern aircraft that will do a great job, as the Nimrods did previously. Now we will be covered by that important aircraft based in my constituency at RAF Lossiemouth.
I accept what the hon. Gentleman said about the safety of the aircraft, but we have been left with a capability gap. When the then Secretary of State for Defence, the right hon. Member for Sevenoaks (Sir Michael Fallon), gave evidence to MPs last month, he described the “extraordinary increase” in submarine activity off the north of Scotland.
In the meantime, since the Nimrods were scrapped in 2010, the RAF has unfortunately had to watch from the sidelines as our coast and seaways have been protected by maritime patrol aircraft from Canada, the USA, France, Norway and other NATO allies. The Nimrods have performed that vital role since 1971, after taking over from the Shackleton aircraft. Anyone who takes pride in the RAF will be disappointed that the new P-8s, which the hon. Member for Moray (Douglas Ross) spoke of, will not be in service until beyond 2020, meaning that we will not have had full air superiority in and command of our airspace for a period of 10 years. However, this is more of a plea to the Minister, rather than a criticism, given that we are all here to celebrate the RAF in its full glory. We must be attuned to some of the threats that face us and make sure that we have continuous capability over all those areas.
Finally, we have many serving and retired personnel from the RAF in our constituencies. On behalf of the Scottish National party, I thank them all for keeping the whole nation safe for the past 100 years. I hope that decisions can be made to prepare the RAF for the times that lie ahead, keeping it at the cutting edge of technology.

It is a pleasure to serve under your chairmanship, Mr Bone. I thank the hon. Member for Yeovil (Mr Fysh) for bringing forward this important issue for discussion.
I welcome the review of defence capability and hope that it will address some of the serious shortcomings of the current strategic defence and security review, which was published only a few years ago. As we know, the 2015 SDSR does not take into account issues regarding Brexit in any shape or form and it therefore requires urgent revision in the current climate.
We have often said that the SDSR is hugely ambitious. However, in recent years the Government have failed to manage the defence budget effectively and get best value for the taxpayer. There are gaping holes in the existing budgets. There is an £8.5 billion black hole in the defence estate strategy budget and a £4 billion hole in the defence equipment plan. As many in the Chamber know, the National Audit Office warned at the beginning of the year:
“The risks to the affordability of the Ministry of Defence Equipment Plan are greater than at any point since reporting began”.
The National Audit Office also noted the lack of room for unplanned cost growth in the equipment budget and the vulnerability to changes in foreign exchange rates, which are significant, with £18.6 billion for equipment that has to be paid in US dollars. The Prime Minister’s own former security chief, Mark Lyall Grant, has warned of a stark impact on UK national security and the military’s spending plans in the event of a Brexit downturn in the coming years.
As many Members will know, in Scotland, the Tories have slashed 20% off our defence estate, and Army personnel numbers are at an historic low. What is more, in Scotland we still have no conventional ocean-going vessels in our waters, and we have had no maritime patrol aircraft since the scrapping of the entire Nimrod fleet.
I am grateful to the hon. Gentleman for taking an intervention. Will he acknowledge the significant investment in my constituency at RAF Lossiemouth, with the P-8 Poseidon aircraft, which is replacing the maritime aircraft scrapped in 2015? That is a huge investment by the UK Government in a Scottish airbase that will make Lossiemouth one of only three fast jet airbases in the whole of the United Kingdom.
Again, that is part of an ongoing campaign by the previous Member for the hon. Gentleman’s constituency, who highlighted on so many occasions the loss of the maritime aircraft capability.
Of course, we welcome that, just as we welcome the contribution of other countries in the northern Atlantic. I believe Norway has also taken on a number of P-8s. It is important that we have that level of cover. Other Members have mentioned capability, and the critical issue is how we spend our budget, so as not to keep ramping up a misspent budget.
We are now in the absurd situation in Scotland that we do not have a single maritime patrol aircraft, and neither do we have any ocean-going surface vessels to defend our own waters. Let us not forget the ludicrous scenario in February 2014, when The Scotsman reported that the MOD had had to use Twitter to gather information about a Russian warship moored in Scottish waters over the Christmas period of 2013. That was not only a national embarrassment; it reflects the utter inadequacy of the UK’s defence capabilities.
As a member of the all-party parliamentary group for the polar regions, I have a particular interest in the Arctic and high north. The Defence Committee published a report in 2015 called “Flexible response? An SDSR checklist of potential threats and vulnerabilities”, which identified Russian aggression in Europe and the high north as one of the potential threats facing the UK. In evidence given to the Committee in 2015, Tim Reilly, founder of the Arctic Advisory Group, highlighted the importance of a UK presence in the Arctic and high north, yet the UK has gone AWOL in the region. That is not good enough for Scotland and for the UK. It should be a bread-and-butter activity and military priority to defend our own shores and coastlines.
The cuts in defence—some Members have said that there are no cuts—have been made to fund the Tory obsession with Trident. In 2010, the national security strategy downgraded the threat of nuclear weapons conflict, yet the SDSR failed to downgrade the role of nuclear weapons and military capability in that area. It is high time the Government prioritised conventional defence capabilities instead of weapons of mass destruction, which I think we all pray will never be used. We issue the reminder again that Trident skews every single part of the defence budget, across three services, and that the project should be abandoned.
