Professor Press: While local employers will not provide the courses, there is not much point in us putting on modular learning if there is not a demand for the students who have gained that learning. We are a large and accessible provider of degree apprenticeships, and we work with over 500 employers in thinking about what sort of apprenticeships to run. I will be thinking about extending engagement with our apprentice employers, so that we can have the same sorts of conversations about putting on modular learning. It is through the providers that the employers will have the opportunity.

Professor Press: In Greater Manchester, we have a civic university agreement between the five higher education providers and the Greater Manchester Combined Authority. We work very closely together. The proposed legislation gives us the opportunity to align much more closely what we can provide and the sorts of skills that the combined authority wishes to deliver, because of the benefit there will be to local businesses and employers. I am very positive about working with the combined authority. The key thing to note is that the relationships are good, the conversations take place and people know one another. That builds trust and confidence and enables us to have the right sorts of conversations that deliver positive outcomes.

Professor Press: I have not done the modelling and am not sure whether anyone else has yet, but there will be an additional cost from doing this. It is clear that that is bound to be the case. If people are taking, for instance, four 30-credit modules rather than one level 4 or 5 programme, there will be onboarding and exiting costs associated with the student four times over compared with just once. As you will appreciate, Matt, universities spend a lot of time, effort and money on inducting, familiarising, briefing and onboarding students. We would have to do that every time a new student came to study a 30-credit module.
There will also be the costs and complexities associated with the production of the certificates, and if credit transfers were to take place with other organisations. It is going to be costly. I do not know what the exact costs are, so I am sorry but I am unable to answer your question in a quantitative way.

Commons ChamberMy hon. Friend has spoken to me multiple times about the excellent school provision in his area, and I would be delighted to visit and see more for myself.
I welcome the Minister and the whole Front-Bench team to their new roles. The Joseph Rowntree Foundation says that children from low-income backgrounds are more likely to have a special educational need but less likely to receive support or interventions that address their needs. I note the comments the Minister has just made, but given that Barnsley has one of the highest numbers of EHCPs in the country, can she guarantee that she will move heaven and earth to make sure schools have the resources they need for this specialist provision?
We absolutely need to address the plight of low-income families struggling with the system when their children have SEND. The amount of funding that has gone into the SEND high needs block has risen by 40% over the last three years, so we are putting the funding in, but we absolutely need to ensure that it is going to the right families.

Commons ChamberMy hon. Friend has done an exceptional job of caring for his Watford constituents’ mental health, and I am sure that all hon. Members can get behind and copy his first aider programme. Bullying can have long-term effects on mental health. Between 2021 and 2023, the Department is providing more than £2 million to organisations, including the Diana Award, to support schools to tackle bullying.
One in six kids in my constituency struggles with their mental health; it is a deeply concerning situation. What plans does the Minister have to increase specialist mental healthcare support in every school, so that all kids in my constituency have access to the support that they need?
The hon. Gentleman is absolutely right that this agenda is incredibly important, and the Government care passionately about it. As a ministerial team, we are focused on supporting mental health and wellbeing. We are funding training for senior mental health leads in two thirds of state schools and colleges by March 2023 and in all by 2025.

Commons ChamberI commend the work that City of Wolverhampton College is doing on electric vehicle maintenance. When we see excellent providers working with employers, we also see the best outcomes for students, which is why we are investing an additional £3.8 billion in further education and skills over the current Parliament.
The truly outstanding Northern College in Barnsley is the only adult residential college in the north of England. Can the Minister assure us that it will continue to receive its residential uplift funding in future years?

