I always welcome any opportunity to praise the work of our excellent Devon and Cornwall police. When I go about my business there, I see highly motivated police officers and lots of people who want to join the Devon and Cornwall constabulary. As we have discussed before, it is doing very innovative work, not least with the police force in Dorset. I do not accept the very negative picture that the hon. Gentleman is trying to paint. I encourage him to speak more positively and represent its extremely good work in the House. Crime is falling and it is keeping us safe in Devon and Cornwall.
The Minister ended her response to the urgent question by talking about the prudent use of reserves, but why does she think she knows better than the National Audit Office, which demands that police forces keep adequate reserves and says that taking staffing costs out of reserves is financially irresponsible? My chief constable in Humberside explained to me last week how important reserves are when unexpected demands are made on the police service, such as multiple murders that have to be investigated. The money is not there to cover the increased pay costs.
I thank the hon. Lady for her question. I talked about the prudent use of reserves, but it is important to note that they have been growing year on year. They now stand at £1.8 billion, so there is clearly an opportunity for forces to use them to pay for the extra 1% pay rise. I refer her to the work that Sir Tom Winsor does with Her Majesty’s inspectorate of constabulary reporting on police forces. He has said clearly and consistently that police officers can do much more to improve efficiency.

Commons ChamberThere is no complacency in my approach, or in the Government’s approach. In setting out the context of the new strategy, it is worth reflecting on some of our past successes—we have a good evidence base upon which to build for the future. Like the right hon. Gentleman, I am concerned by that increase in the number of deaths, often of people with long-term substance misuse problems. If he stays for the debate, I hope he will hear about our approach to prevent those deaths, which is a key part of our new strategy. I will welcome further interventions at that point. A speech from the right hon. Gentleman, who served so well as a Health Minister in the coalition and who played such an important role in some of the Department’s successes, would be carefully listened to and taken into consideration in our work in the years ahead.
The rate of drug mortality started to rise in 2013, when the ring fence was removed and local authorities became responsible for drug and alcohol treatment. Does the Minister regret her Government’s decision to remove that ring fence?
I will address how more people with long-term substance misuse problems are dying, but I remind the hon. Lady that the public health grant remains ring-fenced. It is for local authorities, working with partners in their communities, to come up with the best ways of tackling people’s serious and long-term substance misuse problems.
We have seen a phenomenal improvement in our understanding of the overlap between mental health problems and substance abuse problems. Councils not only have the public health grant and their partnerships in local communities; they also have the significant additional funding that the Government have made available for mental health services and community mental health services, as well as the homelessness prevention and troubled families funding. As I will hopefully have an opportunity to say, what is different about the strategy, in part, is the partnership working that we see as being at the heart of driving further improvements.
Let me take the Minister back to investment and the idea that if this matter was treated as a health issue, there would be more investment in drug treatment services. Is it not the case that in France, where this is treated as a health issue, the investment is less than it is here where we have treated it as a criminal justice issue and a health issue combined?
I just do not accept the premise of what the hon. Lady is saying. We do not take it in the way that she describes. We see this very much as a partnership or a joined-up whole Government approach. Of course health and recovery is at the centre of our strategy. It is not a fair interpretation to say that this is led by justice. It is about a joined-up whole system approach. Recovery remains a vital part of the Government’s approach.
Everyone in this Chamber knows that drug abuse casts a long shadow over our society. Whether it is the many thousands of crimes committed by drug users seeking to fund their habit—fully 45% of acquisitive crime is committed by regular heroin or crack cocaine users—the chaos caused in families and communities by drug use, or the lives ruined or cut short by it, the scale of the problem is truly shocking. We have the highest recorded level of mortality from drugs misuse since records began. There are record numbers of deaths from morphine or heroin, and from cocaine abuse. Under this Government, the UK has become the drugs overdose capital of Europe.
According to the European Monitoring Centre for Drugs and Drug Addiction, one in three of Europe’s overdose deaths—they are mainly related to opioids—occurs in the UK. That is roughly 10 families a day bereaved as a result of illegal drugs—more than are bereaved in traffic accidents. We have an overwhelming economic, moral and public health case for examining this country’s drugs policy.
Labour Members welcome the publication this month of the 2017 drugs strategy, even though it comes two years after the Government’s self-imposed deadline. However, having waited nearly two years for it, we have to confess to being a little disappointed. Let us remember what has happened along the way. Drug rehabilitation centres have been closed; budgets to tackle drug abuse have been cut; key services such as the NHS are under increasing pressure; and there have been cuts to police officers and Border Force guards by the thousand. In the light of these constrained resources, it is not clear how much impact this strategy, in which there is much to welcome in principle, will have.
Official drug strategies always include reducing demand, increasing awareness and education, restricting supply, tackling organised crime and improving treatment and recovery, so those elements, although important, are not new. The Government’s recognition of the importance of evidence-based treatment, recovery and harm reduction is welcome, but what stakeholders, and families and communities up and down the country who are suffering from drug abuse, want to know is whether the strategy is not just old methods in a shinier package. We frequently use the term “war on drugs”; I ask the Minister how exactly we expect to win a war with reduced forces and resources on the frontline.
Responsibility for drug and alcohol treatment was transferred from the NHS to local authorities in 2013, which was undoubtedly a good idea in principle; local authorities are much better placed than central Government to facilitate co-operation between drug and alcohol services, local police, those involved in social and youth work, education and housing and other stakeholders, but sadly local authorities gained those new responsibilities at a time of bone-crunching pressure on their budgets, and this transfer of responsibility meant an end to ring-fenced budgets for drug treatment.
I agree exactly with my right hon. Friend, but does she think that when the Government transferred that responsibility to local authorities, they missed a trick by not making it clear that police and crime commissioners and representatives from the criminal justice system should sit on health and wellbeing boards, so that they could provide input on drug and alcohol treatment services?