Almost all the promises made to Scotland on defence during the independence referendum have been broken. It is clear to us that the Government cannot be entrusted with the defence of the UK or Scotland. Only this week, we heard that the Type 31 ships, promised in 2014 to workers on the Clyde, may now be built on Merseyside. For those workers, their trust in the Government lies at zero. I urge the Government to commit to publish the findings of the review by the end of the year. Beyond that, we need as a matter of urgency a new live-within-our-means SDSR that takes account of the repercussions of Brexit for today and beyond.

Commons ChamberThe Type 31e frigate will be about half the size of the Type 26, but we hope that it can be produced for around a third of the cost. If we can produce these ships for that particular price, that is the prize that will enable us in the end to expand the size of the Royal Navy. The challenge that we are laying down to British industry is whether, for the first time, it can meet a particular price per ship. The difference is essentially in the weight and in the duties that the ship will carry out.
The Secretary of State has triggered two search parties in Scotland today. The first relates to the mythical frigate factory referred to earlier and the second is this cup that runneth over. I am sure that people are out on the streets of Glasgow looking for them today. However, I am glad that he has at long last actually found the shipbuilding strategy and that it is a step in the right direction. As for the Type 31 frigates and the fleet support ships, what steps is he taking to ensure that the build programme is accelerated to guarantee a constant drumbeat of orders for UK shipyards? With the ageing Type 23s and the need for the UK to focus all its efforts on exports, time and tide wait for no man; we need to make progress as quickly as possible.
I think that that is the nearest we are going to get to a welcome from Scotland today, so let us bank that and thank the hon. Gentleman for it. He is right about one thing: the Type 23s are beginning to age and we must ensure that the Type 31e and the Type 26 are ready to replace them to keep up the overall numbers of frigates and destroyers. That is why we aim to insert real pace into the programme through the new procurement process by accelerating the design phase, running the tender next year, placing the orders towards the end of next year and starting, as he says, the regular drumbeat of orders to replace the Type 23 frigates. He will know that they were not all built at the same time and that the older ones will soon need to be taken out of service. Our aim is to have the first Type 31e in service by 2023.

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate the hon. Member for Aldershot (Leo Docherty) on bringing the issue before the House. It is one that affects us all, irrespective of our background. I have been struck by the thoughtful, intelligent and knowledgeable contributions to the debate, which have done the House proud.
All roads lead back to the last strategic defence and security review, and it would be inappropriate if I did not mention the preceding one, too, which was an extremely rushed and botched job as a preparation of the country for its own defence. However, the current SDSR is perhaps, if anything, slightly over-ambitious, in that many of the things it contains are difficult to deliver in the timescales. Indeed, it ignores some future challenges and, as has been mentioned, falls into the trap of fighting the last war when the Government should be considering the future threats facing the nation, and some of the opportunities for gain, such as using defence for the growth of the economy.
In Scotland, we are seeing cuts to bases and the diminution of our defence footprint. HMS Caledonia in my constituency, Fort George in the highlands and Glencorse barracks in Edinburgh are all under threat, and that is after decades of an imbalanced defence footprint across the UK. Many Members have mentioned bases and the support they have in their constituencies, whether in Wiltshire or Hampshire, which seem to be awash with military bases. I remind hon. Members that the Royal Navy surface fleet is based no further north than the south coast of England.
I will try to make some progress. Just give me a second if that is okay, and I may take an intervention later.
The Navy, for example, has more admirals than ships, and not one of those admirals is based in Scotland, Northern Ireland or Wales. If there is to be another SDSR, it must balance the strategic defence needs of the whole of the UK.
The hon. Member for North Wiltshire (James Gray), who has just departed, has been a long-standing advocate of ensuring that the UK, and, by extension, Scotland, takes more account of the threats that face us from the north. The fact that we do not have a surface ship based in Scotland to protect our coastline from increasing Russian submarine incursions into our waters needs to be considered in any future SDSR.
The hon. Gentleman says that there are no surface vessels based in Scotland, but that is patently untrue. The mine counter measures squadron is based solely at Faslane, which if I am not mistaken is north of the border in Scotland.
What a tremendous example: one single minesweeper to deal with the whole of the North sea and the north Atlantic. I am sure everyone in Scotland will sleep easy in their beds tonight.
The hon. Member for Aldershot started his speech by talking about the importance of people. The overall issue is that all three services are currently running significantly under strength—I think the figure across the three services is in the region of 5%. I am told that some critical parts of those services, such as submariners, are about 25% under strength at the moment, and there is continuing pressure for qualified technicians and engineers. While I know that the Minister has made some good progress on recruitment and retention, which we welcome, that has clearly not gone far enough if we are to protect our nation at home, to defend communities here at home and look at our international obligations.
On the positives, does the hon. Gentleman recognise the contribution of our cadet training forces across the United Kingdom, such as the 383 Alloa Air Training Corps in my constituency, and that we are investing in youth, which will help supply the manpower for our forces in the future?
I am always happy to endorse a neighbouring constituency and the work done there. Again, recruitment into cadet forces and support for them is important if we are to build up the defence structure and infrastructure we need and invest in people from a very young age to ensure that they have the skills and competence to deal with future threats.