Commons ChamberOn the actual ODA allocations, BEIS is currently working with UKRI, all global challenge research funds and its Newton fund delivery partners to manage the financial year 2021-22, including by determining which projects will go ahead. Its delivery partners have been communicated with, and award holders will set out the next stages of the review of ODA funding next year and explore the options available for individual programmes.
The Further Education Commissioner carried out a diagnostic assessment at Northern College in February, and a structure and prospects appraisal started this month, on 21 April. A number of options are being considered to improve the college’s financial position. We will continue to work with Sheffield City Region Mayoral Combined Authority and the West Yorkshire Combined Authority, which will provide the majority of the college’s funding from August 2021.
I am grateful the Minister for that response. She will know that Northern College is one of Barnsley’s proudest institutions—it provides an outstanding level of education and reaches disadvantaged learners—but financially it is on the brink. In respect of the Government’s review, will the Minister commit to working closely with local stakeholders, so that together we can do everything we can to ensure that Northern College retains its independence and its residential provision?
I have had many representations from MPs in the hon. Gentleman’s area, not least my hon. Friend the Member for Penistone and Stocksbridge (Miriam Cates). As I said, the structure and prospects appraisal began on 21 April. Membership of the steering group includes representatives of the college governing body, the interim FE Commissioner, the deputy FE Commissioner, senior officers from the two combined authorities and the Education and Skills Funding Agency. The FE Commissioner’s team has made contact with all local MPs and I have offered a call with all local MPs. We are committed to work in good faith to ensure that we look seriously at the options for Northern College.

Friend is spot on: universities do have a duty of care, and it is important that they are communicating with and looking after the wellbeing of students during this challenging time. Useful information and best practice have been circulated by Universities UK and the Office for Students. If a student really does have a concern, they should raise it directly with their university, go through the complaints process and then potentially escalate it to the Office of the Independent Adjudicator.
Here in South Yorkshire, our two world-leading universities are doing everything they can to support students through the crisis. But writing in The Yorkshire Post today, the vice-chancellor of Sheffield Hallam University rightly calls for a “massive increase” in the hardship payment to up to £200 million to help those students who are struggling. What guarantees can the Minister give that further help for these disadvantaged students is on the way?
As I have said many times today, this support is available until April. We are actively monitoring the impact on students, to ensure that every student who needs the help can get it and that they have that money in their pockets, so that they do not face challenges as the pandemic progresses.

Commons ChamberWe greatly value the important role that faith schools play in our education system. They are high performing, they are popular with parents and they make an excellent contribution to our education system. Through the free schools programme, we have facilitated the creation of 71 new state-funded faith schools.
Sure Start schemes up and down the country are being delivered by local authorities, and it is up to them to make the decisions. However, we have already discussed the roll-out of hubs by some local authorities, which are proving particularly effective. As I say, it is for local authorities to determine what is best for their children.

Commons ChamberI met the vice-chancellor of Exeter University only last week to talk about some of the work that he and, indeed, the broader Russell Group are doing. It is important that we push this even more in the future than we have in the past. Alongside the proposals on selective education, some of the work we are doing in specific areas, such as on areas of opportunity, will make a massive difference over time.
If the Government were serious about improving social mobility, they would have a plan to reduce child poverty. With 3.9 million children living in poverty and the Institute for Fiscal Studies projecting that poverty among children will increase by 50% during this Parliament, what is the Secretary of State doing to reduce the appalling levels of child poverty we are experiencing in our country?
First, we should all recognise that social mobility is a long-standing generational challenge that will not be fixed overnight. It has been present in our country for many decades. In the end, the route out of poverty is to have a strong economy, coupled with strong productivity. That is why the education agenda is not just about allowing people to reach their potential, but about enabling our country and our economy to do the same.

It is, as ever, a great pleasure to serve under your chairmanship, Mr Evans. I thank the hon. Member for Kingston and Surbiton (James Berry) for securing this important debate, and for his thoughtful opening remarks. I would particularly like to associate myself with his remarks about our dear friend, the late Jo Cox. We remember her fondly today.
I will be brief. I want to talk about poverty and its impact on children’s early years development and readiness for school. I recently produced a report on child poverty in my constituency, which showed that one in five children live in poverty. By any metric, that is a deeply concerning statistic. A childhood that is safe, supportive, warm and healthy, with the prospect of a bright future ahead, should be the right of every child, not just a luxury for some. It is important because how people start their life heavily determines what the rest of their life will be like. For those born into poverty, it is hard to climb out of it.
We know that poverty has a negative impact on children’s development in their earliest years. Figures from Save the Children, which does incredibly important work on early years development, show that in my constituency last year more than 200 children fell behind before they had even started school. Nationally, one in three children in England start school without meeting the Government-recommended level for early development. That should shame us all and ensure that we redouble our efforts to stop children falling behind.
A lot of good work is being done to stop children falling behind. In particular, I draw attention to the work of my hon. Friend the Member for Nottingham North (Mr Allen), who has been a champion of early intervention for many years and was heavily involved in the cross-party manifesto “The 1001 Critical Days”, which contains a number of sensible policy suggestions. The Early Intervention Foundation is also leading the way on this issue by championing early intervention and, crucially, evaluating the evidence to find out what works.
Stopping children falling behind in their earliest years will require the Government to be bolder in their approach to tackling the root causes of child poverty and of children falling behind. I had hoped that a step towards that bolder approach would be delivered in the life chances strategy, which we were told would be forthcoming after the EU referendum. I was disappointed to learn that the announcement of the strategy has now been pushed back. I urge the Government to bring it forward at the earliest opportunity.
I make the case to the Minister that the possibility of new leadership at the top of the Government offers fresh opportunities to look again at these issues. There is no doubt that some of the Government’s measures over the past six years have contributed to children in my constituency remaining in or falling into poverty. There is now an opportunity to change that, so I urge the Government’s new leadership to be ambitious.
I am bringing forward a private Member’s Bill that will seek to legislate for a target to reduce child poverty and to introduce steps to measure how well the Government are performing in achieving that target. I would be happy to work with the Minister and the Government on the Bill, and urge them to consider the idea seriously. We can end the scandal that is child poverty only by everyone in this place working together, with national and local government working across society. I hope this important debate can be a step towards that goal.