Commons ChamberI thank my hon. Friend for his question, and I remember well giving evidence about this very matter when he was the acting Chair of that Committee. Like him, I have confidence in the new inquiry chair, Alexis Jay; she is getting on with the job, and as I said to the hon. Member for Wigan (Lisa Nandy), we are seeing real action and real results from the progress that is being made. I have been told that we will get an interim report during 2018.
Does the Home Secretary have any concerns about the fact that the police have announced that they are going to curtail annual checks on people who are on the sex offender register, when it is growing year on year?
I refer the hon. Lady to the fact that different police chiefs are taking different positions on this, depending on their experience in their particular communities. If she has a particular concern about the situation in her community, I encourage her to come and talk to myself or the police Minister in due course.

Commons ChamberI, too, congratulate you on your election, Mr Deputy Speaker. I also pay tribute to the many excellent maiden speeches we have heard this afternoon.
I thank the people of Kingston upon Hull North for returning me to the House for the fourth time. The Prime Minister started this election on a “strong and stable” mantra, but she ended it “just managing”, getting by with the best help money can buy from her friends in the Democratic Unionist party.
I campaigned for re-election on the basis of my record as a constituency Member of Parliament, and a manifesto that I believe was much like a modernised version of Labour’s 1945 programme, combining hope and radicalism with a patriotic commitment to the security and unity of our nation. Labour lost the election, but that combination will see our day come again.
Large parts of the Tory manifesto were dropped from the Queen’s Speech, with no dementia tax; the retention of the pension triple lock; no means-testing of the winter fuel allowance; the retention of free school lunches, a policy first pioneered in Hull; and no return to the 1950s on grammar schools or even to the 1850s on foxhunting. However, many plans remain for further cuts to schools, our local NHS and local policing. Recent events show that we need to look again at the magnitude of the cuts to our emergency services over the past seven years. As a Hull MP, I appreciate the value of these services. In 2007, just 10 years ago, we had floods in Hull and I recall how important the work of the police and the fire service were. What happened at Manchester Arena, London Bridge, Grenfell Tower and even in New Palace Yard reminds us how vital these services are, which is why tonight I will be supporting the amendment to the Queen’s Speech to scrap the cap on public sector pay. The Government seem to be in some confusion about their position on the cap. I hope we do not see another omnishambles from the Government over this Queen’s Speech.
On other Government policies that need to be dropped, I hope we will see the end of the gerrymandering scandal of cutting the size of this elected House under the false guise of cost, while increasing the size of the unelected other place. Sadly, the Gracious Speech did not include any reference to the WASPI women’s fight for transitional help, or to those affected by the contaminated blood scandal, the worst treatment disaster in the history of the NHS. Today, we finally saw some individuals charged for the Hillsborough disaster. After Andy Burnham’s brilliant valedictory speech in the Commons exposing the extent of criminal behaviour in the contaminated blood scandal, we wait to see whether the Government will do the right thing and order an inquiry into what happened.