There has been much discussion in recent days about the 1% pay cap, and while we immediately think of teachers, nurses and people who work in the public sector, that cap is having a huge detrimental effect on our armed forces. Is the Minister in a position to consider the Government’s policy on that in terms of recruitment and retention? For the people currently in our armed forces, there is often a much more attractive life for them in civvy street, where they are not away from home for months on end and the pay and conditions are much more amenable to family life. Will the Minister commit to considering the pay deal in a future SDSR? The issue for her in doing that is that the budget is predicated on an annual 1% increase in pay for all armed forces; any more than that and the overall defence budget begins to become seriously unbalanced. With a Government whose stated aim is to live within our means, there will be no wage increase for our serving personnel beyond the 1% until the Government promote another, more flexible SDSR.
On other financial commitments in the budget, big ticket items such as the F-35 and P-8 are two examples of very expensive pieces of kit procured in the USA. We have seen those costs rise because of the weakness of the pound, which makes imports more expensive, sometimes to the tune of 20%. I know the Minister has previously said that we are hedging as much as we can to ensure the budget is protected, but we cannot protect 100% of costs involved in the current SDSR through hedging.
My final point is on shipbuilding and the Navy, which is critical to what is an island nation. After much asking, pushing and haranguing, the Minister will know that the national shipbuilding strategy is still to be published. As some people in Europe would say, “The clock is ticking.” We need a commitment to replace the Type 26s and Type 31s—ships used to protect our aircraft carriers. Although there has been an announcement for three, which is welcome, three is not 13. The clock is ticking on that one. We need an SDSR that does not fight previous wars but balances the needs of all of the UK and truly meets the needs of our serving personnel and their families. On all those issues, the clock is ticking.
On Monday, The Times talked about some of the problems with the F-35 programme. Sir Richard Barrons called for a move away from metal and platforms and to think seriously about how to construct armed forces fit for
“warfare in the information age”.
That is where we are at the moment. I hope the Minister will give some consideration to the points raised and consider producing another SDSR that will meet the needs for a new century.
I thank the hon. Gentleman for raising that point. We have published our requirement—I think it is about 4,000 tonnes of steel per frigate—on the Government pipeline website, and we encourage our contractor to look where possible to procure British steel.
As for the other issues raised on the naval front, a number of hon. Members asked about the national shipbuilding strategy. I can certainly say that it will be published in due course, but we are aware of the excitement in Scotland among those awaiting the report. Given the previous exciting events I have mentioned in terms of the Navy in Scotland, we do not want to overexcite the hon. Member for Dunfermline and West Fife (Douglas Chapman) with everything all at once.
I can assure the Minister that I am an extremely calm person. The time we have been waiting for the shipbuilding strategy has become unacceptable. We were told in previous debates and in answer to questions that the strategy was expected by spring. Then, in the Minister’s own words, it was expected by summer. Going by the weather outside, it is summer. Can she give us a date for when she expects to make the announcement?
I am pleased that we are giving the hon. Gentleman ships. This week, we are cutting steel on the first of the Type 26s. We have had the HMS Queen Elizabeth sea trials. We will be naming the HMS Prince of Wales later this year. I was up in Govan cutting steel on an offshore patrol vessel earlier this year. We are giving him ships, and he will get his shipbuilding strategy in due course. By the way, he is wrong to say that there is no admiral in Scotland, because Rear Admiral John Weale, the Flag Officer for Scotland and Northern Ireland, lives on his road in Argyll and Bute.
I apologise. The admiral lives nearby.
I want to reassure colleagues on the stories in The Times this week about the F-35 joint strike fighter. We strongly disagree with the conclusions that the journalists came to. We are confident that the programme is within its budget envelope, despite the fluctuation in the exchange rate. We are also proud of the amazing capability it is demonstrating. We already have 10 of the planes in the States, as colleagues will know. We have about 100 British pilots and ground crew over there, with the pilots learning how to fly them. I have had the pleasure of speaking to one of them, who used to fly the Harrier. He said that this jet is the most amazing jet he has ever come across. The Navy and the Air Force are excited about the arrival of the planes into the UK.
In terms of our overall aspiration for defence, our vision is that we will protect our people, our territories, our values and our interests at home and overseas through strong armed forces and in partnership with allies to ensure our security and to safeguard our prosperity. This debate is a welcome opportunity to reaffirm the Government’s commitment to the defence and security of our country and to the armed forces, which so many Members have spoken about and of which we are all so very proud. I pay tribute to the many servicemen and servicewomen who are currently involved in operations at home and overseas to ensure our safety, security and prosperity.
Our armed forces are exceptionally busy. More than 24,000 servicemen and women were deployed on operations at some point during the past 12 months. The RAF has carried out some 1,300 air strikes in Iraq and more than 140 in Syria as part of our comprehensive strategy to defeat Daesh, working with our global coalition partners. Nearly 400 British soldiers are providing engineering and medical support as part of the United Nations mission in South Sudan. Some 500 personnel are still serving in Afghanistan, working with the NATO mission to support the Afghan security forces. With NATO, we have deployed a battlegroup to Estonia. The Royal Navy continues, as it has done since 1969—that is nearly 50 years—to provide our nuclear deterrent patrols, which are at sea every minute of every hour of every day. The Navy maintains an enduring presence in the Gulf and the south Atlantic.
There are many, many other operations and deployments in which our forces are demonstrating daily their unparalleled commitment and dedication to duty, and I am sorry I can mention only those few examples in the time available. This debate is about the future shape of the armed forces. I remind Members that two years ago the Government announced the biggest programme of new investment in our armed forces for a generation. The 2015 strategic defence and security review identified an uncertain world—several colleagues have reiterated that—that is changing rapidly and fundamentally. In response, the SDSR defined the role, size and capabilities of the Navy, Army and Air Force for the next 10 years. Joint Force 25, which is now coming into being, will ensure that the armed forces remain able both to conduct the full range of operations that they might be called upon to undertake and to succeed against ever more sophisticated and capable adversaries.