Commons ChamberI congratulate my hon. Friend the Member for Batley and Spen (Jo Cox) on securing this important debate. This issue is important for a number of reasons. First, unless we address the regional disparities in educational attainment, this country will continue to become more divided. Secondly, that attainment gap wastes the talent of young people in our communities.
I pay tribute to the great work going on in Barnsley. Fantastic people across our community are working incredibly hard to give our young people a bright future and to help close the attainment gap. I am thinking of people such as Chris Webb and his great team at Barnsley College, which is rated outstanding and ranks as one of the best further education colleges in the country. I am also thinking of our great headteachers, including Kate Davies, Simon Barber, Dave Whitaker, Nick Bowen, Diane Greaves and Paul Haynes, and of great teachers such as Mat Wright, who I met during the Easter recess at the Barnsley teaching and learning festival. They are people with great passion for improving the lives of young people in Barnsley.
Teaching is a hugely valuable form of public service, but we all know that huge challenges come with it. In Barnsley, less than a fifth of pupils on free school meals get five A to C grade GCSEs. That damning statistic represents a massive waste of talent. I know that the young people in Barnsley do not lack talent. I think of the young people I know in the Barnsley youth choir; the young people I have met who are involved with the community work of Barnsley football club; and the young people I meet when I visit primary schools in my constituency who have the most curious minds and often ask the most brilliant and challenging questions. It is clear when I meet these young people that they are being failed, and the talk of how prosperous Britain has become and how well things are going simply rings hollow to those young people who are being failed by the system. I want to address three areas where progress needs to be made if we are to change that, namely poverty, aspiration and leadership.
First, I recently wrote a report on child poverty that found that more than one in five children in my Barnsley Central constituency grow up in poverty. There is no doubt about the crippling effect that poverty has on educational attainment. Poverty is a complex and difficult issue to solve, but some of the Government’s measures over the past six years have contributed to children in my constituency remaining in or falling into poverty. I fear that the Government’s approach has best been represented by their ambivalence towards independent evidence that the Government’s policies are hitting the poorest hardest.
Bold and practical measures can be taken to reduce child poverty and boost educational attainment. For instance, we know that promoting the bonds between parents and children in their early years not only leads to happier and more prosperous lives, but saves considerable future spending on the cost of family failure. At present, the Government spend too much money dealing with the symptoms of the problems. Our priority should be to shift spending to investing in preventing the causes of social problems. By shifting resources to targeted early years intervention, we can help tackle the root causes of social and emotional problems among children and young people.
My hon. Friend the Member for Nottingham North (Mr Allen) has done great work in that area, and the cross-party manifesto, “The 1001 Critical Days”, sets out a policy framework from the period of conception to the age of two, because services and children’s centres need to be co-ordinated in a whole-family approach, working with all members of a family involved in the care, education and health of a child. Louise Casey’s troubled families programme has been pioneering that approach with success.
Secondly, poverty in my community is often intrinsically linked to poverty of aspiration among young people. In Kingston upon Thames, many children are the sons and daughters of barristers, surgeons and media executives, but in Kingstone in Barnsley, children are more likely to be the sons and daughters of barmaids, cleaners and call centre workers. When they are growing up, too many children in Barnsley do not comprehend the opportunities that could be available to them. They do not know that they are this country’s talent of tomorrow. Raising aspiration will not be an easy task, but better careers education and career guidance are clearly part of the solution.
The recommendations of the Gatsby Charitable Foundation’s “Good Career Guidance” report should be looked at more closely. It states:
“Every school and college should have an embedded programme of career education and guidance that is known and understood by pupils, parents, teachers, governors and employers.”