I noticed mention in the Gracious Speech of further legislation on High Speed 2. As a Hull MP, I find this rather galling. Tory Ministers recently blocked Hull’s privately financed rail electrification scheme—our High Speed 1. The space industry Bill poses the real possibility of commercial space travel happening before the Selby to Hull rail line gets electrified. I wonder what will happen to the northern powerhouse as the Government find £1.5 billion for the new Northern Ireland powerhouse. If Hull were to have the same treatment as Northern Ireland, we would get an extra £209 million of funding: enough to pay for the rail electrification, and to reverse the cuts to the councils and the police.
I will continue in this Parliament, as I did in the previous Parliament, to campaign for a fair deal for Hull, and to make sure the Brexit deal we get is best for this country and my constituency.

Commons ChamberThe hon. Gentleman will be aware that we are trying to work with them on a voluntary basis, and we are making progress. If we abandon that voluntary basis and go straight to sanctions, there is always the danger that the hate material will just move elsewhere. We want to make sure that we have a resolution to this problem. We are not frightened of moving to sanctions, if that is where we have to go, but a better outcome would be having those companies working with us and, as my hon. Friend the Minister for Policing and the Fire Service has said, putting the resources in and making sure they are used to ensure that the material does not go up in the first place.
I have previously asked the Home Secretary about the number of UK-born fighters returning from Syria and what happens to them. Bearing in mind Max Hill’s comments and the very low number of TPIMs at the moment, does she expect that the number of TPIMs will go up considerably?
TPIMs form an important part of the tools we have to deal with returning foreign fighters. We do track foreign fighters very carefully, where we can, and we recognise that they are potentially the most dangerous cohort of people returning here. TPIMs are one of the tools and they can be used when necessary. I am involved in all the decision making around them. It currently seems correct that those tools are available and can be used when they are needed. If it becomes necessary to use them more, we may need additional legislation, in which case I will come back to the House and ask the hon. Lady to make that case with me to the shadow Home Secretary.

Commons ChamberOn Wednesday, we celebrate International Women’s Day when we recognise the achievements of women internationally and acknowledge the real challenges still faced by so many. One of my priorities as Home Secretary is to ensure that all women are protected from violence. Since 2010, we have done more than ever before to tackle gender-based violence. Last year, we launched the ending violence against women and girls strategy and pledged increased funding of £80 million in support. We have strengthened the laws and provided agencies with tools to support victims and bring perpetrators to justice. We know that there is more that we can do to bring those crimes out of the shadows, which is why the Justice Secretary and I will be leading a comprehensive programme of work to combat domestic abuse, including considering a new domestic violence Bill. The Government will continue to take steps to achieve our ambition that no woman should live in fear of abuse, and that every girl should grow up feeling safe and protected.
Parents will be shocked to know that, under the Sexual Offences Act 2003, youth leaders and sports coaches are not included within the definition of a “trusted position”, which means that they can legally have sex with 16 and 17-year-olds for whom they are responsible and whom they supervise. Will the Home Secretary work with the National Society for the Prevention of Cruelty to Children to close that loophole in the law?
I will certainly look at the situation that the hon. Lady raises and, if necessary, talk to the NSPCC. I will invite her to participate in those discussions as well.