Colleagues mentioned cyber-security, which is a very important area of investment. We announced a further £1.9 billion investment in the SDSR to go into our cyber capabilities, whether that is to defend the homeland, to deter people from attacking us or in the offensive capability that has been used in the conflict in Iraq and Syria. We have the fully comprehensive national cyber-security strategy too.
In the time available to me, I will skip quickly through some points. It is important to emphasise that we are committed to increasing our defence budget in every year of this Parliament. That increase is not only linked to the size of the economy, but will be at least 0.5% above inflation every year for the rest of this Parliament. We are already the second largest defence spender in NATO and the fifth largest in the world. We will sustain that investment by continuing to meet the NATO guideline. We plan to spend £178 billion on new equipment and equipment support between 2016 and 2026. Colleagues raised points around that, but that investment will allow us to maintain the size and capabilities of the armed forces with impressive new equipment.
I have mentioned the first of the new aircraft carriers. The second is coming along pretty snappily behind. As my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) said, they are the largest ships that have ever been built for the Royal Navy. It is an immense achievement for those who designed and built her, and for those now serving aboard her. We have also committed to building the four new Dreadnought-class ballistic missile submarines to provide our nuclear deterrent through until the 2050s at least. I can confirm that we will have eight new Type 26 global combat ships—the anti-submarine warfare ones—and steel will be cut on the first of those by my right hon. Friend the Secretary of State for Defence tomorrow in Glasgow. I have mentioned other points about the Navy.
I wanted to talk about equipment for the Army. Divisions will be further reinforced by enhanced communications, which is very important. There will also be improved Warrior infantry fighting vehicles. I simply disagree with the tone of the hon. Member for Caerphilly (Wayne David), who talked down what we are doing and talked down all these programmes. The programmes are incredibly complicated and complex, and the people involved in delivering them are to be admired and thanked. We are also doing a life extension programme for our Challenger 2 tanks. We are ordering 50 upgraded Apache and Chinook helicopters.
Without having enough time to touch even the tip of the iceberg in all the things that are happening, I will conclude. In every aspect of what makes our armed forces among the very best in the world—whether that is the equipment they operate, the training they undertake or the men and women who serve in the Navy, Army and Air Force—the Government are working and investing for the future; a future in which Britain has the right armed forces to ensure the safety and security of our people.

It is a pleasure to serve under your chairmanship, Mr Walker. I congratulate the hon. Member for Manchester, Withington (Jeff Smith) on securing this important debate.
Living arrangements are an eternal dilemma for those who choose to serve in our armed forces. On the MOD side, that has a huge impact on recruitment and retention of those who choose to serve. The very sacrifices of that service are underlined by the unique challenges to personal and family lives presented by frequent moves, long periods deployed away from home and rigid working hours. Ensuring that that sacrifice is met appropriately by the Government they serve is imperative.
The Scottish National party supports much of the future accommodation model in principle, but, a bit like in a Gordon Brown Budget of old, the devil is always in the detail; I am sorry, but an election has been called. The current Government also have an attachment to allowing the private sector to profit from tasks that are not naturally relevant to the free market. The point was well made by the hon. Member for Canterbury (Sir Julian Brazier).
I hope that the MOD does its utmost to provide for armed forces personnel comfortable and appropriate accommodation that is flexible to their needs and those of their family. However, it is also incumbent on Members of this Parliament and of the next Parliament to provide the scrutiny and accountability that is applied to the delivery of this model to ensure that the mistakes of the past are not repeated and that sufficient investment is made in the estate as a whole. We welcome the provision for flexibility in the future accommodation model. I hope that the MOD prioritises working with personnel and their families, along with relevant experts in the field, to explore ways of increasing the effectiveness of its overall delivery.
As I said at the start, the unique pressures of military life mean that pastoral care and stable and fit-for-purpose accommodation are the foundations of strong morale among the men and women who serve in all three armed forces. An army may well march on its stomach, but it fights for something to come home to, and the Government must provide that.
Just as the armed forces have moved with the times in areas such as the role of women and minorities, so they must move away from the entirely rigid forms of accommodation that were previously the norm, not just to maximise their offer to serving personnel, but to fulfil their responsibilities as a decent employer. It is therefore welcome that the future accommodation model highlights the fact that
“the accommodation allowance of tomorrow will be provided based on…need, regardless of age, rank or relationship status”.
I hope that that is a sign that there is a move towards a more equitable system for all.
However, that is not to say that there have not been problems with the application of the model up to now. As MPs, we must shine a light on the worst practices in the delivery of accommodation across all three services. The Public Accounts Committee found last June that CarillionAmey was
“badly letting down service families by providing them with poor accommodation”.
Some 5,000 complaints were made by service families in just two months of last year alone, according to The Guardian. As a member of the Select Committee on Defence, I have enjoyed visiting bases throughout the UK and Scotland, but this is one issue that continually comes up, with similar enough examples occurring to indicate a pattern across all the accommodation that has been provided. It might be easy to dismiss some complaints as inevitable, but we should take the warning from the Public Accounts Committee that
“frustration with the failure to undertake small-scale repairs may be driving some highly trained personnel to leave the military, wasting the investment made in them.”