I could not agree more, but we are still some way off that goal.
I absolutely agree. In every respect, it is a great thing to be born in the great county of Yorkshire. That is something around which we can unite—[Interruption.] It is something around which many of us can unite, Mr Deputy Speaker. I have to admit to the House that I did not enjoy that privilege, but my hon. Friend makes an important point. For so many Labour Members—other Members can speak for themselves—the basic, fundamental principle that brought us into politics was that where someone grows up should not determine where they end up. That is the essence of this important debate.
I certainly agree with the hon. Gentleman about the need for better careers advice. Does he agree that it is also important for people to have realistic but inspirational role models so that they can see that there is a path to a better life and that they can achieve what they want, whatever their background? A good role model is a great way of demonstrating that to people.
I agree with the hon. Gentleman. One thing that I have observed about the culture in Yorkshire and the Humber is that people are often quite reticent about talking themselves up. We have a real responsibility to the next generation of talent. When I visit schools in my constituency, I make the point that people from Barnsley Central have gone around the world, achieved great things and shaped the world in which we live today. I agree with the hon. Gentleman that we all have a responsibility in our communities to make the powerful point that the most amazing success stories have come out of our area, and we should never be shy about championing the success of people from our region.
I have reflected on the Gatsby Charitable Foundation’s career guidance report. It is also worth reflecting briefly on the recent report by the House of Lords Select Committee on Social Mobility. That excellent report makes detailed comment about improving the transition from school to work for young people. One recommendation, that the Government should look closely at, is for Ofsted to place greater emphasis on the provision of careers education.
I chair the all-party group on careers information, advice and guidance. Schools are encouraged by the Government to work towards a quality in careers standard, but they are not obliged to do so. In a high- stakes accountability system, in too many cases they will not do the right thing until that is joined with the system. Does the hon. Gentleman agree that we should make it mandatory for every school to work towards that standard and maintain it?
I absolutely agree, and I will be interested to hear what the Minister is able to say when he responds.
Finally, I want to talk about leadership. If we are to close the attainment gap, we will need brilliant headteachers leading teams of excellent, highly motivated teachers. If we look at the recent schools White Paper, however, we see that the Government show a dearth of ambition in that area. There is a chapter headed “Great teachers—everywhere they’re needed”, but despite that promising title, there is little in the way of proposals for how we can get more great teachers. Instead, the main focus of the White Paper is the plan for the forced academisation of every school, a divisive policy for which there is absolutely no evidence that it will improve standards.
On a more positive note, I was encouraged by the Government’s announcement in the Budget of a northern powerhouse schools strategy. A number of measures sounded promising, including the additional funding being made available to support turnaround activity and the report on transforming education, which is to be led by Sir Nick Weller. Since then, however, I have been disappointed by the lack of detail that has been forthcoming. The schools White Paper did not mention the northern powerhouse schools strategy once.
As my hon. Friend the Member for Batley and Spen said, Yorkshire needs a strategy for improvement, similar to the pioneering scheme that we saw in London. I would like the northern powerhouse schools strategy to progress with the ambition of generating an improvement similar to the one seen in London. Sadly, we do not have enough information about the strategy to know whether that is what we are looking at. I ask the Government to provide more information to Members on the strategy, and also to publish the terms of reference for Sir Nick’s review.
In conclusion, Madam Deputy Speaker—[Laughter.] Sorry, Mr Deputy Speaker; it has been a long day. Closing the attainment gap will take real effort from everyone involved in the education system, from Ministers to school leaders, teachers and parents. It is not going to be easy, but we have to succeed because the stakes are so high. We cannot allow the educational divide in this country to continue. We cannot let down the young people of today and tomorrow.