There is always a balance to be struck in how we live in our society. Britain is open for business and open for trade, and that implies an element of open borders. We have to allow some to-ing and fro-ing for us to prosper. This is also about a balance between the rights of individuals and the rights of the state to interfere in people’s lives. It is a very tricky balance, and a live balance, that is struck every day, and we do it within the rule of law. We are grateful, as are any Government, when we get the House’s support for measures such as the Justice and Security Act 2013 that improve the accountability of our law enforcement and intelligence agencies. That is the challenge, and it will not change no matter who is sitting on the Treasury Bench. It is a balance we must always try to strike and do better with.
The Minister did not answer the question that my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) posed: is anybody currently on a TPIM? Given we know that UK citizens have travelled to fight for Daesh and then returned to this country, I would be surprised if there were not some people on TPIMs to protect people in this country.
The hon. Lady will know that there is a bulletin of TPIM numbers every year. If my memory serves me correctly, the latest number was nine, or perhaps six. [Interruption.] It is six—there we are. That number will obviously be refreshed, however, and when the new one is published, hon. Members will be able to see the latest number. I can assure her, however, that TPIMs are just one of the tools in the toolbox we use to monitor or deter people from taking dangerous action. We use them when we need to, and will continue to do so.

Commons ChamberMy hon. Friend is right that part of the proposal was to make sure that local authorities can support these children. We need to ensure that when the children arrive, it is not a feeling of “job done,” and that they are supported over the few years, however young or old they are, to make sure they have a good life here. We consulted with councils, and they came up with the number 400. I remind the House that that is not the total number that councils take in; we have an average of 3,000 unaccompanied minors arriving in addition to that, which councils generously step forward and support. My hon. Friend is right: we should all thank them very much for the work they do.
I am very surprised that the Home Secretary did not understand the depth of feeling in the House and make a statement to the House on this announcement, rather than publishing it in a written ministerial statement yesterday. I am really struggling to understand how, if we put a cap of 350 on the scheme, that is not closing the scheme. Perhaps the Home Secretary can explain that one more time.
Under the Immigration Act 2016, we were required, by a date that is fast approaching, to name a number after having consulted with local councils. We have now done that. At some point, the scheme will close, but it is not closed yet, because we still need to transfer 150 under the amendment.

Commons ChamberMy hon. Friend is right to pay tribute to the voluntary sector organisations that do so much to support victims. I would be delighted to meet her and the police and crime commissioner for her constituency to see what more we can do to support those victims.
Does the Minister share my concern that Survivors Hull and East Riding, which has supported local victims of sexual trauma for more than two decades, is about to close because of a lack of funding? Would she be willing to meet me to discuss what more resources can go into providing a service locally for those victims?

My hon. Friend is quite right. The inquiry is incredibly important, but is part of an overarching strategy. We want to do everything we possibly can to keep children in our country safe. We are seeing record levels of prosecutions and huge investment in supporting victims, making sure that we take apart the culture of secrecy and cover-up that contributed to the delays we have heard about from Opposition Members.
The inquiry was set up as a panel inquiry, then turned into a statutory inquiry. Was the biggest mistake not setting up a royal commission modelled on what is happening in Australia, which has had a royal commission for the past few years that is pursuing the issue very successfully and has the victims’ confidence, as well as having their interests at its heart?
Royal commissions can be very important, but they tend to take a very long time. The Government’s view was that an independent inquiry was the best way to learn the lessons and secure the justice that the victims were looking for.