Given the state of recruitment in some aspects of the military services, we cannot afford to ignore that situation. It is a catalogue of errors for which the ultimate sanction for CarillionAmey must apply. Hearing that the Minister is considering withdrawing the contract if the company does not continue the marginal improvements that it has made recently is welcome.
I am not sure whether service personnel and their families will have much good to say about CarillionAmey, but it is vital that the Government continue to move forward with a wide-ranging and worthwhile consultation of those who use the accommodation most. Countries such as Denmark and the Netherlands have a much more holistic approach to supporting personal and family choices in the military. I can only hope that this is an opportunity to move towards a similar system in the UK.
Ultimately, the armed forces must represent the society that they protect in all its diversity. There must be a solid and sustainable offer to people from all walks of life. That begins with a flexible approach to accommodation and the necessary investment committed in full. The Minister can be assured that those on the SNP Benches today and, we hope, in the next Parliament will continue to hold him to account on that point.

Commons ChamberWe would all agree that the Royal Navy is capable of doing exactly what we ask it to do. As we are now turning back to eastern Europe, which we thought we had turned away from, with our land and air defences, that is exactly what the Royal Navy will be doing elsewhere.
We have Royal Navy Astute-class submarines that are too slow to keep up with US carriers. We have no maritime patrol aircraft and await a contract to be signed. We are waiting for the Type 26 contract to be signed and there is also still no sign of the shipbuilding strategy. At a time when Russian incursions into our waters are at cold war levels, does the Minister agree that it is time for the Scottish people to take decisions on how to defend their country?
If the Scottish people want their armed forces to be run down and demoralised, they should listen to what the hon. Gentleman just said.

That this House has considered the National Shipbuilding Strategy.
It is a pleasure to serve under your chairmanship, Mr Evans. I stand before you with the sense that we have been here before, and indeed we have. It is déjà vu on a grand scale, because at Defence questions, during Westminster Hall debates, in answers to urgent questions and in ministerial statements, the Government have had the chance to put at rest the minds of the various parties interested in the shipbuilding strategy. Yet again, we find ourselves hoping that the Minister will give us something more than the usual scorn sometimes reserved for SNP Members.
Any time I tire of waiting for answers, I simply remind myself that many people have been waiting much longer, whether they be the men and women who serve us in the Royal Navy or those in the yards on the Clyde and at Rosyth. That is not to mention the average taxpayer, who demands nothing more from the Government than that their money is well spent on equipment that actually works and the assurance that the Government are doing their utmost to fulfil their most basic duty—defending our homeland.
In 2021, it will be two decades since HMS St Albans slipped from Yarrows on the Clyde and became the last-of-class Type 23 frigate, meaning that the state that has always prided itself on being a maritime power will not have built a single frigate for the best part of 20 years. Furthermore, as the first-of-class Type 23, HMS Norfolk, left that same shipyard in 1990, it found that the mission for which it had been specifically designed had all but ended. It is quite incredible that in 2017, we are still unable to see a signed contract to begin the replacement of the Type 23s, which are a cold war platform. No one I have spoken to through my work on the Select Committee on Defence, whether fellow members, academics, shipbuilders, trade unionists or even civil servants, sees that as an acceptable way forward, yet here we are.
Its cold war mission may have ended, but the Type 23 has certainly done all that was asked of it, and more. Let us not forget that the range of tasks the Royal Navy has undertaken in the post-cold war era has dramatically increased, yet paradoxically, as the senior service’s task list is increasing, the number of frigates and destroyers available to it has sunk to an historic low. It is that paradox that I hope the Minister will help me with today. Although the Ministry of Defence has long been able to exploit the convoluted and confusing history of the Type 26s and Type 31s, there is no way to hide its failings. I will make it easy for the Government by posing three straightforward questions that I hope they will take in good faith and respond to appropriately.
First, and most simply, when will we see the national shipbuilding strategy? Secondly, the MOD has made much of 2017 being the year of the Navy, but 2023 is a much more appropriate choice, as that is when the MOD completes the purchase of 24 F-35B planes to fly from the carriers, and when HMS Queen Elizabeth becomes fully operational. Will the Minister reassure us that the Royal Navy will be able to form a fully functioning carrier group with Type 26s, Type 45s and the requisite Royal Fleet Auxiliary Service ships? Thirdly, on a related note, various media outlets have reported in recent days on the bandwidth problems in the procurement budget, which were highlighted in a National Audit Office report. So far as the equipment plan is concerned, how will the shipbuilding strategy ensure that surface naval ships are prioritised in procurement decisions?
When the Government committed to the national shipbuilding strategy as part of the 2015 strategic defence and security review, many of us thought we were reaching the end of a long journey with respect to the modernisation of the Royal Navy. How wrong we were. Early studies of what in 1994 was called the “future surface combatant” certainly thought outside the box. A whole range of options were considered, including a radical trimaran hull design. After a decade, the FSC had become the “sustained surface combatant capability”, which had as many as three designs. It was not a concept that would survive the financial crash. Indeed, by 2009, it was possible for my friend the right hon. Member for New Forest East (Dr Lewis), who chairs the Defence Committee, to call for a future surface combatant that was as “cheap as chips”. How did we get from as “cheap as chips” to building £1 billion frigates in less than a decade?
I contend that the blame lies squarely at the door of the MOD. One thing has become clear from the numerous conversations I have had with both management and unions at BAE Systems: it is a global company with a world-class workforce that is able to turn its hand to whatever design and specification is provided by the MOD. Up to this point, it has done that. Quite simply, the MOD’s unerring ability to change horses midstream has added to the cost, timescales and uncertainty of the ongoing naval procurement programme.
That continued after the shipbuilding strategy announcement in 2015. The initial reassurances we were given were replaced with disquiet last spring, when no contract for the Type 26s was signed. When The Guardian broke the story in April about potential job losses at the Clyde yards, there was a crushing realisation that, yes, it had happened again. Any hope that a refreshed team in the main building over the summer would lead to clarity on the Type 26 or the shipbuilding strategy did not last long. When the Minister repeatedly assured us in the Chamber that we would see a strategy by the autumn statement, we knew she was using alternative facts. When my colleagues and I on the Defence Committee released a report that concluded
“it is now time for the MoD to deliver on its promises”,
I imagine we already knew that it had no intention of doing so—although I am interested to know if that report played any part in delaying the strategy, or if Ministers simply chose not to tell Parliament of their intentions.
It was not entirely clear, when Sir John Parker’s independent report was announced, whether informing Parliament was part of the original strategy. When the report was finalised, we thought that it would be the formal strategy going forward. There is plenty to agree with in Sir John’s report. Many of its findings chime with my experiences of MOD procurement, namely that there was a
“vicious cycle of fewer and much more expensive ships being ordered late and entering service years later than first planned”,
and:
“The Government must drive cultural and governance changes in Defence that inject genuine pace into the procurement process with a clear grip over requirements, cost and time.”
However, we are now getting to a stage at which the report, far from being too little, too late, is too much, much too late. It will once more allow Ministers to take us around the houses and hope that we forget that they are running out of time to fulfil previous promises made to the House, the Royal Navy and the men and women on the Clyde.
While there is
“no precedent for building two ‘first of class’ RN frigates in one location in the UK”,
there appears to be no real alternative to the Clyde, as I am sure we will hear from my hon. Friend the Member for Glasgow South West (Chris Stephens). Let us get on with signing the Type 26 contract and ensure that the Type 31 is ready to go as soon as possible.
Can the hon. Gentleman shed any light on what the Type 31 is? There have been generalised views of what it will do and what it will be, but I understand that there are no plans and no actual specification. Is the Type 31 not one of those pipedreams that seems to be put out there to reassure the industry, when actually there is a lot of work to be done not only to design it, but to find out where it fits into the broader naval strategy?
The hon. Gentleman makes a good point. We are constantly told that the Type 31s are also for the export market. I have asked parliamentary questions on whether the Government could provide details of their homework on what that export market might look like. I am afraid that, to date, there are no answers. We need to make progress with the information we have, which is why we are questioning the Minister today.
Anyone who has taken an interest in this matter will know that BAE Systems has two possible designs. It is important that we get on with picking one, so that we can ensure—to follow up on the hon. Gentleman’s point —that we have an exportable product that we can take to market. However, we are falling behind. The Franco-Italian Aquitaine class frigates are already in service with La Royale and have been exported to Egypt and Morocco, so we are already missing the export boat with regard to the Type 31s.
My hon. Friend should also note the Danish Absalon class frigates, which have proved to be very versatile, reliable and affordable ships for a valuable ally’s navy.
Of course. That just makes the point that while the Government sit back, dither and try to work out what the strategy might be, we have great examples of other countries—small countries—that are able to export their own products into the markets that they want to serve.
Quite simply, we have been waiting for the future surface combatant, be it the Type 26 or the Type 31, since 1994. Sir John’s report may seek a “sea change” in naval procurement, but the fact is that we had a defence industry strategy in 2005, a 15-year terms of business agreement signed by BAE Systems in 2009 and a consolidated shipbuilding plan for the Clyde, with support from the Government and the trade unions, in 2013. How on earth has it taken the Government so long to get to a strategy? Why do they still not have one by 2017? Surely that is a damning indictment of their competence to run the country. Again, I plead with the Minister: let us get on with it.
My second question for the Minister is about ensuring that when HMS Queen Elizabeth enters service, it will do so with a carrier group worthy of a next-generation Navy. Those carriers—the largest ships ever built for the Royal Navy—are being built on time and on budget in my constituency by the superb workforce in Rosyth. It would be a great disappointment to those workers, those men and women—
I congratulate the hon. Gentleman on securing this debate on a very important issue. He mentions the aircraft carriers. Let me respectfully advise the Minister that shipbuilding and ship repairs are still very much alive on the Tyne and that my local yard, A&P Tyne, has played a key role in getting those ships on time, within budget and with excellent quality. In the light of John Parker’s report, which identified that commercial yards have a great role to play in supporting traditional naval yards in providing the MOD’s requirements, I ask the Minister to ensure that when any lucrative contracts come forward in the future, commercial yards such as A&P are taken into consideration, bearing in mind their record.
I thank the hon. Gentleman. That is a bit of a non-question for me, but I am sure the Minister will be happy to add it to her extensive list of questions already put.
The ships in Rosyth are the biggest that the Royal Navy has ever built, and various people have been involved in building them from day one and bringing the parts from all areas of the UK to Rosyth, but we must ensure that when those ships sail down the Forth, they are adequately protected. At the moment, I struggle to see how that battle group will fit together.
As I said, although 2017 may be the year of the Navy, 2023 will be far more significant, because in 2023 we will know whether the strategy has done what it set out to do in the first place. By 2023, the initial tranche of 24 F-35Bs should be in place to fly operations from the carriers, and the first Type 26 should be entering service to replace HMS Argyll, which will be the first Type 23 to leave service.
The Defence Committee highlighted the question of the carrier group in our November report and I hope we will press the Minister further on it, but quite simply the Government are running out of time to uphold their end of the bargain. Quite honestly, I am not holding my breath.
I expect many right hon. and hon. Members will talk today about the state of the Navy, but going over some of the history again might be worthwhile. At the time of the infamous Nott report, the Royal Navy had 60 frigates and destroyers, and even by the end of the Falklands conflict, it still had 50. In the 1998 strategic defence review, long after the cold war had ended, a floor of 32 ships was constructed. However, the Government now crow about their commitment to 19 frigates and destroyers.
Even as we move to an era of fewer and more powerful ships, 19 is still too low a number and has seen the UK fail in many of its commitments to its allies. I am not alone in finding it unacceptable that the UK has often been unable to provide a ship for NATO’s standing maritime groups; that we had to miss the recent anniversary celebrations of the New Zealand navy because a suitable ship was not available; and that offshore patrol vessels are having to fill in on tasks relating to the fleet ready escort and the Royal Navy’s presence in the Caribbean.
My hon. Friend makes a good point about the 75th-anniversary celebrations for the royal navy of New Zealand. In November, our allies the United States, Canada and Australia sent ships to the international naval review—even Tonga and the Cook Islands sent ships to the naval review—but the United Kingdom Navy sent nothing. That is not exactly the best start to a brave Brexit diplomatic offensive, is it?
Again, I cannot help but agree with my hon. Friend. He makes a very valid and good point, but if our backs were to the wall and we needed to provide ships for NATO, that would be a much more serious commitment that the UK would have to make. If we do not have enough ships to fulfil those commitments, that is even more concerning.
I said that the current fleet was 19 in number. Two ships, HMS Diamond and HMS Lancaster, are being used as training ships, so that reduces the number from 19 to 17 usable frigates and destroyers.
I hope that the Minister will break the habit of a lifetime today and actually give us the answers to the questions that we have asked. Quite simply, the Royal Navy and the carrier programme demand that. It starts with a contract for the Type 26 programme being signed, so let me reintroduce an old slogan: “We want eight and we won’t wait!” If we were to add anything to that, it would be that we cannot afford to wait any longer.
I hope that the Minister can also answer my last question. How can we ensure that surface shipbuilding does not suffer as a result of the proliferation of big-ticket items going through the order book over the next decade? The headline from Monday’s Financial Times says it all: “Spiralling cost of UK defence projects signals hard choices”. I raised this issue at the most recent Defence questions. With the years 2020 to 2023 being the most critical in the equipment procurement plan, I fear what Professor Malcolm Chalmers of the Royal United Services Institute highlighted in the FT article:
“the historic response at MoD has simply been to push programmes to the right and allow service dates to slip.”
That story followed last month’s excellent National Audit Office report, which highlighted, among other things, that the “headroom” used to account for any potential overspend had already been spent. The report stated that
“any further capability requirements during the lifetime of the Plan period will have to be met through a reprioritisation”.
I know that all those situations put the Minister in a really difficult position, but the clear questions that I must ask again are these. When will we see the national shipbuilding strategy? Can the Minister assure us that, by 2023, the Royal Navy will be able to form a fully functioning carrier group, with Type 26s, Type 45s and the requisite Royal Fleet Auxiliary ships? Finally, how will the shipbuilding strategy ensure that surface naval ships are prioritised in future procurement decisions? Let us hope that today we get some answers and that 2017 does become the year of the Navy, not the year that the Navy wants to forget.
I remember that exchange, and there was clearly confusion about the report. I also find it extraordinary that although Sir John Parker’s report was sent to the Ministry of Defence on 3 November 2016, this is the first opportunity that hon. Members have had to discuss it in detail. In November or December, there should have been a debate, or a series of debates, on the report, so that hon. Members could give their views on it and feed into the process. I shall come to that later.
I was very concerned when it was pointed out to me that on 2 January in The Daily Telegraph—not necessarily a newspaper that I subscribe to—MOD sources were not only saying that there is no budget for the Type 31, but that it will not happen and the plan will not be realised. We need to go back to the former Prime Minister’s announcement on the Clyde in my constituency in 2014, when he promised that 13 Type 26 frigates would be built on the Clyde. We were then told that there would be eight Type 26 frigates and five general-purpose frigates. As the hon. Member for North Durham outlined, we do not know exactly what that capability is, but we were told, “It’s okay; relax, because eight plus five equals 13.” We are still awaiting the final sign-off, not only for the eight Type 26 frigates but for the five general-purpose frigates. I hope that the Minister will tell us, if there is indeed a budget for Type 31 frigates, what it is and what the procurement timetable is for Type 26 and Type 31 frigates.
If what my hon. Friend is saying is anywhere near the truth and the Type 31s will not exist, what does that say about the drumbeat for Govan and Scotstoun?
I would be very concerned about that, and I will come to the effects of that later. Sir John Parker’s report is an honest attempt to end the “feast and famine” procurement processes by the Ministry of Defence that have often plagued the shipbuilding industry. If any other public services carried out procurement processes in the way that the Ministry of Defence does, there would be uproar in the streets—imagine if it was equipment for the health service or education, and so on.
I am pleased that Sir John Parker’s report also recognises the capability and skills of shipyard workers on the Clyde—in my constituency, in the Govan shipyard, and in Scotstoun, in the constituency of my hon. Friend the Member for Glasgow North West (Carol Monaghan)—working on digital technology adapted from the automotive sector and with new working practices that have increased productivity. It is an honour and a privilege to represent them in this Parliament. The shipyard workers are also supported by trade unions and are represented at shop-floor level by representatives who have campaigned tenaciously over the years to ensure that future work is secured. Any announcements that come from the Government are a victory for them more than anyone else. However, as someone who had family members in Yarrows who were made redundant under a Tory Government, I always view such commitments from this Government with suspicion when it comes to shipbuilding.
Sir John Parker’s report also recognises that the Royal Fleet Auxiliary ships should be assembled in the UK. It really is a nonsense that that work has been farmed out elsewhere. I would hope that Rosyth, to cite one example, would have that opportunity. Failure to ensure that Royal Fleet Auxiliary ships are built in the UK will make the report fall at the first hurdle. An award to a UK yard for Royal Fleet Auxiliary ships would demonstrate that the Government are serious about ensuring that an export model can be achieved and that investment in technology can be kept.
It is a pleasure to serve under your chairmanship, Mr Evans. I congratulate my hon. Friend the Member for Dunfermline and West Fife (Douglas Chapman) on securing this important debate. The timing could not be better, given the revelations about the cost of UK defence projects in all forces, not only the Navy. I want to raise two points. The first is about our priorities. They are set in the national security strategies and should flow into the strategic defence and security review and the Government’s priorities in this area. The second is the effect of the recent National Audit Office report on procurement for large defence projects and the affordability of the national shipbuilding strategy that we anticipate.
The national security strategy and the SDSR should inform the procurement process and, because of that, the national shipbuilding strategy. However, there seems to be a logical inconsistency in how that is applied. In paragraph 75 of the SDSR, the Ministry of Defence is quoted as saying that the document will
“determine priorities for investment to ensure that the UK has a full suite of capabilities with which to respond to defence and security threats”.
Page 67 identifies the three tiers of domestic and overseas risks, grading them as tier 1, 2 or 3 threats,
“based on a judgement of the combination of both likelihood and impact.”
Taking that at face value, the National Security Council has identified terrorism, international military conflict, cyber, public health, major natural hazards and instability overseas as the tier 1 threats facing the UK. That exercise having been undertaken, one would have thought the resources would follow the perceived threats and their perceived likelihood, but that does not seem to be the approach followed by the Ministry of Defence, particularly in the present case.
Does my hon. Friend feel that the amount of resource going into the Dreadnought programme is skewing all other budgets and making the Minister’s job of preserving our surface ship fleet much more difficult?
Yes, I think that is a concern that many of us have—that the priorities identified in the risk assessment done for the document I have quoted are not being followed in Government spending. Perhaps that is why there has been delay after delay in the project.
I opened the debate by talking about déjà vu, but the debate has been déjà vu writ large. I asked when we could expect an announcement on the national shipbuilding strategy. There was no reply from the Minister. We asked how the carrier group will be secured when it is at sea. There was no reply from the Minister. We asked whether surface ships would be prioritised in the budget, and again, there was no commitment from the Minister. What we did discuss was whether a signature was on a document. What we really need to see is her signature on contracts to ensure that jobs on the Clyde are safe and secure for the years to come.

Commons ChamberI am sure the Secretary of State meant graciously to congratulate the hon. Member for Bolton North East (Sir David Crausby) upon his knighthood, but as he did not, I do so on his behalf.
The National Audit Office reports that the procurement budget will reach its peak in 2020-23, at a time when massive and vital projects such as the F-35, Ajax and the Type 26 and 31 programmes will reach their peak. Our NATO partners such as the United States have a much more thorough oversight of procurement projects, something that can be undertaken here only by the Defence Committee or the Single Source Regulations Office. What plans does the Secretary of State have to increase the oversight of these massive projects, to ensure that we not only meet the 2% GDP target, but our capability is delivered on time, on budget and—
I think we have got the general drift, and we are deeply obliged to the hon. Gentleman.

I agree with my hon. Friend. It is important that we maintain the secrecy of our deterrent, and it is important for our adversaries to understand that we attach paramount importance to making sure the operational details of the deterrent are as closely guarded as possible.
I look forward to meeting the Secretary of State tomorrow at the Defence Committee, if he is available.
Does the right hon. Gentleman agree that credibility lies at the very heart of this urgent question? Will there be an official inquiry into the malfunction and the overall credibility of how the UK would deliver its weapons of mass destruction? Will there be a further inquiry into why the Prime Minister could not answer a question on four separate occasions on “The Andrew Marr Show” yesterday? Our nation really does deserve better, as do our serving personnel.
On the first point, I am pondering the invitation that I have received to answer questions again tomorrow as fully as I have been answering them today. I will give that further thought. The Prime Minister, of course, did answer questions yesterday; she did not give the answer that the hon. Gentleman may have wanted, but she did answer that question. I want, again, to be clear with the House that the Prime Minister, who retains the ultimate responsibility—and an awesome one at that—for our deterrent, is kept informed as to how that deterrent is maintained, and was informed, of course, as her predecessor was, of the successful return of HMS Vengeance to the operational cycle.
